New GNNL, NCN Board members receive instruments of appointment

rime Minister Moses Nagamootoo on Wednesday presented the instruments of appointment to some of the new members of the Boards of Directors of the Stateowned Guyana National Newspapers Limited (GNNL) and National Communications Network (NCN).

The brief ceremony took place at the official residence of the Prime Minister.

Minister of State, Joseph Harmon was also present at the ceremony.

According to a Government Information Agency (GINA) report, the Prime Minister highlighted how the Government was seeking to create an environment of transparency and accountability through the provision of information.

“The incorporation of the new Board members is taking place at a very auspicious time – when we are now repositioning our public communication platform to serve the people of Guyana, to be able to take information, as well as Government policies, activities to the people who pay Government to do these activities, and to enunciate these policies in their interest,” the Prime Minister explained.

He added that this new thrust of keeping the public informed started in May 2015, and was one that sought to ensure that “the public is serviced by their servants and agencies that they put in place to do the technical and professional work”.

Within this framework, the Administration has started an outreach via radio to Mabaruma, Lethem and Bartica, “so that no section of our population can feel left out from the flow of information”, the Prime

Minister said.

The Government is also facilitating training programmes to incorporate Indigenous people in the hinterland into the world of broadcasting, in addition to broadening the scope and content of the Learning Channel to reach more of the public, Nagamootoo explained. The Learning Channel is the only medium in the country, which allows for satellite connection to 16 locations across the country.

Minister Harmon also implored the new appointees to ensure that the public was given timely and accurate information. According to him, the Government has been doing “a lot of good works of which the public is unaware, since they are not given information in a timely manner”.

“If, as a state, we are unable to communicate the work that we do, we are unable to communicate our message to the length and breadth of this country,

then people will say that you are not doing nothing in the Government,” the Minister said.

“We have had those kinds of complaints; we have had that kind of statements made, that we have been here for two years and we are doing nothing. We have heard that quite a bit, but I think it is to the extent which people have not been informed properly, it is that extent that those statements will hold sway in our society,” he noted.

Harmon told the Directors that the Government expected that they would give guidance and oversight to the State’s primary broadcast and print media entities.

He also urged that they did so, with transparency while maintaining their integrity.

“We believe that your work is important. That whatever policy guidelines that you set, it is that, that will be reflected in the entities under which you have some control, and it is that information that would be communicated to the public,” GINA quoted him as saying.

“We are not here in the Government to tell you what to do. I believe that our work speak for itself, and we believe in transpar-

ency, and we believe that the Board should have integrity, and we believe that you should be open to the Guyanese people, so they can see what it is you are doing,” the Minister added.

The Minister of State also reminded the new appointees that the position was not about financial reward but providing a selfless service to the nation.

“I have the experience of many of our Boards that when people actually get to working on them, they feel that this thing is too much work, and that the remuneration package is not enough, but this here is a call to service. This is a call for you to give service to your country and to your community,” Harmon said.

Receiving their instruments for the GNNL Board were Chairman Geeta Chandan-Edmond and other members Aaron Fraser, Karen Davis, Ruel Johnson, Sherod Duncan, and Hilbert Foster, and for NCN, Chairman Enrico Woolford, Kamal Persaud and Dane Gobin.

The remaining members of the Boards were absent owing to their being overseas on training and other work. They will receive their instruments at a later date.

pposition Leader Bharrat Jagdeo is claiming that a Government Minister is cashing in on millions of dollars on a Guyana Power and Light (GPL) contract that was awarded for rehabilitative works on the company’s distribution network.

Jagdeo claimed the power company, with the blessings of the Minister in question, awarded a contract that was over a billion dollars above the second ranked bidder.

When asked during the press conference to name the Minister whom he is making the allegation against, Jagdeo noted that he will do so only after being in receipt of the supportive documents.

He was referring to the US$23 million (G$4.6 billion) contract award-

lion over the engineer’s estimate and is currently in litigation before the courts.

The rehabilitation of 328km of GPL’s low and medium voltage network is part of the Power Utility Upgrade Programme, which also includes the procurement and installation of smart meters throughout the network, intended to enhance the company’s operational efficiency. The project is being

funded through a multibillion-dollar Inter-American Development Bank (IDB) and European Union (EU) loan agreement.

