CSEC records 64% pass rate, CAPE 90% T

he Caribbean Examination Council (CXC) on Friday announced that there is an overall pass rate of 64 per cent of students scoring between Grade One and Three after the Caribbean Secondary Education Certificate (CSEC) results were analysed.

It also stated that despite a drop in the number of persons writing the exams, there was an increase in the number of subjects being written by students. The results were officially released on Friday in Anguilla.

During the presentation of the results, it was noted that 55,130 males wrote the exams compared to 77,544 females.

However, there was a decline in the performance in Mathematics when compared to 2015. Overall performance in Mathematics

saw a 13 per cent decrease. Candidates recorded a 44 per cent pass rate in Mathematics this year as opposed to 57 per cent in 2015.

Glenroy Cumberbatch, a Registrar at CXC in Barbados noted that there has been a general decline in the Science subjects over the past two years. Also, a decline in Information Technology was also recorded.

On the other hand, English Language saw an improvement from 60 per cent in 2015 to 67 per cent in 2016.

Meanwhile, the performance in the Caribbean Advanced Proficiency Examination (CAPE) saw the region attaining a success rate of 90 per cent. The official results for both exams were released on Friday night at 22:00h.

Guyana has been strug-

gling to boost its student performance in Mathematics and English, but last year the country saw improved pass rates at the level of CXC and CAPE. This prompted Education Minister Dr Rupert Roopnaraine to register commendations to the students for their overall performance.

Chief Education Officer Olato Sam had also disclosed, with respect to Guyana, that the analysis of the 2015 CSEC results revealed that the overall pass rate at the General and Technical proficiencies for Grades One to Three was 62.72 per cent as compared to 60.21 per cent in 2014, while the overall 2015 Grades One to Four pass rate was 84.4 per cent.

Of the 35 subject areas written in 2015, 15 recorded excellent performance with the Grades One to Three passes exceeding 75 per cent.

In addition, satisfactory performances were recorded in 13 subjects, where the Grades One to Three passes surpassed 50 per cent and Grades One to Four passes were in excess of 75 per cent.

With CXC’s 2016 results out, observers are awaiting the breakdown to con-

firm whether Guyana has also registered a decline in the areas of Mathematics, Science and Information Technology compared to last year’s figures.

What is certain at this point is that in order for students who wrote the CSEC to uplift their results, they must return all borrowed textbooks that were issued by the Ministry.

The Education Ministry in a recent release had outlined that “Students who fail to return the textbooks,

which were loaned to them by their school, will not be able to access their CXC results. This request is in keeping with the Ministry’s Textbook Policy, which states: “Learners must return books before Progress Reports, Examination Results, Recommendations, or References are uplifted.”

The Ministry said it was forced to adopt this “unfortunate position in an effort to provide adequate textbooks and similar opportunities to the next batch of students.”

ollowing an unfortunate crab fishing accident, a Pomeroon farmer hailing from Dredge Creek Village is now dead.

Reports are that Deonarine, 53, (only name given) left his residence on August 3, 2016, at 07:00h with the intention of catching crab at Somerset and Berks.

This newspaper was told that at about 14:00h, he returned home, expressing to his wife that he felt unwell.

She advised him to go to Suddie Public Hospital. He did and was admitted but died sometime after.

uyana as a country is in an economic crisis that will only get worse if Government continues to bury its head like the proverbial ostrich, instead of making urgent and critical investment decisions to turn around the country’s fortunes, rather than sit and wait on the possible revenue windfall from oil.

The clarion call was made by former president Bharrat Jagdeo who on Friday met with local business leaders to give his take on the country’s economic performances, pitfalls and worrying signals emanating from the current administration.

Jagdeo, a Russiantrained economist, and former finance minister of Guyana, told the Guyana Manufacturing and Services Association (GMSA) Business Luncheon, that Minster of Business Dominic Gaskin was in fact disingenuous in his pronouncements when he addressed the local business leaders earlier this year.

Addressing a packed Savannah Suite at the Guyana Pegasus Hotel, Jagdeo said that the ruling A Partnership for National Unity/Alliance for Change (APNU/AFC) administration is without a detailed development strategy for Guyana, unlike what obtained under his administration.

Jagdeo used the opportunity to take the Business Minister to task over his assessments for Guyana’s economy and reference to international indices, saying instead that the minister needs to outline what the administration is going to do in the short- and medium-term to alleviate the uneasiness in the business community.

Jagdeo said too that Minister Gaskin was wrong to use the performance indicators of neighbouring countries to justify Guyana’s

economic slump, since the circumstances in each of these countries were different.

Minister Gaskin in his address to the GMSA business forum earlier this year, suggested that neighbouring economies were performing poorly, and as such Guyana was in no economic crisis.

Jagdeo rubbished this argument posited by Gaskin by firstly pointing to the falling oil prices on the world market which has had an adverse impact on the economies of Venezuela, Trinidad and Tobago, and Suriname.

According to Jagdeo, low oil prices on the world market is in fact a favourable situation for Guyana, since it will and has allowed for greater international reserves giving government the fiscal space to make immediate interventions.

Excuses

The former President also used the occasion to give his assessment of the economy in the context of the recently presented 2016 Mid-Year Report, saying that the only new industry that Government has created is that of “manufacturing excuses.”

“It’s not the excuses that will move our country forward,” extolled Jagdeo.

He told the manufacturers that the economy has in fact been declining significantly and this is being

masked by the outstanding performances of two gold mining operations which, coincidentally, were brought into Guyana under the People’s Progressive Party/ Civic (PPP/C) administration.

Jagdeo expressed that if these two companies were to be disaggregated from the country’s overall performance, then it would reveal that there has been an actual decline.

The former president pointed out that a number of the traditional sectors of the economy have either been returning dismal performances, stagnant or marginal growth.

He said one would have thought that government would have put incentives in place to assist its local exporters since they are facing lower prices in the international market, coupled with increased competition.

According to Jagdeo, a prudent government would have been working with those exporters to ensure

they preserve their market share on the international scene.

He said what the government has in fact set about doing is reviewing downwards the concessions it affords to the Private Sector and investors – normally meant to act as incentives to stimulate economic growth.

Adverse signals According to the former President, the signals being sent by the current Administration can in no way serve to provide any levels of assurance, and will in fact serve to keep investors out of Guyana.

He cited as an example the use of the Special Organised Crime Unit (SOCU), along with pronouncements from officialdom that the Guyana economy was in fact being buoyed by illegal drug proceeds.

According to Jagdeo, no serious international investor will want to come to Guyana in face of such signals being sent by its government.

Youth and unemployment

A

s the world celebrated International Youth Day on August 12, the accolades and proverbial clichés attesting to the power, energy and dynamism of youths have been articulated by all and sundry. However, the grim reality facing the majority of the world’s youths is that there are not enough avenues available for them to manifest the potential of the accolades being ascribed to them.

In Guyana, the Caribbean and around the world, millions of youths are stagnated and their future prospects of being visionary leaders and positive contributors to the world economy are crippled simply because there are not enough jobs to satiate the demand for employment, particularly youth employment.

According to the World Economic Forum in a 2016 report, “73.3 million of the 200 million globally unemployed are young people (aged between 15 and 24). In two-thirds of European economies, youth unemployment remains above 20 per cent, and more than one in three unemployed young people have been looking for work for more than a year. Work, if it comes, is often below their expectations for a quality job. The Middle East and North Africa have had rates of youth unemployment close to 30 per cent for decades, and these remain the only regions where things have continued to worsen over recent years.”

The Caribbean Development Bank (CDB) in 2015 reported that Guyana’s youth unemployment rate is among the highest in the Caribbean at a staggering 40 per cent. The report also stated that youth unemployment in the Caribbean is at a very high 25 per cent. Apart from being unemployed, most of the young people who do have work are still living in poverty. This is especially true in developing economies. The International Labour Organisation (ILO) estimates that, “together, the unemployed and the working poor account for two-fifths of the global youth labour force. One in three – an estimated 169 million young workers – live on less than [US] $2 per day. If you move to $4 a day, the figure becomes 286 million.”

Scholars have argued that this leads to underemployment where the youths, faced with no other alternative, work in lowerskilled environments and will do it for less money for the rest of their lives. The ILO and other international bodies are aware of the militating problem of youth employment and have outlined the need for action to be taken in the 2030 Agenda for Sustainable Development of the United Nations.

In Guyana however, there seems to be no coherent plan to address the staggering 40 per cent of youths that we have unemployed, in addition to those who are working but are underemployed. Our Government is clearly embracing the outdated neo-liberalist construct – which is responsible to the devastating economic recession of 2008 – and believes that capitalism, the Private Sector should be the drivers of economic growth and jobs.

This was exemplified in the speech of President David Granger when he said the populace should not look to Government for job creation but rather the Private Sector. Even though he posthumously articulated in favour of providing jobs for youths, the damage was already done. His prior comments reflected clearly the position of his Administration with respect to youth employment, that is, assigning priority to policies for job creation was not their concern.

