Disclosure laws underway as Guyana moves ahead with EITI process

F

oreign firms and the Guyana Government will be required to make full disclosures on revenue distribution and collection respectively in relation to the extractive sectors once the Extractive Industries Transparency Initiative (EITI) is successful.

This is according to Guyana’s EITI National Secretariat Coordinator, Dr Rudy Jadoopat, who was at the time updating the media on the country’s progress towards becoming a member of the EITI. He was engaging the media during an event hosted by Policy Forum Guyana (PFC) at Cara Lodge on Wednesday.

Dr Jadoopat explained that legislation would be eventually introduced to ensure international companies working in the extractive industries in Guyana would be required to declare the net figure given to Government.

This policy will be applicable to US firms despite US President Donald Trump’s recent repeal of a key piece of disclosure law, which strong-armed American companies in the extractive sector to divulge what they were paying to foreign Governments.

close the net total received from the companies operating in the extractive sectors.

If the two declared figures do not correspond, then the EITI international body will have to intervene and advise on a process for reconciliation. Also, if the numbers cannot be matched, then it means something is not right and Guyana becomes at risk of being suspended from the EITI. This requirement of public disclosure is meant to foster public scrutiny and greater accountability over natural resource profits earned

by Governments. Additionally, if the foreign company refuses to make full disclosures, then that firm will be rendered noncompliant by the EITI International Body.

Dr Jadoopat explained that until Guyana’s legal framework has improved in alignment with EITI standards, there were currently no penalties for noncompliant companies.

“The ultimate objective of the EITI is to have the laws of the countries incorporating the standards so legislative changes and amendments will have to be made to become aligned with the EITI standards. There may be no penalties right now, but in due course when laws are introduced, then there will be penalties,” he stated.

Notably also, not all companies operating in the various extractive sectors will be required to make public disclosures.

The Multi-Stakeholders Group (MSG), which was established in February 2017 to identify national priorities for the extractive sectors, would be tasked with determining which companies would be obligated to make public declarations.

Dr Jadoopat explained that the MSG would design internationally acceptable criteria, which have to be sanctioned and approved by the EITI International Secretariat to be

used in determining which entities must make disclosures.

He said some of the criteria could include the size of concession the company was operating on, the volume of production, the amount of money given to Government, and its turnover capital.

Dr Jadoopat noted that small companies whose contributions were generally negligible may not be required to make disclosures.

However, he said the criteria which will be determined by the MSG will eventually identify which companies must make disclosures.

The EITI is a global organisation of 51 member countries, which have subscribed to establishing, upholding and promoting the standards and tenets of good governance, transparency and accountability in the management of extractive industries.

Guyana is in the process of submitting its application to become a candidate of the EITI. Provided that the application is successful, Guyana can become a candidate before the end of the year.

After 18 months of becoming a candidate, Guyana would have to submit its first report about its laws, fiscal management, production data, money the Government receives, where the money goes, etc.

Guyana then has two and a half years to go through validation where an independent validator certifies that it meets the EITI standards, principles and requirements.

Once the country becomes a member, it will have to submit annual reports and be revalidated every three years.

With Guyana on the verge of becoming a major oil-producing nation, the EITI is intended to offer the country protection from the “resource curse” – a paradoxical situation where a country with massive resource wealth is pillaged and left for broke by bad management and predatory colonial practices.

This curse occurs when the Government which received wealth earned from the extractive industries frequently and deliberately hide or mismanage those funds.

This phenomenon fuels suspicions that funds could easily be stolen or squandered rather than being used wisely for public benefit.

Guyana’s membership to the EITI will result in an improved investment climate, and signal to international investors that the Government has a clear commitment to transparency and good governance, and strengthened accountability vis-à-vis the Guyanese people.

s concerns grow over the plummeting value of the Guyana dollar, the Guyana Manufacturing and Services Association (GMSA) is urging the relevant authorities to take immediate steps to stabilise the value of the local currency.

The GMSA is calling on Finance Minister Winston Jordan to urgently hold broad consultations on the matter and warned that failure to arrest the situation would result in devastating consequences.

GMSA warns that the rise in the price of the US dollar will have far-reaching effects for Guyana as a whole, both socially and economically

According to the Board in a public statement on Wednesday, it is estimated that the real exchange rate when available for the purchase of foreign exchange is $230 for the replacement of imported inputs into the sectors.

“We are concerned that our ability to keep prices stable will be limited and guided by this new rate.

The burden of the changes in the VAT regime will also cause production costs to move upwards,” the busi-

noted that some entities have started to rationalise employment.

The body warned that the rise in the price of the US dollar would have far-reaching effects for Guyana as a whole, both socially and economically.

The GMSA said the Bank of Guyana as well as the Government should immediately inject funds into the system in order to stabilise the value of the local currency.

“We believe that the rate is being driven by the simple economic formula of supply and demand. This situation has the potential to further increase un-

tomers, claiming a shortage of the US dollar. Based on the findings of this newspaper’s investigations, popular cambios are turning away regular patrons who are interested in purchasing foreign currencies. This

has resulted in businesspersons and the average Guyanese being forced to buy foreign currencies at exploitative rates.

Around the city, money changers have already raised their rates for the US dollar to G$220.

But both Finance Minister Winston Jordan and Bank of Guyana Governor, Dr Gobind Ganga are maintaining that there is no shortage of foreign currencies in Guyana.

Jordan, on the radio programme, explained that the Central Bank has no record of shortages at commercial banks. “The Governor has assured me that he doesn’t know anything about that, because the banks haven’t approached him for foreign exchange,” Jordan stated.

The Finance Minister said he believed there was a deliberate attempt to starve the economy of foreign currencies.

Junior Finance Minister Jaipaul Sharma has also opined that commercial banks and cambios were hoarding foreign currencies in order to get better prices from preferred markets.

He told Guyana Times recently that “maybe they tell the customers ‘no’ so they could get a higher rate. Maybe they are keeping it for some friend or some special customer”.

Nonetheless, he does not believe the situation warrants a probe. According to the Junior Finance Minister, Government cannot control what the commercial banks and cambios tell their customers.

Derek Walcott

D

erek Walcott, the great St Lucian and West Indian poet, died a week ago on March 17 and the media of the English-speaking world carried touching tributes to a unique poet and playwright. In Guyana, not much, as was expected, was said although Walcott was known and remembered by many Guyanese.

Walcott was born in 1930 at Castries, St Lucia and raised there. His mother was a headmistress at the local school and his father was, among other things, an amateur water-colourist, who died at the age of 31 before Walcott was born. He was raised by his loving mother, who made every sacrifice to ensure that her son received a good education. She recognised Walcott’s talent as a poet and at 14, he published his first poem and financed his self-published book of 25 poems, which he published four years later. During these early years of his poetic life, he painted and became a good amateur painter.

He got a scholarship to the newly-established University College of the West Indies at Mona, Jamaica where he read English, French and Latin. He graduated in 1953 and settled in Trinidad for several years, teaching and being involved in cultural work.

His great talent as a poet and writer became widely recognised, and he received an award to study in the USA. He joined the academic staff of Boston University and taught there for 20 years until he retired in 2007. During his stay at Boston University, he published regularly and his great work “Omeros” was published in 1990.

Walcott’s output of poetry, plays and essays was among the greatest produced by any West Indian writer and he won many prestigious awards and prizes during his long career.

His greatest work “Omeros” for which he was awarded the Nobel Prize for Literature captures the essence of the Caribbean and was a re-setting of Homer in St Lucia. In addition to the Nobel Prize, Walcott also won the MacArthur Foundation “genius” award (1981); the Queen’s Gold Medal for Poetry (1988); the WH Smith Literary Award for Omeros (1990); the Anisfield-Wolf Book Award for Lifetime Achievement (2004); the TS Eliot Prize (2011) for his book of poetry “White Egrets”; and the Griffin Trust for Excellence in Poetry Recognition Award in 2015, among several others.

He was the essential West Indian and though he spent so many years in North America and Europe, he always came back to St Lucia, which was home to him. He always claimed his identity was West Indian and in his personality, he expressed his West Indianness. Though he was aware of the many currents and cross-currents of race, religion and culture in the Caribbean, he rose above them and in one way or another, utilised them in his art.

As was stated by the Secretary General of Caricom, to the Caribbean Community, Walcott was a true cultural icon, a gift from Saint Lucia to the Region and the world. He embraced the entire Caribbean as his own. His lyrical poetry and penetrative plays resounded with the rhythm and spirit of the Caribbean civilisation. And certainly, he epitomises the possibilities and brilliance of a true Caribbean man.

We salute this distinguished son of our Region, whose presence in our midst will be greatly missed.

On the assumption that it did occur, it is imperative for the Education Minister, Dr Rupert Roopnaraine to launch an immediate investigation to get to the bottom of this matter as this flies directly in the face of a pronouncement made by Dr Roopnaraine shortly after he was appointed, when he was quoted in the press as denouncing attempts by various school heads to have only

Christian prayers said at assembly meetings in the public school system.

Whoever took the decision to allow this abomination should be disciplined, if not fired.

Minister Roopnaraine must note as a Hindu I have no confidence in Minister Nicolette Henry following her failure to appreciate the difference between Diwali and Phagwah during a recent presentation she made at a public forum.