Moreover, during Wednesday’s press conference, the Opposition Leader sought to address GPL’s Chairman, Robert Badal, denouncement that there are some $20 billion sitting in one of the company’s accounts.

Jagdeo, at a previous press briefing had contended that the monies were earned, “… because (GPL) did not lower the price of electricity when the price of fuel fell on the world market (proportionate to the drop in fuel prices).”

PNC and Praetorianism

A

t a media event at Congress to launch activities to mark the 60th anniversary of the formation of the People’s National Congress (PNC), its General Secretary, Oscar Clarke, emphasised that Guyanese, particularly the youths, should learn about the history of the party, and more importantly, about the ideology of its Founder Leader, Forbes Burnham. He insisted, “Our present leader (Brigadier (rtd) David Granger) has taken that mantle and is carrying forward the ideas of Burnham today, because they are so relevant to what is happening in this country, even now.” This might be the enunciation of “The Declaration of Sophia II”.

In 1989, to save the bankrupt economy, the PNC Government of Desmond Hoyte accepted as part of the IMF “stabilisation” package, the neoliberal premise that the State must be a “night watchman” – that is, play a minimal role in the economy and other societal affairs. This was a complete refutation of the Burnhamite ideology, which saw the State and its institutions – especially the Disciplined Forces – as playing the pivotal role in “modernising” all aspects of the nation’s life, not just the economy.

If President Granger is going to reintroduce the “ideas” of Burnham in the present, then indeed, our youths need to know what is in store for them. The President, as the present leader of the PNC, is uniquely situated to perform the role described by his General Secretary. Within the broad sweep of the ‘decolonisation” imperative Burnham had embarked on, his assessment was that Guyanese society was not disciplined enough to accomplish the farreaching changes that were to be initiated and executed in all the institutions of the State and society. Oscar Clarke referred to the collection of Burnham’s speeches, which was given the revealing title “A Destiny to Mould”. If the Guyanese people were to be “moulded”, what exactly would form the “mould”?

Burnham envisaged the military and military-patterned institutions as inculcating that “discipline” into the Guyanese people. Immediately on inheriting the State through the CIA-midwifed “electoral coup” of the PPP, Burnham dispatched some young Cadets – including the 19-year-old David Granger – to army schools such as Mons in the United Kingdom. He then disbanded the ethnically balanced Special Services Unit (SSU) upon the return of these young officers, and launched the Guyana Defence Force, with a number of British officers to bring them up to speed.

By 1970, however, Burnham revealed he did not want a hands-off “British-style” professional army: the GDF was to be the very tip of the vanguard spear that would re-orient the nation in the new path. Young David Granger was made head of the unit that would re-orient the army for its vanguard role. Young Elvin McDavid played the same role in another key State institution – the Public Service. When the Army by 1979 was being influenced by Walter Rodney, the British-trained officers of the GDF were shunted aside to allow a very junior but ideologically trusted David Granger to become its Commandant.

Now that the ideology of Burnham has been declared as once again guiding our national affairs, the superabundance of ex-military types and the programmes launched to resuscitate military organisations like the Peoples’ Militia and the Cadet Corps, since the PNC-led A Partnership for National Unity/Alliance For Change (APNU/ AFC) Government assumed office, now make sense. Just as in 1969, the intrusion by Venezuelan troops into our territory offered a rationale for massively expanding our militarised manpower, it is quite likely that the (fortuitous?) present meltdown of Venezuela might see a repetition of that policy.

But Guyanese must be wary of history repeating itself if the Government insists on using the army as a vehicle for “modernisation” once again. There is the danger of what is called “praetorianism”: the tendency of the military to intervene in political life in one of three forms: moderator, guardian, or ruler. In whatever form it takes, praetorianism undermines democracy and in a divided polity like Guyana will inevitably lead to authoritarian dictatorship.

