Public Health Ministry suspicious of new virus – samples sent for testing

T

he Public Health Ministry is suspicious of a new virus coming into play and hopes that samples sent to the Caribbean Public Health Agency (CARPHA) could give some confirmation.

Public Health Minister, Dr George Norton told members of the media on Friday that a large number of doctors have related that they have come across varying symptoms that do not correspond with those of the Zika virus.

He said this may indicate that the Ministry could very well have another virus on its hands. While he could not give the name of the suspected virus, he said the complaints from doctors are many.

Norton said the Ministry would only be able to identify or pronounce with some amount of certainty after laboratory tests make some confirmation.

He said the Ministry

has already begun this process by sending samples to CARPHA for testing.

Meanwhile, giving an update on the status of the Zika virus here, Norton said that there are still five confirmed cases. According to him, those patients are also being quarantined.

Late last month, Dr Norton had reported that Government had identified someone who would be sent to the CARPHA to be trained in identifying the Zika virus.

While there has been no indication that there has been a widespread transmission of the virus, Dr Norton said there are a number of persons who may have the virus, as they display signs and symptoms that are closely associated with it. However, since Guyana lacks trained personnel in its medical institutions to detect the virus, the suspected cases are not promptly detected.

the level of Zika in Guyana will be known after the country is equipped with the essentials to identify the cases and work through a broad partnership to ensure that there is no spread of the mosquito-borne virus.

During the 2016 National Budget debate, former Culture Minister, Dr Frank Anthony had lambasted the

Public Health Ministry, explaining that reports from several doctors at medical institutions in Guyana have indicated that there have been a number of patients displaying signs and symptoms that are closely related to the Zika virus. Dr Anthony said that the virus was more rampant than the public was being informed.

The first case of the Zika virus was recorded earlier in January in a woman, 27, who resided in Rose Hall, Berbice, and Covent Garden, East Bank Demerara. Further, a woman who travelled from Guyana to the United States was subsequently diagnosed with Zika. She was one of two additional cases recorded by Ohio State.

The woman was identified as a Butler County, Ohio resident. Guyana has been placed on the United States Centres for Disease Control (CDC) Zika Virus warning list.

The CDC cautioned pregnant women not to travel to Guyana, among other Zikainfected countries, since the virus is suspected to lead to

severe birth defects, including microcephaly.

Babies suffering from microcephaly have smaller than normal heads which prevents their brains from developing properly. There is also a possibility that the Zika virus can be sexually transmitted after one such case was recorded in Texas, USA. The Zika virus is transmitted by the Aedesa egypti mosquito, which is also known to carry the dengue, yellow fever and Chikungunya viruses.

Health experts are unsure why the virus – detected in Africa in 1947 but unknown in the Americas until last year – is spreading so rapidly in Brazil and neighbouring countries.

Fisheries worker charged for larceny

23-year-old man was on Friday placed on $20,000 bail after he appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts charged for break and enter and larceny.

Andrew Scott, a worker of Meadow Bank Fishery of 63 Middle Street, Mc Doom, Greater Georgetown, stood before the court to answer to the

charge which alleged that on Saturday, February 6, at Agricola, Greater Georgetown, he broke and entered the storeroom of Stanford Lambert and stole a sport bicycle and 100 pounds of salted fish; together valued $92,000.

He pleaded not guilty to the charge and as there was no objection to bail, he was placed on $20,000 bail and the matter was adjourned for March 22.

The release stated that Frederick Hamley Case has been appointed Guyana’s new High Commissioner to the United Kingdom. Case, a renowned businessman has replaced Laleshwar Singh. He is a former Executive Member of the PNC and held several highranking Opposition portfolio’s for the party.

Similarly, the Ministry reported that prominent Attorney and former Deputy Speaker of the National Assembly Clarissa Sabita Riehl had been appointed as High Commissioner to Canada.

Minister of State Joseph Harmon stated that all Guyanese diplomats, inclusive of Ambassadors, Consul Generals and High Commissioners have been notified that they were likely to be replaced in the upcoming weeks.

“Notices have been served and the replacements and removals will occur by the end of October,” the Minister Harmon reported.

Just after the APNU/ AFC formed the Government, they issued a statement saying Guyana’s Ambassador to Suriname, Keith George, and the Permanent Representative to the United Nations, George Talbot, would be retained by the new Administration and new envoys were to be appointed to the United States, the United Kingdom and Canada, among other places.

However up until then, the Foreign Affairs Ministry had not confirmed any of the new Heads of Missions except for the newly-appointed Ambassador to Venezuela, career diplomat Cheryl Miles.

Miles is to replace Ambassador Geoffrey Da Silva.

Also, Foreign Affairs Minister Carl Greenidge, who was previously outspoken about the appointment of Ambassadors, declared, “If you are a political appointee in a foreign service, you know you have to go at the end of that Administration’s term; they all know that.”

The prison riot

T

he recent violent unrest at the Georgetown Prison, which resulted in the deaths of 17 prisoners and injuries to many, has not only caught the Government and security officials here by surprise, but it exposes their level of unpreparedness in dealing with such eventualities. The fact that so many persons lost their lives in such tragic circumstances demands an immediate review of the entire operations of correctional facilities across the country.

This virtual rebellion within the prison walls is the worst of its kind in Guyana’s history, and as expected many questions are being asked in relation to what may have led to those tragic events, or if they could have been avoided altogether.

Now that the Commission of Inquiry has been named, it is expected that such answers will be provided. While there have been some amount of details coming out as to what may have triggered the deadly riot, the nation, especially family members of the victims, deserves a comprehensive and truthful account of what really happened.

The nation expects a thorough investigation to be carried out by the Commission of Inquiry to get all the necessary details and make the necessary recommendations to avoid a recurrence.

Based on media reports, prisoners have raised some valid concerns which the authorities must seek to address urgently.

For example, issues such as conditions of the prison, the quality of food provided, the treatment meted out by some prison officers and the length of time they spend waiting for their cases to be heard in the courts, must be addressed forthwith.

It is worthwhile to mention that most disturbances are not only due to bad behaviour of inmates, but due to disorganisation and lack of preparedness to deal with complex security issues. Disturbances also occur due to administrative and prison staff unwilling or incapable of responding to the concerns of the inmate population. In such cases, the likelihood of inmate unrest increases.

Furthermore, it is well known that Guyana’s prisons are overpopulated, understaffed and underfunded. The Camp Street Prison was built to accommodate 600 prisoners and is currently overcrowded with a population of approximately 984. Certainly, this situation needs to be remedied soon, or we run the risk of another riot happening.

That said, the question being asked is what can be done to prevent future disturbances among the prison population.

The truth is, there will always be some amount of grievances among prisoners and they will find ways to protest, whether justifiably or not. What is important is the need for prison authorities to put effective systems in place to minimise the impact of such disturbances, both within and outside prison walls.

Last Thursday’s riot clearly shows that there is no proper plan in place to deal with a full-blown unrest at our prisons. On this basis, there is definitely need for more training for prison and other security officials in the area of emergency response planning and controlling riots in particular.

Further, the issue of corruption amongst prison staff has been an area of concern to many. The fact that 19 mobile phones, illegal drugs and other prohibited items were found in cells, shows that there is a high level of collusion between relatives of inmates and prison staff to pass banned items over to prisoners.

