hile still not accepting its findings, Government handed over the controversial Rodney Commission of Inquiry (CoI) Report to the Speaker of the National Assembly, Dr Barton Scotland on Wednesday morning and it will soon be up for deliberation in the National Assembly.

Attorney General and Legal Affairs Minister Basil Williams, accompanied by Public Security Minister Khemraj Ramjattan, handed over Report within the parliamentary chambers.

The document was finally presented just one day before Opposition Chief Whip Gail Teixeira was scheduled to bring a motion to the National Assembly for Government to stop delaying and release the report.

The report compiled the findings

of a CoI that was established by former President Donald Ramotar to probe the circumstances surrounding the death of renowned Guyanese and Leader of the Working People’s Alliance (WPA), Dr Walter Rodney, who was killed when a bomb exploded in his lap while he sat in his car on June 13, 1980, during a time of intense political activism.

The document was first presented to the Government in February after close to two years of public hearings.

Addressing the media shortly after handing over the Report, the Attorney General expressed concerns about the “flawed” contents of the report.

“We must recognise that a lot of injustice has been done to certain persons who would have been named during that process and re-

ally were not afforded the opportunity during the currency of the inquiry, to give evidence,” he posited, maintaining that there was obviously a clear agenda ahead of the commencement of the public hearings.

Williams also disclosed that in light of the fact that the report implicates the People’s National Congress (PNC) in the assassination of Dr Rodney, the party will soon be calling a press conference to publicly comment on those findings.

The Rodney Report confirmed the age-old belief that Dr Walter Rodney was indeed a victim of a State organised and politically orchestrated conspiracy under what is commonly referred to as the “Burnham Dictatorship”.

A great debate has since erupted over the purpose these revelations really serve, with many contending that millions of taxpayers’ dollars were wasted to uncovered a truth all Guyanese already knew.

Others, however, argued that the contents of the report equates to justice finally being served.

WPA Executive Member David Hinds had blogged that the findings – though they revealed nothing new – make a huge difference, in having the details officially documented.

“We have been vindicated.

Walter Rodney lives anew,” Hinds had stated.

Meanwhile, copies of the report were dispatched to Opposition Leader Bharrat Jagdeo and Dr Rodney’s family, as well as members of the coalition Administration.

esidents of Beezie, Enmore, East Coast Demerara, are at their wits’ end with authorities in the village, as a waterway remains clogged with garbage and debris, creating an unbearable stench.

The waterway under a koker at the corner of what is popularly known as “Market Street” is jammed with dozens of empty plastic bottles, Styrofoam boxes, insecticide cans and plastic bags, among other hindrances to the free flow of water.

Coupled with that, the residents, who spoke on condition of anonymity, pointed out that the waterway, which drains into a larger canal, has become significantly smaller over the years.

The villagers claim that this is the direct result of the Neighbourhood Democratic

Council (NDC) workers leaving debris removed from the waterway on the road shoulder whenever they clean.

One resident said he has made several complaints to the NDC office, but no effort has been made to remedy the situation, which has been affecting them for weeks. He stated that the Overseer has also been informed of the pile-up at the mouth of the koker.

With the water now stagnant, the surrounding area has developed an unbearable stench, and the canal is now a breeding ground for mosquitoes. The residents warned that it was now only a matter of time before persons became seriously ill.

Efforts to contact the NDC office on Wednesday proved futile.

President concedes cheap electricity, youth employment should have been top priority

hile many have reviewed the A Partnership for National Unity/Alliance For Change (APNU/AFC) Administration’s first year in office following the May 11, 2015 General and Regional Elections, looking back President David Granger said there were some areas on which he wished he had placed more emphasis.

Speaking during an early broadcast of the weekly televised programme “The Public Interest”, the Head of State, when asked about what his Administration should have done that was not done over the past year, said that more priority should have been given to cheap and clean electricity and the creation of jobs for young people as well as the education sector.

“I would have, at the start, paid a lot more attention to the environment and the need to generate cheap electricity. I would have done that a year ago, rather than trying to do it now. Secondly, I will pay more attention to getting children to stay in school, and thirdly, would be job creation,” he stated.

According to Granger, the economy has not been able to produce sufficient jobs to reduce the country’s unemployment rate, especially among youths. In this vein, the President said that the investors must allow micro-enterprises to flourish, in particular in agro-processing.

“I believe that there is a lot

more scope for getting women and young folk into agro-processing and micro-enterprise.

That is the way forward, when young people can look forward to employment in that (area),” he stated. “I would have liked to engage the Private Sector to create funds for micro-enterprises.”

These funds, he opined, can be used to give entrepreneurs a start and enable them to take off with whatever venture they are interested in.

Nevertheless, the President pointed out that in order for young people to get the jobs they want, they need to stay in school to better qualify themselves.

On this note, he highlighted his desire to get more children into schools and keep them there. “We want to keep our children in school and I think that is something that I haven’t fully accomplished.

I’d like to do much more,” he stated.

According to the Head of State, the process he has adopted – that is, the distribution of school buses and bicycles, as well as the ‘hot meals’ initiative, is slow, but he remained optimistic that it would gain momentum in attracting more children to attend school, so that they can get a higher standard of education.

On the issue of generating cheaper electricity, Granger posited that Government has to lead the way in terms of ensuring a ‘Green Economy’, a policy which his

Administration has employed.

In acknowledging the effect the high cost of energy has on the local manufacturing sector and the deterrent it is to foreign investors, the President outlined that there needed to be more wind farms, more solar farms, more hydro projects and more bio-mass so that every community can have access to cheaper energy.

“You cannot get very far without cheaper energy… You cannot have competitive manufacturing out there without cheap energy and that has been a big problem. The way I put it is that we have an oil addiction and any time somebody wants to use power, the first talk is about gasoline or diesel,” the Head of State stressed.

President Granger, nonetheless, assured that Government intended to

change this practice and rely more on sustainable energy.

He further urged the manufacturing sector to adopt new technology in order to utilise clean energy.

Going forward, the President said more focus would be placed on these three priority areas to have more done in developing them.

Meanwhile, the Guyanese Head of State said he was very positive about the achievements of his Administration, stating that it was able to cover a lot of ground” over the past year. He mentioned his “very muscular” Cabinet of 15 Ministries, noting that he was convinced the Ministers know their roles and have been performing their duties “exceptionally.”

Furthermore, President Granger went on to highlight that under his Administration, the security sector has been strengthened in some areas while adding that more work needed to be done in others.

“We’ve made a lot of progress in trying to reduce crime; for example, piracy is almost unheard of now. There is a lot of interpersonal violence, but generally we have been able to bring the murder rate down apart from the domestic violence crimes,” he stated.

The President also mentioned the fact that within its first year in office, his Administration had managed to host Local Government Elections after more than 20 years without such elections.

Sugar production declines after first crop – GuySuCo

A

s the challenges in the sugar industry continue, sugar production has decreased. In a review of the first crop for 2016, the Guyana Sugar Corporation (GuySuCo) announced on Wednesday that it experienced a shortfall of 29.3 per cent with actual production of 56,825 tonnes compared with a target of 80,270 tonnes.

According to the Corporation, an audit of the production, which usually takes place at the end of each crop, is currently underway.

However, GuySuCo advised that it was not expected that

the final figure would “vary significantly”.

The shortfall, according to GuySuCo, was attributed to the El Niño weather conditions which it said “severely dried out the canes” which led to constrained cane growth and reduced sugar content.

“The shortfall is bound to have significant financial implications for an already cashstrapped industry. It would, therefore, necessitate management considering further strategies for re-organisation of the industry with a view of making the Corporation a viable business entity,” it added.

Despite the challenges the management said that it was “sparing no effort in carving out creative and innovative pathways to lift the Corporation out of its current

financial state”. It was further noted that management was currently strategising to retain current skills and competencies into proposed diversified projects.

Vending and vendors

N

ow that the vendors in front of Stabroek Market have been relocated to Hadfield and Lombard Streets, and the storm and fury has subsided, at least for the next three months when they are due to be evicted once again, it is hoped by then the administrations – both central and city – would have crafted a coherent policy to deal with the phenomenon. Vending, like poverty, to which it is evidently related, will always be with us.

After the abolition of slavery, as Georgetown’s population ballooned with the influx of the newly freed mass of humanity from the sugar plantations, Guyana was one of the early countries to confront what is now a global challenge: how do the authorities deal with vending and vendors as the world becomes increasingly urbanised. The United Nations projects more than 60 per cent of all humanity will live in cities by 2030. In Guyana, most of the new arrivals had to scrounge for the available menial labour and those who could not even find employment there – especially women who depended on being domestics in the town, turned to the informal sector. In the case of Guyana, this was primarily vending.

Even in the developed world, the financial sector and Information Technology are throwing large numbers of urban residents into the informal economy. In Guyana, Georgetown has never been able to provide adequate employment opportunities for its entire populace and vending continues into the present to provide succour for the poor and powerless. Studies confirm that street vending contributes to job creation, income generation, and distribution, and conveniently provides goods and services even to middle class persons adversely affected by the economic downturn.