However, economists are of the view that providing jobs in the quantity and quality that we need will require action from governments. According to the World Economic Forum, “we recommend that Government policies support employment and lift aggregate demand, including public employment programmes, wage and training subsidies, sectoral programmes, counter-cyclical fiscal policies and youth entrepreneurship interventions.”

What our Government needs to do is partner with international organisations such as the development banks to implement targeted polices that would make a difference in the labour force equation. Instead of wasting tax payers monies on projects that will see very little return on investment, such as the half billion that was spent on the Durban Park Stadium, when we already have the Providence Stadium, the Government should invest in doing a feasibility study and consequent impact plan on the jobs that will be needed in the near future.

This way the University of Guyana will know what areas to target and plan its curriculums to suit.

In the United States, the Obama Administration realised, through studies, that in the near future much of the level entry and semi-skilled jobs will be replaced by robots. Consequently, they are pushing for all their children to learn coding in their schools so that they can be the future programmers; in so doing guaranteeing jobs for their youths.

Trump's hate campaign Dear Editor, Republican Donald Trump’s Presidential campaign of race hate against minorities and immigrants should be cause for concern to Guyanese and other immigrant groups in the United States as well as Guyanese in general looking forward to migrate to America.

The Republican nominee has been running a narrow ethnic appeal campaign, first for the party’s nomination which he won, and now for the Presidency, appealing almost exclusively to white voters based on racial bigotry, ethnic divisiveness and hate. He appeals to white basal instincts or white nationalism that has not been seen in decades in American politics.

Fair minded people must speak out in every way possible, whether in Guyana or America or wherever, against the politics of hate from Trump or from anyone else for that matter in any country. There must be no place for race hate and certainly not white nationalism in multi-ethnic America. History is replete of examples of what happens to countries and people when politicians appeal on hate or discriminate against others.

This is not the Trump people grew up admiring. It is inexplicable why he would run such a narrow race hate campaign. Trump must be convinced by his election strategists that white voters alone will be sufficient to give him the Presidency. It is possible but is a long shot as his competitor, Democrat Hillary Clinton, who runs on national unity has the

edge.

Trump’s calculations could very well be wrong as winning an election on white votes alone is almost impossible, and even if possible it is wrong for a candidate to direct his campaign towards only one race in a developed multi-ethnic nation like America.

One can understand ethnic electoral appeals in Africa or Guyana or Trinidad where there is stiff competition for ethnic control of the state, but there should be no place for ethnic appeals in America the way Trump has been campaigning.

Trump increasingly depends on whites to win the general elections in November. Currently, Trump trails Hillary 50 to 42 per cent in national polls overall. But opinion polls show him leading Hillary Clinton among white males by 58 to 38 per cent.

However, he trails Hillary among white women 60 to 38 per cent. The only way Trump can win is if he maximises white turnout and if minority turnout is minimised.

The electorate is 68 per cent white to 32 per cent non-white. Trump needs to get over 60 per cent of the white votes in order to win; right now, he is running well below that. He is doing very badly among minorities – 5 per cent among blacks, 15 per cent among Asians and Indian-Americans, 2 per cent among (native) American-Indians; and 10 per cent among Hispanics.

Minority turnout is usually lower than whites but this election could see the highest minority turnout

since 2008 when minorities, blacks in particular, came out in record number to vote in the first minority President.

Trump runs a disgusting campaign that represents exclusion and hate and is Islamophobic and xenophobic. He has become the champion of white interests in America. He has been preying on white ignorance of life in America, blaming minorities for their economic problems.

Over the last nine months, the world has witnessed Trump inciting hatred against Muslims, immigrants, women, and minorities of all stripes (Hispanics, Blacks, Asians, Indian-Americans, American-Indians, etc), handicapped, poor, food stamp recipients, and anyone who critiques or opposes him. If you don’t support him, he attacks you.

Early on during the campaign for the Republican nomination, Trump appealed on race attacking minorities and immigrants to cement the Republican nomination as most primary voters tend to be nationalistic. As he recognized he would not get much minority and immigrant support, he went on a campaign of race hate and xenophobia that has been condemned by fellow republicans as “racist”.

Although he appeals to race, this was not the Trump people knew just a few years ago. As Asians, Hispanics and Indian-American attest, Trump was warm towards minorities and immigrants, advocating for an open immigration policy. All of his (former) wives, except

one were/are immigrants. It is inexplicable why a man who became wealthy employing or doing business with immigrants and minorities, who contributed significantly to his becoming a billionaire, would attack them.

Some of Trump’s proposals are impractical, but they appeal to the anger and frustration of working class whites who have seen their standard of living decline or remained stagnant.

Trump has threatened to deport all undocumented immigrants and to build a wall on the US-Mexico border to keep out Hispanics. He plans to close down Mosques and expel some Muslims.

He also said he would expel Muslim refugees.

None of these proposals is workable and will never happen even if Trump wins the Presidency. He has refused to condemn white supremacy. His supporters beat up Hispanics and threatened Muslims (Arabs) and many a times, Indians like myself, have been misidentified as Arab and pounced upon by bigots.

His supporters spat on immigrants like me, and they have also accosted blacks in rallies relating to “Black Lives Matter”.

There should be no place for a Trump Presidency unless he shows he has changed and is willing to embrace people of all ethnicities and immigration status. His fear-mongering and ethnic bullying should be rejected and GuyaneseAmericans should work towards that objective.

Independent committee should review pharma contract Dear Editor, I make reference to the President’s appointment of two senior Cabinet Ministers and the Prime Minister “to review, examine and report on a contract for the storage of drugs and other medical supplies”, which it would appear is a clear case of conflict of interest on the part of the appointees.

With what unbiased disposition and independence could these Cabinet members “review, examine and report” a highly controversial issue surrounding another Cabinet colleague, the Minister of Health? Reading newspapers’ reports it was clear that some Cabinet members relentlessly defended the Minister of Health when the matter was debated in Parliament earlier

this week.

One would have thought, given the publicity and public perception that borders on an obvious opaque contract for the storage of state pharmaceuticals that involved millions of taxpayers’ dollars, that an independent committee comprising of some of the same ‘forensic auditors’ that were used for recent state audits could have been appointed to “review, examine and report” on the said contract.

This would have removed all elements of distrust, biasness and gained the confidence of the nation.

Editor, my attention was also drawn to the invited comment by Public Security Minister Khemraj Ramjattan in another section of the media, who stated that he was

concerned (most rightfully, I think) about the matter, but when he stressed that “something like that should never be repeated”, it was a most disappointing statement from the minister responsible for national security. Had he said that something like that should never have happened, it would have been most appropriate in the line of his national responsibility.

His statement that ‘it should never be repeated” points to a high degree of condonation, which implies that it is OK now, but don’t do it again.

This is the statement from a Cabinet Minister.

IAC questions proposed communal Lands Commission

Dear Editor, The Indian Action Committee (IAC) has noted statements made by President David Granger which were issued as part of his address at the Fourth Annual State of the African Guyanese Forum organised by the Cuffy250 Committee and held at the Critchlow Labour College on Sunday 7 August, 2016.

The IAC is particularly interested in the statement by the president: “It is the intention of this government to establish a Lands Commission in order to rectify the anomalies and resolve the controversies which, up to now surrounds thousands of hectares of communal lands which were purchased in the post- Emancipation Village Movement.”

The IAC recognises that, in Guyana, the only agency that is legally authorised to deal with land and land issues is the Guyana Lands and Surveys Commission (GLSC), which was established by an act of Parliament.

The IAC believes that the “anomalies” and “controversies” must be fully explained to the entire population of this country before any attempt is made to set up a parallel agency to the GLSC. The IAC therefore calls upon President Granger to define the terms of reference

of the proposed communal Lands Commission giving reasons why these particular land issues cannot be dealt with by the GLSC. The IAC believes that any Lands Commission separate from, and independent of, the GLSC must not interfere with the work of the latter but be advisory in nature.

The IAC also believes that such an advisory body must have representatives from civil society, trade unions and religious bodies: and must be multi-ethnic given Guyana’s ethnic diversity.

The IAC wishes to caution President Granger that such a communal Lands Commission must not be a political vehicle that only responds to demands from Afro-centric organisations and commentators.

The IAC wishes to remind President Granger that if these “anomalies” and “controversies” are linked to reparations then these issues should be directed to the committee set up by Caricom to seek reparations from European countries.

The IAC, since the publication of the address of President Granger in the print and electronic media, has been bombarded with questions by many persons of Indo-Guyanese origin, both within and outside of its membership, who, given the turbulent history of

this country, fear that their lands may be taken away from them by the Granger Government and given to Afro-Guyanese: and they are very apprehensive as to what mechanism, outside of the Law Courts of Guyana, would exist to address any grievance in this proposed new system that might inconvenience and victimise them.

Corrupt practices do exist Dear Editor, It is heartening to know that Minister of Communities, Ronald Bulkan, has warned the regional executives against corrupt practices during a meeting to refine the 2017 Work Programmes. But mechanisms should be put in place to stop the corrupt practices already taking place.

