abinet has made no decision to impose any “travel ban” on graduates and students of the University of Guyana (UG) who have defaulted on their repayment of student loans.

The matter was raised on Wednesday at the level of the Parliamentary Sectoral Committee on Foreign Affairs when Vice President and Foreign Affairs Minister Carl Greenidge and Citizenship Minister Winston Felix appeared to testify before the Committee.

Finance Minister Winston Jordan on Saturday last announced that all information on recalcitrant borrowers would be placed at immigration points in an effort to enforce the ban.

He had explained that the decision was taken by Cabinet after the forensic audit, conducted by accounting firm HLB, R Seebarran

and Co, into the UG Student Loan Agency revealed that from the year 1994 to May 2015, some 17,567 or 69.4 per cent of 25,335 student loans were deemed delinquent after students did not honour their debt.

Party/Civic (PPP/C) Member of Parliament Nigel Dharamlall queried what he called unconfirmed reports that the Finance Minister had indicated that in order to recoup monies owed to UG, ports of entry and exit would be monitored.

The query was posed to Minister Felix who holds the substantive portfolio for the migration sector, who in turn told the Committee that the proposal by Jordan was nothing new.

Jordan had made the announcement at the commissioning of the new Student Building at the Loan University of Guyana.

Felix told the Committee, chaired by Opposition Chief Whip Gail Teixeira, “as far as I know, this is nothing new…All I can tell you, is if you know you study at Government’s expense and now you want to go outside,

in your contractual arrangement it says what you must do if you want to travel.”

Minister Felix was, however, confronted with the supposition that there could have been some misinterpretation of the Finance Minister’s assertion, since according to Teixeira, travel restrictions are provided for bonded students, but there was now talk of a “travel ban”.

Teixeira was adamant that had Minister Jordan been misinterpreted then the onus was on him or Government to present a clarification to the public since his announcement has caused a significant level of uneasiness across the country.

“If the news media is misrepresenting what the Minister said, then Government has to correct it,” said Teixeira.

She informed the Committee that imposing a travel ban on students was

completely different to enforcing restrictions on bonded students.

According to Felix, “All I am going to say that in terms of execution, that has not reached me as yet.”

He was speaking to the fact that as Minister with responsibility for migration, he has not been formally made aware of any such decision

by Government or presented with an execution plan.

“I will be waiting to see what the Honourable Minister (Jordan) really intends…I don’t know where that statement came from,” said Felix.

The Minister of Citizenship was adamant that no such directive has been circulated within the official Government circles, specifically the Cabinet (Council of Ministers).

Foreign Affairs Minister Greenidge, at this point, made it clear that media reports sometimes use language very ‘loosely”.

According to Greenidge, “I am not aware that Cabinet made any such decision.” He suggested too that the words “travel ban” might have been inadvertently used.

He subsequently explained to several concerned employees at Parliament Building—all of whom were concerned over the proposal—that a ban could not be put in place since that would be unconstitutional.

Over the weekend, former Attorney General and Legal Affairs Minister Anil Nandlall had also reacted to the announcement by Minister Jordan, calling it unconstitutional.

Nandlall had told Guyana Times instituting a travel restriction for UG students with outstanding loan debts was a decision made on the premise of overwhelming incompetence and a blatant violation of constitutional rights.

Nandlall argued that the travel ban went against all existing laws, and pointed out that one wrong could not be corrected by another.

“Any first-year law student would know that the Constitution is the supreme law of Guyana; that the Constitution confers upon every citizen certain fundamental rights and freedoms, including the freedom of movement, which includes the right to leave and enter Guyana. Every first-year law student would also know that a person cannot lose these fundamental rights and freedoms if they breach a contract, even a contract with the State,” the Opposition Member of Parliament (MP) asserted.

He contended that the principle applied even if the contract provided as a penalty for non-payment a travel restriction.

“That contractual term would be unenforceable because one cannot “contract away” one’s constitutional rights. In any event, these loan agreements contain no provision in relation to prohibiting the borrower from leaving the country….

Different pieces of legislation specifically provide how and in what circumstances a person can be prohibited from leaving the jurisdiction,” he explained.

WBD teen arraigned for murder

A

teenage murder accused on Wednesday made an appearance at the Vreed-en-Hoop Magistrate’s Court after he was charged for killing Unity Street, La Grange, West Bank Demerara (WBD) resident, James Stewart, whose body was discovered along the roadside near his WBD home.

Appearing before Magistrate Christel Lambert, the teenager, [name withheld] was not required to plea to the indictable charge, which stated that on July 17, he murdered James Stewart.

This charge follows the teen’s alleged confession on Sunday that he committed the act. During Wednesday’s arraignment, the Prosecution stated that it is ready; the Preliminary Inquiry and its 20 witnesses are ready to testify.

Meanwhile, Defence Counsel Melvin Duke, told the court that there were gross violations of laws committed, as the defendant was held in Police custody for over 84 hours and was not afforded the privilege of

an attorney.

Magistrate Lambert noted these claims. The case was transferred to the Wales Magistrate’s Court where the teen will make his next appearance on September 9.

After the arraignment, eldest sister of the dead man, Camel Stewart explained that her brother was often beaten in his periods of intoxication. She along with her other relatives stated that justice must be served.

Meanwhile, according to

reports, the youth allegedly told Police in his confession, that Stewart had knocked him off his bike, causing him to fall to the ground. He said he went to a friend’s home, borrowed a hammer and returned to where he had last seen Stewart. It was then that he reportedly struck the man once to the head with the hammer. Stewart’s post-mortem report revealed that the he died from haemorrhaging and multiple injuries to the head.

he coalition A Partnership for National Unity/ Alliance For Change (APNU/ AFC) Administration is woefully behind schedule when it comes to the Amerindian Land titling project.

Indigenous Peoples’ Affairs Minister Sydney Allicock, made the disclosure on Wednesday when he appeared before the Standing Parliamentary Sectoral Committee on Natural Resources, chaired by People’s Progressive Party/Civic (PPP/C) member, Odinga Lumumba.

In fact, Allicock, who also holds the Ministerial portfolio for Indigenous Peoples’ Affairs, told the Committee that the situation was very worrying and cause for concern.

The work of the Ministry is lagging so far behind that the APNU/AFC Administration has only been able to complete the land titling process for one community during the one year it has been in office.

He said that of the 68 communities that had been earmarked for land titling to be completed, only 18 have been completed and this was accomplished since the most of the preliminary works for those villages would have already been completed by the previous Government.

Minister Allicock said the situation “is now a worry for all of us.”

According to Allicock, the delays were in large part due to the need for ‘Free, Prior and informed Consent’ on the part of the communities before the process could be completed.

Former Minister with responsibility for the sector, Pauline Sukhai, chided Minister Allicock over the substantial delays in the land titling project and said Government would have failed to deliver to the Amerindian people on their commitment to once and for all bring closure to outstanding land issues.

she too was concerned over the inordinately long delays.

The former Minister, at one point in time, was upbraided by the Committee Chairperson, since Sukhai accused the Vice President of being untruthful to the Committee. The answers provided by the technical persons, seemed to point to logistics being one of the main problems for the delays in the land titling project, instead of the reasons proffered by Minister Allicock.

Committee Chair, Lumumba used the opportunity to suggest to Allicock that since the project had been suffering from such extended delays, an extension may have to be requested from Parliament.

Allicock in turn informed the Committee that the Ministry is currently in discussion with its donor partner, the United Nations Development Fund (UNDP) and will soon be approaching the National Assembly for an extension for the project.

Allicock told the Committee members that among the issues affecting the process, relates to overlapping issues with mining blocks and forestry operations which led Lumumba to suggest the formation of a mutually agreeable body between stakeholders in an effort to resolve outstanding issues, since a judicial recourse would see the matters being tied up in the courts for years.

There was also the suggestion that one of the primary reasons for the lengthy delays in the land titling, had to do with the fact that the Ministry was in fact investigating the works undertaken by the previous Administration, instead of forging ahead with the project at hand.

This was denied by the Minister’s technical advisors, who instead suggested that the work done by the previous Administration was in fact taken on board by the current Administration.

Not satisfied with the answers being presented to the Committee by Minister Allicock and team, at least one Opposition member opted to walk out of the Committee meeting and could be overheard calling the exercise a waste of time.

Opposition PPP/C Committee Member Neendkumar, took umbrage to the fact that Minister Allicock’s answers seemingly contradicts answers provided by members of the technical

team.

Meanwhile, Sukhai, in an invited comment, told Guyana Times following the end of the session, that she was not at all fully satisfied with the pace with which the land titling project was continuing and in fact suggested that this has occurred because the current Administration had fired the entire unit that held responsibility for the project under the previous Administration.

According to Sukhai, it is disappointing that the Administration was gearing to host another National Toshaos Conference and would have been unable to complete any substantial work with respect to land titling.

She is adamant that the PPP/C Administration, while in office, had left a solid platform for the coalition Government to build on.

“But of course when you are going to remove the entire technical team, obviously you will have a second gestation period,” Sukhai posited.

The removal of persons from that unit, according to Sukhai, inherently resulted in the loss of institutional capacity and technical knowledge in the area.

She acknowledged that while this move, on the part of the Administration, cannot be considered as the primary reason for the substantial delay in the project, it is certainly one of the key reasons.

Sukhai suggested too that the Ministry might have been preoccupied in revisiting works which the current Administration would have believed was not done up to standard.

Our diverse nation

D

iversity at its most obvious level concerns differences.

While we may all be humans, we would be hard put to deny that we are further characterised by a surfeit of differences. Even if we were to restrict our survey to “culture” which supposedly distinguishes us from other animals, there are so many religions, languages, traditions, values, morals, customs, etc. While equipping us with attributes that connect us with some people, at the same time they make us different from others.

Diversity, then, is an ineradicable fact of life. It is rather anomalous, however, that of recent, with the increased immigration of Muslims into a generally Christian Europe, there has been a backlash against diversity after a period when the West as a whole had seemed to embrace diversity.

The ascendancy of Donald Trump in the US presidential race demonstrates that the movement against diversity is rising there as well – and against Muslims in particular.

Interestingly, the definitive text of Islam, the Quran, offers a salutary perspective on the question of differences: “We have made you into nations and tribes that you may know each other.” Differences, therefore, were inscribed in the human condition by the Creator to facilitate recognition. If we were identical in every way, how would we distinguish between each other?

Today, Islam is bearing the brunt for being "exclusionary and assimilationist". One has to wonder, in light of the above explicit exhortation this may not be a reaction to the pressures of the exclusions and assimilationist imperatives of the West following the Muslim Ottoman Empire's defeat in, and subsequent colonisation after, WWI. During its four hundred years of rule, the Ottoman Empire area was an ocean of stability. Unlike their practice of allowing all groups to observe their own cultures and personal law, the European successors insisted that all groups had to assimilate to the majority (read “victorious”) culture. Uniformity not diversity became the standard. In fact, the epitome of this perspective became the motto of the US, the successor and inheritor of the European vision: E Pluribus Unum – out of many, one.

Interestingly, the West backed off their rejection of diversity and promotion of assimilation from the 1960s as they became aware of the dark and violent downside of such policies. Multiculturalism became their watchword and much goodwill was recovered – which as was stated earlier, the new Islamic dispensations rejected as a subversive tactic.

Very sadly, however, there has been a reversal of the multicultural approach in Europe and the US, making them more like the post-Ottoman Islamic states. In both civilisations, there is a growing xenophobia against "others", who come from different cultures.

In Europe because many – if not most – of the immigrants are Muslims, the backlash has taken an overtly anti-Islamic flavour. That this rejection of multiculturalism comes close on the heels of several wars waged in several Islamic countries by Western powers raises the suspicion that there is more in the mortar than the pestle.

