speeding BMW driver killed a 41-year-old Guyanese woman and critically injured her nineyear-old daughter when he slammed his SUV into their car at Queens, New York on Sunday, Police said.

The impact sounded like a bomb blast, one witness told the Daily News.

The mom, her daughter and a 71-year-old man were all riding in a red Toyota Corolla, driven by the doomed woman’s 47 year-old husband, in South Ozone Park about 17:00h, according to authorities and witnesses.

Cops identified the mother as Zaalika Rasool.

Surveillance footage shows the BMW X5 hurtling west along 115th Avenue, seconds before the wreck, when cops said it blew through a stop sign and hit the Corolla as it went north

on 130th Street.

The crash launched the mom and her daughter out of the back seat, into the air and onto the street.

The BMW then barrelled into three parked cars before stopping, Police said.

The mother didn’t stand a chance, said eyewitness Vejai Gajai, 25, a realtor from Ozone Park.

“It was the worst thing I’ve seen,” Gajai said. “We knew she was gone and then we saw the daughter lying on the sidewalk and she wasn’t moving either.”

Distraught relatives comforted each other at the crash site where witnesses saw the young girl with a large gash on her face.

“I was numb,” the girl’s uncle, Sadiq Rasool, told ABC 7. “I couldn’t do anything. I just had to console the father and help with the family.”

The driver’s high speed caught the eyes and ears of those who witnessed the wreck.

“It didn’t sound like a car accident, it sounded like a bomb,” Gajai said.

“The husband kept saying, ‘That’s my wife. That’s my wife right there,’ but it was like he was in shock,” Gajai added. “He didn’t know what happened.”

The BMW’s driver ran from the wreck, leaving behind a 46-year-old passenger, who Gajai said appeared disoriented and slurred his speech.

The woman died at the scene. Rescuers took the nine-year-old girl, the woman’s husband and the 71-year-old man to Long Island Jewish Hospital. The BMW passenger went to Jamaica Hospital with nonlife-threatening injuries, cops said.

fter six hours of heated debate, the Government on Monday evening passed the Telecommunications (Amendment) Bill 2016, despite pleas from the Opposition that certain sections of the Bill needed to be reviewed.

“We are taking all the powers and putting it monopolistically in the hands of the Minister…their powers are too much and too great for the Ministers,” Opposition Member of Parliament Irfaan Ali argued, stating that the Bill was moving the monopoly from a company straight into the hands of the Minister. He further stated that the passage of the Bill in its present state would move the country backwards from a “monopolistic position to dictatorship”.

He pointed out that there were errors in the Bill, but they were overlooked. He contended that the “mischief” in the Bill was in plain sight as it related to the Minister’s control in the sector. Therefore, he suggested that the Bill be sent to a special select committee to correct its “deficiencies”.

The much-anticipated Bill was on Monday read for a second time in the House by Public Telecommunications Minister Cathy Hughes, who touted the importance of its passage in developing the country’s economy and standard of living.

After eight speakers and back and forth heckling, the Bill was passed. Hughes, in her presentation, pleaded with the House to recognise the importance of information and communication technology as the transformational agent for the overall improvement of citizens’ lives and the building of a 21st Century economy.

“Critical to this improvement is the creation of a telecommunication sector that

is competitive and flexible enough to need a modern rapidly evolving technological environment. This transition is long overdue,” she insisted, adding that the sector should be an open one in order for Guyana to progress in the area of service provision and delivery and not lag behind other Caricom countries and most of the rest of the world.

She said the landmark legislation would provide for an open, competitive telecommunications sector where new market entrants and investors would be attracted to invest in the country.

The Minister stated that consumers would be given more choice and access to reliable and advanced telecommunications services. “The intention is clearly to be an Act to provide for the establishment of the telecommunication agency and for a regular, coordinated, open and competitive telecommunication sector.” “Any suggestion that there has been no consultation on this Bill is clearly inaccurate. This Bill is the work of both sides of the House and we should be proud that we were able to work together to come up with such an excellent piece of legislation.

“This Bill is a very important one. Guyana cannot waste any more time lagging when it comes to information communication technology. It is one that is awaited with much anticipation by all Guyanese. It will guarantee that we get better service…”

In crushing the monopoly and levelling the playing field, Hughes stated that much effort was placed into the design of the legislation to ensure that it was effective and could be implemented as early as possible. She insisted that it was enshrined with transparency and non-discrimination

in the issuance of licences and frequency authorisation, adding that the Bill provides for regulation to ensure that consumers receive good quality service. The Bill comprises 14 parts with 95 clauses.

GTT, which has claimed a legal monopoly on international voice and data transmissions and the domestic wireline service, has always declared that the sector was free because of the existence of other service providers.

However, Digicel, its giant competitor, has lambasted the company for its statement.

Member of Parliament Odinga Lumumba who described the monopoly as a noose around the necks of Guyanese, stated that when GT&T took over the sector, it became a “cash cow” and instead of building a national cable network and advancing the sector, the company’s only interest was maximising profits.

He stated that from his research, the passage of the legislation would enable better landline services, lower-cost landline and mobile service, more dynamic Internet service and new job opportunities. Stating that the population was dealt a bad hand by the monopoly, Lumumba declared that now was the time

to break it and create an open market.

Minister of State, Joseph Harmon, during his presentation, gave his full support to the passage of the Bill, citing that the issues that have risen in the debate were void.

He urged Ali to reconsider his statement that the piece of legislation should be sent to a select committee and instead “let us do what we have to do and pass the Bill”.

Citing the experience and knowledge the committee leaned on, Harmon announced that he felt proud of the work of the committee and to stand and represent the Bill in the House.

He stated that there have been extensive consultations on the legislation and the time has come for its passage. He went as far back as to mention that former Prime Minister Samuel Hinds had called for the passage of the Bill.

Harmon stated that the Bill would have been passed if not for the prorogation of the Parliament.

In November 2013, the National Assembly sent the legislation to a special select committee with the then Opposition indicating that while it supported the Bill, it was uneasy over the then Minister’s control.

The Bill was pushed back several times and the two communications giants in Guyana were in discussions to break the monopoly held by GTT. PPP/C Chief Whip Gail Teixeira, who moved a motion for the Bill to be sent to a special select committee, stated that it was the Government’s responsibility to fix the sector.

“We failed, you fix it. We are not in government, hon, you have to get the fibre-optical cable,” she said, minutes before her motion was shot down and the Bill passed.

Political institutions and social cohesion

T

he Government is on a quest to increase social cohesion here. A week ago, the Minister tasked with achieving this happy circumstance sent out invitations to a number of individuals she selected to form a "Social Cohesion Peer Group (SCPG), an informal network of professionals who will be involved in advising the Ministry of Social Cohesion in its formulation of a 5-year Strategic Plan."

It is hoped the minister will be more forthcoming with the workings and formulations of the SCPG than she was with the results of the claimed massively attended "Social Cohesion Conclave Roundtable Discussion" at the Arthur Chung Convention Centre last September. That also was supposed to produce a "Five-year Strategic Plan for Social Cohesion". Did it die stillborn?

This newspaper believes Guyana remains a "divided society" fifty years after independence. And that this (ethnic) division is one of the primary reasons for its comparative lack of progress among the cohort of nations which also became independent in that era. It hopes to stimulate wider discussion on "social cohesion".

While the original notion of "social cohesion" was mooted by the European Union to deal with "minorities" occasioned by new immigrants into countries that had been formed in some "hoary past", of recent their analysis and proposals have also been adjusted and applied to divided plural societies as Guyana. One formulation from the latter school describes social cohesion as “the willingness of members of a society to cooperate with each other in order to survive and prosper.”

The authors conclude, "Social cohesion is said to be high when nearly all members of a society voluntarily "play by the rules of the game," and when tolerance for differences is demonstrated in the day-to-day interactions across social groups within that society." From this expansive perspective, it is clear that social cohesion has to be inculcated through institutions embedded in several dimensions that include political, social, cultural and economic ones where the "rules of the game" would be explicit.

In Guyana, the political institutions would appear to be quite high on the agenda for inducing social cohesion since at the most visible level it is in the political realm, especially during elections, that the division's along ethnic lines are most visible. The most important political institutions in Guyana are political parties and the institutions of the state, namely the Executive, the Legislature and the Judiciary.

From the beginning of modern political mobilisation in 1950, when the first political party, the People’s Progressive Party (PPP) was launched, it sought to increase social cohesion through bringing representatives of the various ethnic groups into its leadership ranks. However, that soon changed when the party was split and even though each new party - as well as the original PPP - attempted to replicate that original unity, it has proved impossible up to the present. The Guyanese electorate insisted in voting along ethnic lines for parties that became de facto ethnic parties.

Because of that facticity, some theorists proposed that social cohesion could possibly be furthered by ensuring as wide an agglomeration of representatives of the various groups be created in the composition of the Executive and the Legislature. In our Parliamentary system, the Executive emanates out of the latter at General Elections. Electoral innovations, divisions of the electorate, grand coalitions, decentralisation and federalism have all been proffered to effect social cohesion from this angle.

Because of the coterminous nature of the Executive and the Legislature in Guyana, it is also felt that the adversarial rules of the latter, especially during the public debates on legislation before the house or the budget, is divisive. It has been suggested this might lead to lack of social cohesion since the electorate may be influenced by the fractiousness in that forum.

Some have proposed that the extant parliamentary committee system, which operates along more collegial lines, might be strengthened and its work publicised to also counter centrifugal tendencies.

Failed crime-fighting policy Dear Editor, The recent fatal shootings of two AfricanAmericans in Louisiana and Minnesota by white Police officers generated widespread concerns among Guyanese.

Like America, Guyana faces similar social problems. Both countries experience crime and poor race relations. America has excellent control over its problems but Guyana unfortunately remains impotent. Guyana is in a very sad state.

In Guyana, criminals create havoc and rip lives apart. Just within this year, a string of Guyanese including Omadat Persaud, Basheer Herinauth, Mahendra Persaud, Gowchand Budhu to name a few, were heartbreakingly killed by bandits. Countless others robbed and brutalised. How heart-breaking!