In this regard, street vending provides a viable alternative for subsistence living in urban areas, when formal employment as it is in Guyana is high. It also helps cut down crime, prostitution, and other antisocial activities.

Vending is attractive because, like other activities in the informal sector, it is characterised by ease of entry and selfemployment while admittedly generating fairly low levels of income.

Despite a general belief that street vending will recede as economies develop and income rise, it is actually on the increase in many places and Guyana cannot wish it away.

Numerous studies have shown that urban vendors represent a strata of entrepreneurial energy that if harnessed properly can provide employment opportunities to many of the poor and at the same time develop linkages with the formal economy.

The authorities therefore cannot continue to use vendors and vending as political football. In consultation with the vendors, they must craft policies and regulations in addition to providing services, infrastructure facilities and institutional support programmes for them. One researcher enumerated some of the specific tasks that must be accomplished to address the following challenges: “Difficulty in finding secure spaces to sell; harassment, demands for bribes, evictions from selling places, arrest, and confiscation of goods by authorities, who often see street vendors as a nuisance or obstruction to other commerce and to traffic. Also lack of services and infrastructure, such as water, electricity, waste removal, latrines, shelter, storage space, and financial services.”

But there are negative aspects of street vending that cannot be swept under the rug. As we know only too well in Guyana, street vendors are seen as creating congestion, undercutting formal businesses, by squatting on pavements or erecting structures, which are in violation of building codes and zoning regulations. When they squat on pavements they force crowds onto the streets and cause traffic hazards. Food vendors as especially noted for creating litter and garbage which can become health hazards.

In the short-term, City Hall has to identify commercially viable free spaces to accommodate vendors permanently and declare a limit to their numbers by licences. They should be identified by official badges that bear their photographs.

There should be training programmes for street vendors that focus on entrepreneurship and creativity in addition to micro-credit services from financial institutions.

Group reflecting on Guyana’s 50th Independence applauded Dear Editor, Guyana celebrates her independence anniversary on May 26; an achievement that took place 50 years ago. This Friday in New York, a group comprising of members from several organisations have come together to reflect on the 50 years of independence and to honour deserving individuals who played a role in the independence movement and the restoration of democracy. The complimentary event (dinner and cultural presentation) is a simple but very important, ceremony that recognises the wholeness of our Guyanese society, paying tribute to people of all backgrounds for their contributions for a better Guyana and for improving life in the Diaspora.

I applaud the work of the Year 50 Independence Committee and its Chair, Dr Tara Singh for putting together such a historic remembrance event to honour forgotten (or unsung) heroes who fought for the nation’s freedom and restoration of democratic rule after our freedom was taken away by the People’s National Congress (PNC).

Dr Singh has been the motivating and driving force behind this Committee, and his active involve-

ment along with the rest of the Committee in seeing it through to its end – is itself an achievement worthy of honour. It has taken many weeks of dedicated service, a lot of personal funds, sacrifice of social and family life, and an abiding commitment to organise this momentous event. Members calling themselves the ‘Y50 Independence Group’ have been passionately committed to this cause and to their community and Guyana, as evidenced by their attendance at meetings, sacrifice, financial contribution, and hard work. They deserve much credit and support from the public; especially that they see the need to honour people who were never recognised for their contribution to the nation.

The (New York based) Committee members through this historic 50th independence anniversary reflection are rendering yeoman service to the Guyanese Diaspora. It is unprecedented for individuals from several organisations to come together and for seeing the need to pay tribute to individuals who successive Governments in Guyana have failed to recognise for their work in helping to

liberate the Guyanese nation. Such liberation took place during the struggle for independence and against the establishment of the PNC dictatorship.

Recognition is also being done for those, through their varied activities, who have contributed to the development of communities in the Diaspora and for contributing to their new societies. The honour (medal or award or citation) being bestowed on the unsung heroes (some who have passed on) is given in recognition for as well as an acknowledgement and appreciation of their many years of voluntary services and contributions to our nation and our community. They are worthy examples that serve as inspiration for others to follow. They have distinguished themselves in their respective fields of honour. They gave unwavering support to independence and free and fair elections. It is this quality of giving to humanity and serving people above self that make them worthy of these awards. They have acted for Guyana based on love.

The Y50 Independence Committee notes that “the event is a reflection into the struggle and challeng-

es that lie ahead for the Guyanese nation”. It notes there is nothing to celebrate about when thousands of workers have been fired. It points out there is spiralling crime and a declining economy.

And the country is more racially divided than ever.

Hence, the Committee is engaged in a reflection and not a celebration of the 50th anniversary.

I applaud the work of the Committee’s members, encouraging them to continue their stellar service to the Diaspora and the nation.

And I express the deepest appreciation and admiration for the service that each honouree rendered to our country, our people, our community, our society and our Diaspora.

I hope the honourees will continue to play an important role in our country’s development so that every Guyanese can live in comfort and peace and in racial harmony. It is also hoped that one day the Guyanese Government will recognise the work of these fine characters (honourees and organisers) who have been ignored by successive Governments.

No worker to be sent home – Gafoors - some to be paid 50 per cent while off job

ollowing the blaze at the Gafoors Houston Complex on Monday, the company on Wednesday commenced the relocation of workers to its other branches.

The calamitous fire left over 530 employees with questions as to whether or not they would have to seek alternative employment but the company’s Executive Chairman Sattaur Gafoor after the meeting with the workers as well as the company’s Board members on Wednesday, came to a decision that the employees, who live within close proximity of the Parika, East Bank Essequibo; and Beterverwagting, East Coast Demerara branches would be temporarily relocated to those locations.

He related that repair works will soon commence at of the Houston Complex.

However; it was noted that efforts to create temporary working facilities for some staff are already underway.

He further announced that those workers who were directly affected by the blaze and those that would not be relocated will be given 50 per cent of their salaries during the period that they would be off the job.

According to the Executive Chairman, those workers contact information have

been gathered and recorded, and they have been guaranteed half of their salaries.

“Those persons who were affected by the fire, we are taking their names, telephone numbers and we are guaranteeing them a percentage of their salary not less than 50 per cent for the period of time that they are off,” Gafoors said on Wednesday.

He also related that as soon as the company receives the word from the fire department that they can commence repairs on the destroyed sections, the work will begin to have the Complex ready for operations once again.

“As soon as we get permission from the fire department that we can go and clean up, they will be coming back which should be in about a week’s time.”

Meanwhile, workers have voiced their appreciation for the decision taken by management about their employment. One porter explained that he was unsure about whether or not he would be relieved of duty due to the immense losses that his employer incurred. “Man, the boss is a good man. He does only want good for the workers but in this situation we wasn’t too sure what woulda happen.

I mean ah sure he wouldn’t ah want fire we but with the

amount of damage and the money that he lose, we didn’t too sure where we stand,” he stated.

Another worker explained that he too is relieved with the news of the temporary transfer.

“I glad man, it ain’t easy to find wuk these days so is a worries off ah me now that we know we still got a wuk,” he explained.

A sales representative also related that she is quite thankful that Sattaur Gafoor has taken his employee’s wellbeing into consideration when making his decisions.

“We knew he would ensure that we are not left to wonder what next to do. They assured me that I would be moved to another branch until they begin working here again so I am very happy,” she said.

The popular Gafoors Shopping Complex located at Houston, Greater Georgetown, went up in flames on Monday afternoon as workers were leaving work for the day. Reports are that the fire started about 15:00h in Bond Number Three, which contained fishing equipment. Despite attempts by firefighters from the Guyana Fire Service to contain the blaze, the fire quickly engulfed the building.

New UG Chancellor installed

T

he University of Guyana (UG) is set to achieve a greater level of resonance following the installation of its ninth Chancellor, renowned educator, Dr Eon Nigel Harris.

The George Walcott Lecture Theatre (GWLT), of the Turkeyen Campus, was home to pomp and ceremony Wednesday evening when President David Granger, Ministers of the Government, members of the diplomatic corps and representatives of other local, regional and international institutions gathered to witness the inauguration of Professor Harris, who colleagues said has a remarkable record of service as a researcher, administrator and an accomplished university leader.

Harris has occupied the seat of Chancellor, replacing Dr Compton Bourne, whose two-year term ended back in 2011. He recently demitted office as Vice Chancellor of the University of the West Indies (UWI), after serving for some 11 years.

Principal and Pro Chancellor of the University of the West Indies, St Augustine Campus, Professor Clement Sankat said UG has inherited a “remarkable human being”, who has been instrumental in transforming the status quo at UWI, expanding the scope of tertiary education throughout the Caribbean.

“It is his leadership which saw an unprecedented enrolment in the University of the West Indies, from 29,000 students to 50,000 students; serving all 17 countries of the University…he was the Vice Chancellor who established the fourth campus and the newest campus, so that the University could better serve the needs of the Small Island Developing States of the Caribbean and to also engage in online and distance education.”

to work together to raise the standard of Guyana’s premier tertiary institution.

