Canada-based Guyanese Dr Narendra Singh lauded for excellence in patient care - bestowed prestigious Canadian award

C

anada-based Guyanese Dr Narendra Singh, a pioneer in pediatrics locally and internationally, was recently presented with the Prix d’excellence/Specialist of the Year award in recognition for his significant contributions to outstanding patient care.

Dr Singh received his award last Wednesday at the Columbus Centre, 901 Lawrence Avenue West, Toronto, from Dr Shabbir Amanullah, a member of the Royal College Regional Advisor Committee 3 for Ontario and Nunavut. The award was established to recognise Fellows of the Royal College of Physicians and Surgeons of Canada in good standing, who have made significant contributions in providing outstanding patient care to their patients and the community in which they practice.

In presenting the award, Dr Amanullah noted that “Dr Singh’s nominators provided outstanding and undeniable reasons as to why

he should be the recipient of this award. They echoed many of the same comments around his sensitivity, patience and respect for the diverse population in which he serves and support.”

He highlighted too that Dr Singh, “always goes the extra mile to ensure safety for the patient and their family.

His enormous contributions to hospital care are immeasurable.”

According to Dr Amanullah, the nominators described Dr Singh as “a highly respected clinician and an outstanding individual; a man who is well loved by patients and families, colleagues and hospital staff, and is respected by all.”

Dr Singh, the Chief of Pediatrics at Humber River Hospital in Toronto and Associate Professor in Pediatrics at McMaster University, also practices as a Pediatric Intensivist in Texas. He completed his pediatric residency at the University of Western Ontario in London, Ontario, and continued train-

ing in Pediatric Critical Care at the Hospital for Sick Children and the Children’s Hospital of Pittsburg.

The Guyanese-born doctor has authored numerous peer-reviewed publications, abstracts and presentations. He is also the author of a practical reference book, “Manual of Pediatric Critical Care”. He has been the recipient of many teaching awards from the University of Western Ontario, and more recently from the

University of Toronto.

He has developed and expanded the outpatient program at Humber River Hospital to ensure that children in this community can receive specialized care closer to home. He is the founder and president of the charity, “Guyana Help The Kids (GHTK)”. This Canadian charity’s primary goal is to advance the health of children in Guyana, through provision of needed technology and the education of

health care providers. Dr. Singh is the founder and volunteer program director of the first pediatric postgraduate residency program in Guyana, his country of birth.

Currently, Dr Singh is in Guyana to receive and hand over some Cdn$70,000 (Gy$14 million) worth of medical equipment provided by GHTK. In an earlier interview with Guyanese media, Dr Singh had said that while working in pediatrics in Trinidad, he

developed an interest in Neonatology, a sub-specialty of pediatrics.

“This is a very technical field, and I do enjoy the technical and procedural aspects to medicine. I later specialised in paediatric critical care which allows me to be procedure-oriented, but from babies to adolescents. I enjoy the interaction with the paediatric patients. I do also enjoy teaching both medical students and residents,” the doctor related at that time.

His biggest success, he pointed out, has been helping to develop the neonatal and pediatric programme in Guyana and the founding of GHTK, which in another interview he disclosed came about after realising that while paediatric training was coming along, local technology was lagging behind.

The charity began fundraising to purchase up-to-date equipment for neonatal and paediatric services that included IV pumps, warmers and incubators.

INTERPOL holds criminal intelligence training for Caribbean law enforcement officers

he International police organisation (INTERPOL) says it has conducted an advanced criminal intelligence training exercise for Caribbean law enforcement officials, session aimed at combating drug-trafficking and organised crime activities in the region INTERPOL said that the five-day course, which

ended in Trinidad over the weekend, was part of its Capacity Building Programme on Criminal Intelligence Analysis for the Americas. Twentytwo participants, representing 15 Caribbean countries, were exposed to tools intended to build capacity in their respective agencies, aid in the timely delivery of actionable intelligence to assist

in their criminal investigations and ultimately enhance cooperation among regional crime fighting and security bodies.

Canada’s High Commissioner to TT Gérard Latulippe, in his remarks observed that “transnational organized crime and drug trafficking continue to infiltrate and taint the fabric of the

societies of the region,” and that “perpetrators continue to run their illicit and illegal activities, ignoring all borders and international boundaries.”

Latulippe alluded to the need for a collective response to transnational crime and criminality, noting that, “the most important objective of the course is to improve coordination and cooperation among the law enforcement community and research in the region as a whole.”

Meantime, the twoyear programme is in-

tended to enhance the criminal analysis skills of national law enforcement officers with the goal of more effectively fighting transnational crime throughout the Americas.

Building upon skills taught during basic training sessions earlier this year in Barbados and Costa Rica, the advanced training course focused on the use of specialised computer software and other technologies to produce more meaningful analysis of criminal data.

INTERPOL said participants includ-

ed intelligence analysts, customs officials, and drugs and organised crime investigators, and was hosted by the Caribbean Community Implementation Agency for Crime and Security.

It said the training session sought to equip investigators and intelligence analysts with the skills to analyse large amounts of criminal data "quickly and efficiently".

INTERPOL said a second course, to be conducted in Spanish, is scheduled to be held in January next year.

Violence against women

M

onday, November 25, was “International Day for the Elimination of Violence Against Women”. In 1999, the United Nations (UN) General Assembly took cognisance of this global scourge against half of humanity and passed a resolution that on this day, not only must awareness be raised about the range and extent of violence that is gratuitously perpetuated against women, but to exhort that action must be undertaken by states and private organisations to eliminate this violence.

The violence is pervasive and wide ranging–from molestation and rape to domestic violence by spouses and other family members. But it is all too often hidden; that is, until it explodes like a sore into the open in the media where it is exploited to sell newspapers or increase viewership, rather than seeking solutions.

The world must do better. Even before the UN resolution, November 25 had marked the “16 Days of Activism Against Gender Violence” which had been launched by the first Women’s Global Leadership Institute sponsored by the Centre for Women’s Global Leadership in 1991.

The 16 days will end on December 10 which is “International Human Rights Day” and brings home the point that violence against women is essentially a human rights issue, which must be combated on that basis. Violence against women will not cease until society ceases to see the issue on an individualised basis, as relations between particular women and particular men.

When a phenomenon is so widespread and prevalent across cultures and countries, it simply proves that it is based on very deep structural factors that cross even civilisational boundaries.

However, this assertion is not new and, in fact, feminists and other scholars and activists have pointed this out since the 1960s.

Since it would appear that most present day cultures evolved out of a patriarchal and hierarchical past where women were seen as “helpers” at best and as “property” at worse, it is clear that the widespread practice of men having the proclivity to inflict violence on women is a remnant of that world view. A stubborn remnant.

When one analyses the reports of violence against women, invariably it is because the man in question did not accept that the woman on whom he was inflicting violence with such impunity was a fully autonomous being. It is this world view that must be altered if we are ever to even begin to stop violence against women and girls.

For 2013, the official theme proposed by the UN SecretaryGeneral Ban Ki-moon for the campaign UNiTE to End Violence Against Women is “Orange the World in 16 Days”. In the Caribbean, we must use the opportunity to challenge the dominant misogynic world view. Schools and other educational institutions can be a good place to start as any.

We might not be able to change the views of adults who would already have been socialised in the “old school”, but with our youths we stand a better chance.

The Education Ministries, for instance, could initiate a campaign in which every child in every school in the Caribbean is given the opportunity to express what they know about violence against women and girls in their own homes. And to inform them in no uncertain terms that such violence is wrong and must not be accepted.

We will be surprised at what will come from the mouth of babes: for one, that it is not only in the poor and “dysfunctional” home that women are beaten. We must teach that if it is forbidden to beat animals, and there are organisations that work to prevent this, then it has to be wrong to beat women and girls and there ought to be organisations working to prevent this.

For too long there has been too much handwringing about the issue of violence against women. It is long past the time for talk and time for action.

Global food prices down by six per cent

G

lobal food prices declined by six per cent over the last quarter, but are still not far from their historical peaks, according to the World Bank Group’s (WBG) latest Food Price Watch report. Wheat markets remain tight; and weather-related concerns in Brazil, Paraguay, Argentina, Ukraine, and the Russian Federation may further drive up wheat prices over the next few months.

Domestic prices showed typically large variations across countries, mainly attributable to seasonal trends but also due to a combination of factors including bad weather, public procurement policies, local supply shortfalls and currency devaluations.

“Sustained declines in prices are welcome - we have a lot to be pleased about,” said World Bank Group, Poverty Reduction and Economic Management Network acting Vice President Ana Revenga.

“But these gains are fragile. Persistent concerns around erratic weather or currency fluctuations keep us far from claiming victory over food prices. We need to continue to pay close attention, since this progress can quickly be reversed if concerns become reality.”

All-time high

According to the latest edition of Food Price Watch, the bank’s Food Price Index in October 2013 was 12 per cent lower than a year ago and 16 per cent below the all-time peak in August 2012. Despite this decline, however, prices

remain close to their all-time high.

Stronger demand for wheat, especially from China, a weaker U.S. dollar, and increasing concerns following the recent adverse weather have affected prices in a negative way. Initially, price increases were almost imperceptible in August and September, but then increased sharply in October.

Global wheat stocks are expected to partially recover from last year’s declines, but major exporters’ closing stocks continue to remain low, still reflecting tight export availabilities. Rice and maize stocks, on the contrary, continue to be robust and are expected to remain that way through the end of the year.

This issue of the Food Price Watch also explores the role that extra-large scale farming, popularly known as “super farms” may play in boosting agricultural productivity and poverty reduction.

The jury is still out on whether this trend has a positive or negative effect on boosting shared prosperity, especially in those countries with fragile institutions and poor oversight: social, environmental and animal welfare concerns must be weighed with potentially promising benefits such as jobs and efficiency gains.

The World Bank Group said it is committed to boosting agriculture and agriculture- related investment. In 2013, new bank group commitments to

agriculture and related sectors were US$8 billion.

For the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IBRD/IDA), assistance to agriculture and related sectors has risen from an average of nine per cent of total lending in FY10-12, to 12 per cent in FY13.

Food supply chain

IFC made US$4.5 billion in private sector investments across the food supply chain in FY13. These investments supported projects that promote access to finance, access to inputs like seeds, equipment and advice, and access to markets through infrastructure and food-processing facilities.

The WBG also supports the Global Agriculture and Food Security Programme (GAFSP).

Eight countries and the Bill and Melinda Gates Foundation have pledged about US$1.3 billion over three years, with US$1.1 billion received.

Besides, the bank said the GFRP has reached 66 million people in 49 countries–through US$1.6 billion in emergency support.

As of July 2012, the bank’s emergency response is channelled through IDA’s Crisis Response Window and the Immediate Response Mechanism.

TT, Jamaica ties strong – PM Kamla assures

rime Minister Kamla PersadBissessar Tuesday night said relations between her country and Jamaica remain solid notwithstanding threats of a boycott by Jamaica of TT goods in protest at 12 nationals being expelled from TT. She also announced that she had advised TT’s Foreign Affairs Minister Winston Dookeran to accept a letter of invitation from his Jamaican counterpart AJ Nicholson to visit Jamaica to discuss the recent refusal of entry of 12 Jamaicans to the twin island republic.

Speaking Tuesday, following the opening of the new Arima Police Station, Persad-Bissessar also said that based on information coming out of the Ministry of National Security, the local Immigration Department’s refusal to allow the 12 Jamaican nationals into TT was with merit.

Speaking on the threat of a boycott of TT goods, Persad-Bissessar said, “I will wait to see that. I don’t think it is something I can comment on ad hoc.

It is something we would not like to see happen in the same way Jamaica wouldn’t like to see Trinidad and Tobago boycott Jamaican goods because we are all members of Caricom.”

On the Shanique Myrie/CCJ case, Persad-Bissessar said she has not studied the Caribbean Court of Justice ruling, but Caricom issued some guidelines which were sent to all governments including Trinidad and Tobago.

She said the ruling, however, states that if they come, they can stay for six months, but there is the discretion of the immigration officer. She noted there are exceptions in terms of when

you can refuse entry, one of those is if the person may be on a blacklist or if the person may become a charge on the public purse.

“In other words does he/she have somewhere to stay, does he/she have sufficient money for the length of his stay,” she explained. “So there is no blanket acceptance, but there is a procedure that should be followed if one is refused entry.”

For his part, TT’s Foreign Affairs Minister Winston Dookeran said, “this issue in my view has raised a number of other issues with respect to immigration and the freedom of movement of people within the region. But there has been (no inhibition), there will be none, we want to clarify this with the Jamaican authorities.” (Excerpted from TT Newsday)

Venezuela’s national air carrier begins operations in Guyana

O N V I A S , Venezuela’s national air carrier has begun operations between Caracas and Georgetown, landing its first flight at the Cheddi Jagan International Airport (CJIA) on Saturday. The inaugural flight was welcomed by Guyana’s Public Works Minister Robeson Benn, CJIA Chief Executive Officer Ramesh Ghir, Guyana Tourism Authority Director Indranauth Haralsingh and dignitaries from the Venezuelan embassy in Guyana.

Benn hailed the flight as a historic occasion,

noting that it was made possible through negotiations between President Donald Ramotar and his Venezuelan counterpart Nicolas Maduro.

The two presidents signed a Memorandum of Understanding in August 2013, paving the way for the Venezuelan air carrier to operate in Guyana.

The minister noted that the realisation of the partnership was achieved in a short time, which is testimony of what can be done if partnership and cooperation remain paramount in all relations between the two countries.

More importantly, Benn contended that CONVIASA’s entrance into the local market is a “leap forward” for Guyana as it opens up new routes and access to South America.

“What will spring up from this is a strengthening of economic ties, business, tourism and cultural exchanges between the two countries that will benefit all,” he explained.

He assured that every effort will be made to ensure the partnership is sustainable and visitors experience a lasting positive impression.

Guyana’s National Drama Festival culminates on high note

uyana’s 2013 National Drama Festival culminated at the National Cultural Centre last Friday with three interesting plays; ‘Creative Burial Ground’, ‘Duplicity’ and ‘Deep Wounds’.

‘Creative Burial Ground’ received great reviews from the judges. The play, written by Rae Wiltshire and directed by Nickose Layne, was filled with a thriller, and understandably, won the nod of the judges.

Its stage managers were Candacy Baveghems and Randolph Critchlow, with costumes done by Cindy Legall. The play depicts

an avant-garde theatre, set entirely in a cemetery and chronicles the life of four friends who died in a war.

