Guyana Forestry Sector sees 15.8% decline in exports – 2015 report – discouraging markets main cause

he Guyana Forestry Sector has seen a significant decline in production and exports of forest produce throughout 2015, when compared to the previous year.

A draft annual report of the sector, emanating from the Ministry of Natural Resources and the Environment, says there has been a respective decline of 14.5 per cent and 15.8 per cent in production and exports for the sector in 2015.

The decline the report stated was directly related to depressed markets locally and internationally.

It said the main markets for forest products, specifically India and China, have contracted their demand following economic slowdown in both countries. Log export volume reportedly decreased by some 20 per cent over the corresponding annual 2014 volume total. Also notable was the trend in Dressed Sawn wood export value for 2015, which increased by

close to 5 per cent, representing higher overall prices for this product category.

According to the report, total production of Timber (Logs, Primary Lumber, Roundwood, Fuel wood, and Split wood) for the period January to December 2015 was recorded at 452,954m3 and together with Veneer and Plywood, recorded a total of 483,702m3. This compares to 530,864m3 and 572,236m3 respectively, recorded in 2014. Overall, total production reflects a 14.7 per cent decrease in 2015 compared to the year 2014.

Total Log Production for 2015 was 331,195m3 as compared to 406,433m3 in 2014.

This was a decrease of approximately 19 per cent.

Total Primary Lumber production recorded a notable increase of 6 per cent in 2015 with a production level of 70,952m3 as compared to 67,147m3 in 2014.

The GFC satisfactorily completed its 2015 operational Work Plan activities through the combined effort of some 408 staff and the support of the Forest Products Development and Marketing Council (FPDMC), and Forestry Training Centre Inc (FTCI), the report stated.

Other key activities that were undertaken in 2015 included: Training and capacity building of GFC and sector personnel in various aspects of forest management; Preparation of a draft revised Guyana Timber Grading Rules; Interagency collaboration on Community Forestry; Preparation of national reports on Forest Sector Information; Preparation of a draft revised National Log Export Policy; among others.

Commissioner of Forests James Singh said the sector plays an important role in national development. He related that it contributes in excess of 3 per cent to Gross Domestic Product (GDP) based on primary production.

“This sector provides direct employment to approximately 23,000 persons. It also helps to sustain the local construction industry through the supply of timber resources. Contribution of foreign exchange earnings is approximately US$45M annually, as well as the provision of livelihood opportunities to many forest-based communities, and ecosystem services to the global environment,” Singh said in his report.

In 2015, the GFC finalised Codes of Practice for Timber Harvesting specific to State Forest Permissions,

Agricultural and Mining Leases. These Codes were accompanied by extension training, stakeholder awareness and capacity building.

With donor support, GFC collaborated with the Forestry Training Centre Inc (FTCI) and the Forest Products Development and Marketing Council (FPDMC) to continue engagements, such as capacity building and extension training of community forestry association employees, TSA/WCL/ SFP concession employees as well as GFC staff.

The GFC satisfactorily completed its 2015 deliverables, especially those relating to the activities on REDD+ and MRVS, the initiative on EU FLEGT and forest legality.

The year 5 (2014) forest area assessment recorded a deforestation rate of 0.065% (0.079% in 2012; 0.068% in 2013), Singh said.

“The sector performed below expectations in 2015.

Production decreased by approximately 14.7% (453,000 m3 in 2015 compared to 531,000 m3 in 2014).

Export of forest produce for 2015 was US$45.6 million; a decrease of 15.8 per cent compared to 2014. The main export destinations continued to be Asia/Pacific for Roundwood, Europe and the Caribbean for Sawn timber, while the main export market for Plywood was North America, Latin American and the Caribbean.

The domestic and external markets both contracted in 2015; this was a major reason for the decline in production and in exports,” the Commissioner concluded.

3 hospitalised after chopping incident in Angoy’s Avenue - man’s hand severed

T

hree men are now patients at the New Amsterdam Hospital after being victims of a chopping spree in New Amsterdam.

The incident occurred at about 17:30h on Sunday at Mi Mi Dam, Angoy’s Avenue.

One of the men – Aston Simon, 41, had his hand severed at the wrist. Police took the severed hand to the hospital in a plastic bag approximately one hour after Simon arrived.

The two others injured have been identified as Jason Wilson, 30, and Carlos Matthew, 26. Simon lives at Mi Mi Dam and the other two at Lot 19 Sheet Anchor.

While information at this

point is sketchy, reports are that Police raided a home at Mi MI Dam last Thursday and shortly after the raid, some members of that household threatened to injure the three men, accusing them of providing information to the Police.

Following the threats, Simon moved to Sheet Anchor. On Sunday however, he went to Angoy’s Avenue to remove some of his personal effects and took with him Matthews and Wilson.

It was during that time that the trio was reportedly attacked and chopped multiple times. Police are currently on the hunt for three men.

Up to press time, no arrests were made.

Only “broken promises and idle chatter” from Govt – Ali

ifteen months after it was elected on a pro-youth platform with promises to thousands of jobs for youths, getting them more involved in the decision-making process at the national level, and channel more resources for their development, the A Partnership for National Unity/ Alliance For Change (APNU/AFC) coalition Government is coming in for some harsh criticisms for its about-turn on these promises, particularly with regards to creating employment.

The APNU/AFC in its 2015 Election Manifesto stated that it was willing and ready to create jobs for all the youths in Guyana.

But now, 15 months later, former Commerce Minister and current opposition Member of Parliament Irfaan Ali, a youth advocate himself, is lambasting the government for what he described as “broken promises and idle chatter.”

Ali said the government has swiftly changed its tune of creating youth employment to now telling young people to “find your own jobs”, recalling that no less a person than President David Granger declaring that creating employment is not government’s business, a line echoed by Minister of Finance Winston Jordan.

Former Commerce “Job seekers should go to Minister and current the small business place and Opposition MP Irfaan Ali start a business instead of looking for a job,” Jordan was quoted as saying.

This was coupled with a recent charge by Minister of Agriculture Noel Holder to graduates to start their own businesses if they have difficulties securing jobs.

“Based on these utterances, it is clear that the government has absolutely no intention of fulfilling its promise to the youth by providing them with better paying jobs that would offer the kind of satisfaction our ministers enjoy from the 50 per cent increase in salary. Instead the coalition government seems to be more interested in deluding the youths again by parroting ‘entrepreneurship’ as the panacea for youth unemployment,” Ali said in a statement.

He said while one cannot dispute that entrepreneurship may help in reducing unemployment in Guyana, it should be noted that the government is simply loud on the rhetoric but silent with on offering fiscal and other measures to assist entrepreneurs and small businesses.

“Where are the fiscal measures to promote entrepreneurship or small businesses in Guyana? Or to put the question differently, what is the government doing to help small businesses?” Ali said, is the big question.

He said given its inability to deliver jobs for the youths, the coalition government is now attempting to dupe young people into starting their own business.

“However, the coalition stopped short of informing the youths that it has done little to support businesses since assuming office last year. As a matter of fact, the coalition has punished businesses with more taxes, destroyed the enabling environment created by the PPP to support businesses, unleashed political creatures like SARU/SOCU to criminalise legitimate businesses, and is focused on making it hard for entrepreneurs and small businesses to operate in Georgetown,” Ali declared.

As a matter of fact, Ali, who shares the honour of being one of the youngest cabinet ministers in Guyana, said the measures presented in the last two budgets were more harmful to businesses, pointing to the increase in more than 150 licence fees, ranging from hucksters to rice millers.

“Businesses are dying. This is evident from the negative growth reported for all the key sectors. The exponential growth in non-performing loans also confirms that businesses are in distress. At the end of March 2016 non-performing loans accounted for 11.7 per cent of the total loans offered by all the commercial banks. Even more worrying is the fact that some banks reported ratios of non-performing loans to total loans as high as 25.57 per cent, 10.51 per cent and 11.12 per cent and reserves for loan losses as a percentage of non-performing loans at the lowest level over the last 5 years. For the first time in over one decade the country is faced with economic stagnation and a quiet financial crisis,” Ali declared.

He supported his contention with data provided by Minister Jordan during his 2016 Half Year review, which he said could only lead one to conclude that small businesses are partly responsible for the $6.4 billion reported as nontax revenue for the first six months of 2016.

The amount collected as non-tax revenue from the private sector during 2016 was twice the level reported for the corresponding periods in 2015 and three times the level during the first half of 2014, he pointed out.

Growth versus Development

I

f there was ever an argument for going ahead with the suggestion that Guyana needs a separate Ministry for “economic planning and development” it was Finance Minister Winston Jordan’s riposte that cited the commendation of the International Monetary Fund (IMF) on Guyana’s economic growth, which is projected to be four per cent this year.

Jordan’s contention that the IMF’s report should not be doubted or challenged, since it was already established that the body was “neutral”, only emphasised his confusion on the difference between “growth” and “development” and indeed on the premises the IMF functions. Almost the entire world has admitted that the IMF has failed spectacularly in the last three decades after it foisted the “Washington Consensus Model” for generating growth in economies.

Guyana under the PNC government of Desmond Hoyte, was forced to sign on to the IMF’s “Economic Recovery Programme”.

