At the statutory meeting for the Regional Democratic Council (RDC) for Region Two on Tuesday for the month of February, Region Two Chairman Devanand Ramdatt introduced Omesh Sasenaryan as the new Housing Officer to the Council.

Ramdatt told the Council that Sasenaryan would serve the Region and the RDC would closely monitor his performance.

persons still awaiting the title for their land, particularly in the Charity and the Onderneeming areas.

The Department was said to be malfunctioning and inefficient for quite some time. Guyana Times was told that the Department had been without a Housing Officer for approximately two years.

wenty-eight-yearold Lakeram Lall from Lot 44 Anna Regina Housing Scheme, Essequibo, succumbed to his injuries at the Georgetown Public Hospital Corporation (GPHC) late Monday night. The father of one was involved in a horrific motorcycle collision at ETI Chinese lock entrance in Region Two. According to Lall’s mother, Nado Lall, she received the tragic news of her son’s passing on Monday night. The saddened mother said she usually works in the interior and would visit her children occasionally.

She related that her son was in a common-inlaw relationship and has one child. His body is presently awaiting a post-mortem examination.

Meanwhile, 36-yearold Ganesh Lall of Lima Sands, who was air dashed to Georgetown Public Hospital on Monday morning is said to be battling for his life. His condition is listed as critical.

The men were involved in a motorcycle collision Sunday evening. They both suffered severe injuries and were picked up in an unconscious stated and rushed to the Suddie Public Hospital by public spirited citizens.

Reports are that Ganesh Lall, a rice farmer, was riding motorcycle CE 1061 when he collided with Lakeram Lall who was riding motorcycle CF 7071.

The riders were heading in opposite directions when the collision occurred. They were both picked up in an unconscious state.

s day two of the debates on the 2016 National Budget continued on Tuesday in the National Assembly, tempers of key politicians on both sides of House flared, as they sought to offer cogent views on the estimates presented two Fridays ago.

The debates were opened by People’s Progressive Party/Civic (PPP/C) Member of Parliament (MP) Neendkumar, who said that the 2016 National Budget lacked coherent measures to develop the country’s youths and support cultural preservation.

Neendkumar charged that the budget is visionless and does nothing for sport development and the youths of Guyana.

“The [A Partnership for National Unity] APNU/AFC Government inherited several state-of-the-art facilities… little attention is being put in place to maintain these facilities,” the PPP/C MP said.

However, Minister within the Education Ministry, with responsibility for Culture Youth and Sport Nicolette Henry in response declared that the 2016 Budget will empower Guyana’s youths, while creating significant employment opportunities.

Meanwhile, Minister Henry, speaking directly to the budgetary provisions for the Department of Culture, Youth and Sport, declared that there will be no more slush funds and monies will not be handed out to persons in any flippant manner, making reference to the former Culture, Youth and Sport Ministry.

She highlighted that in 2014; more than $300 million was allocated for the ground enhancement through the Ministry; however, that amount has been slashed by 50 per cent for this year.

The Minister also revealed that as part of the Golden Jubilee celebrations, the Government of Guyana has asked Hansib Publications to design, print and publish a 240-page book

“It will reflect on the 50th anniversary of our rich socioeconomic and political journey,” the Minister said, adding that it will be available at Guyana’s embassies and High Commissions.

PPP/C Member of Parliament and Amerindian Rights Activist Yvonne Pearson in a passionate 20-minute presentation lambasted the coalition Government for presenting a budget which is clearly not pro-poor.

“If I say that this is not a poor people budget, I would not be wrong,” Pearson declared, adding that a Government Member of Parliament (MP) only Monday stated that APNU/ AFC did not set out to craft a poor people.

The former head of the National Toshao’s Council reminded the Government that when they took over the country in May 2015, it inherited the good, the bad and the ugly and they must fix what needs to be fixed and quit complaining as though they are still in the Opposition.

“When the Government took over ,it took over the good, bad and ugly and they must now fix it because they promised to fix it… fix it… stop complaining and fix it,” she lamented.

Pearson expressed dissatisfaction with the provisions in the budget for the country’s first people and noted that the Amerindians have already lost confidence in Indigenous People’s Affairs Minister Sydney Allicock and his Junior Minister Valarie Garrido-Lowe.

“Where are the provisions for the starvation which Amerindians were facing? I believe they are more faced with starvation now because the little that they had was taken away,” she added.

But, Pearson created an uproar in the House when she declared that a sitting Government Minister has mining interests that are on Amerindian lands.

Minister Simona Broomes then rose in objection to the comment. She noted that she owns no land that belongs to Amerindian people. “The Honourable Member is claiming that I have Amerindian lands,” the Junior Natural Resources Minister said.

However, the Opposition side of the House maintained that there was no mention of name, and as such, the Minister’s objection was unfounded.

Pearson maintained her statement and noted that she will rely on the Hansard, the National’s Assembly’s transcript, for clarification.

But, Minister Raphael Trotman also commented on the exchange. He added that it was clear that the reference was made to Minister Broomes.

“The context in which the statement was made was clearly intended to impugn the character of Minister Broomes,” he said, calling for a transcript of the exchange to provide clarity.

A pensioner's plight

uyanese are very much disappointed in the manner in which pensioners are currently being treated, considering the lofty promises made by the A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition during the 2015 General and Regional Elections campaign. It could be recalled that when the APNU/AFC were in Opposition, they used every opportunity at their disposal to lambast the then People’s Progressive Party/Civic (PPP/C) Administration for not adequately taking care of the older folks and had vowed that once they form the next Government, the situation would change for the better.

For example, the parties had promised that within the first 100 days in office, pensions will “significantly” increase. They had also promised that under an APNU/AFC Government, elderly folks will be able to live a more comfortable, safe and dignified life as the necessary policy mechanisms will be put in place to ensure they (pensioners) enjoy their golden years.

Yes, the pensions did go up, but is it adequate to meet the basic needs of our elderly population? In this year’s National Estimates, Old Age Pension was increased by a paltry $1200, taking the total sum to $18,200. This, according to the Government, will benefit some 50,000 pensioners and the Administration is proud of this “huge accomplishment”.

However, when the facts are examined and analysed carefully, one would notice how pensioners were duped into thinking that their situation would improve due to the increases over the last two budgets.

As with similar situations, politicians tend to use numbers to manipulate the populace into thinking that they are better off when compared to what obtained before. In fact, pensioners in Guyana are struggling daily to meet their basic expenses and more often than not are forced to depend on others to help out.

While our senior folks are grateful that they did receive an increase in their pensions, Ministers have not been upfront in saying to the nation that while there will be an increase in the Old Age Pension, the Administration would withdraw the electricity and water assistance programmes which had started under the previous Government. This was not explained and made known beforehand. It was only when Opposition MPs made a big showdown over the issue that the Government tried to do some damage control; but by that time it was too late.

The Government’s argument for getting rid of old age pensioners’ Guyana Power and Light Inc (GPL) and Guyana Water Inc (GWI) subsidies is that only around 7200 old age pensioners were benefiting from such subsidies. The Government also argued that the total sum allocated to such subsidies was not fully utilised, therefore, since approximately $500 million was used then the whole sum should be taken out of the Budget.

The general view is that a collective 38.7 per cent increase in Old Age Pension cannot be equated with the benefits that were offered through the provision of electricity and water subsidies.Prior to the presentation of the National Budget 2015, pensioners across Guyana received relief from Government through the water and electricity subsidies, coupled with a monthly pension of $13,125. And if one were to do the Maths, it would be made clear that pensioners were better off then than now.

The Budget debates are currently heating up in the National Assembly, and there is still time before the estimates are finalised and passed into law. We urge the Government to seriously reconsider the allocations for old age pensioners, as the sum allocated is inadequate if one were to consider the sharp increase in commodity prices and the high utility bills pensioners are saddled with.

If we are going to ensure that our senior citizens enjoy the “good life”, then they must, first of all, be entitled to a decent and livable pension at the end of the month. Added to this is that it would be a great joy for many if the Government was to take a decision to have the water and electricity subsidies restored.

That said, the Administration must continue exploring ways and means of creating a more comfortable life for all our senior citizens. For example, there is need for special care homes, retirement homes, special transportation and priority treatment for our elderly. Also, there must be increased focus on long-term health care of older adults suffering from mental disorders, as well as to provide caregivers with education, training and support. Good general health and social care are important for promoting older people’s health, preventing disease and managing chronic illnesses.

Govt should exercise caution with wind farm project Dear Editor, The calls for care and caution put forward by the Leader of the Opposition (LOP) as the coalition Government proceeds, as announced, with the negotiations with Guyana Wind Farm Inc (GWFI) are well-justified. There is no disputing the close relationship between the current leading shareholder of GWFI, Mr Lloyd Singh, and the AFC which was recently declared by both sides on the commissioning of the new AFC headquarters.

There is no deceit in the Opposition Leader’s statements. True, the PPP/C Administration had been working with the GWFI over more than a dozen years for the realisation of a Hope Beach Wind Farm, but whilst it could have been taken for granted that the concluding negotiations with a PPP/C Administration would have been “at arm’s length”, the concluding negotiations between the coalition Government and a major supporter of one component must expect to be tested. As it is said, “Forewarned is forearmed”. The Opposition Leader was putting out the warning early.

The Opposition Leader would have been deceitful if he had stayed quiet, aware as he was that the announcement by the Honourable Minister of Finance contained a major

error. GPL’s current cost of generation is only about a third of the figure which was given as US 28 cents per kWh. Additionally, there are other worrying statements in the media and in society which could easily lead to consumers of electricity paying more than they should.

Persons familiar with our electricity utility, GPL, and with wind and other renewable energy sources would share the LOP’s causes for concern even more, on reading the article on page 10 of KN of Sunday, February 7, 2016.

Two quotes from that article, separately and more so when combined, would justify the Opposition Leader’s alarm.

