he Ethnic Relations Commission (ERC) of Guyana is expected to become fully functional within the next two weeks with the swearing in of 10 new Commissioners and the election of a new Chairperson slated to take place.

President Donald Ramotar on Saturday told Guyana Times that the Commission was “essential and important” during the upcoming election period.

He said it plays an integral role as a constitutional entity which serves to protect and preserve the interests of all stakeholders as far as creating an atmosphere of tolerance and harmony among the different races and ethnic groupings in Guyana’s diverse society.

Ramotar said that this and next week, he would be making several steps towards swearing in the Commissioners after consulting with the necessary officials within Government.

He expressed his commitment towards creating an atmosphere of calm, peace and cohesiveness in the lead up to the May 11 General and Regional Elections.

As a result, President Ramotar believes that the ERC would be vital in this respect and serve as a de-

terrent to those political interests and groups that may want to push the race card and make racially destructive statements during the election period.

President Ramotar has made it clear, time and time again, that as President, his sole interest is to create a society that exhibits higher levels of ethnic, religious and political tolerance given the pre and post independence history of Guyana.

Prorogation Asked on Saturday whether the prorogation of Parliament would affect the swearing in of Commissioners or the election of the Chairperson, Presidential Advisor on Governance Gail Teixeira responded in the negative.

She said that despite the prorogation, the role of the Speaker of the National Assembly remains intact.

Teixeira stated that once the Commissioners are sworn in by the President and they accept the oath of office, the next step would be for the Speaker to convene a meeting of the new Commissioners where he will preside over the election of the ERC’s Chairperson and Deputy Chairperson.

“He (Speaker) functions like the presiding officer,” she explained,

as she made it clear that Parliament has already approved the names of persons to be sworn in as Commissioners.

The Presidential Advisor on Governance said after this process is completed, the President would then be expected to swear in the two persons again.

Members The ERC had comprised representatives from seven different constituencies. These included a representative each from the three main religions – Hinduism, Islam and Christianity, labour, the Private Sector, youth

and women’s affairs organisations.

However, a motion was moved and passed by the National Assembly to increase the number from seven to 10.

Among those chosen by the Appointments Committee are: Pastor John Smith who represents the Christian community; Rajkumarie Singh, the Hindu community; and Shaykh Moeenul Hack from the Muslim community; Norris Witter, Labour; Ravindra Dev, Private Sector organisations; Gomattie Kalicharran, youth organisations; Ruth Howard, women’s organisations; Peter Persaud, Amerindian groups; Barrington Braithwaite, African groups; and Neaz Subhan, Indian group.

It is likely that either Hack from the Muslim community, or Dev representing Private Sector organisations would be elected to the post of Chairman of the Commission and Deputy Chairman. APNU’s economic template

N

ow that David Granger has declared - via his announcement that APNU will launch their 2015 elections campaign on February 20, the birthday of his PNC’s “founder-leader” Burnham - that he will be following the “stride” of the late dictator, the project to perfume over the stench of Burnham’s legacy has begun.

One of the executives of ACDA Barrington Braithwaite made an interesting claim: “That the PNC had its flaws, errors and petty dictators is known; that the political principles of Forbes Burnham brought us hardships cannot be disputed; but his economic policies were advanced, and have not been found wanting – in comparison to what, from this PPP?” Coyly hinting that Burnham’s “political principles” created the first Latin American-style dictatorship in the Englishspeaking Caribbean, Braithwaite would have us believe however, that his “economic policies were advanced...in comparison to (that of) this PPP”.

What exactly were these “advanced economic policies”?

That between 1970-1979 Burnham nationalised the “commanding heights of the economy” to control 80 per cent of our economic production? What was so advanced about this?

The centralised economy was simply another facet of a totalitarian conception of power that had already failed wherever it had been tried. While Burnham tried to apply the lipstick of “socialism” over his policies, as Braithwaite’s colleague Clive Thomas pointed out then, it was still the pig called “state capitalism”.

Burnham could now exercise control over the entire society through the power to hire and fire at will. As he said at one of the PNC’s Congresses, “When I fire you, you stay fired”. This extended from the top - the head of the bauxite company, for example, who had to flee to Barbados - to the bottom, as in the cleaner who did not have a “party card”.

The results of that policy in Bauxite, for instance, is illustrative. Burnham appointed political hacks like Haslyn Parris who knew absolutely nothing about the industry to manage it after Carmichael fled and it should surprise no one that the industry collapsed. His managers made no investment in maintenance in the factories and equipment and was able to show massive “profits” in the first six years.

But as things literally “fell apart” starting from the late 70s, production declined along with profitability, forcing the Government to subsidise the industry for decades. Because of not meeting contracted delivery schedules for our RASC bauxite - the best in the world, used for building kilns market share was lost to the Chinese, with their inferior product, which at least they could deliver.

Desmond Hoyte could not reverse Burnham’s ruination of the industry nor even privatise it, as was agreed to as part of the IMF conditionality for bailing out the PNC’s overall economic disaster. It was the PPP/C that stabilised the bauxite industry and finally privatised it to BOSAI and RUSAL. Burnham’s economic panacea was “cooperative socialism” that was going to make “the small man into the real man”.

By 1985, when he died, the “small man”, including his own supporters were grinding plantains to survive “white mouth”.

The dictator had banned a plethora of products without arranging for local substitutes, turning an entire nation into criminals when they were forced to purchase the items from smugglers.

Burnham squandered a half-a-billion US dollar windfall from sugar in his “economic diversification drive”, in which his bicycle factory, glass factory, ceramic factory, cheese factory, etc, etc all failed ignominiously.

His economic adventurism left the country with a US$2.1 billion debt, which the PPP/C, under the brilliant economic guidance of President Bharrat Jagdeo, had to negotiate a write off. In economic development, the proof of the soundness of economic policies is in result, not in fancy rhetoric.

The PPP/C Government, now under the watch of President Ramotar, has delivered consistent economic growth and quadrupled our GDP. The people will reject the “PNC’s economic blueprint” with the Burnham touch because of what it will lead to.

Resolving Guyana’s past urgent to chart its future promises Dear Editor, Applying “rumination” psychology to politics finds perennial compulsive focus on slavery’s unending distresses, its symptoms, historical causes and its consequences, only in Guyana - all opposed to its solutions.

“Rumination” is similar to “worry” except “rumination” focuses on bad feelings and experiences from the past. “Worry” is however concerned with potential bad events in the future. Both negative emotional states, as in Guyana’s case, influence the other into a cycle of racial conflict.

Now a Maginot race line mentality, completely debunking Dr Walter Rodney’s inclusiveness and sacrifices, has become the new fare of wonder. It can only bequeath more cause for “worry” to Indo Guyanese, and other targets. But resolving its past can make a difference in unlocking its future promises.

In the meantime, our ongoing national elections ritual is now set to face off against a visible, new fortified brick wall of acrimony at election time. By raising the stakes, will it be resolved in the democratic tradition, which enhances national harmony, or will it go haywire?

By construction of the Maginot race line as a marker on the ground, Guyana’s entire Black armed forces have become automatically conscripted by this playing of the race card, pulling their identification into partisan, not patriotic affinities.

But with no existing or adequate Indian agenda even for defense, whose insecurity problem now screams its own urgency for their resolute human rights survival? So far none of the three counties have autonomy to hire, administer and regulate their

own Police recruits most suitable for their own needs.

When will it ever begin?

Atrocities

It is now doubtful how continued brandishing of “no guilty race” will realistically address its relevance after the divisive race marker line on the ground. Any forgiveness of slavery (not slaves now) with equality for past atrocities which Europeans committed, will certainly nullify reparations expectations.

Would Africa’s tribal chiefs be declared guilt free for their supply of slaves because of European demands, in effect it was not their fault? Will any other Black imposed, at home atrocities, against the Portuguese, Chinese and Indians also demand reciprocal exoneration?

Summoning, imposing and the full pursuance of an overriding Black “ethnic honour” code of magnanimity, which eclipses that of the PPP/C after 1992, may be the most defining moment of the Black leadership for Guyana.

To Dr Jagan’s and the PPP/C’s eternal credit, there was no public inquiry of PNC Government misdeeds, nor persecution of any PNC leaders or members for their 28 years of bankruptcy of Guyana. Even the window curtains were stripped from departing PNC Ministers’ offices, which were left in a mess in the 1992 transition.