This is exactly why American police kill criminals. Needless to say how shocked I was to witness my fellow Guyanese railed against the recent killings of the two black men in Louisiana and Minnesota while they remain silent on the daily slaughtering of voiceless citizens by criminals here in Guyana. Aren’t criminals wrong to take innocent lives? Absolutely!

Aren’t criminals racially targeting victims? Absolutely!

However, Guyana is broadly divided on racial grounds and so there is no solidarity on the heart-

wrenching crime situation.

Such actions further undermine race relations, embolden criminals and drive up the crime rate. All this ultimately anchor us deeper into poverty. Obviously, our narrow-mindedness obscures our vision to capture this picture.

The Guardian newspaper which tracks killings

by American law enforcement officers reports that in 2015 --- 1140 people were killed. Most of them whites.

However, when this number was analysed as a ratio to the population, AfricanAmericans were disproportionately killed. Why is this?

Surely, multiple factors may be responsible: racial stereotypes, racial prejudice, lack of respect, criminal background, circumstance, personality, mental health issues, dysfunction, threats with lethal force, possession of guns, drugs, etc.

It is hard to singleout any one factor as responsible, yet racial prejudice is singled out. This is wrong. The Black Lives Matter movement was born out of this myth. The reality is that even though racism could be playing a role; we must understand that blacks disproportionately commit more crimes than any other ethnicity in America.

For example, the FBI reports that in 2013, blacks committed 54% of all murders in America in spite that blacks make up only 13% of the population.

Clearly this number is out of proportion and may account for the disproportionate number of blacks killed by the police. This also feeds into negative stereotypes about blacks.

Moreover, let us not forget such crime statistics drive fear into the police, causing them to pull the trigger on blacks. This picture jibes with our experience about criminals here in Guyana, and cannot be ignored, particularly since it costs lives and tarnishes the image of blacks.

There is much work needed to be done in the black community - to bring down the number of blacks killed by police, as well as to bring down the number of victims killed by black criminals.

The Black Lives Matter movement in no way holds black interests. Trust me! It is racist, illogical and sows discord.

Editor, would we ever entertain a movement such as: White Lives Matter? Surely, society would instantly smack it down because it would be racist. If lack lives matter, then the Black Lives Matter movement would have addressed the so-called blackon-black killings and black crimes in order to improve black lives.

Editor, chew on this: eighty blacks were shot by fellow blacks over the Memorial Day weekend this year in Chicago and culminated in 14 murders.

movement was completely silent on this human tragedy. Do we still believe that the Black Lives Matter movement cares for blacks?

No way! Yet it attracts supporters. Why? The only explanation is that its supporters are sucked in through conformity. There is no logic and benefit being a part of such a divisive movement.

In spite of all this, I know there are excellent black people. The Barbadians are testaments to this. They are wonderful. Tourism flourishes there because Barbadians embrace the philosophy - all lives matter. Tourists aren’t scared to go there. The same can’t be said for Guyana.

It is morally wrong for the APNU (PNC) + AFC Government to stick with its failed crime fighting policy.

Education, together with frank discussions, and a functional Ministry of Human Services and Social Protection are needed to address the root causes to crime.

The comrades within the Guyana Police Force (GPF) need to straighten up and our lax justice system needs a complete overhaul. Also, government needs an effective crime fighting strategy if it is serious about bringing down the crime rate. This is doable.

Last but not least, all Guyanese need to be righteous enough to stand with a united front against crime for the sake of our country.

Out-of-control, covetous, predatory M&CC Dear Editor, There is an album that was released a few years ago by my favourite American alternative rock band My Chemical Romance that is called “Three Cheers for Sweet Revenge.”

I would like to say to prominent attorneys Sase Gunraj and Charles Ramson “Three Cheers for Sweet Revenge” and for putting the brake on another one of the mad capers of City Hall, that is the charge to businesses for temporarily placing a shipping container in front of their premises for offloading of goods.

Indeed I hope that legal challenges are also made against their other irrational money grubbing attempts such as the imposition of the dubious parking meter initiative, their callous intention to increase property rates, and all the other hare-brained schemes.

Now that the judicial branch of Government has decided to put a check on the unlawful attempts by the Georgetown Municipality to

put more financial burdens on the citizenry, it is my sincere hope that the other branches, that is, the Administrative or the Government and the Legislative or the Parliament would play their part in reigning in an out of control covetous and predatory council.

The lunacy goes on with the Town Clerk declaring his intention to replace GRA for vehicle licensing. Using most archaic laws and legislations that could not be applied to today’s circumstances that speaks to the Mayor and City Council (M&CC) having responsibility for the identification of all public transportation system operating in Georgetown, he proposes to write the state revenue collection agency to begin discussions on reverting management of identifying public transportation to the City.

These taxis, minibuses and other public automobiles referred to, also operate outside of the city. So will they be required to have two sets of licences so that the govern-

ment can put the second one toward the repair of bridges, parapets and roads outside of Georgetown? The City Council is moving closer and closer each day to making Georgetown into a City State the likes of Rome, Athens, and Carthage of bygone days.

It is important for government to recognise that these rash, foolish, and badly thought-out revenue earning ideas by the City Council will have an adverse effect on employment and business in the Capital, and rather than increasing the revenue base of the Council it will force persons to conduct business outside of the city instead of coming to the commercial hub.

It is clear that City Hall has little or no capacity in city management or city planning, and worse, the Town Clerk who should have had a legal background based on his job specification has no understanding of the laws of Guyana.

Building the workforce of tomorrow Dear Editor, Referring to it as a “shared responsibility”, the Expert Panel set up by the Premier of Ontario, Canada, recently reported on how to prepare workers for the jobs of today and tomorrow, especially the critical ‘knowledge- and technology-based’ jobs.

The Report identified six key areas for serious consideration and relevant action. I itemise these below for consideration by our own Guyanese policy-makers with the hope that they find some resonance with them which would hopefully lead to more concerted local intervention and action: 1. Building stronger partnership between educators & employers: Employers, educators, labour leaders and governmental functionaries should work together to find solutions for experiential learning and competency development and to address mismatches between demand for and supply of the required skills.

2. Increasing access to job market information: The relevant functionaries/agencies must work together for the creation of a national system to give employers and job-seekers better access to information about current and future job openings and anticipated skills requirements.

3.

Expanding opportunities for learning by experience: Encourage and fund

more student placements so that every student completes at least one ‘experiential learning opportunity’ before graduating from Secondary School and another during tertiary education.

4. Promoting traditional and non-traditional career paths: Increase students’ exposure to various options in the arts, sciences, engineering, technology, skilled trades, as well as entrepreneurship.

5. Investing in human capital: Launch programmes to support training in the workplace and encourage large employers to share successful training programmes with small and medium-sized enterprises.

6. Closing gaps in skills and competencies: Find ways to teach and recognise the

skills that students must learn such as teamwork, problem solving, personal relationships, entrepreneurial spirit; also develop programmes for groups which are under-represented in the workplace to allow them better access to employment opportunities.

Guyana’s Ministries of Education and Labour (oops, I am still not au fait with the new name!), trade unions, employers and employers’ organisations, boards of industrial, technical & vocational training and institutions of higher learning should consider the above pointers with a view to deciding how relevant and useful they might be for our own situation and needs.

Eccles’ new community under siege Dear Editor, The front page of another section of the media on July 17 contained a headline that included two garbage collection services that caught my attention. Both of the waste management services named in the news item are major players presently involved in the wanton destruction of the roads and other violations in a section of the new Eccles Housing Scheme that runs parallel to the dump site access road, where the government built two flat turnkey schemes and other houses are located.

The road was built about two years ago and the destruction started about six months ago when, instead of using the dump site road, the garbage trucks of these two services resorted to using the community road. As you might imagine, there are other vehicular traffic, including other garbage collection services that use the road. But by the share volume and frequency, Puran Brothers and Cevon’s Waste Disposal services have contributed to over 90 per cent of the destruction and other violations.

The shoulders of large sections of the road is broken off, parapets are damaged, and in one case the electric wire that connects a resident’s house to the Guyana Power and Light pole along with the metre was recklessly ripped from where it was secured on the house, by one of these trucks.

Although attribut-

ed mostly to vehicles that transport garbage in uncovered vehicles and other persons with no regard for cleanliness and good sanitation, there is also the problem of littering, especially along the dump site road.

Editor, the presence of these trucks roaming through the community and emitting a stinking, nauseating smell from very early in the morning to late in the afternoons, seven days a week, even though neither of them is known to provide collection service to the community is contributing to the degradation of the community rather than its development.

According to environmental experts, continued exposure to such condition may cause respiratory and breathing problems. Further, these trucks pose serious noise pollution challenges for us. Residents are entitled to the peaceful enjoyment of their homes and immediate surroundings but what is happening here runs counter to the concept of living the good life promised by the government. Where is the recently elected NDC representative? Where is the Environmental Protection Agency? Where is the Ministry of Communities?

Are they enjoying their well to do homes and neighbourhoods while ordinary citizens suffer?

Most disheartening is that the truck drivers of these two services seem totally bereft of any sense of

responsibility and value and what it cost tax payers to build this road and residents to maintain their parapets. More often than not they drive these trucks at high speeds which poses additional danger for residents and their property.

I believe the time is ripe for government to take into consideration the social responsibility and other pertinent record of companies before it awards contracts to them. Clearly, we cannot have a situation where companies are involved in the destruction of public infrastructure or other actions that are inimical to government’s goals and at the same time being award contracts costing tax payers millions of dollars.

Editor, the dump site by itself presents serious challenges to residents in terms of air pollution, littering and other undesirable conditions which we must face day in day out. However, as a small comfort I would greatly appreciate if you can bring the foregoing situation to the attention of the relevant authority with a view to preventing further destruction to our roads, improve air quality, reduced noise level and eliminate the risk of accidents by speeding garbage trucks.

Maintaining good health and a clean environment are prerequisites to the development of strong communities.

Harvard study pegs how parental substance abuse impacts children

n the past week, there’s been a groundswell of new research affirming the impact that parents’ mental health and substance abuse have on their children’s development and life outcomes. A few days ago, researchers at Michigan State University (MSU) reported new findings that a father’s psychological well-being significantly influences the well-being of his offspring.

