inister of State, Joseph Harmon earlier on Sunday received a donation of 50 bats and balls from the Caribbean Premier League’s Chief Operations Officer, Pete Russell, for distribution to communities across the country.

He also received a bat, bearing the autographs of the Guyana Amazon Warriors team and a shirt, labelled “Chief”. The Minister received these items on behalf of President David Granger.

The simple presentation ceremony was held at the Ministry of the Presidency and Russell was accompanied by CPL Chief Finance Officer Barry Corcoran.

Russell, in making the donation, said that the franchise was serious about spreading ‘the gospel of cricket’.

Minister Harmon, in expressing his gratitude for the gesture, said the Government and the people of Guyana have always seen cricket as a unifying force as it has always brought peo-

ple together, regardless of their age, race, creed, political persuasion or status.

Therefore, he said, the donation will have a two-fold benefit: it will help children to engage in meaningful recreation and foster camaraderie.

“We are very thankful to CPL for the interest and enthusiasm which you have shown in ensuring that cricket is played in Guyana.

We are a cricket-loving nation and we are a cricket starved nation so what you see at the Stadium is a representation of the hunger for the game that we so love.

The balls and the bats, I am sure it will go a long way in popularising the game in our communities. We want to spread it to the hinterland and these areas, because if we are to have strong teams we have to have representation from across the country,” Minister Harmon said.

erissa Singh, 16, of Number 2 Village, East Canje, Berbice, allegedly took her life on Saturday afternoon.

It is believed that the young student of JC Chandisingh Secondary School of Port Mourant, East Berbice, Corentyne, overdosed on pressure pills.

The lifeless body of Singh was discovered by a family friend who was asked to open the teen’s bedroom door at the behest of the girl’s grand-

mother after she noticed the girl missing for a long time.

The body of the student was taken to the New Amsterdam Regional Hospital where she was pronounced dead. This newspaper understands that Singh lived with her grandmother after the death of her mother, two years ago.

Hundreds of the young girl’s friends and teachers, on social media, expressed utter shock and sadness at the passing of Singh. Some friends also noted that the teen may have been suffering from emotional distress but never showed it to anyone.

“R.I.P Marissa, an extraordinary and very talented person, so sad to know she’s gone at such an early age” was one of the many comments that friends wrote.

Merissa Singh was described by peers and teachers as a talented and jovial person who always had a smile whenever she was around.

The Ancient County has been known to have the highest suicide rate in the world, even after a number of rallies and anti-suicidal campaigns have been hosted.

egional Executive Officer of Region Nine (Upper Takutu-Upper Essequibo), Carl Parker on Sunday stated that while residents of the Rupununi have been freed of the El Niñoinduced heat wave, the current rains are now causing the land to become waterlogged.

“We moved from one extreme to another…but what I can say is that we have no issue with lack of water now,” Parker stated.

He noted that while the rainy season was a bit delayed, it has brought relief to farmers in the various Amerindian communities after months of severe drought.

Region Nine was hit with the drought-like conditions and high temperatures of the El Niño in early 2015 and had continued to bear the consequences of the sweltering heat until two weeks ago. During the drought, the Rupununi was dried out completely, the green had disappeared from the savannahs, the crops were killed and the animals were dying.

It had reached a point where authorities had to declare a state of emergency.

The Region was never struck with a heat wave of this magnitude since 1988.

Twenty-four wells were dug across the Region, but they were not enough to save the livestock.

Parker stated that the water table of the Region is very high and this has helped to cause the land to become water logged. As a result, the Brazilian Army, which had helped in the relief efforts by drilling wells, pulled out. However, they have promised to return in August when the rains are predicted to end.

Nevertheless, he noted that the farmers were happy and the farms were doing well. However, they were worried that the heavy rainfall would damage their crops. “If we have too much rain, the cassava would be soaked,” Parker explained.

This newspaper understands that during the drought over $8 million was poured into the Region.

ew international banks from both the United States of America and Europe have indicated their interest in offering their services to Guyana and could begin doing so as soon as the Bank of America officially pulls out from Guyana next month.

Bank of Guyana Governor, Dr Gobind Ganga told Journalists recently that banks in the US, as well as in Europe, could soon replace the Bank of America.

He made the disclosure, after he confirmed earlier reports by this publication that the Bank of America would be severing ties with indigenous banks here before the end of August.

The Bank of America provides corresponding banking services for some financial institutions in the Region, including those in Guyana.

According to Dr Ganga, the reasons for the pullout by the Bank of America are many, including de-risking and the need to concentrate more on larger customers owing to the high level of liquidity.

He said the US financial institution’s move would have no major implications for the country and particularly the indigenous banks.

About a month ago, the Bank of America sent a notice indicating that it was severing its correspondent relationship with “indigenous banks” in Guyana.

Dr Ganga explained that Guyana was in talks with several other banks that were willing to form new corresponding banking relationships with local financial institutions.

“We have had other foreign banks that have shown interest in providing the kind of corresponding banking relationship to fill the void that the Bank of America is causing… These are banks from Europe and North America,” Dr Ganga stated.

When asked how far along were the discussions with these banks, Dr Ganga told this newspaper that

the talks were ongoing and projected that the negotiations should come to fruition shortly.

“So, at this time, there is no cause for concern, because the banks do have corresponding relationships and they are seeking others.

The Bank of Guyana is assisting these banks in finding new corresponding banking relationships,” Dr Ganga reassured.

This matter was on the agenda for discussion at the 37th Caricom Heads of Government Meeting held in Guyana from July 4 to 6, as Caribbean leaders looked to tackle the cut-off of regional indigenous banks, in a derisking phenomenon – that poses dire consequences for the Region, including crushing impacts on the wider economy.

De-risking is when international banks withdraw from their relationships with indigenous banks because of fears of money laundering and questionable sources of funds which would cause the international banks to receive heavy fines from their regulators.

Caribbean banking institutions rely on such relationships to allow residents to conduct international financial transactions. However, since last year, the Region has been facing the impact of de-risking and the issue has been occupying the attention of regional policymakers, fol-

lowing signals by international banks that they were unwilling to continue carrying the business of regional banks.

De-risking in the Caribbean came into the limelight last year when the Belize Bank was cut off by the Bank of America and one of the two banks in Montserrat shared the same fate. Some of the areas that are affected because of de-risking are: transfer of remittances, cheque payments, international trade and the facilitation of credit card settlements for local clients.

ation. At the opening ceremony of the Caricom Heads of Government Conference last Monday, Prime Minister Chastanet said the Region must stop thinking that it has to solve this problem alone.

He pointed out that there were a number of multinational companies in the US such as airlines, cruise companies, and suppliers, as well as individuals who own their homes – that have a vested interest in the Region and know exactly how to lobby their Government.

The Police killings in the US

T

he killings and counter killings by and of the Police in the US brought home the challenges to social cohesion in a society when there are deep structural factors that institutionalise and normalise oppressive actions against particular groups in a society. When the US Declaration of Independence prorated about “we the people...”, it did not include Blacks as “people”. More than a decade later, the now “free” USA defined “Black people” as three-fifths of a white person as far as political representation.

Three quarters of a century later, a Civil War between the Northern and Southern states was fought to abolish slavery in 1865. But it was not until a full century later in 1965, that a “Voting Rights Act” was passed in the midst of the Civil Rights Movement by African Americans to be invested with all rights of citizenship. The Act prohibited jurisdictions from placing hurdles in the exercise of their franchise by minorities. Only seven years earlier, the Supreme Court had ruled that segregated school for white and black students was unconstitutional.

During the Civil Rights Movement of the 1960s, the role of the Police in depriving Black Americans of their rights was highlighted by Malcolm X: “The police commissioner feeds the type of statistics to the white public to make them think that Harlem is a complete criminal area where everyone is prone towards violence.

This gives the police the impression that they can then go and brutalise the Negroes, or suppress the Negroes, or even frighten the Negroes.”

Fifty years later, the widespread perception by the Police in the US of blacks as “criminals” – especially Black men – is still very widespread that they continue to “brutalise” African Americans with impunity. But the statistics demonstrate the situation is not as “black and white” as is frequently made out by both sides. African Americans do commit more robberies with violence on a per capita basis than whites as the Police assert. But does this justify the Police profiling every black male as a potential violent criminal? The statistics prove conclusively that they do as demonstrated by the police arrest of Professor Louis Gates of Harvard in 2009 when he had some difficulty in entering his own home in an exclusive neighbourhood.

Most male Black Americans are routinely stopped by the Police when they are driving and this practice has led to a significant number of police killings. This includes the present wave that sparked outrage and a blowback when one male African American decided to take the law into his own hands and killed five white Police Officers in retaliation.