I have been very concerned about this issue,

having seen for myself while at school that various headmasters tried in subtle or even overt ways to force students of other denominations to recite Christian prayers. Given that approximately 50 per cent of the population are Non-Christian, this situation is most untenable and must not be allowed to continue.

Editor, I would like to throw out the question via your medium as to how it is possible for so many young male Caucasian missionaries to be granted visas/

work permits to carry out their proselytisation activities which is certainly an affront to myself as a Hindu.

I look forward eagerly to hear from the Education Minister on this, along with the Public Security and Social Cohesion Ministries, as if this type of “Colonisation” is allowed to continue it will definitely breed resentment on the part of other denominations.

Support of Karrau mining syndicate Dear Editor, I am in vehemence with the President of the Karrau Syndicate, Mrs Judith David-Blair, who was blasphemed by Sherwyn Delano Downer in the local media on March 20 when he said, “that she as a non-resident of Karrau, is heading the Karrau Syndicate”; the fact is that the Karrau Mining Syndicate is a Bartica syndicate. Firstly Mr Downer,

the reason why the syndicate wasn’t named “Bartica Mining Syndicate” is because when the President and other Executives approached the Deeds & Registry, they were informed that the word “Bartica” is redundantly used by other mining associations, so they were forced to name the syndicate after Bartica’s neighbour “Karrau”.

Minister Simona Broomes was never part of the formation or registration of the syndicate. If I can keenly remember, you were not present at any; and I repeat, any, of the mining meetings. I personally think that you should be penalised for “defamation of character and character assassination”. Thirdly is that Sherwyn Downer is not a resident of Karrau and if the Toashao had a problem

and needs clarity he/she can contact the President of the Karrau Mining Syndicate.

usinessman Marcel Gaskin has moved to the High Court to challenge the constitutionality of President David Granger’s reasoning behind his rejection of Opposition Leader Bharrat Jagdeo’s list of six nominees for the post of Chairman of the Guyana Elections Commission (GECOM).

Gaskin is the brother

of the Business Minister Dominic Gaskin, who is the son-in-law of the President.

The businessman wants the court to determine whether Jagdeo’s list of nominees was indeed not “fit and proper” as declared

by President Granger.

Backward step in Region 8

Dear Editor, Please permit me some space to highlight an area of concern as it relates to the administration of Region Eight (Potaro-Siparuni). As a son of the region, I find it difficult to sit back while my family, friends and colleagues are being abused by the powers that be in the region.

Region Eight, as we are all aware, is probably the worst administered district and is usually the dumping ground for the unwanted. For Example, as a disciplinary measure, Police Officers are sent to places like Orinduik or Kato. Only recently, there was a video on social media with a high ranking officer of the Education Ministry threatening to send a junior staff to Region Eight.

Recently I have been receiving several complaints from staff of the region, who have been released to further their studies on the coast. These persons are studying at the University of Guyana, the nursing school, the Cyril Potter Collage of Education and other places. The issue at hand is that the regional administration

has made a decision to pay these staff by cheque rather than by bank transfers like they were doing for the longest while.

This, Mr Editor, is a backward step in an age where we are promoting ICT. Additionally it directly impacts the studies as students now have to make time to go meet the accounting staff to collect their pay as well as go to the bank and wait their time to cash their cheques. Just imagine a nursing student has to travel from Linden to Georgetown to collect their cheque, cash it and then having to go back to Linden.

It’s just a waste of precious time that could be otherwise used for studying.

Mr Editor, Region Eight has always struggled to keep up with the progress in the country many times because of the lack of vision and the will by those in authority to lead the region forward. While other regions are moving forward it seem like the authorities in the region are bent on moving backward. It must be noted that others are being paid through their banks while only a select few are being

meted this vindictive act.

It is my hope that by highlighting this issue, those in Government with responsibility for oversight of regional officials will take note and intervene to ensure that the students studying in Georgetown are granted the opportunity to receive their salaries through the bank like they always did.

Additionally, it is my hope that an audit of the region’s finances be done as many times there are delays in the implementation of projects.

As someone from the region, I am quite aware of the difficulties one faces while studying on the coast. It is not easy and for officials of the region to add to the already stress levels is unwarranted. It must be noted that these students are upgrading themselves to return to the region as stipulated under the conditions of their release.

The former GECOM Chairman, Dr Steve Surujbally is not of a Judgetype and neither were most of the past chairpersons.

Granger, who is a longstanding member of the People’s National Congress, had accepted the nomination to serve as GECOM Chairman several years ago.

Jagdeo had nominated Attorney Christopher Ram, Conflict Resolution Specialist Lawrence Lachmansingh, Retired Major General Norman McLean, Business executive Ramesh Dookhoo, Indian Rights Activitst Rhyaan Shah and History Professor James Rose.

The search for a new Chairman has been a rollercoaster ride given the different interpretations between the Leader of

the Opposition and the President on the relevant section of the Constitution of Guyana which outlines the selection process for a new Chairman of GECOM. Following weeks of impasse, Jagdeo finally agreed to return to the drawing board and submit a new list of nominees.

However, the civil society groups, which he has consulted with for recommendations for the posts are finding difficulties in identifying suitable persons in accordance to the President’s criteria.

His conditions disqualify any form of activists and persons affiliating with political parties to be nominated to the post.

Nonetheless, Jagdeo has pledged his commitment to submit a fresh list of nominees for the President’s consideration given the urgency of the matter.

Concerns have been raised about the President moving to unilaterally appoint a GECOM Chairman if he continues to find the list of nominees submitted by the Opposition Leader “unacceptable.”

In fact, given the difference in interpretations of the Constitution, Jagdeo had suggested moving to the courts to rule on the correct nature of the relevant section of the law.

The case filed by the businessman comes up before acting Chief Justice, Roxanne George-Wiltshire next week. The respondents are Attorney General Basil Williams and Opposition Leader Jagdeo.

ike most human beings, c h i l dren are not very straightforward about their emotions. Especially when they are very small, they simply do not have the words to talk about their feelings, and even as they grow older, feelings can be so complex and subconscious that they cannot voice what is bothering them.

Secretive behaviour

When your child starts hiding products of their mischief, or wounds, there is reason to be concerned. In either case, your child fears your reaction, either because they think you won’t believe them when they tell you what really happened (this often occurs in cases of abuse), or they think you’ll be angry or tell them ‘I told you so’. In any case, what your child needs now is understanding and lots of love. Even if your child has painted a postmodern version of the Sistine Chapel on your walls, and is now trying to hide up in fear of the consequences, what your child needs most now is a hug and a listening ear. It might be coun- terintuitive if they’ve gotten into all kinds of mischief, but what a child needs most, even if they’ve been erroneous, is love.

Making up stories about things that happened can be a way for your child to voice his inner fantasy world, to create a narrative and to play with language. However, if your child lies about wounds on their body, or ‘misbehaviour’, there is reason to be concerned. In both cases, as with the

Especially in preverbal children, biting and hitting is not something to be worried about, as it is often a means to show overwhelming emotion (which can – quite strangely – even be joy), in this case, it is a matter of handing your child the right way to express his or her emotions: “I see you are very happy that your friend came

Seemingly endless, recurrent tantrums

Tantrums are another part of growing up. Frequency and scale of the tantrum depend highly on the demeanour of your child, and on the issues he or she is dealing with. If your child is throwing tantrums all the time (eg daily), and they last very long, it might be time to step in.

First, make sure that the tantrums aren’t due to food issues, certain dyes and additives can create extreme behaviour in small children, as can food intolerances (gluten or dairy). Secondly, figure out whether there’s a rhythm to your child’s tantrums, if they stop/decrease in frequency if your child gets some sleep during the day, or an extra snack between mealtimes. Tantrums can also occur if your child is indoors too much or lacks connection, make sure his ‘cup is full’: that you spend enough time connecting as a family. Don’t get overwhelmed during your child’s tantrum. It may seem violent and intolerable even, but all your child needs now is your presence.

If your otherwise happy child suddenly becomes silent, or your outgoing son becomes timid, dig into what is happening in his life to find out what is going on. Your child can be reacting in this way to a change, or as a result of grief or it can be a reaction to abuse.

All of these behaviours will only be strengthened by harsh, punitive measures. When a child lashes out, all he is looking for is love and understanding.

It may be hard if you don’t understand your child’s behaviour, but looking into the underlying reasons may give you the compassion and empathy you need to remain calm and caring. very child experiences mood swings from time to time. These might include a sudden change in mood for no apparent reason, or an unexpected change in their overall behaviour. In most cases, these changes are rather mild and don’t last long, so there is nothing to worry about.

However, in rare cases, mood swings could indicate something more is going on. Mood swings that occur frequently, are extremely severe or are accompanied by violent behaviour could be cause for concern. Get lots of exercise.

Exercise can have a strong effect on mental health.

Ensure your child does a lot of activity. An organised sport is great, but if they aren’t into that, family time on the hiking or on the bikes will help get them out and become active.