He said while UG has been able to prosper over the last 50 years, it is important that Guyanese reflect on the developments and advancements around the world.

He spoke of the astounding global events that have transformed the world, noting that Guyana and its university need to come up to standard He said that while Guyana should not shy away from celebrating its achievements, the most optimistic must see that progress has been insufficient and that considerable work needs to be done to change the prospects.

According to Dr Harris, given the profound changes in the world, it is imperative that all understand the need to participate in the global revolution. And the University must be a critical participant in the change. And it must be done between two narratives of Guyana, one where the World Bank had recorded the country as having low

income, low life expectancy, with poor schooling and the other, from an infomercial published by Forbes Magazine, which spoke of the country’s magnificent natural resources.

“It is for us to decide which Guyana we want – one that is the second poorest in the Western Hemisphere with relatively low life expectancy and average income compared to our neighbours, or one that celebrates and sustainably capitalises on our vast forests and biodiversities.”

He said the change can only occur if university academics and administrators, Private Sector representatives and leaders of Government create a vibrant alliance to transform the institution.

Dr Harris, while as Vice Chancellor of the University of UWI, held many other leadership posts. He served as Chairman of the Caribbean Examination Council (CXC) and was elected Chairman of the Association of Commonwealth Universities.

Healthy teeth for life: 10 tips for families 1. Start children early. Despite great strides in decay prevention, one in four young children develops signs of tooth decay before they start school. Half of all children between the ages of 12 and 15 have cavities. “Dental care should begin as soon as a child’s first tooth appears, usually around six months,” Caryn Solie, RDH, President of the American Dental Hygienists’ Association, tells WebMD. “Teeth can be wiped with a clean, damp cloth or a very soft brush. At about age 2, you can let kids try brushing for themselves – although it’s important to supervise.”

2. Seal off trouble. Permanent molars come in around age six.

Thin protective coatings applied to the chewing surfaces of the back teeth can prevent decay in the pits and fissures. According to the Centres for Disease Control and Prevention, sealants can significantly reduce caries. Yet only one in three US children receives dental sealants. Talk to your dental professional.

3. Use enough – but not too much – fluoride. The single biggest advance in oral health has been fluoride, which strengthens enamel, making it less likely to decay. Three out of four Americans drink water that is fluoridated. If your water isn’t fluoridated, talk to your dental professional, who may suggest putting a fluoride application on your teeth. Many toothpastes and mouth rinses also contain fluoride. Fluoride should be used sparingly in young children -- no more than a pea-sized dab on the toothbrush. Too much can cause white spots on teeth.

4. Brush twice a day and floss daily. Gum disease and tooth decay remain big problems – and not just for older people. Three-fourths of teenagers have gums that bleed, according to the ADHA. Along with the basic advice, remember: Toothbrushes should be changed three to four times a year.

Teenagers with braces may need to use special toothbrushes

and other oral hygiene tools to brush their teeth. Talk to your dentist or orthodontist.

Older people with arthritis or other problems may have trouble holding a toothbrush or using floss.

Some people find it easier to use an electric toothbrush. Others simply put a bicycle grip or foam tube over the handle of a regular toothbrush to make it easier to hold.

5. Rinse or chew gum after meals. In addition to brushing and flossing, rinsing your mouth with an antibacterial rinse can help prevent decay and gum problems.

meal can also protect by increasing saliva flow, which naturally washes bacteria away and neutralises acid.

6. Block blows to teeth.

Sports and recreational activities build healthy bodies, but they can pose a threat to teeth.

Most school teams now require children to wear mouth guards.

But remember: unsupervised recreational activities like skateboarding and roller-blading can also result in injuries. Your dentist can make a custom-fitted mouth guard. Another option: buy a mouth guard at a sporting goods store that can be softened using hot water to form fit your mouth.

7. Don’t smoke or use smokeless tobacco. Tobacco stains teeth and significantly increases the risk of gum disease and oral cancer. If you smoke or use chewing tobacco, consider quitting. Counsel your children not to start.

8. Eat smart. At every age, a

healthy diet is essential to healthy teeth and gums. A well-balanced diet of whole foods – including grains, nuts, fruits and vegetables, and dairy products – will provide all the nutrients you need. Some researchers believe that omega-3 fats, the kind found in fish, may also reduce inflammation, thereby lowering risk of gum disease, says Anthony M. Iacopino, DMD, PhD, dean of the University of Manitoba Faculty of Dentistry.

9. Avoid sugary foods.

When bacteria in the mouth break down simple sugars, they produce acids that can erode

tooth enamel, opening the door to decay. “Sugary drinks, including soft drinks and fruit drinks, pose a special threat because people tend to sip them, raising acid levels over a long period of time,” says Steven E Schonfeld, DDS, PhD, a dentist in private practice and spokesperson for the American Dental Association. “Carbonated drinks may make matters worse, since carbonation also increases acidity.” Sticky candies are another culprit, because they linger on teeth surfaces.

10. Make an appointment.

Most experts recommend a dental check-up every six months – more often if you have problems like gum disease. During a routine exam, your dentist or dental hygienist removes plaque build-up that you can’t brush or floss away and look for signs of decay. A regular dental exam also spots: * Early signs of oral cancer.

Nine out of 10 cases of o r a l cancer can be treated if found early enough. Undetected, oral cancer can spread to other parts of the body and become harder to treat. * Wear and tear from tooth grinding. Called bruxism, teeth grinding may be caused by stress or anxiety. Over time, it can wear down the biting surfaces of teeth, making them more susceptible to decay. If your teeth show signs of bruxism, your dentist may recommend a mouth guard worn at night to prevent grinding. * Signs of gum disease. Gum disease, also called gingivitis or periodontitis, is the leading cause of tooth loss in older people.

“Unfortunately, by the time most people notice any of the warning signs of periodontitis, it’s too late to reverse the damage,” says Sam Low, DDS, professor of periodontology at the University of Florida and president of the American Academy of Periodontology. Periodically, your dental professional should examine your gums for signs of trouble. * Interactions with medications.

Older patients, especially those on multiple medications, are at risk of dry mouth, or xerostomia.

Reduced saliva flow increases the risk of decay and gum problems.

As many as 800 different drugs cause dry mouth as a side effect, says Iacopino, dean of the University of Manitoba Faculty of Dentistry. “Always tell your dental professional about any medications you take,” he says.

A change in prescriptions may help alleviate the problem. Salivalike oral mouthwashes are also available.

“Almost all tooth decay and most gum disease can be prevented with good oral hygiene,” says Solie. “We’re talking about taking a few minutes each day to brush and floss. That’s not a lot in return for a lifetime of healthy teeth and gums.” (www.webmd.com)

While it may be tempting to think baby teeth are no big deal, in fact they can become so decayed that crowns or caps are needed. This is particularly true if the toddler is young and it will be several years before t h e baby teeth will b e gin t o fall out on

their own. So caring for your toddler’s teeth is a good idea. Here are some tips.

Start early

From the time of the first tooth, keep it/them clean.

Use plain water and gauze or a washcloth to clean infant teeth twice a day. Then, when your toddler is about two to two and a half, you can use a small, soft-bristled toothbrush twice a day. At

this point, experts still advise that you use plain water and no toothpaste.

Clean your child’s teeth

While it’s considered a good idea to foster independence in your child, helping him clean his teeth is necessary until he is elementary school age, say experts.

Some even advise cleaning your child’s teeth for him until he is able t o write i n cursive!

If you are not c o m f o r t able doing the whole job yourself, consider supervising and checking the brushi n g process, and do any “touch ups” that may be necessary.

Baby bottle decay

It’s not a good idea to let your baby go to sleep while sucking on a bottle of juice, formula or milk.

Interestingly, sources note that babies who fall asleep while nursing do not experience the same level of decay as bottle-fed babies who are given a bottle at naptime and/or bedtime. So if your baby is bottle-fed, it’s probably not a good idea to give your baby a bottle while going to sleep – unless it’s got plain water in it or something sugar free. (The sugars in the liquid are what cause the decay, experts say.)

Early dental visits

Statistics show that toddlers who visit the dentist by the age of one have fewer dental problems and lower levels of decay. One year old does seem young for the dentist. If you start early, visiting the dentist will become a normal routine for your toddler and won’t be a “big deal” as it might be if you waited.

When to use toothpaste

Professionals note that fluorosis – or too much fluoride in the system – is a potential risk of using fluoridated toothpaste too early.

Young children tend to swallow toothpaste, so it’s recommended that you use a fluoride-free toothpaste until your child reliably refrains from swallowing his toothpaste. (childdevelopmentinfo.com)

Mentally ill man sets Agricola house on fire

The completely gutted house

fire, which was allegedly set by a mentally ill man, completely gutted an Agricola home in the wee hours of Wednesday morning.

The fire was detected at about 02:15h in the upper flat of the two-storey wooden and concrete structure located at Lot 20 Agricola Public Road, Greater Georgetown.