I have written two letters to the media where I outlined the corrupt practices of the Region 6 Tender Board and the poor budgetary planning which was inherent in the 2017 Region 6 Estimates.

In fact the planning of the capital works was mostly done by two individuals who grossly neglected to reflect the priority projects submitted by many of the Neighbourhood Democratic Councils (NDC) much to the chagrin of the chairpersons and overseers.

These NDCs were asked to provide proposals which were then unceremoniously thrown aside.

This happened at my NDC as well. I was told

by Vice Chairman Dennis Deoroop that he and the region’s engineer went through all the areas and they know exactly which project should be given priority.

I specifically raised this at the Budget meeting. I asked why the excavation of two main drainage canals in the Kilcoy/ Hampshire NDC were not in the Budget and was told by the regional chairman that the region will use their excavators to do the work.

I have been hearing this for the past four months while my NDC has been experiencing flood after flood!

What is the use of talking about community empowerment and local government when the NDCs do not have a say in the formulation of the Region’s Budget?

I do hope that the Region 6 REO will give an unbiased account to Minister Bulkan as to what actu-

ally is taking place at the Tender Board and who actually formulated the 2017 Budget.

I know that this REO has said on many occasions on his TV programmes that he is committed to wiping out corruption in Region 6.

It is time for him to walk the talk!

In conclusion, I must submit that to get rid of corrupt practices, they must be nipped at the bud and as the minister stated there must be a commitment at all levels to achieve the highest standards of accountability and transparency.

I must congratulate Minister Bulkan for realising that corrupt practices do exist and for taking such a stance and making such a commitment.

Hospital patients face death Dear Editor, It has just been brought to my notice that the Ministry of Public Health has rented a house in Sussex Street, in a rundown slummy area to store medical drugs to be used by the hospitals in Guyana. The house has no proper rack system, no facility for testing and is in unhealthy surroundings.

It is well known that drugs could deteriorate

from poor storage and could be infected from the surroundings. What is even more frightening is that patients could die in operation with use of deteriorated ant-biotics and other drugs.

Could President

Granger urgently intervene in this matter and bring the Minister of Public Health to confirm to proper health rules?

As I got older, I realised his rage wasn’t about me.

His childhood had its share of trauma and instability.

My grandfather, a union organiser, endured frequent Police beatings and moved his family frequently to dodge the Klan. My father also endured a difficult weeklong hospitalisation as a child – coming home after a week strapped to a metal bed with a thin mattress. Parents were not allowed to stay in the hospital with their children in those days. When he finally saw his mother, my father dug into her and wouldn’t let go for days.

So, my father brought more than a little baggage to our family. The fear and anger he carried with him spilled over into his relationships with us. He had a short fuse, and my brother and I had to tiptoe around the house to avoid being the spark that set off his next big explosion.

Parenting can trigger every fuse you have – even ones you didn’t know you had. The problem is, when we unleash that fury on our children, it deeply frightens them. Children are sensitive: they are born with emotional brains already

developed and primed to pick up on our tension and anger, even in infancy.

But, although our children notice when we yell, scream, or grab too tight, they are not at fault. As psychologist Laura Markham notes, “…no one

But when you bring some consciousness to your anger, over time, you’ll find the grip begin to loosen.

H

undreds of sugar workers on Friday took to the streets once again, rejecting what they said are the oppressive conditions under which they have been mandated to earn a living, and are calling for an immediate intervention by the relevant authorities.

Workers attached to the Enmore and La Bonne Intention estates, East Coast Demerara, chanted “enough is enough!” as they paraded the streets, saying that they will no longer stand for the oppressive behaviour of the management of the two factories.

They are protesting that the merging of the two estates has made it difficult to get a full week’s work.

They said the situation would more than likely cause them to leave the job eventually.

One worker said that usually workers would receive $2100 per day.

However, this amount has since been reduced to $700, which they say is very insufficient to maintain a family.

They are calling on President David Granger

and Minister of Agriculture Noel Holder to intervene so that the issues could be smoothly resolved.

One field officer of the East Demerara Estate said the protest continued from last week.

“Management is taking away one hour from us.

I wrote management on behalf of the workers… this is clear victimisation with what management is doing at Enmore...The workers stands side by side with this union...all we want is everything back to normal. We want back the one hour, LBI must remain LBI, and Enmore must remain Enmore,” he said, to the satisfaction of those gathered round.

The other protestors, who spoke with this publication, all had similar concerns. They maintained that the new arrangement will do more harm than good for them and their families.

The workers said they will continue to protest until a decision that is reasonable is struck between GuySuCo and the Union.

ter the protest, the Guyana Agricultural and General Workers Union (GAWU), also slammed the sugar corporation for forcing sugar workers of the La Bonne Intention estate to join with the Enmore Sugar Estate.

At a press conference GAWU President Komal Chand called on the sugar corporation to allow the much-needed dialogue that could see a remedy to the situation. He said the union will have to consider some “anomalies” between the rates workers at LBI received and that which they are being offered should they have to go to Enmore.

He said the situation is more than unfair since persons will be travelling from varying distances to get to Enmore, while the monies have been significantly slashed.

“We need to dialogue on these matters,” he told journalists at the union’s headquarters on Friday.

“We are faced with a wall…this is a serious matter and I think that the board of GuySuCo needs to intervene, not to allow this fragmentation and bad relationship to become worse,

because too much is at stake at the industry,” he said.

Chand said that some stringent measures have been taken to reach the authorities; however, things remain dormant, as there has not been as much as an acknowledgement from those sought after.

Meanwhile, workers insisted that GuySuCo must not demand that they work under less favourable conditions as they would be required at Enmore Estate.

According to GAWU, the workers have correctly observed that the 2700 hectare LBI cultivation remains intact unlike the LBI factory operations, which include the Field Workshop, Mill Dock, Field Lab, Stores, and Administrative Offices which were closed at the end of July. They said their work at LBI has not become redundant.

On the other hand, the field workers of Enmore Estate are objecting to the manner in which their counterparts at LBI Estate are being pushed over to their Estate. They are seeking to organise a meeting through their shop stewards and the Union’s Field Officer with the Management of the Estate to have some work issues addressed.

However, when contacted, the Estate Manager of Enmore Estate informed the Union’s Field Officer that GuySuCo had already made its decision.

Cocaine in fish accused, Kapil Thakurian

apil Thakurian of Foulis, Enmore, East Coast Demerara, who was busted at the Cheddi Jagan International Airport (CJIA) with cocaine hidden in frozen fish and shrimp, was on Friday remanded to prison.

Thakurian pleaded not guilty to the charge which stated that on August 9 at CJIA, he was in possession of 88.2 kilograms of cocaine for the purpose of trafficking.

Reports are that the illicit substance was unearthed in a quantity of frozen fish and

shrimp at about 18:40h by ranks of the Police Narcotics Branch, who intercepted a cargo shipment of 35 boxes of seafood.

Eight of the boxes contained the illegal drugs. The shipment was part of outgoing cargo destined for New York.

In court on Friday, defence attorney Peter Hugh made a bail application saying that his client had no knowledge of the illegal substance. However, his submissions were overruled and the defendant was remanded to prison.

The case will continue on September 26.

he Jamaican who was busted at the Guyana Post Office (GPO) with cocaine concealed in a shipment of deodorant bottles, pleaded guilty to narcotics trafficking on Friday.

Easton Stapleton, 54, admitted to Magistrate Leron Daly at the Georgetown Magistrates’ Courts that on August 10, 2016, at the GPO, he was in the possession of 526 grams of cocaine for the purpose of trafficking.

Unit (CANU) Prosecutor, Kunyo Sandyford-Thompson informed the court that on the day in questioned, Stapleton attempted to post a parcel at GPO where he first enquired if the parcel would have to be checked by CANU or not. It was indicated to him in the affirmative, which resulted in him picking up the box and exiting GPO. She added that a CANU officer became suspicious, followed Stapleton and intercepted him in the vicinity of Fogarty’s Store. He was directed to CANU’S office at GPO where a search was conducted on the parcel. It was then that CANU ranks found a whitish substance in deodorant roll-on bolls and paper markers. The unrepresented man told the court that he did not post the package since he failed to provide proof of address. He added that he was intercepted by the CANU officer while he was no longer in possession of the package.

According to the accused the officer had no right to search him since he did not possess a search warrant. He

said that the failure to show proof of address to post his package caused him to discard it in a nearby garbage receptacle. He noted that it is the

CANU officer who went into the garbage bin to retrieve the package. Stapleton will reappear in court on August 15 for sentencing.

man of Lot 12 James Street, Albouystown, Georgetown, appeared at the Georgetown Magistrates’ Courts on an assault and robbery charge.

It was alleged that on August 9, 2016 at Regent Street, Georgetown, while in the company of others, he assaulted and robbed Zujan Lieu of US$200, G$30,000 and one I-phone valued $60,000.