Mr Lloyd Singh is quoted as saying, “I want the people to understand that there are three alternative sources of energy in Guyana: hydro, solar and wind. Hydro depends on rain; solar on sun, but wind is 24hrs”. As all of us who have attempted to fly kites, know, the wind does not blow steadily, but is constantly changing and for many long periods may be effectively zero. Arrangements to ensure that the utility’s other generators compensate quickly and adequately are a major challenge. The usual result is that a utility like GPL should only offer to pay a “discounted avoided cost” for energy it receives from others.

The Honourable Minister was dreadfully in error when he put the average current generation cost of GPL at US 28 cents per kWh. At the cost of fuel to GPL on Budget Day, January 29, 2016, generation cost would have been no more than US 9.5 cents per kWh, with a fuel component of about US 6.30 cents.

His figure of US 28 cents might have been true at the time of the highest oil prices of almost two years ago, or there might have been a mix-up with two other figures – the average cost of electricity delivered to customers and the average price as billed to customers. In negotiations for an independent supply of power (a PPA with an IPP), one must ensure that one has accurate figures for the generating cost which would be avoided, if not GPL and consumers would be paying more than they should.

Mr Lloyd Singh tells about the PPP/C Cabinet on June 9, 2014 approving (in principle) the sale of electricity to GPL at US 18 cents per kWh. At that time, the average generation cost was about US 23 cents per kWh with a fuel component of about US 20 cents.

The price of US 18 cents was less than the avoided cost and was calculated to be enough to amortize the invest-

ment (good price and concessionary financing) in not much more than five years.

It was therefore an attractive price at that time for a speeded-up BOOT arrangement in which the facility would have been quickly bought-down and ownership transferred to GPL within not much more than five years, at no further charge. Fuel prices and prospects are quite different today.

Allow me to restate here our PPP/C background position when considering offers for electricity generation. The priority project for secure, renewable energy for Guyana, as identified since the mid-1980s, was and continues to be the realisation of the Amaila Hydro, with projected costs of electricity delivered at Sophia, at about US 12 cents initially, falling to about US 7 cents after about seven years, then to about US 3 cents after about 15 years and for the rest of its life of about 50 years, giving an arithmetic average of US 5 cents over its life.

Freddie misleads on McMaster Scholarship Dear Editor, Freddie Kissoon’s claim on February 3 about winning a scholarship to study at McMaster University, Canada raises several questions. He seems to have misled readers about the type of scholarship and how he was a recipient of it. He claimed he was initially “rejected” (why?) for the UG scholarship (given to the top student) from the PNC regime which gave the scholarship to Norman McLean” for obvious reasons.

Freddie did not explain why McLean was given the UG scholarship even though Freddie claimed he performed (academically) better than McLean?

Also, Freddie did not lead a fight against this injustice. He also did not reveal the reason (s) why the PNC did not object to or deny him the McMaster scholarship since it earlier denied him the UG scholarship. Could his revela-

tions help to explain why Freddie never supported the student and faculty protests on the Corentyne and us (pro-democracy movement) in Canada and the US during the anti-dictatorial struggle? Walter Rodney, Kwayana, Apata, Omowale, Fr Rodrigues, Rupert Roopnaraine, etc, supported our protests on the Corentyne against academic victimisation and other injustices, but not Freddie. While we toiled neglecting our studies (in Guyana and abroad) to help liberate our nation, Freddie was silent about the human rights abuses taking place in Guyana.

Freddie was the beneficiary of our (North American freedom fighters’) generosity and struggle to liberate Guyana, and yet he unceasingly has been attacking us.

Freddie claimed he competed for the McMaster scholarship and he won. The terms and

conditions for scholarships in North America are public information. I was informed McMaster did not (and still does not) provide a direct scholarship to UG during the 1970s.

And if it were so, then a UG-McMaster scholarship would be based on performance and other criteria, and it may have required UG’s approval or no objection to the recipient. Since PNC dominated, why would the PNC approve of him to be given a McMaster scholarship when it earlier denied him the regular UG scholarship to study abroad?

Why wouldn’t the PNC suggest the scholarship be given to its own supporter instead of Freddie who claims PNC disliked him.

Was McMaster’s scholarship given by CIDA or the Commonwealth (that normally gives scholarships to Guyanese and other nationals)? If so, then Freddie would have had

to compete for it and the PNC Government at the time would have had to give its approval. So, why didn’t the PNC disapprove of such a scholarship to Freddie since it disapproved of the UG scholarship to him?

During 1979/1980, a McMaster official said it did not offer a direct scholarship to a foreign student.

So Freddie could not apply directly to and received the scholarship from McMaster? Scholarships were given through international institutions and foreign Governments.

During the 1970s, based on information provided by former students and faculty, UG only offered General Degrees, not Honours Degree. In the event Freddie applied directly to McMaster, the university would have required him to do a premaster’s year (make-up year) as is the norm in most prestigious universi-

As I recall, subsequent to the Cabinet’s approval of June 9, 2014, there was effectively a withdrawal by the preferred Chinese manufacturer as it ended its very attractive price and financing offer. Consideration began of offers from other Chinese manufacturers including offers for financing. Costs were increasing. Whilst at the beginning of financing discussions many manufacturers and financiers seemed to be willing to proceed without a “Sovereign guarantee” of the loan/investment, invariably as discussions/negotiations proceeded, they hardened their

call for a “Sovereign guarantee”.

With those subsequent developments and bearing in mind that the discussions with the GWFI went back to the early 2000s, when Mr Kolader from Curaçao came with a pure Private Sector proposal, the PPP/C Administration had begun moving towards: * A different business model: an “open book” “public-private-partnership” where the contributions, risks and rewards of each party would be explicitly stated and agreed to; * Possibly restarting with an open, worldwide

call for proposals, with some reasonable recognition (and reward) for the valuable work done by the GWFI over more than a dozen years, if it were not to be the successful bidder.

The Leader of the Opposition was being constructive. A few days after the reading of the Budget, he held a press conference at which he constructively critiqued the Budget, proposing reasonable changes to reduce increased costs which the Government might be unwittingly introducing on middle- and low-income earners in our country. His statements of

caution and concern as the Government proceeds to conclude agreements with the GWFI are similarly constructive for the purpose of achieving better for our people and county.

Freddie said he received the scholarship and left for Canada. There is no reason to dispute Freddie that he received a scholarship at McMaster. But questions linger on how Freddie received it and the role of the PNC in approving the scholarship and why he never supported the anti-PNC struggle at home (prior to leaving Guyana) and abroad when he was a foreign student before he was kicked out of the University of Toronto and sent home. Readers want

to know whether the PNC approved of the scholarship. And as a payback, did Freddie not join us in the anti-dictatorial movement abroad for fear his funds would be cut off?

Those of us (Ravi Dev, Baytoram Ramharack, Sash Sawh, Vassan Ramracha, myself Vishnu Bisram, Arjune Karshan, Chuck Mohan, et.) who committed to battling the dictatorship did so out of (moral and humanitarian) principles, not scholarship funds. We did not compromise our integrity for personal honours and gains.

Split but together: Divorced couples finding novel ways to live under the same roof for their children’s sake

onica McGrath and Kent Kirkland are divorced parents of two young children. They live in one house with their children, call themselves friends and borrow sugar from one another.

The Edmonton family gained Canada-wide recognition this month after media attention turned to their family set-up and living arrangements. Part of this attention was due to their custombuilt “transporter” house, with two separate sides and a hallway connecting them, but also because they’re doing what many separated couples say they want to do; put the kids first.

“I still consider us a family.

We have kids together, we’re still connected,” says Ms. McGrath of her ex-husband. “We need to together raise our kids, no matter what our situation is. This home allows us to do that.”

Their family model is a version of a “bird’s nest” arrangement where children stay in the house, while separated or divorced parents come to them. Some see this as a model that helps minimise disruption for children. It means they don’t have to be uprooted, trekking from one parent’s house to another’s on a regular basis. Although this model is still rare, experts say it has become increasingly common over the last 10 years.

Not everyone is convinced it is a viable arrangement in the longterm, but a growing number of separated couples are testing out this version of shared custody.

In the Edmonton case, which caught the attention of family lawyers nationwide, the family moved into their new shared-yetseparate home last fall and plan to keep the arrangement until the children, now 11 and eight, finish

The adults live on separate sides of the house with a wall between them. Their children’s bedrooms are at one end of the house and connect to both sides through a hallway with a door to mom’s side and a door to dad’s side. The parents alternate childcare week by week. When it’s one parent’s week, the other locks their hallway door.

“They’re both a lot happier now,” Kirkland says of their children.

“Now if they want to see mom, it’s really easy for them to do it.” The ex-couple mostly communicate by text and rarely actually see each other.

“It’s no different [from living across town] in the sense of being able to come and go and have my own life,” Kirkland says. They separated in 2010 and have already crossed the hurdle of dating other people, though both are currently single. ecently appointed Chairman of the Board of Directors of the Georgetown Public Hospital Corporation (GPHC) and co-owner of HBTV Channel 9, Dr Noel Blackman, was arrested and charged in the United States for illegally writing a large number of prescriptions for a narcotic-based painkiller.

The New York Newsday reported that the Federal Bureau of Investigation (FBI) suspected that Blackman was illegally prescribing vast amounts of oxycodone – 365,000 pills in 2015 – in a drug-dealing enterprise spanning three states. Oxycodone is a narcotic-based medication used to treat moderate to severe pains and can be habit forming even at regular doses.

According to the Newsday, FBI agents took Blackman, 68, into custody after they ordered a Guyanabound jet taxiing for takeoff with him on board at the Kennedy Airport, to return to the airport terminal.

