T

he Ministry of the Presidency utilised millions of dollars in revenues it earned from the Guyana Lottery Fund for the building the D’Urban Park, Georgetown, without Parliamentary approval; and the National Industrial and Commercial Investments Limited (NICIL) collected $2 billion on behalf of Government but only turned over half that amount to the Treasury.

These were among some of the pertinent findings of the Auditor General, Deodat Sharma, as he audited the accounts for the first year of the coalition A Partnership for National Unity/Alliance for Change (APNU/AFC) Government.

Sharma’s 2015 report was made public on Thursday by Speaker of the National Assembly Dr Barton Scotland, when the House emerged from its annual two-month recess.

According to Sharma’s findings, the Guyana Government earns 24 per cent of the proceeds from the Guyana Lottery Company but this money is paid into an account controlled by the Ministry of the Presidency and spent with the approval of Cabinet.

Sharma in his report noted that at the beginning of 2015, that account held some $1.4 billion and it received an additional $421 million in 2015.

tivities.

According to a breakdown of the expenditure provided by the Auditor General, $36.5 million went towards the rehabilitation of D’Urban Park; $63.7 million went towards Mashramani celebrations; while another $51 million was utilised for ‘music’.

Other activities funded by the Ministry of the Presidency using the Lotto proceeds related to Emancipation, Amerindian Heritage and Carifesta, among other celebrations.

The Auditor General did observe in his 2015 audit that, “cash book and payment vouchers for 2015 to verify the details of the amounts spent were not presented for audit and the Deputy Accountant General explained that these were with the Forensic Auditor and had not been returned up to the time of the audit.”

Monies from the Lotto Fund held by the Ministry of the Presidency has for years attracted the ire of the now Government since it was always adamant that all of the earnings constituted revenues of the state and should all be deposited

into the treasury to be spent with parliamentary approval.

This did not obtain.

It was pointed out by Auditor General Sharma that while the Finance Ministry has budgeted for lottery receipts, expenditure continues to be met without Parliamentary approval.

Sharma has since expressed his opinion that in this regard, the expenditure from the proceeds of the National Lottery should be accounted for by having a Supplementary Estimate passed in the national assembly and recorded in the Public Accounts.

NICIL hoards

Meanwhile, the Auditor General found also that NICIL – another of the state-owned institutions, which the APNU/AFC has in the past criticised as a slush fund – continues to function in a manner where it retains significant bulks of its proceeds.

This state of affairs has since been adversely reflected on the national accounts since a shortfall of $1 billion from NICIL represented more than half of what

was supposed to be collected

by Government as part of its revenues on dividends from non-financial institutions.

According to the 2015 Audit Report, an amount of just over $1 billion was reflected as dividends from non-financial institutions, as received from NICIL for the Guyana Oil Company (GUYOIL) for 2015 as an interim payment.

It was found after an examination of the financial statements for GUYOIL that in 2015 just over $2 billion was in fact handed over to NICIL which in turned over only half of that amount to the Treasury.

Missing US$5M

The missing US$5 million that was supposed to be paid to NICIL by a Chinese-based company for shares held in the Guyana Telephone and Telegraph (GT&T) Company was also flagged by the Auditor General.

According to Sharma, NICIL was the registered holder of 4,125 shares representing 20 per cent of the holdings in GT&T but this was sold in November 2012.

“On November 8, 2012 upon signing of the agreement, an amount of $4.9 billion was transferred to NICIL… the Balance of US$5 million remaining should have been paid by the company within two years. At the time of reporting, no payment was made with respect to the outstanding balance.”

Sharma reported that with respect to the audits of NICIL as an entity, the audit for 2014 is still being finalised.

With regards to the company’s consolidated financial statements, “these have been completed and reports issued up to the year 2006.”

Poor at the centre of decision-making

O

ctober 17 will be observed by United Nations member countries as International Day for the Eradication of Poverty. Through resolution 47/196, adopted on 22 December 1992, the General Assembly declared 17 October as the International Day for the Eradication of Poverty.

The UN invited all States to devote the Day to presenting and promoting, as appropriate in the national context, concrete activities with regard to the eradication of poverty and destitution.

The resolution further invites intergovernmental and nongovernmental organisations to assist States, at their request, in organising national activities for the observance of this important Day. The resolution requests the Secretary General to pursue, within existing resources, the necessary measures to ensure the success of the Day's observance by the United Nations.

People of all backgrounds, beliefs, and social origins gathered every year since 1992 on 17 October at various places to renew their commitment to eradicating poverty and to show their solidarity with the poor. The 17 October presents an opportunity for the world to acknowledge the efforts made by member states as well as the poor in their struggle to overcome poverty. It also allows member states, as well as the poor, a chance to make their concerns heard. And it allows the world a Day to recognise that poor people are the first ones to combat poverty in their own ways.

According to the United Nations, today, some one billion people live in extreme poverty and more than 800 million endure hunger and malnutrition. The UN has noted that poverty is not simply measured by inadequate income. It is manifested in restricted access to health, education, sanitation and other essential services and, too often, by the denial or abuse of other fundamental human rights. They are marginalised in government participation.

As pointed out by Secretary General Ban Ki-moon, poverty is both a cause and consequence of marginalisation and social exclusion. To fulfil the promise of the 2030 UN Agenda not to leave anyone behind, member states must address the humiliation and exclusion of people living in poverty in governance. Governments need be reminded that humiliation and exclusion are powerful drivers of social unrest and, in extreme cases, violent extremism attributed to poverty is troubling so many parts of our world today.

It is the duty of all governments and societies to address systemic socio-economic inequalities and to facilitate governmental engagement of all people living in extreme poverty. Governments must provide them a role so they can help themselves, their families and their communities to build a more equitable and meaningful life as well as a sustainable and prosperous future for all.

In Guyana, too many citizens are still considered living below the poverty line, and many more are still waiting to access the opportunities that would allow them to lift themselves out of poverty.

Even though President David Granger has said before that Guyana has enough resources to banish poverty forever, the nation is still waiting to see what concrete plans and programmes are being put in place by the APNU/AFC Administration to eradicate poverty and to create “the good life” for all that was promised.

The government must come up with plans to improve education and expand Guyana’s economy to create job opportunities. This is a basic condition to lift people out of poverty as well as in the process of promoting socioeconomic equality.

Guyana is not a poor country in terms of natural resources.

Guyana’s hinterland possesses bountiful natural resources. But despite this endowment, the country remains underdeveloped and mired in poverty. It is plagued by poor infrastructure and environmental hazards.

It is also noted that there is a wide disparity in development and in household income between the hinterland and the coastland regions, and between urban and rural areas; urban areas are more developed and have much higher household incomes. Efforts must be made to reduce this gap if the nation is to become a more equal nation in terms of urban versus rural areas and/or hinterland versus coastal regions.

Building a sustainable future requires governments as well as people to intensify efforts towards eradicating extreme poverty and ensuring that everyone can fully exercise their human rights. The full participation of the poor in decision-making that impacts on their lives and communities must be at the centre of government policies and strategies to build a sustainable future.

Putting one’s foot in one’s mouth

Dear Editor, I wish to debate on a comment made by the present Granger Administration in which they accused the Opposition Gail Teixeira of sabotaging the country.

Their comment came in the wake of Teixeira messaging the Norwegians on the state of affairs of the Norway Funds as it relates to the Amaila HEP Falls project, as well as other pertinent matters surrounding that Fund.

Now, the Government at that time was on the offensive, lambasting the Opposition for engaging the Norwegians on this matter because they are of the opinion that the Opposition was out of place to speak on this note. Well, as it stands, the Opposition has every right to speak on this matter because in the first instance it was their leader, Bharrat Jagdeo, that captured the attention of the Norwegians with his showcasing of this country as the few remaining places on the planet to have most of its exploitable rainforest intact and was willing to pledge part of it as a carbon sink to halt the expanding global warming phenomenon.

In this regard he was the internationally acclaimed Champion of the

Earth. He also championed our case as being a green economy at the same time fostering the idea to a wider world for safe, clean, renewal energy generation. This was, and still is, Jagdeo’s and the PPP/C’s gift to the world. Therefore, it is highly improbable, if not insane, for Teixeira to undermine that lofty ideal set by the Opposition itself.

It is mind boggling to say the least. So, if we are to answer that question, we must look at the Opposition at that time. While in Opposition the present government was engaged in a vendetta of maligning the PPP/C-led government and all its plans with the Norwegians. They went on a rampage with their misinformation and downright lies of the forest being overexploited. They deliberately undermined the deal the PPP/C Government had with Norway; theirs was a daily dose of lies in the politically organised tabloid, Kaieteur News.

Every day this nation woke up to the headliner captioned “Heist of Guyana”, highlighting some purported corrupt deal the government had with the Chinese. They kept up the pressure to the extent that they had the

local population reeling as to the prospects that this country might not have any green places left in this part of the globe. The lies were superabundant.

Well, this worked for them, at least so it seems, because general elections were held and they assumed office and the grumbling, lying Opposition became the government.

They were now placed in the position of government and to manage the affairs of this ship of state. The arsenal of lies they built up was now ever apparent and the monumental task to undo it.

And this is my point: they could not defuse the toxic lies they gave to the world so they are going around in eddying circles as to a solution to a problem they have caused.

Blame the Opposition as much as they like, it will not work because of the pertinent facts I highlighted earlier.

In fact, their lies caused the Norwegians to promptly halt all disbursements to this country and in response to that, sent its own representative to investigate whether the claims were true or not. This is what hurt the Coalition, not Teixeira’s letter.

If any, Teixeira’s let-

ter helped the Coalition Government rather than hurt them because coming clean, the Norwegians would have seen through the schemes of the then Opposition as being desperate for power so they lied in the quest to get to the top. Teixeira’s letter would have made clear that the Coalition Government has seen the folly of their ways.

Whether the government has changed is yet to be seen because those plans surrounding the fund, like the Amaila Falls HEP, must be implemented for them to move forward.

