Caricom will meet for its 37th Regular Meeting on July 4-6, 2016, in Georgetown, Guyana, at the Guyana Pegasus Hotel.

Among the issues to be discussed are the threats posed by international banks limiting or terminating their relationships with regional financial institutions, and the yet-to-be-determined implications of the British decision to leave the European Union (EU), a key partner in the Community’s development.

espite assertions that the Carifesta Avenue road upgrade will be finished in time for Caricom Day, only phase one of the project has been completed, a source close to the project disclosed.

The source told Guyana Times that the preliminary upgrade of the project has been completed by Dynamics Engineering.

The company has installed the lamps on the median, which was constructed by H Nauth and Sons.

Public Infrastructure Minister David Patterson had indicated that the project would be completed in July; however, the source stated that this was a far cry from reality, since the second phase is scheduled to commence later this month. The second phase consists of the widening of the road.

Nevertheless, the preliminary phase has been complet-

ed in time for Caricom Day, which also happens to coincide with the 37th Caricom Heads of Government summit.

Carifesta Avenue was supposed to be widened and the insignia of various States placed there in time for Caricom Day. Coat-of-Arms of the various member countries will be hoisted along the Avenue, which the Heads will have to traverse to get to the Heads of Government Meeting this week.

The upgrade is expected to cost the Government US$138 million. It was divided into two lots which were awarded to H Nauth and Sons, which is handling the road works, and Dynamic Engineering, the company handling the electrical works.

Once the project is completed, the road will be wider, able to facilitate more traffic and more brightly lit.

olice authorities have now taken over the investigation into the multimilliondollar fraud discovered by international organisation Global Fund in its malaria programme in Guyana.

Public Health Minister, Dr George Norton told Guyana Times on Thursday that given the gravity of the situation, the matter was handed over to the Police to conduct a deeper investigation with the aim of finding those culpable and bringing charges before them.

Following complaints of mass irregularities in

During the period under investigation, Dr Reyaud Rahman was the Director of the VCS. He resigned in December 2015.

Dr Norton had disclosed previously that the organisation demanded that the Government pay

ment.

However, he noted that after discussions with the organisation, Government succeeded in reducing the initial

“For an example, we took money from Global Fund to build a laboratory at Mahdia, which is entirely different from a house. What was built in Mahdia is a house. So we cannot present that, Global Fund would say we asked for a lab and this is not a lab, so that cannot be their money. So we have to convert this into a lab with our own money and present that to Global Fund,” he explained.

Meanwhile, Dr Norton had raised concerns that this situation might blacklist Guyana from receiving funding in the future.

“At this point in time, paying any debt of that nature would certainly not be in the best interest of the economy of the country. We cannot afford to do that. It is unfortunate that this had to happen, we are definitely in need of such funding and we are just hoping that this will not affect us in the future to access such funding,” he had expressed.

Brexit: Timelines and options

F

rom their comments, some leaders of Caricom, now meeting in Guyana, are unclear of what lies ahead for trade with Britain and the EU as the former works to extricate itself from the latter. They know Britain will first have to invoke Article 50, giving them a two-year window to negotiate Brexit. But this process was always conceded to be a tremendously complex one that would take at least five years. And this is being optimistic since Britain lacks a reservoir of experienced negotiators, having been the beneficiary of Brussels doing that job for two generations.

During that time, unlike what has been assumed by some leaders, neither Britain nor Europe can negotiate new rules of trade until the exit has been complete – even between Britain and the EU. As the EU’s top trade negotiator Cecilia Malstrom said, “First you exit, then you negotiate.”

The Brexit negotiations and new trade relations must be sequential not parallel or simultaneous. What is also not clearly understood is that after an exit was negotiated, it was assumed that World Trade Organisation (WTO) rules such as Most Favoured Nation (MFN) non-discriminatory tariffs would automatically kick in to facilitate trade with third parties.

But the Director General of the WTO, Roberto Azevêdo, has claimed that the UK, while a member of the EU, cannot negotiate trade pacts even with his umbrella body until after its exit. The negotiations with the WTO can be very protracted (Russia’s application took 20 years), but, in the meantime, Britain would have two WTO-compliant options in trading with those markets such as the Caribbean, it had preferential access because of EU Treaties. It can either apply MFN status to them and have its citizens swallow the increased costs or like Singapore, for instance, allow all goods into its markets duty free. This latter position is very unlikely.

The options for Britain and its trade relations will also be influenced by the nature of the relationship it will seek to negotiate with the EU. There were five models suggested by the think tank Global Council. First is the “Norwegian- style EEA agreement. In this, the UK joins the European Economic Area and maintains full access to the single market, but must adopt EU standards and regulations with little influence over these. The UK still makes a substantial contribution to the EU budget and is unable to impose immigration restrictions.

But this does not address the UK’s political problems with the EU. There is then the Turkish-style customs union. Here, internal tariff barriers are avoided, with the UK adopting many EU product market regulations, but sector coverage of the customs union is incomplete. The UK is required to implement EU external tariffs, without influence or guaranteed access to third markets. This would be seen as a bad compromise for the UK. Third is the Free Trade Area (FTA)-based approach where the UK agrees to FTAs with the EU and other countries. Tariff barriers are unlikely, but as with all FTAs the UK will need to trade off depth – which means agreeing common standards and regulation – with independence. Global adjudged this to be possible, but that it all depended on the deal.

Number four would be Swiss-style bilateral accords. The UK and the EU would agree a set of bilateral accords which govern UK access to the single market in specific sectors.

Concerns in Brussels about cherry picking may limit the sectors. The UK becomes a follower of regulation in the sectors covered, but negotiates FTAs separately. Global felt this was possible, but may not be attractive to the EU. Finally, as mentioned as an interim measure, an MFNbased approach can be adopted. This, however, would be costly to the UK and be inconsistent with the UK’s liberal approach to trade. “ Some, however, may still hope for Britain to change its mind after delaying Article 50. Hope beats eternal.