Perhaps the time has come for the authorities to explore how technology could be utilised in the country’s prisons to provide solutions to current and future problems. As witnessed in many countries, technology is a key component to ensuring the stability, safety and overall security of correctional facilities. Items such as drugs, metal objects and cell phones can effectively cause disruption or major disputes within the prison population.

For this reason, there is need to ensure that all prohibited items are confiscated before entering prison grounds.

Technologies that are capable of scanning for weaponry, narcotics or explosives could be very useful and is a good start in providing prison staff with a first line of defence to maintain a controlled and secure environment.

The events over the past two days have been very unfortunate, especially considering the fact that lives have been lost in the process. The authorities must now look ahead and take all the necessary steps to ensure a situation such as this never recurs.

Prisoners’ lives matter Dear Editor, It is with great shock that I learnt of the death of some 17 prisoners, most on remand apparently, following riots at the Camp Street jail. My sympathy to the relatives of those who lost their lives. Prisoners’ lives matter!

This ongoing saga at our prison will leave a stain internationally on Guyana just at a time when we seem to have been successfully rebuilding the country’s image. What irks me however is the approach taken by the authorities in dealing with the protests by the prisoners.

This is not the first time there was an uprising at the prison and if only there was institutional memory about dealing with such protests, this unfortunate result would never have been.

Allow me to recall many many years ago, on the occasion of one of the anniversaries of the prison service there was an “uprising” of sorts which began late one Saturday. If my memory serves me right Oscar Clarke was then minister of home affairs.

The police was sent to surround the prison as fires raged within. Prime

Minister Burnham was appraised of the situation and late that Saturday night summoned the then director of prisons whose name I think was Byron France.

I was a young journalist at the Graphic back then and was assigned to cover the story.

Mrs Irvine, wife of then UG Vice Chancellor Dennis Irvine, was a counsellor at the prison and was among the team that met with Burnham late that Saturday evening. The decision taken was that a “negotiating team” would meet with the prisoners on Sunday. Heading the team was none other than President Arthur Chung, Commander-in-Chief of the armed forces along with Mrs Irvine, Minister Gavin Kennard and a representative of the Guyana Council of Churches. Oscar Clarke was not on the team and as a journalist I found that strange.

On the mere announcement that a team was coming in to meet with them, the prisoners suspended their protests. The team went in on Sunday afternoon and the prisoners were assembled in a hall.

Some roamed the prison

yard....this was the welcoming committee (ringleaders) which included a man well up in age, of mixed race, who was serving a life sentence. I can see his wrinkled face until today. This very day West Indies was playing India in a match somewhere in the Caribbean, perhaps Jamaica.

West Indies was doing especially well and some of the prisoners wanted an update on the match.

President Chung ordered that a radio be sent in so that the commentary could be heard. The prisoners delight was cut short for India, facing some hostile bowling, declared with three wickets still standing, and West Indies won the match.

President Chung and the team made on-the-spot decisions many of which pleased the protesting prisoners. I was amazed how happy these prisoners, who the previous night were rioting, had become having been paid a visit by the president and his team.

Now, I thought long and hard before including this part of the story in this letter. The editor will decide whether to include it. It was left out of the article I wrote

back then. In seeking comments from the prisoners about their satisfaction with the meeting, the ring leader said to me something along these lines. “We trust these people. The government ain’t send no black or coolie people to talk to we. These are good people.” Mrs Irvine and the representative from the council of churches were white, Chung was Chinese and Kennard was a “redman”.

And they say Burnham didn’t have shots. This was a masterstroke on the part of the “Kabacka”.

So why was a negotiating team not sent in as soon as it was determined that the situation was escalating? As a former home affairs minister was Oscar Clarke contacted to offer advice about how to deal with this matter? Oscar Clarke might be too old to be Mayor of Georgetown but he might do well to serve on an independent commission of inquiry into this latest horror.

Involving the youth in the country’s affairs is great but we must balance youth with experience and institutional memory.

Community service vs incarceration

Dear Editor, The tragedy resulting in the horrible death of 17 Guyanese at the seriously overcrowded Georgetown prison this week makes me won-

der if we should not explore the wisdom and possibility of adjusting the sentencing system to allow for ‘community service’ instead of imprisonment for relatively minor and

not-too-dangerous breaches of the law.

May I respectfully suggest that the powers-that-be examine this alternative form of punishment that is likely

to have the same, if not better, effect than incarceration at significantly less financial and ‘other costs’ to the society.

I am afraid of Guyana Times and will not speak Dear editor, The Guyana Times deems itself the “beacon of truth” but, in reality, it operates just as effectively as a flashlight during high noon.

Most recently, the newspaper published an article in its March 4, 2016 edition, under the headline, “Reduce GPL’s electricity tariffs by 30% – Opposition economist… says company’s operating expenses, fuel saving warrant move”. At the conclusion of the article, it is stated, “When contacted for a comment on the matter via his mobile, Minister Patterson declined, saying, “you could write whatever you like…

I always have a ‘no comment’ for you”. Minister Patterson went on to instruct this newspaper to write his secretary for any replies that may be needed.”

The article continued, “He has been one of the most uncooperative members of the Granger Cabinet especially with respect to divulging reliable information about the entities and their activities which fall under his portfolio despite the continued admonition of President David Granger that his Government must be open and trans-

parent as well as answerable to the media and populace.”

Indeed, there have been occasions when I have refused to speak with reporters from Guyana Times. However, this decision was not a rash one and was born out of distrust and a slowly accumulated loss of respect for this news entity.

Since being appointed as the Minister of Public Infrastructure, I have aimed to be as transparent and accountable as I possibly can. I can be contacted via my mobile at any time and, if regrettably unavailable, questions can be directed to my secretary, public relations officer, or senior officials within the Ministry. Minister within the Ministry, Annette Ferguson, is also available and also aims for transparency.

While on one hand we at the Ministry of Public Infrastructure understand the importance of interacting with the media, we also firmly believe that media workers must understand and respect the importance of accurate and factual reporting. This principle does not apply just for politicians but for every citizen; no one deserves to be

GRA responds to concerns about janitorial services Dear Editor, The Guyana Revenue Authority (GRA) wishes to respond to a letter written by a ‘Concerned Citizen’ and published in another section of the media captioned “Janitorial services should have been advertised.’

In the missive, the writer made two very damaging assumptions. Firstly it was assumed that there was no advertising for bids and secondly, that the company in question – Stain Masters Guyana Ltd - was ‘handpicked’ for the job. It must be pointed out that due to limited time which was assigned for the execution of the works, that is, the cleaning of walls and floors to remove and treat the fungal infestation, the cleaning and treatment of mats, carpets and chairs, the steaming and cleaning of cubicles, removal of all damaged ceiling tiles and the cleaning of the duct system of the air conditioning units, a request was made to the National Procurement and Tender Administration Board for what is known as ‘Restricted Tendering’.

As a result, both Stain Masters Guyana Ltd and Universal Janitorial

Services were contacted and the request for estimates in keeping with the specifications and requirements needed for evaluation and award was made. However, Stain Masters Guyana Ltd was the only company which submitted same. Hence, consideration was given to Stain Masters Guyana Ltd after which the contract was awarded by the Ministry of Finance.

While the situation is regrettable, it is one I fear must continue due to Guyana Times’ unchanging nature. Its reporters are nonetheless free to attend press conferences and send in questions via email so interactions can be clearly recorded.

