Lone gunman attacks Drug charge dismissed WBD businesses against duo

unmen on Wednesday carried out brazen robberies on two West Bank Demerara business places within a 24-hour period. According to reports, the first robbery was committed at Murphy’s Shop in Murphy Street, Good Intent Village, where Massy delivery workers were held up at gun point and robbed by a lone gunman.

Guyana Times was told this attack occurred during afternoon hours when the proprietor’s daughter and niece were about to receive goods from the Massy delivery truck.

The proprietor of the shop related that she was not at home at the time of the robbery, but related that she is very upset over the entire ordeal. The woman also pointed out that the business is well secured and that the gunman was unable to steal from the shop. However, persons in the area are said to be afraid of going there.

According to reports, the gunman carted off with, not only the personal belongings of delivery truck workers but, the company’s (Massy’s) money as well. While in her distress, the owner of the

Murphy Street shop appealed to would-be bandits to think twice before entering a life of crime.

“I would tell them don’t even think about it, think twice, they are jobs out there, at different levels you can get, people need people to clean and weed their yard [or] help them to do something, you might not be the Minister or the President but there are jobs,” she noted.

Meanwhile, the second robbery, which was initially reported by Guyana

Times, occurred around 21:10h, when two gunmen stormed a Sisters Village roadside shop and bar.

This publication was told that the two bandits forced several persons to lie face down while they relived them of their belongings. The bandits reportedly approached the shop posing as customers, but quickly carried out the robbery.

One victim of the attack, who preferred to remain anonymous, told this newspaper that he

was at the time purchasing phone cards, when the bandits came up, whipped out a hand gun, forced him to the ground, and made off with his mobile phone and money.

Guyana Times was also informed that as one of the gunmen held up persons in the shop, the other reportedly ransacked the home of the shop’s owner. This publication understands the Police are closely pursuing one of the prime suspects in the reported West Bank attacks, while other individuals were questioned.

It is not clear if both attacks were related, but police are continuing their investigations.

he duo that was jointly charged for the recruitment of persons to traffic cocaine had the charge against them dismissed on Thursday at the Georgetown Magistrates’ Courts.

Rolston Bacchus and Mark Sawyers pleaded not guilty to the charges which alleged that they recruited Safraz Jalaladeen to traffic 6.04 kilograms of cocaine out of Guyana from April 1-May 19, 2016.

Presiding Magistrate Judy Latchmam said a prima facie case was not made against the defendants since the evidence of the prosecution’s witness, Gilalidine, was manifestly unreliable.

Just over two weeks, Jalaladeen appeared before Chief Magistrate Ann McLennan and was sentenced to four years imprisonment for the offence. He had since been cooperating with the Customs Anti-Narcotics Unit (CANU) assisting with the investigations.

Ranks attached to CANU were able to finger the men after Jalaladeen was busted at the Cheddi Jagan International Airport with the drugs concealed in Kerrygold milk packets in two of his suitcases.

While Sawyers walked out of court a free man, Bacchus still remains remanded as he has another drug matter pending.

Minister Carl Greenidge and his Colombian counterpart are soon to enter into negotiations regarding the abolition of visas for the holders of ordinary passports within the two countries.

This initiative comes

on the heels of a wider discussion to promote free travel among Members of States of the Union of South American Nations (UNASUR).

State Minister Joseph Harmon, who made the announcement on Thursday morning, explained that the reciprocal visa waiver will pave the way for increased trade and investment activities between the two countries.

Previously, the State Minister announced that discussions were underway to develop a plan for the establishment of a common South American passport which will provide the opportunity for South American nationals to travel freely across the continent.

inance Minister Winston Jordan on Thursday presented to the National Assembly, a breakdown of almost $3 billion, which the Administration has begun spending in addition to the 2016 National Budget.

The expenditure has since revealed that in excess of $406 million was used for the completion of the Durban Park Development Project to facilitate the hosting of Guyana’s 50th anniversary celebrations. This is in addition to the $73 million that had already been allocated in the National Budget for the Durban Park project, under the Public Infrastructure Ministry.

Financial Paper 1/2006, which was presented to the House Minister Jordan and represents advances already made from the Contingency Fund, details the monies that would have been used by the Ministries of Agriculture and Public Health, and the Guyana Defence Force (GDF).

The Contingency Fund was established as a subfund to the Consolidated Fund, commonly referred to as the Treasury. Under the FMA, “The Minister, when satisfied that an urgent, unavoidable and unforeseen need for expenditure has arisen – (a) for which no moneys have been appropriated or for which the sum appropriated is insufficient; (b) for which moneys cannot be reallocated as provided for under this Act; or (c) which cannot be deferred without injury to the public interest, may approve

a Contingencies Fund advance as an expenditure out of the Consolidated Fund.”

According to the breakdown provided by the Finance Minister, $234 million was spent by the Agriculture Ministry as part of its subsidies and contributions to local organisations. The details provided

by Minister Jordan revealed that $193 million went to the National Drainage and Irrigation Authority (NDIA) due to the increase in expenditure resulting from the unexpected and prolonged dry season as a result of the El Niño phenomenon.

The Public Health Ministry also utilised an additional $63.5 million to pay rental for the storage of pharmaceuticals between March and June of this year, in addition to payments for rental to the Linden Holding Company, “as per Cabinet decision for the month of July 2016” in addition to the payment of a security deposit.

The GDF, according to the Financial paper presented by Minister Jordan, was the recipient of substantial sums of money, in addition to what was voted for in the 2016 Budget. The document revealed that $20 million was used by the GDF “as provision to offset expenses for the procurement of maps and writing materials which aided in the development of Orders and other related documents in support of the 46th Republic anniversary celebrations, 50th Independence anniversary celebrations and intensifying operation DRAGNET.” The GDF also benefited

from an additional $54 million, and according to the Finance Minister’s breakdown, this money was utilised for “operational readiness of ranks for parades that ensured the success of operation DRAGNET over the 46th Republic Day and 50th independence anniversary celebrations. The Finance Minister also submitted a second financial paper totalling just over $2 billion to be spent by a number of Government budget agencies including the recently established Telecommunications Ministry.

Indigenous Peoples

C

ome next week Guyana will be joining the rest of the world in observing International Day of the World’s Indigenous Peoples. This year’s focus is on the right to education. According to the United Nations data, there are an estimated 370 million indigenous people in the world, living across 90 countries. However, they make up less than five per cent of the world’s population, but account for 15 per cent of the poorest. They speak an overwhelming majority of the world’s estimated 7000 languages and represent 5000 different cultures.

Indigenous people’s rights, and more specifically their right to education, have over the past 25 years become an important component of international law and policy after being neglected for many decades. This importance was driven not only by nation states at the domestic, regional and international levels but by indigenous peoples themselves.

The right of indigenous peoples to education is protected by the UN Declaration on the Rights of Indigenous Peoples, which in Article 14 states that “Indigenous peoples have the right to establish and control their educational systems and institutions providing education in their own languages, in a manner appropriate to their cultural methods of teaching and learning.”

In Guyana, rights of indigenous peoples are protected by the Amerindian Act of 2006, which clearly states it is “an Act to provide for the recognition and protection of the collective rights of Amerindians, the granting of land to Amerindians, and the promotion of good governance within Amerindian Villages and Communities”.

Particularly, Goal 4 of the 2030 Agenda for Sustainable Development calls for ensuring equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations. According to the UN, in the Latin America and Caribbean Region, on average, 85 per cent of indigenous children attend secondary education, but only 40 per cent complete that level of education.

Locally, advocacy for improved education has been a loud trajectory and has yielded much fruit. The Hinterland Scholarship Programme (HSP) affords academic opportunities, at both the secondary and tertiary levels, and has taken centre stage in the revitalisation of Amerindian education. This programme allows for the integration of hinterland students into the wider Guyanese society and provides students with quality secondary and technical education not accessible in their communities. According to Government statistics, more than 1000 indigenous students has benefited from this scholarship, which cost over $66 million and which has produced doctors, nurses, medexes, engineers, teachers, and agriculturalists among other professionals.

At a regional level in Guyana, much to the credit of the previous Administration, primary and secondary schools exist in all administrative regions.

Laudable also is the fact that the indigenous community have played an integral role in national development at the levels of national decision-making bodies, village councils, community-based organisations, and also international agencies. Impressively, at the highest decision-making forum – the National Assembly – sits a number of indigenous persons. Notably, while indigenous peoples in many countries have been dispossessed and continue to struggle for rights to lands and resources, Guyana’s national laws allow for granting of legal titles to lands, land demarcation and extensions to strengthen tenure security. Importantly, in Guyana, the indigenous population privately owns more than 14 per cent of the country’s land mass.

There is no doubt that the indigenous peoples all over the world continue to struggle for equality and respect for their rights. With respect to the education of our indigenous peoples, barriers such as discriminatory attitudes and stigmatisation of indigenous identity in the school environment still very much do exist. It is these barriers which must be broken and this can be done by more awareness of the rich cultures of our indigenous brothers and sisters.

Is Crum-Ewing’s death or murder a cold case story?

Dear Editor, When Crum Ewing was murdered it was reported that he was engaged in his usual pastime of campaigning for the then opposition coalition. The killer/s, approximately four in number, suddenly drove up in a car chased him down and pumped five bullets into him seeing his immediate demise.

Those men were there on a mission, to see him dead, and they did just that. They ensured that he was dead because of whatever deep-seated reason or reasons they might have had with him. The course of events also suggests that he knew his attackers, because of the chase.

I would hasten to add that his wife and other relatives are well aware of this too, and I am of the view that they know his enemies or persons who wanted to kill him and they need to be forthcoming with us. What they know can be valuable information in the hands of the police. But again they might be fearful of the implications of the criminals coming after them in the same brutal manner.