Yesterday, researchers from Harvard Medical School (HMS) announced new findings that children whose parents (or caregivers) abuse alcohol – or use, produce or distribute drugs – face significantly higher risks of medical and behavioural problems, including substance abuse.

Substance abuse is a significant public health problem for people of all ages and walks of life. Unfortunately, millions of children live in homes with parents or caregivers who are regularly involved in alcohol or drug use, distribution, manufacturing or cultivation of illicit substances. Children who grow up in homes with prevalent substance abuse are more likely to begin misusing drugs and alcohol themselves, which leads to multigenerational cycles of addiction.

The double whammy of parental substance abuse on children is often a combination of the toxic effects of exposure to drugs and alcohol, as well as the inability of parents struggling with substance use disorders to provide for the basic physical, psychological, and emotional needs of their children.

The authors of the new study estimate that one in five US children grow up in a household in which someone misuses alcohol or has a substance use disorder. The good news is that the researchers from Harvard’s Beth Israel Medical Center (BIDMC) and Boston Children’s Hospital have identified that paediatricians are in a unique position to assess substance abuse risk and intervene to protect children.

The new clinical report, “Families Affected by Parental Substance Use”, is available online. This report is scheduled to be published in an upcoming print edition of Pediatrics, the journal of the American Association of Pediatrics (AAP).

This study reports that children whose parents use drugs and misuse alcohol are three times more

likely to be physically, sexually, or emotionally abused and four times more likely to be neglected than their peers. The authors view these findings as a call-to-action for all paediatricians to begin including questions about every parent and caregivers’ alcohol and drug use as part of routine family assessments.

The latest Harvard research pinpoints various ways that children who are exposed to substance abuse commonly experience developmental and educational delays along with mental health and behavioural problems later in life.

In a statement, Vincent C Smith, a neonatologist at BIDMC and Assistant Professor of Paediatrics at HMS, said: “Alcohol misuse and substance use are exceedingly common…, and parents’ or caregivers’ substance use may affect their ability to consistently prioritise their children’s basic physical and emotional needs and provide a safe, nurturing environment.

Because these children are at risk of suffering physical or emotional harm, paediatricians need to know how to as-

sess a child’s risk and to support the family to get the help they need.”

The authors of this study have created sample scripts to help paediatricians kick-start the potentially awkward conversation of discussing alcohol and drug use with parents.

Previous research suggests that when clinicians do approach parents who have screened positive for substance use about seeking treatment – most parents tend to be open and cooperative to pursue follow-up recommendations such as enrolling in community treatment programs or counselling.

After these conversations, even if parents don’t opt for treatment or completely abstain from future substance abuse, the knowledge that their substance use directly impacts their children often results in decreased alcohol and/or drug use and harm reduction for both the child and parent.

If you are parent or caregiver and suspect that you might have a problem with drugs or alcohol, find help.

The AAP encourages every paediatrician in the country to begin including questions about the extent of substance use that occurs in a child’s home as part of the routine family assessment. Many times, paediatricians are the only medical providers who interact with families who are affected by substance use. Therefore, paediatricians are in a unique position to identify children who are endangered by parental substance abuse.

“Paediatricians who identify substance use problems in a family are not expected to solve, manage or treat these issues; rather, they can partner with other professionals to provide families access to resources,” Smith and co-authors conclude. “By screening, paediatricians have the opportunity to make a significant difference in the lives of the entire family affected by substance use.” (psychologytoday.com)

Scores are kept by means of large hourglasses displayed to the whole school, which provide a visual record of who’s winning, encouraging students to do even better and win more points. The most obvious setting in which leaderboards could work effectively in real life is in the classroom, but if you wanted to implement one of your own outside school, you could instead set one up between your group of friends.

It could work, for example, by implementing a points system in which you are awarded a certain number

of points for an ‘A’ grade in an essay, then progressively fewer for a ‘B’, ‘C’, and so on. Across a term, you keep a running record of who’s on what number of points and the person with the most at the end of term wins a prize (perhaps the rest of the group clubbing together to buy a meal for the winner).

Changing the way you refer to things

In Potions classes, Harry, Ron and Hermione combined weird substances to have astonishing effects – which, when you think about it, is exactly what we do in Chemistry.

One way of making your studies seem more exciting is to change the terminology you use to describe various tasks. For example, using Harry Potter as an example again, we’d all love a place at Hogwarts Witchcraft and Wizardry.

So why not pretend that that’s where you’re studying? You could call Biology “Herbology” or “Care of Magical Creatures”. GCSE exams could be O.W.L.s (Ordinary Wizarding Levels) and A-levels could be N.E.W.T.s (Nastily Exhausting Wizarding Tests). It may sound a little childish, and we’re not suggesting that you should go round school referring to them in this way, but this change of mindset could be just what you need to see your schoolwork in a fresh new light that makes things a bit more fun.

In a similar way, if there’s a topic you’re struggling to get to grips with – let’s say a chemical formula – you could rename the things involved to characters from a favourite book, film or video game. In the chemical formula, for example, each element gets named after a character in the story of your choice, and you invent a scenario in which these characters interact in a way that represents what reactions take place in the formula. PPP bashes GECOM over unsolicited database sharing

T

he People’s Progressive Party (PPP) has come out bashing the Guyana Elections Commission (GECOM), for its move to share the confidential details of registrants with two Government Ministries.

Party General Secretary Clement Rohee on Monday said the PPP was very much astonished and concerned over GECOM’s move to share its database, including confidential details of registrants, with the Education Ministry and the Human Services and Social Security Ministry.

According to him, this was the first time this has happened since the elections body was first established.

“The justification provided by GECOM’s Chairman, Steve Surujbally, and the representatives of the [A Partnership for National Unity/Alliance For Change] APNU/AFC are spurious and creates grounds for suspicion. Electoral skulduggery facilitated by the APNU/AFC and Mr Surujbally is once again in the making,” Rohee told Journalists at the Party’s weekly press conference.

He said the use of linkages between GECOM’s and the Education Ministry’s public relations programmes to deceive GECOM to share its database with the Ministry was “fraught with unimaginable implications for free and fair elections in Guyana”.

Further, he said, the justification to share GECOM’s database with the Human Services and Social Security Ministry in order for that Ministry to rectify the names and addresses of pensioners as

well as to assist in deleting names of pensioners “smacks” of deep suspicion that GECOM’s database could be used for other sinister electoral purposes.

“In any event, sharing of GECOM’s database with either of these two Ministries is unnecessary and uncalled for since both Ministries have the institutional capacity to rectify their respective institutional deficiencies.”

The Party is of the strong view that the nation must be consulted in respect to the unsolicited release of confidential personal data of citizens captured in the National Register of Registrants (NRR) to Government agencies and departments, a practice that has no precedent in Guyana.

“The PPP views as absolutely necessary the need to validate the legality of GECOM sharing its database with Government agencies such as the Ministry of Education and the Ministry of Human Services and Social Security.”

According to Rohee,

GECOM was again wrong when it decided to accept “source documents” in the form of late registration birth certificates presented to Registration Offices by applicants who are primarily middle-aged persons.

The Party, he said, views this decision as “dripping with suspicion” and recalls the strong criticisms expressed by the Party in respect to the efficacy of a Department of Citizenship, under the Ministry of the Presidency, which many view as part of a rigging machinery established primarily to issue birth certificates to underage persons and as well as to middleaged persons as is currently being done.

Rohee said the Party has denounced the practice and has demanded an immediate halt to the “electoral travesty” which is laying the basis for a padded voters’ list favourable to the APNU/AFC. “The Party takes this opportunity to alert both the donor and diplomatic communities to these sordid and unsavoury developments,” Rohee said.

The third decision by GECOM which the PPP wishes to make public is the breach of an obligation made by the Chairman of GECOM at a meeting held with a PPP delegation on April 21, 2016.

According to Rohee, at that meeting, GECOM Chairman, Dr Steve Surujbally had committed to providing written answers to a number of questions raised by the General Secretary of the Party.

“The Party is reliably informed that Mr Surujbally has reconsidered his commitment and did not see

the necessity to write the PPP/C. This shameless decision by Surujbally flies in the face of transparency and is nothing but a clear manifestation of contemptuousness and disrespect towards the PPP, a major stakeholder in the electoral process in Guyana.”

Rohee said following its meeting with GECOM, the Party avoided any reference whatsoever to matters which Dr Surujbally had undertaken to respond to in writing.

“Mr Surujbally’s lack of scruples in this particular matter strengthens the suspicion of the PPP about his Bollers-type anti-PPP role in the May 2015 General and Regional Elections which reveals his hands to be dirty with fraud,” he added.

Rohee said the PPP would continue to “expose Mr Surujbally’s cohabitation with his APNU/AFC Commissioners to deny the supporters of the PPP/C their legitimate right to free and fair elections in this country.”

FIU gets new Director T he Parliamentary Committee of Appointments came to a unanimous decision to appoint Matthew Langevine as the director of the Financial Intelligence Unit (FIU) within the Ministry of Finance.

Langevine’s appointment follows a recommendation of the AntiMoney Laundering and Countering the Financing of Terrorism (Amendment) Act 2015, Act No.1 of 2015 to select and endorse persons for the appointment as the director, deputy director, attorney and accountant to the FIU. The FIU functions in collaboration with the Special Organised Crime Unit (SOCU), Guyana Revenue Authority (GRA) and the Ministry of Finance in identifying and tracking persons fingered in financial illegalities.

The Parliamentary Committee consists of government ministers, chairperson George Norton, David Patterson, Amna Ally, Annette Ferguson, Cathy Hughes, and PPP Members of Parliament Gail Teixeira, Dr Clive Jagan, Ganga Persaud, Bishop Juan Edghill.

According to the Committee Report submitted to Parliament on Monday by Public Health Minister Dr George Norton, Langevine was shortlisted from a list of 17 candidates who applied for the position. The initial list of 17 candidates was shortlisted to three.

It was decided that he was the most suitable person for the position. His selection is subsequent to several rounds of due dili-

Rio Hotel strippers fined for overstaying in Guyana

ix Dominican women, all strippers at the popular Rio Hotel, Queenstown, were on Monday charged with overstaying in Guyana and fraud when they appeared before Chief Magistrate Ann McLennan.