PU&GWU fully supports review of ExxonMobil contract Dear Editor, The People’s United and General Workers Union (PU&GWU) sees the move by the APNU/ AFC Government to review the 1999 ExxonMobil contract as an excellent and clever one, and the Government should be applauded and fully complimented for such a move, since the Government will have an opportunity to make new proposals that can modify, improve and remove any deficiency that the contract may contained. The contract was made between ExxonMobil and the former PPP/C Government since 1999 (over 17 years ago), we are now in the year 2016 and we have a new government which have the full right to review and make changes to any contract that was signed by the previous Administration and also from the time the contract was made to this year 2016, the price and other conditions surrounding the oil market have changed globally; for example, Venezuela has proven oil reserves in 2013 (297.6 billion barrels), total oil supply in 2012 (thousand barrels per day): 2489.2.

Venezuela surpassed Saudi Arabia last year to become the holder of the largest oil reserves in the world but yet still Venezuela is facing serious economic crisis, so having oil is one thing but man-

aging it productively in a sustainable manner is another thing and the APNU/ AFC Government needs to take these realities surrounding the oil market, including the Venezuela situation, into deep consideration during the review process of the1999 ExxonMobil contract, etc.

Editor, the PU&GWU without the shadow of a doubt is confident that the 1999 ExxonMobil contract needs to be reviewed and modified; hence, the Government needs to make a new draft and enter into negotiation with ExxonMobil so that the contract can be amended to accommodate and include: (a)the Government drafted proposal should provide for ExxonMobil to finance and establish a school in Guyana that will teach, train and equip Guyanese with certificates that will qualify them to be employed with ExxonMobil when the company goes into full operations, etc; (b)the Government draft should include the percentage of Guyanese that will be employed with the company as against how many expatriates will be employed, eg Guyanese should at all times be the higher percentage of employees to be employed with the company; (c) the Government draft should include a clause that provides for Guyanese to enjoy international payment

rates, benefits, working conditions and safety standards, etc; and (d) the Government draft should include all international requirements that an oil rig company have to meet to conduct its operations in the oil industry, etc.

Editor, when ExxonMobil goes into full operation and production, most of the oil produced by the company may have to be shipped to overseas markets; as such, the APNU/ AFC Government without any hesitation should swiftly move in the direction to establish a deepwater harbour at Berbice River, which is an essential point of transit for incoming people and goods.

Primarily, deepwater harbours are fundamental to the movement of exports and imports from and to a country.

In the Caribbean, the Port of Bridgetown in Barbados has immensely increased trade activities on the island and drastically boosted the tourism sector.

Barbados’ deepwater harbour now acts as a homeport for many of the Britain­ based cruise ship lines operating in the Caribbean Region, directly impacting the tourism sector and ultimately the economy, owing to the revenue generated from tourists who are almost always willing to spend.

will not just benefit the ExxonMobil Company to transship its oil, but it will also improve the maritime sector in Guyana and boost business in the shipping sector, generate revenue for the country’s economy, create jobs for Guyanese and strengthen, improve and qualify Guyana’s port to meet international safety and security standards, etc.

The Social Protection Ministry’s Labour Department and Guyana’s maritime sector needs to be equipped with safety officers who are exports that have the full knowledge and qualifications as it relates to safety on oil rigs so they can highlight breaches of any safety rules or laws which can endanger the life of workers, etc.

In closing, the People’s United and General Workers Union wishes to state that if the APNU/ AFC Government does not manage Guyana’s resources properly and also if it does not sign good contracts with foreign companies operating in Guyana, such as ExxonMobil, Guyana can end up in a crisis and Guyana will continue to remain a Third World country, etc.

FATF, ICRG clearance for exit process

o l l o w i n g Government’s announcement on Saturday that Guyana has been given clearance to commence the exit process of both the Financial Action Task Force (FATF) and Caribbean Financial Action Task Force (CFATF), former Attorney General and Legal Affairs Minister Anil Nandlall is now saying that the nation and organisations has been misled.

Current Attorney General and Legal Affairs Minister Basil Williams told reporters at a press conference on Saturday that “the FATF has cleared the way for Guyana to begin to exit its process, and, thereupon, their CFATF process also”.

However, Minister Williams pointed out that before Guyana can exit the process of FATF and CFATF, it must first exit the FATF’s International Cooperation Review Group (ICRG) process, so an onsite visit will have to be conducted.

“In line with the procedures for removing jurisdictions from the ICRG review, ICRG recommends that an on-site visit take place to the country prior to the October 2016 meetings in order to verify that the implementation of its AML/CFT (Anti-Money Laundering/Countering the Financing of Terrorism) reform has begun and is being sustained and there is political commitment to sustain implementation,” Williams said, quoting the FATF report.

These reforms include adequately criminalising money laundering and terrorist financing, establishing and implementing adequate procedures for the confiscation of assets related to money laundering, and establishing and implementing an adequate legal framework for identifying, tracing and freezing terrorist assets; as well as establishing a fully operational effectively functioning Financial Intelligence Unit (FIU); establishing effec-

tive measures for customer due diligence and enhancing financial transparency; strengthening suspicious transaction reporting requirements; and implementing an adequate supervisory framework.

But, in a statement subsequent to his successor’s announcement, Nandlall pointed out that contrary to what FATF and CFATF was led to believe, there is no AML/CFT authority in place, no Management Committee of the FIU in place, and definitely no FIU in place.

“These bodies exist on paper only. I am, therefore, amazed that the FATF has been led to believe that Guyana has a “fully operational and effectively functioning Financial Intelligence Unit”. Who is responsible for such misin-

formation? This can cause immeasurable international damage to Guyana,” the former Attorney General posited.

He further pointed out that the public statement which FATF issues following its meeting summarises important decisions made in respect of each country that is under its review process. However, he outlined that nowhere in the report did it state that Guyana was given clearance.

“I have carefully examined FATF’s Public Statement in respect of Guyana. Nowhere in that statement is it posited, either expressly or by implication, that Guyana was “cleared to exit FATF and CFATF regimes”. In fact, nothing contained in that statement lends itself to such an interpretation,” he posited.

Moreover, Nandlall opined that the most perplexing part of the AG’s statement was that “Guyana has substantially addressed its action plan at a technical level, including: … establishing a fully operational and effectively functioning Financial Intelligence Unit.”

This structure, he noted, included a 20 memberbody known as the AML/ CFT Authority, 10 of whom are to be appointed by the National Assembly by a simple majority upon the recommendation of the Parliamentary Committee on Appointments, after that committee has consulted with relevant organisations.