The second play of the evening, ‘Duplicity’, related to sensitive and real life experiences. It was marked well for plot and scenery. It was written

by Keron Bruce and directed by Natasha Azeez and Marissa Primo. In the play, one of the characters–Janice was having an affair with her sister’s lover, Ryan. Ryan decided to end the relationship, but Janice got upset and lost her mind, killing Sherry’s daughter and severely injuring Ryan, who subsequently

dies. She then commits suicide, but not before confessing her sins to her sister.

The final play of the evening saw a more or less confusing act, which left certain sections of the audience stunned as it featured a lot of violence.

‘Deep Wounds’ written by Melinda Primo Solomon, was directed by Melinda Primo Solomon and Marissa Primo. It centres on a young girl who lost her brother.

The finals of the drama festival started more than a week ago at the National Cultural Centre and saw at least 34 plays.

The winners will be announced on November 30.

C O N V I A S A President Luis Carabello thanked the representatives from the two countries, particularly President Maduro and President Ramotar for making the deal possible.

The airline will begin operations with one flight weekly, and according to Carabello, this will be expanded to twice weekly.

“We are ready to give our best service on behalf of Venezuela and CONVIASA,” he said.

amaica’s Minister of Foreign Affairs and Foreign Trade Senator A J Nicholson, met with his Trinidadian counterpart Winston Dookeran on Wednesday in Jamaica to iron out issues relating to the escalating immigration spat between the two Caribbean nations.

The ongoing tensions arose after 12 Jamaican nationals were last week barred from entering the twin island republic. There has since been some feeling of uneasiness between the two countries with reported calls for Trinidadian products to be banned in Jamaica. Jamaica’s Foreign Affairs Ministry had also issued a warning to persons travelling to Trinidad.

However, Tuesday, Nicholson issued an invitation to Dookeran to visit before the end of 2013 for talks on JamaicaTrinidad relations, in the context of the Caribbean Single Market and Economy (CSME).

Nicholson, who extended the invitation through Reverend Dr Iva Gloudon,

ports in relation to the recent incidents in TT and implored citizens, whenever they are detained or refused entry to a country, to immediately lodge a written report with the Immigration Authorities processing them or with the ministry on their return to Jamaica.

“Anecdotal reports alone are not sufficient to allow the ministry to effectively represent the interests of Jamaicans who believe their rights have been infringed,” the ministry indicated.

Trinidad and Tobago High Commissioner to Jamaica, advised that “the number of Jamaicans being returned from Trinidad and Tobago had generated considerable public outrage and had the potential to undermine confidence and diminish goodwill on the part of many Jamaicans towards Trinidad and Tobago and the wider regional integration movement”.

“I believe that our personal intervention and collaboration can go a far

way in bringing this issue to a speedy and successful conclusion,” Nicholson said in emphasising the importance of a visit from Dookeran.

“This is of the utmost importance as a regional integration movement, which does and is perceived as protecting and advancing the interests of all sides is vital to the progress of our regional enterprise.”

Meanwhile, amid the growing tensions, TT’s National Security Minister reported that close to 17,000 Jamaican nationals are staying illegally in Trinidad as their entry certificates have expired.

Documents sent to TT media from the Office of the Chief Immigration Officer Keith Sampson revealed that for this year, as of November 21, 16,958 Jamaicans are staying illegally in TT. National Security Minister Gary Griffith Monday told TT me-

dia that if these undocumented and unregistered Jamaicans are working to maintain themselves, this means they are depriving the state of an estimated TT$700 million in taxes annually.

According to information from the Ministry of National Security, 81 Jamaicans remain in detention at the Immigration Detention Centre (IDC) in Aripo while to date, for this year, 66 Jamaicans have been repatriated.

The argument that

Jamaicans were being denied entry into TT, Griffith said, is patently false given the high numbers admitted over the past four years and the refusal rate being under five percent annually.

Political parties likely to renegotiate St Vincent invites Guyana’s anti-money laundering bill U.S., Canadian - in light of country’s CFATF blacklist

T

he People’s Progressive Party/ Civic (PPP/C); the A Partnership for National Unity (APNU); and the Alliance For Change (AFC) will likely return to the negotiating table to plot the way forward on the passage of Guyana’s AntiMoney Laundering and Countering the Financing of Terrorism (Amendment) Bill.

This round of discussion is critical to prevent Guyana from experiencing a financial crisis owing to the move by the Caribbean Financial Action Task Force (CFATF) to blacklist the country for non-compliance with anti-money laundering and countering the financing of terrorism standards.

After voting down the bill in the National Assembly on November 7, the APNU and the AFC have since indicated that they will support the retabling of the bill, but it must be recommitted to the parliamentary special select committee.

Addressing the press at Freedom House on Monday, Legal Affairs Minister Anil Nandlall said the Guyana government will assess the possible avenues to be taken, indicating discussions with the two opposition political groupings are possible.

With Guyana being blacklisted by CFATF during its November 20 Plenary in The Bahamas, Nandlall said it was essential for the country to take necessary steps to reduce the impact.

CFATF’s next plenary is set for May 2014; however, Guyana could be placed under the microscope in February 2014 when the global antimoney laundering body, the Financial Action Task Force (FATF) meets.

Hence, the bill which incorporates CFATF recommendations should be passed by February to avoid further uncertainty. CFATF has already indicated that if the bill is not passed in May 2014, Guyana will be handed over to FATF’s International Cooperation Review Group (ICRG), resulting in greater financial sanctions.

“The amendments which have been rejected by the opposition in the National Assembly ought to be passed even before February, so that Guyana will no longer be a country with those identified deficiencies,” Nandlall posited.

Guyana, along with Belize, was blacklisted

by CFATF due to its failure to rectify key stra-

tegic deficiencies in its Anti-Money Laundering and Countering the Financial of Terrorism Act. Initially, an action plan was developed to address the deficiencies, but Guyana failed to adhere to the plan.

CFATF has advised its members to consider the implementation of countermeasures to protect their financial systems from the ongoing money laundering and terrorist financing risks emanating from Guyana.

It was pointed out that commercial banks in TT have already heightened their security systems for transactions with Guyanese companies, following a warning letter from the Trinidad and Tobago Central Bank. The legal affairs minister indicated that a commercial bank in the U.S. has severed ties with a local commercial bank as a result of Guyana’s failure to comply with the CFATF requirements.

I

nternational airlines have been invited to St. Vincent and the Grenadines “to finalise arrangements and look at scheduling,” as the island prepares to open its international airport at Argyle next year, Tourism, Culture and Sports Minister Cecil “Ces” McKie has said.

McKie said that construction of the multimillion dollar airport, which began in 2008, is expected to be completed early next year and “by October next year, persons (in the diaspora) should be able to come home”.

He said the tourism sector is expected to benefit tremendously from the opening of the airport.

“We expect to triple the numbers (of tourist arrivals) within two years, once the airport finishes,” he said, adding that a number of airlines in the United States, Canada and the United Kingdom have been invited to St. Vincent and the Grenadines before year’s end for talks.

McKie said the international airport would also enable the country to better market agricultural products overseas, noting that “marketing is a challenge now.”

He said the agricultural sector has recently made two very successful shipments of “all types of agricultural products” to Brooklyn, New York, where arguably most Vincentians in the diaspora reside.

“Now that you have a guaranteed market, it’ll give us confidence that you’ll get our products sold,” McKie said.

McKie said St. Vincent and the Grenadines was the only country in the subregional Organisation of Eastern Caribbean States (OECS) to have experienced two consecutive years of growth in recent years.

Montano quits as ILP Fly Jamaica loses appeal against direct flight ban chairman in TT

ttorney Robin Montano Tuesday quit as interim chairman of the Independent Liberal Party (ILP) in Trinidad and Tobago, via a letter emailed to ILP interim leader and Chaguanas West MP Jack Warner.

“Dear Jack, as you are aware, I have not been happy for some time,” began the letter. “I believe that fundamental errors have been made and are continuing to be made and I have not seen any real effort to fix them.”

Montano recalled twice, lamenting to Warner, that he had felt like chairman in name only, in an email on October 25 and at a meeting between the duo on October 28. He related that Warner had assured him that such was not the case.

“Unfortunately, there have been no discernable changes and since then decisions were taken without reference either to me or to the Executive Committee, with the result that I have had no choice but to go along after-the-fact, as not to do so would have caused huge embarrassment to both you as well as to the party,” bemoaned Montano.

ment where I do not have all of the facts and am continuously having to defend, while being concerned there might be something ‘around the corner’ about which I know nothing.”

Montano said he was concerned about certain unspecified things that had happened in the ILP that had derailed or diverted the party such that it now could hardly be distinguished from other parties. “We have not been able to articulate clear and cogent policies that show we are different from the rest nor have we gone be-

yond the mantra of performance,” he bemoaned.

Saying the challenge to make a difference now lies in Warner’s hands, Montano said this would mean being really different, even as he said Warner is surrounded by advisors offering just empty rhetoric.

“In these circumstances, I regret to advise that I prefer to withdraw from active politics and accordingly hereby resign as interim chairman,” said Montano.

“This is probably a most appropriate time for me to do so as the party’s first convention is on Sunday and this will give you an opportunity to put someone else in my place smoothly and without fuss.” (TT Newsday)

Barbadian is 2013 Rhodes Scholar

arbadian Chloe Walker is the latest recipient of the highly prestigious Rhodes Scholarship for the Commonwealth Caribbean area.

In a short ceremony Tuesday, Walker was announced the 2013 winner at Government House, after a panel of judges chaired by Governor General Sir

Elliott Belgrave held interviews with six candidates throughout the morning.

The remaining five hailed from Trinidad and Tobago, Antigua, Dominica and the Bahamas.

Walker, who was stunned by the win, said she was looking to pursue a Doctorate in Education, noting

her love for teaching.

Currently a teacher at her alma mater Harrison College, she said that the moment was a “surreal” one for her.

“It’s a mixture of pride, relief, I just don’t know how to put into words how I feel,” a smiling Walker said.

Opining that two of the major issues that needed to be focused on by the education system was that of getting students to think critically for themselves and behavioural management, she expressed her desires to help students achieve.

It is just the latest win in the long list of achievements for the graduate of University of the West Indies and the University of Toronto, who already has several awards on her list, including Innis College Exceptional Award Achievement and Alumni Awards, a Barbados government scholarship and Duke of Edinburgh’s International Award (Bronze, Silver and Gold) to name a few.

he United States Department of Transportation (DOT) is standing firm on its decision not to permit direct Fly Jamaica flights between Guyana and New York, denying the airline for a second time.

In July, Fly Jamaica and Caribbean Airlines (CAL) applied for an exemption under 49 U.S. C 40109 for extra-bilateral authority to conduct seventh-freedom turnaround service between Guyana and New York, but their applications were rejected by the U.S. Department of Transportation on September 30.

Fly Jamaica subsequently filed a petition for Review of Staff Action, arguing that there was a high demand for direct flights, as it alluded to the reason behind the Open-Skies agreement signed between the U.S. and Guyana. However, the initial decision was

In the initial statement when Fly Jamaica and CAL applications were denied on September 30, the Director of the Office of International Aviation, Paul Gretch said the Air Line Pilots Association (ALPA) and A4A had objected to the applications put forward by the two regional air carriers.

“ALPA asserts that the request of Fly Jamaica and CAL are extra-bilateral, and that the department should deny the applications.

ALPA further asserts that CAL’s operations are being subsidised by the government of Trinidad and Tobago.

“In this regard, ALPA cites a press article in which Trinidad and Tobago’s finance minister is reported to have acknowledged a $40 million fuel subsidy paid to CAL in 2012. ALPA asserts that a foreign subsidy of the alleged type would impede the ability of the U.S. carriers to compete,” the director explained.

A4A had cited similar reasons behind its objection, emphasising that fuel subsidies can be damaging to U.S. carriers’ ability to compete.

It was on these grounds that the DOT decided to signal its objection. However, the TT government had announced early in September that the CAL subsidy was to be removed, effective October 1.

Jamaica to host annual review of Canadian farm work programme

layers in the Canada/ C a r i b b e a n Seasonal Agricultural Workers’ Programme are to gather in Jamaica next week to conduct the annual review of the programme.

The event, which is being organised by the Ministry of Labour and

Social Security, is slated to be held from December 1-7 in Montego Bay, James, Jamaica.

More than 60 delegates, including Canadian government officials, Canadian employers, Ministers of Labour from Caribbean states, and Liaison Officers are expected to

participate in the conference.

The labour ministry said that discussions will be held on issues such as the hiring and processing of workers, housing and living conditions, safety and health concerns and workers’ rights.

uyana’s Home Affairs Minister Clement Rohee is calling for the country’s gun laws to be reviewed and the firearms licence renewal process to be reassessed in light of the recent upsurge in gunrelated crimes.

Addressing a conference Monday on the prevention of interpersonal violence held at the Guyana International Conference Centre, Liliendaal, Greater Geogetown, the minister said everyone wants a firearm, but some have been using it illegally, making reference to the City businessman who killed his wife before turning the gun on himself over the weekend.

“People are behaving in this country as though this is the United States where they have the right to bear arms, but you don’t! And I’m considering approaching the president to ask him, let us review these gun laws, irrespective of what the hell Granger might think, whether Granger supports us in Parliament or not,” Rohee added.

out that it should be debated whether persons have the right to carry firearms, and if not, what are the alternatives for them in terms of their security.

He noted that the police should step up their intelligence and aggressively go after those who sell, buy, lend and trade firearms.

Rohee said those with firearm licences should be reviewed, pointing

out that he had requested for his ministry to be included in this process.

“Right now, we don’t have a say, but we are looking at that. The Home Affairs Ministry in conjunction with the Firearms Licence Approval Board should have a say on whether to renew or not to renew a firearm licence. It should not be something automatic like the visa in the United States…there should be no automa-

ticity attached to this.

We have to begin taking strong measures against this because people with guns in their hands are taking strong measures and embarrassing this country,” Rohee said.

The minister also urged the conference to focus intensely on the fight and prevention of violence, noting that fighting violence is much broader than crime fighting. He challenged the conference participants to channel their attention during the two-day forum on prevention and protection against violence. He stated that education is a vital key in tackling violence and should be encouraged at every forum.

Rohee disclosed that to assist the police in their quest to end violence, the force has employed some 500 neighbourhood police to act as watchdogs for violence in their communities.

“The police can’t be there 24/7 so the neighbourhood police are in the neighbourhoods on a daily basis and they ought to know what is happening in each neighbourhood, it is their business to know,” he stated.

rinidad and Tobago’s Prime Minister Kamla Persad-Bissessar Tuesday officially opened the multi-million dollar Arima Police Station, which she said was a signal that the government was taking the fight to the criminals.

