Specialty Hospital Project

Guyana, India Foreign Ministers meet on the way forward F oreign Affairs Minister Carl Greenidge recently had a meeting with his Indian counterpart regarding the future of the Specialty Hospital Project. The meeting comes at a time when the Guyana Government is unsure it will move ahead with the project.

The meeting was held on the sidelines of the recently concluded 71st United Nations General Assembly in New York.

This was confirmed by Indian High Commissioner to Guyana, Venkatachalam Mahalingham.

“I understand that the Foreign Minister of Guyana spoke to our Minister of State, that is Deputy Minister of Foreign Affairs in New York but we don’t know what the further developments (are)… but they talked about what is to be done,” the High Commissioner told Guyana Times on Sunday.

Back in June, Minister of State Joseph Harmon had disclosed that the Government of India, which is funding the Project via an US$18 million Line of Credit, had indicated that it was ceasing worldwide business with Fedders Lloyd Corporation Limited, which was handpicked by the coalition Administration, after the company was blacklisted by the World Bank until 2020 over fraud and corruption practices.

The donor country had also expressed preference for a fresh tendering process to be conducted to select a new Indian-base contractor to execute the project.

At the time, the A Partnership for National Unity/Alliance For Change (APNU/AFC) Government said that it wanted to make certain enquiries of the Indian Government before a definitive course of action was adopted on the Specialty Hospital Project, located at Lilendaal, Greater Georgetown.

However, Public Health Minister, Dr George Norton told this newspaper last

month that the project has been “shelved” and contact has not been made with the Indian Government.

On Sunday, Norton confirmed that the project remains “shelved”.

He had previously explained that Foreign Affairs Minister Carl Greenidge was supposed to take the lead in that process since making contact with another country falls under his purview.

Meanwhile, in a previous interview the Public Health Minister had pointed out that the impending discussions with the Indian Government will determine whether Guyana will go ahead with the project using a new contractor or have it scrapped entirely, given all the troubles the project has faced.

“There is a chance it might come off the table because that Hospital Project is not doing well with how it started and what’s supposed to be… The next step will now be for us to have direct contact with the Indian Government and decide whether it will continue with the loan or not,” Dr Norton had stated.

Moreover, the Public Health Minister had said too on a different occasion that because of the overcrowding situation at the Georgetown Public Hospital, government is exploring ways of address the problems. One such solution that came up was the expansion of the city hospital and Dr Norton disclosed that they were looking at poten-

tial sites including the land of the Specialty Hospital.

“I am personally thinking about a maternal child hospital or an enhancement or annex to the Georgetown Hospital… (but) we have to look for another area, and we’re contemplating using the foundation of the Specialty Hospital that was supposed to be built,” he told this publication back in July.

On the other hand, last month the Minister was quoted in the State’s newspaper as saying that there are talks of constructing a Paediatric Hospital at the Specialty Hospital site and that the proposal was before Cabinet for consideration.

While in opposition, both the APNU and AFC had strongly opposed the US$18 million Specialty Hospital Project and upon its assumption to office last year, decided to scrap the project, which had already expended some US$4 million on sme preliminary works.

Government had said that the remaining $13.8 million would be better served if it is used to improve the country’s primary healthcare service by upgrading three hospitals across the country.

However, the Indian Government subsequently indicated that Guyana should go ahead with the Specialty Hospital and it will provide a separate loan for the primary healthcare project. The process is currently ongoing for government to acquire the second loan.

The three hospitals con-

sidered for upgrade are the Bartica Hospital, the West Demerara Regional Hospital and the Suddie Public Hospital. The project will see modernisation and rehabilitation at three major hospitals.

In 2012, the contract for the Specialty Hospital Project was awarded to India-based Company, Surendra Engineering Corporation Limited, which was tasked with designing and building the state-ofthe-art facility.

However, citing instances of alleged fraud and delays, the Donald Ramotar Administration in 2014 announced that it had terminated the contract of the India-based Company and subsequently filed a lawsuit against it for failing to honour its obligations. Guyana is yet to recover close to $1 billion from the company.

National interests and NAM

ast week, there was a Conference of the Non Aligned Movement (NAM) next door in Venezuela, but the resounding silence in the local and world media about the event that involved 120 nations is perhaps symbolic of the waning of this once powerful organ of the poor and the powerless of the world. It was conceived as an alternative path between the two superpowers – the US and USSR – engaged in their post-WWII Cold War that became very hot in a number of colonies of the Empires.

NAM was actually conceptualised during the AsiaAfrica Conference held in Bandung, Indonesia in 1955. The conference was led by Indian Prime Minister Jawaharlal Nehru, Egyptian President Gamel Abdel Nasser, Ghanaian President Kwame Nkrumah and Indonesian leader Sukarno, and brought together leaders of 29 states from the two continents. It was formally launched in 1961 in Yugoslavia.

During the Conference of Foreign Ministers of Non-Aligned countries held in Guyana from August 8-11, 1972, a monument to the four founders was unveiled by the then President, Arthur Chung at Company Path Gardens, in front of St George’s Cathedral.

This Conference was the high point of Guyana’s then vigorous international diplomacy that was located within the NAM’s insistence that countries must be allowed to pursue paths that were aligned to their real interests rather than those of the superpowers. While the decline of the importance and interest in NAM – how many Guyanese know of the monument, much less have visited it? – might be due to the end of the Cold War in 1989, the question of “national interest” as a guide to the activities of the vast majority of the members that remain enmeshed in poverty is still critically relevant.

And this is why it was somewhat surprising that Guyana did not attend the Conference. In general, some may explain that as due to NAM’s declining importance: only nine leaders showed up in Venezuela last week. But then that could be due to the fact that the annual United Nations General Assembly meet that attracts most world leaders was held almost simultaneously. The fact remains, however, that representatives of most of the member countries did attend.

And this is why Guyana should have been there. Just as during the heyday of NAM when Venezuela tried to burnish its global credentials, our Government could have followed the example of the then Government of Forbes Burnham which adroitly used the organisation to present Guyana’s case on the Venezuelan-precipitated border controversy.

Guyana embarrassed Venezuela then as a larger power imitating the superpowers and bullying a small poor nation and Guyana could have done the same in the present.

Maduro went out of his way to host a successful NAM conference by stressing his “progressive”’ credentials and more than anything else, we could have applied pressure on him and his Government by showing the world how Venezuela was still a bully. To wit, that they are insisting on continuing with the UN Secretary General “Good Offices” process that has not produced any progress on the controversy and yet refuse to agree to the juridical process that is also an option available.

Guyana could have demonstrated to the delegates the reasonableness of our position: why would a country deny having an impartial and credible UN organisation like the World Court at The Hague settle the border controversy, unless it was very unsure of the bona fides of its case.

Attending the NAM conference would not have been at the expense of President Granger not attending the UN General Assembly where he admirably pleaded with Secretary General Ban Ki-moon to move the process forward. But any proposal by the latter would have to be agreed to by Venezuela and this is where Foreign Affairs Minister Carl Greenidge could have brought immense pressure for Maduro to do so, via the representatives of 120 countries who were attending a “progressive” conference.

Where are the young leaders?

Dear Editor, It was mind-boggling from the very start why the Government of Guyana (GoG) in this era of cutting edge technology and modern information systems would seek to appoint so many senior citizens to very prominent and vital positions in the country at the expense of many young, bright and patriotic persons who are finding difficulty obtaining employment and who in many instances are forced to migrate to utilise their skills.

These oldtimers to whom I refer are from

times past and are stuck in the past which is causing the country to be held back rather than moving along with the advancing world.

One classic example of this is the appointment of the Chairman of the Central Housing and Planning Authority, who is an octogenarian that spends months at a time out of the country whilst much of the business of the CH&PA is held up because of his prolonged absence and the need for his signature on important documents.

The tragedy of this particular circumstance is that

well-known for his cantankerous, belligerent and devious behaviour, he ensured that he had run the Chief Executive Officer, a number of Engineers and other key staff members out before taking off and leaving the country, ensuring that the agency was left crippled.

Worse, he has begun populating the agency with many of his loyal goons who are unsuitable in every respect, but in whom he has absolute confidence of their allegiance and commitment to carry out all of his bidding without

question.

The planning of the country’s housing and business development is much too important to be held to ransom by one wayward old man who never thought it important enough to qualify himself in a profession or career, but who has dedicated a lifetime to destroying the livelihoods of others.

As a popular American political candidate would say “Get them out of here, get them out of here”.

Power sharing should be given a chance Dear Editor, Mike Persaud makes reference to my advocacy of power sharing arguing that it will not work as a solution to institutionalised ethnic conflict in Guyana. He feels making parties multi-ethnic is the solution, but he did not say how ethnic parties can be transformed into multi-ethnic. An attempt at multi-ethnic party was tried in 1950 to 1955 and collapsed, and since then several efforts by prominent respected figures were made at forming multi-ethnic parties with all failing.