It also comprises a Committee of Management of the FIU, which consists of the Director, the Deputy Director, and Managers.

Both the Director and the Deputy Director of the FIU are appointed by the National Assembly by a simple majority on the recommendation of the Parliamentary Committee on Appointments.

He added too that included in the structure is the FIU, which consists of the Director, Deputy Director, Managers, an Attorney-at-Law and an accountant, both of whom are appointed by the Parliamentary Committee on Appointments and other staff.

However, thus far, Nandlall pointed out, the National Assembly has made none of the aforementioned appointments.

He even stressed that the Parliamentary Committee on Appointments has appointed neither an Attorney-at-Law nor an accountant.

Williams had said that the on-site visit from FATF and ICRG officials was likely to be on September 15 and 16, 2016. In the meantime, he said Government would be working along with these entities to ensure that it was prepared for the verification process.

“Once the FATF/ICRG Co-Chairs conclude that Guyana has satisfied its onsite verification then a motion will have to be moved in the October Plenary, to remove Guyana from the FATF/ICRG’s review list.

On being removed from the said list, Guyana will thereupon qualify to exit the CFATF follow-up process,” Williams had remarked.

ecently, I saw a television commercial that both intrigued and horrified me. It showed the close-up faces of concerned parents lamenting the fact that their toddlers were spending countless hours zoned out and exposed to inappropriate imagery on iPads and smartphones.

And more importantly, they felt powerless to do anything about it! They described what amounted to “withdrawal symptoms” of angry tantrums, tears, and meltdowns when attempts were made to either limit or cut off access to these electronic babysitters. What I felt puzzled by was the apparent helplessness of these parents who seemed genuinely overwhelmed by the problem and completely in the dark about what to do.

Why do babies and toddlers have digital gadgets in their hands in the first place? I understand there is a temptation to “distract” an antsy toddler with a game on a smartphone or iPad. But parents need to understand that young children are intrinsically antsy.

They have short attention spans. It’s unreasonable and unrealistic to expect a small child to sit still for long periods of time. In fact, they need to be able to explore the world through physical activity and movement. And they require

I also believe that well-meaning and loving parents have the potential to create what amounts to an addiction in small children who cannot tolerate having gadgets taken away and only feel comforted and soothed when they are dissociating into virtual reality. Because I understand that technology is here to stay, in Part 2 of this series, we’ll look at some of the ways that parents can take back control. 1. Age appropriate medication

Since you never know when your children might suddenly come down with a nasty cold or flu, it’s a good idea to pack children’s Tylenol or another suitable painkiller. The vendors, who were plying their trade outside the Stabroek Market, were removed to facilitate a cleanup of the Stabroek area for the Golden Jubilee of Independence celebrations in May 2016, without an alternative vending place provided and after days of protests, the M&CC was forced to find an alternative location.

But, as the initial threemonth period comes to an end, Town Clerk Royston King suggested that there was likely to be a threemonth extension.

“Parliament View Mall”

King had urged the Council to find a new location before November – the new deadline for the vendors to remove from the plot of land.

“We are likely to get an additional three months from the owner of the plot of land south of Parliament Building where they have the vendors who were relocated from the Stabroek Square,” King was quoted as telling a statutory meeting of the Council last month.

However, Sugrim, who holds the Power of Attorney for Paul Daby, the owner of the plot of land, has since made it clear that there were no discussions on any extension and he has no intentions of granting an extension.

“I have not given any extension to anybody. I have not given any permission to authorise this extension,” he told Guyana Times on Sunday evening.

ublic Health Minister, Dr George Norton has disclosed that a pneumonia “outbreak” which occurred within the Suddie Regional Hospital over the last month was under control.

Dr Norton told Guyana Times on Sunday that there was no need to panic because they have managed to control the situation and the sick pregnant patients were treated and sent home.

Pneumonia is an infection that inflames the air sacs in one or both lungs. The air sacs may fill with fluid or pus (purulent material), causing a cough with phlegm or pus, fever, chills, and difficulty breathing. A variety of organisms, including bacteria, viruses and fungi, can cause pneumonia.

The infection can range in seriousness from mild to lifethreatening. It is most serious

for infants, young children, people older than age 65, and people with health problems or weakened immune systems.

Reports had surfaced about the outbreak a few days ago, raising alarm among healthcare practitioners about their safety.

So far, there have been seven reported cases. Norton stated that they were able to contain the situation and prevent new cases.

Although, he had previously stated that the number of cases being reported was alarming, he declared that there was no evidence of an outbreak.

The Health Minister highlighted that based on information collected from a healthcare team dispatched to the area, the virus did not originate within the hospital compound or the maternity ward.

He stated that the organism

which caused the infection has not yet been recognised.

According to reports, pregnant mothers were admitted to the hospital in a healthy state and after a mere couple of hours, they would start to exhibit signs of the infection.

Thus, the connection had been made between the maternity ward and the presence of the virus at the hospital.

Health-care employees have blamed the insanitary conditions of the institution for the escalated number of cases. Minister Norton, however, stated that the Ministry has received no claims of such sort.

The regional hospital is expected to be revamped soon under the Primary Health Care Project, which will not only cater for the physical renovation of the hospital but will go further to ensure that the health institution evolves.

Ministers’ “non-essential” overseas travel

resident David Granger on Friday defended the frequent overseas trips of his Cabinet Ministers, arguing that every overseas ministerial trip was approved by Cabinet.

During the President’s weekly telecast, The Public Interest, the issue of “non-essential” travel of Ministers was raised and the President revealed that it was engaging Cabinet’s attention.

“It is a matter that has been discussed in Cabinet, and Cabinet has to approve every overseas trip.

Whether it is essential or not, it is something we have discussed and we make a

decision in a national interest…and I don’t think you can say we embark on non-essential trips, so it is

something to scrutinise at the ministerial level, also at the Cabinet and we try to ensure every trip is necessary,” President Granger stated.

His Ministers, including Prime Minister Moses Nagamootoo, have been accused of using taxpayers’ monies to embark on overseas “Government trips” from which nothing substantial would come out.

The Ministers have consistently rejected these accusations, stating that most of the trips were privately paid for.

As a matter of fact, PM Nagamootoo was accused of flying to the United States

with his wife on “private business” and ended up in Canada to attend a business forum, which was also attended by Ministers Dominic Gaskin and David Patterson.

