A

Mocha, East Bank Demerara resident is counting her losses after her years of hard work and savings were destroyed in the blink of an eye following a fire on Tuesday night, which left four persons homeless.

The fire reportedly started about 21:30h in the upper flat of the Lot 6 Plantation Prosperity, Barnwell North, Mocha home after a candle was left unattended.

The building previously housed a salon, but was later converted into three apartments that were all rented out.

When Guyana Times visited the scene, the entire upper flat of the concrete and wooden structure was completely destroyed.

This publication was told by the owner, Sappha Lord, that currently the area has no electricity, but she uses a generator to provide electricity to her tenants.

Lord revealed that on Monday last she had taken the generator to be serviced and as such, the tenants were all using candles.

One of the tenants reportedly lit a candle after which she went out. Around 22:00h, Lord was awakened by strange sounds and upon inspection, she saw that the house was on fire.

Lord, however, thanked the community for their assistance, noting that many persons helped, but there was not enough water sources close by to douse the flames.

“Everybody in the community come out, they come out with buckets and everything and we ain’t had no water because the canal stagnated,” she explained.

She noted that by the time the Guyana Fire Service arrived at the scene, the flames had already engulfed the house.

Additionally, there were difficulties in sourcing water.

further contending that had the Government answered the community’s calls for electricity in the area, the fire could have been avoided.

“Late last year, we call out for somebody to come in because snakes does be coming up [from the trench] and all kinda thing does be coming up from the canal.

It stagnated, you know with the mosquito and thing.

We begging for we lights, for we get we lights because if we had lights you could’ve say it was the electrical problem, but is not electrical problem. Is just a candle and all ah me hard work gone. Everything,” the woman said in tears.

Opposition, Govt discussion unfruitful … AG unprepared, requests more time for interpretation of Constitution – Nandlall

he much anticipated meeting between Government and Opposition representatives to iron out the interpretation of the Constitution with regards to the appointment of a Chairman of the Guyana Elections Commission (GECOM) got underway on Wednesday and was proven to be unfruitful.

The Opposition appointed Attorneys – Priya Manickchand and former Attorney General Anil Nandlall – met with currently Attorney General Basil Williams following a proposal made by President David Granger to Opposition

meeting, the Opposition lawyers proffered their interpretation of Article 161 of the Constitution, in writing, and supported their position with a number of case law authorities from Guyana, the Caribbean and the Commonwealth.

However, Nandall pointed out that the Attorney General was “unprepared” to put forward his or the Government’s interpretation of Article 161 of the Constitution, despite several requests for him to do so.

“Instead, he indicated that he will need time to interpret our contentions and prepare his response. All of

When contacted on Wednesday, Attorney General Williams told Guyana Times that during the meeting, he heard submissions by Nandlall and asked for some time to review the submissions in order to arrive at a proper conclusion.

“I spoke with Mr Nandlall respectfully, he made his contention and he cited authorities; and I said I’ll take what you say safely by reading the authorities and then we’ll respond to his submissions,” Williams stated.

Meanwhile, in a statement to the media, Nandlall disclosed that during the

“The meeting ended with the Attorney General being unable to identify another date available in his diary for us to meet again,” he noted.

Last week, President David Granger said he is anxiously awaited the outcome of dialogue between the two sides.

“I’m anxious to move ahead, it’s a constitutional office… I have asked them to meet and see in what ways we can have a common interpretation of the Constitution.

In the final analysis, it’s a constitutional matter and I felt that the Constitution was quite clear so if there was any opaqueness or obscurity, I hope that the meeting between the two Attorneys would clarify that,” the President asserted.

The Head of State further maintained that he was correct in his interpretation of the Constitution that the nominees for GECOM chairmanship must be a judge or

have qualifications equivalent to that of a judge. “...as I said, my interpretation of the Constitution was quite clear. I’m not saying that the person has to be a judge, but if you read the whole article of that Constitution, it intends that the person must possess certain qualities and we are looking for those qualities,” he posited.

The controversy on the matter revolves around the different interpretations of the Opposition Leader and the Government on Article 161 (2) on the appointment of a new GECOM Chairman.

The Opposition’s understanding conforms to the updated Constitution which incorporates the Carter formula to have a democratic process for the appointment of a chairman.

Granger’s interpretation, on the other hand, seems to reflect the old 1980 Constitution which limits the pool of persons to be appointed to GECOM’s helm to only judges or those eligible to be a judge.

Broken promises at Wales

t must be remembered that the closure of the Wales Sugar Estate was only revealed a year ago by this newspaper and the Government grudgingly conceded the grim truth after a month of stonewalling. Information about the fate of the estate and its workers was forced out of the Government in dribs and drabs with the Agriculture Minister not even having the decency to face the workers for months to apprise them of their plans beyond the “closure”. The shock was even more palpable since an extensive Commission of Inquiry (CoI) into the sugar industry; commissioned and accepted by the Government, did not recommend any closures of estates.

Dr Clive Thomas, Chairman of the Guyana Sugar Corporation (GuySuCo) and a member of the CoI, promised that farmers’ cane, which supplied a third of the Wales factory intake, would be transported to Uitvlugt Estate. He said, “… already the mapping of transport for the canes is underway; engagement with potential cane farmers has started; and logistics are being developed.”

A road was necessary since there was no direct route to transport canes from the backlands of the West Bank of the Demerara River to the West Coast Estate. To construct one across the intervening Canal Polders would be a billion-dollar undertaking. However there has been no mention of the status of this road and harvesting of the farmers’ cane will soon begin for the 2017 “first crop”.

Farmers are in danger of having their entire investment literally go down the drain.

As to the fate of the 1700+ workers, the Government announced most would be “retrenched and paid off,” while, according to Chairman Thomas, “Discussions are also afoot to see how many workers (and where) can be absorbed at Uitvlugt.” Earlier this month, it was announced that 650 workers from the cane cutting/harvesting gangs would be transported to Uitvlugt to harvest that estate’s canes. Since Uitvlugt has not embarked on any increase of its present cultivated acreage, it is not clear how all these workers will be absorbed.

