rime Chief Wendell Blanhum announced that the Guyana Police Force (GPF) will be reopening the cases of three highprofile killings that occurred in Guyana, one dating as far back as 1993.

The unsolved murders of Monica Reece, 23, in 1993, Sheema Mangar, 21, in 2010 and Trevor Rose, 32, in 2014 have been added to a list of soon to be reopened investigations.

Blanhum told the media on Saturday that there are several cases which will be revisited but the Sheema Mangar murder will be placed on the front burner.

Mangar, who was a Demerara Bank employee, was brutality murdered when she was run over by a car on North Road, close to Camp Street, after she struggled with the driver to recover her cellphone which had been snatched from her.

When her phone was taken, the young woman gave chase behind the perpetrator who entered a motorcar that drove off. Mangar placed herself in front of the vehicle in an effort to stop it but was run over and dragged several meters before the vehicle sped away.

According to reports, DNA samples solicited during the investigation were sent out of Guyana for testing, however they disappeared. The Crime Chief disclosed that the death of designer Trevor Rose is another top priority case to be revisited. Rose was killed execution style on the East Bank Demerara Public Road on an early Sunday morning.

It was just after 05:00h when another car pulled up alongside the car Rose and his female companion Latoya Towler, were in.

words with the occupants of the other car, who then exited the vehicle and opened fire on them, hitting Rose to the neck and upper body.

The female got a gunshot wound to the buttocks while the driver, Trevor Newinkiri sustained a wound to his left shoulder.

Rose was pronounced dead on arrival at the Georgetown Public Hospital. There were claims that his death was linked to some other form of activities which led him to being murdered. Blanhum said that the Monica Reece case will also be reopened.

“I recently requested that file, when we locate that file we will be analysing the evidence and also we will make a determination and make contact with the police legal advisor and we know for sure that the public, they have been advocating but I would not be too ambitious and tell you that look, we are going to solve the case, we have to look at the evidence, analyse and review those statements and then engage the police legal advisor on the way forward,” Blanhum explained.

Reece was a security guard, who became known to all Guyanese after her body was dumped from a speeding pickup vehicle in the vicinity of the Geddes Grant building (now Courts) on Main Street, Georgetown on April 9, 1993.

The police had picked up a suspect and questioned him and also detained a vehicle he sometimes drove, but shortly after, the lack of evidence caused him to be released and the vehicle returned.

Police Commissioner Seelall Persaud announced during the GPF’s Annual Route March to mark their anniversary, that he has been flooded with calls and letters for certain high-profile cases to be reinvestigated.

He expressed that demands are pouring in because persons have become aware that many cold cases reopened by the Police Force are being solved. The Babita Sarju case, which was reopened almost six years after her tragic murder, was cracked by the Police.

The matter is currently engaging the Courts.

Sarju, then an employee of BK International, went missing on October 4, 2010 on Diwali Motorcade Night.

It was long suspected that her husband had a hand in her disappearance, and only recently, detectives upon reopening the case, discovered the woman’s skeletal remains buried aback her husband’s yard.

During an interview with Guyana Times last year, the Top Cop had announced that the GPF will be establishing a Cold Cases Unit sometime this year to investigate high-profile murder cases, which to this

date remain largely unprosecuted or unsolved.

President David Granger had previously announced that moves were afoot to develop a Coroners Department to deal with the extrajudicial killings that plagued the country and haunted the minds of thousands of Guyanese.

The People’s National Congress (PNC)-led A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition had indicated on numerous occasions, its intent to launch these probes into the killings between of 2000-2008.

However, the People’s Progressive Party/Civic (PPP/C), while supportive of the move to launch investigations into these unsolved cases, objected to the limitation imposed on the time period for these impending probes.

“If the Government is serious about this probe, they must go as far back as the 1970s and they must probe all of the high-profile and ordinary extrajudicial killings,” former President Donald Ramotar had insisted when contacted for a comment on the matter.

He also wanted the Government to look at the evidence that emanated from the Rodney Commission of Inquiry as there were still so many questions that could be answered.

Strangling the manufacturing goose

T

he Guyana Revenue Authority (GRA) has suddenly decided to impose duties on imports of goods that are inputs into local manufacturing operations.

For example we were informed that containers of textiles destined for Denmore Garment Manufacturing are lying at the wharves because the manufacturer had never been charged the duties now demanded. Consequently Denmore's calculation of costs and selling prices, which would have been quoted and contracted to its customers (foreign in this instance), will now be thrown out the window.

Denmore has to shutter its operations for two weeks throwing hundreds of workers on the breadlines.

There are several important issues arising from the GRA's decision, precipitately sprung on the Manufacturing community, without any consultations.

Firstly there is the matter of equity. As illustrated by the Denmore example above, if the new directive was necessary the manufacturers should have been given some time to complete contracts already booked.

Secondly and more germanely, why could the GRA not let sleeping dogs lie? If, as was reported, no duties were charged for decades, why invoke the Revised Treaty of Chaguaramas to impose duties now?

While the treaty does state (Art 82) that member states “shall establish and maintain a common external tariff (CET) in respect of all goods which do not qualify for Community treatment in accordance with plans and schedules set out in relevant determinations of COTED (Council of Trade and Economic Development)", which country objected to trigger the GRA's action?

The truth is, none did and the GRA took its precipitate action simply because someone in that organisation decided to counter its falling tax collection through the reactivation of this duty.

This action further illustrates the lack of policy coherence in this administration.

As the Opposition Leader pointed out, the GRA's plummeting collections are directly related to shrinking economic activity and this burden on manufacturers will only exacerbate this process.

This is because sales of their manufactured goods will inevitably decrease due the necessary price increases.

If the Administration in general, and the GRA in particular, was concerned about their overall function in a market-driven economy - namely to create a climate to encourage investment and business by providing incentives and removing obstacles, the former should have instituted the mechanism built into the Caricom Treaty to address the issue of a CET. Under conditions that are spelled out, Article 83 states, "COTED shall continuously review the Common External Tariff; in whole or in part, to assess its impact on production and trade, as well as to secure its uniform implementation throughout the Community, in particular, by reducing the need for discretionary application in the day to day administration of the Tariff." There are also a host of safeguard mechanisms in Article 84 and St Lucia has recently decided to invoke this clause and Guyana should join the action.

They should request that in those cases where the other territories of Caricom will use items for manufacturing purposes, they also be allowed to waive duties if they so desire.

One of the primary purposes of Caricom was to create "economies of scale" denied them individually, but even together, they still remain small compared to most of the countries they compete against in the manufacturing arena, where those companies receive subsidies of all kinds.

Last week, taking advantage of the 37th Caricom Heads of Government (HoG) meeting in Guyana, Chairman of the Private Sector Commission (PSC) Eddie Boyer and President of the Caribbean Association of Industry and Commerce (CAIC) Eon Caesar, lobbied various Caricom Heads of State on the matter of the need for a more enlightened policy on duties on manufacturing inputs and received a favourable response.

But the question remains why the Minister of Foreign Affairs and the Minister of Finance (who issues the waivers) did not take independent action before the GRA was seized with its sudden burst of concern for the sanctity of the Treaty of Chaguaramas?

Review of CCJ needed Dear Editor, During the last ten years, the Caribbean Court of Justice (CCJ) has been trying to find takers among the Caricom members.

T&T has been resisting ascension to the CCJ and succeeding governments are reluctant to put it to a referendum fearing atonal rejection. There is no referendum whereby the people in any territory have been allowed to say whether they wish CCJ to replace the Privy Council where the judges of the Supreme Court of the United Kingdom hear appeals from the Caribbean nations.

The only countries that have acceded to CCJ so far are Barbados, Guyana, Belize and Dominica; none by referendum like what happened in the UK last month or used in St Vincent some five years ago when it was rejected. Dominica does not have many cases and its accession to the CCJ is of no great significance.

Barbados has a few cases, but there is widespread dissatisfaction in Barbados among the Lawyers who have been involved in cases at the CCJ, claiming the decisions are poor.

The Inter-American Court of Human Rights, which hears appeals in Human Rights cases, has already reversed an important judgment which the CCJ gave concerning a murder accused who wished to lead certain medical evidence but was denied the opportunity.

Some lawyers in Barbados and Guyana who have appeared before the CCJ have called for its abo-

lition.

Guyanese have had to deal with the CCJ because they were left without a proper neutral third Court when the Dictator of Guyana in 1972 abolished appeals to the Privy Council and replaced it with a court he controlled; judicial proceedings in Guyana were politicised and justice thrown out the window replaced by Burnhamism.

Guyana embraced the CCJ in 2005 but there has been dissatisfaction with the work of the Court.

No critical studies of CCJ’s rulings have been undertaken during the ten years in which it has been making decisions for Guyana. The administration of the Court has come under severe criticism from legal luminaries in all four countries where there is jurisdiction. Judicial and clerical incompetence have reached the point where taxation of bills of costs is not being done and complaints have not attracted any effective response.

There has been no serious study of the level of satisfaction and confidence the CCJ enjoys among members of the public and in the legal community.

Many difficult questions are not being asked and considered: 1. Has the workload of the court been increasing?

No one is looking at these trends. A decline in the workload of the court may indicate a loss of confidence in the quality of the work of the court.

