ess than 24 hours after a wanted bulletin was issued for his arrest, 52 year-old Mohamed Imrazie Alli, also known as “Panta”, in the company of his lawyer Bernard Da Silva on Thursday turned himself in at the Headquarters of the Criminal Investigations Department (CID).

Some minutes after noon, the duo entered the compound of CID, with Da Silva leaving a few moments later.

On Thursday, ranks of the Narcotics Branch of the Guyana Police Force said they were on the hunt for the West Coast Demerara (WCD) man who was wanted for questioning in relation to a recent trafficking in narcotics incident which occurred at the Cheddi Jagan International Airport, Timehri, East Bank Demerara.

Just over a month ago on June 8, sometime around 02:00h, members of the Police Narcotics Branch intercepted a quantity of cocaine in approximately 33 boxes of frozen fish set to be exported to the United

States of America. The boxes were found among other cargo during a routine check by Police.

At the time, 10 persons were arrested, including six ramp attendants attached to a handling service at the country’s main port of entry. The others were reportedly shipping agents.

Alli, 27, of Lot 27 La Jalousie, WCD; and Lazena Imrazie, 22, of Lot 8 Goed Fortuin, WBD, were among the 10 persons arrested and later charged. The two were charged for being in the possession of 9.044 kilograms of cocaine for the purpose of trafficking.

Three other persons were already charged in connection with the drug bust.

Alli is a seafood exporter and resides at Lot 11 La Jalousie, WCD. Meanwhile, speaking to Guyana Times after Alli was turned in, his Attorney Bernard Da Silva said his client was informed of the warrant for his arrest on Wednesday as he was recuperating from an illness at the home of a family member on the Corantyne.

“This is in response to the wanted bulletin that was issued by Police for Alli. He is wanted in connection with possession of narcotics for the purpose of trafficking”, Da Silva told this publication.

At the time he was speak-

ing to this publication, Da Silva said Alli was being processed to see if the Police would find anything on him.

“But I have instructed him to cooperate with the Police and we are waiting to see the outcome”, Da Silva told Guyana Times.

Da Silva said he could not say why the police took a month to issue a wanted bulletin for his client.

“Maybe because his two children are involved in the Police investigation and they were charged out of the 10 persons that were arrested”.

According to the Attorney, the Police have had some reason to seek him out during their investigations. He noted that he was assured by his client that he has no knowledge of the incident and if he is charged, the matter will be ventilated during the trial.

entral Government on Thursday came to the assistance of local government when it facilitated the signing of a new contract for the development and maintenance of the controversial Haags Bosch solid waste disposal site.

Puran Brothers Disposal Inc has emerged the most suitable contractor to maintain the disposal site from a lineup of several other bidders, Minister of Communities Ronald Bulkan has said.

The Minister, along with senior officials within his Ministry, representatives of the Mayor and City Council (M&CC) and the contracted firm, gathered in the boardroom of the site’s administrative building, at Eccles, East Bank Demerara, where the contract was signed. The contract will last for 12 months and stands at a cost of some $221 million.

According to Bulkan, the signing of the new contract provides for different and improved features, including the use of a compactor unit to more efficiently manage the waste and to extend the duration and life of the landfill site.

“There will be daily cover of the waste to prevent odour and other unsanitary effects.

There will also be proper fire fighting equipment,” he said, since there have been numerous bouts of fires during the last couple of months, following the departure of the previ-

The monstrous head of HIV

T

he monstrous head of the Human Immunodeficiency Virus (HIV) has raised its head globally and closer to home. The UNAIDS has revealed that there has been a nine per cent increase of HIV infections in the Caribbean during the last five years, in a report on the need for increased HIV prevention efforts and investments, released ahead of next week’s International AIDS Conference, to be held in Durban.

Alarmingly, the report highlighted that after years of steady decline, the Caribbean has experienced a rise in annual new HIV infections among adults between 2010 and 2015. More worrisome is the fact that after the report was released two days ago, the Public Health Minister, Dr George Norton confirmed that Guyana was among the countries battling the increase. Even more troubling is the fact that the HIV increase in Guyana is among young people.

Young people are deemed the world’s greatest hope in the struggle against this fatal disease. It is disappointing that a generation that is exposed to up-to-date information, a generation that has more education, a generation that has more access to knowledge and health care, has fallen prey to this dreaded monster of a disease.

There is no doubt, and local records will show that, hundreds of millions were spent educating young people about HIV, and teaching them skills in negotiation, conflict resolution, critical thinking, decision-making and communication in order to improve their self-confidence and ability to make informed choices.

Sexual activity begins in adolescence for the majority of people. According to a UN report on young people and HIV/AIDS, in many countries, unmarried girls and boys are sexually active before the age of 15. Recent surveys of boys aged 15 to 19 in Brazil, for example, found that more than a quarter reported having sex before they were 15. As a result, adolescents who start having sex early are more likely to have sex with high-risk partners or multiple partners, and are less likely to use condoms. Delaying the age at which young people first have sex can significantly protect them from infection. According to the newly released report, data provided reveals that donor funding to fight HIV/AIDS has declined to its lowest levels since 2010, with international donor contributions dropping from a peak of US$9.7 billion in 2013 to US$8.1 billion in 2015.

Over the years, strengthened global political commitment to HIV prevention was followed by strengthened financial commitment which resulted in the successes of the global AIDS response. That response to date has been fuelled by extraordinary investment. However, low- and middleincome countries are stepping up to fill the recent donor gap, with domestic resources accounting for 57 per cent of total funding in 2015.

The data provided by the UNAIDS 2016 report highlights that international funding for in-country services in 2015 declined for the second year in a row to US$8.2 billion – a seven per cent reduction from the US$8.7 billion in 2014. There is no doubt that building on the momentum established at the 2016 United Nations General Assembly High-Level Meeting on Ending AIDS requires translating the commitments within the political declaration into action.

Global targets and milestones, as being advocated for, need to be translated into national and sub-national targets. At the local level, stakeholders need to analyse and understand their local prevention needs and mount an appropriate combination prevention response.

Prevention is the key to reducing infection rates.

Interventions must be tailored to the differences between boys and girls, and rural and urban youths.

Policymakers must recognise that HIV prevention efforts must also recognise young people’s immediate needs for shelter and food.

Government must contain this epidemic by mobilising all sectors of society to reach out to young people. Religious leaders, parents and community leaders also need to recognise the importance of their own roles in providing life-saving information and skills to our young generation on the prevention of the spread of HIV.

Trotman sponging off of Jagdeo’s success in the natural resources sector

Dear Editor, Kaieteur News Thursday 30 June reported Minister Trotman saying former president Jagdeo is uttering all but trash when it comes to management of the natural resources sector.

Let’s examine the progress Min Trotman is saying he has made under the MNR and whether he or Jagdeo is saying trash; it appears he wants to sponge off Jagdeo’s illustrious achievements in the Natural Resources Sector.

ExxonMobil investment and licensing contract was made under the PPP/C and Jagdeo’s administration. In fact oil was found before the APNU came to office so not sure why Min Trotman is trying to glorify himself and APNU/AFC for this achievement .Ten points BJ and zero points to RT. The Norway Agreement was signed, sealed and delivered under Bharrat Jagdeo administration and Presidency. No question about that. All the monies in the GRIF account was

earned and paid under the PPP/C. So exactly why Min Trotman is claiming achievement for this? Can he explain why after the first agreement ended nearly one year ago there is not a signed success or continuation or phase 2 agreement, rather Norway gave a no cost extension to the old agreement.

Can he explain what the status of the green economic plan is? Who is drafting this plan? Why no consultation with the stakeholders on it? Has it been approved by cabinet or submitted to parliament like the LCDS? This seems to be a mystery document.

Also can Min Trotman update the public on how much funds were deposited into the GRIF account since he became Minister? I believe zero.

One task Trotman probably ensured was EITI and he is jumping around getting World Bank and a plethora of consultants, international bodies, etc to do and still no real progress on ETTI. Not

even an application for candidacy has been made to date, its reported this will be done until November. Imagine a simple multistakeholder committee to set up to oversee the EITI , a world Bank consultant has to come in and setup for us and tell us what to do.

So again Min Trotman is trying to score cheap points from the Jagdeo initiative.

Ten points BJ, zero points to RT. The increase in gold production is as a result of the operation of the TWO LARGE GOLD MINES, Guyana Gold Fields and Troy Resources.

Obviously these investments were made under the PPP/C and Jagdeo leadership.

The now Government and Trotman is reaping the benefits of the investments that were made and almost completed under the PPP/C. So again Min Trotman is trying to cheat Jagdeo.

Timber also seems to be down and not up unless the minister of finance is misleading the public with his numbers on the timber sector.

So in essence Min Trotman has little or no achievements and what he is claiming as achievements are actually projects signed, seal and delivered by the PPP/C and more so Jagdeo and which is now moving into operations like ExxonMobil and the gold mines. For the public interest maybe Min Trotman should make a list of the new projects that has been initiated by him and his ministry and government, and which is in progress, a list of the new investments or investors by sector made under him and in general exactly what achievements were or are being done by him and sponged off Jagdeo.

After all Bharrat Jagdeo is a modern day icon and genius and will no doubt go down as one of the World’ s best Presidents and advocate for climate change.

Kaieteur News' attack on young professionals Dear Editor, First I wish to commend Manzoor Nadir for his letter on the gutter journalism of the Kaieteur News (KN) newspaper. I could not have agreed more with him referencing the misuse of a media house to convict and pass sentence on people.

Case in point, a front page headline in Sunday’s Kaieteur News dated July 10 2016 “Marcia Sharma Faces Jail Time – SOCU, Police Legal Advisor”. It is very interesting that the next day, KN reports that the same police legal advisor recommends civil action.

The point I want to make

is that KN did have access to the report and in two days the story changes.

However, the damage to Mrs Sharma’s reputation has been done with the first article. Lall and company assume the divine right to decide on the fate of people. They have also been on the case of Dr Mahender Sharma and many others who the Lall clique has on their target list.

Those in charge of the KN, deliberately set out to destroy people, I had my piece of their wrath years ago, but I am still here and can hold my head high and even higher than the bosses at Kaieteur News.