But it is possible the Government always knew the point was moot, since many of the identified workers are balking at the time it would take to cover the 22 miles to Uitvlugt via the Public Road and then the unknown distance to the particular fields to be reaped. These workers are demanding to be “paid off” but those who were already retrenched have complained their moneys have not been forthcoming.

And this raises the question that was the elephant in the room from the time the closure of Wales was admitted: where will the retrenched workers find employment in an economy that is shrinking faster than a cheap suit? Dr Thomas had promised, “…the closure of Wales is immediately linked to the commencement of diversification programmes envisaged to begin in October coming this year (2016). Some of these programmes involve lands for workers to engage in peasant cane farming and lands for their farming other crops as well. There are also programmes to seek to determine the commercial feasibility of alcohol production and aquaculture by GuySuCo at Wales.”

We are well into 2017 and none of the abovementioned programmes have been unrolled and since the Government has followed through with the abandonment of cane harvesting on the 14,000 acres that was under the control of Wales, these are now quickly reverting to “bush”. If the Government is serious about producing ethanol at Wales, the cost of clearing the bush and reintroducing sugar cane will be unnecessarily prohibitive.

Last year, the Government also announced they were converting 500 acres of cane fields to cultivate rice and they were retaining the mechanical tillage equipment to extend this further. But this too appears to be an empty promise since the last rice crop came and went without any paddy being produced.

We cannot emphasise enough the enormity of the tragedy unfolding at Wales and the entire West Bank Demerara to which the estate acted as an economic anchor. The Government must be made to keep their promises.

Dear Editor, A letter published in Guyana Times, dated Saturday, February 4, 2017, by former President Donald Ramotar, wrongly lists me as a victim, the import of which I believe, is that I was forced to resign from the post of Chief Parliamentary Counsel. This is a falsehood to which I cannot acquiesce.

I was working on a contract of three and a half years but after just over a year, I decided that I should heed the advice of my doctors and cease

active duties. So I tendered my resignation which took effect from January 1, 2017.

I consider it a moral duty to society to correct the falsehood which time and its non-refutation could lead to the belief that it is true, and this would be most undesirable. It is wrong to cast blame on an individual where that individual’s action has been nothing but honourable and just. I was never victimised in my 50 years as a law officer.

I owe gratitude to the

present Attorney General for his kindness; he was considerate and appreciative of my effort and was a source of encouragement.

I take this opportunity to thank every Administration that afforded me the opportunity to serve Guyana for 33 years as Chief Parliamentary Counsel to seven of the eight Attorneys General; all of whom approved of my work and to whom I am deeply indebted for the learning acquired from them.

I thank the officers of the

Ministries and Departments of Government, especially those of the Legal Affairs Ministry for their cooperation and assistance without which my goals as a draftsman could not have been achieved.

Dear Editor, I am neither a politician nor am I an economist. I am simply an Educator. Having lived in Guyana for the past 38 years, my wife and I started School of Nations more than 20 years ago. We began School of Nations for very simple reasons; our two sons attended one of the leading secondary schools in Georgetown. Each evening, when we sat down to eat and asked about their day at school, they said they had two or three classes with no teacher. We visited the school, met the Headmistress and were casually informed, “don’t worry … we may get a Maths teacher next year.” That was motivation enough to try and offer an alternative.

I was then fortunate to undertake a UNICEF consultancy in Ghana in April 1997 and travelled to neighbouring Togoland one weekend to visit some Baha’i friends. They took me to a school they had started in the heart of the capital. The school was like an oasis of peace in a troubled and very divided city. That was April 1997, four months later School of Nations opened its doors in Georgetown.

From that modest beginning, 20 years later, Nations has two campuses, one in the

heart of Georgetown, the other, a purely pro-bono school, in New Amsterdam. There are now more than 2300 students from preschool to Sixth Form and others pursuing international diplomas, degrees and MBA from centres of excellence like University of Cambridge, University of London, ABE and the Australian Institute of Business.

Some of those students arrive at Nations in the latest RAV 4s or BMWs. But others arrive on foot. Some represent some of the most affluent sectors of the Guyanese society. Less is perhaps known about the 40+ children at Nations on full or partial scholarships, or the 100 children from neighbouring Tiger Bay who, for the past five years, have come to Nations two or three afternoons per week for free classes in literacy, numeracy, the arts and music, probably even less people are aware that for 12 years, Nations has operated a branch in New Amsterdam that is operated on a largely pro bono basis.

It is of course because of the success of Nations in Georgetown that we are able to offer these services to the wider community. These are not acts of patronising chari-

ty, each of these innovations have fundamentally enriched the wider Nations family.

One of the most popular programmes that we offer is a series of courses from the Association of Business Executives (ABE) from UK. They offer courses in business, management, travel and tourism and computer technology at 232 centres in more than 80 countries worldwide.

Nations is now the number one centre in the Caribbean and the number five centre in the world in terms of the number of students enrolled with ABE. Plans are now in train to offer these courses in Berbice and in Linden.

The very same ABE courses are offered in Trinidad at twice the cost. Moreover, the MBA programme that Nations offers from AIB in Australia is also taught at four centres in Trinidad at more than twice the cost.

Nations continues to strive to offer these courses at the most economical rates to suit the capacity of the Guyanese pocket.

And then we are contacted by the Guyana Revenue Authority a couple of days ago, to say that, with immediate effect, all these fees need to be increased by 14 per cent. For those who come to

Nations daily in luxury cars this new additional tax is an annoyance.

But to the 16-year-old school leavers who are part of the 800+ ABE cohort, some of whom pay the fees in GY$100 bills, this new imposition may simply mean they stop the course, stay home and loose hope and add to the growing numbers of the unemployed and unemployable. We then read daily of the huge oil finds in Guyana and then we hear that the reward for the people of this country is an additional 14 per cent tax. The only hope for Guyana moving forward is an educated, motivated pool of youth who see Guyana as theirs. This new tax does nothing to further that vision, that sense of optimism, the idea that they can rise out of poverty.

I said at the beginning I am not a politician nor an economist. But this letter is addressed to the politicians, economists, and strategists who made the decision to impose this levy and to simply ask them to seek some other means to raise revenue. A tax on education is surely not the path to take in 2017.

Gunman kills phone card vendor

A

Corentyne, Berbice cellular phone card dealer was on Wednesday afternoon shot dead during a robbery.