Blackman, who was under investigation for several weeks, was intent on permanently leaving the United States, according to a tip agents received before they headed him off at the airport. After the plane returned to the terminal at about midnight on Sunday, Blackman was arrested and later charged with conspiracy to distribute the narcotic.

pills came from 2487 prescriptions – a marked increase from the 114 he wrote for 3800 pills in 2014 and 63 written in 2013 for 2100 pills.

The Newsday also reported that federal agents with Homeland Security Investigations also found US$30,000 in cash stashed in Blackman’s luggage.

Dr Blackman, who is also a former Health Minister under the People’s National Congress (PNC), was appointed as the new Chairman of GPHC in December 2015.

According to the Official Gazette of December 23, 2015, “Dr Blackman will perform the responsibilities as GPHC Chairman for the period of one year, effective December 1, 2015 to November 30, 2016”.

Speaking to reporters at Parliament on Tuesday, Public Health Minister, Dr George Norton said he is

“very disappointed” by the actions of the newly appointed GPHC Chairman and stated that steps are being taken to replace Dr Blackman on the medical institution’s board.

The Health Minister noted also that although Dr Blackman has been charged, he has not been proven guilty.

The PNC stalwart is a registered vascular surgeon in the City of New York and also an Executive Board Member at the World Health Organisation (WHO). Dr Blackman completed his undergraduate at Howard University before pursuing his Doctorate of Medicine at Hahnemann University Medical School.

Meanwhile, this newspaper understands that Dr Max Hanoman, a former People’s National Congress (PNC) parliamentarian is being considered to replace Dr Blackman.

Gunman drops weapon during robbery attempt at Assuria

olice investigators are in possession of a firearm, along with matching ammunition, which was retrieved during an apparent robbery operation at a popular insurance company that was foiled by a guard on duty.

According to Police reports, about 03:20h on Tuesday, a security guard on duty at Assuria Insurance Company on Church Street,

Georgetown, was confronted by four men, one of whom was armed with a firearm.

During the confrontation, the security guard resisted and a scuffle ensued with the armed man, who dropped the firearm. The guard quickly retrieved the weapon.

Commander of A Division (Georgetown-East Bank Demerara), Clifton Hicken, stated that after realising

that their lone weapon was no longer in their possession, the men immediately escaped from the area.

Hicken believes that the perpetrators were able to gain access to the insurance company’s premises through a nearby flower shop.

The unlicensed 9mm pistol along with seven rounds of ammunition was handed over to the Police. The investigation continues.

Dead is Ian Andrews, 22, of Palmyra, East Coast Berbice, Region Six (East Berbice-Corentyne). Reports are that Andrews, who lived alone, might have been taking the drop cord which had a bulb attached to it, to the lower flat of the building when the incident occurred.

Andrews’ mother, Sara, said last Thursday she tried to make contact with her son, but her calls to his cellular phone went unanswered.

“On Friday, I decided to call an aunt asking her to make a check on him.”

The aunt did as instructed, but got no response when she called.

According to the grieving mother, after not getting information about her son, she called the Guyana Beverage Inc where he was employed and was told that he did not show up for work.

This, she said, made her more suspicious. “I told his aunt to go back to the house again and on the second visit to the house, she peeped through a hole and noticed that the back door was

“So she decided to go around the back and when she glanced, in she saw him lying face down on the floor.”

The discovery was made on Saturday.

Andrews, who had occupied the house for three years, was aware that there were problems with the electrical wiring and had made arrangements which he thought were safe.

“The house is very faulty in the wiring and the landlord, she is aware of the faulty wiring, so we cannot use any of the wiring and she is not

looking after it. So we have a 110 transformer and connect a drop cord to the transformer so that one drop cord would power upstairs and downstairs light. Every time you go up, you take the drop cord and bring it back down when you come downstairs.”

The dead man’s mother said on Thursday her son was preparing to attend a religious function at which he was officiating. He was already dressed and only had to put on his footwear, it was noted.

“And then he just had to hang the drop cord and like when he was going to hang the drop cord with the bulb so that he could see when he come back home, something happen and that was the end.”

She referred to her son as being quiet, cool, calm, collected and easy-going but hard working. He leaves to mourn his mother and one brother.

In an eerie coincidence, 35 years ago, Andrews’ grandfather died after being electrocuted on a utility pole. At the time he was employed with the then Guyana Electricity Corporation, which later became the Guyana Power and Light.

West Berbice man recovering after attempting suicide

p to late Tuesday evening, the condition of a man who attempted to take his own life was still considered as serious.

Reports are that the 24-year-old man of Belladrum village; West Coast Berbice, Region Five (Mahaica/ Berbice) ingested a poisonous substance on Tuesday morning resulting in his hospital-

ization.

This publication understands that the man consumed an unknown amount of gramoxone at his home and soon after informed his older brother.

Initial attempts to provide first aid were unsuccessful and he was rushed to the Mahaicony Cottage Hospital, East Coast Demerara.

No information on what might have prompted the troubled man to try to harm himself was fort coming up to press time, however, one source revealed that his condition had improved by 19:00h.

Doctors are still monitoring his progress. The police or social workers have not visited the young man as yet.

Brazil-based contractor was on Tuesday Chief jailed by Magistrate Ann McLennan when he appeared at the Georgetown Magistrates’ Courts charged with wounding.

Richard Martin, 46, pleaded guilty to the charge which stated that on January 5, 2015 at Natalija, Central Rupununi, Region Nine (Upper Takutu-Upper Essequibo), he unlawfully and maliciously wounded Sherlan Kissoon, also known as “Coolie Dread”, with intent to maim, disfigure and disable or cause grievous bodily harm.

Jones told the Court that on the day in question, the Virtual Complainant (VC) was hanging out with friends when the defendant approached him and asked for money.

The VC refused, which upset the defendant who pulled out a cutlass from his pants waist and dealt the VC two chops to his right arm.

As a result of the wounds, the VC was taken to the Lethem Hospital and then rushed to the Georgetown Public Hospital for further treatment.

According to the VC’s medical report, which was presented to the Court, Kissoon sustained injuries

which caused him to lose two of his fingers and function in his right hand permanently.

The Prosecutor stated that after the incident the defendant fled the country to Brazil.

The defendant, when given an opportunity to speak, told a very different story.

He explained that on the day in question, he had just returned to Guyana from Brazil and was out with some friends when the VC, who he claimed was a prominent drug dealer in Lethem, asked if he wanted to buy drugs. He added that he and his friends refused and were called ‘soft’ by the VC. He further added that the

VC then lifted up his shirt to show him a gun that was in his waistband and said ‘if y’all talk too much, I will fire y’all up’. The defendant told the Magistrate that he had a knife in his pocket which he pulled out and started to “cut” the VC. Martin stated that he then went back to Brazil and returned after a year. He added that upon his return, the VC sent two men to his home to kill him and when he went to report the matter to the Police, he was arrested.

Magistrate McLennan listened to his explanation and then sentenced him to three years in prison.

Rancher charged for stealing stallion

rancher who reportedly stole a stallion was slapped with a larceny charge and on Tuesday appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts.

Upper Essequibo) pleaded not guilty to the charge which alleged that between November 1 and December 30 at St Ignatius Village, Central Rupununi, he stole one brown stallion valued $120,000, property of Bernard Simon.

Attorney Jed Vasconcellos, who represented Sukdeo, requested

bail stating that on the day in question, his client and a friend were returning the horse to its owner and were not attempting to steal it.

He added that Sukdeo was the father of a threeyear-old and did not have any other pending matters.

Police Prosecutor Deniro Jones objected to bail stating that the defendant in

the company of others did attempt to steal the horse.

He added that the defendant was a flight risk, as he was a rancher from the Rupununi area.

Magistrate McLennan granted bail to the defendant in the sum of $25,000.

The case will continue at the Lethem Magistrate’s Court on February 29.

With the Ministry of Health having conducted at least half a dozen studies on suicide and launched a Gatekeepers’ Programme, OP forming a National Suicide Secretariat and launching so many initiatives over the last decade, you mean just because the MINISTERS changed, ALL THE governmental INSTITUTIONAL MEMORY WAS FLUSHED DOWN THE DRAINPIPE. That’s a real crying shame, fifty years after independence.

Guyana didn’t just hit the top of the suicide hit parade in the world overnight. It’s always been there. But because it was always more prevalent in the rural, Indian Guyanese population, no one took notice. It was like with the slaves who jumped overboard when they were crossing the Atlantic: the traders always catered for “loss at sea” and shipped in a few “extra”. With the Indians back in indentureship, they could always send over a few more.

And the attitude continued during the colonial days: the folks who kill themselves are expendable...”just ship in a few more”. They’re also out in the boons – who hears about them? But what’s unforgivable is we never spend enough time and money right after Independence to try and lower the suicide rate. And even though as mentioned above the PPP Government did make a stab – that was all it was: a stab.

Compared to the programmes they unfurled against AIDS and Drugs, suicide wasn’t even in the picture.

You’ll hear suicide is “self-inflicted” and there’s not much you can do about it. Well, AIDS and Drugs are also “self-inflicted” to a great extent, aren’t they? But we’ve had programmes to combat them for years. Fact of the matter, whenever a phenomenon affects one GROUP differentially than another GROUP in the same environment, it means that something is acting beyond the INDIVIDUAL level.

We have to look at what those factors are – internally and/or externally. This has been done in Guyana. The probing and the prodding to find out what causes suicide in Guyana are already documented. What’s needed is money to implement the programmes already crafted based on the findings of those studies. And even more poignantly, there’s been a credible group that’s hit the ground running and willing to continue with the aforementioned Gatekeepers’ Programme.

But the power team around Prezzie have launched their own “group”, which posed for a well decked-out pic and then disappeared. Leaving Prezzie to plead for a “study”.

Sir, just look around – the studies are there as well as the workers – just the funding is lacking. Sign the Cheque.