Prior to that trip, President Granger had returned from the United Nations General Assembly in New York, where it was rumoured he took a delegation of over 20 persons.

Tourism Minister Cathy Hughes had travelled to Canada along with another Minister on Government business; however, there was no public announcement that they were travelling on behalf of the State.

Man stabbed in bed – victim’s brother chops innocent villager

T

he cries of a mother were heard in the wee hours of Sunday after discovering that her son was stabbed in his bed by an unknown intruder.

Carlton Anthony Carrow, called “Tanky”, 21, of Lot 52 De Kinderen, West Coast Demerara (WCD) is in critical condition at the Georgetown Public Hospital nursing two stab wounds to his abdomen.

According to reports received by Guyana Times, the incident occurred around 01:30h.

Villagers were alerted to the incident by Carrow’s mother, Lynette Kunic, called “Anno”, who was heard yelling for assistance when she became aware of what had occurred in the home she shares with her daughter and two sons.

Reports are that the intruder entered the one-bedroom house via an open door.

The assailant, who was reportedly barefoot with a cloth wrapped around his face, al-

legedly pulled out the mosquito netting that was covering a sleeping Carrow and his little sister.

The intruder then proceeded to deal Carrow two stabs which awoke him. He then started to cry out which then awoke the others in the home. The intruder reportedly pulled the knife from Carrow’s side, slicing his finger in the process. He then made good his escape.

According to Kunic, she heard her older son, Christopher Carrow, saying “Mommy, somebody is in the house”. However, when she got out of her bed to check, she saw the intruder jumping over the fence.

She then rushed to her younger son, who informed her that he had been stabbed.

“Carl started to holler for me, telling me ‘Mommy, somebody juke me’. After the man realised that everyone was awake, he ran out of the house and jumped over the fence and get away,” the dis-

traught woman explained.

Villagers after becoming alerted to the incident, assisted by rushing Carrow to the Leonora Cottage Hospital. He was then transported to the West Demerara Hospital and later to Georgetown Public Hospital.

According to his sister, doctors said his wounds were six and four inches deep respectively. The knife also grazed his lung.

While Carrow was being treated at the hospital, his brother, Christopher, who is said to be mentally unstable, took it upon himself to mete out justice for his brother.

According to reports, around 09:00h, screams were again heard in the village.

Upon checking, Christopher was seen chasing a villager, Kevon Hollingsworth, 25, with a cutlass.

He managed to deal him one chop to his left hand, almost severing it. However, after the first chop was dealt, villagers were able to pry the

cutlass from his hand.

Hollingsworth was then rushed to the hospital. The injuries he sustained were said to be irreversible and his hand was said to be non-functional.

Additional reports received by this publication stated that the Carrow brothers, early last year, attacked and almost severed the same arm of Hollingsworth.

The frustrated mother of Christopher revealed that Hollingsworth was not the person that was in her home.

“Is not Kevon stab my son, but Chris is out of his mind, so he ain’t understand that.

What he did was unfair to the boy,” she explained.

The mother of Hollingsworth, known as “Pinky”, noted that she needed justice for her son.

Both matters have been reported to the Police and a manhunt has since been launched for Christopher, who has gone into hiding, and the unknown intruder.

our humble Eyewitness is a nationalist. He believes national symbols should not be disrespected or abused. This land, after all, is OUR land, and if we don't respect those things that symbolise it, who will?

Now we all know about our flag the Golden Arrowhead as a national symbol, and we don't go around spitting on it, do we?

While the President of the country is not TECHNICALLY a symbol of the country, to a large degree, he does REPRESENT the country. Not only at official functions, but as a figure who's supposed to be governing on behalf of ALL the people. As such, Presidents are supposed to be given respect by the citizenry. And not just when they're in office – even when they demit the office. In the US, for instance, such persons are still addressed "full mouth" as "Mr President" or say, "President Bush".

But since Presidents are persons, they also have a role to play when it comes to that respect. There's that old truism that "respect can't be demanded – it has to be earned". Presidents have to act in a manner that is deserving of respect. And we arrive at the ongoing, distasteful exchange between former President Donald Ramotar and businessman Brian Tiwari. Regretfully, this Eyewitness has to say, in his estimation, Ramotar has not only brought himself into disrepute against Tiwari, but also the office of the Presidency he so recently occupied.

He should have a sense of who he was. Why get into squabbles when after all the years he's been in politics, he knows "knock got knock back". If he was going to play with fire, he was gonna get burnt. Whatever "ingratitude" he might've detected in Tiwari's behaviour, during his term and especially during the elections that ended it because the latter became a billionaire during the PPP's regime, should've been tempered with maturity. He was really indicting his party by acting as if Tiwari should've been bowing and scraping all the time.

In a capitalist economy, there will always be businessmen cultivating Government officials to get a piece of Government contracts or insider knowledge. The American Government officially registers its "lobbyists" and unofficially, has "revolving doors" with firms like Goldman Sachs. The Democrats didn't blacklist the latter firm after its CEO Paulson retired as the Republican Secretary of the Treasury. The letter from Tiwari had the Ministry of Home Affairs stamp. Who there aided and abetted the besmirching of the Presidency?

But from a purely political perspective (PPP), Ramotar was petty (p). He's now scared off any businessman who might want to help his party on the side.

Who's gonna risk his name being "called" in a fit of petulance by an ex-President?

Gunmen beat, rob overseas- Woman stabs reputed husband to death based Guyanese during scuffle

n overseas-based Guyanese, Kumar Nandan, 46, was on Saturday morning bound, robbed and beaten by gunmen at his Number 63 Village, Corentyne home in broad daylight.

Nandan told Guyana Times that at 11:00h, he had just exited the washroom area of his house when he was confronted by the two men, one of whom was armed with a gun.

Nandan, who returned to Guyana one week ago, explained that he had been in the process of fixing his car and had decided to visit the washroom minutes before he was confronted by the men who demanded money and jewellery.

“So I walked and went into the house – who closes their door at 11 o’clock in the day? And as I came out, there were these two fellows; one had a long gun… I told them that I don’t have money. Then I asked them if they ever see me with gold. Then the tall one tell the short one to tie me up. They still asking for the money and I told them that all I have was G$10,000 and showed them

The men, who gun-butted Nandan, ransacked the house before taking Nandan’s cellular phone and a wristwatch he was wear-

ing at the time, along with the $10,000 before fleeing in a waiting motor car which was parked nearby.