No one seriously opposes the idea of multi-ethnic parties; even conservative American Senators John McCain and Lindsay Graham feel their Republican party should be multi-ethnic, and they have tried but failed to transform

their party from being seen as a White party. Yes, PPP and PNC should become multi-ethnic. But one must offer concrete proposals on how it can be done. Multiethnic nations around the world are waiting for the magic proposal to establish multi-ethnic entities, as well as to solve their ethnic conflicts.

Persaud says if PNC elects an Indian and PPP elects an African as leader, the ethnic conflict will be solved and both parties will become multi-ethnic. Cases in other societies (Fiji, Mauritius, Kenya, Trinidad, etc) do not support that thesis as the idea was tried and polarisation only worsened. But it may work in Guyana or even in Trinidad. Persaud must now tell us how a Mike

Persaud or a David Hinds can become leader of the PNC and PPP respectively. What should the party members or leadership of the party do to get each one elected and accepted by supporters? Should other candidates stand down and leave one candidate only? Should Indians decline nomination in PPP or Africans in PNC? Or should Indians in PPP and Africans in PNC avoid avoiding? What should the candidates themselves do to get elected in an ethnic party that is not of his/her ethnicity? I remind Persaud that it is alleged that Dr Jagan coerced PPP members in the 1963 party convention to vote for Brindley Benn as Chair and deputy leader of PPP; fraud was also alleged to prevent an Indian from defeating

Benn. Basdeo Panday tried the same strategy to elect a Black Chair of the UNC; it failed and further polarised the country. Should the Jagan or Panday method be tried? If the out-group candidate is rejected by ethnic members in a democratic election, as has been the case in Guyana since 1955, what next?

Initially, I was hesitant about the concept of power sharing. But from thorough studies and analysis of ethnic conflict in many countries, I endorse the idea of power sharing – in which no ethnic group is excluded from sharing in the exercise of power based on its size (political support) in the government. Power should be shared not only at central level, but at the local level as well. CONTINUED ON PAGE 5

Prior to April 20, 2016, I vividly remember leaving messages at the office merely to enquire if the Ministry had an interest with historic memorabilia to feature during Guyana’s 50th Jubilee Celebrations because everything I possess falls within the 50 years of independence… I never got a response…

After being in contact with one Miss Nirvana Persaud of the Guyana Trust on the said subject, I was instructed to send images of the historic pieces and she will forward it to the said Ministry m e n tioned above and other related institutions, etc. On April 20, 2016 I had the images sent and was in contact with Miss N Persaud and she said she will supply

my email to all the offices for them to reply. No one ever did… I remembered calling as a back up to enquire if by chance anyone responded to her office and she said no one did…

Jubilee came and went…

‘If’ it is the said Minister who holds the portfolio of Culture, Youth and Sport among others who never did respond with the cultural aspect of an enquiry, how is it the Minister now

finds time to respond publicly to a matter relating to ‘Sports’ and she is in charge of three portfolios?

Respectfully to Minister Nicolette Henry, the letter you responded to which I was the author of is one among others that I strongly oppose in the highest of tone that the current President of the Guyana Olympic Association (GOA), Mr K A Juman-Yassin, and his establishment is not solely responsible for Guyana’s failure to medal at the just concluded Rio 2016 Olympic Games… We are all responsible and a section of the media has joined in with its irresponsible journalism…

Power sharing should be...

In other words, power must be decentralised and devolved towards the local administrative units as in Switzerland.

There must be vertical and horizontal division of powers with very little power going to the centre. Politicians in Guyana have tended towards authoritarianism, corruption and furthering racial polarisation because all power is concentrated in the hands of the central executive; they manipulate ethnic supporters.

If power is removed from the centre and given to the local communities, politicians become powerless, ethnic conflict will be reduced and corruption will cease to exist. Self-serving political figures will no longer want to be career politicians because they won’t be able to rape the treasury.

Persaud is right that neither PPP nor PNC has shown much interest in ethnic power sharing. In fact, both claim multi-ethnic party status and that they share power – fooling themselves. PPP cites Kwame McCoy, Juan Edghill, Lumumba, etc, to support their position that the party is multi-ethnic and as sharing power when in government; those figures can’t speak for Africans. PNC cites

Rupert Roopnarine, Ronald Bulkan and Amna Ally to bolster a claim of PNC (APNU) being a multi-ethnic party; those figures can’t speak for Indians as they are not elected by Indians. As Persaud correctly stated, AFC’s Moses Nagamootoo and Khemraj Ramjattan were chosen by Indians to be spokespersons for them in power sharing with the PNC. But the two lost their voice and Indians now view them as “traitors”.

As Persaud rightly analysed, the AFC will be rejected by Indians in the next elections because of its perceived failure to speak up on behalf of Indians.

Power sharing has never been really tried in Guyana.

Power sharing is when the ethnic groups get their fair share in government. It has to be specified in the constitution and enforced through some mechanism (with a balance of power at various levels as in Switzerland) just in case a bully emerges as executive leader of the nation. And executive (titular) leadership has to be rotated as well. In power sharing, I am not suggesting that Amerindians, Mixed, Chinese and Portuguese should be excluded from pow-

In Suriname, riots and chaos were not the precursors to the Bouterse military coups (1980 and 1990); there was stability in 1980 and the February coup was a shocker even for the CIA and Dutch Intelligence.

Asked to comment on the coup, Dr Jagan stated that he felt Henck Aaron was planning to rig the upcoming election (due in 1980) to preempt Jaggernauth Lachman from a victory. That triggered Bouterse to effect the coup to forestall the installation of a Lachman government.

With regards to Switzerland, Persaud’s statement that each ethnic group lives within its own canton is incorrect. I visited Switzerland several times, most recently two years ago, and I have studied its political structure (in post-graduate courses at NYU) as the ideal one for multi-ethnic states. Contrary to what Persaud pens, there is no pure ethnic canton (admin-

istrative unit) in Switzerland.

I travelled on a train from Budapest to Switzerland interacting with French, Italian and German, and Roman Swiss; they seem to get along nicely among themselves although they may not like each other.

Almost all of the 26 cantons (local governments) are multi-ethnic, and power is shared by all of the multi-ethnic groups at the centre, as well as the local level (equivalent of our Regions, municipalities, village council, neighbourhood councils, etc). In Switzerland, no ethnic group dominates at any level even though parties themselves may be ethnic. Whether a party is ethnic or not, and in Switzerland there are multiple parties representing each ethnic group, power is shared by all. And that is ideal for Guyana, as well as for all multi-ethnic states. Why should one ethnic group dominate?

Government of Guyana/Private Sector on-shore base for oil and gas sector Dear Editor, In one of the dailies I read that the recent world class offshore oil discovery by ExxonMobil Co (The world’s largest publicly traded international oil and gas company) has firmly launched Guyana’s hydrocarbon Industry and that the Government of Guyana was proposing, in association with the Private Sector, to construct an onshore base with associated infrastructure in order to support and serve the fledging offshore oil and gas sector.

I would like to seek some clarification as it relates to the whole question of “In Association with the Private Sector”.

Is it intended that this association would take the form of the establishment of a Government/Private/ Public Entity where the

Government would offer to the Public a Government sponsored Initial Public Offering (IPO) or that the chosen Private Sector Company (Private Company?) would launch an IPO or any other form of Public Offering.

I believe that the proposed activity, the establishment of an onshore base etc, offers to the Government and the Private Sector an early opportunity to diversify the ownership base of the proposed entity and at the same time provide access to capital and give Guyanese etc, a chance to own shares in an entity that is intended to support and serve the fledging offshore oil and gas sector.

ad, I’m too depressed to go to class.”

This is a phone call Don never expected to receive from his son, Liam. How could Liam, who was always a happy go lucky child, be depressed?

Don responds, “I don’t understand. What happened?”

“It feels like everything has gone wrong this semester. I was seeing a girl and I wanted to get serious, but she decided to go out with my roommate instead.

I was so upset I failed an exam.

Now I could fail the whole class.

Last week I decided to just give up and get into bed. With only a month and a half left in the semester, I don’t know what to do.”

Don makes a three-hour drive to see Liam, and the next day this father and son come to my office. Liam is as depressed as anyone I have seen. He is unshaven, speaks slowly and softly, does not make eye contact, and admits that he has considered suicide.

I am so concerned about him that I recommend he enter the hospital.

Don has different ideas. “I can stay with Liam and make sure he is safe. I have the kind of job where I can work remotely. If you can start him on medication now, I’ll provide support while he finishes his classes this semester. If he feels worse, then we can consider the hospital.”

Liam agrees to try medication and also see a therapist. I write a letter to the campus disability resource centre so they can work with Liam’s professors to get him caught up in school.

We walk a tightrope with Liam over the next three weeks.

He is able to get work done, but continues to feel depressed.

His suicidal thoughts are less frequent, but are still present.

medication and hope the decision to keep Liam out of the hospital was the right one.

A few weeks later, Liam turns the corner. Smiling and making eye contact, he says he will pass his classes, and looks forward to spending winter break with his family. He is grateful his father came to help. I am grateful, too It was fortunate that Liam felt comfortable reaching out to his father, but many students will not tell their parents if they are feeling down. They want to appear strong and independent

to their friends and family, wearing a mask of happiness when they are hurting inside.