She noted that this police station was the first of 17 brand new police stations to be opened in the country. She said she will not allow a minority of criminals to hold the country to ransom.

“Perpetrators of crime hurt our country right at the centre of our ability to survive by hurting our chances of attracting the right investments and succeeding our ongoing diversification programme.

Crime and criminal activity is a beast that puts our very way of life at risk and your government has fought back, and we would continue fighting harder until we win the war against crime,” she said.

The station was built at a cost of TT$48 million.

Housing Minister Dr Roodal Moonilal said a police station can be opened every single month for the next eight months. He said the Cumuto and La Brea police stations will be opened in January,

the Brasso Seco Police Station in February and the Piarco Police Station in March.

Persad-Bissessar said the government’s frontal attack on crime demonstrated its ambitious transformational programme for the national security portfolio. The programme, she said, contains the modernisation of the national security operations centre which was a very key element in restoring safety to the country.

Persad-Bissessar said the mission of this centre would be to produce forensically sound operational intelligence for the law enforcement bodies and the military with respect to transnational and national security threats. “This operational centre will provide a facility for a total government response to national security threats and a system which includes state of the art GIS, GPS and situational awareness software and surveillance mechanisms,” she said.

It will also have the ability to liaise operationally with various ministries and a situation room for the national security centre. It will provide a facility where ongoing national security operations can be coordinated and monitored. (Excerpted from TT Newsday)

Caricom suspends DR’s application for membership

n what Caricom chairman and TT’s Prime Minister Kamla Persad-Bissessar described as the “first salvo” against the Dominican Republic (DR) following that country’s Constitutional Court ruling denying citizenship to persons of Haitian heritage, Caricom has halted consideration of the DR’s request for membership to the regional group.

The decision was announced Tuesday at a media conference following a meeting of the Bureau of the Conference of Heads of Government of Caricom at the Diplomatic Centre in St Ann’s, Trinidad.

The Bureau consists of Persad-Bissessar as current chairman, incoming chairman and St Vincent Prime Minister Dr Ralph Gonsalves and immediate past chair, Haitian President Michel Martelly.

Asked about the possible expulsion of the DR from economic partnership Cariforum, PersadBissessar said the mat-

ter was discussed, but they took the position to hold on this issue for another day and, “not shoot all our guns on the same day”.

Other options

She said there were other options against the DR as well, including severing of diplomatic ties, but the suspension of consideration of the DR joining Caricom is the “first salvo.” She noted that for now they will engage in dialogue with the DR. Persad-Bissessar, who read from a draft Caricom statement on the issue, noted that Caricom condemned “the abhorrent and discriminatory ruling of the Constitutional Court of the Dominican Republic.”

Caricom described as “especially repugnant” that the ruling ignored earlier recommendations made by the InterAmerican Commission of Human Rights (IACHR) that the DR adapt its immigration laws and practices in accordance with the pro-

visions of the American Convention on Human Rights.

Human rights violations

Caricom noted that the ruling also violates the DR’s international human rights obligations and “created an environment where, with the abrogation (repeal) of rights that flow from citizenship, arbitrariness can flourish as illustrated by recent media reports of the forced deportation to Haiti of

persons claiming to be Dominican and with no linguistic or familial ties to that country.”

Caricom reiterated its call to the DR government to take the “necessary political, legislative, judicial and administrative steps urgently to redress the grave humanitarian situation created by the ruling.

“The Community also calls on regional and hemispheric countries

and organisations to lend their voice to urge the Dominican Republic to right this terrible wrong,” Caricom stated.

Caricom noted that while it welcomed the intervention by Venezuela to assist in resolving the issue “given the grave humanitarian implications of the court ruling the Community cannot allot its relationship with the Dominican Republic to continue as normal. In that regard,

the Community, at this time, will suspend consideration of the request by the Dominican Republic for membership of Caricom.

Caricom added that it will review its relationship with the Dominican Republic “in other fora”: including Cariforum, Community of Latin American and Carribean States, the Organisation of American States and the Association of Caribbean States.

“This cannot be business as usual,” Persad-Bissessar said.

“Moreover we call on the global and regional community to pressure the government of the Dominican Republic to adopt urgent measures to ensure that the jaundiced decision of the Constitutional Court does not stand and that the full citizenship rights of persons of Haitian descent, born in the Dominican Republic, are guaranteed. The Caribbean Community accords this matter the highest priority,” she said. (TT Newsday)

arine Dat Sookram, who received the Queen Elizabeth II Diamond Jubilee Medal, came of no surprise to many, because of his love and passion to serve people. However, instead of celebrating that prestigious moment, he did something very unique and a little different.

Sookram actually advocated for the privilege to bestow the Queen Elizabeth II Diamond Jubilee Medal to other deserving recipients.

When Sookram was

asked as to why he did what he did, he said, “I did not like the fact that certain officials received the medal automatically, because I feel as if the medal is deceiving its purpose. I have known of so many deserving recipients and if I do not give a voice to them, I’ll feel as I am depriving the people, especially the ones who have worked so hard behind the scene and have never been recognised for their work.”

He said he was also looking for recipients who have some connection with ACTION

VISION Charity Association, an organisation he founded two decades ago to help schoolchildren in Guyana and to promote the rich cultural heritage in Canada.

The approach Sookram took in presenting the Diamond Jubilee Medal was a little different compared to the normal formal awards presentation.

Instead, he went directly in a community college, a community church, at work and even in the recipient’s home to present the medal.

ACG pays glowing tribute to stalwart members at 40th anniversary celebrations

he Association of Concerned Guyanese (ACG) celebrated its 40th anniversary with an impressive presentation award ceremony that also featured a dance and dinner on Saturday evening at a packed Elite Banquet Hall, Toronto.

Long-serving member of the Association Gail Teixeira, who is currently the Adviser on Governance to President Donald Ramotar, was the special guest. She was accompanied by Executive Secretary of the ruling People’s Progressive Party Civic (PPP/C) Zulfikar Mustapha while Guyana’s High Commissioner to Canada Harry Narine Nawbatt and Consul General for Guyana in Toronto Sattie Sawh were also in attendance.

Just after the formation of the association in 1973, Teixeira was elected Secretary. At that time, she had just started studies at Toronto University.

Teixeira, who served in several ministerial portfolios in successive PPP/C administrations

in Guyana, and who has been serving the Cabinet for almost 21 years, also reminisced on the early days of the association, noting its many achievements over the past four decades.

“As a small group, we tried to make ourselves known among the Guyanese community with ‘word and mouth,’ and this was the 1970s and we were young and we believed that we could change the world, not only in our countries of origin, but also in our adopted country,” she related.

In his remarks, Mustapha spoke about

the significance of the ACG and the continued support the association has given to Guyanese both in Canada and back home.

“I must take this opportunity to congratulate ACG for their accomplishment; we gather here tonight to recognise some people who had left a legacy and they too must come in for the much deserved recognition; I [am] indeed happy to be a part of the celebration among you Canadian-based Guyanese, and I am confident the ACG will continue to seek for freedom and a better life for its Guyanese brothers and

sisters,” Mustapha stated.

Awards

Included on the night’s agenda were the Posthumous Awards to the ACG stalwarts and Community Supporters such as the late Satyadeow ‘Sash’ Sawh, Nizam Hamid and Norman Sue while special awards went to Teixeira, Geoff Da Silva, Carl Bassoo, Clif Aaron, Ali Family, Mohamed Family, Superstars Sports Club and Dan Heap.

for the past 30 years, highlighted that Sash was among the loudest, most articulate and most persuasive trumpeters for the righteous cause of the ACG in Toronto, and later, for the working class of Guyana.

Hamid was another pioneer of ACG leaders, who worked with other Caribbean Canadian organisations and mobilized support for ACG activities. He was schooled in politics in Guyana by his father, Mackie Hamid, who was a leader in the Guyana Agriculture and General Workers Union (GAWU) and the PPP/C. Teixeira immigrated to Canada at the age of 11 and joined the ACG in 1974. She worked tirelessly for the organisation, chairing many of the ACG public meetings and political forums while Da Silva served on its executive committees for many years after he became a member in 1975.

Meanwhile, Sattie Sawh acknowledged the support and the work the ACG has done for Guyanese in Canada.

Jamaican police to investigate St Lucian counterparts

he government of St Lucia has enlisted the help of the Jamaican police to investigate the Royal St Lucia Police Force (RSLPF). This comes on the heels of a U.S. withdrawal of security-related assistance to the RSLPF after claims of

human rights violations.

Prime Minister Dr Kenny Anthony announced in the House of Assembly last week that the government has been in touch with the regional authority responsible for crime, and it has secured the services of police officers from Jamaica

to carry out the investigations.

“In fact, the initial group of officers visited St Lucia to get a sense of the terrain and the issues; and they have now asked that the investigating team be strengthened and the team will arrive formal-

ly in St Lucia on or about November 29,” Anthony said.

Also last week, The Police Complaints (Amendment) Bill was passed in the House, which allows for a new unit to investigate complaints against police officers.

Anthony noted there have been teething problems with the existing Police Complaints Commission.

Republic Bank to expand in Africa

he “overall profitability” of Republic Bank Group is expected to increase in the coming years, says Managing Director, David DulalWhiteway, because of its recent acquisition of a 40 percent stake in HFC Bank Ghana.

“The bank and the economy of Ghana are both doing very well.

HFC itself is showing very good growth, and the potential for next year is also very positive. Its growth has been about 50 percent over the last year, and the projection is for similar growth in 2014.”

Dulal-Whiteway was speaking with TT media at the Hyatt Regency, Port-of-Spain last Thursday, follow-

ing the launch of a book marking Republic’s 175th anniversary in TT. Entitled, ‘Republic Bank 1837— 2012, A Proud Legacy of Service’, the TT$400 book is an updated version of the first commemorative book, highlighting significant moments, and achievements of the bank over the last 25 years.

Asked why the bank had invested so much time and energy into updating the book; the new edition took two years to compile, DulalWhiteway cited the importance of keeping a record of the bank’s history.

“Republic Bank has been such an integral part of Trinidad and

Tobago’s society that if you browse through our book, you will see we have also captured some of this country’s history; such as how the 1990 attempted coup affected our operations.”

“My message in this book,” Dulal-Whiteway added, “is to stick to ‘Banking 101’ while making sure we don’t do anything fancy, because people who’ve done fancy things in banks have gotten into lots of difficulties.”

He said Republic’s strength has been, and continues to be, “knowing what we do, and doing it well,” while the key to its success has been ensuring the bank has alignment among management and staff with respect to its vi-

sion of the future, so that they could execute that vision.

“That’s why we think Africa is a big, positive step for us,” Dulal-Whiteway said, “because there’s no reason why, with Republic Bank operating in Ghana, that other businesses from TT should not be looking at Ghana, as a possibility for expanding their business.”

Asked what a future commemorative book would likely record about the next 25 years, the bank’s managing director said that “The focus will be on Republic Bank’s expansion in Africa because we do see our opportunities in Africa being beyond Ghana.” (TT Newsday)

he NEW GPC INC/ Limacol Caribbean Premier League (LCPL) last Wednesday evening copped the President’s Award for Investment in Tourism, as the Tourism Ministry hosted its annual awards ceremony at the Guyana International Conference Centre, Liliendaal, Greater Georgetown.

The award comes as NEW GPC continues to demonstrate vision and courage in investing its resources in the tourism sector.

NEW GPC was successful in its bid for the Guyana franchise for the Caribbean Premier League (CPL) and subsequently secured the title sponsorship for the T20 tournament resulting in the event being renamed Limacol CPL. The Guyana Amazon Warriors was one of six teams that participated and one of the finalists in the recently concluded inaugural Limacol CPL. The team was named in keeping with Guyana’s pursuit of the Low Carbon Development Strategy (LCDS), which

The Limacol CPL was based on a franchise system similar to that used by the Indian Premier League (IPL) and other professional sports. The Amazon Warriors team comprised both local and international players, coached by Roger Harper, former West Indies all-rounder, and legendary fast bowler

Curtly Ambrose.

With Limacol CPL being beamed across the globe, tourism stakeholders in Guyana concurred that the investment would have given Guyana tremendous international tourism exposure.

The award was presented by Prime Minister Samuel Hinds, who was performing presidential duties, to two representatives of the NEW GPC–Marketing Manager Trevor Bassoo

and Human Resources Manager Faye SmarttScott.

In an invited comment, Basso stated that the company is “elated” to have been nominated for, and eventually won, the award. He said the award comes at an opportune time and the company welcomes the honour.

Over the years, the NEW GPC has been supporting cricket in particular and sports in general throughout Guyana.

Basso told Guyanese media that the Limacol CPL 2013 was, by far, one of the largest and most celebrated events across the Caribbean.

“On behalf of the executive chairman, the board of directors, management and staff of NEW GPC, I want to thank Tourism Minister Irfaan Ali, the Tourism Ministry and the Guyana Tourism Authority for the award,” Bassoo said.

Several other persons and companies

were also given awards for their outstanding contributions to the tourism sector.

Colin Edwards received the award for Pillar of Tourism Industry; Leon Moore was named the Tour Guide of the Year; and the Tourism Entrepreneur Award went to Frank Singh.

Leader of the popular Tradewinds band, Dave Martins was given the Tourism Ambassador Award and the Mangrove Reserve Producers Co-op was given the Most Outstanding Community Tourism Project Award. Stacey Dos Santos- Rahaman received the Destination Guyana Promotion Award and Conservation International, the Community Based Tourism Development Award. The tourism recognition awards went to Grand Coastal Inn for Service in Tourism Establishment, Loaknath Singh of King’s Jewellery World for International Event Promotion, and Garage De Eenhied for the Largest Inbound Operator.

Jamaican gov’t appoints board to supervise juvenile facilities

he Jamaican government is continuing on its strategic path to protect and promote the rights and well-being of the nation's children through the establishment of Boards of Visitors for juvenile facilities.

This was stated by Chief Technical Director in the Ministry of National Security Karen Clarke-Davis during a meeting for members of the Boards last Thursday at the Jamaica Conference Centre, downtown

Kingston.

The Boards of Visitors will give oversight to the operations of juvenile facilities, with the primary objective of ensuring that the best interests of the children in correctional and remand centres are protected.

They will monitor the operations of the Metcalfe Street Secure Juvenile Centre; Rio Cobre Juvenile Correctional Centre; Hill Top Juvenile Correctional Centre; South Camp Juvenile

Correctional and Remand Centre, and ensure that they meet minimum standards.

The establishment of the Boards of Visitors is a direct response to the Armadale tragedy on March 22, 2009.

Clarke Davis said the ministry remains resolute in safeguarding the well-being of all of Jamaica's children, in particular, the 275 who are currently in the care of the Department of Correctional Services (DCS).