Govt, Communities Ministry playing ‘GAM’ with taxpayers’ money Dear Editor, The Government through its Ministry of Communities is playing ‘GAM’ with taxpayers’ money under the pretext of advancing an inclusive development agenda. In reality, the game is synonymous with, and links one’s recollection to the perhaps forgotten marble game in which children would consistently miss the target, when there was nothing meaningful to do.

The fact is that the Government has woefully failed citizens on many local government fronts. In particular, the deliberate delay in the establishment of the Local Government Commission as the constitutionally approved institution, to employ meaningful mechanisms which will deliver tool and fine-tune inclusive development and complementary approaches to acceptable governance.

There is no doubt that the substituted approach being employed by the Minister, seeks to impose a conditional directive of Government’s influence to local government areas where they have little leadership control. Instead of the Commission, we witness targeted diversion attempts to coordinate directives to Regional and Neighbourhood Democratic Councils on the first hand, and more recently, to municipalities. The flawed approach has numerous defaults which are deceptive and intended to cover-up the impotence of the Government towards the constitutional local government framework.

The Municipal Conference held over the last weekend was attended by the Mayors, Deputy Mayors and Councillors, and the Chairmen and Vice Chairmen of APNU/AFC controlled municipalities and re-

gions respectively. This gathering includes staff from the Communities Ministry and other invited guests basically for the purpose of photo opportunities. It is noted that while the Mayors and Deputy Mayors, ‘only’, along with Chairmen and Vice Chairmen of the PPP controlled municipalities and regions were also invited to participate in the Conference, many rightfully opted to stay away.

Although the agenda touted an opportunity for laying a central plank toward Management training and Capacity building, the bottom line is that a framework for accountability in public office is already established.

Further, the agenda suggested timelines that would not have allowed for any detailed or meaningful exchange of technical or improvement strategies. As such, the intent is strongly recognised to be linked to the positioning of APNU/AFC constituency holders on a body that would determine obligations for other local government areas.

It was also touted at the Conference that the Guyana Association of Municipalities (GAM), has a critical role to play in the emergence of “developmental” local governments by building the capacity of their members to adopt good local governance practices and promote good local development. At the same time, it must be recognised that the current legal framework establishes the aforementioned functions as a responsibility of the Local Government Commission which is not being moved upon because it is expected to exercise balance which the APNU/AFC do not desire in PPP/C won local government areas.

So what are we really advancing? It seems much

more rational to fix the internal structures in accordance with the applicable laws and then do any required adjustments. If the Minister cannot rationalise, he must therefore provide reasonable and grounds for his repeated failures. It is known that the Mayoral sessions held are not likely to have any major fiscal impacts in the short- or long-term, as the municipalities are still dependent on funding recouped through the local governments structures or the appropriations of Parliament which are normally based on previously approved timelines and approaches.

Perhaps therefore, Minister Bulkan has achieved his partisan structure of control when one looks at the newly-elected executives as follows: President, Mayor Holland; Vice President, Mayor Marshall; Secretary, Mayor Wynter; Treasurer, Mayor Chase Green; Assistant Secretary/ Treasurer, Councillor Fraser; and Committee Members, Mayors Ramoo and Beckles, and Deputy Mayor Negeshwari Lochanprasad, Darul Khan, Carolyn Caesar and Waneka Arrindell. It leaves all to wonder the way forward with this addition of another bureaucratic tier.

But how will this serve meaningful LGA development? Seemingly, if it cannot be fiscal, then the approach has to be dictatorial.

It is known that the initial organisation of GAM formed during 2006, was themed towards gaining from the experiences of municipalities in other developed countries like Canada, which operates in accordance with the Constitution of those countries.

It is also noted that in the

absence of any serious attempt to streamline the implementation of the Local Government Commission, Minister Bulkan in his ‘thank you’ speech, at the Mayoral Conference, pledged fullest cooperation to working with GAM in pursuit of President Granger’s vision of strengthening all three levels of administration; i.e. national, regional and local to spur and deepen national development.

With the partisan political game now introduced at the level of the municipalities, it is foreseen that this sort of arrangement without the legal and operational framework of the Commission, would only compromise the good work that has already been done by and at some of the municipalities. It means that decisions pertaining to development, policies and the legal frameworks would have to be taken to the Association for clearance before implementation and or action.