Part of the problem has been described as due to “inherent bias”. The theory, as it has to do with the subject at hand, states that anti-black racism is so deeply ingrained in most societies, especially those influenced by Western values, that there is an unconscious bias towards negatively evaluating people of African origin in most issues. Objective psychological tests have demonstrated that even those persons who are convinced they are “non-racist” show this bias to a lesser or greater degree.

In Guyana, we do not have whites in the ruling strata as we did during the colonial period, but the authoritarian mindset established by the colonial power in the Police Force against ordinary citizens continues unabated.

One has to only view the daily encounters by the traffic Police and motorists they pull over to appreciate the validity of that statement. This should be analysed for bias. In the last decade there were also charges made against local Police for exceeding their remit in particular neighbourhoods. The previous PPP/C Administration attempted unsuccessfully to comprehensively reform the Police Force away from its authoritarian roots, starting with its name which was to be changed to the “Guyana Police Service”.

Guyana should learn from the US experience and its own, and conduct a “root and branch” reform of the Police “Force”.

Freddie should end his revisionism of history which must be built on facts and truths Dear Editor, I write in response to Freddie Kissoon’s claim that the Burnham and Hoyte dictatorships had no PNC MPs sitting on UG Board (July 2).

Freddie’s point is irrational since PNC controlled the Board and all its appointments. Freddie makes egregious errors in his writings, and since he became letter editor last December, he has not published corrections to several false claims.

Freddie does not like to be corrected and is not a champion of the free press like those of us who struggled against the PNC dictatorship for the restoration of democracy.

History must not be rewritten. But this is what Freddie is attempting as he seeks to discredit the great work of Jagan and those of us who fought Burnhamism. The UG Board has been heavily politicised ever since Guyana became independent.

Dr Jagan founded UG as a non-political institution and he never interfered with its functioning. It was the PNC that introduced politics on UG functioning, denying employment to those who were critical of its authoritarian rule.

Since the PNC was a dictatorship and decisions regarding UG were politicised, it is insignificant whether the Board was comprised of MPs or not.

Burnham did not need to appoint MPs on the Board in order to guarantee political control; there were several PNC loyalists (including executives) on the board.

No PNC appointee could oppose Burnham’s or Hoyte’s machinations on UG decisionmaking. Whatever the PNC wanted, it got. Even Freddie himself complained that UG (on instruction from PNC) denied him a scholarship as the top graduate and instead

gave it to Norman McLean, a PNCite, who went on to become head of the army that itself was politicised.

Records are not readily available to challenge Freddie’s claim on PNC not appointing MPs to UG Board.

But Viola Burnham was on the Board and she served as government Vice President.

Donald Ainsworth was a parliamentary secretary. Rudy Bishop was a Board member and I believed he served as MP. Hamilton Green either served on the Board or influenced those who sat on the Board. Green had tremendous influence on how it was managed.

Tacuma Ogunseye accused Hammie and Viola of cancelling Dr Rodney’s appointment as History Professor at UG. There was also Harold Davis and Rex McKay, sitting on the Board.

Clearly, the PNC controlled the Board which was decked with PNC loyalists.

There were few Indians on the board and Amerindians, Chinese and Portuguese hardly had representation.

My conversations with UG academics reveal that Vice Chancellors Dr Dennis Irvine and later Dr Cummings and Dr Walcott had to play a delicate dancing game between academic freedom and political interference. The bulk of UG funding came from the government controlled by PNC that exercised maximum control.

As an example of political control, if an academic staff was invited to an international conference, he or she had to have foreign exchange approved personally by the Minister of Education.

Funding was denied if the person was not friendly to the PNC or a “PNCite”.

It was not unusual for only PNCites to be chosen to travel abroad to attend conferenc-

es. Dr Clive Thomas, who was closely associated with WPA, was often denied funding.

Freddie can ask him or others who were declined requests to attend conferences.

It is public knowledge the PNC had all the organs of state subservient to it under its grandiose concept of Party Paramountcy in which the PNC was over and above the state.

Some UG professional staff resisted that move and Vice Chancellor Irvine, a man of great intellectual strength and integrity, stood with the UGSA on many matters. But he had to give in to other matters in order to get funding and save some jobs. Who controls the purse, controlled to some extent the policies.

Burnham did not care who ate as long as his rule and control was not threatened.

Any staff member who criticised the PNC was fired.

The record would show that Paul Tennassee, Feroze Mohammed and Navin Chanderpal, among other opposition figures, were all fired or victimised by the PNCcontrolled Board. Dr Jagan did not have anyone fired from UG even though several attacked him.

When Dr Irvine resigned, as he could no longer tolerate the abuse, he was replaced by Dr Cummings who was selected by the PNC. He was later replaced by Dr Walcott who was also selected by PNC. The point is that UG had no complete academic freedom under the PNC. Academic freedom was always at risk. And Freddie knows this fact as he himself wrote about it.

It is inexplicable, therefore, to understand why he makes an irrational claim.

The PPP allowed academic freedom; no one was fired on account of their politics.

UG Board’s composition is

fixed by statute from the inception. I believe the statute indicates there should be an appointee from the Opposition.

Rupert Roopnaraine served as Opposition representative during PPP’s tenure. Rupert was an MP. Freddie wrote that there was bias in the hiring and firing at UG during PPP tenure post-PNC. He offered no evidence. Several Indians, including the dynamic scholar Dr Churaumanie Bissundyal, were denied employment by the UG Board that was appointed by PPP. Two Indians who were on the Board told me that the Board historically had a majority of non-Indians and that the Board often rejected qualified Indians for employment.

The two Indian members on UG Board claimed PPP exerted little influence on the Board and that Indians had a most difficult time in getting promotion or being hired by the Board.

This is the same Board that fired Prof Parasram Thakur and later Prof Samad and others perceived as PPPites. Dr Bissundyal was a staunch PPPite who fought against the PNC dictatorship and the Board denied him employment at UG; today students in Fiji shower accolades on his contribution to their national university for his professorial skills.

The two Indian Board members blamed others for the rejection of Dr Bissundyal and ill treatment of Samad and Thakur. PPP appointed a Board that had a minority of PPP supporters and suffered the consequences of its ill-conceived policy.

In contrast, the PNC and now APNU have controlled the board with their supporters and hiring their own.

Poultry continue to die on East Bank Berbice

No advice from Govt being proffered – residents

ollowing a report that an East Bank Berbice poultry farmer had lost hundreds of birds due to a mysterious illness, other farmers on EBB have reported that birds are dying of an illness with similar symptoms and the Ministry of Agriculture is providing no advice.

Several farmers who all rear bantams or what is referred to as ‘Creole’ fowls have reported that many birds have died/are dying of an unknown illness. The disease is also affecting Muscovy ducks, the farmers say.

Vanessa Sampson of De Kinderen depends on the eggs from her fowls to make a living. She has lost 70 per cent of them due to the unknown illness.

According to her on Sunday morning she discovered that fifteen of the birds became ill overnight. They all appeared to be lifeless.

Since then about fifty more have died.

Another resident Indira Nauth who lost a similar

amount, said the symptoms were detected about one month ago. She says most birds die a few days after becoming ill.

Meanwhile, Mohan Sookhoo explained that the disease has killed many of his birds: “Sometimes it kill about 10 to 20 for you one time. The sick can’t take recovery because sometimes we try treating it with drugs from the pharmacy and it don’t help. Most times it kills the roosters, big and small they just start slowing up in movements and eating and after a few days you gon just see the head going around and when it turn round, that’s it; they can’t recover again. Sometimes it takes the ducks; but not so much the ducks.”

Sookhoo says extension officers from the Ministry visited his farm on Tuesday but have provided no advice.

“When the vet came on Tuesday they experimented on the chickens and take samples from the inside and say they will take it back to

the lab and then give us an answer, but no advice what to do till then,” Sookhoo noted.

Two weeks ago an EBB poultry farmer had reported that a mysterious disease had taken the lives of hundreds of his birds. He had told Guyana Times that when the disease hit his pen he had 1300 birds, now he is left with 70.

s investigations continue into the death of Harris Persaud, whose body was found floating in the Demerara River on Friday, the young man’s two best friends remain in Police custody pending advice from the Director of Public Prosecutions as to whether they will face criminal charges.

Persaud, 19, of Lot 21 Granny Field, Cane Grove, East Coast Demerara, went missing on Wednesday last, and his body was found floating in the Demerara River in the vicinity of Garden of Eden, East Bank Demerara on Friday afternoon. The post mortem revealed that the young man died by drowning.

The young man was last seen on Wednesday by his relatives when he left home to attend classes at the University of Guyana. The Police had arrested the teen’s two friends with whom he was last seen, and they are still in Police

The young men told Police that Persaud was swimming with them behind the Marriott Hotel, when a wave swept him away. They claimed that they panicked, and disposed of his clothing and other belongings.