Nandan believes that the men may have been monitoring the area for some time since he recalled on Friday while talking with one of his neighbours, he noticed the same car in the community.

“It was parked till over so in front of that big house

and I wanted to see the number plate of the car and we were waiting for a long time, but my neighbour said it might just be a male and female who want some private time… But people don’t come in here like that,” he explained.

B (Berbice) Division Commander, Assistant Commissioner Ian Amsterdam said the robbers operated in a similar manner to those who committed a robbery on a Corentyne businesswoman last week.

On Monday evening, two masked and armed men – one armed with a gun and the other with a cutlass – went into the home of Savitry Jagnandand, 44, of Number 72 Village, Corentyne.

The men took hundreds of thousands in cash and valuables.

However, it was unclear if the same men are responsible for this robbery.

omicide investigators on the West Bank of Demerara (WBD) are probing the stabbing to death of a man, allegedly by his reputed wife on Saturday evening during an altercation.

The dead man was identified as Fredrick Peters, 36, of Lot 90 Recht door Zee, WBD. A Police report said that investigations so far revealed that about 22:45h on Saturday, Peters and his partner were involved in an argument at his home, as they accused each other of being unfaithful.

“A scuffle then ensued between them during which the woman was stabbed to her left arm and right leg, and Fredrick Peters to his left side neck,” the Police report stated.

Peters reportedly collapsed from his stab wound and his reputed wife, who was not named, summoned the Police.

The ranks, upon arrival, took Peters to the West Demerara Regional Hospital (WDRH) where he was pronounced dead on arrival.

His spouse is in Police custody assisting with the investigation.

Linden roads still in deplorable state – Regional Chairman urges return of bitumen plant

A

s some roads in the Linden community continue to be in a deplorable state, regional officials are calling for the return of a portable bitumen plant, which was stationed there a few months ago.

The plant, which was stationed at Wisroc, Wismar, assisted in the repair of several roads in the community before it was eventually transferred to another area outside Region 10 (Upper Demerara- Berbice).

Residents, more so drivers, have bemoaned the state of numerous roads in Mackenzie and Wismar. In many instances, residents have indicated that some roads have been in a state of disrepair for many years.

These include some roads in places such as Block 22, Wisroc, and Amelia’s Ward.

Renis Morian has, however, indicated that works were ongoing, but cited several challenges faced by the Regional Democratic Council (RDC) in executing the process of road repairs at Linden. For instance, Morian said the recent inclement weather has had a

tremendous effect on road works being carried out effectively.

In stressing the need for the return of the bitumen plant, the Regional Chairman said the Council was focusing on bituminous roads, instead of chipseal.

He also stressed that roads

at Wisroc were indeed in need of repair.

“When you’re going there, is like you’re walking on the moon,” Morian said in response to the condition of

the roads.

The Regional Chairman commended the support received from Public Infrastructure Minister David Patterson last year with the bitumen plant, while urging its return to the community. “…and we’re asking him again to support us again with what we’re doing at the RDC. We need the support again with the bitumen plant in Region 10 as we prepare to repair the roads.

He did make a promise… ,”Morian said.

Additionally, Morian remarked that repairs would be carried out to the Blueberry Hill and Wismar Housing Scheme access bridges, in addition to the

second cross street at Self Help Housing Scheme, Amelia’s Ward, Rainbow City, and Gaskin road at Kara Kara.

Furthermore, maintenance works on the carriageway of the New Silver City Secondary and repairs to the internal road network at Wisroc will be carried out, Morian noted.

Meanwhile, the Linden Mayor and Town Council (LM&TC) has begun patchwork repairs to minor roads in the community. Chairman of the Works Committee, Leroy James recently disclosed that Central Amelia’s Ward was expected to get relief from impassable roads upon receipt of the Council’s 2016 subvention.

Guyana can push for ‘soft drink’ tax – Dr Norton

ublic Health Minister, Dr George Norton said he was ready to take up the mantle to push for Guyana to introduce a soda (sweet drink) tax in an effort to promote a healthier lifestyle for its citizenry.

However, he underscored the importance of a sensitisation campaign before moving ahead with the initiative.

“I would push for it. But if you are bringing a bill, you have got to do more public relations (PR) with the public. You’ve got to sensitise the people to understand…,” he stated during a recent interview with Guyana Times.

Dr Norton further explained that the public needed to be informed about the dangers of heavy soda consumption and the importance of taxing these products.

“The little boy thinks that Chubby was made for him from heaven and he looks at it and thinks that ‘that is my own’, but it does a lot of harm to them. We’ve got to go and tell them to let your children drink more water, more co-

conut water and so on,” he pointed out.

Just three months ago, former Health Minister, Dr Leslie Ramsammy had urged all Governments to implement a soda tax to encourage healthier diets among the world’s population.

Dr Ramsammy noted that for years he has been talking about the need to implement heavy taxation on soda, but, despite his sound rationale, very few paid attention to the call.

Charging a heavy tax on soda will pressure distributors to pass the cost along to businesses and consumers. Should they increase the price of their products – and this is the straightforward effect – the additional cost could reduce soda consumption by encouraging people to select healthier, cheaper options.

Additionally, a taxed industry will act as an “anti-soda” public health campaign since people tend to understand that product-specific taxes are only levied when a substance can cause harm.

Observers noted that such a shift occurred with tobacco when countries around the world implemented the tobacco tax.

This strategy was proven effective in several countries across the world. In Mexico, the implementation of a soda tax resulted in the purchase of soda decreasing by an incredible 12 per cent within a year.

Research shows that a great amount of soda advertising is aimed at children and teenagers as well as lowincome communities.

Soda is one of the most consumed beverages in the United States, second only to water. Its connection to the obesity epidemic is so intertwined, Harvard researchers have calculated each additional soda consumed increases the risk of obesity 1.6 times.

Incessant soda consumption eventually leads to increased risk of diabetes, osteoporosis, reproductive issues, heart diseases, kidney issues, among other negative health effects.