There is a serious breach of confidentiality within SOCU, Police Headquarters and the Government. This serious breach demands that there be an audit of the systems at SOCU and the Police. And while we are at it the Minister of Natural Resources and the Environment should investigate a particular shoe store on Regent Street, where the largest amount of Mercury is illegally sold. The Justice For All Party (JFAP) did not cam-

paign against one set of oppression to have it replaced by another.

As part of the Media Association and an active campaigner, the JFAP and CNS Channel 6 have stood for democracy and a free press which is responsible and upholds the ethics of the profession.

The Media Monitoring Unit needs to also speak up on this type of reporting in the name of a free press.

More solidarity is The crime situation is heartbreaking needed now, not just the song on May Day Dear Editor, Those of us in Guyana’s Labour Movement who fashioned the joint FITUG/TUC Labour Day Rally on May 1, 2016 were generally heartened by the number of worker-related issues on which we found common grounds to address in the presence of the Nation’s Prime Minister.

It was intended that high-profiled national workers’ event besides attracting continual media headlines, would galvanise our two representational bodies to continue dialogue towards practical mechanisms for joint approaches to Government and to all employers concerning our members’ welfare.

Up front, NAACIE advises trade union leaders in the context of the one-year coalition Administration, which has opted not to have a fullfledged labour ministry to “sleep with your members, not with Government leaders”.

It is one thing for “popular” labour leaders to debate national issues regarding the Constitution and the politics of the land, but that intellectual/analytical ability to debate must be put to the service of union membership.

What ideas or proposal for structured joint representations have we advanced lately?

Why can’t we mobilise representation, concerning the woes of the sugar industry? For example, if sugar goes under at this time without sound futuristic plans, the economy takes a further battering to the demise of all of us. The real role of all trade unions is representation no matter who is the employer/ company or Government.

More solidarity is needed now. Not just the song on May Day.

There should be also joint TUC/FITUG sessions, workshops and seminars to discuss practical approaches to regional and international trade union bodies, to explore how the new communication technologies can serve the labour movement and to formulate strategies, joint approaches to have the administration listen to our united voice on such issues as preparation for oil revenues, constitutional reform and/or crime reduction. Are those challenges and needs beyond our abilities?

If we add up the scores of years of experience at dialogue and negotiations?

This Twenty First Century reality indicates new industries demanding new skills from workers inclusive of non-management employees.

But all those graduates from tertiary institutions with their degrees, diplomas, certificates must be influenced and persuaded to become organised at their workplaces to really enjoy the fruits of their qualifications. What are we unionists doing about that?

NAACIE urges a more united approach to issues such as those cited above.

NAACIE is willing to initiate movement in this direction.

We can’t wait for another Government. This “newness” demands a new or renewed militancy. Our political, cultural and religious affiliations are personal. Our member’s working class welfare is national.

Let the trade unions leaders ensure that “workers of Guyana unite”.

Dear Editor, The crime situation is heartbreaking, particularly for the Indo-Guyanese community. The recent murder of Omadat Persaud, 27, and the brutalisation of the Pouderoyen family by bandits invoke deeper fears into the Indo-Guyanese community which is reeling from relentless pains inflicted by criminals.

Criminals do not see us as human beings. I am appealing to the Government of Guyana to

take drastic actions on criminals.

Also, I am asking my fellow Guyanese to come together and let us develop a strategy to fight this crime.

I am also calling on the Indian Arrival Committee to address the situation.

With each passing day we are losing our loved ones to crime.

$25,000 shipping fee was in existence for several months now Dear Editor, I fail to understand why the Mayor and City Councillors of Georgetown continue to allow itself to be deliberately misled by the Town Clerk who is really the secretary to the Council.

The Municipal government announced that it took a unanimous decision at their statutory meeting held on Monday, July 11, 2016, for businesses in Guyana’s capital, to pay the City Council $25,000 to have storage devices (shipping containers) parked for 72 hours in front of its business premises and $36,500 for every other day the container is left parked in the public space.

This announcement is clearly intended to deceive the public into believing that this is some new initiative that they have come up with, one which they will implement subsequent to this decision being made. However, the fact of the matter is that the

Town Clerk and his forces at City Hall have been collecting this $25,000 fee for several months now by shaking down businesspersons.

Indeed the decision now to have the council approve or should we say rubber stamp this additional tax or financial burden on the struggling business sector only came about as a result of a decision taken by the Private Sector Commission of Guyana to seek legal advice about the legitimacy of council charging this fee.

It is clear that the Town Clerk believes he is the law, and is merely using the council to now provide himself with cover for another of his unreasonable demands on the citizens and businesses in the capital, in order to fund the extravagance of the municipality.

Children who are over praised become dependent on others for validation ("It's only a good picture if Mom tacks it up on the fridge") and may end up needing a constant flow of positive feedback to feel valued. "You get confidence from overcoming adversity, not from being told how great you are all the time," according to psychologist Dan Kindlon, PhD, author of Tough Times, Strong Children. A study published in the Journal of Personality and Social Psychology shows how mis-guided praise can backfire. Carol Dweck, PhD, gave 400 fifth-grade students puzzles to complete.

One group was lauded for its intelligence ("You must be smart at this!") and the other for its effort ("You must have worked really hard!"). After both groups were unable to complete difficult puzzles, they were given easy ones again. The "smart" group, discouraged by their previous failure, did 20 per cent worse than on the initial round, whereas the group celebrated for trying hard did 30 per cent better. "Making an effort is something children can control, and so it instils in them the power to work harder and to deal with failure," says Dr Levine.

success to their intelligence but then fall short, they tend to lose their motivation.

That's not to say you should never praise your child, but a little goes a long way – especially when it's specific. Instead of saying, "You're the best big sister ever," try, "It was nice that you helped your little sister get dressed." This shows her what she's doing well rather than just pumping her up.

But if they waited for him to return on his own, they would get two marshmallows. Some

children rang the bell in seconds, while others sweated out a full 20 minutes. Dr Mischel then followed hundreds of these preschoolers into adulthood. Those who were able to wait went on to attend better colleges and became more adept at coping with frustration and stress. The children who couldn't were more likely to become bullies and have drug problems in adulthood. The findings underscore the fact that if a child can control his impulses – and keep his eyes on the prize – he'll be better able to handle all sorts of challenges.

To nurture self-control, Dr Kindlon recommends establishing house rules – such as "You must hang your coat in the closet as soon as you take it off" – and enforcing them without exceptions. Once a child learns that these rules aren't negotiable, he'll more easily accept that it's homework first and TV second or that his room must be cleaned up before a playdate.

And soon enough doing these things will become a habit.

Be a good role model

Your child watches you like a hawk, so it's important to handle your own disappointments with grace.

If you panic every time you misplace your cell phone or curse when you stain a shirt, you're not demonstrating healthy coping skills. When

Use phrases that will help your child cope with his own shortcomings, such as, "I'll try harder next time" or "I've done it once; I can do it again." Tips for parents with kids struggling at school

nowing the best course of action can be difficult when you have a child who is struggling at school. But whether their problems are academic, social or otherwise, there is always a way to give them the support they truly need.

There will come a time when many children struggle at school either academically, socially or emotionally. But with dedication, and lots of love, these issues can usually be resolved and your child will come out a stronger person on the other side.

Manage expectations

Children fail tests, strike out, and forget their lines.

Picnics get cancelled when it rains. Stores run out of popular dolls. You can't prevent these things from happening, but you can reduce your child's distress by keeping her anticipation within reason. Stacey Cermak, of Montclair, New Jersey, discovered this when her fiveyear-old daughter, Eliska, had her first sleepover. They spent the whole week looking through cookie recipes to decide what to bake, selecting toys, and arranging mattresses. When the friend backed out at the last minute, Eliska fell apart. "I realised how much I had fed into her expectations," says Cermak.

Rather than talking about exciting plans as guarantees, treat them as mere possibilities. Then if things don't work out in the end, you've cushioned the blow – and reinforced the lesson that minor disappointments are a part of life.

When to step in

You can't shield your child from every little setback, but there are times when she'll need your help.

If failing would cause him tremendous humiliation

When your child forgets his costume for the school play, don't teach him a lesson in responsibility. Bring it to him.

If your child is in danger

Just because her friends are advanced swimmers doesn't mean you should let your beginner go into the deep end.

If he's being bullied

One snide remark at the playground isn't cause for alarm, but intervene if you see continuous teasing or excluding that visibly upsets your child. (Parents.com)

Struggling academically

If your child is having difficulty with their school work it’s best to step in as soon as possible and make an appointment to speak with their teacher. Ideally you’ll be able to go through your child’s school books to pinpoint the problem – and the best way to progress.

Perhaps you could help your child by spending time revising or going over problem issues. Or, if your child’s teacher thinks it could help, you could invest in professional tutoring.

As well as working on any weaknesses, it’s important to spend time praising your child’s strengths and encouraging their interests.

Focusing on the positive can help build their self-esteem and make them more inclined to feel capable of progressing.

Struggling socially

Sometimes we forget that children aren’t born naturally knowing how to make friends - and our role as parents is to help guide them.

Start by organising regular play dates with another child in your child’s class (preferably one at a time). Maybe make it a regularly, weekly thing - such as ‘friendship Friday’. A well-supervised play date, with lots of activities organised to keep them busy can help friendships blossom. Offer advice on how to make friends. Sometimes children need reminding how to say hello and to ask someone if they want to play on the monkey bars at recess. Build their resilience by reminding them that their friend mightn’t always want to play, but they should try again until they succeed. (www.

IMF backs Guyana Central Govt... having LNG plant

ollowing an enormous find of oil in Guyana by ExxonMobil, Executive Director of the International Monetary Fund (IMF) Otaviano Canuto recently suggested that the investment of a Liquefied Natural Gas (LNG) plant to refine the gas would increase the country’s financial revenues and bolster employment.

Canuto, who issued a statement subsequent to an IMF’s executive board meeting in May which deliberated on the country report, stated that the significant oil and gas finds off the coast of Guyana has nudged the government to undertake exploration and other capacity-building efforts.

He said further that they are currently reviewing the possibility of developing an LNG plant.

He evaluated that this investment will generate “fruitful rewards” to the Guyanese people through increased fiscal revenues,

employment and income— which will thrust Guyana towards attaining sustainable development goals while mitigating the country’s exposure to any subsequent increase in oil prices.

and charged with developing the sector. He also noted that external assistance is being sought to establish a Sovereign Wealth Fund and supporting legislation.