Well, not only should Patrick Yarde and Lincoln Lewis be miffed at this betrayal by an ally, but so should the Guyanese taxpayers – meaning me and you, Dear Readers.

It’s our (pitiable) salaries that’ll be underwriting these additional super salaries!

Ash Wednesday commemorated today

illions of Christians will flock to churches today – Ash Wednesday – to have their foreheads marked with ashes, reminding them that life on earth is ephemeral.

At church services across the world, the ashes of burned palm branches mixed with holy water or oil are applied in the shape of a cross.

The palms used during Ash Wednesday themselves hark back to a more joyous celebration: the previous year’s Palm Sunday, which celebrates Jesus’s return to Jerusalem when he was greeted by crowds waving palm branch-

Ash Wednesday marks the start of the 40-day Lenten season, a period of penitence and reflection that commemorates the trials and deprivation faced by Jesus during his time in the desert. Christians abstain from some foods or fast during the period. They also refrain from indulging in certain activities and habits or using certain luxury goods and other material things.

On Ash Wednesday, Christians are urged to do good works, fast and pray, and have their foreheads marked as a reminder that every person is only dust.

Wales Estate closure

Only “temporary workers” dismissed – Agriculture Minister, GuySuCo

griculture Minister Noel Holder has confirmed that 50 workers were indeed dismissed from the Wales Sugar Estate.

The Minister’s statement comes on the heels of the Guyana Sugar Corporation’s (GuySuCo) denial that no worker was dismissed from the entity.

Speaking with media operatives on the sidelines of Budget debates 2016 at Parliament Buildings on Monday, Holder said that 50 workers were indeed dismissed but these persons were considered “temporary workers”.

However, earlier, Holder had emphasised that no worker would be dismissed from the estate. Only last Thursday, Minister Holder told this publication that workers at the Wales Estate should not be worried, since their jobs were not on the line.

“As it stands now, we don’t think any worker will be retrenched at all. In terms of field operations, there is a total of about eleven hundred and something field operators and it’s only about 13 people who are probably threatened,” the Minister had assured.

Agricultural and General Workers Union (GAWU) President Komal Chand, confirmed on Saturday last that 50 workers were dismissed from the Wales Sugar Estate.

According Chand, the workers, who are unionised, were sent home last week.

“Already 50 odd people have gotten the marching orders.

They have not been at work from last week… they are claiming that they are temporary workers, but the fact is, they are workers and they ought to come to the union in terms of dislocation of workers through the loss of jobs and so on,” Chand told Guyana Times.

came out and denied the workers were dismissed. In another section of the media, Chief Executive Officer Errol Hanoman is quoted as saying that “any worker no longer with the estate would have been temporary staff with whom the Corporation had no agreement for continuous employment.”

The A Partnership for National Unity/Alliance For Change (APNU/AFC) Government has been issuing a series of conflicting statements on the issue of closure of the sugar estates or factories and the subsequent loss of jobs.

In December 2015, Minister of State Joseph Harmon had said that the Government had agreed to have widespread consultations before any estate was

closed or merged.

“It was agreed at Cabinet that given the importance of the sugar industry to the national economy and the number of persons depending on it for their livelihood, there was need for wider consultation with all stakeholders and the general public about the future of the industry,” Harmon told a news conference at the time.

As a matter of fact, he had denied the closure of any factory.

However, there were no consultations, but an announcement was made for the closure of the Wales Estate, despite the fact that a Commission of Inquiry into GuySuCo making no recommendations for the closure of any estates.

Region 10 RDC tenders

ixty-eight million dollars in tenders for the Region 10 (Upper Demerara-Berbice) Regional Democratic Council (RDC) went back to the Finance Ministry last October and according to Chairman Renis Morian, approximately $18 million has been released to date.

He has indicated however that permission has been granted to have these proj-

ects rolled over in 2016 so that the sums would not be returned to the Treasury.

Morian said the RDC is presently working at the level of its Finance Committee, with support from the office of the Regional Executive Officer (REO) Gavin Clarke, to ensure that effective management systems are put in place to ensure the better outcomes

for the administration.

He said his finance team will not be moving in the direction of writing up fictitious contracts at the end of the year to ensure that monies are not sent back, noting that this is a method which has been used by others.

The Regional Chairman said, in taking a different approach, the Committee, through the Plan of Action

for Regional Development (PARD) will have an Information Officer present on a weekly basis to ensure that information is relayed to the general public so as to ensure that they are updated on such aspects of the Council. This is also to ensure transparency as the administration plans to better organise its spending.

No...it was just because Jagdesh had been to the USSR and learnt how to drink Vodka and lick salt from his wrist in one motion. As a local born dialectician, Nagga Man could only perform that feat with Bush Rum. The other fellas in the party always went for “foreign”!

But when Nagga Man went to Parliament, he saw that Jagdesh hadn’t even bothered to show up. He’d sent one of his protégés, “I Maan Ali”. Nagga Man was livid. What did Jagdesh think he was? Curried Duck? But then I Maan Ali started talking about Nagga’s Government not having enough “FDI”.

Final report handed over to AG’s Secretary – Commissioners leave Guyana

n what appears to be a bizarre twist, Commissioners who were probing the circumstances into the death of Dr. Walter Anthony Rodney, left Guyana on Tuesday without making an official submission of the final report to President David Granger or Attorney General Basil Williams.

Reports reaching Guyana Times state that the report was handed over to Williams’ Confidential Secretary, moments before the Commissioners left Guyana.

It is unclear why the Head of State was not the official recipient of the document, which entails details on the findings of the 17 month long investigation into the death of the Working People’s Alliance (WPA) Co-Founder and political activist who was assassinated 35 years ago.

After several extensions, the final report was expected to be handed over to President David Granger on Monday.

In fact, journalists were invited to the Ministry of the Presidency for the 12 pm submission. However, a few minutes after arrival, they were informed that the submission would be done at a later time as the Commission was not quite ready.

the investigation in July of last year, had been somewhat concerned that the move by Government to shorten the life of the inquiry would hold some strain on the findings of the report. He had stated that the report would not be fair since pertinent witnesses were not given an opportunity to make their representation at the inquiry. He, along with lawyers representing the various interests in the investigation, had tugged the hem of the new Administration to allow for at least two more weeks so that the investigation could have a

Government however, did not heed to those requests.

The three member panel which also included Jamaica Queens Counsel Jacqueline Samuels Brown and Trinidad based Guyanese Senior Counsel Seenath Jairam, were sworn in by former President Donald Ramotar to probe the circumstances leading to the death of Dr. Rodney. They were guided by a list of Terms of References (ToR’s) which also made mention of them examining the political, social and economical atmosphere that existed at the time of Rodney’s death.

The WPA, a member of the coalition A Partnership for National Unity (APNU) had maintained that the Linden Forbes Sampson Burnham led People’s National Congress (PNC) was the mastermind behind the death of the historian. Their theory was that the then Government had collaborated with the Guyana Defence Force (GDF) and had used then Army Sergeant and electronics expert William Gregory Smith to carry out the assassination, by planting a bomb in a communication device, which exploded in the lap of the historian. Smith and the PNC has ever since denied that theory, and suggested that Rodney had in fact died at his own risk.

Rodney was killed on the Evening of June 1980.

Dealers again implore Govt to rescind decision

yre importers and drivers continue to appeal to the Government to look into their plight as low income earners and rescind the decision to completely ban the importation of used tyres into Guyana.

Guyana Times spoke with a number of distressed importers and drivers on Monday, who all explained how unprepared they were to face additional “struggles” if the Government did not rescind what they described as a “one-sided” decision.

Owner of the Bulla Tyre Depot, Abdool Hamid related to this publication that he had only decided to open a business in Guyana after Prime Minister Moses Nagamootoo at a meeting in the United States of America urged Guyanese to return home and invest in order to promote growth and development.

“I came back here and started investing in my business. Now everything I built in one year is going to shut down,” Hamid said.

year of service to Guyana in the importing business that approximately 98 per cent of Guyanese are incapable of purchasing new tyres since they are sold at high prices. He said since the decision by Government was announced, he had not sold one of his recently imported 50 tyres.

Additionally, he explained that he had just recently paid for five containers of used tyres, which are expectedly shortly.

“What’s going to happen now to me? I’m losing sleep over this,” Hamid lamented.

The Government has justified its decision by stating that a major cause of accidents was used tyres. This,

however, did not go down well with the suppliers, who reported that some used tyres are by far more durable than the low-quality new ones.

“Tyres don’t cause accidents, people do. People who overdrink and use their phones while driving are responsible for the accidents on the roadways so I don’t know what the Government is saying,” another importer, Mustaf Mohamed argued.

An enraged Mohamed, who has been in the business for over 20 years and has been importing used tyres from Holland, told Guyana Times: “I have been using the tyre on my truck for four years and six months now

and I never got a blowout.”

Meanwhile, Mohamed Yusuf, 70, who has been a driver for over 50 years, explained that public transportation costs would rise if persons were forced to buy new tyres.

“The bus fare is now $140 for the route which I work, but if I’m expected to buy a new tyre which I’m sure will not be tough as the used ones so I will have to keep buying, the fare will have to raise to $300. This is going to put a strain on the poor people and the Government will have something to say,” Yusuf declared.

While the importers and drivers will be tremendously inconvenienced by the budgetary measure, housewives will also feel the “squeeze”.

Even though importers and drivers are aware that this move from the Government to ban used tyres is an affirmative one, they are petitioning for the measure to be reformed.

They called for Government to at least have the Guyana National Bureau of Standards appointed to control the inspection of imported tyres to approve their condition and permanence.

The decision to ban the importation of used tyres was disclosed by Finance Minister Winston Jordan in his Budget 2016 presentation as an effort to promote a green economy and protect the environment.

Ever since the announcement had been made, the Government had come under fire from importers, drivers, and the previous Administration who had deemed the decision as one with no consideration for the affairs of middle and low income earners.