2. Has the court been guilty of delay in the hearing and determination of appeals? The court which

has not been hearing more than 15 cases per annum recently took more than a year to deliver a judgment in the Maurice Tomlinson matter.

The case took about three years to be determined.

The court apologised for the delay. It had earlier held such delays to be a violation of the constitutional right to a fair hearing within a reasonable time. There are other instances of delay.

3. Has the court been advancing and unifying the jurisprudence of the region? This was one of the justifications for setting up the court.

4. Has the court been delivering inconsistent judgments?

5. Are the decisions of the court being followed by other courts in the region and around the world?

6. How well has the court been able to deal with the problems that are unique to the region?

7. Do any of the judges have any third court experience? From all indications, none of the judges practiced before a final court.

8. Do these judges meet the criteria for appointment to the final courts in other jurisdictions? Some of the judges would not meet the practice and other requirements necessary for an appointment to a first instance court in some jurisdictions.

9. How much importance is being given to appointing judges who are experienced in the practice of law? Some of the judges had no or very little judi-

cial experience prior to appointment. Some were never involved in the practice of law.

The truth is that the Judges of the Court are not recruited on the same principles as the Judges of the Supreme Court and Privy Council in England who are appointed after very distinguished careers at the Bar and in the higher courts of England, Wales, Scotland and Northern Ireland.

There are Judges of the CCJ who have never had legal practice in a third Court or practice of the kind which sees elevation from the Bar to the High Court of Justice in England or Northern Ireland or the Courts of Session in Scotland.

The consequence is that standards of adjudication are different in the CCJ from what prevails in the Supreme Court of the United Kingdom and Privy Council.

Dissatisfaction with the CCJ in the region will increase and fewer cases will be taken to CCJ. Justice has not improved with the CCJ which does not operate with the same high standards as when appeals to the Privy Council were treated. Thus, it is time that there be a review of the judicial proceedings of the CCJ in order to make it better to serve justice in those countries that accept it as a final court of appeal.

Guyana may also wish to look at another system of appeal since the CCJ has produced some irrational decisions regarding Guyana.

ver the last few months, intermittent flooding affected the lives of residents and farmers in Region Five (Mahaica/Berbice).

This comes despite efforts by subagencies of the Agriculture Ministry and the Regional Administration to alleviate the situation.

Guyana Times is aware that heavy rains between Friday evening and Saturday morning once again raised the water level in several communities.

While the water in the Mahaicony River was described as bearable, inhabitants are still suffering losses as flood waters in the backlands are where most of farmlands and livestock are located.

On Saturday, this newspaper was told that many farmers along the Mahaicony River had sold their current crop of “seed paddy” earlier that morning out of fear the flooding will destroy their future plots for rice cultivation. However, some farmers are undecided and are contemplating their next moves.

A female farmer, who preferred not to be named, explained that she too suffered losses due to the prolonged flooding. The woman explained that she lost three calves and a number of crops. The farmer estimated her losses in the vicinity of $800,000 and has appealed to be provided with food assistance.

Guyana Times learnt that a doctor will visit the Mora Health Centre today (Sunday) to assess the medical needs of residents there. This comes in light of reports that mosquitoes abounded, which affected adults and children.

Man arrested for gun, ammo possession

anks of the Guyana Police Force were on patrol duty on Friday when they arrested a man who was in possession of a firearm and matching ammunition.

According to Police reports, the incident occurred sometime around 17:00h in Central Georgetown.

It was reported that the Police ranks were on rou-

tine patrol duties when they stopped and searched a man at Regent and Wellington Streets, Georgetown.

During the search, they uncovered a 9 mm pistol and five live matching rounds of ammunition in his possession.

The man was subsequently arrested and taken into Police custody where he is assisting with investigations.

The chairman had further noted that farmers, especially in Mahaicony, who have lost cash-crops are still calling for assistance to sustain their livelihood.

Ramphal had also posited that farmers have been facing challenges since the El Niño period, and are now getting affected by the flooding. On that basis, he had explained that farmers are hopeful they will be given the assistance they require.

“They are hoping that the Government will help them to get back on their feet again,” the chairman told this newspaper.

Argentine Ambassador to Guyana Luis Martino announced that his Government is looking at areas which they can provide support for potential opportunities of development in Guyana.

He was at the time speaking at a reception hosted to observe the 200th Bicentenary of the Independence of the Argentine Republic at the Marriott Hotel on Saturday evening.

Ambassador Martino said the Argentine Government is currently looking at a project which deals with public security in Guyana, particularly to determine how they can provide support on a range of issues, including criminology, forensic studies, piracy, smuggling, and forensic medicine, among other areas.

The proposed package is now under review at the various agencies in Argentina, Martino disclosed.

Furthermore, the Ambassador said his Government is discussing with the Natural Resources

President Granger outlined that Guyana and Argentina celebrate four years of diplomatic relations; a partnership that continues to grow and improve.

He noted that Guyana and Argentina share common values; whereby they do not interfere in internal affairs, they respect various treaties and international laws, and they maintain international peace and security.

President Granger posited that the two countries will continue to work together for the betterment of both peoples, all in a shared notion of embracing the Union of South American Nations.

Essequibo man found dead in rice field

T

he body of a 51-yearold man was found in a rice field at Andrews Backdam, Essequibo Coast, Region Two (PomeroonSupenaam).

Dead is Motilall (only name), called “Buygee”, of Lima Sands. He was discovered by his brother Haimraj (only name). His family had

reported him missing on July 6 and a search was launched.

Following the discovery, ranks from G Division (Essequibo Coast-Islands) were summoned and an investigation was launched.

Guyana Times was told there were no visible marks of violence on Motilall’s body.

Relatives said the dead

man was an alcoholic and was epileptic.

Motilall was taken to the Suddie Public Hospital where he was pronounced dead on arrival. His body is presently at the Suddie Funeral home awaiting a post-mortem examination to determine the cause of death.

’ve always enjoyed plays...even though in Guyana most of us read plays rather than see them.

I guess I was saved by having a good imagination - and given to even reading stage directions! But it says much about my disposition that one of the things I remember from studying plays is that the phrase “winging it” has a theatrical origin.

Seems there were always one actor or another who’d be busy cramming their lines at the last minute, as they “waited in the wings” of the stage before getting their prompt. They were “winging it”!!

We’ve all been in situations where we’ve just had to just wing it. You know... just doing something on the fly. Sometimes we even put ourselves into those situations - by procrastinating and leaving everything to the last minute then bluff our way through a test or a presentation.

As students we do that a lot, usually patting ourselves on the back for pulling another fast one over our teachers. I don’t think we ever really got away with those slapdash attempts though, somehow I think our teachers knew.

Maybe because our presentations were full of gems such as “Umm… well… umm…and then….like…. yes well”. Faultless elocu-

want them to be. And once we don’t spend time panicking about why this is happening to us, but rather think up a new plan of action, we might be surprised that the end result might be better than expected.

But it really goes back to your preparation. While you mightn’t have anticipated the exact problem in front of you, the same facts you imbibed will just have

But of course, one can never, ever prepare oneself for all the contingencies of life. And inevitably we find ourselves in a situation where, despite our preparation, we have to just improvise our way out of the problem. In those instances, we have to try to be a bit more flexible, to be willing to accept things for being what they are, instead of how we

to be redeployed in a different way to come up with a solution. And this is what we call “creativity”. So we should always expect the unexpected and start preparing ourselves to have to think on the spot or make quick decisions, outside the “box” we usually create for ourselves.

And every day we’re thrust into new and unexpected situations. We

could show up at a meeting, expecting other people to take charge, but for whatever reason, they just can’t. We could be the ones who step up to the plate. We can adapt to the new role of leader and sometimes we’ll find that it’s a position we thrive in.

And of course there are the little improvisations we make every day. Singing a song and can’t remember all of the lyrics? Most of us just make up new ones. Do the new lyrics always make perfect sense? Nope, but that’s fine since half of the pop lyrics out there don’t make sense anyway - and you can always “go nasal”!!!

But improvisation can be difficult if you’re set in your ways or if you completely spazz out if things aren’t going completely to plan. It’s good to plan ahead, don’t get me wrong - I love planning and making nice organised, colourcoded timetables - but it’s when you put more importance on following the exact letter of the plan than doing the actual task, that things become problematic.

Remember the advice of old Robert Burns - “The best laid schemes of mice and men aft gang aft agley (oft goes awry)”. So go with your gut feeling - the answer’s already there.

18-year-old Krystal Lee diagnosed with cricket fever!

T

his super fan goes crazy with excitement over anything cricket related and you dare not tell her she needs to calm down.

With the Caribbean Premiere League (CPL) underway and her home team; the Guyana Amazon Warriors on a winning streak, this fan girl is boiling up with enthusiasm.

At just seven years old, Krystal was found herself glued to the television watching cricket game after cricket game.

It was delightful, seeing the batsman hit the ball with such fierceness as the crowd grew wild and the spectators’ voices transformed into sheer excitement.

Krystal says her grandfather is the main reason she developed a passion for the game. “During my childhood days, we used to watch every cricket series together.”

Eventually, she started playing street cricket and

her love for the game only grew. Krystal went on to represent her school, St Stanislaus College during several cricket matches.

She someday hopes to represent her country.

However, for now, Krystal is furthering her studies at Queens College, at the Sixth Form Level. Soon she will be heading off to medical school.