All six women, accompanied by a translator, appeared at the Georgetown Magistrates’ Courts.

Perez, Estafania Yoroko, Elizabeth Rosario and Shakira Alsantana all pleaded guilty to the charges, which stated that between May 8, 2016 and July 14,

2016 at Georgetown, they all failed to comply with the condition of their permit to stay in Guyana.

The second charge stated that the six women with intent to defraud forged an

extension of stay in their Dominican passports, reporting that same was issued by the Central Immigration and Passport Office.

Police Prosecutor Deniro Jones told the Court that on April 8, 2016 via the Cheddi Jagan International Airport (CJIA), the defendants were all granted one month’s stay in Guyana.

During their stay, they were all lodged at the Rio Hotel located in Queenstown, Georgetown.

On July 14, 2016, the Prosecutor said, a raid was carried out by the Social Protection Ministry and the women were all arrested.

Upon investigation, it was discovered that the women were all in receipt of forged extensions on their passports; as such, they were all taken to the Criminal Investigations Department (CID) Headquarters.

The women pleaded guilty to the offences; however, their Attorney, Mark Waldron told the Magistrate that the women had already bought their airline tickets and would be ready to depart Guyana as soon as today.

They were all fined $20,000 each for overstaying and $30,000 each for fraud.

Narco trafficker jailed, fined $38M A Campbellville, Georgetown man was on Monday jailed for five years and fined $38

million after he was found guilty of narcotics trafficking.

tercepted in December 2015, with seven bags of cannabis in the trunk of his taxi was sentenced when he appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts.

The 26-year-old was charged with possession of 76.6 kilograms of cannabis for the purpose of trafficking.

The Court heard that on December 3, 2015, Able was hired in Rosignol, Berbice, by a man (name not given),

who paid him to transport the seven bags of cannabis to Georgetown. Upon his arrival in the city, the taxi was stopped by a man, later revealed to be a Police Officer, who arrested Able. He was taken to the Police Narcotics Branch.

As the ruling was delivered in Court, the Magistrate stated that the evidence provided by the prosecution proved beyond reasonable doubt that the defendant was guilty of the offence.

...and Turkish failed coup

he “Turkish coup” of 2016 is the coup that never was. We woke up last Friday and heard about the attempt to take over the country. Three days later, it was over with the Government still firmly in power and 6000 persons, mainly from the Army, rounded up. What gives? Was it a case of a few bungling Inspector Cousteau types who couldn’t get their act together? Or was there more than met the eye? Your Eyewitness is interested.

Not least of all because Turkey represents one possible fate of those colonial countries that attempted to graft Liberal politics over an older culture built on contrary premises.

Most of us have forgotten that Turkey was the centre of the Muslim world for centuries and seat of the Islamic “Ottoman Empire”. At its height, it stretched from Europe to India and was as powerful as the Austro-Hungarian Empire that ran things in Europe for the longest while.

But by the turn of the 20th century, it had run out of steam and was dubbed “the sick man of Europe”. The end of WWI in 1918 saw it humiliated with even pipsqueak countries like Serbia nibbling off its territory.

One army officer, Kemal Attaturk decided to make a bold move in 1923: he seized control of the State and decided to transform the State into a “modern” one built on Western Liberal principles. Religion –- in this case Islam – would be banned from the public sphere, women would be educated, individual rights would be emphasised and elections would chose leaders – eventually. He even mandated the wearing of European clothing. In the process, Kemal and his supporters gave a whole new meaning to the term “Young Turks” – gogetters who would storm the bastions of power to change the status quo.

Fast forward to the 1960s. Turkey was transformed all right – but not in the way Attaturk had envisaged. While the “Westernised” citizens had many of the forms of political life as in Europe, the promised prosperity hadn’t been delivered. And it shouldn’t have surprised anyone when some started questioning whether, in fact, the removal of Islam in Turkey from the public sphere and identity was necessary.

The election of Recep Tayyip Erdogan in 1999 to power brought the varying impulses to a head. While he accepted the democratic forms he was a religiously inclined individuals who accepted the return of Islam back as the core of Turkish identity. And that’s what this coup is all about and why it is important to us in Guyana, where there are unresolved questions of the place of identity in politics and the public sphere.

What, in fact, are the limits to forcing an identity on a people?

...and the AFC

Over in Guyana, there was another (hopefully unconnected?) articulation on identity. Through Executive Member and Minister of Business, Dominic Gaskin, we learnt that the AFC had held an all-day confab with its elected officials from both the local and national levels and decided they had to hold on to their identity. They had been in coalition for a year and a half with APNU and the question had long been noted – from inside and outside.

Most folks had concluded the pre-coalition prediction of party leader Khemraj Ramjattan – that the AFC would be “dead meat” if it coalesce with APNU – had come to pass.

But the question now on the table is: “What exactly IS the identity of the AFC?” When it first launched back in 2005 with one leader each from the PPP, PNC and WPA, it insisted it would be a “third force” between the two big guns.

So, will it now support the PPP if they come up with a good idea?

PPP members under SARU, SOCU investigation - Rohee ... calls for end to militarisation of State

he People’s Progressive Party (PPP) is lamenting what it said was government’s move to have members of the party be investigated, and lashed out at the State Assest Recovery Unit (SARU)and the Special Organised Crime Unit (SOCU).

The party’s General Secretary (GS) Clement Rohee has deemed this move as “political witch-hunting.”

“The use of the Guyana Police Force to harass and arrest activists of the PPP, and the use of the criminal justice system to delay and thus deny justice to the electors’ of the PPP vis-à-vis the 2015 Elections Petition,” the General Secretary said, noting that “the PPP understands that recently, based on political directives, warrants have been solicited from the Court to gain access to bank accounts of former PPP Ministers and to carry out searches at their respective places of residence.

All of the above are politically inspired and motivated.”

Rohee said the party has noted the persistent threats by Professor Clive Thomas, head of SARU, to PPP leaders and former government and state functionaries: “The Party wishes to remind once again that SARU has no locus standing within the meaning of neither the Constitution of the Republic nor the laws of Guyana. Any attempt to use SARU to illegally harm the legitimate economic and financial interests of any PPP/C leader and/or former government functionary on the basis of wild, unsubstantiated and politically motivated allegations of corruption

will be stoutly and resolutely rebuffed by the Party,” he said.

Meanwhile, Rohee added that the party continues to have growing concerns over what it said is the militarization of the state and government apparatus in Guyana, by the current administration.

“This tendency is increasingly manifesting itself under the Granger administration, coupled with this development, is the steady but rapid progression of our country in the direction of a ‘police state’. This dangerous and unwelcomed development has its historical antecedents in the Burnham era of which Mr Granger is a product.”

According to him, the new administration has a “penchant for placing retired and serving military officers in Government agencies and departments and to head Commissions of Inquiry into one incident after another”.

“This practice has become so blatant that one letter writer recently posed the question whether being an officer or having once been an officer in the Guyana Defence Force offer a distinct advantage over

the ordinary mortal of this country or is being an officer or having been an officer now is a prerequisite for certain State appointments?”

He pointed out that what the “pro-militaristic administration” has done by virtue of this practice, is to demonstrate its distrust for civilians who are qualified to perform such functions in contradistinction to military personnel. Also by moving in this direction, it seems Government has “outfoxed” the AFC by placing its military confederates in key and critical positions knowing that the AFC would be more inclined to nominate civilians to the said positions which the APNU has absolutely no interest in doing.

“The PPP is of the view that the rise of the APNU+AFC sponsored police state will inexorably result in the decline of freedom in Guyanese.

Under the PPP/C, Guyanese abided by the rule of law and successive PPP/C administrations were held accountable for their actions.

He said since coming into office, APNU+AFC has caused the country to gradually evolve into a police state where justice has become one-sided, an urban middle-class bureaucratic elite runs the show, accountability and transparency is a mockery, the Guyana Police Force is gradually being transformed into an appendage of the military, surveillance of persons of interest (POI’s) is rampant, privacy is constantly being invaded and eroded, and the law is little more than a tool for the Granger administration to browbeat Guyanese into compliance.

GRA gets new Commissioner General T he Board of the Guyana Revenue Authority (GRA) on Monday confirmed that Public Accountant and Attorney-at-Law Godfrey Statia was the new Commissioner General of the tax body.

Chairman of the Board, Rawle Lucas, who was at the time in a meeting with Board members, told Guyana Times on Monday afternoon that the Board had decided on the appointment.

Khurshid Sattaur, who was sacked from the position in January this year.

Following Sattaur’s dismissal, the post was held

by Ingrid Griffith, who acted in that capacity up until June, when she went on leave.

Statia was said to have been the most suitable candidate from a line-up of shortlisted applicants.

Statia is a Certified Public Accountant and Personal Financial Specialist specialising in individual and small business accounting, taxation

and financial planning. He also provided valuation and forensic accounting services for select clients.

He is a member of both the Florida and the American Institute of Certified Public Accountants. He is also a graduate of the Hugh Wooding Law School, University of the West Indies, and practises law in Guyana and the Caribbean.

He is a one-time Deputy Head of the Inland Revenue Department, which was combined with the Customs and Excise Department to form the GRA.

Minibus driver jailed on causing death charge

S

herwin Hopkinson, the minibus driver charged with causing the death of William Trim on March 5, was on Monday jailed for four years.

He was convicted of driving minibus BBB 1302 in a manner dangerous to the public thus causing the death of Trim on March 5, 2016 at Aubrey Barker Public Road, Greater Georgetown.

The Court heard that on the day in question, the defendant had passengers in his bus and was driving in a reckless manner, overtaking several motor vehicles, when he collided with the car driven by the now dead

man.

The impact of the collision caused the motor car to move some distance away from the point of impact and Trim to be thrown from the vehicle. He was picked up in an unconscious state and rushed to a city hospital where he was pronounced dead on arrival.

In handing down the sentence, Magistrate McLennan stated that the prosecution’s witnesses were found to be credible.

She added that the Court was also satisfied with the evidence that was presented by the prosecution.

McLennan noted that the injuries sustained by

the deceased as a result of the accident were the cause of his death. Thus, she said, the prosecution had proven its case beyond reasonable doubt.