They subsequently took the Police to the place where they dumped his clothing and bag, however; his cellular phone, iPad and a large sum of cash are still missing.

man’s father Nandkumar Persaud, is voicing dissatisfaction with the manner in which the Police handled his report.

He explained that on Thursday morning, he went to lodge a missing person’s report at the Criminal Investigations Department Headquarters at Eve Leary, Kingston, and was sent away being told to return after 08:00h. He stated that he was also turned away from the Brickdam Police Station and told to go Sparendaam Police Station.

“I am very frustrated with the way they had me pushing around,” he stated, adding, “I don’t like the way they handled the report at all”.

The poultry farmers’ plight came to light after this publication reported of a possible poultry illness outbreak in Region Six (East Berbice-Corentyne).

The death of over 800 chickens prompted Regional Chairman David Armogan to request that the Agriculture Ministry investigate the mysterious illness.

Previously, reports had surfaced of a similar occurrence where a farmer at Linden in Region 10 (Upper Demerara-Berbice) claimed that 300 birds had died from a mysterious disease at his farm.

Better Hope woman dies in accident

A

Better Hope, East Coast Demerara, woman lost her life on Saturday, after she was stuck by a car on the Vryheid’s Lust Public Road, ECD. Dead is Shanti Singh, 30, of 75 Better Hope, who was reportedly hit by a car while running across the road.

According to a Police release, the fatal accident occurred at about 19:20h.

Police investigations have so far revealed that car PRR 530 was travelling along the northern side of Vryheid’s Lust Public Road when Singh, who was on the said side, attempted to run across the road but ended in the path of the car which col-

lided with her.

The woman received extensive injuries about her body and was rushed to the Georgetown Public Hospital where doctors pronounced her dead.

The driver is currently in police custody assisting with investigations.

The Berbice farmer had explained that his birds started dying on June 19 when he discovered that more than 200 had died overnight.

According to the farmer, the Ministry was contacted and extension officers were said to have visited the farm and took samples from some of the dead birds.

The farmer also stated that his brother went to the Agriculture Ministry to seek assistance for his plight but officials were reportedly unavailable.

The allegation of the Permanent Secretary (PS) saying that the Ministry did not have the equipment to do the requisite testing was strongly denied.

PS of Agriculture Ministry George Jervis had told Guyana Times that personnel from the Ministry will soon visit the farm and assess the situation.

“What we will do is visit the farm, go and take blood samples and see what we can do about it,” the PS had noted. (Andrew Carmichael)

I

n Part One of this series, I expressed my concerns about the use of digital gadgets as distractions and electronic babysitters for infants and toddlers.

Research is confirming that excessive use of these appliances can impact learning, social development, imaginative play, and behaviour.

Like many other issues related to children, parents often lose sight of the fact that they are ultimately responsible for shaping and reinforcing a child’s behaviour, whether that relates to their sleeping or eating habits or the extent to which they have access to and use smartphones and tablets. This is not about blame it’s about empowerment.

Parents get to decide when their children will use these gadgets, what they will be watching, and how much time they will spend on digital equipment. Those decisions should not be influenced by a child’s tantrums, short attention spans, or complaints of boredom.

Even if you are a parent who chooses to expose your child to smartphones and tablets at a young age, know that all of the research still supports strict limit-setting.

Because they think concretely and not abstractly, the playful zombies in a game are real to them and have a real ability to attack or destroy.

These games can create intense fear and sadness in young children and often manifest as separation anxiety, age regressed behaviours, or nightmares.

What really soothes, comforts, and evokes a sense of well-being and safety in all human beings is connection and interpersonal engagement.

Perhaps what’s most important, is to realise that a

parent’s use of digital gadgets is the most powerful form of modelling and reinforcement. The truth is, parents need to model their own limited usage of techn o l o g y so kids get the message that there’s more to life than time spent on a laptop, smartphone, computer or tablet. What r e a l l y soothes, comforts, and evokes a sense of well-being and safety in all human beings is connection and interpersonal engagement.

Kids who are happiest and most securely attached are the ones who experience eye contact, loving touch, words of assurance, and quality time with their caretakers. So take the gadget out of your kid’s hands, put your own smartphone away, turn off the television and genuinely connect and interact with your children. When you do everyone benefits!

4 ways to prep your child during the August vacation for kindergarten – take advantage of the relaxed days of summer before structured learning starts to help your student take on the new set of challenges that kindergarten will bring

hile some kindergarten-bound children feel anxious about the first day of school, many others can't wait to start. They've seen friends or siblings go off to school and return with fun art projects and a fresh group of friends. During the holiday before they begin kindergarten, their feelings usually amplify, leaving parents wondering how exactly they should spend the last summer before school starts in order to prepare them.

Luckily, there are a number of things you can do to make sure that you're both ready for this next step in your lives:

Familiarise yourself with the school

Many schools offer opportunities for parents and students to tour their facilities, so take advantage of them.

Some even offer a sort of "kindergarten training" the week before classes begin. Besides checking out the classroom, don't forget to visit other areas your student will be using, such as the cafeteria, restrooms, playgrounds, offices, etc.

When you're able to see where your child will be, you'll feel more comfortable leaving her there. And when your child can see where she'll spend her days, she'll also feel more excited and less apprehensive about that first day.

Practice basic skills

A common fear among students – and parents – is that they simply aren't ready for school, no matter the grade. To combat these feelings, practice the skills your student will need now, from knowing the alphabet to being able to write his name to basic counting.

If you're feeling particularly ambitious, you can also check with your child's teacher to identify skills or concepts that will be focused on in the coming year. If you spend the holiday period establishing a basic understanding, you'll both enter the year with a positive attitude and open mind.

Learn independence

Having your child start kindergarten can make you feel a little overprotective and overwhelmed. You'll both need to learn to operate independently. For you, this will mean letting go a bit and helping her reason through things on her own. For your child, it will mean figuring out how to navigate situations without the immediate aid of a parent. To begin, practice solving problems at home by allowing your child to take an active role in the discussion. Go over possible scenarios and discuss what appropriate reactions might be.

Find joy in learning

While you'll both want to feel prepared for kindergarten itself, it's important to remember that it marks the beginning of a much larger academic milestone. Nurture your child's sense of wonder by making learning fun so he won't fear school. When you work together to find joy in the small steps of the academic process, you're fostering a lifelong love for learning. But remember that your student is still young – coming on too strong will have the opposite effect. Economy needs to be PPP/C concerned over diversified for there to ramrodding of complex bills be growth – Professor through National Assembly

espite being rich in natural resources, Guyana remains dependent on only a few of those resources while its economy continues along a downward slide.

Thus, Professor David Hinds has suggested that Guyana has to diversify its economy in order to save it.

He stated that the dependency on two or three resources was one of the reasons why the economy has been slothful.

“So, we have to move away from the dependency on one or two resources, because what happens when we don’t do well in rice or sugar? The economy doesn’t do well either,” he said.

Dr Hinds posited that though oil was on the horizon, it would not solve our economic woes, because “we will continue doing what we have done with sugar and rice”.

He pointed out that the manufacturing sector in Guyana was almost dormant, noting that while the country produced rice, there was still no proper functioning manufacturing industry around it.

Economist, Dr Thomas Singh, told Guyana Times that Guyana has grown comfortable with just producing rice and sugar and has neglected other avenues to invest in. He stated that at one time Guyana was the envy of the Caribbean market, but now the economy has deteriorated. Dr Singh recalled a time when the economy was blooming and Guyana was benefiting from the exportation of cotton, rice, sugar, timber,

gold, diamonds, bauxite and even confectionery.

According to Singh, following Guyana’s independence, the manufacturing sector had accounted for 5.9 % of the country’s Gross Domestic Product.

However, shortly after that period, the market economy was quashed and the then Government began experimenting with a socialist model – where they controlled everything, including the up and coming manufacturing sector.

At present, Guyana’s manufacturing industry contributes about 10 per cent of the country’s GDP, providing employment for a scanty 12 per cent of Guyana’s population. There has been no growth of the value-added, export-oriented industry, where Guyana moves beyond manufacturing these few products to large-scale manufacturing of clothing, and forest, technology and glass products.

However, Dr Hinds believes that there is hope for the economy. He stated that small businesses were very important in building an economy. Therefore, it is imperative to pay attention toward the re-development of the village economy.

He highlighted that there were hundreds of acres of land aback of villages, “so why not spend money in developing those lands. …and if you develop those lands it becomes easier for farmers to take advantage of a developed land. Farming can become attractive in the villages. They can plant differ-

ent vegetables and sell and the agriculture sector would grow and the spinoff would be a budding economy,” he posited.

