everal farmers in Region Five (Mahaica-Berbice) staged a protest outside the Ministry of the Presidency on Tuesday morning as they continued to be barred from entering farm lands located in Naarstigheid, West Coast Berbice (WCB).

sion taken by the Regional Executive Officer (REO) Ovid Morrison, to remove them from the lands, which they have been farming on for the past 27 years.

Two weeks ago, Morrison erected a ‘No trespassing’ sign leading to the lands, telling the farmers at a recent meeting that he would reclaim the lands to do a mixed farming project and as such, they would have to remove by March 2017.

However, member of the Hopetown/Naarstigheid Farmers’ Group, Krishna Suelall, revealed to Guyana Times that some 200 farmers engage in cash crop farming, aqua-culture and livestock rearing on the lands.

He explained that the

lands belonged to the Mahaica, Mahaicony, Abary (MMA) project, which has been supporting the farmers over the years.

Suelall added that the land was leased to the Regional Democratic Council (RDC) but has been occupied by the farmers ever since. He continued that the Council never used the lands, hence the MMA repossessed the lands and allowed the farmers to continue their work.

“Over the years, (the MMA) stopped us and this new REO, Mr Ovid Morrison, put up a sign last week, preventing us from going on the farm. Is a lot of cash crops, we suffering, millions of dollars in losses right now because a lot of plants and trees ready to go down and we can’t put it down,” the farmer stated.

Suelall said that they are attempting to get the attention of the President so that he can intervene on their behalf.

“Right now we are here, appealing to the President.

Mr Granger was at Fort Wellington a few months ago and encouraged us to go into farming and that he will support us… we expand our cultivations and now this REO is trying to stop us. He wants to stop us so he can do his own farming project,” the distressed man noted.

Meanwhile, Chairman of the Hopetown/ Naarstigheid Farmers’ group, Ivan Harry, related to Guyana Times that during the protest action that the farmers have been providing employment to a lot of young people in the

region and this move by the REO will render many of them jobless.

“We have been providing employment to people; we spent a lot of money, a lot of time (on those lands) and some people there, that’s all they do for a living. If you throw them out of the lands, what are they going to do, we employ a lot of young people so what will happen to them now,” Harry questioned.

Moreover, the farmers had pointed out that the Regional Chairman indicated to them that this matter was never discussed at the level of the RDC and the REO was not authorised to evict the farmers from the lands.

Last week, Regional Chairman Vickchand Ramphal told this newspaper that the decision to displace the farmers from the lands was not taken by the regional administration.

While the farmers were told by Vice Chairman Rian Pieters on Thursday last to continue their daily farming activities, the men complained that the REO already has an excavator in the area clearing parts of the land.

The farmers are expected to lobby the MMA at a meeting scheduled for this Friday.

Changing perceptions

D

omestic violence is a global issue reaching across national boundaries as well as socio-economic, cultural, racial and class distinctions. This problem is not only widely dispersed geographically, but its incidence is also extensive, making it a typical and accepted behaviour (The WHO Multi-country study on Women’s health and domestic violence against women. Geneva: World Health Organisation; 2007).

Further, the study showed that the continued existence of domestic violence is morally indefensible. Its cost to individuals, to health systems and to society is enormous. Yet no other major problem of public health has been so widely ignored and so little- understood.

More recently, the findings of a United Nations Children’s Fund (UNICEF) report has revealed that in Guyana, domestic violence is widely accepted in local communities and that the highest level of acceptance of wife beating occurs in the indigenous community, where one in every four adults believe that it is justifiable to hit a woman.

A combination of social norms and social and cultural practices have been identified as the main factors that influence violence against women in this country. “In this sense, using a sociological perspective, gender-based violence (GBV), and attitudes toward it, could be subdivided into two sets of causes: those at the individual level and those at the social level,” UNICEF reported.

The statistics also point to a dark reality: the Crime and Social Observatory (CSO) within the Public Security Ministry found that between 2011 and 2013 more than 9200 different types of domestic violence cases were registered in Guyana, with 65 per cent of them involving assault.

UNICEF added that domestic violence also has a straight connection to gender-based violence. “Between 2006 and 2007, there was an estimated 50 per cent increase in the total number of GBV victims, 3600 more than the previous year,” it said, adding that the largest increase was recorded in Berbice (Regions Five and Six), where reported cases rose steeply from approximately 300 in 2006 to 1890 in 2007, representing a 500 per cent increase.

In relation to the high incidence of cases in Berbice, UNICEF found that domestic violence was more accepted among those living in the rural areas than those living in urban settlements, for both men and women. Further, it stated that it was also highly prevalent in the poorest of families. In many instances, financial dependency on the abusers keep many women locked into abusive relationships.

In many communities across Guyana, incidents of domestic violence continue to be “nobody’s business”, and too often the excuse of “justified punishment” or “discipline” is used to excuse the act itself.

The report stated that overall, 10 per cent of men and women between 15 and 49 years old believes it is justifiable that a husband hits his wife if she goes out without telling him, neglects the children, argues with him, refuses sex with him or if she burns the food. This figure is said to be a considerable reduction when compared to 18 per cent in 2006, according to the Bureau of Statistics and UNICEF Guyana, 2008.

Notwithstanding the other existing factors that contribute to the perpetuation of domestic violence, communities need to understand that the effects of domestic violence are widespread; they are not just physical – but emotional, mental, and financial as well.

The issue, therefore, should be aired openly, not tucked away in hushed tones as if it never happens.

Additionally, with the advent of social media, more persons are willing to talk about it, and become outraged over how prevalent domestic violence is. Survivors are now believed, rather than treated as if nothing had happened.

It is also important to acknowledge that women are not the only victims of domestic violence; men, children, the disabled, and the elderly, can also become victims. The rich, as well as the poor, can become victims. In fact, domestic violence doesn’t distinguish between victims, nor does it distinguish between perpetrators.

It is time for society to focus on changing cultural norms and attitudes that promote the acceptance of and even encourage violence against women, which undermine women’s enjoyment of their full human rights and freedoms.

Nepotism, cronyism at M&CC Dear Editor, Over the last year and a half, workers of the Mayor and City Council of Georgetown are left to wonder as to what is the real use, the purpose or the benefits of the Guyana Local Government Officers Union (GLGOU).

Since the present Town Clerk assumed office in Georgetown, things have gone awry at the Georgetown municipality in every possible and conceivable way, much to the chagrin, disadvantage and harm of the workers, many of whom are members of the GLGOU, which should be protecting them and whose welfare it should be looking out for, but for which it certainly does not.

Since the beginning of this year, as a consequence of racking up superfluous expenses to the tune of hundreds of millions of dollars to just one special and favoured contractor alone, not to mention the other expenses they incur to other contractors, extravagant telephone and electricity charges, high fuel costs, etc, the Council has unfailingly

been paying its workers exceedingly late each month, including this October for which it is the second week in November and there is no money in sight for the majority of workers, causing them much hardship and embarrassment, having to face their creditors such as their landlords/landladies or mortgage companies, nonpayment of school fees, electricity and telephone costs, their grocers, etc, and yet the GLGOU has done absolutely nothing to bring this complete negligence, horrific mismanagement and wanton dereliction to an end.

Indeed, it sits idly and quietly by as the workers suffer month after month for several weeks at a time after the prescribed pay date with non-payment, and has not even the courtesy of even meeting with them or offering any type of relief.

Worse than that, this union, the executive of which is comprised entirely of senior officers of the Georgetown municipality, has consistently waited out each month during the periods after the agreed pay date, and then as an aca-

demic exercise, propose a 72-hour ultimatum when they have been assured by the delinquents at City Hall that monies are finally ready. This is a complete act of deception against the workers, in order to dishonestly continue to receive the workers’ union subscriptions. The President and executive of the GLGOU should be ashamed of themselves Then, there is the more recent scam by the Georgetown municipality where the senior officials are purporting to soon provide to the rank and file worker, quality, affordable housing, and to also provide the vital support services its workers need to thrive.