President charges newly-commissioned GDF Officers to uphold duties

Furthermore, the 11 ranks were presented with a special coin which signifies Guyana’s “Green State” initiative. The Commanderof-Chief told the ranks that the coin should serve as a reminder of their sworn duty as they move around the country not only to serve the State but the people and the environment as well.

missioned batch, Second Lieutenant Brandi Johnson, delivered the vote of thanks assuring President Granger that they will uphold the Constitution of Guyana in the execution of their duties.

“We will live by the values and standards of the Guyana Defence Force as you have directed. Your Excellency, thank you for the trust and confidence that you and the Members of the Defence Board have placed in us as commissioned officers of the Guyana Defence Force,” she stated.

Following the brief presentation ceremony, the Commander-in-Chief hosted the newly commissioned ranks along with several Ministers of Government and top brass of the Army to a luncheon.

Additionally, a commissioning parade for the commissioned officers was subsequently held on Wednesday afternoon at the Drill Square at Base Camp Ayanganna.

GPSU First Vice President Mortimer Livan led a delegation for a press conference on Wednesday

ncumbent President of the Guyana Public Service Union (GPSU), Patrick Yarde, can serve at the helm of the Union for life as there are no term or age limits in the body’s constitution.

GPSU’s First Vice President, Mortimer Livan made the disclosure as he rejected calls from protesters for Yarde to step aside from running again for the presidency at the upcoming elections on April 24.

Yarde has served in that capacity for over 30 years and protesters are saying that it is time for him to depart and pave the way for fresh blood.

But Livan, who led a delegation during a press conference on Wednesday, made it clear that elections are a democratic process and persons are free to nominate whoever they please.

In fact, he pointed out that five other persons have been nominated to contest the post of presidency.

Livan, however, could not provide their names because the tabulating and finalising of the nomination process would not be completed until March 24.

Notwithstanding, the Executive Members of the GPSU were all in favour of a return of Yarde to the helm of the Union as they showered him with praises in defence against the protesters.

Livan disclosed that the Executive Council unanimously requested that Yarde contest the presidency during a meeting on February 28.

But the Council argued that their support of Yarde should not be misconstrued to mean that the body does not promote the involvement and elevation of younger members.

According to Livan, the protest actions are “devoid of any legitimate basis” and are solely intended to “embarrass the Union”.

He contended that the protest is only being executed by persons who are misguided; those who refused to pay the right amount of union dues, and non-members.

According to the First Vice President, GPSU’s rules dictate, “only persons who are fully paid up members with effect from the 1st of May of the year prior to the election shall be eligible to exercise their ballot.”

“Biggy” rape, robbery trial commences

T

he rape trial of Carlos Wesley Payne, called “Biggy”, commenced on Wednesday when a 12-member jury was empanelled before Justice Navindra Singh.

Payne is accused of carrying out a rape while he executing a robbery at the Wismar Hospital, Linden on September 11, 2008.

According to the prosecution’s case, Payne forced his way into the hospital in the wee morning hours, and ordered the nurses to hand over jewellery, cellphones and other belongings. The

State’s case is that Payne then took the nurses to the back of the hospital to lie down before he executed the rape of one of them.

Moments before the jury was empanelled to hear his case at the Demerara High Court, “Biggy” demanded that Police ranks outside his holding cell to give him a Mackeson, a Milk Stout alcoholic beverage. The rape and robbery accused was heard telling ranks that he needed to cool his head.

He also complained of the amount of time he has spent behind bars.

“You know how long I deh in jail?” Payne was heard telling ranks.

Some minutes later, a visibly angry but quieter Payne was called up before Justice Singh to answer to the charges.

All unrelated persons were ordered out of the court as the matter was held in-camera owing to the nature of the crimes. The accused was unrepresented.

Payne was charged some six days after allegedly committing the acts in 2008.

The case continues before Justice Singh today.

Witnesses testify in carnal knowledge case

early 10 years after a crime was allegedly committed, a man is standing trial for sexual activity with a minor. Josiah Baptiste is accused of carnal knowledge of a girl under 15 years. The incident

was said to have occurred in a community in Greater Georgetown, sometime between June 1 and 30, 2007.

The accused was charged back in February 2009. Over seven witnesses have testified so far and another wit-

ness is scheduled to take the stand later this week.

A 12-member jury was on Monday empaneled in a matter that is being heard before High Court judge, Justice Jo-Ann Barlow.

Essequibo mother sentenced to 3 years for narco trafficking

manda Spellen of Lot 14 Anna Regina, in Region Two (Pomeroon- Supenaam) was sentenced to three years imprisonment and fined $30,000 when she appeared before Magistrate Sunil Scarce on Tuesday, at the Anna Regina Magistrate’s Court.

The trial into her matter concluded on March 21, when the presiding Magistrate found her guilty after the testimony of several Police witnesses.

charged on March 4, 2016, for trafficking in narcotics. She was remanded on the charge; however, her legal aid Attorney Valensia Yansen was successful in securing bail in the High Court.

It is alleged that on March 3, 2016, during a Police drug campaign, Spellen sold 3.5 grams of cocaine to a Police Constable. During the trial she denied the allegation, alleging that the Police wanted to frame her. The substance was weighed and confirmed as cocaine by the Police.

Police also stated that

they photocopied the money that was used to pay for the drugs and when Spellen was approached, she was found with the identical money that corresponded with that of the photocopies. The woman explained that she had received the money from two boys she sold bag strings too.

She told the court that she has a baby and she is presently unemployed and would love to be there for her son, who is very attached to her.

After the sentence was read, Spellen was taken to prison.

And it’s not as if these folks – who’re moulding the minds of our best and brightest at the highest institution of learning in the land – are asking for the 50 per cent increase the Cabinet thought was the minimum needed to keep body and soul together.

All they proposed was a 15 per cent bump.

The unkindest cut of all was the unions pointing to an increase in the governmental budget of $483 million for salaries and wondering what in the world happened to that. Seems at a meeting with the VC – which they had to convene since he’d been refusing to place this item on his agenda – he told them there ain’t going to be any raise for them unless student tuition increased!! The unions are incensed the VC’s pitting them against the student body since his manoeuvre would make it clear the “greedy” lecturers are extorting booty from the impecunious students!!

So much for worshipping at the tree of knowledge for its own sake!! But the unions should’ve also asked as to what happened to the $483 million. And they’d find out what it cost UG to pay the Vice Chancellor; three Deputy Vice Chancellors; Officer for Strategic Initiatives; Chief of Staff in the Office of the Vice Chancellor. That’s right – a Chief of Staff in the Office of the Vice Chancellor!! This is a man with delusions of grandeur!! A man who can certainly talk the talk about promising to deliver the moon and stars for his university – so he can get the big bucks.

But did those who hired him check out his credentials on delivering the goods? As President of Fort Valley State University in the US South between 2013 and 2015, the University suffered a 25 per cent decline in enrolment from fall 2013 to fall 2014 because of policies he introduced. They booted him out by May 2015 – even though contractually they had to carry his US$20,000+ monthly salary of the rest of the year!!

Didn’t he promise to fund his plans for UG from the Diaspora, then took 14 staff with him to NY and spent more than he raised?? Has anyone seen the new, slick, UG magazine “Renaissance” that’s more about Griffith than the University? Who exactly at UG’s producing stuff that’s gonna be published by Ian Randle? What about the Caribbean Press?

Quick now…think what Dr Thomas Mozart, Ifa Kush and Ivelaw Griffith have in common!! …round five on GECOM Head Who woulda thought appointing a new GECOM head would turn out to be such a knock down and drag out fight? UG workers protest deferred salary negotiations W

orkers of the University of Guyana (UG) picketed the Administration Office of the tertiary institution on Wednesday, raising concerns over the delays in the commencement of salary negotiations.

The picketing exercise was organised by the University of Guyana Workers Union (UGWU) and the University of Guyana Senior Staff Association (UGSSA).

According to the Union representatives, the picketing exercise is as a result of the administration’s failure to respond within the timeframe requested, to their repeated requests and formal demands for the early and urgent commencement of salary negotiations.

The Unions noted at a General Meeting on March 7, the workers indicated that they are not prepared to “wait until it’s convenient

olice in Trinidad are investigating the murder of a Guyanese national who has been living there for the last 25 years.

According to CNC 3, out of Trinidad, 52-yearold Sewkumar Dalchand was found murdered in his home in Macoya Road Extension, on Wednesday morning.

The news outlet reported that the businessman was found with his hands and feet bound while his house was ransacked and his vehicle was missing.

It was reported that Dalchand was a wholesale trader who was well known in the community and gave a lot towards the development of the area.

According to CNC 3, local Police there said the body was in an advanced state of decomposition.

The body was taken to the Forensic Science Centre where a post-mortem will be performed to determine the cause of death. Officers of the Homicide Bureau are continuing investigations.

At Wednesday’s protest action, President of the UGSSA, Jewel Thomas, explained to Guyana Times that the staff found the delays unacceptable and is calling for a much earlier date.

“The reason for this protest here today is that we do believe that the money is available for them to begin negotiations but for reasons, known to them, they are delaying those negotiations,” Thomas posited.

Furthermore, the UGSSA President noted that the administration is trying to tie the negotiations to the highly unpopular tuition hike.

