Harmon denies bribing Duncan to resign …tribunal to hear 1st witness today

inister of State, Joseph Harmon has rejected claims made by trade unionist Carvil Duncan that Government offered money in exchange for his resignation as Chairperson of the Public Service Commission (PSC) in light of his court charges.

According to a public statement released on Sunday, “The Office of the Minister of State categorically denies the assertion made by Mr Carvil Duncan that he was offered monies by the Minister of State or the President.”

The statement conceded that meetings were indeed held where Duncan was “gracefully” asked to vacate the positions he currently holds on several constitutional service commissions given his current trial for allegedly stealing

$984,900 and conspiring to steal $27,757,500 from the Guyana Power and Light (GPL).

Harmon’s office said Duncan indicated that he would discuss the matter with his family and return with a decision; however, he never did, which prompted President David Granger to establish a tribunal to determine his fate.

However, Duncan, in a missive on Saturday evening, indicated that he made attempts to make contact with the Minister following the meeting, but all attempts proved futile.

He also alleged that both Harmon and the President offered him money to step down from his post on the Public Service Commission, which would automatically result in his removal from the Judicial Service Commission and the Police

“President Granger insisted I resign as Chairman of the Public Service Commission to be followed by the other constitutional service commissions. He then said to me as much as

three times, that ‘he does not want any blood on his carpet’… The President offered me a financial package under the same conditions as had been offered

by Minister Harmon if I were to resign as he insisted,” Duncan claimed in his

statement.

The embattled official also insisted that he never received a letter from Prime Minister Moses Nagamootoo asking him to justify why a tribunal should not be established to address his removal from his posts.

Reports indicate that Nagamootoo wrote Duncan asking him to show cause why a tribunal should not be established to address the question of his removal from constitutional office.

Given his non-response, the President took a decision to establish the tribunal to investigate and recommend whether Duncan should be removed from his offices for his inability to discharge his function and/ or misbehaviour.

The tribunal members comprise Chairperson Justice Roxanne George,

Justice Winston Patterson and Attorney-at-Law Robert Ramcharran.

Duncan was charged and placed before the courts over the alleged theft of monies.

He was placed on $1 million bail in February last after he had appeared in the Magistrates Court charged with larceny to which he pleaded not guilty.

Police alleged that on March 31, 2015 at Georgetown, he stole $984,900, property of GPL. It is also alleged that he conspired with GPL’s then Deputy Chief Executive Officer, Aeshwar Deonarine to steal the money and to commit a felony, namely, he conspired to steal $27,757,500, property of the utility company.

The tribunal will hear its first witness today.

Alleged relative rapist captured, to be arraigned

42-year-old cane harvester, reportedly of Corentyne, Berbice, who was released on station bail after being accused of raping a 12-year-old relative over five months ago

will appear in court today.

This comes days after a warrant was issued for his arrest following a missed appearance at the Whim Magistrate’s Court last Thursday.

Police stated that the accused was apprehended on Saturday, adding that he would be arraigned for the indictable offence. The warrant, arrest and subsequent court proceedings followed media reports that Police were employing measures to have him found.

According to reports gathered, the man, who was taking care of the child at the time while her mother was away, reportedly placed the juvenile in a locked room where he carried out the unlawful act.

Information reaching this publication indicated that it was the Director of Public Prosecutions (DPP) whose office recommended that a rape charge be filed.

The cane harvester was first arrested for the incident on May 3.

uyana’s High Commissioner to Canada and a senior figure in the People’s National Congress Reform (PNCR), Clarissa Riehl is expected to move to the courts during the course of this week to challenge a decision by the Government to take control of a plot of land she owns at Middle and Carmichael Streets, under the Acquisition of Lands for Public Purposes Act, a source close to the Guyanese diplomat has confirmed.

The PNCR is the largest partner in the six-party governing A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition.

According to the source, a Senior Counsel, very close to the David Granger Administration, is expected to file the challenge in the High Court after Riehl reportedly complained that she had indicated to Attorney General Basil Williams her refusal to sell the land – as she had indicated when approached by former AG Anil Nandlall about two years ago, which Williams had already communicated to the State.

Efforts to contact Riehl for a comment proved futile, but the source said that already the legal challenge has been prepared and the Attorney for the Guyanese diplomat

Minister David Patterson on September 22, 2016, identified the property as the east quarter of Lot 92 Middle and Carmichael Streets.

The property is being taken over by the State for the proposed construction of Government buildings.

Attorney General Williams, during a media briefing on Friday last, had suggested that “the nation should know that when we [APNU/AFC] entered Government, I inherited that proposal by the PPP to acquire those said lots.”

He said, “The staff I inherited recommended those lots… So the issue of the compulsory acquisition was something inherited from the PPP… So perhaps the problem Mr [Anil] Nandlall (former Attorney General) has

is that he didn’t get to do the transaction.”

However, Nandlall denied Williams’ claims, saying that the AG was peddling mistruths.

Nandlall, in a letter to the press on Saturday, said, “I wish to make it unequivocally clear, that as Attorney General, I had no intention whatsoever of compulsorily acquiring the said two lots of land and that no step whatsoever was ever taken by the PPP/Civic Government to compulsorily acquire the said two lots of land; that all I did in relation thereto was to make contact with the owners of the two plots of land and enquired from them, whether the lands were for sale.”

Both owners, he said, answered in the negative and that was the end of the transaction: “I never even took a proposal to Cabinet in relation to this matter.”

Highway robbery

In an invited comment, Nandlall described the entire fiasco as “highway robbery” on the part of Government and pointed to the fact that it was looking to pay as compensation rates calculated by its Chief Evaluation Office which are way below the market value of the properties.

banks currently do not accept valuations done by that office as market value, something that Minister Patterson is quite aware of, since he was an evaluation officer in private practice and would have received several proposals.

He said too that apart from the inelegant attacks on himself and the PPP/C Administration by the current Attorney General over the transaction – “the process has multiple worrying implications”.

Nandlall said the action by the Government was a demonstration of its willingness to confiscate private property, a clear demonstration of the Administration’s disrespect for the constitutional rights of citizens to own property. He said too that the action demonstrated that Government was willing to employ extraordinary powers to compulsorily acquire people’s property.

The former Attorney General is adamant that the circumstances surrounding the transaction do not warrant the use of such extraordinary powers since it was clear that constructing a building to expand the Legal Affairs Ministry did not warrant the overriding of the sanctity of private property and there were numerous other options available.

Nandlall was adamant that Government by its actions continue to demonstrate its willingness to flippantly resort to draconian measures.

Trump's objectification of women

T

he Donald Trump campaign for the US presidency represents one of the fastest ascents by an outsider to secure the nomination of either of the two dominant American political parties. His fall might be just as record-breaking. Trump has been known for years for his candid, off-the-cuff remarks about women that frequently bordered on misogyny: "Fat. Pig. Dog. Slob. Disgusting animal" were some of his milder descriptions of them.

Most of the objectionable comments were based on his objectification of women.

But when a video of a conversation that was inadvertently recorded on an open mike had him describing – using the "f" word – how he wanted to have sex with a married woman and "grabbing (women) by the p----", it became too much for many of the leaders of the Republican Party. While the numbers are still rising, at this time at least two dozen Republican Congressmen, Senators, past presidential candidates, and Governors have denounced him and demanded he step down. Trump bluntly refused to do so after going on air to offer an apology.

With less than a month to the elections, the question on everyone's lips is whether Trump has fatally wounded his chances of acceding to the presidency. This newspaper predicted even before the end of the nomination "primaries" that Trump would go all the way. It is, therefore, apropos to examine the bases of Trump's popularity to discern whether his latest outburst would turn away his supporters as much as it did the top leadership of the Republicans. At this time, most in the media believe it would.

Trump's attraction, we pointed out, came out of his articulating fears in a huge segment of the American populace based on two intertwined ideological strands – nativism and American exceptionalism. Would his extreme objectification of women alienate many of those supporters? While the jury is obviously out, it is quite likely that as has occurred so many times, the "pundits" in the American media might be wrong.

Neither the nativists blaming the ailments of their country on immigrants nor the demand of American exceptionalism for their leader to "get tough" with even America's allies has been satisfied by Hillary Clinton.