Alas! Rather than a co-op effort, one which would have utilised skills available at the Council, including its human and other resources, instead houses are being built as a commercial venture to the benefit of a few big ones and their friends.

The union, who should have been involved in the municipal housing development scheme in the first place, has instead turned a blind

eye to the racket, allowing their members to again be fleeced by some unscrupulous municipal officials.

But the most egregious of all is the rampant nepotism and cronyism that are being promulgated by the Council’s Human Resources Department to facilitate the employment of relatives, close family members of the Mayor, some present and past Councillors, and some senior officers of the Council. Many of these ‘Johnny-come-latelies to the Council’ are unqualified, unbefitting and redundant, but are hired anyway at salaries that are way higher than staff members that are better trained and more experienced, a complete act of contempt. Of course, this drives the Council’s wages bill up by millions of dollars each month. And what is the GLGOU doing about this? Absolutely nothing!

And that is possibly because the GLGOU itself is run like a family business, with first a brother being its president and now his sister.

Gay marriage is, and has always been, a legal and civil rights issue – not a moral one as some would have you believe. Obama’s open support of gay marriage speaks

to his core values and his inherent belief that there truly should be justice for all.

City Constabulary should carry themselves with dignity, pride, professionalism Dear Editor, A recent media briefing held by the Chief Constable of the Georgetown City Constabulary in which he expressed his disappointment in the behaviour displayed by personnel from a private security firm towards ranks of the City Constabulary during an operation by the City Council to seize four fiberglass swimming pools in Ixora Avenue in Bel Air Park was indeed quite befuddling.

The first thing that confuses me is his conclusion that the conduct of the members of the private security firm would never be

tolerated by the Guyana Police Force. How does he know that? I just don’t understand why the City Constabulary always tries to compare itself with the Guyana Police Force when there could hardly be a parallel drawn between the two law enforcement agencies; in local terminology, they would say that it is like comparing chalk to cheese.

To begin, the rank involved in the altercation with the private security has a history of misconduct, delinquency and venality to a level that is unimaginable and which would never been tolerated by the

Guyana Police Force in any of its ranks. Note that none of the members of the private security firm brandished their weapons, or were as hostile or threatening as this Constabulary rank, behaviour that was uncalled for and incongruous. But then again every vendor that operates in Georgetown can attest to this type of erratic behaviour being a pattern of this senior officer which the City Constabulary and the City Council constantly condone and, in fact, at the moment they are having him act in the most senior positions in the City

Winning the regional tournament again

Dear Editor, The Guyana Cricket Board recently successfully ran off its three-day franchise cricket league for teams in Guyana, with the Lower Corentyne, Berbice team winning the competition. It was a well-run tournament and a number of young cricketers came to the fore and this can only augur well for Guyana and West Indies cricket. Kudos are in order to the selectors and administrators of the Guyana Cricket Board. I am sure the objective of this tournament is to select the best possible team to represent Guyana at the Regional four-day franchise league.

With this in mind, I would like to help the selectors to select the best team so that Guyana can win the tournament this year again.

In reality, quite recently, this officer had to be arrested by the very Guyana Police Force in a drunken state in Sophia.

It is sad that the City Constabulary that has been in existence even before the Guyana Police would be like castaway step relatives of the National Police, but if

they want to be respected, then they have to respect themselves first by carrying themselves with dignity, pride and professionalism.

And this will have to start with their recruitment process by hiring law enforcement officials with the academic, moral and spiritual upbringing that can raise or even surpass the standards

of the Guyana Police Force.

The City Constabulary needs to improve its ability to tackle crime, public protection, and protecting vulnerable people before thinking about complaining and comparing themselves to any other agency.

Ways to enhance your memory (Continued from Tuesday)

Take breaks

This sort of relates to both points one and five.

Study for X minutes then take a break. ‘Taking a break,’ however, doesn’t mean giving up entirely.

What you ideally want to do is study in a number of short bursts, mixed up by breaks, rather than doing all of your study at once (cramming).

As well as leading to a significant decrease in academic performance, all-night cram may be causing serious health problems (anxiety, depression, insomnia).

You can really only concentrate effectively on one thing for a certain stretch of time. The advantage that short intermittent ‘bursts’ of study have over one continuous session (assuming the total amount of time spent studying is the same) is referred to as the spacing effect.

Don’t cram (break study up, study regularly rather than all at once)

The root of the problem is that people procrastinate.

Some people do it more than others but regardless of age, gender, ethnicity or IQ – people procrastinate. The catch-cry of the procrastinator may as well be “Why do today what you can put off until tomorrow.” Sometimes this makes sense, but the bottom line here is that, despite its

immense popularity, cramming just does not work.

There is plenty of research showing that studying in small sections (broken up by ‘downtime’) leads to better memory retention than when all of these smaller sessions are crammed into one long session (refer to point five above).

A study by UCLA researchers appearing in the Journal of Child Development suggests that trading sleep for study time (a common by-product of cramming) is likely to lead to more academic problems, not less, the next day. The authors stress that sleep is critical for academic success, and that sleep deprivation dramatically impedes the learning process.

Generate yourself and test yourself

There is plenty of evidence to suggest that taking an active role in the creation of revision material is an effective way to achieve strong encoding and promote good

long-term retrieval of memories.

Making up questions yourself and then testing yourself on them (not immediately) involves active involvement with the material and actually strengthens the encoding o f

of the processes the mind is going through. When attempting to learn new material try asking (and answering) yourself things like: • Am I doing this right?

• How can I understand this better?

• What is an example of this?

• Why didn’t/wouldn’t this work?

Elaborate on material

material to be learnt. Even just reading text with the idea of making up questions based on what you have read is beneficial.

What a lot of students don’t realise is that self-testing is possibly even more important than simply reviewing information. Self-testing gives you an idea of what you know and increases your ability to remember it.

To really improve your understanding and recall of a concept, you can always try and explain it to someone else (or yourself). Educators have known about the benefits of selfexplanation (essentially, thinking out loud) for some time. When you ask yourself questions/work on answers/ try different solutions/comment on mistakes/identify changes in approach you force a conscious awareness

Thinking about something (a concept/idea/ proposition etc.) and add meaning to it by relating it to other things you know about, helps you remember it better. But not only that, the material is much more likely to be transferred into your long-term memory. (example of elaboration) This process is known as elaboration and is the reason why…

This association tool partly accounts for why techniques such as The Method of Loci (possibly the most effective memorisation technique you will ever learn) and similar image-creation/ linking techniques are so powerful. These are used to some extent by pretty much all of the top memory ‘experts’ around the world.

These techniques are just some of the more effective ways to enhance your memory, but there are plenty more. The bottom line is, you can definitely improve your memory, but often it takes a bit of effort.

National Week for persons living with disabilities

I

n light of the upcoming National Week for persons living with disabilities, this column will try to focus on some of the struggles that people living with disabilities face, and what we can do about it.

Many of us have been privileged, because we have been lucky enough to fall into the bracket of what society deems Ashley Anthony “normal”. It is accepted that it is “normal” to see, to hear, or to be able to walk. I say privileged, because since we fall into this category, we have had life easy. The world is built and functions around the idea of an ideal human. Even though no one person perfectly fits this idea, some of us are better fits than others, and so we have fairly few problems. Others are on the other end of the spectrum of things, and no one is more cognisant of this fact than people living with disabilities.