As his excuse, he claims we have failed "to do the right thing", of which circumstance, unfortunately he arbitrarily appoints himself as the sole arbiter. The essence of the free press is to be able to honestly tell the truth as it sees it and not as the politicians want it.

Mr Patterson goes on to make a sweeping con-

demnation of our newspaper: "Guyana Times misinforms more than it informs,” sadly without mentioning any specific instance. Instead he once again issues a conclusive fiat based on his subjectivity: "This is a dangerous practice and one which I can no longer tolerate." There is an element of hauteur and arrogance in that statement about a reporting that does not sit well in a democracy.

We would appreciate if the Minister would condescend to supply us some specifics of our transgressions so that we may respond more specifically.

Let’s do more to tackle suicide

Dear Editor, The tragedy of Suicide, a silent cry no one seems to hear, dry tears no one could see to wipe, as minds are torn and wrecked by a raging storm, drowning in its turbulence.

How does one address this alarming phenomena to truly understand that problems that drive people to fearless insanity?

How to find solutions to the epidemic that’s blowing across the land?

The recent movement on social media, the marches, the discussions in forums and outreach programmes regarding suicide prevention in Guyana are commendable.

But how deep is it to touch the root of the problem?

Depression is like a monster with many heads, cut one or two off and the problem still persists but stab it in the heart repeatedly and it will soon die.

It is not an easy task for there are many forms of depression that interrupt people’s lives, playing havoc with their emotions and mental stability – anger issues, fear, hopelessness, hate, low esteem, insecurity, violent tendencies, and unforeseeable future are like slithering creatures in a dark cave.

Those most affected are from the rural areas where

social and family cultures are different, traditional and religious beliefs playing a strong role in their lives. There is a greater need for professional counselling centres and services in these areas, recreational facilities, improved educational and vocational opportunities that will open doors to enhancing the lives of the people.

In the social context, understanding how to deal with this worrying issue, one has to have genuine care and deep interest, like a burning torch in that dark cave to help the depressed and suicidal, to understand

the value of life, to crush the uncertainty and negativity and let stand tall, positive hopes and thinking.

In educating the mind and giving care one has to find the pain of the affected person to hold a hand, to wipe a tear, to show compassion, for those who are suffering, whose mind consistently flirts with death, they can recognise truth from falsehood.

Organisations, religious bodies and private groups have in their own ways, been sending strong messages, talking about the value of life, appealing for un-

derstanding, engaging in one-on-one talk but it’s important to note, from sentiments expressed, a hand reaching for the rope or bottle of poison can be stopped but not by those with designer clothes, bags and shoes whose words ring hollow, who seem more focused on photo ops but by those with simplicity, warm personalities and kind voices, touching the heart and soul of the problem, thus saving lives.

very father has undoubtedly heard the phrase “daddy’s little girl.” This popular saying speaks volumes about the importance of the relationship between a father and his daughter. While some men may look forward to having a son to do “masculine” things with, such as playing sports, hunting, or handy work around the house, there is much that a father can teach his daughter, as well.

The importance of the father-daughter relationship has been highlighted time and again by researchers. For example, Family Studies found that fathers can impact their daughters well into adulthood by simply taking an interest in their lives. A recent study found that when fathers encourage and promote the academic and athletic achievements of their daughters, the girls were more likely to grow up and experience career success and financial well-being.

Man on trial for The Disciplined manslaughter acquitted Forces... … Prosecution fails to present witness

welve years after Inshan Singh was beaten to death by a group of young men, one of his alleged attackers was on Friday acquitted of manslaughter charge by a mixed jury before Justice Navindra Singh.

Gilbert Williams’s trial into the manslaughter charge commenced Thursday, and the charge for which he stood indicted alleged that at about 20:00h on January 10, 2004 at North Road, Bourda, Georgetown, while in the company of other males he dealt injuries to Inshan Singh, also known as “Boy” resulting in his death.

Williams was freed after the Judge directed the Jury to return a formal not guilty

verdict, after listening to State Pathologist Dr Nehaul Singh’s testimony.

On Friday, Dr Singh testified that the injuries that caused the death of the deceased could not have been caused by being punched alone. He stated that it would be necessary for the man to be beaten with a blunt object in order to receive the fatal injuries.

Additionally, the Prosecution failed to produce one of the key witnesses in Court, that is the individual who identified the body of the deceased as well as Williams as an attacker.

Earlier in the trial, Senior Superintendent of Police Wendell Blanhum had testified that during the

period of the incident, he was stationed at the Alberttown Police Station and that on January 12, 2004, acting on instructions, he went to the Alberttown Police Station and contacted the accused, whom he later escorted to CID Headquarters.

He related that he, along with Corporal Herbert Joseph took the accused to an office where he told him of the manslaughter allegation. He stated that he told the accused that the allegation suggests that he and others dealt the deceased several blows about the body with a piece of wood, and as a result Singh died the day after.

that he is not obligated to say anything, adding that Williams chose to respond: “He responded with ‘I didn’t beat he with any wood. I knock him on his skull and some of the other boys join in and beat him.’ ” The Superintendent further explained that the accused told him that he took the injured Singh to the Georgetown Public Hospital after a woman told him he was responsible for the man’s injuries. He further related that when he asked the accused if he wanted to offer a written statement, he answered in the affirmative; and this was later done without the use of threat, fear, promise or inducement.

19-year-old on $40,000 bail for malicious wounding

The VC denied the self defence claim and related that on the day in question, following previous misunderstanding between the two, the defendant came to her door armed with a knife and a poisonous chemical. This created an argument and Austin alleges that Williams burned her and attempted to

In addition, Austin told the court that Williams is her friend with whom she prays, adding that the two attend the Mosque together and she did not wish to offer further evidence. She also told the court that she accepted financial compensation for medical bills.

he Prison Service is part of our “Disciplined Forces” and Thursday has to be their most horrible hour when it comes to “discipline”. Seventeen prisoners on remand perished in a fire they’d started in their cells to protest their conditions in general and their lengthy incarceration without trials in particular. On Friday, the protests continued and this time the tables were turned: five prison officers were injured. Not much discipline exhibited.

What happened last Thursday and Friday? Well, the government’s dutifully followed the British colonial practice of announcing an Inquiry whenever the stuff hits the fan. This Eyewitness is pretty sure how THAT will go. With the history of this administration on Inquiries of whatever sort, we’re not sure when we’ll be getting any information - much less justice. So we won’t be holding our breath.

In the meantime, National Security Minister Khemraj Ramjattan and Minister of State in the Ministry of the Presidency Joseph Harmon showed up on Friday, parleyed with the prisoners and secured their promise to behave themselves. Emphasising they were NOT “giving in” to lawbreakers, Lt Col (rtd) Harmon, offered it was a “gentleman’s agreement”. But it was clear in the entire sordid affair from beginning to end, there weren’t many gentlemen around.

Firstly there were the complaints of the prisoners that started the tragedy. This was nothing new and almost every year there’s one prisoner or another climbing to the roof of the Camp St jail to highlight the abominable conditions under which they’re kept.

Filth, urine, bugs, damp conditions, pitiful food are only the tip of the iceberg. But secondly, what teed off the remand prisoners more than anything was they weren’t being told when they would be put on trial.