Keeping it real The Indian mind and Bharrat Jagdeo (Part 4)

B

harrat Jagdeo is seen either as the most likeable or the most despicable politician in Guyana.

However, there are three things that remain salient about Jagdeo and his leadership. One, Jagdeo is credited with helping to rebuild the Guyanese economy after 1992.

Unfortunately, Dr Baytoram Ramharack the endemic corruption that set in during his Presidency overshadows the progressive actions associated with his tenure.

Two, Jagdeo’s role in protecting the environment has placed Guyana firmly in the global worldview.

Guyana now has a stake in sustainable development and preservation of the environment for a future generation through the reduction of carbon emissions.

Three, while I do not know Jagdeo personally, I do not believe he is a racist. Judging by his actions while in office, there is no credible evidence to suggest that his national policies were designed with the intent to benefit supporters of the People’s Progressive Party (PPP) at the exclusion of others. What is clear is that what was generally true about Cheddi Jagan remains true of the post-Jagan leadership. The PPP did not use the occasion of its control of power to genuinely confront the racial monster. Had the Party done so, it probably would have significantly, and justifiably, empowered all communities, Indians and Amerindians included, in key institutions of power, like the Disciplined Forces and the bureaucracy.

How was the Jagdeo/Ramotar presidency different from that of Cheddi Jagan? There is no question that favouritism was partial to Jagdeo’s leadership, a reflection of patronage and unfettered capitalism. The reluctance to transform the Party into a genuine multiracial organisation was largely due to the fact that the PPP leadership felt the Party was invincible because it had mastered the art of winning elections, guaranteed by the Indian majority. The result? Indians, the largest constituency of the PPP, were taken for granted and the Party continued to ensure that its uneducated and lumpen rural population remained in a perpetual state of dependency upon the Party.

By reputation and imposition, Jagdeo remains the most powerful leader in the PPP. Why then do the majority Indians continue to support Jagdeo and the PPP? Tradition goes a long way, and for the diehard Indian supporter, the PPP is a Godsend. As long as Jagdeo controls the reigns of power, it is virtually impossible for other individuals to emerge as potential leaders. The political campaign clearly highlighted his dominant position within the Party.

Barring a split within the Party, one can foresee two scenarios that can promote change within the Party.

One scenario calls for internal demands for change by party members who are not loyal to Jagdeo. Surely, such a faction exists, and a case can be made for leadership change, given the level of criticism Jagdeo has endured. Two, Jagdeo himself can institute the necessary changes and set the party on a path towards internal democratisation. This would require that Jagdeo accept the role as a reformer and take a back seat to political power. It is only after such changes are made can the PPP regain lost credibility. Having condemned the “arrogance” within the Party, it is time for him to condemn the excesses and immorality of other party leaders. As a party which does not command majoritarian support, the PPP must explore other avenues of power, including power-sharing and coalition politics.

The longer the PPP takes to transform itself, the longer the party will continue to remain in internal exile. Anything less will amount to continued betrayal of the party’s loyal supporters.

GTT plugs $4M into Children’s Mash Parade E Division hosts awareness

ith the Children’s Costume Parade to be the only parade planned for the Mashramani celebrations this month, GTT has partnered with the Education Ministry to ensure that the event is grand and even more memorable.

As such, the local telecommunications giant has again offered its financial support to the Ministry with the contribution of a whopping $4 million.

At the simple handingover ceremony on Tuesday at the company’s Head Office on Brickdam, Georgetown, GTT’s Marketing Manager, Anjanie Hackett stated that the company was excited

to be participating in the Children’s “Jubilee Parade”, since it would be the only one held in February.

The much-anticipated Mash Float Parade that is normally held on February 23 has been pushed to May this year when Guyana will be celebrating its 50th Independence Anniversary.

Hackett added that GTT would be having a band at the Children’s Parade and has enlisted designer Derek Moore to put together the costumes. Some 62 students from the Enterprise Primary School in D’urban Backlands and St Sidwell’s Primary in Lodge, Georgetown, would be participating.

According to Moore, these children were selected since they never had the opportunity to take part in the event. He disclosed that the theme for the GTT children band is “Spectrum – Generation Next”.

The band comprises a queen costume and the individual costumes. The vibrant colours of the costumes were taken from the rebranded GTT – such as blue and orange.

“We are moving from 2G to 3G and 4G so with the vibrant colours (on the costume), we are going to create a wider range for viewership in every way,” the designer said, explaining the theme.

Moore promises that the GTT band would be a colourful and creative spectacle.

Meanwhile, the GTT cheque was received by Permanent Secretary of the Education Ministry, Delma Nedd, who expressed appreciation and lauded the company for its continuous support of the event.

“We have been receiving contributions from GTT for the past six years, but this $4 million is a tidy sum.

Given the fact that it is our 50th year for independence, we are hoping to have much more participants in this year’s Children parade,” she stated.

Nedd anticipates that there will be over 3000 participants in the parade from schools across Guyana. The Parade is scheduled for February 20. It will kick off at the Parade Ground at 10:00h and move along Middle Street, into Camp Street then into Lamaha Street. From there, the parade will move into Albert Street into the National Park for judging.

The suicide prevention walk planned by the Guyana Police Force Scout Group and “Lester and Friends”

T

he Guyana Police Force’s E (LindenKwakwani) Division, in collaboration with the House of Prayer Church in Linden, held a Suicide Awareness Walk involving the members of the community.

The walk was held on January 30, under the theme “Stop Domestic Violence, Say no to Suicide”.

Then on February 1, the teachers and students of the West Watooka Nursery School were present at a talk by the Police on road safety.

Two days later, on February 3, a Suicide Prevention Walk was held by the ‘Lester and

Friends’ organisation and the Guyana Police Force Scout Group around Linden.

Following the walk, a concert was held at the Mackenzie Sports Club Ground.

The community outreach activities were part of the Division’s efforts in keeping with the Police Force’s Social Crime Prevention Initiative, the brainchild of Commissioner Seelall Persaud to strengthen the public’s trust in the Police Force as well as to occupy community members, particularly youths, in constructive activities in order to reduce crime.

New GDF officers urged to uphold high standards

he Guyana Defence Force’s (GDF) Officer Corps has been enhanced after 14 new ranks were commissioned on Tuesday.

The ranks were issued with their Instruments of Commission by Commanderin-Chief, President David Granger, at the Ministry of the Presidency. These ranks were part of the Standard Officers’ Course #48.

With their induction into the Officer Corps, these 14 Army ranks will now enjoy the legal authority and privileges to which they are entitled. Their induction was approved by the GDF and the Defence Board.

The newly commissioned ranks, two of whom are female, were urged to be just in the discharge of their re-

sponsibilities, to defend the interest of the State and to uphold the Constitution of Guyana.

Addressing the small gathering after handing out the credentials, President Granger told the ranks that receiving their credentials is not only an achievement but also gives them lawful authority to carry out duties as a member of the GDF. “You’ve sworn an oath to bear true faith and allegiance to the State of Guyana, to support and defend the State against all enemies and that in so doing, you will function as an officer with fear or favour, affection or ill will – these are heavy words… and time will come when you will be tested,” he cautioned.

On this note, the

Commander-in-Chief went on to charge the ranks to uphold the oath they undertook.

“You are expected to embody and uphold the high personal and professional standards of officers. Your conduct will always be subjected to scrutiny; I therefore command you to be exemplary leaders of the Defence Force. I encourage you to continue to study to be disciplined, to be dignified and to be loyal to our country,” the Head of State charged.

Meanwhile, delivering the vote of thanks at the end of the instrument ceremony, newly commissioned ranks, Second Lieutenant Cleveroy Patrick took up the words of the President, saying that the knowledge gained throughout the

Seaman charged with larceny

A

seaman appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts facing a charge of larceny.

Carl Hilliman, 27, of Lot 124 Regent Road, Bourda, Georgetown, pleaded not guilty to the charge which stated that on February 6, 2016 at Durban Street, Georgetown, he, in the company of others, robbed Larry Josiah of two cellular phones valued $53,000.

The defendant claimed that he did not commit the act and had never before seen the person who he allegedly robbed.

He added that the Virtual Complainant (VC) told Police Officers that three short men robbed him and pointed out that he was tall.

Police Prosecutor Deniro Jones told the Court that the VC was a Special Lance Corporal and explained that on the day in question around 02:30h, the suspect, along with accomplices, robbed him, threatened to shoot him and squirted pepper spray in his eyes. A report was subsequently made and the defendant was arrested in the vicinity of Campbellville Bus Park.

Magistrate McLennan remanded Hilliman to prison. The case will continue on February 29.

hile Dr Clive Thomas might be a "town man", he knows sugar as well, if not more than most who "come from the loges". And that is why I was quite surprised when he, as Chairman of GuySuCo, went along with the abrupt announcement of the closure of Plantation Wales. Incidentally, I have never really accepted the foisted euphemism of changing "Plantation" to "estate". This must have happened sometime after independence, since I distinctly remember as a boy in Primary School (Uitvlugt Church of Scotland School) painstakingly writing out my address as "Pln. Uitvlugt".

Wales is not just any sugar plantation – it is the only one where both the workforce and the private farmers are almost equally split between African and Indian Guyanese.

While for historical reasons, most African Guyanese left the sugar plantations after the abolition of slavery, at Wales they were much more successful in establishing a successful sugar planting peasantry. And this is an achievement that in our ethnically fractured country is a great resource.

Guyana has a comparative advantage in agriculture because of our land and water resources, but an equitable sharing of this advantage has proven problematical because of the ethnic disparity in farming. When, for instance, the colonial-era PPP Government developed the Black Bush Polder Rice Development Schemes after 1957, the small number of African Guyanese that received allotments precipitated a huge furore. The PPP was dubbed a "coolie rice government" by the PNC and the former's explanation that the land was allocated in proportion to the applications did not satisfy African Guyanese.