In any event the police should be notified, do not withhold what you know from the police.

But they are not helping Courtney’s cause only clinging on to the PNC/

AFC’s theory of him being killed by the PPP/C Party due to his political views.

This theory does not hold much water because this is not a strategy used by the PPP/C Party. This party has a track record of clean and above-board electioneering and I do not see them changing that trend now.

Secondly, Crum Ewing posed no threat to the PPP/C Party. I challenge anyone to show me how advantageous his killing would be to the PPP/C Party. In fact the party stands to suffer because there is always that lingering suspicion (and the opposition is making good headway on that) in the minds of the populace that maybe, just maybe, he was killed because of political reasons.

But wouldn’t this be counterproductive to the PPP/C in that there will be reprisal acts by the PNC/ APNU who are easily baited into action by these allegations? The PPP/C knows the violent tendencies of the PNC especially around election time and going that route to kill one of their protesters is just asking for trouble. So assassination is not a PPP/C’s option knowing full well the PNC’s stance on this.

Even the allegation of him being threatened by two PPP/C Government

officials is a blatant falsehood because there is no record of such at the police station. The question is who wanted him dead and why? That is the burning question that deserves an immediate answer.

Courtney CrumEwing’s death is an execution, an established fact, and my question is, who wanted him dead and why? And who could have had maximum advantage as a result of his death?

This question I put to the ruling PNC-led Coalition, please have a detailed investigation into this guy’s death so that we can get closure to this sordid chapter in our history.

After all you were the ones who were very vocal about his death, casting an accusing finger at the PPP/C. Now that you are in power and have the entire wherewithal to carry out an impartial investigation, then so be it and get on with the business of solving this crime.

In addition to this there is the much touted “efficiency” and “professionalism” of the police force and their expert ability to crack cases, I then urge the powers that be to use your new found strength to solve Crum-Ewing’s case.

Crum-Ewing’s death is a matter of national concern and you owe it to the

people to get this matter solved, do not wait for the incoming PPP/C Party to do so because, according to you, folks in that party were the ones responsible for his death and as such would not be eager to get it solved. So, in the interest of justice please hurry get to the bottom of this one.

In the same breath I pose the following scenario; the hype that surrounded Crum Ewing’s death seems to have petered out into a tame draw like so many other cases of corruption and nepotism. The headliners the smoking hot cauldron stories that bombarded our senses on a daily basis, has suddenly diminished.

Very strange indeed is the record of allegations raised by the PNC when in opposition to the low offkeyed tune they are singing now.

I must hasten to a close but will say this: I am of the fervent view that this PNC-led Coalition does not want to know the truth behind the assassination of Crum-Ewing, because they are fearful of the consequences if an inquiry is so commissioned.

Somebody is not being honest and forthcoming here. I rest my case.

Emancipation celebrations Digital central should be emulated registry needed for all Government policies and amendments

Dear Editor, The organisers of Emancipation celebrations should be applauded for commemorating a historic event - freedom of slaves from a dehumanising system of free labour. And such celebrations should be emulated by other ethnic groups.

The Buxton First of August Movement (BFAM), African Cultural and Development Association (ACDA), and organisations around the country should be saluted for planning and hosting emancipation celebrations last weekend.

These are dynamic organisations that provide leadership to the African community. The advocacy by similar organisations for other ethnic groups is almost non-existent in Guyana.

Other groups should emulate the working of the African organisations and collaborate with them on various projects.

The African organisations are committed and dedicated to a worthy cause.

Other communities in our homeland should emulate this Buxtonian group and ACDA, for example to assist with the cultural development of their peoples.

As the Buxton organisers note, the varied “activities served as a mobilisation

tool for the reawakening of the emancipation spirit of African people”. One can’t help but admire the work of these outstanding African community activists from ACDA, Buxton First, etc.

It should be noted that although from different parties, and some were victims of the PNC’s terrible governance during the dictatorship, they came together to celebrate their identity. Their former enmity that existed among them and political differences do (did) not prevent them from collaborating and working together to engage in activities beneficial to their people.

These are a very proud people whose nationalism, concern for their community, and activities should be saluted and emulated by the rest of Guyana.

The organisation’s celebration warrants our support. People of other ethnic groups should work closely with our African brethren for what is best for our country.

Like the Africans, Indians are also marking their liberation from another dehumanising form of labour – indentured servitude – with similar activities to the Buxtonians being planned next March to commemorate the centennial

of emancipation of Indians from indentured bondage.

Similar to how our African brethren in Buxton are observing emancipation anniversary, Indians should host activities throughout Guyana to examine the way forward for the Indian community.

As the PPP government did during its tenure to sponsor emancipation celebrations throughout the country, I welcome the financial support of the APNU-AFC coalition for African celebrations.

Similar sponsorship should be given to local organisers, community activists, of next March observances of the centennial of the British government’s legislation abolishing Indian indentureship, as well as to other ethnic groups celebrating their liberation and/or culture.

The PPP failed to provide meaningful support to Indian groups for varied Indian cultural activities.

The coalition government should show it is different than PPP when it comes to Indian culture and provide financial support as it has been doing for African culture. We should learn to celebrate each other’s culture.

Do not provide transportation services to GECOM unless you are paid up front Dear Editor, The May 2015 General and Regional Elections have come and gone but several persons in the hinterland regions who provided transportation services to the Guyana Elections Commission (GECOM) on that day have not as yet been paid.

In February 2016, three residents from the Mabaruma sub-region approached me to assist them in getting their payments from GECOM. I tried my best by first visiting GECOM’s Chief Accountant office in Kingston many times but was unsuccessful to this day.

I then sought the Assistance

of GECOM’s Chairman Dr Steve Surujballi by way of letter dated the 9th May, 2016.

Dr Surujballi responded by way of letter dated May 11, 2016. In his letter, Dr Surujballi said “I have forwarded your letter to the acting Chief Election Officer, Mr Vishnu Persaud, since the substantive Chief Election Officer, Mr Keith Lowenfiled, is on leave. Mr Vishnu Persaud and/or Mr Lowenfiled (when the Latter returns on May 25th from vacation) will investigate the matter raised in your letter and advise you accordingly.”

To date GECOM has not

addressed the payments owed to the three Residents of the Mabaruma sub-region of Region 1 (Barima-Waini) for transportation services provided. This is disappointing. I therefore advised persons in Regions 1 and 9 with transportation facilities, not to provide transportation services to GECOM in the future unless they are paid up front. They all agreed.

Dear Editor, The move by the Ministry of Business and Tourism to create a strategic plan is quite heartening and is an initiative that should be applauded and copied by other sectors/ministries of government. I am an expat who hold the homeland close to heart and thank goodness for social media and the New Media age, friends and past colleagues help to make staying informed easy.

I became aware of this strategic plan from a friend’s Facebook post of a GINA article on the minister’s consultation forum on August 3.

Having read the article, I expected at least to find a link to the document; well I was not so lucky, but fortunate enough the article did culminate by informing that the document can be found on the ministry’s website. So sure enough I waded through and then came my real disappointment. The document was in ISSUU reader. ISSUU reader is an excellent platform that provides exceptional digital reading experience. So why am I being so petty?

Leading up to, and transitioning into government this new regime purports a number of themes that resonates well. Themes such as consultative management, transparency, fairness, and the list goes on, I would like to dwell on consultation.

The Guyanese public, in residence and abroad can make valued contributions in setting the direction on important aspects of the economy such as trade and doing business. But, they must be given the opportunity to do so in a manner

that is simple, straightforward, and accessible and allows for input with ease.

ISSUU reader will not allow download, print and have paper in hand; not all of us are keen on being glued to our digital devices all the time.

To my bigger point, I am peeved that there is still not a central registry where all government policies, change in laws and regulations, strategic and development strategies are

posted digitally that allows the public to peruse and respond.

The ability to have a say in national policies and contribute in setting the direction of any aspect or factor that will influence nation building is not a privilege, it is a right. It does not take much to get this done properly, why the lagging?

Ways to talk so your How to teach people children will listen skills to your child U

se volume appropriately – When in the classroom teaching, I used to have a class next door to me whose teacher always yelled. The children used to put in their earplugs and eventually stopped listening at all. The teacher was always trying to yell over the noise of the children, what a nightmare!

The same applies for at home, don’t ever compete with a yelling child. When they have calmed down, then talk. If you use the volume of your voice appropriately for the majority of the time, raising your voice in an urgent situation should not be ignored. They will sit up and take notice because it doesn’t happen all of the time. Yelling orders or directions from another room may also fall on deaf ears after a while, for example yelling “Turn off the TV now please Chad” or “Hurry up and get dressed” from the kitchen gives the impression that you’re busy and not too serious. Walking into the room, joining in for a minute or two and waiting for the commercial break will go down with far more cooperation. You are modelling respectful behaviour to start with and you have come to them with your direction, so

they know you mean it!

Suggest options and alternatives – When you want your children to cooperate with you, it is far easier if they can understand why they need them to do something and how it is to their advantage to do so. They

need to see the importance of following your directions.

For example, “When you get dressed, you may go outside with Daddy”, “Which jumper would you like to put on, the red one or the blue one?”, “When you do your homework, you can then watch TV”, “Which book would you like to read, this one or that one?” “When you are dressed for school, you may then play with your toys”.

By adopting words like “when” and “which” makes the child feel as though they have choices, even though there is no room for negotiation. This works far better than using “if” words. Also, try to include your child in helping you solve a problem. For example, instead of saying “Don’t leave your toy trucks out there”, try

saying “George, think about where you should store your toy trucks so they’re in a safe place, come and tell me when you’ve decided on a good spot.” Try to offer alternatives rather than saying a straight out “no” or “don’t”. For example “You can’t get the paints out just now, but you could draw with the crayons instead”.