The Government is fully aware that they cannot interfere with the operations and the decisions taken by any municipality so the next best thing in sight for them to maintain control of the townships is to have their Mayors, Deputy Mayors and Councillors placed at the executive level of Guyana Association of Municipalities (GAM).

This move is seen as a strategic one for the APNU/ AFC coalition Government to take and maintain control of all the municipalities, especially those that were won by the People’s Progressive Party. It is a game of GAM in which the marbles are likely to be lost.

Hanoman, Bhim Freddie’s psychotic obsession with Jagdeo are ‘tested and Dear Editor, Frederick “Freddie” Kissoon has used his platform at Kaieteur News to demonise the character, reputation and accomplishments of Guyana’s former President, Bharrat Jagdeo by constantly, relentlessly, and irrationally speaking ill of Jagdeo.

What purpose does this serve? How does such asinine commentary pass the print test at Kaieteur News? It is beyond comprehension to see what utility the hateful pronouncements made by Kissoon on the former President of Guyana advances our public discourse.

Kissoon’s attempts to strain logic, revise and deny history and to stain the character of another human being, in such a malevolent, divisive, irresponsible and dishonest manner are pernicious to the political, social, cultural, economic and cohesive development and growth of Guyana.

Witness Kissoon’s hateful fulminations on Jagdeo in Kaieteur News, by just extracting from his writings published

during the week May 18 to May 24, 2017, which illustrates and exposes Kissoon’s bloviating fixation on the former President, using irrational, absurd, vacuous, misleading, malicious and spiteful pronouncements that are nauseating and lack context and evidentiary value. Extracts from Kissoon’s writing refers: 1. May 24, 2017: “Jagdeo hegemony was the worst atrocity the British West Indies has ever witnessed.”

2. May 24, 2017: “…fifteen years of disastrous domination by the Jagdeo/Ramotar cabals”.

3. May 22, 2017: - Jagdeo came from a totally different cultural ambience. His ideological flow has deep ethnic underpinnings that Burnham and Jagan never had.”

4. May 21, 2017: “I saw Bharrat Jagdeo in 2016… This most powerful man in Guyana from 1999-2015 had become a figure that no one noticed.”

5. May 19, 2017: “The Jagdeo hegemony has been the most immoral, depraved, and uncivilised period in the histo-

ry of Government in power.”

6. May 19, 2017: -The fifteen-year period of Jagdeo/ Ramotar control is the darkest cloud that has ever descended on this country. The words that will follow this line come from the deep recesses of my mind, heart and soul – if in 2015 the PPP had won, Mr Glenn Lall’s life would have been in danger. I would have had my life endangered. The independent press would have been destroyed. The public service would have been ethnically cleansed. The criminal conspiracy would have exercised unhindered power. The Police Force would have become completely tainted at the top.”

The foregoing 10 extracts from Kissoon’s articles are just samples of Kissoon’s rambling on Jagdeo over a one-week period that demonstrates Kissoon’s obsessive, snarky, disrespectful and baseless pillorying of former President Jagdeo that has been stirring for several years.

What is the benefit of Kissoon having read from Plato to Schopenhauer and knowing the works of other great philosophers, which Kissoon waxes profusely about, yet Kissoon frequently focuses his knowledge on spouting immature and infantile nonsense about Jagdeo on an almost daily basis, in one of the most widely read newspapers in Guyana.

Wismar Massacre remembrance on May 26 in Queens

Dear Editor, Reference is made to Ms Rhyaan Shah’s commentary (May 21 edition of Guyana Times) on the Wismar Massacre of Indians and letter (GT May 13) on groups in Brooklyn, NY in conflict over the celebration of Guyana’s Independence anniversary, the date of May 26.

Guyanese Americans will commemorate this day in Richmond Hill, Queens as a day of “reflection and remembrance” as it was the date of ethnic cleansing of Wismar. The date is used to pay tribute to the victims of the “Wismar Massacre” and to those who fought for Guyana’s independence.