Minister of Natural Resources Raphael Trotman and Finance Minister Winston Jordon have just returned from a visit to

Uganda, where they examined how that state manages its oil resource and adheres to its Sovereign Wealth Fund.

“It should be noted that the authorities have taken an extremely conservative stance and have not factored in the possible future

revenues from the gas into their medium-term framework,” Canuto indicated.

The IMF report on Guyana purported that production might begin as early as 2020.

Earlier this month, ExxonMobil declared that drilling results from the Liza-2 well, the second exploration well in the Stabroek block offshore Guyana, confirmed a worldclass find with a recoverable deposit of between 800 million and 1.4 billion oilequivalent barrels.

Political activist David Hinds had warned the government to not make the same mistake as Trinidad and Tobago did by not developing a long-term plan to manage its oil resource.

Although oil is welcomed, Hinds stated that government should start taking the necessary steps geared towards the proper management of the resource. He highlighted that it is an “old problem” for Guyana’s resources to be mismanaged, in terms of foreign investors being the prime beneficiaries of the resources.

He had further stated that Guyana only collects royalties from its resources while other countries benefit from the cream of the wealth. Stating that there is an overemphasis on attracting foreign investment, Hinds suggested that Guyana divert and invest in developing internal mechanisms and economic structure.

Hinds posited that Guyana should start envisioning a novel economy, surrounded by oil.

He indicated that if Guyana cannot develop its own oil refinery, then the country should partner with Caricom countries to construct one.

Trotman had indicated that an investment of this magnitude would cost an

estimated US$2 billion to establish and so the government is weighing whether a processing plant would be counter-productive or economical.

Despite the region having an oil refining capacity, Trotman stated that several countries had built their own refineries and watched them flop. “There is Venezuela, Suriname, Aruba…so before we think of having an oil refinery we need to look at the demand and supply,” he mentioned.

According to Trotman government does have a long-term plan to deal with the oil and would be revealing factions of it as the year progresses.

“We are not sitting idly by…we are planning and we are exploring different possibilities,” he added.

Since the discovery of significant oil deposits, Guyana has gained the support of the Mexican, US and Canadian governments, along with the Commonwealth in providing support, expertise and experience for the emerging industry in Guyana.

He related that the company was not paid since June 2014. “They later submitted an 18 month claim in excess of US $10 million for outstanding work relating to the site. In January this year, a settlement was agreed upon by the Ministry of Communities and the AG chambers for a settlement sum of US $5.7 million for a period of 20 months.”

He said the settlement was designed for the contractor to vacate the site and new arrangements be put in place for improved management of the facility.

Solid waste strategy

Meanwhile, a contract for consultation on the Draft National Solid Waste Management Strategy was also signed at the same venue between the Government of Guyana and an individual contractor Samuel Wright.

The G$11,888,000 contract will last for some six months, from July to December and will see consultations being held across Guyana.

The draft National Solid Waste Management Strategy was developed under the Georgetown Solid Waste Management Programme which was funded by the Inter-American Development Bank and the Government of Guyana with assistance of an international consultant.

In developing the draft strategy, the consultant would have consulted with stakeholders across Guyana including but not limited to municipalities, Neighbourhood Democratic Councils, the Environmental Protection Agency and the Institute of Applied Sciences and Technology.

It is recommended that the draft National Solid Waste Management Strategy take into consideration nationwide consultation with all stakeholders so that the input of civil society can be incorporated into the final document before its ratification by Cabinet.

The draft Strategy includes a vision, three objectives and six goals and 44 key strategic actions.

man who allegedly stabbed his wife on the night of 30 April, 2015 after a domestic dispute will finally face trial for the charge laid against him.

Miguel “Allan” Barker of Bagotville, West Bank Demerara will have his day in the high court over the alleged brutal stabbing of Donessa Barker. The woman had collapsed after being dealt several stab wounds about the body.

In evidence tendered in the Wales Magistrate’s Court, the woman died of incised wounds and it was proven that she was stabbed to the chest.

At the packed courtroom, Magistrate Nurse ruled that there is sufficient evidence to proceed with a trial. However Barker in his response to the accusation maintained that he was not present at the time of the crime.

“Me an me wife didn’t really [have] no problem, sir,” the defendant noted.

The murder accused also pointed out that during the course of the investigation, police forced him to sign a statement which he did not understand since he cannot read.

The Magistrate posited that the court will take his explanations into consideration but the defendant has to defend his alleged crime at the Supreme Court.

Barker, before being remanded to prison, was told

It was on a Thursday evening last year that the mother of one was allegedly stabbed to death by her husband.

The couple had been married for more than a year, but had been experiencing extensive marital issues.

Reports had indicated that the murder accused would frequently accuse his wife of infidelity which caused intervals of separation in the marriage.

On that fateful night, the couple were heard arguing which was followed by a scuffle and after some time, the man left the home but then returned and jumped through the bedroom window.

Guyana Times had reported that Barker had reportedly taken a knife from the kitchen and stabbed his spouse several times.

Neighbours attempted to rescue the woman and had rushed her to hospital where she was pronounced dead.

At that time, Barker allegedly fled with the murder weapon but was later apprehended and charged for the fatal crime.

Trio from the Dominican Republic fined and deported for overstaying in Guyana

hree persons from The Dominican Republic were on Wednesday brought before Magistrate Judy Latchman at the Georgetown Magistrates’ Courts to answer separately to the charge of overstaying their time in Guyana.

It is alleged that on July 6, Fiordaliza Tajeda, Keila Perez and Wilaury Calderon in Bartica, Region Seven (Cuyuni-Mazaruni), failed to comply with their permit; that is to say that the Dominican nationals had overstayed their permitted

The prosecution’s facts stated that on the day in question, Police ranks acting upon information visited the Bartica boat stelling where they met the three accused and they were questioned about their passports. It was then that the trio revealed that they had all overstayed their time. They were then escorted to Police headquarters, Eve Leary, in Georgetown.

Their defence Attorney Paul Fung-a-fat told the court that the women enjoyed the wild life and the food while having their toes in the sand in Guyana.

The trio plead guilty to the charge and were fined $50,000 each or two weeks imprisonment by default of payment. The trio will be deported immediately after paying their fine or serving their jail time.

he other foot's finally dropped in sugar. At a function to honour "champion workers", Agri Minister Holder revealed what'd been long suspected - sugar's "done for" in Guyana.

A few years ago, then leader of the PNC David Granger had opined his party didn't see much point in carrying on with sugar. It was only after hitching up with the AFC - and with his eyes firmly on the sugar workers being wooed by the latter - that the new leader of APNU allowed sugar would be supported.

Well...like with so many things in THAT marriage, things have reverted to the status quo ante. The decision to close Wales had been the tip-off to all but those wilfully choosing to be blind. Word then was the government was only closing Wales factory and the sugar cane would still be cultivated and cut - but sent to Uitvlugt for processing.

That elicited quite a few derisory guffaws from old hands since they knew it was pie in the sky (or woeful ignorance) to even SUGGEST such a possibility. Well... now we know. Maybe! The line now is Wales is the pilot project for a complete makeover for GuySuCo - which is now called NEW GuySuCo to emphasise the point. Sugar will now be diversified - into "cogeneration, aquaculture, fruit crops, dairy farming, livestock farming and rice cultivation.”

We might just be hearing some even louder guffaws from the aforementioned old hands as they reflect of the old saw- "the more things change..."!

For President Granger and his crew are going right back to the 1970s plan of the PNC for sugar. Now don't get your humble Eyewitness wrong. He's not pronouncing on whether sugar in Guyana has a future or not...just on the way the government's going about with its plans.

They're causing even friends to question whether in fact they actually have a plan...they just seem to be making up things as they go along. Probably with their fingers crossed - hoping for the best. After all, you don't just wait six months after shutting down Wales and now say it was all part of a wider plan. Why not say it then? Even now the ad hoc statement by the Agri Minister raised more questions than answers.

Those folks that had long advocated that there needs to be an exit strategy from sugar had also proposed that diversification needs to be achieved by allocating the land to the sugar workers in, say, 15 acre plots - which are the most efficient size for family-run farms.

So what is it? Sugar workers are gonna be sold down the river.

Report on allegations against Govt wasted opportunity CANU ranks to be made public Caricom summit

pposition Leader Bharrat Jagdeo said the David Granger Administration missed an opportunity to push for major developmental policies and programmes in areas interrelated with massive large-scale potential that could have benefitted the entire Region and by extension, Guyana.

The recently concluded 37th Regular Meeting of the Conference of Heads of Government of the Caribbean Community (Caricom) which was hosted in Guyana provided the appropriate platform for the Guyana Government to take a comprehensive approach to push for vital projects that would be of utmost significance to the regional integration process, Jagdeo posited.

During a recent news conference, he rapped the Government over its shortsightedness and absence of a long-term vision for the development of the country as he lamented its wastage of the exceptional opportunity where the regional leaders gathered with the sole intention of developing initiatives aimed at enhancing the lives of its citizenry.

Jagdeo, who served as President of Guyana for 12 years, said Government could have started the process for the commencement of new polices in areas of agriculture, climate change, Information and Communication Technology (ICT), among other sectors that would have brought

tremendous benefit to the entire regional organisation.

“I have spoken to many of the leaders privately and some former heads and they all share the view that we are running out of steam in the Region and the integration process is faltering for lack of being championed… In Guyana’s case, I thought that being the country that has potential in many areas, with a strategic location we would have gone to Caricom with a comprehensive approach to address some of the issues here and expand opportunities for the people,” he emphasised.

In agriculture, he opined that strategies could have been crafted to fight for equal concessions and other incentives as is being given out for tourism.

Hypothetically, he said the movement would gov-

ern the entire Region and because of Guyana’s stronghold in the agriculture sector, the country would most likely stand to benefit enormously.

Jagdeo noted too that climate change was a critical area in which Government could have lobbied for more support.

“Our most productive lands are still below sea levels. We talk about hurricanes in these countries which are once in a while events with devastating impacts but we live daily below the sea… Climate change and the management of water and adaptation to climate change must be a critical part of our agenda… We did not lead on that,” he expressed disappointedly.

In fact, he assessed that the only major development coming out of the Caricom Summit is the Arrest Warrant Treaty; a tool which he said will be used against the Guyanese people.