Keep it simple – Young children have trouble following too many directions given at once. We can probably relate to that when we ask someone for directions to a destination and are bombarded with instructions we later forget. Try to stagger your requests into small blocks. Eg instead of saying, “Helen, go and pack up your toys, but first put your dirty shoes outside and then feed the cat”. Chances are, Helen will feed the cat then go outside to play because feeding the cat is the last thing she remembers you asking. Even though we want to improve our communication with our children, be perceptive to their level of interest in the conversation. If they are getting the blank stare, call it quits. If you feel as though you’re waffling on, try to use a more direct approach next time you visit the subject.

If he says, "SpongeBob looks scared," ask, "Why do you think he looks scared?" If he has trouble explaining, give him hints ("Is it because his eyes are open wide and his hands are shaking?"). Helping your child interpret other people's gestures gives him a blueprint for doing it himself.

Next, have him work on his own body language and mannerisms. Start with the basics, such as how to enter a room. Go outside, ring the doorbell, and enter your house slouching and staring at the floor. Then do it again with your chin up, shoulders back, hands at your sides, smiling. Ask him which one looks friendlier and more confident. See whether he can copy your second approach.

Children often expect com-

munication to be tech-like – fast and brief. But real conversation is about slowing down the pace, hearing what the other person has to say, thinking about it, and then responding. There's no better place to practise these skills than at the dinner table. After you sit down, everyone can take turns

sharing one good thing about their day or ask for help solving a problem that came up.

"Learning to be curious, listen actively, empathise, and offer thoughtful advice are critical tools for communication," says Dr Steiner-Adair.

At my house, we get the conversation going by using a "talking stick" (well, it's actually a Barbie microphone that no longer works, but you get the idea). The person holding it asks someone else a question ("Dad, if you could be an animal, what would you be?"). Then she passes it to that person, who has the floor. For a more robust exchange, no one-word answers are permitted.

Let her speak for herself. Your child needs an opportunity to practise her social skills. Too often, we act as our children' spokesperson. We call other moms to set up playdates, order meals for them at restaurants, ask the librarian where to find the book they want to read.

Why? Because it's faster. Instead, slow down and let your kid handle some of these interactions.

If she feels nervous talking to strangers, set up mini steps to build her confidence.

Start out by asking her to say "Excuse me" to the clerk in the toy store, and then you can follow up by asking where the board games are.

Have your child work up to handling the entire interaction on her own. When she wants to ask a neighbourhood friend to go to the playground, knock on the front door together. Coach her to make the request ("Hi. Can Maddie come out to play?").

A preschooler (or a kindergartner who's shy) may not be ready for this step. If that's the case, work on your child's social skills at home by having her host a mock get-together. Come up with a script for inviting a friend over. When the pretend

guest arrives, let her answer the door ("Hi, Jane, come on in!"), introduce her pal to the family ("You remember my mom, right?"), offer her a refreshment ("Would you like some lemonade?"), ask what she'd like to do, and so forth. If you develop these skills when your child is young, they'll become second nature to her. And who knows? Your child might stop asking to borrow your phone the next time you eat out and – surprise! – ask about your day.

Govt to establish new National Border Institute – Odeen Ishmael, Rudy Insanally among others earmarked for membership BY: Devina Samaroo

istinguished Guyanese Diplomats Dr Odeen Ishmael and Dr Rudy Insanally are among those being considered to be a part of the soonto-be established broadbased agency to deal with the country’s border matters.

State Minister Joseph Harmon on Thursday at the post-cabinet press briefing announced that a decision was taken to set up the body of experts after a proposal was made by Foreign Affairs Minister Carl Greenidge.

The National Border Institute will provide advice and ideas on border related matters, and will also serve as a research organisation aimed at solving complex problems and crafting plans for future developments. “(The Institute) will enable research to ensure the maintenance of Guyana’s territorial integrity as well as to discuss issues relating to our air space and continental shelf… This is a very important matter because the border institute is the repository of all documents, maps, charts and so on that has to do with the territorial integrity issues,” Harmon explained.

Some of these territorial issues include the Guyana/ Venezuela border controversy and the Guyana/ Suriname border dispute.

tonomous body governed by a board of directors and will initially be chaired by the Foreign Affairs Minister.

Members of the board will be selected from relevant stakeholder organisations such as the Attorney General Chambers, GDF, National Archives, University of Guyana, Guyana Civil Aviation Authority, Guyana Lands and Surveys, and the Maritime Administration Department, following extensive consultations.

“All Guyanese who have some input to make, we will look forward to that,” the State Minister expressed.

The minister noted that government will move to the National Assembly to seek approval of expenditure to establish the organisation, however he could not disclose an estimated figure on the undertaking.

He also served as ambassador to the United States and Qatar as well as Permanent Representative to the Organisation of American States (OAS).

Dr Insanally has been Guyana's Permanent Representative to the United Nations since 1987.

He was also Counsellor to Guyana's Embassy to the United States and Guyana's Charge D'affaires and subsequently Ambassador in Venezuela.

Both individuals have developed respected careers in the Foreign Service.

No travel restrictions for defaulters – President says Jordan’s remarks not supported by law

here will be no travel restrictions on graduates and students of the University of Guyana (UG) who have defaulted on their loans since such an action would be in violation of the Constitution, President David Granger said on Thursday.

Immense public outcry erupted after Finance Minister Winston Jordan indicated that steps were being taken to prevent UG students with outstanding debts from leaving the country.

Prompted to comment on the situation, President Granger emphasised that he would never stand in agreement with a move that went against the law.

“I do not believe that the Minister of Finance’s remarks are supported by the law and I am obliged to take the side of the law. If it is not lawful, it cannot be enforced,” he said during an interview on “The Public Interest”.

Granger said he understood why the Minister would make such statements, given the significant number of recalcitrant borrowers, but he explained that other measures would have to be pursued to encourage UG students to repay the State’s money.

“I can understand his frustration because we need the money because it’s meant to be a revolving fund.

But there needs to be other measures and we must move away from banning and use other more persuasive and less coercive measures,” he stated.

State Minister Joseph Harmon also weighed in on the issue, noting that while Cabinet did discuss the option, no definitive decision was taken.

“There is no decision that has been made at Cabinet that anybody will be prevented from leaving the country at this point in time,” Harmon told media operatives at a post-Cabinet press briefing.

He explained that while Government wants students to repay their loans, it would not use a “sledgehammer approach” to achieve this.

“It’s not like we are going to lock up people and all those kinds of things, but it is about encouraging you to honour your obligations and to recognise that if you do not repay, you are preventing young people coming into the system from benefiting from those things from which you benefited,” Harmon stated.

Jordan had declared that “all information on recalcitrant borrowers will eventually be put at all immigration points and we will set up a desk at the same time for those who would be stopped from travelling to make the necessary arrangement for payment of the loan or debt prior to departure.”

He had explained that the decision was taken by Cabinet after the forensic audit, conducted by accounting firm HLB, R Seebarran and Co, into the UG Student Loan Agency revealed that from 1994 to May 2015, some 17,567 or 69.4 per cent of 25,335 student loans were deemed delinquent after students did not honour their debts.

Over the weekend, former Attorney General and Legal Affairs Minister Anil Nandlall had also reacted to the announcement by Minister Jordan, calling it unconstitutional.

urder accused Shazam Khalil, also called “Rabbit”, was on Thursday found guilty of murder by a mixed jury in the Berbice Assizes.

The 23-year-old cane harvester of 53 Shieldstown, West Bank Berbice, Region Five (Mahaica-Berbice), murdered Shazina Mohamed, of Edinburgh Housing Scheme, East Bank Berbice, Region Six (East Berbice-Corentyne) on January 17, 2015, in front of the Yang Yi Chinese Restaurant, at Rosignol.

The State’s case is that Khalil and the 19-year-old girl were former lovers. On the day in question, she was with friends at Rosignol Village when the accused attacked and stabbed her. She was taken to the New Amsterdam Hospital where she succumbed to her injuries.

Wakenaam cattle thief sentenced to 3 years in jail – still at large

hen efforts by the Police in G Division (Essequibo CoastEssequibo Islands) to locate Joseph Sohoye, who escaped lawful custody earlier in June, were in vain, a sentence of three years was handed down to him in absentia.

The 37-year-old from Wakenaam Island was before the Court for praedial larceny.

He had pleaded not guilty earlier in January to the charge and was on remand when he made good his escape while being transported by Police to

his trial.

Recently, at the Wakenaam Magistrate’s Court, an exparte trial was conducted and Magistrate Sunil Scarce, based on evidence presented, found Sohoye guilty of the offence. He was, therefore, sentenced to three years imprisonment.

Police are continuing their search for Sohoye so that he can serve his time. Anyone with information that may lead to the arrest of Sohoye can contact the nearest Police Station.

avinendra Lall, 22, of Abrams Creek, Upper Pomeroon , Region Two (Pomeroon/ Supenaam) was on Thursday charged with causing death by dangerous driving and made his second appearance before Magistrate Sunil Scarce at the Suddie Magistrate’s Court.

The charge stated that on July, 31, 2016 on the Evergreen Public Road he drove car PSS 9926 in a dangerous manner resulting in the death of Lawrence Tans, 53.

During the case the Administration of Justice Act (AJA) was applied for a summary trial in the Magistrate’s Court by police prosecutor Haimraj Ramsewack. The application was granted by Magistrate Scarce.

Lall pleaded not guilty and was granted $300,000 bail. The matter will be called again on August 22, 2016 at the Charity Magistrate’s Court for the commencement of Trial.

In addition, Lall was charged and granted $20,000 bail on Tuesday for driving under the influence of alcohol.

Meanwhile the autopsy conducted on Tans revealed he died as a result of multiple injuries he sustained from the accident.