The Chief Magistrate revealed that the Court did not find credible the defendant’s defence that the McLennan found the defendant guilty as charged of the offence.

Upon hearing the court’s decision, Hopkinson begged for leniency on the grounds that he has two young children – 18 months old and 4 years old respectively.

However, McLennan did not waver in her decision, stating that a life was lost.

GCCI urges members to pay taxes – businesses owe City Council over $16B

he Georgetown Chamber of Commerce and Industry (GCCI) is urging its membership and the general business community to honour their municipal responsibilities by paying their outstanding dues to the Mayor and City Council (M&CC).

The M&CC is reportedly owed an alarming amount of $16,297,310,598 at present, by business owners who have

failed to pay their dues.

The statement highlighted that the rates and taxes account for a prevalent percentage of the total revenue for the M&CC as they are utilised to assist in the provision of significant services and the rehabilitation of Georgetown.

ments, it would require approximately $3 billion annually. Since many persons do not pay their taxes on time and the M&CC does not collect enough funds, deficits are encountered annually, she noted.

It was revealed by the M&CC that its finances were exhausted on sanitising areas in and outside of the city and rehabilitating focal buildings in Georgetown.

he Government Analyst- Food and Drug Department (GA-FDD) is placing consumers and retailers on high alert that some of the Tunnock’s caramel wafer chocolate bars in circulation have expired since March 31, 2016, but they are still being sold by businesses.

According to the Department, customers are being intentionally deceived as the shelf life of this product is being “deliberately and fraudulently extended”, by it being re-

Are Indians really creolised? A question of identity

T

here is a cauldron of confusion as to who is an Indian in the Caribbean, specifically in Guyana, Trinidad and Suriname as well as in the Indian diaspora in Europe and North America.

In the former case, Indians are treated as outsiders in the wider Caribbean except where they are the majority population.

In the latter case, Indians are labelled and treated as South Asians. In both cases, they are unhomed, if not homeless, striving and struggling for a niche by themselves for themselves.

I argue elsewhere that Indians have been unhomed thrice: first in India, second in the Caribbean, and third in the Diaspora. Paradoxically, these thrice removed Indians carry a triple consciousness. More on this at another time.

In the Caribbean, Indians Dr Lomarsh Roopnarine are perceived or are expected to behave in creolised ways by the wider Caribbean population. There is this thought that since they left their ancestral home a long time ago they have more commonalties with the southern Caribbean than with India.

Indeed, ever since Indians were brought to the Caribbean to supplant the loss of slave labour in the middle of the nineteenth century they have been subject to analects of analysis. Of all the analyses none has been so confusing and controversial than their identity, that is, who are these people?

Their identity has been analysed through binary opposite views. On the one hand, it is argued that some Indians have retained substantial aspects of their culture (religion, for example) amidst some changes in a predominantly Euro-African Caribbean.

On the other hand, it is argued that some Indians have assimilated (dismissal of caste, for example) to Caribbean norms and values alongside the retention of some aspects of their ancestral culture and custom. These Indians practice selective assimilation as well as engage in accommodated shifts to meet their needs and expectations in their new-found homeland.

In recent times, the discussion of Indian identity in the Caribbean has shifted from the binary opposite argument of cultural retention and assimilation to creolisation. The core of the creolisation argument is that since Indians have lost their caste system and have now adjusted to the Caribbean class system, they have become creolised like Africans.

In the Caribbean context, creolisation is a process whereby post-emancipation Caribbean people have developed a way of life different and distinct from their original homeland—Europe, Africa, and Asia. Accordingly, new forms of social organisation, language, religion, and values emerged to replace and reshape old ones.

European and African traditions were merged into a system that was neither totally like Europe nor Africa but uniquely Caribbean with more emphasis on African ways or Africanness.

For example, an average African person in the Caribbean may look like someone in Africa or Europe but does not speak like someone in Africa or in Europe unless he or she has lived in those regions for some time. creolisation emerged mainly from European and African traditions (colonialism, slavery, resistance, etc) in the Caribbean.

For many Africans, creolisation is not only a form of identity but is a concept or a place to begin to recover the Africa that was lost during slavery.

Though Indians have also experienced aspects of European and African traditions, that is, creolisation, through for instance the educational system, its application to Indians as a form of identity is limited in Guyana, Trinidad, and Suriname— home to the majority of Indians in the Caribbean.

The first limitation is that to say Indians have embraced a creolised identity would imply not only that they have experienced a social process that is Euro-African but they have given up their Indianness, or any customs associated with India.

Many Hindus and Muslims live in the Caribbean.

The second limitation is that the concept of a creole identity ignores the spirit of agency among Indians and suggests that they are incapable of retaining their Indian customs in the Caribbean.

I wrote elsewhere that creolisation is predominately black, marginally white and faintly brown.

I will in the future provide some alternative views on Indian identity (for example, ethno-local and ethno-national), which I believe, have gone undetected by analysts.

For now, the purpose here is to provide some information for the growing disdain, disappointment and faddish embrace emanating from the Ministry of Social Cohesion on national unity.

This Ministry has a talismanic presence in Guyana (President’s baby) but it is displaced and obfuscated by staid visions.

Unfortunately, it would take a crane of thoughts and actions to lift the Ministry of Social Cohesion out of its current moribund motion.

he Foreign Affairs Ministry is currently examining plans for its restructuring to improve its functioning. This is according to Foreign Affairs Minister Carl Greenidge, who noted that the reorganisation of the Ministry was part of efforts to address “inhouse deficiencies” and improve support to Embassies and Missions abroad.

Greenidge said that a parallel focus of the restructuring would be enhanced recruitment of skilled staff and more reliance on technology to improve response time for requests from overseas Heads of Missions.

“You can’t manage trade relations with three or four officers who have really come to run a system where in the past you had an entire Ministry concerned with Foreign Trade, and trade relations,” Greenidge said.

The Minister was speaking at the opening of a oneweek orientation of newlyappointed Heads of Missions at the Foreign Service Institute, Shiv Chanderpaul drive.

“The reality is that the training that is required to make embassies abroad efficient is not only required to be directed at the new Heads of Missions, but we also have to do something about deficiencies in house, right here in Georgetown,” Minister Greenidge explained.

Carthe Edeu, 33, called “Sticky”, of Lot 53 Lambert Street, Sophia, and Mazaruni, Bartica made his appearance before Chief Magistrate Ann McLennan.

Edeu pleaded not guilty

to the offence which alleged that on January 1, 2016 at Baramita, Essequibo, he robbed Michael Elliot of $16,000 and two silver bangles valued $60,000.

The defendant told the court that on the day in questioned he was called and told of the offence of which he had no knowledge.

However, Elliot told the court that the defendant tied

him up and knocked him unconscious after which he made off with the articles.

Prosecutor Jones objected to bail due to the gravity of the offence and to the fact that violence was used.

The defendant was placed in the custody of the Guyana Police Force and the matter was adjourned to August 15 at the Bartica Magistrate’s Court.

he promised restoration of the dilapidated Stabroek Market wharf by the Mayor and City Council (M&CC) has not yet begun and vendors on Monday expressed worry as the structure continues to weaken rapidly.

At the beginning of the year, Town Clerk Royston King had announced that there will be a “massive upgrade” at the facility.

However, when Guyana Times visited the area Monday, no work had yet commenced and vendors registered their disappointment at the delay in restoration.

According to vendors, though the area was recognised as a danger hazard, they continued to ply

their trade there since it was their only means of income.

One vegetable vendor at the wharf told this publication: “This wharf propa scary fuh deh pon but

I got to come. It shaky at times. I don’t have anyone to mine me. I have to work.

Now is July and nothing ain’t even start yet.”

Meanwhile, during the latter part of June, King had declared that the Mayor and City Council solicited assistance from the Ministry of Public Infrastructure and is waiting on the “go ahead” to begin the rehabilitation on the Stabroek Market Wharf.

King acknowledged the deterioration of the wharf and so related that preparations are being made to have the vendors relocated, while further highlighting that the Market Office will be temporarily transferred to the Kitty Market.

LM&TC garbage disposal woes continue

lmost four months since taking up office, the Linden Mayor and Town Council (LM&TC) continues to be plagued by community garbage disposal woes, a situation which was inherited from the previous Council.

During a recent interview, Mayor Carwyn Holland contended that it was no secret that the LM&TC has a garbage collection problem, and pointed to the various issues currently faced by the Council in this regard.

“We’re basically handicapped, we’re limped when it comes to garbage disposal. We don’t have a compactor truck to assist and to aid in the pick-up of garbage.

We need to have such facility to be able to better serve our Linden community,” the Mayor said.

While the LM&TC continues to have its hands tied on the issue, residents have been complaining of not having their garbage picked up. This problem was also brought to the fore during a recent statutory meeting of the Council. Although private contractor Cevon’s Waste Disposal provides the service in the community at

a cost, many Lindeners remain reluctant to utilise the service, stating that they pay their taxes and were entitled to the free service which is expected to be provided by the Council.

Additionally, compounding the situation, the Mayor said, was the fact there were garbage bins donated by citizens sitting in the Council’s compound for a long time, as well as the fact that those donated by Government cannot seem to make their way to Linden.

“We have bins donated by the Government, but they’re still sitting in Georgetown... these are all issues that we need to look into,” Holland said.

Further, the Mayor said the municipality was also looking at changing its dumpsite. He said presently work was ongoing in terms of closing off the Dakoura Creek dumpsite and using the Kara Kara dumpsite instead.

“The Government responded positively to the request of the Mayor and Town Council and they’re now doing the contract to do the road to the Kara Kara dumpsite and we’ll have a better dumping facility. But having the facility is one, but two, having the equipment to actually pick up the garbage from around the community, that’s another issue,” Holland said.

Former Anglican Bishop New areas of partnership being Randolph George dies explored with Caribbean Airlines

etired Anglican Bishop Randolph George died peacefully at his Republic Park, East Bank Demerara home on Monday. He was 92. The father of four was a priest for 63 years and served as Bishop of Guyana from 1980 until his retirement in 2008.

He served stints in Trinidad and England and later in the local Anglican Diocese at St Mathews, Supply, Golden Grove and Soesdyke, all on the East Bank of Demerara.