"The ministry ac-

cepts that the task of protecting the interest and welfare of our juveniles is a mammoth one, and believes that the development of our nation requires a multi-faceted and collaborative approach," she said.

She reminded the members of the Boards that they have the opportunity to influence the outcomes of rehabilitation programmes, to shape the reintegration strategy, and to contribute to the wards' return to society as positive citizens.

"We look forward to receiving your recommendations and to a cordial working relationship. The children are our future, let us provide each one with every opportunity to excel and realise their full potential," she stated.

The chief technical director implored them to seek to make a difference and execute their functions with compassion, understanding and love for the children as they aim to protect their best interests.

"Discharge your

functions without fear or favour but be friendly. Be thorough but thoughtful, be robust but be respectful. We must seek to do all in our powers to ensure that there is never a repeat of an 'Armadale'," she said.

Each Board, which will meet once per month, is mandated to submit reports to the children's advocate, the superintendent of the specified institution, the commissioner of corrections and the minister of national security. (JIS)

Guyana gets asthma lab with help from Canada

hief Medical Officer, Dr Shamdeo Persaud declared open Guyana’s first Spirometry Lab and Asthma/COPDS Education Programme last Thursday at the Georgetown Public Hospital. The facility was made possible under the Guyana/Canada partnership.

According to Dr Persaud, this new development is as a result of collaboration between the Health Ministry; the Georgetown Public Hospital Corporation (GPHC); the LIBIN Cardiovascular Institute of Alberta; the University of British Columbia; and the Institute of Health Science Education. He

said it was a step in the right direction, as the government of Guyana enhances health services offered to the Guyanese populace.

The Spirometry Lab will accurately perform spirometry (a simple, safe and in expensive breathing test) and simultaneously educate patients on creating the right environment to reduce the eruption of asthma. The lab will also supply appropriate medications for asthma patients.

In delivering his address last week, Dr Persaud disclosed that the Health Ministry is in the final phase before the completion of Health Vision 2020–spanning

According to the CMO, approximately 16 per cent of all persons in Georgetown smoke while approximately 47 per cent of Guyanese farmers smoke–a practice that has a severe impact on the respiratory system. It was further pointed out that approximately 79 per cent of the males in Region Eight and 48 per cent of the females in Region Seven smoke, a practice that must be rooted out.

In a release, the hospital stated that the state-of the-art facility is the newest phase in the evolving Canada-Guyana Partnership for Health Care Development.

In 2011, Guyana and Canada collaborated for the establishment of the Georgetown Public Hospital’s Echocardiography Programme.

The hospital said the Spirometry Lab and Asthma Education Programme is the first component in the devel-

opment of an innovative integrated chronic disease management strategy for patients with common chronic diseases such as asthma, heart failure, COPD, chronic kidney disease, and diabetes throughout Guyana.

Asthma, a common lung condition affects more than one in 10 Guyanese, ranging from infants to the elderly.

Asthma has a huge impact on the health of the patient causing breathlessness, wheezing, and coughing.

“Asthma flare-ups can result in frequent visits to the Emergency Department, hospitalisations and even death”, the release said.

Basdeo Panday ponders come back?

T

he positions of political leader, as well as that of party chairman and deputy political leaders, are all expected to be contested as the United National Congress (UNC) is due to hold its internal elections by the first quarter of next year.

The party last held its internal election for the post of political leader on January 24, 2010, when Siparia MP, Kamla Persad-Bissessar, defeated party founder Basdeo Panday and former deputy political leader, Ramesh Lawrence Maharaj, and went on to be elected prime minister, leading the People’s Partnership into government at the May 24 General Election that year.

The election for other positions on the UNC’s national executive took place on March 24, 2012.

Dr Roodal Moonilal, one of the party’s three deputy political leaders, Saturday said the terms of office for the positions become due next year and a date for internal elections would then be set by the national executive. He said while official campaigning has not officially begun, this does not prevent interested persons from canvassing the party’s membership for their support for whenever the elections are held.

Moonilal, the Oropouche East MP and TT’s Housing Minister, also noted that he would once again be contesting the post of deputy political leader. He however did not state whether that would be done individually or as part of a slate of candidates. In the 2012 election, Moonilal, as well as Dr Surujrattan Rambachan (Works and Infrastructure Minister) and Marlene Coudray (Local Government Minister) contested the three positions of deputy leader under the Nationalists slate. All three were successful at the poll.

Panday Saturday said he has been inundated with calls from the membership requesting that he take part in the internal elections whenever a date was set.

“I told them I have only one condition and that is, if I am assured that the election is free and fair, then I will take part in it to return our party to its pristine glory,” said Panday, a for-

mer prime minister.

If he decides to run, would he contests as part of a slate of candidates?

Panday said this was too early to decide, saying discussions had to be held with the party’s membership. Moonilal, asked about the possibility that Panday may once again run for a position on the party’s national executive, said the UNC was a democratic institution in which legitimate members could offer themselves for election.

UNC party organiser, Chandresh Sharma, Saturday said the party’s machinery was “always ready” for any election saying the membership was more than 50,000 persons.

Four hundred more jobs for Jamaicans

A

pproximately 400 more jobs will be provided for Jamaicans in the long-term under a management agreement between the National Insurance Fund (NIF) and Europe's third largest hotel chain, Melia Hotels International (MHI).

Under the agreement, the Spanish hotel chain will operate the Braco Hotel in Trelawny, for the next 15 years. This follows negotiations which involved Minister of Tourism and Entertainment Dr Wykeham McNeill and Minister of Labour and Social Security Derrick Kellier under whose portfolio the NIF falls.

During a ceremony at the hotel last week, the ministers and Chairman of MHI, Gabriel Escarrer Julia, formally exchanged the signed agreement, after which they toured the property.

Information Minister, Senator Sandrea Falconer, told the Jamaica House press briefing last Wednesday that earlier this year, the Finance Ministry gave approval for the NIF to undertake renovations and infra-

structure improvements at Braco Hotel, which was acquired in 2000.

Falconer told journalists that the 226-room hotel was purchased, subject to a lease agreement with BRL Limited, which is a part of the SuperClubs Group.

She noted that BRL vacated the property in 2011, terminating the lease.

"Subsequently a shortterm agreement was entered into with Blue Diamond Hotels and Resorts in order to capitalise on the winter and summer tourism season opportunities for the ensuing two years," Senator Falconer outlined. That agreement expired in May of this year.

The minister said the engagement of a longterm management agreement will not only secure some 200 jobs initially, but will also "lay the pathway" for the future expansion of the hotel, to create an additional 150 to 200 jobs.

Jagdeo, UN secretary general discuss urgent need for climate action

F

ollowing last week’s presentation to the Commonwealth Heads of Government Meeting in Colombo, Sri Lanka, former President Bharrat Jagdeo travelled to Warsaw, Poland –the location of this year’s United Nations (UN) climate meeting. There, he joined other world leaders to emphasise the urgency of global action on climate change.

Last Wednesday, he met UN Secretary General Ban Ki- moon to specifically focus on the needs of the smallest and most vulnerable states, including those in the Alliance of Small Island States (AOSIS). Jagdeo supported Nauru’s delegation, who currently holds the chair of AOSIS, in their conversations with the secretary general about the threats to their members.

Jagdeo also briefed Ban Ki-Moon on the discussions about climate finance that took place among Commonwealth Heads of Government– and they specifically addressed the report of the Commonwealth Expert Group on Climate

He continued to highlight the important role that forests can play in future climate solutions.

Speaking after the meeting, Jagdeo echoed a theme he had stressed with the Commonwealth heads of government–the need for heads of government engagement if climate change is to be addressed.

He said “The world has committed to finalising a legally binding climate agreement by 2015-that is now just two years away. If we are to have a chance of averting catastrophic climate change, climate change has to become a heads of government issue between now and then.

ment ministers or officials will be inadequate.

That is why I fully support Secretary General Ban Kimoon’s plans for a Climate Summit in New York next year.”

At the same time, the former president emphasised that the international community could do much more between now and 2015 to make a practical difference for the world’s most vulnerable countries.

“In my engagements with the leaders of AOSIS, they emphasised their practical needs today–not in 2015. There is a lot the world can do to help the world’s most vulnerable countries.

Negotiations for a post-

2015 agreement are an important part of that.

But so are practical interventions today, to help build hurricane-proof hospitals and schools; to make agriculture and other economic activities more resilient to climate events; to create new financial mechanisms that make clean energy more attractive,” he added.

Jagdeo noted that, “these are practical solutions that can be delivered today. Not only do they make moral and economic sense–but they are indispensable to building trust within the international community that the world is serious about addressing climate change.”

He joined an announcement by the governments of Colombia, Norway, the UK and Germany, which will be working together through an ambitious partnership to provide performance-based payments across Colombia’s Amazon region.

This partnership-potentially covering 40 million hectares of the Amazon--will join with Brazil’s Amazon Fund and Guyana’s national forest mechanism to expand the proportion of the Amazon that is generating payments for climate services.

At the same meeting, the governments of the U.S., UK, Germany and Norway announced their commitment of US$280 million to a new World Bank Bio-Carbon Fund to support more sustainable agriculture in countries like Colombia and Indonesia.

The meeting was addressed via video by U.S. Secretary of State John Kerry.

High-level event

Last Thursday, Jagdeo attended a highlevel event hosted by the Indonesian government; whose US$1 billion forest programme is one of the three largest in the world (the other two being in Brazil and Guyana).

The former president joined the Indonesian and Norwegian environment ministers, as well as the head of the United Nations Environment Programme Achim Steiner as the Indonesian government provided a detailed overview of their work to date.

Jagdeo spoke again of the importance of leadership from forested countries such as Indonesia and of how Guyana was starting to see the fruits of several years of hard work as funds from the Guyana-Norway partnership start to flow into Guyana’s Low Carbon Development Strategy (LCDS).

However, he highlighted that partnerships should not be limited to countries like Indonesia, Guyana, Brazil and Colombia, but should include countries in Africa which were left out.

Guyana allocates Canje basin lands for TT agri project T he Guyana government has made available lands in the Canje Basin for farmers in Trinidad and Tobago to invest in largescale agriculture projects, TT Food Production Minister Devant Maharaj has said.

According to a statement by the Government Information Agency (GINA), Maharaj pointed out that there would be scientific and empirical data regarding the potential for farming in accordance with the Resettlement Policy Framework (RPF) before the land is offered to investors.

“It’s not farmers, but we want investors to come in to farm with their primary function to invest,” Maharaj emphasised.

Only last Thursday during a press conference, Maharaj told local media operatives that a decision would be made

within two weeks, as to the land that would be made available for this venture.

Maharaj, who was on a visit to Guyana, said discussions with his local counterpart, Dr Leslie Ramsammy had been fruitful. He said the working meeting was to further cement the agreement between the two countries, which follows through on the Jagdeo Initiative proposed to Caricom decades ago.

Despite TT receiving most of its revenue from the blooming oil sector, he said the Kamla PersaudBissessar administration has revisited its strategy, hence the signing of the Memorandum of Understanding (MoU) with the government of Guyana earlier this year.

Maharaj added that the objective of the initiative is to use it as an example for Caricom.

Standardisation of policies

OAS worried about violence against women in Caribbean

ecretary General of the Organisation of American States (OAS) José Miguel Insulza says violence against women is one of the greater challenges facing Latin American and the Caribbean today.

"We all know that the biggest challenge facing women in our hemisphere is violence perpetrated against them in all areas, in public and in private, in the streets, school and workplaces and often also at home," said Insulza at the opening of Fifth Conference of States Parties of the Belem do Para Convention on the Prevention, Punishment and Eradication of Violence against Women, recently.

He said another factor was the problem of quantifying the cost of violence against women, "which hinders recognition of the need for broader and more efficient public policies designed to eliminate this scourge".

Insulza expressed hope that the conference would represent a good opportunity to lay the foundations for a discussion on the progress and challenges to be addressed to ensure the objectives of the Convention, mainly to protect women's human rights and eliminate the violence that affects them.

"Eliminating violence against women is not a

quick or easy task, and also requires changing traditions, stereotypes and roles; it requires modernising our school systems, our media, our laws, our law enforcement, and also changing the way our societies behave," he said.

Insulza said the monitoring mechanism of the convention has become a vital tool of cooperation for states and between states that allows for progress in policies related to the defence, promotion and protection of women's human rights.

For her part, the executive secretary of the Presidential Secretariat for Women (SEPREM) of Guatemala, Elizabeth Quiróa Cuellar, representing the presidency of the Conference of States Parties, referred to her country's commitment to the convention.

"From the beginning, we have been committed to its principles, objectives and work, and we believe that we must all together make additional efforts to achieve them before the 20th anniversary of the convention and the 10th anniversary of the mechanism. We must learn from our setbacks, correct our paths and move forward convinced that everything we do will help to build a dam against violence against women," Cuellar said. (Caribbean News)

Both ministers have now agreed to the areas in which entrepreneurs could look to invest.

These include: cultivation of corn, soya, other legumes, and root crops; livestock rearing; valueadded products such as cassava flour; and aqua culture.

A technical team will meet in two weeks to agree on the harmonisation and standardisation of policies and strategies that would facilitate importation of products and crops from Guyana to Trinidad. A team of agricultural experts from Guyana is scheduled to

arrive in Trinidad on Friday to discuss these issues. They would also review the results of soil samples done on lands that have been allocated for TT investors.

TT will advertise for expressions of interest among local entrepreneurs there. Site visits will be arranged, plans solicited, and those proposals evaluated by both sides before a final allocation is made.

Processing plants may be set up in Guyana for products that would require some processing before export, including meat.

This, Maharaj noted, would provide economic opportunities for both countries. “These strategies being utilised are geared towards the goal of TT, and also Guyana, reducing our food import bill from countries outside of the region, increasing our own food security interregional and bring-

ing down food inflation in respective countries– all with the backdrop of creating sustainable employment and diversification of our economies,” the Trinidadian minister added.

Asked whether there had been any interest shown by Trinidadian entrepreneurs in the project, Maharaj said he was hopeful that there would be, to the extent that it would be oversubscribed and his country would have to request more land.

This project follows through on an initiative proposed by former Guyana president Bharrat Jagdeo for Caricom countries to collaborate with Guyana and expand underdeveloped agricultural lands.

This strategy is geared toward reducing food import bills, increasing inter-regional food security and reducing food inflation.