The building was occupied by Carletta Cupidore and her brother Carl James, who suffers from mental illness. According to reports received, this is the second time the mentally ill man has set the house – which the brother and sister inherited from their parents – on fire.

On the first occasion, the blaze was extinguished but this time; it gutted the home, leaving the occupants homeless.

Cupidore when contacted by Guyana Times said that she was not at home at the time of the fire but after being informed, she rushed to the scene only to see the house engulfed in flames.

She noted that due to her brother’s reluctance to allow people in the house to assist, they were unable to salvage any household items. She also explained that she has been living at the address all her life and it was hard to see the house she inherited from her mother go up in flames.

However, she noted that her brother is being questioned by the Police and has been sent for a psychiatric evaluation.

At the scene on Wednesday morning, a neighbor explained that after the fire was detected, they rushed to render assistance but the mentally ill man stood guard at the door and did not allow anyone to gain access into the house.

“He stand up shouting that he don’t want anyone in he mother house... when we tell he that the house was on fire, he hold out...” the man related.

He noted that the fire started in one of the bedrooms and quickly caught on the PVC ceiling. By this time, he added, the entire house was engulfed in flames.

The mentally ill man reportedly ran towards the Agricola Police Outpost where he turned himself in, admitting that it was he who started the fire because he was unhappy that his sister was seeing someone.

The man further stated that the woman was recently assaulted by the man but she endured the pains without reporting him. He fur-

ther stated that she would have suffered a broken arm.

Meanwhile, Neville, another neighbour who was affected by the fire related that as soon as the fire was detected, his son-in-law drove to Houston and alerted the firefighters who were at Gafoors but by the time they arrived at the scene, the upper flat of the house was already destroyed.

Pensioner robbed after withdrawing money from city bank

inutes after making a withdrawal from a Robb Street, Georgetown bank, a Charlestown pensioner was pounced upon by a lone gunman on Wednesday and relieved of the bag containing the money and other personal items.

According to information received, Ron Ramkarran, 75, withdrew $200,000 from the bank and while he was walking along Regent Street, the lone gunman at-

tacked him.

The pensioner put up a fight, but the gunman gunbutted the elderly man to his head resulting in him receiving injuries.

Upon seeing this, a businessman who was in the vicinity discharged four rounds from his licensed firearm into the air to ward off the bandit, but instead the gunman pulled away the bag and escaped in a motor car.

From all indications, the

gunman might have trailed Ramkarran from the bank to Regent Street where he carried out the attack.

Crime Chief Wendell Blanhum confirmed the robbery occurred, and noted that the Police are in possession of the registration number of the getaway car and are continuing their investigations.

Two Mondays ago, a businessman and his wife withdrew $2.9 million from the same bank and were

robbed at La Penitence after being tailed by two gunmen in a white Toyota Corona motor car.

It was reported that on the day in question, the man and his wife had stopped to make a purchase at a grocery store near Ruimveldt Police Station when the robbery was executed.

One of the gunmen reportedly held the businessman at gunpoint and relieved him of the bag containing the money.

The three men were nabbed last Saturday after they were found tailing another businessman from a city bank. Reports are that the businessman observed that a vehicle was travelling behind him for a prolonged period and phoned the Police, who dispatched a patrol immediately. As the Police were about to intercept the vehicle, the occupants attempted to exit and join a minibus, but were captured.

Timehri murder suspect still at large

L

akeram Sankar, 21, the security guard who allegedly stabbed his drinking buddy to death during an argument on Sunday evening, is still on the run.

Sankar was accused of stabbing Kawall Persaud, 54, of Lot 17 Timehri, East Bank Demerara once to his abdomen with a broken bottle.

Crime Chief Wendell Blanhum told Guyana Times that Police ranks visited the suspect’s home, but he was not there. Several other areas were also searched, but the ranks came up empty handed.

Investigators are working with members of the community with the aim of apprehending the suspect.

The incident reportedly took place on Sunday evening at a popular drinking spot in the vicinity of the Cheddi Jagan International Airport.

Persaud succumbed to his injuries a few hours later while receiving medical attention at the Georgetown Public Hospital.

It was reported that the two drinking buddies were at the shop, but after it closed to business they remained on one of the benches and continued to drink. During the drinking spree, an argument ensued between the two men which turned into a scuffle.

It was during that time Sankar broke a beer bottle and inflicted the fatal wound on Persaud. The injured man fell onto the sandy ground, but was subsequently picked up and taken to the Diamond Diagnostic Centre, from where he was transferred to the Georgetown Public Hospital.

Unlicensed teenage driver slapped with 4 charges

n 18-year-old Georgetown man was on Wednesday granted his pre-trial liberty for causing the death of 40-yearold Narissa Spencer, who he struck down along Lamaha Street, Georgetown almost two weeks ago.

Dwayne Griffith made his first appearance before Chief Magistrate Ann McLennan in the Georgetown Magistrates’ Courts and was not required to plead to the charge which stated that on April 28, at Lamaha Street, he drove motor vehicle PTT 9623 in a manner dangerous to the public, thereby causing the death of Spencer.

Griffith was also charged with driving motor vehicle PTT 9623 without being the holder of a driver’s licence,

driving an uninsured vehicle and failure to gain consent from lawful authority to drive the said vehicle – all of which he denied.

The young man, who was also injured in the accident, was assisted into the courtroom by his father.

He was represented by Attorney-at-Law Ronald Burch-Smith.

Burch-Smith told the Court that on the day in question, his client was not the driver of the car, alleging that the vehicle was being driven by someone else.

He claimed that as a result of the accident, his client was knocked unconscious and could only remember waking up in the hospital the following day.

Burch-Smith, in his application for bail, told the Court that his client was advised by his doctor to remain in bed, due to his injuries.

Police Prosecutor Deniro Jones objected to bail on the grounds of the gravity of the charges and their penalties.

He also argued that the defendant was the only person in the car at the time and a life was lost as a result of total recklessness.

Bail was granted in the sum of $600,000.

Griffith will make his next court appearance on June 6, 2016.

Former Policeman on bail for stealing gun

former Police Constable was on Wednesday placed on $200,000 bail when he appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts on a felony charge.

Police Prosecutor Deniro Jones told the Court that on the day in question, the Virtual Complainant, a licensed firearm holder, went to the Tactical Services Unit (TSU) to have his firearm licence renewed when

However, at the time, Edwards was unable to produce any form of identification and, as such, asked the accused to lodge the firearm at the TSU until he returned from the interior.

After he was questioned

by Police, the defendant admitted to having the gun at his home.

An investigation was carried out, and legal advice was sought before Simpson was charged.

The defendant told the Court that it was his negligence that he failed to lodge the weapon, but it was his intention to return the weapon to Edwards.

However, the weapon is still to be recovered.

Defence Attorney Darren Wade requested reasonable bail, telling the court that his client was anxious to prove his innocence.

The father of one will return to court on June 2, 2016 for statements.

Yesterday, something jumped out at him: in all the papers – EXCEPTING THE GUYANA TIMES – the Government had placed a centre page spread extolling their “accomplishments” in the year they’ve been in office.

Why would the Government blank GTimes? To paraphrase Shylock, is not GTimes a Guyanese paper? Does it not inform the people? Does it not pay its taxes? Does it not deserve equal treatment with any other Guyanese newspaper? Or does the “press freedom restored” the ad boasts about allow the withholding of Government ads to this paper.

Your Eyewitness understands the ad wasn’t placed

by GINA as is normally the case – but by the Office of the Prime Minister. So was the ad withheld because this column had been giving its candid opinion of the Prime Minister’s performance in taking care of his onerous responsibilities?

This Eyewitness doesn’t think so, but where there is smoke there might be fire, nuh?

Even though his paper was slighted, this Eyewitness holds firm to the sentiment in Lincoln’s masterful Gettysburg Address: “With malice toward none, with charity for all, with firmness in the right as God gives us to see the right, let us strive on to finish the work we are in...” And in that spirit he’ll look at some of the enumerated “accomplishments” the Government claims in the ad.

“New Markets for rice”??? Really? Where? The one in Jamaica where the faction in the Rice Producers Association backing the coalition during the last elections, complained it was a “giveaway”? And done without the approval of the Guyana Rice Development Board? So what about the one Nagamootoo found in Mexico? Shouldn’t the Govt take up Irfaan Ali’s suggestion to negotiate back for the OLD market in Venezuela where we got TWICE the world market price?

“Increased salaries for public servants”? Jeez!! Whoever put this in the ad certainly has a helluva lot of chutzpah.

Or thinks Government workers are idiots. After giving themselves a 50 per cent raise, doubling the number of Ministers and slashed the number of parliamentary sittings by 3/4 than the comparable period last year – they want to mention the pittance public servants received? Over to Lincoln Lewis, for them!!

“New land for agriculture”? What “new” land? The 14,000 acres that’ll be available by October when they shut down Wales?

“Political victimisation abolished”?? They better have a chat with those 1972 Amerindian youths thrown out of work in one fell swoop.