They suffer in silence while their depression goes untreated, with harmful results. Failing grades.

Poor self-care. Self-destructive behaviours. Depression, in fact, is the leading mental health disorder identified in those who commit suicide. Timely treatment for depression can be a matter of life and death.

Knowing the signs of depression in college students can help you recognise when your child needs help.

Signs of depression in college students

Depression involves a twoweek or longer period of several symptoms that could include a down mood, inability to enjoy

activities, poor concentration, irritability, fatigue, suicidal thoughts or behaviours, irregular eating habits, and irregular sleep. Some students go in and out of depression, while others are chronically depressed. College students who are depressed might isolate themselves from others or stop going to activities they used to love. Their grades might also go down.

If you suspect your child is depressed, you can ask her if she is having problems with

her mood, sleep, appetite and concentration. If she seems very depressed and you are worried about suicide, you can ask if she ever feels like hurting herself. This will allow you to take steps to help her. If there is a family history of depression, be open about it, and emphasise the benefits of treatment.

Most importantly, tell her that depression is a biological and psychological condition that is nothing to be ashamed of and is highly treatable. Depression, in fact, is common among college students; 15 per cent of college students were diagnosed with or treated for depression in the last year.

If your college student is depressed, you can take steps to help her cope.

Management of depression in the college student

(1) Encourage your child to pursue a comprehensive evaluation and treatment plan.

A therapist can work with your child on taking steps to improve her mood. She should also see a primary care doctor to evaluate for medical causes of depressive symptoms, like anaemia, mononucleosis, or thyroid disease. Consider having her see a psychiatrist if her symptoms don’t improve or become more severe. Starting medication does not mean having to stay on it forever, and it can help your child cope with a tough time in her life.

(2) Provide ongoing support through phone calls and visits.

Family support can be crucial in promoting recovery from depression. Most likely, you would not need to stay with your child as Liam’s father did, but you could visit or call your child with greater frequency.

(3) Connect your child with the campus disability resource centre if she is having academic difficulties.

The disability resource centre can provide academic coaching as well as adjustments in her schedule, like taking a reduced course load.

(4) Consider other options if the depression worsens.

Discrimination against Amerindians rampant – Nandlall

he hard-fought rights and empowerment of the Amerindian people seem to be rapidly reversing, according to former Attorney General and Legal Affairs Minister Anil Nandlall.

He made these comments during the Amerindian Heritage Day celebration in Kuru Kururu over the weekend.

Speaking on behalf of the People’s Progressive Party/Civic and Opposition Leader Bharrat Jagdeo, the parliamentarian noted that Amerindian Heritage Month is the ideal time to celebrate the history, culture, struggles and accomplishments of Amerindians since they settled on this land.

“Indeed, there is much to celebrate. Today, Amerindians have access to nursery, primary and secondary education in their communities. They have ac-

cess to primary healthcare in their communities; some communities even have access to computers. Today, Amerindians are doctors, lawyers and are in other professional pursuits,” Nandlall told a sizeable crowd.

He pointed out that in addition to celebrating, it

was also a time to reflect on the struggles and sacrifices which were made to make these achievements possible.

“Some of the same problems which our fore-parents struggled against are still affecting our progress,” he stated.

Nandlall posited that

discrimination, particularly against Amerindians, was becoming rampant again.

“Two thousand Amerindians were dismissed within the first month of this Government taking office. There is an attempt by some to rewrite history in order to dislodge Amerindians as the first

people who came to this land; computers and solar panels which were purchased for Amerindian communities by our Government were diverted away from the Amerindians by this Government,” he outlined.

He noted too that they faced obstacles in hosting the heritage celebrations.

“In relation to this event, you are aware of the battle you have had in relation to the venue for this event.

Non-Amerindians have hijacked from you the ground which you have used to develop over the last 15 years to host this event. They have even attempted to hijack this event from you. But you stood firm and resisted them. They are attempting, also to steal from you, your Community Development Council (CDC),” he stated.

Concerns were raised that Government was attempting to hijack the National Toshaos Council

(NTC) last year.

Former Indigenous Affairs Minister Pauline Sukhai had complained of the failure of the Government to inform NTC members (who are Toshaos) within the stipulated timeframe and hijacked the planning of the conference, which was the responsibility of the Council.

Nandlall, however, pledged that the PPP/C would continue to speak out against such injustices and work towards ensuring the eradication of discrimination against the Amerindian population.

“I want to assure you that the People’s Progressive Party shall stand with you and will fight to ensure that these facilities are not taken away from you. Therefore, as we celebrate, we must be conscious of what is taking place around us and be vigilant to protect our gains,” he emphasised.

Defence Board to decide on new Chief-of-Staff soon

s the Chief-ofStaff of the Guyana Defence Force (GDF), Brigadier Mark Phillips prepares for retirement, the Defence Board will soon be meeting to decide on his successor.

During a special edition of “The Public Interest” programme, taped in New York where President David Granger is attending the 71st General Assembly of the United Nations, the Head of State noted that upon his return to Guyana, the Defence Board would be meeting to make a final decision as to who would be appointed to head the country’s army.

“The Defence Board will meet when I return and make that choice… The Defence Board will make the final decision,” he stated.

Nevertheless, President Granger noted that a succession plan was in place for when Brigadier Phillips officially retires.

“The next senior officer is going to take his place…

that will be a smooth transition,” the Commander-inChief remarked.

When probed about the contenders for the position, President Granger posited that there were “about

half a dozen of colonels” in the army for the Board to choose from, listing several: Deputy Chief-of-Staff, Colonel George Lewis; Adjutant General (AG), Colonel Nazrul Hussain; Quartermaster General, Colonel Paul Arthur and Colonel Khemraj Persaud.

“So, we have a wide range of choice,” the Commanderin-Chief of the Guyana Defence Force stated.

However, it has been reported that the Deputy Chief-of-Staff is set to take over command of Guyana’s military following the retirement of the current Chief-ofStaff early next month.

On October 3, a farewell parade will take place in honour of Brigadier Phillips.

It was reported too that on the same day, Lewis will take control of the Guyana Defence Force, but prior to this day, President Granger will promote the Colonel to the rank of Brigadier.

Phillips, who hails from Linden where he attended the Christianburg Primary School and the Christianburg Wismar Secondary School (Multilateral School), joined the GDF in December 1980.

He is a graduate of the Royal Military Academy, Sandhurst, in the United

Kingdom and has held several appointments, including Colonel (Administration and Quartering), and Colonel (General Staff) during his 30 years of military service.

He was also Guyana’s Head of Delegation to the Inter-American Defence Board from 2008 to 2009, and was up to 2011 Guyana’s non-resident Military Attaché to Venezuela. He was promoted to the rank of Brigadier back in 2013 by then President Donald Ramotar before he took command of the GDF, succeeding Rear Admiral Gary Best.

Man fined $50,000 for stealing phone Eyew tness A

24-year-old East Ruimveldt man was fined $50,000 at the Georgetown Magistrates’ Courts by Magistrate Faith McGusty for theft.

Devon Baptiste pleaded guilty to the charge which stated that on September 17, 2016, at Kitty, Georgetown,

he stole one Samsung Galaxy cellphone valued $110,000, property of Sanjay Ramdhall.

Baptiste explained to the court that he snatched the phone out of frustration, since he could not find a job.

The accused added that while running with the phone, he had a change of heart and

opted to return the phone to the Virtual Complainant. He further explained that before he was successful in his remorseful act, he was apprehended.

The unrepresented defendant begged the court for leniency, claiming that he has learnt his lesson and point-

ing to the fact that the phone was returned to the Virtual Complainant.

Magistrate McGusty imposed the fine, noting that she considered the man’s age and the fact that the phone was recovered. She cautioned him about irrational actions.

Lindener on threatening behaviour charge granted bail

Lindener who was charged with making use of threatening behaviour, was granted bail in the sum of $10,000 by

Magistrate Clive Nurse.

The accused, Marvin Louison, of 121 Half Mile, Wismar, Linden, appeared at the Linden Magistrate’s

Court to answer the charge.

It is alleged that on Wednesday 24 August , he made use of threatening behaviour to Latoya Jacobis.

The defendant was found guilty of unlawful wounding in 2001.

For this charge he will return to court at a later date.

EBE accident

Boy hospitalised, driver granted bail

he seven-year-old boy who was struck at Vergenoegen, East Bank Essequibo, on Sunday 18 September is still hospitalised at the Georgetown Public Hospital.

This information was released to Guyana Times by Assistant Commissioner of

Police, Leslie James.

James revealed that since the accident, the boy has been in a critical condition in the Intensive Care Unit. The child’s name and other information are yet to be released.

The Assistant Commissioner disclosed that

since his arrest after the accident, the minibus driver was placed on bail.

According to reports, the accident occurred at around 09:00h. The Canter in which the boy was travelling was headed to Parika, East Bank Demerara (EBE) when it stopped. The boy was in the back and he jumped out and attempted to cross the road.