Speaking with Guyana Times on Monday, his widow, Sheila George, who he wed 45 years ago, said that her husband was caring, thoughtful and was fully devoted to the work of the church and welfare of parishioners.

“He was a great encour-

ager and as a priest, he was very meticulous about his priestly craft and even when he became a bishop, he always said that he

would have preferred to be a parish priest, because it gave him contact with people on a regular basis.”

George’s widow, a teacher by profession, further explained that her spouse particularly liked working at parishes in the interior locations.

irst Lady Sandra Granger on Monday met with Caribbean Airlines’ new Chief Executive Officer, Tyrone Tang and its South America Manager Carl Stuart to explore the possibilities of greater partnership.

The meeting was held at the Office of the First Lady in State House.

In an invited comment, the First Lady said Caribbean Airlines requested a meeting to introduce her to Tang, who is currently in Guyana. “We discussed the Kind Soles Project,

which Caribbean Airlines has supported from the inception and has committed to continuing to support,” Mrs Granger said.

rime Minister of Trinidad and Tobago (T&T), Dr Keith Rowley arrived in Jamaica on Sunday at the start of a four-day official visit that Kingston and Port of Spain are hoping will help restore a broken friendship and cauterise the deep wounds between the two Caribbean Community (Caricom) states.

Dr Rowley, who is accompanied by his wife, Sharon, was met at the Norman Manley International Airport in Kingston by a welcoming party led by Prime Minister Andrew Holness and Foreign Minister Senator Kamina Johnson Smith.

Speaking with Journalists shortly after Rowley’s plane touched down, Holness said the Trinidadian PM was here to engage in bilateral talks on areas of mutual interests.

“Tomorrow we will engage in discussions on trade, security and other areas of cooperation, including culture,” Holness said. “So I’m looking forward to a successful visit, and at the end of it, I’m looking forward to a stronger bilateral relationship between Jamaica and our largest trading partner within Caricom.”

Both leaders will also discuss the signing of a framework agreement and the establishment of a joint com-

mission, currently under negotiation, to provide a structured medium for bilateral discussions and cooperation in areas of mutual interest.

Monster El Niño subsides, La Niña hitting soon

s if human-made armed conflicts, wickedness, rights abuse, gender violence, cruel inequality and climate catastrophes were not enough, now the saying “God Always Forgives, Men Sometimes, Nature Never” appears to be more true than ever.

Now that the 2015-2016 El Niño – one of the strongest on record – has subsided, La Niña – El Niño’s ‘counterpart’ – could strike soon, further exacerbating a severe humanitarian crisis that is affecting millions of people in the most vulnerable communities in tens of countries worldwide, especially in Africa and Asia Pacific.

El Niño is the term used to describe the warming of the central to eastern tropical Pacific that occurs, on average, every three to seven years. It raises sea surface temperatures and impacts weather systems around the globe so that some places receive more rain while others receive none at all, often in a reversal of their usual weather pattern.

La Niña is the opposite weather phenomenon – it lowers sea surface temperature producing a counter impact and anyway bring-

ing more catastrophes with heavy rains in areas affected by El Niño draughts and more of these in flooded regions.

While El Niño has devastated harvests, livestock and thus livelihoods, its huge impact on children is

worsening, “as hunger, malnutrition and disease continue to increase following the severe droughts and floods spawned by the event,” a new report from the UN Children’s Fund (UNICEF) has just revealed. (Excerpt from IPS)

Virgilio Andrade, head of the Public Administration Ministry (SFP), the Government’s main anticorruption auditor, was appointed by Pena Nieto in 2015.

He was immediately asked to investigate the President, First Lady Angelica Rivera and Finance Minster Luis Videgaray over

revelations they had bought or made use of homes belonging to a major Government contractor.

The Opposition accused Andrade of a whitewash when the months-long probe exonerated all three of wrongdoing, just as the President was pledging to get tough on entrenched political corruption in Latin America’s number two economy.

Under the new anti-corruption measures, which the Opposition has accused Pena Nieto’s ruling Institutional Revolutionary Party (PRI) of seeking to water down, the new head of the SFP must now be ratified by the

Senate before taking office.

Andrade said in a televised address he was standing down to make way for the implementation of the new anti-corruption system, set to be promulgated by the President later on Monday.

The reform aims to step up oversight of public officials and will create a special anti-graft prosecutor.

‘Criminal mastermind’ killed in ambush in Trinidad

eputed gang leader and criminal mastermind Selwyn “Robocop” Alexis was assassinated at his Enterprise, Chaguanas business on Sunday.

Alexis, customer Kevin Escayg, of San Juan and Escayg’s four-year-old son, Kirchard Scott, were shot several times as a group of gunmen ambushed them at Alexis’ carwash at Freedom Street around 16:30h.

Central Division Police were bracing for reprisal killings last night, as one of the gunmen shot dead by Alexis as he returned fire before being killed himself, was identified as a member of a rival gang in the community.

According to reports, Alexis, Scott and Escayg were standing in the yard of the carwash when a man came onto the compound talking to Alexis. The man was wearing a black wig and at some stage Alexis realised he knew him and said

Alexis and one of his customers were killed in an ambush by a man, who was also killed

so. At this stage, however, two cars stopped near them.

Alexis, Scott and Escayg were shot several times before Alexis managed to draw a gun and shoot his initial attacker before also getting

off some shots at his other attackers. The other gunmen eventually shot the trio several more times before they returned to their vehicles and drove away, leaving their wounded accomplice.

overnments of the Organisation of Eastern Caribbean States (OECS) are to collaborate on a study to investigate the viability of a national health insurance scheme for the sub-region.

A communiqué issued Monday following the meeting of the leaders of Antigua and Barbuda, Dominica, Grenada, St Lucia, St Vincent and the Grenadines, St Kitts-Nevis, Montserrat, Anguilla and the British Virgin Islands last week, noted that the summit had discussed the establishment of a health unit .

The communiqué stated that the leaders had noted the opportunity for sharing best practice in health delivery and considered “the advances made by St Kitts and Nevis in collaborating with the World Paediatric Project to deliver free paediatric health care to its nationals as well at citizens of the OECS”. “Heads agreed that all Member States would collaborate on a study to investigate the viability of a National Health Insurance Scheme and take account

here has been outrage in India after a student was allegedly gang-raped by five men who had also raped her three years ago.

Police are yet to make any arrests although the 21-year-old was attacked last week in Rohtak town in the northern state of Haryana.

She had been pursuing a case in court against the five men, when she was attacked on Wednesday.

The woman said she was forced inside a car and the men tried to strangle her.

She was seriously injured and left for dead in the bushes. A passerby saw her and took her to the hospital.

The woman was first assaulted in 2013 in Bhiwani town.

Lindeners raise tax issues Guyana's population stands at 746,955 − census report with GRA officials

axpayers in Linden were afforded the opportunity to engage officials of the Guyana Revenue Authority (GRA) on numerous tax-related matters.

The activity, held on the lawns of the Mackenzie Sports Club, came about at the behest of the Ministry of the Presidency.

“Anyone with any issue relating to the GRA would be able to have them sorted out here with us... if we are unable to finalise it at this end, we will do the necessary research and groundwork back at Head Office and provide the taxpayer with a status update,” senior GRA official Ingrid Griffith said in an invited comment.

Accompanying Griffith were Satesh Basdeo, Manager of Integrated Regional Tax Offices, and Naresha Bobb-Semple, Manager of Tax Advisory Services who listened to the residents and provided guidance where necessary.

Shop owners who were subject to compliance checks by the GRA, during the countrywide undertaking recently, turned up at the July 15 outreach seeking advice on the way forward. The enforcement activity had identified many deficiencies where compliance was concerned, but had

prompted many to take corrective action since they became knowledgeable about the relevant documents needed to obtain a shop licence. During conversations with taxpayers, Basdeo reiterated the objective of the compliance campaign which he assured was not designed to intimidate anyone.

Inquiries were also made about the Mortgage Interest Relief (MIR) facility, which targets first-time homeowners with a mortgage of no more than $30 million.

Mortgagers seemed interested in the length of time between application and the relief being made available.

Advice was also provid-

ed to taxpayers seeking a Certificate of Compliance, which is now valid for six instead of three months.

This new measure was adopted by the GRA with the ratification of the Governing Board after an in-depth review in response to concerns expressed by the business community. Recommended changes were also adopted in critical areas of the Authority’s operations, including a transition programme that was geared at boosting the level of service at the GRA’s Regional Integrated Tax Offices, one of which was located at Casuarina Drive, Mackenzie.

he Bureau of Statistics just recently announced its publications of compendiums one and two of a four-part compendium series detailing the findings of the 2012 Census.

According to the Bureau the findings of the 2012 Census highlighted a continued proportionate decline in the populations of the main ethnic groups and a compensatory increase among the Mixed-races and Amerindians\Indigenous populations. The final population count stands at “746,955”.

Nevertheless, the Bureau noted: “The distribution pattern of the ethnic groups has still remained unaffected since the 2002 Census with Indo-Guyanese remaining as the largest group followed by those of African Heritage, the Mixed Race, the Amerindians\Indigenous peoples and the Portuguese, respectively.”

According to the 2012 Population and Housing Census: “The final census count has been adjusted downwards by 929 persons from the preliminary count, a difference of 0.12 per cent.

This difference is insignificant and within acceptable limits according to demographic standards.”

The Bureau of Statistics in a media release posited that the Final Report for the 2012 Census will be disseminated in fourth compendium.

The Body explained that in accordance with its commitment to disseminate the Report from June, the methodological note on the final Census count and compendium one were disseminated on the Bureau’s Website in May and June of 2016, respectively.

The recent publication, compendium two however, was disseminated earlier in the current month of July and provides further information about the country’s “population composition in terms of Ethnicity, Age structure, Dependency Ratios, & Religion.”

Additionally, new information about the population trends such as national population size by Region and population growth patterns are also detailed in this latest publication.

The upcoming third compendium will analyse “the important Economic Activity profile of the population and will be disseminated by the end of August. The final Compendium which will address the remaining key Topics such as Education, Fertility, Mortality, Housing will be disseminated by end November” said the Bureau.