Dead is Danian Jagdeo, 36, of Lot 12 Section G, Kings Street, Williamsburg, Corentyne, Region Six (East Berbice-Corentyne).

According to reports, Jagdeo had been distributing phone cards to his customers all day and was about to close off for the day when he was robbed.

At Adventure, Jagdeo stopped at Country Chef Creole Snackette and was in conversation with the business owner when a lone man pretending to be a customer walked into the establishment. Reports are that Jagdeo enquired whether the business owner knew the strange-looking man entering the premises; however, before the owner could respond properly, the man whipped out a gun and aimed it at Jagdeo.

Guyana Times understands that the owner ducked under the counter while several shots were fired.

When the businessman resurfaced, the bandit was running out of the shop with Jagdeo’s bag while the injured man laid in a pool of blood.

ne day after coalition’s second largest party, the Alliance for Change (AFC) called for the suspension of the widely criticised parking meter project, the Movement Against Parking Meters (MAPM) group has welcomed this move.

However the group is of the view that Central Government should completely revoke the contract, premised on claims of the many burdens the initiative has inflicted upon citizens and more specifically on businesses in the capital city.

Strongly expressing that the group is not politically affiliated, representatives of the Movement Against Parking Meters on Wednesday registered its disdain over what was described as a “scandalous and illegal” arrangement between City Hall and the implementing company, Smart City Solutions (SCS).

“Any group that is in support of what we’re in support of, we welcome that support, of course,” member Christopher Chapwayna stated in response to AFC call for suspension.

Only Tuesday, AFC stated that the project in its present form is not in the best interest of the public, noting that the M&CC should reconsider the main aspects of

It comes from students with little patience to put up with ideas or concepts too abstract or irrelevant for them to fathom. Many more students share this thinking but have sufficient impulse control to keep their lips from expressing the same thought. Now more than ever, with Common Core emphasis on critical thinking and problem solving in an ever-changing world of information and technology, there are even many educators who struggle to identify content that is important and relevant.

Unless students are blessed with an exceptional memory, most of the stuff we teach won’t be remembered or used beyond the final exam. I no longer know any of the theorems I learned in 11th Grade Maths, would be hard pressed to identify the elements in the periodic table, and struggle to recall the main theme of Charlotte’s Web. Arguably, these are merely once-known facts that have been dulled by an aging memory and unconnected to what is really important to know: the acquisition, mastery and application of basic literacy skills.

Watching my seven-year-old twin grandchildren bowl recently, I was struck by how automated bowling alleys have become and how automation can get in the way of acquiring and using skills. When I was a kid, keeping a bowling score helped make Maths relevant. Nowadays, it is actually impossible to keep score on your own even if you desire, because a computer does it immediately after you throw the ball.

Tell your students that not everything you teach will always make sense. Let them know that you will always do your best to explain when they might use what you are teaching them, but that you might not always know.

For example: “Not everything I teach will always make sense to you right away. I’ll do my best to explain, and I’ll even try to help you see how you might actually need or use what we’re learning. But sometimes you’ll just have to trust that what I’m teaching is important to learn for now – even if it seems confusing, silly or unnecessary.”

arenting is not for the faint of heart,” novelist Harlan Coben writes. Let’s face it: parenting is really hard, especially when parents feel that “a vast and frightening Internet culture is hijacking their kids,” as New York psychologist Ron Taffel notes.

Too big to know

The Internet knows no boundaries. That’s why parents need to set limits for their kids. Easy to say, hard to do, and especially difficult if parents have to do this on their own.

Schools need to create a 360-degree communication loop with parents about how to navigate the digital landscape.

School-to-parent communication

Schools have taken on a more significant, all-consuming role in helping parents find the right language to communicate with children, especially in the digital realm. Instead of shirking this responsibility, schools need to embrace the opportunity to more effectively and creatively communicate with parents, helping them make sense of the “Too Big To Know” world of the Internet, as Harvard professor David Weinberger has described it.

Here are starting points for schools to communicate to parents: •Start early, when your child is in third or fourth grade.

Don’t wait until later. It gets much harder to set and sustain boundaries when kids are in middle school.

•Use a microwave timer, agree on a time limit (20-30 minutes) and stick to it. Kids pay attention to what you say you’ll do and what you actually do.

•Use one device at a time and have your kids do the same. If you are watching a family movie, make sure all family members are fully engaged in the movie, and not texting or checking email.

•Have a Cell Phone Computer Curfew (CCC). Agree as a family or with a group of families on a set time each night to shut down devices. This could be at 9 PM and could be called “9CCC.” •Review email and social network settings as a family to make sure adequate privacy boundaries are established.

Remind your child that life online is “public by default, and private through effort”.

•Check and recheck search histories (even if your child knows how to clear the search history).

•Discuss media creation vs consumption. Kids need to understand and monitor their use of digital media and distinguish between creating and consuming. There is a difference between playing Xbox and making an iMovie.

•Recognise that digital media is social. Playing Minecraft is a social experience and offers engagement. Just because your child is on a screen does not mean that they are not interacting with their peers.

•Text and email as a family so that your child sees you modelling appropriate language and information sharing on electronic devices.

•Have your child teach you about new applications and programmes. Play the novice, and allow your child to be in the driver’s seat.

•When setting up passwords, discuss how to create a strong password. New research supports the need to have 12-character online passwords instead of eight. CNN reports the findings of Georgia Tech researchers who explain that 12-character passwords are the new way to go.

•Be open with where you stand on safety and privacy.

Have your child place their passwords in a sealed envelope.

Tell your child that if you become worried about their safety, you will open the envelope and look at their accounts.

•Be up front with your child that you will read and check their email, in the same way that you will be sitting next them in a few years when they learn how to drive. Make it clear that you are there to support and guide your child as he or she learns how to email and text.

•Talk to the parents of your child’s friends. Agree on a set of norms to be used on play dates and sleepovers. If you are uncomfortable with your child seeing a PG-13 movie or playing an M-rated game, tell the other parent. Better to be open in the moment than frustrated later.(Excerpt from edutopia.org)

Kick-down-the-door bandits execute Berbice domestic worker

Corentyne, Berbice woman was on Tuesday night killed by two gunmen who kicked down the door to her home and shot her.