A minibus heading in the same direction and passing the Canter at the time struck him.

According to eyewitnesses, the child was flung some distance away.

One eyewitness revealed to this publication: “I was sitting by that shop and I wasn’t really paying attention. Out of nowhere I heard this loud bam! And when I get up and check, I saw the boy lying in that grass corner. People start to run out and they pick him up. When I went and look at him, his head buss up.”

Reports are that the boy’s head was partially crushed as a result of the impact.

He was rushed by public spirited persons to hospital in an unconscious manner.

Amelia’s Ward man on $30,000 bail for assault

agistrate Clive Nurse set bail at $30,000 for an Amelia’s Ward, Linden, man who was accused of assault and causing actual bodily harm.

The defendant, John Watson, 60, a mason of 896 South Amelia’s Ward, Mackenzie, Linden, plead-

ed not guilty to the offence when he appeared at the Linden Magistrate’s Court.

It is alleged that on Friday 9 September, he unlawfully and maliciously assaulted Lindsay Clark along the Amelia’s Ward public road.

He is scheduled to return to court on November 30.

ne of Forbes Burnham's famous sayings was the folk wisdom, "Back to back...belly to belly...we don't give a damn…we done dead already!" – meaning that if you know your goose is cooked...it doesn't matter what the heck you do…so you might just do your worst.

This seems to be the guiding principle of this government – which isn't so surprising since, Prezzie explained the PNC's still guided by the philosophy of the Founder Leader.

The latest inexplicable action by the Government that has to've emanated from their "done dead already" resignation is their abandonment of the collective bargaining negotiation with the Teachers Union. They've already pissed off the Public Servants – who were responsible for them harvesting at least four seats. The teachers (who have spouses, mind you) also brought in at least that many seats.

But who gives a damn when you're part of the "Walking Dead"??

For years the Government workers – including teachers and public servants railed against the PPP Government refusing to do (the legally required) "right thing" – collective bargaining. They just gave them a flat 5% around Christmas time. Since this was retroactive to the previous January, it proved to be a clever ploy (for the PPP) since the workers couldn't refuse the "bird in the hand" and be Scrooge to their families. But this just made them more resentful since they knew they were being "played".

And boy did APNU and the AFC make hay out of this when they were in Opposition!! The PPP weren't just "heartless bloodsuckers"' – they were "racist heartless bloodsuckers"!! So, now that the APNU/AFC has done a volte-face and doing exactly what the PPP did has to raise the schoolyard taunt: "if the PPP were bloodsuckers, what does that make you??!!" Well...we've already answered that...zombies!! Who've already resigned themselves to being booted out in 2020.

And their "don't give a damn" behaviour isn't confined to wage negotiations. Think about all their wellmeaning supporters who bought the allegations of the PPP "siphoning off" billions and billions from the national treasury. Guess what those folks think when they see more than footsie being played "under the table" when contracts are being dictated? Pharmagate... Petroimportationgate...

Jamaicaricegate... Jubilee stadiumgate...and the list (and beat) goes on!

But some folks don't think it's the "done dead already" syndrome, but it’s all about the supporters they're taking for granted (read "doormats"). This theory proposes that their supporters hate the PPP so much they'll never "cross the Xs".

And even if they stay at home in 2020, the books are being cooked in so many ways – visas, election lists, birth certificates etc…etc.

Another reason why the Government may assume their goose is cooked is their absolutely cluelessness on the economy. Your Eyewitness knows he's mentioned this before (about dozens of times, you say?), but some things transfix you so that you're just trapped in morbid fascination. Think of the latest utterance from the AFC excusing their senior partner APNU on the tanking of the economy. Realising that folks aren't biting that "everything's gonna be all right" line anymore, they’ve started on the "it really ain't so bad" chant.

So, we're told about Suriname's meltdown, Trinidad's oil rundown, and Barbados' layoffs. And that our 2% growth rate is still better than their negative growth. Imagine that!

Wasn't it only a year and a half ago, they were mocking the PPP for claiming that their 5-% growth rate was better than our neighbours’? Ahhhh! What a difference a switch of parliamentary benches can make!!

So the line on the economy is "Do wha' you want - when you want - with me"!!

taxi driver on Sunday morning took his last breath after consuming a lethal dose of poison three days before.

Lakeram Kewlachand called ‘Raj’, 23, of Fourth Street, Gangaram, East Canje, Berbice, died at the New Amsterdam Hospital, where he had been a patient since Thursday.

On Thursday, Kewlachand’s sister had just cleaned his room and was returning to collect the broom when she found the door locked. When she asked her brother to open it he told her to wait. After a while, the door was opened and Kewlachand was seen drinking the contents of a bottle.

His sister immediately alerted other family members and the young man was rushed to the hospital.

According to his father Mahindra, his son and his 21-year-old girlfriend had been in a relationship for some time, but a few months ago, the girlfriend left for the USA and subsequently broke things off.

Guyana Times understands that Thursday was the second

time that Kewlachand tried to take his life. His family and others tried to provide counselling, but the father said, “is just like throwing water on a duck back. Everything going through one ear and coming through the next side; you know when somebody make up their mind to do something…”

Guyana Times was told that on Saturday the young man confided in his uncle, Timothy Ramsammy, that he purchased the poison from a store in New Amsterdam.

The uncle told this newspaper that the poison his nephew consumed is used to kill weeds.

“If you need two ounces of this chemical to spray half an acre of grass, then they suppose to premix it at the store before they deliver it to the customer. I think if they do that it will ease up suicide,” Ramsammy said.

Literacy Clinic to go countrywide – Education officer

ven as the three-part Literacy Clinic programme has reached a conclusion, it is likely the initiative will go countrywide.

This is according to Education Officer Samantha Williams who told this publication on Sunday that Education Ministry is currently undertaking steps to take the programme to the country’s 10 administrative regions.

Guyana Times however understands that the logistics of such a move indicates that it has to be “rolled out” over a one-year period. This most recent incarnation of the reading and comprehension initiative began at Fun City, Ramada Princess Hotel, followed by the Giftland Mall; and concluded at the Georgetown Seawall in the vicinity of the bandstand.

The Literacy Clinic is in keeping with a drive to promote and enhance literacy in Guyana and once again saw operatives of Education Ministry

introducing and enlightening children about literacy through the use of coloured signs, charts, learning aid, books and other spelling equipment.

The children were given material for their age category and parents and guardians are given tips on how they can strengthen their children’s reading and comprehension skills.

One parent, Debbie (only name given) expressed gratitude that her daughter was able to participate in the literacy drive. She pointed out that it will assist in enhancing her child’s spelling skills, and increase her ability to identify words, which in turn would enhance her vocabulary. “They should have more of this in school,” the parent noted.

A grandmother, Pamela Houston told Guyana Times that such programmes are healthy alternatives to children just sitting at home watching television. With this

in mind, Houston brought her three grandchildren to the seawall on Sunday. She voiced support for programmes like this which will encourage children to read.

At the launch some two weeks ago, Acting Chief Education Officer, Marcel Hutson had explained that the ministry embarked on a drive to ensure that “every child is literate”.

“We are going to produce children who can read, analyse and think critically,” he noted, pointing out that parents must be especially involved in their children acquiring the requisite reading skills…”we strongly believe that if parents are integrally involved in their children’s education, our children will do far better,” the acting CEO had opined.

This year’s programme fell under the theme, “Together let us work to raise literacy level of our children’.

Groenveldt Bridge rehabilitation to begin

Works commence today on the Groenveldt Bridge

R

ehabilitation works on the Groenveldt Bridge, located on the West Coast of Demerara, Region Three (Essequibo IslandsWest Demerara) will commence today.

The construction works will be spearheaded by Jamaican company Surrey Paving and Aggregate Co Ltd, in partnership with BK International, and will last for

four months.

It is expected that the works would be fully completed by January 2017.

Construction works will be conducted on the southern end of the bridge from 07:30h to 17:30h daily.

During this time, residents who live nearby, commuters and road users will be temporarily inconvenienced by the closure of one lane to facilitate

traffic.

The construction of the bridge is part of the twolane upgrade along the West Coast Demerara/East Bank Essequibo (WCD/EBE) roads.

The contract for the $9.2 billion project was awarded to the Jamaican company and was signed in November 2014.

Works subsequently commenced in January 2015.

In addition to the two-lane upgrade, the project, which is expected to be completed within 36 months, also includes pedestrian facilities in the form of sidewalks and in some sections facilities for cyclists.

Moreover, Government in the 2016 Budget had announced that some $2.3 billion will be invested to upgrade the road from Parika to Vreed-enHoop. The works include widening the roadway and improving road safety features.

Guyanese national was among two persons killed in an early morning accident along the Sir Solomon Hochoy Highway, Trinidad and Tobago, on Sunday.

He has been identified as 26-year-old Rajendra Persaud of Crane, West Coast Demerara. Guyana Times understands that the young man was living and working in Trinidad.

According to reports coming out of the country, the accident occurred sometime around 08:00h near Chase Village, along the Sir Solomon Hochoy Highway.