The autopsy was conducted by pathologist Dr Nehaul Singh on Thursday at the Suddie Mortuary.

t's clear there isn't only a disjunct between the AFC and APNU about the activities of Government and governance, but also one between supporters of the AFC and their top leaders, Nagamootoo and Ramjattan.

The first disjunct was revealed early in the day when the AFC went to collect their 40% appointments after the elections, for bringing in their 11% from Berbice.

While they thought they were involved in politics, they learn a thing or two about economics – specifically what all businessmen know as "stock dilution". To wit – when those with the real power in a corporation want to seize control of the company, they simply create massive amounts of new stock and dole it out to those they control. This ploy leaves the old stockholders in an ineffectual "minority position". So what APNU did was increase the number of ministries by 50% – most of them being "Junior Ministers" – who (surprise!! surprise!!) mostly were AFC! Anyhow, the disjunct between the AFC leaders and their supporters not surprisingly came out of their dissatisfaction with the neutering of the former without them even uttering a whimper. Some said they'd been anaesthetised by the 50% salary increase and the perks of duty-free and housing allowances! One of the disaffected supporters is Sase Singh who'd written reams of missives to the press pushing the AFC over the past few years – as the sidekick of one Asquith Rose.

While Rose has quit in disgust, Singh's been given a column in the Muckraker from which –- in addition to his letters – he expresses his angst and frustration on the AFC's leadership "failures". In the latest letter, he returned to a favourite theme – bashing Min of Agri Holder for not doing enough to push his moribund sector.

But your Eyewitness feels Singh should've been more specific. Let's take for instance, rice, which is the largest employer in Guyana and not to mention brings in valuable foreign currency. Which stays in the country and circulates – unlike, say, the earnings of the mega expatriate gold mining companies. So shouldn't Singh have mentioned the state of the Mexican paddy contract that Prime Minister/First Vice President Moses Nagamootoo assured us he'd clinched on a trip to that country?

And also why – if Jamaica can now negotiate to pay off its PetroCaribe oil debt to Venezuela with "food" – can't the AFC big wigs push their colleagues in Government to reopen the old rice-for-oil deal we had? Or why can't Singh ask Nagamootoo why –- after Wales' closure – he's not criticising the "diversification" away from sugar now, when he so trenchantly criticised it when he was PPP? Ahhh...is Singh's mouth also muzzled?

What was that they said about a distinction in search of a difference??!!

But the irony was that Felix told – of all people – Teixeira, not to worry, he wouldn't "interfere: "I stop where I know I need to stop.”

Wasn't this the COP Bannuh who told the Chairman of the PNC he'd "headed off" the Minister of Home Affairs from hot pursuit of the Agricola Massacre? And the Minister was Teixeira?

Parika man stabs Fire guts city business, wife, mother-in-law; millions go up in flames attempts suicide A

A

fisherman from Parika, East Bank Essequibo, stabbed his common-law wife several times and wounded her mother during an altercation, after which he ingested a poisonous substance in a bid to take his own life. Thirty-seven-yearold Bhawanie Harrinarine is currently under Police guard at the West Demerara Regional Hospital.

Guyana Times was told that the woman and her mother are admitted patients at the Georgetown Public Hospital (GPHC).

However the seriousness of their injuries is not yet known. The alleged stabbing incident occurred on Wednesday evening.

According to reports, the fisherman and his reputed wife had separated sometime ago, but Harrinarine would often visit the woman at her parents’ Greenwhich Park home. Wednesday evening was one such visit; however, it took a turn for the worst when the two ended up in an argument.

This publication understands that during the argument, the fisherman allegedly stabbed his wife and her mother. He then fled the scene and consumed a poisonous substance.

Relatives told this newspaper that earlier on Wednesday, they saw Harrinarine with the poison but were unaware of his intention to consume it. The man’s brother, Deonarine Harrinarine, recalled that his brother was seen with

the poison and he reportedly claimed that he was keeping it for his boat captain.

According to information received, the captain related that he did not request poison from the fisherman.

Guyana Times was also told that the man’s daughter was killed in an accident at Huston, East Bank Demerara last week and will be buried sometime today.Police investigations are continuing.

No travel restrictions...

Nandlall had told Guyana Times that instituting a travel restriction for UG students with outstanding loan debts was a decision made on the premise of overwhelming incompetence and a blatant violation of constitutional rights.

He argued that the travel ban went against all existing laws and pointed out that one wrong could not be corrected by another.

“Any first-year law student would know that the Constitution is the supreme law of Guyana; that the Constitution confers upon

every citizen certain fundamental rights and freedoms, including the freedom of movement, which includes the right to leave and enter Guyana. Every first-year law student would also know that a person cannot lose these fundamental rights and freedoms if they breach a contract, even a contract with the State,” the Opposition Member of Parliament (MP) asserted.

He contended that the principle applied even if the contract provided as a penalty for non-payment, a travel restriction.

“That contractual term would be unenforceable because one cannot “contract away” one's constitutional rights. In any event, these loan agreements contain no provision in relation to prohibiting the borrower from leaving the country….

Different pieces of legislation specifically provide how and in what circumstances a person can be prohibited from leaving the jurisdiction,” he explained.

Reports of the “travel ban” had even captured the international media’s attention.

McGregor added that the firefighters after using the water in the trucks resorted to the nearby canal. He noted that they dispatched three fire trucks to

McGregor went on to say that the area is one of the busiest in the country and congestion was posing a problem as part of the roads were already blocked off due to Parliament, however, the Guyana Police Force was summoned. ‘A’ Division Commander Clifton Hicken related that they received a call sometime around 11:45 from the Fire Service, seek-

ing assistance to cordon off the area so as to facilitate the movement of the fire trucks and avoid anyone getting injured. The ranks were quickly deployed to the scene. This newspaper understands that the property is a family owned establishment. One family member speaking to Guyana Times indicated that it was only on Wednesday that a large quantity of goods were delivered to the bond.

The items included clothes and household items, all of which amounted to millions of dollars. The origin of the fire is still unknown as the Fire Service continues to investigate.

Estranged husband placed on $600,000 bail T

he man who brutally chopped his estranged wife at the La Penitence Market, Iswhar Heralall, 38, of Anna Regina New Housing Scheme, Essequibo, appeared at the Georgetown Magistrates’ Courts before Magistrate Judy Latchman and was placed on $600,000 bail.

It is alleged that Heralall on Sunday, July 31, 2016, at La Penitence Public Road, Ruimveldt, unlawfully and maliciously wounded Wanita Heralall with the intent to commit murder.

The prosecution did not provide any circumstantial evidence; however, a relative of the defendant disclosed to this publication that the man’s wife left him with their five children for another man and on the day

in question he was asking her to return home and she embarrassed him claiming she wanted her freedom.

The unrepresented man’s mother told the court that she could not afford an

attorney for the defendant.

Heralall was placed on bail with the following stipulations: he presents himself every Friday to the officer in charge at the Criminal Investigation Department,

Ruimveldt Police Station and he stays away from the Virtual Complainant (VC) pending the outcome of the matter.

The carpenter by profession will make his next court appearance on August 24, 2016.

Meanwhile, the VC, who spoke to this publication, related that she was recovering comfortably at the Georgetown Public Hospital.

At approximately 10:30h on Sunday, July 31, the woman ran into her estranged husband who she was reportedly in the process of divorcing after years of abuse, after she left her Lot 8 Laing Avenue, Georgetown home to commence her usual market shopping.

So by time I coulda reach my bicycle, he come from behind me and he grab this

hand and stretch it out and seh ‘come here, I wan talk to you’. I said ‘no’. And as I said no, he start chopping,” she recapped.

According to Heralall, the accused then swung one chop at her head, bashing her over the right eye.

The man then shouted, “don’t scream!” and forcefully pinned her hand before repeatedly hacking at her arm between the elbow and wrist.

With the woman’s arm almost severed, the Essequibian allegedly told her to “take your hand and move from here”.

In a bid to escape, the man then tried running through the crowd, only to be captured and dealt a thorough beating before being turned over to the Ruimveldt Police Station.

Speaker disallows Nandlall’s motion for debate S

peaker of the House Dr Barton Scotland on Thursday disallowed PPP/C Member of Parliament Anil Nandlall’s motion for debate on the disruption of Regional Democratic Council meetings in Region Five.

Nandlall made a request for leave to move the adjournment of the Assembly on the “definite matters of urgent public importance” under Standing Orders 12.

He stated that the elected Democratic Council of Region Five has

been prevented from holding statutory meetings for seven months due to the disruptive behaviour of the APNU/AFC councillors at each attempt at holding such meetings by the Regional Chairman.

He highlighted that the situation has continued unabated despite many appeals to the councillors and with the knowledge of the government and the Minister of Communities.

RDC meetings have been disrupted as APNU/ AFC councillors protested for an apology from the Regional Chairman

Vickchand Ramphal over an alleged slight of President David Granger.

The falling-out began after Ramphal did not attend a handing over ceremony in the region, where the President was present. The APNU/AFC councillors labelled this as rude and have been disturbing the meetings.

“This consistent, constant, unconstitutional and unlawful disruption of these meetings has prevented the Council from carrying out its mandates and responsibilities in keeping with the constitu-

tion and the statutes governing local government,” Nandlall told the National Assembly.

He stated that the situation has led to public outrage as well as motions of support being adopted by a number of other Regional Democratic Councils in opposition to this disruptive behaviour and undemocratic posture of these councillors.

He asked that the National Assembly uphold the Constitution and defend the right of the Council to meet and execute its mandate and responsibilities. He also asked for the Assembly to have the councillors immediately cease and desist from this disruptive, unlawful and undemocratic behaviour.

Clerk of the National Assembly Sherlock Isaacs, in a letter, had stated that he was directed by the Speaker of the House concerning developments over the past two days in relation to reports of reconciliation among the

councillors of Region Five.