Substitute

Diffusing Guyana’s critical mass requires more than an indentured ethnic surrogacy to clean up our country.

With “ethnic honour” comes a commendable silver lining of enlightenment, which may avoid making one another into substitute victims for another improved enslavement of indenturedship’s descendants.

Left unresolved, Europeans are regardless, automatically exonerated with - no guilty race for their new world slavery as are all their descendants.

Goodbye reparations. No way could any automatic rigid imposition of Black race guilt at home, then honourably make all Guyanese equally guilty by unresolved magnanimity to Europeans.

The massive failure of Afro Guyanese to distance themselves from the New Anti Rodney Advocacy (NARA) belligerency should be enough proof why Black people are being set up by kith and kin for their own rejection and failure.

Dr Cheddi Jagan’s PPP/C (on record) for advising his countrymen that they were being set up for failure by an Afro-centric leadership’s overwhelming reliance on the state for Black people’s existence was met with the usual hate, anti-Indian and racism insults.

Historic

Considering that few of our current Afro-centric extremists have any knowledge and familiarity with Guyana’s peaceful race harmony prior to the 1960s says quite a lot. Guyana’s externally engineered race hostilities found historic willing local in house recruits in full contempt of Guyanese sovereignty, democracy, ideological plurality and racial peaceful coexistence.

It also inspired Eusi Kwayana’s demands for Guyana’s permanent partition according to race.

Shouldn’t Forbes Burnham and Mr Kwayana both, also be held accountable for the destruction of Black people and Guyana?

All this, even when Mr Kwayana himself and his entire King extended fami-

ly benefitted from his fellow Buxtonian Pandit Latchman Persaud and son Pandit Sama Persaud’s considerable charity? What you don’t know can hurt you, but Mr Kwayana knows better by his acknowledgement of this item and he is not hurt at all.

Rather, it has embellished his honesty and sincerity.

Tribal chiefs

Now Guyanese must deal with a supplanting and institutionalized race demarcation Maginot Line, drawn on the ground. It could be the tickling straw, prodding Guyanese for permanent partition; it may be the catalyst to move into Guyana’s uniting federalism.

If not, all Guyanese will forever be saddled by obligatory automatic “enslaving ” leftover burdens which Europeans created by trading with continental African tribal chiefs who sold their rivals away.

The Indo Guyanese unique presence - living proof by its existence and rejection of the West’s original sin seems to have become inheritors, but it cannot be valid, of all the European many evils by default.

Clearly the Chinese are next on the agenda, with the Brazilians to follow suit.

Indeed, a mind is a terrible thing to waste. But European deculturalisation of slaves did not completely and irrevocably vanquish the collective Afro Guyanese mind, talent, intelligence or wisdom.

What explains the ignorance of the highly educated post-Rodney WPA academic rejects who cannot get it right anytime? Obviously the damages of slavery’s ravages are still on display and the infection cuts a wide swath across our homeland.

usinessmen are hoping that they too will be given the same treatment if they are ever caught in any fraudulent transaction involving the payment of their taxes or duties following the shocking “settlement” between embattled businessman and Publisher of the Kaieteur News Glenn Lall, his wife Bhena Lall, remigrants Narootandeo and Gharbassi Brijnanan, and the Guyana Revenue Authority (GRA).

The Lalls and the remigrant couple were slapped with eight criminal charges brought by the GRA after they evaded paying over $100 million in taxes to the State.

The Lalls faced joint charges with the Brijnanans of having knowingly aided and abetted each other in the fraudulent evasion of the import duties of customs due and payable to the Revenue Authority on two

They were also charged with attempting to defraud the GRA of revenue to the tune of $100 million.

One businessman who refused to be named for fear of victimisation pointed to another case that received wide publicity in the Kaieteur News at the same time that Sattaur had filed the tax evasion charges against the Lalls.

This involved two Customs Officers at the Cheddi Jagan International Airport (CJIA) Timehri, Airport – Phil Surooj and Gordon Richards – who conceded that they accepted bribes of $80,000 to facilitate the release of goods unlawfully with no duty being paid by the consignee, a Robb Street businessman.

The investigation had been conducted by the GRA’s Law Enforcement and Investigation Division (LEID).

The full force of the law was brought on the businessman and the full taxes had to be paid.

When the criminal charges against the Lall’s and the Brijnanans had been filed last October, Glenn Lall had made strident accusations that GRA Commissioner General Khurshid Sattaur was part of a conspiracy with named officials of the Government, including Attorney General Anil Nandlall to destroy his newspaper.

He produced as proof what he claimed were emails from Sattaur con-

taining “confidential information” on the financial standing of several newspapers including Guyana Times and the Stabroek News.

In turn, Lall contended that the Sattaur-led conspiracy to bring down the Kaieteur News was precipitated by their exposure and publication of the details that Sattaur had employed three of his children at the GRA in an act of “nepotism”.

Another businessman questioned whether the accusations of a “conspiracy” committed by Sattaur and Nandlall and the “nepotistic acts” by Sattaur alone, had been dropped by Glenn Lall as part of the “settlement” of the $100 million defrauded from the State coffers.

Additionally, an East Coast Demerara businessman felt that the settlement of the tax fraud should have been handled in a much more transparent manner and that the

people of Guyana are entitled to know the quantum of the settlement amount.

He also wanted to know if Sattaur was the only individual in the GRA who decided on the “settlement”.

As a businessman, he opined that if the amount was significantly smaller than the taxes evaded, then this would give other individuals contemplating fraud an incentive to go in the direction of fraud and subsequent “settlements”.

Another matter that came up in the discussions was the status of the $500 million libel suit the GRA head had brought against Glenn Lall and the Kaieteur News for the publication of allegations on his hiring of his sons and some other matters that included duty-free allowances to Bai Shan Lin, a Chinese logging company.

The businessmen wanted to know if this was also dropped as was Sattaur’s earlier change against Lall for uttering “threats” against him.

There were also questions as to whether a $30 million libel suit the Attorney General had brought against Lall had also been dropped.

It would appear from the interviews conducted by Guyana Times that more questions than answered were prompted by the grand "settlement" between the GRA Commissioner General and the Publisher of the Kaieteur News

rom Victor Hugo’s comment above, you’d suppose he really knows Trinidad and Trinidadians.

After a year and a half in Trinidad, I really think that the culture of Carnival has become the culture of Trinidad.

Ok...Ok...I might be guilty of exaggeration ...but not by much! It has been said that of the 365 days in the year, Trinis celebrate Carnival for two days and spend the rest of the year preparing for it.

Carnival’s going to be celebrated next Monday and Tuesday, and even in our very staid Med School, you can feel the excitement building to a crescendo which’ll soon explode.

But we all have to admit

that Victor Hugo, the author of Les Miserables, knew a thing or two about man and society. The Carnival of Paris was the grandmother of all Carnivals and set the theme for those in New Orleans (Mardi Gras), Rio de Janeiro and of course, Trinidad.

So what’s with a French influence in Trinidad?? Aha! Once again I can justify taking Caribbean History at QC! After good old Toussaint launched the revolution that ended slavery in Haiti, a bunch of French planters fled to Trinidad and took their customs, including Carnival.

Today, they’re called the French Creole ― and still in the thick of Carnival 200 years later. In Paris, one of the characteristics of Carnival was the mixing of all classes in the streets in revelry, and in Trinidad, while slaves were banned from Carnival during slavery, this tradition of mixing gradually became accepted after the abolition of slavery.

I haven’t seen Carnival yet, but on my first trip to Trinidad ― to attend the CXC award ceremony in 2011, I had my first exposure

to the preparation that goes into the extravaganza that we see in magazines and TV. We visited a “camp” where the costumes were made and steelpans tunes were being tuned and practiced.

And this was in December ― fully two months before Carnival was to be held! The costumes were so ornate and intricate that they really took my breath away! It really put our paltry efforts for Mashramani to shame.

From Christmas onwards, the Calypso tents and Soca competitions will be open to entertain massive crowds. The steelpan rivalries between bands will culminate in the massive Panorama competition. Over the radio and the TV, even in Med School you can’t escape the fact that “Carnival is (literally) in the air”.

From what I’ve been told and read, Carnival in Trinidad begins early on Monday morning - and we’re talking 04:00h here! ― with J’Ouvert. Folks will pour into the streets covered in mud, oil, paint or whatever you can smear over your body to represent the underworld of

demons and devils.