He added that the same emphasis that was placed on attracting foreign investments should be placed on developing a local economy and a local entrepreneurial class.

Previously, Hinds had supported the need for the establishment of a Ministry of Economic Planning and the development of a national economic plan. He said, “Both the Government and the Opposition should sit down and come up with a National Development Plan for Guyana.”

Former Auditor General Anand Goolsarran had also emphasised the need for an economic plan to take the country forward, and advanced the call for the establishment of a much-needed Ministry of Economics over some of the other established Ministries, such as Social Cohesion.

“Guyana urgently needs an economic plan, especially in our current economic situation,” said Goolsarran.

He had lambasted the Government for its denial of the current ailing state of the country’s economy. He said a three per cent growth in Gross Domestic Product (GDP) did not mean that all was well with the economy.

He pointed out that 40 per cent of the youths are unemployed, there was evidence of under-employment, businesses were struggling and there was also the existence of parallel economies.

eople’s Progressive Party/Civic (PPP/C) Member of Parliament (MP) Gail Teixeira has once again registered concerns over what she describes as the high-handed behaviour of the government, this time accusing them of ramrodding large and complex legislations through the National Assembly.

During a recent press conference, Teixeira lashed out at government for straying from the established parliamentary practices of taking complex Bills laid in the National Assembly to the Parliamentary Select Committee for further scrutiny.

She noted that this action by the governing MPs completely undermines parliamentary democracy by rushing to pass bills in the National Assembly without having the extensive scrutiny by all stakeholders be-

forehand.

Traditionally, large and complex Bills go to the Parliamentary Select Committees for further review and debate. According to Teixeira however, of recent, government has been refusing to allow the Bills to go to Parliamentary Select Committees.

“The demand for large and complex bills going to Parliamentary Select Committees are still being denied by the A Partnership for National Unity/Alliance For Change (APNU/AFC) parliamentary representatives,” she stated.

Teixeira said the most recent example was the passage of the Insurance Bill on June 30. She posited that the Insurance Bill required further examination in a select committee since there were many issues in its contents.

However government passed the Insurance Bill

despite petitions from the Opposition that the bill ought not to be rushed and instead sent to a select committee.

With several large and complex Bills upcoming for debate in the National Assembly, Teixeira is worried that those too will be rushed through the House.

These Bills are the Wildlife Conservation and Management Bill 2016, the Telecommunications Bill 2016 and the Public Utilities Commission Bill 2016.

“There has been no indication that the three bills pending on the order paper will be heading for Parliamentary Select Committee as they ought to, due to size and complexity… it is unthinkable in any parliamentary democracy that such bills will not be subjected to scrutiny in Parliamentary Select Committee,” Teixeira asserted.

The Opposition Chief Whip said it is rather unfortunate that government continues to undermine parliamentary democracy. She however pledged that the PPP/C will continue to speak out against such actions.

Admitting that there is not much the Opposition parliamentarians can do to get government to adhere to parliamentary procedures, Teixeira said the PPP/C will continue to use public forums to inform Guyanese of the transgressions of their government.

Man jailed for nearly severing great aunt’s finger

man from the village of Dalliwala, Demerara River, has been sentenced to 24 months; and six months for felonious wounding and threatening behaviour, respectively.

According to evidence provided: on Saturday 2 July, Floyd Jacobis, 24, unlawfully and maliciously assaulted Eileen Jacobs, his mother’s aunt, thus causing grievous bodily harm to her.

In evidence provided by Police Prosecution, on the day of the altercation at Dalliwala, the man’s great aunt was working on her farm raking grass, when the defendant approached her under the influence of alcohol and brandished two cutlasses. It was further stated that Jacobis said that he will kill Jacobs, her entire family and her dogs.

He allegedly accused the defendant of planting coconut trees in his yard.

The Court also heard that after an argument ensued, Jacobis dealt his great aunt two chops which she barred with a wooden object she had in her hand. As a result, her right index finger

was nearly severed and she had to seek medical attention.

Presiding Magistrate Crystal Lambert, who heard the matter at the Wales Magistrate’s Court on Thursday last asked the defendant for an explanation of what led to the events surrounding his actions since he plead Guilty on that charge of felonious wounding.

“I was under the influence of alco-

hol,” he simply stated. When probed further, he offered no other explanations.

However, the defendant pled not guilty on the threatening behaviour charge.

Magistrate Lambert took into account that the defendant had no previous convictions but Jacobis was found culpable of both offences.

His two sentences will be served concurrently.

he deplorable state of a recently constructed road at the entrance to Wisroc, Wismar, Linden, Region10 (Upper Demerara- Berbice) formed part of the discussions during the statutory Regional Democratic Council (RDC) meeting held last Thursday.

During the discussions, Councillor Gordon Callender stressed his frustration over the recently rehabilitated road that was undertaken by the previous Council.

He stressed that the newly built asphalted road, which is one of the main

thoroughfares in the community, presently contains large potholes and was also an issue talked about at the previous Council.

The Councillor contended that the road needs urgent intervention given its present deplorable state.

“We road only do the other day…it’s a short period of time. The REO who is the Clerk of Council…traverse that road two, three times per day and I want to know if the REO ain’t see those holes that opened in that newly built road…money spending on that piece of road over and over…and you can’t be spending money over and over on the same piece of road”, Callender iterated.

He suggested that the road be urgently repaired using “hot mix”, indicating that it was not a chip seal road which was constructed.

In response, Regional Chairman Renis Morian said nearly all of the roads in the Region are problematic and blamed the recent rainy weather for road works not being carried out in a timely manner. He nevertheless stated that works are currently ongoing at places like Obama Drive, Amelia’s Ward, Mackenzie, and Linden.

“You got more than thirty examples of that (those type of roads) in Region 10. What we’ve asked contractors to do is mobilise in the weather because we don’t normally do road works in the weather and contractors have mobilised to do road works. And trust me we won’t even do quarter of the roads that need to be done in 2016 because nearly all the roads in Region 10 have problems. But I can assure you that road works are being done all over Region 10”, the chairman said.

Meanwhile, residents have also expressed dissatisfaction with the deplorable state of numerous roads in the Linden community. In some instances, they have related that attention has not been placed on these roads for years and that has led to serious deterioration.

our Eyewitness read an interesting piece in this newspaper yesterday – on the “intangibles” of cricket in general and CPL in particular. A “skulking” (playing hookey!!) professor explained how cricket brings us together within our country and together within Caricom. There’s no question about that!! Your Eyewitness was at every game up to now and he saw even the politicians who were just cussing each other out in Parliament, skinning their teeth and giving high fives when the Warriors took their winning streak onwards and upwards!!

If that isn’t unity... what is? Maybe we could have them look at one of the Warriors’ winning games, before every debate?! But, seriously folks, why isn’t cricket taken a bit more seriously to bring our people together – even when this new Government unleashed “social cohesion” as one of its goals?

The experience of South Africa and the role of Mandela in addressing the need to bring together a divided society are invoked by our politicians at the drop of a hat. Did they ever bother to check out the pride of place Mandela gave to sport in creating a new and united South African identity? They should look at the movie “Inviticus” to see how Mandela worked with the captain of the South African rugby team to bring victory to their nation. The point being that while rugby was an Afrikaans dominated sport, Mandela adopt it as his (South African) own.

Not so incidentally “Inviticus” means “undefeated” and was the title of the famous poem that ends: “It matters not how strait the gate/ How charged with punishments the scroll / I am the master of my fate, /I am the captain of my soul.” Shouldn’t our politicians remember this when they go around bowl in hand?

We all should know (and there’s another story why we don’t) from CLR James’ “Beyond The Boundary” the role cricket played to make us independent as a people.

But CPL-T20 cricket goes further in giving free rein and expression to the role we played in making cricket our own. The cricket played by the British was the upperclass sport they played at Lords as they served cucumber sandwiches and tea, and nodded politely when a six was scored.

Not the way we played it – as we demonstrated that no cultural practice is ever adopted or even imposed without the “subordinate” subverting it with their own interpretation. Scholars like Dereck Walcott have expatiated on the notion of “hybridity” in our Caribbean culture.

He should write a poem when he looks at the poetry in the interplay of our cricketers and our people when they play cricket CPL-T20 style!!

As usual, the Heads of Government came, they ate and they gyaafed! Forget all the pledges and resolutions made on governance...they ain’t going nowhere. Removal of the unfair advantage to TT’s manufacturers by their government selling them electricity at US$0.05 per KwH while the rest of the Region hovers at US$0.25 per KwH? Naah...Trinidad’ll say TECHNICALLY they ain’t doing nothing wrong. And you know when countries supposedly in a COMMUNITY start bringing up “technicalities”, compromise is doomed!