But there is a need to go beyond the politically correct denunciation of Trump's attitude towards women and appreciate that it is part and parcel of how the ideal American "macho" image is defined, as part and parcel of American exceptionalism. No one has yet written off Trump for his statements on Mexicans or Muslims and on women, the envelope was just pushed a little further than before.

Very revealingly, while Republican House Speaker Paul Ryan said, "I am sickened by what I heard today. Women are to be championed and revered, not objectified", he did not retract his endorsement of Trump. The issue is whether women in America are actually "championed and revered" or simply given lip service. And to this end, Trump's own words in the video explaining how he was able to get away with his lewd and crude behaviour over the years is stark: “when you’re a star, they let you do it”.

And while Trump said that while he was just a "reality show" star, history has shown that political power creates just as much a "star" quality with its presumed power as a sexual aphrodisiac. While he might have been much more discreet about his womanising, for instance John F Kennedy’s, who is seen as the model of the modern, suave and collected US president, indiscretions are now very well known, even though he was married with two children whom he trotted out regularly to prove what a "family man" he was. The crudity of his successor, Lyndon B Johnson is also well known, while not surprisingly, Trump has finally honed in on the indiscretions of Bill Clinton.

It is very likely that this is another storm that Trump will ride out.

Establishment of a refinery not in the initial plans Dear Editor, I read in one of the dailies that the United States Ambassador Mr Perry Holloway, had echoed the earlier statements by an official of ExxonMobil, Guyana re: “In terms of job creation, I want to take this opportunity to remind everyone that while this significant oil find will create jobs in Guyana, it is offshore and there are no

initial plans for refining the oil in Guyana.”

I have a few questions. 1.

What is meant by there are no initial plans; is there a specific time (number of years attached to this initial period) 2. Is this statement about the initial non-establishment of a refinery in Guyana, an official Government position, or is it that the contract with ExxonMobil stipulates that

we cannot establish a refinery unless it is in association with ExxonMobil.

If this is not the position I would like to suggest that we should be engaging entities in the United Kingdom, Spain, France, Norway, China, United States of America etc, etc, with a view towards producing a preliminary pre-feasibility analysis and term sheet so as to de-

termine if it makes economic sense for us to establish a refinery over the next 5 to 7 years starting from 2018; I would further like to suggest that ownership should involve the Government of Guyana, the Local and International Private Sector and a Public Offering.

Is this the way forward for sports in Guyana?

Dear Editor, To many that I know personally from the fields, it is viewed that the government of the day has a role to play and one with interference with GOA’s December 2016 Elections.

Is this the way forward for the transformation and development of sports in Guyana?

The mere fact that a member of the National Sports Commission, which is directly an arm of the Department of Sport, Culture, Youth under the Ministry of Education and Sport, Mr Edison Jefford, is allowed to campaign for the GOA’s current

President and his establishment to vacate office confirms that the government of the day is playing a major role.

Minister Nicolette Henry (2nd in command) and Minister Jones (3rd in command), is it not wise that Mr Edison Jefford relinquish his post as member of The National Sports Commission and perhaps he can continue his journalism outburst against GOA? His representation reflects negatively on behalf of Vice President and Minister of Education and Sport, Mr Rupert Roopnarine and the Head

of State, President David Granger… His approach from his first article is also one that showcases “Bullyism Behaviour” and from a Marketing Perspective, it was a total turn off with his marketing strategy in representing his potential candidate/s challenging for the chairmanship of the GOA… With reference to a KN article dated Sunday, October 9, 2016 and captioned ‘The Buck Stops at GOA’s Ballot’, I dare say to the general public that there is no athlete currently in the making and based in Guyana who will attend the Tokyo 2020 Olympic

Games and stand on the medal podium… For that to become a reality, it will more likely be an overseas based Guyanese athlete to make it happen…

Mazaruni channel now 90% clear, life returns to normal Dear Editor, Interestingly, I noticed a letter written on Saturday mentioning that the channel at Piremap Falls never affected river traffic over the past three months. Strange!! One only has to check with the two main jet boat operators, whose offices are located a stones’ throw apart at Charlotte and Light Streets, Georgetown, or the boat operators at Bartica, the parents and teachers of the secondary school children from Issano, Kangaruma, Enachu, or the Medics at Issano etc, to ascertain the facts.

It is a fact that the jet boat services were directly prevented from operat-

ing by the dredge blocking the channel for 43 days total since the mishap back in July. The other boats from Bartica were directly affected also, only less as those boats are narrower in structure and were able to, at high risk, sneak by the wreck for a longer period when the water is high, and even those boats were prevented from operating for close to a month in total.

On a lighter note however, the wreck was finally hauled significantly from the channel yesterday, I repeat, yesterday the 8th October, and the channel is now about 90 per cent cleared. May I take this opportunity to express on

behalf of all the residents, the Police, the miners, the health workers, teachers, boat operators and all others affected, a heartfelt thank you to MARAD, the relevant Ministries, the salvagers and anyone else who contributed in getting the channel cleared.

Life will once again be returned to normal. We the citizens that were directly affected know of the sufferings we went through, and will continue to observe with calm the opinions of experts, and others who from their writings and uttering, know very little of the actual facts.

Education Ministry practises double standard Dear Editor, It is sad to see what is happening to our education system here in Guyana. I read with disgust the situation with the sexual assault of a student by a teacher of Tagore Memorial Secondary School as reported by News Room on Facebook on the historic celebration of World Teachers’ Day on October 5.

But, I do not agree with the judgment made by the Welfare Officer, Miss Merlyn Alphonso on Facebook, who represents the Education Ministry. The matter is already before the Court and I don’t see why this Welfare Officer has to join in with other teachers of Tagore to shame and ridicule the

Science teacher.

Mr Vishal Narine is the best Science teacher in the Corentyne and he received the prestigious Teachers’ Award at National Cultural Centre during the 50th Independence Celebration.

Tagore Memorial Secondary has a very good Head Teacher and the School Board works well with the school. They boost the performance of the school. I don’t know why persons on Facebook are trying to attack them.

The Ministry practices double standard and they pick stories to deal with and this looks like racism. The Head Teacher of Skeldon Primary School takes all the

school funds and she always asks parents, children and the business people for money. The canteen vendor sells expired things and any hour of the day about 5-6 teachers can be seen relaxing on the front landing.

Are there extra teachers in the school? All the teachers from the school keep extra lessons at school, and each child has to pay the $500 for the lessons Saturday morning or else licks and embarrassment Monday. Much of the classroom work is done at the lessons, so who cannot afford lose out.

AG manufacturing stories once again

Dear Editor, My attention was drawn to a most bizarre article published in the Guyana Chronicle dated Saturday, October 8, 2016, at page 8, under the caption “PPP initiated process to acquire Carmichael St lots-AG.” In that article, the following statement is attributed to the Attorney General and Legal Affairs Minister Mr Basil Williams, “The nation should know that when we [APNU/ AFC] entered Government, I inherited that proposal by the PPP to acquire those said lots. And the staff I inherited recommended those lots…

So the issue of the compulsory acquisition was something inherited from the PPP. So perhaps the problem Mr Nandlall has is that he didn’t get to do the transaction.”

I wish to make it unequivocally clear, that as Attorney General, I had no intention whatsoever of compulsorily acquiring the said two lots of land and that no step whatsoever was ever taken by the PPP/Civic Government to compulsorily acquire the said two lots of land; that all I did in relation thereto, was to make contact with the owners of the two plots of land and enquired from them whether the lands were for sale. Both owners answered in the negative and that was the end of the transaction. I never even took a proposal to Cabinet in relation to this matter.

The article next outrageously quotes Mr Williams as recalling that I raised the issue in Parliament and “the project was then approved by the Ministry of Finance and Cabinet, after which it was passed and approved by the National Assembly.” I am flabbergasted! I raised no such issue in Parliament. In fact, there was no issue to be raised.

The story becomes even

more sinister. The article next informs that Mr Williams disclosed that if the PPP had remained in office, the PPP would have paid five hundred and sixty million dollars ($560,000,000) more than the current Government for the same two plots of land. The article quotes Mr Williams, as saying that I told him that the lots are worth six hundred million dollars ($600,000,000). Mr Williams must be hallucinating! I had no such discussion with Mr Williams about these plots of land. If this was not a serious matter, I would have found it hilarious.