In Guyana, our diversity is legion as, apart from the indigenous peoples, we are a nation of "immigrants" whether brought here voluntarily or otherwise . There was a time when under colonial domination we too insisted on total assimilation, but after independence, came good sense. We now actually celebrate our diversity, hence our public holidays calendar dotted with commemorations of events from our various cultures.

Our school curriculum also assists in teaching acceptance of diversity by exposing us to the significance of the various beliefs and practices. Fear is always fear of the unknown and is banished by knowledge. We have to be careful that our proclivity to slavishly adopt Western trends does not precipitate any local anxiety about our Muslim brothers and sisters and vice versa.

In our hundreds of years of coexistence, Islam has not simply added to our diversity; it has enriched our common humanity not to mention our Guyanese identity.

Evidence exists of racially biased practices of coalition Government Dear Editor, The response to Bharrat Jagdeo’s charge of racism in Guyana is all hot air, unsupported with credible evidence. Indo-Guyanese feel Jagdeo is justified in making the charge that Indians are the victims of racism.

Guyana is a racially divided society and every Government decision or aspect of life has been viewed through the prism of ethnicity, even when race has nothing to do with the act; it is an inescapable, immutable fact of our society. It is no different in other ethnically divided societies and even in advanced democracies like the UK, Canada, Switzerland, Belgium and Jim Crow America.

Government, therefore, must take care not to pursue measures that will be construed as being deliberately “ethnic”. But that is exactly what it has been doing since it took power in 2015. Removing primarily Indians or Amerindians from jobs, for example, or hiring only PNC/AFC party supporters, or targeting PPP supporters for SARU and SOCU, as has been the case since May 2015, would inevitably be viewed as ethnic in nature, not different from say, what happened to Black Americans in Jim Crow US. It is in this context that Indian and Amerindian Guyanese feel they have been victims of racial discrimination. And

those who feel they have been victims of discrimination, as well as those who advocate their case should not be condemned as has been the case in the media over the last week. Victims, as well as advocates have a right to express their views.

If advocates like Dr King or Malcolm X or Congressman Lewis had not spoken out against Blacks, change and equality would not have come about in America.

Making a claim that there is racism in Guyana does not mean there is racism. A case has to be made out with solid evidence (facts, anecdotes, etc). But to attack those who claim that there is racism in Guyana is unacceptable and such attacks are themselves a racist position; they are the real racists. Let the advocates make their case and those who disagree offer sound counter-arguments – don’t attack the messengers that they are pandering to ethnicity. In which multi-ethnic state do ethnic leaders not pander to ethnicity? Even Donald Trump in developed America has been pandering to Whites against Hispanics, Blacks, Asians, natives, and Indians. Conversations with every Indian, Amerindian, Chinese, Portuguese and even some Mixed and Black Guyanese in the greater New York area reveal a feeling of discrimination directed against supporters in

Guyana based on political affiliation and ethnicity. To justify this discrimination with the excuse that “PPP also discriminated when it was in office”, if indeed it discriminated against people, is not a sound counterargument. That in and of itself is an acceptance there is racism directed against Indians. The PNC/AFC campaigned on a theme that it would be different from PPP. So doing more of the same (ethnic discrimination) is not what people voted for and is not justifiable grounds to practice ethnic cleansing of Indians. And at any rate, the country needs national unity. It cannot afford an ongoing policy of racial victimization, or discrimination.

In our fragile democracy, Government cannot govern only for those (50 per cent) who voted for it. It must govern for all. Besides the country has been retrogressing and needs all hands on deck for growth and development.

Prosperity can only be experienced through race-neutral policies. Otherwise, the country will return to that dark period of bankruptcy, as happened during the 1970s and 1980s.

The Government has given the opposition cause to cry discrimination based on those who were fired or terminated or removed from their job, as well as those who it has hired. Even when

race has nothing to do with a Government action, racial foul is cried. In Guyana, almost everyone hired or every Government advisor and board appointee, it is claimed, is a known supporter of the regime. Almost every diplomatic appointee, save Bayney Karran, is a Government supporter. So evidence exists on discrimination against Indians and other PPP supporters.

To address charges of discrimination, government must depoliticize and “deethnicise” appointments, investigations, decision makings, and policies. It must spread resources evenly across all groups and neighbourhoods. It must make every effort to appoint people on merit to reflect the composition of the population so as to neutralize the charge of racism. If appointments were racially balanced and if most people who were/ are fired are not Indians and Amerindians, charges of discrimination would not have been made. Also, to address charges of discrimination, real or perceived, the Government has to implement its promise of power sharing among the ethnic groups and parties. Failing that, charges and counter charges of discrimination will continue ad infinitum.

Drug shortage at public hospitals Dear Editor, The Health Authorities have been making the empty boast that the public hospitals do not have any drug shortages. This boast is not true. On August 02, 2016, I went to the pub-

lic hospital’s pharmacy to collect my monthly supply of Losartan and Atenolol, two much used blood pressure tablets, but was told that they had none in stock and could not predict when again they would have.

After three days, the pharmacy could not honour my prescription and I would have to spend another day waiting to see the doctor to give me a new prescription.

Could the Honourable

Minister of Public Health and the CEO of the Hospital let the public know when the drugs would be available?

Nagamootoo needs to get a grip on reality Dear Editor, I am appalled at Moses Nagamootoo’s statements as reported by GINA. For a man who claims to be a politician he obviously is wearing some mask or is patently seeking to hoodwink a certain ethnic segment of the Guyanese population once again.

1. His reported comment regarding: “our country would have come out of the doldrums of backwardness of people suffering from wants and needs, if only we can tap into our natural resources, into our gas and oil resources, and we could utilise the vast wealth from that sector to benefit all of our people.”

What a load of rubbish.

Without the discovery of

oil and gas prior to May 2015, has he bothered to look at the economic advancement of Guyana?

Where was he plying his trade for the last 23 years? Guyana was set on the road to greater prosperity and he must be honest enough to admit that since he took office, however diminished or underutilised he has been, that his Government has made not one policy statement or attempt to present a sound economic and feasible plan for the duration of this Government.

All the benefits this Government is enjoying are as a result of the methodical and systematic diligence of the PPP/C government 1992 to 2015.

2. Nagamootoo then goes on to say as reported: “National unity is not only a slogan, national unity is the soul of our country’s security, without it we are nothing and therefore all the negatives that we hear and political leaders, for whatever reason, come on, look at the need for our people to weld themselves together, to build national cohesion rather than try to sow the seed of distrust, the seed of division, the seed of ethnic hatred.”

Is this man living in the real world? What has he done about Wales Estate?

He invited a few affected workers to his plush office and offered them a soft drink and endless platitudes. Why has he not

gone to visit those farmers and their families in Wales and the surrounding villages to discuss and get a grasp of the hardship those people will suffer after Wales Estate closes?

He tries to insinuate that political leaders are sowing seeds of distrust, division, and ethnic hatred. Has he forgotten what democracy, free speech and telling the truth about the reality of life in Guyana to those who live in other countries, but still contribute to the welfare of their relatives here in Guyana, really means?

Under this Government we are seeing a growing contraction in the economy. We all know that once

again the oil market is in turmoil, with prices heading lower for the foreseeable future.

This country cannot plan an economic strategy around future expectations from oil and later gas, as there is no concrete guarantee that the oil exploration companies can have a guaranteed return on the capital they will need to employ in the production process.

As for this idle talk about Sovereign Wealth Fund, how can you possibly know what the basis of such a Fund will be when the basic structures to create such a Fund is non-existent.

It is time Nagamootoo forget about offering an ol-

ive branch to the PPP/C. Not in a million years will that work. He and his cohorts need to get a grip on reality and admit that their colossal pay hike was unjustified and start by reversing that squandering of resources, begin to listen to the Opposition and correct the wanton destruction of the economic bases of Guyana.

Until he can persuade his colleagues in Government that they are taking the country down to level which we left 15 years ago under the guidance of the PPP/C, then he should stop his irrelevant banter.

Granting of events permit must be investigated Dear Editor, The August Monday Fun Day, or whatever you may call it, was held at Aurora Village, Essequibo Coast, on August 01, 2016. This annual event, coinciding with the Emancipation of slavery, started more than a decade ago, and although people from all parts of the region and from elsewhere would travel in their numbers to attend the event, not a single person would attire in any form of African wear, neither would there be any African food or drink on sale, nor any African music.

This event started with one music set, now it has two of these sets with several “boom boom” boxes, but when you look at the area where the event is held, it is a congested area in terms of houses, and I unfortunately, have my bedroom about fifty feet from where one set has its “boom boom” box-

es and would be blaring their music from them.

Despite several reports to the Police at the Aurora Police Station over the years by myself and other persons, this loud, lewd and vulgar music is allowed to play much to the discomfort and annoyance of residents of the area.

The Sergeant in charge of the Aurora Police Station, prior to the event, did some investigations by taking statements from persons, and he led me to believe that he has recommended that permission should not be granted to the applicant to hold this event.

I had a friend who use to say, “show me a man who does not like music, I’ll show you a dead man…”, and a teacher use to say that there is a difference between music and noise, the volume determines this, and what I and others had to endure for more that twelve hours was definitely noise. One music set was clearly trying to outdo the other.

– it’s a digital world, but your child still needs to master IRL skills like making small talk and looking someone in the eye. These simple steps will help you teach your child these important social skills

ast month, I watched a seven-year-old boy at his grandfather’s birthday party ignore his aunts’ and uncles’ attempts to talk to him because he was staring, Walking Dead-like, into a mobile device.

I can’t remember the last time I was in a restaurant and didn’t spot children at a nearby table (and occasionally my own girls, who are eight and six) spending the entire meal playing Minecraft or Temple Run on a smartphone.

But even that pales in comparison to when my 18-yearold niece came to visit recently and I caught a glimpse of what my life might look like in 2025. It wasn’t a pretty sight: I eventually had to declare a “no texting at the table” rule after she put her phone next to her plate and monitored it constantly. Once,

she held up her finger while I was asking a question so she could finish typing, never once looking up from the device.

To her, the behaviour wasn’t antisocial; it was normal. And maybe, now, it is. “Young people spend so much time on devices that they aren’t learning basic human-contact skills,” says Gary W Small, MD, professor of psychiatry and biobehavioural sciences at UCLA. While third grade seems to be the tipping point for when children go tech-crazy, younger ones are all over it too. Preschoolers spend 4.6 hours per day using screen media, according to data from the Nielsen Company. A study released by Common Sense Media found that 39 per cent of two- to four-year-olds and 10 per cent of babies and one-yearolds use a smartphone, MP3, or tablet.

Certainly, there are

numerous upsides to electronics.

Many children forge friendships while playing interactive games.

Shy children may find it easier to text acquaintances than to talk on the phone. And no one can argue the value of a grandmother who lives 1000 miles away being able to read her grandchild a bedtime story using FaceTime or Skype.

Still, the irony is undeniable.

“These children will be the most connected generation in history, but they may not know how to talk to someone standing right next to them,” says Catherine Steiner-Adair, EdD, a clinical psychologist and coauthor of The Big Disconnect: Protecting Childhood and Family Relationships in the Digital Age. Dr Small has observed that many young children struggle with basic communication skills we take for granted, such as making eye contact and

having a face-to-face chat with friends. With so much tech time, they also have far fewer opportunities to learn how to pick up on people’s body language and tone of voice.

Ultimately, children who are comfortable answering the phone and talking to acquaintances at a party may be the ones who have a leg up when approaching a teacher, collaborating with a science partner, and impressing a job recruiter. “These are learnable skills,” says Faye de Muyshondt, author of socialsklz:-) for Success: How to Give Children the Skills They Need to Thrive in the Modern World. “But kids won’t pick them up automatically anymore.” As with many things, the lessons should start at home.