The 100th Anniversary Foundation, NY, a non-governmental organization (NGO), has issued a release promoting its commemoration of the 1964 Wismar massacre at a special “Remembrance & Reflection ceremony in Richmond Hill slated for Friday evening (May 26)”.

The NGO said that “May 26th should not be a day for celebrations”. It notes that during May 1964, “some 3000 Indo-Guyanese were victims of a massacre in Wismar” and neighbouring communities. There are countless reports of the massacre in the international media and on the Internet. It was reported and came to be known and referred to as the “Wismar massacre of Indians”. Some media reports stated that “May 26 was delib-

erately chosen as Independence Day to celebrate the expulsion of Indians from Wismar”.

Some describe it as among the first acts of ethnic cleansing in the West. Some of the media reported that “it was a pre-planned annihilation of Indians – many Indians were murdered, many Indian men were beaten and brutalised, hundreds of Indian women were raped, many females were stripped naked, children were terrorised and traumatised, countless Indian homes and business were burned down, and with all fleeing Wismar for safety elsewhere”.

The media (local and international) reporting on the incident described the 1964 Wismar Massacre as “an orchestrated orgy of violence against peaceful Indians”. Some reports quoted officials and the then British Guiana Police as saying the act was one of a “terrorist group X13 Plan”.

Right after the massacre of Indians on May 26, 1964, the People’s National Congress (PNC) held its party congress in Mackenzie that adjoins Wismar. The PNC eventually came to power in coalition with the United Force in 1964.

Burnham urged that May 26 be the date for Guyana’s independence; Dr Jagan and the PPP opposed the date. But the PNC insisted on May 26 and the British acquiesced.

The May 26 attack at Wismar left an indelible scar

on Guyanese who witnessed or experienced it; it remains a trauma to those who are still alive. It affected all Guyanese and several of them will describe their experience at the remembrance ceremony. The 100th Anniversary Foundation and other Guyanese groups in New York feel “May 26 cannot and should not be a day for celebration” alone and is inviting the public to its memorial programme in Richmond Hill, New York.

The groups say Guyanese

must embrace history and be willing to learn from its varied lessons so as to avoid a repeat. The 100th Anniversary Foundation, NY, says “Guyanese must not separate themselves from their history”.

And as such, it is commemorating the sacrifices and contributions made by and paying tribute to the victims of the Wismar Massacre. It will also reflect on the independence struggle.

Dear Editor, The record poor performances at the Guyana Sugar Corporation (GuySuCo) from June 2015 to May 2017 should not come as a surprise to this nation. It is directly related to leadership of the Corporation. The present Interim Management Committee is made up of individuals who are tested and proven failures and whose names are synonymous with disruptions, low production and low productivity.

To better understand performance of GuySuCo over the last two years, it is instructive to examine the recent history of leadership at GuySuCo as there are linkages. By the end of 2008, the Government of Guyana ended a management contract with Booker Tate, a UK company that was managing the industry since 1991. The end of that contract precipitated an immediate vacancy for a CEO and Mr Errol Hanoman was sought for that role. He negotiated a lucrative package having retired from Booker Tate around the same time.

In effect, Mr Hanoman, a pensioner, became the first “local” CEO after the Booker Tate era. He led the Corporation from 2009 to mid-2010 when he ceased to be the holder of the position.

In the years 2009 and 2010, GuySuCo produced 233,736t and 220,818t of sugar respectively. The Corporation recorded a decline in sugar

production by 12,918t. At his departure in mid-2010, Mr Hanoman was replaced by Mr Paul Bhim as CEO (ag).

He led the Corporation until mid-2014 when he tendered his resignation. For the years 2011, 2012, 2013 and 2014, sugar production was 236,506t, 218,069t, 186,754t and 216,359t respectively. In 2013, under Mr Bhim’s stewardship, GuySuCo’s production sunk to 186,754t.