All inhibitions are thrown into the wind as one gyrates or “wines” to the beat of Soca music. I’m sure that whenever I work up the courage to look at Carnival, I’ll be missing J’Ouvert. If for nothing else, that I love my early morning sleep too much!

Then comes “dayclean” and the J’Ouvert revellers are replaced by the massive bands “Playing Mas”. This is what most of us know as “Playing Carnival” ― the costumes, the “jump up” the “wining” and the general “carrying on” in which everything goes. It’s still a time when all classes and strata take the opportunity to mix and more than “mingle” ― as in old, merry Paris.

Nowadays chutney music has joined Soca and Calypso.

But Tuesday is the real Carnival ― with the processions of the organized bands of masquerades doing their thing for the TV cameras and the judges.

Though I’m not planning on “Playing Carnival” this year, I’m definitely looking forward to the looong weekend!

ne of the most endangered species of turtles was on Saturday morning rescued by sailors after they found it trapped between two ships at the Guyana National Shipping Corporation (GNSC) Wharf, Georgetown.

The female Olive Ridley turtle, which is estimated to be some 30 years old, sustained severe damage to both of its front flippers and its

Moments after all clearance was given by the GNSC officials, the turtle was transported to the Zoological Park where it was housed for a short while before it was put to 'sleep' by medical personnel after assessing its condition.

At the Zoo this morning, Country Coordinator for the Marine Turtle Project Romain De Freitas explained that they received the distressed call on Saturday morning and immediately went to the wharf.

When this happens, he explained that turtles find them selve in a floating position and cannot do anything for themselves.

“What we speculate happened was the turtle came into contact with fishing net… and it seems as though the flipper was cut off to free her… as a result, the current of the water had to float it until it reached the Demerara River… there is when it came between the two ships and got damaged."

He added that from observations and experience, the flippers might have been damaged more than a month ago.

De Freitas urged fishermen plying in the Shell Beach areas not to operate there due to the fact that between January and July, turtles return to the area to nest.

He admitted that the fishermen have to make a living but also noted that the Shell Beach Area is the habitat for these animals.

The Olive Ridely turtles are the rarest species found in Guyana and take eight to 35 years before they mature.

Only then can they reproduce.

Jagdeo presses for new climate change agreement in Paris – says climate financing remains a challenge

ormer President Bharrat Jagdeo said while momentum is building towards a global climate change agreement, the issue of climate finance remains a challenge.

Jagdeo made this declaration at the 15th Delhi Sustainable Development Summit (DSDS) which was held from February 5-7 in New Delhi, India under the theme "Sustainable Development Goals and Dealing with Climate Change".

In delivering his keynote address, the former Head of State said there needs to be urgent action on climate finance, particularly on the part of the developed world. He added that early commitments and ambitious support is also needed from all countries.

Jagdeo highlighted that the pledges of US$10 billion to the Green Climate Fund, which was made at the Lima meeting in 2014, is not adequate to achieve the results that are needed.

Meanwhile, he emphasised that urgent action is required to raise the US$100 billion by 2020, the target that was agreed to in Copenhagen in 2009.

Referring to the United Nations (UN) Secretary General’s Advisory Group on Climate Finance, Jagdeo noted that options are available to mobilise the fi-

nance that is required, but it needs strong political will and commitment.

Additionally, Jagdeo expressed that a high level of ambition and determination should be maintained going into the Climate Change Conference in Paris this year.

Irrespective of the outcome of Paris, he said bilateral and other arrangements are needed to support a global agreement by helping to tackle some of the critical areas including moving to renewable energy; emissions from the transport sector and addressing deforestation.

Further, Jagdeo outlined the progress that

Guyana and Norway have made through the pioneering Reducing Emissions from Deforestation and Forest Degradation (REDD+) model, which by the end of this year; Guyana would have received approximately US$250 million for avoided deforestation from Norway.

Additionally, that money would have been injected into a suite of low carbon investments which help to secure and maintain forests, support adaptation interventions and diversify the local economy by supporting green projects and initiatives and embracing renewable energy.

come a global figure in climate change, was invited by the Chair of the UN Inter-Governmental Panel on Climate Change (IPCC), Dr Rajendra Pachauri to join several world leaders and international experts at the Delhi Summit.

Other Leaders in attendance were former Prime Minister of Norway, Kjell Magne Bondevik, former Prime Minister of Australia, Kevin Rudd, former President of Mexico, Felipe Calderon, and former President of Ireland and UN Secretary General Special Envoy on Climate Change, Mary Robinson.

Institute (TERI) since 2001, provides a platform for knowledge exchange and debate on all aspects of sustainable development.

Over the past 10 years, it has emerged as one of the most important fora on global sustainability issues, with a focus on developing world solutions.

Meanwhile, the international conference in Paris will be held at the Le Bourget site from November 30 to December 11.

The overarching goal of the convention is to reduce greenhouse gas emissions to limit the global temperature increase to two degrees Celsius about

pre-industrial levels.

Negotiations are under way to develop a new international climate change agreement that will cover all countries.

The new agreement will take the form of a protocol, another legal instrument or ‘an agreed outcome with legal force’, and will be applicable to all Parties.

The 2015 agreement will have to bring together the current patchwork of binding and non-binding arrangements under the UN climate convention into a single comprehensive regime.

It is expected to be implemented from 2020.

GECOM to meet with youths in voter education process

T

he Guyana Elections Commission (GECOM) has revealed its intent to engage young people as it unveils a comprehensive Civic and Voter Education campaign in the lead up to General and Regional Elections.

Deputy Chief Elections Officer of GECOM Vishnu Persaud told Guyana Times that the body has already instructed its field officers to have initial engagements and to organise further discussions with youth groups. He stated that it is important for new voters to understand their roles and responsibilities as well as the voting procedures.

procedure, GECOM has initiated its campaign with the announcement of a date for elections.

Already, there are advertisements in the electronic and print media on the upcoming Claims and Objections period.

“We are having panel discussions and interactive sessions, which people can follow,” the recently appointed Deputy CEO informed.

According to him, the usual use of public announcement systems, banners and flyers will also be employed to ensure that voters are fully informed.

According to Persaud, these activities will be heightened as May 11 draws nearer.

“Given the strategy that we

have and the way in which it will be employed, I am confident that we will be reaching out to all categories of electors.”

Journalism workshop

GECOM said it will also be conducting a workshop for journalists covering elections.

In a statement, GECOM said in a deliberate strategy to promote comprehensive understanding about elections management procedures among media practitioners, the Commission will be conducting a one-day training exercise especially targeting journalists who would be responsible for covering election related issues,

as well as the respective Editors from all media houses/agencies.

The primary objective of the training exercise is to improve understanding among media practitioners relative to pertinent electoral issues, as well as to promote accurate reporting.

The exercise is also aimed at enhancing GECOM’s media relations by establishing direct points of liaison in all of the media houses/agencies. The workshop will take place on Saturday, February 14, at St Joseph High School, Woolford Avenue, Georgetown from 08:30h-16:30h.

Justice... ...or cutting deals in tax fraud

O

ver at the Muckraker, they're chortling over the decision by the GRA to cut a deal with Glenn "The Mook" Lall on on the fraudulent importation of two luxury Lexus in which the state lost more than $100 million dollars.

The man who's libelled as "thieves"'every Government official in the book - and all their friends and relatives, for good measure - has been allowed to get away with high class thiefing.

And you know why?? Some may think that it's because of his high powered battery of lawyers – Khemraj Ramjattan, Rex McKay, Nigel Hughes, Joseph Harmon and Christopher Ram, while the GRA had two junior lawyers – Sandil Kissoon and Mahendra Satram.

But that's not it. There was no opportunity for any of the lawyers to pit their wits and legal skills against each other. And we think the so-called "junior" lawyers would've shown their "seniors" a thing or two!

No that's not it. We're told by the court that it was the GRA's lawyer who'd been instructed by his client to announce an "out-of-court settlement". No mas!!! As to what that "settlement" is, we'll never know!! Zilch??

But even though he's professed to a deep aversion to "publicity", the GRA boss man issued a long statement to the effect that Lall and his do-defendants made an offer and that he was "agreeable with the proposal".