“Our position is that there is no need, whatsoever, to do that… There is

no need to tie the two things together, we don’t believe in being played against our students. We don’t believe you should pit staff against students, we reject that,” Thomas outlined.

Meanwhile, Sherwood Lowe, a lecturer at the University for over 20 years, expressed his disappointment at the UG Administration, noting that such behaviour is not good industrial practice.

“In the meantime, we are seeing expenditures on high-level staff and overseas trips and we are generally concerned. There may or may not be good reasons for these overseas trips and receptions but we want to have a sit down with the Vice Chancellor so that we can go through the numbers,” the lecturer asserted.

He added that the Vice Chancellor’s refusal to meet and discuss the issues at hand shows, while it may not be intended, disrespect to the staff, whom he said are working beyond the call of duty, given the conditions in which they are working.

“It is a very serious matter, we are not very

happy about it. The Vice Chancellor refusing to meet with us is not something that would encourage workers to give of their best and as soon as he understands this, it would be better for the University,” Lowe outlined.

On the other hand, part time lecturer and Member of the UG Council, Christopher Ram, also showed solidarity with the workers, telling this newspaper that they have a right to demand proper level of earning.

“It’s always unfortunate in my view when workers have to go on protest.

We ought to be able to sit around the table and negotiate what is reasonable and what is not. So my roll here essentially is to show solidarity with the Union, to listen to their causes and if the issue comes up at the Council, to join in making representation on their behalf,” Ram stated.

The irate workers will continue this industrial action until a favourable response is given by the Management of the University of Guyana.

Police avert Diamond, EBD robbery …2 CG bikers nabbed

wo men on CG motorcycles were on Wednesday afternoon arrested at Herstelling, East Bank Demerara (EBD) as they were reportedly making their way to Diamond, EBD with the intention of committing a felony.

According to A Division (Georgetown and East Bank) Commander Clifton Hicken, the Police received information about the two CG motorcyclists and their intentions and staked out the East Bank Demerara corridor where they were intercepted.

The Divisional Commander noted that based on reports received, the men were heading to Diamond New Housing Scheme to commit a robbery and as such, the Police put measures in place to avert same.

According to the Commander, upon their arrest, the men were not found with any firearm in their possession. The two men were escorted to the Providence Police Station where they were being further grilled on their intend-

Sheep thief hits WBD village …residents count their losses

ore than 20 sheep were on Saturday stolen from a La Grange, West Bank Demerara (WBD) herder, who is now left counting his losses.

In tears, Mohammed Rafeek, 50, of Independent Street, La Grange, that the incident occurred between 01:00h and 03:00h.

The man, who is also a part-time vendor, explained that he and his family retired to bed a little after midnight.

However, when he awoke around 04:00h and checked on the sheep only three were in the pen.

Rafeek related to Guyana Times that a rope suspected to have been used to tie the sheep was in the pen.

The herder is uncertain where the robbers entered his yard from, but said they

exited through the backyard as footprints of the thieves and sheep were seen on the dam.

Rafeek said in shock he left his home and reported the matter to the La Grange Police Station where a report was taken.

He added that the offi-

cers came to his home where a brief investigation was carried out and the rope that was left in the pen was taken into evidence.

However, it was also reported to this publication that Rafeek was not the only person to be robbed of recent. Two other herders also had sheep stolen from them; one lost 16 and the other 18.

Rafeek said it was also disclosed to him by the Police Officers that numerous reports of similar incidents were made at the Police Station.

He is calling for assistance from the public to find his sheep as that is his livelihood.

He is offering a $100,000 reward for anyone who could assist him with his plight.

Police conduct raids in Linden …9 charged

A

total of nine persons were arrested following a Police operation on Saturday evening in several areas in the mining town of Linden.

The men were arraigned on charges of narco possession and break and enter and larceny, and escaping lawful custody.

The raids, which lasted some 10 hours, were conducted in Mackenzie, Amelia’s Ward, Block 22, One Mile and Silvertown.

Those who were charged for narco possession include Carl Simmons, 30, of Berbice Road, Mackenzie; Kevon Chester, 30, and Ryan Samuel, 35, both of Central Amelia’s Ward and Leon Ross, 22, of Wismar Housing Scheme. They were all sentenced to 100 hours of community service.

Mustafa, 21, of Wismar Market Area, who was also charged with escaping lawful custody, was remanded to prison until April 19, 2017. Vernon Arthur, 57, of Wisroc Extension, was sentenced to 50 hours of community service and Shawn Alleyne, 23, of Amelia’s Ward, pleaded not guilty to the charge of possession of narcotics and was placed on $45,000 bail. He will reappear at the Linden Magistrate’s Court on April 18.

W

hen we consider the violence that surrounds young people of varying ages; on our streets, on our television screen, on game consoles, on our phones, in our neighbourhoods and for too many, even in our homes, should we really be surprised that it is also a stark reality in Lorraine Ince-Carvalhal many of our schools?

It could be argued that there has been violence in school for as long as we can all remember. Most of us have been witness to a scuffle or two in our day, if not been directly involved ourselves once or twice, but the chilling reality for our children is the days an altercation resulted in a bloody lip, a black eye and sore knuckles are fading fast. Now we have to wonder what the weapon of choice is going to be and if the participants are going to make it out alive.

Outside of the physical threat, effects of school violence include vandalism and loss of school facilities, moral decadence, increased crime rates, erosion of cultural values and poor reputations for schools as well as societies.

Many factors contribute to the increased risk of violence from children at school. Those unfortunate children with a history of violent victimisation often understand that to be the only type of behaviour and they form antisocial beliefs and attitudes. Authoritarian childrearing attitudes which still prevail in Guyana can be harsh, and can lead to low emotional attachment to parents or caregivers, poor family functioning and low self-esteem in young people.

If a child does not receive love, care and nurturing in the home, they will find it difficult to display the same in their outside of it.

In homes where parents or guardians display violent behaviour, and children are exposed to violent conflict in the family, they usually adopt violence as a way of asserting authority themselves at school. The psychological deficiencies created by dysfunctional homes such as anxiety, stress, worry, hatred, inferiority complex, anger and other negative emotions fuel violent behaviour.

During the mostly inevitable difficult, confusing or vulnerable times in a young person’s life, they are in need of proper guidance or care, and if they do not have access to support or guidance, this is a high risk time for possible violent outbursts. Learning, behaviour and social cognitive deficits such as hyperactivity or learning disorders can also lead to high emotional distress that can manifest in violence or poor behaviour control when misunderstood or mishandled at school.

As a result of feeling lonely and misunderstood, more teenagers are using drugs and alcohol; heightening tendencies for aggressive and antisocial behaviour which can lead to violence. If the misuse of these drugs becomes addictions, there is also an increased risk of depression; yet another precursor to violent behaviour.

The school system can sometimes have a way of dismissing violent acts as misdemeanours but this is a dangerous oversight in light of the serious incidents that can occur. In addition to this, the legal system in many areas, especially developing countries, is yet to develop specific laws that will help curb school violence and make it an offence appropriately punishable by the law.

When we send our children off to school we should not have to worry what they will encounter each day, whether they will come to physical harm, whether they are safe.

We are sending them to learn and flourish, to develop and grow. How can we expect them to do so in a hostile environment with the threat of violence along the corridor or in the playground?As with most social ills affecting our society, the responsibility cannot be laid solely at one door, but must be undertaken by all facets of society. Parents and guardians have a key role to play and should ensure that the atmosphere at home, where the child is nurtured, is violent-free and that they foster effective communication between themselves and their children to help reduce some of the perceived pressures which cause them to act violently. Schools need to make their environments more conducive to learning and tailor teaching to engage all students. There should be more understanding and time given to address the social needs of students and strict but fair consequences for violent behaviour. Policymakers must devise and uphold non-violence in schools for both teachers and students. We cannot expect a child to be beaten in class and then be punished for employing the same behaviour. Community organisations, supported by governments, should make concerted efforts to reach out to students in a counselling and mentoring capacity and work with them to explore ways to express themselves without the use of violence.

… Burnham knew of plans to assassinate historian – report

r Walter Rodney (1942-1980) was a historian, scholar, educator, prolific author, PanAfricanist, and political activist. He is recognised as one of the Caribbean’s most brilliant minds – his scholarly works and political activism engendered a new political consciousness. Walter Rodney is widely known for his seminal work, <<<How Europe Underdeveloped Africa>>> that established a new paradigm for understanding the enduring impact and legacy of colonialism on the development of African countries.

Between 1974 and 1980, Rodney emerged as a leading figure in the resistance movement against the increasingly authoritarian and repressive Guyana Government led

by Prime Minister Linden Forbes Sampson Burnham.

On June 13, 1980, Walter Rodney was killed by a bomb hidden in a walkie-talkie.

A long delayed investigation into the assassination has revealed that former President Forbes Burnham was behind his murder. Dr Rodney, a political challenger to the then Forbes Burnham administration, was killed on June 13, 1980, when an explosive device that was concealed in a walkie-talkie radio detonated in his lap.

A Commission of Inquiry (CoI) was convened in 2014,

some 34 years after the assassination of Dr Rodney, who was a leading figure in the intellectual and political affairs of both Guyana and the African world as a whole. Since 1980 when he was killed, his comrades within the Working People’s Alliance (WPA), the Rodney family, along with colleagues throughout the internationally community, have demanded a thorough investigation into the circumstances surrounding his death.