Barbados’ hoteliers pressure gov’t for concessions ahead of winter season

ome hoteliers in Barbados are considering the possibility of shutting down and sending home their workers, should they enter the winter season that starts on December 15, without securing the

Following a marathon closed-door extraordinary general meeting of the Barbados Hotel & Tourism Association (BHTA) at Island Inn in Acquatic Gap, St Michael, Wednesday, executive vice-president Sue Springer warned that some members were already looking at possible closure.

Springer said that while the Ministers of Finance and of Tourism had assured the BHTA that the government was working on the concessions, the hoteliers were worried about the

Guyana’s Ogle Airport boss announces expansion plans

oasting increased revenue since regional carrier LIAT began operations there, the Ogle International Airport is now looking to expand its operations in the coming years.

This was disclosed

by Ogle International Airport Inc (OAI) Chief Executive Officer Anthony Mekdeci, who said that any regional carrier that was interested in operating out of Ogle was welcome.

“Regional carriers, especially those from neighbouring countries, can come no problem. We are happy to receive them.”

At present, LIAT op-

erates daily flights out of the airport.

The OAI chief said since the commencement of these flights from the Caribbean in May, the airport has seen an increase in daily flights, revenue and passenger traffic (about 1500), with a possibility of annual traffic moving from 60,000 to 80,000.

“I understand Brazil and Suriname are interested in on ward traffic out of here into the Caribbean,” Mekdeci said.

According to him, Caribbean Airlines has had discussion with OAI, looking to operate a flight to that airport to deliver luggage for its passengers.

In addition, Surinam Airways has expressed interest.

Mekdeci said while no concrete decision had been made by the two airlines, he was optimistic that more carriers were likely to seek meetings with OAI about op-

erating out of the airport.

As demand increases, OAI will look at further expanding its runway, to accommodate additional flights and carriers.

According to Mekdeci, the airport can expand its 4000-foot runway to a maximum of 5500 feet.

On November 5, 2001, OAI, comprising a group of aviation pioneers, entered into a 25year lease agreement with the government for the management, operation, and development of the airport. This lease agreement is renewable for two more 25-year periods.

It was given the mandate to develop the airport to comply with the requirements of the International Civil Aviation Organisation (ICAO).

This involved a private investment by the shareholders of some US$ 3 million.

The airport gained international status in 2009 after completion of its phase one development. International scheduled passenger flights then commenced.

In the same year, government and OAI signed a Memorandum of Understanding (MoU) for the funding of the second phase of develop-

ment, with funding from a 2007 European Union grant of 1.5 million euros.

In May, OAI was declared a regional hub and presented with a runway Class Two C certificate by the Guyana Civil Aviation Authority.

The airport, which is closer to Georgetown than the main Cheddi Jagan International Airport, gives LIAT a competitive advantage, in terms of reduced flying time and an annual fuel reduction.

Trinidadian judge elected to ICC Two perish in Guyana’s

ustice Geoffrey Henderson has been elected as a judge of the International Criminal Court, according to a statement issued by Trinidad’s Ministry of Foreign Affairs on Saturday.

The statement said that Henderson, a former director of public prosecution with 24 years experience in the criminal justice system, was the island’s candidate at the ICC’s 12th session of the assembly of States Parties to the Rome Statute.

“Mr Justice Henderson’s candidacy was approved by the Assembly of States Parties in the first and only round of voting, and he secured 98 votes out of a maximum 99 votes (with 1 abstention), easily surpassing the two-thirds majority required for election whilst drawing support from all regions of the world,” the statement said.

The statement added that his candidacy was supported by Caribbean Community (Caricom) member states of Belize, Dominica, Grenada, Guyana, St Lucia and Suriname. It said that Uruguay had withdrawn its candidate earlier this week.

The Ministry of Foreign Affairs said that apart from his impeccable credentials the election of Justice Henderson “is a fitting tribute to the consummate efforts of former President Arthur N R Robinson in promoting the creation of

wo persons are now dead following a boat collision in Demerara River, Guyana, in the vicinity of Parapee, located approximately 25 miles from Linden on Sunday. The accident reportedly occurred about 21:30h.

Dead are Dale Duggin, 27, of Parapee and Williamson Felix, 37, also known as “Smally” of Malali, Demerara River.

Telford Lim survived the accident without any major injuries and is assisting police with the investigations.

The body of Duggin was recovered in the vicinity of Major Boat Landing, Linden, about 11:30h on Monday, while Felix’s body was reportedly recovered from inside the speedboat he was travelling.

visible marks of injuries on both hands and knuckles.

When the body arrived at the Linden Hospital Complex (LHC), family members wept and comforted each other. Duggin’s grief-stricken mother, Melvina Duggin was unable to make it to the LHC, relatives say.

His aunt, Ronda Fleming, appeared traumatised and had to be escorted inside the LHC

in a wheelchair. She also wept uncontrollably, fainting several times.

According to Duggin’s relatives, the now dead men were on their way to Linden when the mishap occurred.

The boats reportedly collided head-on but the two passengers in the vessel driven by Lim escaped unhurt.

According to reports, Felix, a St Lucian, was on his way to Amelia’s Ward, Mackenzie, Linden. He was working on a house being built in the area.

“He lives in Georgetown, but would travel up on weekends back and forth. They were going back to Dale’s uncle house which is currently building,” a relative of Duggin said.

Family members related that Duggin was in the process of building his own home.

More than 220 graduate from University of Guyana Berbice Campus

ore than 200 students graduated from the Tain, University of Guyana (UG), Berbice Campus on Saturday at the staging of the 12th convocation exercise.

Addressing the ceremony, Culture, Youth and Sport Minister, Dr Frank Anthony noted that since the start of the campus, there has been growth in the physical infrastructure, student population, staff and the range and quality of education offered.

While highlighting the importance of the campus, Dr Anthony stressed that it represents one of the govern-

ment’s primary mandate of making tertiary education accessible and affordable.

The minister highlighted that the government recognises that development could only be sustained if investments are made in the people.

“The late Cheddi Jagan had a mantra, that we must have development with a human face–meaning that we must consistently and continuously invest in our people and our people reciprocally must use their knowledge and skills for development; this has been a guiding principle of the PPP government,” he said.

This graduation comes at a time when the university is celebrating its 50th anniversary.

The minister explained that when the concept of tertiary education was introduced, many felt that it was too ambitious, and that a small colony like Guyana must be shackled to external universities that are devoid of cultural particularities, that adumbrate paradigms of development that were alien to Guyana’s local needs.

Critics

The minister indicated that the critics refused to recognise that paid education to the ex-

ternal institutions was teaching the people to stay subservient to and to perpetuate the policies of the colonial empire. He added that Dr Jagan always advocated for a better and equitable education system.

He thought that the time had come for British Guiana to have its own university and with independence on the horizon that this university would help to mould the new Guyanese man and woman.

Ethiopia seeks to expand trade with Jamaica E

thiopia’s honorary consul to Jamaica, Yodit Hylton is seeking to strengthen trade links between Jamaican businesses and those of her African country.

Hylton plans to use the recently formed Ethio-Global Trade & Consulting Limited (EGTAC), of which she is chief executive officer, as the vehicle to push trade between both countries.

“My vision is to take Jamaican indigenous companies to Ethiopia... then expand to the rest of Africa," Hylton told the Jamaican media recently.

She said, too, that there are African products that are indigenous to Ethiopia and that plans are advanced to bring some of them to Jamaica.

Opportunities

"We are also doing a lot of agricultural products in Ethiopia which are of good quality and we are ready to export

some of these products to Jamaica," she added. According to Hylton, a number of the trading partners in Jamaica are from China, Canada and United States. However, she believes Africa should be a part of that linkage to complete the triangle.

Distance between both countries, she noted, should not be an issue as the planned logistic hub and the long-haul aircraft will make it easier to transport goods around the world.

Explaining the setup of the trading firm, Hylton explained that with the help of technology, Jamaican investors will be able to do everything from the comfort of her office and will only be required to visit Ethiopia in the very final stages. "... They can stay right here and be able to see a plot of land in Ethiopia

and with our ease of doing business in Ethiopia they can do everything from here and only go there when they are ready to begin operating," she said.

According to Hylton, investors have already been buying into the idea, noting that there is already discussion with an investor to establish a jerk business in that country.

In the meantime, the honorary consul is expecting Ethiopian goods to reach Jamaica at low costs, noting that the 88 million population makes some labour costs cheaper.

TT moves to establish National Committee on Reparations

N a t i o n a l Committee on Reparations is being established in Trinidad and Tobago, the Communications Unit of the Office of the Prime Minister announced Saturday.

In a media release, the Communications Unit said persons responsible for setting up the Committee met with Prime Minister Kamla Persad-Bissessar SC at the Parliament Building last Friday.

Persad-Bissessar said she was pleased that such a National Committee was being established, noting that Prime Minister of St Vincent and the Grenadines, Ralph Gonsalves, was making a case out with-

The third and final meeting on the establishment of the National Committee on Reparations took place on November 22, at the Ministry of Foreign

The meeting comprised stakeholders from relevant ministries and organisations across the country who informed on proper procedures and practices that

should be considered before the establishment of the National Committee, the release said.

At the second meeting, the committee was able to make contact with Dr Hilary Brown, Programme Manager, Culture and Community Development at the Caricom Secretariat, as well as Ambassador Edwin Carrington who were able to give their suggestions.

The final meeting focussed on the Draft Terms of Reference for the National Committee on Reparations.

Attention was given to the legal process of the committee—Reference to the UN General Assembly which adopted Resolution 60/147 Basic Principles and

Guidelines on the right to a remedy and Reparation for victims of Gross Violations of International Human Rights Law and Serious Violations of International Humanitarian Law in March 2006 which called on states to promote respect of its contents.

Focus would be on Britain, on behalf of the Englishspeaking Caribbean, as well as France for the slavery in Haiti and The Netherlands for Suriname, a former Dutch Colony.

The Committee’s work programme would include activities such as public consultations, presentations involving educational institutions and non-governmental

organisations, media interviews, the showing of films, and maintaining an interactive website including various elements of social media.

Detailed brief would be done on the cost of the damages and current manifestations of such damages on indigenous people.

The release said that to have a successful and effective National Committee, the following must be done: a series of consultations must take place before the committee is formally constituted; the public has to be mobilised and must understand the issue; and the Committee would require a strong research component.

Guyana’s GPHC gets first emergency specialist

uyana’s health sector is celebrating another milestone as Guyana received its first emergency medicine specialist, who will be looking to improve the services of the Accident and Emergency (A&E) Unit at the Georgetown Public Hospital Corporation (GPHC).

Dr Zulficar Bux underwent three years of training at the GPHC under the supervision of professionals from the Vanderbilt University, Tennessee, U.S.A. He has been recently appointed head of the hospital’s A&E Unit.

Dr Bux said prior to his training, he recognised that

there is a need for improved medical care in emergency medicine and an emergency medicine specialist will be helpful in this regard.

As such, he decided to pursue training through a scholarship from the Vanderbilt University in 2010.

The doctor pointed out that emergency medicine has a prominent place in Guyana, noting that over the years, emergency training has improved at the GPHC in the areas of patient management, and correct and timely diagnosis.

Slovis said the changes will not come over night and persons need to be patient and let the process takes its course.

Meanwhile, Vanderbilt Emergency Department Medical Director and leader for the Vanderbilt/GPHC collaboration, Dr John Paul Rohde explained that Dr Bux will be the first of many legal and well trained specialists in emergency medicine.

rime Minister Portia Simpson Miller officially reopened the newly upgraded Hugh Wynter Fertility Management Unit at the University Hospital of the West Indies (UHWI), during a ceremony at the institution last Friday.

The facility has been outfitted with the latest technological features, including two state-ofthe-art operating rooms, an assisted conception laboratory, an internal lecture room, and a skills laboratory.

These features are expected to significantly enhance the Unit's capacity for clinical research and delivering programmes in reproductive health for undergraduate and postgraduate medical and nursing students, clients, and medical practitioners locally, regionally and internationally.

"it is fitting that we hail the Fertility Management Unit as an advocate and a reliable promoter of better health systems for Caribbean countries".

Simpson Miller said the Jamaican government is pleased to be associated with the facility's reopening, and added that the citizens and their counterparts in other Caribbean islands welcome the quality and extent of the benefits "it brings to their health status".

For his part, director of the Unit Professor Joseph Frederick noted that the expanded facility is "truly a dream coming true".

"The two new operating rooms, the first of their type in the English-speaking Caribbean, are equipped with the latest technology and equipment to provide first world treatment to our people at an affordable price," he informed.

Professor Frederick further advised that: "We are going to be introducing new technology (robotic surgery), which will

provide three dimensional imaging and will provide training to all surgical disciplines in the Caribbean. Training will be provided to gynaecologists, general surgeons, and urologists."

In his remarks, Jamaica’s Health Minister Dr Fenton Ferguson welcomed the major focus on training which will be facilitated through the Unit.

"The Hugh Wynter Fertility Management Unit is poised to unleash the collective skills of those attached to it in a way that will leave many a Jamaican man or woman or those from the Diaspora satisfied," Dr Ferguson said.

The facility, formerly the Advanced Training and Research in Fertility Management Unit, was established in 1979 under the directorship of its founding professor, Hugh Wynter. Close to 900 prisoners receive skills training in TT

rinidad and Tobago’s Tertiary Education and Skills Training Minister Fazal Karim has expressed his satisfaction with the fact that 159 prison inmates are being rehabilitated for this year.

Karim made the announcement at a public forum called “Meet the Ministry” which he hosted along with St Augustine MP Prakash Ramadhar at the St Augustine Community Centre last week.

The prisoner training was revealed by the chairman of the Youth Training and Employment Partnership Programme (YTEPP), Chandar Gupta Supersad, at the forum.

YTEPP is an agency under Karim’s ministry.

Supersad said the prison inmates were being trained under the ‘Rehabilitation of Inmates through Training and Retraining Programme’

(RITTR), which targets convicted inmates who have between six and 18 months left in prison. It was revealed that a total of 897 persons in the prison system have undergone this intervention programme since its inception. RITTR gives inmates the chance to acquire social and occupational skills, so they may make a positive impact on their community.

They learn about responsibility and empowering themselves through marketable skills, so they may be productive citizens upon their release.

The programme was based on the format of the successful YTEPP retraining programme and presents a holistic and positive approach to the rehabilitation of prisoners.

Karim expressed his pleasure at the YTEPP initiative to train inmates, saying the hallmark of any modern society has been to train

and educate persons (including inmates) so as to maintain human resource capital.

The “Meet the Ministry” event was conceptualised by Karim, and is a public consultation where the minister, accompanied by representatives and chairmen from all agencies under his ministry, meets the public in an open forum.

