enezuela’s ambassador to Guyana Reina Margarita Arratia Diaz has criticised the ongoing protest in the oil rich country, saying the actions carried out by the opposition party and its supporters are heavily influenced by the U.S. The protests, which began last week Wednesday, have resulted in the deaths of four persons so far, including a 15-year-old student, with considerable damages being done on public buildings, including the office of the attorney general.

The state television has been under siege and the burning of police vehicles and other indiscriminate actions have disturbed the peace of citizens living in Caracas and other nearby cities over the last couple of days.

“For this reason, we want to denounce before the international community, that the opposition of Venezuela have repeatedly been doing those destabilising actions all over the country, violating the peace of the Venezuelan people,” she said, with the aid of interpreter, Lilliana Tejeda.

The diplomat further claimed that the actions have

been extensively supported by the U.S. government, which has been funding the training of youth organisations and civil societies to carry out acts of violence.

These acts, she further related are being done in an effort to “overthrow a government that has been democratically-elected by the majority of people in Venezuela”.

The Venezuelan envoy said the opposition’s claim that the violence is caused by government agents is false, since there is enough evidence to prove that opposition elements are the perpetrators. Three consular officers in the U.S. embassy in Caracas were given 48 hours on Monday to evacuate the country.

U.S. ‘provocateur’ booted

According to the ambassador, Breeann Marie McCusker, Elsen Jeffery Gordon and Clark Krisstofer Lee were expelled from Venezuela because they were taking actions to promote violent activities to generate chaos and distortion to the Venezuelan population.

According to a release by the country’s Foreign Affairs Minister Elias Jaua Milano,

the officials, “during the last couple of months of 2013 and the beginning of 2014, have been visiting several private universities with the pretext of offering a programme to deliver visas”.

The truth behind the action, the minister said, was to “make contact with leaders to attract young people in order to create training and youth organisations to promote violence in the country”.

The protest began last week with a group of students storming the office of the country’s attorney general and hurling threats against the government of Venezuela led by President Nicolás Maduro.

The protest action was organised by Maria Corina Machado and Leopoldo López, leaders of the Venezuelan opposition, along with a number of student movements. Reports are that violation of civil rights, chronic scarcity of basic goods, and high levels

of criminal violence are the among many reasons for the protests. Inflation rate for 2013 was tallied at 56.2 per cent and the scarcity index had been near 20 per cent throughout 2013.

According to President Maduro, this was as a result of an economic war being waged by business sectors aligned with the conservative opposition against his government.

The day the protests began coincided with the commemoration of the Battle of La Victoria on February 12, 1814, during the Venezuelan War of Independence, when forces armed thousands of college and seminary students because of the shortage of troops.

February 12 is also known in Venezuela as National Youth Day. Protests have taken place in several cities around the country.

While four persons have been killed, 66 were injured, and approximately 100 have been arrested.

Public-private sector dialogue

W

hen the National Competitiveness Council (NCC) met last week, some very important points were brought up for discussion and consideration in relation to the development path Guyana should take.

This approach being taken by the administration seeks to involve all the relevant stakeholders as part of the national development dialogue. Government alone cannot, and should not, be left to decide national development policies and how they must be implemented. The private sector, which is considered the engine of growth, must be encouraged to have an input.

The NCC is the body that oversees the implementation of Guyana’s National Competitiveness Strategy (NCS) and is the highest level public-private dialogue body in the nation. It is chaired by a president and comprises senior ministers and officials of the government and senior representatives of the private sector. This is a key forum where the government and private representatives meet to have dialogue on issues of national importance.

Following the National Economic Forum (NEF) held in August 2013, the chairpersons of the 10 thematic working groups were invited to make presentations to the NCC, based on the recommendations developed by their respective groups.

The thematic groups consisted of members of the government, private sector, the parliamentary opposition and other stakeholders who met regularly during the period JuneAugust 2013 in preparation for the forum in order to develop presentations, focusing on policy recommendations for priority consideration by government regarding the 10 major sectoral areas.

There were also some key recommendations made which the authorities would need to consider in their discussions at the level of the Cabinet. The key short-term actions include upgrading of the Soesdyke/Linden Highway, the Bartica/Issano Road, the East Bank Essequibo Road and the Parika Backdam Road.

The long-term actions include the Kurupukari/Mora Road, paving of the Linden/Lethem road, developing an alternative road between the East Coast and West Coast of Demerara, reconstruction of the Demerara Harbour Bridge, dredging of the Demerara River, establishment of a container terminal and a deep water harbour.

It was pointed out that the small size of Guyana’s domestic economy and the importance of trade as a major source of economic growth and employment make trade a critical policy area.

The recommendations include strengthening trade agreements, introduction of the Single Window System, a certification laboratory for Sanitary and Phyto-Sanitary (SPS) standards, improved monitoring of ports for illegal drugs, investments in infrastructure, particularly the road to Lethem and the deep water harbour, re-engineering of Go-Invest and challenging consulates and embassies/high commissions overseas to identify opportunities for trade.

A presentation on tourism highlighted several areas that priority should be given to, such as marketing, accessibility, nation branding, product development, pricing and safety and security.

Another presentation outlined some of the challenges to human resources development – the low level of adult literacy and numeracy, inadequate levels of performance in science, technology, English and mathematics, undertrained teachers and trainers and low Internet and IT penetration due to high costs.

Recommendations included the establishment of a national education planning secretariat, support for online and distance education programmes, a strategic IT penetration programme, resuscitation of the National Science Council, increasing the minimum qualification for a high school teacher to be a first degree and inclusion of more foreign languages and exchange programmes in schools, particularly in Spanish and Portuguese.

The University of Guyana (UG) plans to launch four online degree programmes by March so that prospective students do not have to physically attend the university. This would be particularly beneficial for prospective students who live far away from the two established UG campuses.

All of these are important comments/suggestions/ recommendations that came out of this high level public-private dialogue. It is hoped that as the development debates continue, all stakeholders, including the political opposition, will make their contributions in an effort to help create a better future for the citizens of Guyana.

Does Kissoon still idolise this lawyer and politician?

Dear Editor, Recently, a leading politician and lawyer was once again in the news for the wrong reasons. This time, for reportedly failing to honour an agreement of sale of a plot of land on which one of Guyana’s most popular private schools is located.

How can a senior attorney commit such an act?

An act, that is not only unbecoming of an experienced lawyer, but who is also a senior figure of a major political party – a party that aspires to govern Guyana.

His apparent failure to fulfil his legal and moral obligations has placed the future of more than 300 young Guyanese, preparing for their Caribbean Examinations Council (CXC) examinations, the passport to their future, in jeopardy.

Has he given any thought to what would happen to those children should they be evicted? Has he given any thought to the hundreds of millions invested?

It appears that his love and worship of money is so great that he just doesn’t care a damn about the future of over 300 young Guyanese.

Can you imagine, only recently the National Assembly passed a law to protect innocent purchasers from this very type of injustice?

An opposition parliamentarian spoke at length about the need to protect innocent purchasers from dishonest vendors who either sell their property a second time or mortgaged it to a financial institution and failed to pay off the mortgage after the sale, thereby making it impossible for the purchaser to receive transport, unless that person pays off the mortgage.

It is the very thing this lawyer is accused of doing!

Did the parliamentarian know that one of these dishonest vendors about whom he spoke is in his own party? This is the million dollar question.

It has been reported that when asked for a comment, the lawyer refused, saying that the matter is “sub judice” and therefore cannot comment. He finds it convenient to now hide behind the sub judice principle, but this principle was thrown out of the window in a high profile libel matter in 2011.

It would be recalled that this lawyer and politician, at every street corner, at many public meetings during the 2011 election campaign, spoke about the matter. Was that matter not sub judice?

One cannot prostitute these legal principles.

What is most disturbing in this whole saga is one opposition party’s posi-

tion, in particular, one parliamentarian, who loves to claim how close he was to Dr Cheddi Jagan and how he is a living embodiment of the ideals of Cheddi.

In short, he is claiming to be the biggest “Jaganite” alive. If this is so, then he must know the importance Dr Jagan attached to young people and their education.

He would also know that is the reason he fought against numerous odds and established the University of Guyana (UG), so that young Guyanese could realise their dreams.

Today, this parliamentarian is a senior member of a political party, whose fellow senior member has put the future of over 300 young Guyanese preparing for their CXC exams, and you cannot hear his voice.

Would Dr Jagan have remained silent? Yet another opposition politician, when asked for a comment, said it is a personal matter. What a disgraceful answer from one who considers himself a crusader against corruption and a moralist.

It must not be forgotten that during the 2011 election campaign, one minority party campaigned on a platform of everything youth – youth empowerment, jobs for youths, etc. Here is an opportunity for that party to prove to the nation, espe-

cially the youths, that they were not deliberately deceiving into voting for them. Or were they?

Does this party realise that many of those students being affected would be on the voter’s list come next election? Another individual who claims to be the embodiment of another great son of the soil is Freddie Kissoon, the self-proclaimed fighter against injustice.

Kissoon portrays himself as an intellectual. He hails Dr Walter Rodney as his hero. Dr Rodney, like Dr Jagan, saw Guyana’s future in educating and empowering the youths.

Here we have a situation where the education and empowerment of over 300 young Guyanese are threatened, ironically because of the alleged acts reportedly committed by someone whom Kissoon has idolised.

I am sure that the Guyanese public is eagerly awaiting Kissoon’s comments on this whole affair.

Does he still idolise this lawyer and politician?

What this whole saga has proven once again is that hypocrisy has become the norm within the leadership of this particular political party.

A selective bully in town

Dear Editor, I had a banking issue in Canada of all places. It was at a TD (Toronto Dominion) unit and I suffered the fate of not getting money from its ATM, even though the receipt was reflecting a withdrawal.

On another occasion, at this same bank, I was told that I could not access my money because of some inability to trace my information.

This was the bank’s fault and it needed a visit from me to rectify the problem. Now why I am telling this?

It is because I feel very angry that one citizen, a supposed analyst and columnist, bullied the staff at Republic Bank. I was the victim of a failed withdrawal that was not so reflected on my receipt.

This took place one afternoon recently at the ATM in the Bank of Guyana building. I then went to the main branch and was told that there is no need to worry, seeing that the redress will be done, as usual, within one day.

This is the standard procedure at this bank. So, how come the staff were bullied and why did they allow it? This particular person walks with a chip on his shoulder, but he selects whom to oppose. I saw him not too long ago, as he was going into a pizza establishment.

He was heckled and lewd comments were made to him.

Did he fight back? You know the answer. The man knows whom, when and where to bully.

I recall how he was made into an academic imbecile, on more

than one occasion too, by a letter writer. Why does he not seek redress there, particularly on the issue of the colour argument? I am sure that things that purport to scholastic credibility are much more important than a few dollars of temporary misreading.

The man also mentioned his thoughts about the price of books in Guyana and the return of goods policy. I do know that if goods have been removed from their packages, they cannot be resold, after being taken back, at the same value.

Business entities must have a way of accepting returned goods but at the same time, not at their expense. So again, I really do not know how others, here again, allowed this kind of bullying to take place.