Look in the mirror. It’s easy to blame children for their digital addiction. But parents are the

primary source of the problem, claims Cris Rowan, a paediatric occupational therapist in Sechelt, British Columbia, who runs Zone’in workshops that teach over-teched families how to reconnect. Thirty-nine per cent of adults spend more than 11 hours outside of work using electronic media each day, according to a Northwestern University study. (Note: If you play Candy Crush while watching TV, it counts double.) More than a third of millennial moms say family members are permitted to bring electronic devices to the table during mealtime, and about one third admit that they text their partner more regularly than they speak in person, according to a Parents MomTrak survey.

Children learn how to interact by watching their mom and dad. If they see you using a tablet at the dinner table or diving into your pocket to read a text while talking with a neighbour, they figure that interactions with electronics are just as important – if not more so – than those with people.

To model proper social skills,

try leaving your smartphone in another room when they’re around, avoid using the TV for background noise, and wait to check your e-mail until after they go to bed. Rowan also suggests setting limits for device use: Everyone must unplug for at least an hour a day (good times are during dinner preparation, eating, and cleanup); one day per week; and one week per year (such as while on a family holiday).

Have a staring contest. See how long you can maintain eye contact with a family member.

This exercise gets children comfortable with looking at another person for a long time.

Plus, they love it. “Making eye contact is challenging for many children,” says de Muyshondt.

Yet it’s how they learn to express feelings and read other people’s emotions. In her workshops, de Muyshondt has students ask her a question. The first time she responds, she does so while looking at the floor. The next time, she looks directly at them.

Ways to talk so your children will listen

T

he way we talk to our children has a huge impact on their learning and ability to listen to us. We are constantly modelling to our children how to act and behave and the way we talk to them fits right into this category.

Use your child’s name.

Your own name is music to your ears. Our children are no different, plus it helps to get their attention before delivering your message. eg “George, please go and get...”.

Young children can often only concentrate on one thing at a time. Call your child’s name until you have their attention before you speak. Eg “Helen”.

(Wait until she stops kicking the ball and looks at you.) “Lunch will be ready in 10 minutes”.

Use positive language – try not to being saying “no” or “don’t” all of the time. There is no doubt that if we say “Don’t drop that glass” or “No running inside” or “Don’t drag your coat in the dirt” your child has that image and thought imbedded in their mind and more times than not, they will drop the glass! Instead, try to word what you want them to do. Eg “Only walking inside please” or “Hold onto that glass, it is a special one” or “Hold the coat up so it doesn’t drag”. This requires much thought and practice but is well worth the effort. Try to eliminate words you use that may be ridiculing (“You’re being

a big baby.”), name-calling (“You’re a really bad boy.”), and shaming (“I was so ashamed of you today”). This type of language achieves very little except leaving your child feeling worthless. Children will often cut off communication with those who use these words with them and begin to develop a poor self-concept. Positive and kind words give your child more confidence, makes them feel happier, helps them behave better, encourages them to try hard and achieve success.

They learn to imitate you and deliver the same respect and praise to others. Examples of positive words are: “I like to way you remembered to pack up your toys”, “Thank you for helping me clean up this mess”, “You tried so hard to share your things with your sister, it made me feel really happy”.

Connect with your child with eye contact. You may need to get down to their level or sit at the table with them. When you are chatting with your children, this shows them also what they should do. Not only is it good manners, it helps you to listen to each other. Say your child’s name until you get their eye contact, especially before giving them a direction. Top Cop now reports Repairs to Kato Secondary School to rack up $140M bill – auditing company to 2 bosses

he Police Commissioner in his capacity as Chief Immigration Officer, now has two bosses to report to, since the ministerial responsibilities have been divided between Vice President and Public Security Minister Khemraj Ramjattan and Minister of Citizenship Winston Felix; a situation not catered for under the current laws of Guyana.

The hierarchical structure was made pellucid when the two Government functionaries testified before the Standing Parliamentary Sectoral Committee on Foreign Affairs.

Committee Chairperson, Opposition Chief Whip Gail Teixeira, informed the body that Ramjattan had in fact been invited to appear before the Committee since he was the substantive Minister.

Teixeira said he instead indicated, “There will be no need for an oral presentation from me since this mandate and function falls under the Minister of Citizenship.”

According to her, this was the reason, in part, why the Committee was probing to determine precisely the hierarchal structure with regard to the Commissioner of Police, since the relevant legislation makes accommodation for the Minister with substantive responsibility for security, which in this case is Ramjattan.

During the course of the deliberations, Minister Felix sought to assure the Members of the Committee that he does not in fact direct the Police Commissioner, but rather passes on information as is required.

Felix is adamant that he has never overstepped his boundaries, since other operational matters of the Guyana Police Force falls under the purview of the Minister with responsibility for Public Security, Khemraj Ramjattan.

Felix told the Committee members his relationship with the Guyana Police Force was merely tangential, since he would only have to interact with the Police Commissioner on matters related to immigration.

It was pointed out that under the laws of Guyana, the Police Commissioner reports to the substantive Minister with responsibility for Public Security and the arrangement now between the two Ministries essential-

ly means that the Top Cop now has to report to two bosses, with the ultimate boss being the Commander-in-Chief, Head of State, President David Granger.

The Minister said, when necessary, he liaises with the Public Security Minister to “keep him in the loop.” This Felix said, ensures that there is no disturbance in the application of the law.

Teixeira, sought to clarify the relationships between the bodies especially as it relates to information sharing and cited as an example for persons flagged on Interpol’s international watch list among others.

The Committee was told that this information is firstly shared at the level of Cabinet in its first tier, before being filtered down by the relevant subject Ministers.

Felix informed the Committee that the modus operandi regarding the framework between the two Ministries and the Police Commissioner has been in place since last year.

“So in other words you give instructions to the Commissioner of Police,” Teixeira asked of Felix, who responded saying, “I do not give instructions to the Commissioner of Police…

Where necessary, I have to make contact with him, information is passed to him and he takes the requisite action.”

Teixeira was quick to point out that under the Immigration Act, the Police Commissioner of, as the Chief Immigration Officer, reports to the substantive Minister for Public Security, but in the new dispensation he now reports to two Ministers because of the separation of the departments and ministries.

Looming conflict

Peoples’ Progressive Party Civic (PPP/C) Member of Parliament, Nigel Dharamlall, sought to grill the Minister and Vice President on the situation which he said poses a looming conflict, in addition to the onerous load sharing responsibilities.

Teixeira maintained that based on the explanations provided the Police Commissioner, as Chief Immigration Officer now has two bosses.

ification, told the Committee, “The subject Minister is the Minister of Public Security… in so far as the Department of Citizenship is concerned, where Immigration issues fall, I relate to the Commissioner of Police.

Teixeira who served as a former Home Affairs Minister, told Felix – himself a former Police Commissioner – that immigration matters invariably crosses over to other departments such as the Police’s Criminal Investigation Department and the Special Branch to which he responded, “I don’t get involved in matters which I know doesn’t concern me.”

She questioned who would give the order to execute searches, should a person be guilty of overstaying their time in Guyana, which falls under the ambit of immigration but would also require operational action on the part of the Police Force.

Felix continued to maintain that rather than instructing the Police Commissioner on any course of action, the information is merely passed on.

Teixeira explained that traditionally, the Commissioner of Police in his role as Chief Immigration Officer, reported to the Substantive Minister with responsibility for Public Security but this was not the case any longer since the hierarchical command has been split.

She was adamant that while the Commissioner of Police may now be reporting to two different Ministers on two different areas, “there is an overlap of the responsibilities.”

Felix contends however, “there is one boss in the Guyana Police Force…He does not have two bosses, he has a subject Minister (Public Security), the other Minister (Citizenship), who has come in, understands clearly his role.”

Felix said, as Minister of Citizenship it is understood that his role should never conflict with that of the Public Security Minister, “I know that very well and it wouldn’t occur under my watch where there is a conflict between who is in charge of the Guyana Police Force ministerially and who has a tangential relationship in relation to immigration issues… I stop where I know I need to stop.”

Additionally, it was highlighted that the dining room and kitchen could not accommodate the school’s projected number of students. Safety concerns were also noted since the school lacked fencing. This was especially concerning, since the school would be housing at least 250 students in its dormitories.

Furthermore, it was stressed that poor workmanship, along with the use of inferior material, contributed largely to the identified defects. Rodrigues added that while the issues would have been brought to the attention of the contractor and consultants for the project, there was yet to be any adequate response.

he driver who was involved in a fatal accident on Sunday night along the Essequibo Coast public road in Region Two (Pomeroon-Supenaam) has been charged for driving under the influence of alcohol.

Gavinendra Lall, 20, made his first appearance before Magistrate Sunil Scarce on Tuesday at the Anna Regina Magistrate’s Court.

He pleaded not guilty to the charge which stated that on July 31,2016 on the Evergreen Village Public Road, he drove motor car 212 PSS 9926 under the influence.

His Attorney-at-Law, Haimraj Rajkumar in a bail application told the court that his client was not a

flight risk and would attend his trial. Bail was granted in the sum of $20,000.

The case will continue on August 22, 2016.

Meanwhile, Police are awaiting advice from the Director of Public Prosecutions (DPP) with respect to the causing death by dangerous driving investigation.

The case will continue on August 17.

Homeless man charged with damage to property

homeless man appeared at the G e o r g e t o w n Magistrates’ Courts on Wednesday charged with damage to property.

Randolph DeMondonza, 42, pleaded not guilty to the charge when it was read to him by Magistrate Judy Latchman.

The charge stated that on July 29, 2016, at Alexander Village, Georgetown, he unlawfully and maliciously damaged a car’s rearview mirror valued $15,000, property of Ganesh Rampersaud.

DeMondonza acted irrationally in the courtroom and had to be warned on numerous occasions to behave.

The prosecution objected to bail as the defendant appeared to be mentally unstable, and bail was denied.

The case will continue on September 13.

...on Social Cohesion

f there was ever was a time for the Social Cohesion Ministry to show it could do something positive about its mandate – the time is now! But in the midst of a cacophony of strident claims and counter claims about whether Opposition Leader Jagdeo made "race baiting" remarks in New York, the Ministry's been struck dumb.

And society becomes even further torn asunder socially.

For starters: how can the office of the PM – under which Information falls – issue the response it did to the Opposition Leader on such a sensitive subject affecting Social Cohesion and not involve the Social Cohesion Ministry? Especially when they all operate out of the Ministry of the Presidency. And imagine while the PM's vitriolic statement was being circulated like wildfire on social media, the SC Minister was locked in a conclave of "experts" crafting a five-year strategic plan for "social cohesion"!!

Is the plan to "fight fire with fire"?? If the Government's serious about increasing social cohesion, it has to get its act together and not get stuck into the "one step forward and three steps backward" syndrome into which it seems to have fallen. Everyone knows the biggest barrier to social cohesion in Guyana is the political manipulation of racial-ethnic sentiments to garner support for one or the other party to get into office.

But even though the political parties that form the Government didn't even secure 51% of the vote, they have to govern on behalf of ALL the people. As such, they have a responsibility not to get into tit-for-tat responses that exacerbate social tensions. Rather than acting as if "social cohesion" can be created from behind four walls, the Ministry has to become proactive – especially when it comes to actions by the Government that can exacerbate social tensions.

One way to get the process going is for them to implement the proposal in the APNU/AFC Manifesto to issue "Ethnic Impact Statements" on policies, plans and utterances issued by the Government – and of the Opposition. Before the Ministry can purport to tell the ordinary people of the country how to increase social cohesion, they've got to root out to the source of much of the dissension – the politicians.

Unless this is done, the citizenry can be forgiven for concluding that the Ministry of Social Cohesion was created just to please some foreign donors who've been complaining their funding's going into a black hole when directed to Guyana.

Excepting for the UNDP that spends most of their funding on their staff that's been pushing "Social Cohesion" since 2003.