The neo-liberal premises of the “Consensus” are to accept the “market” as the only determinant for economic policies, which would focus on “stabilisation”, “liberalisation” and “privatisation”. The “stabilisation” directive homed in on “macroeconomic fundamentals”, such as “budgetary deficits”, “inflation”, and “growth”. This is the line that Jordan is still parroting and maybe it comes naturally to him as a “numbers cruncher” man rather than an “economic policy maker”.

The “liberalisation” prong demanded a complete opening up of our financial system, including capital controls to prevent a country’s currency from stemming massive capital outflows. And finally the fallacy of the “mantra of growth”, which Jordan invoked that simply and mechanistically touts total GDP – total economic activity. This misses the very glaring anomaly posed when a large chunk of the GDP is derived from a narrow sector and the gains do not circulate widely in the populace. This is the present case with gold production up but rice, sugar, timber, etc all down. Even its founder Kuznets rejected it as a measure of “welfare”.

This brings up the poignant point that Guyana is presently experiencing with its “four per cent growth” but which Jordan insists on averting his eyes from: unemployment is in very high double digits and for youths, the situation has reached a crisis point. “Development” is a much wider concept than “growth” and in fact it was adopted by the UNDP in conscious contradistinction to that metric proposing instead their more nuanced Human Development Index (HDI). The HDI is a summary measure of average achievement in key dimensions of human development: a long and healthy life, being knowledgeable and have a decent standard of living.

As one of the most trenchant critics of the IMF, former World Bank Chief Economist and Nobel Laureate, Joseph Stiglitz pointed out: “The stance of the IMF is not only a betrayal of the ideas underlying the IMF’s inception, but it is simply bad economics. The underlying belief at the creation of the IMF was that, in times of crisis, the IMF should foster expansionary economic policy – for instance, encouraging or enabling increased expenditures, lower taxes, lower interest rates – in order to stimulate the economy. In short, a country’s populace would have more money available and so increase their purchasing, thereby stimulating the economy.”

A Ministry of Planning and Development would be responsible for crafting an economic PLAN for Guyana that takes into consideration both Stiglitz’s critique and other models of development. While the Washington Consensus, for instance, rejected a direct role of government in the economy, in favour of simply providing an “enabling environment” – and which government spokesmen regularly regurgitate in Guyana – the fastest growing economies of the Far East (dubbed “The Eastern Tigers”) demonstrated that government’s can play a much greater role in fostering both growth and development. For instance, they have worked with banks and industry to direct cheap funding to strategic production of goods that can be exported.

Unless Guyana either transforms its Finance Ministry and brings in some high-powered developmental economists, our label as a “developing” country will simply be ironical.

Burnham was not a uniter

Dear Editor, The late dictator Forbes Burnham brutally oppressed his nation triggering a massive human (brain) flight (some seeking refugee status in North America and around the Caribbean region) during his 20-year tenure (December 1964 to August 1985), in which one in every two Guyanese lived abroad – the largest percentage of people from any society – some 50 per cent unheard of in terms of human migration.

Burnham, who was installed into office by the American CIA to keep out Cheddi Jagan and Indians, became a pariah throughout the world, for his apartheidlike policy.

Yet, the Guyana Government seems to be on course to rehabilitate this creature that people long buried some 31 years ago.

The PNC-led Government has been making a desperate effort to rehabilitate their hero Burnham by calling him a uniter.

That is a farce.

When one thought or thinks of Burnham’s rule, known as Burnhamism, the worst kind of authoritarianism (fascism) comes to mind.

Burnham committed some of the worst forms of atrocities known to mankind – silenced the free media, victimised critics, rigged elections, criminalised the consumption of certain foods

like roti and alou, banned imports of basic needs, denied people jobs on account of their race or political affiliation, confiscated businesses of non-supporters, controlled imports and exports driving shopkeepers out of business, established price controls to bankrupt businesses, engaged in agro collectivisation to drive nonsupporters out of farming, drove fear in people, effected a kick-down-door policy against non-supporters; refused to take actions against rape especially at national service and the armed forces, and the bureaucracy, etc, among other horrific acts.

Burnham was an ally of imperialism; he conspired with the CIA to topple Jagan from office. When Burnham became an international embarrassment through his racist policies, the US dropped him like hot potato.

Last June, the PNC Government brought Barbadian Prime Minister Freundel Stuart to Guyana to say positive things about Burnham so that the PNC can have justification to put Burnham on a pedestal.

Stuart said he was a great admirer of the late dictator Burnham.

Another effort to rehabilitate Burnham occurred last week when President Granger showered glowing praises on Burnham, describing him as author of “social cohesion and nation-

al unity”. Nothing could be further from the truth.

Had people not been afraid of being victimised, they would have jeered at such a statement. What happened in Guyana under Burnham’s rule could never be described as social cohesion. Ethnic feelings against Burnham ran that deep.

Burnham was responsible for ethnic distrust and antagonisms among the races. He preyed on racial conflict to buttress his dictatorship. He largely hired people from his own race. Indians could not get jobs.

He cracked down on Amerindians, killing many in the Rupununi uprising.

He pursued policy to encourage migration of Indians, Chinese and Portuguese with the goal of increasing the percentage of his supporters in the population.

He called on his supporters to defend his Government against supporters of other parties and he encouraged violence; he was largely and singularly responsible for racial violence unleashed on Indians and other non-supporters.

He made no effort to govern with representatives of Indians or Amerindians.

For Burnham, it was all for and about him and his people and nothing for others.

Election riggings to stay in office hardened feelings of disunity among non-

supporters especially that Burnham’s supporters endorsed the rigging that kept Indians, Amerindians, Portuguese, Mixed and Chinese out of power.

There was not only capital and intellectual flight, but racial immigrant flight (of Portuguese, Chinese, Indians, and Mixed). And one does not forget that there was political refugee flight (a status some Indians received in Canada) as well. Indians, Portuguese, Chinese and wealthy Mixed felt they no longer belonged as they were spat upon and they simply packed up and left, finding a way to take resources with them.

Burnham was influenced and motivated by racist considerations and did everything to hurt non-supporting ethnic groups. He victimised and harassed members of other groups. This is not to deny that he did not use the talent of members of other groups to suit his purposes.

In sum, Burnham was a divider, not a healer or someone who was interested in social cohesion. He was a dictator who used race to govern.

Walter Rodney and Cheddi Jagan were the true advocates of social cohesion and as such can be justifiably described as “uniters”, not Burnham.

Cries of public servants Dear Editor, I penned this letter to you because of the immense burden Public Servants, like myself, are facing. It is a fact that as humans we must learn to acclimatize to change(s) and most change(s) comes with displeasure and apprehension.

However, some of the changes that we are presently experiencing are totally uncalled for.

We as Public Servants were comforted knowing that those attached to Governmental offices as Contract Workers would become ‘Permanent’ staffs, but what we weren’t aware of is the list of rules and regulations attached to the package. Disappointedly, we were told that we are being placed on one year probation and we are not entitled to have sick leave (concession) and annualised vacation leave. Should we report sick and or produce

sick leave medicals, our salaries will be deducted. We are knowledgeable of the fact that most times, when commencing a new job, one will be placed on a three to six months’ probation, nevertheless we have no issue with the one year.

However, we are gravely disturbed that those of us that have laboured for the Government for years, whether it be five or nine years, have lost our years of service. We have toiled for months and cannot proceed on Annualised Vacation Leave effective June 2016, or if we do it will be deducted from our Annualised Leave 2017. What is even more disturbing is the fact that the majority of us were not aware of these rules since some of us had already applied for Vacation Leave but had to withdraw it with immediate effect.

Also many other employees face the terrifying truth

of not having their monthly salaries for several months, some up to three months and counting. Could this be fair? Can you imagine what it feels like to have a family to take care of, children to send to school, food to put on the table, bills to pay, rent due and toiling tirelessly for months and not being able to reap the benefits of your labour because of the failure to apprise employees of the basic facts?

Every Organisation has its organisational structure, or its hierarchical structure, as some may call it, that consists of persons to whom power is vested to ensure that information be circulated to the subordinates, but in our case the messages are being trickled through the grape vine.

Instead we would be sanctioned to meetings to listen to things that aren’t so pertinent and that which is to be deemed as paramount

Child abandonment must cease

Dear Editor, Please print my factual observations in regards to one of the most despicable and sinful acts of parents; be it men or women who have for over hundreds of years deliberately abandoned their responsibilities in providing basic childcare for their offspring.

Many governments worldwide have tried many different strategies to assist these children – the results are poor and in many cases, these children end up abused, raped and forced into prostitution.

This social disease in Guyana has to be researched, documented by a ‘truth commission on children abandonment’. The composition of this commission must be from practicing honest and truthful religious scholars,

than their words.

The main cause of this despicable action is the blatant opposition and refusal of the blessed institution of marriage which was granted by our Creator as a protection and mercy to mankind.

Ignorance of our religions and failure of these religious institutions and their leaders to plan and execute proper programmes to educate their flocks about the spiritual, family and community benefits of the institution of marriage has contributed to the proliferation of common-law unions.

These social unions tend to lead to more broken homes, which in turn lead to child abandonment.

The Government also has its role to provide funds for orphaned children homes and in cases where there

Georgetown needs a Mayor with integrity Dear Editor, The real problem Georgetown has faced for some time, and continues to face now, is the need for a competent, qualified and forward thinking Mayor to lead our capital. They have not had one for decades and still do not have one.

Thankfully, with the recent renewal of the local government democratic process, we no longer have to wait for twenty one years for a new Mayor or City Council. In fact we only have to wait another eight months to elect a new Mayor and another two years and eight months to elect a new City Council.