But your Eyewitness’s hoping against hope the HoGs will follow through with their pledge to reform the WICB. Going back to the importance of cricket in holding this region together, the HoGs can’t just leave the WICB at the mercy of the predators presently in charge. At a minimum, they have to do this by implementing the Patterson Report BY WHATEVER MEANS NECESSARY! After all, this didn’t mean placing the WICB in the hands of politicians – a more voracious set of predators!

Govt should develop a long-term plan to manage oil …an “old problem” for resources to be mismanaged – Hinds

ssociate Professor and political activist David Hinds is imploring the government to not make the same mistake as Trinidad and Tobago did by not developing a longterm plan to manage its oil resource.

Although the discovery of oil is welcoming, Hinds in an interview with Guyana Times stated that government should start taking the necessary steps towards the proper management of the resource. He highlighted that it is an “old problem” for Guyana’s resources to be mismanaged, in terms of foreign investors being the prime beneficiaries of the resources.

He said this “old thorn” has not been removed because Guyana is not single-minded about confronting and solving the issue of Guyana’s resources being mismanaged.

“For example, we have our gold. However, there is no processing plant to refine our gold and so the gold is extracted in its raw state and shipped out to be refined. And what do we gain – a percentage,” he explained, noting that it is the same with other resources.

Recently, ExxonMobil discovered that the second exploration well in the Stabroek Block offshore Guyana has a recoverable resource of between 800 million and 1.4 billion oil-equivalent barrels. The wells are located approximately 193 kilometres (120 miles) off-

shore. The block is 26,800 square kilometres (6.6 million acres).

Esso Exploration and Production Guyana Limited holds 45 per cent interest in the Stabroek Block; Hess Guyana Exploration Ltd holds 30 per cent interest and CNOOC Nexen Petroleum Guyana Limited holds 25 per cent interest.

ExxonMobil is the largest refiner and marketer of petroleum products while its chemical company is one of the largests in the world.

According to Hinds: “There is always the overemphasis on attracting foreign investment. I think the same emphasis should be put in developing internal mechanisms and economic structure. So we should invest in small businesses, in our local investors.”

Hinds alluded however, to the deficiency of the skilled human resources and to that end insisted that before Guyana begins to envisage managing oil on its own, it should start investing in its people first. He stated that government should encourage Guyanese to develop the skills necessary to build an economy around oi: “We should start investing in having locals trained in oil engineering for the future….we would need lawyers to handle cases of petroleum issues.”

Education Minister Rupert Roopnaraine had disclosed that he had proposed to the authorities of the University of the West Indies (UWI), St Augustine Campus, to develop a petroleum engineering programme that would prepare Guyana to manage its potential oil industry.

Petroleum engineering is the study of the extraction of oil, gas and other natural resources from the earth. This is accomplished through the design, drilling and operation of wells and well systems, and the integrated management of the underground reservoirs in which the resources are found.

Hinds suggested that Guyana needs to start envisaging a whole new economy around oil and start now:

“It is not about pumping the oil out from the ground and selling it and getting the money…if Guyana is going to benefit from oil we have to build up an enabling economy…an offshoot economy.”

Blocked bridge in Albouystown triggers extortion

The Associate Professor indicated that if Guyana cannot develop its own oil refinery, then the country should partner with Caricom countries to construct one. “That is the way to go…that is why we have Caricom…” he stressed.

“It would be nice if we can have our own oil processing here but if we cannot do it by ourselves then we can partner with sister Caricom countries to do,” he said, explaining that this is what a single market is about.

He noted that if Guyana and Trinidad could develop an arrangement where they can both manage a future oil refinery in Guyana, then both Guyanese residing in Trinidad and Guyana would benefit.

“It is either we have our own processing plant or we do it through a regional emphasis,” Hinds stressed.

Ministers of Natural Resources and Finance Raphael Trotman and Winston Jordan are currently visiting Uganda to gain knowledge on the strategies that country has employed to manage and develop its oil resource.

The blocked bridge

he Mayor and City Council (M&CC) over a month ago blocked a bridge in a deplorable condition at the junction of Sussex and Barr Streets, Albouystown. That blockage is now resulting in motorists allegedly being extorted to use the only other entrance for Barr Street.

The bridge that had been erected years ago is in such a state that it poses serious threats to motorist. The bridge can be vividly seen sinking at its centre, while the sides appear to be collapsing. The M&CC early in June took precautionary measures to have the bridge

blocked, which the residents of Albouystown had applauded after Councillor of the Albouystown/ Charlestown constituency, Malcolm Ferreira had reported it.

Now, residents are complaining that the bridge has been blocked for too long, and is now being illegally used by persons to make a dollar. With the bridge blocked, Barr Street now has now one entrance that persons are reportedly cordoning off at nights and charging residents to enter and exit the community. Since the blocking of the bridge, no rehabilitation work has commenced.

Residents said that although they are grateful for the consideration displayed

by M&CC to close the bridge to prevent any mishap, they are however calling on the M&CC to begin repairs immediately.

Guyana Times understands that despite the actions of the M&CC, many residents have reportedly opted to remove the blockage from in order to traverse but M&CC would return to block the bridge again.

The City Engineer’s department disclosed that the sinking of the bridge was due to heavy vehicular traffic.

Clear Waters renews commitment Copa Airlines celebrates 2nd to a green city by recycling bottles anniversary in Guyana − Marriott International gets 1st bin

n a bid to protect the environment, Clear Waters handed over a unique bin to the Marriott International Hotel on Sunday.

The bin is designated for the collection of all empty Clear Water branded bottles that will be recycled.

Director of Sales and Marketing at the Marriott Hotel, Richard E Kasossky, commended the programme while highlighting what it meant to him and those at the Marriott Hotel.

“I’m very proud of this initiative, it’s something

very dear to our heart.

Taking care of the environment and cleaning it up is a great step to the future and for us to live up to our expectations as the green city and a beautiful country.” Kasossky added: “It fits right into the future of Clear Waters, a clear city and recycling is always helpful.”

Kasossky noted that Clear Waters has received a spectacular response from its occupants and posited that this was so because the water is of the “highest quality”.

Marriott’s Purchasing Manager Jonathon Morgan indicated that statistics show the Marriott Hotel purchases within the range of 200-400 cases of Clear waters branded water every month.

Clear Waters’ operations manager Ricky Lucknauth expressed delight in sharing this initiative with the Marriott.

“Clear Waters is the exclusive water at the Marriott Hotel, that’s why we have selected there to be the starting ground for this programme and we are committed to making bins available to collect empty bottles” Lucknauth noted.

The officials at Marriott noted that the hotel has been a customer of Clear Waters from the inception and is pleased to be part of this collaboration which is on par with international organisations.

The project will see customers using the bins to dispose of their empty clear water containers and the company collecting the empty bottles at the end of every week which will then be recycled, with the aim of keeping the environment clean and healthy at all times.

oday will mark the second year since Copa Airlines began serving the people of Guyana.

Copa Airlines, a subsidiary of Copa Holdings, is a leading Latin American provider of passenger and cargo services. The Airline offers services to 74 destinations in 31 countries in North, Central and South America and the Caribbean.

During Copa Airlines’ 68 years of continuous operations, the Hub of the Americas in Panama has become the leading hub on the continent.

In July 2014, the company began providing its travel services in Guyana. Copa operates one of the youngest and most modern fleets in the industry, consisting of 100 aircraft: 14 Boeing 737-700 Next-Generation; 63 Boeing 737-800 Next-Generation; and 23 Embraer-190, and has an on-time performance of above 91 per cent, one of the best in the industry During its time in operation so far, Copa has been able to expand its service and strengthen its partnership with a number of individuals and groups in the country.

The company revealed that

an increase in demand for its services saw the Airline making the addition of two more flights per week last October, bringing the total number of flights per week to four. This move was also in keeping with Copa’s commitment to increase its services to Guyanese.

Regional Sales Director of the Airline Diego Bermudez Parra declared that the Airline has been able to solidify its Guyana route and efficiently serve passengers: “The journey has been an exciting one over the last two years. We have been able to successfully expand our service to reach a wide crosssection of persons travelling to the beautiful country of Guyana and other 73 destinations in 31 countries.”

President Granger calls “Participate in your Government” for a more “integrated” – US Ambassador encourages U South America – says it could be an example to the world

resident David Granger on Saturday evening called for a more integrated South America, saying that it could be a very good example to the rest of the world.

The Head of State was delivering congratulatory remarks on Saturday evening to the Argentine Ambassador to Guyana Luis Martino, at a ceremony to mark that country’s Bicentenary (200th anniversary) of Independence.