I am not for one minute saying that customers must be denied the right to return items.

However, this must be done with discretion.

As for books, if we go on any website where we can order books, they are ridiculously expensive.

That is the way life is all over the world. We only get books for free or at very cheap prices, when we get deals, a seller is closing down, or the books are damaged.

For now, we should not allow one bitter and seemingly unstable character to denigrate our country. We have come a very far way and we are growing in very pronounced ways.

PYO concerned about violent protests in Venezuela

Dear Editor, The Progressive Youth Organisation (PYO) wishes to voice its concern over the ongoing opposition protest actions in Venezuela that have resulted in violence and chaos.

It ought to be understood that in any democratic society, there will be disagreements. However, this should not descend into violence. The PYO respects the right to protest but such actions should be done within certain parameters.

While all is not perfect in Venezuela, the administration should be credited first under Hugo Chávez for dismantling Venezuela’s peaceful coexistence with poverty, inequality, and social exclusion.

The government placed the poor at the centre of the national conversation, this whole concept was imprinted into the nation’s psyche and even exported to neighbouring countries and beyond.

Moreover, their ability to make the poor feel that one of them was in charge has no precedent.

The Venezuelan government ended the widespread political indifference and apathy nurtured over decades by a system dominated by decaying and outof-touch political parties.

The political awakening of the nation sparked by the late Hugo Chávez has engulfed people in the barrios, workers, university students and the middle class. Poverty was reduced, so was infant mortality, there has been

greater access to education and other social services as well.

The current protest action in Venezuela bears an ominous resemblance to the Guyana experience as it relates to protest actions by the opposition forces since these have generally descended into hooliganism, banditry and pandemonium.

In conclusion, while we acknowledge the right to protest, it would be better for the parties to come to the bargaining table in the interest of Venezuela.

Can a police officer drive without a driver’s licence?

Dear Editor, Permit me a space in your letter column to publicly ask a question which is directed to the Guyana Police Force (GPF).

More precisely, I would like the spokesperson of the GPF to publicly answer a simple question. My ques-

tion is: “Can police officers drive on the public roads of Guyana without a valid driver’s licence?”

I am asking this question because a police officer told me bluntly to my face that he has the right to traverse the roads with motor vehicles without a valid licence.

He further alluded that they (police officers) are trained to do so. I find his statement most mind-boggling and wish to publicly seek clarity on the issue.

Loud music can be extremely nerve racking Dear Editor, We are not dealing with this issue of loud music as diligently as we should. Furthermore, we continue to be quite insensitive to those who are vilely being affected.

Medically, music causes the body to release endorphins which is often accompanied by a feeling of sedation, well-being, and pleasure and it is probably for this reason that many people insist on listening to loud music for hours. On the other hand, loud music can be extremely nerve racking

for some people and is in fact known for eliciting a reaction in the body that is equivalent to the response of pain.

From a scientific stand point, studies have shown that there is a correlation between the loudness of the music and the rate of alcoholic consumption. On average, a person is more likely to consume more alcohol in a noisy environment, as compared to a quiet one or one where the music is moderately being played.

Music can greatly affect the daily routines of a household inclusive

of studying, sleeping and caring for babies and the ill. It is therefore important that we address this matter urgently.

I urge the relevant authorities to strip vehicles of their music systems if the owners cannot learn to have consideration for others. Moreover, I ask that the permission being granted to night spots to play at odd hours be duly reconsidered.

Blending explained: Why smooth blending is important to reading development Conclusion

Sing words

If a student is having trouble blending sounds, **have the child SING as they sound out the word**. When you sing the sounds (carry a tune) it is impossible to segment sounds. I would like to thank my friend Sally for sharing this highly effective technique with me. This ‘singing’ the word is fabulously effective with the students who struggle with blending. The singing helps the child learn to smoothly ‘hook sounds together’. Once the child has developed blending skills, they no longer need to ‘sing’ the words. However, singing is one of the most effective tools for teaching smooth blending.

If the child is separating sounds instead of smoothly blending sounds together, stop the child immediately.

Don’t let the child practise incorrect skills! Remind him to keep the sounds together and have him take a breath and sound out the word again or sing as he sounds out. If needed, explain and demonstrate; say something similar to “listen to how we keep the sounds together without stopping when we sound out”.

If the child cannot blend, STOP and work on oral blending activities until he acquires this essential skill. It is essential to develop smooth blending in the beginning. Remember, habits are harder to break. Stop and teach. Help the child learn and practise correctly!

Also, remember necessary reading skills are not isolated tasks. The fundamental skills are interrelated. Smooth blending is related to automatic knowledge of the code. If knowledge of the phonemic code is not automatic and direct, the student often has to pause before they recall the sound resulting

blending skills, you can use oral sound blending activities to practise and develop smooth blending skills. Tell your child you are going to play some fun sound games. Say “First I will say some sounds slowly. Then you say the same sounds slowly by yourself and then say them at regular speed. Let me show

in ‘choppy’ sounding out. If the student is pausing because they don’t automatically know the sound, they need to do some direct practise of the print=sound code in isolation. This provides additional support for systematic presentation where the child practises reading decodable text.

If the child is trying to sound out words that contain sounds they do not know, they will have to pause and think and this may hamper the development of smooth blending skills.

For young children who lack

For example: Parent or Teacher: “Say ‘sssuuunn’ (the word ‘sun’ stretched out slowly) Child: repeats “sssuuunn” Parent: “Now say it regular” Child: “sun” For this blending skill development activity, use simple single syllable words. Begin with sounds that can be ‘stretched’ out and avoid the ‘fast’ blended consonant combinations until the child first masters basic blending. Some appropriate words include: me, am, if, we, in, is, see, same, sun, fan, fun, run, rim, ram, this, mom, his, math, slam, at, not, nut, seed, road, that, seat, team, meat, lap, flip, top, bus, flag, vest, wish, mast, last, was.

Start simple and build skills

If the child has difficulty with these oral exercises, practise with the child. Demonstrate how to stretch out sounds keeping the sounds hooked together.

Have the child practise stretching words out (saying words slowly) and then saying the words at regular speed. Once again, demonstration and practise is highly effective in helping the child learn. If necessary, the child can also ‘sing’ the words in these exercises to help develop blending. (righttrackreading.com)

The equation for reading success T

he equation for reading success has two critical parts:

Parent or Teacher + Effective Materials (tools/programme)=children achieve reading success

*Both elements are critical if you want to teach all children to read. If you are missing one part of the equation, you will end up with reading failure for many children. * Loving parents and wonderful teachers frequently end up with reading failure simply because they are using ineffective materials and programmes. If you are not using effective materials, many children will experience reading failure. The proof is in the results and statistics. Loving parents and wonderful and highly skilled teachers have significant failure rates in teaching children to read when they use ineffective methods. * Effective materials sitting alone will not ‘teach’ the child how to read. If you don’t have an actual caring competent person doing a good job teaching, the effective materials are worthless. The parent or teacher must still TEACH the effective programme to the child.

To improve reading proficiency rates, we MUST start using effective material and better engagement of parents and teachers. We need to use the effective direct systematic phonics programmes that are proven by research to be the most effective way to teach children to read.

The following engineering analogy illustrates the current situation. We have been building bridges for years and know for a fact that the bridges only function to capacity 31 per cent of the time. The bridges have a 69 per cent failure rate: approximately 37 per cent of the time the bridges completely collapse and another 32 per cent of the time the bridges only function at a much lower capacity where you can walk over the bridge but not drive over it. An engineer would stop and evaluate both the blueprint/ design and the crews that constructed the bridge to determine the exact problem.

A faulty blueprint will result in failure even with the hardest working, most experienced, dedicated crew.

And when members of the crew are ineffective; well, the problems are compounded. Well, in our education system, we have significant failure rates in teaching children to read and yet we continue to use and defend the old blueprints and fail to put highly effective teachers to children to read. To prevent the existing significant failure, we must toss out the old faulty blueprints and replace them with the effective programmes and improve our teachers’ capacity, effectiveness and interest.

Parents, teachers and other educators need to look at the hard facts (not the opinions, theories or philosophical debates) and learn more about the science of reading and the proven effectiveness of direct systematic phonics programmes and engaged instructors in teaching children how to read. LEAD project aimed at easing tension in Parliament – U.S. ambassador

T

he United States Agency for International Development (USAID) US$ 1.2 million Leadership and Democracy (LEAD) governance project is intended to address the lack of compromise and consensus, which have dogged the work of Parliament since the 2011 elections, the U.S. government has said.

In 2012 and 2013, the tripartite talks among the People’s Progressive Party/ Civic (PPP/C), the Alliance For Change (AFC) and the A Partnership for National Unity (APNU) broke down, resulting in billions of dollars being slashed from the budgets.

Additionally, the parties have failed to agree on the construction of the world class Marriot International Hotel and the Amaila Falls Hydro Power Plant and now the Anti-Money Laundering and Countering the Financing of Terrorism (Amendment) Bill.

Included in the LEAD project is a component that is designed to build consensus among the parties at the level of the National Assembly.

The LEAD project will offer (non-material/non-financial) technical assistance to the PPP, APNU and the AFC in a non-partisan, inclusive manner. This objective, if the project comes into operation will be achieved through cross-party negotiation workshops, according to the project document.

The LEAD programme

proposed bi-monthly workshops on political negotiation, featuring experts in the field. “These workshops will be offered to all parties in one setting. The programme will be conducted in this multi-party format to foster interaction between the parties outside of the formal parliamentary setting, encouraging them to take part in mock negotiation sessions with their counterparts,” a section of the project document stated. It was stated that this technique has proven to be effective in other parts of the world.

Additionally, through the programme, consultative sessions will be facilitated to develop the ability to debate, deliberate and negotiate legislative initiatives. It is believed that by equipping parties with the ability to arrive at meaningful consensus, the demands of citizens will be addressed.

Policies

In the area of issue-based policy development, the programme will host workshops to review techniques in research and analysing constituent concerns, in addition to the development of policies.

he Guyana Power and Light Inc (GPL) is calling on persons desirous of using temporary electricity supply for the purposes of Mashramani celebrations to contact its commercial office to prepay for the service.

GPL in a release said as a corporate citizen, it is extremely proud of the country’s achievement and looks forward to providing legal connections to vendors and other persons, who may desire a supply of electricity for this period of festivities.

“As we join all Guyanese in preparation for one of the largest national festivals, all arrangements are in place to meet the demands of cus-

tomers, including technical support during the large float parade along the routes of Georgetown, the capital city.

“Persons, especially vendors along the parade route, who are desirous of temporary electric services, especially Mashramani Day, can visit GPL’s commercial office at 40 Main Street, Georgetown and prepay for this service.

Please provide a copy of proof of identification and certificate of inspection issued by the Government Electrical Inspectorate,” GPL said.

The utility explained that the service will be determined by the electrical appliances (freezer, sound system, microwave oven et-

cetera) indicated by the vendor for intended use.

The company said prepaying for temporary service will allow the power company to generate the electricity demand for the period.

Persons found guilty of unauthorised electricity supply during the festivities will be prosecuted.