Wales presents an opportunity for the two significant groups of Guyanese, which have literally been at each other's throats on our coastland, to cooperate in order to save their common livelihood and their community.

Wales can become a landmark in the touted aim to build "social cohesion" in our country if the Government can embark on a phased disengagement with sugar. To close it down suddenly or even to try to get out of sugar within a year will lead to an exacerbation of social tensions in an area that has generally been least affected by the 1960s fallout.

Over the weekend, Professor Thomas wrote in his column and, specifically acknowledging his role as Chairman of GuySuCo, declared: "The closure of Wales is immediately linked to the commencement of diversification programmes envisaged to begin in October coming this year. Some of these programmes involve lands for workers to engage in peasant cane farming and lands for their farming other crops as well. There are also programmes to seek to determine the commercial feasibility of alcohol production and aquaculture by GuySuCo at Wales.”

While this is certainly "too little" to completely assuage all the fears that have been aroused on the West Bank of Demerara, it is not too late for the Government to be more forthcoming with a proper plan that the 100,000 West Bank residents can consider. The proposals in this column as well as from several other sources are a signal of the nerve the Wales announcement struck in our country. We hope the Government does not squander this opportunity.

We repeat that we must expand the overall usage of the sugar cane' products that will be forthcoming for quite a while at Wales, regardless. The Uitvlugt option is just not viable. The following are two other uses that can help bring down the overall cost of the sugar component.

The press-mud and wash, which are waste products in the production of sugar and alcohol, can be used for the production of bio-gas (methane). The technology has already been introduced by DDL in Guyana and the methane can be used to power modified vehicles.

Finally, there is the ethanol option. The production of anhydrous ethanol from molasses or sugarcane juice is an established technology that is well within our present skill capabilities gleaned from our production of alcohol for spirits. As was tested at Albion, a 10% alcohol mix can be introduced into the engines of vehicles without any modification of the latter. It is proposed that we establish a refinery at Wales, which will utilise all the molasses produced by the Demerara Plantations to produce ethanol.

It was explained that Holder was “at pains” to inform Cabinet of the Board’s decision.

The Minister had maintained this over that time.

Asked to explain this, Holder said: “The budget from GuySuCo went to Cabinet late last year, and in that budget, the closure of Wales was on the cards.” So in essence the decision was made by the Board.

More contradictions

Meanwhile, Holder has also flipped on another issue relating to the Wales Estate.

He had promised that the closure was only going to affect the factory and not the entire Estate.

In deciding to close the Wales estate in 2017, our aim is to promote the greater long-term good of the entire workforce, the industry, and all its stakeholders, taking into account fully, the “dire straits”, in which GuySuCo has found itself in during recent decades.”

He said the closure of Wales is immediately linked to the commencement of diversification programmes envisaged to begin in October this year. Some of these programmes involve lands for workers to engage in peasant cane farming and lands for their farming of other crops as well. There are also programmes to seek to determine the commercial feasibility of alcohol production and aquaculture by GuySuCo at Wales.

Estate’s sugar lands would not be farmed; however, the lands owned by private cane farmers would be farmed.

“Therefore, the 3000 hectares owned by the Estate will be kept for use that will come up later… the private will remain to be used for private cane farming, while the GuySuCo land will be left for further use including aquaculture, certain crops, dairy, etc,” he told Guyana Times.

Holder, in an interview with Guyana Times late last month, clarified that it was the Wales factory that would be closed, not the Estate as was being reported, adding that the closure of the factory would protect the integrity of the estates in West Demerara.

“To save the estates we have rationalised them and to save the whole industry in West Demerara, each factory is working at half capacity and Uitvlugt is a more modern factory and Wales is an old one,” Holder said.

Guyana Times first reported on the plans to close the Wales Estate, and, according to Holder, at the time this publication reported on the matter, the Corporation was still not planning to inform workers about the imminent closure of the factory.

Lindener charged with throwing missiles, threatening language

man who hails from Wismar Housing Scheme, Linden, was charged and brought before the court for the offences of throwing missiles and making use of abusive and threatening language.

Somersall of 67 Wismar Housing Scheme is accused of throwing missiles at Mia Stewart, the Virtual Complainant (VC), so as to cause her danger.

The incident is alleged to have occurred on October 6, 2015, at Wismar Housing Scheme.

He is also charged with making use of abusive language against the VC to which he had previously pleaded not guilty.

Somersall appeared before Magistrate Clive Nurse at the Linden Magistrate’s Court. The matter was adjourned for March 9.

President supports mother whose son was burnt in house fire

resident David Granger, through his Public Information and Press Services Officer, Lloyda Nicholas-Garrett, Tuesday, provided $100,000 in initial support to Cidel Hector, a 22-year-old security guard, who lost her home in a fire last Monday that has left her toddler son nursing first, second and third degree burns.

Nicholas-Garrett presented the cash to Hector Tuesday afternoon at the Georgetown Public Hospital, where the mother of two has been staying to care for her son who has undergone a skin graft procedure to treat the burns he suffered to his right arm and both knees.

“President Granger is very moved by your situation,” Nicholas-Garrett told Hector. “He understands that it is difficult as a young mother for you to support two children and then have to face a situation like this… his heart is touched by your

Assault accused granted bail

wenty-three-yearold Dima Gordon, a resident of Cayenne, French Guiana and Amelia’s Ward, Mackenzie, Linden, was granted bail in the sum of $25,000 by Magistrate Clive Nurse on Tuesday after being remanded on an assault charge.

It is alleged that he unlawfully and maliciously assaulted Ashley Mansfield on February 2 at Central Amelia’s Ward. He will make his next court appearance on February 17.

Mansfield, also a French Guiana national, was cocharged for assaulting Gordon and as a result both had appeared before Magistrate Nurse last week.

Prosecution facts presented to the court indicated that

she wounded Gordon to his left hand with a knife on February 2 at approximately 13:20h at Central Amelia’s Ward. As a result of the injuries, the prosecution told the court, Gordon was examined by a doctor at the Linden Hospital Complex (LHC) and a medical certificate was obtained.

Magistrate Nurse after hearing the facts presented by the prosecution, ordered a probation report.

When asked by Magistrate Nurse if she knew that her actions could result in jail time, Mansfield whom the court heard is presently unemployed, responded in the positive.

The charge against her is deemed indictable. The case against Mansfield was adjourned until March16.

Ramsammy’s Ruminations Since when buying out politicians with large donations is legitimate investment?

I

was completely flummoxed last week when I heard an A Partnership for National Unity/Alliance For Change (APNU/AFC) Minister insisting that large donations from rich people to a political party with expectations to be rewarded with State favours is a legitimate investment. I always thought that when a rich person gives money to a political party expecting to be given contracts or other favours that it was called bribery, the very essence of corruption.

Minister Trotman gave us his latest good governance schooling – he audaciously claimed that businessmen Dr Leslie Ramsammy gives money to a political party with the sole intent that when that political party is in Government it will reward him with plenty in profits, at the expense of the people and without any regard for standard accountability norms. I do not doubt that rich people do that. But when a political party accepts such donations as legitimate, then those politicians were bought out. Simple. End of the matter.

Lurid details of this new model for good governance that APNU/ AFC is foisting on the nation are now being explicitly detailed.

Minister Ramjattan spoke of how the AFC secured a spanking new headquarter in Georgetown – a big donation from a friend and businessman. Trotman eloquently and pompously prognosticated recently that the businessman made an investment in APNU/AFC. Now street stories say the businessman is expected to be rewarded with a contract to supply medicines and medical supplies worth billions of dollars. Note, the 2016 Budget has allocated about $7 billion for medicines. Trotman sees this as legitimate. I say it stinks!

That same businessman signed a deal to develop a wind farm for energy which the Government will buy at a cost considerably higher than the Guyana Power and Light Inc (GPL) is spending presently and about double what the developers of Amaila was asking for. There was no advertisement, no tender and no consultation with anyone.

APNU/AFC has inflated the cost at which GPL is generating energy, putting it at about US$0.28 per Kwh when, in fact, it is less than half that. It had cost about US$0.20 when oil was about US$100 per barrel. Yet Jordan using the famous voodoo arithmetic that APNU/ AFC invented sees the cost for GPL going up as oil prices plummet and has abandoned Amaila to pay double for electricity through the wind farm. It really is facilitating the pathway for big donors to benefit.

For years, the APNU/AFC bombarded Guyanese with their mantra about good governance. They hypocritically paraded themselves as self-righteous crusaders for and as gatekeepers of good governance, deeming the then People’s Progressive Party (PPP) Government as corrupt. Not once did they ever attempt to present evidence, but APNU/AFC labelled Jagdeo, PPP Ministers and other public servants and private citizens that APNU/AFC perceived as friends and families of the PPP as the “biggest thieves in the world”.

Fighting against corruption is essential for good governance and requires concrete actions to prevent actual or perceived corruption.

The PPP Government took certain strong measures to reduce and eliminate even the appearance of corruption, even if they did not succeeded all the time. But the APNU/AFC was able to create a hefty perception of massive corruption by the PPP. Their message resonated with the public and many people fell for the sometimes obvious and outlandish lies that APNU/AFC pedalled. They had considerable support in peddling their lies through a cooperative media and from certain representatives of foreign Governments.

They accused the PPP Government of promoting infrastructural development in Guyana, like building the Berbice River Bridge, expanding and extending the highway system, constructing new hospitals and schools, etc and starting the process to build a new Demerara Harbour Bridge, the Amaila Hydroelectricity plant and the Specialty Hospital only for the purpose of giving their family and friends large contracts, never mind that these were critical and transformative projects for the development of Guyana. They presented these projects as if the PPP was only promoting the transformation of Guyana, not for the people, but for the benefits of themselves, family and friends.