Dead is Lilawatie Muhammed, 45, a domestic worker of Lot 198 Sixth Street, Tain Settlement, Corentyne, Berbice.

Reports are the woman was killed in front of her children about 23:30h.

According to the woman’s 18-year-old son, Ashad Ishack, he and his 21-yearold sister and their mother were at home when two masked men kicked open the front door of their home. He said one of them was carrying a shotgun.

He explained that they were all put to kneel on the floor and the men then demanded money. However, the mother of four said that she did not have any mon-

Deconstructing… …the AFC ne day after being challenged by Clement Rohee to deconstruct the APNU, after he’d done a number on the PPP, Henry Jeffrey placed the AFC under his microscope. Now Jeffrey’s in a unique position for these exercises having worked for years with the comrades in the PPP and the PNC, and as such, would’ve also known the principals in the AFC, whose proudest boast is they came out of the belly of the afore named beasts!

Your Eyewitness doesn’t think Jeffrey’s avoiding dissecting the PNC-camouflaged-as-APNU. He’s taken several desultory stabs in that direction already. And the AFC’s such easy pickings, isn’t it? The premise of Trotman and Ramjattan was simple: in their own persons – and that of the WPA’s Sheila Holder – they represented the dominant political tendencies in Guyana. They could therefore constitute a “Third Force” to mediate between the PPP and PNC. So far so good.

But they made a second claim – they’d alternate the leadership between Trotman and Ramjattan. But they were ambiguous as to whether this rotation was based on their racial or party origin. A third claim was – having known the said beasts – they’d be armed with inside info to know exactly what was REALLY going on outside of the behemoths’ public platitudes. As such, they could act be the body to advise the Guyanese public whether the PNCPPP’s sartorial preference were au natural!

But even before they got hitched to the PNC/APNU, it had become clear from the AFC’s actions in the post-2011 Opposition controlled Parliament, they weren’t keen to swing their support from one to the other in Parliament.

They hewed to the PNC line! The marriage of 2015 was a foregone conclusion, notwithstanding Ramjattan’s protestations of “dead meat”. This Eyewitness never fell into the trap of tortuous exegeses to explain the AFC: both Trotman and Ramjattan left their parties because they were stymied in grabbing power.

In the AFC two things were then certain – Trotman and Ramjattan would be locked in their own power struggle.

And they’d always be on the lookout to cut deals to further their interests. We know Trotman didn’t want to step aside for Ramjattan and vice versa in the “rotation” that became “gyrations”. While Jeffrey delicately didn’t mention it, Trotman did cut a deal with the PNC when he and PNC leader David Granger sealed their “Nassau Accord”.

This, of course, made the publicly “negotiated “Cummingsburg Accord” moot – and no one should be surprised it wasn’t even honoured in the breach!

As such, the AFC’s seeming last ditch attempt to remain relevant by denouncing the pParking meter scam, is just a pappy show by dead meat!

Parking meter fiasco

President orders reduction of rates

resident David Ganger has ordered that the parking meter fees be lowered following a meeting late Wednesday evening with city officials.

Guyana Times was told on Wednesday evening that Communities Minister, Ronald Bulkan is expected to meet with the Mayor and City Council and Smart City Solutions (SCS) to iron out the details for the lowering of the rates.

On Wednesday, widespread criticism continued against the highly controversial Parking

Last Thursday, the Minister of State told media operatives at a post-Cabinet press briefing that “in as much as it is signed off by Minister of Communities, (the By-laws) still have to

go through the process of the Attorney General vetting it and checking to ensure that it is consistent with the laws of Guyana and that the rules, which require certain levels of fairness, are all embedded in those By-laws.”

On the other hand, the public outcry against the paid parking system continues as more authorities begin to crumble to the pressure of citizens and the People’s Progressive Party/ Civic Opposition.

In fact, the Alliance For Change (AFC) arm of the coalition Government called for the suspension of the project. Despite refusing to support the parliamentary Opposition when it brought a motion to debate the contentious Parking Meter Project in the National Assembly, the AFC came out expressing concerns over the Georgetown Municipality overreaching its authority on a number of matters, including taxation arrangements, traffic arrangements and road ownership.

its current stage lacks sufficient prior public consultation; is absent of transparency and of a competitive bidding process; and lacks of proper planning with regard to exemptions and the pricing and penalty structures.

Commenting briefly on the AFC position, Williams said the party is allowed to have its independent thoughts on any matter of national concern.

However, while its governing partner has made its concerns public, the A Partnership For National Unity (APNU) is yet to pronounce on the issue.

Moreover, Government as a whole has not taken a stance on the issue and appeared unmoved by the public’s plights.

Marked as a unique moment in Guyana’s history, a mass protest by disgruntled taxpayers was conducted on Friday last against the Parking Meter Project. A second protest against the initiative is slated for today and it is expected to attract a much larger crowd.

Many have already complained of the injustices meted out against them from employees of the parking meter company.

n light of a foreign investor expressing interest, while also noting opportunities for profitability at the Skeldon Estate, the Guyana Agricultural and General Workers Union (GAWU) has questioned the competence of management at the Guyana Sugar Corporation (GuySuCo) to sustain the sugar industry.

On Wednesday, the Union disclosed that there are major weaknesses in the Sugar Corporation’s current management and called for urgent reforms.

This comment comes in light of an Indian firm officially informing Government of its interest to invest in the cash-strapped estates.

GAWU said that it is “noteworthy” that the investor advised that in a short period it would make the estate profitable, which was a departure from GuySuCo’s recent contention that Skeldon was a “ticking time bomb” requiring an astronomical sum to be put right.

The Union highlighted also that the investor, which is seeking to have control of the co-generation plants and is desirous of setting up of a refinery to tap into the lucrative Caribbean market was a direction “recommended” by the Commission of Inquiry (CoI) into the sugar industry.

“We believe such a move will see the industry benefiting from higher revenues which would be in the interest of the industry and the thousands linked to its operations. The situation calls for our active vigilance,” GAWU posited.