20-year-old man was on Wednesday granted bail when he appeared at the Georgetown Magistrates’ Courts charged with simple larceny.

Nerville Cascallo, of Lot 244 West Ruimveldt, Georgetown, pleaded not guilty to the charge when it was read to him by City Magistrate Judy Latchman.

It is alleged that on July 21, 2016 at Henry Street, Georgetown, he stole one cellular phone valued $50,000, property of Neville Evans.

The prosecution did not object to bail and, as such, the defendant was released on $20,000 bail.

The case will continue on September 13.

Nagamootoo, Ramkarran GuySuCo threatens to cut supply to 700 out for vengeance – Rohee water Crabwood Creek farmers

eople’s Progressive Party/Civic (PPP/C) General Secretary, Clement Rohee believes the numerous attacks against the Party from former members, Moses Nagamootoo and Ralph Ramkarran, are all because the two individuals lost the presidential nominations in the past.

Both of them are now being accused of practicing vengeance politics to get back at the PPP/C. During a news conference on Wednesday, Rohee said Nagamootoo and Ramkarran’s criticisms on Opposition Leader Bharrat Jagdeo’s perceived race baiting comments in New York, are all part of their revenge scheme.

“Vengeance politics will get neither of them anywhere because this is precisely what they are both practicing. Vengeance politics is an attempt to get back at the PPP for them not getting their way, which was to be the presidential candidates of the PPP,” he stated.

ship” of the PPP to support their reasons for being presidential aspirants, they bitterly departed the Party and sought refuge elsewhere.

“So Nagamootoo sought refuge in AFC (Alliance For Change) and he sought consolation to get back at the PPP. Then Ramkarran sought his refuge in the media but objectively on the side of the (then) Opposition,” the General Secretary reasoned.

“Both Nagamootoo and Ramkarran do not have credibility when it comes to making the type of analysis and seeking to influence John and Jane public on matters of that type,” Rohee asserted.

Rohee’s remarks were triggered by a recently published article written by Ramkarran on Jagdeo’s statement in New York.

Jagdeo had declared that, “There is an assault on people of Indian origin.

There is an assault on supporters of the PPP. What we thought would never return to Guyana, in one short year, has returned with full force and even worse in some regards than the Burnham era.”

In his commentary, Ramkarran said, “This is a wholly new dimension to the PPP’s agenda, namely, its formal and official transformation by Mr Jagdeo into an ethnic party representing exclusively ethnic interests.

Meanwhile, residents of the village shared that while there had been an agreement to use both local workers and local content; this agreement had been reneged on by the contractor. While the community was initially hired to cut the timber at the start of the project at the price of $80/BM, this contract was taken away from them and given to someone else at the rate of $30/BM. It was also highlighted that local workers were initially promised a wage of $7000 per day, but were only paid $2500 per day, of which $1200 was deducted each day for meals.

Rodrigues went short of deeming the present work as fraud. "I think this is misrep-

resentation.

I don’t want to call it fraud; I’ll leave that to the legal persons…However, I think there are serious issues about negligence and breach of contract. There are specifications and, if you deviate from those, you are deviating from the contract," he stated. He added that there was clear evidence of "corners being cut".

He said too that, based upon its current state, it is extremely unadvisable that the school should be opened for the September 2016 school term. He opined that it would take at least six months to execute remedial works, which would amount to at least $140 million. He shared that this figure could

increase following the conduct of an even more detailed assessment of the project.

Meanwhile, Kato’s Toshao, Clifton Pereira, explained that the residents were anxious for the new school's opening since the situation at the Paramakatoi Secondary School has become untenable due to overcrowding. He added that students were being forced to attend schools as far away as Sand Creek, Region Nine (Upper Takutu/Upper Essequibo).

The contract for the project was awarded in late 2012 to Kares Engineering Inc and work commenced in 2013, with a completion date set for April 2015. However, the project was delayed on two other occasions.

The Crabwood Creek Water Users Association (CWUA) has expressed concern that all of the farmers in the Upper Corentyne, Region Six community, could be out of water if the GuySuCo’s Skeldon Estate, goes ahead with a threat to cut water supply to the farmers.

The CWUA has its own water source which GuySuCo had threatened to close off.

In a letter dated July 5, GuySuCo said “the dislocated pipe must be fixed on or before July 30th, failing which management will be forced to remove the pipe…”

The farmers who will be affected are both cash crop and rice farmers.

Flatts has promised to intervene.

LBI workers picket GuySuCo Free 600-acre agri development for Buxtonians HQ over Enmore transfer

he Guyana Sugar C o r p o r a t i o n (GuySuCo) has found itself feeling the wrath of sugar workers once again, after dozens of workers attached to the La Bonne Intention (LBI) Estate, on the East Coast of Demerara (ECD), on Wednesday picketed the Head office of Sugar Corporation’s office at Ogle, ECD, in protestation over moves to transfer them to the Enmore Estate.

The picketing exercise was staged mainly by cane cutters.

In April, GuySuCo indicated its decision to have operations of the Field Workshop, Mill Dock, Field Lab, Stores and Administrative Offices at the LBI Estate merged with similar operations at the Enmore Estate.

This was related to the two trade unions representing sugar workers; the Guyana Agricultural and General Workers Union (GAWU) and the National Association of Agricultural, Commercial and Industrial Employees (NAACIE), during a meeting.

According to a release from GAWU on Wednesday, GuySuCo had advised at a recent meeting with the Union on July 26 that the transfer would be imminent. GAWU noted that the Corporation’s announcement was a “complete surprise” to its delegation, which included officials and shop stewards.

“This announcement was not in according with what GuySuCo communicated to GAWU and NAACIE on April 12, 2016 about its intention to close several departments at LBI Estate.

Then the Corporation unequivocally said that the cane cutters would not be transferred to Enmore Estate in response to a question from the Unions,” the statement outlined.

According to the release, workers and the Union see the Corporation’s newest position as a betrayal, which can contribute to eroding the trust between the parties.

“GAWU strongly believes, taking into account the challenges which con-

The Union further posited that this latest move comes on the heels of no wage rise for 2015, a minimised API award last year, and the decision to close Wales Estate, noting that this is certainly adding to growing discontent and lending to rising tensions within the industry.

Meanwhile, during the picketing exercise, the workers held up placards reading slogans: “GuySuCo kicking us – LBI cane cutters – like football”; “GuySuCo said on April 12, 2016 we shall remain LBI workers, on July 26, 2016, we are told we shall soon be Enmore Workers”; “We can’t trust GuySuCo words!”; “Down with GuySuCo deception!” and “GuySuCo bringing on greater hardships on workers.”

n order for Guyanese of African descent to fully capitalsze on entrepreneurship and maintain their economic sustenance, the Government should embark upon the implementation of affirmative action policies. This is the contention of Political Commentator and social activist, Dr David Hinds who recently spoke on the advancement of African Guyanese at the Emancipation festivities in Buxton, East Coast Demerara.

He noted that Buxtonians, especially the younger generation, need to return to agricultural cultivation, especially since many persons have turned away from planting in the community.

“African Guyanese moved away from agriculture because the agricultural infrastructure, after a certain time, declined and Government was not spending monies on that anymore,” the political activist noted on Sunday.

However, Guyana Times learnt that the Agriculture Ministry has in the pipeline to develop 600 acres of land for agriculture at the back of Buxton. The newspaper was told that this initiative will see the rehabilitation of drainage and irrigation channels while a road from the farm to the front of the village will be constructed.

Responding to this revelation, Dr Hinds noted that Buxton would have to ensure

that its residents are trained in entrepreneurship, manufacturing and other modern techniques of agricultural cultivation.

“Seeing that that programme is on stream, our work now begins, we have to do some practical things, we have train our young people to get back into agriculture… not just farming but the enabling economy, so that if people are farming at the back, what do you do with those products that come out to the farm,” Dr Hinds posited.

Affirmative action without intimidation?

Dr Hinds was questioned over whether the affirmative action approach could pose tensions among other ethnic groups as racial polarisation in the society remains prevalent.

“We already have affirmative action, we are spending billions of dollars on the

sugar industry – that is being heavily subsidised by the Government – subsidising the sugar industry is a form of affirmative action and we are saying: apply that to the African Guyanese community,” he observed.

Dr Hinds further surmised that subsidisation also exists for indigenous peoples as well.

“All the money we are getting from the Low Carbon Development Strategy goes into the Amerindian communities, we have no problem with that but we are calling for the same programme for the African Guyanese community,” he pointed out.

He suggested that Government has to partner with the Private Sector in creating easier access to loans for the poorer class.

He also called for Local Government reforms to revitalise the village council system, as opposed to the current Neighbourhood Democratic Council (NDC) system, which encompasses many villages and may not focus on the individual needs of a particular community.

Affirmative action includes policies which favour those who tend to suffer from discrimination. In the United States of America, affirmative action for minority racial groups is a legal statue, under executive order but calls for its removal have been uttered in recent years.

Rohee accuses Granger of discriminating to favour military

he People’s Progressive Party has accused President David Granger of discriminating against civilians in order to promote the militarisation of the State.

The accusation comes just days after the President declared that he will not discriminate against former and present military persons seeking positions in Government.

PPP General Secretary Clement Rohee, during a news conference on Wednesday, continued to spread worry about the perception that the country being led a military command-type Administration.

“Our fledgling democracy is under threat and Guyanese civil, political and cultural rights are being undermined and trampled upon through the façade of social cohesion – a euphemism for the once despised Ministry of National Mobilisation.

In this situation, the [People’ National Congress] PNC – the largest partner in the [A Partnership for National unity] APNU confabulation will once again command the gun and the gun will eventually command the Party in respect to the direction the country will take and the nature of the democracy the people will have to endure

and suffer,” Rohee warned.

He said the advice of the “military command-style Granger-led cabal”, which is trained in the art and science of warfare and psychological operations in shaping and limiting the policy making process will blur any clear-cut line of civilian control and/or influence in the administration of government business.

Despite his assertions, Rohee went on to justify having military personnel employed under the PPP Administration.

“In the previous Administration, we had a civilian President, a civilian Prime Minister, a civilian Cabinet, so the Administration and whole system of governance was perceived as civilian.

Today you have an ex-soldier who is the President, an exsoldier who is the right-hand man of the President, that is Minister of State Joe Harmon, you have a plethora of ex-soldier within the Ministry of the Presidency and a whole slew of persons being appointed, soldiers either serving or ex, in positions,” Rohee explained, noting that there is a huge difference.

The General Secretary believes having military persons crafting Government policies will create doom for the country since they were trained in

a different environment.

“When they appoint soldiers to Commission of Inquiry, the recommendations coming as a result of those inquiries are coming from the ex-soldiers. Clearly these are recommendations with a military orientation formulated by military people and it will be those that will influence the shaping of policy… Soldiers are trained in military organisations civilian trained in civilian type institutions in military, defence and security matters,” he said.

President Granger recently dismissed the concerns expressed by the PPP/C, noting that the military persons employed by the Government are accordingly experienced and competent.

The President pointed out too that there is nothing wrong in hiring former military men.

“I don’t discriminate against them,” he said, responding to concerns expressed by Rohee just two weeks ago.

But Rohee argued that, “it is one thing to discriminate against individuals but it is another thing to discriminate in favour of the individuals.”

He contended that, “in a sense, it is some form of affirmative action in favour of military rather than civilians.”

M&CC receives extension on Parliament View Mall ... “If this is the good life, we don’t want it!” – vendors

n light of negotiations between the Mayor and City Council (M&CC) and the owner of the plot of land that was temporarily allotted to Stabroek Square vendors, Hareshnarine Sugrim, an extension has been granted for vendors to remain at the location until December 2016.

However, the relocated vendors are outraged at the decision to have their stay on the plot of land, now known as the “Parliament View Mall”, extended, highlighting that it was made without any consultations between them and City Hall.