Trotman’s brazen argument guarantees the ability of a few to make large political donations in order to secure access to those in power and is legitimising bribery. It is antithetical to the great underlying principle of the equal sharing of political power within a system of representative Government. To attempt to give legitimacy for political donations as business investment to bribe Government leaders is justifying corruption. It is a political proposition that is repugnant and ought to be totally rejected since it is promoting a new model for good governance – elective offices are for sale to the highest bidder.

Whatever were our faults in the PPP, and even if we did not always faithfully adhered to the ideals of good governance, we pursued good governance and public policies which reflected overall the welfare of the people and the broad national interest. While we accept that political parties need to garner donations, sometimes sizable ones, from rich benefactors, we believed that investments by rich people in political parties should not be to gain favours, but to secure a prosperous economy in which their businesses can succeed.

There is a stark contrast between what we practiced and what APNU/ AFC is promoting today.

Region 2 rice farmers still owed

everal rice farmers living in Region Two (PomeroonSupenaam) are still owed millions of dollars by millers for paddy sold two crops ago.

This was disclosed by People’s Progressive Party/ Civic (PPP/C) Councillor Showkat Ail at the statutory meeting of the Regional Democratic Council (RDC) of that Region on Tuesday.

The A Partnership for National Unity/Alliance For Change (APNU/AFC) Councillor responded that he could not disclose such information, as he had signed a “confidential” document not to reveal issues discussed at Board meetings. Following that declaration, Councillor Ali ques-

tioned Naithram about the “secret” in the rice industry and why he was hiding information from the Council.

According to Ali, rice farmers are presently faced with dry weather conditions and if they do not pump water, they will lose their entire crop and hence their livelihood will be affected.

On that point, RDC Chairman Devanand Ramdatt said that currently the rice industry was in crisis and it was sad to know that rice farmers were still owed. He suggested that subsidies be offered on fuel, fertiliser and pesticides to rice farmers to assist the industry.

Meanwhile, Guyana Times contacted one of the millers who owe rice farmers, and he said that farmers would be paid within two weeks. The miller, who did not wish to be named, said that he was forced to purchase in excess of 521,000 bags of paddy and there were no proper export markets for the commodity. He said that rice farmers would be paid before the new crop and he was at the moment seeking new markets in other countries to sell the excess rice.

he Annual Assembly of the Caribbean B a s k e t b a l l Confederation (CBC) a SubSub-Zone of FIBA took place over the weekend in Paradise Island, Bahamas and under the hospitality of the Bahamas Basketball Federation, with important steps taken to prepare national federations for the continent new competition system 2017.

Attending the Assembly were FIBA’s President, Horacio Muratore and the FIBA Americas President, Usie Richards, along with representatives from National Members Federations of Antigua and Barbuda, Aruba, Bahamas, Barbados, British

Virgin Islands, Cayman Islands, Cuba, Guyana, Jamaica, St. Lucia, St. Vincent and the Grenadines, Trinidad and Tobago, and the Virgin Islands.

This year’s Assembly was presided over by CBC’s President, Glyne Clarke who laid the foundation for this year’s activities to include the National Federations Development Program, Competitions, Clinics for Coaches and Referees.

Richards updated the Assembly on the Development in the Americas. CBC’s Vice President of Finance and Marketing, Patrick Haynes updated the Assembly on the International Basketball

Foundation – IBF initiative of the Antilles 3x3 International Youth Championship for territories in the Lesser Antilles.

Guyana is the front-runner to host the 2016 CBC Men and Women’s U16 Championships due to take place this July and will qualify three teams to the 2017 CentoBasket U17 Men and Women’s Championships.

The official host award will be announced in March 2016.

get with five wickets in hand and two overs to spare.

Chameera had provided glimpses at his penetrative potential during the recent tour of New Zealand, but Rajitha and Shanaka had gone unheralded until today. If Binura Fernando - the left-arm quick - had not injured a hamstring ahead of this match, Rajitha might not even have debuted. Instead, he claimed two wickets in a tone-setting first over and finished with 3 for 29. Shanaka is in the

team largely for his batting, but bowled magic deliveries through the middle overs, uprooting Suresh Raina’s leg stump with an in-dipper, and bouncing MS Dhoni second ball. He took 3 for 16.

Fresh from Australian run-gluts, India’s route to defeat was paved with overambition. Even after the pitch had proved itself spicy, big shots continued to be attempted. Edges kept being collected. Wickets continued to tumble. The biggest stand of their innings was between

R Ashwin and Ashish Nehra, who put on 28 for the eighth wicket. Without Ashwin’s 31 not out, their total might have been closer to 80.

Sri Lanka’s innings appeared to be heading in the same direction at 23 for 2 in the fifth over, but Dinesh Chandimal and Chamara Kapugedera combined for 39 tension-relieving runs.

Three late wickets fell, but the target was so small, even this scratchy batting performance was more than good enough. The victory puts Sri Lanka back on top of the ICC T20 rankings.

It was Rajitha who first put the fire in a young Sri Lanka team. Barely heard of before he took five wickets in a tour match against the Indians in August last year, he delivered an immaculate first international over, seaming the ball sharply away from righthanders, and generating fine pace and carry. His first wicket came second ball.

The length delivery stopped a little on Rohit Sharma, who hit aerially down the ground. Chameera moved across from mid-off to help a stick-thin fast-bowling brother out, diving feet off the ground to pouch that catch. Clearly excited by that scalp, Rajitha ended the over with a seaming short ball at Ajinkya Rahane,

whose leading edge carried to an advancing cover.

He had a catch dropped off Raina’s inside edge in between, but Rajitha soon had a third wicket, in the fifth over. Then Shanaka took over, bowling slower, but just as accurately. The Raina-Dhoni double blow in his first over put India at 51 for 5. It also doubled Shanaka’s wicket-tally in all T20s. He had played in 26 matches before this, and was called upon to bowl in less than a quarter of those

games.

Chameera troubled the middle order with raw pace until Ashwin picked India off the floor with a sensible approach and excellent timing. He smoked Chameera through the leg side for four first ball, but largely awaited the bad deliveries to play his big shots. In the end, Ashwin just ran out of partners - Nehra succumbing to Chameera’s pace and Jasprit Bumrah running himself out, in the 19th over.

helsea must reach the final of the Champions League and the FA Cup or at least one of them to save their season, goalkeeper Thibaut Courtois said after Sunday’s 1-1 Premier League draw against Manchester United at home.

Champions Chelsea are languishing at 13th place in the league table this season with 30 points, seven points ahead of the relegation zone.

Guus Hiddink’s men will look to avenge last season’s Champions League last 16 exit when they take on French champions Paris SaintGermain at the same stage this month, while they host Manchester City in the fifth round of the FA Cup. Chelsea are on a ninegame unbeaten run in the league under Hiddink but have drawn six of those fixtures.

“We’ve had too many

draws to climb the table. The Newcastle game is a very important one where we have to get the three points,” Courtois told the club’s website.

“After that we play in the Champions League and FA Cup against two great sides and we have to try to win those games because the only way to save our season is to reach the final in one or both of them.”

Chelsea are 17 points away from fourth-placed Manchester City with 13 games left, but defender Cesar Azpilicueta has still not given up hope on qualifying for next season’s Champions League.

India’s top order was tested by Sri Lanka’s pacers on a pitch with a tinge of green, but Anmolpreet Singh and Sarfaraz Khan added 96 together, and from thereon there was no stopping India, as they eventually sealed the victory with 44 balls to spare.

This means that India now have a shot at winning the title for an unprecedented fourth time, as they await either hosts Bangladesh or West Indies who will clash in the second semi-final at the same venue, on February 11.

Chasing 268, Sri Lanka were dealt an early blow when pacer Avesh Khan had Avishka Fernando leg-before in the first over. Kaveen Bandara, the other opener, was soon run-out for four, after a mix-up between the wickets. In the tenth over, Mahipal Lomror moved smartly to his left from mid-on to catch Charith Asalanka’s top edge, reducing Sri Lanka to 42 for 3.

This left Kamindu Mendis and Shammu Ashan with a lot to do amid scoreboard pressure.

They batted slowly, sharing 49 in 13.5 overs, before Mendis was snapped up by Washington Sundar at short

Sarfaraz and Anmolpreet came together and rode out threatening spells from the pacers, especially Asitha.

Sarfaraz and Anmolpreet found their bearings once Sri Lanka introduced their spinners. Sarfaraz struck four fours with cuts, slog sweeps and orthodox sweeps. He even sent Damitha Silva over long-off for a six. Sarfaraz was dis-

fter faltering at the semi-final hurdle for the last three tournaments, Captain Stafanie Taylor believes West Indies Women have the potential to go one step further and win the ICC Twenty20 World Cup in India.

West Indies Women are set to do battle at the March 15 to April 3 tournament where they will line up in Group B alongside hosts India, Bangladesh, England and Pakistan.

“For the women it would be great. The men actually won a World Cup and we actually came so close to winning it,” Taylor said here Monday.

“We have to be on our P’s and Q’s … and for the Caribbean it would be fantastic. A lot of persons are behind us and know that we have the potential to actually go out there and do the job. We definitely want to go out there and get this World Cup, I think it would mean a lot to just me but the group of girls.”

The Windies have experienced repeated frustration over the years. When they hosted the tournament in 2010, they went out in the semis to New Zealand and at the 2012 and 2014 editions, they were beaten by powerhouses Australia.

Taylor said while her team were confident, they were also wary of their opponents in the group stage, and pointed out they viewed each one as a potential threat.

“I think all the teams are going to be tough. We’re not going to take any team for granted because India beat Australia in T20s just the

other day and they’re playing in their backyward, so I know all the teams are going to come out especially against West Indies to beat us,” the Jamaican explained.