Our systems and infrastructure are designed to suit the so-called “normal” person. It treats those living with disabilities as though they are abnormal. A simple example of this would be wheelchair ramps. How many public buildings do you know that facilitates people who cannot walk? By not putting systems in place to accommodate all types of people, we hinder their capabilities.

Consider this. A brilliant young man is born who has the potential to become a world-renowned physicist.

However, he is blind. Because of this disability, he never reaches his true potential simply because physics isn’t a course offered to visually impaired persons in Guyana.

This is not to say that there are no systems in place at all. The Guyana Society for the Blind has been working arduously to give students classes to prepare them for CSEC examinations, and has even been encouraging them to pursue tertiary education. However, not many CSEC subjects have been adapted to cater for visually impaired persons, and consequently, the students have a very limited range to choose from.

If this wasn’t enough, often times, persons who are disabled are mocked by peers, and labelled as “lazy”, by class teachers. We need to be mindful of our words.

Statements such as these may leave a person feeling isolated, misunderstood, and could lead to self-esteem issues.

What can we do? It’s time to start thinking about others. Yes, we exist in our own personal bubble, but it’s time to care. Activists for people with disabilities shouldn’t have to be themselves disabled. You don’t need to have experienced a struggle to understand that it is a problem that is worth addressing. More and more people need to demand that we have better systems in place for students who can’t hear, can’t see, or who have learning disabilities.

There should be an outcry for special- trained teachers, who will be able to work with and advise students. This way, no dream will be rendered unattainable. The louder the outcry for changes in infrastructure, in the school system and in society as a whole, to facilitate persons living with disabilities, the sooner we will see a response.

We should also learn the correct terms to use, or find out the terms that the person is comfortable with, so that we do not unwittingly offend them. Being kind and understanding can go a long way in building up someone’s self-esteem and confidence.

Remember, at the end of the day being disabled is not someone’s foremost identity. That individual is a person above all else, and deserve to be respected and honoured as one.

Guyana gets another large- Wanted man nabbed in Eccles scale gold producer

A

nother large-scale gold producer is looking to extend its reach in the Guyana interior with the acquisition of the Ianna Gold Project, located in the country’s North-West region, less than 20 kilometers SouthEast from its existing exploration operations at the Arakaka Gold Project.

The take-over was effected by Alicanto Minerals Ltd, which in making its announcement, said the company has completed its due diligence and has since exercised its rights to take a three-year exclusive option to acquire the Ianna Gold Project The company had in July last entered into a binding agreement to acquire the Ianna Gold Project in North-West Guyana. The Project is located in the highly prospective BaramaMazaruni Greenstone Belt in Guyana’s North West District.

The Ianna Gold Project, according to Alicanto, “has excellent infrastructure, including existing camp facilities, an existing airstrip and river port landing on the property, and can be accessed by road from the Arakaka Project area.”

In making the announcement, the company which already boasts interests in the Guyana gold mining industry explained that since it had now completed a detailed due diligence study, it has elected to formally secure its three-year exclusive option to acquire the Project, subject to terms and option payments.

Alicanto had previously entered into legally binding arrangements with a private Guyanese entity – Sheik R Minerals, Inc (SRM) – where Alicanto retained exclusivity for a wholly owned Guyanese subsidiary to acquire any and all rights or beneficial interest held by SRM over the Project area, for the duration of a due diligence period which ended on Tuesday.

During the option period, Alicanto has agreed to keep the Project tenements in good standing and ensure a

minimum aggregate expenditure of US$600,000 on exploration and various land holding costs over a 24-month period.

Alicanto Minerals Limited is touted to be an emerging mineral exploration company focused on the exploration and development of a portfolio of gold projects in the prospective geological provinces of Guyana.

In addition to the exploration of its current Guyanese projects, the company is said to be continually evaluating additional projects in both Guyana and overseas for potential joint venture or acquisition.

The announcement comes on the heels of a public political spat over the gold industry and the contributions of large companies versus the small- and medium-scale mining operations.

Natural Resources Minister Raphael Trotman has since denied assertions by sections of the political Opposition that two large-scale gold companies were responsible for the vast majority of gold being mined in Guyana and had essentially buoyed the local economy.

Rebutting the assertions related to the gold mining industry, Minister Trotman revealed that up to the end of October last, gold declarations had reached 545,000 ounces.

Of this amount, according to Minister Trotman, small- and medium-scale miners are responsible for a whopping 362,000 ounces. The two major companies, he said, brought in only 183,000 ounces representing some 33 per cent of the overall production.

According to Minister Trotman, the two companies – Troy Resources and Guyana Goldfields Inc – are making their contribution but it is not on their backs or shoulders the mammoth declaration is based.

Minister Trotman said the projection of 650,000 ounces of gold as envisioned by the Finance Minister in his budget presentation would be met.

“We shall make the target and that target will be met by average men and women involved in mining,” Trotman noted, adding that this would be supplemented by the declarations of the two large companies.

wanted man and a “suspicious” accomplice were nabbed in Eccles, East Bank Demerara (EBD) on Tuesday after a high-speed chase.

Reports are 19-year-old Godfrey Lynch, of Agricola, Greater Georgetown, was nabbed after residents in Republic Park, EBD informed Police of suspicious persons at an abandoned house in the community.

Lynch’s accomplice, Mark Mosely, of Castello Housing Scheme, West La Penitence, Georgetown, who was wanted for questioning relating to gas station robberies in Georgetown and Eccles, was nabbed a short while after Police combed

the area.

According to A (Georgetown-East Bank Demerara) Division Deputy Commander Calvin Brutus, about 13:00h, Police responded to calls made by the Republic Park residents about suspicious activities in their community.

However, after becoming aware that the Police were in the vicinity, the wanted man and an accomplice fled the house. Police gave chase and caught up with Lynch in Eccles.

hen Columbus stumbled over our neck of the woods – while looking for India and its goodies – he claimed to’ve “discovered” us!! Can you imagine the arrogance? So our First People who’d been living here for thousands of years weren’t “people” like he and the Spanish? What were they? Mountains and forests that had no consciousness and had to be “discovered” by people?

Well, to be frank, that’s what the Spanish and the other Europeans who followed them to claim chunks of real estate explicitly insisted. The First Peoples were “uncivilised” and so were not worthy to be on the same level as “real people” like the Europeans. Isn’t that ironic?

A people who welcomed the strange looking species with open arms and offered them kindness were the ones who were “uncivilised”??!!

Well, it seems a lot of us still have that backward mindset five hundred years after Columbus’ arrogant assumptions. There are those who begrudge the First Peoples a piece of Guyana’s land! imagine that!! We grab the People’s land...running it in by giving it a name from their language (Guyana – land of many waters) and now say they’re “asking” for too much!?

Now even Prezzie – a trained historian, no less – just got into the act. After he took the lead in declaring Nov 7 to be “National Villages Day” he attended an “Indaba” and “Inaugural National Day of Villages” at Victoria. Now we don’t know if he was merely being polite and was driven into hyperbole in front of the massed Victorians.

But emphasising that this commemoration included “all villages in Guyana – and specifically mentioning African, East Indian and Amerindian villages, he called Victoria the “mother of all villages”.

Now hold it!! If all those Amerindians received their land titles that’re being objected to because – as the law states – they were occupying them from “time immemorial”, weren’t their villages also established from “time immemorial”. And thus preceding Victoria. Surely the First Peoples weren’t living in caves but in houses – humble thatched ones, but still houses – grouped in villages. This is not to deny Victoria’s importance on the coast...but we’re talking about the entire Guyana – as Prezzie himself emphasised.

To once again not give recognition to what the name “First Peoples” signifies is very disheartening when we hear the cries of “social cohesion” from Point Playa to Crabwood Creek. Such an elision of the First Peoples’ role in the foundational national narrative is to really “diss” them.