Editor, it follows that whenever Mr Hanoman and Mr Bhim are at the controls, there was declining and record low production. It cannot be attributed to any other factor other than phenomenal incompetence by the Hanoman and Bhim coalition. The focus on these two men is because they have been brought back to the helm of the industry in mid2015 and we are witnessing abysmal performance of the industry as is demonstrated in last year production of 183,652t sugar and what would be when the first crop production of 2017 is declared, the lowest production in many years. By the way, Mr Hanoman seems to be in hiding since December 2015 when he paraded with production numbers of 231,000t sugar seeking every media outfit to claim credit. The two crops that were produced were nurtured and developed in 2014.

know there are some parents out there who say “It’s my way or the highway” and consider negotiating with a teenager akin to capitulation in battle. If you’re one of those parents, I ask you to reconsider.

Your child is not your enemy. If you make adolescence a battlefield, your teen may be more than willing to engage in battle.

A pitched battle is a very difficult way to spend the next several years. Instead, consider the value of engaging in negotiation, instead of battle, with your child.

Every kid is different, even those brought up in the same household.

The warrior Some kids are just born battlers; your job is to teach them the art of peaceful negotiation. These are the hardcharging kids who are so bent on their latest mission, they barely have time to stop, eat, and sleep. Learning to negotiate helps them realise that other people have different opinions, and it’s a good idea to know and understand those opinions – and how to play nicely with others.

The pacifist For some kids, engaging in any sort of the battle is the last thing on their minds. These are the quiet kids, the compliant ones, the silent ones who seem to blend into the woodwork and make it their life’s mission not to cause trouble.

This is a kid who needs to learn the art of negotiation just as much as the battler. Quiet kids can be hidden kids who lock away their thoughts and their hearts. These kids need to learn to come out of their passivity and experience how to stand up for themselves, their thoughts, and their desires. Who better to learn this valuable skill than with you, someone who knows and loves them?

You have to be willing to negotiate. You have to be willing to prepare your own thoughts and reasons for why you say what you do and to share those reasons with your child. Negotiation is exercise for the brain. Brain research shows that at around age 11, girls gain additional grey matter, centred in the brain’s executive

functioning area. Boys gain the same download of this grey matter around age 13.

It’s vital that teens begin to grow and use and stretch this grey matter through the type of reasoning that takes place with negotiations. Grey matter is a use-it-or-lose-it item. The brain eventually will prune away the neural connections not used during the teenage years. Higher-order reasoning activities, such as negotiation, are important to the growth and development of the mind, just as exercise is to the body. Negotiation is healthy mental exercise.

Negotiating with your child is also beneficial for you.

Through this process you’ll learn what is important to your teenager and why. Negotiation will allow you the opportunity to teach and learn from your child. Simply put, you’ll get to know your child better through your negotiations.

One thing I hear over and over again from parents of teenagers is that their kids just stop talking to them, stop sharing with them.

Negotiation is a way for talking and sharing to continue. Parents of teenagers are in serious competition with their teens’ peers, and rules are one of your aces in the hole. You might as well find a way to make the rules bring you closer together, instead of always pushing you further apart.

I understand there are some rules you will not be willing to change, that are not open to negotiation. These are rules like becoming involved in drugs, alcohol, or sexual activity. You may also have non-negotiable rules like all family members participate in chores, attend church, and speak respectfully to each other. Even though these rules are not open to negotiation, they should always be open to discussion.

Your child needs to know why you have these rules, where they come from, what good they are promoting, and what hard they are preventing. Apart from your non-negotiables, whenever possible, negotiate the rest with your child, finding a way to say yes as often as you can. (psychologytoday.com)

egotiations are the absolute lifeblood of relationships.

Consciously or unconsciously, we put negotiations into play in every relationship and in every family. The process goes on constantly. You negotiate the rules, the power distribution, the standards, the goals, the patterns, the practice and the rhythms of your family.

In family negotiations, you’re not looking for a quick give and take. You’re in it for the long haul. You should always negotiate from the high-road position, but most especially with your children so that they come away with their self-respect intact. When kids feel that their parents listen and take their concerns into account, it boosts their selfconfidence and self-esteem.

When you negotiate properly with your child, each of you should come away with the attitude, “I can support what you want because this isn’t your deal, it’s our deal.”