Guyana set to host Hague Convention on family law in 2 weeks

G

uyana will be hosting the Hague Convention Conference this year, which is being held under the theme “International Family Law, Legal Cooperation and Commerce; Promoting Human Rights and Cross-Border Trade in Guyana through the Hague Conventions.”

The Conference, which will be held from July 13 to 15, is a collaborative effort between the Legal Affairs

Ministry and the Attorney General’s Chambers, and the Hague Conference on Private International Law (HCCH) as well as the United Nations Children’s Emergency Fund (UNICEF) in Guyana.

During a press conference on Saturday at the Attorney General’s Chambers, AG Basil Williams explained that the Conference will see the attendance of Attorneys General and Judges from Caricom countries; the wid-

er Caribbean, including Curaçao, Aruba, Turks and Caicos, and the Cayman Islands, and South American countries such as Brazil and Argentina.

He added that local stakeholders would include: members of the local judiciary, the Child Care Protection Agency, the Bar Associations, the Guyana Association of Women Lawyers, Non-Governmental Organisations concerned

with children and the Private Sector Commission.

The Conference will be opened by President David Granger at a ceremony slated for July 13 at the Pegasus Hotel and will be attended by the Secretary General of the HCCH and the UNICEF Regional Director for Latin America and the Caribbean.

According to Minister Williams, the Conference will comprise two days of working sessions. On July 14, the focus will be on International Family Law

and the Hague Conventions in this regard. The topics of the sessions for this day will include Child Abduction, Adoption, Child Protection and Child Maintenance Conventions and a discussion on the International Hague Network of Judges.

Meanwhile, on the second day, July 15, the focus will be on Legal Cooperation and Commerce and the Hague Conventions in this regard.

The topics of the sessions for this day will be Service, Evidence and Access to

Justice, Apostille and Choice of Court Conventions in addition to the e-App Programme and the Hague Choice of Law Principles.

With regard to the purpose of the Conference, UNICEF Representative for Guyana Marianne Flach explained that the expected results are to: increase local/regional knowledge and leadership on the Hague Conventions; establishment of position for Guyana’s membership to the HCCH; determination of appointment of local (Guyana/Caribbean) judges to the Hague Judicial Network and development of a road map for ratification of the Conventions.

According to Flach, the Conference holds great importance in light of migration and abduction in the form of adoption – issues which affect children worldwide. She pointed out that many unaccompanied children migrate from Syria to Europe and many children from Guyana, Suriname, Haiti and Mexico are abducted in the form of adoption.

There is a need for laws in place to protect these children and this Conference shows a proactive effort to put the legal system in place, the UNICEF Representative noted.

Earlier this year, Finance Minister Winston Jordan had addressed the issue of ministerial allowances when travelling abroad, and had stated that there would be new guidelines to govern their spending, thus strengthening accountability and preventing wastage of taxpayers’ monies by officials.

He said that the Government had taken a decision to terminate the signing of a statement in lieu of presentation of bills. In the

past, he stated officials could have simply affixed their signature on a statement indicating that the money was spent. This resulted in the advance been cleared without having to produce a bill.

If an official fails to produce a bill, they will have to pay 60 per cent of the total allowance.

Region joins T&T in BHP fights Brazil claim mourning Manning’s death over iron mine collapse

ocal and regional leaders will attend the State funeral for former Trinidad and Tobago Prime Minister Patrick Augustus Mervyn Manning who breathed his last at 08:15h on Saturday in the country he had devoted his life to furthering.

“He is at rest,” his family said, as scores of people and callers began flooding the Manning family home at Vistabella from Saturday morning.

Former leader of the People’s National Movement for 24 years, Manning, 69, passed away at the San Fernando General Hospital after being admitted last Monday with fever, following the removal of a wisdom tooth the previous Friday.

While in hospital he had battled a severe lung infection.

Following a battery of tests, doctors discovered last Thursday that Manning had acute myeloid leukaemia (AML) –a rare, very aggressive cancer of the blood involving bone marrow and red and white blood cell issues.

The specific cause of AML is not clear, but it progresses rapidly and is typically fatal within weeks or months if left untreated.

Research shows that there

is a very low cure rate of 5–15 per cent for people over 60. Those who are unable to withstand intensive chemotherapy typically live

for only five to ten months more.

A source said that while in hospital Manning had said he was going to die, and had told doctors to do what they had to do.

Family members confirmed that Manning passed away peacefully and immediate relatives who had been with him, had been holding his hand when he passed on.

However, the clan, while being strong, is deep in sorrow, they added, “There are many tears....”

Gonsalves said today’s Caricom summit being held over July 4-6 here was likely to be dedicated to Manning and tributes from regional leaders would flow there.

In recognition of Manning's passing, flags were being flown at halfmast at all public buildings and foreign missions until the day after his funeral this coming Saturday.

Saturday was chosen for the service and burial to allow time for formalities such as allowing the body to lie in state in south and north Trinidad.

ining giant BHP Billiton says it will fight the suspension by the Brazilian Supreme Court of a settlement for damages caused by a dam burst at an iron ore mine.

The flood down the Rio Doce in November sent a wave of waste water into the river valley and flattened two towns.

BHP and the Brazilian company Vale which owns the mine agreed to pay around US$2 billion.

Prosecutors said the settlement favoured the mining companies.

The Supreme Court rul-

ing questioned the "absence of adequate debate" about the settlement and said that local municipalities affected by the disaster had not been included.

Members of the government of the Minas Gerais state, where the dam burst occurred, had also not been involved, said the ruling.

The agreement had been signed by President Dilma Rousseff in May, before she was suspended from office.

The consortium (Samarco) had agreed to settle the claim with staggered payments over a 15-year period with the total amount decided by the cost of the

clean-up and repairs.

Public prosecutors have insisted that the settlement was inadequate and that it favoured the mining companies and did little to compensate local communities.

Adult education deemed pivotal to advancing regional development

tate Minister for Education, Youth and Information, Floyd Green has underscored the importance of adult education and lifelong learning to the growth and development of the Caribbean’s economies and people.

Green noted that while the Region boasted of supporting research, countries must act to ensure this conclusion materialised.

In this regard, the State Minister has endorsed a proposal for speedy implementation of revised United Nations Educational, Scientific and Cultural Organisation (UNESCO) recommendations for the advancement of adult learning and education.

The recommendations address prevailing educational, cultural, economic, political, and social challenges.