“We will be arresting more of our people. And half of the time it will be the Guyanese people who will face the brunt of this because of the prejudice in many of these territories against our people,” he stated.

Overall, Jagdeo said he is very disappointed at the outcome of the Caricom Summit, especially since nothing major emanated that would dramatically enhance the lives of the Guyanese populace.

overnment is likely to release the report into the damning allegations made against several officers of the Customs Anti-Narcotics Unit (CANU) by self-proclaimed drug lord Barry Dataram, after Cabinet is done reviewing the findings.

This is according to Minister of State Joseph Harmon, who said on Thursday that “we are prepared to make the report public but Cabinet must have a look at it first… the Minister of Public Security, under whose remit the entities that these allegations were made against falls… did indicate to the media that we were going to make that information public”.

According to Harmon, the review of the report has been placed on Cabinet’s agenda for discussion next Tuesday, July 19.

Back in February, Dataram, during an interview with HGPTV Nightly News, alleged that senior CANU officials are involved in illegal drug trafficking activities and had even alleged that one of the agents bagged some $10 million in

exchange for allowing cocaine to leave the country.

He also made allegations against the Special Organised Crime Unit (SOCU). A week after the interview was broadcast; President David Granger ordered that an inquest be established into the allegations.

The probe went on for some two months and following its completion, the report was handed over to Minister Harmon on behalf of the Head of State

last Friday. Brigadier Bruce Lovell was appointed by President David Granger to probe the allegations made against ranks of the country’s premier drug enforcement unit.

During the handing over of the report, Brigadier Lovell noted that the allegations made by Dataram are serious, especially when State officials were named.

As such, it was necessary that Government carry out an investigation.

He expressed his confidence that Government will consider his conclusion and recommendations, and take appropriate actions.

Upon receiving the report, Minister Harmon highlighted the importance of having the inquiry done. He noted that this way, they will determine what the facts of any situation are.

Moreover, Minister Harmon added that Government will take the appropriate actions after reviewing the report.

A copy of the document was handed over to President Granger and the Public Security Ministry for further review.

More proposals submitted for modern registration plates

rototypes of modern vehicle registration plates with security features, which will aid in combating certain crimes, have been submitted to Government, which has since announced its intention to introduce a centralised and more secured system.

The proposal was made by a Guyanese company based in Miami, Florida, USA, called EuroSign to Government Ministers, officials of the Guyana Revenue Authority (GRA) and members of the Guyana Police Force (GPF) Traffic Department on Wednesday at the Marriott Hotel.

The recommended licence plates will be embedded with security features that stymie the use of falsely registered plates and enable easier tracking and identification.

The new centralised system would see the issuance of standard licence plates for all categories of vehicles, including diplomat vehicles, State vehicles and Joint Services vehicles.

In December last, a German company had submitted a proposal for special licence plates for vehicles to assist in tracking traffic offenders as well as vehicles used for criminal activities.

The proposal was being reviewed by Government.

Chairman of the Guyana National Road Safety Council (GNRSC) Dennis Pompey had explained that

number plates of this nature will help crime fighting in a big way by making it difficult for persons to commit crimes since the number plates cannot be tampered with or changed.

Traffic Chief Dion Moore had previously pointed out that this will be a useful tool for law enforcement since it

such a system, law enforcement officers will be able to track tax evaders, persons with vehicular fines, and even those who are wanted since the vehicles are registered to a particular person.

Moore had also taken into consideration that, once Government gives the green light for this new venture, the road corner vendors who sell registration plates will be out of business.

Government spokesperson Raphael Trotman had assured however that even though the system will be centralised, there will be agencies across the country which will have vacancies which can be occupied by those entrepreneurs who were already involved in the trade.

When the announcement was first made, Guyana Times spoke to several of those businessmen involved in the trade who were worried about the impacts of this new undertaking on their businesses’ sustainability.

A representative from Jai Sign and Auto Designs had noted that the company will

tinue to operate, but he noted that the smaller entities will most likely be put out of operation.

A small dealer, Forbes Christian, whose establishment is located on Croal Street in Georgetown, posited that the new system will only cause chaos.

He explained that a centralisation process will put a toll on the Government and will only make the process tedious for customers as

they will have to wait longer before they get their plates completed.

Another small establishment, operated by Chris (only name given), noted that it is the smaller business owners who will feel the brunt of this decision because the larger companies can earn income from doing other things, like graphic designing or tinting.

“So what’s going to happen with all the licence plates that issued before?

This won’t stop the criminals them, they will still be thieving and doing them things.

I think even if they want to install a security strip in the plates, then they should let us do it because nuff of we gonna be out of work,” he said.

However, other sections of society are highly in favour of this decision, noting that it is time law and order prevailed.

During the meeting, Perceval noted that the President and his ministers have shown a strong commitment to the wellbeing of the vulnerable groups in the country, especially children.

This she said is a characteristic which must be emulat-

ed.

“We recognise your leadership and your drive for adolescents and children. You have our respect for the decision to prioritise, for children and adolescents, education and child protection.

These are core issues for the region…We, as humanity, need people like you, need people that could be shocked by the inequities that you find near you and try to fix them. I appreciate your team, your statement, your support to UNICEF and know that you can count on us,” the Regional head for UNICEF told the President.

Just Wednesday evening, the President at the opening of the Hague Convention Conference, reaffirmed his Government’s commitment to ensuring that every Guyanese child is cared for and protected.

Perceval also praised the President’s Five Bs (Boats, Buses, Bicycles, Books, and

Breakfast) programme, born on the President’s birthday last year, which is aimed at ensuring that every child has access to and stays in school, as she noted that this is a shining example of the human side and commitment of the President to ensuring that every child is taken care of.

“We at UNICEF are very proud of the programme…

We speak on children, adolescents and women. We are touched by the President’s statement that every child must live with its family… this helps the country greatly and this point is in the best interest of the child,” she said.

The Five Bs programme has reached almost every Region across the country.

Already, ten buses, nine boats and hundreds of bicycles have been donated to children and communities in an effort to reduce inequalities and hindrances to accessing education.

President orders inquiry Controversial GPL into Drop-In Centre fire email is fake – Harmon

ollowing the tragic death of two young brothers in a recent fire at the State-run Children’s Drop-In Centre, President David Granger has ordered an inquiry into the incident.

This was revealed by Minister of State Joseph Harmon at the post-Cabinet briefing on Thursday. He told reporters that Government is disturbed whenever a Guyanese dies from unnatural causes, and even more so, when they are children.

In this regard, he disclosed that a Commission of Inquiry (CoI) will be launched to probe the circumstances surrounding the death of Antonio George, 6, and his two-year-old brother Joshua George.

“The president has ordered an inquiry into this matter and he has given the Commissioner, who was appointed (Thursday), some very clear directions as to what he expects coming out from such a report – what has happened, where it happened, when it involved, what are the next steps, what are the obligations of the State under these arrangements where children are kept in homes. So we expect that within a short space of time, there will be a full enquiry into it,” Harmon stated.

Moreover, the Minister of State outlined that the probe will be headed by Guyana Defence Force (GDF) officer, Colonel Windee Algernon.

He added too that the final Terms of Reference (ToRs) were to be finalised by the end of Thursday so that work can commence immediately.

According to reports, just after midnight on Friday last, the two young brothers perished in a fire which occurred at the Drop-in Centre on Hadfield Street, Georgetown.

It was reported that the elder brother Antonio was asleep in the dormitory when the fire started and as the younger brother Joshua was being taken out of the building by caregivers, he realised his brother was not with him.

The two-year-old managed to relieve himself from the grip of the caregiver and ran back into the burning building. The two brothers were trapped in the building and their charred remains subsequently recovered.

At a press briefing Friday last, Social Service assistants Sandra Jones and Rupert Hinds, who were in charge of the 31 children at the Drop-in Centre, described the events leading up to the tragic incident.

According to Jones, who was in charge of the girls’ department in the upper flat of the centre, she noticed sparks emanating from a nearby electrical wire which quickly erupted into a flame and began spreading into an uncontrollable blaze.

She said she began awakening the girls, who then

rushed out of the burning building to safety, while she tried to battle the flames with fire extinguishers.

“I was in the dorm upstairs and the girls already drop to sleep and whilst sitting down, I noticed the electrical wire on the wall, start giving this whizzing sound, and next thing I know, there’s

had disclosed that the two brothers along with three other siblings were taken into care two days before following an investigation into allegations that they were neglected and abused.

She relayed that as per routine, the CPA took the children for medical attention the following day and it was confirmed that the children were victims of neglect and maltreatment.

Greene further stated that Ministry of Social Protection would take full responsibility for the tragic incident and bear the full cost of the funeral for the young children.

Nevertheless, civil society activists joined with the dead children’s parents on Thursday as they picketed the CCPA office, calling for answers over the deaths and the state of the building.

However, Hinds, who was in charge of the boys’, explained that when Jones alerted him of the fire, he tried to get the boys to safety, and then moved to assist Jones in taming the fire.

inister of State Joseph Harmon said an investigation will be launched into the contents of an email purportedly sent from an address in the name of former Guyana Power and Light (GPL) Deputy Chief Executive Officer (DCEO), Ash Deonarine, to a current employee of the utility.

The document which surfaced in the public domain last weekend contained damning allegations against several former and current employees of the utility company. The lengthy email suggests that former GPL acting CEO Collin Welch was allegedly framed so that he could be removed from the post. The document also outlined instructions to conceal evidence of a massive meter racket within the company.

However, Harmon told the media at the post-Cabinet press conference on Thursday that Public Infrastructure Minister David Patterson briefed Cabinet on Tuesday and indicated that initial investigations have revealed that the email address is fake.

“Some preliminary investigations had been done and the matter had been handed over to the Police for further investigations. The sense that we got from the brief was that it seems that the email address had been fake, made up,” he stated.

Nevertheless, the Minister of State pointed out that the content of the document is of concern to Government, and as such the matter has since been handed over to Police for further investigations. “…the content of the email included matters for which as a Government we have to have some concern so the Police have been given the documents, as I understand from the report given

by Minister Patterson, and they are investigating the authenticity of it and any concomitant issues which arises out of that document,” the minister told reporters.

GPL has been in the limelight for close to a year now after Deonarine was sent on administrative leave in August last year following the discovery that he allegedly transferred some $27.8 million to his personal account without the approval of the board of directors. He is also accused of paying former board member Carvil Duncan $948,000 that was not authorised.