According to a report published on Global Research, although this was the assumption after Rodney was killed when a communication device exploded in his brother’s car on June 13, 1980, the Government of Burnham claimed that the historian,

who was the leader of the opposition Working People’s Alliance (WPA), was engaged in an attempt to bomb a prison near where the incident took place.

It would take two years for the completion of a 155page report outlining the Commission’s findings.

However, the struggle for full disclosure is ongoing within Guyana where tremendous opposition has existed for decades, in regard to a probe into the assassination.

Although the Guyana Government under former President Donald Ramotar, of the Progressive People’s Party (PPP), embarked on the controversial inquiry, the-then (1980) ruling People’s National Congress (PNC) has been resistant to fully cooperate with the investigation. Forbes Burnham, who held power in Guyana from 1964 until 1985 when he died while undergoing surgery, was said to have felt threatened by Rodney and his organisation of an Opposition party – the WPA – which sought to bridge the political gap between the majority East Indian and African populations.

The three major political parties in Guyana during the late 1970s and early 1980s, the ruling PNC; the opposition PPP, led by Dr Cheddi Jagan; and the WPA headed by Rodney, all claimed to

be socialist. The approaches of the two Opposition parties, the PPP and the WPA, were quite different. Efforts by the WPA were clearly aimed at the removal of the Burnham government and therefore viewed as the principal threat against the PNC. Prior to Rodney’s assassination in 1979, the historian and politician was charged along with other WPA members of an arson attack against a Government facility.

Rodney was facing prosecution on these charges, nonetheless he continued to organise and speak out against the PNC Administration.

Those close to Rodney say he believed that there was a plot underway to take his life. A key finding of the CoI

was that there was a conspiracy involving the Guyana Defence Force (GDF), the Guyana Police Force and others to kill Rodney and that Burnham had to be aware of it. The CoI report also contended that the Army, Police and others tried to cover the tracks of Rodney’s likely killer, then coastguardsman, Gregory Smith.

According to the CoI report, “Further, given the manner in which the country was run coupled with the threats issued by Prime Minister Burnham to the members of the WPA and the evidence of Mr Robert Allan Gates, we conclude that Prime Minister Burnham knew of the plan and was part of the conspiracy to assassinate Dr Walter Rodney….. given all the relevant facts, events and circumstances set out in the report, we unhesitatingly conclude that Gregory Smith was not acting alone but had the active and full support, participation and encouragement of, and/or was aided and abetted by the GPF (Guyana Police Force), the GDF (Guyana Defence Force), agencies of the State and the political directorate in the killing of Dr Walter Rodney.”

The CoI concluded that an operative of the GDF, Gregory Smith, carried out the assassination of Rodney.

Smith was then sent out of the country to French Guiana, a colony of Paris.

Smith is said to have died in 2002. Another section of the released CoI report concludes that: “We accept that Gregory Smith, renamed Cyril Milton Johnson, received State assistance in going to French Guiana. The choice of country was deliberate and was no doubt informed by the fact that (the) French Government, of which French Guiana was a Department had a policy opposed to the death penalty.

Rodney was a wellknown and influential PanAfricanist and Marxist historian as well as a political activist who studied at the University of the West Indies, the University of London and held a faculty position for years at the University of Dar es Salaam in Tanzania.

After working for several years in Tanzania and as a visiting scholar in several higher educational institutions such as the University of Michigan in 1972, Rodney was invited by the University of Guyana to take a faculty position. However, the Government of Burnham blocked the appointment in an effort to prevent Rodney from remaining in his country of birth.

His presence in Guyana politically challenged the image of the Burnham Government which sought to portray itself as a supporter of African liberation movements and socialism.

GTI students showcased their skills during the Trades Day event

he Government Technical Institute (GTI) on Wednesday hosted its annual Trades of Trade Day, which showcased opportunities the institute has to offer to potential students, while promoting Guyana’s economic development.

Under the theme “Fueling the Future”, the event highlighted the linkages between skills training and industry and the transition between GTI, the world of work and higher education.

The activity was well attended by youths and their parents who are interested in registering at the institution.

GTI’s Board Chairman Vincent Alexander pointed to the success of the event and noted that the students of GTI should be proud of their achievements, as they were able to “demonstrate to the wider community

what it is they do at GTI and what they would have achieved.”

According to Alexander, based on what was being displayed at the Trades Day, the students were able to see firsthand what the Institute has to offer in their pursuit of future career choices.

During his remarks, Chief Education Officer Marcel Hutson who was also present at the opening day, noted that there is much left to be done to further build GTI and other such institutes.

“I would like to see these projects taking on a more viable form to the extent that industries can be generated from them,” Hutson said.

The CEO further addressed the critical role of institutions such as GTI to the human resource development for the nation’s benefit.

Additionally, he acknowledged that technical voca-

tional education is gaining tremendous popularity as it relates to education and training that prepares people for employment, while at the same time, making them more productive in various economic fields.

Regional Mexican teen’s family 4 dead in St Lucia explosion gets US$1M over

our people are dead and more than a dozen are being treated for serious injuries following an explosion in St Lucia’s North on Tuesday evening. It occurred at a quarry as workers welded a container carrying dynamite.

N e i g h b o u r i n g Martinique is helping the Eastern Caribbean island treat the injured, with four of them being airlifted to the French-speaking nation for treatment early Wednesday morning. Three doctors from Martinique are also at the Victoria Hospital in St Lucia to assist.

The explosion, which could be heard from miles away, occurred at Farrand Quarry, operated by Rayneau Construction, in Cul de Sac, Castries. Three people died on the scene while a fourth, who was among 15 rushed to the hospital, later succumbed to his injuries.

Jamaican farmers to benefit from multimillion-dollar British funded project

amaican farmers are to benefit from a multimillion-dollar grant that will fund the development of an irrigation system, which will supply water to approximately 700 hectares of agricultural land in from the parish of St Elizabeth.

Bank (CDB) said Wednesday that the farmers in Essex Valley will benefit from the £35.5 million from the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF), which is administered by the CDB. “Jamaica’s agriculture sector is an important contributor to socioeconomic

development, and provides important sources of employment… This project is intended to reduce the water-related challenges faced by farmers in Essex Valley, and enhance agricultural production and productivity,” said Andrew Dupigny, head of Infrastructure Partnerships at CDB.

The CDB said that agriculture is the most dominant sector in St Elizabeth, employing 40 per cent of the population. The Caicos Beach Resort and Marina on South Caicos was to be developed by the High Point Organisation of Kissimmee, Florida, which currently operates a similar resort in Florida. High Point is run by attorneys Patricia and Brian Rahl and Ronald Kirchgessner and his son Paul Kirchgessner.

According to a group of investors, the developer had no intention of building the resort but rather schemed to steal investors’ deposits for their own personal benefit.

Former TCI premier, Michael Misick, is currently on trial for corruption and conspiracy, facing accusations of embezzling more than US$16 million. The listed management company for Caicos Beach Resort is Chalmers Management, which is headed by Misick’s brother, Chal Misick who is also being tried for corruption, misconduct, fraud, along with ten other counts.

The Rahls reportedly presented themselves to investors as representatives for the developers but in fact had control over the deposits and a vested interest in the development. They are believed to have misappropriated investors’ deposits in their attorneys trust account, lied to investors about an agreement with the government to complete an international airport on South Caicos, and falsified the status of the resort in order to implement a force majeure clause in the contracts relating to the extension of the airport. “We’ve declared this as a terrorist incident and the counter-terrorism command are carrying out a fullscale investigation into the events today,” Mark Rowley, Britain’s most senior counter-terrorism officer, told reporters.

Pink taxi: Women-only service to be launched in Karachi

A

new cab service marketed to curb sexual harrassment faced by solo women travellers is set to launch in Pakistan’s commercial hub, Karachi.

From Thursday, female customers will be able to call the “pink taxis” – which are driven by women – by phone, a mobile app, SMS or by hailing one on the street.

“Our pilots (drivers) wear a pink scarf and black coat as their uniform. They include housewives, young women and students,” Ambreen Sheikh, Chief Executive of the Paxi cab service, told the Reuters Thompson Foundation.

Roland Eudoxie, the black belt with a martial arts cure for societal ills

R

oland Eudoxie dreams of sleeping with his windows open, of persons returning wallets dropped by accident, of walking the streets freely without looking over his shoulder – of a virtually crime-free Guyana.

Crime, he says, is a problem with many solutions and with his Korean International Martial Arts Academy, he is working on providing one of these solutions: the discipline inculcated by martial arts.

The soft-spoken black belt in Tang-Soo-Do, pronounced tongue-su-do, described the Korean martial art as a mixture of kung fu, taekwondo and shotokan and is determined to help his fellow youths better themselves through the discipline.

Ruefully acknowledging that many persons dismiss martial arts as just fighting, Eudoxie stressed the discipline and other positive qualities like mental and physical fitness,

persistence, and focus instilled in practitioners. He believes a lack of discipline lie at the root of many of society’s problems today, especially those related to youths and the disadvantaged.