And that’s a sore which has festered in our judicial system far too long. When a prisoner’s on “remand” they have to be presumed innocent until they’re actually convicted. But this is not the reality in Guyana - firstly the judiciary takes their own sweet time to get around “trying” remandees. The Prison Service, in the meantime treats then just like convicted convicts.

But something dramatic has to be done to show this tragedy won’t go for naught. It’s too much to hope that there will be any real reform in our judicial and penal systems. The best we can hope for is Ramjattan to resign as Minister of National Security.

An “Honourable” MP but not being Japanese, we won’t ask him to do the honourable thing and fall on his sword.

Police reports state that on the day in question, the defendant was contacted by his father to clean blood stains and destroy the licence plate of the car involved in the incident.

Chinese businessman is now nursing a gunshot wound to his left foot after two armed men invaded his East Coast Demerara (ECD) property on Thursday evening. The injured man has been identified as Huang Jian, 44, of Industry, ECD. According to reports received, the man and his wife were at home when they were confronted by the two armed men who forcefully gained entry into their home. The men held the couple at gunpoint and demanded a bag they had in their possession at the time.

The businessman reportedly put up a fight but one of the bandits reportedly discharged a round, hitting the man to his foot. The men then relieved the couple of the bag containing US$600 and made good their escape.

The Minister’s comment comes in light of statements made by a senior medical practitioner, who on Thursday went on a rampage over what he said was the failure of the medical

Meanwhile, on Friday, another riot at the correctional facility saw 12 persons, including seven officers, taken to the GPHC to seek medical attention.

Up to the time the Health Minister spoke to the media, one officer was undergoing surgery for a gunshot wound he sustained.

The patients include officers Roy Chance, Jason Waltae, Travis Gould,

Andrew Moore, Errol Daphness and Shaun Edinborough, along with inmates Nigel Armstrong, Sookdeo Daramdatt, Joel Jones, Shaun Edwards and Mark Angoy.

Dr Norton made it clear that the five prisoners would not be treated any differently from any other patient.

“If we could have the slightest inclination to think that anyone is being discriminated against, measures will be taken, sanctions will be taken. We will deal condignly with any unprofessionalism that is displayed by anyone from the public health, including the GPHC,” Minister Norton stressed.

Pandemonium broke out at the Camp Street Prisons, leaving 17 inmates dead and five others injured following a fire in a section of the penitentiary.

esidents of Black Bush Polder, C o r e n t y n e , Berbice, Region Six (East Berbice-Corentyne) have been allegedly stealing materials from structures in the community, creating hardships for others and costing the regional administration millions of dollars. Among the structures being targeted by residents to vandalise are bridges.

removing sections of bridges for their own personal use.

“Nobody sees them doing so and even when people see, they don’t say anything and refuse to give any evidence,” Persaud related.

Region Six Chairman David Armogan said all the money which is being spent in the community for infrastructural development is for the benefit of all residents.

“Every time we spend money and expect these structures to last for a given period... farmers come to these bridges and

remove the liners then the whole structure will collapse. These things we do for the convenience of residence here,” the Regional Chairman said.

He added that the problem is not peculiar to the Black Bush Polder area but many communities in Region Six. According to Persaud, all damaged structures will be repaired. He is calling on residents to exercise more interest in their own well-being, since rice farmers depend heavily on bridges as harvesting of rice has commenced.

Camp Street Prison riots…

Govt, prisoners reach “gentleman’s agreement” …calm restored after families converge outside jail BY: DEVINA SAMAROO

T

he barrage of bullets, hurling of teargas, and escaped prisoners making threats to conflagrate the overcrowded penitentiary all marked day three of the historic riot that erupted at the Camp Street Prison in Georgetown, Guyana.

Normalcy was finally restored at the main penal complex early Friday morning and assurances given that it will remain that way, unless government fails to meet the demands made by the aggrieved prisoners.

In light of the major three-day uprising, which erupted after prohibited items were confiscated from the inmates, Public Security Minister Khemraj Ramjattan and State Minister Joseph Harmon accompanied by other officials met with some of the prisoners where both parties negotiated and eventually arrived at an amicable solution to the problem.

Upon emerging from the meeting, both Ramjattan and Harmon assured the media that the prisoners have agreed to stand down.

“They have given us a commitment that when they get back into the prisons, they will speak to the other prisoners to ensure that there is no further escalation in what has taken place… so I think we have sort of a gentleman’s agreement on both sides and we are going to try to keep our end of the bargain and they are going to keep theirs,” Harmon announced.

Ramjattan also disclosed similar statements: “They promised that they are going to calm down now that they’ve seen us, senior members of government because that’s what they wanted”.

The Minister further divulged that the prisoners have grievances with prison officers, some of the magistrates, the length of time they are on remand, not having trials, the food, and the overall living conditions.

He noted too that inmates demanded longer periods for making contact with their family back home.

In response, Ramjattan said he guaranteed that government will take steps immediately to ensure their concerns are addressed.

“Those matters that can be dealt with administratively, we will deal with them… those that will be dealt with more technically will be done by the Board of Inquiry,” he told the media outside Camp Street Prison.

He explained that these administrative matters would include ensuring better food is served and the number of telephone calls allowed for prisoners are extended.

Moreover, Ramjattan posited that meeting with the prisoners does not make the government look weak.

“It is meeting them to

meet their demand and I feel it’s a useful thing, hearing their versions too, at our level” he expressed.

Day three disasters The mayhem quieted down on Thursday evening but the inmates started anew with more unrest early Friday morning.

Another fire was lit but quick response from the servicemen extinguished the flames before it could spread as the previous days.

Nonetheless, the prisoners fuelled with anger, continued to make loud noises and hurl objects including bricks, at prison wardens and police officers.

Then, pandemonium broke lose after prisoners ripped apart the walls and escaped their cells, running freely around the halls of the prison.

From all indications, the only barrier keeping them inside the compound was the heavily barbwired fence.

Joint Services ranks were called out to get the situation under control and so ignited a standoff between prisoners and servicemen.

Shots begun to be fired and teargas were thrown back and forth between prisoners and officers.

Reports indicated that the enraged prisoners then grabbed propane gas tanks and threatened to conflagrate the jailhouse if the police continued to attack them.

The entire commotion resulted in more injured inmates as well as prison wardens who were rushed to the Georgetown Public Hospital.

In efforts to restore calm at the Camp Street facility, the government officials arrived to meet with a delegation of prisoners to listen to their concerns.

With the meeting in progress, the uproar ended but the atmosphere remained tense.

The unruly crowd Scores of curious onlookers and concerned relatives lined the streets surrounding the prison, hoping to garner some bit of information about the commotion within the jailhouse.

At some sections, persons had set up vending stands while others walked around the streets selling beverages, capitalising on the huge crowd.

At one point, the crowd got unruly when one man with a broken “stag bottle” attempted to start a fight with another person however his attempts were quickly curtailed by other bystanders.

Angry family of prisoners were also present demanding answers regarding the wellbeing of their loved ones behind bars.

Timeline of tragedies Over the past decade, the 132–year-old Camp Street Prison experienced a number of unrests, including the tragic 2002 jailbreak.

In September 2015, there were two instances where prisoners deliberately started fires at the Camp Street prison to attract the authorities’ attentions to their concerns.

At that time, the prisoners in Capital ‘A’ Division were loudly shouting from their cells about the injustices and inhumane treatment meted out to them.