He said, “The continent of South America can be an example to the world; by creating a community where people and nations can coexist in peace.” Guyana and Argentina, which established diplomatic relations some 44 years ago, are among the 12 independent countries on the continent of South America, including Bolivia, Brazil, Ecuador, Paraguay, Suriname and Venezuela. Guyana is the only English-speaking country on the continent.

According to Granger, Guyana and Argentina are united by the idea of a more

integrated South America.

“We adhere to the ideals of the Union of South American Nations, the Common Market of the South, the Community of Latin American and Caribbean States, and Organisation of American States,” he told the Ambassador and special invitees.

President Granger reminded too that Guyana and Argentina belong to a continent of cultural, political and social diversity, noting that continental cooperation within the organisations, allowed the two countries to diminish the differences through the pursuit of common objectives.

“Continental cooperation allows us to find common ground to build consensus and to confirm the challenges we both face,” the President said. He promised that Guyana would also continue to work towards deepening and strengthening continental cooperation.

“We look forward to the day, when, through the initia-

tive of the integration of the Region of South America, our children and grandchildren could drive from Bel Air in Georgetown to Buenos Aires in Argentina,” he said.

South America has an area of 17,840,000 square kilometres or 6,890,000 sq miles. Its population, as of 2005, has been estimated at more than 371,090,000.

It ranks fourth in area, after Asia, Africa, and North America, and fifth in population, after Asia, Africa, Europe, and North America.

President Granger noted that the two countries continue to share common values, including mutual respect for each other’s territorial sovereignty and integrity, mutual non-interference in each other’s political affairs, cooperation for mutual benefit, respect for treaties and international laws and maintenance of international peace and security.

According to the President, Guyana and Argentina are also committed to working together to overcome contraband smuggling, piracy, narcotics trafficking and money laundering, crimes that affect the society and economic viability.

Granger posited that Guyana understood that it played an important role as the “gateway” between the Caribbean and the continent, and was convinced that with a common vision and voice, “we can avert conflict and overcome threats to our individual and collective security”.

“Guyana iterates its commitment to maintaining the continent as a zone of peace.”

In observance of fifty years of diplomatic relations between the United States and Guyana, Ambassador Holloway shared a bit of advice to the Guyanese populace on moving its country forward.

He was at the time delivering remarks at a reception organised by the US Embassy in Georgetown to mark this milestone, which coincided with the 240th Independence Anniversary of the United States of America.

The Ambassador explained that freedom is something people often take for granted until some aspect of their freedom is restricted. “Then we jump into action often screaming bloody murder and sometimes in extreme cases resort even to revolution,” he stated.

Holloway said in the United States, just as in Guyana, citizens enjoy a tremendous amount of freedom and in this regard, he implored every person, Guyanese and American, to do the right things every day so that the next generations will enjoy the same freedom.

“This means vote in elections, participate in political campaigns, engage in debate, and write letters to editors. Don’t be caught standing on the side of the

road as your country moves forward. When your candidate does not win, continue to participate because it will only make our country better,” he stated.

Ambassador Holloway pointed out that US elections are often 50-50 affairs, and if 50 per cent of the US were to stop participating if their candidate did not win, then the country would not move forward.

He advised that in such cases, persons should still participate at the local and national levels of the country’s development and push harder for their candidate and issues next time around.

Holloway went on to encourage persons to educate themselves and those around them about everything and anything possible.

“We live in a complex world and our access to information, wrong and right, is greater than it ever has been. Figuring out how to

access that information and how to impart it to our young people is our challenge…we must put emphasis on education if we want to remain free and continue to advance as a country and as individuals,” he stated.

The Ambassador also encouraged both government and the people alike to invest in the future: “We cannot live in the laurels of our past nor accept the reality of our present. We must invest in education, infrastructure, and government to protect our freedom going forward.”

In this regard, the Ambassador urged everyone to pay their taxes and then hold their government accountable for using them.

“We all want our government to do everything, but a government cannot turn water into wine. It needs funding to function and funding comes from taxes, whether we like them or not,” he said.

he life of former Trinidad and Tobago Prime Minister Patrick Manning was honoured on Saturday in a State funeral at which hundreds shed tears, but also smiled and even laughed, as family and close friends shared their memories and spoke about his accomplishments.

The tributes that began when Manning died on July 2, just a day after being diagnosed with an aggressive form of blood and bone marrow cancer, were reiterated and expanded at the threehour service at the Holy Trinity Cathedral in the twin-island republic’s capital.

There were also calls

for his legacy to be honoured through the revival of Caricom and creation of a fund to assist Caricom Member States.

Delivering the eulogy, his son, Brian Manning, proposed a fund in honour of his “hero”.

“My father lived a life of love and service, not focused on the accumulation of wealth but where the world was left a better place, and no other reason. My father was my hero,” he told the congregation that included local and regional politicians, regional officials, and supporters of the People’s National Movement (PNM) which Manning led up until 2010.

“I would like, with the approval of the Government of Trinidad and Tobago, to establish at the International Financial Centre a fund designed to finance the construction of homes for lowincome earners region wide, in recognition of my father’s spirit of generosity and support for our Caribbean neighbours.

“This fund will appropriately be called the Patrick Manning Development Fund and would be made accessible to every member of Caricom and also, include our brothers and sisters in the Dominican Republic, Haiti and, of course, Cuba,” he added. (Excerpt from Trinidad Guardian)

Guatemala arrests prominent executive on suspicion of tax fraud

uatemalan Police have arrested the head of one of the country's biggest hotel chains on suspicion of tax fraud, prosecutors said on Sunday, part of a wider drive against corruption in the Central American nation.

Carlos Enrique Monteros Castillo, owner of the local Camino Real chain, was arrested on Saturday night at the Guatemala City airport, while another executive from the same group was

detained in a house raid, the Attorney General's office said.

Monteros and Oscar Humberto Jimenez Contreras are suspected of having evaded some US$2.8 million in taxes, authorities said.

Neither man was immediately available for comment.

Led by a United Nationsbacked anti-graft body known as the CICIG, investigators in Guatemala have cast a wide net to root out

corruption, making dozens of arrests and turning the political establishment upside down in the process.

In September, a CICIG fraud probe brought about the impeachment and arrest of then-President Otto Perez.

Perez and his former Vice President, Roxana Baldetti, are in prison pending trial for allegedly fronting a multi-million dollar customs fraud. Both have denied any wrongdoing. (Reuters)

Non-national policy on school access in Antigua amended

he Cabinet of Antigua and Barbuda has amended a policy that required non-nationals to attend private school for three years before being eligible to transfer into public school. It now says that children who are visitors to Antigua and Barbuda must access school through student permits.

The announcement was made by the Education Minister, Michael Browne during this week’s postCabinet press conference.

The Minister said the policy had been amended to “eliminate all forms of the appearance of discrimination or actual discrimination”.

The Minister said that the policy was not new and had been in place long before 2016.

“Within the Ministry, as well, there are several policies which themselves are not written, but have been the practice for decades.

World anger over Honduran activist Lesbia Yaneth Urquia's death

he United Nations, European Union and other international organisations have condemned the murder on Wednesday of a prominent environmental activist in Honduras.

Lesbia Yaneth Urquia was killed four months after the shooting of award-winning environmentalist Berta Caceres.

Both women had spent years campaigning against a giant dam.

More than 100 people have died in Honduras in five years for opposing dams, mining, logging and agriculture projects, human rights groups say.

In a statement, the EU said urgent steps needed to be taken to fight impunity

and protect human rights activists.

"This killing as well as the climate of violence that continues to prevail over human rights activists in the country is an extremely worrying development," it said.

The body of Urquia, 49, was found abandoned on a rubbish dump in the municipality of Marcala about 160 kilometres (100 miles) west of the capital, Tegucigalpa.

A mother of three children, she was a member of the Council of Indigenous People of Honduras (Copinh) – the organisation founded

by Caceres – and had been working to stop a hydroelectric project in Honduras's western La Paz department.

Copinh said in a state-

ment on its website: "The death of Lesbia Yaneth is a political femicide that tries to silence the voices of women with the courage and bravery to defend their rights."

"We hold the Honduras Government directly responsible for this murder."

Judicial officials said on Thursday they had opened an investigation into the killing.

Violence in Honduras has increased since July 2009 when President Manuel Zelaya was forced from power.

Venezuelans cross into Colombia to buy food

housands of people have crossed to Colombia after Venezuela opened their common border to allow its people to buy food and medicine, officials say.

The frontier, closed by Venezuela last August as part of a crime crackdown, was to open for 12 hours.

Venezuela is going through a deep economic crisis and many say they struggle to feed their families.

Last week, about 500 Venezuelan women broke through the border controls

in search of food.

Venezuelan President Nicolás Maduro ordered the border closure because, he said, the area had been infiltrated by Colombian paramilitaries and gangs.