As a result, the driver of the pick-up came into contact with another truck,

which was in the right lane at the time. The two vehicles then hit the median and violently came to a stop.

The two passengers of the other truck, Persaud and a resident of Port of Spain, did not survive the accident.

Meanwhile, the online news report said that the Police and emergency health services were notified and the driver of the Hilux truck was detained after officers noticed the scent of alcohol on his breath.

Further reports revealed that the driver of the Hilux was taken into custody and administered a breathalyser test which he failed. He is currently being kept at the Freeport Police Station as investigations continue.

Man drowns at St Cuthbert’s Mission

n afternoon swim ended tragically for a young man after he drowned at St Cuthbert’s Mission, Region Four (Demerara-Mahaica).

The dead man has been identified as Orvin Tiwari. While details surrounding the incident were still sketchy at press time, Guyana Times understands that the young man was in St Cuthbert’s Mission and had gone for a swim.

Further reports coming out from the area, disclosed that the water current was strong and pulled Tiwari out in the deep.

Investors' incentives should be reviewed – Gaskin

M

inister of Business Dominic Gaskin is of the view that incentives offered to investors in Guyana, should be reviewed at least annually.

The minister was responding to questions posed by journalists when he appeared at the Alliance for Change (AFC) bi- weekly press conference on Friday.

While addressing the successes of the country’s economy so far, the issue of investors bringing their business to Guyana came.

Questions were posed about the amount of investors who have so far taken an interest in doing business in Guyana, since the coalition government came into office sixteen months ago. Minister Gaskin while not going into details, said that there have been a number of proposals in almost every sector, however, none

have come through.

When questioned about government’s real plan on incentives for investors bringing their businesses here, especially in light of recent pronouncements my Finance Minister Winston Jordan that those incentives

would be reduced, Minister Gaskins said it was his opinion that the incentives should be reviewed.

“I think there should be annual reviews of the concessions and incentives for investors have to be reviewed yearly”, he told the

journalists.

He said prior to this government coming into office; there was no real mechanism in place for measuring the impact of incentives. He said government is now attempting to do that, so that an idea can be had about the amount of incentives that are given out for a specific period, also, the amount of jobs created and taxes received.

He said the issue with investors is that it is arguably that incentives are the only factor that attracts them.

“Investors look for profits and they look for predictability, certainty and stability. And what investors want to see is the fair application of whatever the incentives will be, so it must be across-the-board”.

According to Gaskin, Guyana’s laws do not pro-

vide for discrimination between local and foreign investors. What is more important than incentives, however, is how that regime is applied and whether or not it is applied across-theboard, whether it is enshrined in the laws and becomes an entitlement and not a discretionary incentive.

Asked if any major investors have taken interest in Guyana, since the coalition government took office, the Business Minister stated that the process takes time, as a large investor would not show up today and start doing business tomorrow.

“Since we have been in Government we have had numerous inquiries, approaches and proposals,” he added, pointing to several areas including energy, agroprocessing, mining and

manufacturing, among a number of other proposals.

In May, President David Granger had stated that the Government was moving to reduce concessions to foreign investors in order to create a level playing field for local investors.

“We want to ensure that foreigners are not given concessions, waivers and rebates, to which other people are not entitled. In fact, we want to reduce the amount of these concessions so that we become more competitive,” he stated.

The President had said he was concerned that businesses would become too reliant on concessions and not do enough to develop their enterprises and resources.

Recently too, Minister of Finance Winston Jordon said these incentives for international investors will have to be cut.

Liza oil find in Guyana sparks regional rush

S

uriname’s Statecontrolled Staatsolie is in negotiations with six international oil companies for rights to a pair of new deepwater blocks after closing invitations to bid for the acreage, as the Liza oil find in Guyana sparks a regional land rush.

According to the US Upstream Oil and Gas Newspaper, Staatsolie created Block 59 in the northwest corner of the country’s maritime area along the border with Guyana, as well as a second block, Block 60, that lies east of Block 54, which had previously been

the easternmost defined block off of Suriname.

Staatsolie has seen a rush of international explorers after the ExxonMobiloperated Liza find on the Stabroek block off of Guyana, which is now estimated to contain between 800 million and 1.4 billion barrels of recoverable oil.

“The Liza discovery (Guyana) and Zaedyus (French Guiana) are along the same trend line. Nobody has yet drilled a well in Suriname that actually applies the lessons of Liza.”

“Activity has been confined to the shelf, but we

are now seeing more interest further out to the north,” said August Nelson, manager of the exploration division of Staatsolie.

The first proposal for new acreage was submitted in May from a company interested in the area that would become Block 59 in the north-west.

By August 16 this year, Staatsolie had received four proposals for acreage in the north-west and decided to close the “open door invitation for bids” for the area.

And by September 7, Staatsolie had also received two bids for acreage in the

Block 60 area in the eastern portion of its offshore zone, and the Government decided to close bidding until September 2017.

Staatsolie is now in negotiations with the six companies that submitted proposals to agree on terms of a production sharing contract for each of the blocks.

The results are said to be a far cry from the last time Staatsolie offered acreage, when Apache was awarded Block 58 along the Guyana border in May 2015 after lacklustre interest in additional acreage from other operators.

Now Suriname has become the focus for operators looking to gain exposure to the Guyana-Suriname offshore basin due to a lack of available acreage off Guyana.

ExxonMobil and partners, Hess of the US and CNOOC subsidiary Nexen, control the massive Stabroek Block in Guyana.

ExxonMobil recently took significant stakes and operator ships in the neighbouring Canje Block and the ultra-deep Kaieteur Block.

Repsol is understood to be favoured in the negotiations for Block C, an ul-

tra-deepwater block on the Guyana side of the maritime border with Suriname.

The remaining ultradeep block, Roraima, is controlled by Anadarko Petroleum, but remains under force majeure due to the border controversy between Guyana and Venezuela.

Consequently, operators have looked to the continuation of the Liza trend into Suriname for access to the emerging play.

In May, Hess farmed in for a one-third interest in Block 42 off Suriname from partners Kosmos Energy and Chevron.

News 2 students vying for UGSS presidency W

ith elections imminent, two students have intensified their campaigns for the University of Guyana Student Society (UGSS) presidency.

Current President Ron Glasgow and International Relations (IR) student Brian Smith are the only two candidates in the presidential race.

A third student was campaigning for the position but due to unanticipated difficulties, he fell out of the race.

Both candidates are hoping for the opportunity to transform their vision for the improvement of the campus experience into a reality so that all 8000-plus students can boast of having an all-encompassing college life.

Glasgow, who took up the seat following the departure of UGSS President Joshua Griffith, is hoping for a second term in office to continue the work he commenced.

This Economics student is confident he has what it takes to improve the student experience with his comprehensive action plan. His objectives are to boost club creation, to stimulate club activity, to form Memorandum of Understandings (MoUs) with other universities, to improve sporting and recreational facilities, among others.

“I am contesting again because I want to continue what I left off and expand upon what I have already done. This may sound cli-

chéd but I want to bring the University of Guyana back to life. The institution is dead and there is so much that needs to be done to bring it back to life,” Glasgow expressed, noting that his plan will definitely enhance the college experience by empowering students.

He explained that there are not enough clubs available on campus; only 14 clubs with a student population of over 8000.

“It’s pretty insignificant and out of the 14 clubs, only six are active,” he pointed out.

Presidential hopeful Glasgow said he will push for the creation of more clubs as well as the stimulation of existing clubs: “We need places where students can go and express themselves, express their hobbies,” he stated, noting that there is more to the college experience than just academics.

Glasgow noted too that MoUs with other universities will provide a lot of

benefits for the student population such as foreign exchange programmes, research and intercampus association and development.

He also hopes to continue the improvement of existing sporting facilities since the current structures are too substandard and are far from encouraging the involvement in on-campus sporting activities.

Glasgow also wants to construct a recreational centre which will be a hub for students to go have fun playing games and being social.

Having a firsthand knowledge of the structure of UGSS and the experience of managing the affairs of the student body, Glasgow is confident he is the best person to continue the work of improving the facilities on campus.

Meanwhile, his competition decided to join the race after growing disgruntled with the setbacks in several projects which could have significantly improved college experience.

“I am running for the UGSS presidency essential because primarily my decision to run came as a result of having been a faculty rep in 2014 and projects which we lobbied hard for, projects which we had essentially not completed, done the groundwork for and left the final stages in the hand of next administration, were left unattended to. Since they were left unattended to, that prompted my decision to join the race of presidency for UGSS,” he explained.

Smith’s campaign is focused on three pillars: sport and recreational development, student relations, and financial accountability.

Expanding on these initiatives, he expressed utmost dissatisfaction with the lack of interest placed

on sports and recreational development on campus: “Sport is almost nonexistent on campus,” he lamented, pointing out that there has been no bulletin about the yearly sport activities since the semester begun.

Consequently, the first item on his agenda would be to raise the standard of sport on campus. He noted that the ground at UG is vast and has the potential to generate its own revenue so as to ensure proper maintenance.