“We frustrated budday; we want go to court,” the prisoners pleaded.

According to one of them, persons have been in jail for over seven years on remand, but never have they heard a word regarding any court appearance.

In April, 2013, officials at the Georgetown Prison had to take swift action after remanded prisoner Colin Jones had set his mattress on fire.

He was in solitary confinement. The convict was facing a number of charges ranging from murder to arson to possession of guns and ammunition to escaping from lawful custody and cultivating cannabis.

In December 2010, there was an attempted breakout at the prison but authorities managed to quell the situation.

On February 23, 2002, there was the horrific jailbreak where five dangerous men: Dale Moore, Troy Dick, Shawn Brown, Andrew Douglas and Mark Fraser, escaped, killing a prison officer and seriously wounding another in the process.

Deputy Director of Prisons sent on leave – as Govt sets up CoI to probe prison riots

D

eputy Director of Prisons Gladwin Samuels has been sent on six weeks leave with immediate effect to facilitate a Commission of Inquiry (CoI) into the recent unrests over the past few days at the Georgetown Prison which left 17 inmates dead and several others, including prison officers, injured.

Public Security Minister Khemraj Ramjattan, during a press conference at his office on Friday, disclosed that Senior Superintendent Samuels was asked to proceed on leave after he along with Minister of State Joseph Harmon met with several prisoners earlier in the day.

There have been several allegations levied against Samuels with prisoners, and as well as relatives, claiming that the inmates who were killed were purposely left to die.

However, Minister Ramjattan posited that Samuels’ leave was necessary at this time. “Mr Samuels, who is the Deputy Director of Prisons, will be on leave for the next six weeks from that environment there for good reasons – as a result of a perspective given by the Director of Prisons, myself and also Mr (Joseph) Harmon. We think that that is necessity at this

stage,” he said.

According to the Minister, the decision should not be viewed as an “indictment on Samuels at all”. He explained that during the meetings himself and Minister Harmon had on Friday morning, a number of the prisons had indicated certain things which would have influenced the decision to send the Deputy Director on leave.

“There were a number of the prisoners that indicated a couple of things about Mr Samuels and for both his interests and also the interest of prison, and my discretion, I indicated that it might be advisable at this stage that Mr Samuel’s (proceed on leave).

Ramjattan, add too, that the decision was also

based on the fact that his Administration has been asking for senior ranks to take their annual leave, rather than having them accumulated. “It about a winsome opportune moment for him to go on leave,” he noted.

Commission of Inquiry

On the other hand, the Public Security Minister announced the names of the three-man panel that will be heading the Commission of Inquiry into the prison riots. The probe will be headed by former High Court Judge, Justice James Patterson as Chairman; Human Rights Coordinator Merle Mendonca, and former Director of Prisons Dale Erskine.

The trio is tasked with

inquiring “… into all the circumstances surrounding the death of 17 prisoners from the Camp Street Prison, Georgetown, on the morning of Thursday 3rd of March, 2016, to report the findings and conclusions to the Minister of Public Security and to make recommendations on any action that should be taken to avoid a recurrence”.

Among the Terms of Reference (ToR) to guide them during the inquiry are to investigate, examine and report on “the causes, circumstances and conditions that led to the disturbances on (Thursday morning) that resulted in the death of 17 prisoners and any other subsequent disturbances at the Camp Street Prisons, Georgetown” and also “inquire into the nature of all injuries sustained by the prisoners during the disturbances on (Thursday morning) and any other subsequent disturbances”.

The Commissioners will also have to “determine whether the conduct of the staff of the Guyana Prisons Service who were on duty on (Thursday morning) and thereafter was in conformity with the Standard Operating Procedures of the Guyana Prisons Service”; as well as to “determine whether the deaths of the 17 prisoners was as a result of negligence, abandonment of duty, disregard of instructions, inaction of the Prison Officers who were on duty on (Wednesday night and Thursday morning)”.

Recommendations

In addition, after probing the incident, the threemember CoI is expected to make comprehensive recommendations to ensure the safety of the prisons henceforth. They are required to make recommendations in the areas of improving the physical infrastructure of the prison; security arrangements in relation to the custody, management and control of prisoners; appropriate treatment of prisoners in compliance with legal and other requirements, and to prevent a recurrence of any such disturbances.

Also, present at Friday’s press conference was Minister Harmon, who indicated that the work of the Commissioners will commence on Monday March

7, and the first report is expected to be submitted on March 15. He noted that any further extension of time for a more detailed probe will have to be granted by Minister Ramjattan.

The Inquiry will be held at the Ministry of the Presidency’s Department of Public Service building located at Lot 164 Waterloo Street, South Cummingsburg, Georgetown.

According to the two Ministers, these steps by Government are immediate actions taken in respond to concerns raised by the 18 prisoners during their meetings earlier in the day.

Ministers Ramjattan and Harmon met with teams of prisoners from the Capital A section of the penitentiary where the incident occurred and also with other prisoners who would have also witnessed what transpired.

The Public Security Minister pointed out that a number of measures will be put in place almost immediately to address the prisoners’ concerns.

“We are going to try immediately to have the telephone calls (from prisoners) to their relatives improved from two per week to three per week at this stage, simply because we do not have the telephone lines to accommodate them but as soon as we get more telephone lines, and that will be in a couple weeks’ time, we are going to further review this to include it up to four or five times per week,” he stated. It was noted that these calls are monitored by the prison’s officials.

Assistance for families

Interventions were also made by the Public Security Minister for the Prisons Service to ensure that meals are given on time to the prisoners and that it is of the quality prescribed by the Standing Orders.

With respect to the issue of the lengthy detention periods that the prisoners complained they face while on remand, Minister Harmon said that this matter was raised with the Chancellor of the Judiciary, Justice Carl Singh, and a meeting is scheduled for next week to determine a resolution to this situation.

“What we can say to the inmates, is that their concerns with respect to the long periods of incarceration on remand will be addressed and addressed very quickly by the judiciary and the Administration,” the Minister of State assured.

Additionally, the Ministers disclosed that Government has taken steps to provide assistance in off-setting funeral expenses for the families of the prisoners who perished. This aspect is being coordinated by the Social Protection Ministry and families are asked to make

contact with the Ministry, not only for assistance but for updates on the situation within the Georgetown Prison.

On the other hand, Officer in Charge (OC) of the Camp Street penitentiary, Kevin Pilgrim, who also sat besides the Ministers at the press conference on Friday, took the opportunity to publicly apologise to those aggrieved by the events which unfolded over the past three days.

“I am sorry”

According to Pilgrim, the prison is in an emotional state, not only for the prisoners but the officers as well. He recognised that it was his mandate to preserve the lives of every inmate along with the officers who supervise those inmates.

“Yesterday [Thursday] was a very unfortunate incident, I am sorry… I just want to say that I don’t have to wait on an inquiry or an investigation to personally say sorry, simply because of the fact that I am responsible for this prison location and the laws of Guyana stated clearly when you decide to take up that challenge as an Officer in Charge, like of solider for this troops, you have to be responsible for everyone under your charge,” he remarked.

According to OC Pilgrim, following Friday morning’s disturbances, order was restored at the facility, with the continued presence of members of the Joint Services in and around the Georgetown Prison. He added that repair works have commenced, particularly in the area that was kicked out by inmates on Friday. These workers are undertaken by the Ministry of Public Security and the Demerara Harbour Bridge Company.