The problem with this Coalition Government is that it was their mistaken belief that foreign money such as the Norway Fund, would have continued to flow carte blanche when they came into power, forgetting the monumental lies they placed in its way.

Those obstacles have come back to haunt them.

What I can advise the Coalition on is to be genuine: first undo the lies you have created so that the international community can take you seriously, otherwise you would be “spinning top in mud.”

Govt lobbying UK to lift greenheart ban

A

ministerial team will be heading to the United Kingdom early next year to engage in talks with the hopes of having the ban on Guyana’s greenheart timber reversed.

This was disclosed by Natural Resources Minister Raphael Trotman during a press conference on Friday.

According to Trotman, Government is concerned about the situation and a national response will be undertaken to have the restriction lifted.

“Right now we are very interested in restoring the free trade and lifting the ban. We have had communications with the British High Commission. Early in the next year, a delegation at the ministerial level will travel to the UK to press our case… Our concern of course is that this ban, if left (alone), could see its way almost like a virus, spreading itself into

Europe and elsewhere,” the Minister said.

He noted that Cabinet has been appraised about the matter, with the Ministries of Business, Foreign Affairs and Natural Resources working assiduously on the matter.

The Natural Resources Minister posited that greenheart is the heart and soul of Guyana’s timber industry and represents, in a sense, the strength of the country; as such, Government needs to ensure that its products are not tainted on the world market.

Moreover, he also pointed out that those who produce logs for export need to be given the markets they desire, which is in the UK. “So we are very close in terms of working with the EU (European Union) and the EU First Log Governance system and so for us, this is a national issue and it will receive

a national response,” he assured.

Furthermore, the Natural Resources Minister outlined that a number of events led to the UK’s restriction, including the practices of the controversial Chinese logging company – BaiShanLin. “There are many antidotal reasons given and I

believe it was a combination of many events including the sense that our forests were being managed or mismanaged in a perilous manner. I believe it may have had some critical aspects attending to it,” he stated.

Trotman continued, “Of course, there was also international lobbying by other countries that produce, not greenheart, but other species that could be used for some of the same applications. So it’s a combination of us being, I believe, outmanoeuvred.”

Coincidentally, the Minister added that the ban was imposed in May last year, when relations between Guyana and Great Britain were at an all-time low.

Public Health Ministry on alert for Diphtheria …following outbreak in Venezuela

T

he Public Health Ministry is on alert for Diphtheria following an outbreak in neighbouring Venezuela and is presently adopting preventive measures to reduce the risk of the disease crossing from Venezuela.

The Ministry stated that the outbreak has occurred in San Antonio, Sifontes, Bolivar State, where 17 deaths have been recorded.

Diphtheria is an upper respiratory illness caused by the bacterium Corynebacterium diphtheria, which primarily infects the throat and upper airways, and produces a toxin

affecting other organs. It is transmitted by having direct contact with a patient, contaminated objects or by sneezing or coughing. Skin lesions can also transmit the infection.

The symptoms include sore throat, fever and adherent membrane over the nose, tonsils, throat, and skin lesions. The diphtheria toxin causes a membrane of dead tissue to build up over the throat and tonsils, making breathing and swallowing difficult. During days 1-3 of infection, persons are likely to notice whitish membrane in the throat while during days 4 to 6, it is likely to

change to a greyish colour.

If left untreated, Diphtheria can result in infection of the lungs, heart failure, kidney damage, paralysis, and in some cases, death.

According to the Ministry, the disease can be cured if treatment is started early enough. The most effective way of preventing Diphtheria is through vaccination. DPT vaccine protects against Diphtheria, Pertussis and Tetanus.

Although, Guyana has attained over 90 per cent vaccine coverage, there are areas within the interior where coverage is less.

Subsequently, the ministry announced that a multidisciplinary team of health professionals will be targeting villages bordering Venezuela: “The team will provide vaccinations to all vulnerable children and ensure health officers in the regions are on the alert for any probable case.”

The DPT vaccine is highly effective and safe and it is available in all the public health facilities countrywide.

Treatment for Diphtheria includes the administration of antibiotics such as erythromycin and penicillin which are available in Guyana.

The May 2015 advisory by the Environment Agency (EA), which effected the ban on greenheart exports from Guyana to the UK, saw a dramatic slump in exports to that country, moving from US$3.2 million in 2014 to US$1 million last year; hence, local stakeholders partnered with government to launch a serious lobby to reverse the decision.

EA is one of UK’s biggest buyers of lumber for State projects in that country and Guyana’s Greenheart, until a year ago, was widely used in sea defence projects by UK contractors.

Only last week, the Guyana Manufacturing and Services Association (GMSA) labelled the ban “unfair”, calling for a review.

The GMSA, in a strongly-worded missive over the weekend, said the “UK agency essentially pronounced on the sustainabil-

ity of forest management practices in our forests of origin with absolutely no communication or consultation with any local industry stakeholders.”

It was pointed out by the GMSA that given that the markets for tropical forest products were declining and proving challenging: “Incorrect labelling of our forest management practices in this negative way can only be detrimental to the future lives and livelihoods of the 25,000 people directly employed in this industry.”

The GMSA maintains too that available statistics highlight the great efforts that both the industry and the Government have made to ensure “sustainable forest management of our forests for our future generations and that in an ecological sense, our forests are being sustainably managed, an effort clearly verified through abundant, independent, third-party analysis and certification.”

Clear communication is a cornerstone of effective prevention. Make sure other adults and older children understand the expectations children will have of them and how their cooperation will help keep children safe.

Use concrete examples

Remember that in as many as 90 per cent of situations where a child is sexually harmed, the child (and often their family) knows the adult, youth or child who is acting in a sexually inappropriate way. When

Model healthy boundaries

Sometimes we unintentionally confuse children by insisting they hug Grandma even when they don't want to, or by saying , "Do whatever the babysitter tells you to do." Help your children practise setting healthy

boundaries. When children tell us they don't want to hug and kiss everyone at a family gathering, support them by helping them find another way to show respect to family members (such as shaking hands, high fives, saying goodbye). Model saying "no" and assure your children that their "no" will be respected. If others disrespect or ignore your child's limits, it’s your job to explain your family rules and insist on your child's rights to set boundaries.

Talk about touch

When talking with children about touch, remember that sexual touch can be very confusing. In a strictly physical sense, sexual touch can feel good and for a victim of sexual abuse, this can create more shame and confusion about the situation. "If my body responded this way, this must mean that I liked it and wanted it to happen." Many families prefer to talk about "secret" touch or touch that makes a child uncomfortable. "It is not OK for anyone to touch you in any way that makes you feel uncomfortable – not Mom, Dad, aunts, uncles, teachers or even your friends. Your body is yours and yours alone and you always have a right to say no to someone." (stopitnow.org)

If parents do not provide the necessary information, children turn to their phone. Or their tablet. Or their computer.

Or their friends (who’ll just pull up something on their phone, tablet, or computer.)

That’s how the tsunami began. That’s how the tsunami keeps building momentum.

That’s how the tsunami will flood your child’s mind with possible messages of hiding, guilt, and shame about their sexuality.

It doesn’t have to be this way, but it’s up to parents to turn the tide.

In my counselling practice, rather than advocating for “The Talk” I suggest that parents have many age-appropriate talks over the course of many years which takes into account specific topics. For example, when your child is three to five years old, discuss the names for parts of the body. From ages five through eight, talk about where babies come from, conception, foetal development, and childbirth. From ages eight through eleven, discuss topics like sexual intercourse, including boundaries, puberty, a woman’s menstrual cycle, pornography, and sexual abuse. From ages eleven through fourteen, have more dialogue about puberty, love, dating, and more complex questions about sexuality.

Please note: This is simply one example. Keep in mind that you may want to adjust this based on the maturity of your child.

As a parent, I advocate that you be the one who helps your child define and understand their sexuality. Be the one to whom they come when they have questions about sex. Yes, it will be awkward and may challenge your own comfort level.

By encouraging these kinds of consistent talks, you’re setting your child up for success when it comes to navigating the incredibly challenging online world they face. By becoming a trusted figure in that area of their lives, you’re earning the right to speak into their maturation as young adults.

You’re helping them to see exactly why you’ve placed boundaries on their online behaviour.

Children who view porn (who have parents who don’t discuss sex) have a higher likelihood of becoming adults who treat sexuality in hiding with shame and through fantasy. As adults, you may know that real relationships require hard work, are less selffocused, and consider a more holistic view of their partner.

Take the time and have the courage to educate your child about sexuality. You can do this!

Be the one who shapes your child’s sexual development.

Dataram nabbed in Suriname A

fter three weeks on the run Barry Dataram was on Friday morning apprehended in Suriname.

He was reportedly arrested by the Surinamese SWAT team in Southern Paramaribo.

His reputed wife, Anjanie Boodnarine was also held at a house in Paramaribo.

Dataram and Boodnarine absconded Guyana one day before a court ruling in connection with a drug possession charge. An arrest warrant was issued for their arrests. It was believed that Dataram and his wife entered Suriname through a backtrack route.

Dataram was sentenced to 60 months imprisonment and fined $164 million in absentia

after he was found guilty of being in possession of 129.230 kilogrammes of cocaine on April 16, 2015 at his Lot 661 Silver Dam, Fourth Avenue, Diamond Housing Scheme, East Bank Demerara home.

His reputed wife, Kevin Charran and Trevor Gouveia were all freed on the drug charge.

It is clear at this time that Guyanese law enforcement authorities will approach the Surinamese officials for the quick extradition of both Dataram and Boodnarine.

tive was nabbed. However, he explained that before local law enforcement can get their hands on the couple, Dataram and his wife will have to first face the Surinamese authori-

Jessemy pointed out that because the duo was found with false travel documents, they may very well be charged and have to pass through the courts in the neighbouring country before being handed over to Guyana.