He said the Speaker is of the view that this matter has been resolved and no longer requires national attention.

The Speaker, on the other hand, responded to Nandlall’s motion, stat-

However, Nandlall in a press briefing earlier that day, stated that the Speaker dubbed the matter as unimportant because of President Granger’s call for his party’s councillors to resolve the issue at the Regional Democratic Council.

Nandlall posited that while the President’s intervention was welcomed, it is still not clear if there will be a change.

He argued that the Speaker’s position does not augur well for democracy, asserting that it does not encourage free debate in Parliament.

Robbery suspect injured during shootout with Police

Sophia, Greater Georgetown, man was rushed into surgery on Thursday after he was shot during a shoot-out with ranks of the Guyana Police Force.

The injured man has been identified as Andrew Smith of ‘C’ Field Squatting Area, Sophia. According to police reports, Smith was wanted for questioning in a series of robberies. Police re-

ceived information about his whereabouts on Thursday.

Sometime around 11:15h, Police arrived at ‘C’ Field Access Road where they were told that the suspect was seen and as they were approaching the location, Smith whipped out a handgun and discharged several rounds in their direction.

This forced the ranks to return fire which hit the sus-

pect in the upper left region of his body. He was rushed to the Georgetown Public Hospital (GPHC) with two gunshot wounds and immediately underwent surgery.

Meanwhile, a snub-nosed .38 revolver along with four live rounds and two spent shells were recovered by Police at the scene.

Investigations into the shooting are ongoing.

Nothing illegal in parking GuySuCo says water supply was only temporary meter contract – Harmon F Water supply cut for 700 Crabwood Creek farmers

he controversial Parking Meter Project is set to commence implementation in September as Government said on Thursday that nothing illegal was found in the contract signed with Smart City Solutions Inc, the company contracted for the project.

Government had ordered a review of the contract between Smart City Solutions and the Georgetown Mayor and City Council (M&CC) following mounted concerns about transparency of the Parking Meter Project. The review was conducted by Finance Minister Winston Jordan and Attorney General and Legal Affairs Minister Basil Williams.

Speaking at the post Cabinet briefing on Thursday, Minister of State Joseph Harmon noted the review ordered by Cabinet churned up nothing illegal in the contract.

“The sum total of the finding was that (a) there was nothing illegal about the contract and (b) it appeared that from a review of the documents that the terms and conditions of the contract was onerous and heavily in favour of the concessionaire,” he stated.

However, the Minister of State noted that recommendations were made to ensure that the people of Guyana are not fleeced.

“The recommendation

of the Minister of Legal Affairs is that an accountant be engaged by the Council to review this contract in so far as the fees are concerned and advise it,” Harmon further disclosed.

According to the Minister, these recommendations were passed on to the Georgetown Town Council by Communities Minister Ronald Bulkan.

He added that Cabinet did not set a deadline for the Minister to report back on progress of the recommendation but noted that Bulkan was given full scope to deal with the matter and the Georgetown Council as well.

Since the signing of the contract back in June for the implementation of parking meters throughout Georgetown, many persons have raised concerns about the lack of transparency in the deal, with persons saying it appears to be a shady one aimed at exploiting the local populace.

Despite this, Smart City Solutions Inc had gone ahead with the project, conducting demonstration exercises on how the parking meter works throughout the city.

Persons were also seen conducting assessments on various streets in the city.

However, Kamau Cush, who owns the company implementing the project, had maintained that

In fact, he told reporters back in June that he was not bothered by the review being conducted by Government since it is intended to detect any illegality, assuring that nothing of the sort would be found. “There is no fleecing going on… We have everything to lose, we will be responsible for all the overhead, for the software, for the hardware everything.

ollowing the complaints of 700 farmers at Crabwood Creek, Berbice, Region Six (East Berbice-Corentyne) that they may be without access to water for their farmlands after the state-run Guyana Sugar Corporation (GuySuCo) threatened to close the only water source those farmers have, GuySuCo has since responded.

According to GuySuCo in 2012, the Skeldon Estate management granted permission to the Crabwood Creek Water Users’ (CCWUA) Association to install High Density Polyethylene (HDPE) pipes beneath the link canal which supplied the farmers with irrigation water from the Halcrow Conservancy. This arrangement GuySuCo said was intended to be a “temporary measure to bring some degree of relief to the farmers while the construction of an adjacent permanent structure was being done. This structure is still to be completed.”

GuySuCo in its statement said that on 22 June, 2016 the CCWUA wrote to the Estate management about the HDPE pipe being damaged, “An investigation was conducted by the estate which proved that GuySuCo was not responsible for the damaged pipe.”

The framers however were claiming that the damage was caused by a GuySuCo excavator which was carrying out “private” work. Because of the damaged pipe, water was escaping from the dislocated pipe and into the link canal and, according to GuySuCo the management proceeded to seal both ends of the pipe to prevent further water loss.

“On 4 July, 2016 the members of association requested that the pipes be re-opened so that the farmers can ac-

cess water; this request was granted based on an undertaking from the association to have the dislocated pipe fixed by 30 July, 2016, failing which the management would be forced to remove the pipe in order to prevent constant water loss.

Hence on July 5, 2016, the Estate management wrote the association reminding them of the undertaking of 30 July, 2016 and notifying them of the further steps which may ensue” said GuySuCo. The CCWUA had expressed concern that all of the farmers in the Upper Corentyne, Region Six community, could be out of water if the GuySuCo Skeldon Estate goes ahead with “a threat” to cut water supply to the farmers. The CCWUA disclosed a letter dated July 5, in which GuySuCo said “the dislocated pipe must be fixed on or before July 30th, failing which management will be forced to remove the pipe…”

The Sugar Corporation said it is surprised that “after four years of supporting the farmers by granting permission to install the temporary pipes and engaging them cordially, that instead of informing the management of the Skeldon Estate of any challenges which the association encountered in meeting the deadline given, their preference was to have consulted with the media.”

GuySuCo is of the view that this matter should not have been engaging the attention of the media but rather the CCWUA should have sought to engage the Estate management in further discussions “in the spirit in which they have been doing for the past four years.”

Faulty $728M Kato Secondary School

Contractor says works were done “within specification”, prepared to “fix defects”

– Patterson says project was “poorly executed”

ollowing numerous reports and evidence of shoddy work done on the Kato Secondary School project, the contracting company, Kares Engineering Inc has spoken out, saying that no complaint of substandard work was made when the building was completed and handed over to Government.

The school, which was built at a cost of $728.1 million, has jarring evidence of poor construction. During a media tour on Wednesday at the school in Region Eight (Potaro-Siparuni), it was seen that the walls and flooring were cracked, termites had infected the wood, and cheap materials were used to build rooms.

According to Kares Engineering, in a lengthy statement on Thursday, the school was built to rigid specifications set out by the Government of Guyana and the project was completed within budget, accepted and received by

Abolition of Indian Indentureship

M

arch 2017 will be one hundred years since the Indentureship scheme that brought 238,907 men, women and children to this land was brought to an end.

Since the 1970s there have been commemorations of the arrival of the first batch that landed on May 5th, 1838. After a sustained campaign by the community Ravi Dev around the turn of the millennium, a Public Holiday was declared in 2004 to mark the event.

As one of those who played a role in that campaign, the groups with which I was associated always stressed the need for reflection by the community on the holiday, as to whether they had actually “arrived” to where or what their foreparents had been seeking. Whatever might have occurred during the 79 years of Indentureship, just as the 50th year of our achieving independence forced all Guyanese to examine our present circumstances and what we might do to improve the lot of our country going forward, the same can be done by Indian Guyanese, come March 12-20, 2017.

“What is the state of the Indian Guyanese community today and what can they do to create a more harmonious and prosperous country?” might well be a broad theme to be addressed. There is the foremost, the question of “identity” that inevitably keeps popping up. No one would claim that there have not been radical changes in the conception of who is an “Indian Guyanese” over the years. Have we become part of a “Calloo Nation”?

Creolised? Hybridised? Or part of a “Rhizomatic identity” that encapsulates “multiplicity”? If so, to what extent have there been reciprocity in the rest of society sharing in the “Indian” part of our identity?

When Indians were first “contracted”, brought and placed to work on the sugar plantations, they were on the “bottom of the economic ladder” by whatever measure the society was using at the time. Economically, the last Household Income and Expenditure Survey (HIES) conducted at the turn of the millennium showed they were at the same dismal level economically as African Guyanese – the other large group in the society – and both were doing better than the Amerindians. Has anything changed since? Some analysts have claimed that with a PPP Government “favouring” Indian Guyanese that situation has changed? To what extent, if any, is this true?

Entering an already formed “Creole Culture”, Indian culture (with a small “c” or capital “C”) – and religion played a dominant role in defining their “cultural” responses and practices – Indians were derided as uncouth and cardcarrying members of the great unwashed. Have their Cultural expressions – in song, dance, theatre, art, etc – been given an “equal place”? If not, why not? Is their everyday culture still seen as “backward country coolie”?

Politically – and this is the big enchilada in the room – Indians swung from just a handful qualifying for the franchise by the end of Indentureship – and consequently being out of the mainstream of politics – to becoming a majority by the middle of the twentieth century when Universal franchise arrived. Denied political office for the first quarter of a century after independence through rigged elections, and the legitimacy of their political vehicle challenged for the same period afterwards, Indian Guyanese have now seen their numbers amount to below 40% and shrinking. Exactly what form will their political participation take henceforth – and to what end?

Since the “end of Indian Indentureship” affected all the countries that received the “Girmityas” as they are called in Fiji – people of the “agreement” or “bound paper” – a central “Indian Diaspora Council” (IDC) is coordinating the “Commemoration of Centennial of Abolition of Indian Indentureship (CCAII)” in a host of countries – Fiji, Guadeloupe, Guyana, Jamaica, Malaysia, Martinique, Mauritius, South Africa, Suriname, and Trinidad and other West Indian islands.