Pilgrim also revealed to reporters that in order to maintain order within the confines of the Camp Street Prison, some 47 young offenders were removed from the facility and transferred to the Timehri Prison.

These young offenders would be allowed to contact their families today.

ABC Diplomats, PSC fielding 500 observers – McLean not satisfied with Voters’ Education

ith Local Government Elections (LGE) less than two weeks away, the Private Sector Commission (PSC) along with the United States of American, British and Canadian diplomatic missions in Georgetown, will be deploying some 500 observers to overlook the day’s proceeding.

This was announced by PSC Chairman, Norman McLean during a joint PSC/ diplomatic news conference on Friday.

McLean said the Commission has once again applied to the Guyana Elections Commission (GECOM) for the observer status and intends to deploy its members across the various regions in Guyana to observe the proceeding thus ensuring an election free, fair and free of fear.

“The Commission is therefore ready to lend its support to ensure that the Local Government Elections are fairly conducted and this is our charge, this is our mission,” McLean told reporters.

He said that the elections, being held after more than two decades, is of significant importance and allows for a true demonstration of local democracy.

“These elections which are held for the first time since 1994 present the opportunity for Guyanese to exercise the will of the people in ensuring that the elections are free fare and peaceful, as well as ensuring we continue the stability and proper functioning of the local government organs in this country,” the PSC chairman said.

While McLean could not say how many of PSC representatives will be deployed on Elections Day, Charge d’Affaires at the US Embassy Brian Hunt said that they will be deploying some 70 observers.

Head of Aid at the Canadian High Commission here Daniel Joly, as well as British High Commissioner Gregory Quinn cold not say how many observers their mission would be fielding individually. However, Quinn did say his mission’s focus will be on Georgetown.

“I feel better could have been done and I think what we have at the moment they have done a very good job but better could have been done,” Mc Lean said.

Meanwhile, the US Charge d’Affaires in Georgetown told the news conference that he is confident GECOM was in a state of readiness for the March 18 polls.

“We are confident that the preparations that would have been made by the Guyana Elections Commission are adequate to ensuring a free and fair contest and we look forward to seeing our observers see a high turnout on Election Day,” Hunt said.

The results

When asked if the diplomatic missions will make pronouncements about the conduct of the elections before GECOM, bearing in mind the Opposition People’s Progressive Party (PPP) had condemned this course of action by the diplomatic community during the May 11, 2015 General and Regional Elections, British High Commissioner Gregory Quinn said such a practice is appropriate, referring to what took place during the May 11 Elections.

“In my opinion, to be perfectly honest, is that what we did at the time was completely appropriate. Looking back at that would I do anything different today – no,” Quinn said.

The British High Commissioner also sought to justify the decision of the ABC diplomats back in May 2015, explaining that the declaration the elections were free and fair ahead of GECOM, was based on a wide variety of assessments.

“We pronounced on the basis the views of not only what we have seen, but a variety of international organisations had seen and I know what the protocol said.

Our view has not changed and no evidence has been given to change that view in my intervening period,” he said.

The holding of LGE is a campaign promise of the A Partnership for National Unity/Alliance For Change coalition.

Large turnout for regional schools’ Science Fair

U

nder the theme “Enhancing traditional technologies to sustain a modern society through Science Technology Engineering and Mathematics” a twoday science fair was held at the Diamond Secondary School and saw as many as 75 schools participating.

The fair which concluded on Thursday, featured booths dedicated to teaching children about Science, Technology, Engineering and Math (STEM), emphasising how these subjects can be used to develop effective, innovative and sustainable solutions to the challenges within communities.

Coordinator Loren Parks explained that the fair is part of a larger effort to boost institutional capacity in STEM education in secondary, primary and nursery schools across the country.

“Everybody is talking about us having more engineers, scientists and people that can help us solve some of the problems that we are facing in Guyana,” Parks noted.

He noted that there is no greater place to create social change but through the schools and beginning at the earliest level. He added that the intention of creating such an activity is to create curiosity in school children about the subjects so that they will be more inclined to study science and mathematics, not just business and art streams.

Then there is the issue of the country’s overall low pass rate in Mathematics.

Parks pointed out that with the teachers and students finding inventive ways of teaching/learning Math, “we are hoping our pass rate in Math and generally our overall performance as a sector would improve.”

The students competed

in 25 categories; the primary students in four categories (Math, Science, Craft and Art and Environmental Science), secondary students in about 20 areas including agriculture science, building technology, home economics, social and behavioural science, and the nursery students in one aspect, combining craft and arts with environmental science.

Towards continuing the promotion of STEM in the region, Parks explained that what the region has done is to ask sponsors to come on board: “We are hoping that whilst coming onboard with the regional science fair, they would probably adopt schools, or they would have their engineers be part of a mentoring programme with schools that are directly within their business catchment area.”

Of the participating schools, 17 were at the nursery level, 34 primary and 24 at the secondary.

Schools in Region Three also held their science fair at the Leonora Secondary School, which saw all schools across the region participating.

Uitvlugt Secondary capped first position for the lower secondary level with their environmental project while Zeeburg Secondary capped first position for the upper secondary level.

Speaking at the programme Regional Chairman Julius Faeber commended teachers for working beyond

their call of duty, stating that science and technology must be embraced.

“We must continue to provide opportunity for our children to research and come up with strategies which will enable them to embrace science and technology”. Faeber added that this programme will allow children to discover more about themselves especially when it comes to creativity.

Regional Executive Officer Denis Jaikarran commended all schools for submitting projects for the fair. He encouraged students to take all opportunities presented to them and advised them to enhance their projects which is to be taken to Linden.

Accused found not guilty of attempted murder … guilty on bodily harm charge

samo Stevens, 24, on trial for attempted murder, was Friday found not guilty, however, the Jury instead found him guilty of causing grievous bodily harm and he will receive his sentence Thursday.

Stevens was before Justice Jo-Ann Barlow and a mixed jury on two charges, the first being that on Saturday, December 23, 2007 at Sand

Reef, Annandale, East Coast Demerara, he shot Devon Spencer, also called “Housetop”, with intent to murder. The second charge is that on the same day, he inflicted grievous bodily harm on the said Spencer with intent to maim, disable and disfigure.

The trial commenced Tuesday, and the prosecution closed its case on Wednesday after presenting four witnesses.

Detective Mahendra Tooknauth had testified that during the period of the incident he was stationed at the Vigilance Police Station. He swore that on January 23, 2008 he made personal contact with the accused at the CID Headquarters, Eve Leary, Georgetown, where the accused told him that an individual who he identified as “Fine Man” gave him the gun to kill Spencer if he wanted to start ‘liming’ with him.

Tooknauth denied that he deprived the accused his rights.

The victim had also testified that on the day of the incident, he was on his motorcycle when he heard an explosion.

He stated that upon making checks to his back, he realised that he was bleeding. He revealed that the accused then walked in front of him saying “yuh know how long ah want kill yuh s****”. He further testified that when he looked back no one else was there at the scene.

On Thursday, Stevens led his defence during which he vehemently denied being involved in the shooting, and made claims that the Police were trying to wrongfully implicate him. The unrepresented accused made a brief unsworn testimony, telling the Court that he did not commit the offences for which he stands indicted.