Baghdad bombings kill dozens A

t least 131 people, including many children, were killed and hundreds wounded in a car bombing in a crowded commercial area in Iraq's capital, Baghdad, hospital and Police sources have told Al Jazeera.

The powerful explosion early on Sunday came near the end of the Islamic holy month of Ramadan, when the streets were filled with young people and families out after sunset.

Sources said around 200 people were also wounded when a lorry packed with explosives blew up in a busy shopping street in Karada, a predominantly Shia neighbourhood in central Baghdad.

The Islamic State of Iraq and the Levant (ISIL, also known as ISIS) group claimed responsibility for the attack in a statement circulated by its supporters online.

The group, which has

claimed numerous deadly bombings in mainly Shia areas of Baghdad, alleged that a suicide bomber targeted a crowd of Shia Muslims.

South Sudan: Dozens killed as violence flares in Wau

ozens of people have been killed and more than 120,000 displaced from their homes in a wave of fighting in Wau, one of South Sudan's largest cities, almost a year after a peace agreement was signed to bring an end to civil war in the country.

Clashes between the Sudan People's Liberation Army (SPLA) and members of the Fertit tribe began on June 24, say sources in the city. The SPLA is predominantly made up of members of the Dinka tribe, the largest in the country.

At least 43 people were killed in the fighting, according to a Government statement on June 28.

An independent count of casualties has not been done, and the actual figure could be much higher than the Government estimate.

"We've not been able to get access to the southern part of the town, which is apparently where most of the heavy artillery fire was," Shantal Persaud, a spokeswoman for the UN Mission in the Republic of South Sudan (UNMISS), told Al Jazeera.

At St Mary's Cathedral, one of several churches in the town, 13 people have been buried, Father Natale, a priest at the church, told Al Jazeera. The dead included a three-year-old child.

"A lot of people have been killed," said Natale. "Dinka youths came to the town, some of them in uniform and others with spears and machetes. There were dead bodies on the streets."

Erdogan: Syrian refugees could become Turkish citizens

urkish President Recep Tayyip Erdogan has said that Syrian refugees living in Turkey could eventually be granted citizenship.

"I want to announce some good news," Erdogan said late on Saturday at a dinner to break the Ramadan fast in Kilis province, on the Syrian border.

"We are going to help our Syrian friends in offering them the chance, if they want it, to acquire Turkish nationality."

The Interior Ministry will shortly announce how the citizenship procedure would work, Erdogan added.

The President did not specify whether all of the 2.7 million Syrians that Turkey is hosting would be able to apply, and gave no details on eligibility criteria or how long the process would take.

"We regard you as our brothers and sisters. You are not far from your homeland, but only from your homes and your land ... Turkey is also your homeland," Erdogan told a group of Syrian refugees in Kilis, a city hosting more than 120,000 refugees, which exceeds its population.

Ankara has refused to grant refugee status to Syrians who have fled the devastating war across the

border since 2011, referring to them as "guests".

Only a small group have been granted work permits and residency.

Mustafa Akyol, a Turkish political analyst and columnist, told Al Jazeera that the Government's plan was not easy to implement.

"In humanitarian terms, it is a positive step. But it is not easy to make it exclusively easier for Syrians to gain citizenship. Mourning family recalls Elie Wiesel's fight for Holocaust victims

he death of World War Two concentration camp survivor and Nobel laureate Elie Wiesel was mourned on Sunday by admirers around the world who honoured his life-long fight for millions of Holocaust victims.

"My husband was a fighter," Marion Wiesel said in a

statement. "He fought for the memory of the six million Jews who perished in the Holocaust, and he fought for Israel. He waged countless battles for innocent victims regardless of ethnicity or creed."

Wiesel, 87, died on Saturday at his home in New York City. A private funer-

CJIA-bound CAL passengers to get priority processing

orth American passengers headed to Georgetown with the Caribbean Airlines Limited (CAL) will be giving priority screening while in transit at Trinidad’s Piarco International Airport.

In a statement on its website, the Cheddi Jagan International Airport (CJIA) announced that the new screening method takes effect from Wednesday, July 6, 2016.

A team of officials from the CJIA and the Guyana Civil Aviation Authority (GCAA) recently met with CAL and Trinidad and Tobago Civil Aviation Authority representatives to discuss the hassle passengers experienced while in transit in Trinidad, according to the statement.

Prior to the new screening process, in-transit pas-

sengers were subjected to an arduous security process causing them, in many instances, to have to hurry to board the connecting flight to the CJIA. “However, from Wednesday, a transit stamp will be placed in the boarding passes of all Georgetown-bound passengers for easy identification and priority processing through T&T’s security checkpoint. Passengers who were screened in the United States of Americas and Canada will not have to remove their shoes during the rescreening exercise in Port of Spain,” the CJIA statement said.

It, however, cautioned that if these passengers mix or come in contact with unscreened passengers, all transfer passengers would be subjected to the normal

screening procedures.

“Further, any duty-free items over the 3.4 ounces will be handed over by passengers to the transit desk and will be returned to passengers on the boarding of their flight to Georgetown,” it stated.

CJIA Chief Executive Officer Ramesh Ghir was quoted as saying he was pleased with the new development, and commended CAL for pursing options to improve its service for

Guyana passengers.

This new development comes on the heels of a recent spat between the CJIA and CAL over the dumping of duty-free purchases of passengers travelling from Guyana, when they were intransit at Piarco.

After days of back and forth and threats by the CJIA to revoke CAL’s permit to fly the Guyana route, an agreement was met to secure the duty-free merchandise from Guyana.

Sugrim noted that he allowed the Council to use the land for a three-month period and that is what he will stick to.

“So come the first week in August, they will have to move when the legal agreement ends,” he declared.

Guyana Times was unable to contact King for a comment.

However, when contacted on Sunday, City Mayor Patricia Chase Green said she was unaware of any arrangements made for the vendors, but the full Council was expected to meet on Tuesday to discuss matters relating to vendors.

Culture is important to the community. The Good Intent Centre has witnessed many cultural observances, especially in the month of August, given the village’s history. Veteran Calypsonian Geoffrey “Mighty Rebel” Phillips, 70, lives in the area and he toured with his band, the Hermits, in the 1960s to various places across the country.