Though her primary focus is on her studies, Krystal would be darned to miss any of the CPL games. Her favourite warrior is Captain Martin Guptill, not just because of his dashing smile.

“He’s a great batsman. I enjoy watching him bat and I’m looking forward to seeing him lead our troop this year.” Another favourite is Darren Sammy.

“I’ve always been a super fan of him because of his talent and the good spirit on and off the field. He’s cool and calm and I love to see Sammy in action.”

She is also crazy about AB de Villiers, also known as “Mr 360”, who she says takes batting to another level and his quality shots are amazing to watch.

Luckily for her, this super fan had the pleasure of meeting Darren Sammy and AB de Villiers – moments she will cherish forever.

Next on her bucket list is to stalk out Martin Guptill, if only she gets to meet him.

f recent, calls have been made for both constitutional reforms to be effected and social cohesion to prevail without much examination of the correlation between the two issues.

During a recent interview on local television broadcast, ‘The Factor”, which airs on TVG Channel 28, three prominent political commentators have explored the concepts of constitutional reform and its nexus with social cohesion, sharing ideas of how both concepts can be integrated into the Guyanese society in order to move the country forward in a more inclusive manner.

Former Attorney General Anil Nandlall agreed foremost that social cohesion is important to any society but in Guyana, he does not see the constitution as a major mechanism in achieving that objective.

He contended that the urgent need for constitutional reform is not necessarily to achieve social cohesion, as there are other factors that must be involved for unity to prevail among the citizenry.

Nandlall explored the concept of inclusive government and how it relates to promoting social cohesion, and in conclusion noted that with Guyana’s current political atmosphere, progress can never be made in this regard.

Speaking generally, Nandlall said the political system is not dysfunctional but rather, it is not being allowed to work: “If the Opposition was allowed to function conceptually in the effective role it is supposed to function in, in terms of given powers we ought to have as Opposition, the regions won being allowed to have the autonomy entitled to, allowed to function with that independence, then it would not

be a winner take all situation.”

He further explained that the executive government which wins the election would have the executive power however, civil society and other arms will have the independence to exercise the power in which they were entitled.

On the other hand, David Hinds believes the constitution has an integral role to play in the fostering of social cohesion in Guyana.

He argued that while reforming the constitution will not directly bring about social cohesion, it will “free up” the people from the various insecurities that affect or impact their decisions: “It will free up the notion that I have to vote for this party, that I have to keep out the other party.”

Hinds emphasised that need for inclusionary government, positing that there needs to be constitutional reform in this area in order for social cohesion to follow.

“When the government

hogs the power, it is in the context of the constitution,” he stated, explaining that the constitution gives way for abuse to easily prevail.

In this regard, he contended that the winnertakes-all system must be abandoned: “The system of governance, where whichever party wins, wins the entire government, then social cohesion goes through the window because it means that those who are not in the government are effectively excluded from exercising real tangible powers.”

Ravi Dev also agreed that the constitution has an important role to play in promoting social cohesion in Guyana. He contended that if people do not see themselves or their rights being represented by those in the government, then they will never accept the realities around them.

On this note, Dev posited that constitutional reform needs to take place in order to address the fundamental cleavages in the society.

The countries listed as endemic are mainly from the African continent and does not include countries in North America, Europe, Central America and the Caribbean.

Dataram’s ex-wife, 3 others trial postponed

T

he trial of the ex-wife of selfconfessed-drug lord Barry Dataram and the three other persons charged with possession of 76.910kg of narcotics was again postponed when they appeared at the Vreed-en-Hoop Magistrate’s Court before Magistrate Christel Lambert.

The trial was scheduled to commence Friday but was postponed as the file is yet to be completed.

Another factor contributing to the delay is due to exhibits of the case being missing.

“Johnny” Ramdass, Felicia Laundry and Andrea Karan was charged with trafficking in narcotics.

It is alleged that between June 7 and 9, 2016 at Lot 54 Almond Avenue, Roraima Housing Scheme, West Bank Demerara, they were in possession of 76. 910kg of cannabis for the purpose of trafficking.

According to the Prosecution’s case, Customs Anti-Narcotics Unit officers, acting on information swooped on the house where the drug was found.

The case is now scheduled to continue on August 3.

Man charged for narco possession

A

man was on Friday taken before Magistrate Christel Lambert at the Vreed-enHoop Magistrate’s Court charged with possession of cannabis.

Kevin Mohan, 18, of West Coast Demerara pleaded not guilty to the

offense which alleged that on June 24, 2016, he had in his possession seven grams of cannabis.

The Prosecution’s case is that on the day in question, Mohan was seen by Police acting in a suspicious manner. As such a search was carried out on

his person and the drug discovered in his pants pocket. He was cautioned and taken to the Vreeden-Hoop Police Station where he was arrested and charged.

According to the information disclosed by the Police Prosecutor, the de-

fendant said that he usually sells the drugs.

In court on Friday, the defendant told the Magistrate that the drugs do not belong to him but that he is given it to sell.

He was remanded to prison and will return to court on July 21.

here’s a lot of wisdom in the old saw: “Time longer than twine”. This was brought home to your humble Eyewitness when he read about Glen “the Mook” Lall’s Muckraker screaming that the government owned 10% of the New GPC. The Mook, of course, driven by hate and envy for the owner of the company, played fast and loose with the facts to claim the government hadn’t been getting any “dividends” for its shares.

Now this is nothing new and in fact both of the parties now in Government - APNU and AFC - had joined with the Mook to throw shade at the most spectacular success of the privatisation process initiated by PNC leader Desmond Hoyte. So it was with satisfaction your Eyewitness noted that the new NICIL head - appointed by this government - announcing, “Ooops! Dividends HAD been paid by NewGPC all along!”

Your Eyewitness wonders if at the same time some of those from the government who’d lined up with the Mook to throw dirt didn’t feel some SHAME which would’ve caused them to apologise? Especially when some of them are now on the receiving end of the Mook’s venom - for what they KNOW are unfounded reasons. The Mook, like a petulant infant, just wants to have his way all the time!!

They still have some time - because they should know the Mook ain’t gonna let up - hate and envy feeds upon itself and grows like a cancer. This destroys the hater in the end...but in the meantime the Mook will continue to try to destroy reputations.

After being contradicted he now asked, “OK...OK...So the GPC paid dividends - but why “so little”? Now your Eyewitness knows when you have a “sketchy background” and run backtracking operations, you don’t know much about “dividends”.

But Jeez...The Mook and his BEST friend Tony did buy Guyana Stores from the government, didn’t they? But as opposed to building back Guyana Pharmaceuticals from the ruins and making it into the most successful pharmaceutical company in the Caribbean, what did the Mook and Tony do to Guyana Stores? Run it into the ground, that’s what!

And they still owe $400,000,000! Your Eyewitness’ waiting for the new NICIL to collect in court! But back to dividends. So if the New GPC paid dividends of $1.6 milion annually - which the Mook calls “small” - did he and Tony even pay a penny in dividends since 2000 FOR THE 10% SHARES THE GOVERNMENT ALSO OWNS IN GUYANA STORES? The Mook should know that “knock got knock back” and those in glass houses shouldn’t throw stones. And it’s not just the New GPC’s owner.

When the parties now in Government were the Opposition, they also joined the Mook in condemning the PPP/C Government’s expansion plans for CJIA. And it wasn’t just the expansion but even ancillary things like getting squatters out of the way from the extended runway. They encouraged the squatters not to move - and if effect having them “squat” against the project - even though the PPP/C Government was going to relocate them.

But matters have come a full circle. And the CJIA’s going full steam ahead and the squatters are being relocated by the government. Your Eyewitness doesn’t expect the government to actually APOLOGISE to the PPP but they should at least acknowledge their position on the squatters was wrong.

And maybe they will also acknowledge their decision to evict the Vendors from Stabroek Market Square without providing them with suitable new quarters was also wrong.

As with the squatters at CJIA, do not the Vendors also bleed?

The value of the “intangibles” of CPL cricket

E

very year since the Caribbean Premier League (CPL) was launched in 2013, the money raked in by the West Indian economies continue to climb.

According to an independent economic impact study on the tournament, Guyana had an almost US$15 million infusion into its economy. But several commentators pointed out that the “intangible value” provided by the CPL dwarfed by far that tangible sale of the Caribbean’s greatest cultural product, cricket.

The study, conducted by SMG-Insight/YouGov, demonstrated that Guyana’s economy cashed in on some US$14.92 million during the 2015 tournament – a significant increase of 35 per cent over the 2014 edition. And for 2016, the organisers predict even greater growth, with an increase in local jobs created, a greater influx of fans coming to see the games as well as higher media value from the games being shown in more countries around the world.

“Beyond the boundaries of the cricket stadiums of the Caribbean, if there were to be a dollar figure placed on the intangible benefits accruing to the WI people from the Hero CPL, “according to Dr Ranjasinghi Ramroop, Chairman of the Guyana Amazon Warriors franchise, “it would be staggering.”

Digesting the remarkable victory of the Guyana Amazon Warriors over the Jamaican Tallawas last Thursday night at the Providence National Stadium in Guyana, one fan Haniff Mohamed said,

He pointed to Jamaica’s Prime Minister Andrew Holness who was at Providence and saw his Tallawahs go down in defeat, but he cheered the victory of the Warriors.