Karim stated that such an event is necessary so that the public may contribute to the output of the Tertiary Education Sector, by providing feedback and ideas. It also serves to inform the community about the various programmes, courses and initiatives available to the public under the ministry.

After a successful launch at Dow Village, California, Karim brought “Meet the Ministry” to St Augustine.

There was a high level of participation from the audience, and the mem-

bers of the St Augustine Community turned out in their numbers. He noted the event was within the boundaries of the St Augustine Education City, where 59,000 persons benefit from the

GATE programme, and there are 23 Higher Educational Institutions; the largest cluster in the country.

hirty-two years ago, Canadian Vision Care was incorporated with a vision to provide eye care to persons around the world who are unable to afford the service, and or, otherwise, may lack access to proper eye care.

Since its inception in 1981, the foundation has assisted millions of persons in Africa, Asia, Central America, South America, and the English-speaking Caribbean with the gift of sight, according to the eye care foundation's founder, Gerry Leinweber.

Leinweber said that the foundation's team of medical doctors, technicians, optemetrists, nurses, and opticians has given away millions of glasses, tons of medication, and conducted numerous eye surger-

ies in the Philippines, Tanzania, Malawi, St Lucia, Central America, South America, and Jamaica.

The eye-care specialist described Jamaica as a special place for the foundation and said that approximately one million persons islandwide had already benefited from the foundation's suite of services.

"Canadian Vision Care has, to date, given approximately Cdn$60 million worth of eyecare services to millions of persons around the world. Of that amount, Jamaica has benefited from Cdn$30 million, or Ja$5 billion, in eye-care services," said Leinweber.

"Apart from our regular glasses donation, medications, and surgeries, the foundation has also given the Jamaican

I

t is commendable when Guyanese who have left their homeland years ago return to give back to their communities. One such notable person is Ganesh Ramraj, who was born, and grew up in, Independence Boulevard in La Penitence.

Ganesh migrated to Canada when he was 23 years old. After much soul searching as an adult, and overcoming a few of life’s challenges, Ganesh decided it was time to return home to give back to his childhood community.

In an interview with Guyanese media, the philanthropist said his initiative, Youth Development Projects, is the starting point of his vision to help in developing his community and eventually expand his efforts countrywide.

“My motto is, ‘Building communities one child at a time’. My objective is to help children in my childhood community and the West La Penitence area, also known as the “island”, to have opportunities I didn’t have as a child. I see racial division within the communities; that is why I am focused on providing children with the necessary guidance they need to become individuals who effect change within their communities,” he pointed out.

cause he believes by doing this, there will be fewer conflicts and violence, where everyone will work cohesively and as a result will ultimately build the community.

“The community I grew up in was known for its violent nature, but I hope with these initiatives that will eventually be erased. For the past eight years I am doing this, and I have seen improvements in these areas. Over the years I was able to transform dumpsites into playgrounds. I have evidence of injuries on my body sustained while playing because of the garbage people once threw where the playgrounds

are now. But now it is cleared and safe for playing. It is still work in progress as I work assiduously to do more in transforming these playgrounds. I have cleared two playgrounds and now working on the third one,” Ganesh outlined.

Noting the medical help needed in his community, Ganesh has brought medical professionals who have rendered voluntary aid. He said they were impressed with the work he is doing and willingly offered their services for free. Ganesh has also donated sporting equipment such boxing and soccer gears and continues to do this whenev-

His next plan is to build a community drop-in centre.

he University of the West Indies’ Dr Judith Gobin was part of a team of international scientists that recently made a major discovery located some 6,000 ft under the sea, in the ‘debris avalanche’ deposit of the Grenada Basin, west of Kick'em Jenny volcano.

The discovery of what appears to be ‘cold seeps’ containing giant mussels, tube worms and other organisms thriving in the environment, was made on November 14, 2013. The scientists who are from the Ocean Exploration Trust were on a deep sea exploration of the Kick’em Jenny volcano on board the Exploration Vessel (EV) Nautilus.

The EV Nautilus is a 64-meter research vessel operated by Dr Robert Ballard and his Ocean Exploration Trust (OET) team. Dr Ballard is internationally known for finding the wreck of the Titanic and the German military ship, Bismarck. The Nautilus carries with it two remotely operated vehicles (ROVs) named Hercules and Argus, which explore the seafloor and can be viewed in real-time online.

Important discovery

At the time of the findings, the scientists were concentrating on the volcanology and seismic activity at the Kick'em Jenny site, where they also made some interesting discoveries, including areas of larval flows and bacterial cover.

floor where hydrogen sulphide, methane and other hydrocarbon fluid seepage exists.

According to Gobin, “In discovering them, scientists are always very enthusiastic to determine whether there are new species living there and analyse how these animals are surviving in these conditions.”

The mussels found in the cold seeps were impressively large (approx. 33cm) and even more interestingly, each of the eight specimens collected also had a large scale worm (polychaete) living inside it.

Gobin added, “These mussels may be the largest ever found. Previous discovery papers described similar ones in seeps but they were smaller.”

Gobin stated, “This discovery of deep sea fauna associated with the Kick'em Jenny and its seeps and vents have not been documented before. With the

new information and discoveries, we (scientists) can write our own chapter on ‘the deep sea fauna of the Caribbean’.

This will bring more scientific researchers to Grenada and expose the island even further.”

Gobin, who is a lecturer of marine ecology/coastal ecosystems management in the Department of Life Sciences at the University of the West Indies (UWI) St Augustine, was invited to join the exploration in her capacity as a marine biologist and stayed on board for six days. She was the first of the crew to recognise and extract the marine worm from one of the very large mussels.

She stated, “This is truecutting edge research and as a UWI marine scientist, I am extremely pleased to be part of it! All samples collected from the exploration will be analysed and dated by the Ocean Exploration Team. I will be continuing collaborations with the various scientists as well as the communications specialists with the aim of extending and improving our scientific progress in our territory, that is, with their assistance and working relationships. Our deep sea biodiversity is unknown, that is, for our part of the world... it would be great to be present-

Gobin indicated that the EV Nautilus OET team expects to carry out some additional dives next year at Kick'em Jenny to zoom in on some more specific areas of interest. They will also be exploring the Gulf of Paria, east of Trinidad, (where areas of the seafloor are suspected to contain natural petroleum and methane seeps and mud volcanoes) in search of diverse micro and macro biological communities. he little girl lobbed the ball in the air and off the tennis court.

Multiple tennis champion Venus Williams attempted to play the shot, extending herself, but it was well out of her reach. It wasn’t the best shot, and you could tell by the girl’s reaction that she knew it.

But if she felt embarrassed by it, all that went out the window within seconds as Williams exclaimed: “Oh my God, that was a trick shot!”

The large group of spectators at the Treasure Beach Sports Park, St Elizabeth, Jamaica, erupted in laughter.

The girl brightened up. After all, she was playing with her tennis idol, who along with her younger sister Serena Williams, had been conducting tennis clinics for a number of children at various venues in western Jamaica since late last week.

Among the spectators at Saturday’s clinic in St Elizabeth was former Prime Minister PJ Patterson and World Champion sprinter and Olympian Yohan Blake and fellow Olympian Warren Weir, who teamed up to take on the sisters after being egged on by spectators and their entourage.

Blake grew up watching tennis, but by his showing, which was nonetheless pleasing to the crowd, one could tell that his association with the game never went beyond the television set. The same could be said for 200-metre Olympic bronze medallist Weir. But it was for the fans, and it was fun.

After a few minutes, the four took a break to chit-chat about their chosen professions.

he work of Trinidadian Ravindra Ramrattan, who was killed during a terrorist attack on a mall in Kenya earlier this year, will affect millions of Africans, British High Commissioner Arthur Snell has said. Snell was at the time addressing the launch of the Ravi Ramrattan Award and Fund during the Presentation College Alumni Association’s annual banquet and awards ceremony at Gaston Courts, Chaguanas, on Saturday.

Ramrattan, 30, the 2002 President’s Medal winner and former Oxford scholar, was among 68 people killed in a terrorist attack at a shopping mall in Nairobi, Kenya, on September 21. Ramrattan, a graduate of Presentation College, Chaguanas, had been working in Kenya for the last four years as research economist with Financial Sector Deepening (FSD) Kenya, an independent trust established to

support the development of inclusive financial markets in the African nation.

He was at the Westgate shopping mall in Nairobi when masked Islamic militants carried out their attack, killing innocent civilians. Ramrattan’s body was found the next day.

Snell said FSD was geared at improving the lives of the people of East Africa and solving some of the country’s problems.

“Imagine a world in which one of the cleverest young men ever born was putting all of his intellectual weight into solving some of these problems,” he said.

“And just this evening I had the privilege of speaking to Ravi’s father about some of the work Ravi had done both with FSD and, prior to that, in the sugar industry in Kenya and simple changes that could be made such as a farmer receiving a payment four times a year instead once a year and

Dr Anil Kamta, member of the PCC Alumni, said the award will be presented annually to any citizen who makes significant contributions to the

improvement and or social development of the college. He said the fund is designed to financially provide to students whose families struggle silently to equip them with supplies for school and extracurricular activities. He said the fund has already accumulated TT$80,000.

Guyanese play receives rave review in New York

he play ‘Dancing Bells of Rekha’ involving a cast of GuyaneseAmericans, and written and directed by a Guyanese, was staged in New York to a packed audience over the weekend.

It is a theatrical drama that showcases the cultural survival and journey of indentured immigrants to the Caribbean.

The audience was emotionallydriven as ‘Dancing Bells of Rekha’ tells the sad story of the indentured Indian who were brutalised in the Caribbean. It is about the indentureship system–the recruitment and experience of Indians on the ship and the plantations in Guyana–overcoming hardship, torture and persecution.

It depicts the hardships of the indentureship system, using superb characterisations of drama, love, caste and plantation brutalities.

As so many historians have penned, the indentured servants survived the horrors of the passage across the Indian and Atlantic oceans in small ships in which they were packed like sardines for months, and then made

In a release Monday, head of the organisation, Athaliah Samuel, a former Ms TT representative herself, cited conduct that was not in keeping with the “high moral and ethical obligations” of the organisation as the reason for the decision.

According to Samuel, on August 14, Villafana collected a TT$200,000 cheque from the Office of the Prime Minister, which was given in support of her trip to the Miss World pageant in Indonesia from August 28 to October 4. Samuel said the organisation only became aware of the donation during a post mortem meeting on November 6 and had received confirmation from the OPM that Villafana had collected the cheque. “I didn’t expect that type of behaviour from a person who

is supposed to represent me and my country,” she added.

In a telephone interview Monday, Villafana confirmed she collected and cashed the cheque from the Office of the Prime Minister because it was in her name.

However, she said she handed over the money to two pageant committee members. Those funds, Villafana said, were spent on dresses, shoes and other accessories for her participation in the pageant.

When asked about the allegation by Samuel that she (Villafana) did

enormous contributions to the societies they were consigned. They toiled long hours for little pay and were stricken with all kinds of diseases that they overcame to build a society.

The play received rave review from commentators and the packed audience.

Everyone loved it and offered encouragement to the script writer, producer and actors to continue with a follow-up on the theme.

The play is written and directed by Ramesh Deochand of West Demerara.

The play is a production of the Nirvana Humanitarian Foundation, founded by Ramesh Deochand, Pandit Ramdular Singh and others.

Under the astute leadership of Pandit Ramdular, the Nirvana Humanitarian Foundation has become an exemplary group, comprising individuals of integrity, volunteering their skills in the fields of music, dance, and drama to raise funds for educational and humanitarian activities.

Dr Somdath Mohabir described the show “as a masterpiece”. Members in the audience agreed with Dr Mohabir, saying it was a magnificent play filled with emotion that drove them to tears, knowing how their foreparents were ill-treated and what they went through to leave a rich legacy behind for their descendants to enjoy.

As Dr Mohabir stated, “the acting was of a high caliber and it touched the hearts of the audience to the extent that many were crying as they witnessed what was unfolding.”

Guyanese deejay creating a stir in U.S.

hirty-one-year-old Vishal Persaud, also referred to as “Turbulence Hi Power” is Guyanese by birth, but resides in the United States and has been creating a storm at night clubs, parties and other functions using his deejaying skills.

He was born to Ray and Nadira Persaud and is the eldest brother of Roy Persaud.

The talented young man praised his parents who worked hard to provide for him and his sibling. Although they got what they wanted, it was not easy for his parents. He went to New York City (NYC) when he was six months old and frequently travels back to Guyana.

In the U.S., he was called the “Guyanese Kid” and whenever he is in Guyana, he is called “Yankee Boy”. Persaud attended the Forest Hills High School and York College.

In NYC, he is the owner of Island Hype Radio/Recording Studio and also the owner of Turbulence Hi Power Sound System and Lighting.

He started his disk jockeying career at the age of five since he was an ardent lover of music and deejayed at family parties. As he grew older, he used his uncle’s equipment to practise and by the age of seven, he was already mixing.

After blossoming, he travelled to various parts of the world and performed for various crowds such as clubs, boat cruises, weddings and others. This has given him the opportunity to meet people from all walks of life.

His greatest accomplishments are working with various actors, writers and musicians but more importantly, owning his own sound system and being one of the youngest Guyanese to own a 24hour Radio Station in NYC. As a

young disc jockey, one of his challenges is getting the right price for quality work, due to the fact of the group’s young age, but after getting to know the group and their origin, clients would sometimes have a change of heart.

The young professional believes that he can promote Guyana’s musical culture and open a new outlet for listeners which will open an avenue for business, both locally and overseas.

In five years time, Persaud sees himself being on a mountain in Guyana controlling his radio Station from his iPhone.

His advice to young men who want to be a part of the trade: “Be yourself…Don’t worry what anyone else is doing, stay focused strictly on you. Be creative and market yourself in a unique way.

Set your own trend and separate yourself from everything else”. He

also advises to keep negativity as far away as possible and never depend on anyone for anything.

In Guyana, he was blessed with the opportunity to deejay for Hits and Jams Entertainment; Pulse Entertainment and Sean Major Promotions at various locations, including the National Stadium for Pulse’s Cooler Fete 2013. He worked alongside DJ Ryan; Entertainer Marlon and DJ Energy.

Barbados non-profit group wins IDB award

Barbados organisation is one of three recipients of the Inter-American Development Bank’s Juscelino Kubitschek Award, which recognises outstanding contributions in economics and finance, and social, cultural, and scientific achievement.

The Caribbean Centre of Excellence for Youth Entrepreneurship (CEYE) beat nominations from 188 organisations in the Economics and Finance Category.