Stevens alleged that he knew both Spencer and “fine man” as they all lived in the same area. He stated that he was not a friend with either of the men, and did not shoot anyone. Stevens alleged that the Police were trying to frame him for the shooting but he was innocent.

After hours of deliberation on Friday, the Jury returned a unanimous not guilty verdict on the attempted murder charge but guilty of causing grievous bodily harm.

He is scheduled to be sentenced Thursday.

No-Confidence Motion passed Judge aborts murder trial against Linden Town Clerk – raises concerns over impartiality of jury ... Councillor expresses further disappointment

he affairs of the Linden Mayor and Town Council (LM&TC) continued to be in limbo this week, following the passing of a no confidence motion

by Councillors last week, against its Town Clerk (TC) Jenella Bowen.

Speaking with this newspaper recently, LM&TC Councillor Gordon Callender, who initiated the motion, said there are numerous issues regarding the manner in which the TC operates, and continues to operate even after the motion was passed.

Speaking on behalf of the Council, he said there has been even more disappointment as he alleged that Bowen has since refused to release several letters of permission to residents of which she has been in receipt of. He expressed further concern, opining that the actions of the TC is not in the best interest of the future Council.

“Last Wednesday we had our statutory meeting and at that meeting I moved a motion to suspend the standing order... I moved a next motion, which is a no confidence motion against the Town Clerk whom to my mind is very incompetent...”, Callender stated.

He added that letters have already been sent to relevant authorities, including the Regional Chairman Renis Morian and the Ministry of Communities regarding the issue.

Adding to the present scenario of the Council, Callender further related that on Monday he received a notice to attend an “extra ordinary” meeting at the Council on Tuesday and upon arrival was shocked to see that Bowen was sitting at the meeting.

While he stated that he was unaware as to who had summoned the meeting he noted that Interim Management Committee (IMC) Chairman Orrin Gordon was not in attendance. The meeting was subsequently called off as

time had elapsed owing to the fact that there was no one to chair it.

“As a Councillor, I would have held my ground that I would not be sitting with the Town Clerk after a no confidence motion was moved against her.

She still turned up at that meeting... I decided that I’m not going into that parlour if the TC is there so I brought my things outside.

Subsequently to that I noticed other Councillors coming outside because the Chairman did not turn up for that meeting... the minutes I collect wasn’t signed anybody, so I don’t know what kind of disrespectful things going on in this place”, Callender stated.

According to him, he then learned that the meeting was called to discuss general matters. The motion against the TC came following her decision not to rescind disciplinary letters against two of the Council’s employees.

Gordon had stated that the matter is a trivial one, adding that Bowen engaged in the action against the employees while she was on sick leave which, according to him, meant she was technically off the job.

The TC has since refused to comment on the issue.

ustice Franklyn Holder on Thursday aborted the murder trial of an Alboin man accused of strangling his wife at their Alboin, Corentyne, Region Six (East BerbiceCorentyne) home on June 2, 2013.

Justice Holder said in his opinion the jury could not be impartial and would not have been able to deliver a fair decision.

This was after it was revealed that five members of the jury were from the same village as the accused and some of them had already arrived at a verdict although the prosecution had not even called its key witness to testify.

State Prosecutor Natasha Barker had called five of the ten witnesses the state had when the mother of the deceased informed the court that some members of the jury were from Albion.

On trial was Prabhudyal Tarachand, called "Ramesh", 36, of High Reef, Albion, Corentyne, accused of killing his reputed wife Geeta Bissondyal, called "Diane". The mother, 28, of three was found strangled in her bed by her sister while her husband attempted to hang himself.

On Thursday Justice Holder questioned five of the jurors individually before making his ruling.

ith a renewed focus on business, the annual GuyExpo was launched on Friday at the Exhibition Centre, Sophia.

Aiming at reviving Guyana’s economy through marketing of goods and services, the expo this year will take a new route as highlighted by each of the speakers at the launching.

Under the theme “50 years: Guyana Means Business.

Promoting Enterprise, Driving Productivity” as it clearly states, the objective is fostering economic growth not only for businesses but the general country. The expo is set to generate maximum income.

Though there had been a switch in agenda last year in hosting the well-known event in Georgetown that attracts hundreds, it has been declared that the expo is in ‘full swing’ for this year, coming bigger and better as it coincides with the 50th golden jubilee anniversary.

Speaking at the event, Chairman of the Private Sector Commission Norman McLean applauded the notion by the government to readapt the expo in such a way where it caters primarily for the expansion of businesses.

Pledging his support to the event, McLean said he believes in the success of the expo since it is one which allows for the partnership of the private and public sectors.

Clearing up any misconception about the expo this year as it steers away from the norm, Minister of Business Dominic Gaskin said this year there are plans to have the event ‘particularly large’ in contrast to the business expo that had been substituted last year.

Gaskin reminded that the fundamental value of these expos is to promote small and large businesses which can positively impact the economy. He noted that in recent years there has been a straying from this

He added that apart from the boost of the country and the business, the expo will provide employment for over 1000 people in the business sector.

President David Granger told the gathering that there was a need to revise the idea behind it which subsequently led to the new approach.

Granger explained that there was an urgent need to examine the character of these expos and what was mainly the idea behind it.

This, he said, led to the new approach of making the expo primarily business oriented.

He said the economy of Guyana has fundamentally remained the same over the years, and so the renewed initiative needed to be seen as a forum for forwarding the economy.

“We need to use the expo to transform Guyana’s economy. We have to become innovative.” the President urged.

GuyExpo 2016 will be held from 12 to 15 March, as part of the observation of the 50th golden jubilee Independence anniversary.

Former GGMC Chairman crashes into National Library fence

ormer Chairman of the Guyana Geology and Mines Commission (GGMC) Clinton Williams on Friday evening crashed into the fence of the National Library on Church Street, Georgetown. According to eyewitnesses, he was reportedly the lone occupant of the vehicle when the accident occurred just before 22:30h. Persons claimed that while manoeuvring the turn from Avenue of the Republic into Church Street, Williams lost control of the vehicle and collided head-on in the Library’s fence. Luckily, he did not sustain any injuries.

Commonwealth Secretariat Political Advisor meets President Granger – electoral reform, Guyana/Venezuela border issue discussed

olitical Advisor to the Commonwealth Secretariat, Dr TresAnn Kremer on Friday paid a courtesy call on President David Granger at the Ministry of the Presidency.

Electoral reform and the Guyana/Venezuela border issue were the main issues discussed during the meeting.

Dr Kremer, in an invited comment, said the Commonwealth had sent an Observer team to Guyana for the General and Regional Elections in May 2015 and it had presented a report on recommendations, which they believed should be implemented by the Guyana Elections Commission (GECOM) in future polls.

PNCR welcomes probe into deadly prison riot

he People’s National Congress Reform on Friday said it welcomed the decision by President David Granger to order a probe into the fiery riots at the Georgetown Prisons, which has left 17 inmates dead and several others injured.

Those fires were put out quickly, but the prisoners continued early Thursday morning in the capital offenses section which houses prisoners who have been committed to stand high court trials or those on remand for serious crimes.

Several fires were lit and

resulted in the death of the 17 inmates and injures to several others.

There were further protests on Friday morning in which several inmates and prison wardens were injured.