“So after all of that is done, (the Surinamese authorities) will contact us and say when they are ready to hand over the suspects, because we did put out the information to the INTERPOL – the international police and our neighbours that we are looking for them. So we will have to position ourselves to receive them but after they would have face whatever they have to in Suriname,” the acting Crime

Chief posited.

The duo was initially arrested after Customs AntiNarcotics Unit (CANU) swooped down on his East Bank Demerara home.

During the search the ranks unearthed the cocaine.

It was reported that some of the cocaine was stuffed in frozen seafood, while the remainder was found to be bricks of raw cocaine. CANU ranks also seized an undisclosed sum of money.

In March, Dataram during a television interview, admitted his involvement in the drug trade but added that he had never been convicted of a criminal charge.

He was arrested several times but had escaped the

clutches of United States law enforcement after an extradition attempt failed.

Dataram also accused a high ranking CANU official of being involved in the drug trade and added that the rank would take as much as $10 million to allow cocaine to leave the country.

Following the revelation, head of CANU, James Singh, had denied the allegation made against his staff, while noting: “CANU welcomes further public confessions of criminal elements.

CANU urges the citizenry to stand up, speak out, to have the tenacity to testify against the elements of the narcotic trade; and help the unit make Guyana a safer place!”

Speaker formally declares PPP/C parliamentary seat vacant …calls for replacement MP to be identified

peaker of the National Assembly, Dr Barton Scotland, on Thursday officially declared a seat vacant in the benches of the People’s Progressive Party/ Civic (PPP/C), subsequent to the resignation of Member of Parliament, Charles Ramson Jr.According to Dr Scotland, with Ramson’s resignation, a seat in the opposition benches has now to be filled by a person whose name is to be extracted from the list that Ramson represented.

The young attorney tendered his resignation on September 30 last, and at the time had signalled his intention to pursue a Masters in Oil and Gas at the University of Aberdeen, Scotland, United Kingdom.

In his letter to the National Assembly, Ramson Jr had explained that his course of action was so that he could pursue a Masters in Oil and Gas Enterprise Management given that Guyana was moving in the direction of becoming an oil and gas-producing nation.

Ramson Jr is the second member of the Opposition to resign since being sworn in as a Member of the 11th Parliament following the May 2015 General and Regional Elections, where the PPP/C suffered a narrow defeat at the hands of the coalition A Partnership for National Unity/Alliance For Change (APNU/AFC).

Dr Clive Jagan had earlier this year tendered his resignation due to illness.

Dr Scotland in announcing Ramson Jr’s vacant seat in the House, called on the representative of the list of Candidates for the PPP/C, to extract from the list the name of the person to become its newest Member of Parliament.

Guyana Times has been told that the party is still to make a decision on who will be replacing Ramson Jr. Ramson Jr in his resignation had said: “It is absolutely critical for our national development that we have Guyanese who are technically trained in the oil and gas

sector. This is particularly important for us as a nation in this preparatory phase as we frame the relevant policy, law and vision if we are to avoid the often cited ‘resource curs’ commonly associated with oil and gas producing nations”.

Ramson was recently awarded a full scholarship from Chevening, a prestigious scholarship competitively awarded on a global scale funded by the British Foreign and Commonwealth Office.

He had also expressed disappointment over two pertinent issues which prevailed during his time in Parliament, namely: the lack of youth representation at the parliamentary and cabinet levels, and the fact there needs to be a stronger commitment for national unity.

It is expected that the PPP/C will be looking to have a new Member of Parliament sworn in ahead of the presentation of the 2017 Budget which is slated for December.

Minibus conductor in Herstelling accident succumbs … driver on $1.5M bail

F

ollowing the death of the minibus conductor who succumbed to his injuries two days after the Herstelling, East Bank Demerara (EBD), minibus accident, the driver was charged on Friday at the Georgetown Magistrates’ Courts with causing death by dangerous driving.

Kevin Ferrel was granted bail by Magistrate Judy Latchman in the sum of $1.5 million. Ferrel pleaded not guilty to the charge which stated that on October 11, 2016, at the Herstelling Public Road, EBD, he drove a minibus bearing registration plates BVV 901 in a manner dangerous to the public, thereby causing the death of Leonard Henry.

Attorney Stanley Moore, who represented the defendant, made an application for Ferrel to be granted his pretrial liberty pending the outcome of the matter. His application for bail was on the basis that his client is not a flight risk, neither is he likely to interfere with the prosecution’s witnesses.

The Police Prosecutor told the court that he had no objections to bail. As such, Ferrel was granted bail and ordered to return to court on

The court heard that the deceased was the owner of the bus.

According to reports, just before 10:00h on Tuesday last, the driver of the Route 42 minibus lost control of the vehicle, causing it to crash into a utility pole before toppling on its left side. The accident occurred a short distance from the Providence Police Station.

Additional reports reaching Guyana Times indicate that when the minibus toppled, the conductor’s head was pinned under the vehicle.

A passenger who was in the bus spoke to this newspaper, relating that the bus was heading to Georgetown and as it was navigating the ‘S’ turn at Herstelling, it encoun-

tered problems.

“The bus start wobbling like something wrong with the back wheel and when the bus go around the turn, it start wobbling more bad. (The driver) couldn’t pull breaks cause if he do that, everybody in the bus woulda look bad,” the man recalled.

However, he continued that “the alternative the driver had to (take) was turn the bus to go over the other side (eastern carriage way) but when the bus turn, it fall on the one side.”

According to the passenger who sustained injuries to his left arm and shoulder, the conductor sustained the most severe injuries as he was bleeding profusely from his nose and mouth.

“Well the bus fall on (the conductor) head, how he deh

on the road, the bus fall on his head… I went right behind he but I couldn’t help he cause I was in a bad state. All I do was try to run out the bus and try to check meh self,” the man recalled.

The other passengers with serious injuries were 16-yearold Jessica Saywanauth who sustained injuries to her back and a 52-year-old Chinese national, Jing Bin Su, who was injured to the back of his neck.

This newspaper also spoke to a few other passengers who sustained minor injuries and they claimed the bus was speeding.

Meanwhile, construction workers nearby told Guyana Times that they heard the loud impact and subsequently saw the bus on its side.

Public spirited citizens along with Police Officers from the nearby station rushed to the scene, and assisted in pulling the passengers from the overturned vehicle.

They were then placed into another minibus and taken to the Diamond Diagnostic Centre, where most of them were treated and sent away while Henry, Saywanauth and Jing Bin Su were transferred to the Georgetown Public Hospital for further treatment.

...can history be twisted?

n a remarkable gesture, the Swedish Academy awarded the Nobel Prize in Literature to a folksy singer from the sixties named Bob Dylan. Faithful readers of this column would know their Eyewitness had long regarded Dylan as one of the greatest poets of his era and cited some of his lines occasionally. Especially his classic, “Blowin’ in the wind”.

In that song, written when Dylan was only 21, and the Cold War beginning to heat up in Vietnam, the poet asks a number of questions that has confronted mankind, through the ages - even as they confront us in Guyana today. And the answer, the seer tells us, is “blowin’ in the wind”. They’re already there - waiting for someone who is willing to act, to pluck them like scraps of paper, blowin’ in the wind.

It’s said there are no coincidences in this world.

Yesterday, your Eyewitness wrote about the trial of the Bartica 5, triggering memories of the decadelong violence that scarred our country as the PPP/C Government was challenged on its right to govern. And that night, the President spoke in the National Assembly - making it into a “Parliament” - and spoke of the same events.

But labelling them “the troubles” he laid the killings and rapes and robberies completely at the feet of the PPP and “drug lords”. And one is reminded of the words of Dylan: “How many times can a man turn his head/and pretend that he just doesn’t see.” You readers would know your Eyewitness has a soft spot for Prezzie...but did the words he uttered describe what he knows?

Didn’t the “troubles” begin with the refusal of the PNC - under the leadership of Desmond Hoyte - to concede he’d lost the elections of 1997? Didn’t it begin with the protests in the streets of Georgetown as PNC supporters stabbed white dolls representing President Janet Jagan and prayed, “Wuk pon she!”? Didn’t matters get out of hand and hundreds of “supporters of the PPP” were beaten in Georgetown while the forces of law and order remained on the sidelines?

Wasn’t Buxton taken over and became a haven of “political sophisticates” - as called by Eusi Kwayana - who had to flee the village? Wasn’t there a band of gunmen holed up there who called themselves “Resistance Fighters” on behalf of African Guyanese? And in retaliation for some high handed actions by the police, declared war on that organisation and killed them like flies? Didn’t the COP “head” off his Minister from the Agricola Massacre?

“Yes, and how many deaths will it take ‘til he knows That too many people have died?

The answer, my friend, is blowin’ in the wind.”

...can you lie?

Basil Williams should be reminded of the line from the poem mentioned above: “Yes, How many years can a mountain exist/Before it is washed to the sea?” The PNC of Forbes Burnham once thought they would never be removed from office - because with the PPP communist bogey the USA would never allow “Moscow’s client” into office here. But the mountain of the USSR crumbled like so many grains of sand in a sandcastle when the tide comes in after seventy years - and the PPP returned to office.

So he should be careful with his prevarications on the expropriation of private property. No one is fooled - least of all the voters - about his ever shifting excuses for his actions. Surely if you want to purchase a property you can - like the PPP evidently did - just ask the owners. What’s this nonsense about needing a ‘survey” which must be cleared by a gazetted notice to compulsorily acquire!

GOGA President pleads innocence in Gold Board ‘fraud’ P

resident and Chief Executive Officer of the Guyana Oil and Gas Association (GOGA), Bobby Gossai, the subject of recent media reports emanating from an audit into fraudulent and corrupt transactions at the Guyana Gold Board, has sought to defend himself, saying, “all tasks were done with the full knowledge of the Guyana Gold Board’s management team, its directors and chairperson, and the subject Minister, at that time.”