Defence attorney O’Neil Boston during bail application informed the court that his client has a fixed address and will be able to surrender himself daily to any Police Station, adding that the defendant is not a flight risk.

Police Prosecutor Kevin London did not object to bail, so Simon was granted bail in the sum of $70,000.

The case will continue on August 31, 2016.

n one of the old Bond movies, "Dr No", (waaaay before Daniel Craig!), we're informed if some type of action happens once - that's "happenstance". A second time, that's "coincidence" but if it then happens a third time, you better understand that's "enemy action", baby!! In other words what just went down on the Pharma bottom-house deal, is no innocent, coincidental series of "unfortunate events".

Happenstance: The Guyana Health Ministry'd been getting storage of pharmaceuticals FREE OF COST at the NEW GPC's 70,000 sq ft state-of-the-art warehouse for over ten years. Then out of the blue in March, the Ministry, on its own volition, REQUESTS rental of the full 70,000 sq ft facility - broken down into two, half for GPHC and half for the Ministry of Health. So far, so good.

Coincidence: The week after, the Health Minister gives a company a contract for a bottom house to store government's Pharma. Now THIS isn't the coincidence...as the goodly Minister said, he could've been just looking for a better deal than NEW GPC's offer. Very laudatory if this was all. But lo and behold - the Ministry immediately paid the company (actually a one-man operation by a firearms dealer) $25 million as DEPOSIT. The COINCIDENCE? This was the EXACT amount the arms dealer paid for the house!!

Enemy action: (well, really "actions" - plural) The third action was when the Ministry admitted it also paid rental of $25 million for the bottom house in March - when it still isn't ready to store some aspirins!! One would be forgiven for assuming this was a low-down, barefaced financing of the retrofitting of the bottom house to store Pharma!

Enemy action II: When caught like a startled deer in a headlight on a dark night - in Parliament - the Minister then claimed he'd paid NEW GPC two months rental at their requested rate. NEVER HAPPENED!!

Enemy action III: In all of this the Minister never mentioned the government has its own 25,000 sq foot facility - built by the US, free of cost - at Diamond. And the same Minister - then the SHADOW Minister of Health - swore if it were up to him, he'd move the government's Pharma from the NEW GPC's FREE facility to the Government FREE Facility. No enemy action there. But it's darned well enemy action when he shells out taxpayers' money to fund a private facility and then pay it a monthly rent - at a higher cost per square foot than the NEW GPC's!

But we don't even know the half of the cost - literally.

No warehouse's gonna stand the cost of maintenance, security, testing, shipping, etc...when they're not getting the contract for the Pharma to amortize their costs!!

Let's see the contract!!

Right after the elections, some AFC bigwigs jetted up to Toronto, made some of their campaign funders honorary Ministerial Advisors (business investments?), schmoozed a bit - and then attended an "Investment Parley" - which was what the jaunt was supposed to be all about. The investments? The nation's still holding its breath!

Falling flat in Canada, the AFC bigwigs arranged a “Guyana Means Business” investment conference in New York City. They went big time, this time - Harvard Club!! Which costs a pretty penny, let this Eyewitness tell you! Jetting up from Guyana were Vice President and Minister of Public Security, Khemraj Ramjattan; David Patterson, Public Infrastructure; Minister of Business, Dominic Gaskin; and Cathy Hughes, then Minister of Tourism and Communications.

Even though Wall Street was waaaay downtown we were told we'd have to beat American investors off with a stick. After we showed them we weren't just country hicks who'd just come to town!

But the nation's still holding its breath!

Sugar's down. Rice's down. Forestry's down. Bauxite's down. Together these employ more than half of Guyana's workers. But not to worry, says the Finance Minister, the economy's doing fine!

Why? Gold's up. Never mind it's mostly from foreign companies' production!! And the profits end up foreign!

GMSA President advocates realistic taxation systems … says manufacturing sector’s survival at stake

s Guyana’s economy continues to record dismal performances in various sectors, the Guyana Manufacturers and Services Association (GMSA) is calling on Government to put a more realistic system of taxation in place, since what currently obtains threatens the very survival of the manufacturing industry.

The local manufacturing representative body is also calling for an immediate revision of the import taxes applicable to some of its input commodities since the prevailing circumstances threaten the closure of several industries.

This alarm was sounded by the recently elected President of GMSA Eon Caesar as he, on Friday, addressed a business confab hosted by the umbrella body at the Pegasus Hotel.

Other business entrepreneurs in attendance included Private Sector Commission executive members Eddie Boyer, Ramesh Persaud and Gerry Gouveia, along with others.

The GMSA president, in an impassioned plea, said that in order for the Guyana economy to realise the projected growth rate for 2016 set at 4 per cent, “is up to all of us,” private sector and Government.

According to Caesar, achieving the 4 per cent projected growth rate will require the necessary injection of resources across the various sectors.

He made it clear in no uncertain terms that the taxation issues need to be addressed urgently, since the “survival of the manufacturing industry is at stake.”

Caesar said that the situation has been made even more critical since Guyana’s products are already not competitive on the international market as a result of its high cost of production, particularly as a result of the high cost

of electricity.

According to Caesar, a 40 per cent import duty will only serve to cripple the manufacturing sector. This import duty can potentially kill off small industries that have been pioneered by indigenous peoples in addition to established commodities, such as the production of margarine and ketchup locally.

This, he said, is as a result of the skyrocketing cost of production locally.

He lamented too, the imposition of the Common External Tariff (CET) imposed on imports.

GMSA, he said, will continue to ramp up its efforts for a more realistic taxation system to be put in place.

According to Caesar, “this is the harsh reality…we all share a responsibility for moving this nation forward.”

He said that it is with this in mind that the GMSA is looking to play a greater role in the formulation and

implantation of policies that will have a direct impact on the manufacturing sector.

GMSA executive Mark Bender in welcoming participants to the business forum, observed that this is the second such confab to be had this year.

He explained that the first such was held in June and was addressed by the Minister of Business, representing the Government of Guyana, hence the invitation which was extended to Opposition Leader Bharrat Jagdeo.

At the last forum, Bender recalled that the Business Minister had presented to the business leaders, Government’s broad outline of the performance of the economy and had also laid out some of the plans and proposals scheduled for implementation by the coalition A Partnership for National Unity/Alliance for Change (APNU/AFC) Government.

Govt want a proper functioning Integrity Commission – Granger

resident David Granger has stated that the Administration is working on “tightening” the legislations governing the operations of the Integrity Commission, pointing out that they cannot go ahead with what obtained previously.

He told reporters on his weekly programme ‘The Public Interest’, which aired on Friday, that he expects the legislation to be tabled in the National Assembly before the end of the year.

“We are looking at tightening the legislation to make sure that persons who may have committed illegal acts are actually prosecuted. Right now, it does not happen so we are working on the legislation, it will

be brought to Cabinet and I expect before the end of this year, there will be a functioning Integrity Commission…

We want a proper functioning Commission,” the Head of State said.

The President further stated that the Administration is going to create functional laws and functional organisational structure.

“Right now, what we inherited from the previous Administration is unworkable and you can see the attempts the previous Administration made, appointing chairpersons, it was poorly funded, poorly administered and it was just a dysfunctional organisation. So give us time but the work has to be correct, we cannot go into it with what we had before,” he remarked.

According to the Head of State, in the past, the Commission operated like a “post office”. He noted that persons would submit their returns but no action was taken. The Commission which is responsible for accountability of persons holding public office has been without a Chairman for some time and has reportedly been functioning with a skeletal staff. It is functioning under a CEO and a very small staff and a very limited budget. Based on the Commission’s Act, the Commission’s staff should comprise a Chairman, three Commissioners, a Secretary/ Chief Executive Officer, an Accounts Clerk, a Clerical Officer, a Receptionist, an Office Assistant and a Cleaner. However, Guyana

Times understands that almost half of these positions are vacant. From the beginning of the Integrity Commission’s mission, the People’s National Congress stymied its effectiveness when it refused to accept Bishop Randolph George as Chairman. The party refused to submit information on assets and other personal financial transactions. The Alliance For Change followed their lead after it was formed.

In the meantime, the People’s Progressive Party (PPP) and

other smaller parties made submissions.

Government had said there is still some work that has to be done on the Commission.

President Granger noted that while he recently held talks with staff members, which included a Chief Executive Officer, the question is the appointment of Commissioners.

On the other hand, in pushing transparency among public officials, the PPP/Civic Opposition had proposed a

motion to have Ministers’ tax records and statements be made available to the Integrity Commission and be released to the public.

However, that motion was defeated by Government. On the other hand, Opposition Leader Bharat Jagdeo had stated that he has already declared all his assets to the Integrity Commission and is willing to disclose his international possessions as well, if Government is prepared to follow suit.

he final report of the Commission of Inquiry into the deaths of Antonio and Joshua George, who perished in the July 8 fire at the Hadfield Street, Georgetown, Dropin Centre, was on Friday handed over to Minister of State Joseph Harmon at the Ministry of the Presidency

by Commissioner Retired Colonel Windee Algernon.