The GRA boss man also chided this newspaper for giving "too much publicity" to the case because it can "force persons to resolve matters out of court by way of compensation”!! This Eyewitness finds this assertion astounding.

For matters like the instant tax fraud charges to be "resolved out of court", the fraudster can make all the "offers" he wants – but it's up to the tax man to accept or refuse!! The GRA boss man's saying Lall made him an offer he couldn't refuse.

Now this Eyewitness - who's seen "The Godfather” like a zillion times – is sure this "settlement" has nothing to do with the threat which the GRA boss man said Lall has made to him. But it does make one wonder, no??

The GRA boss man had even taken that matter to court - but dropped it not because of a "settlement" but because he nobly felt that the "publicity" wasn't doing his organisation any good.

Funny thing though, as the April 30 tax filing deadline rolls around, taxmen usually make special efforts to show the public they're coming after tax dodgers. But hey!! What does this Eyewitness know about the arcane business of tax settlements??

In the meantime “Dem Boys” can gloat, "De jail waiting pun some people", mentioning specific persons in Government like President Donald Ramotar!

...and reparations confusion

One Michael A Dingwall has taken to task those seeking reparations from European nations for enslaving Africans.

Dingwall regurgitates one of the arguments made by those same European whose industrial revolution and present day affluence was built on the African slavery. To wit, that Africans nations colluded with the slave traders, and that they should pay reparations also!!

He quoted one minor African leader - of Benin apologising for his country's role in slavery. Now it's true that Africans played a role - but unlike the European nations those Africans were drafted into a world system that was initiated by Europe. They weren't the present day states.

The Europeans won't even apologise!!

Secondly in the modern legal system, accepting monetary compensation as damages for crimes are rather encouraged nowadays, rather than the old "eye for an eye" retaliatory justice standard.

And thirdly, what's wrong with going after the criminals with "deep pockets".

UG faces bankruptcy – if forced to pay 60% salary increases

he University of Guyana (UG) could go bankrupt if it is forced to pay the 60 per cent salary increase across the board that is being demanded by the workers' unions. This is the demand as a prerequisite to end the ongoing industrial action which is affecting the operations of the tertiary institution.

UG’s Vice Chancellor, Dr Jacob Opadeyi, speaking during an exclusive interview with Guyana Times on Saturday, explained that the University does not have money to pay the increase or to pay more than it has already offered the two unions.

He made this statement even though the University of Guyana Senior Staff Association (UGSSA) and the UG Workers Union (UGWU) are holding out that they will not be accepting any increase that is below 40 per cent.

The unions last week rejected a 25 per cent incremental increase offered by the University over a three-year period.

They have already threatened full fledged industrial action against the UG Administration if their demands are not met.

This newspaper understands that mass protests are slated for Monday if negotiations continue to be unfruitful.

But Dr Opadeyi said that the University cannot be in negotiations while the unions are still engaged in active demonstrations and strike action.

He insisted that any attempt to meet the 60 per cent increase at this time in the University’s history would have a debilitating and crippling impact on its financial health.

While he remains unwilling to buckle under the pressure from the unions, Dr Opadeyi said that the UG Council and Administration will have to make the final decision on the way forward if the situation persists.

“It’s not for me to buckle, the Council and Administration will have to decide. The University has no money to pay the 60 per cent increase. This could bankrupt the University. I will not be part of any plan

to bankrupt the University,” he told Guyana Times.

Asked if this means that he will resign as Vice Chancellor of the University, Dr Opadeyi responded in the negative, explaining that he would have to first get the University past its current state.

He argued that the unions are misguided in their actions and will soon realise the harm they have done, both the students and the University, by adopting hardliner positions and taking strike action.

He informed this newspaper that if higher salary increases are offered and paid then the University’s planned reforms and transformative agenda will be severely affected.

The VC also explained that the University will not have monies to pay overhead expenses despite the fact that it is already strug-

gling to do so.

“We have no money at all….when you look at those you owe, we cannot say we have money. Just last week GPL [Guyana Power and Light] disconnected our electricity and we had to scramble to get funds to pay the bill to get reconnected. We are juggling money from here to there,” he said.

Dr Opadeyi said that the situation is so dire that the Public Works Ministry had to step in and assist in clearing the drains at the campus and cutting some of the grass as the University would not have been in a financial position to do so.

He told Guyana Times that while the unions are striking, some of the lecturers are back on the job and some classes are taking place uninterrupted.

Dr Opadeyi said that these lecturers are more concerned about the academic development of their students and the impact the unnecessary industrial action is having on their well being.

“My aim is to get more lecturers back on the job.

We will start some classes,” he said.

Since his appointment, Dr Opadeyi reported that he has managed to reduce the deficit at the University from $800 million to about $48 million, but all of this could be jeopardised with the current stand-off.

anada is carefully reviewing the Caribbean Community’s (Caricom) response to the proposals made by the North American Country for a Free Trade Arrangement (FTA) between the two. This is according to Canadian High Commissioner to Guyana, Dr Nicole Giles during an Interview with Guyana Times.

According to her, Canada remains committed to a modern trade agreement with CARICOM that will take into account differing levels of development, vulnerabilities associated with island states, and trade-related capacity challenges. While an FTA would generate economic benefits for both Canada and CARICOM, some economists say the most developed states usually walk away the winners. When asked, Dr Giles stated that “it is Canada’s position that the only way ensure sustainable

economic growth is o have mature and progressive trade agreements.” And according to the High Commissioner it is precisely the arrangement her country is offering the Region. Considering the implications of potentially unfair competition between infant industries in lesser developed countries to those of the developed world, Dr Giles indicated that through a separate CAD $600M assistance programme Ottawa has been able to provide trade support in capacity building.

“One example of that was here in Guyana where we helped to set up a Credit Info Bureau which will increase access of Small and Medium Enterprises to credit so that they could grow their exports,” she said.

PYO on outreach in Region Two C

hairman of the Progressive Youth Organisation (PYO), Irfaan Ali, has called on all Essequibians to give support to the People’s Progressive Party/Civic (PPP/C) and to vote for Donald Ramotar come elections day on May 11.

He was at the time speaking at Freedom House in Anna Regina on Friday as his team of youths visited Region Two (PomeroonSupenaam).

The team’s visit was under the theme “Youths united for a secured future, in support of the PPP/C”. They are expected to spend two days in the region.

Approximately 160 youths have been dispatched in various areas in Anna Regina and Charity, conducting house to house engagement with residents.

According to Ali, the youths hail from various regions of Guyana and will engage the Essequibo populace on development and the future under the PPP/C. Ali said that the PPP/C is the only party that can lead Guyana on a prosperous path

that the PYO is making sure that the momentum is being kept and persons are aware that the PPP/C is the only alternative, with the party’s Presidential Candidate Donald Ramotar leading the way.

Youths from the organisations visited persons in the Anna Regina Market and distributed pamphlets, flyers to persons edifying them about the party’s agenda.

The youths during their

interaction with residents from the Essequibo Coast outlined some of the progress under the present Administration as well as some of the projects that the Opposition blocked during the 10th Parliament.

“We see no option in securing that future other than a PPP/C Government, we have come a long way, let’s continue moving forward, support the PPP/C,” the youths said.

But even in the cussing out, Burnt Ham told his close associates who didn't know Queens' lore that Rod Knee was being true to their Alma Mater.

Rod Knee called Burnt Ham "Fat Boy". Burnt Ham smiled when he heard this. This was the irony that only a Queens graduate could appreciate, since Burnt Ham was thin!! Or when Rod Knee said Burnt Ham had the "Midas" touch.

Even though Rod Knee claimed that everything he, Burnt Ham, touched turned to "ka ka", unlike gold like Midas. Ka ka was yellow, wasn't it?? Only a Queens Man who knew Greek would know about Midas.

So Burnt Ham sent Greg Gory to protect Rod Knee.

Unfortunately when he told Greg Gory to "bill" Rod Knee that is to charge him for the services so the proud scholar wouldn't suspect - Greg Gory thought he meant "kill" Rod Knee. It was an honest, well intentioned mistake. You can't blame a man for his speech impediment, can you?

There was also that time Burnt Ham told Ham Green to "dig" the elections - to study it. And that idiot went and on to "rig" elections - for the next six times! So everyone blamed Burnt Ham for that, but Satiricus knew it was an honest six mistake.