Sections of the local media, including Guyana Times , reported on the findings of the Audit of the Guyana Gold Board (GGB) which had in fact recommended a full-scale Police investigation into the actions of Gossai and others, in addition to a probe by the Guyana Revenue Authority into possible tax evasion practices with regards to Value Added Tax. Gossai in maintaining his innocence by way of a public statement on Friday said, “During my tenure as Secretary to the Board of Directors of the Guyana Gold Board, I performed my duties which were directives from my seniors.”

Gossai maintains that the recent reportage, subsequent to the announcement that he was appointed President and CEO of GOGA, is in fact “old news” and that he had already

sought to clear the air on the issue, stating at the time that, “I acted within the confines of my job on all related matters for the Guyana Gold Board.”

Gossai, who was employed as an analyst with the Natural Resources and the Environment Ministry between 2011 and December last year said, “I was never terminated or dismissed from the Board… My terms were all fulfilled for each period that I served on the Board.”

He also sought to suggest that, “As I embark on a new opportunity, these old news which seem to be some sort of a personal mission to tarnish my professional character must end.”

According to Gossai: “My entire professional career has been built on my abilities to successfully perform the tasks which have been given to me… I have always executed my job with honour, integrity and respect, which has afforded me the opportunity to be effective in achieving those respective goals.”

Gossai threatens

While not speaking specifically to his opted course of action, Gossai has since threatened that, “Should these character attacks not be stopped, then the appropriate actions will be sought and implemented accordingly.”

Brazilian killed during robbery L

ess than a week after the body of a Bartica miner was found in a shallow grave at 16 Miles Issano Landing, Region Seven (CuyuniMazaruni), suspected to have been killed and relieved of a quantity of raw gold, another miner was on Thursday found dead in Port Kaituma, North West District (NWD).

Dead is Brazilian national Jose Pozzer, 43, also called “Goodie” and “Hilary”.

Guyana Times understands that Pozzer might have been robbed and shot by the perpetrators.

Based on reports received, Pozzer left his mining camp at Mazawini, Port Kaituma, after a “wash down” and he was paid in gold by his employers. He reportedly had eight ounces of gold in his possession when he ventured out to Port Kaituma centre.

Investigators who travelled up to the area believe

the man might have been beaten, robbed and fatally shot since there was evidence of lacerations about the man’s body and a gunshot wound to his abdomen.

A team of investigators has travelled to the area to launch a probe.

On Monday last, the body of 24-year-old Abraham Mohammed Khan of Third Avenue, Bartica, Region Seven was found in a shallow grave along the 16 Miles Issano trail.

Reports are the now dead man and another man were reportedly transporting a quantity of raw gold for their employer when they came under attack.

The father of two was shot to his neck and relieved of the gold, after which the attackers made good their escape on his motorcycle.

The other employee who reportedly claimed that he managed to evade the gunmen was arrested and remains in custody.

Hughes pointed out that Gossai was retained by the Board of Directors of GOGA as CEO and his employment was part of the start-up process; further, he was currently on a probationary period.

Audit findings

Hughes on Thursday, following reports that Gossai had reportedly been engaged in fraudulent practices at the Gold Board, including the forging of a signature, had said the entity was looking into the reports as a matter of urgency.

According to Hughes, GOGA was unaware of the

allegations against Gossai.

He said, “The Board of Directors of GOGA was unaware of the specific contents of the Audit Report….

The Board of Directors has since secured a copy of the Audit Report and will be considering the contents of the report as a matter of urgency.”

According to the Gold Board report referred to by the local media and the GOGA Director, the then Natural Resources Minister Robert Persaud flouted the laws and had on occasions given or transmitted instructions to management on operational issues, such as matters relating to contracts.

“We understand from discussions with management and members of the Board that instructions came by way of Mr Bobby Gossai, Senior Policy Analyst/ Adviser in the Ministry of Natural Resources and

the Environment who was named by the Minister as Secretary to the Board…

In our opinion, the Act does not give the Minister the power to name or nominate the Secretary to the Board and the Minister’s action amounted to a usurpation of the Board’s authority.”

With regard to the fraudulent transactions that Gossai would have allegedly been a party to, the Gold Board probe had found that 12 questionable payments had been authorised by him to Safewatch Inc. It was found too that a contract with Safewatch for servicing of the phone system at a cost of $180,000 plus VAT per month was signed by the Assistant General Manager, Seelochan who “indicated that she was acting on the direction of the Company Secretary when the contract was signed”.

Vendors call for Town Clerk, Mayor's removal

tabroek Market vendors along with the Guyana Vendors Market Union staged a protest in front of City Hall on Friday, calling for the removal of the Mayor, Town Clerk and Chief Constable.

Scores of vendors picketed City Hall, calling for the removal of Town Clerk, Royston King, Mayor Patricia Chase-Green and Chief Constable Andrew Foo from their posts.

They expressed frustration at the recent decision to have them removed from the Stabroek Market Canopy area, claiming that they were not consulted - a frequent habit.

One vendor vented her frustration to Guyana Times, stating that they need urgent discussions with King: “We want talks with City Council, with Royston King

because they are hiding and they are denying the union; we need to have talks, they need to have on the table discussions with the vendors.”

President of the Guyana Vendors Market Union, Eon Andrews, told this publication that the protest was prompted due to the many empty promises made by the Mayor and Town Clerk.

He further questioned the authenticity of the promises to build a more modernised market to facilitate vending: “There was a structure that was presented to this council and to the city to be built behind of Stabroek where that wharf is deteriorated and now we are not hearing anything about it, so I think that it is a lot of talks. Unless the leaders at City Hall aren’t removed, then there will be nothing

that will change because they have no vision,” he said.

President of the Guyana Trades Union Congress, Russell Gonsalves also joined the protest in support of the vendors and questioned the Town Clerk’s refusal to engage in discussions with the Market Union. Gonsalves declared: “My question is why is it that the town clerk don’t want to meet with the head of the union for discussions as it relates to going forward; because you can’t just move people out of the roadway where they are accustomed to plying their trade.”

Other vendors told this publication that they feel victimised by the Chief Constable, Andrew Foo, especially after a rifle was found under the Stabroek Market Canopy some days ago.

PPP protests GECOM Berbice office

upporters of the People’s Progressive Party/Civic (PPP/C) on Thursday held a protest calling for the resignation of chairman of the Guyana Elections Commission Dr Steve Surujbally.

With placards and chants, the PPP/C supporters protested in front Gecom’s New Amsterdam office on Princess Elizabeth Road, demanding the chairman of Gecom’s resignation.

Region Six Chairman David Armagon, who strongly supported the protest, alleged that Dr Surujbally did not conduct a fair and free election on May 11, 2015.

He explained that the PPP/C supporters do not want Surujbally to remain at Gecom. The party wants to see him tender his resignation or be replaced before another election is held in Guyana.

Armagon said the protest is a continuation of an exercise started in Georgetown earlier this year.

“As you know we have a petition in court, the petition is not being heard

so it seems as though the Elections Commission and the courts are dragging their feet on this matter. We want Surujbally to exit Gecom.”

Armagon said.

The Regional Chairman said too that the now Opposition party will continue to protest until Surujbally either resigns or is replaced, as the party has lost confidence in him.

He continued: “And we want the Elections Petition to be heard so that this matter can be dealt with and we will be able to show the Guyanese public how the

election was rigged.”

The petition was filed since June 2015 and it has yet to be heard in court.

It was filed on the grounds that there were voting by unregistered persons, multiple voting, unsealed or improperly sealed ballot boxes, PPP/C ballot attendants and counting agents prevented from accompanying ballot boxes and the counting of PPP/C votes in favour of the APNU/AFC coalition. The petition also asks the court to order a recount of all the ballots cast on that day.

Islamic Development Bank visit

Government pitches housing development plans to officials …engaging in technical talks over the next few days

ommunities Minister Ronald Bulkan on Thursday raised the Government’s housing development plans to build some 10,000 units mainly for state employees to the visiting Islamic Development Bank (IDB).

Bulkan told the IDB delegation that there are 25,000 active applications within the housing system, expounding that the ministry intends to meet the demands which would entail receiving major funding.

According to the Minister, Government is seeking to deliver approximately 10,000 housing units in the next five years to eligible Guyanese, principally to state employees, lowincome households and the youth population. He highlighted that this comes at a time when there is a slowdown in mortgage lending.

The minister noted that

the housing project consists of four categories: squatter resettlement, urban regeneration, urban rehabilitation and the provision of housing needs in hinterland communities.

The project also consists of the construction of 3300 apartment units in three locations, as well as 1000 duplexes in 12 areas spread across five coastal regions.

Meanwhile, Social Protection Minister, Volda Lawrence, who was at the meeting, stated that the ministry is seeking funding for the rehabilitation of the Palms and the developing of a shelter for victims of domestic violence.

He stated that the discussions are positive and it is believed that the “priorities are in line with what we were expecting and focusing on: infrastructure, health and education.”

He noted that the bank

offers loans, grants and technical expertise in capacity development, while creating links in developing countries.

“Our aim is to have a sustainable system here not depending on loans but to develop a system that can sustain itself,” he said, adding that while the bank does not have interest attached to their loans, a cost is still attached.

“The Islamic financing is based on profit and loss sharing and some of the projects will have profits and we would like to be a part of the profit,” he said.

He stated that if government or the private sector

requests for the establishment of an Islamic Bank in Guyana, the bank would be happy to conform. He indicated that they are presently working in Suriname to transform a local bank into an Islamic Bank.

“It could be possible if the government is interested or the private sector, depending also on if there is a need or a market,” he added.

Islamic Development Bank priorities are deeply involved in human development, rural development and infrastructural development, as well as private sector development, research and development.

The bank was established in December 1973, officially opening its doors on October 20, 1975, with its headquarters in the Kingdom of Saudi Arabia.

Guyana assented to membership in March.

However, the country has attempted to join since it became a member of the Organisation of Islamic Conference (OIC) in 1998, which is a qualification to joining the bank.

Meanwhile, President David Granger also met with officials from the IDB. President Granger said that while the wider Caribbean is known for tourism, Guyana, with its pristine forests and tremendous untapped and undiscovered potential, is a new frontier for development.