I challenge Mr Williams to produce one shred of evidence to support ANY of the contentions that he has made. I do so knowing fully well that a person who is of the iniquitous propensity to contrive and concoct such an elaborate tale is quite capable of falsifying documents to support these preposterous claims.

This is not the first time that this Attorney General

has been caught manufacturing stories to blame me and the PPP/Civic Administration as part of his clumsy strategy to defend himself. Readers will recall that he alleged that the PPP Government had agreed to pay BK International when he was publicly pounded for paying millions of dollars on a mere letter threatening litigation. I challenged him then to produce evidence of this Agreement to pay. He never did. Again, the imbecilic contention is that the PPP had begun the compulsory acquisition process in respect of these two plots of land.

Assuming that he is correct, this Attorney General appears to lack a mind of his own and seems incapable of doing anything other than robotically follow PPP initiatives. Whatever it is, that the President has a serious problem on his hand, I am in no doubt.

Should we let From Maths Negative to Maths Positive attitudes in your children children study – joy and enthusiasm are absolutely essential for learning to happen

“I hate Maths” n an AP poll, over 1/3 of adults polled about school Maths experiences indicated that they “hated” Maths in school. In fact, Maths was twice as despised as any other subject. Even if Maths was not your bane, it is likely you’ve heard a complaint or two about Maths from your children. These range from, “I hate Maths”, “Maths is my worst subject”, “Maths is too hard and I’ll never use it”, or “It’s boring.”

Brain scans and other neurocognitive research correlate increased Maths stress levels with decreased memory efficiency and ultimately a progressive drop in motivated effort. Maths negativity is a stressor you can help your children replace with the pleasure, self-efficacy, motivation, and perseverance of Maths positivity.

Maths negativity often starts young and unchecked, builds up. Maths stress and low self-expectations can come from Maths stereotype beliefs, parental Maths negativity, frequent failure to understand Maths concepts, or fear of making mistakes.

Many early Maths learning is rote memorisation and children become discouraged when they mistakenly believe that speed and one right answer measure Maths intelligence and potential.

Joy and enthusiasm are absolutely essential for learning to happen –literally, scientifically, as a matter of fact and research. Attentive

focus and sustained effort are limited brain commodities. In the stress state, feelings of anxiety, confusion, and mistake-fear leave less mental effort available for cognition and taking on challenges.

Consequences of Maths negativity may include low participation, low challenge tolerance, falling further behind, behaviour problems, and avoiding the advanced Maths classes needed for success in many careers after high school and college.

Bust their Maths myths and stereotypes

Maths myths abound such as: one has to be very intelligent to be good at Maths; it is acceptable to be bad at Maths because most people are and it isn’t really used much outside of special occupations; and, “My parents said they were never good at Maths so they don’t expect me to be any different”.

You can help your children build the positive attitudes needed to sustain their effort through challenge, setbacks, and mistakes starting with busting any mistaken Maths stereotypes or myths about Maths abilities they may hold.

Myth 1: You either have or don’t have a Maths brain

Many children believe that if their parents did not do well in Maths, their genetic makeup will limit their own potentials. A frequent

comment from my students was that their parents told them, “I’ve always been bad in Maths”, which they interpreted as meaning they inherited Maths hopelessness.

On the other hand, equally challenging for children is the belief that because parents told them that they found Maths “easy” that means that their struggles indicate their lack of a “Maths brain”.

Parent frustrations increase Maths stress. When parents say things like, “I did quite well without Maths and so will you” or “I don’t know why you are having problems, I had no trouble adding fractions with different denominators. It is quite easy”, children start doubting themselves. When children perceive parent frustration, they may take on the incorrect belief that they are letting their parents down

if they struggle and/or ask for help, even when it is quite appropriate to do so. The outcome can be falling

Reduce your children’s reaction to their perception of your especially good or bad “Maths brain” by focusing on their potentials. Don’t emphasise your own Maths experiences as being very easy or very hard.

There is no such thing as a “Maths brain”. Children need to know that regardless of your or their past Maths experiences, all brains have the potential for Maths success. Help them understand that effort and practice, even struggles, strengthen brainpower. S

tudies have proven the power of intrinsic motivation: With it, children are more likely to be creative, set goals, and much, much more. It makes sense that intrinsic motivation should also help children do better in the school subjects that interest them. If you like writing, you’ll be a better writer and if you like Maths, you’ll be better at Maths...right? This is part of the justification for programmes that encourage children to study the things they’re drawn to (let me admit, I’m one of these parents – I want my nine- and seven-yearolds to explore their passions).

We’re so certain that intrinsic motivation increases achievement that it almost seems like a waste of time to study it. But that’s what a team of researchers from Quebec did. Their study of 1478 Canadian children is now on early view at the journal Child Development.

The data comes from something called the Quebec Longitudinal Study of Child Development, which measured a whole bunch of family, personality, education and achievement stuff from age five months to 15 years.

Mining this data, the researchers used answers from the Elementary School Motivation Scale to measure children’ intrinsic motivation for Mathematics (questions like “I like Mathematics” and “Mathematics interests me a lot”).

Then they compared intrinsic motivation to children’ scores on Maths assessments in grades 1, 2 and 4.

Surprise, surprise: Children who were intrinsically motivated were better at Maths. But the important part was which was the chicken and which was the egg.

It wasn’t that intrinsic motivation led to higher Maths scores. In fact, it was the other way around: Children with higher Maths scores ended up liking it more. (Economists would call Maths achievement the “lagging indicator”) Again, “achievement in Mathematics was found to systematically predict later intrinsic motivation in Mathematics over time. However, there was no evidence for the reverse; intrinsic motivation for Mathematics did not predict later (or changes in) achievement in Mathematics,” the authors write.

The authors offer a couple possible explanations for this mind-bogglingly counterintuitive finding. Maybe elementary school is so tightly regimented that everyone is forced into the same work whether or not they like the subject matter and so there’s no gain for children intrinsically drawn to Maths or loss for children who would rather skip it? Maybe the assessments rewarded “quantity” of Maths skills over “quality” of Maths skills, meaning that intrinsic motivation still might help children out-perform their bribed or bullied classmates on trickier problems?

But if you want to take the study at face value, “The present findings could mean that interventions in education that try to increase intrinsic motivation may not be the best approach in the early school years.”

I have to admit, this advice goes counter to pretty much everything I believe in parenting. But it’s also a pretty solid finding. If intrinsic motivation doesn’t create competence, does intrinsic motivation matter? (psychologytoday.com)

he Guyana Manufacturing and Services Association (GMSA) has lambasted as “unfair” and in need of urgent review, a decision by the United Kingdom which essentially restricts the import of greenheart from Guyana.

Moreover, the GMSA said the labelling of Guyana as a “pariah” in tropical forestry flew in the face of overwhelming independently verified evidence by internationally credible third parties – evidence which is available online and specifically on the Guyana Forestry Commission’s website “for those who wish to be further informed on the hard reality”.

The GMSA, in a strongly-worded missive over the weekend, said the “UK agency essentially pronounced on the sustainability of forest management practices in our forests of origin with absolutely no communication or consultation with any local industry stakeholders”.

It was pointed out by the GMSA that given that the markets for tropical forest products were declining and proving challenging: “Incorrect labelling of our forest management practices in this negative way can only be detrimental to the future lives

and livelihoods of the 25,000 people directly employed in this industry.”

The GMSA maintains too that available statistics highlight the great efforts that both the industry and the Government have made to ensure “sustainable forest management of our forests for our future generations and that in an ecological sense, our forests are being sustainably managed, an effort clearly verified through abundant, independent, third-party analysis and certification” .

It was noted that this was especially so for “our hardworking colleagues in rural and indigenous communities, who, over time, have come to appreciate and see the value of understanding and implementing the Sustainable Forest Management (SFM)

guidelines which they helped to formulate”.

The GMSA, in its missive, drew reference to the May 2015 UK Environment Agency Technical Note, on the sourcing of new supplies of greenheart timber, which “did come as a great surprise to the local industry, especially since the Private Sector and Government were in communication with CPET (The Central Point for Expertise on Timber that advised UK Government Agencies on Timber Procurement Policies) for over four years previous to the Note to provide evidence of legality and sustainable timber practices” .

According to the Association, as a result of the increasing global need to prove legality and sustainability, and meet certification

standards, the industry had already entered into negotiations under the EU-FLEGT programme to ensure that the local forest sector would meet these guidelines and import regulations for the UK and EU markets.