A non-profit organisation, the CEYE’s overall goal is to help to ensure the sustainability and growth of regional Youth Entrepreneurship Organisations and other NGOs with capacity development strategies. Evolving out of the increasing request for help to the Barbados Youth Business Trust (BYBT) from Caricom countries over the past 13 years, the CEYE has been operating informally, but regularly for 12 years and was formally registered in 2011.

Director of the CEYE, told Barbadian media that they were very proud and pleased to be recognised for their hard work and good results.

“My passion, determination, drive and vision is to see our region create entrepreneurial people. My focus is to ensure that we continue at the Centre of Excellence to help governments, private sector, non-governmental organisations and community-based organisations to create entrepreneurial citizens for our region. People who are able to analyse, create, empathise and implement, and not people who are just about profit and playing the ‘yes’ game,” she asserted.

“We want people who care about the region, people who are patriots and more than anything else people who can create decent work for themselves and for others.”

She added, “[Winning] the Juscelino Kubitschek Award for us is an inspiration; it again tells us we are on the right path. We will continue to strive for excel-

lence in the work that we do and in helping others.”

The third edition of the award, presented every two years, attracted 496 nominations, representing organisations in 28 countries in the Americas and Europe.

The decision to select the winner in the economics and finance category was based on projects promoting youth entrepreneurship.

The award is named after a Brazilian president who led his country and inspired the foundation of the IDB, the world’s first regional development bank. The announcement of the winners was the responsibility of the selection committee, made up of ten committee members, including former Minister of Foreign Affairs and Foreign Trade of Barbados, Billie Miller, and chaired by IDB President Luis Alberto Moreno.

For each category, there is a prize of US$100 000. The awards ceremony will be held in March in Bahia, Brazil, during the Annual Meeting of the Board of Governors of the IDB. (Barbados Advocate)

must confess that I love the rain. Not to walk in the rain or anything like that... even though libraries are filled with poetry about that experience.

I just love the rain when I’m in bed. Really! Some of the most pleasurable moments of my life have been waking up when the rain’s just started to fall and then burrowing down into the sheets for a little more of that sweet slumber. This is how I imagine heaven to be.

The downside of that is the rain starts just when my mom decides to rouse me from bed for school or some such mundane reason. The iniquities of life!

It’s cruel and inhuman punishment, I think.

I mean, lying in bed, sometimes in that inbetween reality connecting the dream world and this harsh one here: isn’t this when you have your most creative ideas? The only problem is that we don’t remember anything when we’re roused. But we do retain that feeling of thinking “deep thoughts”.

I was very pleased to read later (in a chemistry text, of all places) that one of the greatest of discoveries in organic chemistry (which was the bane of my life in the sixth form) occurred to the scientist Kekule while he was dozing. I won’t bore you with the details save that it had to do with a snake seizing its own tail.

My parents sadly were never convinced that they were preventing me from possibly making a similar scientific breakthrough . The Nobel Prize lost! The rains have arrived over here in Trinidad... just as I am informed it has in Guyana. But I discovered I’m not having the exact reaction.

And I’m not referring to the scary fact that even though I have no one to rouse me... I roll out of bed on my own volition. Is this the beginning of “turning into your mother” that I heard about? Or is it the responsibility of adulthood? Either way, it’s disconcerting.

But what it is, is that the sound of the rain over here is different. It took me a while to figure that out. In Guyana, I’d gotten used to listening to the patter of the raindrops on our galvanised roof.

Even through the wooden ceiling, it makes a very distinctive sound... one that I now know is connected to all my memories of sleeping in the rain.

We all know of Pavlov’s contentions on conditioning... and I can now attest (fervently) to its veracity. I guess if I’m over here long enough I’ll get used to it.

But thinking about the rains in Guyana also brought back some unpleasant memories: having to pass through Georgetown on the way to Queen’s and being assaulted visually and olfactorily. Ok... the sights and smells of garbage floating in the canals and on the streets, since the least bit of rain makes Georgetown flood.

I do hope somebody, somehow will fix this. I read on the Internet that the three political parties promised to get together and do this.

Maybe now that the season of goodwill is nigh upon us, we’ll witness this miracle. Even though I haven’t glimpsed any star in the East yet.

ctor Saif Ali Khan, who locked lips with co-stars in ‘Hum Tum’ and ‘Salaam Namaste’, believes Indian movies can do without kissing scenes as it doesn't "suit us".

During a conversation on a TV show, host Anupama Chopra asked Saif about a statement that he and his now wife Kareena Kapoor gave before marriage--about a commitment that there won't be any kissing onscreen for either of them.

Chopra asked Saif if there are any other rules as actors that the couple has imposed on each other.

Suriname captures Miss Plus Size Caribbean Universe crown

Miss Plus Size Caribbean Universe 2013 Cheryll Rijger

ast Sunday, 11 delegates competed for the title of Miss Plus Size Caribbean Universe 2013 and 29-year-old Miss Suriname Cheryll Rijger emerged victorious.

The pageant, which was held at the Cascadia Hotel, St Ann’s in Trinidad, hosted delegates from various countries including Brazil, Bahamas and the U.S.A. This was the second staging of this pageant, which was first held in Barbados last year.

Rijger, who is a

well known singer in her home country of Suriname, was understandably elated with her win. This was Rijger’s first pageant, but pageantry runs in her family as her younger sister was Miss Suriname World 2009. Being on stage was half the battle already won for Rijger because she has been a professional singer since the age of 13. She is also a fashion designer and she became a plus size model at the age of 21, as she explained, laughing, “when I began getting plus size.”

Although she loves her new size, Rijger was adamant in letting us know that she does not support obesity and instead promotes healthy living regardless of what size you are. She believes one can be plus size and be healthy with a fixed diet and an active lifestyle. “I don’t support obesity, I want to make that clear,” she said. “I don’t want women to think it’s ok to be fat. I have aunts who are heavier and one of them has problems with her knees.”

For her talent, Rijger sang a medley of songs she believed would empower women–Christina Aguilera’s “Beautiful,”, Whitney Houston’s “I’m Every Woman,” and Shania Twain’s “Man! I Feel like a Woman”–and did a split “to show how lean plus size women can be.”

amaica was recently elected to the World Heritage Committee of UNESCO, for the first time in the history of the committee.

At the elections in Paris last Tuesday, Jamaica received more votes than Angola for a seat on the important Committee which decides whether a property is inscribed on the World Heritage List.

Other countries represented are: Croatia, Finland, Kazakhstan, South Korea, Lebanon, Peru, Philippines, Poland, Portugal, Vietnam and Turkey.

Jamaica's membership will run until 2017 and the country will be represented by Mr Vivian Crawford and Dr Janice Lindsay.

Jamaica’s Minister of Youth and Culture Lisa Hanna, who led the lobby for support of Jamaica's candidacy for membership on the Committee, described the vote as historic, important and well-deserved.

"I am elated that we won our bid for membership of the World Heritage Committee.

It was a difficult lobby, but we never relented as a seat at this table has exponential benefits to our country for the future, as we are positioning culture as a pillar for growth. So in that respect, we can say mission accomplished," she said.

"But the work to promote and protect our heritage continues. As a member of the World Heritage Committee, Jamaica will represent the interests of Small Island Developing States that are not very well represented—or in our case, not represented at all—on the list of World Heritage Sites."

Hanna said "this is a historic day for our country as Jamaica has never had a property inscribed as a world heritage site despite our culture and heritage being revered by the globe".

She urged Jamaicans to keep interested as the progress continues.

Jamaica has applied for the Blue and John Crow Mountains to be inscribed on the World Heritage List and will begin preparing a dossier for Port Royal's nomination to the List.

eigning Miss Guyana World Ruqayyah Boyer was recently bestowed with a City Citation Award by the People of New York after being recognised for her work on various causes, which addressed domestic violence, bullying and other social ills.

The award/certificate was handed over to her

by New York councilman Rueben Wills before her departure to Indonesia to participate in the Miss World contest. He congratulated her for her exemplary work in this field.

Earlier in the year, Boyer won the Best Newcomer Actress Award at the Theatre Guild One Act Film Festival.

Shortly after being selected to represent Guyana at the Miss World Pageant, she received the sash and award of Ambassador for the Caribbean American Domestic Violence Awareness Group in July.

At the time, she was the holder of the Miss Guyana Universe crown.

The queen had left Guyana for the United States for training on her way to Indonesia and she was again recognised.

Boyer’s project for the beauty with a purpose aspect of the Miss World Pageant was one of the celebrated projects, but it fell short, with Miss Nepal copping the award. This, however, did not stop Boyer who amassed one of the largest followings at Miss World, along with Miss Philippines.

amaica’s Education Minister Ronald Thwaites last week launched the country’s national policy for the reintegration of school-age mothers into the formal school system. The policy makes it mandatory for schools to readmit or admit teenage mothers after they have given birth.

The need for the policy arose because the Education Regulations stipulate that a girl should leave school during her period of pregnancy. Although the ministry has the discretion to facilitate their re-entry to the formal school system, the practice has been for many schools to refuse to readmit or admit adolescent mothers. Instead, a third of these school dropouts have been at-

tending special education programmes offered by the Women's Centre of Jamaica Foundation.

"This is not an option anymore. This is government policy," stated

Thwaites while delivering remarks during a ceremony at the Jamaica Conference Centre. He implored school board chairs and principals to supplement the imple-

mentation of the policy with a "wholesome education programme" about health and family life.

M e a n w h i l e , Opposition Senator Kamina Johnson-Smith expressed support for the policy which she noted "seeks to empower, to foster potential, and its knock-on effects on society will multiply as time goes on".

Johnson-Smith, who has been an advocate for the introduction of measures to govern the readmission of teenage mothers into the formal school system, noted that the implementation of the new policy would present issues for some administrators and teachers. She advised that the policy does not seek to promote adolescent pregnancy.

The United Nations Population Fund, which enabled the development of the policy, welcomed its launch and noted that along with the Women's Centre programme, it is featured in the State of the World Report 2013 as a model for supporting and empowering adolescent mothers.

Key elements of the policy include mandatory reintegration of school-age mothers into the formal school system; school-based system for referral and monitoring of pregnant students in partnership with the WCJF's programme for adolescent mothers; framework for

integrating and expanding the support services available to assist school-age mothers to complete their education; and increased public awareness of the right of school-age mothers to an education and the need to reduce the incidence of teen pregnancy.

In her opening remarks, Permanent Secretary Elaine FosterAllen noted that the development of the policy, which has gained the country "international acclaim", was a collaborative effort of several public and private sector entities, NGOs and professional organisations.

n a career that has spanned more than four years, 19-year-old Paul De Nobrega has already established himself as a potent force on the local cycling scene. In 2009, Paul started off as a junior cyclist. In his first year of competition, the pro cyclist achieved three major victories. He took the junior category in the annual Three-Stage road race held on May 15-16; junior category at the annual FiveStage contest November 4-6 and on November 21 he was triumphant in the Inter-Guiana Games 40mile road race beating opponents from Suriname and French Guiana. Earlier this year he ventured into the elite category. Notably, combining both local and international meets, his wins/titles would be in the vicinity of just over 200. Paul’s motivation to get into cycling came from Ricky Kissoon, his brother, uncle Joe of Canada, his coach Mr Henry, and the late Errol Gonsalves. The cyclist’s unforgettable moments so far in his career is capturing the Caribbean Junior Champion 2012 title and being awarded the 2012 Guyana Junior Sportsman trophy. For Paul, cycling contributes significantly to his personal development.

Other than cycling, Paul’s interests are motor racing and taking care of animals. So what’s next for this cycling star? Paul hopes he will have the opportunity of gracing more regional and international racing meets.

Additionally, he continues to focus on furthering his studies and hopes to one day start his own business.

The athlete’s advice to youths is to be responsible from an early age, be disciplined, show respect and work hard. He strongly believes these are important factors for healthy growth.

six minutes faster than last year, so it was a good race for me,” D’Andrade told Guyanese media.

Johnson also noted that cramps got the better of him which made him give up the race in the latter stages.

“It was good; it was just the cramps in the last four kilometers to go, I was running with a gel but the cramps were there,” Johnson stated.

Meanwhile, top local distance athlete Alika Morgan recorded a time of three hours, 50 minutes, 30 seconds (03h:50m:30s) to finish second overall in the female category while winning the 18-21 category.

“Actually I did not really prepare for the race; it was a last minute some-

thing so I took it easy because I have the South American 10k second leg next Sunday,” Morgan told this publication about her performance.

Llewellyn Gardner was also at the event and finished 10th overall while running away with the top prize for the Masters’ category in a time of three hours, 29 minutes, 57 seconds (03h:29m:57s).

Morgan also took the opportunity to thank Prime Minister Samuel Hinds, GT&T and Trans Guyana for their support, while D’Andrade noted that Builders Lumber Yard and Plaisance Guinness Bar gave him the support needed to win the event. (Guyana Times)

Njisane is TTCF cyclist of the year O

lympic cyclist, Njisane Phillip, who performed impressively during the World Series, was named the Trinidad and Tobago Cycling Federation most outstanding cyclist of the year.

Phillip earned the accolade during the Cycling Federation’s National Championships Awards ceremony at the Hasely Crawford Stadium on Saturday night.

Despite good performances by a number of other cyclists includ-

ing Quincy Aklexander, Varun Maharajh and Justin Roberts this year, Phillip was the overwhelming favourite to storm away with the award.

Earlier this month Phillip became TT’s first World Cup medal-

list at the UCI World Cup Podium when he secured silver in the men’s sprint event in Manchester, England.

In September, he secured one gold and a silver medal at the World Series of Bicycling event—WSB

International Cycling Union (UCI) Madison Cup—in Pennsylvania, USA The World Cup is used to award points to cyclists who are attempting to qualify for the Olympic Games.

WICB considers cutting CCC from regional competitions

W

est Indies Cricket Board (WICB) is considering removing Combined Campuses and Colleges (CCC) from its regional tournaments next year.

CEO Michael Muirhead says while no decision has yet been taken, CCC is likely to be excluded from WICB tournaments including the Regional Super 50

to be hosted in Trinidad and Tobago in January and the Regional Fourday tournament.

“It (the decision) is not finalised and nothing is cast in stone, but it is certainly trending that way,” said Muirhead.

“It is a decision we (the WICB) will make next week.”

Muirhead said the discussions will also center on measures to encourage territories to contract the players from the current CCC squad.

“We are going to be encouraging the territories. We want the best players to be playing regardless of what teams they are with,” said Muirhead.

“So we want to en-

courage other teams to invite many of the CCC players to be part of their team and drafted into their teams, and we’ll be looking at ways to motivate them (the six territorial teams) to do that”.

Last year, CCC received a US$50,000 grant from the WICB, similar to the amount normally awarded to the six territorial boards on

an annual basis.