This presidential aspirant noted too that the student/administrative relations are poor and need major improvements. Smith said strident steps must be taken to eliminate the royal runaround students endure to get a simple matter looked after and he intends

to lead this cause. He intends to ensure students are empowered by making sure they are fully aware of the various services they are entitled to and the process by which they can utilise them.

Additionally, Smith has promised full disclosure on the spending of students’ monies.

He emphasised that there needs to be more accountability when it comes to the budgeting and spending of the fees students pay to gain their education.

“Students want to know how their monies are being spent…students haven’t been kept abreast with what has been done with this money, and I wanna keep the student population informed,” he pledged. UGSS Elections will be held on September 28.

“Operation Safeway” in full swing in B Division

s “Operation Safeway” enters its second week, police in B Division, in Region 6 (East Berbice-Corentyne) have been boosted to ensure the latest strategy to make the roads safer is a success.

“Operation Safeway was launched on September 16, and since that time, there has been a notable decrease in all categories of road accidents,” the police said in a release.

Meanwhile, in Berbice the traffic division received several radar guns and breathalyser kits, among other gear that will help to curb fatal accidents on the road.

Officer-in-charge of Traffic Superintendent Budnarine Persuad said the division received six radar guns and four breathalyser kits among other traffic gear to help nab drunk drivers and those who break the speed limit. He reminded that Operation Safeway was introduced to curb rising road fatality.

For 2015, there were 22 fatal accidents that resulted in the deaths of 30 persons

of whom four were children.

According to Superintendent Persaud, most of the fatal accidents in Berbice occurred on the Upper Corentyne area. He however pointed out that the new equipment will help to reduce the carnage on the road since most of the fatal accidents involved drivers under the influence of alcohol and those driving above the speed limit.

Given the high rate of accidents, ranks in Berbice will be intensifying their daily routines to prevent speeding, driving under the influence of alcohol, overloading of vehicles, riding without helmet and other offences that contribute to accidents.

The Superintendent pointed to a shortage of human resources in the division; however he noted that ranks are working 12-hour shifts.

he Johns/Port Mourant Neighbourhood Democratic Council (NDC) in Region 6 (East Berbice-Corentyne) has been slow to investigate the construction of a benab on its reserve.

This sloth has caused a lone councillor to mount a picketing demonstration in protest of the construction.

Orin McDougall the protestor says NDC Chairman Imran Ali has instructed that they seek the intervention of the Ministry of Communities seeking advice. The benab which he says is illegally constructed is situated in front of the Area ‘H’ Ground.

As a Councillor representing Constituency One, McDougall says he is obligated to ensure the council’s by-laws are not breached in his constituency.

“This particular area that I am standing on is the

It is an illegal operation because it is the council’s reserve and according to Chapter 28:02 Section 53:1-4 inclusive AB and C, it states that it is illegal to encumber the council’s reserve or parapet; this is the parapet of the Johns/Port Mourant NDC. I am protesting the building of anything on this parapet,” McDougall told Guyana Time< while in the area of construction.

The Councillor explained, “We had statutory meetings and special meetings where the issue was discussed. The Overseer is supposed to send letters to Mr Hilbert Foster and the Rose Hall Town Council.”

According to McDougall he is being proactive because he is one of the councillors elected to represent residents in that community.

uyana and the Kyrgyz Republic (Kyrgyzstan) established diplomatic relations on Friday, September 23, 2016, with the signature of a Joint Communiqué in the margins of the 71st Session of the United Nations General Assembly.

The Communiqué was signed by Carl Greenidge, Vice President and Minister of Foreign Affairs, and Erlan Abdyldaev, Minister of Foreign Affairs of Kyrgyz Republic.

The Communiqué now provides a framework for Guyana and Kyrgyz Republic to begin exploring areas of mutual interest. Minister Greenidge expressed satisfaction with this step taken by the two countries, noting that the Communiqué allows for more bilateral interaction including economic cooperation.

The Foreign Minister of Kyrgyz Republic in echoing these sentiments said that his Government is interested in having a mutually supportive relationship with Guyana, the Guyana Ministry of Foreign Affairs disclosed in a press statement.

Kyrgyz Republic is located in Central Asia and was part of the Soviet Union before gaining independence in 1991. The country is rich in natural resources and has vast potential for the development of industrial production, hydropower, agriculture and tourism.

The establishment of diplomatic relations with Kyrgyz Republic is part of the wider thrust of the Government of Guyana to pursue new partnerships with the aim of advancing the country’s economic growth and development.

Upper Mazaruni residents engaged in child abuse awareness outreach – as Child Protection Week concludes

inister within the Communities Ministry Dawn Hastings-Williams and a team, including a Blossom Incorporated representative Tiffany Griffith, conducted an education outreach programme to several communities in Region Seven (CuyuniMazaruni).

The aim of the exercise was to raise awareness about child abuse and the strong role the community plays in intervention and prevention. This was part of activities in observance of Child Protection Week, September 18 to 24.

This was reinforced by a travelling exhibition titled “Break the Silence, Stop Child Sexual Abuse”, which the team shared with them, a release from the Government Information Agency (GINA) stated.

Speaking at the different engagements, Minister Hastings-Williams sought to reinforce the importance of community involvement in

ensuring the protection of the nation’s children.

The Minister declared, “Child abuse is real.”

Moreover, incidents of child abuse are on the increase throughout the 10 Administrative Regions, with the hinterland regions showing signs of being more vulnerable.

The Minister noted that “all (parents, community leaders, businesses and the Police) must become involved” to stop this scourge and called on the community leaders, parents and residents to give prominence to the issue by making it a topic of discussion at every forum.

The Minister urged that the community make it a decisive issue at the weekly village meetings and at the level of the different ParentTeachers’ Association meetings. The Minister also asked that these meetings discuss topics such as how to recognise the signs and symptoms of abuse and what to do if it was suspected that a child or young person was being harmed.

The Minister not only urged further education, but for the community to seek to report instances of suspected abuse. Meanwhile, Griffith reminded the children that they were all special, telling them: “You are going to be the leaders of tomorrow’s generation…”

She explained that their parents, community and Government have a responsibility to them in relation to ensuring that they become their best self for their future role. Griffith pointed out that the responsibility also includes ensuring that they are “well taken care of” including protected from all forms of abuse.

“Abuse is any form of punishment or wrongdoing that has been done to a child,” Griffith explained to the children. “If somebody beats you and leaves marks on your skin and causes you pain and you are not able to attend school that is abuse. If somebody should touch you on your private parts, that is

The Blossom Incorporated representative urged the children to report all instances of abuse to “somebody who you think you can tell and who would not cause you more harm”.

he United States called Russia’s action in Syria “barbarism” while Moscow’s United Nations envoy said ending the war “is almost an impossible task now” as Government forces relentlessly bombed the besieged city of Aleppo.

The United Nations Security Council met on Sunday at the request of the United States, Britain and France to discuss the escalation of fighting in Aleppo following the announcement on Thursday of an offensive by the Syrian army to retake the embattled northern city.

“What Russia is sponsoring and doing is not counterterrorism, it is barbarism,” the US Ambassador to the UN, Samantha Power, told the 15-member council.

“Instead of pursuing peace, Russia and Assad make war. Instead of helping get life-saving aid to civilians, Russia and Assad are bombing the humanitar-

rime Minister Andrew Holness is encouraging Jamaicans in the Diaspora to sign an online petition calling for the exoneration of National Hero Marcus Mosiah Garvey by the United States Government.

The petition seeks to have US President Barack Obama pardon Garvey on the basis of “wrongful conviction” for mail fraud charges brought against him in 1923.

It requires 100,000 signatures by September 28 in order to get a response from the White House. The petition can be accessed at: www.justice4garvey.org.

The Prime Minister made the call while addressing a town hall meeting at the Jamaica Performing Arts Centre in Jamaica, Queens, New York, on September 22.

Holness said the exoneration of Garvey “is very important for our country and our National Hero”.

Thousands protest against Jordan writer shot dead Mexico: same-sex marriage proposal ahead of cartoon trial

gunman has shot dead prominent Jordanian writer Nahed Hattar outside a court where he was facing charges for sharing a cartoon deemed offensive to Islam.

Hattar was struck by three bullets before the unidentified assailant was arrested on Sunday, State news agency Petra reported.

Witnesses and police said Nahed Hattar, 56, was preparing to enter the courthouse for a hearing when the lone gunman shot him

at close range.

“He was standing at a short distance of about one metre in front of Nahed on the stairs of the Supreme Court,” a witness told the Associated Press news agency on condition of anonymity, fearing repercussions.

Hattar, a Christian, was arrested on August 13 after posting a caricature on his Facebook account that depicted a bearded man in heaven smoking in bed with women, asking God to bring him wine and cashews.

He removed the cartoon shortly thereafter, saying “it mocks terrorists and their concept of God and heaven.

It does not infringe God’s divinity in any way”. It is not known who produced the cartoon.