While the consultants to CPET did state that EUFLEGT licensing would constitute adequate evidence of Category B compliance, the GMSA is adamant that the UK agency issued the Technical Note with no communication or consultation with local stakeholders.

The GMSA also drew reference to recent pronouncements by local forestry expert Dr Janette Bulkan, who had pronounced on the sustainability of greenheart forest harvesting by referring to the studies carried out

by Tropenbos in the Bartica Triangle.

It was quick to point out, however, that, “the UK Environment Agency Technical Note refers to the sustainable forest management of the forests of origin and not only greenheart”.

Govt still wants to buy out DDL shares in Berbice Bridge

overnment is still vigorously pursuing its option to buy out the 10 per cent of shares held by the Demerara Distillers Limited (DDL) in the Berbice Bridge Company Inc (BBCI) in order to ensure sustainability and perhaps to facilitate a further reduction in the tolls.

Public Infrastructure Minister David Patterson said Government remained committed to providing significant financial relief for those persons traversing the Berbice Bridge and, in order to guarantee low fares, Government would have to gain majority control of the Company.

He said Government was exploring different options, apart from State subsidies, to ensure the fares remained reduced.

“The Government had attempted certain things so far. We are currently trying to buy the shares from DDL and obviously with that, we can look at different mecha-

nisms,” he stated during a recent news conference.

Last year, Government announced that the beverage giant had offered to sell off its shares in the BBCI for some $45 million. Government had also hoped to engage with the other stakeholders about selling their shares in order to influence the decision to reduce the bridge tolls since the Bridge Company was initially refusing to lower them.

But after intense negotiations, Government finally brokered an agreement with the Company to reduce the tolls, which took effect this year.

The toll on passenger cars and minibuses was reduced from $2200 to $1900, while there was a 10 per cent reduction for the other classes of vehicles.

Government is also providing subsidies to the river taxis, which were introduced after the BBCI maintained that it was not reducing its tolls.

meant to be a more affordable alternative to the Bridge, but with the reduction of the bridge tolls, the two facilities began competing with each other.

Minibus operators began complaining of loss of business since commuters opted to use the river taxis rather than cross the River via the bridge.

The Public Infrastructure Ministry developed a revised schedule for the operations of the river taxis to facilitate the minibus operations.

From September 1, the speedboat service began op-

erating from 06:00h until 09:00h and then again from 14:30h until 18:00h.

Previously, the service operated between 06:00h and 18:00h.

But with the time change, the taxi drivers are complaining that the new operating hours would severely affect their trade since they would limit the number of passengers who utilise their services after disembarking the boats.

Junior Public Infrastructure Minister Annette Ferguson had pledged to meet with the operators to iron out the issue.

Pointing to some of the verification practices obtained locally, the GMSA said “our forest management system is subject to regular independent forest monitoring; in addition to Guyana welcoming this, it is also a requirement of the agreement with the Kingdom of Norway.”

It was highlighted that Guyana would not have received any funding for avoided deforestation from Norway under the Low Carbon Development Strategy (LCDS) if our forest regulatory environment was considered as “pariah”.

Guyana has the third lowest deforestation rate in the world and, according to data released for 2015, forest operations only contribute one per cent of the total annual deforestation in Guyana.

About 13:15h, the Barbadian national, who was an outgoing passenger destined for Barbados, was arrested by ranks of the Guyana Police Force at the International Airport, after 914 grams of cocaine, wrapped in undergarments was found strapped to his legs.

s the raids on popular night spots continue, another unlicensed weapon was found, but this time at Palm Court, Main Street, Georgetown.

According to Police, late Saturday, around 23:00h, ranks carried out a search at the popular Main Street establishment where an unlicensed .38 Special Revolver with four matching rounds was found on the person of a male patron. It was disclosed that the man will soon make an appearance at the Georgetown Magistrates’ Courts.

It was only last week that four men and a woman were arrested in the wee hours of Friday morning at a popular night spot in West Ruimveldt, Georgetown for possession of arms and am-

munition.

Guyana Times had reported that the five accused were found with two illegal firearms, several rounds of ammunition and a quantity of ganja. It was also reported that Police had swooped down at the Ballaz Wash Bay Bar some time between 01:30h and 02:30h where a search had been conducted.

On Thursday last, an

hat's it with this government? Big government has been rejected by every sane country of the world yet they've decided to move full steam ahead in the opposite direction? Initially, when Prezzie announced a mind boggling 27 Ministers for his administration for a country with a smaller population than any main street (say, Broadway) in any major city in the US - your Eyewitness thought he was trying to be a political hipster. You know… all retro like back in the day with a Minister for every day of the month!

The US, mind you, with over 300 million people has only 15 Secretaries - as their "Ministers" are modestly called… but what do THEY know? But then there emerged a pattern: there was a method to the seeming madness and it was all explained when Prezzie announced that the government was still guided by the "philosophy" of the founder leader of the PNC, Linden Forbes Sampson Burnham.

And what was that philosophy, you ask dear reader?

When it came to governments, Burnham insisted that "bigger was better". This was so for the simple reason he believed the ordinary citizen was just clueless when it came to accomplishing anything. They were just so… undisciplined!! They needed to be led - and for this you needed leaders. He of course, was the Supremo who had so many powers, that he needed four Vice Presidents to assist him.

So if Burnham had four Vice Presidents… we have to appoint the same number. Never mind the title has no relationship to any responsibility the appointee had to take care of. Quick now… what exactly is Foreign Minister Carl Greenidge doing as a "Vice President"? Don't even get your Eyewitness started on Khemraj Ramjattan!! And with that as background, you'll now appreciate why OP - now called Ministry of the Presidency - needs more space. Gotta have people to keep track of all those Vice Presidents!!

But if you really do as Burnham did, you have to position your big and growing government on top of a shrinking economy. Why? Well jeez! Right now our economy is owned by all those private capitalists - and this just won't do. But you can't just nationalise them like back in Forbes days. So you let them die in the vine by not providing any stimulus or other monetary or fiscal help.

And then in a few years you just let them fall into the many hands of the government that's been recruited and waiting!

Yes, dear reader - that's why you have 27 Ministers and counting!

...and diversifying sugar

After slavery and Indentureship were tried as ways of providing labour to produce sugar, a well-meaning big one of sugar interests decided he'd try another way. Fella's name was Lord Campbell. He thought, why not have the workers lease lands and plant the cane themselves as small farmers? They could then sell the cane to the factories.

He tried the experiment at Wales. In one phase he actually had houses built for the workers (Belle Vue) from where they could mosey over to their farms. No "drivers" and "overseers" to humiliate and exploit them. Another phase was to have farmers with large plots of their own land do the same thing. And at Wales you have the largest acreage of land in Guyana under cultivation by the descendants of African slaves.

And what does our Big Government do? With absolutely no consultation, as Burnham had done back in his day, they commanded that "diversification" was now the mantra.

So whether they like it or not… some "independent" farmers will have to plant rice. For which there's no market.

...for prosecuting bad guys

In case you wondered why the AG Chambers had to also spread their wings - even if it means expropriating your Ambassador's property! - remember they're the government's lawyers.

AFC to review relations with APNU at upcoming conference A radical reform of the relations between ruling coalition partners, the Alliance For Change (AFC) and the A Partnership for National Unity (APNU) is likely, with an independent review of its affairs set for the upcoming AFC National Conference.

This review could see the smaller political party making more demands of APNU, as what occurred following an AFC retreat earlier this year.

AFC General Secretary David Patterson, during a news conference on Friday, disclosed that an assessment of the dynamics of the two parties was among the concerns to be discussed at the AFC National Conference, which will be held before the new year.

“I cannot dictate what the discussions will be, but I can guarantee you that someone will raise the issue of the coalition; the successes or the things which they feel the coalition should do; they would raise the question of the AFC’s shortfalls, if any, what achievements are; they would raise the issues of every Minister’s portfolio in Government,” Patterson explained.

Among the other issues to be discussed are the AFC’s role and progress in Government and the parties’ fulfilment of the joint manifesto.