One of the oldest persons in the community is 86-year-old Oswald Payne, a retired sugar worker.

Many persons from the village are nurses, teachers, doctors, union advocates and other public servants. In recent years, there has been, to some extent, an issue of youth unemployment. In spite of this, many young persons have made strides in acquiring advancement at tertiary institutions like Cyril Potter College of Education and the University of Guyana.

While there has been significant migration of some native residents to overseas territories, it must be noted that descendants of the original co-owner of the village, George King, still reside in the community today, 162 years later.

The tournament which was exclusively sponsored El Dorado Trading the Licensed Gold Dealers of Lot 136 Young Street, Kingston, Georgetown has seen McKinnon return to them for a second time in as many year as his accuracy was superior to the rest of the field.

The steel challenge shooting competition is held to commemorate the anniversary of the GSSF, with the first being fired off in

Forde completed the race in 32 minutes and 39 seconds to win the event for the third consecutive year

hope they [fans] come out in force and we can have an exciting atmosphere at the ground on Thursday night; playing here previously for the Warriors, it has been a really good atmosphere at the ground, so I’m hoping everyone can come out to the ground and watch us beat the Tallawahs!”

Those were the words of a confident Guyana Amazon Warriors Captain Martin Guptill speaking to Guyana Times Sport at the Cheddi Jagan International Airport (CJIA) on Sunday, as the team returned to these shores to begin the series of home matches in the 2016 Hero Caribbean Premier League (CPL).

The Warriors’ first test will be the Jamaica Tallawahs on July 7 from 19:00h, then they tackle the St Kitts and Nevis Patriots on July 9 from 12:00h.

In speaking of those performances, Guptill said, “It’s a good feeling so far. We have played some very good cricket in the first two games. We know it’s a long tournament; we [are] going to have to be at the top of our game come Thursday to be able to get more wins under the belt and qualify for those finals.”

On the slow turning wicket at Providence, the opening batsman believes the batting will have to come good which will pave the way for the spinners to take charge.

“Batting will be key; it’s a very tough place to play cricket in Guyana, especially as a batsman, so if we can scrape together a good score, with the spinners that we got, we can restrict any team, but I think everyone is looking forward to playing in front of the crowds here.”

The New Zealander, who played for the Warriors in the first two editions, played for the Patriots last year, but is elated to return to the camp and be surrounded by some familiar faces.

He said, “It’s good fun being back here. I had a year off in St Kitts last year; it’s nice to be back with some familiar faces in the team and I’m enjoying captaining them; hopefully, we can carry on our good performances.”

Head Coach of the team, Roger Harper explained that the victories were extremely satisfying, and he was seeking to use the home matches as a chance to solidify their position on the points table.

Harper said, “I think everyone is happy with the results that we had over the last two games and the way the team has performed, but we know it’s only the first two games. There is still a lot of way to go in the competition, so we’re not getting carried away, we are coming

The Coach is of the firm belief that the team’s synergy, in addition to some senior players making telling contributions at the required time, is the reason behind their success.

“I think everyone is enjoying each other’s company: the team spirit is very high; as far as performances are concerned, it’s not about what the team looks like on paper, it’s about how the guys per-

form on the park and I think a lot of senior guys are putting their hands up and trying to lead from the front, so that is very good for the team,” Harper posited.

Quizzed on how much the surface at the National Stadium, Providence will boost their chances of continuing on the winning path, the former West Indies allrounder explained that the experiences from the pretournament camp should aid the team, but it is about replicating those performances in the middle.

The Head Coach said, “We had a camp here, we [are] trying to make sure we get used to our conditions home here, but we still have to go out and do it on the park.”

Tickets for the matches are currently on sale at the new CPL office at 238 Camp and Quamina Streets, Georgetown (old TVG building).

Tagore got their goals off the booths of Rodwell Rodriguez and Matthew Leives.

After Leives opened the scoring in the 8th minute, TASS realised that Tagore were there with a purpose and Crawford got the equalizer in the 14th minute, Rodriguez then put his team ahead again three minutes later only to have Reid equalize in the 19th minute.

Not satisfied, the strikers Crawford and Myers were joined by Butts who deserted the midfield. It brought TASS results in the 22nd minute when Crawford scored his second goal. One minute later Myers put his name on the scoring cards to give TASS a 4-2 lead.

TASS then continued to dominate but was being met with a strong defence from

Tagore.

In the second half tactics were changed and it rained goals for TASS scoring in the 52nd, 67th, 70th, 77th and 80th minutes.

Captain of the side, Lumar Reid said the team was without its number one defense player which created some difficulty at the beginning on the game.

As impressive as TASS might have looked on Friday, they still have to worry about the attitude of Myers who received a yellow card in the game.

Myers has been known to be a frequent red card receiver and despite his skills with the ball, his attitude on the field during the remainder of the tournament could be the determining factor as to how far TASS will get in the tournament this year.

They have already proven their worth with a 2-0 win over arch rivals and powerhouse GuySuCo Port Mourant Training Centre and are now one of the favourites in zone six.

Meanwhile action continues today at the Skeldon Community Centre where crowd puller Orealla will take on New Amsterdam Multilateral.

stampeding Power play by Evin Lewis and Lendl Simmons set up an insurmountable total from St Kitts & Nevis Patriots, who defeated St Lucia Zouks by 58 runs on Sunday afternoon at Warner Park. The pair propelled the hosts to 69 for 0 in six overs after being sent in as Lewis kicked on for a top score of 73 in the Patriots total of 203 for 7.

The Patriots had only advanced to 22 after three overs, but Simmons doubled that total in the fourth when he targeted Canada all-rounder Nitish Kumar's off-spin for three sixes and a four. That spurred Lewis to take on Darren Sammy in the fifth as the left-hander smashed the Zouks' captain for four consecutive boundaries through the off side.

Thomas' later surge in the 18th and 19th overs ensured the Patriots would get past 200 as he carted Watson and Morne Morkel for four sixes and a four in those two overs on his way to 48 off 27. Playing the hub of football on the West Side, Den Amstel Community Centre, conditions were not of the best as rain over the past

few weeks has inundated grounds around the country rendering many unplayable.

In fact, two other matches in the association’s senior league were scheduled after this match but were called off by the referee as rain throughout this U17 encounter left the field in a waterlogged state.