And in any case Pee-an-See people always knew Burnt Ham spoke with a lisp. The poor man said "fan" the food and that idiot Green Bridge went out and "ban" the food!

But Satiricus wasn't sure that when GrainJa promised a great campaign launch it was going to be a success. His Pee-an-See friend had told him only yesterday it was going to be a great "LUNCH" - with cook up and everything!

Additionally, literacy training is being offered to the community.

expect at least 50 children to be advanced in their reading capacity and 20 literacy teachers to be well trained to execute an ongoing reading programme afterwards.

The ‘Save the Libraries’ initiative is a pilot project initiated by the Global Shapers Georgetown Hub which has the potential to be expanded. “This is a pilot. If or when successful, we will be looking at other communities too,” Dr Khan noted.

Essequibo man’s Sooba has last say in foot crushed by vending spots for Mash disposal truck Vending spots…

ayor Hamilton Green appeared to have confused the public by insisting that he is responsible for issuing vending permits for Republic Day, but Local Government Minister Norman Whittaker has stepped forward to clarify the issue. The authorised person is acting Town Clerk Carol Sooba Minister Whittaker confirmed on Saturday that the Town Clerk’s Office is indeed responsible for the issuing of permits for vending spots for the February 23 holiday.

Vendors interested in acquiring spots along the route for Mashramani say they were puzzled about where to obtain permits, as Green kept insisting it was the Mayor’s Office only.

“Well how we supposed to know if to believe him

or not? If I go to Sooba and pay my money and then on Mash day it get tek away, who gonna compensate me?

"But what if I go to Green and the same thing happen? Its bare confusion happening with the Mayor,” a distressed mother of two told Guyana Times.

Amid the confusion, Minister Whittaker explained that the Mashramani season is an economic event which means the Town Clerk's Office has the authority to oversee the implementation of the permits.

Mayor Green, however, is still stubbornly insisting that Sooba is not allowed to issue vending permits.

He said persons interested in renting vending spots for Mashramani will have to visit the Social

hat should have been a normal working day for 42-year-old Danny Narine ended tragically after one of his feet was minced by a disposal truck on uesday.

At the time of the accident, Narine, who resides in Richmond Housing Scheme, on the Essequibo Coast, was collecting garbage in Supenaam.

The father of three, who has been working with Puran Brothers Disposal Service as a porter for almost two years, told Guyana Times that he was working along with his other colleagues when the incident occurred.

Still shaken by the accident, Narine explained that he was loading garbage into the truck when the driver switched on the “Harper” without informing him. The porter further explained that the "Harper", which is located at the back of the truck, contains sharp blades that usually mince and slice the garbage.

“I wasn't prepared, the blade was not spinning when I was loading

the garbage and when he put the switch on it start to pull my long boots in, I began to scream but he was not hearing with the noise."

He said it was a resident who heard his screams and immediately went to the driver to switch the vehicle off.

Narine said by then, his foot were already minced and bleeding. “I can't recall nothing else, I fell to the ground unconscious."

Narine, who is presently hospitalised, said his life has changed. “I can never walk back on my two feet again,” he cried.

His wife Leena Narine said her husband is the sole breadwinner for their family. Nevertheless, the woman said she is thankful that the incident was not fatal.

When contacted, Puran Brothers Disposal Service’s Supervisor on the Essequibo Coast, Matthew Munroe said an investigation has been launched into the matter.

He said too that the company is saddened by the incident and can assure Narine that when he recovers, there will be “a job for him”.

PNC/APNU/AFC coalition talks

Ramkarran would be "consensus Candidate"

ormer Speaker of the National Assembly Ralph Ramkarran said, if asked, he would consider being a "consensus Candidate" for a group of Opposition stakeholders who are interested in forming a Government of national unity.

Speaking with the Guyana Times on Saturday afternoon during an exclusive interview, Ramkarran who presided over the Eighth and Ninth Parliament admitted that while he would give serious consideration to functioning in such a capacity, it was unlikely that he would be asked to play such a role.

“If asked, it is a matter that I would give some consideration to,” the former House Speaker said cautiously.

He denied that he was being courted or considered by the Alliance For Change (AFC) and A Partnership for National Unity (APNU) to function in such a capacity, as the two are currently in talks about forming a pre-electoral coalition to unseat the ruling Peoples Progressive Party Civic (PPP/C) at the upcoming elections.

Both sides have been unable to agree on who would lead the coalition and become its presidential and prime ministerial candidate if an agreement was struck to move ahead with a preelectoral alliance.

As they continue their secret talks, the APNU is pressing for its candidate David Granger to lead any agreed upon alliance while the AFC is pressing for Moses Nagamootoo to be given the top job.

The ERC has been virtually dysfunctional since 2011, when then Opposition Leader Robert Corbin had secured an injunction against the body, barring the Chairman and two Commissioners from taking any decision, recommendation or issuing any direction on behalf of the constitutional body.

Corbin was also granted an order to have the current Commissioners and Chairman of the ERC refund to the state all monies they had collected after August 2007, when the life of the Commission had expired.

However, in November of that same year, the injunction filed against the ERC officials was thrown out of the High Court. The Judge had said that the case was baseless.

The Commission’s Chairman

at that time, Bishop Juan Edghill, who was also blocked from performing his duties, resigned from the post, to join the People’s Progressive Party/Civic (PPP/C) election campaign.

Edghill is now Minister within the Finance Ministry.

The Opposition had also during the 2012 and 2013 national budgets, cut funding for the constitutional body, but this was later restored through a court order.

The ERC is a constitutional body established under the Herdmanston Accord.

It works with persons and agencies to promote harmonious ethnic relations. The Commission also deals with complaints, promotes training in racial harmony, and fosters a sense of security, among all ethnic groups.

Canada working to...

Similarly, as part of a $20M Trade Competitiveness Program, Canada supports the implementation of the Caricom Single Market Economy (CSME), facilitate internal trade within the region, and improve the region’s ability to negotiate and implement international trade agreements. Other areas under the arrangement include $14.5 million for the Caribbean Community Trade Competitiveness Program and $20 million for the Caribbean Institutional Leadership Development Program.

While these are not part of the FTA, the Canadian High Commissioner stated that they would result in a stronger structure. “A house is never built on one pillar, you need multiple pillars to give it strength,” she analogised.

Discussions towards the negotiation of a possible Canada-Caricom Trade Agreement were announced at the Canada-Caricom Summit on January 19, 2001, in Jamaica. Following four

rounds of exploratory discussions, Canadian Prime Minister Stephen Harper announced, on July 19, 2007, the launch of negotiations, which ended on June 30, 2014. An FTA between the two would mean preferential access for goods and services in each other’s markets, and a more secure and predictable business environment. This would also serve as an important tool in strengthening Canada’s commercial ties with the region and contributing to the shared goal of facilitating development through economic integration within the Western Hemisphere.

In face of ongoing debates among world renowned economists, Canada, according to its representative in Guyana, believes that “it doesn’t benefit anyone to remain in an asymmetrical mode of trade.

Trade and economic growth occurs when companies are able to compete on an equal playing field, with a progressive trade agreement.

Since his departure from the PPP/C, Ramkarran has been writing and lobbying for shared governance to become a reality.

In fact, it was rumoured that he was suitable for at least the APNU as a possible running mate for Granger if it were to enter a broader coalition with the

AFC as Nagamootoo was still unacceptable to a large degree.

When asked to respond to this, Ramkarran said, “I have not heard that talk anywhere around."

Ramkarran maintained that he has not been contacted by either the AFC or APNU to be part of their coalition talks or even join their list of candidates for the upcoming elections; ruling out the possibility of his return to the political scene in an active manner.

“Since I resigned from the PPP/C, I have considered myself to be politically inactive,” he said before stating that he has been spending much of his time writing and earning a living as a lawyer.

Asked about his political future Ramkarran shied away from sharing any definitive goals or plans with

this newspaper stating that he “didn’t see anything”.

Pressed further about joining a new political party in the near future to lobby for the policy, political and ideological changes that he believes Guyana needs, Ramkarran said “not now”, while demonstrating a further unwillingness to formally join any political movement here.

“I do not have a crystal ball to see into my future”, he insisted during the interview. Questioned as to whether he would consider returning to the PPP/C if they adopted some of the criticisms he has made in his missives and writings since resigning as Executive, Ramkarran said that he has moved on.