The second dan black belt, fondly nicknamed “Rollie” for his propensity to flick and kick in his youth, was placed in a martial arts programme by his family to “get some discipline”. He credits that discipline instilled in him with giving his life focus and him hope that better was possible.

He is determined to pass that knowledge on and help others likewise better their lives and surpass limitations, targeting the 5-35 age group. “We tap and unlock your full martial potential” and hence human potential, he intimated.

T&T: Total recall of Brazilian meat imports

he Ministry of Agriculture, Land and Fisheries in Trinidad and Tobago on Tuesday temporarily banned all meat imports from Brazil and rescinded licences for the importation of such products, following reports of a rotten meat scandal involving some of that country’s top suppliers.

Members of the public were also advised to carefully read the labels of corned beef, chicken patties and chicken nuggets before purchasing them.

In a release, Agriculture Minister Clarence

Rambharat said they had advised the Chemistry, Food and Drugs Division of the Ministry of Health to embark upon an immediate recall from supermarkets and retail outlets of these products from Brazil.

He said, “I want to emphasise that the products subject to recall are processed meat products only, as Trinidad and Tobago has never issued permits to import raw beef or chicken from Brazil. So while we are cancelling imports of all meat products, the food items being recalled are the corned beef, chicken patties

and chicken nuggets made in Brazil.”

Rambharat said given the health implications, he was working directly with Dr Amery Browne, Trinidad and Tobago’s Ambassador in Brazil, to be kept informed of actions being taken by there to restore integrity to its valuable meat-producing sector. Choppy day on Wall Street; all eyes on Trump and healthcare

all Street ended mixed after a choppy session on Wednesday as investors focused on President Donald Trump’s struggle to push through a healthcare bill and snapped up stocks after a steep drop the day before.

US stocks in the previous session had suffered their worst day since before Trump’s election as investors worried that the President’s difficulty in overhauling healthcare was a sign he would also face trouble pushing through promised corporate tax cuts that have been behind the market’s record-breaking rally since November.

Stocks fell early in the day, but later moved higher. Apple rose 1.7 per cent and provided the biggest boost to the three major indexes.

“Investors with a lot of cash used yesterday’s downturn and the morning’s weakness today as a buying opportunity,” said Alan Lancz, President of investment advisory firm Alan B Lancz & Associates in Toledo, Ohio.

Trump and Republican lawmakers appeared to be losing the support they need for controversial healthcare legislation scheduled for a vote in the House of Representatives today. Losing or delaying the vote would bruise investors’ confidence in Trump’s legislative ability and his ability to keep his big promises to business.

“If that happens, you could see a little bit of volatility in the market,” said David Schiegoleit, Managing Director at US Bank Private Client Reserve in Los Angeles.

The Dow was weighed down by a 7.05-per cent fall in Nike after the world’s largest footwear maker missed quarterly revenue estimates.

Oil prices touched fourmonth lows after data showed US crude inventories rising faster than expected.

The S&P 500 has gained 10 per cent since the election, spurred mainly by Trump’s agenda of tax cuts and infrastructure spending, but high valuations remain a concern.

The benchmark index is trading at about 18 times expected earnings compared to a 10-year average of 14, according to Thomson Reuters Datastream.

The Dow Jones Industrial Average declined 0.03 per cent to end at 20,661.3 points, while the S&P 500 gained 0.19 per cent to 2348.45.

The Nasdaq Composite added 0.48 per cent to 5821.64.

Seven of the 11 major S&P sectors rose, with the technology index’s 0.8 per cent gain leading the advancers.

The financial sector, which on Tuesday suffered its worst daily drop since June, lost another 0.2 per cent.

APNU/AFC officials implicated Sexual, domestic violence in multi-million fraud action plan for May launch

T

he Police have been called in to investigate fraud unearthed at the Mahaicony Abary Rice Development Scheme (MARDS).

Guyana Times understands that two A Partnership for National Unity/Alliance For Change (APNU/AFC) Regional Councillors attached to the Regional Democratic Council (RDC) in Region Five (Mahaica-Berbice) are at the centre of the probe.

Reports are that one of the Councillors, who is a Board Member of MARDS, had three cheques written in the name of her niece.

The cheques were valued $1 million, $500,000 and $200,000. According to reports, the Board Member had reported to the then Secretary that she had money in her account on a fixed deposit and did not have access to it until the specified period was up.

Police were called in to investigate if the Councillor put the money to personal use. Police have received a statement detailing the

plot used to get the funds to be released in her niece’s name.

Meanwhile, a fourth cheque was issued to an employee of the Hugo Chávez Centre for Rehabilitation and Reintegration located

at Onverwagt, West Coast Berbice. Notably one of the very Councillors is on the management team of the Centre.

Police were called in

by MARDS head Allison Bourne and were given information to substantiate the allegations. One of the Councillors was asked to visit the Mahaicony Police Station. However, the Councillor opted to visit the Cove and John Police Station, which is in the

same division.

Additionally, another official, who was fired last year, is under investigation for allegedly having issued to himself monies to the tune of $2,108,000.

The money was allegedly used to repair an Agriculture Ministry vehicle and a businessman’s fence, which were both damaged.

However, this newspaper was told that the vehicle and fence were damaged after the very employee had crashed the former into the latter last year. The official was later charged for being an unlicensed driver, dangerous driving and breach of insurance. That official is also a Board Member of MARDS and Police are investigating whether he used his position to get the money to repair the damaged Government vehicle and the businessman’s fence.

Meanwhile, as the investigations commenced, Police arrested the former company secretary; however, after providing a statement, he was released on $100,000 station bail.

Farm certification required for fresh produce export – NAREI

L

ocal farmers who may be thinking of exporting agricultural produce must first ensure that their farms are certified by Quarantine Officers, who inspect and audit farms for the purposes of seed and organic crop production and exportation of produce.

The National Plant Protection Organisation (NPPO), a department within the National Agricultural Research and Extension Institute (NAREI), is responsible for certifying farms in Guyana. This certification would mean that

“We don’t want to export a commodity to another country and when it goes there, it’s rejected because it’s Guyana that will suffer at the end of the day. I don’t know if it still happens, but we had persons coming in from the countries we export to …do their own visits themselves to ensure that our farmers, at least those who are certified, are in compliance with the certification process and the activities involved in certification.”

All farms within “pest

free areas” may be considered for certification, since they are located in geographic areas that are known to be free of a particular quarantined pest. For instance, Region Five is known to be free from the Carambola Fruit Fly, while the spread of the Pink Mealy Bug and Papaya Mealy Bug are under official control.

However, certification of farms in “pest free areas” will be dependent on other pests, the level of pesticides used in controlling them and good agricultural practices.

Farms may take a while to be certified owing to a farmer’s ability to implement the necessary systems.

The certificates which are issued to farmers are valid for a period of three years; however, during this period, the farms are subjected to inspections at least twice yearly. One of the most important aspects of farm certification is the maintenance of farm records and inspections by NAREI officers.

Dr Homenauth said, “We encourage everyone who is in the business to have their farms certified. Of course, there is no cost and that is important; there is no cost to certification, but it is their interest because we have the Pesticides and Toxic Chemical Control Board which also does random sampling from farms where they test residues, pesticides residue and so on.”

Minister Amna Ally during a consultation process at the Social Protection Ministry on Wednesday, said for years there has been an upsurge in sexual violence cases and social ills in Guyana.

The Minister said it is therefore necessary to implement the action plan to target individuals, communities, organisations and other vulnerable groups and feedback is necessary for doing so, the Government Information Agency (GINA) said in a release.

“The plan is expected to be launched in May; therefore it is important for all members of the task force to provide their comments and feedback on the plan of action so that we can ensure it is launched on the proposed scheduled date… if we don’t get feedback, we will not be able to implement the plan effectively,” Minister Ally explained.

The 2017-2021 national plan of action for the implementation of the sexual offences and domestic violence 2010 Act is intended to be implemented throughout Guyana by the Sexual Violence Unit of the Social Protection Ministry, under the guidance of the National Task Force on Sexual and Domestic Violence. It will serve as a guide to prevent and respond to violence against women and children.

Minister Ally noted that the National Task Force on Sexual and Domestic Violence has a critical role to play in making key recommendations and policy decisions which will impact the lives of victims, as well as perpetrators.

She added that the Social Protection Ministry is the lead agency mandated to implement policies and programmes related to sexual violence and domestic violence in Guyana, and will definitely support the National Task Force. “(The) Ministry of Social Protection is committed to working with all key stakeholders to eliminate all forms of sexual and domestic violence and it is therefore, imperative for us to collaborate with each other

to ensure greater efficiency and guarantee effective implementation of the Sexual Offences Act of 2010,” the Minister stated.

Manager of the Sexual Offences and Domestic Violence Policy Unit, Akeelo Doris, explained that in the interim, the task force has to create awareness. Doris noted that, “the activities of the task force does not limit individual agencies from implementing programmes on their own, you already had your budgetary allocations, but we’re hoping that once we can finalise our plan of action, we can have a budget specifically for implementing activities at the task force level. So the task force will be adding value to what individual partners are doing.”