It was expected that sometime this week 420 workers would be involved in engagements on the Corporation’s proposals. To garner an insight on the state of workers’ future, Guyana Times sought an update from GuySuCo’s Financial Director, Paul Bhim but several calls to his mobile number late Wednesday went unanswered.

In early 2016, Guyana Times broke the news of Government’s intention to close the Wales factory. It was later disclosed that rice would be planted as part of the diversification plan but it remains unclear when the first rice crop will be reaped.

This is according to UKbased financial crime consultant, Dr Sam Sittlington, who has been providing advice to the Special Organised Crime Unit (SOCU) of the Guyana Police Force (GPF) in relation to the investigations launched in flagged corrupt practices as highlighted in the forensic audits.

Speaking to media operatives on Wednesday, the financial crime expert explained that significant evidence has already been collected for a number of the cases but the process of gathering information to use in the courts is still ongoing.

He was particularly alluding to the cases of the Guyana Rice Development Board (GRDB), the National Industrial and Commercial Investments Limited (NICIL).

Dr Sittlington explained that the forensic audits are not substantial or compelling enough to use in the courts.

He said that was the essence behind the recent raid at the GRDB, where SOCU officers went to collect certain documents which contained critical data to be used as evidence.

“Because the audit was produced with the documentation, we had to gather the same documentation as evidence under a legal process,” he said.

According to Dr Sittlington, he would not “underestimate the size of the case, it is a massive case.”

He also disclosed that substantial evidence has been gathered for NICIL but he decline to comment further on the matters as they are currently under investigation.

Meanwhile, the financial crime expert noted that SOCU has the skillset needed to lead successful cases but the manpower is lacking. “(There is) only a small number of skilled officers, the new officers that come in have to be trained as well, so it is a matter of prioritising tasks” he explained.

Audits

The audit into the GRDB was ordered by Government in June 2015 and was undertaken by the auditing firm of Nigel Hinds and Associates.

The action was taken after it was discovered that $100 million was allegedly loaned to the Guyana Rice Producers Association. The controversial loan, which remains outstanding, has been described by Minister Jaipaul Sharma as “ad hoc” and purportedly signed with the understanding that the loan would have been repaid in October 2014.

Government spokesperson Raphael Trotman also said the audit report indicated that via to the PetroCaribe Fund, the financial vehicle which saw millions of dollars passing through the accounting unit of the GRDB, there were “glaring” financial irregularities which were uncovered by the auditors with “no traceable signs that these were ever approved”, minus promissory notes in some instances.

SOCU hosts seminar on AML, anti-corruption Make sure you step back and see the big picture, not just the big name

F

ollowing on from my recent article regarding parking meters; it has been extremely refreshing witnessing people joining together for a worthy cause. In a country with continuing racial tension and divisions, seeing people of all races and from diverse backgrounds unite to Lorraine Ince-Carvalhal stand up and be heard, shows hope for our community. Also worthy of praise is the approach to voicing your opinions; it has been steered by those calling for peaceful demonstration, legal tactics and has been conducted to the letter of the law.

The short time that has passed since the implementation of the meters has indeed shown huge flaws in the system. It is evident that poor planning, limited consultation and shortsightedness have created a seriously conflicting situation and the way in which the system is presently being managed is highly inappropriate in some cases.

Unfairness is a valid reason for being angry and the main cause for emotions to run high, When a large number of people share this feeling there can be power in those numbers if organised and led appropriately. Where points are valid, relevant people sit up and listen. The potential problem is that it is easy to veer away from those valid points and be in danger of losing a stronghold by letting narrow-mindedness overshadow the real issues. It is important to take a balanced view of the matter at hand and move forward showing an understanding of a bigger picture.

For example, during comments being made about the percentage ratio of the parking company and the Council, how many people are considering the cost for the company to install and maintain the meters? How many are adding up the cost of staffing? How many are taking into account the time, energy and money it takes to set up a business? I can assure you not many would do all of the above without expecting to make a good profit.

Instead of attacking something that is a business model we would all use in our own relevant circumstances, it is important to stick to the point. How affordable the parking is, how fairly the sanctions are being delivered and the effects on local businesses are issues which affect us and that we have a right to speak out about. While of course there is relevance in the profit margins, it seems that some people are more concerned with the profit the company will be making rather than the effect it is having on Guyanese day to day living.

Evidently, big corporations often attract this sort of thinking. Disgruntled people have been complaining about the oil companies of late too; about the percentage of their cut when production starts. Once again I have to ask if any thought has been given to investment of time, money, skilled labour, precision machinery and expertise, let alone the huge gamble an oil company makes when searching for the natural resource. Any thoughts to the amount of money that goes into the community development that forms part of their corporate responsibility in any country they explore, or the support they give to education programmes, indigenous communities and social projects?

Another issue at the forefront is local employment opportunities. We have to be realistic and accept that many of the jobs in this field require skilled, qualified personnel.

Indeed if locals have the capacity and knowledge to fill positions then there would be cause for concern if they were not utilised. I have to wonder if the people who complain the loudest have taken time to find out how many jobs are available that could be effectively filled by locals and if they know that there are already a high percentage of locals working for the oil company and being trained to fill more positions.

Whatever your ethical position on oil companies, big business or City Council deals and whatever injustices any of these companies are or are not responsible for, there is still a bigger picture. Standing up to injustice is an admirable quality and as a society it is imperative that we work together to speak out for the good of ourselves and our neighbours.

We have to strive to do this with a balanced view and not allow our anger at valid issues spill over into or cloud our judgements in other areas. To be taken seriously and effect positive change for our communities, whether leading or supporting, accepting the big picture and not seeing only negatives will give us a stronger voice and make those who need to hear us more obliged to listen.

he Special Organised Crime Unit (SOCU) of the Guyana Police Force (GPF) on Wednesday hosted a seminar aimed at training relevant officials in areas of anti-corruption and anti-money laundering (AML) practices.

Attorney General and Legal Affairs Minister Basil Williams, during the opening ceremony, explained that corruption deterred investors, hindered economic growth, and undermined confidence in Government and public offices, among other consequences which can ultimately lead to poverty.

He also praised the AntiMoney Laundering and Countering of Financial Terrorism (AML/CFT) Act which he said has provided the framework for the seizure, detention and forfeiture of proceeds of criminal activities.