Accepting the report Harmon said that the recommendations within the preliminary report have been taken very seriously and that President Granger has since requested of the Public Security Minister Khemraj Ramjattan that a “fresh look” be given to the fire safety precautions and possible fire hazards at government buildings.

“Now that we have the [final] report, we are confident that the various ministries and Government departments will look at the recommendations and do what is required so that we can provide safe and secure places not only for children, but for everyone. This was a tragedy, but as a State we have a responsibility to ev-

ery person… This is a wakeup call for us insofar as fire safety and security are concerned,” the minister said.

Copies of the report were also presented to Social Protection Minister Volda Lawrence, and Chief Fire Officer acting, Winston McGregor.

Minister Lawrence in brief remarks echoed Minister Harmon’s sentiments that the incident was a wakeup call and assured both the Minister and the Commissioner that the recommendations within the report will be looked at closely.

“There is already a meeting, which is scheduled to be held next week with the Director and Management of the Child Protection Unit in which we will discuss an action plan on how to implement the recommendations listed in the report,” she said.

McGregor assured the Minister that the Guyana Fire Service is doing everything in its power to ensure that all public buildings are safe and adhere to fire safety guidelines.

Commenting on the con-

tents of the report, Colonel Algernon said that in its compilation, she sought to provide much needed recommendations that would see the implementation of necessary mechanisms and systems that would prevent such an occurrence in the future.

Antonio George, 6, and his two-year-old brother Joshua George, along with three other siblings were taken into care at the Centre two days prior to their demise.

This was after an investigation into allegations that they were neglected and abused by their relatives.

On the day the children were supposed to be given to the care of relatives, the two young brothers perished in a fire which occurred at the Drop-in Centre.

It was reported that the younger brother was asleep in the dormitory when the fire started and as the elder brother was being taken out of the building by caregivers, he rushed back in to save his little brother.

However, he got trapped in the building.

he young girl of Two Friends Village, East Coast Demerara (ECD, whose body was found floating in a canal on Tuesday last was murdered.

This is according to the post-mortem report which stated that the teen died as a result of asphyxiation and blunt trauma.

The report confirmed the suspicion of family of the teen who suspected foul play.

On Monday, Malika Hamilton, 14, of Lot 11 Two Friends Village and a former student of Hope Secondary School went missing.

According to reports, the teen was last seen in the company of two boys. However, the two boys told her family that they dropped her off at a canal in the village after she said that she was going to visit her grandmother.

The family then launched a search on Monday evening but came up empty handed.

Illegal Venezuelans terrorising Guyana’s High risk pregnancies led to 2 Indigenous peoples – President Lethem stillborns – Ministry

W

hile Guyana holds steadfast to commitments to accept Venezuelans wanting to move from their crisis-ridden country on humanitarian grounds, Government has raised concerns of Guyanese being “assaulted” by persons from the neighbouring country.

Speaking on the weekly televised programme – The Public Interest – which aired on Friday, President David Granger pointed out that migration is currently a “ticklish” problem, especially in light of the events in Venezuela.

The President said he does not want to have people who are guilty of any wrong doing or involved in terrorism coming into Guyana, as he highlighted the troubles already existing at the border with the Spanish-speaking State.

“There are groups called “syndactylous”, which simply means gang or syndicates, which have been terrorising some of our indigenous people in the Cuyuni/Mazaruni Region, particularly in the Wenamu and Cuyuni areas. So we have to be very careful,” he remarked.

The Head of State noted that while Guyana is willing and prepared to accept people from Venezuela, or of any nationality in general on humanitarian grounds, the protection of Guyanese citizens comes first.

“Re-migrants who are fleeing economic or political persecution and who are prepared to abide by our laws, we are prepared to give favourable consideration. We are not simply going to open our borders

to a flood of re-migrants – people who are casually drifting in and out. But if there is evidence of political persecution or economic deprivation we are prepared to give favourable consideration to this,” President Granger posited.

The Head of State concerns come in light of recent attacks on Guyanese citizenry. Earlier in July, Chief of Staff of the Guyana Defence Force (GDF), Brigadier Mark Phillips, had confirmed that the army is working along with the Guyana Police Force (GPF) to investigate reports of a Venezuelan gang attacking Guyanese in the Arau and Mango Landing areas, Region Seven (Cuyuni-Mazaruni), along the Wenamu River in the Cuyuni Mining District and close to the Venezuelan border.

Meanwhile, in May 2016, Venezuelan soldiers opened fire at a vessel that was transporting mines officers of the Guyana Geology and Mines Commission (GGMC) in Guyanese waters.

According to reports, about 19:20h May 30, 2016, a chartered boat was ferrying three GGMC officers from Arau located in the Essequibo Region, when they came under fire from the Venezuelan military.

No one was injured in the attack which occurred one mile from the Eteringbang Police Station. It was reported that the captain of the boat was known to the neighbouring army and it was after he identified himself to the officers that they were allowed to proceed freely.

Venezuela is experiencing economic turmoil following the decline of oil prices on the world market over the past months. The situation had escalated to the point where President Nicolas Maduro had declared a 60-day state of emergency in May. Reports out of the Bolivarian State reveal that there is massive food shortage and limited access to basic health care and basic amenities such as electricity. Reports of rampant outbursts of looting and violence are also emerging from the neighbouring country.

With the situation in Venezuela deteriorating rapidly with no evidence of a turn-around, it was predicted that there will be a refugee crisis in the region, as persons from that country are likely to flee to neighbouring nations.

The Guyana Government had posited that it will accept Venezuelans coming here in search of better lives but maintained that they should not do so illegally.

he Public Health Ministry has released the post-mortem examination reports on the deaths of two babies in Lethem, Region Nine (Upper Takatu-Upper Essequibo), stating that their mortality were due to high risk pregnancies.

According to the Government Information Agency, Junior Public Health Minister, Dr Karen Cummings and a team of pathologists visited the region to meet with the mothers and to carry out autopsies on the infants, subsequent to an initial investigation by the Regional Health Services Department.

The post-mortem examination performed on the baby delivered by Sabrina Teloki revealed that the mother’s high blood pressure levels caused the infant to die. According to the Pathologist, there was no evidence that the baby was breathing during the period

of labour.

The other baby died as a result of a heart deformation. The report indicated that the mother, Nelita Greene, found out that her baby had a heart deformation, resulting in the baby not surviving the final stage of pregnancy. It is reported that she had defaulted from treatment during the course

of her pregnancy.

The Pathologist’s report states that the cause of death had been diagnosed as multiple cardiac malformations and intestinal stenosis.

Cummings expressed condolences to the mothers and suggested counselling for them.

Upper Mazaruni Councillors propose March, youth village hydropower plant for development hosted to observe

hydropower project for Region Seven (Cuyuni-Mazaruni) is one of the major proposals being made by the Upper-Mazaruni councillors for inclusion in the 2017 National Budget. The disclosure was made by Regional Chairman Gordon Bradford.

The proposal being made by the councillors is in keeping with plans of creating a green economy.

Bartica, located in the region, received township status earlier this year and is leading the way as a model green town.

President David Granger in October 2015 announced a five-point plan towards creating the green economy. The plan includes the promotion of the sustainable exploitation of the country’s natural resources.

Severe overcrowding on Upper Berbice Region school bus – parents concerned, officials seek assistance

egion 10 (Upper Demerara/Berbice) officials are concerned over the reported overcrowding on a school bus, which was provided by the Russian Aluminium company (RUSAL), to transport students from the Lattersville and Hururu areas in the Upper Berbice.

Regional Vice Chairman Elroy Adolph said he was recently summoned to an urgent meeting with concerned parents of students of Lattersville, concerning the issue, where it was reported that the 60-seater bus, which was initially intended for children of the company's employees, is severely overcrowded, with well over a hundred now be-

ing accommodated.

"The parents are very concerned because what was told to me at that meeting is that a lot of sexual activities take place in the bus...It's very serious... I remember bringing it up and the REDO (Regional Education Officer) saying it's not the Education (Department) responsibility to bring them to and fro, but I think as parents it's concerning for us. It's over a hundred and something children going to school from Lattersville, Hururu to Kwakwani,” Adolph stated.

He said he has written to RUSAL seeking an audience and is hoping to get a response soon as it relates to including another school bus for the students. Adolph said the parents complained that they cannot afford a bus

since the community is not doing well economically, as was the case in times past, since the lumber and farming industries have been on the decline.

Meanwhile, Regional Councillor Charles Sampson has called on the Regional Democratic Council (RDC) to look into the situation as speedily as possible.

"We need to have these situations corrected...We cannot tolerate that kind of behaviour that involves school children...We need to do something immediately to solve this situation," he stated.

Regional Chairman Renis Morian has however assured that he will write RUSAL concerning conduct on the school bus and also seek Government's as-

sistance in providing a bus for the students in addition to writing the Hururu Village Council. He also called for more support from the Ministry of Indigenous Peoples’ Affairs, which he noted is least involved in the affairs of the Region.