Being a mayor under our local government rules and regulations is not an easy job, as he or she does not have the influence and authority of a business CEO and therefore it oftentimes takes more persuasion skills than decision skills to run our capital city.

Georgetown does not need a mayor who is merely a caretaker, where not much changes and nothing else is really expected of him or her. It does not need a Mayor who is just about finesse travelling constantly around the world without achieving anything substan-

tial, or just meeting persons and shaking hands and having photo ops. Instead we need someone with the ability to envision the future, to provide direction.

Our present Mayor does not have good communication skills, which are necessary, especially the ability to listen to the views of other Councillors. Our Mayor must be able to sell his or her programme, not bully people into accepting something like the parking meter deal. A mayor must listen to his or her constituents and make them feel that they have been heard.

People want their Mayor to care about their problems and their vision as well. Not just have a Mayor driving around in a fancy SUV surrounded by bodyguards and other staffers.

Our present Mayor lacks the ability to inspire others.

A good mayor inspires others. People want to get involved and be a part of the effort. One thing that good Mayors do is start with a

successful project and then build on it. In Georgetown it is the reverse where our Mayor started with a controversial project.

Georgetown needs a Mayor with integrity. Our Mayor is mired in accusations of nepotism, with claims that her relatives are given cleaning contracts of the cemetery and elsewhere and other forms of employment within the Council. A mayor without integrity is not deserving of the public trust.

But most of all, a good leader needs to know when it is time to move on, unlike the former Mayor who hung on for twenty one long years. I hope this Mayor will move on when her year in office is completed to make way for someone else, such as Sherod Duncan who is a qualified, honest, competent and caring for the needs of the citizens.

Guyanese policy holders receiving payments – BoG Governor

2 more deaths in less than 12 hours B

wo men in their late 20s have been killed in less than 12 hours, involving two separate road accidents; this is according to Police spokesman Superintendent Jairam Ramlakhan.

Ramlakhan said that the first accident occurred at 22:20h on Saturday on Ann’s Grove Public Road, East Coast Demerara (ECD), which resulted in the death of John Forde, 27, of 17 Supply, Mahaica, ECD. “Enquiries disclosed that the deceased, who was the driver and lone occupant of motorcar PLL 7886, was proceeding east when he lost control and ended up into a southern canal,” Ramlakhan said.

He related that Forde was rushed to the Georgetown Public Hospital by public-spirited citizens where a doctor pronounced him dead.

The second fatal accident occurred at about 03:30h on the Belle Vue Public Road, West Bank Demerara.

That accident claimed the life of Dominic King, 27, of Lot 33 Vive-La-Force, WBD. Ramlakhan said that investigations thus far have revealed that King was rid-

ing motorcycle CH 1556 in a southerly direction when he lost control and collided with a utility pole.

He was rushed to the West Demerara Regional Hospital by public-spirited citizens, where he was pronounced dead.

Investigations into both accidents are continuing.

Only Friday last a 19-year-old Essequibian crashed to his death on Three Friends Public Road, Essequibo Coast.

That accident resulted in the death of Chandi Dyal, of “H” Lima, Essequibo Coast.

Last week the Guyana Police Force announced that there was an increase in road fatalities by some 16 per cent compared to the corresponding period last year.

According to statistics released by the GPF, at the end of July 2016 there were 72 road fatalities, compared to 59 for the same period last year.

The Force said that while there was a reduction in serious accidents, there has been an increase in minor

accidents.

It said 41,497 persons

were charged with traffic offences thus far for the year, including 15,427 for speed-

ing and 1035 for driving under the influence of alcohol.

Traffic enforcement is continuous countrywide, with special emphasis placed on driving under the influence, speeding, and the use of mobile devices while driving.

Attention is also placed on pedestrian crossings at schools and elsewhere where there is a high percentage of foot traffic during peak hours.

The Force was happy to announce that the traffic department has registered an influx of newly trained certifying officers, who will assist in reducing traffic offences on our streets and roadways.

ank of Guyana (BoG) Governor, Dr Gobind Ganga, has confirmed that Guyanese policy holders, who had invested their monies in the now defunct Colonial Life Insurance Company Limited (CLICO), some seven years ago, have begun receiving their monies.

While he could not say offhand the number of persons who had plugged their life savings into the Insurance Company, Dr Ganga said the process of payout has been ongoing for some time now.

He said the monies garnered from CLICO’s liquidated assets and those of its affiliated companies were being used for the payouts.

He said however, that all policy holders may not be paid anytime soon as they are being paid based on their rankings, but assured that every effort is being made to make payments back to policy holders.

But while efforts are being made here to repay policy holders, Guyana is yet to see its day in court in The Bahamas.

Before the massive financial collapse in 2008, CLICO Guyana had transferred some US$36 million to CLICO Bahamas. However, while the investments were said to be “liquid on paper”, investigations, revealed that the sum had been tied up in several investments, including real estate which CLICO Bahamas had in Florida through subsidiaries.

February 24, 2009, the local company was subsequently placed under judicial management. Guyana was then forced to retain lawyers to help recover its money, some 53 per cent of the assets of CLICO Guyana.

That matter was filed in The Bahamas court after the CLICO Bahamas’ liquidator “rejected” Guyana’s claims.

Recently Dr Ganga had told Guyana Times that given the current financial status of CLICO, there was a possibility that Guyanese policyholders may not get back their life savings which were transferred to the company’s Bahamian office.

He said in terms of beneficiaries, Guyana was “way down the ladder” nestled at category ‘D’. This being the case, it did not seem like Guyana would anytime soon be able to recover the monies invested since, like many other countries, it was still awaiting its day in court.

According to Dr Ganga, it is obvious that Guyana’s case has been “put for last”, on the list of cases filed by other Caribbean countries against the group. Suriname is one such country, claiming US$15.5 million from CLICO Bahamas. Guyana’s case is being represented by an esteemed lawyer, John Wilson of McKinney Bancroft & Hughes.

CL Financial, CLICO’s parent company, collapsed in January 2009, following the global financial crisis in 2008. The global recession exposed the company’s inability to meet its commitments to pay maturing investments at CLICO and CLICO Investment Bank (CIB). In 2010, the CLICO Bahamas liquidator, Craig A “Tony” Gomez, had related that his “preliminary view of the documentation suggests that policies were never issued by CLICO Bahamas. In addition, premiums received from Guyana and Suriname were never paid to CLICO Bahamas”.

In his third report to the Bahamian Supreme Court on the life and health insurer’s liquidation, Gomez, of the Baker Tilly Gomez Chartered Accountants firm, said the US$34 million and US$15.5 million claims submitted by CLICO Guyana and CLICO Suriname had not been approved.

Guyana had appealed the matter which is still pending; to date, Guyana is yet to receive any of the money invested by CLICO Guyana.

Suspects held for Eyew tness WBD robberies – ID parade slated for today

early two weeks after gunmen attacked two West Bank Demerara businesses, Police have detained a number of suspects, according to a senior investigator of the Division.

While the source did not reveal the number of “suspects” held, it was confirmed that and Identification (ID) Parade is slated for sometime today.

Police have been pursuing a number of leads, including at least one suspect.

During the afternoon hours of Wednesday, August 3, 2016, a gunman stormed Murphy’s Shop at Good Intent Village, WBD, where Massy delivery workers were held up at gunpoint and robbed by the lone gunman.

The proprietor’s daughter and niece were about to receive goods from the Massy delivery truck when the robbery occurred.

Guyana Times was told that the business is well secured so this prevented the gunman from carting off anything from the shop.

However, it was reported that the gunman carted off the day’s sale, along with the personal belongings of the delivery men.

Meanwhile, the second robbery, which was initially reported on by Guyana Times, had occurred at around 21:10h on the same

day, when two gunmen reportedly stormed a Sisters Village, WBD, roadside shop and bar.

This publication was told that the two bandits forced several persons to lie face down while they took away their belongings. They had reportedly approached the shop posing as customers.

One victim told this newspaper that he was at the time purchasing phone cards, when the bandits came up and whipped out a hand gun, after which he was forced to the ground and his mobile phone and money stolen.

Guyana Times had also reported that while one of the gunmen held up customers in the shop, the other reportedly ransacked the home of the shop’s owner.

Careless driving Man fined $7500 for DUI costs Lindener $20,000 A In the Linden court

decision to drive while under the influence of alcohol resulted in a $7500 fine for Lindener Ditindora Singh when he appeared before Magistrate Christel Lambert at the Linden Magistrate’s Court on Wednesday last.

The court heard that on Friday, August 5, the defendant, who hails from 42 Lower Kara Kara, Mackenzie, drove pickup GLL473 along the

Amelia’s Ward Public Road, while his breath alcohol level was 93 micrograms, which exceeds the prescribed limit.

The defendant told the court that on the day in question, he went to a reception, and explained that his wife was expected to pick him up and take him home in his vehicle but she failed to do so.

Failure to pay the fine will result in a default sentence of two weeks imprisonment.

onald Lewis, 35, was fined $20,000 by Magistrate Christel Lambert on Wednesday last, when he appeared at the Linden Magistrate’s Court on a charge of dangerous driving.

The court heard that the defendant who hails from 77 Powis Crescent, Amelia’s Ward, Mackenzie, Linden, drove car PPP 3123 along

the Amelia’s Ward Public Road on Sunday, July 31 without due care and attention.