“We’ve been in the top two for the last couple years and we want to stay there or get over that mark where we have gotten into the semi-finals and [now we want to get] into the finals. We definitely want to cross that boundary.”

West Indies Women have been hunkered down here in camp over the last week and a half, in preparation for their tour of South Africa beginning next week.

They are scheduled to play three One-Day Internationals and three T20 Internationals, games which will prepare them for their outing in India.

Taylor said Windies Women would be looking for good results in the one-day series in order consolidate their second place in the ICC Championship and will use the subsequent T20s as a dry run for the World Cup.

“I think the girls are in pretty good nick. It’s quite early but I think the girls are really looking forward to it. It’s been a gap where we haven’t played any [cricket] so this should be a good competition seeing we haven’t played South Africa in a while,” Taylor said.

She added: “The points [from the one-day series] are pretty much important for us. We’re in the top three and we definitely want to keep it that way so we definitely want to win, if not all these games, as much of these games as possible to actually stay in the top three. It’s going to be important for us.

“I think the Twenty20s first would definitely be a sighter. It will be more like practice to look at how you’re going to approach the World Cup. I think players will want to take this practice seriously because from there we leave and go over to India. We have collectively discussed the remuneration on offer to participate in the T20 World Cup. Considering that 14 out of the 15 man squad are not part of WIPA – and hence have not given authorisation to WIPA to negotiate on our behalf – and a large number do not receive any significant remunera-

tion from WICB at all, we want the opportunity to negotiate fairly the financial terms within the contract.

The 2015 World Cup took place with the WI squad remunerated under the terms and conditions that had been in place for the World Cups previous – ie that 25% of income received by the WICB for participating in the tournament was distributed to the squad.

We do not understand – nor accept – just 1 year later being offered contracts to participate in a major ICC

World Cup that show such huge financial reductions.

We want to represent the West Indies but the financials on offer we can’t accept.

Obviously I am not privy to exact numbers paid to the WICB from the ICC, but I understand USD $8m will be paid to the Board.

Traditionally 25% has been paid to the squad. That would equate to USD $2m / 15 therefore approximately USD $133,000 per player.

Worse case scenario the squad would earn $414,000 collectively under the terms of the contract offered by WICB to participate in the T20 World Cup 2016. That is just over 5%. A staggering difference, a near 80% reduction.

We want to propose we participate in the T20 World Cup 2016 under the same terms we have represented the West Indies in previous tournaments.

he “Hostile Territory” boxing card at the Giftland Mall on February 27 will comprise three amateur fights, one of

which will be an exhibition bout.

Dennis Thomas and Desmond Amsterdam, who will head to a box-off in Argentina later this year with the hope of qualifying for the Rio Olympics, will clash in the exhibition contest, followed by Clairmonte Gibson against Dillon Charles in a bantamweight fight.

Nandkumar Singh and Jason Phillips will meet in a junior welterweight bout to round off the amateur segment. Five professional fights are also carded for the evening, featuring boxers from Guyana, Barbados, Venezuela and Panama.

In the other fights, Trinidad and Tobago-based Guyanese Revlon Lake will face Miguel Antoine of Barbados in an eightround welterweight clash; Imran “Magic” Khan will meet Quincy Gomes in a 135 lbs all-Guyanese contest; while the Guyanese pair of Mandessa Moses and Anselle Norville will collide in a fourround bantamweight.

Admission to the venue is $5,000 ringside and $3,000 outer ringside. The card is a collaborative effort of the Guyana Boxing Board of Control and the Giftland Mall, and is the second such partnership between the two entities.

O

pening batsman Rajendra Chandrika and leg-spinner Devendra Bishoo have both been cleared to play for Guyana Jaguars in this weekend’s restart of the West Indies Cricket Board (WICB) Professional Cricket League (PCL) Four-day competition.

and Tobago Red Force from Friday at the National Stadium, Providence.

Head Coach Esaun Crandon on Tuesday confirmed that the two West Indies cricketers, who picked up injuries during the Caribbean’s side tour to Australia late last year, have fully recovered and will feature in the squad against the twin-islanders.

Chandrika and Bishoo were part of the Guyana Jaguars’ three-day, warmup game last week at the Georgetown Cricket Club,

Bourda, and both turned in solid performances in their first match since that Australia series.

Chandrika, the elegant right-hander, stroked a fine 86 on the first day of the match, and shared a 192run, second wicket partnership with left-hander Assad Fudadin, who warmed up with a classy 145. Bishoo was also productive with the ball, claiming 4-33.

While Crandon welcomed the return of the two players, he pointed out that all-rounders Christopher Barnwell and Steven Jacobs will miss this upcoming round due to injuries.

The Head Coach believes the Guyana Jaguars have prepared well, and should continue with the momentum from the first half of the tournament, when they chalked up five wins from as many games.

Crandon described the three-day, warm-up game as “purposeful”, noting that the batsmen spent valuable time in the middle, while the bowlers “did well.”

Guyana Jaguars are leading the points table after a flawless record in the first five matches, winning all by comprehensive margins. They currently sit on 85 points, 22 more than second place Barbados Pride.

Playing their first three matches at home, the Guyana Jaguars defeated Windward Islands Volcanoes by 104 runs, Leeward Islands Hurricanes by an innings and 35 runs, and Barbados Pride by nine wickets. In the two away matches to close off the first half of the tournament, the Leon Johnsonled team whipped Trinidad and Tobago Red Force by an innings and 49 runs, and

Jamaica Scorpions by 117 runs.

After being knocked out at the semi-finals of the NAGICO Super50 in January, Crandon said he would urge his players to “refocus and regroup” as they head into the final phase of the Four-day competition, fully energised for the task at hand.

With a perfect slate of five victories from five games, the Guyana Jaguars are primed to repeat as champions, after they took championship honours in the 2014/2015 season with a performance of a similar nature.

So far this season, newcomer left-arm spinner Gudakesh Motie has been the standout performer, finishing the first half as the leading wicket-taker with 34 wickets from five games.

Office Express supports Harper back in Guyana Amazon YWCC Mash Cup

ffice Express, with branches in Rose Hall Town and Corriverton in Region Six, is once again on board with the annual fundraiser Mash Cup, an initiative of the Young Warriors Cricket Club of Cumberland, East Canje.

The company has provided support of this event from the inception, and at the presentation ceremony held recently, Company Manager Yudesh Armogan said that his business entity is once again happy to be part of this annual event.

He said that they believe in giving back and making a difference in the lives of people.

Armogan said the business establishment is impressed with the progress of the club, and congratulated Shimron Hetmyer on his elevation to the captain of the current West Indies Under-19 team, which has already qualified for the semi-final of the Youth

This event will form part of Guyana’s 50th Independence anniversary celebration with proceeds going towards further improvements to the club’s facilities and day-to-day running. In addition, funds will be allocated to three schools in the Number 19 to Gangaram area.

The tournament will be played on February 23, a national holiday, and will involve 10 second division teams from the area. It will be five-oversa-side with no first division cricketer allowed. Top clubs such as Canje Pathfinders, Betsy Ground Triple Stars, Kendall’s Union A, Rose Hall Community Centre and the host are expected to compete for top honours and over $100,000 in cash and prizes.

enowned Coach Roger Harper is reportedly back in the management set-up of the Guyana Amazon Warriors for the 2016 edition of the Hero Caribbean Premier League.

Just days before Thursday’s highly anticipated Player Draft in Barbados, this publication was reliably informed by a source close to the franchise, that Harper has been reinstated to the position of Head Coach after being relieved of the post last year.

Harper, a former West Indies all-rounder and former coach of the West Indies and Kenya senior teams, was at the helm of the Guyana Amazon Warriors franchise in 2013 and 2014. In both those years, the South American-based franchise reached the final, losing to Jamaica Tallawahs and Barbados Tridents respectively.

In 2015, the 52-year-old Harper was replaced by fellow Guyanese and Australia-based Carl Hooper, who took the Guyana Amazon Warriors to the semi-finals.

The source also revealed that Omar Khan has been retained as Team Operations Manager, and he will be part of the Guyana Amazon Warriors contingent at Thursday’s Player Draft.

he Rose Hall Town Youth and Sports Club (RHTY&SC) has committed itself to completing 300 programmes/activities in 2016 under the subheadings of sport, education, charity, youth and community development, employment, coaching, anti-crime, anti-suicide among others.

The club’s planned activities received a major boost over the last week, with several corporate entities and individuals making contributions.

Attorney-at-Law Nigel Hughes, Republic Bank (Guyana) Limited, Ming’s Products and Services, Cameron and Shepherd, Modern Optical Service, John Fernandes Limited, Guyana Oil Company (Guyoil), Goodwood Racing Service and 4R Bearings all made contributions to the RHTY&SC 2016 list of activities.

The management of Ming’s Products and Services donated a large quality of cricket balls to the club’s cricket development programme, while Ansa McAl Trading contributed 100 anti-suicide coloured tee-shirts to its social awareness campaign.

Club Secretary, Hilbert Foster, and executive member, Mark Papanunah, received financial contributions from the donors and expressed gratitude to them for their support.

Foster disclosed that the RHTY&SC, which in 2015 celebrated its Silver Jubilee anniversary with a record 302 programmes/activities, has committed itself to surpassing that figure in 2016.

Special emphasis would be placed in expanding the club’s highly successful ‘Say No to Drugs, Crime, Suicide and Say Yes to Education/ Sport’ programme, its char-

ity assistance programme to less fortunate families and NGO’s, community related projects and expanding its cricket development programme.

The RHTY&SC, Foster also disclosed, would be actively involved in Guyana’s Golden Jubilee Independence anniversary by hosting at least three major programmes, including a Rose Hall Town Night.

The long-serving Secretary/CEO and former National Sports Personality of the Year Awardee reassured all of the donors that their contribution would be used for its intended purpose and all of the club’s objectives for 2016 would be achieved.