Doris added that the National Task Force will also seek inputs from relevant experts including those with knowledge of, and experience in sexual offences matters and issues involving hinterland communities, the release added.

Director of Public Prosecutions (DPP), Shalimar Ali-Hack added that emphasis must be placed on informing persons on the policies and laws guiding sexual and domestic violence. The DPP stressed that persons must adhere to the laws. “The persons need to understand that if they’re between 12 and 14 (years old) you cannot have consensual sex with someone who is two years older than you, and if you’re between 14 and 16 (years old) you cannot have consensual sex with someone who is more than four years older than you,” the DPP explained.

Other members present at the consultation included officials from the Indigenous Peoples’ Affairs, Education, Social Protection, and Public Health Ministries; and representatives from Help and Shelter, the Guyana Police Force and the DPP’s Chambers.

The task force will continue to meet for consultations, once every three months until the action plan is implemented.

s has been the case in each of the last three seasons, the longest rivalry in the game in the West Indies will again take centre stage in the eighth round the Digicel Regional 4-Day Tournament.

Salman’s recall put on hold

lans for an international recall for former Pakistan captain Salman Butt have been shelved for now, in light of the continuing fallout from the recent corruption allegations emanating from the PSL. Butt has no connection to the PSL corruption issue, but his role in the spot-fixing scandal in England in 2010, for which he was banned, has forced a selection rethink ahead of Pakistan’s tour of the West Indies. The PCB chairman Shaharyar Khan had publicly cleared Butt’s potential selection earlier this year, but it appears he will have to wait longer for a comeback.

ESPNcricinfo understands Butt was even informed by a selector last month that he was being considered for the national side. But last week he was told that those plans had been set aside for now, as the

present circumstances were not ideal for his return.

Five players - Sharjeel Khan, Khalid Latif, Mohammad Irfan, Shahzaib Hasan and Nasir Jamshed - were provisionally suspended for their alleged involvement in spot-fixing during the PSL and face various corruption charges.

The PCB was thus keen to avoid criticism by recalling Butt, who has not featured for his country since returning to domestic cricket from a five-year ban for corruption.

Butt’s name had cropped up in recent selection meetings - headed by Inzamam-ul-Haq - as a reflection of Pakistan’s continuing struggle with opening batsmen.

There was reluctance among some members of the management but the proposition wasn’t rejected outright, and the chairman’s clearance was seen as a green signal.

Since his return Butt has impressed on the domestic circuit. He was the secondhighest run-scorer in the National One-Day Cup with 536 runs at 107.20 in 2015. He resumed his first-class career in 2016, as captain of the WAPDA side which won the Quaid-eAzam trophy, and scored 749 runs at 49.40 in the season, including twin hundreds in the final. He was also the second highest run-getter in the National T20 Cup last year.

Butt was 26 when he was banned, having played 33 Tests, 78 ODIs and 24 T20Is. Since then, he has attended anti-corruption rehabilitation programmes conducted by the PCB, taken part in social work and publicly apologised, though he had pleaded his innocence until 2013. Butt, who was Pakistan captain at the time, was also sentenced to 30 months in jail for his part in the Lord’s scandal. The two other players punished at the time, Mohammad Asif and Mohammad Amir, have also returned to cricket after completing their bans. Amir has been successfully reintegrated into the national setup, and so forms a precedent of sorts for any more returns.

Butt’s selection had also been mooted ahead of Pakistan’s tour to England in 2016, when the captain Misbah-ul-Haq admitted he was impressed by Butt’s form. (ESPNcricinfo)

Day leaves WGC for ill mother

M

anchester United will face Manchester City, Real Madrid and Barcelona in the United States this summer as part of the International Champions Cup. Paris Saint-Germain, Juventus, Roma and Tottenham will also take part in the tournament, which will air on ESPN networks in the U.S. The ICC previously unveiled a Clasico between Real Madrid and Barcelona in Miami.

United will play both of the Spanish giants, starting with Cristiano Ronaldo's Real Madrid in Santa Clara, California, on July 23. In 2014, the two giants played in front of 109,000 fans in Michigan, with United winning 3-1.

Jose Mourinho's team will then travel east to face Lionel Messi's Barcelona at FedEx Field outside of Washington on July 26. It will be the sides' first meeting since a 3-1 United win in the 2015 ICC. United open their ICC schedule against Manchester City on July 20 at a venue still to be determined. The Premier League rivals had been scheduled to play each other last summer in China, but the friendly was cancelled.

Man City will also face Real Madrid at the Los Angeles Coliseum on July 26, before meeting Tottenham three days later in Nashville, Tennessee. Elsewhere, Juventus and Barcelona will play out a rematch of their upcoming Champions League quarterfinal on July 22 in New Jersey.

ukas Podolski’s final taste of international football was a sweet one as he fired Germany to a 1-0 win over England in Dortmund.

Lukas Podolski brought the curtain down on his international career in spectacular fashion as he fired Germany to a 1-0 win over England on Wednesday.

The former Bayern Munich and Arsenal forward captained his country on the occasion of his 130th and final cap and blasted in the only goal of the game – his 49th for Germany - in the second half to give Joachim Low’s side the win.

Podolski made a lengthy speech before kick-off after being honoured with an on-pitch presentation and a mosaic in the stands, but England threatened to spoil the party as they produced the better performance for much of the match.

Gareth Southgate’s side looked comfortable in an experimental 3-4-3, in which Michael Keane was handed a full senior debut, and Adam Lallana hit the post before Dele Alli missed a one-on-one in an encouraging first-half display.

But Podolski - starting an international match for

the first time in 859 days thumped his side’s first shot on target of the match into the net in the 69th minute, and although England pushed for a leveller, they were unable to muster the sort of comeback

that saw them come from 2-0 down to win 3-2 in Berlin a year previously.

For England, the defeat was only their second in 17 away games, but Southgate will consider it a chance missed against a Germany side missing a number of stars including Manuel Neuer, Jerome Boateng, Mesut Ozil, Sami Khedira and Julian Draxler.

Julian Brandt saw a shot bobble just wide after Joe Hart flapped a corner towards the edge of the area, before Podolski came within inches of connecting with a clever Toni Kroos chipped pass, as Germany began the second half in the ascendancy.

Dier’s cross-cum-shot was beaten away well by Ter Stegen and Alli saw a half-chance blocked at his feet as Germany again failed to deal with an England corner, before substitute Andre Schurrle showed some attacking impetus with a good run and shot that whistled wide from 20 yards out.

Moments later, Podolski - who had spent the game shooting from wherever the ball fell to him - brought the stadium to its feet in some style. Kroos and Schurrle combined well to provide space for Podolski 25 yards from goal, and he blasted home a left-foot shot that flew past Hart and into the topright corner.

The 31-year-old received a standing ovation as he was replaced late on, as Germany saw out a useful win ahead of Sunday’s World Cup qualifier with Azerbaijan. England, meanwhile, will now prepare to host Lithuania at Wembley.

Jason Day was three down to Perez when he pulled out of the match

efending champion Jason Day broke down in tears after withdrawing from the WGC Match Play in Texas to be with his mother who has lung cancer.

The Australian, 29, was three down after six holes of his opening match against Pat Perez when he conceded, prompting speculation that he had suffered another injury.

But Day said he had found it impossible to focus on golf due to his mother Dening’s illness.

“It’s been very emotional,” he said.

“It’s been really hard to play golf this year.

“My mum’s been here [the United States] for a while and she has lung cancer. At the start of the year she was diagnosed with 12 months to live.

“The diagnosis is much better being over here, she’s going into surgery this Friday and it’s really hard to even comprehend being on a golf course right now because of what’s she going through.

“She had all the tests done in Australia and the docs said she was terminal and she only had 12 months to live and I’m glad I brought her over here because of it.”

Former world number one Day, whose father died from lung cancer when he was 12 years old, added: “I’ve already gone through it once with my dad and I know how it feels and it’s hard enough to see another one go through it as well. (BBC Sport)

Ronnie Moran joined the Liverpool coaching staff in 1966 under Bill Shankly

ormer Liverpool captain and coach Ronnie Moran has died at the age of 83.

Moran made 379 appearances for Liverpool between 1952 and 1966 and was the club’s longest-serving employee when he retired in 1998.

He joined the coaching staff in 1966 and twice filled in as caretaker manager - after Kenny Dalglish’s resignation in 1991 and following Graeme Souness’ heart surgery in 1992.

His son confirmed he had passed away on Wednesday after a short illness.

Moran worked under nine different managers during his time in the dugout.

He famously led Liverpool out at Wembley in the 1992 FA Cup Final while caretaker manager while Souness was recovering from surgery.

The Crosby-born defender won 44 trophies during nearly five decades with the club.

A left-back in his playing days, Moran signed for Liverpool as a schoolboy in 1949 before turning professional in 1952 and making his debut in November that year.

He won seven major honours as a player, including leading the club to the Football League First Division title in 1963-64 and 1965-66 and the FA Cup in 1964-65 as captain.

After being offered a role on the backroom staff by Bill Shankly in the pre-season of the 1966-67 season, Moran was involved as the Reds won 11 league titles and four European Cups.