UNICEF finds 47.5% of children under 16 living in poverty in Guyana W

ith 36 per cent of the country living in poverty, the United Nations Children’s Fund (UNICEF) has found that 47.5 per cent of children 16 years old and younger are living in poverty in Guyana.

According to the UNICEF Situation Analysis of Children and Women in Guyana 2016, “poverty in Guyana has a child’s face,” revealing that the poverty number from 2006 shows that younger age cohorts have a significantly higher poverty headcount than older ones.

It stated that 33.7 per cent of young people aged 16 to 25 years lived in poverty in 2006, while almost half of all children aged 16 and below were poor (47.5 per cent) in 2006. It indicated that data on child poverty was not disaggregated for different ethnicities, regions and/or areas of the country.

In addition, the analysis pointed to the fact that the 2014 Multiple Indicator Cluster Survey (MICS) did not calculate poverty rates for the country but used a quintile wealth index to differentiate wealth across households, from poorest to richest and the survey confirmed two main disparities in Guyana: the difference between rural and urban, and the difference between coastal and interior regions.

The report stated that while 13 per cent of the population living in the urban areas could be considered poor, the number is raised to 22.5

per cent in rural areas. “As a matter of fact, almost 44 per cent of the population in rural areas would be living in the two smaller wealth quintiles, in comparison to 30 per cent in the urban areas”.

According to the last official poverty measurement survey in 2006, 36.1 per cent of the population in the country was living in poverty, including 18.6 percent that were living in extreme poverty.

The 2006 measurements confirmed that poverty and extreme poverty were stronger in the interior areas of the country, and were uneven if regions were taken into consideration.

Poverty is massive

The report emphasised that out of all poor people in the country, most of them were living in areas categorised as rural coastal, followed by urban areas and rural interior. It noted that due to the population distribution in the country, most

of the poor people would be living in Region Four (Demerara-Mahaica); nonetheless, in percentage terms, poverty is massive in Regions Eight (Potaro-Siparuni), One (Barima-Waini) and Nine (Upper Takatu-Upper Essequibo), where more than 70 per cent of the population living in those areas were considered poor.

It stated that one of the challenges in calculating poverty in Guyana is to find a measurement that can encompass different cultures and lifestyles which are present in the country.

According to the 2015 World Development Report, children living in poverty experience greater levels of environmental and psychosocial stressors than their higher-income counterparts and that stress and adversity in the first years of life can permanently constrict the development of physical and mental capacities throughout adulthood.

“Furthermore, children

from disadvantaged families are less likely to receive consistent support and guidance from responsive caregivers.

They are also likely to have had less opportunity to develop the critical skills – including skills in controlling their impulses, understanding the perspectives of other people, and focusing attention – that are important for engaging effectively with teachers and other children, paying attention in class, completing assignments, and behaving appropriately,” the UNICEF report added.

Guyana has signed onto the Sustainable Development Goals (SDGs) advance on the Millennium Development Goals call to end poverty.

“This time the SDGs on its Target 1.2 openly indicate that poverty must be reduced among women and children,” the report said.

UNICEF recommends following SDG Targets 1.1 and 1.242, to develop and implement a methodology to yearly measure poverty and vulnerabilities, capturing the different cultural peculiarities in the country. “The method should allow for monitoring poverty at national level, and at the same time disaggregate poverty for different ages, regions, geographical areas and ethnicities. The method for monitoring poverty should clearly define child poverty, and should adopt a multidimensional measure that complements the monetary method,” the report stressed.

It added that the coun-

try should take into consideration strengthening support to families in situations of vulnerability, in particular single-parent families through systematic, long-term policies and programmes to ensure access to social services and sustainable income opportunities.

Although Guyana is considered an upper middleincome country, it is the

third poorest country in the Western Hemisphere, after Haiti and Nicaragua.

Unemployment is high and it is particularly concerning for the young population, which represents more than 60 per cent of Guyana’s population.

Since 2002, youth unemployment has been consistently higher than 30 per cent and is currently estimated to be about 40 per cent.

Man remanded on narco charge

A

41-year-old man who supplied the court with multiple home addresses, was remanded to prison on a charge of possession of narcotics for the purpose of trafficking.

Elijah Malai pleaded not guilty before Magistrate Judy Latchman at the Georgetown Magistrates’ Courts.

It was alleged that on October 2, 2016, at Robb Street, Georgetown, he had in his possession 26.5 grams

of cannabis for the purpose of trafficking.

The prosecution’s facts revealed that Malai, on the day in question, was seen acting in a suspicious manner. As such, he was searched and ranks unearthed 17 small zip-locked bags filled with leaves, stems and seeds.

The unrepresented defendant will make his next court appearance on November 2.

UN health teams in Haiti Guyana employs UK’s to cholera outbreaks, ‘think tank’ to explore respond prevent possible epidemic feasibility of oil refinery

s Guyana prepares for oil production, Government has recruited United Kingdom’s think tank – Chatham House – to conduct a study on the feasibility of establishing an oil refinery here.

This was announced by Natural Resources Minister Raphael Trotman, explained to reporters on Friday that the issue of the refinery is not an easy question to answer with just “a yes or no.”

“We have sought assistance in giving us guidance as to whether Guyana needs an oil refinery, bearing in mind we have one find of oil so far. Our demand is by all standards low because we are less than a million people,” he stated.

According to Trotman, the country has committed to go into renewable energy within 10 years and therefore, it has to forecast where the economy is likely to be in terms of its dependence on hydro carbons or petroleum. This, he noted, will inform whether or not and to what extent Guyana will get into the business of oil refinery.

“So indeed, I don’t believe that the pronouncement that we shall not have is the right pronouncement and neither is a pronouncement that says we shall have so right now we have commissioned a study. I hope and expect before the end of the year, Government will be guided from an economic standpoint whether or not we should have a refinery, whether or not government should have a stake in such a venture or whether it should be left to the private sector on its own,” he outlined.

Even as Government awaits the findings from the study, the Natural Resources Minister point-

ed out that Guyana has to be recognizant of situations that prevailed in other territories. He noted that other countries where the governments got involved in the refineries, such as Suriname, are now struggling because the prices have gone down drastically and they are left with more or less a “white elephant”.

Chatham House is part of a new producer’s group, which is a group of countries that are going into new producers, literally, to provide expertise to do the review as to whether or not the benefit in having a refinery.

ExxonMobil recently discovered that the second exploration well in the Stabroek Block offshore Guyana has a recoverable resource of between 800 million and 1.4 billion oil-equivalent barrels. The wells are located approximately 193 kilometres (120 miles) offshore. The block is 26,800 square kilometres (6.6 million acres).

Esso Exploration and Production Guyana Limited holds 45 per cent interest in the Stabroek Block; Hess Guyana Exploration Ltd holds 30 per cent interest and CNOOC Nexen Petroleum Guyana Limited holds 25 per cent interest.

ExxonMobil is the largest refiner and marketer of petroleum products while its chemical company is one of the largests in the world.

In a previous interview with Guyana Times, Associate Professor and political activist David Hinds implored Government to develop a long-term plan to manage its oil resource. In fact, he urged that Guyana should develop its own oil refinery while adding that if it cannot do so on its own, then the country should partner with Caricom countries to construct one.

“That is the way to go…that is why we have Caricom… It would be nice if we can have our own oil processing here but if we cannot do it by ourselves then we can partner with sister Caricom countries to do,” he said, explaining that this is what a single market is about.

He noted that if Guyana and Trinidad could develop an arrangement where they can both manage a future oil refinery in Guyana, then both Guyanese residing in Trinidad and Guyana would benefit.

“It is either we have our own processing plant or we do it through a regional emphasis,” Hinds stressed.

Storm-hit Haiti to hold delayed elections on November 20 H

aiti will hold its long-delayed presidential and parliamentary elections on 20 November, electoral officials have announced.

The first round in both elections, due to be held due last week, was postponed because of Hurricane Matthew, which has killed 900 people.

The country has been in political limbo since the polls in 2015 were scrapped because of violence and fraud.

Meanwhile, UN Secretary General Ban Kimoon will visit Haiti today.

This comes as it was revealed that only five per cent of US$120 million (£98 million) requested in a UN appeal had so far been raised.

Haiti says more than 1.4 million people urgently need humanitarian aid in the wake of Matthew.

The new election date was announced by Leopold Berlanger, who heads Haiti’s Provisional Electoral Council. President Michel Martelly left office in February.

The Parliament later elected interim President Jocelerme Privert, but his mandate technically expired

in June. Last year’s presidential elections were cancelled after the first round in October, amid Opposition protests over alleged massive fraud - a claim later confirmed by electoral officials.

Ahead of Ban’s visit, his spokesman Stephane Dujarric appealed to donors to provide more aid for Haiti, the poorest country in the Americas.

ith scattered outbreaks of cholera reported in the wake of the devastation wrecked by Hurricane Matthew in Haiti, the United Nations health agency has deployed field teams in the country to respond to the health situation and to prevent it from reaching epidemic proportions.

According to a news release issued on Thursday by the UN World Health Organisation (WHO), WHO and Pan American Health Organisation’s (PAHO) disaster, health and logistic experts have been deployed to support the government’s efforts against cholera outbreaks from the agencies’ offices in Washington DC, Haiti and a number of other locations.

Bedbugs infest Antiguan airport

he authorities have identified the species of a bug which has been causing quite a bother for staff at VC Bird International Airport in Antigua.

Chief Health Inspector Lionel Michael confirmed on Thursday that the pest is in fact bugs, scientifically referred to as Cimex lectularius.

He said, in a brief interview, measures such as the moving of furniture and ex-

tensive cleaning are being taken to get rid of the insect.

Bedbugs may enter homes undetected through luggage, clothing, used beds and couches, and other items. Their flattened bodies make it possible for them to fit into tiny spaces, about the width of a credit card.

The issue came to light after staff at the airport complained of bites and itches from what was believed to be bedbugs.