"I have written letters to this Ministry about three times about this, hence, collaboratively from the Office of the President, the RDC and Ministry of Indigenous Peoples’ Affairs, we should be able to deal with this matter expeditiously,” Morian said.

Additionally, councillor Sandra Adams said she is aware that RUSAL gives a monthly donation to Hururu for students travelling from Lattersville.

The knife used to commit the act was also handed over to the Police.

he Essequibo Dharmic Nawjawan has commenced its summer camp, which began on Friday at the Airy Hall Mandir. The two-day programme is being hosted under the theme “Moulding Tomorrow's Hindu Leaders.”

Attendees of the camp on the first day participated in discussions on how to communicate their thoughts more expressively, the importance of having good selfesteem and the benefits of positive thinking.

Additionally, the youths participated in games and exercises. At the end of the first day the children expressed satisfaction with the camp, describing the sessions as both educational and enjoyable. The will

continue today with arts and crafts, more games, and Hindu chants. Then, there will be an interactive discourse facilitated by physiologist Haimraj Hamandeo, which will delve into topical issues affecting society and their possible solutions.

Chairman of the Essequibo Nawjawan, Nandram Prabhu, in his address to the young people urged the youth to take full advantage of their opportunity at the camp, explaining that they were being afforded the chance to ask any burning, pertinent questions about Hinduism.

He went on to impress upon them to spend their recreation time productively, reading positive literature, such as scriptures.

NAIDS has welcomed a court ruling in Belize that means consensual, private sex acts between adults – regardless of sex or sexual orientation – are no longer illegal in Belize, saying the decision is a triumph for equality.

Chief Justice of Belize Kenneth Benjamin ruled on Wednesday that Section

53 of the Belize Criminal Code is inconsistent with the Constitution. It criminalised “carnal intercourse against the order of nature”, including anal sex between consenting adults. But the Chief Justice ruled that this provision violated the rights to human dignity, privacy, freedom of expression, nondiscrimination and equality

before the law.

A 2013 poll commissioned by UNAIDS found that two out of every three Belizeans were either accepting or tolerant of homosexuals (68 per cent). In addition, three of four respondents agreed that people should not be treated differently on the basis of their sexual orientation (75 per cent).

exican authorities are investigating reports of a tiger sighting nine months after another Bengal tiger escaped into a mangrove forest in another part of the country and was never recaptured.

An official at the environmental protection department in the attorney general’s office said Thursday that inspectors were sent Wednesday to the Gulf coast state of Campeche, where residents of the township of San Francisco Koben reported seeing a tiger. The species is not native to Mexico.

The official, who was not authorized to be quoted by name, said inspectors had not seen the beast despite patrolling the area by day and using cameras with sensors at night.

The Democratic presidential candidate paid an effective federal tax rate of 34.2 per cent last year.

Her running mate Tim Kaine, along with his wife Anne Holton, paid a rate of 20.3 per cent, his returns show. Trump, a hotel developer with a fortune estimated to be in the billions, has refused to release his.

Presidential candidates typically release their tax returns to the media to show their effective tax rate, charitable donations and other financial details.

Trump, who has released a self-reported financial disclosure form, said he will not

make his tax returns public until the Internal Revenue Service completes audits of them.

The IRS has said Trump is free to release his returns. Trump would be the first presidential candidate in decades not to release his returns. Then-President Richard Nixon released his tax returns in 1973, starting an informal precedent.

en inmates were killed as a suspected grenade blast and gunshots rocked a Philippine jail, officials said. Two alleged Chinese drug criminals were among the victims, while the warden was seriously injured in Thursday night’s explosion.

Senior Inspector Xavier Solda, spokesman of the Bureau of Jail Management and Penology, said eight of the inmates killed on Thursday night in the Paranaque City jail in metropolitan Manila faced drug cases, including two Chinese nationals found with large

amounts of drugs. The two others were facing robbery and homicide charges.

“During the initial investigation we can confirm that there was an explosion inside [but] as to what caused the explosion, the investigation is still ongoing,” Solda said.

He said they were checking reports that prior to the explosion the inmates wanted to meet the warden after learning they were to be transferred to another facility.

attempt but were waiting to talk to the wounded warden.

Local website the Inquirer quoted City Police Chief, Senior Superintendent Jose Carumba as saying the warden, named as Bantag, was inside the bathroom adjacent to his office when he heard a “commotion” among the inmates waiting in a receiving area. ussian President Vladimir Putin has dismissed his close ally and powerful Chief-ofStaff Sergei Ivanov, according to a Kremlin statement.

The move represents the highest-level demotion inside the Kremlin in several years. "Russian President Vladimir Putin has decreed to relieve Ivanov of his du-

ties as head of the Russian presidential administration," Friday's statement said.

Ivanov, 63, who is also a former Defence Minister and also served together with Putin in the Soviet-era KGB spy agency, would now take up the post as a special representative for conservation, environmental and

transportation issues.

He was appointed Kremlin Chief-of-Staff in late 2011, only months before Putin's 2012 re-election.

Ivanov will be replaced

by Anton Vaino, a 44-yearold former diplomat who had served as Ivanov's deputy since 2012, according to a decree signed by Putin on Friday.

"I remember well our agreement about the fact you had asked not to be in this area of work as the head of the presidential administration for more than four years," Putin said in a meeting with Ivanov and Vaino broadcast on state television.

"This is why I am sympathetic to your desire to move on to another field of work."

Region 5 youths to improve Woman brutally chopped by ex-husband recovering skills with library, IT lab

A

s Guyana and the rest of the world observed International Youth Day on Friday, youths and children from Region Five (Mahaica-Berbice) were graciously provided with a new environment to learn critical skills that will serve them well as they mature into adulthood.

A group of overseas-based Guyanese, including the USA Guyana Humanitarian Inc and the Ramrattan Family of the United States have opened a library and Information Technology (IT) laboratory at the Ramrattan Social Service Centre for Excellence at Woodley Park, in Region Five.

These facilities are now part of the Centre that was commissioned sometime back by the Ramrattan family to host the annual Academic and Skills Training Workshop for children and youths of the village.

In addition to opening the library and IT laboratory, the philanthropic group on Thursday hosted a graduation ceremony for the third batch of students who completed the annual workshop.

Social Protection Minister Volda Lawrence, was present at the ceremony and commended the youths and children for participating.

She noted that she was happy to see the large numbers, including parents, “because

we can have villages filled with children, but if we do not have families, parents, guardians and concerned citizens who recognise the value of having an education, then ventures such as these would not be successful.”

Minister Lawrence also commended the Ramrattan family, their partners and supporters for the works they have done to ensure their facility remains open for the benefit of the youths and children.

“I don’t think we can measure the value of what the Ramratan family has done in this community,” she said.

The group hopes to further expand their services offered at the Centre by partnering with the Ministries of Agriculture, Education, Social Cohesion and Social Protection.

Lawrence noted that her Ministry could not pass up the opportunity to partner with the supporters of these initiatives. She outlined that her Ministry through the Board of Industrial Training (BIT) will begin a partnership to ensure that the Ramrattan Social Service Centre for Excellence is utilised throughout the year by hosting skills training in various fields for young people.

The Social Protection Minister told the children that having academic certification is essential but acquiring a skill is an invaluable experience, as it teaches discipline.

“You can pass on that skill to your family, even your children,” Lawrence said. At the moment, the facility is only opened when the Academic and Skills

Training Workshop is held in August.

Treasurer of the Group, Angeli Maystry, a professional teacher in the United States, said that the workshop is usually conducted in collaboration with several local volunteers and the group is working on arrangements to have the library and computer facilities open to the children all year long with the support of those volunteers.

Pandit Prabudyal Ramrattan, on whose premise the Centre was erected, said he undertook the initiative in response to a need he saw locally during one of his visits home. A former teacher at the Rosignol Primary School left Guyana for England in 1966 and eventually settled in the United States.

President of the USA Guyana Humanitarian Inc, Mohan Singh, said he has been friends with Pandit Ramrattan for more than 25 years and did not hesitate to partner on this venture, having seen the need in many local communities.

Singh explained that annually, they use the workshops to teach skills in Information Technology, photography, entrepreneurship, agriculture, leadership, and reading.

Participants are also coursed in topical and social issues, and life skills to empower themselves, their families and community. He explained that the group is also spreading their wings in other areas, including Jamaica and New York.

anita Heralall, the young woman who was brutally chopped about her body by her estranged husband, is recovering slowly at the Georgetown Public Hospital (GPHC), with her next surgery scheduled for Monday.

The 31-year-old mother of five disclosed that the bones between her shoulder and elbow on her left hand were broken. She highlighted that though the healing process has begun, the bones are healing deformedly, and so surgery is needed to break the bones and reset them.

It was on July 31 that Heralall left her home in Liang Avenue, Georgetown, to commence her usual market shopping. At the market, she bumped into her exhusband, 38-year-old Ishwar Heralall, also known as “Buckman” of Anna Regina New Housing Scheme, Region Two (Pomeroon-Supenaam), Essequibo Coast.