A Guyana Chapter of the CCAII is being formed and we welcome the widest possible participation. At this time it is envisaged that there will be activities organised in all three counties to facilitate such participation.

Since the cable breakage, GTT’s technical team has been working round the clock exploring several options to have the problem fixed.

“While we cannot currently provide a resolution time we are making progress in getting alternatives to ensure that there is no such recurrence.

Recognizing that customers are unable to buy data plans, the company, effective (Wednesday), made free data available to all prepaid and postpaid smartphone users,” a release from the company on Thursday stated.

GTT is assuring customers that once the service is restored, all eligible

customers will be compensated for the fact that they could not opt in to FA2.

Additionally, the data roll over balance will be adjusted for those customers who normally re-subscribe at the expiry of their data plan.

“Our collection of payments for other services has also experienced challenges and we will therefore delay our usual scheduled disconnection process for non-payment to mitigate any issue that may arise.”

GTT said it will continue to keep customers updated via the traditional and social media and will make every effort to minimise the issues which resulted from the sub-sea cable break.

The company says it regrets and apologises for every inconvenience caused.

Attorney General and Legal Affairs Minister Basil Williams, on Thursday presented the Bill to the House for a first reading, before requesting that the Bill be sent to a Special Select Committee for special consideration and further consultations, if needed, ahead of a debate and vote on the matter.

Williams in presenting the Bill to the House said, the legislation treats with the creation of offences of cybercrimes and provides provisions for penalties, investigations and prosecution of such offences.

Opposition Chief Whip Gail Teixeria welcomed the move on the part of the Government to have the Bill sent to a Special Select Committee – the first such accommodation in the 15 months since the coalition A Partnership for

It was explained in the financial document that Government had made a settlement agreement with the operator of Haags Bosh landfill site totalling $1.8 billion.

s the Olympic torch makes its way through the suburbs of Rio de Janeiro on the eve of the Summer Games, there is reason to worry as to whether the famous flame will arrive at its destination safely.

On social media, Brazilians angered by the huge cost of hosting the Games have been urged to greet the Olympic torch not with cheers, but with buck-

ets of water to extinguish the flame before it reaches the opening ceremony to be held at Rio de Janeiro's Maracana Football Stadium today.

On Thursday, the torch was carried to Rio's iconic locations including Copacabana Beach, the statue of Christ the Redeemer and Sugarloaf Mountain.

Many Brazilians are struggling under a dire economy and have ques-

tioned the wisdom of hosting the Olympics, which the country won a bid to host in 2009 when the economy was booming.

In addition to the Games' US$12 billion price tag, anti-torch protesters are calling for more accountability from elected officials after a massive corruption scandal focused on the state oil company ensnared dozens of high-level politicians.

Al Jazeera's Lucia Newman, reporting from Rio de Janeiro, said police used pepper spray, tear gas and rubber bullets to disperse a small but energetic group of demonstrators on Tuesday and Wednesday who tried to impede the flame’s journey at several points in the city.

Amnesty: Stop using pellet guns on Kashmiri protesters

ellet guns have no place in law enforcement and should be banned immediately, human rights group Amnesty International India has said, following the death of a third person due to injuries inflicted by the weapons in Indian-administered Kashmir.

Since July 8, at least 50 people have been killed and hundreds injured as Indian security forces and protesters faced off and the tensions show little sign of abating.

outh Africa's governing African National Congress (ANC) looks to be facing its biggest electoral setback since the end of apartheid, after the partial results of municipal elections.

With 85 per cent of the votes in, the ANC trails its main rival, the Democratic Alliance, in the cities of Port Elizabeth and Cape Town.

The two parties are in a close fight in Johannesburg and Pretoria.

But the ANC is still in the lead nationally.

Unemployment and corruption scandals surrounding President Jacob Zuma

have tarnished the ANC's image.

"We have shown some incredible growth," Democratic Alliance leader Mmusi Maimane told 702 radio.

"We call this the change election because we felt that it was a referendum on Jacob Zuma as a national figure, but we also had a referendum about the future of South Africa."

Final results are expected today.

The ANC has won more than 60 per cent of the vote at every election since the end of apartheid more than two decades ago.

With two-thirds of the votes counted on Thursday, the ANC had 53 per cent, followed by 28 per cent for the Democratic Alliance and seven per cent for the radical Economic Freedom Fighters.

The local elections are being seen as an indication of the mid-term popularity of President Zuma.

Correspondents say a poor ANC performance could embolden Zuma's rivals within the party to challenge him.

gypt's military said on Thursday it had killed Abu Duaa alAnsari, whom it identified as the leader of the Sinai branch of Islamic State.

It said on its Facebook page that a series of air strikes near Arish, the largest town on the Sinai peninsula, had also killed 45 other Islamic State fighters.

There was no immediate confirmation from Sinai Province, Islamic State's offshoot in the peninsula that borders Israel, the Gaza Strip and the Suez Canal.

"This successful operation confirms the pledges of the armed forces to avenge their martyrs and ... pursue all the terrorist elements and leaders wherever they

are found until Egypt and its great people enjoy security and stability," the military said.

Hundreds of soldiers and Policemen have been killed by an insurgency since mid-2013, when then-army chief Abdel Fattah al-Sisi ousted Islamist President Mohamed Mursi following mass protests.

Most of the violence has taken place in northern Sinai, where Islamic State loyalists are based.

The military has conducted several campaigns to crush insurgents and cut off their arms supplies, demolishing border villages and tunnels it said were used to smuggle arms and fighters from the Gaza Strip.

Foreign tourists killed in Afghanistan

oreign tourists being escorted by an army convoy in western Afghanistan have been ambushed by gunmen in an attack that left at least seven people wounded, Afghan officials say.

Twelve tourists from the UK, the US and Germany were attacked in the Cheshte-Sharif district of Herat province on Thursday while on their way to Herat from Bamiyan and Ghor provinces.

The Taliban claimed responsibility for the attack in a statement. Spokesman Qari Yousef Ahmadi said the foreigners were killed – a claim the governor's office denied.

"A group of Taliban fighters conducted the attack on the tourists, injuring at least six," Jalani Farhad, spokesman for the Herat governor, told Al Jazeera. "However, no one is dead."

The Afghan driver was also injured, he said.

Dr Jagan's Global Human Order initiative overtaken by time APNU/AFC Govt to await SG report on way forward − VP Greenidge

he New Global Human Order (NGHO) - an initiative spearheaded by the late Dr Cheddi Jagan - is on the agenda of the upcoming United Nations 71st General Assembly but according to Vice President Carl Greenidge, with the evolution of time, a number of critical aspects of the NGHO have been embedded in a number of other framework initiatives adopted by the UN, with the support of the global community.

Greenidge was at the time responding to People’s Progressive Party/Civic (PPP/C) Chief Whip Gail Teixeira, who at the opening of Thursday's sitting of the National Assembly, inquired of the coalition A Partnership for National Unity/Alliance for Change (APNU/AFC) Government's approach to the NGHO, since it has been a matter championed by Guyana since 1994.

Since the NGHO was initiated by Guyana under the stewardship of Dr Jagan, Teixeira inquired whether the current administration will continue to support the UN Resolution at its upcoming assembly.

In response Greenidge told the House that since Dr Jagan successfully introduced NGHO to the agenda of UN, "a couple of things have happened and it is instructive to bear those in mind to understand where we can go."

He spoke to the fact that between 2001 and 2014, the United Nations has convened several confabs and over the years a number of other resolutions have come into being, which takes into account aspects of the NGHO such as the need to accelerate efforts to promote human wellbeing.

He said too there are currently a number of agreements in place to shape the landscape up to 2030 which takes into account aspects of Dr Jagan's NGHO. As such Dr Jagan's resolution might have been overtaken by time since there are several new initiatives that, "overlap, concern, absorb, call it what you will, many of the areas that were raised by Dr Jagan.

He said there had been no significant movement on the promotion of Dr Jagan's NHGO, despite the fact that his party -the PPP/C - had been in office for over 20 years.

Greenidge noted too that many of the areas dealt with

The Vice President was also quick to point out that there is currently only limited space for competing proposals on the new political agenda.

He suggested that to proceed with Dr Jagan's NGHO at the UN General Assembly would be a "questionable approach."

however did not find favour with the Opposition Chief Whip who inquired whether components of the NGHO such as a focus on poverty alleviation, equality and justice were no longer considered important by the current administration.

"I didn't suggest that we would do nothing about it, nor did I suggest it’s not important," said Greenidge, who further explained that matters such as reducing global inequalities now form part of separate agendas that have found consensus in the global community.

He said there has been an inability on the part of the past administration to mobilise international support for issues contained in Dr Jagan's NGHO. Greenidge suggested that the report of the UN Secretary General as it relates to the NHGO, will determine what path will be taken by the APNU/AFC Government in future.

He suggested that there is no need to pursue a separate initiative, namely, Dr Jagan's NGHO, since many of the issues contained in that resolution would have already gained international support but on separate

agendas.

Dr Jagan's NGHO, according to Vice President Greenidge, has remained over the years without the capacity to sustain itself.

He was adamant: "It is not as though we are neglecting a great initiative."

GECOM Database

Meanwhile the Opposition Chief Whip also used the opportunity at the beginning of Thursday’s sitting of the National Assembly to inquire of Social Protection Minister Volda Lawrence, the reasons for a request to the Guyana Elections Commission (GECOM) for a copy of its database.

The PPP/C recently raised the matter of the request by the Government Ministry to GECOM and had accused the administration of seeking to 'rig' any upcoming General and Regional Elections.

Minister Lawrence told the House in no uncertain terms that there was absolutely no ulterior motive behind the request to GECOM. In fact, Lawrence told the House that the request was made to GECOM for information which is already

in the public domain.