We were told the Government spent at least $300 million on the audits of the 30 State agencies to find the “$500 billion” they’d claimed the People’s Progressive Party (PPP) “siphoned off”. Well they haven’t found evidence to even charge a single official (Minister Webster’s charge wasn’t because of any audit) and their supporters are getting antsy.

After all, they were going to get “significant raises” from the aforementioned “$500 billion”!! They got Larwah!

But by now citizens have seen the method to the Government’s apparent madness: the audits are just to “throw talk” at the PPP and their officials. The latest one released was the National Insurance Scheme. As usual, they didn’t have the courtesy to afford the outgoing Chairman of the Board to respond to the wild allegations. Just the usual hatchet job and as the accused respond, since they’ve been already hung out to swing in the wind –the damage’s already done.

1st phase of D’Urban Park Project Telecoms Bill to be tabled soon – AG nears completion – Patterson W

ublic Infrastructure Minister David Patterson has noted a drastic difference in the progress of works at the D’Urban Park Development Project, as the Ministry is on course to have the first phase of the project completed in the next few days.

During a recent site visit, Patterson told reporters that his Ministry has managed to make significant progress since its takeover of the project in late April. The Ministry had undertaken to complete six sections of work within three weeks.

These include roofing and remedial works for spectator bleachers; completion of superstructure, walls and roof for VIP stand; electrical wiring, lighting and power supply; access driveways and bridges; creation of sanitary facilities and drainage works.

These works were slated to be completed this week and, according to Minister Patterson, he was confident that the facility would be completed as per schedule.

He shared that the goal was to have the site ready to be handed over to the National Commemorative Committee by this weekend for further preparations for the Jubilee celebrations.

“A tremendous amount of work has been done and will continue to be done,” Minister Patterson said. He further stressed that heavy emphasis was placed on the safety of all

the installed facilities. In fact, the Ministry’s Chief Works Officer, Geoffrey Vaughn, indicated that the factor of safety was improved from about 2.2 to 3.0.

Minister Patterson also said that contractors have been very cooperative and he commended them for working assiduously despite poor weather. “Everyone has really chipped in to make this project come together,” he said.

According to the Minister, at least 96 per cent of work on the stands and bleachers has been completed thus far, with all stands being outfitted with roofing. For the VIP stand, progress has been recorded at about 73 per cent, while the Ministry’s Special Projects Unit, which is responsible for the project’s road works, has achieved about 90 per cent completion.

At least 400 persons are working on the project to see it completed in time for the Jubilee celebrations later this month. Government has set aside some $150 million for the Public Infrastructure Ministry to complete the first phase of the D’Urban Park Development Project; however, the overall cost is yet to be determined.

In light of concerns being voiced about the need for such a facility, Patterson last week sought to clear the air, pointing out that the short-, medium- and long-term benefits to be derived from expending resources on the Park were con-

sidered and Government had determined that the cost was justifiable.

He noted that the facility would also be used for a variety of public events beyond the Jubilee celebrations, including the Mashramani float parade; religious ceremonies; food fairs and education exhibitions; musical concerts; medical outreaches; physical training and gymnastic displays. While persons have questioned the necessity of D’Urban Park to hosts jubilee events when there is the National Stadium available, the Public Infrastructure Minister explained that the hosting of President David Granger’s inauguration in May last year at that venue has highlighted the shortcomings of the Stadium.

“During the inauguration, the Stadium was filled to its capacity of 16,000 persons.

This event also caused major traffic disturbances and safety concerns, as noted by the Police and Fire Departments, who cautioned against a similar activity at this venue. It is anticipated that our Jubilee celebrations will be witnessed by more than double the number of persons who attended the inauguration last year, thus leading to greater demand of space,” he explained.

According to Patterson, D’Urban Park is expected to hold some 30,000 persons, more than any other comparable sites, including the National Park.

ith Public Telecommunications Minister Cathy Hughes set on having the Telecoms Bill tabled in the National Assembly before the end of this month, the proposed legislation is currently at the Attorney General’s Office for legal vetting.

This was revealed by Attorney General and Legal Affairs Minister Basil Williams on Wednesday, as he gave an update on the status of the Bill when asked by Guyana Times.

“We are hoping to have both the PUC (Public Utilities Commission) Bill and the Telecoms Bill certainly taken to Cabinet soon and hope to get it to Parliament shortly after,” Williams said.

This comes days after Minister Hughes reiterated to this newspaper, her commitment to have the proposed legislation presented in Parliament this month.

“It is my hope that it will come to the Parliament before the end of May,” she had stated last week.

GTT currently holds a 20-year plus monopoly over the sector and stakeholders, particularly Digicel, have long been calling for this control of the telecoms market to be broken.

The Telecoms Bill, which was first introduced in 2011 and revised in 2013, was with a Special Select Committee in the 10th Parliament and was near conclusion when Parliament was prorogued in 2014. The Bill is among 12 others that were recalled in the 11th Parliament.

Meanwhile, under the A Partnership for

National Unity/Alliance For Change (APNU/ AFC) Administration, the Telecoms Bill underwent a new set of consultations with the two main players in mobile service and other stakeholders including the Private Sector Commission (PSC) and several NonGovernmental Organisations before it was submitted to Cabinet for review.

Government had even appointed two overseas consultants, Janice Brendman and Geeta Ragubir, to complete the work on the Bill.

The Telecommunications Bill seeks to create a competitive regime in the telecommunications sector. It provides for an open, liberalised and competitive sector that will be attractive to new market entrants and investors, while preserving the activities of the current participants.

By creating this competitive environment for telecommunications, the Bill is expected to result in greater choice, better quality of

service and lower prices for consumers. The Bill also specifically addresses the expansion of telecommunication networks and services into unserved and underserved areas, through the institution of a new universal access/universal service programme, in an effort to further national and regional social and economic development.

At the launch of Digicel’s 4G Internet service on Saturday last, the company’s Chief Executive Officer (CEO), Kevin Kelly urged the immediate passage of the Bill, noting that a liberalised telecommunications sector in the country will stimulate competition, which will in turn result in better services for customers.

Kelly added that once the Telecommunications Liberalisation Bill passes, Digicel will take immediate steps to introduce cheaper services such as Internet rates and international calls as well as the possibility of landline services.

Regional Chairman SARU soon to get legislative basis – AG promises relief for …says World Bank wrapping up review

egislations will soon be enacted to govern the operations of the controversial State Assets Recovery Unit (SARU), which was established by the A Partnership for National Unity/Alliance For Change (APNU/AFC) Administration to hunt for assets that initially belonged to the State but are now in the hands of private individuals.

Though without legal authority, SARU has been deeply involved in its operations which included investigations into alleged incidents of corruption and making recommendations for charges to be laid accordingly.

During an interview with media operatives on Wednesday, Attorney General and Legal Affairs Minister Basil Williams said the draft legislation is currently with the World Bank for review.

“It is almost out of the pipelines,” he said.

A team of specialists from the World Bank’s Stolen Asset Recovery Initiative (StAR) had agreed to assist SARU in its operations. StAR is a partnership between the World Bank Group and the United Nations Office on Drugs and Crime (UNODC) that supports international efforts to end safe havens for corrupt funds.

According to the Attorney General, the international body is currently concluding its examination of the draft bill. While he could not pronounce on a timeframe, Williams said the legislation will be effected soon.

In a previous interview with Guyana Times, British High Commissioner Greg Quinn had emphasised that SARU needs a “proper” legislative backing as it carries out the mandate given by Government.

The High Commissioner, whose office is lending assistance to SARU in various areas including legislation, said the Unit needs the appropriate and relevant legislation so that it can oper-

So far, SARU, which is headed by renowned Economist, Dr Clive Thomas, has recommended that the relevant authority consider laying charges against several People’s Progressive Party/Civic (PPP/C) Members of Parliament, including former President Bharrat Jagdeo, over allegations they were all involved in obtaining State lands at an undervalued market price.

egion 10 (Upper Demerara-Berbice) Chairman Renis Morian has promised relief for Linden flood victims who are presently suffering from the effects of the inclement weather conditions.

During an interview with this newspaper on Wednesday, Morian said works were expected to commence in the community by this weekend.

Areas more prone to massive erosion, including Block 22 and Blueberry Hill at Wismar, are expected to be the amongst the first to be targeted.

Region 2 RDC eagerly awaits land applications processing

egion Two (PomeroonS u p e n a a m ) Chairman Devanand Ramdatt said the region’s Regional Democratic Council (RDC) is patiently awaiting a response from the Head Office of the Guyana Lands and Surveys Commission (GL&SC) on the role the RDC has in addressing the applications for State and Government lands within the region.

According to Ramdatt, who is the head of the RDC, a letter was sent to the GL&SC requesting that clear guidelines be provided to the region, as the RDC seeks to adhere to the approved procedures with focus on accountable and transparent ways in recommending applications for Government and State lands allocation.

several schedules comprising of approximately one hundred applications that the RDC is eager to thoroughly examine before making recommendations for approval. However, he said this process is held up due to the failure of the Surveys Commission in providing the requested information.