APNU and the AFC joined forces with the signing of the historic Cummingsburg Accord (Valentine’s Day Accord) on February 14 last year with unyielding dedication to change the politics in Guyana, with the country’s first-ever six-party coalition.

ollowing negotiations, the management of bauxite company Bosai Minerals Group Guyana Incorporated (BMGGI) and the National Association of Agricultural, Commercial and Industrial Employees (NAACIE) have signed an agreement for a 6.5 per cent across-the-board increase for wages and salaries for employees of the privately owned company.

According to information coming from BMGGI, the agreement, which was signed on Wednesday at the Social Protection Ministry, was arrived at following five months of intense discussions.

The increase includes allowances for meals, vacation as well as retirement benefits. The Memorandum of Agreement was signed by members of both delegations and endorsed by Lydia Greene, Chief Labour Officer (Acting), Labour Ministry, in the presence of the Junior Social Protection and Labour Minister Keith Scott and Consultant

Francis Carryl.

BMGGI and NAACIE had commenced discussions on a new wages and salaries agreement along with other benefits on May 17.

BMGGI management in a statement said it hoped to see improved productivity and a better working relationship between the parties. Signing on behalf of BMGGI were General Manager Robert Shang, Accounting Superintendent Andy Hao, Senior Personnel Officer Truedel Marks and Assistant Shamekia Barrow. Signing on behalf of NAACIE were General Secretary Kenneth Joseph, President Linnell Warden, Vice President Neptrid Hercules, Secretary Aggrey Darlington and Committee Members Cedric Dover and Mark Louis.

In August, BMGGI employees had staged a protest over what they described as the slothfulness of negotiations, indicating that they were seeking an across-theboard increase of at least nine per cent.

AFC Ministers, like Public Security Minister Khemraj Ramjattan and Prime Minister Moses Nagamootoo, have had their powers significantly reduced, with the Prime Minister only having oversight over the Guyana Chronicle newspaper and the National Communications Network (NCN) – a role which was previously held by Information and Press Liaison Kwame McCoy, while a major portion of Ramjattan’s portfolio was handed over to PNC’s Winston Felix.

Nevertheless, according to the AFC General Secretary, since the forming of the coalition, the AFC and APNU have been able to iron out several issues.

He went on to underscore that in order to further strengthen the coalition,

there needed to be increased and clearer communication between the lower levels of the two parties.

Meanwhile, this year’s biennial conference will seek to elect office bearers for the new two-year term.

Presently, Ramjattan is the Leader of the AFC and Nagamootoo is the Chairman (ag), following the recent resignation of Chairman Nigel Hughes.

The AFC is yet to decide definitively when the conference will be held, since there are major upcoming events it is trying to avoid a clash with.

These include the presentation of Budget 2017 in the National Assembly, followed by the lengthy budget debates, as well as the People’s Progressive Party/ Civic (PPP/C) Congress in December.

“We are looking for an opening to have it done,” Patterson said, noting that the party will have to work within those parameters.

UG urges Private Sector support to develop institution T

he development of the University of Guyana (UG) is the collective responsibility of all sectors, according to the Vice Chancellor, Dr Ivelaw Griffith, who underscored the importance of Private Sector and Diaspora support in the advancements of the tertiary institution.

During a recent news conference, Dr Griffith pointed out that Government’s efforts alone could not sustain the operations of the University.

“The University cannot,

any longer, be the business of Government only but the business of the collective responsibility of all sectors, both here in Guyana and out of Guyana,” he stated, further noting that UG could not be improved utilising only Guyana’s resources.

“Government does not have enough to give what we need, corporate and the alumni in Guyana does not have enough to give what we need… the alumni abroad is beneficial,” he declared.

In this regard, he

said there would be more Diaspora connections with the University which would mean more travelling.

“We cannot rebuild this University only by looking for resources, time, treasure and talent at home,” Dr Griffith stressed.

He hinted at a developing partnership between UG and Fly Jamaica, which he said was born from a Diaspora connection.

Brigadier Phillips inducted into US Military College Hall of Fame

ormer Chief-of-Staff of the Guyana Defence Force (GDF), retired Brigadier Mark Phillips was among three former Army Generals to be inducted into the United States Army Command and General Staff College (CGSC) International Hall of Fame on Friday last at the College’s Lewis and Clark Building, 100 Stimson Avenue, Fort Leavenworth, Kansas City, Missouri.

Brigadier Phillips, along with General Volker Wieker of Germany and Brigadier General Igor Gorgan of Moldova, was inducted into the Hall of Fame which brings the number of inductees to 266 from the nearly 8000 international officers who graduated from the college.

University and Deputy Commandant of the Command and General Staff College (CGSC), noted the success of international officers at the college.

More than half of the college’s international graduates achieved general officer rank.

He then declared the members of the Hall of Fame the “elite of the elite” for achieving senior positions of leadership within their country’s military or international military organisations.

Brigadier Phillips has commanded at every level of the GDF. The Brigadier, a native of Linden, a mining town in Guyana, joined the GDF in December 1980 at the age of 19.

He is a graduate of the Royal Military Academy,

Sandhurst, in the United Kingdom and is the holder of a Bachelor’s Degree in Social Sciences – Public Management from the University of Guyana, as well as a Master of Science in Public Sector Management

from the La Pontificia Universidad Catolica Madre y Maestra in the Dominican Republic.

The former Chiefof-Staff has held several appointments, including Colonel (Administration and

Quartering), and Colonel (General Staff) during his 30plus years of military service.

He was also Guyana’s Head of Delegation to the InterAmerican Defence Board from 2008 to 2009, and was up to 2011, Guyana’s nonresident Military Attaché to Venezuela.

Brigadier Phillips is also the recipient of several awards, including the Border Defence Medal, Military Service Medal and 40th Anniversary Commemoration Medal, along with the Star of Carabobo from Venezuela, as well as the Peace Keeper Medal from Brazil and the Brazilian Navy – Admiral Tamandare Medal.

He was promoted to the rank of Brigadier back in 2013 by then President Donald Ramotar before he took com-

mand of the GDF, succeeding Rear Admiral Gary Best.

Brigadier General Phillips is the third US Army Command and General Staff Officers Course graduate from Guyana to attain the rank of Army Chief and to be inducted into the Hall of Fame.

Brigadier Edward Collins was the first to be inducted.

The International Hall of Fame of the college was established in 1973, jointly between CGSC, the Greater Kansas City Chapter of the Military Order of the World Wars and the CGSC Foundation. In addition to being inducted into the Hall of Fame, inductees are presented with a CGSC certificate of honour by the Military Order of the World Wars and a Life Constituent Certificate by the Foundation.

ndigenous villages are now being equipped with a framework aimed at ensuring they are strategically positioned on a sustainable development path.

Under the Sustainable Development Framework, villages will be required to produce a long-term (10-year) Community Development Plan (CDP), where programmatic areas will be outlined, projects and targets will be prioritised, based on the respective CDPs and an effective feedback mechanism employed.

Once that aspect is completed, an annual village plan will be produced – a stipulation in the Amerindian Act of 2006 – and submitted to the Indigenous People’s Affairs Ministry and the Regional Executive Officer by May of each year so that same will be used to inform the annual national budget.

When the plans are approved by the National Assembly, the Ministry will then begin processing project documentation for respective village councils for the sums approved.

The Sustainable Development Agreement Framework was rolled out by the Ministry over the weekend in 27 villages in Region Nine (Upper Takutu-Upper Essequibo).

Meetings were held in Annai and Lethem which saw the Regional Chairman Brian Allicock and National Toshaos Council (NTC) Chairman Joel Fredericks in attendance.

Representation came from Village Councils, the NTC, Community Development Officers and the World Wildlife Fund (WWF), staff from the Ministry and Conservation International Guyana (CIG).

“We have all the players coming together so that we can be able to put our resources in the right community for the right purpose, so rather than somebody coming in giving you what is not in the plan, then we will not be able to see much progress,” Da Silva stated.

Meanwhile, CIG Executive Director, Dr David Singh, in briefing village leaders and other partners who attended the session, said: “If we focus on our sustainable development, our green economic devel-

opment, our low-carbon economic development, we will, in fact, be helping ourselves not only because we will be developing sustainably, but we will be helping the world.

So this whole Framework is in meeting those goals. ” Dr Singh added that the CIG remained resolute in its efforts to assist the Ministry in effectively and efficiently executing the Framework countrywide.