“GPL encourages interested vendors to apply for their service on or before Friday, February 21, 2014, during normal business hours. Please contact our Commercial Call Centre on 226 2606 between 08:00h to 16:00h Mondays to Thursdays and 08:00h to 15:30h on Fridays,” the release concluded.

Man gets bail for possession of ganja

man appeared in court before Chief Magistrate Priya Sewnarine-Beharry in the Georgetown Magistrates’ Courts charged for the possession of cannabis.

Colin Ambrose, 49, of Lot 3809 North Ruimveldt, Georgetown, pleaded not

guilty to the charge which states that on Sunday, February 16, in the Stabroek market area, the accused had in his possession 14 grams of cannabis.

Attorney Paul Fung-AFat offered the court a plea on his client’s behalf stating that the accused has a wife

and 10 children. Prosecutor Michael Grant had no objections to bail which was granted in the sum of $50,000 and the matter was transferred to Courts Eight and Nine for the date to be fixed of further proceedings. The accused is expected to make another court appearance on March 14.

Thirdly, the LEAD programme proposes to motivate and better equip Guyanese youth with the necessary skill to be integrally involved in politics and civic processes. “It is critical for young citizens to understand their roles and responsibilities in a democracy so they can participate constructively in the political process and become more engaged as citizens in civil society,” it was stated.

The initiative will engage youth groups and civil society organisations in civic education campaigns and events to generate broader interests among youths. Additionally, public-private partnerships will be fostered to increase the probability of sustainability and marketing opportunities for youths, not only in government and civil society, but also in the private sector.

This will be achieved through youth debate clubs and youth civic education

festivals.

In the final component of the project, attention will be given to civic and voter education on the implementation of local government reform and local elections.

Officers working under the LEAD programme will enhance knowledge of citizens on the recently approved local government reform legislation, in addition to the role of local government and the rights and responsibilities of citizens and elected officials.

The USAID LEAD programme will be implemented by the International Republican Institute (IRI).

However, the two-year programme came to a halt late last year following its rejection by the government of Guyana. It was contended that the inputs of the government were not included in the final product.

Last week, Presidential Advisor on Governance Gail Teixeira informed the press that the government and the U.S. would be meeting this week to achieve a consensus on the implementation of the project. However, U.S. Ambassador D Brent Hardt told Guyana Times on Tuesday that the administration has not yet consulted him on a possible date, although he would have inquired about it. “I am available at anytime,” he said.

school teacher, who was previously charged with carnal knowledge of a student in Berbice, is again wanted by police for rape.

Ronald Forde is wanted by the police for questioning in relation to a matter of rape, which is under investigation, police said in the wanted bulletin on Tuesday.

Forde had complained of losing his cellphone a few weeks before the charge.

The phone was eventually found and after it was perused, images of him having sex with the female student were reportedly seen on the device. It was rumoured that the teacher and student were having an affair.

The matter was subsequently reported and ranks of the New Amsterdam and Fort Wellington police stations, including B Division Commander Steven Merai, swooped down on the premises and arrested the teacher.

Man remanded for robbing Chinese nationals

aheem Benn, of Lot 43 Lodge Housing Scheme, Georgetown appeared in the Georgetown Magistrates’ Courts on Tuesday before Chief Magistrate Priya SewnarineBeharry charged with attempt to commit a felony and robbery under arms.

The defendant pleaded not guilty to all charges which stated that on February 7, the accused tried to rob Sheng Yen Sue while being armed. It was also alleged that on February 17 at Princes Street, Georgetown, the

accused along with another person robbed Shen Ho Ling of one pouch containing $40,000, two Chinese passports, ¥1520 (Yen currency) and other valuables valued G$250,000.

Police Prosecutor Michael Grant said from statements received, on the day in question around 06:40h, the virtual complainants were walking east on Princes Street when the accused approached and robbed them using a knife as a weapon. The matter was subsequently reported and the accused

was arrested and positively identified by the victims. The prosecutor added that the pouch was recovered by ranks and a search is currently being conducted for the other person who allegedly conducted the robbery with the accused.

The defendant was previously charged for a similar offence, and for this reason, bail was refused by the chief magistrate. The accused is expected to make another court appearance on February 26.

...historical injustices n the lead up to this Republic Day commemoration celebrations, we’ve thankfully started to move towards the event at the centre of it all – the history, implications and consequences of Republic-hood.

We’re referring to the lecture this afternoon by Professor Clem Seecharran, arranged by the Culture Ministry – on “El Dorado Complex in the Shaping of the Indo-Guyanese: A Revisionist Perspective.” We know it’s not going to rival the backballing on the coming Sunday. But what the heck? Its a start.

While we can’t predict exactly what Seecharran will be talking about, since the subject of the lecture is pretty much what his latest book – ”Mother India’s Shadow over El Dorado” – was all about, we can perhaps use the occasion to clear up a brouhaha from last year.

At the occasion of the funeral of the late, great Hindu leader and stalwart of the PPP, Pandit Reepu Daman Persaud, former President Jagdeo had averred he’d noted a “veiled resurgence” of anti-Indian sentiment.

More specifically he was alluding to the automatic assumption by certain elements of the society that some 38 members of the Public Service, identified by their names as “Indo-Guyanese”, only secured their positions because of PPP’s discrimination on their behalf. As if, he pointed out, Indian Guyanese weren’t supposed to acquire an education and move up the ladder – just as it was in colonial times.

And this is where, hopefully, Seecharran’s upcoming lecture might clear up outraged claims that the expresident was exaggerating Indo-Guyanese colonial experience. In an earlier foray at Moray House to introduce his book, Seecharan had explained in detail, the colonial encouragement of reactionary elements in the Indian community to keep their children out of school – so that they’d be available to provide cheap labour in the cane fields.

History is of no use unless it sheds some light in the present. Few Guyanese would deny that the relations between the two major race groups is quite tricky today – just as it was starting from the 1960s because it served the interest of the Opposition to stir up resentment in their constituents for their own narrow political gains. Serious historians like Seecharran can show – chapter and verse – how some present conditions might be due to historical antecedents. And not “discrimination”.

For instance, he can show how Afro-Guyanese were railroaded out of businesses after slavery and now made to feel “they don’t have a head” for it. Then also, the same vexed instance of Indo-Guyanese in the Public Service.

Surely Professor Seecharran can show how entry was denied because of the “old boy” network and the “divide and rule” ruse of the British.

So that per chance hackles won’t be raised when rectifying these historical imbalances? ...women’s suppression We know we don’t have a whole lot of people in Guyana.

But surely we could’ve done better to support the “One Billion Rising” effort a couple of days ago. It was supposed to raise awareness of the violence against women that’s so prevalent in every society in the world.

And as the founder of sociology, Durkheim pointed out when an occurrence is so statistically widely distributed, the phenomenon cannot be dealt with at the individual level – since it’s a group phenomenon.

The sad truth is that men beat up on women everywhere because they see women everywhere as less powerful. And the corollary is that women won’t stop getting beaten up until they’re as powerful as men. As we have seen from the beginning of time – power is never conceded without a struggle. Maybe men will, or will not, be part of the struggle.

But women shouldn’t be holding their breath. They have to rise as one NOW! ...meeting surfeit Caricom just announced a postponement of their Conference of Heads leadership meeting. Does it matter? Isn’t the whole integration movement on official “pause”? And who’d notice anyway?

Babysitter allegedly tried More blackouts for Essequibo residents to kill child – parents slam media reports as biased

A

city magistrate at the centre of a furor over the sentencing of a young babysitter for mistreating her child on Tuesday said that the woman had allegedly tried to strangle her one-year-old daughter.

Protests were held by several women activists, condemning the five-year jail term imposed on the woman, Fatima Martin.

Speaking to Guyana Times on Tuesday, city Magistrate Geeta ChandanEdmond and her husband, Joel Edmond said contrary to media reports, the child was not just simply assaulted, but the babysitter had attempted to strangle her.

The woman was convicted on a charge of grievous bodily harm.

The father of the victim related that when he got home on the day the incident occurred, he found his child sleeping. Upon checking her, he noticed some marks of violence about her body.

He said he then questioned the babysitter, who related to him that his child had fallen off the bed.

Subsequently, he explained, he took his daughter to the Balwant Singh Hospital where she was examined by medical professionals.

The report from the medical that was given to the parents indicated that the child was choked and suffered from a series of medial injuries that came as a result of blunt trauma.

He added that the doctors put his daughter under three weeks, 24 hour surveillance because of her injuries which included bilateral conjunctivitis and internal hemorrhage that could have some lasting effects on the general wellbeing of the baby. Copies of the medical certificate were shown to Guyana Times.

Alleged confession

The man further explained that upon returning home, he questioned the babysitter who confessed to choking the child. He added that Martin appeared to be in a state of bewilderment when she confessed to them, saying that she did not know what happened.

“They’re making this thing assault, this thing is not assault this is inflicting grievous bodily harm,” the father said, adding that: “She told me she was about to kill the child,” the man alleged.

The baby’s mother, Magistrate Geeta ChandanEdmond explained that subsequent to the confession, she called the police who arrived in a matter of minutes.

She was adamant that contrary to reports in several sections of the media, she did not assault the babysitter nor did she instruct the police officers to inflict injury on her.

ers and the babysitter to the police station where statements were given to the investigating officers.

When questioned on the general state of mind of the babysitter at the time she was hired, they explained that the young lady appeared to be a very generous person, adding that prior to that incident she showed no sign of violence nor bouts of anger or anything of the sort.

No remorse

They believe that the matter is being blown out of proportion by persons who do not like them.

The magistrate added that she thinks the sentence of five years was handed down because of the nature and extent of the injuries, coupled with the fact that the accused showed no signs of remorse when she appeared at the Sparendaam Magistrate’s Court to answer to the charge to which she pleaded guilty.

The parents also indicated to this publication that they will be seeking advice from the Child Care and Protection Agency (CCPA), with regard as to how they will pursue with the matter.

However, head of Red Thread Karen DeSouza in an interview with Guyana Times opined that the young woman was charged for an action that the law makers of this country are yet to outlaw. She claimed that the recent sentencing of Martin is a “graphic indication of how out-of-order the judicial system is”.

DeSouza contended that the young woman was reportedly assaulted and threatened by the parents, and this she said is reflected in the official police statement.

On Tuesday, three non-governmental organisations, namely the Guyana Women Miners Organisation, Red Thread and the Amerindian Peoples Association gathered on the lawns of the Guyana International Conference Centre, Liliendaal, Greater Georgetown, during the first sitting of the Caribbean Court of Justice (CCJ) in Guyana to protest what they called a wrongful sentencing.

The protesters said that in spite of the fact that they were horrified at the assault of the baby, they were equally horrified at the sentence that was handed down to the accused.

They also claimed that there was partiality in the swiftness with which the accused was charged and appeared court, whereas any similar matter, they claimed, would take months to be processed in the judicial system.

Martin was sentenced to 60 months in prison after she appeared in the Sparendaam Magistrate’s Court before Magistrate Sueanna Lovell. The young lady pleaded guilty to the charge of inflicting grievous bodily harm.

ssequibo Coast residents’ blackout woes continued with another prolonged power outage on Tuesday.