He pleaded not guilty to the charge but was found guilty as charged by the Magistrate.

Failure to pay the fine will result in a default sentence of two weeks imprisonment.

Man granted bail for using abusive language

linton John, 48, who appeared before Magistrate Christel Lambert at the Linden Magistrate’s Court on Wednesday last, was granted bail in the sum of $5000 for using abusive language.

He pleaded not guilty

to the charge which stated that on Friday August 5, he used abusive language against Ron Johnson at the Linden Town Park, Republic Avenue, Mackenzie, Linden.

The matter was adjourned until September 9.

...SARU to SARA?

cting on the received wisdom from the Muckraker - that unbiased exemplar of rectitude and probity in our fair land! - which claimed the PPP'd engaged in wholesale looting of the Treasury, the APNU/ AFC Government didn't waste any time going after the supposed "malfeasors". Moving from the Opposition benches - from where you can throw all the shade you want without worry of the consequences - to the government that should set a standard for observing the Rule of Law didn't cut any ice with them.

They launched a "State Assets Recovery Unit" (SARU) operating out of the Ministry of the Presidency. Problem was - there's no legislation on the books for any such unit to go around investigating and seizing people's property.

The PPP's complaint about "illegal witch-hunting" fell on deaf ears. SARU - headed by one-time WPA leader and Presidential Candidate Clive Thomas - didn't let the lack of legalities (or Thomas' clear bias) hinder the Government's drive to hunt down PPP officials.

Liberally interpreting the "forensic audits" of government departments - SARU just basically threw mud by the ton at PPP officials. After months of "investigations" - rather than confessing they really had nothing on their targets (and if they did they could've passed it on to the Police for prosecution) they finally confessed they needed legislation to legalise their status. They were going to be changed from a "Unit" in the Presidency to an "Agency" of Parliament. SARU would become SARA. So we arrive at the "consultations" on the SARU legislation that'll be passed when Parliament returns from its two-month vacation in mid October. And, dear reader, with their one-seat majority they CAN pass the legislation - no matter what anyone says. Even the GHRA was forced to accuse the government of thereby creating "political commissars".

And the GHRA continued with more than a mouthful - when no one can accuse them of being in bed with the PPP - that confirmed the PPP's worse suspicions.

SARA will be using funds it seizes to pay its way. As your Eyewitness pointed out this will pretty make them into bounty hunters. And we know in that field, you just do whatever it takes to "get your man" - dead or alive. While the proposed legislation talks about "non-convictionbased recovery provisions", based on UN Conventions, SARA will be demanding, "hang 'em high!!"

But even more dangerous are the powers placed in the hands of the Director of SARU and his Deputy.

The following persons "must comply" to give info - "the Commissioner of Police, the DPP, Head of CANU, the Bank of Guyana, private banks, and the Chairperson of the Gold Board."

After hollering for years that the PPP was committing "economic genocide" (well, actually "economic strangulation"...the "economic genocide" was committed on African Guyanese) by withholding the government's subvention to Critchlow Labour College, Lincoln Lewis, whose TUC runs Critchlow, just discovered that the APNU/AFC government's position is the same.

Is it committing "economic strangulation"??

A "subvention" is a grant - in this case by the government. All the PPP had asked and the coalition government now, is for "audited accounts" be provided as to how Critchlow monies are spent. Is this asking too much? Let's look at the case of Guyana that gets grants all the time. Let's take the £53M grant from the UK to build "infrastructure" in our country. Lewis knows about this...does he think the British Government isn't looking at how we spend the money?

Heck!! They even demand we practice "good governance" - and tell us exactly what that means. For example, to lay off the reparations call!!

So the market vendors, treated for decades by the PNC as cannon fodder against the PPP in the City, have formed a "union". After being kicked out of Bourda, Merriman's Mall and Stabroek Square, isn't this like bolting the stable door...blah, blah, blah??

New Zeeburg Secondary School Sophia teen cops Youth to be opened in September – HM Ambassador Crown

he new Zeeburg Secondary School, West Coast Demerara, is scheduled to be finally opened for the new school year in September.

The school was scheduled to be commissioned and opened earlier this year following its completion but saw numerous setbacks.

Unidentified persons had vandalised the school, causing a major delay in its opening.

Following this, more work had to be carried out to have the school repaired and cleaned where needed; however the slowness of those working to have the issue rectified angered parents who were fearful for the lives of their children attending the old facility.

However on Saturday, the Headteacher of the school announced to parents that the school will be officially opened

Staff are currently working hard to have all the necessary equipment and furniture moved to the new building, she informed.

Parents, especially those with children that were being registered, expressed delight with the announcement.

Muslims renew pledge to leader as Jalsa Salana festival concludes

n an emotionally charged ambiance, thousands of followers pledged their allegiance to His Holiness, Mizra Masroor Ahmad, as the golden jubilee of the Jalsa Salana rolled into its final day.

The Jalsa Salana, also known as the annual convention of the Ahmadiyya Muslim community, is observed to promote a life of peace and righteous in accordance to the teachings of the Holy Quran.

A key highlight of this yearly event is the spiritual moment when worshippers from across the world gather together to renew their pledge to His Holiness and the teachings of Islam.

This year, the community recorded over 500,000 new followers, who joined the community between the period July 2015 to June 2016.

During his closing address, His Holiness re-emphasised the need for peace among all mankind.

He underscored the need for everyone to recognise each other's worth and uphold each other's rights.

He reiterated that women's rights to freedom ought not to be denied and that any attempt of deprivation must be strongly condemned and forbidden.

Over 5000 volunteers worked over a 28-day period to transform the vast fields into a magnificent tented village.

In fact, the pooling of ideas and drafting of plans for the event commenced long before the physical work got underway.

One of the main organisers and spokesperson of the Ahmadiyya Muslim Community, Farooq Aftab,

explained that the members worked through day and night to ensure everything was smoothly executed for the three-day convention.

"It's a huge operation. We have men, women and children all involved who help in the erection of the marquis, logistics, car parking, and these are people from all over the United Kingdom.

It's a tremendous amount of work and we are all volunteers. We don't get paid for this. The motivation is our religion," he stated.

He noted too that the work of the volunteers also continues even after Jalsa Salana concludes, as they have less than two weeks to dismantle the little village to get the land ready for farming purposes again, in keeping with the lease agreement.

rmed bandits on Saturday morning attacked and robbed a Rose Hall Market fish vendor after breaking into his home.

According to reports, at about 05:00h on Saturday morning as Ceenarine Satrohan was about to leave home to ply his trade, three men entered; one carrying a gun and the others cutlasses. Satrohan was physically assaulted and robbed by the bandits who escaped with $140,000 in jewellery and $60,000 in cash. The man was left nursing injuries to his face, head and back.

At the time of the incident, the couple’s three-yearold daughter was asleep. The toddler was unharmed.

Farmers bring situation under control – some spending nearly $100,000 in fighting crisis

hile Region Two (PomeroonSupenaam) farmers continue to battle many challenges in the rice industry, they are finding success in overcoming the paddy bug infestation. This comes on the backdrop of their complaints that little to no help was being offered by the Agriculture Ministry and its sub-agencies, despite repeated calls for assistance. Agriculture Minister Noel Holder has since denied these allegations.

On Sunday, Guyana Times was told that farmers in Region Two recently expended thousands of dollars to alleviate the infestation. In an interview with this publication, Rice Producers Association (RPA) General Secretary Dharamkumar Seeraj related that farmers have been tasked with the un-

dertaking of having to use significant amounts of spray to control the outbreak. This has added to the financial strain rice farmers are experiencing, with many in financial debt. The RPA General Secretary pointed out that the farmers would pay according to amount of acreage that they cultivate.

“The cost in production would range anywhere between $70,000 and $100,000 per acre to get the kind of control that is required,” posited Seeraj.

He further related that the farmers are using the approved chemicals required to combat the bugs, which should not affect the quality of rice or its suitability for human consumption. In addition, it was also suggested that the impact of the chemicals would be minimal, since harvesting will not be done for

Multiple charges for neighbourhood brawl

dispute over a ripped out fence has led to several residents in Murphy Street, Good Intent, West Bank Demerara, being slapped with multiple charges. Leonard Gobin, a 43-year-old father of four; his sisters-in-law, Esther George and Sandra George; and their neighbour, Simone Morris, all appeared at the Wales Magistrate’s Court where they answered to breach of the peace violations.

It was alleged that on Saturday, July 30, Gobin threatened his neighbour, Simone Morris, who was said to have ripped out a section of his fence. Morris was counter charged for threatening Gobin and was additionally charged for verbally abusing the man’s wife, Una Gobin, a

teacher. Both the man and his neighbour pleaded not guilty to the charges laid before them.

Meanwhile, Esther George, 45 and her sister Sandra, 48, were both charged for verbally abusing Morris. Folda Richards, the Attorney representing Gobin, told the court that her client is a “model father” who had no previous convictions. As such, she petitioned for reasonable bail to be granted. This petition was echoed for the George sisters, who also pleaded not guilty for their offences.

After hearing the bail application, Magistrate Christel Lambert on Thursday last, granted all four defendants self bail.

They will all make their next court appearance on September 22 for trial.

Ramdatt noted that farmers were already struggling due to the present state of the rice industry. He told Guyana Times that the infestation of paddy bugs could affect the quality of the harvest which in turn would impact upon the price. Ramdatt had related that he sent an email to the Agriculture Minister seeking his timely intervention.