Muirhead has listed commercial reasons among factors that may lead to the withdrawal of the CCC. “The decision may come because of commercial reasons, and we (the WICB) want to take a different slant in our cricket,” Muirhead said, “but there are certainly many other reasons.”

TT’s judo team bags 12 medals in Barbados

T

he Trinidad and Tobago National Judo Team won 12 medals at the recently concluded 13th Barbados International Judo Tournament 2013 in Barbados over the weekend.

The 12-member team took three gold, eight silver and a bronze medal from the tournament, which attracted eight countries from the Caribbean.

Bringing gold for TT were Xavier Jones (1112 yrs Male, 52+kg) and Christopher George (Senior Male, 100+kg) who proved to be the most dominant competitors in their respective categories winning all of their matches outright by

full points.

Xavier, who made his debut, gave his opponents no chance with his dominant style of judo and they succumbed to his favourite throw, major outer wrap-around (soto-makikomi) that he used to finish his matches probably quicker than any other competitor at the tournament.

Christopher’s competition was also helpless against his leg techniques that helped him win his matches almost as quickly in under 60 seconds.

Both athletes are good prospects for the Olympic Games with 29-year old Christopher looking to be TT’s first Olympian in the sport of judo at

Rio de Janeiro in 2016.

Xavier could be the country’s youngest competitor in judo at the 2020 Olympics when he turns 19.

One of those with a good outing was silver medallist Kevon Woodruffe (15-17 yrs Male, up to 66kg) who, despite losing his first match against the eventual category winner from the host nation, Barbados, was able to regroup and beat all of his other opponents in convincing style by way of decisive throwing techniques.

Another first time player who had a great tournament was Luke Walker who displayed arguably the best Ippon

(win by a full point) at the entire tournament with a spectacular triangular leg choke (sankakujime) against his counterpart from St. Maarten to win silver.

All other members of the Team TT performed creditably against a higher level of competition than last year’s edition of this tournament. In 2012, TT returned home with the third place trophy, but missed out this year behind Champion team Barbados, St. Maarten and Bahamas.

There was more gold for TT athletes Anneliese Littrean and Christopher George who also participated in a mixed (country) team competition and won their matches

with full points to help their respective teams win their encounters.

“Caribbean Judo is growing. We all need to do a lot more for our talented athletes to make them the best that they can be,” says Judo Trinidad and Tobago Technical Director and Team Manager, Mark Littrean.

“Although there were some corporate assistance with our National Championships, funding for this entire trip and preparations leading up to it came entirely out of the pockets of the athletes and their parents.”

Judo TT has been challenged with finding funds for all activities relating to the development of judo in TT despite the

growth in its membership over the past year. “There is just too much talent here to let go to waste.”

uyana came from behind to secure the 2013 Seaboard Marine-sponsored Caribbean Motor Racing Championships (CMRC) country title, while Jamaican Doug Gore took the driver’s championship top honours after the event concluded on Sunday at the South Dakota race track in Guyana.

With home turf advantage, the Guyanese scored a whopping 464

points on Sunday to win the overall championships with 508 points, ahead of closest rival Jamaica, who finished on 392 points, while Barbados ended the championships on 343 points.

In the individual segment, Gore finished on 118 points ahead of Kevin Jeffery, who amassed 70 points, to take the championship from David Summerbell Jr who won it last year.

Barbadian Doug Maloney (60 points), Guyanese Mark Vieira (58 points) and Jamaican Peter Rae (57 points) rounded off the top five drivers for this year’s championships.

Meanwhile, Barbados won the CMRC Group Two Class with Kurt and Mark Thompson leading the points standing with 104 and 92 points respectively.

The overall local group winners for 2013

are: Group 1-Mohamed Ali (118 points); Group 2A-Mohamed Roshandin (150 points); Group 2B-Afraz Allie (168 points); Group 3-Paul Vieira (90 points); Group 4-Paul Vieira (128 points); Superbike A-Joel Neblette (153 points); Superbike B-Nikel Seebeeran (200 points); Go-kart-Stanley Ming Jr (125 points) and 125 cc motorcycles-Heemand Boodhram (75 points).

Chris Gayle ruled out for remainder of 2013

O

pener Chris Gayle has been ruled out of the remainder of the West Indies’ tour of India and the subsequent three Tests against New Zealand due to a hamstring injury, according to the West Indies Cricket Board (WICB).

West Indies team physiotherapist CJ Clark confirmed that Gayle tore his hamstring during the first Oneday International last Thursday in Kochi.

Chris will need three to four weeks to recover from this injury, and he is returning to the Caribbean for injury management and subsequent physical rehabilitation,” said Clark.

“He will be assessed continuously over the period with a view for him to be fit for the five ODIs and two Twenty20 Internationals in New Zealand.”

The WICB said no player will replace Gayle in the 15-member squad for the last two ODIs in India, but the Selection Panel has identified Kraigg Brathwaite to take his place for the Tests in New Zealand next month.

est Indies legend Andy Roberts will receive a special honour next year—to celebrate the 40th anniversary of his international debut.

The Antigua & Barbuda cricket Association and the West Indies Cricket Board will mark the occasion during the threematch One-Day Series between West Indies and England at the Sir Vivian Richards Stadium next February and March.

“I was contacted

by Mr Zorol Barthley (President of the ABCA) and told about it. I’m honoured,” Roberts said.

“It’s something to look forward to...being honoured for my contribution to cricket in Antigua, the West Indies and around the world.”

The outstanding fast

bowler played his first Test for West Indies against England in Barbados back in 1974.

In that match, Roberts used the new ball and took three wickets–1-75 in the first innings and 2-49 in the second innings. Earlier this year, he was the Head Coach of the St Lucia Zouks in the inaugural Caribbean Premier League.

The Windies will take on England in the first of three matches on February 28 before returning on March 2 and 5 for two other ODIs. All matches will be played at Sir Vivian Richards Cricket Grounds. “He is our best batsman in this format,” said Gibson. “He is one of the senior players in the team and one of the players that know Indian conditions quite well.

But I will always try to look at the positive and it gives an opportunity for somebody else to make a name for himself.”

The 20-year-old Brathwaite previously played nine Tests between his debut in May 2011 and the final Test of the home series against Australia in April last

year.

He has scored 363 runs at an average of 21.35, but is highly regarded due to his sound temperament.

Brathwaite was the most successful batsman on the recent West Indies A-Team trip to India, where he scored 334 runs from six innings at an average of 66.80. It included an undefeated 104 in the second “Test” at Shimoga.

“He had a reasonable start to his international career and is the one out of the young players that have come into the side in recent times that has batted plenty of balls in

Tests,” said Gibson.

“He did not get the big hundreds like some of the others, but he is someone that occupies the crease very well, which is pretty much what is required for our team. Hopefully, he gets to New Zealand as quickly as possible and is available to play in the first Test.”

Gayle’s unavailability for the Tests in New Zealand means that he will have to wait until, possibly, the return series against New Zealand next year in the Caribbean to appear in his 100th Test for West Indies. (Jamaica Observer)

rinidad and Tobago’s Akeem Stewart, captured shot put gold last Friday at the ongoing 11th Para National Track and Field Championships in Medellin, Colombia.

Stewart threw a distance of 17.49 metres in the F44 class, barely missing the Colombian National record. His nearest competitor was a fair distance behind, throwing 7.49m. At the encouragement of the TT Paralympic Committee, 21-year-old Stewart, was given the opportunity to be classified as a Paraathlete and compete in Colombia. Stewart was classified in the F44 group, which is essentially an athlete with a disability to the lower extremities of the leg.

This accomplishment effectively paves the way for Akeem to qualify and compete at both the Olympic and Paralympic

Games.

Born in Trinidad to Wayne and Junila, Akeem presently resides in Tobago with his father, who is also his coach, mentor and driving force behind his ability on the athletics field.

Wayne Stewart’s vision was to encourage his children in sport and at the tender age of five, Akeem was introduced to track and field.

Though Akeem admits there were times he wondered what was the purpose, he stuck to the sport of shot put and slowly made his mark on the local fraternity.

Akeem currently holds the national record of 19.34m, made in March of this year at the Alvin Daniels Games. He credits his ongoing success to a positive attitude, fear of failure and the keen support of his family, friends and well-wishers.

TT’s Andrew Lewis delighted with successful 2013 season

rinidad and Tobago’s national sailor Andrew Lewis is delighted with his 2013 season, describing it as the most successful of his career.

On his Twitter page on Monday, Lewis wrote, “2013 what a season it has been. I have had my most successful year of my sailing career and just want to thank everyone who has helped make that possible.”

He listed the sponsors who have stuck with him this year—Atlantic, Angostura, Caribbean Airlines, the Sports Company of Trinidad and Tobago and the Ministry of Sport.

Lewis continued, “time for a little break as I bring (in) 24 years of life this week. I look forward to getting back to training in a few weeks, to continue making history for my country.

Thanks for all the love and support everyone.”

Lewis will be celebrating his birthday on Saturday. He started the season with a 28th place finish, with 120 points, out of 70 competitors contesting the Laser Division at the International Sailing Federation (ISAF) World Cup

The West Indies Under-19 team will face the Sagicor West Indies High Performance Centre in two 50-over matches before departing for their tour of Bangladesh. The matches will be played on Thursday and Friday at the 3Ws Oval at the Cave Hill Campus of the University of the West Indies. First ball is 09:00 hours (08:00 hours Jamaica Time).

The West Indies Under-19s will then depart on Saturday evening for their tour of Bangladesh which will feature seven 50-over matches against the Bangladesh Under-19s.

Both teams are using the series as preparation for the ICC Under-19 World Cup to be played in United Arad Emirates in February, 2014.

“We are happy to be able to play these matches before we head off to what we expect will be a tough series in Bangladesh, but one which we believe we can

“We want our players to get a ‘feel’ before we head off. All 15 players will get an opportunity, so no one will be left out.

We will look to continue the work we started when we played against Bangladesh in Guyana last month.”

concern and we want to make sure we get better in this department.”

The West Indies Under-19s leave Bangladesh on December 21.

ndia rode on a sparkling century from Skikhar Dhawan to beat West Indies by five wickets in the third and final One Day international (ODI), clinching the three-match series two-one on Wednesday.

The Indians ambled to victory with 23 balls to spare after restricting the West Indies to 263 for five at the Green Park Stadium.

Dhawan stole the limelight with an attacking 119 that came off 95 balls, his fifth ODI hundred, while Yuvraj Singh notched up a 74-ball 55 to seal the game for the home side.

There was briefly some hope for West Indies when Ravi Rampaul dismissed two of India's top three batsmen early.

Rohit Sharma went for four and Virat Kholi for 19, but a 129 run partnership for the third

wicket between Yuvraj and Dhawan set the platform for the easy win.

Earlier, Kieran Powell, Marlon Samuels and Darren Bravo struck half-centuries to propel West Indies to a challenging total.

Powell and Samuels shared a 117-run second-wicket partnership, which laid the foundation for West Indies after the visitors were put into bat by India skipper Mahendra Singh Dhoni.

Samuels recovered from a shaky start to top score with 71 which included seven fours and a six.

He was more at ease against the spinners, stepping out to launch Ravichandran Ashwin onto the temporary roof in the stands beyond long-on.

Samuels was reprieved on 60 when Kohli put down a chance at first slip, but was

bowled soon after by Ashwin.

Powell hit nine fours to reach 70, his second half century of the series, before miscuing a sweep off Ashwin.

Powell and Samuels took the visitors to a strong 164 for 2, but the loss of three quick wickets including Lendl Simmons and Dwayne Bravo nearly squandered the gains.

However, a late flourish between Darren Bravo and Darren Sammy which yielded 67 runs carried West Indies past the 260- run mark.

Bravo scored 51 not out, his third consecutive half-century, while Sammy was unbeaten on 37.

For the hosts, offspinner Ravichandran Ashwin was the pick of the bowlers with figures of two for 45 from his quota of 10 overs.

Not to be taken lightly

The YMCA of Barbados have competed in the festival before and have clearly improved with every outing.

Judging from their last performance in 2011, they are not to be taken lightly. They are spearheaded by former Barbados national captain Rohan “Teno” Thomas who honed his hockey, skills for some years in the United Kingdom before returning to the island.

Newcomers Queens Park is a top indoor side from Trinidad who will be testing the waters for the first time in Guyana and local national cham-

pions GCC round out the solid pool of top class sides.

Equally competitive

In the Women’s competition, the Canadians once again seem the side to beat as several of the players from last year’s victorious Toronto Academy return under the banner of the Toronto Toros this year. The side was founded in 2011 and fields a full squad of top players from their home city of Toronto, including national midfielder Krie Sher. Last year’s silver medallists Magnolias of Trinidad with their superstar striker Stacey Sui-Butt return with a vengeance to improve on their second place finish. The inaugural victors have a good crop of young players who are sure to make them genuine contenders for the crown once again.

Three-time festival champions and local top side GCC has entered their strongest side to date in this year’s festival.

The team features a number of players who have trained on the Guyana national squad over the past few years, including national sweeper Ulrica Sutherland and dynamic striker Gabriella Xavier.

Moving up from the junior ranks is the skillfull Aliyah Gordon, who will complete a potent GCC attack.

Malvern Hockey Club of Trinidad has also worn the festival crown in the past and will produce one of the more experienced sides in the festival, while the rebuilding Hikers will be looking to establish a name for themselves this time around.

The Carib Veterans Challenge will feature the largest collection of teams with eight sides vying for the top honours. Local sides GCC, Hikers and Old Fort feature among the most consistent sides, but former champs Fatima along with Malvern, Carib, TT Defence Force and TT Police forge a strong Trinidadian challenge.

Defending champs the Hikers will be strengthened this year by the inclusion of Jerazeno “Skillaxe” Bell, but will have their hands full with the challengers abound.

The tournament started Wednesday evening with three matches between local sides and will continue until Sunday when the finals will be contested.

fying clubs, Hikers, Old Fort and GCC are currently putting on an impressive show of high quality, entertaining indoor hockey for which the Festival has become known.

This year the Canadians, Revamp Hockey Club, led by Guyanese Jonathan Roberts pose the strongest challenge for the gold in the Men’s division.

Roberts migrated to Canada some 13 years ago and has represented his adopted home internationally, including the last indoor World Cup in Poland in 2011.

Another member of the team of Guyanese linage

is a Canadian international, Scott Sandison, whose mother would have represented Guyana several years ago before migrating to Canada herself. Both Roberts and Sandison have competed and were victorious in the local festival on two occasions, including the inaugural one in 2004.

The Canadians are further strengthened by several other internationals and junior internationals completing a side that will be difficult to defeat.