Officer Annette Mark said on Wednesday that a meeting was held with the management of the airport to investigate the infestation problem and identify the type of insect.

landfall late Thursday morning and lashed the island for hours with winds up to 120 miles per hour and torrential rain, showed that it had uprooted and snapped trees, ripped off roofs, collapsed roads, toppled utility lines and caused significant flooding across the island.

“I don’t think any part of the island was spared the wrath of Nicole,” Premier Michael Dunkley told Reuters, adding that

Bermuda was still “blessed” since, given the size and intensity of the hurricane, “it could have been much worse”. He added that while damage was widespread, “it’s not significant where it’s going to take weeks and months” to recover.

The Bermuda Electric Light Company (BELCO) was this morning still trying to restore power to most of its customers. About 27,431 customers – about 90 per cent of BELCO’s customer base – were left without electricity at one point, BELCO reported, but restoration had started from Thursday.

Hurricane Nicole has since weakened to a Category 1 hurricane and the NHC said it would continue to weaken and become a post-tropical cyclone today.

US ends limit on amount of Cuban rum and cigars travellers can bring back

he Obama Administration has announced the relaxation of rules and restrictions for US citizens who travel to Cuba, and it held some very good news for cigar and rum aficionados.

Cuban rum and cigars, which were strictly illegal in the US during the half-century embargo of the island nation can now be brought back to the US by travelers in the same quantities that would be allowed from other countries. The change is a result of an executive order signed by Barack Obama, who is accelerating efforts to normalise relationships

between the two countries before he leaves office in January.

Americans who have visited the island since diplomatic relationships were resumed between the two nations in late 2014 were previously allowed to come back with up to US$100 of the products. Today’s visitors now face no such restrictions, so long as the purchase is for personal use.

The changes are part of a much broader package intended to encourage increased trade between the once cold war foes. The executive order also makes it easier for US companies to

The DC comics site hinted that actresses who have played Wonder Women will also attend the event. The campaign is being sponsored

gender parity in senior roles.

Doctors and activists in Aleppo said the M10 hospital, which was bombed two weeks ago, was hit again with a “bunker buster” bomb, wounding two doctors and a pharmacist.

The charity Médecins sans Frontières said at least 114 children have been killed and 321 injured in the last three weeks of violence as the Assad forces – primarily Iranian-supported Shia militias backed by Russian warplanes – seek to destroy what little resistance remains in east Aleppo.

Local hospitals said 18 people were killed and a fur-

ther 181 wounded, including 30 women and 37 children, on Thursday, with the bombing continuing into the early hours of Friday. The total casualties are likely higher as many families bury their loved ones after removing them from the rubble without taking them to local hospitals.

Assad, meanwhile, has spoken of “cleaning” Aleppo and using it as a “springboard” to winning the country’s war during an interview with Russian TV. With Britain leading international outcry over the regime’s campaign against rebels in Aleppo and Russia’s backing for it, Assad declared that victory in the city would allow the Syrian army to liberate other areas of Syria from “terrorists”. srael has suspended cooperation with UNESCO a day after the United Nations cultural body passed a resolution that sharply criticised Israeli policies around the al-Aqsa Mosque compound, while supposedly rejecting Jewish ties to the holy site in occupied East Jerusalem.

The resolution condemned Israel for restricting Muslims access to the site, and for aggression by police and soldiers. It also referred to Israel as an "occupying power".

"This is an important message to Israel that it must end its occupation and recognise the Palestinian state and Jerusalem as its capital with its sacred Muslim and Christian sites," said Nabil Abu Rdainah, a

spokesman for Palestinian President Mahmoud Abbas.

Israeli Prime Minister Benjamin Netanyahu said in a statement on Thursday that UNESCO has lost its legitimacy by adopting this resolution.

The resolution, which was submitted by Algeria, Egypt, Lebanon, Morocco, Oman, Qatar and Sudan, was voted through on Thursday with 24 votes in favour, six against, and 26 abstentions.

Estonia, Germany, Lithuania, the Netherlands, the United Kingdom and the United States voted against the resolution, while China, Russia, Mexico, South Africa and Pakistan among others voted in favour. (Excerpt from Al Jazeera)

Baramita miner stabs friend Private Sector cautions Govt to death during drinking spree against acquiring private lands

resident of Baramita, North West District (NWD), Region One (Barima-Waini) was fatally stabbed by a friend with whom he was imbibing at a popular drinking spot on Wednesday. Dead is Abraham Wilson, 30, of Cassique Creek, Baramita, NWD. Based on reports gathered, the two men were consuming alcohol when an argument broke out and quickly turned into a scuffle.

It was during the altercation that the suspect whipped out a knife and stabbed Wilson several times to the body. The man reportedly

collapsed and died almost immediately.

The suspect on the other hand, escaped from the scene. Divisional and Branch Commander of F Division (Interior Locations), Senior Superintendent Ravindradat Budhram, confirmed that the stabbing incident occurred on Wednesday, October 12, 2016, but the body was brought out of the interior the following day.

He however noted that the suspect is a well-known individual in the area and was being sought by the Toshao of the village and members of the Guyana

Police Force who had travelled into the area to investigate the stabbing incident.

Earlier in the month, a miner was stabbed to death during an argument at Sand Hills, Puruni Area, Region Seven (Cuyuni-Mazaruni).

It was reported that the deceased and another man were consuming alcohol when an argument ensued.

The argument quickly escalated into an altercation during which the suspect, armed with a sharp object, dealt the man several blows to the body. The injured man collapsed and died immediately. The suspect is still on the run.

South Ruimveldt man remanded on charges of robbery, possession of firearm, ammo

man of Lot 379 South Ruimveldt, Georgetown, appeared before Magistrate Judy Latchman at the Georgetown Magistrates’ Courts on charges of robbery, possession of firearm and ammunition.

It was alleged that on September 30, 2016 at Eccles, East Bank Demerara, while being in the company of others and armed with a dangerous weapon, a firearm, he robbed Reita Arakhan of one Apple iPhone valued $100,000, a cheque valued $700,000, and other articles valued $260,000. The items

are valued $1,060,000 in total.

It was also alleged that on October 11, 2016 he had in his possession a .38 revolver at Ruimveldt, Georgetown, without being the holder of a firearm licence.

It was further alleged that on October 11, 2016 he had in his possession eleven .38 ammunition.

Prosecution facts revealed that on September 30, 2016, Arakhan went to Demerara Bank on Camp Street to withdraw money and just as she was about to enter her home, two bandits pounced upon her

with a firearm, relieving her of her valuables.

The prosecution further added that, acting upon the report by Arakhan, the police searched the defendant’s home at Ruimveldt and unearthed the firearm and matching rounds.

Semple, 38, who was unrepresented in court, was refused bail after the prosecution objected to bail on the nature of the crime.

The defendant is scheduled to make his next court appearance on November 2, 2016 before Chief Magistrate Ann McLennan.

ne day after Attorney General, Basil Williams, attempted to quell the brouhaha over Government’s purported intentions to acquire two plots of land for the purpose of expanding the Legal Affairs Ministry, the Private Sector Commission (PSC) has cautioned the administration over its action, saying such moves could have negative impacts on investor confidence locally.

Attorney General Williams on Thursday distributed a missive to journalists covering the resumption of the Parliamentary sessions, which sought to deny that there has been any compulsory acquisition of the lands at Middle and Carmichael Streets, Georgetown.

The two plots of land at the centre of the brouhaha belong to Guyana’s High Commissioner to Canada, Clarissa Riehl and the other belongs to the Beharry Group of Companies.

News of the acquisition of the property was published in the Official Gazette at the end of September and was signed

by Public Infrastructure Minister, David Patterson.

The Official Gazette of 24 September identified the property as the east quarter of Lot 92 Middle and Carmichael Streets.

The property was said to be earmarked by the State for the proposed construction of

Attorney General Williams, during a media briefing last week Friday, suggested that “the nation should know that when we [APNU/ AFC] entered Government, I inherited that proposal by the PPP to acquire those said lots.”

Williams on Thursday last however contended that there has been no compulsory acquisition of the land and any such would have had to be done with the full knowledge of the property owners.

The Private Sector Commission, in voicing its concerns, said it takes note of the government’s intention to exercise their right under the Acquisition of Lands for Public Purposes Act to acquire private lands for public use.

“Such moves by any government are always viewed with a high level of scepticism and reservation by investors

globally,” remarked the PSC, which sought to reiterate that “whilst such acts may be legal, they dampen investor confidence as they deem their right to own property to be insecure, and their investments to be under threat.”

The PSC has since called on Government “to be very cautious when invoking their right to acquire private property for public use and to ensure that adequate transparency, thought, public consultations and justifications are made to avoid unnecessary controversy when such decisions are taken.”

The PSC, in drawing direct reference to the Riehl and Beharry properties, said it “wishes to highlight to the President and the Cabinet that the current transaction being pursued has caused many owners of private property to be in a state of trepidation… The Government needs to clarify their policy and position on this matter.”

Williams in his missive the previous day had, cited the Principal law in question, namely the Acquisition for Public Purposes (Amendment) Act 2001, which provides for, among other things, that, “it shall be lawful under this Act to acquire land for the proposed construction of public work for a public purpose whether or not there is any building or erection on such land.”

everal new mothers and expectant mothers in Linden, Region Ten (Upper Demerara/ Berbice) were on Thursday presented with a variety of baby-friendly products, compliments of the ‘Mommy Me’ Project, an organisation founded by overseas-based social worker Jean Nurse.

Nurse and her team visited the Linden Hospital Complex (LHC) where they made the donation. She explained that while it was the second time for the project, which is conducted biennially, it was the first time that Linden moms have benefitted.

SHEA’s Treasurer, Kemraj Narine, was present with the cheque at their annual fundraising dinner which was attended by Director of Miss World Guyana, Natasha Martindale. Upon receiving the cheque, the charity announced that part of the funds collected were allocated to the treatment and care of Carlos Domingo, a release from the Charity stated.

es to his arm. The charity covered all expenses.