This strategic initiative was further endorsed

by Region Nine Chairman Allicock, who, in no uncertain terms, said: “This Framework that we are developing here together augurs well not only for the villages but for the entire country…We are not starting from the top and handing it down to you; we are starting from the grass-root level so these things we are working out together is for that purpose and leaders are getting a better opportunity, they are being guided.”

A similar exercise will be conducted in MainstayWhyaka, Region Two (Pomeroon-Supenaam) shortly.

NTC Chairman Fredericks, who is also Mainstay’s Toshao, has already indicated that the

Sustainable Development Plan fit with the Council’s mandate for Amerindian villages, because in the past villages did projects but never in a structured way.

He added, “Leaders come and leaders go and you might find that a new Toshao coming with a new plan or vision; the village can either develop or the rate of development can drop, but when you have the Sustainable Development Plan, a five or ten-year plan you can work with that and it is also good for the village because you don’t have to wait on the Ministry to finance their project, they can look to other stakeholders so I see it is something very good.”

The WWF, which is also a partner in the implementation process, has already begun working with villages in the North Rupununi to develop their Community Development Plans.

Notably, the Sustainable Development Framework also sets out to meet the 17 international Sustainable Development Goals, which were adopted by world leaders just over a year ago to, over the next 15 years, apply to all countries.

Leguan Bridge’s condition worries parents, farmers

he deteriorating state of a bridge that connects the villages of Waterloo and Mariville on the Essequibo island of Leguan has left residents fearful for their safety, especially parents.

On Sunday, Guyana Times was informed that the bridge posed a grave risk to the children who cross it to attend school as well as farmers who transport their produce across it.

Many of the boards on the bridge are raised and some sections have holes and gaps that are too wide. This newspaper was also told that on Sunday morning, a motorcyclist narrowly avoided an

According to reports received, the bridge has been deteriorating over the last four months despite residents voicing their concerns to operatives of the Regional Democratic Council (RDC).

Improved health care for Region 5

Fort Wellington Hospital commissions ultrasound unit

R

egion Five (MahaicaBerbice) health authorities have commissioned a fully functional ultrasound unit at the Fort Wellington Hospital as the administration seeks to optimise health care delivery in the Region.

According to Regional Health Officer (RHO), Dr Steven Cheefoon, patients can now access ultrasound services at both the Mahaicony and Fort Wellington Hospitals.

Speaking at the recent commissioning ceremony, the RHO said authorities were currently seeking to obtain the services of a psychiatrist to address mental health issues within the Region. The initial plan, he says, is to have the specialist visit the Region weekly.

Meanwhile, Dr Cheefoon is also assuring the general public that there was an adequate supply of essential as well as non-essential drugs within the Region. He noted that systems were being put in place, which will allow the regional health department to be able to source drugs without undue delays, as was the case in the past.

Apart from the ultrasound unit, the RHO noted that the laboratory facilities at Fort Wellington Hospital were about to be upgraded to be the best Guyana has ever seen.

The authorities also plan to set up a modern laboratory facility which will be used as a model for laboratories around the

country.

Dr Cheefoon said that among other objectives, the authorities are striving for equity in the delivery of healthcare services within Region Five, with the aid of 17 Health Centres and the two regional hospitals. He reiterated that the Regional Health Authority, with support from the Health Ministry and the Regional Administration,

he Anna Regina Fire Station in Region Two (PomeroonSupenaam) on Sunday commenced Fire Prevention Week with an interfaith service at the Living Water Full Gospel Church in Henrietta, Essequibo.

Fire officers attached to the Station, in full uniform, sang praises as the Week commenced under the theme, “Fire safety a collective responsibility for the preservation of life and property”.

Head of the Anna Regina Fire Station, Clive Mc Donald outlined that

the church service kicked off the week-long activities.

During his address to the congregation, he called on persons to continue to live in unity, reminded that preventing fires was everyone’s business and encouraged those present to act in a more responsible way.

Mc Donald explained that the Week was observed as a result of the world’s worst conflagration – which occurred in the United States of America on October 9, 1871.

During that inferno, 250 persons died, 17,430 buildings were destroyed and

100,000 persons were rendered homeless.

He revealed that the observance was Fire Prevention Day until 1922 when it was changed to a week by the National Fire Protection Association (NFPA).

Other activities planned include visits to secondary schools on the Essequibo Coast and a community interaction with residents at the Anna Regina Market.

The Station will be opened to visits from schools and the general public during the Week.

The observances will conclude on Saturday.

Police hunting ECD man for impregnating 14-year-old …who was forced to abort earlier pregnancy with black-pepper concoction

R

anks of the Guyana Police Force are currently hunting for a 22-year-old East Coast Demerara (ECD) man after it was discovered that he allegedly impregnated a 14-year-old girl for the second time.

The teen was on Friday rescued after the man’s mother allegedly forced her to drink a black-pepper concoction in an effort to abort the child, but when she refused, the woman allegedly slammed her head into a wall as she began physically abusing her.

Guyana Times spoke with the teen, who was at the time accompanied by neighbours who had rescued her.

This publication was told that the teenager lives in an abusive ECD Squatting Area home with her step-father and mother.

The young lady related to this newspaper that her parents were in the habit of imbibing and would constantly physically abuse her and her siblings.

Her alleged molester is said to be a relative of her step-father and he had come to live with them at their residence some time ago, after which the two developed a relationship.

The teenage girl said that when it was discovered that she was pregnant, her mother and stepfather abused her, causing her to flee along with her paramour.

This was in June last, at which point in time the teen was already pregnant and was made to have an abortion.

She told Guyana Times that the man’s mother had given her the same blackpepper concoction which she had boiled with some other

spices.

Within a few months however, the teen said she was pregnant again.

The young lady told Guyana Times that she was constantly abused by both the 22-year-old man and his mother, displaying scars on her hands said to be caused when the man would extinguish lit cigarettes on her skin.

She said things took a

turn for the worse when the young man’s mother again prepared a black-pepper concoction to abort the baby – for a second time within a matter of months – but she refused.

The girl told Guyana Times, “When me tell she no, she bunks ma head on the wall and I start seeing dark.”

She said as soon as she regained her senses, she

shoved the woman out of the way and ran for help.

The neighbours who rescued the young lady spoke of repeated abuse by the teenager’s stepfather and mother.

Even more worrying, they told Guyana Times that they had taken the girl to the Child Care and Protection Agency (CCPA) but were told that the Agency could not keep the girl at the moment since it did not have accommodation.

CCPA Director Ann Greene was contacted and told Guyana Times that she was on leave at the moment, but the officials at the Agency had acted improperly, because as long as a 14-year-old is pregnant for a

22-year-old man, it is clearly a crime and the young lady is in need of immediate protection.

She has since promised to urgently look into the matter.

The young lady was subsequently taken to the Police Station after an intervention on the part of Guyana Times.

The teenager was immediately taken to the Georgetown Public Hospital, accompanied by Police Ranks, to obtain a medical, while another Police team was dispatched to arrest the man.

Up to press time, it was unclear if he had been arrested.

Breast cancer awareness walk held

n an effort to add its voice to promoting cancer awareness, Nestlé Svelty hosted the Pink Ribbon Walk in Georgetown on Sunday morning.

The walk was organised to raise awareness on breast cancer and to raise funds for cancer treatment in Guyana. Participants assembled at the Everest Cricket Ground, Carifesta Avenue, thereafter proceeding along Camp Street, into North Road, then Avenue of the Republic and finally back to the Everest Ground where a health fair was held.

At the assembly point, many participants signed words of encouragement for those who are affected by the disease. “Don’t give up, the beginning is always the hardest,” one participant named Stacy wrote, while another said “Walk the walk”, indicating that those who are suffering need not give up.

Junior Public Health Minister, Dr Karen Cummings, who was invit-

ed to speak at the event, reminded that based on a 10-year report conducted between 2003and 2013, breast cancer was the leading cause of cancer in Guyana.

“This Pink Ribbon Walk is a very timely intervention and it will do much to highlight the seriousness of this condition,” the Junior Health Minister noted. She added that the initiatives undertaken by the advocacy group will aid in educating women on how to conduct self-examination.

Dr Cummings, while thanking the organisation for its work, pointed out that the Health Ministry was ready to undertake more collaborative efforts to “better the lives of citizens”.

Meanwhile, Foreign Affairs Minister Carl Greenidge, who was also present at the event, noted that he was pleased to see the diversity of persons involved, with various nationalities and the young among others in attendance.