Williams also mentioned forthcoming legislation including the State Assets Recovery Agency Bill, the Witness Protection Bill and the Whistleblower Bill, which will shape a more strengthened regime to tackle corruption.

Also speaking at the seminar on Wednesday, British High Commissioner Gregory Quinn underscored the importance for countries around the world, including Guyana, to eliminate corruption.

“Corruption is a cancer, money laundering is a cancer…both reduces the funding ability of a government to do day-to-day business to improve the life of citizens; they also have a direct impact on the citizens of a country and their ability to live their lives. Corruption undermines trust and confidence in Government and

means the country has endemic corruption in the public sector.

Nonetheless, he lauded the country’s efforts thus far in tackling corruption and pledged his Government’s commitment in continuing

to provide assistance to help in this regard.

Meanwhile, UK-based financial fraud expert, Dr Sam Sittlington, who was the presenter of the seminar, underscored the importance of information sharing in achieving successful results.

“We are the economic crime community and we have to cooperate if we want to be successful” he emphasised.

Dr Sittlington, in a simple exercise, demonstrated how easily it was to engage in a corrupt act – whether bribery or any other form – by gifting several associates with envelopes purported to be containing money.

The envelopes with the gifts (which were later revealed to be phony) were considered acceptable as no one raised an eyebrow over the conduct of such an action. Dr Sittlington highlighted that by a simple gesture of handing out gifts, that person is attempting to influence a decision for personal gain which can be classified as corruption. He noted that was why some organisations have policies on the acceptance of gifts.

During the seminar, presentations were delivered by the State Asset Recovery Unit (SARU); the Financial Intelligence Unit (FIU), and other relevant authorities.

T&T eyes Guyana and Suriname

T

&T Energy Chamber President o, Dr Thackwray Driver has urged companies in T&T’s energy sector to capitalise on the Guyanese market.

He said there is a “huge” opportunity in the oil sector in Guyana especially with the ExxonMobil find, and therefore there would be a lot of activity happening in Guyana, and in Suriname, since there is exploration activity there as well.

Driver spoke to the Business Guardian on day three of last week’s Energy Conference and explained the rationale behind dedicating a panel discussion on Guyana and Suriname.

For other small businesses, perhaps a tax holiday and duty-free concessions for the first year or two.” On a more personal note, the fitness buff confessed: “I love working out, I like the feel-good hormones of endorphins and I absolutely love feeling and being physically strong.”

Allergan shares rose 3.7 per cent after the drugmaker’s fourth-quarter profit and revenue topped estimates. Gilead Sciences shares tumbled 8.6 per cent and were the biggest drag on the benchmark S&P after the biotech company’s weak forecast for its hepatitis C medicines.

Major US stock indexes are hovering around record highs after a rally following the November 8 election of President Donald Trump amid expectations he will usher in fiscal stimulus and lower regulations and taxes.

“Usually, this would be a period in which earnings and guidance drive the market,” said Peter Tuz, President of Chase Investment Counsel in Charlottesville, Virginia.

“But because it’s the first three weeks or four weeks of a new president who is promoting radical change than what has been going on, Washington takes precedence, I think, over earnings in the eyes of investors these days.”

The Dow Jones Industrial Average fell 35.95 points, or 0.18 per cent, to 20,054.34, the S&P 500 gained 1.59 points, or 0.07 per cent, to 2294.67 and the Nasdaq Composite added 8.24 points, or 0.15 per cent, to 5682.45.

Financials, which have soared since the election, were the worst-performing S&P sector, falling 0.8 per cent. Goldman Sachs fell 0.8 per cent, making it the biggest drag on the Dow, and JP Morgan dropped 0.9 per cent.

Bank stocks are sensitive to interest rate changes, and

US Treasury yields fell to their lowest levels in weeks.

The real estate and utilities sectors, which tend to perform well in low-rate environments, were the best performing groups.

“As the yield curve flattens, we’re back to a very tough environment for financials,” said Paul Nolte, portfolio manager at Kingsview Asset Management in Chicago. “They live off the spread.”

With about two-thirds of the S&P 500 having reported results, fourth-quarter earnings are on track to have climbed 8.3 per cent, which would be the best performance since the third quarter of 2014, according to Thomson Reuters I/B/E/S. In other corporate news, Nordstrom shares rose 4.1 per cent. Trump attacked the retailer on Twitter for dropping his daughter Ivanka’s clothing line.

GMSA facilitates support for local services sector

he Guyana Manufacturing and Services Association (GMSA) convened a workshop at Cara Lodge, in Georgetown, to discuss enhancing marketing, promotion and networking approaches for the services sector.

The workshop; one of several activities under a support project financed by the European Development Fund (EDF) through the Caribbean Export Development Agency brought together representatives from a cross-section of the services sector including banking and finance, energy, technical services among others as well as several manufacturers. In his remarks, 2nd Vice President of the GMSA and Chairman of the Services Sector, Shyam Nokta, stated that the services sector is one of Guyana’s largest economic sectors, contributing over 40 per cent of gross

domestic product. However, much of this is confined to the domestic economy, as services exports are quite negligible. This is not confined to Guyana alone, but appears to be a trend in the wider Caribbean region. He further stated that the project is intended to support the service sector members in areas such as marketing,

27 inmates at NA Prison to stand trial as Berbice Assizes opens

he February session of the Berbice criminal Assizes opened on Tuesday at New Amsterdam, Berbice.

The session will be presided over by Justice James Bovell-Drakes.

As per tradition, the session opened with a parade and march-past outside the High Court on Esplanade Road, New Amsterdam, Berbice, Region Six (East Berbice-Corentyne).

The parade was led by Assistant Superintendent of Police, Elton Davison and included 25 other ranks.

In delivering the report at the end of the October session, Assistant Superintendent of Prisons Olivia Cox said persons are in prison awaiting trial for murder. In addition, two others are awaiting trial for sexual penetration. All 27 prisoners are males and

were indicted in the Berbice Magisterial district.

Of the lot, six of the inmates are between the ages of 17 and 20 years old. Seventy-two per cent of those awaiting trial are below the age of 30, while only one person is above the age of 60.