Several applicants are requesting the status of their applications since they are prepared to invest in agriculture and other sectors. One businessman who has an interest to make a huge investment in the coconut industry is affected.

The Regional Chairman said he is dissatisfied with the delay by the Commission in addressing the matter, particularly since the expansion of the region's economy is at stake.

According to Ramdatt, the RDC will be examining ways of developing roads and other infrastructure so that persons who were allocated lands can have better access and support to initiate crop and/or livestock production and other entrepreneurship ventures.

The Regional Chairman is of the strong view that with an ailing rice industry, it is timely for urgent actions to enhance the region's economy.

Rehabilitation works yet to commence at Mortice Primary – regional officers visit school

ollowing reports of deplorable conditions at the Mortice Primary School in Mahaicony, Region Five (Mahaica-Berbice), regional officials have promised parents that the situation will be rectified.

Guyana Times has learnt that the officials, having seen the report about the deplorable condition at the school published in this newspaper, visited the school on Monday where they reportedly said works would “soon start”.

While these works were slated to commence on Wednesday, this publication was told that nothing has

begun. One parent revealed that the non-functioning toilet facilities remain the same.

However, the students of the Mortice Nursery School have been transferred to the Mortice Primary School building. Previously, the 23 students attended classes and consumed their meals at the bottom of the primary school in an environment which was not enclosed.

Guyana Times was told that the second year nursery school students are now being housed in the primary school’s library while the first year students are being accommodated within the primary school.

Guyana Times was also told that “the children can’t use the toilets because as soon as they enter, the live wire is there.”

Private machinery hired for relief efforts – Chairman

he Regional Democratic Council (RDC) of Region Six (East BerbiceCorentyne) was forced to employ the services of private excavator owners to bring relief to residents and farmers of that region, as heavy rains over the past few days have left several areas flooded.

Regional Chairman David Armogan told <<< Guyana Times>>> that over the past 10 days, the region has been hit by continuous rainfall, which resulted in flooding in several villages along the Corentyne and East Bank of Berbice.

“Number 59 Village is the worst affected where I have actually seen almost one foot of water, we have seen flooding in Number 52 Village, 47 Village, 66 Village, and Vryheid. These are all rice areas,” Armogan noted.

The Regional Chairman along with Regional Executive Officer, Dr Veerasammy Ramayya and Regional Engineer Rupesh Persaud inspected the affected areas after which a decision was taken to engage private con-

tractors.

Armogan said that the works will be costly to the region’s administration.

He explained that the region does not have the finances to pay for the works and as such, a request has been made to central government.

“We don’t have the money within the region as yet, so I am doing this taking a risk to help the people within the region hoping that the National Drainage and Irrigation Authority [NDIA] will accede to the request that I am making for funds to be provided to pay these contractors that we are taking on privately,” the Chairman noted.

Armagon defended the decision to hire private contractors for the emergency works, noting that the three large excavators owned by the regional administration are inadequate to execute the emergency de-silting exercises in the flood affected communities.

“The areas that I refer to are 52/74, Number 47, Black Bush Polder, Madia, Wellington Park, Kilmanauth, Light Town... very bad in terms of water. The thing that compounds the problem too is that some areas have already finished harvesting in the Black Bush Polder and some of the other areas, while those people would need water to go back into the next crop, we still have rice growing in some of these other areas outside of Black Bush Polder and so while one set wants water, another set is complaining about flooding,” Armagon explained He meanwhile refuted allegations that the administration failed to desilt outfall channels and major canals during the prolonged dry

spell.

“We can’t anticipate exactly when the rains will come.

If you dig it today, in a week’s

time it is going to be silted up again during the dry season.

The group of about 20 vendors who have not been allocated spots were successful in having an audience with Town Clerk Royston King, who informed them that the temporary vending site was almost at capacity.

One vendor, who identified himself as “Deon”, told this publication that business at the location was steadily improving.

“We know once we are here and there is a future ahead of us, things must get better and business is definitely improving. People are now learning of the new location, so we just have to give them a little time,” he stated.

Another vendor, Elroy Jacobs, revealed that the new facility was much more comfortable and secure.

“Well, for me, I am comfortable, I am happy that we got a comfortable place where we could feel secure. In here is much better than out on

the roads, 100 per cent better, we just have to give it a try because everything needs a try,” he stated.

Ceon Harry told this publication: “Everything for me here is good. I am enjoying the new location. I know that it is different, but I like it here.”

Some of the relocated vendors are, however, now complaining about being too far back in the facility, which they said was impacting significantly on sales.

They also complained that while they were placed in the facility, others were still operating outside the Stabroek Market.

The vendors want the municipality to improve the facilities there by installing lights and providing potable water.

Meanwhile, President David Granger, during the recording of his weekly television programme, “The Public Interest” expressed support for the relocation process, but said it should have been better managed.

The Head of State said he was disappointed with the state of the iconic Stabroek Market which he described as a “Jurassic Park”.

He also noted that the area was unsafe and unhealthy and urgently needed enhancement.

President Granger also spoke of his intentions to keep that area clear, dashing any hopes of the vendors to return to the location.

Controversy erupted last week when the Mayor and City Council (M&CC) moved to relocate the vendors from outside the Stabroek Market, as part of its efforts to spruce up the area, ahead of Guyana’s 50th Independence Anniversary.

The vendors, despite being given prior notice, were reluctant to move, having vended at the location for decades, and also complained about not being provided with a proper location.

The municipality was faced with protests after it had removed the vendors without properly securing an alternative.

s Guyana marked its first Social Cohesion Day with a national prayer ceremony at D’Urban Park on Monday, President David Granger has charged Guyanese with building the nation through national unity as the country is at the peak of celebrating its Golden Jubilee Anniversary.

Global corruption costs trillions in bribes, lost growth

ublic Sector corruption siphons US$1.5 trillion to US$2 trillion annually from the global economy in bribes and costs far more in stunted economic growth, lost tax revenues and sustained poverty, the International Monetary Fund (IMF) said on Wednesday.

In a new research paper, the IMF said that tackling corruption was critical for the achievement of macroeconomic stability, one of the institution’s core mandates.

The Fund argues that strategies to fight corruption require transparency,

a clear legal framework, a credible threat of prosecution and a strong drive to deregulate economies.

“While the direct economic costs of corruption are well known, the indirect costs may be even more substantial and debilitating,” IMF Managing Director Christine Lagarde wrote in an essay accompanying the paper.

Wall Street slumps as Disney and Macy’s slam consumer shares

S stocks dropped on Wednesday and the Dow Jones industrial average suffered its worst day since February as feeble quarterly reports from Walt Disney, Macy’s and Fossil undermined confidence across the consumer sector.

The consumer discretionary index fell 1.98 per cent, notching its worst day in three months, with all but three of its 88 components losing ground.

The biggest drag on the Dow, Disney dropped 4.04 per cent after it posted a rare earnings miss.

Department store Macy’s tumbled 15.17 per cent to its lowest since 2011, while watch maker Fossil sank as much as 34 per cent to a 2009 low after the two companies slashed their full-year forecasts.

Adding to gloom in retail stocks, Office Depot slumped 40.39 per cent and Staples dropped 18.34 per cent. The two terminated plans to merge after a US Federal Judge ordered the deal temporarily halted because of concerns it would reduce competition.

All of the 10 major S&P sectors fell except for utilities, which gained 0.24 per cent.

The S&P 500’s decline undid gains from a rally the day before driven by Amazon. com , the online seller that has caused so much trouble for Macy’s and other traditional stores in recent years.

he Bank of Guyana launched its $50 banknote and two commemorative coins on Wednesday in honour of Guyana’s Golden Jubilee celebration.

The Governor of Bank of Guyana, Dr Gobind Ganga disclosed that the Bank usually issues commemorative coins to mark significant events and achievements.

“The first commemorative coin was issued in 1970 to mark the country becoming a republic and this coin was issued as a circulation coin, at a face value of $1, this popularly known as “The Cuffy dollar”.

The second commemorative coin issued in 1976 marked the country 10th independence anniversary; this was followed by a number of commemorative issues between 1979 and 2015.

According to Governor Ganga, the two commemorative coins are designed with the 50thanniversary logo on the reverse depicting elegance, artistry and cooperativeness of the people, while the obverse bears the jaguar that repre-

The $5000 commemorated coin is produced in silver and plated in gold, and will be packaged in a box and sold at a cost of $8000 per coin.

The $50 note will be issued together with circulation notes along with existing notes.

“The note was inspired by our national symbols, the front of the note is consistent with the design of our bank note family. The note also carries the 50th anniversary logo,” Ganga noted.

44-year-old carpenter was on Tuesday jailed for three years by Magistrate Dylan Bess for stealing a quantity of gold from a women who hired him for a plumbing job.

Michael Hemsraj pleading guilty to the larceny from a dwelling house charge which stated that on April 28, the Virtual Complainant (VC) Coretta Norton contracted him to execute a plumbing job at her home.