Communities in the south of the coast stretching from Three Friends to Suddie, Supenaam were without power for almost 10 hours.

The blackout was reportedly the result of maintenance work being conducted on the generator by engineers at the Guyana Power and Light (GPL) Essequibo branch.

The frequent power outages are adversely affecting residents who have complained bitterly. The disruption of everyday life created by a lack of power is compounded by the fact that

the water distribution system is powered by electricity; hence no water can be sourced from taps when the power goes out.

Small business people, especially fishermen, poultry vendors, and shop owners who depend on refrigeration to preserve perishable goods are particularly impacted, and many suffered thousands of dollars in blackout-induced losses.

Only last week, residents in the southern section of the coast experienced almost 12 hours of power outages.

Persons are of the view that the public should know when GPL is conducting routine maintenance and hence when blackouts are expected.

Earth tremor wakes thousands in Essequibo

housands of persons in the Essequibo Islands, Wakenaam, and Leguan were awakened by the sudden shaking of the earth early Tuesday morning around 05:20h.

The tremor was accompanied by heavy winds and rainfall. Many persons living in the low-lying areas said they felt their beds move while farmers who were in their fields said the coconut trees were swaying with heavy winds.

There were no reports so far of any damage caused by the seismic event.

The day did not much improve, with rain and gusts of winds throughout the day, which reduced travel on the water. One boat operator from Pomeroon, Derick Persaud said fewer persons travelled via boat, as many preferred to stay at home and indoors.

Meanwhile, Barbados also experienced the tremors from an earthquake just

before 05:30h. According to the United States Geological Survey, the magnitude of the earthquake was 6.7 on the Richter scale.

The epicentre was approximately 126 miles to the northeast of Bridgetown at a depth of 20 miles.

It was also confirmed by Judy Thomas, head of the Department of Emergency Management. Barbadians called local radio stations to tell their experiences.

Most of the calls came from the north of the island. The tremors were also felt in St Lucia, Grenada, St Vincent and Dominica.

On December 15, last year, Barbados was shaken by two tremors within hours of each other.

The Seismic Unit of the University of the West Indies in Trinidad and Tobago recorded both at 3.6.

The previous day, an earthquake with a magnitude of 3.8 at a depth of 66 km, also struck just off the island.

Lethem powered up with new gen sets – power company promises more reliable electricity supply

esidents of Lethem and neighbouring communities can expect 24 hours of electricity with little or no power outages, Lethem Power Company Inc (LMPCI) Chairman John Macedo said, but some residents remain unhappy.

The last of two new 750 kilovolt-ampere (KVA) generators was fully installed on Monday afternoon. The gen sets valued at approximately $50 million arrived in Lethem on Friday and installation began on Saturday.

The two generators will complement the 625KVA, 750KVA and 220KVA generators that have been in operation for an extensive period.

Macedo told Guyana Times on Monday that for the first time, the company will have a gen set on standby. “We are now able to deliver better services and I can safely say that the company is at its best point ever.”

It was explained that one of the two new gen sets is on standby, while the other is working alongside the 220 KVA generators. The 625KVA and the 750KVA generators are currently being repaired. According to Macedo, the 625KVA generator has surpassed its maximum hours of electricity supply – 10,000; hence its engine is being overhauled for a second time. This is expected to cost approximately $8 million, while the 750KVA generator has engine problems.

In addition to Lethem, LMPCI supplies Moco Moco, and St Ignatius. Through the Hinterland Electrification Programme, the power company received $105 million in subsidy and approximately $50 million for the purchase of the two gen sets.

Tariff increase

Last year, LMPCI had notified its consumers that from January 1, 2014 electricity tariffs would have been increased from $45 per kilowatt-hour to $75 per kWh, an increase of 54 per cent. In response to allegations that the power company continues to impose rates on residents, Macedo said in August, 2013 residents were consulted and it was agreed that the rates would increase effective January 1, 2014. “So when January came, we were

simply executing our plan in accordance with our agreement.”

But when the notice was served last month, residents complained bitterly about the apparent imposition. As a result, it was subsequently agreed that the first 15 kWh of electricity will be free for both residential and commercial consumers, while $55 per kWh will be charged for the next 30 kWh used by residential consumers and $60 per kWh for additional power. In the commercial sector, consumers are required to pay $55 per kWh for 16-100 kWh, $60 per kWh for 101200 kWh, $70 for 201-400 kWh; however, if their usage surpasses 400kWh, they will pay $75 per kWh. But even with this change, some residents are not satisfied, the Lethem power company chairman told Guyana Times.

If the current rates, coupled with its yearly subsidy, cannot maintain the company, Macedo opined that the government may need to step in and make a firm decision on the way forward.

Residents’ reaction

A long-time resident of Lethem, Osbert Carmichael, told this publication that with development comes increased costs. According to him, it is only a “few narrow-minded residents” who are resisting the increase in tariffs. “If you ask me, I don’t have a problem with it, once there is development, you have to pay more.”

However, this was not the view of Derrick Mentis, commonly known as Mr Walker.

“It is hard for residents to find that money, Lethem doesn’t have jobs and so we simply can’t afford it.” According to Mentis, only a few persons are employed at government offices within the district and stores recently established, with the majority unemployed. A female resident echoed his sentiments, positing that the residents cannot afford an increase.

Lethem Neighbourhood Democratic Council (NDC) Chairman Terrence Boston declined to comment on the matter, saying: “I am on the company board, I have shared my opinions with that board, but if I am to comment on the matter, it would be contrary to the company’s policy.”

During the last sitting of the National Assembly on February 10, A Partnership for National Unity (APNU) parliamentarian Sydney Allicock petitioned the House for the power company to rescind its decision to hike electricity tariffs. At the time, he called for an investigation to be launched into the operations of the company, contending that there are cases of malpractice.

He told the House that the people of Lethem and by extension, Region Nine are not shying away from their responsibilities; however they believe that the payments of electricity tariffs should be done in a strategic manner.

Diversionary tactics

"But why they blame the man for not telling the judge that he know the foreman of the jury in the Lusignan Massacre case?" asked Georgie. He was visiting from New York and was buying drinks.

"Yeah!" said Satiricus in an aggrieved tone. "NoGel is a busy lawyer. He was only the man lawyer for six years. He coulda forget the man!"

"Budday!" shouted Hari as he slapped Satiricus on the back, "NoGel was jury tampering. I see that on CSI!" "And now deh seh dat NoGel sell a house to some teacher lady fuh $26 million and tek out a mortgage for $26 million de same time," pointed out Cappo. "No wonda Naga Man na sayin a word! He too scared some ah he same tricks gon expose!"

"You not talking about all the money NoGel tek from them people in Linden!" protested Suresh.

"But NoGel strike back, boy," said Satiricus with a smile. "The man make a master stroke. He say that prosecutor let off the man who confess he was wid Fineman."

"What that got to do with all the underhand and illegal things he do?" asked Hari, in exasperation.

"What illegal thing?" asked Satiricus. "NoGel said he pay big money to bring down experts for them Linden people."

"You mean he pay fram de lady $26 million?" asked Cappo with a smile.

"And Sato my friend," said Teacher Samad, who'd been listening carefully. "Not because the man was with Fineman, mean he killed with Fineman."

"And," concluded Hari, "Sometimes you got to use a thief to catch a thief. The thieves that NoGel got free."

Rohee mulls suing Harmon over FBI comment

ome Affairs Minister Clement Rohee is consulting his lawyers over assertions made by A Partnership for National Unity (APNU) parliamentarian Joseph Harmon which suggest that he might have been investigated by the United States’ Drug Enforcement Administration (DEA) and/ or the Federal Bureau of Investigations (FBI) over drug links.

According to the home affairs minister, Harmon, while speaking on a popular newscast, suggested that he (Rohee) was not told about the FBI’s investigation, because he himself might have been under investigation.

These allegations will not be taken lightly, Rohee told reporters on Monday.

“I am going to take it up, because Harmon is not going to make statements like this and get away with it.”

He also bashed Opposition Leader, retired Brigadier David Granger who recently told the press that the People’s Progressive Party/Civic (PPP/C) administration was not serious in its endeavours to combat drug trafficking.

A 2013 U.S. report indicated that Guyana continues to play a major role in the narcotics trafficking area. Ironically, the home affairs minister said it appeared as though only the opposition was serious about fighting drug trafficking.

The Guyana government, through the Foreign Affairs Ministry, has written the U.S. embassy asking for help with regard to

information on the trafficking of cocaine from Guyana to Italy.

In addition to the U.S., the home affairs minister said he strongly believes that the European Union in Guyana should be written on the matter, since Italy is part of the EU. Recently, reports have linked Guyana to the Italian mafia following a major drug bust in the U.S. It is being alleged that Guyanese have aided in a plot to traffic more than 500 kilograms of cocaine in Italy and the U.S. According to reports, 24 persons have been arrested in raids conducted by the FBI, with two more persons being sought. Seventeen have been detained in Italy and seven in New York, the FBI said.

They were caught during an exercise tagged “New Bridge”, which has effectively dismantled a major criminal plan intended to facilitate the transnational trade of drugs, weapons, and laundered money between Italy, the U.S. and Canada.

The two-year investigation executed by police on both sides of the Atlantic have thwarted the delivery of cocaine to the Calabrian port of Gioia Tauro, Italy from Guyana. The drug was scheduled to arrive on the Italian shores concealed in cans of pineapple and coconut, and frozen fish.

The intercepted shipping containers originating from Guyana were found to contain more than US$7 million worth of cocaine hidden in pineapples and coconut milk.

23-year-old labourer, of Land of Canaan, East Bank Demerara, is feared drowned after the boat in which he was travelling capsized in the Pomeroon River on Monday.

Missing is “Blacka”(only name given), who visited the Essequibo Coast last Friday to do some carpentry work with his employer, David Dass, in Phoenix along the Pomeroon River.

According to information, the mishap occurred at Grant Aberdeen, Lower Pomeroon River on Monday around 21:00h.

The accident involved two balahoos propelled by 40-horsepower outboard engines.

the western side of the Pomeroon River when another vessel proceeding in the opposite direction collided with his vessel.

Doodnauth, who is Dass’s son, said after the mishap, he realised “Blacka” was not

in the boat.

Doodnauth suffered injuries to his hands, and was taken to the Charity Oscar Joseph Hospital where he was treated and released into police custody. He is assisting with the investiga-

tions.

The other boat that was involved in the accident fled the scene.

Dass told Guyana Times that around 15:40h on Monday, he and all the workers were in their camp waiting for dinner when he remembered that the septic tank they had built needed to be covered, and sent his son and “Blacka” to do so.

Approximately one hour later, he received a phone call stating that his son was involved in an accident and was unconscious. He said when he went to see his son, he was lying motionless, in pain. Dass then took him to the hospital.

Police at Charity have launched a search for the missing labourer in the river. “Blacka” is said to have relatives living in Barama.

80 identified for homeless shelter – Webster

Ganga Persaud now employed by NAPS

uman Services and Social Security Minister Jenifer Webster said some 80 homeless persons have already been identified and evaluated by the ministry to take up residence at the recently- constructed Hugo Chávez Centre for Rehabilitation and Reintegration Centre at Onverwagt, West Coast Berbice.