Our First Peoples fought off the first Europeans that “colonised” their lands – and forced them to make treaties with them.

During the PPP regime, at least they began to issue licences for private citizens to carry guns – after a thorough background check by our Police.

Lima Sands house gutted by fire

ire Station officers attached to the Anna Regina Fire Station in Region Two (PomeroonSupenaam) are currently investigating a fire which started in a house at Lima Housing Scheme on November 7,

around 19:30h. The fire reportedly erupted from an illegal GPL connection wire.

As a result, 38-year-old Melisa Williams and her family are now homeless.

Williams, who was at home when the fire started, imme-

diately ran through the back door after noticing the flames.

Essequibo man busted with cocaine, cannabis

21-year-old from Riverstown Village on the Essequibo Coast was on November 7 caught with a quantity of cocaine and cannabis. He was apprehended by ranks attached to G Division (Essequibo Coast and Essequibo Islands) during a “buy bust” operation.

According to information reaching Guyana Times, around 23:30h, ranks conducted the “buy bust” operation targeting Kelvin Ellis. A rank, disguised as a civilian, approached Ellis to purchase the narcotics. Ellis then sold the rank the drugs,

giving him two packages wrapped in silver foil paper, each containing a substance suspected to be cocaine.

Ellis also sold the rank four transparent, green coloured ziplock plastic bags containing a quantity of leaves, seeds and stems suspected to be cannabis.

The rank then revealed his identity and presented his identification.

Ellis was then told of the offence committed and cautioned. The drugs were then weighed and amounted to two grams of cocaine and four grams of cannabis. Ellis was taken into custody.

Bartica Massacre trial

he trial of Bartica massacre accused Mark Williams, Dennis “Anaconda” Williams and Roger Simon continued at the High Court on Tuesday, with another Voir Dire (trial within a trial) hearing.

These trials are being held to determine if testimonies can be deemed material to the Bartica massacre case.

Following its conclusion, presiding Judge Roxanne George will rule on the admissibility (validity and acceptability) of the evidence into the main trial. Half a dozen witnesses have testified so far and another preliminary trial is slated for today, as another witness is scheduled to be called by the defence.

Osborne, along with civilians Edwin Gilkes, Dexter Adrian, Irving Ferreira, Deonarine Singh, Ronald Gomes, Ashraf Khan, Abdool Yasseen, Errol Thomas and Baldeo Singh were all killed in the February 17, 2008 ordeal.

It is believed that the

five were part of the Rondell “Fineman” Rawlins gang which attacked the town and murdered the 12 individuals. The February 2008 Bartica attack followed another massacre at Lusignan, on the East Coast of Demerara, where 11 persons were also brutally killed.

Miner charged for unlawfully assaulting peace officer, smoking cannabis

A

50-year-old North West District, Region One, resident was on Tuesday placed on bail when he appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts on charges of unlawfully assaulting a peace officer and smoking cannabis.

Kenneth Small pleaded guilty with explanation to both charges, however after the Magistrate heard the defendant’s explanation, a not guilty plea was entered on his behalf.

It was alleged that on November 4, 2016, at Barama Line, North West District, he unlawfully assaulted peace officer, Police Constable Marvin Sam, while he was executing his duty.

It was also alleged that on the same day he was found smoking cannabis.

The accused, who was unrepresented, told the court that on the day in question, he was standing next to a man who was smoking but after he saw the Police, he dropped the illegal substance and ran.

He said that he told the Policeman what occurred and in turn, the officer told him that he now owes him $50,000. As such, Small claimed he told the Policeman that he does not work for him so he owes him nothing. The accused further stated that he decided to go to the Police station, of his own will, where he met with the officer that made false reports against him.

However, the prosecu-

tion stated that the man pushed the Police Constable to make way to escape on foot, which he did successfully. The prosecution added that the defendant was later cautioned and arrested for

the aforementioned offences.

Small was granted $20,000 bail and ordered to return to court on February, 6, 2017, at the Matthew’s Ridge Magistrate’s Court.

North Ruimveldt man charged for robbery under arms

A

North Ruimveldt resident appeared before Magistrate Dylon Best at the Georgetown Magistrates’ Courts on a charge of robbery under arms.

Kester Mcphoy pleaded not guilty to the charge which stated that on October 1 at Georgetown, while armed with a knife, he robbed Freddie Yensingh of $53,200.

The prosecution had no objections to bail, but requested that the unrepresented defendant be placed on substantial bail, given the nature and prevalence of the offence.

As such, the Magistrate placed the defendant on $75,000 bail.

Mcphoy is scheduled to make his next court appearance on November 21, 2016 for reports and statements.

“That’s not important,” said Satiricus, who really had no idea. “The point is, this is a conspiracy to pull down Guyana because we have our own Grand Poopah.”

“Conspiracy?!” Hari almost shrieked. “I saw with my own two eyes the Poopah doing the dirty with two women!”

“Really?” interjected Bungi with interest. “An’ yuh can see everyt’ing?”

“Don’t be vulgar, fellas,” said Satiricus sanctimoniously.

“De Poopah was just healing the women, by touching them.”

“But wha’ da gat fuh do wid de Church?” Bungi wanted to know. “Dem na gat rule and regulation?”

“Well, that’s the problem,” said Satiricus. “We got our religion from the British, who were very upright. The Poopah is bringing back that good old-time religion.”

“Sato, you really believe that nonsense?” demanded Hari. “The man just having a good time with those young women he fooled.”

10 maternal deaths recorded for 2016 ― Norton

P

ublic Health Minister, Dr George Norton has announced that the Ministry has recorded 10 maternal deaths for the year so far, with the most recent occurring a week ago.

The Minister said that while they are not happy with the figure, they are in a far better place than they were in 2015. While he could not pronounce on the cause of mortality for these women, Norton assured that the Ministry is working assiduously to reduce the numbers.

“Many times these cases are avoidable and that is what we are trying to do,” he said.

According to a recently released report, Maternal Mortality Estimates, which presently stands at 229/100,000 live births, there has not been any significant decline since the year 2000. There are two factors which cause maternal mortality; first, those that are directly related to obstetric complications during pregnancy and the second are related to indirect obstetric deaths.

It has been reported that 73 per cent of the maternal deaths in 2012 were direct deaths; that is, those resulting from obstetric difficulties of the pregnant state (pregnancy, delivery and

postpartum), interventions, omissions, incorrect treatment, or a chain of events resulting from any of the aforementioned.

On the other hand, indirect obstetric deaths occur due to either previously existing conditions or from complications arising in pregnancy, which are not related to direct obstetric causes but may be aggravated by the physiological effects of pregnancy, which accounted for 27 per cent of the deaths in 2012.

Shadow Public Health Minister, Dr Frank Anthony, has stated that the high incidence of maternal deaths is an indication that the system is broken. “Many of the maternal deaths would somehow relate to hypertension and bleeding but they are preventable,” he said, add-

ing that if Guyana had a strong system of surveillance where pregnant women visit the clinic regularly, they would be able to monitor those pregnancies considered as high risk.

Dr Anthony stated that many deaths could be avoided if the quality of healthcare services for pregnant women were available.

Additionally, he maintained that antenatal care is crucial to preventing complications during pregnancy and at births, and thus advocated for a primary healthcare system.

In 2015, the Public Health Ministry recorded 17 cases of maternal deaths, one short of the 2014 figures. This resulted in Guyana missing its goal to reduce maternal deaths by three-quarters between the years 1990 and 2015.

The probe is being undertaken by the Parliamentary Committee on Economic Relations, Chaired by Minister within the Finance Ministry, Jaipaul Sharma and includes Vice President Carl Greenidge, Agriculture Minister Noel Holder, Junior Natural Resources Minister Simona Broomes, Jennifer Wade, Bishop Juan Edghill and Komal Chand.