The VC said she secured in her wardrobe several pieces of gold jewellery – one pair of gold earring valued $84,000, four gold chains with a total value of $244,000 and one gold ring valued $28,000, all to a total value of $356,000 and left the defendant in her home, as she ventured out to run other errands.

Upon her return, Norton said she sent the defendant to the Guyana Revenue Authority (GRA) to conduct some business on her behalf, but he never returned.

The VC said she became suspicion and conducted a search in her wardrobe, where she discovered the items missing. A report was made to the Police and Hemsraj was arrested on May 7.

When questioned, he admitted to selling the stolen items ‘under the clock’ at the Stabroek Market.

The defendant pleaded with the Magistrate to be lenient and requested time to repay the VC for the items stolen. His request was not granted and he was jailed for three years.

Nurses in Berbice recognised for role in local health care

s Guyana joins the rest of the world in observing International Nurses’ Day today, nurses in Berbice, Region Six (East Berbice-Corentyne), were honoured for their role in the public health system.

The event is being observed under the theme ‘Nurses – A force for change, improving health system’s resilience’. The region has planned a week of activities in recognition of nurses’ contributions, which was kicked off with a parade in New Amsterdam on Wednesday.

Following the march, Director of regional health services in Berbice, Jevaughn Stephens, in addressing the nurses urged that they pay serious attention to their duties. While recognising the important role they play, Stephens called on all nurses to be resilient and true to the profession.

“We realise that nurses are the key element of any health facility for it to be successful. Nurses are an integral part of what we do on a daily basis. We want to ac-

knowledge the great work of nurses in this region, working with the various constraints that they may face.”

Among the activities planned are community outreaches, home visits to geriatric patients, and a nurses’ exhibition. Stephens says every effort is being made during

International Nurses’ Day is being observed on May 12, the birth date of Florence Nightingale.

Nightingale is the founder of the profession of nurses and so nurses’ week is held worldwide in recogni-

tion of her contributions through advocacy to have the actions of nurses recognised as a profession.

Meanwhile, the Guyana Public Service Union (GPSU) took the opportunity to advocate for nurses’ rights, calling for more attention to be paid to the medical professionals. “It must be recognised that the welfare and well-being of this category of professionals must not only be left to representation but ought to be placed on the ‘front burner’ of decision-making bodies, where adequate resources are budgeted for and compensation packages are acceptable,” the Union stated.

According to the GPSU, the basic training and classroom facilities for nurses remain ancient.

This, it was noted, must change in order for the recognition of this profession be returned to the level of eminence it once held in society.

The GPSU further pointed out that when persons are ill and require medical attention, the first point of contact are nurses, who are entrusted to take care of

them. Therefore, it is only fitting and proper that they are equally treated and respected as well, the Union posited.

“Being the single largest healthcare workers, why is it that nurses receive so little and much is expected of them? However, care and commitment take precedence and the humane factor excels,” the GPSU outlined.

Moreover, it went on to highlight the many problems faced in this profession such as staffing, workplace violence, inadequate compensation packages, long hours and work place hazards, all of which can be addressed with proper attention.

It is therefore imperative, the Union stated, that nursing personnel within the healthcare system in Guyana be given priority attention and the Union calls on the Public Health Minister to make adequate provisions for improved delivery of healthcare and the corresponding compensatory benefits.

he Guyana Beverage Company, through its Busta soft drink brand, has thrown its support behind the second annual Soft Shoe football tournament, coordinated by the Petra Organisation.

The 24-team competition, set to kick off in grand style on May 17, was officially launched last week by the Petra Organisation, which is partnering with the Ministry of Public Health to bring awareness to the issue of Gender Based Violence.

Director of the Petra Organisation, Troy Mendonca, in sealing the partnership with Guyana Beverage Company Inc. earlier this week, said, “At the end of the tournament last year the then Managing Director Mr [Robert] Selman said that this tournament was here to stay, and so today I am pleased to acknowledge

the support of the Guyana Beverage Company through its Busta brand for supporting this tournament another year.”

He added, “We want to assure you that your commitment to this tournament gives us the opportunity to have youngsters within communities to meaningfully engage in organised sports and also the opportunity to address a social issue that is seriously affecting our society.”

The tournament, which was originally set to start a bit earlier but was put on hold owing to inclement weather, will feature 24 teams from Georgetown.

The teams would be placed into six groups of four playing in a round-robin format. The top two from each group, along with the four best third placed teams will advance to the knockout round.

The winning purse is

$300,000, while the losing finalist will receive $200,000.

Third and fourth placed finishers will pocket $100,000 and $50,000 respectively.

This year, the organisers plan to utilise more community spaces to hold matches, thereby taking the messages related to Gender Based Violence directly to the populace. In terms of the rules, teams would consist of five persons, and players would not be allowed to play in cleats.

The goal would be the usual size used for futsal games, while admission to the venue on match days is free.

Apart from the Guyana Football Federation, the Ministry of Public Health and Guyana Beverage Company Inc., the other partners are GTT, Lucky Dollar, Nigel’s Supermarket, Juniors Jewelry, Star Party Rentals and 2J’s General Store.

he Rose Hall Town Police Outpost on Saturday last benefitted from a donation of bicycles, sport equipment and other items from the cricket teams of Guyana’s leading youth and sports organisation, the Rose Hall Town Youth and Sports Club (RHTY&SC), M.S. The teams donated three bicycles, sport equipment for cricket, football, volleyball and dominoes and a collection of torchlights and search lights to the Police Outpost, which recently has been under the spotlight due to an increase in armed robbery in the township of Rose Hall.

RHTYSC, M.S Secretary/ CEO, Hilbert Foster, during a ‘Police Face the Community’ meeting last Wednesday, had committed the club and its cricketers to assisting the Police Outpost under the club’s highly successful ‘Say No and Yes to Sports Programme.’

Foster expressed concern over the worrying high crime rate in the township and stated that the RHTY&SC, M.S would spearhead efforts to make sure that the Outpost is properly equipped to fulfil its mandate.

The bicycles were donated by the cricketers along with assistance from businessmen Ponnai Bhirooj and Lormendo Johnny, friends of the club and would be used by the lawmen for patrols. The club had donated two bicycles in the past to the Outpost, while the sport equipment would be used to establish a Police Youth Club in the township.

The teams would also later this week donate $100,000 worth of information stickers that would be placed on cars and in public areas. The stickers would have all the quick response telephone numbers of the ‘B’ Division Police Stations. The cricket teams of the RHTY&SC, M.S, which consists of numerous

West Indies, national and Berbice players, would continue to be active off and on the cricket field, Foster noted, in an effort to make a positive difference.

Commander of ‘B’ Division, Ian Amsterdam, hailed the contribution of the club and its cricket teams and expressed pleasure that the club was able to fulfil its commitment after just three days.

Amsterdam expressed confidence that the crime situation in Rose Hall Town would soon be brought under control and praised the outstanding work of the RHTY&SC, M.S and its parent body, the St Francis Community Developers.

Hailing them as role model organisations, he expressed hope that others would follow in their footsteps and assist the Police to fulfil their mandate. He reassured members of the cricket teams and club executives present that the donated items would be used for their intended purpose.

here was a lot of work to do for Mumbai Indians, and the sanest way to go about it at the M Chinnaswamy stadium was to chase. ‘Forget about the Sunrisers game’ was the message from their camp but that’s easier said than done after you have been knocked out for 92 and lost by 85 runs. So Rohit Sharma and his bowlers did the next best thing - they drew a rage from it, the rage to win and show they were better. Mumbai allowed Royal Challengers Bangalore to score only 151 and chased it with six wickets to spare.

The pitch on Wednesday was the one that had been used in Bangalore’s first IPL game this season, when the hosts had amassed 227 for 4. But it behaved rather unnaturally. It was dry and offered grip even to a brand-new ball, which contributed to Kohli’s first single-digit score in this IPL. Then Chris Gayle, who had been dropped against Rising Pune Supergiants on Saturday and didn’t play against Kings XI Punjab on Monday either, was dismissed for his fourth singledigit score in four innings.

Mitchell McClenaghan and Tim Southee were responsible for those blows.

GCB saddened by the passing of Cozier T

he executives and staff of the Guyana Cricket Board (GCB) are deeply saddened by the passing of the legendary Winston Anthony Lloyd “Tony” Cozier who died at age 75 yesterday, following an illness.

Cozier was one of the most respected cricket journalists, analysts and historians in the world and was among the best that came out of the Caribbean.

His name goes simultaneously with West Indies cricket as he covered almost every series they played in since 1962. His

passing is a great loss to the cricket fraternity across the world. It is safe to say that in many years to come, stories would be told about his exemplary and stalwart work.

What did all that matter when he came back Tuesday night and chewed up the Spurs like they were Leonardo DiCaprio and he was the bear?

Much of it is the adversity that comes from being Westbrook, the combination of freakishly fast, powerful and willful. It’s been an eightyear NBA journey of getting through a minefield where it seems everybody wants you to be the one thing you’re not.