“CPL also solidified regional cohesion. The value of CPL cricket produces so much of value, it is priceless,” the enthusiastic social scientist concluded.

Police ordered to conduct further investigations – Crime Chief

T

he Director of Public Prosecutions (DPP) Shalimar Ali-Hack has ordered the Guyana Police Force’s Criminal Investigations Department (CID) to conduct further investigations in order to locate the ‘intellectual authors’ behind the execution of activist Courtney Crum-Ewing over a year ago.

Back in February, CID ranks arrested People’s Progressive Party (PPP) employee Jason Abdulla, PPP Executive Member and former Press Officer Kwame McKoy, Okene Fraser and self-confessed death squad member Sean Hinds, whom Police believe had a role in the activist’s death, which occurred on March 10, 2015.

for advice on whether charges against the four suspects should be instituted. But the DPP returned the files with instructions for further investigations to be conducted. The four suspects were subsequently recalled at the CID Headquarters and fur-

ther questioned immediately after.

Following additionally investigation, the Police returned the files to the DPP but again were asked to do more work before advice can be given on whether to proceed with criminal charges.

Head of the CID, Wendell Blanhum, told reporters on Saturday that the file has been returned to the Police with instructions for additional work to be conducted to ascertain the mastermind behind the murder that sparked much outraged in Guyana last year.

Earlier this year, the Crime Chief had explained that the four new suspects were arrested in light of new information that had surfaced in relation to CrumEwing’s murder. However, he noted that investigators were unable to complete the

probe.

“The investigation would have been triggered due to some new developments, where we would have received further information and as a result of that, they had arrested those guys. We had them in custody but because of the complex nature of that investigation, time did not permit us to complete that investigation,” he stated.

Following their arrests, the four suspects were released from Police custody on their own recognisance and have been reporting to the Police on a regular basis to assist with the further investigations.

Crum-Ewing, a 40-yearold ex-soldier, was gunned down execution style on March 10, 2015, while urging residents of the Diamond Housing Scheme, on the East Bank of Demerara, to go out and cast their ballots in the May 11, 2015 General and Regional Elections.

An autopsy performed on Crum-Ewing revealed he was shot five times – three bullets to the head, one to the back of the neck, and the fifth bullet entered under one of his arms.

All the bullets were fired from behind and at close range except the one that hit under his arm and exited his shoulder.

It was also reported that the bullet wound to the back of the man’s neck was at point-blank range and gunpowder residue was found on the back of the collar of the shirt he was wearing. Two .38 war heads were removed from the dead man’s head, reports revealed.

Following the death of the man who rose to popularity after picketing former Attorney General and Legal Affairs Minister Anil Nandlall’s office, Reagan Rodrigues, also called “Grey Boy” was arrested and charged. Nandlall’s former bodyguard Rajput Narine was also arrested and questioned in relation to CrumEwing’s death.

atiricus was all aglow. His beloved Cricket was back in Guyana. There were those who carried on about there not being not much Test Cricket nowadays. Not Satiricus. He liked this T-20 where every day was another battle...and not the same long, drawn out war. And best of all he didn’t have to take days off, which his boss never looked kindly on. But this time they were at the Saturday game: his Warriors versus the St Kitts Patriots.

“So what you guys brought?” Satiricus asked Cappo, who looked over to his wife, Baby. Ever since the first season three years ago, their wives had become fanatical Warriors fans who didn’t need any prompting to prepare their favourite goodies and chasers.

“Jus’ some Dhall puri and bhunjal chicken,” Baby answered and she looked over to Mrs Satiricus. “Eh, Eh gyaal, suh you bring de chicken chow mein?”

“Yes I did. If I didn’t, you know Sato woulda swell his mouth!” she smiled as she dished out her offering. The husbands had already downed two beers and had a good relay system with the friends they’d made with some fellas and their wives from Georgetown in the seats in front of them. They had bought BBQ chicken from the vendors below the stands.

“Suh wha’ ayuh t’ink ‘bout de game las’ night?” Cappo asked his newfound buddies.

“The pitch was too slow, man,” said Trevor who said he was from Charlestown.

“Why you think that?” Satiricus wanted to know.

“The ball from the quicks were carrying waist high to the keeper.”

“But you noticed how the ball kept slowing up and turning?” said Akeem from Lodge, who was a cousin of Trevor. “That was the pitch, boy!””

“Budday!!” exclaimed Cappo, throwing his hands up and almost spilling his beer. “Suh wha mek yuh na t’ink de bowlin’ na bin too tight?”

“My friend,” said Trevour,” touching his beer bottle with Cappo’s and Satiricus’, “we KNOW cricket.”

At the end of the game, which finished half an hour early because the Warriors knocked off the Partiots’ runs in just 16 overs, better that the 18 overs in game one against the Tallawahs, Cappo couldn’t stop himself from slyly asking Trevor and Akeem, as they trudged out of the green stands.

Success of CSME lies at national 2 injured in WCD accident level – Dominican PM

I

n light of mounting criticisms and talks of it being a fruitless initiative, Prime Minister of Dominica Roosevelt Skerrit is of the view that for the Caribbean Community’s (Caricom) integrated development strategy – the Caribbean Single Market and Economy (CSME) – to be successful, efforts will have to be taken at the national level.

CSME is an initiative undertaken that allows for the free movement of skills, goods, services and labour across the Region. Its establishment was in response to the changing global environment that has led to a loss of preferential markets in Europe several years ago.

Prime Minister Skerrit, who is also the Chairman of the 37th Heads of Government Conference held in Guyana last week, pointed out that leaders in the Region need to ensure that when decisions are taken at Caricom level, necessary actions are adopted, especially at the national level, since a number of the policies agreed upon require national implementation.

“We need to ensure that our Ministers meet,” he remarked, stating that if regional Ministers of ICT (Information, Communication and Technology) are mandated to examine a particular matter in order to advise heads, then they must make themselves available to meet.

He added too that Finance Ministers and Attorney Generals within Caricom must meet to advance a number of the critical legal

issues that will advance the integration process.

“We have given the Heads of Government Conference assurances that we will ensure that our Ministers avail themselves for consultations on those critical matters,” he noted.

The Chairman went on to say that one of the measures that the regional Heads have adopted is not to leave it to their Ministers and others to set the timetables. He said the Heads will now be responsible for setting the timetables and indicating, for example, Ministers of the ICT must meet before the end of September 2016 to consider the new vision for the ‘Single ICT’ space in the Region and prepare to report to the February 2017 Meeting in Guyana.

“So, I think it’s a matter of monitor and ensuring that we follow through on some of the actions taken at the conference level,” he posited. However, the Dominican Prime Minister cautioned that at the same time, they have to be careful

that they do not attempt to bite too much at one time.

Nevertheless, the Conference Chairman said that the Heads are doing a review on the CSME to ascertain “where we are, what are the actions we’ve taken and what are the outstanding considerations to advance in our move towards to greater integration of the Caribbean Community”.

A report on the comprehensive review will be presented and considered at the intercessional meeting next February.

“Now that review, is in an effort to keep the process forward and not change or revisit any of the actions that we have taken thus far to strengthen the integration process… We are fully committed to implementing all elements of the CSME regime as we remain convinced it is our only option to achieve sustainable growth and development in the Caribbean,” Skerrit posited.

While the Chairman is confident about the future of the CSME, there continues to be tension among Member States which are reportedly breaching the agreement with regards to free movement and trade.

In fact, only recently, tension intensified between Jamaica and Trinidad and Tobago over the same issues. There have been reports of Jamaicans being harassed by immigration officers in Trinidad, with many of them even being denied entry into the twin-island republic.

Government had posited that it reserved the right to assert the sovereignty of its country by determining who is allowed in. However, Jamaican Prime Minister Andrew Holness during a press briefing on the sideline of the Conference told media operatives that he is looking forward to a “positive” response from the twin-island on the many complaints of Jamaicans being denied entry into Port of Spain.

According to the Prime Minister, he is expecting a report from his Trinidadian counterpart, Dr Keith Rowley, when he visits Jamaica later this month.

“We’ve had direct discussions, and frank discussions with the Prime Minister of Trinidad and Tobago and I believe the Government has responded in a very positive way and I am expecting to have a positive report in a few week’s time when Prime Minister Rowley visits Jamaica,” Holness related last week.

wo persons had to be rushed to the Leonora Cottage Hospital on Friday afternoon after they were involved in a two vehicle collision at Meten-MeerZorg, West Coast Demerara (WCD).

The two persons, identified only as a school girl and the driver of the motorcar, are said to be in critical condition. According to reports, the accident occurred at about 13:30h.

Reports are sketchy but from information received, a minibus was travelling to Georgetown when a motorcar travelling in the opposite direction crashed into it.

An eyewitness revealed

that the minibus had stopped to put off a passenger when the accident occurred.

The injured driver of the motorcar is said to have been under the influence of alcohol and presumably lost control of his vehicle.

“I was sitting at the post office when I heard a loud bang and upon inspection, I saw the car turtling three times before coming to a halt on its side,” Laurine Medas, an eyewitness said.