Working under Shankly, Moran was known as one of the ‘Bootroom Boys’ alongside Bob Paisley, Joe Fagan, Kenny Dalglish and Reuben Bennett. (BBC Sport)

one A top of the table clash between reigning champions Demerara Cricket Club (DCC) and former champions Police Sports Club on Sunday is predicted to be the featured match this weekend as the Georgetown Cricket Association’s (GCA)/ Carib Beer T20 moves into the third round.

DCC who are placed on 39 points from two games will visit inaugural champions Police, who are closely behind on 38 points, for the much anticipated rematch of the 2014 semifinal where the latter prevailed after a thrilling contest.

In that match Ricardo Adams silenced the home supporters with a superb batting display to follow up a good day with the ball to take his team into the final.

As it was then a lot will be expected of him when the two teams meet on Sunday.

Adams did not play in Police’s first match this season but featured in the second against Transport Sports Club (TSC) where

he claimed two wickets to help his team to a nine wicket victory. Police first win this season was against Guyana National Industrial Corporation (GNIC) by six runs in a high scoring clash.

Meanwhile, DCC defeated UG by 142 runs and GNIC by eight wickets respectively last weekend in two lopsided matches.

If Police dwells on home advantage and confidence from their previous clash

with the Queenstown unit, the opposition will obviously look to their most rated player Christopher Barnwell and a barrage of young aggressive batsmen like Sherfane Rutherford, Kevon Boodie and Kemol Savoury as well as the conspicuous West Indies U-19 player Tevin Imlach.

In other T20 action on Sunday, Guyana Defence Force (GDF) and Gandhi Youth Organisation will meet at Malteenoes Sports Club Ground while Zone B leaders Georgetown Cricket Club (GCC) will journey to Everest.

Play on both days will be called at 13:30h.

Point standings heading into this weekend fixtures; Zone A-DCC-39 points, Police 38, GNIC 13, UG 6 and TSC 2.

ommonwealth Games 2014 400-metres hurdles champion, Kaliese Spencer is denying claims that she committed an anti-doping violation and is planning to take legal action to clear her name.

According to the Jamaica Athletic Administrative Authority (JAAA) they were notified by the Jamaica Anti-Doping Commission (JADCO) that Spencer and quarter-miler Riker Hylton had been in breach of article 2.3 of the Jamaica AntiDoping rules which speaks to “Evading, refusing or failing to submit to sample collection.”

They are to appear before an independent anti-doping disciplinary panel for a hearing.

The JAAA said they would make no further comment on the matter.

However, Spencer has issued a statement refuting

“The management team of Ms. Kaliese Spencer wishes to inform the public that recently Miss Spencer was notified by JADCO of an alleged violation of JADCO’s anti-doping rules.

Ms. Spencer categorically refutes any assertion that she has refused or evaded a drug test,” the statement said.

It goes on to say that the athlete will seek redress as she moves to clear her name from these spurious statements.

“This allegation is simply false, as Ms Spencer has always made herself available to be tested by JADCO. Ms. Spencer’s management and legal teams view this alleged violation as entirely baseless and intends to pursue all legal channels necessary to protect her good name and her reputation as a true ambassador of Jamaica.”

ngland will not face New Zealand this year after a game between the All Blacks and the Barbarians at Twickenham on 4 November was confirmed.

The Rugby Football Union (RFU) was understood to be interested in a fixture between the world’s top two sides before the end of the year.

However, England and New Zealand will not now meet until autumn 2018.

The Baa-Baas match against New Zealand replaces one previously announced against Australia.

“The entire Barbarians Committee would like to thank the RFU for approving this fixture against New Zealand,” said John Spencer, chairman of

the Barbarians.

“For the record, and contrary to some recent media reports, the Barbarians have a strong and very collaborative relationship with the RFU, and any suggestion that the RFU has not acted correctly in any part of the discussions around staging this fixture is unfair and wrong.”

The Barbarians are next in action against England at Twickenham on Sunday, 28 May, before returning to Belfast’s Kingspan Stadium to play Ulster on Thursday, 1 June. Beharry Group supports BOOSTS grass track Green Machine for glory championships G uyana’s National Rugby team, the Green Machine has continued to be recipients of the benevolence of the Edward B. Beharry Group of Companies, when on Wednesday the company presented an undisclosed financial assistance to the team ahead of their trip to the Hong Kong Sevens tournament which runs from from April 7-9.

The Green Machine qualified for the international showpiece event after winning the Caribbean Sevens championships last year in Trinidad and Tobago and is expected to have a 5-day camp in New York next week. According to President of the Guyana Rugby Union Peter Green, the support from the company is extremely timely.

Green added, ”there is a need for results since winning the Caribbean champions and once we get pass some teams we would create history since if they do well and I expect them to well they will be on the world tour circuit.”

The National Sports Commission (NSC) also helped in the cause but Green continues to advocate for more governmental support since “We need to have the government fully involved and we need to have them matching our sponsors dollar for dollar or even more.”

he group stage of the second GT Beer Petra Organised Futsal Championships got underway on Tuesday evening at the National Gymnasium with the top teams producing some thrilling matches.

Unlike the goal rush of the play-off rounds, the top Futsal teams produced master class performances in the close and exciting contests that had the once again massive crowd in a frenzy.

Arguably, the headline clash of the night, the battle between defending champions Bent Street and Broad Street Bullies lived up to expectation in terms of excitement despite ending in a 2-2 draw. Broad Street took the lead via a Keiron Solomon goal in the 3rd minute but Dwight Peters was not to be outdone and produced the equalizer three minutes later.

As the high intensity battle continued, the additional goals only came late in the second half when Jamal Cozier gave the Bullies the lead once more in the 23rd but yet again it was only for a short time as Collin Neslon leveled the scores in the 29th.

Meanwhile in other matches of the night, Sparta Boss managed to hold-off a sprightful Agricola Champion Boys via a Devon Millington goal in the 20th minute.

Likewise, West Front road defeated West Back Road 3-0

on the back of goals by Jamal Pedro (11th), Roy Cassou (12th) and Carl Tudor (22nd).

Tiger Bay and Back Circle also produced a 2-2 draw, as Sylvester Richardson and Stephon McLean netted in the 14th and 26th minute respectively for Back Circle while Alpha Fletchman (15th) and Deon Alfred (30th) for the opposition.

Sophia were clinical against Albouystown winning 4-0, with Dwayne Lowe (5th and 16th), Sheik Kamal (6th) and Desmond Cottam (12th) netting in the assault.

North East La Penitence were also on the winning side, edging Tucville 2-1 due to a double Omallo Williams who netted in the 17th and 27 while Dennis Edwards scored in the 9th for Tucville.

Upon the conclusion of the roundrobin stage, the top two finishers and the best two third ranked teams from the respective groups will progress to the quarterfinal phase.

The winner of the tournament is set to pocket $400,000 and the championship trophy while the second, third and fourth place finishers will collect $200,000, $100,000 and $50,000 respectively and the correspondingly accolade.

The event will continue at the same venue on Saturday with six more group matches.

his Sunday’s Grass track meet at the Anna Regina Community Centre Ground continues to gain momentum after the organizers receive a significant boost with the support of Trophy Stall added to that of R. Khan AutoZone.

Trophy Stall is the official provider of accolades for the highly anticipated national grass track championship which will end in late November.

Organiser, Sheik Yassin expressed gratitude for the support and added that it will help tremendously in providing fans with the best possible experience on race-day.

The organizer is urging fans to go and show their support since he reflected on the success the event had in 2016 and the riders are eager to showcase more daredevilry this time round.

The packed grass track calendar has Hampton Court as the venue for the next Essequibo meet on August 27 followed by action in the

Mining Town of Linden who will be treated on October 29. The grand finale is slated for November 26 at the Ogle Community Centre Ground.

To date 22 riders from Berbice, Essequibo and the East Coast of Demerara have confirmed their participation this is in addition to the Surinamese who are hoping to participate in all the legs as well.

Race days will have 10 races are carded across three categories; Professional, Novices and Chappy.

The professional riders will have five races at 12 laps each while the Novices will have 10 laps and the Chappy will ride around five times.

At the last finals, daredevil ‘Andy’ Wong rode away with the overall title and was trailed

by Ramcoomar in second and Stephen Nobrega third.

Up and coming Avo Ramkumar, conquered the circuit in the novice division and another exciting and competitive season is in the making.

efending champions Wismar/Christianburg Secondary was declared to have forfeited their win against Linden Technical Institute (LTI) after fielding an ineligible player during their matchup in the Edward ‘Screw’ Richmond Secondary School Football Championships.

However, the unit holds the top spot in group-B on six points from two games while Mackenzie High remain without a point after two losses. New Silver City sits on three points in the group from one match whilst Harmony are yet to record a point after one match.

Wisburg had defeated LTI 2-1 at the Wisburg Secondary School ground through goals from Joel Innis in the fourth

and 65th minute. However, it was discovered that the team fielded a player over the stipulated age requirement in the contest.

Due to outcome, Wisburg now has three points from two matches in group-A while LTI has four points from two matches. Also on four points from two fixtures are Linden Foundation Secondary (LFS) while Private Schools Combined (Marcia Craig’s Institute and School of Excellence) are without a point from two matchups.