If Durant chooses to fly the coop to chase championship dreams in another NBA city, chances are he could play as long as the Spurs’ 40-yearold Tim Duncan and never have somebody riding shotgun as driven or as all-around talented as Westbrook, despite all the barbs.

GHB selects “full strength” Junior Pan American squad T

he Guyana Hockey Board (GHB) has made its final selection of the 18 players, who will be representing the Golden Arrowhead at the Pan American Junior Championships, scheduled for Toronto, Canada from May 20-28.

The team will now be at full strength after senior national players Hilton Chester, Daniel Hooper and Kareem McKenzie were facilitated by the Ministry of Education’s Exams Division through an arrangement with the University of Toronto’s Athletics Department to write their CAPE and CXC exams that take place during the tournament.

Outstanding striker Aroydy Branford has also returned from his stint at Bishops Storford in England to add the cutting edge to a team full of talent. The majority of the team is scheduled to depart on Monday, while the three players presently writing their CXC and CAPE examinations will join the team on May 19.

The core of the team has been together since August of 2014, competing in local tournaments as well as two warm-up tours of Trinidad and Tobago. On their first developmental tour in December of 2014, the team won three of their four matches, while during their second tour in August of 2015 they won seven of their nine matches, placing second

in the Player Tournament.

Eight players were also part of the senior national team which drew 2-2 with Olympic qualifiers Brazil, on their way to a semi-final berth at the Pan American Challenge in Peru last year.

Experienced midfielder Mark Sargeant will captain the side, which also includes defensive stalwart Andrew Stewart and senior national goalkeeper Medroy Scotland.

The three newcomers to the team are all multi-talented athletes, 14 year old goalkeeper Michael Hing, who holds a black belt and has represented Guyana in Karate, while both Jael Gaskin and Nyron Joseph are also squash players, with the latter a multiple national and junior Caribbean champion.

The Guyanese will open their account against the tournament’s third ranked team, Chile, on May 20, before taking on Mexico the following day, then wrapping up their group play on May 23 against number two seed Canada.

According to Head Coach Robert Fernandes, “This has been my longest preparation period with any team, just about two years. The boys are extremely fit, thanks to the work of fitness trainer Barrington Browne and they need to be, to execute our team concept of out working every team we come up against. We can’t control our deficiencies due to the lack of an artificial turf which

all our opponents in Toronto have access to train and play on daily, but what we can control is our effort when we get on that field.”

He continued, “It will be quite a challenge coming up against the Pan American region’s best teams, but one thing Guyana can be sure of is that we will give everything we have every time we put on our national colours during the week of our 50th Independence celebrations.

I would like to personally thank the Guyana Olympic Association for their support. Without the Olympic Solidarity Team Preparation Grant we would have never been able to prepare so well for this tournament and it is obvious that our investment in these players has developed the talent that will form the nucleus of our senior national team for at least the next 15 years.”

CPL mourns passing of Tony Cozier

t is with deep regret that the HERO Caribbean Premier League (CPL) learned of the passing of world-renowned West Indies commentator Tony Cozier on Wednesday following a long illness.

Cozier, 75, covered almost every West Indies series since 1962, and is the most respected cricket writer, broadcaster and historian to have come out of the Caribbean.

Commenting on the sad news, Damien O’Donohoe, Chief Executive Officer of the CPL said: “It was with great sadness that we learned of Tony’s sad passing.

“To many fans across the Caribbean and beyond he was quite simply the voice of West Indies cricket. His love of cricket was a positive influence in telling the story across a golden era for West Indies cricket and he was hugely respected and loved, in equal measure, by fans of the game.

“For more than 50 years Tony’s voice has resonated through television, radio or the written word in homes across the cricketing world and he was admired internationally for his passion, insight and enthusiasm.

spoke at length about his beloved Barbados, St. Kitts & Nevis and the soon to be published Jamaica. Though this series will now remain unfinished, like his legacy, they will live on and no doubt endure for all time.

“On behalf of the CPL I would like to extend my sincere condolences to his wife Jillian, children Craig and Natalie and his family and friends at this difficult time. May he rest in peace.”

Tony Cozier, voice of West GVF announces U-23 squad for South American Championships Indies cricket, dies at 75

T

ony Cozier, the West Indian cricket writer, commentator and journalist, has died in his home country, Barbados, at the age of 75 after an illness.

He had been admitted to hospital on May 3 for tests related to infections in the neck and legs.

Cozier began writing on cricket as a teenager in 1958 and, despite never having played the game, he became one of its most distinguished voices. His last column on these pages was published on May 1.

“Deeply saddened to hear of the passing of Tony Cozier today,” the ICC said on Twitter. “One of the truly great voices of cricket.

A huge loss for the cricket community.”

The WICB’s tribute hailed Cozier’s service to the game: “The lifelong work of Tony Cozier centred around West Indies cricket and he made a lasting contribution to the game. He ensured that West Indies cricket fans all around the world received information and knowledge about their beloved team and their favourite players. His life was dedicated to the game in the Caribbean and we salute him for his outstanding work.

“He was not just a great journalist, but also a great ambassador. He represented West Indies wherever he went. He educated people around the world about our cricket, our people, our culture and who we are. His voice was strong and echoed around the cricket world.

He enjoyed West Indies victories and shared the pain

Cozier, whose father Jimmy was also a cricket writer, began his commentary career duringAustralia’s tour of West Indies in 1965. Over five decades, Cozier grew into an accomplished media professional across mediums all over the world. He worked in radio and television, wrote books, and was published in newspapers, magazines and on the internet.

He edited the West Indies Cricket Annual between 1970 and 1991, and in 1978 wrote the acclaimed book, The West Indies: 50 Years of Test Cricket. In 2011, the MCC awarded Cozier life membership for his services to the game.

It was estimated that Cozier was among the most prolific watchers of Test cricket anywhere. Wisden in 2003 reported that he had watched 266 Tests in his 40-

odd years of covering the game up to that point.

Sambit Bal, ESPNcricinfo’s editor-inchief, said Cozier was one of the most credible voices in West Indies cricket. “To say Tony loved cricket would be somewhat shallow: cricket was his life, and it was a life of great distinction. He cared for the game deeply and absolutely, and his heart bled for West Indian cricket, which he served as a broadcaster, writer and conscience-keeper for five decades. His was the most credible voice from the region and, in the last decadeand-a-half, an anguished one. He gave the game as much as he got from it and it can safely be said that he will be impossible to replace, on ESPNcricinfo and elsewhere.”

he Guyana Volleyball Federation (GVF) selected an 18 player to train for the under-23 (U-23) South American Championships scheduled for June 18 – 25 in Colombia.

The team announcement came after the Federation held trials last weekend under the guidance of National head coach Levi Nedd for the Under 23 male volleyball team at the National Gymnasium. A total of twenty nine players participated in the trials including eighteen from Berbice and eleven from Demerara. Six of the players selected, Adriel Moore, McRae, Samuel Trevon Fraser, Creston Rodney, Vance Harding and Wendell

Austin were also part of the team that represented Guyana at the Senior South American Championships in Maceio Brazil last year.

The squad has since commenced training on Monday with the seven players from Demerara under the guidance of assistant coach Ian Wills while the remaining players continuing their preparation under the watchful eyes of Nedd in Berbice.

The entire squad will return to the National Gymnasium this weekend for training sessions on Saturday at 18 hours and Sunday at 8 and 13 hours.

The final squad of 15 players will be shortlisted shortly.

Meanwhile, the federation is also in the process of finalizing an upcoming trip for the team to challenge its Surinamese counterparts in Suriname ahead of the Columbia trip.

Registration closes tomorrow for Independence T20

he annual twenty/20 softball cricket competition jointly organized by the Georgetown Softball Cricket League Incorporated (GSCL) and the National Sports Commission is expected to bowl off on May 20 and teams have until Friday May 13 to indicate their willingness to participate.

The Indpendence tournament for male open and masters teams is the signature competition of the GSCL Inc and is known for overwhelming support from teams and spectators.

As of Wednesday May 11, there were three teams for the open competition and six teams in the masters category.

Mayor’s Cup to kickoff this weekend

he 22nd edition of the annual Mayor’s Cup is scheduled to commence on Saturday May 14 at the Victoria Ground East Coast Demerara. The start of the much anticipated tournament was delayed numerous times because of the inclement weather experienced in and around Georgetown.

Executive Coordinator of the event Lennox Arthur is hoping to have the tournament up and running this weekend after several delays.

The opening match will see a clash between East Coast Demerara side Buxton Bakewell as they take on Grove Hi Tech starting at 18:30 Hrs while Golden Grove, another East Coast team will face off against Agricola in the feature match of the evening at 20:30 Hrs. The tournament which has 24 teams will be played on a knock-out basis and features teams from the five football associations in Guyana; the Upper Demerara Football Association (UDFA), Georgetown Football Association (GFA), East Demerara Football Association (EDFA), East Bank Football Association (EBFA) and the Georgetown Football Club (GFC).