Medas further disclosed that several persons who witnessed the accident rendered assistance and rushed the injured to the hospital.

he arguments regarding the non-consultations with relevant unions over the employment status of sugar workers attached to the Wales Estate will be heard soon. This is according to General Secretary of the Guyana Agricultural and General Workers Union (GAWU) who told Guyana

an interim injunction granted on May 6, 2016, barred the Guyana Sugar Corporation (GuySuCo), its servants and/ or agents, from proceeding to sever the employment of the sugar workers from the estate, unless consultations with the workers were held. The legal action was filed on behalf of GAWU and the National

Times on Saturday that when the matter was heard in chambers of Justice Roxanne George on Thursday last, it was adjourned for July 19, when a date for trial will be determined.

This court case arose after

Association of Agricultural, Commercial and Industrial Employees (NAACIE).

When the matter was heard on May 24, GuySuCo’s lawyers were absent which forced the case to be rescheduled to June 7. On June 7,

GuySuCo had claimed that it was not served notice of the legal action and as such, was not ready to answer to the litigation. Justice George had obliged and the sugar entity was given until July 7 to submit its response to the legal action. It was on this backdrop that the case has been delayed.

All the while, 99 of 105 Wales sugar workers who were promised their severance payments on May 4 have remained without employment from the Estate. Before May, the workers were given letters on March 22 stating that they would have been paid their termination benefits. GuySuCo has however maintained that the injunction barred the payments to workers. GAWU in response had noted that the agreement between the workers and GuySuCo was reached before the May 6 injunction was granted.

At one point, the workers were given a three-day ultimatum to make their decisions but GuySuCo later folded these plans. It was in January that it was announced that sugar operations at Wales will come to an end.

Meanwhile the Agriculture Ministry has not made public how its conversion plans for Wales will be implemented.

Sugar production will cease at the entity by year-end.

n 1939, Billie Holiday performed the song “Strange Fruit” in protest of the escalating levels of racism that were prevailing in the United States which saw mostly black men being lynched and badly beaten by white Americans as the struggle for civil and equal rights gained momentum there.

The song which was originally a poem speaks to the many injustices committed against black Americans who most times could not benefit in any way from the then crooked and unfair justice Michael Younge system which favoured whites and worked against minorities and immigrants of colour.

In short, the song which has been covered countless times by black activists and celebrities makes the point that ‘Black Lives Matter’ as it encouraged a reshaping of not only divisive, unfair and racist politics in the US but championed the need for judicial reform and social justice.

The song along with many other artistic works, and the voice as well as actions of many civil rights leaders including Martin Luther King led the struggle for equality, justice and an end of racism in the US for decades with significant progress being recorded at various points in the movement.

Sadly, the progress recorded has not been enough for there to be a permanent resolution to the problems which have been eating away at the moral and social fabric of the American society.

The recent shooting to death of two black Americans – Alton and Philando – by Police have brought the issue of racism in the US back into sharp focus.

After all, statistics show that for 2016 over 123 blacks have been killed by police so far and the figures may very well climb over the remaining months if there are no significant reforms or a complete shift in psyche of White Americans and those who propel the notion of ‘race supremacy’.

Already, the outrage is growing following these shootings and with the US Presidential Race in full swing, issues related to gun violence, police brutality and killing of blacks for minor offences and immigration are taking centre stage.

In fact, both Donald Trump and Hillary Clinton have been forced to address the shootings and recent acts of domestic terrorism in the US. The truth is, there is need for systemic change in the US that promotes higher levels of religious tolerance, racial equality and national unity. The laws there need to be changed to end the protectionism of police and other public servants who continue to take the lives of innocent black men and women because of perceived fears about their culture and intent whenever there is an encounter.

It is therefore necessary for blacks rights activists and politicians to place pressure on those States within the US that continue to use discriminatory and archaic laws to marginalise blacks, Muslims and people of colour in a bid to protect the interests of whites.

All lives matter and at the end of the day, the US must live up to its reputation of being a country which is the land of “opportunities” for all. The framers of its legislative and judicial polices must understand the importance of equity and social justice and its implications on the notions of inclusivity and freedom.

Many other countries will be looking to the US for examples as to how to deal with the recurring issue of racism in this modern age, especially small Caribbean countries like Guyana which have been grappling to put an end to its own problems related to racial divisiveness.

While there is a different brand of racism taking place within this hemisphere, countries like Guyana and Trinidad and Tobago can ill afford to miss the lessons from the American experience as they seek to devise laws and other constitutional remedies that could result in an improvement in the race relations between East Indians, Africans and their Indigenous counterparts.

In conclusion, America cannot afford to return to the period where “strange fruit” was in abundance nor afford to continue the senseless shedding and wastage of the blood of her black citizens. The earth must not be enriched by the blood of humans who are cut down in their prime because of the inaction of others and their refusal to listen to the voices of those who are minorities and being marginalised.

U

NICEF reports that every year hundreds of millions of children are exposed to domestic violence at home, and this has a powerful and profound impact on their lives and expectations for the future. It is one of the most prevalent human rights challenges that exist and it seems to be ever increasing. Violence in the home is not limited by geography, ethnicity, or status; it is a global phenomenon and unfortunately in this part of the world it is rampant.

We are all aware of the magnitude of the numbers of families living in this situation and we are also aware of the realities of the effects on the women or men suffering because of the abuse. We are even forthcoming in acknowledging that it affects the children but have we really considered how deeply and how much lasting damage is caused?

Living day to day with the uncertainty of a violent reaction to a normal occurrence can be exhausting and frightening for a child. Children are susceptible to taking the blame for negative domestic occurrences and it is a victim label that can follow them in their own future relationships.

When you are in the presence of the two people in the world who are supposed to protect you, look after you, provide for you and love you, you expect them to afford each other the similar sentiment - hence a family unit.

Watching the abuse of your mother, sometimes by a man other than your father, can not only break a child’s heart, but also their spirit. It can teach young children acceptance of unhealthy behaviours in a relationship with far-reaching connotations.

Studies around the world have shown that children who are exposed to violence in the home may suffer a range of severe and lasting effects. There is significant risk of harm to the child’s physical, emotional and social development.

Infants and small children experience so much added emotional stress when they are exposed, that it can harm the development of their brains and impair cognitive and sensory growth.

Social development can be damaged in various ways.

There can be a loss in ability to feel empathy for others.

Children may end up feeling socially isolated and unable to make friends easily due to social discomfort or confusion over what is acceptable. Poor concentration and focus means they are more likely to have difficulty learning so may have trouble with school work and not be able to perform well.

At an early age, a child’s brain is becoming ‘hard-wired’ for later physical and emotional functioning and that development is threatened by the negative experiences they are having in an abusive home. This can lead to personality and behavioural problems that can take the forms of psychosomatic illnesses, depression and suicidal tendencies at any stage of life.

Children from violent homes have been found to exhibit signs of more aggressive behaviour, such as bullying, and are more likely to be involved in fighting and exhibit violent, risky or delinquent behaviour.

Later in life, these children are at greater risk for substance abuse, juvenile pregnancy and criminal behaviour than those raised in homes without violence. They are more likely to be affected by violence as adults – either as victims or perpetrators and so there is a strong likelihood that this will become a continuing cycle of violence for the next generation.

Studies from various countries support findings that rates of abuse are higher among women whose husbands were abused as children or who saw their mothers being abused. They learn early and powerful lessons about the use of violence in interpersonal relationships to dominate others and all too often go on to practice it.

If there is violence within your home, no matter how well you might think you are hiding it from your children, it will be causing them harm; significant harm. Whether you are being violent or allowing someone to be violent towards you, what you are doing is subjecting your children to a sequence of events that they do not have the capacity to understand. They cannot comprehend what has diminished someone’s senses enough to negate their responsibilities as a parent, whether it is alcohol, substance misuse of misguided judgement.

The damage may not be apparent right now but be sure there will be damage and it can affect your children in so many different areas and for the rest of their lives.

he Consumer Affairs Unit (CAU) of the Competition and Consumer Affairs Commission (CCAC) is urging business enterprises to “get their act together” since they are preparing to do a number of outreaches across the country that will sensitise the public on their rights as consumers.

According to the Unit, business enterprises that provide services and products to consumers will face the full arm of the law if they are found to be in breach of the Consumer Affairs Act 2011.

The Consumer Affairs Act states that registered businesses have a right to provide the necessary information that will help a consumer make the right decision when paying for a product or service. The Act promotes and protects consumers’ interest in relation to the supply of goods and services, and for related purposes.

According to the CAU, it has observed a number of ar-

eas where enterprises have been in breach of the 2011 Act. Head of the Unit, Haroon Khan, identified the primary areas, as the sale of defective items, unfair contract terms and unfair trade practices.

He noted that suppliers and enterprises need to desist from the sale of defective items which is a practice where a supplier may sell goods or services which are either expired, not working or generally incompetent of serving their purpose.

Khan explained, “If a product is deemed defective, firstly the business is asked to repair or replace the product. If they can’t repair or replace it, they are asked to provide a complete refund to the consumer because failure to adhere to the Act, they are penalties of up to one year imprisonment and one million Guyana dollars in fines.”

He further noted that enterprises should ensure that durable goods and services are continually updated, renewed

Unfair contract terms speak to the practice of businesses creating contracts that are only in favour of the enterprise. This puts the consumer at “a severe disadvantage” when making decisions for purchases.

With respect to unfair trade practices, the CCAC

outlined that it has to do primarily with misleading and deceptive conduct where an enterprise may advertise and/ or showcase details of a product or service that may not entirely be genuine thereby deceiving the consumer.