The first case for the session is Ronald Fraser, who

is indicted for the murder of Kwacy Glen at Liverpool Village, Corentyne, on December 6, 2011.

The state is expected to call eight witnesses while Fraser is being represented by State appointed attorney Sasha Robertson.

That trial will commence on February 16.

He pointed out that currently within the GMSA, there is a services sub-sector group and as part of the organisation’s 2017-2020 Strategic Plan, greater emphasis is being placed on this sector to bring members together, to identify areas where support is needed, to build capacity, to network and work with Government and other stakeholders to enhance the sector’s development.

Deputy Permanent Secretary of the Foreign Affairs Ministry and Ambassador Designate to the Mission in Geneva, Switzerland, Neville Totaram, underlined the importance of the services sector both in Guyana and the Caribbean and provided a background to the CARIFORUMEU Implementation Programme for the Economic Partnership Agreement (EPA) through which the project is being supported. He pointed out the focus of the programme on the services sector and enhancing competitiveness of CARIFORUM service providers while outlining some of the proposed activities of the 11th EDF geared towards enhancing legal, regulatory and enabling environment.

Facilitating the workshop was Consultant Joycelyn Williams who pointed out that Guyana, like other Caribbean countries, needs to diversify its export earnings.

ndian cricketer Mohit Ahlawat hit an extraordinary 72-ball triple century in a local Twenty20 match in Delhi.

The 21-year-old hit 39 sixes, including five off the final over, as he posted a round 300 and his team Maavi finished on 416-2.

His total dwarfs the top-tier record of 175 scored by Chris Gayle in the 2013 Indian Premier League (IPL).

“I have put my name in the IPL auction but I am not sure if this will help people notice,” Ahlawat told ABP Live.

oe Root is the “obvious candidate” to be named as England Test captain - but the role must not affect his batting, says pace bowler James Anderson.

Batsman Root is the favourite to take over from Alastair Cook, who stepped down on Monday after a record 59 Tests.

The Yorkshire player had been Test vice-captain to Cook since May 2015.

“Root is fairly quiet but he has got that fire in his belly. He’s a really impressive young man,” Anderson told The Tuffers and Vaughan Cricket Show.

Should he be named captain aged 26, Root would be a year younger than Cook was when he took on the Test role on a full-time basis in August 2012.

Jaguars hunting maximum will work well together, points in lifeline battle says Mercedes boss T

oday, the Guyana Jaguars will square off against the ICC Americas in their final group game of the 2017 Regional Super50 tournament and like it was at the start of the tournament where they were strong contenders to at least qualify for the semifinals, they are favourites to win this clash.

It could be considered a disappointed Jaguars camp that is still hopeful but first they must win today’s encounter with the bonus point against their lesser counterparts then await the results from Jamaica Scorpions other two matches. They must also significantly spike their net run rate to go ahead of the Scorpions should it go that far.

However, with a win in their previous match against Combined Campuses and Colleges (CCC) Marooners, ICC Americas have gained some confidence and will be aiming to complete this tournament on a positive note.

In addition their previous outing against the Jaguars was their best in this tournament prior to their victory. Therefore, it should not be labelled as a one sided affair since there are uncertainties surrounding what the underdogs might have to offer in this contest.

Bottas landed the drive alongside Hamilton after Nico Rosberg retired five days after winning the 2016 title.

he second edition of the T20 World Cup Cricket Tournament for the Blind is currently in full swing in India and the West Indies will wrap up their campaign today with their ninth match when they come up against England.

The West Indies team’s journey to the marquee event had its troubles but against all odds they made it to the big stage for the second time. To date, the regional side has played eight matches, winning three with the other five not ending in their favour.

However, the rush for the final semifinal place is tight with Australia, Bangladesh and England trying to get in to join Pakistan who are unbeaten after eight games, India and Sri Lanka in the final four.

Once England beat West Indies they will go to 18 points and will advance since they will go ahead of Bangladesh who have played their nine matches and are on 15 points.

Australia are on 12 points and will play the unbeaten Pakistanis to have an outside shot at semis once they win and their net run rate can be superior.

West Indies will want to beat England to end much higher than the current position of seventh while England will want to win to have a shot at the championship with the final set for February 12.

The West Indies lost their most recent fixture to Pakistan by a whopping 182-run margin. Batting first, Pakistan made 373/4 with Muhammad Jamil getting an even hundred (36 balls; 20x4) before retiring. His opening partner made 94 (32 balls; 9x4; 2x6). Ganesh Singh with 1-59 was the only West Indian bowler to pick up a wicket.

In reply, West Indies lost their best batsmen relatively early and that set them back. The batsman with the most runs, Andrew Douglas fell for and Leroy Phillips (36) before Dennal Shim hit 59 as the West Indies ended on 191/9.

GMR&SC elects President today

he Guyana Motor Racing & Sports Club (GMR&SC) club is the venue for a race with a difference tonight when Raj Boodhoo, Shairaz Roshandin and Rameez Mohamed go at each other for the post of President.

Boodhoo, who is the incumbent President, is seeking reelection but is expected to be challenged by Roshandin is a former Vice President and Mohamed who is a current competitor and long standing member of the club.

On Wednesday Guyana Times Sport spoke to all three candidates vying for the top job to ascertain their plans for the sport.

Boodhoo in explaining his highlights as President posited that “my most outstanding moment is getting the Cosmos motor racing facility [now GT Motor Sport] up to scratch and making the headway in getting the extension for

The businessman was blunt in responding as to why he should remain in office, stating, “Because of my track record, there is always improvement whenever I’m there, we always make leaps in infrastructure and participation, so I shouldn’t see why they shouldn’t remain.”

Those improvements according to Boodhoo were “Rehabilitation of the club house at South Dakota, fencing South Dakota, the return of Suriname for dragz and

the introduction of three new classes of racing.

Explaining that the current state of the economy impacted the financial support given to the club, Boodhoo plans to return to the grass root in order to gain the necessary support.

“It is always challenging to get financing, we are not getting a lot of getting sponsors, we are going to the grass root, reach out to more people and keep racing as cheap as possible,” he stated.