This information was unearthed when the Coalition Administration found that close to $142 million of the PetroCaribe Fund was plugged into the operations of the state-owned GPL after it met an empty PetroCaribe fund when it took office and later launched an investigation.

Corentyne businessman, family beaten and robbed by bandits

A

Corentyne, Berbice businessman and his family were on Wednesday evening brutalised by five armed bandits who carted off cash and other valuables.

Five men, three of them armed with guns and two with cutlasses, went to Chill Grocery and Parlour situated at Lot 195 Nigg about one mile off the Corentyne Highway.

Mandeshwal “Chill” Kamalall said the bandits attacked just as he was about to close for the day.

He said he was lashed with a cutlass and put to lie on the ground. Two bandits stood guard, while the others went into the shop where his wife Dharma was, with their two children aged 3 and 12 years old. “…they put the gun pon me and knock me in me head and in me face. And then they start demand fo money, an Ah tell them Ah gon give you.”

She related that her three-year-old daughter was assaulted and ‘chucked’ and threats were made to kill the child if she did not cooperate and take them into the upper flat of the building.

The businesswoman noted that it was at that stage that her 12-year-old daughter pleaded with the masked men not to hurt her baby sister or kill her mother. The bandits did not pursue their request to enter the residential section of the two-storey building, and escaped on bicycles with the day’s sales ($60,000); $35,000 which Kamalall had in his pockets, two cellular phones valued at $85,000; $30,000 in phone cards and $35,000 worth of cigarettes.

Kamalall said shortly after the men fled, he made contact with the Albion Police Station, but was told no vehicle patrol was available to respond to his report. Police reportedly arrived some 30

Kamalall sustained injuries to his back and face, while his wife had injuries to her head from being gun butted.

Meanwhile, one resident, Michael Ishmael said residents of the community have not been receiving police assistance in a timely manner.

“There are many nights we call the police station at

Albion and we get no response from them. We complain of guys liming in the dark spots in the front streets and just timing people when they coming in.

When you call the Albion Police Station, they tell you they sending the patrol, they don’t send no patrol; you will be looking out from your window and there is no patrol and many times people getting robbed in the street, not only in their house but in the street people getting rob too.”

The media had published several reports reflecting a lack of response from the Albion Police Station.

Persons from Albion have reported receiving assistance from the Whim Police Station situated 10 miles away. Albion is part of the Nigg community.

No arrests have been made in relation to Wednesday’s night robbery.

he World Health Organisation has published a list of mainly African and South American territories in which there is risk of transmitting the yellow fever virus. On Thursday, Chief Medical Officer (CMO), Dr Shamdeo Persaud, in a Public Health Ministry press conference disclosed new guidelines with regard to the immunisation of citizens for yellow fever. The CMO explained that Guyana is prepared to quarantine or refuse travellers from high risk countries if they cannot produce a certificate of immunisation.

“If you are coming from the countries where this outbreak is going on, you are required to get a vaccine to enter Guyana, we will stop them at the airport, we will insist that they have a valid certificate,” he noted.

Dr Persaud reasoned that this hard-lined approached is necessary since Guyana has the ideal conditions for yellow fever to flourish.

“If only one person arrived from one of those countries… [and] are infected and… subsequently develop an active infection, you know what trouble that can lead us to,” the CMO pondered.

Some of the countries at

risk listed include Brazil, Peru, Bolivia, Colombia, Angola, Botswana and French Guiana.

“If symptoms occurred [in the six day incubation period], then the person is free… if someone is coming from Angola for example, where we know there were cases of deaths, we want to be a little bit more careful with monitoring that person,” Dr Persaud observed.

When questioned over the risk that citizens who are returning home from the “endemic” countries pose on transmission of the virus, the CMO pointed out that while citizens cannot be refused en-

try, they can however be quarantined.

“Once they arrive here, we usually keep monitoring them; we have system because we cannot refuse entry to Guyanese; we follow them up for the signs and symptoms like we did with Ebola and other diseases… if we have someone from a very high risk country we might very well need to quarantine in the true sense,” he noted.

Dr Persaud further observed that there is a small unit at the Georgetown Public Hospital in which this measure can be facilitated.

He stressed that the incubation period for the virus is six days, after which a person can be deemed as safe from transmitting it. Persaud also stated that a vaccination card is different from a certificate of immunisation. The certificates, which carry a $1000 fee, can be obtained after you have received the vaccination. Fanning flames?

letter in the Chronicle of July 10 by Solomon Sharma, "Remembering the Son Chapman Massacre", was the second piece carried by the state newspaper during this month, on the identical theme. Back on July 6, an article captioned "Son Chapman memorial needs national recognition: say Lindeners at commemoration Ravi Dev of tragedy", elaborated on the "43 men, women and children who perished in the explosion that occurred on the Son Chapman 52 years ago". The Son Chapman was a launch that plied the route between what was then "McKenzie" and Georgetown and the horrible incident during the civil disturbances of the 1960s occurred as the launch was near Hurudaia about 17 miles downriver.

What was noticeable about the two pieces in the state newspaper were several omissions. The first one was there had been an official Inquest into the tragedy, conducted after the PNC/UF coalition took office in December 1964.

The Inquest by PM Burch Smith and five jurors had 63 persons testifying between March 16 and 21, 1965, but concluded it could not determine who caused the explosion. No one was charged. Yet Attorney Llewellyn John was quoted in the article as "contending the explosion was an intention to punish the people of Linden by those who felt that they should not be discriminated against." How could he positively know this "intention"?

The July 6 article instead said baldly, "Several theories were put forth as to the intent of the explosion and who orchestrated it. Some of the blame was placed on the PPP, the PNC, racial Indians seeking revenge for those Indians who were murdered, raped or had lost their properties to fires in Wismar."

The last allusion, made in passing, was not even mentioned by Solomon Sharma. Yet on May 26, 1964, 3399 Indian Guyanese men, women (1249 adults) and children (2150) had been evacuated from Linden (then called Wismar/McKenzie/Christianburg) following the afternoon and night of May 25 when two Indian Guyanese were murdered, dozens of Indian Guyanese women were raped and 198 of their houses and businesses burnt to the ground, This was all described by an official Commission of Inquiry into the atrocities which concluded: "This was a diabolical plot, ingeniously planned and ruthlessly executed... politically and racially inspired." Following the sinking of the Son Chapman on July 7, three more Indian Guyanese were murdered in Wismar and 350 of them who had remained or returned after the evacuation were evacuated once again.

Sharma also said piously in his letter, "Many of us alive today never knew the men, women, and children of the Son Chapman Massacre, yet we remember them and reflect on their experience, because by their deaths we have an example of what hatred and brutality can lead to: the senseless loss of life, and endless suffering."

But the question I have is: were not the more than 3000 citizens—Indians—killed, raped, brutalized, and forced out of Linden also Lindeners and victims of a tragedy who deserved to be remembered?

The events of May 22-26 were precipitated by the murder of an elderly African Guyanese couple at the back of Buxton on May 21, 1964, during the "ethnic disturbances" that up to that point had been confined to the coast. And those murders were only the latest in a string of tit-for-tat violence unleashed after the PPP called a general strike in the sugar industry - overtly for "recognition" by the Sugar Producers, but actually a last ditch attempt to derail the imposition by the British and the Americans of Proportional Representation (PR) method of voting they knew would eject them out of office.

As I have said and written before, I believe if Guyanese are truly interested in peace and healing, rather than disingenuously fanning the flames of hate, they should propose a monument to all those 176 unfortunate souls who were killed in the 1960s madness.

Rehab of Moco Moco Hydro Project to commence soon – Harmon

ven as the Amaila Falls Hydro Project is being reviewed for its viability, Government is looking to develop small hydro systems to generate electricity in the hinterland region.

In this vain, Minister of State Joseph Harmon disclosed that Cabinet on Tuesday gave its no objection for the commencement of works on the Moco Moco Hydro Project which is located in Lethem, Region Nine (Upper Takutu-Upper Essequibo).

“Cabinet deliberated extensively on those matters and did in fact give its no objection to the Ministry of Public Infrastructure proceeding on the Moco Moco Hydro Project for which there is international funding so that we expect within a short space of time that that project will be done. In fact, work has already started on the design and so on,” Harmon noted.

According to the Minister, this project will see residents in Lethem and surrounding areas benefiting from higher quality and more reliable electricity supply.

He also pointed out that it will also pave the way for industrial development in the region.

“We expect that the incentives which will be given, in so far as providing electricity to those areas, will spur a different type of development and encourage more Guyanese to migrate to some of these areas. We believe that the beauty of Guyana resides in some of those hinterland locations where many of us who live on the caost sometimes deny ourselves that opportunity

of seeing what Guyana really is,” the Minister outlined.

The rehabilitation of the Moco Moco Hydro Project is estimated to cost $200 million.

The 500 kW Moco Moco Hydropower station was built in 1999 but became inoperable in 2003 following a landslide in the area. However, with Government’s new drive to have hydropower generation facilities located throughout the hinterland, steps were taken last year to have the Moco Moco Hydropower plant, along with several others, up and running.

Back in April, some five foreign-based companies submitted bids for the rehabilitation and operation of the facility after the Public Infrastructure Ministry had asked for Expressions

of Interest (EoI) in keeping with Government’s plans to develop a ‘Green Economy’.

Under a Build, Own, Operate, Transfer (BOOT) structure, power will be supplied to the Lethem Power Company grid under a negotiated and agreed Power Purchase Agreement (PPA).

The EoI was initially published in January 2016 and the submissions were opened on March 31, 2016 at the Guyana Energy Agency (GEA) Head Office.

Among the five submissions were CHEA – Centrias Hidreletricas da Amazonia LTDA – ME (Brazil); NCGET (Russia); Torque – EPCM (Barbados) and two from McVantage Products out of the USA. Government had declared the rehabilitation of the station to be a pri-

ority project in order to strengthen the Lethem Power Company, which supplies electricity in the vicinity of Lethem, and to substitute the diesel consumption with renewable energy with the aim of improving performance of the company through cost-effective solutions and the maximum possible annual energy production.

The rehabilitation of the Moco Moco Hydropower station is touted as another initiative of the Government of Guyana as part of a holistic approach to sustainable economic growth which demonstrates its commitment to creating a climate resilient economy and the establishing of a green economy.