Additionally, there is expected to be a table module with data from other interesting topic areas which will also be disseminated with the fourth compendium.

According to the Bureau

of Statistics: “Guyana has completed its 2012 National Population and Housing Census. Like the 2002 Census, Census 2012 was conducted as part of the United Nations 2010 Global Round of Population and Housing Censuses. The 2010 round spans the period 20052014 and as customary saw the Caricom group executing their censuses in the year that is halfway within the period defined as the 2010 round.”

The Population and Housing Census is one of Guyana’s largest national exercises. In the Census, which is conducted every ten years: “Enumerators (census-takers) visit every household in every part of the country to administer questionnaires that collect social and economic information and data on the population. The Population and Housing Census is an extremely important national exercise and it is every citizen’s duty to cooperate according to the laws of Guyana, as the Census produces a huge body of information that is used in planning and development.”

The Bureau of Statistics in its release noted that a plethora of information with accompanying tables are now available for all types of users.

Lindeners to benefit from treated water by mid-August

T

he Amelia’s Ward and Wisroc water treatment plants are expected to become operational by mid-next month.

These will provide treated water to thousands of residents of the Region Ten (Upper Demerara/Berbice) town of Linden.

Executive director of Infrastructure Planning and Implementation of the Guyana Water Incorporated (GWI), Ramchand Jailal, told the Government Information Agency (GINA) that the two water treatment plants were completed over a year ago, but after inspection, they were found to have defective filters.

Jailal noted that GWI is carrying out works to fix the filters: “At present work is ongoing on the improvement of the filters because for any water treatment

plant, that’s the heart.”

Testing of both plants should be completed within two weeks. Jailall explained that once testing is completed, the treatment plants will become fully operational. The director explained that, “they are scheduled to undertake testing in the latter part of this week and after they test the filters at Ameila’s Ward, in another two weeks’ time we will also be testing the filters at Wisroc.”

The aim behind constructing the two water plants is to reduce operational costs associated with the treatment of surface water from the Demerara River. The repairs will cost over $50 million, with $35 million for the redesigned filtration system and a further $15 million for the

shell structure.

Additionally, the Mackenzie and West Watooka water plants will undergo rehabilitative works in August and will serve as a backup.

“These projects have already been tendered and evaluated and are at present at the National Procurement and Tender Administration Board for award for contracts. We expect those awards before the end of July and the works are expected to start in August,” Jailal said.

Linden residents, at the Ministerial outreach on Friday, highlighted the water challenges they face on a daily basis; however, they were made aware of the ongoing efforts by GWI to ensure that potable water is accessible to every resident.

BIT needs more resources – Chairman T − gears to meet future needs

he Board of Industrial Training (BIT), through its National Training Programme for Youth Empowerment (NTPYE), continues to churn out skilled persons, but to ensure the programme’s continued success, more resources are needed, BIT Chairman Clinton Williams said.

Williams recently told the Government Information Agency (GINA) that resources were needed, especially with the advent of competency-based training.

“The context and concept is to train to perform, and then give you the theory after. We need to get instructors that are competent enough to deliver this for us.”

The Chairman said the BIT programmes were geared to meet the future needs of local industries.

Williams pointed out that the programmes have been implemented with great success in all of the Administrative Regions except Region Eight. This Region, he said, will have a special programme to suit

the skills needed in its mainly mining communities.

“Mining communities require heavy equipment operators. A programme in that Region will start with that aspect of the training, and then we will go on to other things.”

The Board Chairman dispelled the notion that vocational training was geared mainly towards those who have successfully completed a basic schooling (literacy) programme and attracts mainly males. One aspect of classes taught is the up-

grading of literacy skills across the board. Williams told GINA that the ratio of females to males is 55:45 across the board for the approximately 20,000 youths trained thus far.

The training offered is also centred on equipping youths with what the job market demands. Williams noted, “What is important now is what could get you a better job, with better benefits.”

The training programme is expected to generate, according to Williams, approximately 1600 trained youths this year. This will bring the total number of skilled youths to around 22,000 since the programme began in 2006.

On July 13, 182 youths graduated from the third NTPYE at the Upper Corentyne Industrial Training Centre. The programme saw participants trained in areas of engineering, information technology, automotive repairs, management, garment construction, carpentry and other skills.

T&T: Drug dealer’s hit executed on man

espite his mother’s heartfelt pleas to stay away from Charles Street, La Romaine, Trinidad teenager Mickel Thomas’ persistence in liming with his friends there ended in tragedy when he was gunned down in a driveby shooting on Saturday.

Thomas, 19, of Nice Street, died while undergoing emergency treatment at the San Fernando General Hospital Sunday, leaving behind to mourn his pregnant girlfriend.

According to Thomas’ older brother Ryan, the teen went to watch movies at his God-brother’s home along Charles Street around 4 pm.

While there, he got a phone call from someone telling him to come pick up a barbecue chicken meal.

As he rode his bike out to a junction however, a white Nissan AD Wagon pulled in front him and three men with automatic arms got out and shot him. The men got back into the car and left.

Neighbours immediately took him to the hospital, but he died within minutes.

Struggling to fight the tears, Thomas’ mother, Dionne, said for days people had been warning her that a drug dealer in the area had put out a hit on her son. She said a friend even advised her to get Thomas out of La Romaine. But she said despite warning him, he remained adamant that he had done nothing to anyone.

She admitted that his friends sold drugs for the dealer and Thomas had an exchange of “small talk” with the dealer’s stepson.

New civil society representative to Guyana’s Global Fund CCM elected

ust recently the Guyanese civil society representatives elected Dr Dawn Stewart, the unopposed nominee of the Guyana Equality Forum (GEF), as the civil society representative to Guyana’s Global Fund Country Coordinating Mechanism (CCM), replacing Renuka Anandjit, Programmes Director of the Guyana Responsible Parenthood Association (GRPA) who resigned after serving for five months.

The Country Coordinating Mechanism was established as an oversight apparatus for the effective implementation of grants provided to Guyana by the Global Fund to Fight AIDS, Tuberculosis and Malaria.

This newspaper understands that the mandate of the CCM is to coordinate the preparation and approve proposals for submission to the Global Fund and to monitor the implementation of all approved grants.

The CCM focuses on performance by linking Global Fund resources to the achievement of clear, measurable and sustainable results based on agreed monitoring indicators.

Membership in the CCM is said to be broadly representative of a variety of stakeholders, each representing an active constituency with an interest in one or more of the funded dis-

The Guyanese civil society representatives in a release noted that the newly-elected representative Dr Stewart “is the founder and current CEO of CPIC’s Monique’s Caring Hands which provides support to over 200 families from various regions in Guyana affected by HIV, provides women with empowerment sessions in various communities in Guyana, and overall works as a non-governmental organisation for sustainable development for women, single parent-homes and families.”

According to the representatives, Dr Stewart

has years of experience in “Public policy, health, education, nursing counselling, psychology, risk management and business management; both in the national and international arena focusing on mostly health and education, US foreign policy in the Caribbean and the role of the US in international organisations, NGOs and financial institutions.”

“Dr Stewart herself has conducted workshops on behavioural change for various entities and groups, including the Guyana Fire Department, prison officers and nursing students, established the Guyanese Women Roundtable in 2014, and facilitated and coordinated human rights training programmes for women across Guyana, alongside her other responsibilities as CEO of CPIC’s Monique Caring Hands” the representatives noted.

Now serving as the Representative on the CCM for the civil society constituency, Dr Stewart has pledged to work with other representatives for the betterment of all Guyanese: “I also pledge to use my creative, energetic and visionary leadership with demonstrated experience in communication, management, advocacy, and community involvement to advocate on behalf of the affected communities and Guyana as a whole.”

She said neighbours told her the same car used in the murder was seen driving around Nice Street and slowing down at their house on Friday night and that there were men hiding in a track between Nice Street and Charles Street, and they were asking for Thomas.

“My son was a loving son, not disrespectful to anyone and he was a hard working child. He just used to lime in Charles Street with his friends, his God-brother and that was just Mickel right through. He loved to lime all the time.”

She said Thomas had recently completed a welding course at a Servol Life Centre and was job hunting. Police had not held anyone for the murder up to last night.

And in what police be-

lieve was a reprisal for Thomas’ killing, Gary McLaren was shot along George Street, La Romaine, around 16:00h Sunday. He was hospitalised, undergoing treatment for a gunshot to the chest.

Police are also trying to determine whether the shooting of Stephon Gonzales on Saturday night was linked to Thomas’ murder.

A report stated that around 11:30h Saturday, Gonzales, 39, was liming with some friends along George Street when a Nissan AD Wagon slowed down from a distance and its occupants opened fire. He was later found lying on the ground bleeding from gunshot wounds. He was taken to the hospital where he remained warded in a stable condition yesterday.

mentally challenged teenager has given birth for her grandfather, who has now been charged for incest after hiding from Police for over a year.

The grandfather, 65, was remanded in custody by a Chaguanas magistrate after appearing on the charges of buggery and incest. He will appear before a magistrate in the San Fernando Magistrates’ Court today.

The charges stemmed from an incident where the man allegedly had sex with his then 15-year-old female relative on numerous occasions at her south home.

The girl is also said to be mentally challenged.

After the teenager got pregnant her parents questioned her and she told them her grandfather had had sex with her. She also told them he buggered her.

The girl’s parents made a report to the police in January 2015 and she gave birth one month after, in February.

Police said the incidents took place during the period 2013 and 2014. After the report was made to the police,

the grandfather went into hiding.

Last week Monday, however, officers from the Central Division Task Force received information on where he was living. The officers went to an apartment located at Duncan Street, Port-of-Spain, where they arrested the man. He was

taken to the Task Force office at the Chaguanas Police Station where he was interrogated and eventually admitted to the crimes.

Slovak Sagan beat Alexander Kristoff in a photo finish, with the Norwegian initially thinking he had won, after a chaotic end to stage 16 in Bern.

Star-studded CPL poses T&T crowned U-17 champions, threat to ECB's plans for Guyana narrowly miss out franchise T20 competition U

CB bosses are growing increasingly nervous about the rise of the Caribbean Premier League (CPL), which threatens to derail their own plan for a new city-based franchise Twenty20 competition.