The resumption of the parliamentary probe comes on the heels of Minister Holder’s tabling of the company’s annual reports from the past five years in

The CoI into the state of the local sugar industry was initiated weeks after the Coalition Government took office in May 2015. This decision was taken as it sought to ascertain the true nature of the industry’s economic and physical condition.

Committee had been brought to an impromptu halt earlier this year after Opposition members complained that Government was in fact implementing decisions outside of the recommendations made in the report.

The Speaker and the Ambassador both exchanged gifts after which the Ambassador was treated to a tour of the Parliament Chamber.

The Palestinian Ambassador is expected to present her Letters of Credence to Head of State David Granger today. The newly appointed Ambassador will be based in Caracas, Venezuela.

Suspect confesses to robbing Cricket Coach’s wife

fter hours of intense grilling, the suspect who was nabbed in connection with the robbery of a mother of two on Monday at Sheriff Street, Georgetown, has confessed to the crime.

Lestra Crandon, the wife of current Coach of the national cricket team, Esuan Crandon, was in the company of her two daughters when two men pounced on her as she stopped to make a purchase at a fast food outlet, escaping with her handbag and its contents, which included a cheque worth $300,000, $140,000 in cash, debit cards, passports, mobile phones and other important documents.

Shortly after the robbery, Police arrested an individual; however, the man denied his involvement in the robbery although he was positively identified by the victim. He was not found in possession of any of the stolen items, leaving detectives to believe that he handed over the bag, which he snatched from the woman, to his accomplices.

Moreover, Guyana Times was told by Public Relations Officer (PRO) of the Guyana Police Force, Jairam Ramlakhan, on Tuesday that the suspect had confessed to the crime and had been assisting with further investigations as officers hunt for his two accomplic-

Reports from Monday’s incident revealed that the suspect, along with two others, drove up in a car and he exited, confronting Crandon before grabbing the bag.

The traumatised woman had related to this publication that she stopped to purchase pizza for her daughter, who celebrated her birthday on Monday. She continued that a man confronted her and held onto her bag, and soon after another joined in and attempted to relieve her of the car keys.

At that time, she noted she was fearful for her life and her two daughters’.

She explained that prior to the robbery, she conducted a transaction at a city bank and believed that she might have been followed by the men.

“I don’t know where these guys came from… they came onto me suddenly, but I tried to fight them off… one of them remain in a car and the two others were fighting with me,” she added.

Crandon related that an alarm was raised and persons around ran to her rescue, but the men had already taken her handbag and escaped.

Alternative sentencing being explored Elderly woman and children to reduce prison overcrowding trapped as house collapses

T

he Legal Affairs Ministry is in consultation with the Inter-American Development Bank (IDB) on developing alternative sentencing as part of measures to reduce overcrowding in the prisons.

Legal Affairs Minister and Attorney General Basil Williams said the initiative was “something still in the pipeline”, but the Government would be considering “alternative sentencing, pre-trial liberty and considerations like that” as it sought to address overcrowding in prisons, the Government Information Agency (GINA) said in a release.

“The whole idea is to try to weed out these offences that are clogging up (the prisons). Sometimes some people who are there for a six-month sentence could have had some other sentence,” Minister Williams explained.

In the meantime, the Government has allocated $25 million to facilitate Night Court sessions as an immediate measure aimed at reducing the backlog in the judicial system, and particularly overcrowding in prisons.

Minister Williams noted that for the Night Court to be successful, it must target criminal cases with likely sentences of between three months to three years, “So that we won’t have people with these offences clogging up the prisons.”

Meanwhile, the Public Security Ministry’s Citizen Security Strengthening Programme (CSSP) will be conducting a study to evaluate alternatives to incarceration. Funding for that project was acquired from the IDB.

one-bedroom house came crashing down on Sunday leaving a pensioner, a pregnant woman, and a one- and 10-yearold homeless.

Eighty-nine-year-old Gladys Fraser, her granddaughter and two greatgrandchildren lived in the house at Lot 131 Third Street, Alness Village, Corentyne.

Fraser told Guyana Times that she was resting in her bedroom when she suddenly heard a strange sound. “Me lie down and something tell me get up, so Ah sit down. Then Ah hear something go crook, crook, crook, braps… meh seh dis child dead because the

wardrobe was next to she,” Fraser said, referring to her three months pregnant granddaughter.

The two great-grandchildren made it safely out of the building, while the pregnant woman was later found unhurt.

“It was around half past five to six. I say thank you to Jesus it did not fall in the night; Ah don’t know what would have happen to my life. People run an come and me grandson pull me out; he had to break out the wall and hoist me out,” the woman explained.

According to Fraser, there were no high winds at the time, but the five-foot posts on which the house

stood may have collapsed.

In tears, she said she now would stay with a grandson who lives behind the spot where her house once stood.

“Ah get a room, but you know you own is you own,” she said.

The pensioner is asking for the public’s assistance, as all of her belongings are now being stored under a house. These include a refrigerator, a chair set, beds and other household items.

Haiti launches cholera Investigators identify plotter of vaccination campaign French, Belgian terrorist attacks

aiti’s Health Ministry and international aid organisations launched a cholera vaccination campaign on Tuesday. Their aim is to vaccinate about 820,000 people within a week.

The campaign comes after a rise in cholera cases following the devastation caused by Hurricane Matthew, which hit the

country on October 4, 2016.

Cholera has killed around 10,000 people since 2010, when UN peacekeepers introduced it to Haiti.

Last August, the UN acknowledged it had played a role in the outbreak after scientific studies showed that Nepalese UN troops were the source of the disease.

The troops had emptied

toilet waste into the Meille River, a major water source.

The vaccination campaign is believed to be one of the largest of its kind after a natural disaster.

One million doses of the vaccine were shipped to Haiti ahead of the campaign. Thousands of health workers will administer the oral vaccine to people in 16 communities in the provinces of Grande-Anse and Sud, which were worst hit by Hurricane Matthew.

According to UN figures, the number of suspected cholera cases in Haiti rose to about 3000 in the wake of the hurricane. Experts warn that the vaccine is not a complete solution.

They say that one dose is about 65 per cent effective for a period of six months.

Zika therapy "works in the womb" Ivory Coast’s Ouattara enacts new Constitution as "promise of peace"

cientists say they may have found a way to protect babies in the womb from the harmful effects of Zika. So far the US team has only had success in mice with its antibody treatment, but it says it might eventually lead to a therapy for women who catch Zika in pregnancy.

The Zika virus can severely damage a newborn’s brain. The antibody therapy is made using blood cells from people who have recently had and fought off

Zika.

In mice, the treatment significantly reduced the amount of Zika virus that circulated in the mother’s blood and crossed the placenta into the baby, Nature journal reports.

At birth, there was less damage to the placenta and these baby mice were much bigger than others whose mothers had not received the antibody treatment.

The researchers stress that years of testing will be needed to see if it could be a

safe and effective treatment for pregnant women. In the meantime, other scientists are focusing on making a vaccine that could protect people from catching Zika in the first place.

Zika is spread to people by mosquito bites. Outbreaks of the disease have been seen in the Americas and, more recently, in south-east Asia.

resident Alassane Ouattara signed a new Constitution into law on Tuesday, casting it as the way to a peaceful future for Ivory Coast, which has emerged as one of Africa’s rising economic stars after years of violent upheaval.

In a referendum last month, voters overwhelmingly endorsed the new charter – one of Ouattara’s campaign promises during his re-election bid last year – with some 93 per cent of bal-

The new Constitution’s promulgation creates the West African nation’s third republic. Ivory Coast’s previous Constitution, drafted under military rule following a 1999 coup, was at the heart of a decade of turmoil that included two civil wars.