He pointed out that “the PPP/C does not want me”, explaining that since his resignation from the party’s

Executive where he served for a number of years, “no leader has ever made any effort to contact me”.

“It’s not a question of me going back because they do not want me,” he reiterated.

Ramkarran does not believe that he is adopting a bitter and revengeful stance against his former party because he failed to convince its Executive that he should be selected as its Presidential Candidate in pre-2011 elections period.

“I started writing about the PPP/C trying to encourage the party to engage in reform,” he said. He is still concerned that the PPP/C remains largely unwilling to form a coalition Government.

Ramkarran resigned from the PPP/C on June 29, 2012 citing concerns over corruption, but the party has maintained that there was more to his resignation.

resident of the Humanitarian Mission of New Jersey Arya Samaj Inc (HMNJAS), Pandit Suresh Sugrim is committed to working with troubled Guyanese to give them a new lease of life

through empowerment.

Additionally, he educates persons on the various social ills that are destroying core societal morals and values.

HMNJAS was established in New Jersey in 1986 and gave birth to the Humanitarian Society in Guyana in 2005. It is a nonprofit, charitable, religious, cultural and social organisation. Since its establishment here, Sugrim said the organisation has worked on several projects across the country including building houses for single mothers, empowering children by providing medical and school supplies, empowering women in abusive relationships or victims of gender-based violence by encouraging them to walk away.

“Most of the time when a woman is killed in a gen-

der-based or domestic violence situation, at the end of the scenario we hear that they were in abusive relationships. As an organisation, we have journeyed to

Guyana, reaching out to women who face such situations and asked them to leave. In the event they want to leave but do not have the finances for them to do so,

There is tremendous lawlessness that is being promoted and parents need to take control of their children”. He outlined that “charity begins at home,” noting that what starts at home is what the children will take outside.

Sugrim said Guyana is not the only country facing these problems but other countries around the world. He stated that while the Government and other agencies have implemented

He noted that many times parents send their children to school and expect teachers to do all the work. ne man is in police custody after an unlicensed Marlin Rifle along with one .357 round and a .38 spent shell were found at his Zeeburg, West Coast Demerara residence on Friday.

Child Rights Commission expresses strong disagreement

D

irector of the Rights of the Child Commission (RCC) Amar Panday on Friday expressed the Commission’s strong disagreement with the final decision of senior officers concerning the promotion of the two Policemen who were involved in the torture of then 15-yearold Twyon Thomas in 2009.

When asked by Guyana Times if the Commission will accept the decision and move on, Panday replied in the negative.

He declined to comment on what actions the RCC will take, but noted that they will not let the matter rest so easily. Acting Police Commissioner Seelall Persaud on Thursday explained the decision to promote the officers, noting that it is a done deal.

He stated that according to the Guyana Police Force’s disciplinary process, anyone was eligible for promotion two years after having been disciplined, noting that the men never faced departmental charges.

“We have a policy on the discipline of ranks; ranks who have been charged before the court. If they are convicted, they are dismissed and if they are exonerated, they remain a member of the Force. In our

disciplinary process, if anyone is disciplined, two years after, they are eligible for consideration, so we can’t have someone in the Force who is ineligible for consideration for promotion,” Persaud said.

He explained that the Force has a policy with regard to such circumstances and it was that policy which resulted in the promotion of the two officers.

“You know we have people going to prison for hideous offences and we can’t reject them when they come back into society. It is the same principle that applies. Life must go on,” the acting Police Commissioner intoned.

The RCC Director acknowledged that life must in-

deed go on but just not within the Police Force as in the case of these officers.

Panday explained that what the officers were found guilty of is a severe violation of Article 19 of the United Nations Conventions on the Rights of the Child.

He further contended that the promotion of these officers will corrode the public’s faith in the police system to effectively discharge their mandate, which is centered on service and protection.

Panday added that a huge section of society is against the decision which already indicates their doubt in the system. “Why would they pronounce it the final decision if so many organisations and members of society are against it?” he asserted.

Move on

In that regard, Panday accepted that the Policemen do deserve to move on with their lives, but noted the continuation of their career in the Force would jeopardise the relationship between the Police and society.

The acting Commissioner noted that as far as the matter was concerned, the officers would not be demoted, stressing that the policies of the Force would have to be revised for that to happen.

Chairman of the Police Services Commission (PSC) Omesh Satyanand also said the situation will remain as it is.

Narine Lall and Mohanram Dulai were charged with burning the genitals of the boy with intent to maim, disfigure, disable or cause him grievous bodily harm.

The criminal case against them was subsequently dismissed in the Georgetown Magistrates’ Courts as the boy and other witnesses failed to turn up.

However, in 2011, following the filing of a civil action, Justice Roxanne George found the ranks liable and after describing the case as constituting torture, awarded the teenager $6.5 million, which the State eventually paid. The torture of the boy prompted international condemnation.

The PSC, which promoted Lall, has since defended its decision, with Satyanand saying that the Policeman had an unblemished record aside from torturing the boy.

“We should not hold something against someone, because they would have committed something wrong… even though you have served the time for it and I think the public should understand that.

From our record, he has been an outstanding Policeman for over two decades and we have taken that into consideration,” Satyanand said last week.

Dulai’s promotion was approved by the acting Police Commissioner.

Labourer commits suicide at Pomona Housing Scheme A 36-year-old labourer of Pomona New Housing Scheme, Essequibo Coast, Region Two (Pomeroon-Supenaam) ended his life tragically after experiencing a series of domestic problems. Dead is Basdeo Ramroop who was discovered hanging in his home at around 11:30h on Friday.

According to family members, Ramroop woke up early Friday morning and began consuming alcohol at the back of his parent’s yard. At the time of his death, he was residing in the lower flat of his parents’ two-storey house.

At about 11:30h, Ramroop’s mother went to take his lunch when she saw him hanging from a rafter with a rope around his neck.

The mother quickly alerted other family members who converged at the scene.

The Guyana Police Force was subsequently informed.

The investigators who arrived on the scene, cut the rope and removed his body.

He was later transported to the Suddie mortuary. The labourer was single at the time of his death.

Region Two has thus far recorded eight suicide cases since the commencement of 2015. Many of the victims hanged themselves.

Edward Junior Joseph of Golden Fleece was the first person to commit suicide for 2015. He succumbed on New Year’s Day after consuming a poisonous substance on Christmas Day. Tinka Ramsamooj, 88, of Golden Fleece was also discovered hanging from her bathroom’s rafter on January 7.

On January 18, a miner from Lima Village on the Essequibo Coast was discovered hanging in a poultry pen aback of his sister’s yard.

Leroy Cornelius, 23, of Lima and Rovindra Lall, a Form Five Business student of Abram Zuil Secondary School also lost their lives to suicide on January 18.

Raysham Persaud of Pomeroon also committed suicide on that sad day.

Persaud had consumed a poisonous substance at his home in Suriname.

On January 23, Jamsey Singh, also known as “Fat Boy” of Richmond Housing Scheme committed suicide.

He was discovered hanging in his bedroom.

Residents of Region Two are concerned about the high cases of suicide in the district.

They are now calling on religious organisations and the Health Ministry to intervene.

Man of unsound mind died Missing teen promises to return home today from hemorrhage and shock A

olice on the Essequibo Coast have confirmed that the mentallyill man, who was shot and killed, died as a result of shock and hemorrhage.

Ranks made this disclosure, after an autopsy was conducted on the remains of Leon Alphonso aka Bholo on Friday by Government pathologist, Dr Nehaul Singh at the West Demerara Regional Hospital.

The man who hailed from the village of Danielstown was shot by Police on Wednesday evening at Hampton Court after he resisted arrest. At the time of the shooting, Alphonso was trying to attack the Policemen with a cutlass and crowbar. They had gone to arrest him for allegedly assaulting a pregnant woman and damaging the car of a Danielstown family.

Nevertheless, following his arrest, he was taken by Police to the Suddie Regional Hospital for treatment but was later transferred to the Lenora Cottage Hospital where he subsequently died.

Meanwhile, relatives of the 40-year-old mentally-ill man have expressed disappointment in the manner in which police conducted investigations into the matter.

Yvonne Alphonso said she received the message of her son's death late Wednesday night. The mother of three said she was made to understand that

her mentally challenged son was shot in his groin instead of his feet which the police are claiming.