It was at the August 9, 2015 RDC statutory meeting in Region Two that Councillors called for urgent interventions to help the struggling industry, since that region’s economy is heavily dependent on the rice industry.

Guyana Times also learnt that farmers on the Essequibo Island of Wakenaam have the bug situation under control as well.

he drug and pharmaceutical crisis in Guyana is deepening by the day, as more and more public medical facilities are without basic supplies, such as aspirin, forcing citizens to purchase prescribed medication.

The two public hospitals on the Essequibo Coast, Suddie Public and the Oscar Joseph along with health centres, are without many medical supplies.

People's Progressive Party/ Civic (PPP/C) Councillor and Chairman of the Health and Sanitation Committee of the Regional Democratic Council (RDC), Region Two, Arnold Adams, during a recent statutory meeting described the situation as "unfair".

Adams revealed that close to 20 medications are either short supplied or out of stock at the two hospitals in the region, which is having a significant impact on the quality of healthcare being delivered to citizens of the region.

Adams said important but basic drugs such as aspirin, insulin and saline, are not at the hospitals and requests were made to the Regional Executive Officer Rupert Hopkinson months ago but the situation remains the same.

The councillor wants Minister of Public Health Dr George Norton to immediately intervene.

“The poor are suffering, not everyone can afford to purchase medications privately; the government has a responsibility and as such should provide better public healthcare to those seeking it" Adams pleaded.

Region Two Chairman Daveanand Ramdatt said that he saw a list presented by hospital officials, and close to 20 medications are not at the pharmacies.

Additionally, several health centres in the Region are also without basic medications.

Drug shortages have been hitting hospitals and health centres across the country over the past year, with many citizens complaining of having to purchase their medication, which is putting additional strain on their already limited finances.

While Minister Norton had stated that patients should not purchase any medication since the head of these medical facilities have to ensure that the drugs are provided to patients; his Ministry has not been providing the necessary drugs.

During the Consideration of the 2015 Budget Estimates for the 10 Administrative Regions in August last year, the A Partnership for National Unity/ Alliance For Change (APNU/

AFC) Government announced that it had adopted a new procedure for the Regions to acquire their drugs.

Communities Minister Ronald Bulkan at the time had explained that the budget allocations for the procurement of drugs for each region have been diverted from the Public Health Ministry and added to the regional allocations.

However, the minister noted that while the Regions would be given their own monies, the Public Health Ministry was still responsible for procuring the drugs.

At the time, Opposition Chief Whip Gail Teixeira had outlined that the new policy would create a logistical nightmare with issues of transportation and storage.

“The big challenge will be not only purchasing and transporting, but also storage under the appropriate conditions so that you don’t lose efficacy of the drugs,” she had said.

There were also questions about the ability of the regional authorities to procure the medical supplies.

Previously, drugs were procured in bulk by the Health Ministry and properly stored, and then distributed to the various regions on an ‘as-needed’ basis.

Many believe that the decision by the new Government is aimed at encouraging contract splitting, as it relates to the supply of pharmaceuticals.

Opposition Member of Parliament Irfaan Ali at the time highlighted that the new policy of the coalition government was guaranteeing that resources would be sent back to the Health Ministry. The former minister enquired whether it was a form

of “contract splitting”.

Ali’s prediction was right and was confirmed by Permanent Secretary of the Public Health Ministry Trevor Thomas who in January 2016, told the Public Accounts Committee of Parliament that at the end of 2015, over $600 million allocated for drugs and medical supply purchases in the Ten Regions were returned to the treasury.

Thomas had said that just a small chunk of the 2015 budgetary allocations for the 10 Administrative Regions to purchase drugs and other medical supplies was spent by December 31, 2015.

Early in 2015, the Berbice region faced massive shortages in medical supplies.

Additionally, the Georgetown Public Hospital had reported that the medical supplies crisis at the country’s premier health institution was a dire one, with a shortage of basic supplies.

Meanwhile, apart from the drug shortage in Region Two, there are also reports that the operating theatre at the Suddie Hospital is malfunctioning and that the facility cannot be used for surgeries.

Adams also said that the ambulance have to leave Region Two to journey to the city on a daily basis with patients for surgeries, when those very surgeries were done at Suddie Hospital.

friend of the deceased Kowsal Persaud, who drowned Saturday afternoon, is presently hospitalised at the Suddie Public Hospital in Region Two (Pomeroon/Supenaam).

Emanuel Narine had to be rushed to the Suddie Public Hospital where he is currently a patient. He suffered severe bruises, occasioned by turbulent waves when he tried to save his friend at the Aurora seawall. His condition is listed as stable.

Narine, speaking to Guyana Times related that around 11:00h Saturday last, he and his friends were consuming Vodka at the Aurora seawall when they decided to take a bath. He further related it was six of them drinking and socialising after a long time. Out of the six friends Kowshal Persaud, 19, aka Ajay unfortunately drowned while swimming in the mighty

Narine related that the now dead Persaud went furthest to the channel and suddenly disappeared around 15:00 hours in the murky water.

The other friends Shavenarine Sookhan, Latchman Persaud, Kelvin Persaud, Faed Mohamed and himself panicked but launched a search to find Persaud. They all ventured into the water and began to vigorously search for their

friend.

The friend’s body was discovered motionless and they immediately took him out and rested him on the fore shore.

They were panicking during the entire ordeal and so the police were summoned. Persaud along with Narine were rushed to the Suddie Public Hospital where Persaud was pronounced dead. His body was examined by detectives and no marks of violence were found.

Police are currently conducting an investigation into the incident.

Statements were taken from Narine and the friends.

The body of Persaud is presently at the Suddie Mortuary awaiting a postmortem examination.

Family of the deceased are still shocked by the incident.

Persaud is the third child of his parents and was a second year student of the Teachers Training College.

Abusive language case dismissed ... no particulars written on jacket – Magistrate

n a case of carelessness or possible omission, an abusive language case was recently thrown out at the Wales Magistrate’s Court when it was revealed that the court jacket was not properly prepared.

Jonelle Parjohn appeared before Magistrate Christel Lambert on

Thursday last where she initially faced two charges.

However, an abusive language case levelled against her was dismissed when the Magistrate discovered that the facts of the matter were not stated on the jacket.

On these grounds, Lambert was disallowed the charge.

Meanwhile, the defendant was charged for threatening behaviour where she pled not guilty and will make her next court appearance at Wales on August 22.

The virtual compliant in the matter was absent at the time of the defendant’s arraignment.

he management of solid waste in Mabaruma, Region One (Barima-Waini), has gotten the attention of the Environmental Protection Agency (EPA), after health concerns were raised.

Recently, the Agency was asked to view the garbage disposal site located at Kansville.

Waste from the newly established town of Mabaruma is being dumped over a cliff, creating a potential environmental hazard.

EPA Board Member, Dr Latchmin Punalall and Senior Environmental Officer of the EPA, Odessa Duncan, got a firsthand look at how solid waste is being disposed of in the region.

Regional Chairman Brentnol Ashley said the objective of the visit was to try to improve the way the administration manages its solid waste.

“This is what we call our dump site but it is not suit-

able and so the [Regional Democratic Council] RDC is trying to correct it to prevent any future health problems or health hazards which may cause residents to become ill. We are looking at developing a landfill site so that we will have a more efficient way of dealing with our solid waste within the region,” said Ashley.

He admitted that it was the regional administration which took the initiative to make the area into a dump site, but now they realise the potential problems it may have on health and the environment.

“The official site which was identified by the Environmental Protection Agency needs to be developed. The dump site is one that the region’s administration would have created last year when they found that residents and businesses were dumping their waste on house lots in a developing housing scheme at

Kansville. So in an effort to correct that, we would have done some work like grading the area so that it could become a dump site for the time being, but right now it is going out of control so we are trying to ensure that it is corrected before any major problems,” Ashley said.

Meanwhile, a landfill site had been identified about 200 meters from the current dump site, but it is located less than 400 meters from where a housing scheme is located.

This was one of the concerns of both Dr Punalall and Duncan.

Ashley explained that the site was proposed and approved by the EPA before the scheme was developed but the site was never used.

The EPA is exploring the possibility of approving a section of land in the same community to be developed but is waiting on a proposal from the RDC as they look at the way forward.

ore than 50,000 people marched in Peru’s capital and eight other cities on Saturday to protest violence against woman and what they say is the indifference of the judicial system.

Officials said the size of the protest against gender violence was unprecedented in Peru and followed several recent high-profile cases in which male perpetrators were given what women’s groups said were too-lenient sentences.

The march in Lima ended at the palace of justice.

“Today, the 13th of August, is a historic day for

this country because it represents a breaking point and the start of a new culture to eradicate the marginalisation that women have been suffering, especially with violence,” said Victor Ticona, president of Peru’s judicial system.

Ticona said a commission of judges would receive representatives of the protesters.

Peru’s newly inaugurated President Pedro Pablo Kuczynski, took part in the march along with first lady Nancy Lange. “What we don’t want in Peru is violence against anyone, but especially against women

and children,” he said.

Earlier in the day, Kuczynski said his government is “going to ask for facilities for women to denounce violence because abuse flourishes in an environment where complaints cannot be made and the blows are absorbed in silence and this is not how it should be”.