India to ratify climate accord on Gandhi’s birthday

ndia, the world’s thirdlargest emitter of greenhouse gases, will formally join the Paris agreement on climate change on October 2, Prime Minister Narendra Modi said on Sunday.

The ratification by India – which follows that of the United States and China, the world’s biggest greenhouse gas emitters – will help accelerate the enactment of the landmark Paris agreement on climate change forged last December.

“Now the time has come to ratify the COP21 protocol.

India will do it on Gandhi Jayanti, on October 2,” Modi said, referring to the anniversary of the birth of Gandhi, viewed by many as the father of modern India.

Modi said he chose Gandhi’s birth anniversary as he gave an example of how to live with a low-carbon footprint.

candidate for town council in upcoming municipal elections was shot to death in a Rio de Janeiro suburb on Sunday, the latest in a wave of killings of local politicians in the city’s outskirts in recent months.

On Friday, a mayoral candidate in the Rio suburb of Japeri survived an attack by gunmen. In July, assailants killed candidates planning to run for town council in the suburbs of Duque de Caxias and Magé.

Last month, according to state crime statistics released on Friday, 386 murders were reported in the state of Rio de Janeiro, a region of about 16 million people that comprises the city of the same name and many suburbs. ocated some 5 kilometres from the capital City lies the peaceful, small village of Bagotstown, which is said to be one of the oldest village settlements developed on the East Bank Demerara.

It is bordered by Eccles on one end and Peter’s Hall on the other. The Demerara Harbour Bridge and the famous M&M Snackette are nearby landmarks which villagers often claim as their own.

Guyana Times took some time to visit the community and was greeted by a few villagers who reflected on life in the area. A 70-year-old greatgrandmother from Norton Street told this publication that she spent all her life so far in the area.

She recalled when the Eccles Old Road formed part of the main roadway but that was all changed around 40 years ago when new—less curvy, winding—routes were developed along the East Bank Highway. Today some residents say that heavy trucks which traverse the Eccles Old Road cause some vibration to houses in the nearby area.

Residents in the area reminisced about the school vacation period when the dawn’s early light would fall upon the children who play games such as Sal Out and Hop Scotch, all the way to sun down, where they anticipated the next day’s activities.

The ethnic composition of Bagotstown is mixed with Afro-Guyanese being the predominant group, with those of Indo-Guyanese ranking second.

There is also a small group of Amerindians in the area. At Bagotstown koker, there is a small squatting area where many persons are without electricity but are soothed by the cool breeze from the Demerara River, the village’s western extremity.

One man recalled a major overtopping in 1994 which caused major devastation to many persons in the village. However, over time revetment works at the river dam have prevented further occurrences.

Residents told Guyana Times that in the past, many persons were employed with the Houston Sugar Estate, but after that entity closed persons had to turn to other forms of employment. Today, many residents are employed at the Gafoors Houston Complex and others at the Fisheries.

The major religions that residents follow are Christianity and Islam. Many Christians attend the Eccles Assembly, while Muslims attend the Mosque in Peter’s Hall.

The Harbour Bridge Mall is one of the key places that stand out in Bagotstown. The Double ‘D’ Place bar attracts a large contingent of mostly males who sit and have a laugh over cold beverages. It has been announced that a fly-over roadway will be built to divert traffic from the Harbour Bridge. One can only wonder how the outlook of this community will change in the coming years.

Barnwell’s unbeaten 133 fails to save Georgetown from defeat N ational all-rounder Christopher Barnwell played a spectacular innings on Sunday at the Luisgnan Cricket Ground but failed prevent Georgetown from slumping to an 8- wicket loss to West Demerara in the fifth round of the Jaguars Franchise three-day League.

Skipper Barnwell, who ended day two on seven, with his team precariously placed at 74-3 and still needing 113 runs to avoid an innings defeat, batted in the most responsible fashion to be unbeaten on 133 when his team was bowled out for 264.

Bolt would love to ‘dance with the stars’

orld’s fastest man Usain Bolt has expressed an interest on appearing on celebrity reality television series ‘Dancing with the Stars.’

Bolt, perhaps known as much for his colourful lifestyle off the track as much his numerous exploits on it, recently told People Magazine that he would like to make an appearance on the show.

The popular American television series consists of a celebrity paired with a professional dancer. Each couple performs predetermined dances and competes

against the others for the judges’ points and audience votes. The couple receiving the lowest combined total of judges’ points and audience votes is eliminated each week until only the champion dance pair remains.

The 30-year-old Bolt, who has been known to break into celebratory jigs following major wins, also showed off impressive Samba skills at an unusual press conference ahead of the start of last month’s Rio Olympic Games.

Pakistan recall Umar Akmal, Asad Shafiq for WI ODIs

akistan have recalled batsmen Umar Akmal and Asad Shafiq for the upcoming three-match ODI series against West Indies in the UAE. Fast bowlers Sohail Khan and Rahat Ali have also been included in the 16-member squad. Sami Aslam and Umar Gul, who were in the squad for the England ODIs, have been excluded, while Mohammad Hafeez will miss the series due to an injury.

Both Shafiq and Akmal last played in the format in 2015. While Shafiq’s previous match came i n October 2 0 1 5 against

Zimbabwe in Harare, Akmal has not been part of an ODI XI since the 2015 World Cup. Shafiq was picked after a strong showing in the recent National T20 Cup. He was the fourth-highest runscorer with 310 at an average of 51.66 and a strike rate of 139.01. Akmal was recently recalled to the T20I side after assuring the PCB that there would not be any further issues with his conduct.

He had been left out of the training camp in May, before the England tour, due to disciplinary reasons.

Hafeez has been rested after suffering a calf injury.

Earlier, a similar injury had forced him out of the England series after the first ODI. The injury also kept him out of the T20I series against West Indies. Sharjeel Khan, Babar Azam and

Azhar’s captaincy will also be under scrutiny in the series, following the 4-1 series defeat to England earlier this month.

Sohail, who has played 12 ODIs between 2008 and 2015, with the last one during the 2015 World Cup, was picked in place of Gul who had a disappointing series against England. Gul took 3 for 23 against Ireland but had a tougher time in the ODIs against England.

He took three wickets in as many matches at an average of 54. The squad also includes a specialist spinner in Yasir Shah and three spin-bowling allrounders Mohammad Nawaz, Imad Wasim and Shoaib Malik.

The first and second ODIs will be played in Sharjah on September 30 and October 2 respectively, with the third match scheduled for October 5 in Abu Dhabi. ndia off-spinner Ravichandran Ashwin became the second-fastest man to 200 Test wickets and helped India close in on victory in Kanpur.

Ravichandran Ashwin ripped through New Zealand’s top order and achieved a notable milestone in the process as India charged towards victory in the first Test against New Zealand.

The tourists ended day four in Kanpur in a perilous position on 93-4, still 341 runs in arrears having been set a target of 434 when India declared at 377-5.

Ashwin was responsible for the first three wickets in the Black Caps’ second innings, the off-spinner claiming his 200th Test scalp with the key dismissal of Kane Williamson for 25. Only Clarrie Grimmett of Australia has reached the landmark in fewer Tests than Ashwin, who is mak-

ing his 37th five-day appearance.

Ross Taylor also departed, courtesy of a needless run-out, and New Zealand appear to face a huge battle to save the game on a wearing pitch providing plentiful assistance to India’s spinners.

Ireland captain William Porterfield’s decision to put the South Africans in to bat did not pay off as Bavuma and de Kock put on an opening partnership of 159.

Coco’s trio storm to Mecedo Memorial podium

T

eam Coco completely dominated the competition to cop the top three positions when the 14th annual Victor Mecedo Memorial Cycling Road Race on Sunday.

The race pedalled off from its Homestretch Avenue starting point in front of the National Sports Commission (NSC) after a slow rolling start from Peter Rose Street, Queenstown.

Crossing the finish line in front of the NSC, Team Coco’s trio, Stephano ‘Sunny’ Husbands, Hamza Eastman and Mark Harris locked hands to show a comprehensive domination of the team in the race.

With the race beginning on Homestretch, the race was divided into two categories, with Seniors and the Juniors t u r n ing b a c k a t L o n g

past his Team Coco member Eastman to finish the challenge in a time of 3 hours 11 minutes 70 seconds (03:11:70). Eastman finished second, while Harris copped third.

The three separated the pack along the route back, but approaching Homestretch it was only the three riders in green in sight.

Silvio Innis finished the race behind the trio to earn a hard fought fourth place while Walter Grant Stuart sprinted out of the pack to register fifth position and Raymond Newton copped sixth. Seventh place was awarded to Christopher Holder and Shaquel Agard completed in eighth place.

With the action rolling over to the Veterans, it was Junior Niles, fresh off his victory in the 35lap feature of the

Creek, and the Juveniles, Mountain Bikers and Veterans turning back at Silver Hill.

Laparkan 11-race cycling, who pedalled past his competition to win the category in a time of 02:19:16.

Niles was followed by Ralph Williams, in second and Leer Nunes in third.

In the Mountain Bike category, Ozia Mcaully copped first prize honours, as Julio Melville finished second and Sean Budhan rounding off the podium.