Director of the CCAC, Dawn Holder-Alert, is pushing consumer awareness stating that, “an educated consumer is a smart consumer,” where they would be least likely to be caught in contraventions of the consumer affairs act.

The CCAC said that is has an estimated success rate of 78 per cent response to cases reported, especially in relation to the sale of defective items and is calling for full compliance by businesses that are involved in unfair trade practices.

Target areas would be the hinterland, Linden and other areas beyond the coast where there have been a number of reported cases of contraventions of the Consumer Affairs Act.

Kitty Market rehabilitation The Brexit recommences from diversity

ehabilitation of Kitty Market has recommenced after several weeks of delay as a result of shortage of material.

Vendors related to this publication that the contractor has recommenced works and they await the completion of the long-delayed rehabilitated market.

“The materials buy, we see it coming lil bit lil bit, and the workers start their work from what I can see,” a vendor who identified himself only as “Rata” said.

Other vendors expressed hope that there would be no other delays in completing the market since they are still being charged a monthly rent for the space they are to occupy when rehabilitation is finished.

ing bout we out hey. We gotta pay fuh occupy the space they give we here and the market space otherwise we gon lose it. I just hope they ain’t stop work until the work done this time,” highlighted a visibly frustrated fruit vendor.

However, no date of

completion could be disclosed by the vendors.

The rehabilitation of the Kitty Market began earlier this year, and the announced deadline at the time was scheduled for before Guyana’s 50th Jubilee Anniversary on May 26.

However, construction

halted, causing many persons to refer to the work as an election gimmick, under the refuted claims that the Mayor and City Council had become cash-strapped and unable to pay contractors for the restoration.

During the latter part of the previous month, Guyana Times was informed by City Engineer Colvern Venture that the reconstruction on the Kitty Market had already resumed but was delayed because of the rainy weather: “The work is ongoing right now. It was stopped a little because of the rain and it was delayed because of the weather, but work is pressing on.”

Additionally, upon visits to the market after this claim was made, Guyana Times was informed by City Hall officials that construction had indeed been halted but work was to resume the following week.

he Brexit vote in Britain to cut ties with the European Union is part of an emerging trend that has also gained ground in the United Stated via “Trumpism”. The results of the referendum in the UK came as a surprise to many and there is already some buyers’ remorse as the consequences for Britain in its future relations with Europe sink in.

Whereas those who supported the UK remaining in the EU campaigned strongly on the negative economic impact an exit vote would mean, the leavers pushed home the point that the country would regain its authority over its borders and on immigration issues if it leaves the EU. This Ryhaan Shah was the issue that won the referendum.

The idea of prosperity and progress on continued favourable trade deals with their European neighbours meant less to the majority of voters than their ability to decide on immigration, ie, who is allowed to live and work in Britain.

Following the success of the Brexit vote, there was an immediate rise in racist attacks on British Asians and on the large Polish immigrant population in Britain.

The presumptive Republican nominee for the US presidency, Donald Trump, is enjoying a similar success in America based on a similar trend. There, too, it is less about the economy and more about building a wall to keep out Mexicans, and banning all Muslims from entering the US that have made Trump a populist leader.

In both instances, statistics show that the followers of Brexit and Trump are less college educated than those who voted to stay in the EU and who are not backing Trump, respectively.

Britain and the US are divided nations and the division is spurred by a rise in anti-immigrant prejudices and nativism.

This translates into intolerance and race hate as the national conversation becomes less about jobs and the economy and becomes more existential with the primary concern being a move to consolidate nationalist sentiments and what is perceived as the “native” status quo.

It does appear to be a rejection of diversity and of the social cohesion that is championed by European nations even though some view Brexit as a refusal by the British to transform their country into a homogeny as dictated by the EU. Guyana too is a divided nation where Indians are still trying to gain an equal footing in cultural and political spaces within the context of the majority African Caribbean population.

Oddly enough, it is the struggle for human and cultural rights by Indian Guyanese that is condemned as racist rather than the dominance of Euro/Afrocentrism which pushes for a physical and cultural assimilation that would translate into ethnic and cultural loss for Indians. It’s a loss that no human rights convention encourages or supports.

The Brexit trend is not an unknown in the wider Caribbean where Jamaicans, Guyanese and many small islanders face immigration issues in places like Trinidad and Barbados despite Caribbean single market agreements which are intended to foster trade and allow the free movement of people within the region. It is a rejection of “others” just as in Britain and the US and, just as in those countries, immigrants are seen as threats to job security and nationalist interests.

Whereas respect for diversity is trumpeted as a good thing, it goes against the grain of globalisation which does not only involve globalised trade but fosters the idea of a oneworld culture. Hollywood movie franchises, Starbucks and McDonalds are all part and parcel of a globalised culture and the internet and social media are vital links in helping to shape that one-world.

Whether diversity will triumph over this new trend is yet to be seen but human cultures have been built up over centuries and not many are willing to forgo their uniqueness for a globalised identity when there is still a primal human need for cultural rituals and values, and for a unique identity among most of the world’s peoples.

In Europe, for instance, despite being suppressed for decades, Turkmenistan, Uzbekistan, Kazakhstan, Chechnya, Tajikistan, Moldova, Kyrgyzstan, and Dagestan all reappeared almost overnight. They are all differentiated by culture, ethnicity, and language.

While the success of such diversity depends on respect for differences, taken to its extreme, securing one’s identity over others can become xenophobic and can fuel race hate, violence and extremism.

As Great Britain grapples with the fallout of Brexit and the US with the rise of “Trumpism”, Guyana and the rest of the Caribbean should take note and reject any trend that fosters intolerance and hate.

“A people without culture is like a zebra without stripes”

T

he Indigenous Peoples’ Affairs Ministry recently delivered a cheque of $2 million to an Amerindian Village Council in an attempt to preserve the Warrou culture and revive the language. The decision to distribute money instead of investing in a longterm, sustainable cultural preservation initiative triggered scepticism regarding the depth of the Government’s Anna Correia commitment to preserving and promoting Amerindian culture.

Amerindian culture and way of life has suffered erosion due not only to the necessity of adapting to the evolving cultural landscape initiated by their successive encounters with the different peoples who came to this land, but also, to the policies which sought over time either to assimilate them under colonial and dictatorial regimes (People’s National Congress (PNC)-led) defined predominantly by Christian values.

From the Catholic missionaries who converted the “savages” and “children of the forest” they encountered upon arriving in Guyana, to the forced migration of thousands of Amerindians who fled the harsh policies of the colonial empires, to Burnham’s national agenda to forge a Guyanese culture at the detriment of the multicultural particularities which characterise the population, Amerindians saw their culture and way of life unravel so quickly that there was hardly any time to transmit valuable knowledge to younger generations.

The stigmatisation of Amerindians, traces of which endure today, should have ended with the Independence of Guyana.

Instead it continued under a PNC regime which sidelined not only Amerindian cultures, but East Indians as well, through national policies which disregarded the particularities of our cultural diversities. Perhaps the most significant undertaking of the Burnham regime was the debut of Amerindian Land Titling, an accomplishment resulting from the efforts of Steven Campbell and The United Force (TUF).

Amerindians had to wait until Guyana obtained its first free and fair elections in 1992, before tangible investments commenced to valorise the role of indigenous peoples in Guyana’s development and subsequently the importance of preserving and promoting indigenous cultures and way of life.

Under the successive mandates of the former Administration, efforts geared toward Amerindian cultural preservation and sensitisation of the wider Guyanese population on the importance of this national heritage and patrimony, resulted in several notable initiatives which have had a lasting impact on the restoration of Amerindian culture. Among these were as the establishment of Amerindian Heritage Month in September, the publication of seven dictionaries covering seven of the nine existing Amerindian languages in Guyana, annual archaeological fieldtrips for school children organised in partnership with the Walter Roth Museum of Anthropology and the Boisie State University, research on social anthropology and the Berbice mounds dating back to 6000 BC, and the implantation of the Arawak Language Revival Programme.

In 2014, a draft was being prepared to implement an Amerindian song festival. However, the Granger Administration upon assuming office proceeded to scrap the initiative. In its 23 years of governance, while the People’s Progressive Party/Civic (PPP/C) Government could have invested more meaningfully in Amerindian cultural preservation, particularly in language, it has succeeded at diminishing the stigma with which Amerindians have had to live for decades, that is being looked upon as the “Other” within our own national boundaries and the lands on which their ancestors hunted and dwelled for centuries.

This revalorisation of Amerindian culture however, is far from complete but instead must remain a continuous process adapted to the current context of socioeconomic development in which villages now find themselves. Often, the Government prioritises economic development over cultural preservation, without realising that Amerindians are perhaps the most vulnerable segment of our population, prone to rapid cultural erosion.

It is for this reason that the coalition Government falls under fire for investing next to nothing in cultural preservation, and for displaying a genuine lack of concern for sustainable investments in initiatives guaranteeing the cultural security of Amerindians.

In one year, the Allicock administration has done nothing but squandered resources which have and will produce little impact and results in the domain of indigenous cultures. This adds to the list of concerns which have risen since the PNC-led coalition Government was installed, regarding the indifference for indigenous rights and the principle of FPIC in the national decision-making process.