Peru’s march follows similar protests against gender violence in other Latin American countries, including Argentina and Brazil, held under the slogan #NiUnaMenos #NotOneLess. (The Guardian)

Brazil-Argentina rivalry ‘could end badly’, says President Macri

rgentine President Mauricio Macri has asked Brazilian and Argentine fans at the Rio Olympics to cease their hostile chants and name-calling.

Macri said the two countries should not let their bitter football rivalry spill over into the Olympic Games.

Brazilian fans have been loudly supporting any athlete competing against their southern neighbours.

Argentine fans have often responded with disrespectful chants against the

Trinidad Police issue warning for Pokemon Go players

outhern Division Police are warning Pokemon trainers against venturing into parks and lonely areas late at nights, saying that they are making themselves a target for bandits.

A senior officer told the Guardian that San Fernando Police have broken up several crowds of people searching for Pokemon since the Pokemon Go app became available in Trinidad and Tobago last Wednesday. The officer said trainers have been coming out around 23:00h and midnight, searching for Pokemon.

s Venezuela grapples with an economic and political meltdown, President Nicolás Maduro has turned for guidance to an obscure Marxist professor from Spain, who the president describes as ‘the Jesus Christ of economics’.

Officials in the ruling party told The Wall Street Journal that the economist, Alfredo Serrano, has

pushed for more state controls on manufacturing and food supply (as opposed to pursuing more orthodox methods like freeing the currency), and that has “largely shaped the president’s response to the country’s economic crisis.”

Maduro also plans to ‘talk up’ the price of oil to US$70, a result that could seemingly only be achieved with divine intervention in

the face of increasing global production and falling demand.

He is reportedly calling oil ministers in the Organisation of the Petroleum Exporting Countries (OPEC) and non-OPEC countries to talk about cutting production, while Saudi Arabia, Russia, and Iran have reported near record output over the past several months.

Venezuela’s oil production, on the other hand, has been declining for years, falling from 3.3 million barrels a day in 1997 to about 1.9 million barrels a day in 2016.

iolence has broken out on the streets of the US city of Milwaukee, after an armed man, 23, was shot dead in a Police chase on Saturday.

The man fled from a car after being stopped by Police in traffic on Saturday afternoon, Milwaukee Police said in a statement; he died from his injuries at the scene.

About 100 people gathered to protest about his killing. Some buildings, including a petrol station, and cars were set on fire.

Police have not given the man’s ethnic origin or that of the Police Officer, but did say he was armed with a stolen handgun and had an arrest record.

of black men have sparked nationwide protest movements. During the disturbances, Milwaukee Mayor Tom Barrett urged parents of anyone at the scene of the protests to “get them home right now”. Firefighters

Meanwhile, an imam and his assistant were shot dead as they walked along a street in the New York bor-

ough of Queens. The men were approached from behind by a man who shot them both in the head, a Police spokesman said.

Imam Maulama Akonjee, 55, moved to the city from Bangladesh two years ago, US media reported.

Some mosque-goers said they believed it was a hate crime but Police said there was as yet no evidence that the men were targeted because of their faith.

Swiss train attacker and 1 victim dead

34-year-old woman who was injured in an attack by a knifeman on a Swiss train has died in hospital, Police say.

The attacker, a 27-yearold Swiss man, also died on Sunday, they said.

Five other people were hurt when the man set fire to the train and stabbed passengers in the attack on

Saturday. Two of them, including a six-year-old child, are in a serious condition.

Police have said that, as yet, there is no indication of a political or terrorist motive for the attack. The attack occurred around 14:20h (12:20 GMT) as the train was approaching Salez station, between the towns of Buchs and Sennwald.

Several dozen passengers were on board at the time. In a statement (in German), St Gallen cantonal Police said video evidence from inside the train showed the attacker, armed with a knife, pouring out a flammable liquid.

Six people – including the attacker – were injured. The seventh injured person was a man on the platform who

pulled the burning attacker off the train.

Forensic experts are analysing the flammable liquid and the scene of the crime.

Police said the attacker lived in a canton adjoining St Gallen. His address has been searched.

Britain voted to leave the EU on June 23, but views differ over when it should invoke “Article 50”, which sets the clock ticking on a two-year deadline to leave the bloc, with some senior politicians calling for a quick departure.

Prime Minister Theresa May, who campaigned for Britain to remain in the EU and leads a Cabinet Of Ministers from either side of the debate, has said she will not trigger Brexit talks this year as Britain needs time to prepare.

But British Government Ministers have warned senior figures in the City of

London, London’s financial district that Article 50 was unlikely to be triggered early in 2017 because the situation in Government was “chaotic”.

European leaders have taken a firm line on the speed of Britain’s exit, with German Chancellor Angela Merkel saying that while it was understandable that Britain would need a few months to figure out its strategy, “nobody wants a long period of limbo”.

But behind the scenes, there has been a growing realization in Europe’s capitals that the two-year window for negotiating Brexit is far too short.

Britain created two new government departments to handle Brexit and international trade, led by David Davis and Liam Fox, two prominent “Leave” campaigners in the referendum.

t least 64 people have been killed in northeastern Democratic Republic of Congo (DRC) in an attack carried out by suspected rebels.

Nyonyi Bwanakawa, the Mayor of Beni in North Kivu, told Al Jazeera on Sunday that the attack happened on Saturday night in the town’s Rwangoma district.

DRC troops and local officials recovered 64 bodies, but the number could rise as the search was still going on, Bwanakawa said.

DRC Army spokesman Mak Hazukay also confirmed to AFP news agency that bodies have been recovered in Rwangoma.

Reports said the victims were “hacked to death”.

The DRC troops blamed the attack on the Allied Democratic Forces (ADF), a Ugandan rebel group known to operate bases inside

neighbouring DRC. Hazukay said the rebels had “bypassed” army positions “to come and massacre the population in revenge” for military operations in the area.

Local residents also told Al Jazeera that they had spotted ADF rebels coming out of the forest on Saturday.

There was some confusion, however, as some residents said that some of the men were wearing “army uniforms”.

The attack happened barely a week after 14 people were killed in another incident near Beni.

ADF troops were also suspected of carrying out that attack, but there was no independent confirmation. In the past, independent observers have blamed both the ADF rebels and DRC forces for deadly attacks. (Excerpt from Al Jazeera)

Thai Police find more unexploded bombs following coordinated blasts

hai Police over the weekend found and defused five explosive devices that had failed to detonate when an as yet unidentified group carried out a series of deadly bomb attacks on popular tourist spots late last week.

Police said they had arrested one suspect following the bomb and arson attacks on Thursday and Friday

that killed four people and wounded dozens more in some of Thailand’s bestknown southern resorts and islands.

The attacks came just days after Thais voted to accept a military-backed Constitution that the ruling junta, which seized power in 2014, has said will lead to an election by the end next year.

Two incendiary devices in mobile telephone power packs were found in a market in the upscale resort of Hua Hin on Sunday, the Interior Ministry said in a statement. A bomb disposal team defused both, and local Police said the devices had been there since Wednesday.

The resort was the scene of the most devastating of the wave of bombs when a blast

ripped through an alley in a bar area on Thursday evening. There were two more blasts in the town less than 12 hours later.

Another fire bomb was found on the island of Phuket on Sunday and defused, local Police said. In Phang Nga, two devices were found on Saturday near a market that was torched in an attack early on Friday. (Excerpt from Reuters)

The gunman says the girls on display will “never” be returned if the Government does not release Boko Haram fighters who have been “in detention for ages”

he Nigerian Islamist group Boko Haram has released a video showing some of the schoolgirls they abducted from the northern town of Chibok.

Some 50 girls are shown with a gunman who demands the release of fighters in return for the girls, and says some girls died in air strikes.

The government says it is in touch with the militants behind the video.

The group is said to be holding more than 200 of the 276 final-year girls it seized from a school in April 2014.

Non-Muslims were forcibly converted to Islam, and it is feared that many of the schoolgirls have been sexually abused and forced into “marriage” by their captors.

The video begins with a

shot of a masked man, carrying a gun, speaking to the camera. He says that some of the girls have been wounded and have life-threatening injuries, and that 40 have been “married”.

Speaking in the Hausa language, the gunman says the girls on display will “never” be returned if the government does not release Boko Haram fighters who have been “in detention for ages”.

The video concludes with footage of bodies, said to be the victims of air strikes, lying on the ground at another location.

The militant also carries out a staged interview with one of the captives, who calls herself Maida Yakubu, in which she asks parents to appeal to the Government.

Plans moving apace for Police destroy Berbice Expo 2016 350,000 marijuana plants at Ituni

epublic Bank has committed its support to the Berbice Expo and Trade Fair 2016.

This year the event will be held from Friday 19 to Monday 22 August under the theme ‘Promoting Entrepreneurship for a Diversified Economy’.

Republic Bank has made financial contributions to the Berbice Expo and Trade Fair Secretariat towards offsetting overhead expense.

Coordinator of the event Tajpaul Adjodhea is optimistic that this year the event will be bigger and better that the nine previous occasions.

It is sponsored by the

Central Corentyne Chamber of Commerce (CCCC) and being held in collaboration with Government through the Ministry of Business.

The Expo seeks to promote tourism, craft, and small entrepreneurial skills.

Expected to participate are Digicel, Comfort Sleep, ANSA McAL Trading, Republic Bank, Ministry of Business, among others.