In an invited comment on Monday, Webster told this newspaper that the ministry was in the process of recruiting more than 25 staff members to work at the institution, including a live-in administrator. There are also plans to establish a management oversight board for the centre.

The human services minister said the various rooms in the facility were recently furnished with the necessary furniture and appliances. She added that the Human Services Ministry is working along with the Health Ministry to evaluate

other persons who may want to seek refuge at the institution.

Webster sought to clear up the popular misconception that every homeless person will be “picked up and taken to the homeless shelter”. That notion should be rejected, since the ministry will not be doing such.

The minister explained that the homeless shelter is intended for persons who are capable of taking care of themselves, but many homeless persons are mentally challenged and unable to do so.

Special training

Hence, her ministry’s collaboration with the Health Ministry to determine the mental condition of potential residents via a thorough examination. The home also will not house persons for extended periods, but they will receive special training so that they can reintegrate into society.

Construction on the

$402.8 million facility, a gift from the Venezuelan government to the people of Guyana, began in January 2010.

In August 2013, President Donald Ramotar and Venezuela’s Ambassador to Guyana Reina Margarita Arratia Diaz toured the facility after unveiling a plaque bearing the image of Venezuela’s late President Hugo Chávez whose name the centre bears.

Guyana shares a friendly relationship with its western neighbour at the bilateral level and through the Union of South American Nations (UNASUR). The two countries have built on good diplomatic relations, signing an agreement that paved the way for Guyana to export rice and paddy into the Venezuelan market.

Guyana is also a beneficiary of the PetroCaribe deal, conceptualised by the late President Chávez that allows signatory countries to access fuel at a subsidised cost.

Homeless persons from

across Guyana will be housed at the centre, which has two dorms – one for males, the other for females; a kitchen; recreational, medical, training and dining facilities, and conference rooms.

The centre has the capacity to hold 200 males and 100 females and stands on 7.30 acres of land. Some of the land has been set aside for residents to engage in agriculture.

Minister Webster further said the services offered, including counselling, by the Homeless Shelter in East LaPenitence will also be provided to residents of the centre.

Persons will be provided with transportation, skills training, medical attention, clothing and meals at the expense of the government.

“The centre will endeavour to transform the lives of its occupants so as to enable them to become disciplined and productive members of our society,” Webster had remarked at the opening ceremony.

Rohee rejects reports of govt neglecting Regions Seven and Eight

eople’s Progressive Party/Civic (PPP/C) General Secretary Clement Rohee has condemned the A Partnership for National Unity (APNU) and the Alliance For Change (AFC) for apparently misleading Guyana into believing that Regions Seven and Eight have been neglected by the Donald Ramotar administration.

Rohee told reporters on Monday that the PPP/C has noted the opposition’s move to grossly misinform and mislead Guyanese and the world at large.

APNU, during a recent press conference, said poor health services, deteriorating roads, and an education system that leaves much to be desired are among key issues plaguing the CuyuniMazaruni region (Region Seven). On another occasion, the coalition contended that the two secondary schools which serve the PotaroSiparuni district (Region

Eight) are overcrowded and lacked certified teachers.

According to the PPP/C general secretary, investigations were launched into the allegations peddled by the opposition, and they have revealed that developmental activities are ongoing in both regions, while corrective steps are being taken to address existing problems.

Addressing another allegation, Rohee said contrary to reports that the Bartica Regional Hospital is dilapidated, underequipped and understaffed, the health facility has been upgraded, with sections undergoing extensive repairs.

It was noted too that the Bartica hospital is being extended to house additional services. Health centres throughout the region remain stocked with the requisite medical supplies, he added, but acknowledged that there might have been a few cases of shortages within the health

system.

In the area of education, APNU has contended that the Waramadong Secondary School is overcrowded and has a shortage of certified teachers.

Rebuttal

In rebuttal, the PPP/C general secretary explained that the school was built to facilitate 500 students and 21 teachers, noting that it currently has a population of 487 students and 19 teachers, with two other teachers attending the Cyril Potter College of Education.

Government was also accused of spending millions of dollars to facilitate emergency medevacs, simply because the Kamarang Hospital lacked critical equipment. Among equipment needed is a portable X-ray.

In response, Rohee said the health facility is slated to undergo massive reha-

bilitation from this month.

Additionally, it was noted that an X-ray machine and an ultrasound machine are being procured to enhance the level of health services offered within the community.

“The APNU’s strategy for casting aspersions, misrepresenting the facts and creating their own stories has been used in the National Assembly by the senior officials,” he said.

Rohee stressed that the PPP/C administration remains dedicated to developmental activities across Guyana.

He stated that it was the opposition which has objected to development, as he alluded to the 2012 and 2013 budget cuts, the stymieing of the Amaila Falls Hydro Power Project, and the criticism of the construction of the worldclass Marriott Hotel and the Cheddi Jagan International Airport expansion and modernisation project.

Former Local Government Minister Ganga Persaud

ormer Local Government Minister Ganga Persaud, who was encouraged to resign and whose seat in Parliament now is in the balance, has landed himself a job with the Health Ministry, working with the National AIDS Programme Secretariat (NAPS).

Persaud had resigned as a minister, citing personal reasons amid allegations of misconduct.

At the time, however, he did not indicate whether he will also resign as a parliamentarian.

Guyana Times was told that for the next three months, Persaud will coordinate a survey on behavioural change for NAPS. Persaud’s new job was revealed to the public when he recently attended a workshop hosted by NAPS, and was named as one of the senior functionaries.

On Monday, People’s Progressive Party/Civic (PPP/C) General Secretary Clement Rohee said it was unclear whether Persaud would return to the National Assembly in the capacity of a member of Parliament.

Rohee said the party is considering replacing him.

Decision

Speaking at a news conference at Freedom House on Monday, Rohee said: “Up to this point in time, we have discussed the matter… but we have not come to any formal decision on it.”

However, he told reporters that the party, in the notso-distant future, will make a public announcement on the matter. “The comrade has taken positions on a voluntary basis,” he said.

Currently, junior Local Government Minister Norman Whittaker is acting as the substantive minister.

Persaud had shocked the nation when he announced that he had tendered his

resignation, owing to personal reasons and additional responsibilities.

“I, Ganga Persaud, do hereby announce my resignation as minister of local government and regional development with effect of January 31, 2014,” the minister, who was appointed in December 2011, along with 19 other Cabinet members, said in a press statement.

“My resignation as minister of local government and regional development is based on personal issues presently engaging my attention, as well as some additional responsibilities to which I am committed,” he explained.

Tenure

He said it was a pleasure to serve in the capacity of minister, as he extended gratitude to President Donald Ramotar for investing confidence in him.

Reflecting on his tenure, he opined that the ministry made tremendous strides.

According to Persaud, he worked to strengthen the Local Government Department, centrally and regionally.

He pointed out that the department now gives support to neighbourhood democratic councils (NDCs) and municipalities across the country.

Persaud had pledged his continued support to the People’s Progressive Party/Civic (PPP/C) government, expressing his full confidence in President Ramotar’s ability to lead the country to greater heights.

Persaud previously served as the permanent secretary of the legal affairs, education and the local government ministries respectively.

Opposition Leader David Granger had said while the resignation came as a surprise, Persaud had done much damage.

Whittaker rejects high-deficit City Hall budget

cting Local Government and Regional Development Minister Norman Whittaker said he will not approve the Mayor and City Council (M&CC) budget for 2014, which is currently at his office for review.

Speaking with Guyana Times on Tuesday, Whittaker said he will not approve the financial estimates for the cash-strapped council because of the heavy deficit and a number of other reasons.

Whittaker told this publication that not only is the budget a deficit,

but it also lacks the assent of Georgetown Mayor Hamilton Green and Deputy Mayor Patricia ChaseGreene.

He said the budget was submitted with expected revenue totalling some $2.1 billion and $2.3 billion in expenditure, which reflects a $0.2 billion deficit.

The minister said he is not willing to assent to any budget that has a deficit unless the monies recorded in the deficit are to be used for emergency work.

“I am not willing to dispose of the budget because it is a deficit, I cannot assent to it because what the deficit will be used for is not clearly stated,” the minister said.

Provisions

He noted too that there were some provisions in the budget for local government elections, among other things, provisions which according to him should not be in the budget for the City Council. Whittaker further indicated that his staff is currently going through the council’s budget. He said City Council officials should expect an official response from the ministry by this afternoon.

Meanwhile, Georgetown

that should not be provided for under the City Council.

The revised budget proposal was presented to the local government minister for approval a few weeks ago.

Earlier rejection

Town Clerk Carol Sooba

Mayor Hamilton Green said he is not even aware that the council’s budget for 2014 was submitted to the ministry for review.

“I don’t know that the budget was sent out in the first place, I am not aware that it was sent out to him (Minister Whittaker).”

Mayor Green contended that he has set another statutory meeting for next Tuesday, where the budget would be discussed. He noted that this was yet another violation by the Town Clerk Carol Sooba, who according to him, has violated protocol several times in the past.

The first budget, which was presented to the city council in November 2013, was not approved by the council. The council had objected to the budget, citing that the Finance Committee did not take into consideration various issues that were indicated as being pertinent to the effective functioning of the council.

partments and funds for the daily cleanup exercise of the city. They also looked at the council’s liabilities,

making special reference to the M&CC’s huge Guyana Power and Light (GPL) deficit, which has caused some concern over the years, among other expenses.

It was reported that there were some issues between Sooba and councillors. According to reports, Sooba has not attended any of the statutory meetings held by the M&CC over the past few months, after the initial budget was rejected.

Speaking on the issue of her non-attendance, Sooba said she was disrespected by the Deputy Mayor Patrice Chase-Greene, who allegedly referred to her as acting town clerk during one of the council meetings.

High Court trail for Old Year’s night murder accused

ermaine Maynard, 40, was on Tuesday committed to stand trial for the murder of his former paramour on Old Year’s night in the vicinity of the Kentucky Fried Chicken (KFC) outlet on Water Street, Georgetown.

Maynard was not required to plea to the charge when it was read to him

The charge stated that between December 31, 2013 and January 1, 2014, at Croal Street, Georgetown, he murdered Carlissa Matthews, 20, of Flying Fish Street, North Ruimveldt, Georgetown.

A preliminary inquiry (PI) commenced on February 10 during which

the prosecution led by Police Prosecutor Bharat Mangru, presented 12 witnesses to testify against the accused.

After closing his case, the accused, who was represented by Attorney George Thomas, was called upon to led his defence.

On Tuesday’s date, the presiding magistrate in her ruling found that a prima facie case was made out against the accused for the offence with which he was charged. As such, she informed the accused that he would be committed to stand trial before a judge and jury in the High Court at the next practical session of the criminal assizes.

He is accused of the murder of Matthews two months

after they had severed a relationship. The PI, which began on February 10, saw 12 witnesses testifying for the state. Maynard was represented by Attorney George Thomas. He was arrested a few days after the incident at the Springlands backtrack route while attempting to flee Guyana.