“When they deh wan move we out, they hold a big meeting. Since we deh here, no body never come and talk to we from City Hall. We aint even know about the extension till we watch news. They aint got the manners to come and speak

to we and see how we doing at this place they put we in,” one of the angry vendors explained.

According to the vendors, since they have been relocated to the mall, their daily income has reduced significantly and it has been very difficult for them to maintain their families. They highlighted that the initial relocation of vendors placed over 100 businesses into the Parliament View Mall; however, three months later less than 100 vendors remained.

“We business tough, tough. Most ah we in here is single mothers, we got to provide for we family. I barely making $1200 a day, wa that can do? Sometimes is $500. That’s not even breakfast money!

When we first come in here, ova a hundred vendors come in. Now we got lil over 50 people in hay. Nobody aint staying, we can’t mek it in here,” voiced a vendor called “Peters”.

Many other vendors complained

about the deplorable state that the “Mall” is in presently, highlighting that the tents which were provided by the M&CC were torn, resulting in their goods being damaged significantly during the rainy weather.

The vendors also related that there are no water or security facilities available for them at the relocated venue.

“The tents that they give we done tear up. Watch big big holes, when rain fall, we doom. We complain to City Hall, they telling we bout when we went on the road, we used to buy we own umbrellas.

But we aint deh on the road! They bring we hay! They have to provide fuh we!” shouted Peters.

Other vendors told this publication that because they have “not been receiving business at the location”, they have opted to pulling carts along the streets of Georgetown. However, the City Constabulary Officers would often have their carts and goods seized, and then charge them a lump sum to have it returned.

“I can’t survive in here! Nobody aint coming in. So I take my things and put it in a cart and try selling it. I gotta chase me money. The City Officers seeing me and seizing my goods and cart. Then they gon charge me nuff nuff money to get it back. Money I aint even mek! Me goods spoiling. Money wasting and they want more money to give we back we things.

C’mon man! If this is the good life, I don’t want it!” asserted another vendor.

The visibly frustrated merchants called on the Mayor and City Council, as well as President David Granger, to look into their complaints and make a decision that would be beneficial to both parties involved.

Harmon unaware of fraud probe, cover-up

…says Shariff was sent on leave to facilitate SOCU investigation

ermanent Secretary of the Ministry of the Presidency Omar Shariff was not sent on leave because he was hot on the trail of a massive corruption as reported in another section of the media.

According to the article, a source confided that Shariff believes he was sent on leave as a smokescreen because he had begun unearthing several corrupt activities including the alleged misuse of international donor funds.

In response to these reports, Minister of State Joseph Harmon said he is unaware of any fraud of this nature and as such, he denied the allegations of a cover-up.

Harmon reiterated that the Permanent Secretary was sent on leave to facilitate the ongoing Police investigation into the acquisition of his personal assets and accounts.

“The fact that Mr Shariff has been sent on leave is because of an investigation by the SOCU [Special Organised Crime Unit] and he was sent on leave after

he advised me that he was being investigated and that the Police ranks from the SOCU were at his office and that they were taking him down for an investigation into what he said to me were matters of a private nature and involving tax liabilities.

So it would not have been proper practice for him to remain on the job while he was being the subject of such an important investigation,” Minister Harmon said in a statement.

He said never were reports of any fraudulent discoveries brought to his at-

tention by the Permanent Secretary at any time.

Harmon noted too that, even if this was the case, it is the duty of the Chief Accounting Officer of the Minister to make a Police report.

“I can categorically state that Mr Shariff never reported to me any matter involving any sums of money that were the subject of a fraud investigation. In any event, if that were so, then it is his responsibility, even if he had informed me, it is his responsibility as the accounting officer of the Ministry,

to report that matter to the Police,” the Minister of State said.

Shariff has landed himself in hot controversy since the investigation began, with reports indicating that he managed to generate billions of dollars in numerous bank accounts and properties all across the Guyana in a short period of time.

Harmon declined to comment on the revelations made in the media, but he noted that the exorbitant accumulation of property and wealth, which cannot be justified by income, by any public servant, regardless of their position in the Administration, would raise questions.

Shariff was an executive of the People’s Progressive Party when the new administration took Office.

He remained to serve in his professional capacity as Permanent Secretary, despite the Government terminating or not renewing the contracts of those employees who were PPP affiliates.

Shariff will remain on leave as the investigation continues.

How much value does the science of society have?

T

he social sciences certainly receive mixed reviews and have struggled to gain respect for its area of study with many saying that as far as Sociology and Psychology being sciences is concerned, they have no merit. Science requires testable matter and tests which can be repeated to obtain the same results in order to prove or disprove theories. In Western science, ‘hard evidence’ is considered a priority. If it cannot be proved, seen or replicated, then it is not usually considered reliable knowledge.

In the social sciences, its subjects are unique and susceptible to change at such an alarming rate, that to form theories, test and replicate them, even on the exact same group, is unlikely to result in exactly the same outcome.

Human beings are complex, with internal thought processes, and live in complex social environments. Most people now recognise that it is impossible to produce ‘hard evidence’ through experimentation with any one group of people that could then be reliably reproduced in other groups, cultures, age groups or time periods. In the hard sciences any variation in the experiment could alter the results, and in turn question the validity. In the social sciences, there will inevitably be a variation because of the nature of the subject. I, as many others must wonder; why does it need to be a science in the first place? Surely, under the circumstances it can stand on its own merit and be accepted for what it is?

Actually, some of the people who study social sciences do not actually care if it is considered a science or not. Usually they are interested in what they can learn and how it can be of help to the society we live in. It makes the world a much more interesting place and it helps to inform therapies and healing for a variety of complaints and disorders. What they do want is to be recognised and validated for the information their research produces and the knowledge it offers that informs practice, policy and treatment.

Despite the growing number of people seeking help from therapists and healers, there are still many sceptics who continue to believe that the conditions that people are suffering from are a result of poor upbringing, and that counsellors and therapists are unnecessary and redundant.

Fortunately, that way of thinking is shifting and the acceptance of mental and emotional healing is necessary for complaints that simply cannot be fixed or treated with physical measures.

Classic examples of these are the types of illness that become labelled as a ‘syndrome’, ‘disorder’ or ‘learning disability’. There is no ‘cure’ or ‘fix’ that Western medicine can derive, since the condition seems to be a matter of balance, environmental or genetic variance, and are not derived from a single treatable cause. Thus, efforts turn to managing and containing them using cognitive behavioural therapies, talking therapies and more often in recent years, mindfulness training.

Those who diminish the value of the social sciences and what their knowledge brings to society may view the scholars who undertake the research, studies and practice as lesser than those scholars who undertake the hard sciences. Yet the same amount of research, the same level of written communication, the same amount (if not more) of critical thinking and the same level of commitment to study is required. The content of study does not change the level of academia required to reach a degree, or Masters Levels and beyond. The Bachelor of Science awarded to social studying should be testament to the studies undergone.

Even if you do not fully understand the processes and practices of the social scientist, think about the difficulties so many in our society are facing right now and consider how important it is for us firstly to try to understand what is happening, secondly, why it is happening, and finally find ways to prevent it while treating the current problems. What social scientists are doing is no less important than the chemist or the mathematician; in fact they are often the clients of the therapists!

There is a place in today’s society for striving to comprehend the impact and processes of society and its individuals. It is necessary and without it, the despair that would reign would make our world hopeless. Understanding and exploring the human psyche and the variations that bring unbalance, allows us the possibility to work towards finding back that balance.

Scientifically or otherwise is irrelevant; the resultant support is the main consideration.

Large-scale mining, GGMC powers trigger review of Amerindian laws …Opposition wary of ‘private interest’ motives

he Guyana Government has signalled an intention to make significant changes to the Amerindian Act of 2006, meant to address the issue of large-scale mining on indigenous lands in addition to possibly curbing the powers of the Guyana Geology and Mines Commission (GGMC) but it is unclear what exactly has fuelled the push to amend the legislation.

Minister of Indigenous Peoples’ Affairs Sydney Allicock, made the disclosure on Wednesday, when he appeared before the Standing Parliamentary Committee on Natural Resources.

The announcement, however, caught his predecessor by surprise, since according to former Amerindian Affairs Minister, now committee member Pauline Sukhai, she is unaware of any consultations with the Amerindian peoples with regard to any dissatisfaction they may have with the Act. In fact, Sukhai told the Committee that she was aware that the National Toshaos Council (NTC) – the elected representatives of the Amerindian people – was only handed a document for consideration with regards to the proposal to amend the laws.

Sukhai suggested that the move may be in response to a request by the Amerindian Peoples Association (APA) an organisation that has been closely aligned to the ruling administration that is separate and distinct from the NTC. She questioned too whether, the proposed amendments were being motivated by any special interest groups or Non-

Governmental Organisation (NGO).

Sukhai told the committee, much like the travels of the Minister over the past year, she too has trekked several Amerindian communities and none have indicated a need for the suggested amendments nor have they suggested anything to the Minister in writing.

“Is this a diktat from the Minister… where is this coming from,” Sukhai, questioned as she sought to ascertain why the Ministry was looking to amend the Amerindian Act.

NTC’s call

Asked specifically what the ‘clamour for review’ was targeting, Allicock told the Committee that there had been a call from the NTC and other interest groups and villages across the country for it to be reviewed and “we are in the process of gathering more information.”

This, he said, is a matter that would be discussed, at the upcoming NTC. The Natural Resources Sectoral committee was told that there have been calls for a revision, if not to the entire act, to aspects that relates to matters such as large scale mining.

The committee’s attention was drawn to the fact that while, an Amerindian community reserves the right to acquiesce or refuse small and medium-scale mining operations there is no such accommodation for large-scale mining in the law.

This, the Committee was told, is to allow for indigenous communities to be able to give full consent for largescale mining operations on their lands.

Committee Chairman, Odinga Lumumba, was at pains to solicit from the Minister, where the objection originated with regard to the clauses that treat with large-scale mining.

Lumumba asked whether this was a recorded position of the NTC or whether the move to amend the act was a Government initiative to which he was told, ‘it’s a work in progress, it’s a request made by the villages and so we have to continue discussions and eventually we will decide on which action to take.”

Unforthcoming answers

Not satisfied with the answers forthcoming, former Amerindian Affairs Minister Sukhai, asked Allicock, “is this review being fuelled by an NGO, is it being fuelled by the NTC – the legal and legitimate representative of the Indigenous people who are elected, or is this being fuelled by an elections campaign to satisfy friends who had grouses since the inception of the new Act, the 2006 Act when it was completed.”

She reminded the Committee that at the time the legislation was approved in the National Assembly,

there was consensus by the Opposition of the day.

Minister Allicock has since maintained that the Ministry is in consultation with the NTC and that the matter is slated for discussion at the upcoming Toshoas’ conference, since it was in fact raised at the previous confab.

Sukhai was unwavering in her assertion that the NTC, itself nor its executive, has not begun any consultation in the fields or in any form with respect to any review of the Amerindian.

She told the committee that her information sug-

gests that a document with the proposal was in fact only submitted to the NTC. Seeking additional information on what other specific clauses might have triggered a review of the legislation Allicock spoke to the GGMC powers.

According to Allicock, it appears that the GGMC was only satisfying itself and not the interest of the people in the affected locale.

In questioning the Minister, Sukhai asked if, “as a member of the indigenous people and as a leader, do you find anything untoward with the act that

now operates… do you have grave concerns about the Amerindian Act?” According to Allicock, “there is one area there that speaks to GGMC, they satisfy themselves with land that might be up for mining….they are satisfying themselves and not necessarily people” Sukhai later told <<<Guyana Times>>> that while answers had been provided to the Committee there were still many issues to be cleared up.