Meanwhile, in addition to the rehabilitation of the Moco Moco Hydro Project, Cabinet also approved the construction of the Kato Hydro Electricity Project. However, Minister Harmon did not elaborate on this except to say that the Kato development will see electricity going as far as Paramakatoi. He added that this project will cater for the installation of an electricity facility as well as transmission lines to be run to developing communities.

Additionally, Cabinet also had discussions on the Tumatumari Hydro Electricity Project.

UG Medical School to regain accreditation with new building in GPHC compound – Norton

n light of the University of Guyana’s Medical School losing its full accreditation in 2014, Minister of Public Health Dr George Norton related that the establishment of a new medical building for students to practice, will begin before year-end in the compound of the Georgetown Public Hospital (GPH) with the expectation of regaining its full accreditation in 2017.

According to Dr Norton, the new facility will be a four-storey structure costing US$2 million, of which $1 million have already been accumulated through donations of Yesu Persaud, former chairman of DDL. He highlighted that the Ministry’s other means of funding would be through donations of other businesses.

“First of all, we have this donation by Mr Yesu Persaud, of $1 million which has taken us a far way and we have other means of getting funds. We would ask other business agencies like DDL to chip in and we plan to approach the alumni and of course we will continue to look at other possibilities,” Norton relayed.

The Minister of Public Health also relayed that the construction of the structure will begin soon and though he was not specific, he voiced that it should be completed in order to have the Medical School accredited by 2017.

The Medical School in 2014 lost its full accreditation after a visit from the CAAM-HP revealed that a number of recommendations to improve the institution were not adhered to.

Wind power cannot bring electricity rates down – Jagdeo

he multimilliondollar Wind Farm Project will in no way solve the problem of the country’s electricity rates being ranked among the highest in the region, according to Opposition Leader Bharrat Jagdeo.

The recently released Country Report from the International Monetary Fund (IMF) stated Guyana depends too heavily on imported oil for its power needs and that the country’s installed power generation capacity is about 83 per cent oil-based and 17 per cent biomass (bagasse) fuelled.

During a news conference on Wednesday, Jagdeo posited that the Amaila Falls Hydropower Project, which has been stalled by the current Administration, would have tremendously reduced the soaring electricity tariffs being charged.

He contended that the Wind Farm Project, which has been placed on high priority by the A Partnership for National Unity/Alliance For Change (APNU/AFC) will not have the capacity to significantly reduce the retail electricity prices, at least nowhere near what the Amaila Project could have done.

The first major renewable energy project, Amaila, was met with overwhelming objections by the A Partnership for National Unity (APNU) and the Alliance For Change (AFC) when they were in Opposition.

Now in Government, the project has been put on the back burner and the Administration is moving ahead to develop the Wind Farm Project – a project also shrouded in controversy.

The present People’s Progressive Party/Civic (PPP/C) Opposition believes that the Government is singlehandedly giving the contract to AFC’s Financier Lloyd Singh, who owns majority of the shares in the company hired to construct the wind farm on Hope Beach on the East Coast of Demerara (ECD).

But the PPP/C continues to contend that Amaila would be a better investment since it has a larger capacity to generate electricity at a cheaper cost throughout the country.

Jagdeo reminded that with Amaila, electricity would have been bought

at 10 cents per kilowatt at 2012 prices.

Comparing Amaila to the Wind Farm Project, Jagdeo also pointed out that the latter does not have the capacity to generate electricity for a wider section of the country.

He noted too that the Wind Farm Project would end up utilising more fossil fuel when the wind fluctuates.

He explained that if you buy 25 megawatts when the wind is blowing, then when it stops, one would have to purchase an additional 25 megawatts, making it 50 megawatts of fuel.

“So when the wind stops blowing, it goes down to zero and so the fossil fuel comes in and picks up,” he stated.

On the other hand, with Amaila, he said in instances where there is drought or the water pressure is not intense, reservoirs can be used to generate the electricity rather than turning to fossil fuel.

According to reports seen by Guyana Times, there are hidden fuel costs attached to wind generated electricity.

An international body called the European Platform Against Wind Farms explained that wind generated electricity requires back-up capacity of conventional power stations and that this capacity is required to deliver electricity to consumers when wind supply is falling short.

It is said to have the non-wind power stations ramp up or down to compensate for the stochastic wind variations which causes extra efficiency loss for such power stations.

The body stated that how much efficiency is lost in this way and how much extra fuel is required for this extra balancing of supply and demand is unknown.

It was explained that the extra fuel required for the efficiency loss must be added to the fuel required for building and installing the wind turbines and the additions to the power cable network.

It said while these extra requirements may be too small to notice when the installed wind power is a small fraction of the total capacity, matters change when wind capacity becomes significant.

The organisation said based on the German situation with 23 GW of installed wind power, it becomes doubtful whether wind energy results in any fuel saving and CO2 emission reduction.

armers interested in exporting their produce to Caribbean Community (Caricom) countries are being urged to have their farms certified. executive offiChief cer (CEO) of the National Agricultural Research and Extension Institute (NAREI) Dr Oudho Homenauth explained that many farmers are ignorant of the requirements and conditions which must be met in order to have their produce qualified for export throughout the Caribbean.

“For the export market, there are certain conditions that have to be satisfied…one such requirement is farm certification,” he told the Government Information Agency (GINA) during a recent interview.

Farm certification is one of the major requirements by Guyana’s Regional trading partners to access their markets.

This certification guarantees that the farmer would have produced crops under conditions that satisfy local and international markets.

The National Plant Protection Organisation (NPPO), a department within NAREI, is responsible for certifying farms.

Quarantine officers inspect and audit farms for the purposes of seed production, organic crop production and exportation of produce.

All farms within “Pest Free Areas” may be considered for certification since they are lo-

cated in geographic areas that are known to be free of a particular quarantine pest.

For instance, Region Five (Mahaica/Berbice) is known to be free from the Carambola Fruit Fly, while the spread of the Pink Mealy Bug and Papaya Mealy Bug are under official control.

However, certification of farms in “Pest Free Areas” would be dependent on other pests, the level of pesticides used in controlling them, and good agricultural practices.

Farms may take a while to be certified owing to the farmer’s ability to implement the necessary systems.

Farmers desirous of getting certified are encouraged to obtain an application form from the NPPO Department at NAREI. When the application is completed, the farmer and NPPO will agree on a date for the first inspection, after which advice is given; inspections will continue until the farmer achieves the required standard; and the report is submitted to NPPO management committee for recommending certification.

Once approved, the farm is certified for one year and subjected to unannounced inspections.

If however, it is unapproved, procedures are repeated from inspection phase.

The CMO also stressed that all vaccines are procured by the Government of Guyana and are “free of cost.”

“Persons will be required to pay $1000 fee for the certificate. However, persons over 65 and under five years are exempt from payment,” he noted.

He also observed that the new standard for immunisation as directed by the World Health Organisation (WHO) states the once a person has taken the yellow vaccine once in their lifetime, they would be issued with an international certificate, and as such, will not be required to take another dosage. Previously, individuals had to take the yellow fever vaccine once every 10 years.

Dr Persaud pointed out that Guyana has not had a fatality from yellow fever in over 35 years. “We are advising travellers to take the vaccine 10 days before travel,” he noted.

“A lot of persons were saying that their cards were misplaced or they were taken at the points of entry by the receiving country and not returned to them but please insist on retaining your certificates; keep it with your passport as part of your documentation as you travel, especially if travelling to multiple countries,” the CMO advised.

Public Health Ministry representative, Dr Oneka Scott stated “A lot of persons have been turning up at the airport demanding that they be given certificates from the airport medex but they cannot issue certificates.”

According to the WHO, the yellow fever vaccination is intended to “prevent the international spread of the disease by protecting countries from the risk of importing or spreading the yellow fever virus [and] to protect individual travellers who may be exposed to yellow fever infection.”

Region 2 RDC to meet with GPL 48-year-old takes his constant power outages life after marriage fails over – says public needs to be properly informed

he body of Mohanlall Udairaj, 48, was found hanging inside his bedroom early yesterday (Thursday) morning by his sister-in-law and nephew who had visited the home following concerns raised by the dead man’s neighbours.

Tuladai Raj the sisterin-law said that she and her son made the shocking and ghastly discovery around 07:30h on Thursday at the Lot 143 Hope West, Enmore, East Coast Demerara (ECD) residence.

She explained that her husband, brother of the deceased, had arrived at Udairaj’s home earlier to collect some documents but after receiving no answer he returned home.

Subsequently, the now dead man’s neighbours telephoned Raj to voice concerns that they had not seen her brother-in-law for over three days and implored that the family “check up” on him.

“The neighbours said the downstairs of the house

was open but the upstairs lock up and his bicycle in the same position for days, meaning he didn’t use it and that is what he uses anytime he leaves the house. So I come with my son, up the stairs and push the front door which was open and I see his body hanging in his bedroom. His bedroom door was open so you can see in from the front door and when I see I rush out,” Raj stated.

According to the distraught woman, Udairaj’s neighbours were already alert and in the yard waiting for her to give them feedback.

The neighbours had become worried after the man’s wife of 16 years allegedly ended the relationship with him some four months ago, taking away his two daughters and her daughter whom he had also raised.

“They suspect something was wrong, from the slight smell in the house, the actions of the two puppies he took care of running up and down the steps not coming out. He premeditate this you know, his wife left him months now and for the past three weeks he told my son that it don’t make sense living and living alone and so.

We talk to him over and over and over but we didn’t expect him to do something like this,” she related.

Guyana Times was told that Udairaj’s daughters are ages 13 and one year. His step-daughter is said to be 17 years old.

The incident took place on the famous Promenade des Anglais during a firework display, media reports say.

One image on Twitter showed about a dozen people lying on the street, some being tended to.

The local prefecture has urged people in the area to remain indoors, calling the incident “an attack”.

Nice Mayor Christian Estrosi said that “a lorry driver appears to have killed dozens of people”.

A local official was later quoted as saying that at least 30 people were dead.

The Mayor and Police urged residents to stay indoors. Some reports spoke of shots being exchanged between Police and the occupants of the lorry, but these have not been confirmed.

Social media video showed people running through the streets in panic following the incident.