Booths are priced between $30,000 and $50,000, but persons involved in craft will be offered free space or heavily subsidised rates under a special package which has been arranged to attract young entrepreneurs.

olice in Region 10 (Upper DemeraraBerbice) have destroyed over 15 acres of marijuana plants during a drug eradication exercise at 20 Miles, Ituni, Upper Demerara.

A Police report said that during the operation, over 15 acres of cultivated cannabis with an estimated

100,000 plants ranging in height from one foot to seven feet were destroyed by fire.

Additionally, 4 nurseries with approximately 250,000 seedlings and two camp houses were destroyed by fire.

No one has been arrested, but Police are continuing their investigations.

ocated in Region Three (Essequibo Islands-West Demerara), Parika is the gateway to the Essequibo coastlands.

Known as a port township, as it is popular for its ferry service to Supenaam, Bartica, and the islands such as Leguan, Wakenaam, Hog Island, etc; Parika was also in talks of becoming a town.

Having over 4000 inhabitants, the community is also famous for its Saturday night-Sunday morning market, as well as being a commercial hub due to its central location.

Up to 500 individual merchants set up their stalls containing various produce. These produce includes banana, coconut, plantain, cassava, watermelon, etc. It is also known for its exotic pet trades including parrots and various birds.

Parika is also known as a vast fishing community, as fishers would go out to sea from the wharf and return to ply their trade on a daily basis.

It is also a major hub for land transport, since it is a route terminal for minibusses.

The community is also known to be one of the central business areas in Region Three, housing more banks than any other region. The fact that Republic Bank, Scotia Bank, Guyana Bank for Trade and Industry, and Demerara Bank are located in Parika is testament to the commercial viability of the village.

Parika is also home to Guyana’s first twotiered parking facility. The parking lot known as the S&R Parking Lot, is located at 162 Parika, East Bank Essequibo.

The multimillion-dollar structure leads the way countrywide in terms of single parking spaces.

The construction of the steel structured parking lot commenced in 2010 and can accommodate 102 vehicles.

The parking complex is convenient for persons travelling to the islands and only costs $500 a day.

Parika also houses many schools, a health centre, a Police Station, and many businesses, which is one of the main reasons for the daily hustle and bustle on the streets.

The community contains much more than what is seen on the surface. Driving into the backlands, alias the ‘backdam’, there is much more to be seen.

The backdam is widely known for its ground provision cultivation and poultry rearing.

These farmers supply provisions, such as plantain, eddoe, cassava, yam, sweet potato, etc to various parts of the country; the same is done with the poultry.

The people of Parika however, are the highlight of what the community stands for: Unity is visible in the close-knit community.

Speaking with a few villagers, they all talked about the comforts of living in the community.

Some proclaimed that “we are all like family here”, which says much about them.

It is a custom for loud music to be heard when traversing through the community since weddings and parties are held regularly.

According to villagers, one does not need an invitation to these events, since as long as you live in Parika, you are welcomed.

The sunshine village is continuously developing and is expected to be a greater attraction in years to come.

ark Cavendish rode a wave of British track cycling gold to put himself in contention for the omnium race on Sunday with three disciplines remaining.

Frenchman Thomas Boudat topped the standings after the scratch race, 4km individual time trial and elimination race with Italian Elia Viviani in second spot, two points behind.

Tour de France stage specialist Cavendish produced a scintillating time trial, going second fastest, 11 seconds quicker than at the London world championships when a poor ride in the discipline left his Rio selection hopes in danger.

However, he was cursing himself when he could finish only seventh in the elimination race when looking comfortable.

He will go into Monday in third place, however, with an eight-point deficit to make up in the final three events, the flying lap, the time trial and the points race.

Cavendish, who won four

sprint finishes at the Tour de France to take his tally of victories to 30, is bidding to win an Olympic medal for the first time -- having suffered frustration on the track in 2008 and road four years later.

Britain have already won four of the six track golds in Rio. Olympic champion Lasse Norman Hansen had looked impressive, winning the 60lap scratch race and setting a new Olympic record in the 4,000m individual pursuit to have maximum points after two events. But he dropped out first in the elimination race and was sixth going into Monday.

World champion Fernando Gaviria, bidding to be the first Colombian to win an Olympic cycling gold medal, had a mixed day.

He suffered in the individual pursuit, getting lapped by the flying Cavendish. But he repaired some of the damage in the elimination race where he survived to the final three.

The omnium is the ultimate track cycling test with the disciplines requiring sprinting prowess and endurance.

- Michael Phelps, the most decorated Olympian, said Sunday in his farewell news conference in Rio. When Michael Phelps decided to try for the Rio Olympics, after his short-lived retirement following the 2012 London Games, the reasoning was perfectly clear to him.

Though he managed to win six medals in London, four of them gold, he had not trained to his standards, had not been as engaged in the pursuit as he was in 2004 and 2008, when he became an Olympic legend.

In rededicating himself to one last run at glory in 2016, Phelps vowed to do it the right way. His drink-driving arrest in 2014 and the birth of his first child, son Boomer, earlier this year only reinforced that notion.

But having starred in Brazil, where he won five gold medals to take his career Olympic tally to 23, Phelps once again declared himself done with competitive swimming.

“This is it,” he said at a news conference.

“I said it before but this is the last time you’ll see me in the water racing.

“After the relay last night, that’s why I was hunched over and more emotional than

I was in London, because it actually meant something. I don’t want to say London didn’t mean anything but this is how I wanted to finish.

“I didn’t want to feel like I was forced to do something. I did this this time because I truly wanted to.”

It is difficult to imagine any athlete challenging his medal totals - 28 overall and 23 gold - so now it is time for Phelps to find another pursuit.

The options he ran through Sunday included growing the sport of swimming, teaching more children to be water safe, and growing his family.

While there are unknowns ahead, Phelps is confident he is bowing out at the right time.

“I’m in the best place possible, with everything that’s going on in my life,” he added.

“This is what I wanted to finish my career with. This is the cherry I wanted to put on top of the cake.

US swimmer Ryan Lochte, three others robbed

old medal-winner Ryan Lochte and three other members of the US Olympic swimming team have been robbed in Rio. Lochte, Gunnar Bentz, Jack Conger and Jimmy Feigen were stopped by people posing as armed police, the US Olympic Committee (USOC) said in a statement.

The robbers demanded money and other personal belongings.

Initially the International Olympic Committee (IOC) denied reports of the robbery, before the US committee confirmed it had taken place.

Lochte said on Twitter that he and the other athletes were “ safe and unharmed “, and thanked all those who had given him support. he group had been attending a party at the French Olympic team’s hospitality house when their taxi was stopped on the way back to the athletes’ village.

News of the incident first emerged from Lochte’s mother, Ileana, who told USA Today her son was unharmed but shaken by the theft.

“I think they’re all shaken up. There were a few of them,” she said.

Earlier, IOC spokesman Mark Adams said reports of the robbery were “absolutely not true”.

Lochte swam in two events at the Rio Games, winning gold in the 4x200m freestyle relay.

In the build-up to the games, three members of the Spanish Olympics sailing team and an Austrailian paralympian were robbed at gunpoint.

ecently West Indies selection panel led by its chairman Courtney Browne sacked two times World T20 winning captain Darren Sammy from captaincy as well as the team. He has since been replaced by Barbadian allrounder Carlos Braithwaite, who is a rookie of eight T20 International matches thus far in his career.

Braithwaite first assignment will be the upcoming bilateral T20 tournament against India in Florida. His claim to prominence was the final over in the World T20 final earlier this year where he blasted 24 runs to ensure West Indies won the title for a second time. However, since the announcement of the new captain all has not been well between the selection panel, the fans and stakeholders of cricket, especially West Indies cricket.

The following are some views of three former West Indies player about the decision to sack Sammy and choose Braithwaite.

ting in the final over. I think that takes someone with good presence of mind, good intent and preparedness. It also showed good qualities of being positive although the odds might be against you.

And of such if you are going to lead, you have to lead by example and I see him as a person who’ll exemplify conduct to get others to act in accordance, despite situation might be challenging.

I am sure he would have drawn experience from senior players that would help in his new role.”

Travis Dowlin, the former West Indies opening batsman finds the decision surprising. He said, “According to the chairman, Sammy’s lack of performance is what caused him his place. However, I’m surprise at the replacement when they are players like Kieron Pollard, who is an established player and is doing well for the Barbados Tridents. He seems a good tactician, who handles pressure well. In my views he should have been the most logical choice.”

Another former West Indian fast bowler, Reon King, chipped in by saying; he is a firm believer of a simple policy of picking a team. In saying that, he does not think Sammy has done much in the last 16-18 months. In his opin-

ion the team is a good team even without Sammy, nevertheless, he is shocked at his replacement. “Carlos is now getting a feel at international cricket and should have been given a chance to develop, in other words he is a ‘young duck’”.

According to him he would have opted for Jason Holder instead of Braithwaite for the short term to prevent the chopping and changing of leaders, then look for a long term solution. “We need to establish a leader, one that is capable of making the team”, said King Braitwaite is 28 years of age and has been trusted with a big role after just eight matches where he has scored 59 runs at an average of 19.66 with his highest score being 34 not out in the World T20 finals earlier this year.

The sacking of Sammy would have ended his six year at the helm since he took over in 2010. According to selectors he was dropped because of his poor form.