However, as an African proverb rightfully reminds us, “A people without culture is like a zebra without stripes”. The Government must be reminded that indigenous heritage is wealth belonging not just to Amerindians, but to all Guyanese, and subsequently a matter of national interest and investment.

Guyana introduces bivalent oral vaccine

G

uyana has been listed among the 36 countries of the Region of the Americas to have switched from oral polio vaccine (tOPV), containing types 1, 2 and 3 polioviruses, to the bivalent oral vaccine (bOPV), containing only types 1 and 3.

The decision for the switch in vaccine was made through the Pan American Health Organisation/World Health Organisation (PAHO/WHO) in June 2015 and all 36 countries successfully switched within the established timeframe, between April 17 and May 1, 2016.

There are three serotypes of polioviruses, each of which can cause paralytic poliomyelitis. The Sabin oral poliovirus vaccine (OPV), which has been used globally by WHO in the eradication effort, is a trivalent vaccine that contains all three serotypes.

In September 2015, WHO declared that wild poliovirus type 2 has been eradicated from the planet – no cases caused by this serotype had been detected since November 1999.

However in 2015, there were nine cases of poliomyelitis caused by the type 2 vaccine. For these reasons WHO decided to remove the type 2 Sabin strain from OPV, and switch

from trivalent to bivalent vaccine in April 2016.

Guyana has had success with its Immunisation Programme over the last decade.

This has come about with the strategies used to combat preventable diseases in children.

Measles, mumps and Rubella vaccines was introduced in 1995, in 1998 Hepatitis B to health workers and other high risk groups, in 1999 - Yellow Fever, in 2000 and 2001- Pentavalent vaccines, in 2010 - Rotavirus, in 2011 Pneumococcal vaccines.

The Human Papilloma Virus Vaccines was introduced in 2011. This vaccine works as a prevention mea-

sure to fight cervical cancer and is being administered to young girls, 9-13 years of age.

Active surveillance is maintained for poliomyelitis, measles, mumps, and rubella, tetanus including neonatal and adult, diphtheria, whooping cough (pertussis), tuberculosis and yellow fever and all other diseases.

We are constantly monitoring the signs and symptoms of any vaccine preventable disease. Testing and confirmation for these vaccine preventable diseases is also being done in collaboration with PAHO/WHO. Towards this end, there has been significant achievement in the EPI programme in Guyana. Guyana has maintained a polio free status since 1991, no reported cases of Measles and the last case of yellow fever was in 1968.

Vaccination coverage has always been maintained at over 90 per cent in the antigens under one year of age over the last five years at the national level.

This illustrates the government’s commitment to ensure that children are protected against the vulnerable diseases and reduce childhood mortality.

Caricom to focus on NCDs, women health issues W

ith NonCommunicable Diseases (NCDs) fast becoming the leading cause of death in the Region, the Caribbean Community (Caricom) is looking to step up its efforts to tackle the epidemic.

During the recently concluded 37th Meeting of the Heads of Government Conference held in Guyana last week, regional leaders discussed the state of the Region’s health and agreed upon several resolutions to improve the wellbeing of Caribbean people.

Speaking at the closing ceremony on Wednesday last, Chairman of the Conference,

Dominican Prime Minister Roosevelt Skerrit, outlined that health-related issues continue to be of serious concers as they affect the development of the Region.

He pointed out that the rising level of NCDs in the Region remains a disturbing factor even as the 10th anniversary of the historic declaration of ‘Uniting to Fight the NCDs’, which was established in Trinidad and Tobago back in 2007, draws near.

Prime Minister Skerrit recognised that some progress has been made in tackling NCDs but noted those efforts have been uneven. In this regard, the Chairman

disclosed that during the two-day meeting, regional heads agreed to address issues such as the banning of smoking in public places, banning the advertisement of potentially harmful foods which specifically targets children and elevating taxes on foods high on sugar, salt and transfat.

NCDs, also known as chronic diseases, are diseases of long duration and generally slow progression. In the Americas, some 4.5 million people die each year from NCDs, representing more than 80 per cent of all deaths, of which 36 per cent are premature, that is, occurring in people under age 70.

If no action is taken, deaths and disabilities from this silent epidemic are expected to increase, along with the burden they place on health systems and national economies.

Most deaths from NCDs are related to common risk factors, principally tobacco use, harmful use of alcohol, unhealthy diet and physical inactivity. Exposure to these risk factors can be modified through multisectoral policies and actions. These include policies for universal health coverage and universal social protection, incentives to increase production and availability of healthy foods, educating children

about healthy eating and physical activity, and urban planning that promotes public spaces for recreation and physical activity.

They also include legislation and regulations intended to reduce consumption of tobacco, alcohol, salt, sugar and trans fats – measures that are considered NCD “best buys” due to their costeffectiveness. The global cost of implementing these best buys is estimated at US$11.2 billion, representing an annual investment of only US$1-$3 per person.

During a previous NCD awareness event, Guyana’s Public Health Minister, Dr George Norton had stated that NCDs have a negative impact on State finances.

“We have a situation where we can correct all these early deaths or morbidity by simple means. If we

concentrate on simple things like our lifestyle, on our diets, on our use of alcohol and tobacco then we can help our country so much, especially economically in the provision of health care and our own health as well,” he remarked.

On the other hand, the Caricom Heads of Government also discussed and endorsed the “Every Caricom Girl, Every Caricom Women” (ECGECW), which is an initiative intending to address key sexual and reproductive health concerns of girls and women in the Caribbean. The objectives of ECGECW are to reduce teenage pregnancy, prevent cervical cancer and eliminate mother to child transmission of HIV. “In the latter regard, we have to increase our advocacy efforts in order to ensure we maintain the level of support needed to end the epidemic in the Region. But we must all agree as citizens of the Caribbean Community, that we have a personal responsibility, each of us has a personal responsibility to maintain healthy lifestyles,” the Dominican Prime Minister outlined.

Prime Minister Skerrit further highlighted that the sheer cost of treating those diseases is becoming prohibited for Governments across the Caribbean. On this note, he urged persons in the Region to be more mindful of what they consume as he also underscored the need for daily physical activity.

n light of Basic Education and Literacy being one of the six areas of focus of Rotary International, the Rotary Club of Georgetown partnering with the Education Ministry to set up book clubs across Guyana hosted a raffle to raise funds for the venture.

On Saturday, the organisation hosted its grand drawing of a Kia vehicle along with six months of free auto insurance, compliments of the GTM Group of Insurance Companies.

Minister within the Education Ministry with responsibility for Culture, Youth and Sport Nicolette Henry performed the honours of drawing the winner’s name at Courts, Main Street.

When winner Mohan Narine’s name was called, he displayed amazement that he won the grand prize after only purchasing one ticket.

Additionally, a number of other household items were up for grabs as consolation prizes.

Speaking with this publication, immediate past president of the Rotary Club of Georgetown Lisa Cox stated that the funds raised will go towards the purchasing of a Bookmobile for the National Library.

The National Library has been offering the Bookmobile service for 31 years with the first Book Mobile service offered to the public on 25 April, 1984.

The mobile service is an asset in the provision of library service since it allows the young and elderly to have access to books. The Book Mobile membership stands at 3000.

orld number one Serena Williams beat German fourth seed Angelique Kerber to win a seventh Wimbledon and 22nd Grand Slam title.

The American, 34, coped with a gusty wind on Centre Court to win 7-5 6-3 and equal Steffi Graf’s Open era record of major titles.

Kerber had beaten Williams in the Australian Open final in January but could not produce another shock.

Williams ends a losing run at Slams stretching back to Wimbledon last year.

Fourteen years since she first won Wimbledon, Williams claimed the title for a seventh time after dropping just one set all tournament.

The world number one banished memories of last year, when she fell two matches short of a historic calendar Grand Slam, and of losing in the Australian and French Open finals this year.

“It’s been incredibly difficult not to think about it,” she said of finally winning number 22.

“This court definitely feels like home, I have a match later today in the doubles, so I’ll be back out.”

Kerber, 28, was the outsider but buoyed by her win over Williams in Melbourne, and the swirling wind added another element of uncertainty to the final.

The German’s serve was under pressure immediately but after she saw off three break points in the second game, Kerber managed to contain Williams for the

most part with her relentless hitting from corner to corner.

A pumped-up Williams roared in celebration after one lunging volley, and again when three serves got her out of trouble at 5-5, and it was Kerber’s resistance which broke first.

After a carefully managed 12 games the German made only her fourth and fifth errors of the set to fall 15-40 behind, before Williams converted her second set point with a thumping backhand into the corner.

Kerber was not about to fold, however, finally earning her first break point of the match at 3-3 in the second set after one hour and 13 minutes - only to watch as Williams hammered a

Centre Court turf.

Later on Centre Court, Serena and sister Venus claimed their sixth Wimbledon women’s doubles title - and 14th Grand Slam trophy - with a 6-3 6-4 win over Timea Babos and Yaroslava Shvedova.

n the absence of team Coco riders, team Evolution once more dominated proceedings as Marlon “Fishy” Williams crossed the line unchallenged in 1 hour 17 minutes and 54 seconds to win the 35 laps feature race of the 16th edition of the P&P Insurance Brokers and Consultants Limited cycling programme.

The 11 race programme got under way under brilliant sunshine and conditions ideal for cycling at the inner circuit of the National Park.