A journalist with the Nice Matin newspaper reported from the scene that there was “a lot of blood and without doubt many injured”.

An Agence France-Presse reporter said the incident took place as the firework display was ending, adding: “We saw people hit and bits of debris flying around.”

Another image on Twitter showed a white lorry stopped in the middle of the promenade with damage to its front, and four Police officers observing it while taking cover behind a palm tree.

One eyewitness told France’s BFM TV: “Everyone was calling run, run, run there’s an attack run, run, run. We heard some shots.

We thought they were fireworks because it’s the 14th of July.

ollowing the constant power outages Region Two (PomeroonSupenaam) has been experiencing over the past months, several Councillors, both Government and Opposition, of the Regional Democratic Council (RDC) will be meeting with the local manager of the Guyana Power and Light (GPL) to discuss the issue.

by Region Two Chairman Devanand Ramdatt at the recent statutory meeting of the RDC held on July 12 in the boardroom of the RDC at Anna Regina.

Ramdatt said that residents have been complaining about the fluctuation of the supply of electricity and he was of the view that the problem should be rectified as soon as possible. He informed those present at the meeting that he was told by officers from the Anna Regina power plant that the generators were currently experiencing mechanical problems. However, the Chairman said to his knowledge the generators have exceeded their service period and it was time for the installation of a more power-

ful generator. Interestingly, he said, there has been increased demand for power within the region due to the increase in the number of households.

From the RDC level, Ramdatt said, a letter will be sent to Public Infrastructure Minister David Patterson on the issue. The Regional Chairman also said a meeting would be convened with the manager of the Anna Regina power plant so that information can be accessed on the issue.

that often Essequibians were unprepared whenever they were hit by blackouts, since they were not able to access the advisory issued by the company. He advised that the company should inform the public whenever an outage was imminent, to minimise the inconvenience.

Increasingly, businesses have been complaining about the inconvenience the company has been putting them through owing to the poor work on media advisories.

Oxfam urges US to end embargo on struggling Cuba

he Director of Oxfam broke the global aid agency's long-time silence on the US trade embargo on Cuba, urging the American Congress to lift it "sooner rather than later", given the island's mounting economic woes.

Winnie Byanyima said in an interview in Havana that Oxfam was set to formally campaign against the embargo as part of its broader strategy to increase support to Cuba.

President Raul Castro told Cubans last week to brace for tough times as the country had to cut spending and energy supply as it dealt

with a cash crunch and reduced oil assistance from socialist ally Venezuela.

"Cuba needs to engage in the global economy and the embargo cuts them out," Byanyima said. "We are going to be calling for a lifting of that embargo and normalizing relations sooner rather than later," she said on Wednesday.

The United States slapped a trade embargo on its southern neighbour after the 1959 revolution that toppled a US-backed dictator. Cuba estimates the embargo has caused US$121 billion in damage to its economy.

US President Barack Obama restored diplomatic relations with Cuba and would like to lift the embargo, but faces opposition from the Republican-controlled Congress.

The Oxfam Director added Cuba must also carry on with its reform agenda to update its Soviet-style command economy. She applauded the fact the country had become more self-critical.

Ugandan army crosses into S Sudan to evacuate citizens

heavily armed Ugandan military convoy has crossed into South Sudan to evacuate citizens trapped by recent fighting in the capital, Juba, according to officials.

The operation comes a day after the United Nations warned of the possibility of fresh fighting in Juba, despite a two-day ceasefire that followed a major outbreak of violence, in which almost 300 people were killed.

"We plan to go to Juba to extract 3000 Ugandans stranded by fighting, but that number may

grow as we will evacuate anyone who wants to leave of any nationality," said Army Chief Brigadier Leopold Kyanda to the AFP news agency.

"There may even be some South Sudanese who want to leave."

"Juba is totally peaceful and calm now and we do not expect any problems. The problems could be on the road where there are some few thugs. The first responsibility of any UPDF soldier is to protect himself and we are confident in this," Kyanda said.

five-gallion bottle of cooking oil, a radio and groceries from his home. He said the intruders also ate the sausages from the freezer and left the empty packet behind.

“The next night they come back again and go away with all the grocery… about two weeks ago was the last time they break into the house.” Ramphal did not report any of the incidents to the Police, saying that it will be very time consuming and it would be almost impossible for the Police to find out who the perpetrators were since on each occasion, they left no traces.

Another resident, Angele Ragunandand, called “Teacher B”, reported to this publication that the first of three breakages at her home was one month ago. On that occasion, she said the lower flat of her home was broken into. It was during heavy rainfall and the family was asleep. The discovery was made the following morning.

According to the pensioner, the thieves took a bicycle, two working bags and some documents.

Ragunandand said four days later, there was a second break-in which was considered greater. During that break-in, all of the groceries in the house were taken.

The groceries had been purchased for a wedding.

On the third occasion, Ragunandand said the perpetrator was seen dressed only in underpants. All three incidents were reported to the Police.

Divisional Commander Ian Amsterdam when asked on Tuesday about the apparent increase in the frequency of home invasions at Bath Settlement, told Guyana Times that the Police were not in receipt of information which would suggest such increases.

He noted that the Police had one person before the court for a breakage in the community. Chris Rampersaud was jailed on Tuesday for breaking into a Bath Settlement home on July 6.

Villagers living particularly in Suddie Housing Scheme, Anna Regina, Golden Fleece Estate, Perseverance Estate, Zorg, Affiance, Lima Housing Scheme and Red Lock are calling on the Region Two Administration to immediately execute maintenance works on the access roads and bridges.

According to People’s Progressive Party/ Civic (PPP/C) Councillor Ranjeev Singh, the road leading to the Perseverance estate has become impassable and residents have resorted to walking. “Imagine I reported this twice at the RDC and nothing has been done, car drivers have parked their vehicles, the street has too many potholes and this is creating mechanical issues

for drivers,” Singh said.

Golden Fleece Estate residents have also reported several roads and bridges in their area are deteriorating.

The residents reported that streets had huge potholes and motorists were finding it difficult to traverse.

At the recent statutory meeting for the Region Two RDC, A Partnership for National Unity/Alliance For Change (APNU/AFC) Councillor Naitram also reported the same. As such, he called on the Regional Executive Officer (REO), Rupert Hopkinson to set up a maintenance crew to repair and maintain the roads before they deteriorate any further.

He also said that reports were made several months ago in relation to the condition of the roads and to date, nothing has been done.

Naitram is of the view that due to the slow response from those in charge at the administrative level, it is costing the Administration more money to re-do roads given the damage accumulated over time.

Court of Appeal delays cross-dressing case to October

he male-to-female cross-dressing case was on Wednesday adjourned to October when it was brought before Justice Carl Singh at the Court of Appeal.

The case filed by the Guyana Trans United (GTU) with support from the Society Against Sexual Orientation Discrimination (SASOD) and the University of the West Indies Faculties of Law Rights Advocacy Project (U-RAP) sought to strike down laws which left transgenders open to arrest because of cross-dressing.

Gulliver McEwan, representatives of SASOD and GTU, first filed the case after then Chief Justice Ian Chang ruled that crossdressing by men is not a crime as long as they did not do so for an improper purpose.

After the ruling, crossdressers believed that it did not prevent them from being harassed and arrested by police. As such they moved to the Court of Appeal to have Chang’s ruling overturned.

However, when the matter was called, the appellants filed their arguments but were told that the State is yet to file theirs.

The Appeal Court noted that the arguments filed by counsel for the appellants were extensive and that it wished some time to fully review them and to receive the arguments from the State.

During the hearing, justice Singh questioned the validity of SASOD being on the rubric of the appeal, since the organisation was struck out as a party at first instance.

However, in response, representing attorney Nigel Hughes stated that the documents would be amended but added that a formal application would be made for SASOD to be joined in the appeal.

Commenting on the ruling, McEwen stressed that excluding civil society organisations (CSOs) such as SASOD and GTU would inhibit marginalised persons from being able to access justice.

“If civil society groups are not included in the case, then how can we as a community be represented in something that affects us all? This case does not just affect the four individual litigants, it affects us all.”

Managing director of SASOD Joel Simpson posited that Caribbean courts have taken a very restrictive approach to the standing of organisations, which he finds untenable.

He added that it is particularly important for advancing human rights in Guyana, where individuals are often stigmatised, re-victimised and face amplified risks to their safety and security when challenging the state to respect the rights of a minority group.

It also revolting that the computer generated apes have more tension and life than the humans; it might as well have been an animated film. But not all is bad. The CI in the movie is fantastic; the apes were striking and excitingly real, while the scene when a pair of lions nuzzle Clayton is heart-melting.

Even though it is hard to fault Yates, who directed the last four Harry Potter films excellently, it is safe to say, the “Legend of Tarzan” has too much ambition, so much it flopped.

Yates did great things with Harry Potter so this is indubitably a long fall from glory.

His Tarzan is too tame to be wild.

would have been disappointed not to build on useful starts, Misbah and Shafiq were not so profligate.

Misbah had never before batted in a Test in England, never played more than a few T20 innings at Lord’s, but he was not going to overawed by his first outing. Eight months ago, after leading his side to a 2-0 win over England in the UAE, he was contemplating retirement but he eventually decided to carry on in the belief that Pakistan would need him on this tour.

It was clear to see why when he strode out with his side 77 for 3, bearded and resolute, a grizzled captain leading his men into uncharted waters and ready to repel all boarders.

“Let’s go to work,” was the slogan from Quentin Tarantino’s 1992 film Reservoir Dogs and in Misbah and Younis, Pakistan have a couple of experienced wiseguys capable of doing a number on England. You have to go back to the 1990s for the last time Pakistan won a Test at Lord’s and their chances here relied on an experienced batting order being able to give a much-vaunted attack something to bowl at.

England managed to chisel out Younis but, in the shape of Shafiq, there was another, equally determined Mr Green ready to step in and do business.

England had resorted to subcontinental bowling plans, with short extra cover and short midwicket, by the time Stuart Broad coaxed a thick edge from Shafiq, on 34, but with only one slip in place the ball flew wide of Cook’s despairing dive. A clubbed square cut for four off Moeen Ali - who Pakistan never allowed to settle and conceded 46 runs from his seven overs - took him to a fifth 50-plus score against England but, with the shadows lengthening a feathered edge off Woakes finally broke the stand. Rahat then dragged on to give the persevering Woakes his best Test figures.

er’s stumps when a lob to the bowler would have done the trick. Pakistan were on 184 for 4 at the time and still going about their recovery from being three down shortly after lunch.