Normalcy was restored after Minister of State Joseph Harmon and Minister of Public Security Khemraj Ramjattan met with inmates and brokered what was described by Harmon as a “gentlemen’s agreement.”

Region 2 prisoners concerned over unfair treatment

wo prisoners who were in the lockups in Region Two (Pomeroon/Supenaam) at Suddie Police Station have alleged they were treated unfairly by police. One, who was escorted by police to the Suddie Magistrate’s Court requested to have a word with Magistrate Sunil Scarce.

He walked into the courtroom Friday with his hand up. With his feet padlocked, he the Magistrate he currently has a severe back pain and was denied a medical checkup.

Magistrate Scarce ordered both prisoners get medical examination, stating that at no time should they be denied access to medical attention.

UEFA names Theodoridis Hamilton suffers as interim replacement glitch as Formula for Infantino One testing ends E L uropean football’s governing body UEFA confirmed on Friday that Theodore Theodoridis will take over as acting general secretary from Gianni Infantino who was elected as FIFA president last Friday.

Theodoridis, a 50-yearold Greek citizen, had been Infantino’s deputy since October 2010, having joined UEFA in 2008 and initially working in the national associations division.

He will effectively be responsible for running the day-to-day operations of UEFA, a task that includes overseeing this year’s European Championship in France which will feature 24 teams in June-July.

UEFA also faces a year that could be critical for the future of the Champions League.

The format for the competition’s 2018-2021 cycle must be decided by the end of the year and there have been suggestions that big clubs are pushing for radical changes, which could include automatic places for some of them.

Theodoridis said UEFA would hold a presidential election as soon as Michel Platini’s appeal against his six-year ban had been heard by the Court of Arbitration for Sport (CAS), the highest tribunal in sport.

"I'm kind of glad I broke the car at the end of my final run today because it's better to have found something now than in Melbourne," said the triple world champion, who completed 69 laps in the morning.

Mercedes, whose cars have pounded out 1,294 laps of the Circuit de Catalunya, said a transmission problem was to blame.

The sport's dominant team have otherwise enjoyed relentless reliability over the eight days of testing with Hamilton and German team mate Nico Rosberg completing the equivalent of nearly 20 race distances at the Spanish Grand Prix circuit.

No proof of 2006 Football World Cup vote buying - German FA

o evidence of voterigging in the awarding of the 2006 football World Cup to Germany has been found, although it cannot be ruled out completely, a law firm said on Friday in a report commissioned by the German Football Association.

"We have no proof of vote buying," Christian Duve of Freshfields told a news conference.

He said he could not rule it out completely, however, because his firm had not been able to talk to everyone involved, including Sepp Blatter, the former president of world football governing body FIFA who has been suspended from football over a separate, widereaching corruption scandal.

The affair was triggered by a suspect payment of 6.7 million euros from the German FA (DFB) to FIFA back in 2005. The DFB had said that it was a return of a loan from former Adidas chief Robert Louis-Dreyfus,

he West Indies Players Association (WIPA) has revealed that, over the years, the organisation has facilitated workshops intended to inform its members of the demands of the World AntiDoping Association (WADA) code of conduct.

WIPA issued its statement on Wednesday, the same day it was announced that West Indies all-rounder Andre Russell had violated a WADA code.

The association said that it has held several anti-doping workshops across the six major Caribbean cricketing territories.

"The West Indies Players' Association, through our player-development workshops, has imparted knowledge in 15 different workshops across the region over the last two years," the statement said.

ew FIFA President Gianni Infantino sent a clear message that his leadership style would be very different from his predecessor Sepp Blatter when he flew to his first official overseas appointment by budget airline on Friday.

lviro Petersen has become the first South African player to confirm that he had reported fixing approaches in the country’s domestic T20 competition, but has denied any involvement.

His series of tweets were in response to an article on Wisden India, which said Petersen was being investigated. They come after Gulam Bodi was banned for 20 years in January after admitting to contriving

himron Hetmyer who would have gripped the attention of the world by leading the West Indies to their first ever Under-19 World Cup title will now have an opportunity to showcase his flamboyant batting when he suits up for Guyana Amazon Warriors in this year’s Hero Caribbean Premier League.

Head Coach of the Warriors Roger Harper made this revelation on Thursday in an exclusive interview with this media house.

“The under-19 player is easy; in Guyana we have the only under-19 winning World Cup Captain from the West Indies perspective which is Shimron Hetmyer, he will be joining the squad”, Harper said.

The head coach added, “ he [ Shimron Hetmyer] has been around for the last couple of years so he is no stranger to the Guyana Amazon Warriors; some of the other youth players will be training with the squad as well so they get that sort of experience and insight into a professional set up”.

Hetmyer will pocket US$3,000 at the base price set by the draft that occurred in February and by all accounts from his exploits on the cricket field is a valuable addition to the squad.

Unlike previous years when Under-19 players were a part of the squad for solely training and mentoring purposes, this year the players are in a position to make the final eleven.

Despite being just 19-years old, the player has shown immense ability to cope with pressure in tough circumstances and could be a great foil batting alongside the likes Martin Guptill at the top of the order if selected in the final team.

Hetymer, who has played six First-class matches for Guyana to date, was quizzed on how he feels he will he approach playing in a tournament of this magnitude.

“I would approach it the same way as a normal game; try to rotate the strike as much as possible and put away the bad balls when presented”, the player said.

Under-19 captain further asserted that the experience in playing at the World Cup in Bangladesh has aided in the positive transformation of his game.

“It has helped me quite a lot, it has helped me to think about my game a bit more and plan how to pace my innings; hopefully I do get the chance to showcase what I have learnt thus far”, the cricketer explained.

The young cricketer also confidently stated that the current squad is one capable of performing well; despite it may not be most popular by the fans because of a lack of big stars.

“Some people will say is not the best team on paper, it is not what is on paper that counts but is how you perform on the day and I think we have very good and capable players”, Hetmyer posited.

The tournament which has attracted the tagline the “biggest party in sport” is slated to start June monthend and organisers are confident that another thriller can be expected.

ast Bank Lions Captain, Johnny Azeez ensured that his side came out victorious on Friday when the latest set of games were played in the DCB/RSI Over-40 20/20 cricket competition at various ground across Guyana.

Those witnessing the DCB/RSI second round of matches at the DCC ground were anticipating a huge score from West Demerara Mavericks who were accelerating in the first half of the innings against the Lions but Azeez, halted the flow in the second half, capturing 5/17 to send Mavericks crashing.

Eon Abel hammered seven fours and three maximums in 81 but when he fell, Mavericks never recovered. They slid from 108/3 to 144 all out in 19.2 overs, losing their last six wickets for two runs of which the last four went for no run.

When Lions took to the crease, Sahadeo Hardiow and Shivnarine Chanderpaul showed intentions of finishing the match early as they were scoring at 10 runs per over in the first eight overs. Hardiow fell for 36 but together with the new batsman, Saheed Mohamed, Chanderpaul continued pressing for an early finish.

Chanderpaul was eventually caught on the long-off boundary for an even 50 in

the 14th over. Nonetheless, Mohamed continued and finished the match in the 16th over, with his personal score being 45 (3*6s, 2*4s).

It was a highly exciting match as Northern Ranger came from a 2-0 deficit to win 3-2. The kitty based side looked hapless at the end of the first half as Beacons held the upper hand thanks to a goal from Chris Galloway in the ninth minute.