According to Sukhai, based on the work conducted in Amerindian communities over the course of the past year, it was clear that the APA and another organisation based in Region Nine were in fact two bodies that had been lobbying for the changes to the Amerindian Act. Sukhai noted that the Minister failed to address in any real way why the push for a complete review of the Act, since most of the problematic areas had to do with agreements with companies on matters such as corporate social responsibilities and such like.

Alleged bicycle thieves on $20,000 bail

t the Vreed-en-Hoop Magistrate’s Court on Wednesday, two men were both placed on $20,000 bail on separate charges that they had stolen bicycles. Vendor, Brentnol Ellis, 42, was accused of stealing a bicycle valued $10,000 on August 1. He pleaded not guilty to the offence and will return to court on August 18.

Meanwhile, Suruj Basdeo, 60, of Jetti Squatting Area, Vreed-enhoop, West Coast Demerara, was accused of stealing two ladies bicycles belonging to Bibi Amena Mohamed. He

quiet evening in the West Bank Demerara village of Sisters became unsettled after two armed gunmen stormed a roadside business place, which operates as a shop and bar. Late Wednesday evening, Guyana Times was told that the two bandits forced several persons to lie face down while they relieved them of their belongings.

Reports are that around 21:10h, the bandits ap-

proached the shop posing as customers but quickly revealed their true intentions. A victim of the attack, who was still shaken and preferred to remain anonymous, told this publication, that he was at the shop buying phone cards, when the bandits came up and whipped out a hand gun and forced him to the ground.

He related that his mobile phone and money was stolen.

The sessions are being held at the Linden Enterprise Network (LEN) building, Republic Avenue, from 08:30h to 15:30h under this year’s theme, “Healthy Eating and Active Living: You, Your Health and Your Future.”

The sessions, which cater for both written and practical aspects, focus on safe motherhood, healthy diet and meal planning, anaemia (including the use of sprinkles), and early childhood development (focusing on breastfeeding), along with empowering teens to return to school.

Public Health Minister, Dr George Norton, during his remarks at the opening session said that, “We must recognise that nutrition requirement for pregnant mothers, and even after, is very critical. A woman’s body will certainly increase its nutritional needs during pregnancy. Although the old saying ‘eating for two’ isn’t entirely correct, one does require more micronutrients and macronutrients to support her and her unborn child.”

Dr Norton added that this process can be very stressful, and it is his hope that all the

Nations Children’s Fund (UNICEF) has collaborated with the Ministry to implement a comprehensive health and development programme for teen mothers and their children. This is aimed at mitigating teenage pregnancy and enabling them to take control of those factors that inhibit social and health development so that they can achieve their full potential from adolescence to adulthood. It also seeks to create model centres of excellence to carry out health promotion interventions for teenage mothers and their children.

According to information emanating from the Public Health Ministry, “It is a known fact that babies born to teenagers are more likely to have lower birth weights, increased risk of infant mortality and an increased risk of some congenital anomalies. The importance of nutrition during pregnancy for the health of both mother and child is well documented. Nutritional needs are high in adolescence as the body grows and develops.

Thus, when a teenager becomes pregnant, she needs all the help and support she can get.”

World Health Organisation (WHO) standards, 24 per cent of young children under five years, 20.8 per cent of school children and 41.3 per cent of antenatal women were anaemic. A significant percentage (51.0 per cent) of pregnant women with anaemia, were 20 years old and younger. This is of crucial public health significance and concern, as iron deficiency has serious health consequences.

An anaemic pregnant woman is at greater risk during the perinatal period.

Recommendations from the Micronutrient Survey have emphasised that pregnant women were not only tested but counselled on the need for iron, when and how to use iron, and how much iron to use to address this. It was also recommended that pregnant women and parents/ guardians of young children be counselled on diet.

Awareness activities regarding iron-deficiency anaemia, a preventable health condition, are continuous and ongoing by the Public Health Ministry’s Food Policy Division.

Guyana has been observing Nutrition Awareness Week annually since 1995.

Veterinary Officer attends consultation on international health regulations

he Public Health Ministry’s Principal Veterinary Public Health Officer (ag), Dr Joshua Ignatius Da Silva has attended the consultation on international health regulations held August 1-3, 2016.

Following the endorsement by the 158th Pan American Health Organisation (PAHO) Executive Committee held in Washington DC in June 2016, the International Health Regulations (IHR) Regional Consultation was held in Miami, Florida.

The Consultation was planned and organised by the Pan American Health Organisation/ World Health Organisation (PAHO/WHO) Unit of International Health

Acting Principal Veterinary Public Health Officer, Dr Joshua Ignatius Da Silva

Regulations, Epidemic Alert and Response, and Water Borne Disease.

The Consultation focused on the discussion of the 12 recommendations by the IHR Review Committee on the role of the International

Health Regulations (2005) in the Ebola Outbreak and Response.

The objective was to inform on the debate of PAHO Member States during the 55th PAHO Directing Council/ 68th Regional Committee for the Americas, Washington DC on September 26-28, 2016.

Dr Da Silva has held the post of acting Principal Veterinary Public Health Officer since 2002 and has been lecturing part-time at the University of Guyana, Faculty of Health Sciences in the area of Vector Control and Communicable Diseases and Food Hygiene since 1992. He is a product of the University of Guyana and University of Havana, Cuba (Veterinary Medicine).

he Guyana Police Force’s Under-15 football team, which is based in Bartica, Region Seven (Cuyuni-Mazaruni), was the recipient of a generous amount of sporting equipment that was donated recently.

The donation was a collective effort made by members of the business community in Bartica, which falls under the jurisdiction of F Division (Regions One, Seven, Eight and Nine). The sport equipment amounted to the value of approximately $200,000.

This donation comes at the time when the Divisional Commander, Senior Superintendent Ravindradat Budhram, is hosting a summer programme for youths within the community at the Bartica and Agatash

Community centres.

During the two-week programme, the youths were engaged in learning life skills, such as the production of art and craft and floral arrangements. They were also exposed to many interactive sessions where they were given moral boosting pep talks on maintaining healthy lifestyles and national symbols and songs. The youths were encouraged, as well, to be positive role models and to use their energies in a positive and productive manner.

A closing ceremony will be held for the programme, which saw the participation of more than 120 youths from Bartica and nearby villages, on August 28. There is expected to be an exhibition where the creation of the participants will be on display.

Activities such as these are being undertaken against the backdrop of the Police Force’s continuous efforts to make progress in building public trust through community-based initiatives.

One such initiative which continues to bear fruit is the Social Crime Prevention Initiative – a brainchild of Commissioner Seelall Persaud that is being sustained and enhanced by Divisional Commanders in the seven Policing Divisions.

This initiative aims to bring the Police and communities together by enhancing their relationship, and in a more focused sense, tackling crime at a grass root stage whils providing support for the social and educational development of youths across Guyana.

Venezuela: President says Nicaraguan President chooses General named Justice Minister wife as running mate has good track record

enezuelan President Nicolás Maduro has named General Nestor Reverol, 51, as his new Interior and Justice Minister.

The nomination came just a day after General Reverol was indicted by a US court on charges of abetting cocaine trafficking.

He served as Interior Minister once before, under the late President Hugo Chávez, and more recently headed the National Guard.

Maduro dismissed the charges against General Reverol as a “US conspiracy”.

The President said General Reverol “broke the world record for capturing traffickers” when he was the head of Venezuela’s anti-narcotics agency.

Prosecutors in New York announced on Monday that General Reverol and his former deputy at the antinarcotics agency, General Edilberto Jose Molina, are suspected of receiving payments from drug traffickers in exchange for information about raids.

The Prosecutors also alleged that the two men allowed shipments of narcotics to leave the country and

Any assets they have in the US will now be seized.

General Molina, 53, is currently serving as Venezuela’s military attaché in Germany.

He was one of seven Venezuelan officials who in March 2015 was banned

T&T Govt building profile Mexican Mayor and Police on those going to Syria arrested for alleged killing

local mayor has been arrested in the Mexican state of Michoacan for alleged involvement in the killing of 10 men.w Four Police Officers were also detained after the bodies of the men were found in a burnt-out truck over the weekend.

The Governor of Michoacan, Silvano Aureolos, said it was initially thought the men were victims of an accident during an illegal pipeline tap.

State Prosecutors said evidence showed the Mayor had ordered the killing.

Speaking on Tuesday, Aureolos said there were indications the Mayor, Juan Carlos Arreygue of the town of Alvaro Obregon had links to organised crime.

He said the director and sub-director of the municipal police had been arrested along with two other officers.

The State Prosecutor, Jose Martin Godoy said the men had been taken from a small shop on the outskirts of a local town by Police.

The men “were bound and then forced to get into a pick-up truck and the

next morning they were found dead and their bodies burnt”.

Godoy said the incident had happened in the presence and on the orders of the Mayor who ordered them to be taken to his town, Alvaro Obregon.

“Where they killed them and then immediately took the bodies to a land lot where they set the pick-up on fire.”

ntelligence agencies are building profiles –based on geographical areas – of people who may be going to Syria to join the Islamic State (ISIS) terror network and who might be behind it locally, says National Security Minister Edmund Dillon Dillon fielded questions on the issue at a media briefing at his Port of Spain Ministry on Tuesday, where he also spoke about the crime situation. The briefing followed a meeting of law enforcement top brass and US officials who were seen leaving the Ministry.

was concerned about the overall national security environment which he said was “very dynamic and evolving.”

Among the landscape, he noted the issue of the “recent emergence of T&T nationals interested in participating in conflict overseas,” a reference to recent reports of nine suspected nationals held in Turkey en route to Syria to join ISIS. He was also asked about an article in ISIS’ Dabiq July publication featuring a T&T terrorist fighter Abu Sa’d al-Trinidadi. The latter, as well as FTFs from other countries,

called on sympathisers to launch home turf attacks on Christians.

Dillon said there had not yet been confirmation on the nine detained in Turkey but noted he had asked the Foreign Affairs Minister to follow up the matter through diplomatic channels in Turkey to ascertain if those detained were nationals. Other sources said they were still in Turkey.

by Opposition spokesman on finance and planning, Dr Peter Phillips, as “mischievous”.

G2K in a press release cited information from the Bank of Jamaica’s (BOJ) most recently published Short Term Inflation which stated: “For May 2016, there was inflation of 0.2 per cent, in comparison to 0.5 per cent for May 2015 and average inflation of 0.6 per cent for May of

Earlier on Wednesday, Phillips criticised the economic policy being pursued

by the Government, describing it as governance by deceit. Phillips added that the major legacy of the JLP Government, so far, has been a massive increase in the cost of living.

he last day of Antigua and Barbuda’s Carnival was cut short Tuesday night after a reveller was crushed to

death by a music truck.

The details about how 25-year-old Nikki Phillip ended up under the truck are sketchy.

Reports indicate that after the accident which occurred shortly after 21:00h, a wrecker had to lift the truck to get Phillip’s body out.

She had flown in from New York for the Carnival.

As a result of her tragic death, the last lap celebrations were called off.

Up until then, Police had reported there had been no serious incidents.

Israel imprisonment of Palestinian children decried

uman rights groups have condemned Israel’s approval of a new law allowing the imprisonment of children as young as 12 for “terrorist offences”, and which is expected to apply mostly to Palestinian children in occupied East Jerusalem.

The “Youth Bill” allows authorities to imprison minors convicted of serious crimes such as murder, at-

tempted murder or manslaughter, even if he or she is under the age of 14, the Israeli Government said in a statement on Wednesday.

Attacks in recent months “demands a more aggressive approach, including toward minors”, the Government said in the statement.

Israeli rights group B’Tselem criticised the law and Israel’s treatment of Palestinian youth in gener-

al.

“Rather than sending them to prison, Israel would be better off sending them to school where they could grow up in dignity and freedom, not under occupation,” the group said in a statement.

“Imprisoning such young minors denies them the chance of a better future.”