The measure also prevents subsidised goods from being smuggled from Venezuela into Colombia.

Some 35,000 people crossed the border between San Antonio del Tachira, in Venezuela, and Cucuta, in Colombia, a Colombian official told the BBC. An unnamed woman who

crossed with her husband and two young children told the Efe news agency it was "unfair" to keep the border closed.

"We are from San Antonio, and the reality is that we do not have any food to give to our children."

Venezuelans who want to cross into Colombia in states where the border has been closed need a special permit to do so.

But as the scarcity of food gets worse in Venezuela, many have crossed the porous border illegally.

Bermuda’s “quintessential ambassador” Johnny Barnes dies aged 93

remier Michael Dunkley has led tributes to well-wisher Johnny Barnes, legendary for bringing cheer to locals and visitors alike, who has died at the age of 93.

Dunkley hailed Barnes, whose parents came from St Kitts, as “the quintessential ambassador for Bermuda”.

He had been greeting commuters with his trademark “I love you” between 05:00h and 10:00h at a roundabout on the outskirts of Hamilton for almost 30 years until ill-health forced him to stop last December.

Barnes passed away in hospital on Saturday, with his wife, Belvina, and members of his church at his side.

“I join with all Bermuda in expressing our sadness,” the Premier said, calling

Barnes “a remarkable, original man whose life gave life to the love we all have in our hearts, and who, from his roundabout perch each morning, expressed that love to all who passed by — friend, acquaintance, stranger, it did not matter,

As Barnes grew older, a bench and railing were placed at his traditional calling spot.

Kenneth Manders, President of the Bermuda Conference of the Seventhday Adventists, who was Barnes’ pastor for 13 years, said: “Brother Johnny Barnes represents what has become known as the spirit of Bermuda.

South Sudan “back to Dallas shooting: Killer war” – VP's spokesman 'prepared larger attack'

outh Sudan is "back to war", a spokesman for the Vice President has told the BBC, as rival factions clash and hundreds have been reported killed.

Forces loyal to Vice President Riek Machar say Government troops attacked their positions in the capital, Juba.

But Information Minister Michael Makuei Lueth said the reports of war were "dis-

honest".

The United Nations mission there said hundreds had sought shelter in its compounds, and called for leaders to restrain their troops.

UN Secretary General Ban Ki-moon condemned what he called the "senseless violence". The UN Security Council was scheduled to hold an emergency session later on Sunday to discuss South Sudan.

Colonel William Gatjiath, Machar's military spokesman, told the BBC President Salva Kiir "isn't serious" about a peace agreement.

He said "hundreds" of Machar's troops had died on Sunday, and that troops loyal to Machar were advancing on Juba from different directions.

Lueth said Government troops responded when Machar's forces attacked a checkpoint, adding that those forces had now been scattered. "The situation is normal and it is under full control," he added.

The clashes follow days of fighting in the world's newest country between supporters of Kiir and Machar.

At least 150 people were killed in fighting on Friday, before calm was restored on Saturday. Local radio station Radio Tamazuj reported on Sunday that the death toll from those clashes may be as high as 271. (Excerpt from BBC

Berlin riot: 123 Police injured in anti-gentrification protest

olice in Berlin say 123 officers were injured in clashes with leftist protesters over the redevelopment of a district in the east of the city.

About 3500 protesters marched through Friedrichshain on Saturday.

Some were masked and threw missiles, Police said.

The protest was the most violent in the past five years, they said.

Tensions have risen since moves began in June

to evict squatters in the area. Friedrichshain has undergone rapid gentrification in recent years.

About 1800 Police were deployed at the protest, which began peacefully but escalated into violence.

Eighty-six people were arrested, Police said.

Squatters are refusing to leave part of a block of flats at 94 Rigaer Strasse. Since June, squads of Police have been monitoring the building day and night, with he-

licopters circling overhead.

Police fired tear gas as shop windows were shattered and Police cars damaged.

Many of the neighbours live in housing collectives and sympathise with the squatters, who see themselves as a left-wing alternative to gentrification and rising rents.

Kashmiris decry world's silence over killings

s the death toll rises to 19 in Indianadministered Kashmir following a bloody crackdown on mourners and protesters this weekend, Kashmiris are lamenting the lack of international condemnation for the violence meted out on to them.

By Sunday evening, authorities recorded at least 19 deaths and 200 others injured after Police and paramilitary troops opened fire on tens of thousands of Kashmiris who took to the streets to pay homage to slain rebel leader Burhan Wani, who was killed on Friday. His killing prompted mass funerals and demonstrations against Indian rule.

he man who shot dead five Police Officers in Dallas and wounded seven more was planning an even larger attack, the city's Police Chief says.

Micah Johnson, 25, was angry with the recent killings of black men by Police and wanted to kill white officers, Police say.

Police Chief David Brown said he was "convinced" Johnson had wider plans.

He told CNN that Johnson, a military veteran, appeared to have practised detonating explosives.

Brown also said Police were trying to find out the

significance of the letters 'RB' that Johnson had written in his own blood, near where he was killed by a remote detonation by Police.

Officers were also reading a journal found in Johnson's house that Brown said was proving "hard to decipher".

Johnson launched his attack in Dallas as a protest was taking place against the deaths of black men at the hands of Police.

The deaths of Philando Castile in St Paul, Minnesota, and Alton Sterling in Baton Rouge, Louisiana, last week led to more protests across US cit-

ies on Saturday.

Hundreds of people were arrested in the demonstrations nationwide. While most passed peacefully, fireworks, bottles and rocks were thrown at Police in St Paul in clashes along a main interstate highway.

Close to 100 people were arrested there as 21 Police Officers were injured.

Australia PM Turnbull's conservatives win tight election

ustralia's Prime Minister Malcolm Turnbull has declared victory for his conservative coalition in last week's closely fought general election.

His comments came after Opposition Labour Leader Bill Shorten conceded defeat and congratulated him.

Votes are still being counted, but the LiberalNational coalition is expected to win enough seats to govern.

However, a strong swing against it has left doubts about its agenda and Turnbull's leadership.

The coalition still remains short of the 76 seats it needs to claim a majority in the Lower House, the House of Representatives.

But it should secure at least 74, and also has the support of three independent and minor party politicians – Cathy McGowan, Andrew Wilkie and Bob

Japanese PM Shinzo Abe claims victory in parliamentary election

apanese Prime Minister Shinzo Abe has claimed victory in an election for the Upper House of Parliament, saying voters backed his economic policies.

Exit polls suggest his coalition will win most of the 121 seats in contention, increasing its majority.

If he secures a twothirds majority to match that in the Lower House, he could hold a vote on constitutional change, easing constraints on military action.

But Abe says it was too early to talk about this controversial review.

Half of the 242 seats of the Upper House were up for grabs.

Public broadcaster NHK said Abe's Liberal Democratic Party (LDP) and its junior coalition partner, the Komeito party, would between them take

In 1803, after the English invasion, the Scottish engineer was selected to prepare housing for governmental officials. It is documented that following the preparation of housing, Patterson obtained a small number of vessels from the indigenous community and began the production of logging.

The Christianburg Waterwheel came in light of Patterson’s struggle of manual labour to tie logs together, followed by placing the logs on a punt. The manual labour proved to be time consuming and expensive on a long-term basis.

The Katabuli creek was later identified as the place of operation since the dynamic force of the flowing water from the creek was able to sustain the hydropowered sawmill. The sawmill ceased operations in 1950 and has now become a

relic.

The mining town of Linden is not only known for its minerals but also for its captivating and luring beautiful lakes. These picturesque lakes are located in Region 10 only and speak volumes to the tourism sector, with many Lindeners vocal on the topic of transforming these lakes into “top tourist destinations in Guyana” Some time back, persons were trying to develop these appealing lakes into tourist sites.

These lakes were formed after bauxite mining was discontinued in the areas.

The lakes are craters that were dug to access the precious ore - bauxite.

While it is not advised, many persons find it refreshing to swim in the blue lakes. Additionally, tasty “fat pork” or Coco plum (local fruit, scientifically named

or the second time in his career, Andy Murray won the men’s singles Wimbledon final with straight sets over Milos Raonic on Sunday.

In front of a jubilant Centre Court crowd, World’s number one, Murray tames the big serving Canadian 6-4, 7-6, and 7-6 in just two hours and 47 minutes.

“I’ve had some great moments here and some tough losses and I’m proud to have my hands on the trophy again.

“I played really good stuff today. Milos has had a great few weeks on the grass. He’s one of the harder workers out there. And a huge thank-you to everyone who came out to support me. The prime minister’s here as well. Playing in a Wimbledon final is tough but I wouldn’t want to be prime minister. It’s an impossible job.”