In its most controversial clause, it said Presidential Candidates’ parents must both be natural-born

Ivorians – a swipe at northerners, many of whom, like Ouattara, have family ties that straddle the borders with Burkina Faso and Mali.

The new Constitution scraps that rule, which was used to disqualify Ouattara from a vote in 2000, and now only one parent must be Ivorian. It creates the post of Vice President and a Senate.

The president says all these new measures will guarantee more political stability.

he Brazilian Government has frozen the bank accounts of Rio de Janeiro state, ordering it to pay millions of dollars in overdue debt.

Many public workers have not been paid in months. Rio de Janeiro has been struggling with a longstanding financial crisis because of a drop in global oil

and commodity prices.

It declared a financial emergency ahead of the Rio Olympics earlier this year.

State governor Luiz Fernando Pezao announced austerity measures last week. He said that unless they were approved, the state could not guarantee that workers would receive their full salaries next year.

The Rio financial secretariat said the state was “blocked from making any kind of payment until the amount it owes the state has been paid”.

The state has been hard hit by Brazil’s worse recession in a century, and officials say it owes the federal government about US$53 million (£43 million).

With tax revenues dropping, Rio has already made sharp budget cuts.

On Friday, Governor Pezao announced more austerity measures, including cuts to social programmes, a tax increase for retired people, a sales tax increase and a transport fare rise.

Pezao said he would travel to the capital Brasilia to negotiate with the federal government. Officials told Reuters news agency that they hoped to have the accounts unfrozen in the coming days. (BBC News)

ndian Prime Minister Narendra Modi has announced that the existing 500 and 1000 rupee banknotes will be withdrawn from the financial system overnight.

The surprise move is part of a crackdown on corruption and illegal cash holdings, he said in a na-

tionwide address on television. New 500 and 2000 rupee denomination notes will be issued to replace them.

The move is designed to lock out money that is unaccounted for and may have been acquired corruptly, or be being withheld from the tax authorities.

It is seen as the boldest

move by any Indian government to clampdown on tax evaders.

Banks have been told to exchange existing high denomination rupee notes over the next 50 days. The 500 and 1000 rupees notes are extremely common in India.

Airports, railway stations and hospitals will accept the notes until November 11. People will be able to exchange their money at banks between November 10 and December 30, 2016.

Modi’s ruling Bharatiya Janata Party came into power in 2014 promising to bring billions of dollars of black market money into the country’s financial system. More women to benefit from business empowerment training F

irst Lady Sandra Granger continues to facilitate women’s empowerment by equipping them with the necessary skills and knowledge which will contribute towards making them economically stable individuals.

This, according to the Government Information Agency (GINA), will be carried out through the SelfReliance and Success in Business workshop. The facilitation of these workshops is made possible through the Office of the First Lady and the Social Protection Ministry.

A number of workshops empowering women through entrepreneurship have already been held across the country and, according to the First Lady, two more communities will

benefit from the women’s empowerment programme by the end of 2016.

“We are going to Linden and Blairmont before the

end of the year, and we have some more workshops. We keep the numbers small to make sure that everybody gets full benefit from the facilitators. It’s nice to say, you have 100 people, but how much do those people learn to expand their businesses from that? So we keep it to a minimum, we say 30 or 35, but we have gone close to 40 on occasions. When people walk in, they will be included, and that’s how we go with women empowerment,” Mrs Granger explained.

Workshops have already been held in Lusignan, Linden, Lethem, Mabaruma, Port Kaituma, Mahdia, Rosignol, Bartica, Anna Regina and Kuru Kururu.

The First Lady stated that “Education is the key.

I’ve been to all the regions because I don’t believe development would only happen on the coastland, but my projects are aimed at empowering women and girls for the obvious reason, the data has shown once women advance economically their families advance with them, so I will always go along with advancing women and moving them forward with my workshop on self-reliance and success in business.”

To date, approximately 280 women have benefited from training through the workshop. Upon completion, each participant is awarded a certificate, which is recognised by the Business Ministry and which makes her a certified businesswoman.

Ramsammy’s Ruminations APNU/AFC’s ugly conspiracy to end sugar in Guyana

T

he A Partnership for National Unity/Alliance For Change (APNU/ AFC) has established a subcommittee to consider a new dispensation for the Guyana Sugar Corporation (GuySuCo).

President Granger posited that his government is unwilling to continue providing subsidies to GuySuCo. APNU/AFC wants to consider privatisation, further closings or other options. Make no mistake, Dr Leslie Ramsammy they are implementing their threat of 2014 to close sugar in Guyana. For all intent and purposes, APNU/AFC has already started the process of ending sugar. Bluntly, APNU/AFC is anti-sugar. Their closure plan was conceived in 2014 and announced at a media conference chaired

by Joseph Harmon. The APNU/AFC agriculture spokesperson at the time, Anthony Vieira, announced that sugar should be closed and replaced with aquaculture to produce tilapia in 2014.

No one disputes sugar is undergoing a very difficult time in Guyana presently. Sugar is undergoing a difficult time throughout the ACP (Africa, Caribbean and the Pacific). Sugar has essentially ended in most of the Caribbean. Outside of Guyana, the only other meaningful production in the Caribbean Community (Caricom) is now in Jamaica and Belize. Privatisation in Jamaica and Belize has not improved the sugar industry.

Sugar has three common problems across the entire ACP – climate change, the cost of mechanisation and the precipitous drop in export prices. The sugar industries within the ACP have not been able to respond adequately and rapidly enough to accommodate these challenges.

Climate change has particularly affected the sugar industries of countries like Guyana. The discreet cultivation and grinding seasons with well-defined rainy and dry periods no longer exist.

Mechanisation is critical for the new sugar industry. The costly process of mechanisation has started in Guyana and we must complete the job. This is not only critical for greater efficiency and effectiveness, but an imperative to confront the shortage of labour that the industry has experienced. The almost instant reduction of prices for sugar by the Europeans, in the arbitrary repudiation of the 1976 sugar protocol, was a severe shock to the industry and requires time to adjust.

APNU/AFC has argued that Government cannot afford the significant “subsidies” that sugar requires in order for the industry to make the adjustments necessary. During the 2015 election campaign, the then President Donald Ramotar committed that the People’s Progressive Party (PPP) Government was willing to invest $20 billion annually for five years to ensure sugar recovers and continue to be one of the major industries in the economic blueprint for development in Guyana. This would have allowed GuySuCo to make the adjustments required to restore the glory of sugar in our country. In the heat of the campaign and in response to the charge that APNU/AFC would close the sugar industry, as they had vowed in 2014, Granger, Nagamootoo, Ramjattan and other leaders of APNU/AFC promised they will make the investment because “sugar was too big to fail”.

In distancing themselves from the 2014 proposal to close sugar and replaced it with tilapia cultivation, they promised to restore sugar to its glory days and that in their economic plan for Guyana, sugar remained the undisputed king. There are newspaper accounts, there are video tapes of APNU/AFC leaders making promises to keep ‘KING SUGAR’ as one of the major industries in Guyana, including making the investments necessary. In presenting their case, they promised the sugar workers an annual 20 per cent wages increase. The workers and the people of Guyana have been betrayed because sugar workers have been denied any wages increase in both 2015 and 2016 and now APNU/AFC has started the process of ending sugar, just as they vowed in 2014.

The “subsidies” required are indeed substantial, but are not charity to GuySuCo. Sugar subsidised Guyana for decades under the People’s National Congress and today with the restoration of the EU budget support, the subsidies to sugar is really returning the earnings of sugar to the industry at a time when it most needs it. It is the reason why as Agriculture Minister I hesitated to ask for subsidies. Rather. I always requested that Guyana repays GuySuCo what was due to it. I made sure that payment to GuySuCo recognised that the EU budget support was a compensation for the arbitrary repudiation of the 1976 sugar protocol.