Military law, which is currently applied to

Palestinian residents of the Israeli-occupied West Bank, already allows imprisonment of 12-year-olds.

Since October, Israeli forces or settlers have killed at least 219 Palestinians, including attackers, unarmed protesters, and bystanders.

Syria’s Aleppo

yrian Government forces backed by Russian air strikes have recaptured hills and villages from rebel groups on the outskirts of southwestern Aleppo, a monitoring group and State-run media have said.

Rami Abdel Rahman, head of the Britainbased Syrian Observatory for Human Rights, said on Wednesday that the Government had been launching a counterattack on areas captured by rebels in the past two days.

“Since the attack began and until Tuesday midnight, 40 civilians have been killed on both sides of Aleppo, among them 22 children,” Abdel Rahman said.

About 50 rebels and dozens of regime troops have been killed since the assault kicked off on Sunday, according to the Observatory.

Syrian State-run radio confirmed that Government

troops had started a “widescale counterattack” against rebels in south-west Aleppo.

“There are tit-for-tat attacks in all areas across south-western Aleppo, amid dozens of Russian strikes on areas which were taken by the rebels,” Kenan, an activist based in the rebel-held Salaheddine neighbourhood of Aleppo, told dpa via Facebook.

Government troops managed to seize two hilltops including Telat al-Mahroukat and the villages of Khweriz and al-Amriyeh, which the rebels took control of two days ago, the Observatory said.

Futuristic ‘straddling bus’ hits the road in China

Plane crash-lands at Dubai airport

n Emirates plane has crash-landed at Dubai International Airport and caught fire.

All 300 people on board were able to escape from the burning aircraft, but a firefighter was killed tackling the blaze.

The Boeing 777 appeared to have landed on its belly, and images showed thick black smoke rising into the sky.

Emirates Chairman Ahmed bin Saeed al-Maktoum paid tribute to the fire-

fighter who lost his life fighting the blaze.

The aircraft was flying to Dubai from the southern Indian state of Kerala.

Flights to and from the airport were suspended for several hours but have now resumed.

The Emirates Chairman told a press conference that evacuation procedures were executed professionally and the cabin crew were the last to leave the plane.

Thirteen people had suffered minor injuries, he said.

ndia’s Parliament has passed the much-awaited Goods and Services Tax (GST) bill.

The bill aims to streamline India’s fragmented tax system with a single levy.

Indian businesses have been lobbying for the single tax rate as it would reduce costs, particularly for shipping goods across state borders.

could boost India’s economic growth by up to two percentage points.

The bill was passed by the Lok Sabha, the Lower House of the Indian Parliament, last year, but it had been stuck in the Upper House of Parliament, or the Rajya Sabha, where PM Narendra Modi’s BJP does not have a majority.

The Opposition Congress party, which originally pro-

posed the GST while in power, had opposed the bill but backed it after managing to secure some concessions from the ruling Government.

The tax reform, the biggest since India’s independence from Britain in 1947, seeks to replace a slew of federal taxes and levies in 29 states.

Wal-Mart in talks to buy online retailer Jet.com – report

al-Mart Stores Inc is in talks to buy Jet.com, a yearold online rival, as part of a multibillion-dollar revamp of its e-commerce division aimed at boosting online sales growth, the Wall Street Journal reported on Wednesday.

Jet.com could be worth as much as US$3 billion, the Journal said, citing people familiar with the matter.

Wal-Mart spokesman Greg Hitt declined to comment and Jet could not be immediately reached for comment.

The world’s largest retailer is playing catch up with Amazon.com Inc on distribution and technology.

The acquisition could give it access to Jet.com’s innovative pricing software, its network of warehouses and customer data.

For the past five years Wal-Mart has been on an acquisition spree, buying 15 start-ups in an attempt to bring in the talent and technology needed to drive e-commerce growth. That includes a social data analysis start-up that became its core Silicon Valley technology arm, @WalmartLabs.

Energy, financial stocks give Wall St modest lift

all Street advanced modestly on Wednesday after a sharp rise in oil prices boosted energy shares, while better-than-anticipated data on the labour market helped financial stocks.

US oil prices jumped more than three per cent to settle at US$40.83 a barrel after a larger-than-expected gasoline draw offset a surprise build in US crude stockpiles. WTI crude had settled below US$40 for the first time since April on Tuesday.

The S&P energy index was up 1.8 per cent as the best performing of the 10 major S&P groups.

“The focus, at least near term, is definitely on energy prices and if we can hold US$40 (oil) the market is fine here. If it can’t hold US$40, there is going to be more pressure on the overall market,” said Tim Ghriskey, chief investment officer of Solaris Group in Bedford Hills, New York.

“It’s back to worries about oil and excess supply

and demand that is OK but not great.”

Data showed the US Private Sector added 179,000 jobs in July, beating estimates of 170,000. The report comes ahead of the more comprehensive national payrolls report on Friday.

If the labour market is able to build on its recent strength, it could make the case for the Federal Reserve to raise benchmark US interest rates later this year.

ncessant rainfall has resulted in another massive flood at sections of Number 53 Village, Corentyne, Region Six (East Berbice-Corentyne).

Residents say this is the second huge flooding in three weeks. When Guyana Times visited the area on Wednesday, several inches of water covered the land on the eastern side of the village, threatening both livestock and cash crops.

Residents suspect the flooding is occurring because the 300-meter long canal has been clogged for a number of months and is in dire need of cleaning.

They expressed that they have been trying to get the authorities to address the situation but to no avail. Some residents allege that they are being deliberately neglected by the regional administra-

Harabajan was part of a team which included Chief Executive Officer (CEO) of the National Drainage and Irrigation Authority (NDIA), Fredrick Flatts and his engineers who visited the affected area.

The NDIA CEO explained to this publication that the first step would be to drain the water as soon as possible so as to avoid further damage.

He said his major concern is to prevent waterborne diseases and to alleviate the discomfort of residents.

City Councillors host summer camp for Albouystown/Charlestown children

ity Councillors Malcolm Ferreira and Heston Bostwick have partnered to host a summer camp for over 200 youths in the Albouystown/ Charlestown area at Carmel School, Georgetown.

The camp, which is in its final week began on July 10 and had initially catered for 50 students but instead receive an overwhelming amount of over 200 children from age one to 18 years, that the Councilors noted they could not have turned back.

Councillor Ferreira, speaking to Guyana Times disclosed that he and Bostwick delved into this venture as a way of granting

assistance to parents that may not be able to afford to send their children to summer school. He added that this initiative will be an annual event for the youths in the communities.

Ferreira added that the objective of the camp is to better the children in the community who are tomorrow’s future. “We are doing this so these children can know who they are in society and take up the role as the future leaders of tomorrow.”

The children were exposed to a range of activities which include respect for authority, honouring education and clean fun.

spoke of her experience and benefits at the camp. “I have learnt that we should not litter the environment because it only makes the place dirty and give the garbage collectors a harder task to pick up garbage from all around instead of one spot.”

Blackman added that she learnt a lot which she will now influence her peers who did not get the chance to be a part of the summer camp.

Another student added that he learnt to be obedient and listen to his elders when they speak. He added that his experience was definitely a learning one that he wouldn’t want to miss next summer.

“That suspect is still on the run,” head of the Criminal Investigations Department (CID), Wendell Blanhum, told Guyana Times when contacted on Wednesday. He noted that efforts are being taken to locate the suspect who is wanted for the murders.

The bodies of 37-yearold Pawan Chandradeo, called “Suresh”; his 15-year-old son Jaikarran Chandradeo, called “Kevin”; and his 33-yearold brother-in-law Naresh Rooplall, were found at Cookrite Savannah, Black Bush Polder, Corentyne.

Autopsies performed on the bodies of Jaikarran and Rooplall gave their cause of death as shock and hemorrhaging caused by a gunshot wound, while Chandradeo died from shock and hemorrhaging, following a laceration to the head and a fractured skull.

Investigations led to the arrest of close to a dozen suspects and during intense grilling, the three suspects confessed to the murders. After close to two weeks of intense investigations, three of the suspects confessed to killing the men.

Chaitram; and an employee, 26-year-old Tameshwar Jagmohan; all of Mibicuri South, Black Bush Polder, Berbice, were arraigned on Tuesday at the Georgetown Magistrates’ Courts and were remanded to prison.

Guyana Times understands that Carlton Chaitram, who is a farmer, has been stealing fuel from another farmer for years and when he, his son and employee turned up two Thursdays ago to commit the act, but were seen by the men who were fishing nearby. It was reported that out of fear of being caught, the men decided to kill the trio.

Suspect identified as driver of getaway car

he suspect in custody for the murder of Laing Avenue taxi driver Orin David, who was executed on Monday, has been positively identified as the driver of the vehicle that was used to transport the gunmen to and from the scene, Police sources confirmed.

When contacted on Wednesday afternoon, Crime Chief Wendell Blanhum told Guyana Times that an identification parade was scheduled for later in the day. A (Georgetown-East Bank) Division Commander Clifton Hicken subsequently confirmed that the ID parade was held, but did not reveal much detail.

Nevertheless, this newspaper was informed by Police sources that during the parade, the suspect was positively identified as the driver of the getaway vehicle.

Investigators are still trying to locate the three gunmen who shot David dead.

The 32-year-old, also known as “Malik” of Lot 89 Laing Avenue, West Ruimveldt, Georgetown, was fatally shot on Monday around 15:55h in the vicinity of his home by four armed identifiable men, believed to be from an Agricola, Greater Georgetown gang.

ports, “Investigations revealed that Orin David had an argument with one of the suspects earlier over bail money and the suspect left and returned with the other suspects. As the victim was approaching a vehicle in which the suspects were… several shots were fired at the victim.”

The injured man was picked up and rushed to the Georgetown Public Hospital where he was pronounced dead on arrival.

This publication understands that David had paid $150,000 to bail someone out of jail and when he saw the person on Monday, he confronted him about the money. However, the suspect left and subsequently returned in the company of three oth-

ers. Three of the four men were armed with handguns.

According to a teenage nephew of the deceased (who preferred not to be named), David was called over by two of the men who had returned in a black Toyota Raum.

They were overheard telling him that they did not want trouble but just wanted to talk.

“When Malik went over to the car, the fat man came out of the car with a big gun and pointed it in his face.

Malik lashed away the gun from his face and the man slap him and chucked him.

Before Malik could realise what was happening, the other man that was in the car came out and shot him in his thigh,” the teen explained.

David was then shot in his shoulder by one of the other gunmen after which he started to run but fell a short distance away, and was shot once again. The men then hurriedly drove away.

This newspaper was told that the gunmen implicated in the shooting are known to the Police and are said to be from Agricola.

The Police are conducting ballistic tests on the empty 12-gauge shotgun cartridge and the .32 spent shell that were recovered from the scene as investigations continue.

ohail Khan made a significant impact on his return to Test cricket after a gap of nearly five years as England were forced to dig deep for something close to parity on the opening day at Edgbaston.

Sohail, recalled in place of Wahab Riaz, took 5 for 96 while half-centuries for Gary Ballance and Moeen Ali provided much-needed stability for England who ended with 297.

Sohail's presence in the attack meant it was the first time Pakistan had

fielded a right-arm seamer in the series. He had two previous Tests, the last of them against Zimbabwe in Bulawayo in 2011, with his sole Test wicket prior to this match being Tatenda Taibu and an average that stood at 245. By tea, he had four of England's top order including the in-form Joe Root, having twice claimed a brace in hardworking eightover spells during the first two sessions, and clinched a deserved five-for when he pinned James Anderson lbw with what became the last

Rahat Ali chipped in with the wicket of Alastair Cook for 45 after the England captain had played fluently and Yasir, while not offering a major threat on a firstday pitch, removed Ballance with one that turned and took a thin edge down the leg side during a 25-over stint from the Birmingham End which offered the element of control missing at Old Trafford.