Money from Indian Premier League (IPL) investors is flooding into the Caribbean competition, which is running concurrently with England’s showpiece T20 tournament.

The past few weeks has seen an exodus of highprofile international stars from the ECB’s current T20 Blast competition — including New Zealand’s Brendon McCullum, Sri Lanka legend Kumar Sangakkara and West Indies star Chris Gayle — for the more lucrative six-week tournament in the West Indies.

ECB chairman Colin Graves and chief executive Tom Harrison have been sounding out county bosses before the ECB officially commence negotiations with Sky over a multi-million pound new TV deal for 2019.

BT Sport are also expected to join the bidding.

The City-based competition in England would run in July, with a broader 18—

county tournament running through the season, and senior ECB figures are understood to have expressed serious concerns to county bosses about the growing draw of the CPL and the growing interest in it from India.

The Trinidad and Tobago Red Steel franchise, which is part-owned by multi-millionaire Bollywood actor and Kolkata Knight Riders investor Shah Rukh Khan, was recently renamed the Trinbago Knight Riders, or TKR to mirror the IPL franchise.

ECB bosses know if the CPL morphs into an extended version of the IPL, their city-based competition in England would be blown out of the water with the Indian television market unlikely to be interested in a competition robbed of the world’s biggest names. (Daily Mail)

ussia should be banned from the Rio 2016 Olympics and Paralympics, and other international events, according to WADA’s athlete committee.

The World Anti-Doping Agency’s athlete committee has supported the body’s call for Russian competitors to be banned from the Rio Olympics, in the wake of a damning investigation that found evidence of a state-dictated cover-up.

WADA appointed Professor Richard McLaren to lead an independent investigation into allegations of Russian state manipulation of the doping control process, following comments from Dr Grigory Rodchenkov, the former director of the WADA-accredited laboratory in Moscow.

On Monday, McLaren presented his report, which found Russia had a system in place - “directed and controlled” by the country’s Ministry of Sport - to cover up positive tests in a wide range of sports.

WADA responded by recommending that Russia, whose track and field athletes are already the subject of a suspen-

sion from international competition, are banned from the upcoming Olympics and Paralympics in Rio. That view was echoed by WADA’s athlete committee in a subsequent statement.

It read: “The findings of the McLaren Report are truly shocking. We as a committee are deeply upset to read of the unprecedented levels of doping and subversion that have taken place in Russia.

“This is an investigation that clean athletes and our committee have been publicly calling for since last year. Although we have known of the allegations, to read the report today, to see the weight of the evidence, and to see the scale of doping and deception is astounding.

“We fully support the recommendations put forward today by WADA to the international sporting community, and sincerely hope that technicalities are not used to circumvent these appropriate sanctions.

“We would like to highlight our belief that WADA must allow Professor McLaren and his team to continue their investigation, that Russia should be banned from the Rio Olympics,

Paralympics, and other international events, and that international federations must enact sanctions so as to protect clean sport.

“All athletes have a right to clean sport and a right to compete clean. Now is the time for sporting organisations to stand up against doping and affirm in the most robust ways possible their commitment to protecting clean athletes and zero tolerance. This can only be achieved through the collective sanctioning (of athletes, officials and organisations) that has been recommended.

“The WADA athlete committee stands with all the clean athletes of the world, and especially at this time with those clean athletes that have suffered as a result of the doping and subversion outlined in this report.”

The executive board of the International Olympic Committee (IOC) is set to convene on Tuesday to discuss the matter, with president Thomas Bach having said the organisation “will not hesitate to take the toughest sanctions available against any individual or organisation implicated”.

Guyana won three matches while two were abandoned due to rain but ended on 20.3 points, 0.3 points behind eventual winners Trinidad and Tobago who also played unbeaten.

In their final game, Guyana defeated Windward Islands by a comprehensive margin of 60 runs to go with their wins in the first and second round over Leewards by 44 runs and Barbados by six wickets in that order. The scheduled games against the host and Jamaica were washed out.

Guyana entered the final round needing to secure a win to keep their hopes alive to win the title and they did exactly that.

Batting first, Guyana recorded the highest total of the tournament 253-5 off 50 overs. Sachin Singh top scored with 78 while Vicecaptain Joshua Persaud made 77 and got support from Ashmead Nedd (33) and Kurt Lovell (26 not out).

Garner appointed West Indies’ Senior Team Manager

T

he West Indies Cricket Board (WICB) wishes to announce the appointment of Joel Garner as Team Manager for the West Indies senior men’s team.

Garner joined the team for the upcoming fourTest Series against India which starts on Thursday in Antigua. The contract is for a period of three years.

Garner brings a wealth of management and cricketing experience to the job. He served as interim manager for the 2009 to 2010 period which included West Indies tours of Australia and Sri Lanka; South Africa and Zimbabwe tours to the West Indies and the ICC World Twenty20 which was held in the Caribbean in 2010. He also served as West Indies A Team manager.

Garner worked for Cable & Wireless in the telecommunications industry in Barbados as well as a senior officer at the island’s National Sports Council.

He has served in several roles to promote cricket in the Caribbean at events such as the World Travel

He has been President of the Barbados Cricket Association (BCA) for the last three terms and contested the post of the WICB presidency in 2013.

Garner has been a director on the board for the WICB and during the period has sat on venue development and cricket committees.

Hailed as one of the greatest fast bowlers of all time, he played 58 Test matches and 98 One-Day Internationals between

1977 and 1987.

He took 259 Test wickets at an average of 20.97 each and 146 wickets in ODIs at an average of 18.84 and economy rate of 3.09 per over. He was a World Cup hero in 1979 as West Indies beat England at Lords to win the prestigious title for the second time.

“I always answer the call in West Indies cricket. It is always an honour to serve in any capacity in West Indies cricket and I’m pleased to be back with the team as manager to share my knowledge and experience to the team and be an ambassador for West Indies cricket and the region,” Garner said.

ith a number of South African internationals set to complete their Hero Caribbean Premier League (CPL) stints, the tournament organisers have confirmed a list of three replacement players for the remainder of the tournament.

Barbados Tridents duo AB de Villiers and Wayne Parnell as well as Dale Steyn of the Jamaica Tallawahs have been recalled by Cricket South Africa to fulfil a contractual obligation to attend the annual Cricket South Africa / South African Cricketers Association Awards ceremony which takes place in Johannesburg.

Both de Villiers and Parnell made a winning contribution to the Tridents in their last game on Sunday night when they helped the home side defeat the St. Lucia Zouks by 25 runs. The duo will be replaced by Pakistan’s Ahmed Shehzad and Proteas fast bowler Marchant de

Guyana strike gold at 21st Caribbean Darts Championships

udesh “Kerry” Fitzgerald and Luis Ramirez-Merlano struck gold for Guyana as they earned the top spots in the Men’s Doubles of the 21st Caribbean Cup which was held in Barbados from July 9 to 17.

On Sunday Fitzgerald won the individual single title and later teamed up with Ramirez- Merlano to take the men’s doubles crown.

Wins in these two categories along with a few other top finishes help Guyana to sixth place out of a total of nine teams.

Apart from the men’s

double title and the single title, female player Jaswantie Hiralall was outstanding for Guyana in the blind draw; where randomly selected competitors played for top honours. She finished as runner up.

At the conclusion of the tournament Fitzgerald was named the event’s Most Valuable Player (MVP).

Fitzgerald spoke to Guyana Times Sport upon the team’s arrival at the Eugene F. Correia Airport and said, “Fitzgerald said it feels good to be a winner and hard work has paid off.” He informed that he will now be preparing for international tournaments later in the year.

Hiralall acknowledge it was a very competitive tournament, but felt she could have done better and will be working on her game the next time around.

Stefanie Taylor receives Dolphin Award of Excellence — Marissa Aquilera inducted as Honorary Member

he Rose Hall Town Youth and Sports Club (RHY&SC), M.S on Saturday last hosted several cricketers drawn from several countries taking part in the 2016 WICB female tournaments that are played in Guyana. The players were drawn from Trinidad and Tobago, the Leeward Islands, Windward Islands and Guyana teams and included West Indies players Marissa Aquilera, Shemaine Campbelle, Tremayne Smartt and Britney Cooper.

West Indies captain Stephanie Taylor was unavoidable absent but was inducted as the ninth awardee of the Club’s prestigious Dolphin Award of Excellence Scheme. Former West Indies Captain Merissa Aquilera who was also honoured by Guyana’s leading youth and sports organisation, was inducted as an honorary member and received a set of Club souvenirs.

Club Secretary/CEO Hilbert Foster expressed gratitude to Colin Stuart and Melinda Bishundyal of the Guyana Cricket Board for arranging the visit and stated that it was part of the Club’s

effort to expose its membership to positive role models with the hope of inspiring them to fulfil their potentials.

Foster provided a comprehensive briefing to the visitors which included the Manager of the Leeward Islands and Trinidad Teams along with the Coach of the Windward Island Team on the history of the RHTY&SC, M.S history, achievements over the years and plans of the future. He advised the players to continue being a positive role model

to youths and to work hard to make a positive difference in the lives of the less fortunate back in their homeland.

The RHTY&SC, he proudly stated would continue to spearhead the effort to guide youths on the correct path and issued an invitation to Taylor and Aquilera to visit the Club for a working visit to speak to youths. The former West Indies accepted the offer immediately and has indicated that she would visit by this yearend.

As emotional Aquilera speaking to Club members, congratulated them on the outstanding work that the RHTY&SC was doing and stated that she was delighted to be inducted as an honorary member of such a dynamic and progressive organisation.

The former West Indies captain spoke broadly on the importance of hard work, personal discipline and urged the attentive youth cricketers to always strive to the highest possible standard.

West Indies player Britney Cooper, who scored the winning runs to win the 2016 T20 World Cup, also addressed the young cricketers and spoke of how the importance of setting goals in life is. Cooper stated that her own personal goal was to play for Trinidad and the West Indies by the age of 23 years and via hard work she was able to do so. She urged the RHTY&SC members to take every opportunity been given to them and to make sure that they stay in school to obtain an educational background as education was the Key to success.