He also encouraged early screening.

epublican presidential candidate Donald Trump vowed on Sunday to put his Democratic rival Hillary Clinton in jail if he wins the White House next month because she operated a private email server while US Secretary of State.

Trump said he would appoint a special prosecutor to look into the matter because she had endangered national security while she served as President Barack Obama’s chief diplomat from 20092013.

“You ought to be ashamed of yourself,” Trump said to Clinton during a town-hall debate. Clinton said it was good that Trump was not in the White House given his temperament, leading him to

reply: “Because you would be in jail.”

Trump also said he was embarrassed by a video in which he made obscene comments about groping women without consent, but dismissed it as “locker room talk”.

Trump, who is facing a party rebellion over the 2005 video that emerged on Friday, said former President Bill Clinton had done worse to women. “Mine are words and his are action,” he said.

He also accused Mrs Clinton of going on the attack against women who had alleged sexual misconduct by her husband.

Clinton said Trump’s comments showed he was unfit for the White House.

“He has said the video doesn’t represent who he is, but I think it’s clear to anyone who heard it that it represents exactly who he is,” Clinton said.

A flood of Republicans have withdrawn their support for Trump over the video showing the businessman, then a reality TV star, talking on an open microphone about groping women and trying to seduce a married woman.

The controversy has pitched Trump, 70, into the biggest crisis of his 16-monthold campaign and deepened fissures between him and establishment Republicans with only a month to go to the November 8 election.

Haiti in national mourning after Hurricane Matthew S urvivors of Hurricane Matthew in Haiti have picked their way through devastation to attend Sunday church services, some worshipping outside because buildings were destroyed.

The Category Four Storm is believed to have killed as many as 900 people in the Caribbean country and a cholera outbreak is the next big concern.

The weakening storm barrelled up the US coast, killing at least 16 people.

It has now moved out to sea and is not expected to return to the shore.

Officials have warned people in North Carolina to stay at home and not take unnecessary risks.

The hurricane was the strongest to hit the region in a decade. It kept up its hurricane strength with winds of at least 110mph (177km/h) for seven days.

In Haiti, the poorest country in Latin America, it destroyed tens of thousands of homes, leaving more than 60,000 people staying in temporary shelters.

n immunotherapy drug has been described as a potential "game-changer" in promising results presented at the European Cancer Congress.

In a study of head and neck cancer, more patients taking nivolumab survived for longer compared with those who were treated with chemotherapy.

In another study, combining nivolumab with another drug shrank tumours in advanced kidney cancer patients.

Immunotherapy works by harnessing the immune system to destroy cancer cells.

Advanced head and neck cancer has very poor survival rates.

In a trial of more than 350 patients, published in the New England Journal of Medicine, 36 per cent treated with the immunotherapy drug nivolumab were alive after one year compared with 17 per cent who received chemotherapy.

Patients also experienced fewer side effects from immunotherapy.

The benefits were more pronounced in patients whose tumours had tested positive for HPV (human papillomavirus). These patients survived an average

of 9.1 months with nivolumab and 4.4 months with chemotherapy.

Normally, this group of patients are expected to live less than six months.

Early data from a study of 94 patients with advanced kidney cancer showed that the double hit of nivolumab and ipilimumab resulted in a significant reduction in the size of tumours in 40 per cent of patients.

Of these patients, one in 10 had no sign of cancer remaining.

Ethiopia declares state of emergency amid protests E thiopia has declared a state of emergency following months of anti-Government protests by members of the country's two largest ethnic groups.

Violence has intensified since last Sunday when at least 55 people were killed in clashes between Police and protesters at an Oromo festival.

Hundreds have died in months of protests, human rights groups say.

Tens of thousands have also been detained, they say.

Declaring the state of emergency, Ethiopian Prime Minister Hailemariam Desalegn said in a televised address: "We put our citizens' safety first. Besides, we want to put an end to the damage that is being carried out against infrastructure projects, education institutions, health centres, administration and justice buildings."

Sanaa attack: Yemenis demand probe into air strikes

housands of Yemenis, many of them armed, gathered at the United Nations headquarters in Yemen's capital Sanaa demanding an international investigation into deadly air strikes on a funeral.

Radios and mosque loudspeakers throughout the city played mourning verses on Sunday as demonstrators crowded the streets around the UN headquarters, many waving their rifles in the air and carrying flags and placards.

The protest comes as deposed Yemeni leader Ali

Abdullah Saleh called an alliance of his supporters and Houthi fighters to take in reinforcements, and urged them to get armed and head to the border with Saudi Arabia.

The attack that killed at least 140 people on Saturday hit a hall where rows of the city's notables had gathered for the funeral of the father of the Interior Minister of the Houthi group's self-declared Government.

The Arab coalition, formed by Saudi Arabia, has denied any role in the incident, believed to be one of

the deadliest strikes in the 18-month-old war in which at least 10,000 people have been killed.

The attack has been condemned by the UN, the European Union and the US. Pictures showed the inside of the once-ornate hall reduced to a pile of twisted metal and rubble after two huge explosions.

ordered by Vriesland to the south and Wales to the north, the West Bank Demerara village of Patentia is one of the many villages which form part of the Wales Estate, and which at one point in time flourished when the sugar industry reigned supreme. Although the glory days of sugar have since passed, the spirit and culture of the community remain strong even though many now worry over what the future will bring.

Located some 10 miles from Vreed-en-Hoop, Patentia in the past cultivated sugarcane, and range houses (or logies) were built for the many workers who were principally of East Indian descent. As the community grew, the British Colonial Government allocated lands for housing development which gave rise to the Patentia Housing Scheme, now a central hub of activity with its many shops, bars and religious celebrations.

At the First Street tarmac in the Patentia Housing Scheme, young men would usually gather in the afternoon hours to relax and partake in outdoor activities, mainly five-a-side football. Additionally, the Wales Community Centre Ground located in Patentia is another hub of sporting activities, whereby cricket and football are the games of choice. The Centre Ground, which is managed by the Guyana Sugar Corporation (GuySuCo), also includes a gym where community members can keep fit.

As with many West Bank Demerara villages, Patentia includes many ethnic groups with Indo and Afro Guyanese being the two most dominant, with a high percentage of mixed race persons. The community was described as one of unity, but one woman in the village jokingly remarked: “It is a good area, but don’t let people know your business.”

There are schools that cater to all levels of education and many parents ensure that their young ones study. In fact, over the years, the Patentia Primary School has produced many individuals who attained places at senior secondary schools and at the West Demerara Secondary School.

A number of religious groups have large followings, with Hinduism and Christianity being the two most dominant beliefs. Guyana Times was told that the just-concluded Naavratri observance is one which has great importance in the lives of community members.

Many villagers engage in subsistence farming, while the majority seek employment from the soon-to-be-defunct Wales Sugar Estate. Among the concerns of residents are a rise in crime, via break and enter, and drug use among youths which has increased over the last three to four years. Many are of the view that with the closure of the estate, these problems may multiply.

However, residents are optimistic that the future holds something promising and have maintained their unity and togetherness.

The WBO and WBA - the two organisations with which Fury holds heavyweight titles - can strip the unbeaten Englishman of the title.

“I see him being back in the gym in March or April. He’ll resume his career,” added Fury’s uncle.

The Englishman, who has not fought since beating Klitschko last November, postponed the original rematch in June.

He beat Ukraine’s Klitschko last November to win the WBA, IBF and WBO titles. Within two weeks Fury was stripped of the IBF title because he was unable to fight mandatory challenger Vyacheslav Glazkov.

On 3 October, Fury tweeted to say boxing was the “saddest thing” he had taken part in and suggested he was retiring from the sport, before retracting his decision a few hours later.

‘Pushed to the edge’ Peter Fury gave an insight on Sportsweek into his nephew’s current state of mind, saying he was being treated for a form of manic depression.

“He has everything to live for but it seems he is on a self-destruct mission,” he said. “I don’t think he has got a drug addiction at all. Whatever he has taken will be a result of the depression.

There is an option for Fury to be declared as a “Champion in recess”. This means that fighters can challenge for Fury’s belts while he is unable to fight.

But as soon as Fury is fit to fight again, he can challenge whoever holds his belts upon his return to the ring.

“The titles shouldn’t be held up. While Tyson is out for medical reasons, the titles should be freed up,” his uncle said.