Adealie Hodge was the leading Juvenile as he out rode second place Zahan Khan.

In the fourth category, Raphael Leung in a time of 03:17:25 rode off with the first prize in the Juniors division. Leung was closely trailed by Christopher Cornelius, who eventually finished second and Dwayne Gibbs Jr completing the event in third place.

he action continued Sunday in the Guyana Football Federation (GFF) NAMILCO Thunderbolt Flour Power National Under-17 League at Den Amstel Ground with Eagles FC defeating Slingerz FC 3-1 in the West Demerara Football Association (WDFA) leg of matches. Slingerz, who have been a dominant team throughout the league were defeated by well-organised unit that created numerous chances.

After both teams tussled in the early minutes, Eagles’ Marcus Thomas hit the back of the net in the 19th and four minutes later Glenroy Duncan had the boys in pink up two.

Slingerz Odel Duncan who was a nuisance to the Eagles’ defence converted in the 44th via powerful shot from the edge of the 18-yard box. However, the joy for Slingerz would only be momentarily, as Charles Benn netted a minute after via kick from inside the box that hit the right post, slipping into the net.

Into the 8km point, Giddings and Thomas both seemed to have lost the momentum to keep up with the two premier distance runners and the race went down to Missingher and Forde.

Leading up to the 9km mark and to an extension, the 10th, Missingher looked

to accelerate on Lamaha Street, turning onto Main Street with Forde cruising.

Missingher pushed with everything in the tank but looking over his shoulder, the pressure was evident on his face as Forde was right on his heels.

However, Missingher was forced to ease off the acceleration as he passed the Golden Coast Restaurant, allowing a smiling Forde to break away, take over and extend the lead straight to the finish line where a large crowd had gathered including Managing Director of Courts Clyde de Haas.

In the end, after Forde was comfortably home he greeted Missingher who came in second to loud applause and chants of “good race” coming from the gathering. Not to take anything away from Thomas (33m26s) who came in third and Giddings (33m46s) who finished fourth as was expected. Larry Nicholas rounded off the top five in the Senior Male Category with a time of 34 minutes; 30 seconds.

In the Senior Female Category Euleene JosiahTanner easily won in a time of 40m12s and was followed by Claudrice Mc Koy (41m43), Ashanti Scott (41m56), Alicia Jack (45m36s) and Shion Boyer

(45m50).

The Junior Male Category was very exciting and competitive but it was Odwin Tudor in a time of 34 minutes and 16 seconds that piped the bunch of next generation runners. Delroy Leitch was second (34m39s), Rickey Williams from Region One copped third spot (31m51s) while Anfernee Neadecker (36m43s) and Keevin Allicock (38m17s) completed the top five.

The Male Masters 40 to 54 years old saw Guillermo George of Suriname (3m52s) finishing first while Shawn Agard (41m37s) and Ian Archibald (42m01s) completed the top three.

In the 55 years and older Category Llewellyn Gardner was first (41m48s) while Errol Warde (44m01s) and Kenneth Prescott (52m31s) were second and third respectively.

The Masters Women’s Category was won by Cyrleen Phillips in a time of 49 minutes and 52 seconds followed by Carla Benjamin (51m49s) with Noshavyah King who is the wife of former West Indies fast bowler Reon King finishing third in a time of 55 minutes and 50 seconds.

According to Athletics Association of Guyana

(AAG), Aubrey Hutson, the event showed the urgency for Guyana to produce quality runners and noted that it is a good sign for us to grow from strength to strength, adding that he is pleased to have an incident free event.

The AAG boss also thanked furniture and appliances giant, Courts for their continued support.

At the completion of the race a jubilant Forde said “the race was a fast one and he liked the challenge that Missingher has produced.”

‘Little Kenyan’ as Forde is fondly called who was the crowd favourite cited the hard working Missingher as a very good runner.

Missingher on the other hand said “I gave it 100 percent, the race was a fast one but I was forced to press on the accelerator from as far back as Conversation Tree but he (Forde) is more experienced and that’s is what he beat me with.”

The second placed finisher added that it was Forde’s exposure and experience that played the separating role but when it came down to speed and stamina, the two were equal.

In addition to the 10km race, fitness enthusiasts completed 5km walk/jog and a 3km walk.

Over 75 horses entered for President’s Cup meet

he highly anticipated ‘Best of the Best President Cup horserace meet, which is organised by the Port Mourant Turf Club in collaboration with the Jumbo Jet Auto Sales and the KP Jagdeo Construction Company has attracted over 75 horses according to the organisers.

The event which is slated for October 2 at the Port Mourant Turf Club, Corentyne, Berbice will see the G1 and lower event upgraded to an F3 and lower race, while the I3 and lower race will now be a race for I2 and lower and J class horses.

Eight races are listed for the day with over $8M at stake including cash, trophies and other incentives. The feature A and lower 1550M event will once again see the cream of the crop in the horseracing circle down to participate as they take to the track.

Horses classified H3 maiden and I and lower which will be going for 1300M for a $260,000 first prize and trophy. The two years old Guyana and West Indies Bred horses will have an opportunity to clash for the $260,000 first prize and trophy over 1100M. Horses classified I2 and lower and J class will be running instead of those

classified I3 and J and lower over 1500M for a winning pocket of $200,000.

Leonora stadium gets CFU approval for Golden Jags clash against Jamaica T

he National Track and Field Facility, Leonora has been approved to host the Scotiabank 2016 Caribbean Men’s Cup Championship between Guyana and Jamaica scheduled for October 11.

This followed an inspection conducted by Patrick Beckles on Thursday on behalf of the Caribbean Football Union (CFU). This inspection was necessary due to the unavailability of the Guyana National Stadium, Providence on the scheduled date of the match.

President of the Guyana Football Federation (GFF) Wayne Forde said he was elated at the approval provided by CFU as the Leonora facility provides a second option for international football: “I think apart from the venue being available for

the Jamaica game we now have one additional venue in Guyana that is certified for international football and I think that gives us a second set of options and it couldn’t have been any timelier. We’re now embarking on constructing our own facility so in the not so distant future, we will have three facilities within Guyana that we can play international football. I think that Guyana needed to have home-court advantage. We all know that Jamaica is a formidable opponent and apart from the advantage that we needed, it has been almost 40 years since we last played Jamaica in Guyana.”

The Third Round commences on October 5 and in addition to the Guyana match, the other matches to be played on that day are: Haiti vs French Guiana at the Stade Sylvio Cator Stadium (Haiti); Curacao vs Antigua and Barbuda at Ergilio Hato Stadium (Curacao) and Trinidad and Tobago vs Dominican Republic at a venue to be announced.

Fifth Place playoff will be held from November 7 – 15 and the Final Round in May 2017. The top three of this tournament will qualify for the CONCACAF Gold Cup.

ction in the Guyana Football Federation Women’s Development League continued over the weekend and into the new week in District One - Georgetown, and District Two – Berbice .

District One began their journey with Fruta Conquerors FC coming up against Bartica FC at the Tucville Ground where Fruta Conquerors FC triumphed by a 6 – 1 margin. Scorers for Fruta Conquerors FC were Shania Riley 11’, Nicola Leacock 26’, Lakeisha Pearson 36’ and a hat-trick from Collette Hope in the 23’, 45’ and 64’. The lone scorer for Bartica FC was Kerry Thomas 16’.

The next match for District One is scheduled for Wednesday at GDF Ground, Camp Ayanganna with the GDF going against the Foxy Ladies.

No match was played in District Three this week due to the Heritage Day celebrations in Region 9.

The two-month league will realize the participation of thirteen (13) clubs drawn from three-geographically designated districts: 1. District One – North East District comprising Georgetown, West Demerara, Essequibo and Bartica Regional Football Associations.

uyana will participate in two FIFA/ C O N C A C A F facilitated training programmes from September 27 to October 4 at the Hilton Rose Hall Resort and Spa, Montego Bay, St. James, Jamaica.

The two courses – FIFA Futuro III Course for Referee Instructors and Referee Fitness Instructors from the 27th September – 1st October, 2016 and CONCACAF Assessors’ Course from the 2nd – 4th October, 2016 – will see the participation of three representatives including Head of the Guyana Football Federation (GFF) Refereeing Department, Stanley Lancaster; Referee Assessor Roy Mc Arthur and Referee Instructor Lindley Langhorne. Lancaster and Mc Arthur will participate in both courses while Langhorne will participate in the FIFA

Increasing the knowledge of local referees will hopefully see an improved system of refereeing in domestic matches

The annual courses seek to build capacity of the respective referee instructors and assessors by exposing them to the latest scientific methods and practices for instructing, teaching and assessing and will consist of both theoretical and practical sessions. FIFA Laws of the Game and their respective interpretation and be facilitated by two FIFA personnel – Peter Prendergast, FIFA Regional Development Officer / Technical Instructor and the FIFA Fitness Instructor, Allan Morgan Browne.The respective personnel departed on Sunday and upon their return, they are expected to coordinate capacity building sessions for respective national instructors and assessors.