APNU/AFC’s plan to close sugar because Guyana cannot afford the “subsidies” is repugnant. For almost 25 years, Guyana has subsidised Linden with $5 billion annually for electricity.

This is a subsidy that goes directly to each citizen. Instead of the approximately $64 per kilowatt hour of electricity, people in Linden pay almost nothing. The Government subsidy pays the electricity bill. When the PPP attempted to remove the subsidy in a phase manner to allow Lindeners to pay the same as every other Guyanese citizen APNU/AFC instigated a riot. How come “subsidies” for an industry that is too big to fail is too much for APNU/AFC to support, but it is an obligation to keep subsidising electricity in Linden? Region 2 residents support change to house-lot application criteria – applicants from 18 years old to be considered

ersons living in Region Two (PomeroonSupenaam) have given their full support to the Communities Ministry’s move to amend the age of house-lot application eligibility from 21 years to 18 years.

The resounding support was given during the Ministry's consultation exercise, held on Monday afternoon in the boardroom of the Regional Democratic Council (RDC) at Anna Regina.

Addressing scores of youths from the Anna Regina Multilateral Secondary School (ARMS); the Essequibo Technical Institute (ETI) and residents from the community, Minister within the Communities Ministry, Valerie Sharpe-Patterson reminded that similar consultations were held in Regions Five (Mahaica-Berbice); Six (East Berbice-Corentyne); Four (Demerara-Mahaica) and 10 (Upper DemeraraBerbice), which have also seen overwhelming support.

The senior rank also explained that the suspect will be charged by the end of this week. Meanwhile, Police in an official release confirmed that the prime suspect, who broke into the Deputy Mayor’s variety store, was arrested on Tuesday morning. Police disclosed that entry was gained through an eastern window on the upper flat of the building.

riday marks the commencement of the West Indies Cricket Board Professional Cricket League Digicel Regional 4-Day Tournament and the Guyana Jaguars, who are the current defending champions after winning the title for the past two years, will be on the hunt for a three-peat.

It is with this in mind Assistant Coach and Manager Rayon Griffith believes that the team must begin the season well as they seek to continue their winning ways when the play their first match against the Jamaica Scorpions at the Guyana National Stadium at Providence.

“It’s a new season and we have to take it one step at a time, we have to start from game one and move from there with the same intensity for the rest of the series,” Griffith firmly stated.

The assistant coach comments came after sheepherding the team along with Head coach Esuan Crandon through intense fielding drills then addressing areas for technical improvement during the net-session the National Stadium on Tuesday.

The both coaches were at the time playing keen emphasis on the batsmen with Test batsman Leon Johnson and consistent run getter Vishaul Singh facing the bulks of the bowling, seeking to improve on weak areas.

Last week, the players were involved in a fourday practice match at the Everest Cricket Ground and for the past days were based at the stadium.

far, Griffith said, “preparations are going good so far, I was not here for about two months but they were doing some work and I’m very happy with the look of the team since I saw the practice game at Everest and there were some good performances and even in the nets here for the last two days, the guys have look good.

n isolation, the final session on day three was among Zimbabwe’s best in the series. They attacked, and bowled with purpose and intensity to take four Sri Lankan wickets. n excellent all-round effort from Azim Mohamed led Parika Salem to the East Bank Essequibo title of the 2016 edition of the Guyana Cricket Board (GCB)/ National Secondary School Cricket League (NSSCL).

Mohamed’s century and four wicket haul propelled Parika Salem to victory over Vergenogen Secondary by 146 runs at the Tuschen ground.

Parika Salem was asked to take first strike by Vergenogen who won the toss. Azim Mohamed’s 103 laid the platform for an imposing total of 209-8 in 24 overs.

Mohamed’s century included 12 fours and a solitary six as he was the main scorer for his team.

WICB however, having invested in developing a player’s talent, is not able to realize a return on its investment if the player is not available to play in local tournaments, which would allow lesser experienced players the opportunity to face more experienced and skilled opposition, thereby improving on the standard and competitiveness of the domestic tournament.

In addition, the player is unavailable to mentor and develop younger players and to otherwise contribute to the overall growth of the game and its development infrastructure.

It has become a system that disadvantages nations like the West Indies which have traditionally developed players who are particularly skilled in the shortest format of the game. In the end, it compromises the standard of the WICB’s international team and that team’s performance internationally. The primacy of international cricket is threatened (Article 32A, ICC Regulations).

The Professional Cricket League (PCL) four-day and Super50 tournaments along with being able to offer contracts to 90 additional players in the first-class category are a direct benefit of this agreement. This also includes the Caribbean Premier League (CPL), the region’s domestic Twenty20 tournament.

The Board of Directors of WICB, has taken a policy decision on the issuance of NOCs, to which it has communicated its stance to

The WICB will levy a charge for the granting of an NOC for West Indian cricketers seeking a release to participate in Leagues outside the jurisdiction of the West Indies.

This will be an amount equivalent to 20 per cent of the player fee (as defined in the player contract) that is actually paid to the relevant player. All NOCs will be subject to West Indies international commitments and, in respect of centrally contracted players, official domestic cricket matches in the West Indies.

A portion of these funds derived from these release fees will also go back to the clubs and franchises/ territories in recognition of the role they played in developing the player and as an incentive for them to continuously expose new cricket talent. The WICB earlier this year distributed player production fees to all the territories/franchises and clubs from which players came from. Those payments were for players’ participation in the Indian Premier League (IPL) 2013 - 2015.

While we do not wish to act in restraint of trade, we must seek a balance to ensure that there is fair and adequate compensation for the investment made in the players. What WICB seeks is some compensation to recognize the investment made into players, an investment from which another Full Member is benefitting.

WICB understands that this policy decision may result in reciprocal agreements from other Full Member boards for obtaining NOCs for their players, but we view this approach as necessary to preserve the best interests of West Indies cricket at both domestic and international levels. It is our expectation too, that the accumulation of these fees will facilitate the offer of contracts to additional players.

The WICB is in the process of discussions with the various Full Members as to the other boards’ acceptance of that position.

The dialogue is ongoing and we wait on official word.

In addition to India, Bangladesh has also agreed to the release fees. The practice is also used in other jurisdictions like England.

roup driver two driver Shan Seejatan has set his eyes on being Caribbean Motor Racing Championship (CMRC) Champion when the final leg gets underway at the South Dakota Circuit on November 13.

Though Seejatan is in sixth position with 66 points. The table is led by Trinidadian Luke Bhola on 123 points but the Guyana racer is confident he can be crowned the champion once his car works well and he receives ample support from his fellow countryman.

“It’s, game on, this is the home turf, once everything goes well with the car we will be looking to give them a good challenge as I did last year and hopefully bring home three victories since I can be crowned the Caribbean champion for group 2”, the driver stated.

He added, “The Trinidadians are above me with points but I’m hoping team Guyana can push them back and I get some support from the home boys since I’m aiming for the championship.”

Pollard off to Ram Slam

est Indies allrounder Kieron Pollard has been granted a No Objection Certificate (NOC) to play in the upcoming Ram Slam T20 competition in South Africa, the West Indies Cricket Board (WICB) confirmed on Tuesday.

The confirmation from WICB president Michael Muirhead contradicts an earlier report from ESPN cricinfo stating that Pollard was denied a NOC for the tournament starting on Friday. During an interview on Massy United Insurance’s Line & Length Network, Muirhead said it was never the Board’s intention not to grant Pollard an NOC, but rather explain to him why the process on this occasion was taking longer than usual.