In his company was her youngest child, who refused to speak to her. She accepted this and indicated to “Buckman” that she wanted no problems with him.

He left but subsequently returned as Heralall was approaching the bicycle she rode to the market. He then grabbed her left hand and requested that she speak to him.

When she refused to, “Buckman” dealt her several chops about her hand, and her head.

Meanwhile, in a bid to escape, he tried running through the crowd, only to be captured and dealt a thorough beating before being

turned over to the ranks at the Ruimveldt Police Station.

Heralall told Guyana Times that she has been married to “Buckman” for 12 years and endured domestic abuse for the sake of her children.

However, she noted that it became unbearable and she fled from their Essequibo home in October of 2015 and came to Georgetown, where she now resides with her reputed partner Dharmindra Phagoo.

Heralall was admitted to the GPHC on Sunday after the incident left her with an almost severed arm.

Meanwhile “Buckman” was charged in the Georgetown Magistrates’ Courts for unlawfully and maliciously wounded Wanita Heeralall, with intent to commit murder.

He was released on $600,000 bail and ordered to stay away from the VC and report to the Officer in Charge of the Criminal Investigations Department (CID). Heralall was also instructed to lodge his passport with the court.

Wortmanville flooding woes to lessen … bad disposal of solid waste poses problem – Community Coordinator

he Government has announced that the residents of Wortmanville, Georgetown, will soon be relieved from incessant flooding in their community, subsequent to an assessment of the area from the Ministries of Communities and Public Infrastructure, and the Mayor and City Council.

The Public Infrastructure Ministry’s Community Coordinator, Neilson McKenzie, stated that from the assessment, the collaborated team was able to determine the type of interventions needed, the Government Information Agency said.

Works are expected to commence today, as long as inspections are completed. De-silting activities will take place from Princes to Hadfield Streets and from Louisa Row to Vlissengen Road, McKenzie said.

He indicated that there are several factors that are contributing to flooding in the area, adding, “One is high tide, but the second factor is the continual bad disposal of solid waste and other waste, plastic still around

the place causing invariable blockages in areas we would rather not have blockages”.

He said further that in 2015 works were done to desilt the interlocking drains in the area. However, he explained that if such drains are cleaned and the main drains are not, then the situation will remain the same.

Meanwhile, a resident of the Wortmanville area suggested to the Community Coordinator that youths from the area be employed to assist with the works on Saturday.

by McKenzie that her suggestion would be taken into consideration.

“What we try to do is look at how we can make the most meaningful intervention, that means to get all this water off the land as quickly as possible, while at the same time ensuring we are able to employ as many people as possible,” McKenzie stated.

McKenzie also highlighted that the de-silting of drains and canals in low lying areas around Georgetown will be commencing soon.

An auspicious flag raising ceremony lead by His Holiness Mirza Masroor Ahmad, the world leader of the Ahmadiyya Muslim Community, marked the opening of the three-day event which is dedicated to promoting the message of Islam.

Decked in their finest traditional attire, thousands flocked the venue to share in the grand experience and celebrate the growth of their community.

His Holiness Hazrat Mirza Masroor Ahmad, who delivered the key address at the opening ceremony, encouraged all individuals to live a life characterised by bounteousness and in accor-

dance to the teachings of the Holy Quran.

The head Hazrat Mirza Masroor Ahmad then underscored the need to abstain from falsehoods and all other elements that contradict the message of Islam.

Furthermore, he remarked that while the observance of the 50th convention is quite an achievement, the purpose of the event remains the same: to encourage mu-

tual harmony and camaraderie among each other, despite differences.

His Holiness will also be delivering addresses today and Sunday.

Day two of the activities will also feature other speeches from key dignitaries from around the world, who will continue to spread the message of peace and speak out against extremism.

Lawrence pushes media literacy week

Women and Children in the Media: The presence of women, their administrative status; and the voices of children

ocial Protection Minister, Volda Lawrence on Friday challenged the local media fraternity to introduce a media literacy week to bring much needed attention to critical issues which the media can highlight. The Minister was at the time speaking at presentation ceremony of a report, “Women and Children in the Media: The presence of women, their administrative status; and the voices of children”.

The report emanates from a study conducted by Karen Davis with support from the United Nations Children Fund for the Ministry.

The study sought to examine how women and children are represented in the media and recommended, among other things, the need for “advocacy for an increase in the number of programming for women and by women to ensure that women’s needs and concerns are ventilated from a women’s perspective”. It also recommends that “there should be special programmes promoting child rights and responsibilities, the CRC

(Commission on the Rights of the Child) and sensitising all concerned to the protective measures available to children, and about institutions which exist to protect them” In this context, the Minister issued her challenge “to our local media – online, broadcast print and electronic – to build on the foundation of this UNICEFfunded document and others like it which currently exists. I want to advocate that all media owners and managers push for the introduction of an annual Media Literacy Week observance in Guyana beginning next year. There are critical issues which demand national attention and which the media can highlight during the proposed annual observance,” she said, adding that for women, the discourse can focus on, among other issues: Gender representation in the Guyanese media, women’s body image, and contributions of local women to Guyanese media evolution.

She also noted that the media is instrumental in

helping children to deal with related issues including cyber bullying, cybercrime, excessive internet use, sexting, sexual exploitation and pornography.

U N I C E F ’ s Representative, Marinne Flach described the report as very significant, noting that it highlights many issues for attention, including women’s representation on State Boards and the fact that women and children are often represented in the media in stereotypical ways. “We have a long way to go and we need to continue working on these issues…It is not a Guyana issue, a lot still has to be done worldwide.”

Describing the project as labour of love, Davis said that the 2014-2015 study stemmed from the 1995 Beijing Platform for Action, which flagged 12 key areas, including women and the media, where urgent action was needed to ensure greater equality and opportunities for women and men. It was conceived in collaboration with the National Resource and Documentation Centre of the Ministry of Social Protection headed back then

“The figures were starling. It was found at that time only 27.3 percent of the membership on Boards of Directors were women; 37.4 percent of women held managerial positions across the media and 34.9 percent of women were classified as professional,” she said.

The report also stated that there are less than 20 percent female editors, with the print media showing higher figures than the electronic media.

Times during the opening ceremony was the Deputy Head of the Jama’at in the United Kingdom, Akram Ahmedi, who expressed concerns about some of the challenges facing the religion globally.

“One of the difficult aspect is that of terrorism. It’s not just against the general population of Europe but also what’s going on in the Middle East and elsewhere as well.

This is a great challenge we have to overcome together as human beings. To do that, we promote peace conferences. His holiness, our spiritual leader gives almost on weekly basis, his speeches of how to bring peace on earth,” he stated, noting that the world is going through great turmoil.

In this regard, his message to the world is to return to their creator and reach out to humanity: “We cannot have one without the other. To worship God is to help mankind as well; they go hand in hand and that is what the message will be for us and around the world,” he expressed.

Meanwhile, the convention showcased many booths of crafts, literature, clothing, and food from many cultures worldwide.

Also, on display were many of the humanitarian projects being spearheaded by charity entities and nongovernmental organisation that are working in collaboration with the Ahmadiyya

Muslim Community to reach out to the less fortunate.

This unique event is the largest of its kind in all Western Europe, bringing together thousands of participants from all over the world every year to promote the message of peace and unity.

This annual gathering of the Ahmadiyya Muslim Community was initiated

by Hadrat Mirza Ghulam Ahmad, founder of the community who claimed to be the Promised Messiah.

The general sect of Islam considers the Ahmadiyya adherents (Ahmadis) apostates because they believe that there is another prophet who came after the final law bearing Prophet Muhammad.

The Ahmadiyya community believes that Prophet Muhammad is indeed the final law bearing prophet but that another prophet came as a follower prophet, serving the same law of Prophet Muhammad in accordance to the fulfilment of the prophecy of Prophet Muhammad as Mahdi and Messiah.

Mental Health Unit refurbished … has five psychiatrists

he level of mental health care offered by the Ministry of Public Health will be improved and the Mental Health Unit will seek to further decentralise its service to the community level.

Minister within the Public Health Ministry, Dr Karen Cummings, speaking on the issue of decentralisation said that the ministry has already commenced the process of conducting an hunman resources review that will lead to an HR strategic Plan after which the ministry and its partners will identify, train, and allocate additional resources to boost the mental health services particularly at the community level.

Minister Cummings also identified the need for a review of the current mental health legislation that does not allow for extensive mental health care and is outdated. It has also been recognised that persons with mental disorders are more prone to become victims of suicide.

“Several risk factors contribute to the high suicide rates in Guyana. The most common risk factors identified are acute emotional distress and depression. This factor accounts for 36.6 per cent of all cases. The care of the mentally ill is provided under the legislative framework of the Mental Health Ordinance of 1930, which is antiquated and fails to make provision for the protection of the rights of people with mental disorders.”

Meanwhile, Director of the Mental Health Unit, Dr Meenawattie Rajkumar, in an invited telephone comment with Government Information Agency (GINA), stated that the unit had not been properly structured to cater to mentally ill patients prior to May 2016.