Roshandin, who has been a part of motor racing for 15

years as a drag racer and national circuit racer, is also on the Caribbean Motor Racing Association for the last three years as Technical Adviser and then Administrative Rep after Ray Rahaman was elevated to Chairman.

The former Vice-President stated “Being the VP [VicePresident] in 2016 we had started a lot of projects but I took year off and I sit back outside and see what are the problems and ways to solve them.”

Those problems and ways of rectifying he explained is to “Play attention to spectators since they bring the income; there is a need for proper access roads, stands need to be covered, washroom facilities need upgrade and most importantly take care of our sponsors since they will bene-

fit from these upgrades.”

In an effort to help the touring teams, Roshandin felt that there is need to be innovative in fund raising activities to garner as much support possible.

High on his agenda of activities, the businessman wants include a drag racing track into the current track designed to expand the club and get FIA certification.

Similarly, Rameez Mohamed’s platform is built on ensuring that Guyana capitalizes on the numerous opportunities for Motor racing and hopefully see more participation.

Development of drag race track, rally racing, forging greater ties with sponsors are just some of the ideas.

The long standing member, who is the current VicePresident is contending that the implementation of many of these objectives requires strong and accommodative leadership and most importantly co-operation.

Mohamed wants the club to maintain a high standard and values in the sport regionally and internationally.

The AGM is set to commence at 19:00h and the club is urging all members to be in attendance.

Registration for Inter-Agency tape ball closes tomorrow I

nter Ministries/ Government agencies teams are set to compete in a super 6 tape ball cricket on February 12 and 19 at the National Cultural Centre tarmac in Lodge, Georgetown.

Hinds in control of WIPA for a

resident of the West Indies Players Association (WIPA), Wavell Hinds, will continue to lead the organisation after an Annual General Meeting in Antigua on Tuesday, returned his entire administration for a third term.

The AGM, held at the Halcyon Cove by Rez Resorts in Antigua, included, accorded to reports, healthy debates on a number of issues, however, none of those have dimmed the organisation’s trust in its leadership.

The result means that Hinds, who leads a slate of Nixon McLean as his vice president, Wayne Lewis as honorary secretary, Ridley Jacobs as honorary treasurer and Liam Sebastien as honorary assistant secretary, will now take on another two years at the helm of the organisation.

Hinds, said, that for his part, he will continue to lead the WIPA in a direction that will foster development opportunities and provide welfare and other benefits for its members.

Red Force warm up for semis with victory over Kent R

eigning champions Trinidad and Tobago Red Force strong performance in Regional Super50 was once again showcased on Wednesday at the Sir Vivian Richard Cricket Ground as they completed a comprehensive five wicket victory over Kent Spitfires.

The Trinidad and Tobago franchise’s victory was spearheaded by excellent bowling from the experienced Ravi Rampaul with the ball and Jason Mohammed and Denesh Ramdin with the bat.

Rampaul was instrumental in restricting Spitfires to 194 all out in 46 overs after taking 4-36 from his 10 overs spell. He was mainly destructive in the middle and backend of Spitfires’ innings subsequent to quality bowling from his teammates, especially Roshan Primus who captured two wickets.

William Gidman led the way with the bat for the touring English County side as he registered 50 from 77 deliveries. Three other batsmen including the skipper Sam Northeast (23) past 20 but none of them went on to register a big score.

Darren Stevens (38) and Adam Blake (36) were the other batsmen with starts.

Promoted to the top of the innings, Imran Khan (20) shared in a 49 run opening stand with Kjorn Ottley (32) to set Red Force off to an ideal start. However, they lost three wickets as they stumbled to 65-3 before Mohammed 78 not out from 88 balls with nine fours and two sixes and skipper Ramdin added 127 for the fourth wicket.

After Ramdin’s departure with the score on 192, Red Force lost another wicket at the said score, however, by that time they were three runs away from victory.

They eventually reach their milestone in 41.2 overs with five wickets remaining. Stevens was the pick of the bowlers for Spitfires with figures of 3-34 from 10 overs.

The victory takes Red Force to 21 points and cemented their position in second place well ahead of third place Kent (9 points) which confirms the champions’ semifinal spot.

Both teams will be back in action on Friday, Kent will take on the Windward Islands Volcanoes at Coolidge Cricket Ground while Red Force will take on the West Indies U-19 at the Sir Vivian Richards Cricket Ground.

he Guinness Greatest of the Streets West Demerara/ East Bank Zone continued on Tuesday evening at the Pouderyon tarmac with nine action packed matches.

Among the most impressive teams were Money Team, Young Ballers and Hustlers who inflicted the largest victories on another goal rush night.

Money Team, led by a hat-trick by Amoniki Buntin defeated Goed Fortuin 3-0.

Buntin was on target in the 5th, 7th and 18th minutes during his side’s onslaught.

Young Ballers of Crane had an identical victory over Gas team. It took the combined efforts of Lindsay Scott (11th); Tefon Welcome (17th) and Oswin Boyce (19th) to give Young Ballers the win.

The game between Harmony Ballers and Best Road Ballers was contrasting in nature. Eventual winners, Harmony Ballers got the better of Best Road Ballers 2-1 on penalties with the Jetty Gunners moving onto the next round after Shane Hamilton 12th minute strike helped his side past police.

Game four featured a 2-0 drubbing for Bagotstown Warriors at the hands of Hustlers thanks to John Waldron (2nd) and Rastaf Oselmo (17th). Meanwhile, it

would take penalties to declare Goal Getters winners after their match against Classic 7 time ended 1-1 after regulation.

Goal Getters Kevin Gordon had his fourth minute strike cancelled out by Daniel Gibson(9th) before the 2-0 penalty result.

Hustlers made the best of game seven to win 2-0 thanks to Donovan Francis (7th) and John Waldron (11th) while it took Golden Warriors sudden death penalties to move past Shattaville Gunners.

Shattaville had Stephon Griffith’s opening minute lead cancelled 13 minutes later through Akeem Houston before the later won 3-1. Game nine was a carbon copy result for Brothers United over West Side Starz.

Matches continue on Friday with West Side Ballers playing Brothers United, Money Team against Jetty, ESPN taking on Harmony Ballers, Tajoe’s Admiral United opposing De Kinderen and Patentia Street Ballers will doing battle with Agricola.