According to reports, around 23:45h on that Tuesday evening, Matthews was on Water Street talking to her relatives when the accused approached her, pulled out a gun and shot her to the head. The couple had reportedly parted ways about two months prior; however, it was reported that they had a misunderstanding earlier in the day.

he CanadaGuyana Medical Partnerships Coalition (C-GMPC) will be hosting a reception and fundraising auction today at the residence of the high commissioner of Canada, 39 Bel Air Gardens, Georgetown, Guyana.

The Canada-Guyana Medical Partnerships Coalition (C-GMPC) is an informal grouping of the numerous CanadianGuyanese medical outreach groups working to identify and address health care needs in Guyana.

Recently established by the Canadian High Commission, with the support of the Health Ministry, the C-GMPC is intended to

promote a culture of working together to explore and benefit from synergies among the different medical programmes to ensure coordination and force maximisation of resources.

One of the key features of the C-GMPC will be an annual fundraiser to support the work of one of the partners in the coalition. In 2014, funds will be raised through a fundraiser and silent auction hosted by the Canadian High Commission and will go to Guyana Help the Kids.

Guyana Help the Kids is a Canadian-Guyanese charity that aims to decrease neonatal and infant mortality in Guyana. In its initial phase, Guyana Help

the Kids supported the opening of a new neonatal intensive care unit and the development of a paediatric residency and neonatal nursing programme at the Georgetown Public Hospital Corporation.

Monies raised through the fundraiser will support the shared agenda of expanding the programme to the regional hospitals in New Amsterdam, Linden, Suddie and West Demerara.

The occasion will be addressed by Guyana Help the Kids President, Dr Narendra Singh; Canadian High Commissioner to Guyana, Dr Nicole Giles; and Health Minister, Dr Bheri Ramsaran.

Deadly clashes in Ukraine’s capital

iolent clashes between protesters and police have erupted in Ukraine’s capital, Kiev, with at least seven people, including a policeman, killed.

In the worst violence in weeks, police used rubber bullets and stun grenades to stop thousands of protesters marching on the parliament.

A deadline set by the security forces for the violence to end has passed with no immediate sign of police action.

The clashes came as parliamentarians were due to debate changes to the constitution.

The proposals would curb the powers of President Viktor Yanukovich, but

the opposition said it was blocked from submitting its draft, meaning no debate could take place.

Iran, powers begin talks on final nuclear deal

ix world powers and Iran began talks on Tuesday in pursuit of a final settlement on Tehran’s contested nuclear programme in coming months despite caveats from both sides that a breakthrough deal may prove impossible.

Iranian Supreme Leader Ayatollah Ali Khamenei, the man with the final say on all matters of state in the Islamic Republic, declared again on Monday that talks between Tehran and six world powers “will not lead anywhere” – while also reiterating that he did not oppose the deli-

cate diplomacy.

Hours later, a senior U.S. administration official also tamped down expectations, telling reporters in the Austrian capital that it will be a “complicated, difficult and lengthy process” and “probably as likely that we won’t get an agreement as it is that we will”.

It is the first round of high-level negotiations since a November 24 interim deal that, halting a decade-long slide towards outright conflict, has seen Tehran curb some nuclear activities for six months in return for limited relief from sanctions to al-

low time for a long-term agreement to be hammered out.

The stakes are huge.

If successful, the negotiations could help defuse many years of hostility between Iran – an energyexporting giant – and the West, ease the danger of a new war in the Middle East, transform power relationships in the region, and open up vast new possibilities for Western businesses.

Nothing unlawful about Lusignan terror Attorneys to commence arguments suspect testifying for state – DPP Jagdeo vs Kissoon libel case

he attorneys in the Jagdeo versus Kissoon libel case are expected to commence arguments on the admissibility of fresh evidence into the defence’s case as the trial continued before Justice Brassington Reynolds on Tuesday.

Senior Counsel Bernard De Santos, representing former president Bharrat Jagdeo at the last session, objected to evidence given by defence witness and trade unionist, Lincoln Lewis. Lewis had begun giving evidence to the effect that the former president was neglecting certain trade unions and the Critchlow Labour College.

The senior counsel had told the court that there are no particulars of the allegations that his client had practised “ideological racism” during his tenure as president.

De Santos had further stated that there are no particulars of general assertions which give the defence the right to lead specific evidence, while adding that if they proceeded to do so, then the evidence should be inadmissible. The attorney had even opted to lay over authorities to support his stance against the admission of the evidence.

In response, Kissoon’s attorney, Nigel Hughes, stated that the defence case is one of a plea of justification, and as such, witnesses are being called to testify on areas

The senior counsel had pointed out that the defence does not have the right to produce witnesses, but prove that the justifications rely on particulars and not assertions. The defence lawyer subsequently applied for leave to provide the particulars requested by De Santos; however, the senior counsel objected on the grounds that it was premature given the fact that the court had not ruled on his objections.

The presiding judge had then fixed the matter on Tuesday for arguments on these issues and a possible ruling. On that day, however, the senior counsel was not present but Attorney Sase Gunraj had stood-in, further arguing his senior’s position on the matter.

the presiding judge had inquired from Hughes what relevance the Critchlow Labour College has with the whole issue of “ideological racism”, to which the attorney responded saying that the principal beneficiaries of the school are predominantly of a certain race, linking it to the fact that the former president had cancel subventions to the school.

After several back and forth arguments, the court set today’s date for commencement of arguments along with the submission of authorities by De Santos.

When the court rules on this matter, Lewis will proceed to continue his evidence in the trial. Jagdeo had sued Kissoon along with Kaieteur News publisher Glenn Lall and Editor-in-Chief Adam Harris for $10 million for writing in one in of his columns that Jagdeo is an ideological racist.

Her comments were made in response to Attorney Nigel Hughes, who accused the DPP of making a plea-bargain deal with a man who admitted to participating in the Lusignan, Bartica and Lindo Creek massacres, in which 33 people were killed in total.

“The people of Lusignan and Guyana appear not to have been made aware that the person who admitted and confessed to being with ‘Fineman’ and participating in the Lusignan, Bartica and Lindo Creek massacres, Mr Dwane Williams was not and will not be prosecuted by the state for any of these 33 murders he participated in. He has been granted a free pass by the state for killing not only the people of Lusignan, but those in Bartica and Lindo Creek,” the attorney pointed out.

Hughes further referred to the court documents in which Williams admitted in his testimony to being in the company of Fineman during several massacres. Williams was charged along with two others for the death of those persons who were killed during the 2008 Lusignan

Massacre; however, he subsequently became the prosecution’s main witness during the trial last year after the charges were dropped.

“Me and Fineman were tight. I was with him in Lusignan, Bartica and Lindo Creek. Lusignan, 11 people were killed; Bartica 12 people were killed; and Lindo Creek 10 people were kill; 33 people were killed when I was with Fineman and I am not facing a single charge.”

The attorney alluded to the fact that just a week before the trial commenced, the charges against him were mysteriously dropped by the state and Williams was released. “Perhaps the people of Lusignan may wish to inquire of the attorney general and the DPP, why the state, which is responsible for protecting and serving them, would let a self-confessed

murderer of 33 citizens go free without a single charge.

No other person in the history of this country has enjoyed such a pardon,” the attorney stressed.

However, Williams testifying for the state is very evident, but he was also charged, which contradicts other aspects of Hughes’ contention that Williams was allowed go free without a single charge.

“Based on the facts from the investigations, Dwane Williams was an accomplice. lt is an old common law practice to allow an accomplice to an offence to testify for the prosecution. lt has always been done in the criminal law practice, and continues to be done. lt is a lawful practice with which all criminal law practitioners are quite familiar,” the DPP said.

CJIA lowers terror threat level Man shot in

he threat level at the Cheddi Jagan International Airport (CJIA) has lowered, according to the entity’s Public Relations Officer Anneka Edwards.

The CJIA in a release on Monday evening explained that despite the threat level being lowered, stringent security measures still remain in place to ensure the safety of passengers.

Last week, a call was received at the Barbados office of Caribbean Airlines (CAL) where the threat was delivered against a specific Caribbean Airlines flight scheduled for departure from Guyana on February 10.

Speaking with Guyana Times on Tuesday. CAL Country Manager Carl Stewart said all flights that were scheduled for departure from the CJIA after the threat was received have been successful, with no report of any

The Barbados security forces are currently piloting the investigations into the threats CAL received, the airline’s Corporate Communications Manager Clint William told this publication last Friday.

In a telephone interview from his Trinidad

and Tobago office, Williams indicated he was optimistic that the person or persons responsible for the threats will be brought to justice.

Once the findings are known, the media will be advised accordingly, Williams indicated, but reiterated that additional

security measures are still in place.

The U.S. embassy in Guyana in an advisory had warned all American citizens not to travel on CAL flights from Guyana to the U.S. on Monday, February 10, citing an unconfirmed security threat.

It was reported that the call originated out of Barbados and while the airline was not sure if it was a hoax or a ploy, it took precautionary measures in order to keep its passengers safe.

The local authorities also implemented measures to ensure passengers’ safety, by placing the CJIA under heightened security alert for several days. Investigations were subsequently launched into the incident.

The investigation involved officials from Barbados, Trinidad, Guyana, and U.S. With respect to passengers travelling out of Guyana, the response has been overwhelming, despite the negative publicity.

man was shot in the groin during a robbery at Ogle, East Coast Demerara (ECD) on Tuesday morning.

Police said in a statement that about 09:15h, Travis Edwards, 19, of Ogle, ECD, and Earl Deokarran, 21, of Ogle Front, ECD, were attacked by a man armed with a firearm while crossing a bridge at Ogle.

The perpetrator took away a gold chain from Edwards and shot and injured Deokarran to his groin as he went to Edwards’ assistance.

Deokarran has been admitted to the Georgetown Public Hospital as investigations continue.

CCJ hears two other cases on South African envoy accredited to Caricom day two of itinerant sitting

he panel of judges at the Caribbean Court of Justice (CCJ) itinerant sitting on Tuesday heard two more cases, bringing an end to all the matters scheduled for hearing in Guyana.

Tuesday’s hearing was before a packed room at the Guyana International Conference Centre, Liliendaal, Greater Georgetown.

Students from the St Joseph High School, University of Guyana law students and members of the legal fraternity were among those who sat in the session.

The matters heard on day two were Amin Lumber Enterprise versus the Guyana Oil Company and Daniel Ramlagan substituted by Ramkumarie Ramlagan versus Narine Singh substituted by Saiojini Singh.

However, before the commencement of these two matters, the CCJ panel delivered a ruling on a matter which engaged its attention on Monday. Attorneys Sanjeev Datadin and Charles Ramson Jr filed an application for special leave on behalf of their clients Paul Lashley and John Campayne, who were convicted to four years each on a joint break and enter and larceny charge.

The court heard submissions on

Monday from the applicants’ side and from the respondent, who was represented by Attorney Sonia Joseph. On Tuesday morning, the panel granted special leave to the applicants for their appeal against their sentencing to be heard. CCJ President, Justice Dennis Byron, fixed the commencement of the appeal proceedings for April 10 in Trinidad and Tobago. He informed the parties that they will have to file their written submissions on or before March 18, while adding that on the day of the hearing, each party will be allotted 45 minutes to present oral submissions and an additional 10 minutes for response to the other party’s case.