“What are the human rights people going to say about this, my son I know was mentally challenged but he never kill, thief or rape any one,” she added.

Alphonso said she would have been satisfied if the Police had told her the truth surrounding her son's death. “If they had injured him, that was okay, but they killed him and still lied”.

According to the police, the man entered Bibi Singh’s premises at around 13:15h on Tuesday and proceeded to hit her car’s windscreen with a piece of stick.

Singh's daughter was allegedly shoved away from the car by the man after she attempted to drive it. A report was subsequently made to the Anna Regina Police station.

The 40-year-old was known for roaming the streets of Anna Regina and Charity in ‘boxers’ alone. He had previous brushes with the law and at one point attempted to jump outside the courtroom when he appeared before Magistrate Sunil Scarce.

Scarce had ordered that he be evaluated to determine his fitness to plead, however, doctors were unable to do so because of his aggressive behaviour. He was previously charged for threatening two business-

men in Region Two. In a press release, Police stated that Commander of "G" Division (Essequibo Coast and Islands) Kevin Adonis visited Alphonso’s relatives in Danielstown. He was accompanied by Pastor David Christiani of the Cops and Faith Community Network and other ranks.

During the Commander’s visit, he spoke with both parents Bernard and Yvonne Alphonso, offering comfort.

The 16 year-old girl went missing from her home in Cummings Lodge on Wednesday last.

Guyana Times understands that the teenager telephoned her mother on Saturday morning informing her that she will return home today.

The young woman reportedly claimed that she was frustrated and made a decision to spend some time away from home so that she

Immediately after the teenager went missing, a report was lodged at the Sparenaam Police station and an investigation was launched.

Police had found out that the teenager was having problems at home and immediately thought that she left on her own accord.

Nevertheless, they facilitated the investigation as requested by the family. Upon return, the young woman is expected to be questioned by the Police.

uyanese academics Dr Paloma Mohamed and Professor Suresh Narine have been named as two of the four awardees of Anthony N Sabga Caribbean Awards for Excellence.

The announcement was made on Friday at the TATIL Building in Port of Spain, Trinidad and Tobago; when it was revealed that Dr Mohamed and Professor Narine were named laureates in the areas of Arts and Letters, and Science and Technology respectively.

The Guyanese professionals will be this year’s recipients alongside Herbert Samuel, an energy consultant and entrepreneur from St Vincent and the Grenadines, and Professor Patrick Hosein, a computer scientist from Trinidad.

Samuel was awarded in the area of Entrepreneurship while Professor Hosein was also recognised in the field of Science and Technology.

This year’s award ceremony is the tenth and saw the introduction of a new category, Entrepreneurship.

Professor Narine is a biotechnologist and Director of the Institute of Applied Sciences and Technology (IAST) in Guyana and a Professor at Trent University in Canada. With the increase in scientific knowledge globally, the Caribbean still finds itself in the role of technology importer. Professor Narine is actively changing

this with reference to the physical and chemical sciences. His work in Guyana and in Canada has created the rare bridge between scientific research and commercial application, and in many cases, lessened environmental impact.

Narine also holds the Natural Sciences and Engineering Research Council of Canada (NSERC) Industrial Research Chair in Lipid Derived Biomaterials and the Ontario Research Chair in Green Chemistry and Engineering. His work as a researcher has led to an enviable 138 peer-reviewed publications, two books, 22 patents, and the creation of environmentally friendly economic activity in Guyana, Canada and beyond.

Though he lives and was educated in Canada, Professor Narine returns to Guyana on a monthly basis for his participation in its technological and scientific development.

He is credited for singlehandedly reviving the IAST through persistent lobbying and attracting research funds, and turning it into a premier institution of its kind in the region in the field

of research chemistry, materials science, environmental monitoring, and physical properties analysis.

On the other hand, Dr. Mohamed, Dean of the University of Guyana’s

Faculty of Social Sciences (UG), is one of the most prolific academics in communication, behavioural studies and creative writers (playwright, script-writer and poet) in the region. A key figure in Guyana’s culture and academe, she has been producing creative work since the age of 13, and has won

the Guyana Prize on three occasions 1998, 2000 and 2008. She is recognized as one of the most influential figures in the Guyanese and Caribbean cultural landscape.

Dr Mohamed has written and had performed more than 30 plays, and published two collections of poetry with a third expected this year.

She has also branched into film, and has been executive producer on 32 films.

She has published nine books of creative work and has been involved in 14 major arts projects, including Healing Arts, one which teaches children to write for other children. In 2010, she developed KIDSTAGE, the first and only televised children’s talent series in Guyana. She is the founder of Healing Arts Guyana Inc., a founding director of Moray House Trust and is chair of the Theatre Guild of Guyana.

In addition to contributing to the writing of the drama syllabus for the Caribbean Advanced Proficiency Examinations (CAPE), her creative works have been placed on both the syllabi of the Caribbean Secondary

Examination Certificate (CSEC) and CAPE, as well being used as test pieces for students at the Department of Creative and Festival Arts at the University of the West Indies and the University of Maryland. She has been active in adjudicating drama competitions throughout the region, from the secondary school to the international levels.

As an arts advocate she has developed policy in conjunction with national and international agencies, like the Caribbean Community, the United Nations, and several national bodies such as the Ministry of Culture.

The Anthony N Sabga Caribbean Awards is the only programme in the Caribbean which seeks and rewards outstanding nominees in Arts and Letters, Public and Civic Contributions, and Science and Technology, and as of 2015, Entrepreneurship.

The programme has been in existence since 2005 and was a biennial award until 2010 when it became annual. The prizes are worth TT$500,000 each and all of the laureates will receive a medal and citation at a ceremony in April.

Butcher supports new GCB elections – “This present Administration basically brought nothing to the table, but took everything from it”

ormer West Indies middle-order batsman, Basil Butcher, on Saturday signalled his support for new elections of the Guyana Cricket Board (GCB).

Butcher argued that only new elections, which will ultimately breathe new life into the existing leadership of the entity, can restore national pride.

“Definitely, I welcomed new elections. It’s the only way out,” Butcher said with confidence.

He added “When you get cricket administrators tarnishing the image of the country you must get them out as quickly as possible.”

Butcher, the 1970 Wisden Cricketer-of-theYear, blames the influx of people of non-cricketing backgrounds as the root to the problems facing Guyana’s cricket.

“This present Administration basically brought nothing to the table, but took everything from it.

In my day the cricket was run by former players and sport personalities - that’s certainly not the case now,” Butcher contended.

New elections for the entity are mandatory under the recently enacted Cricket Administration Act. However, Sport Minister Dr Frank Anthony is awaiting a response from the West Indies Cricket Board (WICB) with regard the setting of a date for the elections.

proposed that the elections be held on March 15 this year when he wrote the WICB on January 19 as stipulated in the new Cricket Administration Act. In that correspondence, the Minister had given the WICB 21 days in which to reply and then set a date for new GCB election. The WICB has since confirmed receipt of the correspondence, but has not yet responded to the Minister.

However, should the regional body not respond

within the stipulated timeframe, new elections will be held on the date proposed by the Minister.

Already the Essequibo Board (ECB) and Berbice Cricket Board (BCB) have signalled their readiness to participate in the upcoming electoral process.

The two entities have made it absolutely clear that they have no difficulties with the date proposed

by Minister for the election, but the ECB stated that they will be guided first by

was fixed in such a way to have Bacchus reinstated.

The Demerara Cricket Board (DCB), the other county board affiliated with the GCB, is before the courts and is yet to hold its election.

New GCB elections under the Act will bring an end to the longstanding impasse between the GCB and Government.

It will also bring an end to allegations of mismanagement in cricket administration in Guyana.

tephano Husbands outsprinted his more illustrious rivals under the blazing midday sunshine on Saturday to cop the top podium spot in feature race of the annual National Sports Commission’s (NSC) 11-race programme at the inner circuit of the National Park.

The Team Coco’s rider did well in the dying stages of the race, reserving enough energy to pull away from his competitors on the final lap to claim his first victory of 2015.

Race official Joseph Britton stopped the clock at one hour, 18 minutes, 38.02 seconds (01h: 18m: 38.02s) when the 19-year-old, with arms aloft, crossed the finish line.