However he scored over 200 runs in the CPL at an average over 40 and took 13 wickets to finish as one of the tournament’s top allrounder and performer.

ational youth players Joshua Jones and left-handed batsman Orlando Jailall impressed in the Essequibo Cricket Board (ECB) Academy two-day game between Shane Wong XI and Mahindra Persaud XI before rain halted play.

Both players struck half centuries before the rain intervened. Jailall made an unbeaten 58 to guide Shane Wong XI to 110-6 off their allotted 30 overs batting first at Imam Bacchus ground, Affiance. Skipper Wong got 18 as Joshua Jones snared three wickets.

Jones then returned with the bat tio hit a stroke filled 63 as Persaud XI responded with 127-5 in 30 overs.

he recent transfer window saw some sweeping changes in the dynamics of teams in the Guyana Football Federation (GFF) Elite League, with many players taking leaps to other clubs. Frutra Conquerors is one club, which faced the brunt of the transfer window, losing several quality players.

However Club Secretary Daniel Thomas believes the club’s proud tradition of performing well is bound to continue, since it has been around for quite some time now.

He said, “come next year Conquerors will be 35 years as club, the important thing to know about that is the longevity of the club and that is substantial in itself, we are proud of what we have been able to maintain as a formation of a complete club, it is where you can come anytime and find various levels of football being played”.

Thomas added, “In the transfer window that just closed, the club lost at least eleven quality players to various clubs; yes it will have some sort of effect because those players were quality players but I’m certain the club is going to rebound”.

In the league Finale, the Tucville based club finished second on the point standings playing fourteen matches, winning eleven, having just two losses and one draw. Compared to the first half of the season where they finished in fourth position with just five wins, four losses and five draws.

The turnaround in fortunes was due to some stellar performances by many of those who departed, and that the fact that the team showed great camaraderie on the field.

leven year-old Rennacko Robert, an Under 13 cricketer of the Rose Hall Town Youth and Sports Club, M.S copped the “Student of the Year” Award when the RHTYSC/ Republic Bank 2016 Educational summer Camp Concluded at the Area ‘H’ Ground on Friday.

The Camp was conducted be Senior Teacher Pamela Adrian and a total of 60 students attended the five weeks programme. Students were drawn from across Region 6 as parents took advantage of the free course to prepare their children for entry into Secondary School.

Secretary/CEO of the RHTYSC Hilbert Foster stated that the Camp was very successful and that each student was now fully prepared to make a successful transition from the primary to secondary level. The students were taught Mathematics, English ‘A’, English B, Social Studies and Integrated Science while they were also involved in twelve sessions on a range of topics of interest to youths.

uyana women have lost their team title in a tight battle with Barbados by a 3-2 match score in the Caribbean Senior Squash Championships on Sunday in Trinidad and Tobago.

Guyana's wins came from Larissa Wiltshire and Taylor Fernandes who had helped tie up the match score only for Mary Fung-A-Fat to go down to newly crowned Caribbean Individual Champion Meagan Best by a three to one score.

Meanwhile, the Men’s team playing for third place, saw a rematch of their pool match on Friday against Cayman Islands and managed to reverse the result this time around to finish the event in third. Nyron Joseph, Jason Ray Khalil and Kristian Jeffery scored the crucial wins.

Next year, Guyana will look to retain all titles when the championships move to St. Vincent and the Grenadines.

The RHTYSC, M.S he stated would continue to invest heavily in education and informed them that the Club is always available to be of assistance to them. Foster also expressed gratitude to Republic Bank for its continued sponsorship of the Camp and make special mention of Rose Hall Town Staffer Harry Das Ghaness, Samantha Leitch and Seema Brijlal.

Camp Tutor Pamela Adrian stated that each of the

students showed improvements during the programme and praised the discipline displayed over the five weeks.

Adrian explained the difference between the Primary and Secondary School level and expressed confidence that every one of the students would be successful in the transition.

The hard working educator also expressed gratitude to Republic Bank for investing in the educational career of youths.

here was no stopping the peerless Usain Bolt as he became the first man to claim three Olympic gold medals in the men’s 100 metres.

The incomparable Usain Bolt made history at Rio 2016 on Sunday, defending his Olympic 100 metre title in style to become the first man to win the event three times.

Bolt, who claimed 100m, 200m and 4x100m relay golds at each of the previous two Olympics and is chasing a ‘triple-triple’, once again got the better of arch rival Justin Gatlin with a time of 9.81 seconds.

The popular Jamaican now stands alone as the greatest sprinter in history, having bettered Carl Lewis’ achievement in earning backto-back golds at the 1984 and 1988 Games.

A Bolt victory - in what he insists will be his last Olympics - had appeared almost inevitable after the 29-year-old eased through the semi-finals earlier on Sunday in 9.86secs, despite easing up well before the line.

Van Niekerk wins 400m in world record time

A

truly remarkable performance from Wayde van Niekerk saw the South African win the men’s 400 metres at Rio 2016 in a world-record time.

Wayde van Niekerk upstaged his more fancied rivals with a truly sensational performance to win gold and break the world record in the men’s 400 metres at the Rio Olympics.

The South African left pre-race favourites Kirani James and LaShawn Merritt in his wake, triumphing in a stunning time of 43.03 seconds on Sunday.

In doing so, he shattered Michael Johnson’s world record of 43.18secs, set by the American in August 1999.

rincess She Is Not of the Sheriff racing Stables led from start to finish to outrun a field of 12 top horses in Guyana on Sunday, to win the Guyana Cup 2016 at the Port Mourant Turf Club, Berbice.

With a first prize of $4 million and 1800 metres to race; Princess She Is Not, C P Got Even, King’s Night, Just Call Me Boss, Climate Change, Golden Blue Boy, Jack In My Style, Because I say So, Plum Plum, Lady Budapest, Goodwill Boy and Bridal Stone Corner were all out in an even break and firing on all cyclinders. The mare opened up with long strides as they went around the first turn. Plum Plum followed with Jack In My Style on his heels.

As the animals started to stretch out as the race progressed at a fast past, the two-time defending champion C P Got Even made a move and got into the fourth position at the half way point but Jockey Patrick spurred Princess She Is Not on and Jack In My Style held on.

Lady Budapest which showed promise at recent race meetings started to gallop on the outside in the last 500 meters; taking advantage of the tiring

legs of the other animals, but Princess She Is Not held on and Jack In My Style kept her nose ahead to see Lady Budapest crossing the finish line in third position. Just Call Me Boss finished fourth to claim the $500,000 prize.

The second place was worth $2 million and the third place $1 million.

The Banks DIH trophy was also part of the first place price, while the Jockey receiver $50,000 for piloting the animal to win the Guyana Cup. Nine of the 10 races carded were run off with E Mohabeer Stables finishing with three wins and Jumbo Jet Racing Stables, two.

The J1, four-year and lower event over a distance of 1200 meters was won by Royal Cash of E Mohabeer Stables. The winning purse was worth $350,000. The second place went to Red Jet ahead of Party Time and Massapqea Dr in that order.

The 1200 meter G1 and lower Suriname invitational was won by It’s My Choice to claim the $450,000 first prize. Occupying the other places were Compador, Valtalmor and Captain Crook in that order, while the L Class maiden which saw a field of 15 animals was won

by Daddy’s Dollar. The first place prize was $375,000. In second place was De Rocket ahead of Fire Ball and Dirt Man. Cat Messiah of the G Singh Stables won the H1 and lower event over a distance of 1200 meters to take the $450,000 prize. The second place went to Quiet Dancer ahead of Captain Crook and Mid Night Blues.

The three-year-old West Indian and Guyana bread race was won by Isn’t She Charming. The event had a top prize of $1.5 million.

In second position was Red Rocket, with Wichie Poo third while Awsome Cash of the E Mohabeer Stables won the two-year-old Guyana bread event. The winning purse was $400,000. The second place went to King Stanley with Seven Dust third and Genuine Risk fourth.

The first prize in the E1 and lower class race was $800,000 which was won by Red Lovely ahead of Right To Rule, Brave Sky and Perfect Windstorm finishing in that order.

Finishing in almost dark Quiet Storm won the G3 and lower event. The top prize in that event was $400,000.

James, the champion at London 2012, ran faster in Rio than he did four years ago, but finished 0.73secs behind as Van Niekerk took al-

Thompson strikes gold!

amaica continued its dominance in the women’s 100m as Elaine Thompson secured the country’s third consecutive 100m Olympic gold medal, with Shelly-Ann Fraser-Pryce taking the bronze. Thompson, competing at her maiden Olympics, took the victory in 10.71 seconds to add Olympics 100m gold to her 2015 World Championships 200m bronze.

Fraser-Pryce was seeking to become the first athlete to win gold in three consecutive 100m Olympic finals, but appeared to have been hampered by a season-long foot injury as she did not get off to her usual quick start to finish third in a season’s best of 10.86.

The two medals took Jamaica’s Olympics tally to 69.

The silver medal was capture by Tori Bowie of the USA in 10.83 while Dafne Schippers of the Netherlands, who was expected to challenge for a medal finished fifth in Elaine Thompson 10.90 seconds.

ritain’s Mo Farah stormed to the gold medal in the Olympic 10,000 metres final on Saturday, recovering from an early fall to retain his title with a blistering final lap. Farah, who won the 5,000 and 10,000 metres at the 2012 London Games, was tripped with 16 laps to go and fell to the floor but he picked himself up and appeared in complete control throughout a cagey race to win in 27 minutes 5.17 seconds.