Dr Rajkumar added that the unit can now offer counselling and occupational therapy to these patients in a refurbished environment.

She said that the unit is equipped with five psychiatrists, eight Social Workers and a pharmacy for the patients to have easier access

to treatment.

She remarked that the aim of the Metal Health Unit is to break the stigma that is attached to mental illness in Guyana. Located at 252 Quamina Street, South Cummingsburg, the unit caters for patients with mental disorders on an outpatient basis.

The unit’s Director said that the Public Health Ministry intends to upgrade the GPHC’s psychiatric department as a specialised in-patient unit, housing patients according to their level of diagnosis.

The organisation of mental health services, beds and professionals in Guyana is currently centralised, responding to persons with mental disorders and concentrating them at the National Psychiatric Hospital at Canje, Berbice and the Georgetown Public Hospital Psychiatric ward.

Persons with mental disorders are reported to suffer discrimination in their communities, workplaces, educational institutions, judicial services and the health care system.

Guyanese swimmer Jamila Sanmoogan did not make the semi-finals after finishing sixth in her 50m freestyle race on Friday at the Olympic Aquatic Stadium in Rio, Brazil. The teenager swam out of lane five and completed her race in 28.88 seconds.

Her performance kept her from advancing as she ranked 63 out of the 88 competitors that participated in the heats. Her race was won

by Faye Sultan, who is swimming for the Independent Olympic Athletes, in a time of 26.86s while Haiti’s Naomy Grand’Pierre finished second in 27.46s.

uyanese quarter mile sprinter Winston George finished fifth in heat six of his 400m event as the first round of races ended last night in Brazil.

Grenadian sprinter and reigning Olympic champion Kirani James won the event in a fast time of 44.93 seconds.

George, who was off to a fast start finished the race in 45.77s. He led at one stage of the race and was head to head with James heading into the stretch until failing to make the stride to the finish.

In second place was Jamaica’s Rasheen McDonald in a time of

45.22s followed by Matthew Hudson-Smith of Great Britain and David Verburg of the USA in third and fourth respectively.

Following George was Diego Palomeque of Colombia in sixth place in 46.48s.

For England, it was a day that finished on an uplifting note, and with the new ball

still fresh, they will expect to keep Pakistan's lead to the sort of manageable proportions that they achieved at Edgbaston last week. But the first session in particular was a very different story, as three catches went down, one of each of the batsmen to feature at that stage. As England themselves demonstrated in the first innings, when a spate of let-offs allowed Jonny Bairstow and Moeen to engineer their own recovery from 110 for 5, opportunities on this pitch are hard to recreate when they are allowed to go begging.

The pair had taken their stand along to 75 when Moeen made the breakthrough, albeit in mildly irregular circumstances. As Azhar dropped to his knees for a missed sweep, England enthusiastically called for a review. And so, into the fray came Younis. During the same passage of play in which Shafiq, on 99, was being tortured by Anderson's drip-drip tactics outside off, he simply leant back and caned the same bowler through backward point for four.

Shafiq's lack of showmanship meant he was well placed to absorb the pressure of the match situation, and it took England's most memorable moment of a poor day in the field to end his vigil on 109. Shafiq rocked into a pull only for Broad at short midwicket to cling onto a blinder with two hands, diving to his left.

He departed with disappointment, but he had more than played his part. Just as at Lord's, where his vital twin contributions of 73 and 49 were overshadowed by a masterful hundred from his captain, so this innings was destined to take second place in his nation's affections. Narayan takes up this scholarship in September 2016 where he will attend the Douglas College based in Vancouver and start his training with Shuttlesport Badminton Academy.

He continued in an upwards direction, winning all his age group tournaments locally. He then moved on to be Guyana’s Junior and Senior Champion. espite a rained-out day and the slow rate of scoring in the first two innings, India entertained thoughts of winning the St Lucia Test thanks to a masterful spell of swing bowling from Bhuvneshwar Kumar. Playing his first Test in a year and a half, Bhuvneshwar swung through the West Indies side with a spell of 11.4-616-5 as West Indies went from 202 for 3 to 225 all out.

With 98 overs to go in the match and a lead of 285 in the bag, India could think of declaring soon on the fifth morning. They made a good start to the endeavour, scoring 157 for 3 in the 39 overs they got on day four, a rate well higher than the 2.48 an over in the first two innings.

Kohli had taken the new ball as soon as it became available just before lunch despite the struggles of Jermaine Blackwood and Marlon Samuels against the turning old ball.

R Ashwin went on to get the other overnight batsman, Kraigg Brathwaite, and the two spinners had Samuels and Blackwood uncomfortable.

14-member West Indies Under-15 invitational squad is set to tour the United Kingdom this month. Their first match is against Hertfordshire at the Wollams Cricket Grounds on Sunday, August 14.

The tour will run for 13 days for the delegation that left the Caribbean on Wednesday, August 10.

The tour includes a series with six 50 overs-a-side matches. The team will watch Middlesex versus Durham on Saturday, August 13 at the famous Lord’s Cricket Ground.

“The tour has once again provided an opportunity for this age-group to be exposed and gain notable experience, following participation in regional competition. We are pleased to be able to partner with England’s Barmy Army Colts to make this happen,” said Roland Holder, Manager of Cricket Operations.

Former West Indies opener Robert Samuels is the head coach. He will be assisted by former West Indies bowler Corey Collymore. Courtney Walsh is team manager.

Meanwhile, David Palmer of the Barmy Army Colts said the tour should help forge a deeper partnership with the West Indies Cricket Board in building rising talent.

“The West Indies boys showed immense talent last year, and this is helping to enrich colts cricket in the UK,” he said.

ith the largest purse up for grabs in the 10th annual Guyana Cup, the top teams in horse racing are looking to make a big impact and walk away winners this Sunday at the Port Maurant Turf Club, Berbice.

The Elcock stable is the most successful stable to date; having four titles under its belt and will be looking to make it five come Sunday.

Colin Elcock is a third generation horse trainer and has already stated that horse racing runs through his veins.

As Elcock looks to close in on his fifth title, he said, “At the moment, the changing in weather patterns have made it frustrating to get the horses but all is going good.”

Elcock added that he sees himself as an entertainer and this event provides a lot of people with a job, mentioning that he will be heading out to give spectators a wonderful display of horse racing while uniting the people.

He added that at the end of the day, one will be looking to walk away with the top prize.

The Chris Jagdeo stable is also gearing up for the top horse race meet of the year and with the Jamaican horse “Call Me Boss” rep-

Angelica Hilversum, who is here for the second time, noted that she is here with her own horse from Suriname. She pointed out that the track is muddy when it rains which is making it a bit tough for the international horses to get familiar with but is enjoying the experience.

Fellow Surinamese Danny Grummels thanked the organisers of the Guyana Cup for including them, indicating that in Suriname, horse racing is very small and this will give them an opportunity to demonstrate their skills.

He revealed that his contingent has brought four horses but are not so familiar with the mud track, as they are accustom to sand.

Excitement will be very high as “Boefen” will be making his track debut in Guyana for the Suriname team alongside stalwart, “Axe Jumper”.

Thirty million dollars will be up for grabs this Sunday when these horses go on display to make history.

anager of the Amazon Warriors, Omar Khan, on Friday presented a cheque towards the Demerara Cricket Club (DCC) Youth Summer Camp 2016. The donation was made on behalf of the Guyana Amazon Warriors team and its owner, Dr. Bobby Ramroop of the Limacol and CPL Group.

This is the second consecutive year that the team has supported the summer camp. It should be noted that two players from the Demerara Cricket Club (DCC) represented the Amazon Warriors in the 2016 Caribbean Premier League (CPL). Those were Christopher Barnwell and Paul Wintz.

At the handing over ceremony, Omar Khan encouraged the youths to make the best use of the summer camp and the opportunity it

presents to them. He also reminded them that they are personally responsible for their own success and the advancement of their cricketing career and that whatever they put in will determine whatever they get out of the game.

President of DCC, Alfred Mentore, accepted the donation on behalf of the Club and extended gratitude to Khan, the Amazon Warriors and Mr. Bobby Ramroop for their continued support and commitment to the annual summer Camp. He stress the timeliness of this contribution which will come in very handy in offsetting cost and contributing to the success of this youth camp.

The Youth Camp is in it’s first week with programs planned for the other two weeks to include lectures on Umpiring, History of cricket, Public Speaking, Food &

Diet along with Fitness and Health. Mentore also encouraged the youngsters to make the best of the Cricket Camp, and emphasized that participating in sports is a good way of learning and encouraging personal discipline and responsible behavior amongst young people.

He also emphasize the need for many more such camps which will foster the growth of the game, an important nursery for the young kids and an introduction phase where youths learn the basics and fundamentals of the game. The summer camp is being led by our longstanding coach Garvin Nedd whom has been the most successful youth coach in Guyana, and the evergreen former West Indian player Travis Dowlin whom has always given solid support to the club and its programmes.