She pointed to GECOM's website which houses a copy of the National List of Registrants as well as the numerous lists posted at public buildings across the country.

Lawrence told the House that the request made to GECOM was for person's 65 years of age and older and the information will be used by the Ministry of Social Protection, "to ensure that all our pensioners receive their pension."

The Social Protection Minister explained that the reason GECOM was approached was that the list could be disaggregated in order to extract the information for persons 65 and older.

Teixeira had also inquired of Education Minister Dr Rupert Roopnaraine the reason behind that Ministry's request but he was unable to provide an answer.

Dr Roopnaraine informed the House that he was not in a position to provide any details since he was yet to be briefed by his technical team for the reasons for the request made to GECOM.

fter months of being mum on closure of the scrap metal trade, Minister of Business Dominic Gaskin has affirmed that the trade will be reopened in November, along with the completion of comprehensive reforms, which was suggested by an auditing firm in 2015.

Gaskin stated that in an attempt to expedite the reopening of the trade, the ministry began developing a proposal in consultation with the organisation, however when the proposal was taken to Cabinet for approval on April 5, 2016 it was deferred to accommodate wider consultations.

He stated that consultations were held on April 15 and 22 and on July 19 and that the Guyana Metal Recyclers’ Association (GMRA) was involved in each consultation, as were other stakeholders.

In 2015, Ram and McRae produced a forensic audit report, revealing a string of irregularities, including the mishandling of packing procedures for scrap and the expenditure of millions of dollars in the Scrap Metal Unit within the Central Housing and Planning Authority.

The defendant who told the court that he does “clean-up work” as a profession contended that he asked who the owner of the phone was before taking it into possession but no one answered.

The newly-formed Renisons Creative Arts (RCA) will be staging its first production – “Broken Chains” – on Saturday and Sunday.

On Saturday, “Broken Chains” opens at the New Amsterdam Town Hall and then moves to the Kildonan Community Centre on Sunday.

The full-length play, which is being directed by Vernon Benons, is set in the 17th Century and focuses on a plantation owner and his wife.

According to Benons, the production is in keeping with Emancipation. He explained that while Berbicians appreciate actors from other parts of the country coming to the region to entertain them, there is a lot of talent in Berbice which needs to be harnessed.

“Theatre arts are being taught in schools, but after school, there is nothing for Berbicians to do in theatre, so that is why we decided to form this group.”

The play has an all-Berbician cast of nine and will be the first such full-length play to be staged at the New

Amsterdam Town Hall in more than two decades.

At both venues, the play starts at 19:00h.

n efforts to sustain the regional music industry and provide security for musicians, the Board of Directors of the Caribbean Development Bank (CDB) has approved a US$150,000 grant to support the digitalisation of Caribbean music.

The introduction of digital music platforms and products has made it difficult for Caribbean music stakeholders to recover royalties from music sales.

Many remain constrained by high levels of piracy that have come with the digital age.

In addition, infrastructure essential for success in digital music distribution – including major regional record labels, music publishers and distributors – has been weak in the Caribbean. Digitalisation of the music industry presents a number of benefits, including: significantly lower distribution and production costs; greater access to Caribbean mu-

sic collections by a broader audience; and increasing market opportunities and expert earnings due to audience growth.

Hence, this intervention by the CDB is a direct response to the global shift to digital music distribution, which has placed the Caribbean music industry at a significant disadvan-

tage on the international scene.

“With the shift toward digital music distribution, many who work in the Caribbean music industry have been unable to achieve meaningful levels of success. We know that this investment has the potential to transform the regional music indus-

try – a transformation that could set many Caribbean nations on a path to sustainable economic growth and competitiveness,” said CDB Director of Projects Daniel Best.

The grant will fund a feasibility study to determine the viability of establishing a regional distribution platform for the Caribbean music sector.

The study will determine the actual and potential size of the regional music and digital music markets, and the position of the Caribbean, compared to global content providers.

Additionally, the study will also consider the legislative, infrastructural and regulatory requirements for creating a digital music distribution platform.

Once the research has determined the commercial viability of creating such a platform, the grant will be used to host three sub-regional workshops for music industry stakeholders.

The approval of this grant complements CDB’s ongoing work in the creative and cultural industries. The Bank has funded

the words of the young man, who was excited to have launched his first bridal collection. This, he sees, as a major accomplishment in his career.

“It is not where you came from, but where you are heading and I want to be walking the right path in order to satisfy people’s fashion crave,” he added.

Seebarran already has several lines of clothing under his belt and intends to continue designing for

the Business of Music in the Caribbean Developmental Workshop series, which is scheduled to end in November 2016. In addition, CDB has provided funding for technical assistance to support the establishment of the Caribbean Creative Industries Management Unit.

ritish world heavyweight champion Tyson Fury is to face a UK Anti-Doping (Ukad) charge alleging the presence of a banned substance.

Fury was provisionally suspended in June, though that has been lifted pending a hearing, Ukad has revealed.

The 27-year-old had said on Tuesday he would sue the organisation over claims he used a performance-enhancing substance.

Fury’s cousin and fellow boxer Hughie has also been charged.

The Sunday Mirror reported on 26 June that traces of banned substance nandrolone were found in a urine sample taken from Fury in February 2015.

Omar Hopkinson started proceedings in the 2nd minute for the Stallions while Alan Fernandes replied in the 8th to level the game.

Eric Hing allowed the GCC team to take the early lead in the 24th minute with his goal

but not for long as Jason De Santos quickly scored one minute later for the Stallions.

It was not long before the Stallions dominated the final session of the game. Omar Hopkinson netted in the 28th minute and De Santos scored in the 39th and 40th Minute to hand the Stallions a 5-2 vic-

Trinidad in satisfactory position against Guyana −Keemo Paul missing from Guyana line-up

rinidad and Tobago ended on 289-9 at the end of a satisfactory day one against current champions Guyana on Thursday as final round matches in the West Indies Cricket Board (WICB) Regional U-19 three day tournament got on the way in St. Vincent.

At the close of play on day one, numbers 10 and 11 batsmen Jabani Mills and Jarlanie Seales were unbeaten on 21 and 23 respectively as they kept their team on course to reach 300.

Earlier Trinidad slipped to 40/3 before a fourth wicket partnership worth 68 runs between Kristan Kallicharan and Saiba Batoosingh (16) helped rebuild things for the twin island republic. Kallicharran, who was a part of the successful West Indies U-19 team that triumphed at the Youth World Cup earlier this year, then joined forces with Bryan Boodram (19) for a fifth wicket partnership of 49 runs. The talented Kallicharan who batted at number four was finally removed for 91 by part-time spinner, Malcolm Hubbard, with the score 170-6. His patient knock lasted 226 balls and included 10 boundaries.

Joshua Da Silva, who was the ninth batsman to get out contributed 60 before he was dismissed by pacer Sylus Tyndall for 60 and the score on 250-9. The last pair has so far added 39 runs for the tenth wicket. For Guyana Looknauth

Notable omission from the Guyana line up was their best player and West Indies U-19 vice-captain Keemo Paul whose experience and talent could have been called upon to see the Guyanese in a better posi-

tion.

Johnel Eugene (73) and Deon Burton (51) added 97 for the fifth wicket to help Windward Island from a desperate position of 4-47 to 144-5 after they opted to bat first against Barbados.

Windwards were eventually dismissed for 198 in 71.5 overs with Nicholas Kirton collecting three wickets while Dominic Drakes and Jarion Hoyte took two each.

Last round century maker Anil Matthew, who opens the batting for the Windwards was first to go for naught, caught off the bowling of Drakes.

Shortly after his demise, the Barbadian bowlers kept the pressure to claim three more quick wickets.

Starting their reply, Barbados slipped to 32-2 before play ended. The batsmen who are back in the hut are Leniko Boucher and Shian Braithwaite. Both batsmen were caught off the bowling of Darron Nedd.

Yvan Grant and Kirton were the unbeaten batsmen on eight and 16.

Barbados will start day two trailing by 166 runs with eight wickets in hand.

Jamaica’s number three batsman, Javelle Glenn, hammered a scintillating 110 from 102 deliveries inclusive of nine fours and eight sixes to help his team to 250-8 declared against tournament leaders Leeward Islands. Glenn was the standout in Jamaica’s batting and was supported by opener Jordane Hill 39 and West Indies youth player, Michael Frew, who made 45 from 46 deliveries. Kofi James (2-46) and Korima Gore (2-10) were the pick of the bowlers for Leewards, claiming two wickets each.

Leewards were 138-4 in reply still 113 runs adrift from first innings lead. Jaeel Clarke 37 not out and Jacob Pearles 11 not out are the batsmen who will resume their innings tomorrow in pursuit of first innings honours. Camron Pennyfeather hit a cameo of 32 from 26 deliveries before he departed.

The tournament’s leading wicket taker Jeavor Royal grabbed the four wickets to fall with his left arm orthodox spin.

However, on Friday at 16:00h the tournament will be launched at the Linden Enterprise Network (LEN) Boardroom where the remaining fixtures and rules will be released.

The six Linden clubs Retrieve Raiders, Half Mile Bulls, Victory Valley Royals, Block 22 Flames and Bankers Trust Falcons will be joined by newcomers Kwakwani, battling it out for top honours where the winners will collect $100,000.

the other half Kwakwani the sixth ranked falcons and fourth seed jets are battling it out to face raiders in the other semi-final.

This tournament will run for five days with Sunday seeing another double header set for the tournament venue the MSC hard court.

The final set of preliminary matches is set for next Saturday August 13 while the semi-finals are to be played on Sunday August 14 and the final set for Saturday, August 20.