During her week-long visit to the region, Divya also met with families in crisis and she reported that some of the stories brought her to tears; she vowed to continue to work independently, as well as with the charity to continue to serve the people of Region One. Yabindranauth is a natural humanitarian and she is highly regarded by the SHEA Charity for her dedicated hard work. The charity also mentioned that Yabindranauth’s parents are vital members of the charity through volunteerisms.

England go 2-1 up after West Indies fall for 108

ngland put in an excellent display to thrash West Indies by 112 runs in the third women's one-day international and take a 2-1 lead in the series.

Opener Lauren Winfield made 79 and Nat Sciver 58 as England posted 220 at Sabina Park, Jamaica.

The recalled Jenny Gunn, Laura Marsh and Alex Hartley each took two wickets as West Indies were bowled out for 108.

England will secure qualification for the 2017 World Cup if they win the final two ODIs at the same venue.

Not only did this victory give England two points in the first of three International Cricket Council Women's Championship matches, it also provided the perfect antidote to the batting collapse that ended in a 38-run defeat in the second ODI. Whereas that match was on the slow surface of Montego Bay, where runs were hard to come by, the Sabina Park pitch made it slightly easier for strokeplay, albeit with a sluggish outfield.

ed saying that “for the year I was a bit unlucky, but I feel very confident since I have sorted out everything with the bike; I think Matthew is a very strong here (South Dakota); I need to practice and put more seat hours into it and that is what I’m doing right now.”

resident of the Titans Table Tennis club Dwain Dick is hoping that the second edition of the Titans Table Tennis Gold Cup will reach greater heights when it serves off on October 28 Cliff Anderson Sports Hall.

Speaking at press conference on Friday at the Red Cross building, to mark the official launching of the tournament, Dick said, “we have received numerous support from our sponsors and will be looking to make it bigger and better this year, we had added a new feature which is a fitness clinic for young children and it will conducted

by Barrington Brown, so we hope to have 50 to 100 kids in that clinic.

Dick is adamant that the tournament is an avenue for an avenue for developing young talent.

“This tournament is not just for accolades, we have seen this tournament develop into something that has been looked forward to by the athletes and by the other persons involved,” the president stated.

He added, “Dick is hopeful that players from Jamaica

and Trinidad and Tobago, who have indicated interest, will attend. More so he disclosed that there will be a use of “certified umpires and referees who graduated from the last umpire course which is aimed at raising the level of officiating at the tournament.

The Club President revealed that the tournament will be used as preparation for the Guyanese contingent that will be attending the Joola North American championships from November 2527.

Meanwhile, President of the Guyana Table Tennis Association (GTTA) Godfrey Munroe expressed that, “we at the we are very happy to support the event; this is a grey area for us in terms of the frequency of competitions, it’s something we are working assiduously to address in the new year.”

Munroe further stated that, “it is fitting that Titans table tennis club which has been producing some of the talents has organized this event; we ask other clubs seek to emulate such events since the association cannot alone take the burden.”

Top performers will be rewarded with $60,000 going to the first place winner in the male senior singles category, $50,000 for the female and $40,000 for the veterans category.

Stuart pleased with potential of Malteenoes’s fast bowlers

Colin Stuart engages with fast bowlers at Malteenoes Sports Club

n Thursday former West Indies player Colin Stuart donned his sport clothing in his return to his local club Malteenoes Sports Club (MSC) for an afternoon session with the club’s emerging fast bowlers.

The former fast bowler worked with eight of the club’s pacers on ways to improve their skills. First he observed them bowling to batsmen before allowing them a brief session of spot bowling.

The session started at 17:00 hours and lasted for exactly an hour.

Subsequent to the spot bowling period, Stuart had a discussion with the group. He questioned on their comfort and discomfort before giving his input from what he had observed earlier in the session.

Unfortunately he did not get to deliver his motivational chat with the junior and senior players of the club where he would have played most of his

cricket. But he promised to make a return to the club on Thursday October 20 to follow up on the fast bowlers as well as to speak with the other players.

According to the club’s Public Relation Officer, Delvon McEwan the initiative was the first of a series of exercises which will be done to improve the basic skills of the players as well as aid in their social development.

Judging from the time spent looking at the fast bowlers in the nets, Stuart said he is pleased with what he has observed from the group. “I am pleased with what I have seen.

They are a promising bunch of guys, obviously a few of them have areas to work on but they need to priorities what needs to be done initially.”

Stuart is currently the Territorial Development Officer (TDO) at the Guyana Cricket Board (GCB), who is tasked with the responsibility of assist-

ing the GCB in its mandate to develop and promote cricket across the country. He is also in the process of completing the level 3 coaching program and was recently the coach of the Georgetown Franchise at the inaugural three-day Jaguars Franchise League.

Stuart, who was first selected to the West Indies team to replace Curtly Ambrose in Trinidad and Tobago against Sri Lanka after the 1996 World Cup, was involved in 11 international matches for the West Indies in a brief career. The fast bowler, whose career was hampered by injuries played 52 first class games he collected 144 wickets while in 20 List A matches he claimed 23 victims.

During his professional career he played for West Indies, Guyana and later for teams in Jamaica (Melbourne), Canada and Australia.

Stuart made good on his promise to make the session fun and meaningful.

Bolt, Fraser-Pryce statues to highlight stadium park

he Jamaican government has commissioned statues of Olympic champions Usain Bolt, Shelly-Ann FraserPryce, Veronica CampbellBrown and Asafa Powell which are expected to be completed over the next two years.

The statues are to be erected during the upgrading of the National Stadium facility that will also includ e t h e construct i o n of the National Sports Museum. The announcement was made on Tuesday at the Spanish Court Hotel in Kingston by Jamaica’s’ Minister of Sport, Olivia Grange.

She made the disclosure while announcing plans to celebrate the achievements of Jamaica’s athletes who competed at the 2016 Olympic Games in Rio,

Brazil in August.

“We will be commissioning statues to be placed in the National Stadium Statue Park as part of the wider development plan for the stadium complex, which of course, includes the National Sports Museum,” said Minister Grange.

“This will be done

Noted sculptor Basil Watson has been commissioned to complete the statues of Bolt, the nine-time

Those of CampbellBrown, the 2004 and 2008 Olympic 200m champion, and Powell, the twotime Olympic sprint-relay gold medalist, are expected to be ready in time for the 2018 celebrations.

The images, the minister said, will be subject to the approval of each of the afore-mentioned athletes.

The minister also disclosed that there are additional plans to preserve the legacy of the current crop of world-beating athletes.

“What we are doing is not just about celebrating the achievements of our athletes by having a big party but we will also ensure that we have legacy projects that will be a lasting tribute to their achievements.”

West Indies A level series with massive 333-run victory

ishaul Singh, the left-hand batsman, struck a career-best 161, and Rahkeem Cornwall, the offspinner, took his fourth fivewicket haul in as many matches to lead West Indies A’s 333-run rout of Sri Lanka A in the second four-day game at the Pallekele International Stadium. With the win, West Indies levelled the three-match series.

After West Indies were inserted

by Dimuth Karunaratne, the home team captain, discarded Test opener Rajendra Chandrika, who hadn’t gotten into double figures in his last four innings, roared back into form with 84. Chandrika pressed a strong claim by providing solidity at the top in both innings.

Chandrika had to retire hurt on 51, however, with West Indies on 103 for 1, and didn’t come back until the second day. But Singh and Jahmar Hamilton, who missed his fourth first-class century when he was run out on 99, powered them to 331 for 5 at the end of the opening day.

Chandrika joined Singh, who resumed on 81, on the second morning, and added 54 more for the sixth wicket. Vishaul batted on after the partnership ended, and was the ninth man dismissed, with West Indies having amassed 509, before Shamarh Brooks called for the declaration. Off spinner Charith

In reply, Sri Lanka were reduced to 37 for 4. Dimuth Karunaratne (68), the captain, led a fight back through a fifth-wicket stand of 97 with Niroshan Dickwella, who topscored with 88. But Asela Gunaratne (46) was the only other batsman who got into double figures as Sri Lanka folded for 245. Cornwall finished with 6 for 91.

Having taken a 264-run lead, West Indies raced away to 216 for 3 in 41 overs, courtesy half-centuries from Chandrika (68), Brooks (53 not out) and Hamilton (56 not out). Brooks slammed three fours and two sixes, and Hamilton slapped five fours and four sixes in his 30-ball knock as West Indies plundered their last 80 runs off 51 balls.

Sri Lanka lost both their openers with the score on seven, and thereafter slid continuously. Leg spinner Jeffrey Vandersay’s careerbest 47 at No. 9 only delayed the inevitable as Sri Lanka were shot out for 147. West Indies’ bowlers hunted in a pack. Delorn Johnson, Kemar Roach, Gudakesh Motie and Keon Joseph took two wickets each.

Cornwall added one more to his firstinnings six, and now has 52 wickets in his last 13 innings.

Pakistan hold firm after Azhar’s triple Debutant Babar Azam played fluently for his confident half century

onfronted with bowling that was toothless at best and ragged at worst, Azhar Ali marched to 302 not out, becoming the fourth Pakistan player to score a Test triple-hundred. Azhar's marathon 469-ball knock anchored Pakistan's first-innings total of 579 for 3 declared, before West Indies moved to 69 for 1 in the 22 overs they had to face till stumps.

After having shared a 215-run opening stand with Sami Aslam on the first day, Azhar was well supported on the second day too, first

by Asad Shafiq and then by debutant Babar Azam, before Misbahul-Haq played an attacking cameo leading into the declaration.

Pakistan scored at well over 4 runs an over on day two, adding 300 runs in 65.3 overs as West Indies progressively fell to pieces with the ball and in the field.