Video conference The attorneys for the applicants indicated to the court that they will be present for the hearing; however, Attorney Joseph said she prefers a video conference. After several minutes of back and forth inquiries, Justice Byron granted the attorney leave to attend the sitting via video conference.

Meanwhile, the first matter of Amin Lumber Enterprise versus the Guyana Oil Company engaged the court’s attention for further amplification on their submissions. Attorney

Juman Yassin had represented the appellant, Amin Lumber Enterprise, while Attorney Ralph Ramkarran represented the respondent.

Guyoil had sued Amin Lumber Enterprise for the sum of $101 million and the latter was successful at the High Court; however, the fuel company subsequently appealed the matter at the Court of Appeal and won. This decision was then appealed by Amin Lumber Enterprise at the CCJ. The other case heard by the panel was an application for special leave in a land dispute matter.

Attorneys Roopnarine Satrohan and CV Satrohan presented arguments on behalf of the applicant on why the appeal should be heard. Submissions for the respondents were presented by Attorney Khemraj Ramjattan in association with attorneys Neil Parsram and Juman Yassin.

The CCJ will continue its third and final sitting in Guyana, with a special session in honour of outgoing CCJ judge, Justice Desiree Bernard.

This will be a grand session held at the Guyana International Conference Centre, with various dignitaries expected to be in attendance. The full bench of the CCJ will sit, along with acting Chancellor of the Judiciary, Justice Carl Singh.

Various members of the local and regional legal fraternity have been invited to attend this special sitting of the court. The occasion will be addressed

by Attorney General and Legal Affairs Minister Anil Nandlall; Caricom Secretary General Irwin LaRocque; Professor Harold Lutchman of the Regional, Judicial and Legal Services Commission (RJLSC); Oswald Barnes of the CCJ board of trustees; Guyana Bar Association President Ronald Burch-Smith; and Guyana Association of Women Lawyers President Simone Morris-Ramlall.

Justice Bernard, a former chief justice in Guyana, sat on the bench of the CCJ since its establishment in August 2005.

aricom and South Africa further cemented their ties on Tuesday with the accreditation of Maureen Isabella Modiselle as the African nation’s ambassador to Caricom.

Ambassador Modiselle presented her credentials to Caricom Secretary General Irwin LaRocque, at a ceremony at the regional bloc’s secretariat, and gave the assurance of her country’s cooperation and loyalty in promoting the ideals and objectives of the community.

According to a release by the secretariat, underscoring the wisdom of unity, the newly-accredited envoy pointed to the strides the region had taken on its path to growth and sustainable development and advancement of its people. United countries, she said, were better empowered to defend their interests.

Bilateral cooperation

Accepting her letters of credence, Secretary General LaRocque told Ambassador Modiselle that a platform was being built from which bilateral cooperation could be strengthened through more regular and structured political interface. He identified the fostering of trade and investment between the private sectors of the community and South Africa, tourism, and cultural and people-to-people exchanges among the areas for cooperation that could emerge.

He added that there was no doubt that the initiation of air transport services, in which both sides had expressed a keen interest, would help in realising the full socio-economic potential of relations between South Africa and Caricom.

LaRocque alluded to the cooperation efforts between South Africa and Caricom including the fight against non-communicable

diseases (NCDs), crime, and violence “Experience and history have taught both South Africa and Caricom that standing together can make a difference. In that regard, your strong support for positions taken by the community in international fora on issues of importance to us, such as climate change and non-communicable diseases (NCDs), is highly appreciated.

“Also, we both recognise that crime and security; the negative impact of a protracted global, financial and economic crisis on development; and the need to reform global governance structures are but some of the defining challenges of our time. To confront them, it is necessary to strengthen partnerships with like-minded countries such as we are doing here today with South Africa,” the secretary general said.

At the ceremony, he also raised the matters of debt and the graduation of Caricom member states from concessionary financing from international financial institutions and other multilateral agencies due to the “flawed” Gross Domestic Product-based criteria”.

“It is critical that avenues be opened for renewed access to concessionary financing given our high level of economic vulnerability which contributes in large measure to our high level of indebtedness.

“South Africa has an influential voice in the Commonwealth, due partly to its membership of the powerful G20 Group of Nations and the BRICS which places it at the leadership table in global affairs. South Africa is, therefore, well placed to advocate on our behalf in all those fora,” the secretary general said.

Dentists from the Suddie Public Hospital carrying out extractions

he Lions Club of Essequibo on Sunday held a dental outreach programme in the Amerindian Village of Mashabo on the Essequibo Coast.

The outreach was hosted in collaboration with the Suddie Public Hospital.

Two dentists of the hospital,

Julet Conjah and Rosana Ramnauth, examined 54 villagers, both adults and children. The dentists performed extractions and fillings, all free of cost, and made treatment recommendations.

Pork knocker charged for chopping woman

A

man appeared in court before Chief Magistrate Priya Sewnarine-Beharry in the Georgetown Magistrates’ Courts charged with unlawful assault.

Dwayne Redmond, a pork knocker by profession,

appeared unrepresented by an attorney and plead not guilty to the charge which stated that on Sunday, November 10, 2013, in the vicinity of Mahdia Backdam, North West District, he unlawfully and maliciously assaulted Paulette Harris.

Prosecutor Michael Grant said from statements received, on the day in question the accused and the virtual complainant had an argument which led to the defendant chopping Harris twice about the body. The matter was reported and the

accused was subsequently arrested. Grant had no objections to bail.

Bail was granted in the sum of $100,000 and the matter was transferred to the Mahdia Magistrate’s Court for April 14.

Angoy’s Avenue residents decry living conditions

C

louds of uncertainty continue to hover over residents of Angoy’s Avenue, a squatting area of more than 5000 residents in New Amsterdam.

Residents claim that while they continue to grapple daily with the unacceptable living conditions, they are further strained by the increasing stigma attached to the community.

“I just feel like coming out of here, but where would I go? I do not work, my husband is the only one who works and can barely take care of us; and it’s seven of us,” one resident told this publication recently. “We in this community get bad name all the time and it is not fair.”

The young mother said she hopes for the best for the many children of the community, stressing that most of them have been performing exceptionally at the National Grade Six Assessment (NGSA) and the Caribbean Secondary Education Certificate (CSEC) examinations.

“Many children pass to go to Multi (New Amsterdam Multilateral School) and

Berbice High School, but this bad name just doesn’t seem to be moving away,” she said.

Another resident, Ajay Dhanraj, had much to say about the deteriorating roads in the community which were recently built through funding from the government.

“Look at this road. It’s not two proper years, since it was built and it’s not here alone almost all the roads they built are being destroyed.

We really thought that progress was being made, but is seems like we going back to the way we were all those years ago,” Dhanraj said.

Road works

Just over two years ago, the government, through the regional administration had begun major infrastructural work in the area. However, residents claim that since then, things have come to a standstill and the many promises made to them by authorities are yet to be fully realised.

Region Six Chairman David Armogan, when contacted by this publication, said the administration has

already begun work on some 150 roads in the region, including the rehabilitation of broken roads in the community.

Armogan said the region is still seeking to work with and for the residents of the community, pointing out that the administration has spent more money on road projects in Angoy’s Avenue than it has in other parts of region.

He said the inability of the government to carry out developmental works in the community was a direct result of an injunction that was filed by members of a co-op society that was in existence since the reign of President Forbes Burnham in the 1980s.

That injunction was recently removed through the courts by the society’s representative Joseph Harmon.

The government, through the Housing and Water Ministry, soon after began making plans that would see the community becoming regularised.

The regional chairman had said the ministry had already begun working out a plan to allow residents to be-

come the legal owners of the land their homes are built on.

In 2005, former President Bharrat Jagdeo had visited the community and was confronted with its deplorable conditions. Residents had petitioned the head of state to assist them in improving their living standards.

Muddy impassable dams and lack of proper drainage were among the many constraints faced by residents.

The president had then allocated $10 million towards the building of roads using burnt brick and the cleaning of the many clogged drains which caused major floods in the area.

Electricity theft had become rampant and while that practice continues today, it has decreased somewhat, since many residents have turned to the use of solar panels and generators.

Regional Chairman Armogan had said that as soon as the area moves towards regularisation, the Guyana Power and Light and the Guyana Water Incorporated would move in to begin installation services.

Pybus to focus on regional cricket W est Indies Cricket Board (WICB) Director of Cricket Richard Pybus says that professionalising the game and playing more cricket at the regional level are the first steps in catching up to the leading cricketing nations in the world.

Pybus, speaking to the media during a WICB press conference at Hyatt Regency, Port of Spain, said that a more professional setup in the West Indies in terms of the territorial teams, will help the regional side to be on a level playing field with their opponents.

He said there were talented players around the region but the regional board had fallen short in developing that talent for the international arena.

Pybus said that his initial concern when he took up the post of director of cricket late last year was the kind of depth that existed in regional first-class cricket.

GDF rugby tourney President says Windies on today will benefit under new ICC governance structure T he Guyana Defence Force (GDF), in celebration of its 48th anniversary, will host a seven-aside rugby competition today at its Camp Ayanganna playfield, Georgetown.

The day/night event will see Guyana’s top clubs, namely, the University of

Guyana ((UG) Wolves, the Hornets Rugby Club, the Caribs and the GDF, vying for the champion’s trophy.

The GDF team has been in top form of late, going undefeated in 2013 in the seven-a-side version of the competition.

On the distaff side, the

Hornets and Caribs would have gotten a chance to showcase their talent in the hope of developing the women’s side of the game.

The competition will begin at 17:00h and all spectators are advised to use the Eastern gate. Admission is free.

est Indies Cricket Board (WICB) P r e s i d e n t Whycliffe “Dave” Cameron yesterday reassured cricket lovers that the regional team will be playing more cricket over the next eight years as a result of the recent changes in the governance structure of the International Cricket Council (ICC).

During a WICB press conference, Cameron fielded questions from the media concerning the benefits of the new ICC structure, insisting that “the amended key principles that cover governance, financing and structure will allow the game to grow and develop the game in the Caribbean and in the Americas far more robustly and vigorously”.

The WICB was one of eight full members of the ICC to vote in favour of the new proposal which was approved at the ICC board meeting in Singapore earlier this month.

Cameron explained that the new financing proposals will allow the WICB to negotiate, on a bilateral basis, tours to other countries from which it will earn direct revenue which will be welcome especially in the face of a WICB deficit, which the board is expecting to have at the end of the financial year.

While he could not give details of the future tours and home series, he said, “We can inform you as well that the WICB has already secured commitments from the major countries to play an increased number of matches and series over the next eight years.”

“Currently, the West Indies have the most unfavorable matches based on the Future Tours Programme (FTP) and you would notice that we have been playing Bangladesh and New Zealand every year for the last two or three years, and that is why the WICB is set to have a mas-

sive deficit at the end of our financial year which ends in September,” he said.

“The new proposals will allow the WICB to increase the number of profitable tours it hosts, while decreasing the number of unprofitable tours it is obliged to host under the FTP. “The WICB will be able to negotiate fees when the West Indies team plays in an away series. The WICB is confident we will be able to negotiate more for our brand which is the most significant consideration,” Cameron explained.