Husbands let out a loud scream upon passing the line, fully cognisant of the magnitude of his victory, having outgunned a line of top riders. Paul DeNobrega of Team Alanis came in a

The up and coming Mark Harris of Roraima Bikers Club was fourth, followed

Earlier, Sherwin Sampson once again dominated BMX Boys 9-12 and

12-14, copping first place in both races. Jonathon Jagdeo and Jeremiah Harrison rode in second and third respectively in the 9-12, while Adealia Hodge and Jagdeo were second and third in the 12-14.

Meanwhile, the cycling season will continue this morning with the staging of the 24th annual R&R International 40-mile road race, starting at the western end of the Demerara Harbour Bridge at 08:00 hours.

The race will proceed to Bushy Park, Parika, East Bank Essequibo, and return to the point of origin for the finish.

Last year’s race was won

by Michael Anthony, who has since joined up with the country’s newest club, Team Evolution. The talented Lindener was the first to complete the course, winning in a time of one hour, 41 minutes (01h: 41m).

By virtue of crossing the finish line first, Anthony had also copped the Junior title, while the evergreen Robin Persaud won the Veterans race, Ozia McAually the Mountain Bikes and Toshawnna Doris the female category.

uyana Jaguars lost four wickets for little in the second innings, but remained in control at stumps on day two of the fifth round match with Jamaica in the West Indies Cricket Board’s (WICB) Professional Cricket League (PCL) Four-day championship in Kingston on Saturday.

By stumps, the Jaguars had reached 54-4, extending their lead to 191 after gaining first innings points from the hosts. The Jaguars, resuming their first innings on 298-8, were dismissed for 314 mere minutes into the first session, but rebounded in fine fashion to skittle out the Jamaicans for 177.

Veerasammy Permaul, who started the day on 75, extended his score to 86 not out, his highest First-Class score, while Jason Dawes and Odean Brown claimed 3-28 and 3-70 respectively, and Damion Jacobs 2-64.

Permaul, with his leftarm spin, then went straight into action, ripping through Jamaica’s batting to claim 4-22. He extended his lead

at the top of wicket-taker list this season, soaring to 36 wickets.

Leg-spinner Devendra Bishoo (2-30) and fast bowler Keon Joseph (2-44) offered solid support, as only Jermaine Blackwood and Horace Miller with 44 apiece and Carlton Baugh Jr with 29 not out got going.

With a sizeable lead of 137 on first innings, the Jaguars batted a second time, but lost wickets at regular intervals during the final session. Openers Shimron Hetmyer (00) and Vishaul Singh (14), along with middle-order batsmen Raymon Reifer (00) and Leon Johnson (33) are all back in the hut. Veteran batsman Shivnarine Chanderpaul is not out on six.

At stake will be a cash prize for the winning pair, and trophies and cricket gear for losing finalist, best bowling and batting performances and outstanding fieldsman among others.

An entrance fee of $3,000 per pair must be paid on or before 16:00 hours on February 21. A club can submit a maximum of two pairs of players.

Double Wicket is a form of cricket with two teams of two players each which are pitched against each other for a limited number of overs.

A player getting out in this form of cricket does not retire, but continues to bat but gets penalised a stipulated number of runs for each time he gets out.

raig Primary School moved into second place behind Grove Hi Tech in the Ministry of Culture Youth and Sport (MCY&S) sponsored East Bank Football Association (EBFA) Pee Wee Under-11 League on Saturday, following a 1-0 win over Herstelling Raiders when play continued at the Grove Playfield, East Bank Demerara.

The other game produced a nil-all stalemate between Diamond United FC and Agricola Red Triangle.

The Craig Primary/ Herstelling feature clash was just as hotly contested as the first game with the teams not afraid of going

forward as well as defending in numbers, underscoring the high level of energy at this level.

Both sides came close to scoring, but couldn’t as the ball either went wide or over the cross bar. The players and coaches of the teams were perhaps settling their minds towards a draw, but that was not to be.

In the penultimate minute of the half-hour game, the boys from Craig, from another forceful run, were rewarded with a corner. The ensuing shot found the head of Malcolm Seepaul, who headed the ball into the back of the nets to secure full points for

Craig Primary.

The points garnered from this win added with the one they received for the draw 2-2 with Diamond the week before, take Craig to four points, two behind Grove High Tech.

The opening match between Agricola Red Triangle and Diamond United was an even affair with neither team scoring. The point gained by Agricola was their first of the League having lost their opening game to Grove by the lone goal of that clash.

Diamond moved to two points from three matches, including two draws. Action will continue this Saturday at the same venue.

How did the franchises fare?

ith the Player Draft for the 2015 Limacol Caribbean Premier League over and done with, attention begins to turn to the competition itself, which gets under way on Saturday June 20.

Each team has chosen 15 players from both the Caribbean and around the world for the third edition of the CPL, which will take place over five weeks and end with the final on Sunday July 26.

But who were the winners and losers on Player Draft night in Kingston, Jamaica?

The CPL’s international director of cricket, Tom Moody, did the honours.

Barbados Tridents

POST-DRAFT RATING: 6.5/10 Star Man: Kieron Pollard Value: $150,000 Analysis: Kieron, a key retained player for the Tridents, has not only shown terrific captaincy skills, but is one of the game’s most destructive all-rounders. The combination of his power hitting in the middle order along with his clever medium pacers will provide balance and match-winning capabilities for the Tridents.

t George’s and St Joseph’s High won by four-goal margins on Saturday when action in round one of the annual Milo Under-20 Secondary Schools continued at the Education Ministry ground, Carifesta Avenue.

The day was marred however, by the disqualification of Carmel Secondary and New Campbellville, who both went against competition rules by fielding players who are not attending the respective institutions.

In the day’s opening game, St Joseph’s High floored David Rose 4-0, while the final match produced a 5-1 result in favour of St George’s over St Mary’s.

KMTC Phagwah horse race meet billed for March 8

T

he Kennard Memorial Turf Club (KMTF) will commence its season with a Phagwah horse-race meeting on March 8 at the Bush Lot Farm ground, Corentyne, Berbice.

Six races are slated for the day and as usual, there will be lots of excitement for turfites and big prize monies for top horse owners.

The feature attraction will be the A1and Lower Class over a distance of seven furlongs. The top prize is $700,000, while the second place finisher will receive half that amount.

Horses that place third and fourth will receive $175,000 and $87,000 respectively.

The other seven furlongs race is the G1 and Lower for

a winning prize of $300,000.

The remaining four races will all run over five furlongs. The K1 and Lower and the K and Lower handicap races will see the owner of the winning horses taking home $120,000 each.

The D3 Maiden and E and F Lower have a winning tag at $400,000, while the final race for J1 and Lower has a top prize of $180,000.

AAG Cross County set for Linden today

T

he Athletics Association of Guyana’s (AAG) second event for the season- a Cross Country run- is set for the Mining community of Linden today.

The race will start and finish at the Bayrock football ground on the Wismar shore. It will make its way through a network of streets.

Registration will start at 13:00 hours, while the race will commence an hour later.

According to information

emanating from the AAG, there will be varying distances for the respective age group of athletes.

The 13-15 boys and girls will compete for one km; youth females (16-17 years) for two km; youth males for three km; junior females (Under-18s and Under-20s) for three km; junior males for four km; and Open males for six km.

Medals will be awarded to the top finishers in the various age groups.

Butcher endorses Garner for WICB Presidency – “West Indies cricket needs professional people and people who played the game at the highest level”

ricket legend Joel Garner, the former West Indies fast bowler, is set to challenge embattled incumbent Dave Cameron for President of the West Indies Cricket Board in elections carded for early next month.

Garner, the President of the Barbados Cricket Association (BCA), will be nominated by his board and is expected to be seconded by the Trinidad and Tobago

Cricket Board (TTCB), according to media reports.

Garner’s decision to run for the WICB’s top post has been fully endorsed by Basil Butcher, another West Indies legend, who represented the West Indies from 1958-1969.

Butcher, who scored 3,104 runs at an average of 43.11 with seven hundreds and 16 half centuries, believes that the time has come for former West Indies players to play a more prominent role in the administration of the regional game.

“West Indies cricket needs professional people and people who played the game at the highest level,” Butcher told Guyana Times Sport via telephone on Saturday.

“He (Garner) served cricket at the highest level, he knows the game inside out and that is what we need, we need someone who knows the game, someone who will not bring the game into disrepute…he is