After Misbah's decision to insert England on an overcast morning and following heavy rain in the lead-up to the match, the early overs were not entirely promising as Cook and Hales skipped out of the blocks, but after the opening half an hour Pakistan's bowlers tightened their lines and the rewards came. Sohail found Hales' outside edge having beaten him the ball before, continuing Hales' lean series which now reads 73 runs in five innings.

As at Lord's, his dismissal came in part from getting too far across at Yasir when the ball gripped from outside off stump.

Moeen, averaging a touch under a 80 at No. 7 thanks to his unbeaten 155 against Sri Lanka at Chester-le-Street, was becalmed for the early stages of his innings. His first boundary, though, was an expansive cover drive which was followed by an even better back-foot stroke against Sohail. On 44, he saved himself with the DRS after being given caught at short leg sweeping at Yasir before reaching fifty with a flamboyant, one-legged pull through midwicket.

here is an old saying that “there is a first time for everything.” This is certainly true as the St. Lucia Zouks prepare for their first ever playoff clash in the history of the Hero Caribbean Premier League (CPL). Their opponents, the reigning champions Trinbago Knight Riders (TKR) and the venue is Warner Park in Basseterre St. Kitts and Nevis for play off 2 from 19:00h.

Prior to this edition, of the CPL the Zouks has never managed to progress to the second stage of the tournament. They finished last in the inaugural version and fifth in the next two, however, this year has seen a change in that trend as they ended the first stage in third place and thus booked their place in the playoffs.

Since the commencement of CPL the Zouks has always fielded strong teams but has failed to deliver due to poor execution and inconsistency.

However, this time around Darren Sammy and his troops have gotten it right.

They have silenced the critics with some outstanding display of competitive and strategic plays which have contributed to their progression to the playoffs.

To date Charles has been severe on most of the opposition bowlers exhibiting an array of shots to provide the Zouks with the starts they need. His aggressive approach has enabled him 410 runs inclusive of four fifties.

Charles along with Andre Fletcher and Shane Watson, who are both tied on the runs chart in sixth position with 283 runs have also done a remarkable job with the bat, especially at the top of the innings. They have provided important starts for the innings to flourish at the back end which is no problem for Michael Hussey and Darren Sammy as well as David Miller, Grant Elliot and Kyle Mayers to some extent. The team possesses a very strong batting department which settled until their fifth game of the season but has since earned five wins in their last six matches.

It is common for an individual or a group to get tense when doing something for the first time or in a new place, environment or other.

However, this is sport and that exciting feeling must be overcome by the Zouks as early as they enter the field or TKR would use their experience to demolish them.

ndre ‘Padlock’ Green rode away the winner of the Guyana Bank for Trade and Industry (GBTI) Corriverton Branch, 9th annual 40-mile cycle road race in Berbice last Sunday.

The race which was held last Sunday and is touted as the ‘big money’ event for cycle road racing in the ancient county, saw the defending champion, Romello Crawford who was hoping to go home with the green bag, being forced to watch Green as he rode in ahead of him.

Green collected the winning trophy and top prize money.

Andrew Hicks rode in third ahead of Juban Crawford, Brian Harris and Syborne Fernandez in that order to round off the top six places.

The race which was only open the Berbice wheelers saw 22 riders taking the starters orders.

The race peddled off from in front of the bank at Corriverton and proceeded to Adventure and back to its place of origin for the finish.

The juvenile category saw national juvenile champion Zaman Khan continuing his dominance with

an easy win with Ralph Seenarine, Alex Burnett and Delwyn Bowman rounding out the top placers.

On the distaff side, Tamika Teixeira continued her dominance, winning Christine Matheson and Whitney Poyer, crossing the finish line in that order; they rode from Number 51 Village to the finish line.

There were 12 sprint point prizes up for the taking with 10 going to the males and two for the females.

Khan who was given a five minutes head start along with the other juve-

niles made good use of it and claimed four of the sprint prizes; Green also took four, while Hicks and Balram Narine took one each.

Both female sprint prizes went to Teixeira.

Manager of the Corriverton Branch Keiola Blackman in brief remarks thanked all of the participants and promised the bank’s continued support for sport and the community. She noted that the bank’s sponsorship of the event was one way in which the bank gives back to the community.

Classy Chase ton leads West Indies to improbable draw

T

here is a lot to be said of Roston Chase. He's languid at the crease.

He plays late and close to his body. He wasn't perturbed by a tough situation. And his timing stood out. Two days short of 50 years since it was last done for West Indies and six days after the 80th birthday of the man who did it, Chase achieved the double of a century and a five-for in the same Test. In the process he helped pull off an improbable draw: batting for survival, West Indies had lost four wickets in 15.5 overs on day four, but on the final day they gave up only two.

Chase looked correct when he defended, graceful when he attacked and bloody determined all through. Sir Garry Sobers wouldn't have minded his feat being emulated by an innings like that. Not to a fellow Bajan. And certainly not when it helped West Indies draw a Test they seemed almost certain to lose. It was the first draw at Sabina Park since 1998.

On a wet day four, along with 82.1 overs, it appeared West Indies' fight had gone missing too. Their openers fell early, and in ungainly fashion. One senior player fell for a duck and another was a sitting duck against a short ball. It had become a walk in the park for India.

On the final morning, however, they were stuck in the mud. The first 25 balls cost 40 runs. The fast bowlers were hit through the line and over the top. The spinners were hit against the turn. Chase had finally made it a contest. At tea, he had the favourites sweating.

An hour and a half later, he made Virat Kohli concede and take the draw.

India tried to bounce Chase, he pulled them away.

India used reverse swing, he kept them out shortening his backlift. India tried to spin him out, but his open stance showed him exactly what was coming at him.

man at midwicket, completed the single and celebrated his first Test hundred in his second Test match by crossing his hands in the shape of an X over his head. His coach and team-mates were clapping with gusto. Sir Viv Richards was up on his feet screaming "Roston!"

From the other end, Jamaica's own Jermaine Blackwood smashed 63 off 54 balls and the man who replaced him at the crease, Shane Dowrich, applied himself beautifully. He fell 26 short of what might have been a maiden Test hundred when umpire Ian Gould adjudged him lbw to Amit Mishra not spotting an inside edge.

This was only the third time over the last 12 Tests that a Kingston crowd got to watch cricket on the fifth day. And while their numbers could have been better, their investment in the match couldn't be faulted

too much. One fan implored Dowrich to "come again" meaning restart - after he turned his nose up at the turn a Mishra legbreak got.

The outside edge evaded a diving Ajinkya Rahane at slip. Another boomed "good shot, good shot" when Chase drove R Ashwin down the ground. Among the fans was Sheldon Cottrell, who had completed his CPL stint last week, with his little girl on his lap. They were all watching history.

India bowled 88.1 overs.

They conceded 340 runs and could get only two wickets.

For the first time in nine days, their opposition was willing to give, well, opposition. Kohli began to chirp at Chase to see if he could be unruffled. Mishra fielded a ball that was pushed back at him and flung it back at the batsman in frustration.

Things were getting out of hand. More accurately, West Indies were not giving

anything away under the the kind of pressure where giving away an inch was as good as a mile. Chase and Dowrich raised the team's first hundred partnership of the series at the rate of 3.77 runs per over. Chase and Blackwood had added 93 runs at 5.26 an over. This was not backs-to-the-wall batting. This was special.

Those in the know say batsmen need to switch on and switch off. But it was difficult to say if Chase ever switched off. The smallest of smiles broke through when he secured his century; it was only his third in first-class cricket and this was only his 31st first-class match. He was batting like he had a 100 of each.

Chase defied India when they had secured a lead of 304 runs, and then taken four wickets in only 15.5 overs on a rain-hit fourth day. With 98.1 overs on the final day, they were supposed to get back-to-back Test victories in a series

away from home. Something that has not happened since 2005, against Zimbabwe.

Dilute the equation to the top-eight teams, and you end up at 1986, against England.

The bowlers did try.

Mohammed Shami made the old and the new ball swing.

Ishant Sharma kept squaring batsmen up.

Ashwin couldn't have one of his days - 30-4-114-1.

Umesh Yadav and Mishra were disappointing, a combined 37-8-134-2.

West Indies saw every ball that came down, inspected them carefully and then put them in their place.

As good as the strokes themselves was the batsmen's belief they could measure up.

Blackwood showed it when he lifted Shami over his head for a six. When he leapt back, stood tall and hit Ashwin despite the extra bounce to the cover boundary. He became

the first West Indian since Shivnarine Chanderpaul in 2014 to hit two half-centuries in the same match.

Dowrich showed it when he lofted Ashwin over the long-on fence. When he used Umesh Yadav's reverse swing to his advantage and flicked through midwicket and when he topped that by pulling a short ball to the boundary.

Holder showed it when he blunted a brutal short ball from Shami, dropping his wrists but keeping his eyes on it to make sure he could control where it fell.

When he got to his fifty with a six against Ashwin.

It was only the first time in West Indies' history that their Nos 5 through 8 had scored 50 or more in the same innings. That's so rare it has only happened five times in all of Test history.

Tanvir sends Warriors to 3rd final — Tallawahs beaten by 4 wkts in rain affected twister T

he Guyana Amazon Warriors beat the Jamaica Tallawahs by four wickets with two balls to spare in playoff one of the Hero Caribbean Premier League (CPL) at Warner Park St. Kitts on Wednesday night.

Sohail Tanvir and Captain Rayad Emrit got together at 116/6 at 16.5 overs with 31 runs still needed from 19 balls and it seemed improbable. However, the Warriors were determined and got home when Tanvir hit Imad Wasim for a maximum to seal the deal with two balls to spare. Tanvir ended on 21 from 13 with two maximums while Emrit played a cool innings hitting a four from nine balls to end on 11 not out.

Set 147 to win against a potent Tallawahs bowling attack the Warriors had a cautious start with an eye on the rain with Duckworth/Lewis at the back of their minds. Chris Lynn once again carried the Warriors batting with a responsible 49 from 47 balls (1x4; 3x6) but got little support from the rest of the top order as pressure and the required run rate was mounting after regular rain stoppages kept the players and spectators anxious and

The Jamaica Tallawahs will have another shot to go to the final on Friday against the winner of Playoff two which is being contested between this year’s dark horses the St. Lucia Zouks and 2015 champions Trinbago Knight Riders. Playoff two bowls off tonight at 19:00h also at Warner Park.

uyana under-15 team fell short of retaining the Regional title after going down by four wickets to new champions Trinidad and Tobago on Wednesday in Grenada.

The win saw Trinidad and Tobago claiming the title after an unbeaten run where they won all five of their matches to top the points tally with 31.5 points.

It was expected to be a competitive match and it was indeed as the winners bowled out Guyana for 103 from 46.5 overs but wobbled at the start of their innings before they eventually achieved their target (1046) with four wickets and 24 overs remaining.

Trinidad and Tobago are now the holder of the Under-15 and under-17 titles and is still on course to win the Regional under-19

titles.

It seems to be the year of the twin island Republic as it was just late July that the female team also won the d o u b l e in Guyana winning both the Super 50 and T20 titles.

In the

Windward Island versus Jamaica clash the former prevailed as winners, cruising home by nine wickets.

Jamaica made 111-9 (50

overs) while Windwards responded with 112-1 (22.2 overs).

Barbados thrashed Leeward Islands by 100 runs in the day’s other game to pip Guyana with a superior net run rate after both teams ended on 20.8 points.

Batting first Barbados made 247-9 (50) and then returned to dismiss Leewards for 147 (30 overs).

Trinidad entered the final round as leaders and remained in that position to win the title. Guyana finished third, Windward Islands (13.5 points), Leeward Islands (7.9 points) and Jamaica in the cellar position with a disappointing 0.3 points from five matches.

Jamaica played winless, losing all five of their matches while Leewards only won one match.