“It was not denying him any NOC it was explaining to him why it was taking longer.

Normally we would have responded so in seven days he would have gotten it,” explained Muirhead.

“But I think it went over. But before the seven days expired I said let me explain to him why it is taking a little longer time and it is because we have written to all the boards , the presidents and CEOs”.

WICB’s letter to presidents and CEOs of all the ICC Full Member boards has notified them of its new policy to impose a 20 percent levy on the contract fees of its players taking part in T20 tournaments overseas.

Cricinfo reported that Muirhead’s letter to Pollard had informed him that permission would not be granted to him until various boards featuring Caribbean players in their Domestic T20 tournaments agree with WICB’s new policy.

Muirhead appears to be suggesting that the NOC granted to Pollard, who signed a twoyear contract with Cape Cobras last season, is conditional.

“We are awaiting a response so we know the timing that’s on it so if we did not receive it from them we would respond to Kieron and provide the NOC weather it be conditional… with the conditions that we explained to him that we are expecting Cricket South Africa to honour a release fee or we are going to defer it,” Muirhead told Line & Length Network.

Stakes tripled for 12th Diamond Mineral Water Hockey Festival −17 teams ready to play

T

he 12th edition of the Diamond Mineral Indoor Hockey Festival (DMWIHF) was officially launched in the members’ pavilion of the Georgetown Cricket Club (GCC) on Tuesday, with the promise of an increase to the prize payouts among other changes.

With much credibility to the tournament, it has been the longest running indoor hockey competition in the region and will once again attract teams from the region as well as internationally.

President of the Guyana Hockey Board, Philip Fernandes related the increase in cash payout, was made in a bid to make the tournament more attractive to the overseas teams.

Speaking on behalf of the platinum sponsors, Diamond Mineral Water, Larry Wills said the company is happy to be a part of the tournament and enjoyed the partnership with the Guyana Hockey Board.

“DDL will continue to support the International Indoor Hockey Tournament and is pleased with the work done by the Guyana Hockey Board… Diamond Mineral Water will be there to hydrate the players throughout the tournament.” Wills said while wishing the tournament longevity.

Meanwhile, Ansa McAl’s Carib beer brand manager, Robert Hiscock, speaking on behalf of the company, reiterated the fact of Ansa McAl’s commitment to sport development in Guyana.

This year, the Gold sponsor will sponsor the Veterans category which has a reputation for bringing the excitement to the festival.

With three divisions in the festival, male, female and veterans, a total of 17 teams, including both local and international, have been confirmed to participate with time and space for more teams to join the festival.

Registration fee per team in the male and female categories set at USD$400 while the veterans’ teams are required to pay US$200 each.

Returning to the tournament are four time winners, Canada’s Toronto Hockey who will be spare headed by past Most Valuable Player (MVP) on multiple occasions, Jonathan Roberts which includes gold medal winners from the Canadian team who participated in the last Pan American Cup in Uruguay. Last year’s runners-up, Trinidad and Tobago’s Queens Park Hockey Club (H.C.) and debutants, Ball Washers out of Washington, USA will both be looking for success. Also in the mix are, 2012 winners Toronto Academy, Carib H.C., Malvern H.C. and the top local sides, Pepsi Hikers, Old Fort, Bounty GCC, Pizza Hut GCC and others.

In action will be some of the big names on the local arena including, rising stars Aroydy Branford, Aliyah Gordon, Michael Hing, Rebecca Xavier, Gabriella Xavier, Vanessa Peres, Robert France, Robert Fernandes, Philip Fernandes, Devin Munroe, Kevin Spencer, Eric Hing, Kerensa Fernandes, Jamarj Assanah, Randy Hope and others.

hat promises to be an exciting and competitive West Indies Cricket Board (WICB)/ Professional Cricket League (PCL) Digicel Regional Four-Day 2016/17 season, will get underway with three matches at three venues in the Region this weekend.

As a result, the Guyana Cricket Board (GCB) selection panel headed by Rayon Griffith named a strong 13 member Guyana Jaguars squad for their first game of the League which starts on Friday at the Providence Stadium against the Jamaica Scorpions.

The reigning champions, Jaguars will be led by West Indies batsman Leon Johnson, who will continue as captain for a third consecutive year while Vishaul Singh will be his deputy.

The squad also includes retired international player Shivnarine Chanderpaul.

Ignorant to how the new pitch at Providence will play, the panel opted for three spinners, a pacer and two all-rounders, who bowl medium fast as they aim for a three peat.

n an effort to ensure all of the coaches under its umbrella are equipped with first aid knowledge the Guyana Cricket Board (GCB) has set up a first aid programme to make that initiative possible.

The programme is a two day programme which is being facilitated by St. John’s Association (Guyana).

It started on Sunday November 6 2016 at the

St. John’s Association location at Cowan Street Kingston and will conclude on Thursday November 10.

The clinic was facilitated by Fayon Jordan and was attended by national coach Esuan Crandon, West Indies A and national Assistant Coach/ Manager Rayon Griffith, Clive Grimmond, Winston Smith, Latchman Yadram and Zaheer Mohamed among

other emerging coaches.

The first aid is a requirement for all coaches in this modern era which allows them to be well rounded outside their norms.

Crandon said it was a good initiative on the Board’s behalf, since it expands areas of professionalism and will help the coaches to deal with other situations besides batting or bowling.

WIPA not in agreement with WICB levy on player contracts

he West Indies Players’ Association (WIPA) has voiced its opposition to a 20 per cent No Objection Certificate (NOC) levy imposed by the West Indies Cricket Board (WICB).

Citing that it was not benefitting from its investment in players, who go on to play in the professional leagues globally and do not return to play in domestic competitions, the WICB said it was at a disadvantage under the current status quo.

“WICB having invested in developing a player’s talent, is not able to realize a return on its investment if the player is not available to play in local tournaments, which would allow lesser experienced players the opportunity to face more experienced and skilled opposition, thereby improving on the standard and competitiveness of the domestic tournament,” the WICB said in a statement released Tuesday.

“In addition, the player is unavailable to mentor and develop younger players and to otherwise contribute to the overall growth of the game and its development infrastructure. It has become a system that disadvantages nations like the West Indies which have traditionally developed players who are particularly skilled in the shortest format of the game. In the end, it compromises the standard of the WICB’s international team and that team’s performance internationally.

As such the WICB says it will now levy a charge for the granting of an NOC for West Indian cricketers seeking a release to participate in Leagues outside the jurisdiction of the West Indies.

“This will be an amount equivalent to 20 per cent of the player fee (as defined in the player contract) that is actually paid to the relevant player,” the WICB statement said. “All NOCs will be subject to West Indies international commitments and, in respect of centrally contracted players, official domestic cricket matches in the West Indies.”

In a swift reply WIPA said a levy on players’ earnings is not the answer and suggested that the action of the WICB could be challenged in a court of law.

“The West Indies Players’ Association (WIPA) takes note of the position taken by the West Indies Cricket Board (WICB) on the condition for issuance of a No Objection Certificate (NOC)

to West Indian players,” the WIPA statement said.

“WIPA believes an imposition of a NOC levy by the WICB is not the answer to the lack of coherent global scheduling. A centrally regulated and coordinated international cricket programme for all three formats is necessary for the improvement of global cricket. As such, the International Cricket Council (ICC) will need to spearhead the complete restructure of the international cricket calendar.”

WIPA said it was totally against any new market restrictions or regulations that may limit West Indian players and the present NOC levy of the WICB promotes the restraint of trade and is open to be challenged legally.

“To ensure that this matter is addressed immediately, we are proposing that the WICB meets with all stakeholders regionally (WIPA) and internationally (ICC, FICA) forthwith,” WIPA said. (Sportsmax)