Ball nearly claimed a maiden Test wicket with his second ball but eventually removed Azhar Ali, to follow an early brace for Woakes in the morning session. Never mind devil, there was nothing so much as a mischievous imp in the pitch but Ball took that out of the equation with a yorker that knocked Azhar off his feet, though the No. 3 left the field shaking his head after utilising the DRS only for the Hawk-Eye to back-up Kumar Dharmasena’s decision that the ball was hitting leg stump by the finest of margins.

Misbah began cautiously and he had made 2 from 19 balls when he gloved a Broad bouncer high and wide of wicketkeeper Jonny Bairstow for his first boundary. A thin inside edge saved him from being lbw to Ball walking across his stumps on 11 and he might have been taken at second slip on 16, when the wayward Steven Finn found his outside edge only for Joe Root to shell a low chance, but he remained unperturbed.

He unfurled some more aggressive strokes during Moeen’s exploratory overs, as well as taking easy runs off Finn. Later in the day, in struck four fours in five balls off Moeen - two sweeps, two reverse-sweeps - to move

into the 90s and emphasise his mastery over England’s spinner.

Despite Finn’s struggle, the bowlers did have some success. Memories had begun to drift back to England’s toil in the UAE following another fifty stand between Misbah and Younis when the latter, batting out of his crease such was the docility of the pitch, flicked a Broad delivery straight to midwicket to depart for 33.

They had earlier pegged Pakistan back after a 38-run opening stand that involved a little bit of luck alongside some proactive batting from Hafeez. Anticipation of Amir’s first involvement had given way to a moment for Ball to savour and he nearly struck in his opening Test spell, Cook generously deigning to review an lbw decision against Shan Masood only for the replays to confirm Dharmasena’s suspicion the ball had pitched outside leg.

Ball acquitted himself well as the stand-in for James Anderson, pushing the speed gun up towards 89mph and troubling both of the Pakistan openers. Hafeez could have been taken on 11, when a drive at Broad resulted in a thick edge low to the left of James Vince at third slip but he could not hold on onehanded. The same batsman flashed wide of the slips off Ball in the 10th over and Masood followed suit, off Woakes, moments after.

He had his second four overs later when Hafeez, who had gambolled his way to 40, finally fell in lackadaisical fashion, trying to flip across the line only to offer a straightforward catch to Bairstow running across towards square leg. English cricketer diagnosed with cancer

ngland batsman Michael Carberry has been diagnosed with a cancerous tumour, his county Hampshire have confirmed.

The 35-year-old was sent for tests after missing this week’s County Championship match against Warwickshire because he felt unwell.

He will have more examinations before receiving treatment.

Hampshire chairman Rod Bransgrove said: “I would like to send him and his family our very best wishes at this very difficult time.”

Mayors Cup tournament continues this weekend

he 22nd edition of the Mayors Cup knockout tournament continues this Sunday, July 17 with triple header action at the Victoria Ground, on the East Coast of Demerara.

In the opening game; Campbellville based team - Campton will take on Uitvlugt at 17:00h while in the second contest Riddim Squad will face off against Eagles from the mining town of Linden at 19:00h.

The third contest of the evening will be a quarter-final affair between Ann’s Grove

and Cougars at 21:00h.

On Friday July 22 there will be another triple header at the Georgetown Football Club (GFC) ground in the city. In the opening encounter, police will challenge Pouderoyen from 17:00h then from 19:00h Santos will come up against Beavers.

The final contest for the evening will see Western Tigers tackle Den Amstel at 21:00h.

The top four prizes are compliments of Aruwai Resorts, Ansa McAl, John Fernandes and German’s Restaurant respectively.

Tallawahs, Amazon Warriors clash to light up Sabina Park

resh off an excellent home run leader Amazon Warriors will clash with the Chris Gayle led Jamaica Tallawahs tonight at Sabina Park in what will be the Warriors first game back on the road after four home games. It is expected to be an exhilarating encounter as this edition of the Caribbean Premier League reaches the midway point of the 30-match preliminary round.

At this stage teams are expected to be settled, finding balance in team selection and executing on match days, so a keen contest is predicted between the sides when play gets underway at 20:00h Jamaica time (21:00h Guyana Time).

The Tallawahs will aim to return a similar treatment as they were offered in Guyana, seeking to win big following their humiliating eight wicket loss at the Guyana National Stadium.

In contrast to the pitch at Guyana National Stadium, Sabina Park offers more opportunities for the batsmen and it is predicted to be a higher scoring contest than the one that was used at Providence.

Teams

Gayle has been the key to his team’s wins and a lot will depends how he set about his innings tonight.

He has so far summed up 206 runs from four innings, with a magnificent century and a brilliant fifty. The left hander also unleashed arrays of shots in his 47 run cameo before rain prematurely ended the Tallawahs’ game against the Barbados Tridents at the Kensington Oval.

The talismanic batsman will be accompanied by experience players Kumar Sangakkara and Shakib Al Hasan in the batting order as well as exciting young batsman Rovman Powell and big hitter Andre Russell, who is making a return after a two-game absence.

The Tallawahs have already sent a signal of how destructive their batting could be, successfully chasing 191 set by the Trinbago Knight Riders to win their second game of the season.

However, it does not look as threatening without Gayle’s performance or Russell’s exclusion as was witnessed in Guyana where Gayle fell for naught and Russell did not play.

Their batting might be the strong point in the team’s two wins so far but the bowling has also been impressive. The Tallawahs’ bowlers defended 151 against a strong St. Kitts and Nevis batting comprising Faf du Plesis, Carlos Braithwaite, Lendl Simmons and Brad Hodge. They also bowled good against Guyana but had a small total to defend. All-rounder Shakib Al Hasan has led the unit which includes, Dale Steyn, Kesrick Williams, Jon-Ross Jaggesar and Russell.

The match will be the Warriors’ captain Martin Guptill final match of the season and he would more than likely want to end on a winning note before joining New Zealand for their tour of Zimbabwe later this month. He has led the team as a captain and a batsman and as a result has been enjoying a successful run.

Lynn has been the mainstay of the batting for the Warriors and is currently only behind TKR’s Hashim Amla on the runs chart. The Australian has collaborated with all his partners to form formidable partnerships that saw the Warriors over the line. Smith provides the flair at the top of the innings on a few occasions while Mohamed who bats at four steers the innings whenever he gets to bat. Wicket keeper batsman Anthony Bramble has impressed so far in his debut season and has held his own whilst batting.

Christopher Barnwell performance has been horrid, but he is no rabbit with the bat and the Warriors would be a tougher team to beat once he finds form in tonight’s game.

all oppositions in their six matches and will be looking to do that again as they prepare for the Tallawahs tonight.

RHTY&SC, Edward B Beharry launch massive Say No and Yes campaign B

erbice’s and arguably Guyana’s leading youth and sports Club, the Rose Hall Town Youth and Sports Club, M.S, through its eight cricket teams have collaborated with the Edward B. Beharry Co. Ltd recently to launch the second edition of their Say No to Drugs, Crime, Suicide and Yes to Sports, Education and Life Programme.

The RHTY&SC, M.S have partnered with the Guyana Police Force ‘B’ Division and the Ministry of Education Region 6 Department to spread the Say No and Say Yes message to all schools in the ancient county.

Secretary/CEO Hilbert Foster stated that the programme was launched in 2015 in thirty schools in Region 6 and was a major success. The 2015 edition involved distribution of banners, posters and

Club’s Youth Information Booklet. A Massive March and rally was also held with over one thousand students in attendance.

The 2016 campaign would involve fifteen schools each from the Regions 5 and 6, each of the schools would receive a 5’x6’ Banner, posters for every classroom and twenty copies of the 40 pages youth information booklet.

The booklet has information on twenty seven topics for youths including the role of a Sports Ambassador, Public Manners, Danger of Drugs Abuse, HIV/Aids, Peer Pressure, Table Manners, Choosing Friends, Suicide, Importance of Education, Being a Role Model, Do’s and Don’ts of Facebook and the Importance of Reading and research. The long serving Secretary stated that the RHTYSC, M.S was totally committed to assisting

all youths across Berbice to fulfil their full potential in life and resist the evil ways of Satan.

Foster also revealed that another segment of the 2016 edition was the hosting of a 40 Team Cricket Competition which would be used to promote the Say No message. The tournament would see Berbice being divided into four sub-zones and would be played using the popular 5/5 format.

Ten teams would be included in each Sub-Zone (West Berbice, New Amsterdam/ Canje, Lower Corentyne and Central/Upper Corentyne) and a one day tournament would be held in each area to get three teams to advance to the Grand Finals.

The Winner of the tournament would receive $150,000.00 and a trophy, while runner up would receive $75,000.00 and 3rd place $25,000.00. Interested Clubs are invited to call the

Police Commander of ‘B’ Division, Ian Amsterdam stated that he was elated at the outstanding work of the RHTY&SC and its cricket teams. He hailed the Say No and Yes Campaign as a visionary initiative which would play a major role in assisting youth to avoid social ills and assisting them to lead a productive life.

He encouraged other Clubs and NGO’s to follow in the footsteps of the RHTYSC and spoke broadly on the step the police are making to make society more secured. School Welfare Officer Stephen Bactowar speaking on behalf of the Ministry of Education was pleased to be associated with the campaign as he was concerned at social ills affecting students and he pledged full support for the numerous

projects, the RHTYSC was undertaking to make a positive difference to society.

Brand Manager of Edward B. Beharry Co. Ltd, Kamini Naresh stated that her company was satisfied with the success of the campaign and noted that investing in the future of youths is one of the best investments that a company can make.

Ms. Naresh stated that it was very important to get youths to understand the social ills that could affect their personal development and at the same time develop a love for an educational background and involvement in sports. The 2016 edition was launched with the presentation of banners, posters and booklets to fifteen primary schools in Region 6 including NO 36, NO 40, NO

48, Alness, Kildonan, Sheet Anchor, Fort Wellington, New Amsterdam, Cumberland and Eversham Schools.

Representatives of the schools also received posters, stickers and brochures from the RHTYSC/ GUYOIL Traffic Education Campaign which was launched last week.