“The overriding principle for us is that if our brand gets stronger, which we know it will, then we can command more,” he said.

“In the current FTP, we cannot command more irrespective of the situation because we only get paid when we host tours. In this new structure, we will be able to charge when we go away on tours as well,” he said. (Trinidad Express)

uyana has named a 13-man squad for the upcoming West Indies Cricket Board (WICB) regional four-day first round matches, which begins later this month.

In preparation for the tournament, the national team will be engaged in a warm-up match that bowls off tomorrow against a Guyana Cricket Board (GCB) reserve team at the Guyana National Stadium, Providence, East Bank Demerara, starting at 10:00h each day.

oordinator of the second edition of the Young Warriors Cricket Club Mashramani Cup Anil Beharry said on Tuesday that all systems are in place for what should be a successful one-day tournament.

The competition will be held on February 23 and targets second division cricket teams in the East Canje/East Coast Berbice area.

Mashramani Cup, which is organised by the Young Warriors Cricket Club, is being promoted to develop young cricketers and to raise funds for the club.

“We have all systems in place so far, so we will be using the next few days to fine tune things,” Beharry

said.

Ten teams have accepted the invitation to participate in the tournament. These are Gangaram Strikers, Betsy Ground Triple Stars, Goed Banana Land, Young and the Restless, Rose Hall Community Centre, Canefield, Young Warriors, Bristol Warriors, Number Two Cricket Club and Number 19 Combined.

Seawell Cricket Club will not be participating this year and their place has been taken by the Rose Hall Community Centre Club, which has been recently resuscitated.

The tournament will be played on a five-over-perside basis and teams will be allowed to field one first division player each.

The Berbice Cricket Board (BCB) rules, which do not consider a player over the age of 40 as a first division player, will be used.

Ten teams will once again vie for the top price of $60,000, plus a trophy.

The second place team will collect $30,000 and a trophy, third place finisher will collect $15,000, while the fourth place team will be presented with a trophy.

There will also be incentives for the man-of-thematch in the final.

Meanwhile, Raj Sukhpaul, son of the late Mohabir Sukhpaul, popular businessman and sports enthusiast in Berbice, has donated the competition’s winning trophy.

iddle-order batsman Marlon Samuels says he is looking forward to the opening game of the West Indies’ two-match Twenty20 International series against Ireland at Sabina Park, Jamaica.

The 33-year-old, who recently did a minor surgery on his wrist and has been recuperating, is slated to play his first competitive match since.

“The intention is to make a positive return, as since the operation I have been putting in a lot of work,” Samuels said yesterday at Sabina Park, following the team’s first training session since arriving in Jamaica on Sunday.

“I have been in the nets batting and have been hitting the ball fairly well, so the hope is that everything will remain the same throughout the series,” he said.

Samuels, whose last game was against New Zealand last December, is set to form the core of West Indies’ batting line-up along with opener Chris Gayle, who is also returning from injury.

The big-hitting Gayle has been carrying a hamstring injury since last November and, along with Samuels, was recently passed fit to resume duties.

Other batsmen in the team’s 13-member squad who will be hoping to make the score as well are Dwayne Bravo, Lendl Simmons, Andre Fletcher and the inform Dwayne Smith.

Also, all-rounders Darren Sammy, the captain, and André Russell, could prove a handful for the Ireland team.

“It is always a joy playing in front of your home crowd and I know the guys are up and ready to compete,” Samuels said.

“Ireland may not be a super power in cricket, but it is Twenty20, and given the nature of the format, it is here that they are more than likely to upset big teams.

“It means, therefore, that we will need to buckle down and play the cricket that we know,” he noted.

Defending champions RHTGG crushed Upper Corentyne by nine wickets at the Area ‘H’ ground. Batting first, Upper Corentyne were restricted to 173-9 in their allotted 50 overs.

Deoprakash Ramdat top scored with 27. He received support from Somedat Singh, 17, Lakeram Latchman, 16, and Fawaz Mohamed, 14.

Captain Shawn Pereira who claimed 3 for 27 and Shailendra Shameer, 2 for 15, were the most successful bowlers for RHTGG. In reply, the eventual winners reached 177 for 1 in 32.1 overs, with Delbert Hicks and Dominic Rikhi adding 139 in 22.1 overs. Hicks was eventually dismissed for an aggressive 85. Rikhi was left unbeaten on 65, while Jason Sinclair was on 22 not out when victory was achieved.

At the Port Mourant ground, the home team brushed aside the challenge

of Bermine by 75 runs. Port Mourant were bowled out for 189 in 47 overs, with Joshua Ramsammy leading the charge with a polished 55. He received good support from Andrew Lyght Jr, 27, and Yogendra Harrinarine, 25.

Kevin Pellow, 3 for 27, and Stephen Latcha, 2 for 22, were the successful bowlers for Bermine, who in reply were bundled out for a paltry 114 in just 29.2 overs.

he cycling season is set to continue this Saturday with the 23rd annual R&R International-sponsored 11race programme at the inner circuit of the National Park in Georgetown.

The event is being held in observance of the country’s 44th republic anniversary, and will get underway at 09:00h.

The day’s activities, which are being organised

by National Cycling Coach Hassan Mohamed, will see seasoned campaigner Alanzo Greaves looking to successfully defend the feature 35-lap School Boys and Invitational race.

Greaves won last year’s feature event in a time of one hour, 15 minutes, 43 seconds (01h: 15m: 43s), but is expected to face competition in defence of his title.

DCB over-40 20-over semifinals, final on this weekend

fter a hiatus of two months due to inclement weather, the Demerara Cricket Board (DCB) over-40 20-over competition, sponsored by Raj Singh Insurance Brokers and Trophy Stall, will continue with the semi-finals and final this weekend at the Everest Cricket Club ground.

The semi-finals are slated for Saturday, when the Lower East Coast Bulls will lock horns with the West Bank Demerara Mavericks from 09:00h, before the East Coast Tigers clash with the West Coast Demerara Seals from 13:00h.

After the preliminary rounds, the Bulls finished at the top of the points table with 27 points, followed by Tigers with 26, Seals with 18 and Mavericks with 17.

In addition to their three victories (12 points), Bulls

amassed 11 bonus points for exceptional achievements. They also had one loss, one tie (two points) and two no-result matches (two points).

Tigers recorded four victories (16 points), had one loss, two no-result matches, and eight bonus points.

Seals won three, lost two, two were no-result, and had four bonus points, while Mavericks won two, lost one, tied one, had three no-results, and accumulated four bonus points.

The winners in the semifinals will meet in the final Sunday from 13:00h.

Umpires Mario Nicholls and Javed Persaud will take the field for the first semi-final, while Ryan Banwarie and Edward Bowen will take care of the second semi-final. Gavin Diguar and Trevor Ritney will officiate in the final.

Timehri Panthers, playing the feature game against Mocha, never allowed their opponents to become a threat, and scored at opportune intervals, as they locked out the challenge of the Mocha boys.

Troy Johnson opened the score card for Timehri 19 minutes into the game and, while they would have loved to increase the advantage, Mocha kept up their quest to even the score.

The halftime whistle came and the score was unchanged.

Even when play was resumed, Timehri had to fight hard to increase the advantage.

That opportunity even-

tually came in the 65th minute through an Andy Higgins strike. With five minutes to full time, the game was put beyond the reach of Mocha with a Seon David goal.

In the opening fixture, Kuru Kururu Warriors proved a bit too much for the yet emerging Diamond United Football Club to handle – the former romping to a comfortable 3-1 win.

The game started with both teams eager to gain the ascendancy, but it was boys from the Linden Soesdyke Highway who netted the first goal of the season from Ryan Scott in the 15th minute, the first of his double.

Diamond, however, was

not going to allow the Warriors much breathing space and they fired back almost immediately when Eon Glenn tucked one past the Warriors goalie in the 22nd minute.

The first half ended with the scores unchanged. Second half action was end to end, but it was the Kuru Kururu Warriors who assumed the advantage once again, when Scott completed his brace in the 65th minute.

Ten minutes later the game was sealed the Warriors way through Cordell Johnson’s 75th-minute strike.

More matches will be contested on Monday, a national holiday, at the same venue.

second win of the tournament, and it finished second behind South Africa in Group C. It was led by Tagenarine Chanderpaul, who followed his 84 not out in a 167-run win over Zimbabwe with a 127-ball 93 that laid the platform for an eventual total of 289 for 4 in 50 overs.

Chanderpaul shared in a 62-run opening stand with Shimron Hetmyer (39), and then added 95 with Jeremy Solozano (50) before Solozano was trapped lbw by Nitish Kumar.

Nicolas Pooran then built on the foundation and attacked Canada’s bowling, smashing 67 not out off 41 balls, including three fours and four sixes, to take West Indies to a daunting total.

Canada started its chase reasonably, but fell away at the end, losing seven wickets for just 29 runs to be all out for 226 in 49.3 overs.

Canada was 56 for 2 in the 14th over when Nikhil Dutta shared in two good stands to revive the innings.

Dutta put on 53 with Nitish Kumar and then 88 off 104 balls with Talha Shaikh. But when Shaikh fell, Canada slipped from 197 for 3 to 226 all out.

Jerome Jones, Ray Jordan and Ramaal Lewis took two wickets each for West Indies.

hris Gayle says he is “99 percent” fit and ready to take on Ireland this week. The big left-hander has been out of the game since an injury in India last November. He returned to intense training as the Windies assembled on Monday at Sabina Park.

“I’m 99 percent fit,” he said with a laugh. The big-hitting left-hander had just come off the field after entertaining a few fans with some massive shots into the stand.

“As everyone knows, I had an injury last year, but I have done my work and I’m happy to be back in the set-up,” he told local journalists. “This is just my first training session back at the peak level, so I will see overnight how the body comes through and I will gradually ease back into the team after assessing my body.

“It’s good to be back again, and I’m looking forward to the first game and getting that feeling back out there in the middle again. I haven’t trained this intensely for a couple months, so I hope to get a kickstart and get back into the groove of things as soon as possible,” he said.

West Indies will start the series with

a Twenty20 International on Wednesday.

The second match is on Friday. First ball is 14:00h (15:00h Eastern Caribbean Time).

Gayle said he expects the local players to step up in front of the home crowd, as he saw the series as a “special occasion”.

“We have a few Jamaicans in the team.

We have Santokie, Marlon’s back and Russell too. Santokie did pretty well and he was the best bowler in the Limacol CPL, so it’s good for him to be given a crack at it in front his home-crowd,” Gayle noted.

“This is a big boost for us going into the World T20s. West Indies have a lot of cricket to play leading into this tournament, so we’re just looking to get past this (Ireland) series,” he said.

The 33-year-old said it was a great possibility he would open the batting with Dwayne Smith, who was recently named MVP of the NAGICO Super50 tournament.

“This partnership’s a reality. He (Smith) is in good form and it would be nice to have a Dwayne Smith atop your batting order. He can get the pressure off you. His form is spot on and we’re all happy to have him back. It would give me room to bat a bit more freely.” (WICB Media Release)