In the feature race, team Evolution’s Orville Hinds wasted little time, making a solo move in the 5th lap and was joined by his teammate Marlon Williams and the young We Stand United (WSU) rider Raphael Leung in the 6th. The trio rode together for a number of laps but it was inevitable that the resistance of Leung would

break under the persistent pressure of the more seasoned Evolution riders. The duo of Hinds and Williams would catch on to and lap the main pack with 10 laps remaining and with their assistance would go on to eventually reel in and lap Leung who rode a great race to that point. With first and second already determined, Raul Leal outsprinted the bunch to claim third, ahead of Akeem Wilkinson to complete an Evolution top four finish.

Defending champion Paul DeNobrega and his Alanis teammate Christopher Griffith finished fifth and sixth respectively.

Nigel Duguid won the Juveniles 10 laps ahead of Raphael Leung and Christopher Cornelius while Jaikarran Sukhai won the veterans under-50 five laps with Ian Jackson placing second and Bochel Samaroo third.

In the veterans over 50, first

place went to Andrew Spencer followed by Kennard Lovell and Linden Blackman. The Mountain Bike category was won by Nicholas Alphonso with Seon Budhan and Jason Herbert coming in second and third respectively.

Adelae Hodge won the boys 12 – 14 years three (3) laps while Zab James won the 9-12 years three (3) laps and John Niles won the 6-9 years two laps.

The event was organized

Inventive Froome takes charge after stunning attack

riton Chris Froome stunned his passive rivals to snatch the overall leader’s yellow jersey in the Tour de France when he won the eighth stage with a lightning attack on the final descent on Saturday.

The Team Sky rider sped away from a group of overall favorites at the top of the last of four grueling climbs in the Pyrenees and never looked back as he raced down at breakneck speed towards the line.

The defending champion, who is chasing a third Tour title, finished 13 seconds ahead of Ireland’s Dan Martin (EtixxQuick Step) and Spaniard Joaquim Rodriguez (Katusha).

Last year’s runner-up Nairo Quintana (Movistar), who failed to attack on a searing hot day, was in the group featuring Martin and Rodriguez.

“It was a bit of fun. I thought I would give it (attacking downhill) a try. That was real old-school bike racing,” said Froome.

Expected to attack on the

climbs, the Briton took his opponents by surprise.

After reaching the top of Peyresourde first, Froome pedaled away as Quintana and others failed to react promptly, taking risks on the descent as he put his whole weight onto the front of his bike in a position reminiscent of Graeme Obree in the 1990s.

Quintana, Froome’s main rival, looked comfortable on the climbs but never attacked and his passivity at the top of Peyresourde cost him dearly.

The Colombian is sixth overall 23 seconds off the pace before Sunday’s biggest Pyrenean stage up to Andorra Arcalis, where Froome is widely expected to try and hammer the opposition with one of his trademark accelerations.

There were a few accelerations on the final climb but nothing violent enough to drop Froome, although one of them was fatal to Contador, who slipped further down the rankings after being injured in crashes in the first two stages.

Hamilton beats Rosberg to Silverstone pole

ewis Hamilton took a superlative pole position ahead of teammate Nico Rosberg at the British Grand Prix.

The Mercedes drivers were in a league of their own as Hamilton beat Rosberg by 0.319 seconds, ahead of Red Bull’s Max Verstappen and Daniel Ricciardo.

There were tense moments for Hamilton after he had his first pole lap time deleted for exceeding track limits.

But he nailed it on his final lap as Rosberg failed to get close at Silverstone.

They have been given a “final warning” by their Mercedes team boss Toto Wolff after their crash together on the final lap of the Austrian Grand Prix last weekend and risk being dropped from a subsequent race or heavy fines if they do it again.

Verstappen, who outqualified Ricciardo for the first time since being promoted to Red Bull at the Spanish Grand Prix back in May, was 1.026 seconds behind the Mercedes and 0.305secs clear of Ricciardo.

he Guyana Amazon Warriors continued their unbeaten run in the 2016 Hero Caribbean Premier League (CPL) when they handed the St. Kitts and Nevis Patriots their fourth defeat in five matches, with a four-wicket thumping on Saturday at the Guyana National Stadium, Providence.

Set a paltry 108 to win, the home side reached the target with 22 balls to spare, romping to their fourth straight win on the trot from as many matches.

When the run chase began, Dwayne Smith (05) fell victim to a simple caught and bowled by spinner JonJon Smutts’ first over, the second of the innings. It was Captain Martin Guptill who added to the steaming heat with a scintillating innings, as it seemed a completely different pitch when he was on strike, smashing the spinners for some towering maximums. The Warriors raced to 60 for 1 at the end of the Power Play, mainly due to Guptill’s brilliance of four sixes and three fours in his 22-ball 43.

Lynn played another anchoring innings of 34 (4x2; 1x6) from 37 balls to push the team close to their second consecutive victory at home. Guptill and Lynn put on 60 runs in a match winning partnership for the second wicket.

The middle-order looked a bit feeble once more with Jason Mohammed (04), Christopher Barnwell (00), Anthony Bramble (01) falling in the space of two overs, giving the Patriots a sniff of a chance but the experienced Sohail Tanvir along with Steven Jacobs eased the team over the line

in hot conditions in front of thousands of screaming fans. The Patriots spinners; Smutts, Shamsi and Badree all threatened but the batters just didn’t put enough on the tins to create an upset.

Earlier, Patriots won the toss but suffered a slow start due to some tight bowling by the Warriors.

Struggling Knight Riders face confident Warriors

uyana Amazon Warriors holds the edge as they enter tonight’s Caribbean Premier League game against arch rival Trinbago Knight Riders (TKR) at the National Stadium here. The host is on a successful run and will aim to maintain it for a fifth successive win.

It will be the second clash between the two teams in this year’s tournament which Guyana has dominated so far.

In the first battle between the two teams, Guyana won by six wickets, compliments of a Chris Lynn knock coupled with quality bowling by Sohail Tanvir and Veerasammy Permaul.

The Warriors have brushed aside all opponents in their way except the Barbados Tridents and St. Lucia Zouks who they are yet to meet. And tonight’s prediction is certainly the same as the Warriors have in its advantage, home support, batsmen who know how to win matches, a pitch their opponents are failing to adapt on and a trio of spinners namely Adam Zampa, Permaul and Steven Jacobs, who continue

to mesmerize batsmen.

Those three spinners along with duo pacers Sohail Tanvir and Rayad Emrit form a quintet attack that has been destructive so far.

The Warriors, yet to set a total, are doing a perfect job at chasing targets, standing at a 100 percent winning rate in their matches to date. If it is not their skipper Martin Guptill the responsibility falls on the shoulder of Dwayne Smith or Lynn or Jason Mohamed who have all played a significant/s innings to secure a win for the Warriors. Wicket Keeper batsman Anthony Bramble and Tanvir have also contributed with the bat.

The two time runners up is off to a great start and if they continue on this path then winning the title should not be an issue.

In contrast to the Warriors, current champions TKR are off to a horrible start with one win from four games home matches. Their batting which comprises the vast talent and experience of Brendon McCullum, Hashim Amla, Umar Akmal, Colin Munro and Dwayne Bravo, is yet to

efending champions Barbados rebounded from their first round loss to Trinidad and Tobago to defeat Jamaica by eight wickets in a low scoring encounter played yesterday at the Enmore Community Development Centre Ground, East Coast Demarara.

Spearheaded by West Indies all-rounder Deandra Dottin and Shamilia Connell who combined to take seven wickets between them, Barbados was able to route Jamaica for a small total of 47 all out in 19 overs. Dottin ended with figures of 4-13 while Connell took 3-11 in a very effective bowling partnership.

Shakers Selman assisted with 2-18 while Hayley Matthews claimed one wicket.

Rashada Williams made eight and West Indies captain Stephanie Taylor was out cheaply for six runs as none of Jamaica’s batters reached double figures.

Replying to a very small total, Barbados raced to 50-2 in 11.5 overs, with Dottin re-

maining unbeaten on 19 to cap a good all round match.

Shaquana Quintyne made 17 while Hayley Mathews scored 12 not out. Kaycia Knights was the other wicket that fell, she made naught.

The winners now have four points from two games and are joined on points with Guyana, Leewards and Windwards who are all yet to play again due to the weather condition and wet outfields. Trinidad and Tobago lead the point standings while Jamaica is in the cellar position on two points.

Also yesterday, the scheduled matches between host Guyana and Trinidad at Enmore and the Leewards and Windwards clash at Everest were abandoned without a ball being bowled.

The competition continues on Monday with Guyana set to take on Barbados at Enmore, Jamaica will play Windwards at Everest and Leewards will clash with Trinidad at Enterprise.

All matches are scheduled to commence at 9:30 hrs.

Having now recovered, he is eligible once again to be a replacement player. He replaces Javon Searles who picked up an injury to his right shoulder and has been sidelined for the remainder of the tournament. Ramdin along with Ramnaresh Sarwan could be

given the nudge to play due to their experience especially on the Providence track.

Whatever the case in terms of selection for the TKR, its batsmen must be able to bat on a slow wicket and endure for 20 overs of mostly spin bowling.

The match is scheduled to get underway at 19:00 hrs with Leslie Reifer Jr. and Peter Nero as the on field umpires while John Ward is the Third Umpire and Shannon Crawford the fourth official.