Murray chalks up 40th career title in Beijing

ndy Murray made harder work than was necessary of seeing off Grigor Dimitrov in the China Open final.

Andy Murray further closed the gap on world number one Novak Djokovic with a 6-4 7-6 (7-2) victory over Grigor Dimitrov in the China Open final - his 40th career title.

Murray is in hot pursuit of Djokovic at the top of the rankings and closes to within 1,555 points of the Serbian ahead of the Shanghai Masters, where 1,000 are on offer to the winner.

The Scot should feel confident heading to Shanghai after an impressive showing in Beijing, but made harder work than was necessary of seeing off his Bulgarian opponent.

An opening-game break proved enough for Murray to clinch the opening set despite a first-serve percentage of 29, with Dimitrov making three double faults and winning just 46 per cent of points on his second serve.

Wimbledon and Olympic champion Murray squandered two opportunities to break Dimitrov three games into the second set, but soon made the gain that looked likely to settle the match.

Murray moved into a 3-2 lead on Dimitrov’s serve, but - out of nowhere - was broken to love as part of a run of six consecutive points for Dimitrov.

Nico Rosberg cruised to victory at the Japanese Grand Prix to give his Formula One title chances another boost as Mercedes sealed a third straight constructors’ championship.

The German made it four wins in five races with a comfortable success at a cloudy, and briefly damp, Suzuka on Sunday.

A strong start set pole-sitter Rosberg up as he won from Red Bull’s Max Verstappen and team-mate Lewis Hamilton.

Championship rival Hamilton – winner in Japan the previous two years – was left to rue a slow start that saw him slip from second to eighth.

But his excellent recovery, and late battle with Verstappen, could yet prove crucial in the title fight.

Spin has been England’s weakness in the past and Bangladesh made their intentions clear as slow left-armer Shakib Al Hasan opened the bowling, while the hosts looked sharper in the field than in the previous ODI and England’s early struggles with the bat gave them confidence.

A 79-run partnership between Buttler and Jonny Bairstow gave England some hope, as Buttler combined power with patience to register a 48-ball half-century.

Once Bairstow fell, edging a fine Taskin Ahmed delivery to the keeper, it was left to stand-in skipper Buttler to urge England over the line as he pulled Taskin through mid-wicket.

Tempers frayed when a frustrated Buttler was trapped lbw by Taskin, with the England captain left visibly angry as the Bangladesh players celebrated his dismissal.

Both Buttler and Chris Woakes were agitated, with the umpires stepping in to calm the situation, and the tension continued at the end of the game as Stokes exchanged words with Bangladesh players.

Ball and Adil Rashid batted with some aggression in the final few overs to give England thoughts of a surprise victory, but Ball hit a Mortaza delivery to extra cover to ease Bangladesh’s worries and ensure victory.

Mortaza was dismissed for just one run on Friday, but he backed up Mahmudullah’s mature knock with some composed hitting at the end of the innings.

After winning the toss, England’s bowlers performed well on a slow pitch and their accuracy was rewarded when Imrul Kayes, another century-maker in the first ODI, pulled Woakes to a fielder in the deep.

England’s seamers mixed up

their pace and length throughout to stop Bangladesh from settling, and it was only in the final stages - when the humidity had risen to 70% - that the tourists’ fielding faltered.

Bangladesh were struggling at 39-3 as Tamim Iqbal and Sabbir Rahman fell to short deliveries from Woakes and Ball, but Mahmudullah took the initiative by pushing for singles as England increased the pressure in the middle overs, and had just begun to accelerate when he was trapped lbw by Rashid.

Mortaza, who did not reach double figures during the Tigers’ recent ODI series against Afghanistan, took an aggressive approach and counteracted the spin Moeen Ali achieved with two heaved sixes over long-on.

he foundations for South Africa’s routine ODI victory over Australia were laid by Kyle Abbott, Faf du Plessis and Tabraiz Shamsi.

Kyle Abbott claimed a brilliant fourfor as South Africa took a step closer to a one-day international series whitewash of Australia with a six-wicket victory in Port Elizabeth.

Abbott stepped up in emphatic fashion as the Proteas rested first-choice bowlers Dale Steyn, Kagiso Rabada and Imran Tahir by returning impressive figures of 4-40 from eight overs.

Tabraiz Shamsi (3-36), another beneficiary of South Africa’s shuffled bowling attack, also ripped through Australia, who were skittled for 167 in just 36.4 overs.

A 23rd ODI fifty for Proteas captain Faf du Plessis (69) ensured the hosts reached their target comfortably and took a 4-0 lead with one match remaining at Newlands on Wednesday.

It took Abbott just three deliveries to strike, knocking down off stump to send Aaron Finch (2) walking, and he added the scalp David Warner (6) four balls later.

Mitchell Marsh (50) provided some resistance for the tourists, but a promising partnership with Steve Smith (21) was ended when Shamsi trapped the skipper leg before - the first of a record-equalling six lbws in an ODI innings.

Wade and Marsh began to pick out the boundary but after the latter brought up his half-century with a single off a shot to deep cover, he sent an outside edge off Abbott back to wicketkeeper Quinton de Kock, ending their 62-run partnership.

John Hastings (4) and Adam Zampa (5) faced a combined seven balls before falling to Shamsi and Abbott respectively.

Wade, who brought up his 10th ODI fifty with a maximum over square leg, and Scott Boland (0) were then accounted for by Aaron Phangiso (2-17) to bring a lacklustre innings to a close.

Chris Tremain (2-48) made early inroads for Australia by dismissing openers Hashim Amla (4) and De Kock (18), but the tourists had less luck when posed with Du Plessis and JP Duminy (25).

The Proteas captain was let off the hook when he was put down by Zampa (1-32) on 16, but the Australian atoned for his error by removing Duminy, breaking the 56-run stand.

Du Plessis maintained the composure and ability to pick the right shot that had served him so well, though, gradually working his way to a half-century.

The captain found the boundary eight times before finally falling to Marsh (1-22) when he was caught in the deep by Head.

wo weeks prior to the start of the Goodwill Games to be hosted in Guyana, the Guyana Volleyball Federation (GVF) has released a list of players to represent the country in the sport.

General Secretary of the Guyana Volleyball Federation, Robert Millington indicated that the Federation will be sending two teams into the competition and they all have fulfilled their criteria of being 19 years or under and enrolled in an educational institution.

Saturday October 22 at the National Gymnasium, Badminton from 09:00H, Male and Female Volleyball from 15:00h while at CASH Futsal will kick off at 13:00h followed by Male and Female Basketball while at Leonora there will be track and field events from 16:00h.

Sunday October 23, Swimming will be held at the National Aquatic Centre from 09:00h, Volleyball continues at the National Gymnasium from 13:00h and CASH will host Futsal from 09:00h, Table Tennis from 10:00h with Futsal continuing at 13:00H and Basketball into the night from 15:00h.

n Sunday, the curtains came down on the inaugural Jaguars Franchise League 3-day, with Lower Corentyne reigning as champions of the League.

The champions closed their final match of the League with a mammoth win over West Berbice by an innings and 302 runs at Port Mourant.

t the conclusion of the largest National Junior Indoor Hockey Tournament at the National Gymnasium, Mandela Avenue, the GCC title was worn proud by each division of the competition with the club winning all categories eligible.

In the Males U-21, GCC outplayed the Aroydy Brandford led attack of Hikers to stroll off with the top spoils in the division. In the end the score line read 3:5 in favour of the regent street based

For the females, the U-21 was played in a round robin style with GCC Spartans emerging victorious over Old Fort in the final contest in that division.

It was two goals off the stick of Dacia Woodroffe in the second minute and Marzana Fiedtkou in the 10th minute that secured the victory for the Spartans. Mona Glenn was looking to put Old Fort in the driver’s seat scoring in the 19th minute but it was no stopping the Spartans.

GCC also completed victories in the Male and Female U-16s with GCC defeating Hikers in the males and GCC overcoming Saints Skills in the Females.

In other results, Christ Church Secondary was crowned champions in the schools division with a victory over North Georgetown Secondary and Mae’s Schools coming in third.

The U-13 and U-10 were played as mixed teams. In the U-13 division, Sainst Staples were victorious over Garnett Street in the finals while GCC Spartans finished third. In the U-10 class, Phoenix defeated GCC and Hikers were third.