Resuming the day on 146, Azhar was solid and assured right from the outset and displayed more of the lovely drives and powerful cuts and pulls that lit up the first day. He went into tea at 194, but got to his milestone within two balls of the resumption of play a leg-side delivery from Shannon Gabriel was tucked fine for four, after which a wide one was cut past backward point for the four that took him past 200. A salute and a set of nine push-ups followed; by that stage, West Indies' fielders looked too ragged to follow suit. It took Azhar only a further 112 balls to bring up his triple-ton, powering his side towards a declaration that put West Indies out of their misery.

Azhar and Shafiq had added 73 runs to the overnight total of 279 for 1, taking their second-wicket partnership to 137. The pair built on their solid platform with relative ease, facing little pressure either from West Indies' bowlers or from a pink ball that did not do much in the air. West Indies had their moments, but were not able to capitalise on them. Bishoo found Azam's outside edge early in his innings, only for the ball to fly to the right of slip.

A few overs later, Chase got Azhar to nick to slip, where Jermaine Blackwood spilled a sharp chance that should have been taken.

A more judicious use of reviews would also have helped. Gabriel, who clocked up impressive speeds in the first over of the day, seamed one back into Shafiq that clipped the top of his back pad on its way to the wicketkeeper. The appeal, seemingly for a caught behind, was turned down, but replays indicated that the ball would have gone on to hit enough of the top of middle for the batsman to overturn the notout decision. West Indies didn't review.

The review West Indies did opt for left them red-faced. Jason Holder bowled an indipping low full toss at Azhar, went up in appeal for lbw and reviewed the notout decision, believing the ball had brushed pad before bat. Replays, however, showed that the ball had gone nowhere near the pad and had been middled.

These errors paled in comparison with West Indies' shoddy bowling and often-farcical fielding. Bishoo and Miguel Cummins released the early pressure that Gabriel and Holder had created. While Bishoo bowled a number of short balls and half-volleys, Cummins repeatedly drifted onto the batsmen's pads. Gabriel bowled a terrible spell after tea in which he struggled for line and length and bowled three big no-balls - and at least another three that were not called.

In the closing stages of the day, Pakistan's bowlers provided a contrast to West Indies' effort. Sohail Khan and Mohammad Amir bowled a fuller length and got good shape on the new ball, while Yasir Shah got more grip and turn than the

arking one month until Rugby Americas North (RAN) crowns two regional sevens champions, 14 men’s teams and ten women’s teams have been confirmed to participate in the annual international competition. CIC Grounds at St. Mary’s College has been selected as the tournament venue, giving teams and spectators alike a chance to experience high caliber rugby in a festival-like atmosphere close to downtown, parks and the island’s coastline. Matches will take place over two days on November 12th and 13th, 2016.

Coming off rugby’s Olympic debut, this year’s RAN Sevens will give new rugby fans a chance to

garner high interest as well.

“The annual RAN Sevens is one of our region’s flagship tournaments,” said Brooks. “Attracting the vast majority of the region’s teams, we look forward to the high level of competition. This year there is also added incentive as the top two men’s teams will earn a spot in the 2017 Hong Kong Sevens Tournament.”

Hosts Trinidad & Tobago Rugby Football Union (TTRFU) are looking forward to once again bringing in teams from around the region.

The TTRFU hosted the RAN Under 19 Men's 15-A-Side Tournament in 2013 and 2014.

The Guyana Women’s team is undergoing intense preparation in the national park ahead of the championships watch two full days of speed and hard-hitting action. After winning bronze in Rio, regional powerhouse Rugby Canada will be sending a Maple Leafs representative women’s side to compete. Also attending the tournament will be the Trinidad & Tobago and Mexico women’s sevens teams. Both sides competed in the Olympic Repechage this past year and are expected to test the Canadian Maple Leafs.

In the men’s bracket, Mexico will surely be a dominant force after the fifteens side recently won the regional RAN 2019 Rugby World Cup Qualifier. The Cayman Islands, who recently competed in Hong Kong Sevens alongside Mexico, are expected to be a strong contender in the tournament as well.

Last year’s tournament was held in North Carolina, USA and saw the USA Rugby Men’s and Women’s teams earn a spot in the Rio de Janeiro Olympics. Coming off an exciting year of rugby sevens, RAN Tournament Director and General Manager Niall Brooks anticipates this year’s tournament to

the RAN has granted Trinidad and Tobago the rites to host one of the largest tournaments in the region,” said TTRFU President Leslie Figaro. “We are partnering with major government agencies to ensure the success of this tournament. It is also an ideal opportunity to showcase the beauty and magnificence of our Twin Island Republic and the friendliness and warmth of our people. I can ensure that the players and officials visiting, along with their spectators, will have a wonderful experience and fond memories that will last them a lifetime."

CIC Grounds is the athletic home of St. Mary’s College— an all-boys college established in 1863. RAN Sevens competition will take place from approximately 9:00 a.m. to 5:00 p.m. local time on both Saturday and Sunday. Devendra Bishoo was the only successful West Indian bowler on day 2 ed shots for four and six, and also played a number of assured sweep shots.

The partnership ended when Shafiq drilled a return catch to Devendra Bishoo to depart for 67.

That moment of success provided only fleeting relief for West Indies; Azam came in and settled down swiftly to provide capable support to Azhar. He glided his way to a half-century that seemed to come

far too easily, before driving to cover to give West Indies their second and last breakthrough of the day.

Thereafter, Azhar and Misbah added 62 off 76 in a partnership that wasn't particularly graceful - with a number of skied miscues - but served Pakistan's purpose. Azhar brought up his triple-century in much the same manner as he had brought up his century, with a drive wide of mid-off for four. On

West Indies spinners had managed at any stage. He was rewarded with the wicket of Leon Johnson, whom he trapped in front for 15.

But Kraigg Brathwaite and Darren Bravo then provided a reminder of how good the wicket still was, batting out the rest of the session in solid fashion. With a mountain still to climb, West Indies require much more solidity in the days ahead.

Hall of famer granted land for long awaited sport academy — Gov’t pleased with project, 1000’s guaranteed jobs “This facility and this initiative are here for Guyana to give them a safe heaven and become the next Alex Bunbury and go beyond that,” the former striker said.

The footballing hall of famer, who came out of the small community of Plaisance on the East Coast of Demerara, highlighted that it was a privilege for him to have the opportunity to come home and set up an academy that is tailored for all sporting disciplines While Bunbury could not put a definitive date as to the dead line of the project, he indicated that he will not be sacrificing solid and proper work for a speedy start, noting that it is important to dot the I’s and cross the T’s.

The significance of the project goes beyond just having a facility. It will attract over 1000 jobs for people as well as a standard training and education equivalent to the other top countries.

The minister highlighted that the land was not a quite a donation but rather making a space available and the government’s support will evolve as the project advances.

Burnbury began his career at the age of 18 with the Hamilton Steelers of the CSL (Canadian Soccer League). He played in the CSL until age 23. In 1992, he was contracted by West Ham United of the English 1st Division (currently the premier league). In 1993, he was bought by Club Maritimo in the Portuguese 1st Division. Alex played there for 7 years and became their all-time leading

scorer to this day.

In 1994, he was honored as the Foreign Player of the Year. Maritimo was a multiple UEFA league participant playing against the likes of Juventus and Leads United, and players such as Italian legends Roberto Baggio and Jean Luca Vialli. Alex was part of the team that represented Maritimo in the 1st ever Portuguese League Cup Championship game in team history against Portuguese power-house Sporting FC in 1995.

He was honored as player of the year for Maritimo for four consecutive years.

Additionally, Alex was awarded Personality of the Year on the island of Madeira- one of the islands’ biggest honors. He founded a youth development program called Esfuma in 1996/97 that was designed to help underprivileged children in remote areas of the island, as well as children from the city; Esfuma is still currently active. In addition, Alex was honored to be one of the first athletes to receive a major endorsement (soft drink Brisa) on the island.

Bunbury represented the Canadian National Team 67 times and is currently their 4th all-time leading scorer. He is currently the all-time leading scorer for Canada in world cup qualifying matches with 14 goals. Additionally, he was the 1st player in Canadian history to score 3 goals in a world cup qualifying game. He was the first player in Canadian history to win Canadian player of the year, an honor twice bestowed.

After a long delay due to a prolonged raining season and with close to one hundred teams taking part, the final is now fixed for the Albion Sports Complex on Sunday October 16, 2016 from 11:00h. The two teams boast several top youth and seasoned players.

To pick a winner is a difficult task with Tucber Park who will be led by national coach Julian Moore and have in their line up players such as former national under 19 pacer Niall Smith, national under 19 all-rounder Joel Seitaram, national under 17 batsman Steve Deonarine who is fresh from an century at the under-19 level, former Berbice youth wicket keeper Hakeem Hinds and the hard hitting Keon DeJesus.

lexander ‘Alex’ Burnbury’s push for the establishment of a sport academy was given a major boost when the government of Guyana granted a plot of land for the project at a simple briefing at the Savannah Suites, Pegasus on Friday.

The legendary footballer, who is working through his organization, ‘Alex Bunbury Sports and Academic Academy’ (ABSAA), was officially granted the plot of land located in Ituni, Region 10 (Upper Demerara-Upper Berbice) and according to the drawing plan of the project, it is expected to be a state of the art facility with a stadium with a capacity of up to 24,000.

Bunbury said that through this initiative Guyana will become the spotlight of the region and be right up there with the big teams.

Speaking of behalf of the Government, Minister within the Ministry of Education with responsi-

bility of Sport, Nicolette Henry pointed out that the Administration is proud to partner with this initiative and can see a bright future for sports coming from this programme.

“The Government is proud to be part of this and the plan is to have a plot of land located in Ituni to be given to this project where a modern state f the art facility is intended to be located to meet the needs of many Guyanese people in many sporting disciplines.” the Minister noted.

Further adding that Alex’s story is one that shows what happens when youths are invested in, this being one of the reasons why the project was given the green light.

Bunbury indicated that his plan is to move Guyana into the 21st century and give the opportunity for every young sport person to grow, adding that he is not here for any other reason but for the love of giving back to his beloved country.