Raonic said, “It’s a difficult challenge. Andy’s playing great and he deserves to win here for a second time.

Murray added a seventh to the Canadian’s deficit column and moved with assurance to the third set.

He had to save two break points in the fifth game and Raonic found a pair of aces to hold in the seventh game – but it was never a winning hand. He tried his hardest and the crowd appreciated his effort. Behind in the serving cycle, he hung in to force a second tie-break but Murray finished him off for the loss of two points – a near-perfect victory.

He quickly opened up a 30-second cushion before doubling it with eight kilometres to ride, Dumoulin maintaining his advantage as he crossed the line in Andorra.

Rui Costa (Lampre – Merida) and Rafal Majka (Tinkoff) tried to reel the 25-year-old in, but his break was timed to perfection, sealing his first stage win at the Tour.

Overall leader Chris Froome (Team Sky) had a much quieter day than 24 hours earlier as he stayed safely in the peloton, before testing his rivals with a late surge that helped maintain his 16-second lead.

A group of 25 riders made the early pace and began to open up a lead over the peloton, but it was too much for Alberto Contador (Tinkoff).

Majka, Thibaut Pinot (FDJ) and Thomas De Gendt (Lotto-Soudal) were prominent at the front of the lead group and the Frenchman found an extra spurt to take the 'King of the Mountains' points atop Port de la Bonaigua – moving him into the virtual lead.

As Team Sky powered the peloton for overall leader Froome, the lead group were battling for mountains points, and De Gendt edged the next two ahead of Pinot, Majka and Diego Rosa (Astana).

Pinot – who is the new mountains leader – earned top points on the penultimate ascent as the leaders enjoyed a nine-minute cushion. However with the only

summit finish ahead of them the pain began to take its toll – the lead group beginning to thin out.

De Gendt was one of those dropped and Dumoulin's late break also ended Pinot's chances, leaving Rui Costa and Majka to round off the top three.

Further back the peloton maintained a watching brief for much of the day, before Froome injected some pace into proceedings on the final climb – dragging Movistar's Nairo Quintana with him.

Heavy rain 15 minutes before the start meant that the race started behind a safety car and Hamilton once again proved himself the master of wet conditions. Once the safety car came in the British driver opened up a lead of almost four seconds on the first lap and he controlled the race from that moment.

Parnell hopes for strong Barbados support ahead of home Hero CPL matches B

arbados Tridents fast bowler Wayne Parnell has started the Hero Caribbean Premier League (CPL) strongly, but having lost and then won their opening two games, the South African is determined to kick on as his side begin the home leg of their campaign at the Kensington Oval against Jamaica Tallawahs on Monday night (8pm).

Parnell, 26, has contributed with bat and ball in this year’s opening salvos, chipping in with scores of 16 not out and 16 last time out after being elevated to accelerate the PowerPlay at number three in the sevenwicket victory over St. Kitts & Nevis Patriots last time out. Obviously Chris Gayle is a major factor. Kumar (Sangakkara) coming in is a very experienced cricketer and he paces the innings. So, for us, getting back home is the first step and getting familiar with our surroundings again.

“For me, the really exciting thing is that we haven’t played our best cricket and we managed to win (against the Patriots). So, going to Barbados now for these next few games is going to be crucial for us because we’re in our home ground. We obvi-

ously want to put in some good performances for our crowd and I’m really looking forward to playing in front of our home crowd.

“I was fortunate enough to play against the West Indies there (Kensington Oval) for South Africa and it’s a beautiful stadium, and a beautiful island as well.

t the conclusion of the recently held “Best of the Best” fourth annual Martial Arts Competition 2016 at National Gymnasium, Miguel Hunt by far was the one of the top performers on show.

Participating in the 7-10 age group category, Hunt copped first places in the weapons, sparing, open freestyle and self defence events. Most notably, Hunt is the youngest black belt in Guyana after playing first in the open free style Kata, first in sparing and third in team Kata at the North American Federation of Martial Arts (NAFMA) World Championships in May. In the Under-6 category, Daniel Brusters battled his way to 1st place in the traditional Kata, second in open free style and third in Sparing.

Another exlleent performer was Collwin Adams, as he surged to first in traditional Kata, open freestyle and sparing while seeting for second in the weapons and third in team Kata; Adams was waded a plaque at NAFA world tournament.

For the seniors (17-34), Trenton Coates was adjudged first in the open freestyle Kata and self defence while placing second in the high jump kick; Coates was another awardee the World Championships.

Clinton John proved to be the most dominant force in this category, copping first places in weapons, sparing and self defence and third team in team Kata. At the World Championships, John walked away with a plaque and two trophies from Master Torres, Director of NAFMA. The event recived support from National Sports Commission, Mohammed’s Enterprise, Maggie’s, kirpalani, Broad Way fashion, P&P insurance and saw clubs such as Harpy Eagles Martial Arts Doja, Guyana Mixed Martial Arts Association, Stanley Town Karate Club, Black Ox, Guyana Police force participating.

Santokie fined for breaching Hero CPL Code of Conduct

t Kitts & Nevis Patriots bowler Krishmar Santokie has been fined for breaching Level 2 of the Hero Caribbean Premier League (CPL) Code of Conduct during his side’s game against Guyana Amazon Warriors at Providence, Guyana on Saturday.

ushlot Secondary is the 2016 regional champions of the Digicel annual knockout National Schools Football tournament.

Bushlot regained the title they lost to Mahaicony Technical Institute by beating Mahaicony Secondary 4-3 on Friday at the Mahaicony ground.

It was an 89th minute goal by Jermain Perreira who was playing his third and final year in the tournament that made the difference and ensured that the

two schools did not have to have a penalty shootout as they did last year to decide the winner.

The host had taken a 3-0 through goals from Nebert Sears in the 9th and 20th minutes and Daquand Gomes in the 29th and seemed set for victory, however Bushlot was awarded a penalty in the 45th minute and Shaqueel De Hart playing his second year in the competition gave hope to fans of the team from West Berbice. 3-1 when the half time whistle came.

Immediately after the resumption, Bushlot started to utilize the wind advantage and Titus Webster scored in the 48th minute and then again in the 76th minute to put some ‘worry’ on the faces of home team supporters.

As the clock ticked and fans cheered every play made by Mahaicony Secondary, a smart thinking Perreira utilized a mistake from the goalkeeper after a shot rebounded off the cross bar and put Bushlot ahead for the first time in the game; three minutes later the referee blew his final whistle which meant Busklot had prevailed 4-3.

Last year Mahaicony Technical Institute overcame Bushlot Secondary 4-3 on penalty kicks to win the zone.

ain has affected the first two rounds of West Indies Cricket Board (WICB) women’s Regional tournament here.

However, action is expected today once the weather remains the same as it was throughout yesterday.

Ground staffs at the three venues which will host matches today, worked tirelessly to ensure play is possible.

Prior to the third round only Enmore Community Development Ground was able to have play. However, yesterday staffs at Everest

Cricket Club Ground and Enterprise Community Development Centre Ground, were seen preparing the grounds to ensure the games play.

At around 15:00 hrs yesterday afternoon Everest was already set and ready for play today which is scheduled to get underway at 09:35 hrs while at Enterprise a roller was on the outfield compacting the low areas and raising moist to the top of the surface.

So far only two matches have been completed with the others abandoned

without a ball bowled. Host Guyana is one of the unfortunate teams yet to play a match along with the Leeward and Windward Islands.

Barbados and Trinidad and Tobago won are the only team to register a win so far while Jamaica and Barbados are the only teams that loss.

In today’s encounters Guyana will take on Barbados at Enmore, Jamaica will play Windwards at Everest and Leewards will clash with Trinidad at Enterprise.

he Trinbago Knight Riders (TKR) playing their first game on the road beat the Guyana Amazon Warriors by seven runs in a very close contest under the night sky at Providence in match 11 of the Hero Caribbean Premier League (CPL). The victory was set up firstly by a responsible innings of 64 from Man of the Match Hashim Amla and then by the TKR bowlers.

Guptill won the toss and immediately decided to bowl, a decision made easier since in their two previous matches at Providence the Warriors restricted their opponents to successfully chased 101 and 109 runs to win. The Warriors went in to the match unchanged on a pitch that was expected to play low and slow with assistance for the spinners while the Knight Riders who made three changes going for four spinners. Jacobs got a single from the first ball and the strike was with the aggressive Warrior, Permaul who took two to long on followed by

good connection but got height and not distance and was caught on the midwicket boundary for 18 with two fours and a six from seven balls and it was a done deal that the Warriors will suffer their first defeat in their fifth match this season.

The Guyana Amazon Warriors remain on eight points and will now take on the St. Lucia Zouks tomorrow in their final home match and will look to resume their winning ways as they prepare to hit the road again.