Linden leg set to kick- HS Masters upset Regal off this weekend Masters in latest round

he Linden leg of the Guyana Football Federation (GFF) and the National Milling Company of Guyana (NAMILCO) National Under-17 Thunderbolt Flour Power league is slated to kick-off on Saturday despite the inclement weather which has plagued the tournament.

The commence of the league in the Upper Demerara Football Association (UDFA) will see an official launch being held at the Wisburg Secondary School ground from 12:00h, where officials of the GFF and the Milling Company are expected to attend.

The league which is the first of its kind in Guyana is expected to the pillar of youth football in the country since it will be a played on year-round basis and will foster the growth of young players.

Meanwhile, over the weekend some play was possible in the Essequibo Coast/Pomeroon Football Association, with two matches being played.

At the Charity Ground, Charity Extreme drew with Dartmouth 2-2 while Wakapau FC won via walkover against Super 11 FC; over at the Mainstay Lake ground, the home side defeated Henrietta FC 3-0.

The Thunderbolt Tournament spans through-

out the football associations of Guyana and has the majority of its match days slated for weekends at the various community grounds.

Tucville, West Ruimveldt B play unbeaten in U-13 football

ucville and West Ruimveldt B were certainly two of the standout teams when the Banks DIH Limited sponsored Alex Bunbury Sports and Academics Academy (ABSAA) under-13 football Championship continued on Wednesday at the Parade Ground.

Tuville romped to one win and two draws from their three matches and were led by the day’s leading goal scorer Shemroy Myers who hit the back of the net on four occasions and Martin King who scored twice on a day where six matches were played.

Donning an orange outfit, Tucville eased pass Grove B 3-0 in their first match then drew with West Ruimveldt B 2-2.

In their other match, they drew 1-1 with Grove A; West Ruimveldt B other two matches saw them winning 1-0 against both Grove A and Grove B. The clash of the two Grove teams ended in a

.S Masters defeated the more established Regal Masters by 12 runs in the latest round of action in the Wolf’s Challenge Cup Softball Tournament played last weekend.

At the Malteenoes Ground, Thomas Lands, H.S Masters batted first and scored 143/4 from their 20 overs with Danny Mohanram making 64 and B. Lakeram contributing 25.

David Harper was the pic of the Regal bowlers with 2-26.

In their turn at the crease, Regal Masters stumbled to 132/6 from their 20 overs.

Mahase Chunilall made a fighting 30 and Mahendra Hardyal chipped in with 21. B. Lakeram 3-13 and M. Arjune 2-23 were the chief destroyers with the ball for the victors.

In other action, Superior Woods beat Albion Masters by 60 runs. Superior Woods had first use of the wicket and raked up 156/7 from 20 overs. Surujlall Kumar made 41, Rudolph Johnson 22 not out and Peter Persaud 22 while John Sumir snared 3-23 and S. Permaul 2-30.

When Albion took to the crease they were in all sorts of trouble and at the end of the 17th over they were bundled out for 96. Only B. Lanchand with 36 showed fight as Roy Persaud 4 wickets for 8 runs and Peter Persaud 3-18 combined to wreck havock.

Fisherman totalled 139/9 from 20 overs with G. Persaud stroking a well composed half century ending on 53. H. Dhanraj bagged 3-20 bowling for Wolf Warriors who got to their target with two overs to spare. The Warriors got to 140/7 from 18 overs with Raghunandan Narine getting the top score of 30 and F. Bacchus supporting with 25.

The teams made full use of the Emancipation Day holiday and celebrated with a high scoring encounter at the Ghandi Youth Organization (GYO) ground.

In the match Wellman Masters played brilliantly to overcome H.S Masters by 28 runs. Wellman batted first and muscled their way to 192/9 from their quota of 20 overs. There were useful contributions from

Eon Lovell 41, Nandram Samlall 39, Wayne Jones 27 and Richard Persaud 25.

Rudolph Johnson led the way with the ball for H.S. Masters with four wickets for 25. The run chase was on course with Peter Persaud 51, Oslyn Batson 32 and R. Johnson 32 going great guns but were kept at bay

by Latchman Kallicharran with 2-18 and Wayne Jones 2-21 as they fell short by 28 runs to end at 164/5.

There are eight more matches slated for this Sunday August 7 at three venues.

At the Malteenoes Ground, on Pitch One Floodlights take on Savage Masters at 10:00h while Wellman clash with H.S. Masters on Pitch two also at 10:00h.

Tournament hosts, the Wolf Warriors Masters will travel to the Jialing Ground at Albion to take on hosts the Albion Masters from 11:00h.

TKR set up race to final with Tallawahs — Zouks’ dream run ends in 5-wicket defeat

rinbago Knight Riders (TKR) have ended the St Lucia Zouks dream run in Hero Caribbean Premier League (CPL) 2016 to set up an effective semifinal against the Jamaica Tallawahs tonight night.

The The defending champions the Trinbago Knight Riders played an almost perfect match to end the fantastic run by playoffs first timers St. Lucia Zouks with a five-wicket victory with nine balls to spare at Warner Park, Basseterre.

The victory was set up after runs came from an injured Brendon McCullum, wickets for Ronsford Beaton and a late cameo from Sunil Narine who earlier had a mean spell with the ball.

The defeat means the Zouks are eliminated from the Hero CPL for this season but a first knockout appearance for the franchise will allow them to dream of going further in 2017.

The Zouks got off to the best possible start for the third successive game thanks to openers Andre Fletcher and Johnson Charles. In the matches in Lauderhill, Florida they had stands of 89 and 107. Here they put on 62 for the first wicket, aided by dropped catches by Kevon Cooper, Umar Akmal and McCullum. They weren’t the last spilled opportunities as seven catches were dropped by the Knight Riders during the Zouks innings.

The first wicket came when a catch was finally taken, Johnson Charles caught in the deep by Dwayne Bravo for 31 (22) off the bowling of Cooper. Three balls later the same thing happened, with Shane Watson caught by Bravo off Cooper to leave the Zouks 66-2. When Michael Hussey was sold a dummy by Fletcher and run out in the next over the Zouks found themselves 67-3 having lost three wickets for five

runs in the space of seven balls.

The Zouks also lost David Miller who has struggled for form this Hero CPL. Miller made a run a ball 13 before he was out slogging Nikita Miller. While all of these wickets were falling at the other end Fletcher remained at the crease but his run rate was plummeting. When Johnson Charles was dismissed Fletcher had 30 runs from 22 balls. When

Fletcher was out nine overs later he had made 41 runs from 43 balls, making just 11 runs from 21 balls in that period.

The wickets just kept falling with Beaton the chief destroyer as he finished with figures of 3 for 23, his best return of this Hero CPL at one point taking the wickets of Grant Elliott and Gidron Pope in successive balls.

Daren Sammy, the beating heart of this St Lucia Zouks side, took his team to a total that they had a chance of defending with 40 from 22 balls in an innings that included three Hero Maximums. Eventually the Zouks reached 164-8 with 34 runs coming off the last two overs.

The Knight Riders were always favourites to chase this down but an early wicket for the Zouks gave them home. Delorn Johnson has only played in seven of the Zouks’ 11 matches so far this season but here he passed Shane Watson as the leading wicket taker for the St Lucian team this season. He picked up the prize wicket of Hashim Amla in his first over who edged through to the keeper.

Despite the loss of such a valuable asset so early in their chase the Knight Riders set about reaching this target with some ease.

The Zouks had some chances to successfully defend this total, not least when Sunil Narine could have been caught in the deep off Jerome Taylor but substitute fielder Keddy Lesporis misjudged the swirling catch. In the end it was a simple chase for the current Hero CPL champions who are now one step closer to defending their title.

The TKR-Tallawahs showdown A

top battle is on tonight as Hero Caribbean Premier League (CPL) finals’ week continues with its ultimate playoff match between CPL’s inaugural champions Jamaica Tallawahs and current champions Trinbago Knight Riders.

The Warner Park venue in Basseterre, St Kitts and Nevis, is set to be lit for the match, with the winner progressing to this year’s final to face three-time finalist Guyana Amazon Warriors.

The match is expected to be a semi-final in its own right as TVs all over the world are expected to be switched on, the ground is predicted to be filled to capacity and the players for both sides are expected to deliver at the small venue to the delights of the spectators.

Both teams are tough, especially with the bat, and they must bring their A game tonight. However, the Tallawahs have demolished the Knight Riders twice this year with wins by margins of seven wickets and 19 runs. In a total of nine matches, the Tallawahs hold an upper hand with six wins while TKR won three.

It is the third time the Tallawahs have reached this point, but they have only man-

aged to progress on one occasion in 2013. Nevertheless, they have the ideal composition to ensure they reach the final this time around. Talismanic batsman Chris Gayle is in the Tallawahs side and his presence alone can scare opposition bowlers. To support Gayle in the Tallawahs’ batting line-up are Chadwick Walton, Rovman Powell, Kumar Sangakarra, Shakib Al Hassan and Andre Russell.

On Wednesday last, Kesrick Williams impressed with the ball in the first playoff by picking up four wickets. He has been the leader of Jamaica’s attack throughout this year’s tournament. Providing him with support in the bowling department are Gary Mathurin, Imad Wasin and Al Hasan.

The Tallawahs have lost their previous three games in the CPL and that could hamper their charge to get past TKR in tonight’s game.

TKR have recovered excellently to make it to the playoffs, and play they will against the Tallawahs in the last match of the regular season before the grand final on Sunday.

In their batting repertoire, TKR have a barrage of ruthless batsmen, namely Colin Munro,

Brendon McCullum, Hashim Amla and Dwayne Bravo. They have all done a sufficient job with the bat and will have to once more do so against the Tallawahs. The star of their bowling attack is Sunil Narine, who has been very economical recently but not as effective as his usual self.

Who will it be moving on to the final? Would it be the Tallawahs or TKR? Tune in tonight; the game will get underway at 19:00h.