Your job as a parent is to set the boundaries, direct the important choices and instil the values and morals you deem important for your child. At the same time, when involved in any negotiations, you should always strive to listen to your children’s concerns so win, lose or draw, they at least know they’ve been heard. Children who feel they have a voice, feel they have power. Children who feel

“cool” status. Whatever the itch is, you need to determine whether there is a safer and more mutually agreeable method for satisfying it. There is more than one way to skin a cat, and if you’re creative, you can come up with an alternative way to get your child what he/she is really motivated to have.

Narrow the area of dispute It can be very helpful to first identify everything the two sides agree on. Find out what they really want Your child may say, “I want to stay out until one o’clock,” but there is a need or desire behind the request. What does your child hope to accomplish by staying out? It may be that all the cool kids are able to stay out until one o’clock, and she doesn’t want to lose her

Work hard to find a middle ground in which both sides give a little and get a little Maybe there are some limited risks you’re willing to take, and maybe there are some concessions your child is willing to make. The potential problem with negotiations is that they can degenerate into ultimatums and hardheadedness. You get nowhere, forging only resentment and rebellion. So, look for that middle ground, such as in the curfew example above. One am socialising might be a lot more palatable if it occurs at someone’s nearby home.

Be specific in your agreement and the outcome of the negotiations If there are behaviours you feel are important for the child to exhibit, describe them in detail so it’s easy to measure whether there’s been compliance. Don’t simply tell your teenager, “I want you to be more respectful to me.” State specific examples

Make negotiated agreements shorter term in the beginning and longer term after a period of adjustment You might negotiate a new curfew for two weeks, and agree that it will be revisited at the end of that period to see how things are going. Then, you might want to revisit the policy in 30 days, and then six months. Probably the most effective approach in negotiating with your children is to appeal to their sense of greed. Children typically don’t take a long view of things.

Remember, they want what they want, when they want it, and they want it right now.

If you want to motivate them for change, then appeal to that hedonistic impulse. Their greed doesn’t make them evil.

They’re just not yet socialized to the point of putting others’ interests ahead of their own.

So use that to your advantage in negotiations by catering to their short-term vision and building long-term behaviour patterns.

Jagdeo wants GINA Director criminally charged – for alleged abuse of public funds

pposition Leader Bharrat Jagdeo has called for charges to be laid against Director of the Government Information Agency (GINA) Beverly Alert, for (alleged) misappropriation of public monies, following the glaring admissions made in the Public Accounts Committee recently.

Alert appeared before the parliamentary body on Monday last and essentially told members that the GINA staff was paid bonuses in 2015 following approval from the Finance Secretary but under cross examination, it was found that a Contingency Fund advance made in 2016 was in fact used to make the payments in 2015.

“Beverly Alert, shouldn’t she be charged too from the AFC (Alliance For Change) for misapplication, misuse of funds… she should be before SOCU almost immediately and charged in court,” Jagdeo declared at a news conference he hosted at the Office of the Leader of the Opposition in Queenstown, Georgetown Jagdeo used the scenario to point out that the Administration’s pontification when it comes to fighting corruption as nothing

but a farce.

He was, however, asked why the People’s Progressive Party Civic (PPP/C) Chairman of the PAC, Irfaan Ali, did not act proactively and perhaps instruct that the Police intervene in the matter.

He told reporters the matter will be raised with the PAC Chairman but pointed to a hesitancy on the part of PPP/C given the demonstrated actions of the Guyana Police Force against the PPP/C. According to the Opposition Leader, the Guyana Police Force has continuously demonstrated a double standard in its dealing with PPP/C officials as against members of the ruling coalition.

“We have had cases where we have called in the Police on several occasions… the Police have two standards now, standards for going after PPP people and standards for APNU.” Jagdeo used the occasion to draw reference to staunch coalition supporter, Eric Phillips, a senior official at the State Asset Recovery Unit of the Ministry of the Presidency.

The PPP/C General Secretary pointed to statements Phillips would have

made, interpreted to mean death threats against the Opposition Leader and senior members of the PPP/C. He reminded media operatives the PPP/C lodged an official complaint with the Guyana Police Force and “until today we have seen no action.”

He wagered that had the admission to the PAC been made by a member of the PPP/C, “by now that person would have been before the courts charged.”

The PPP/C General Secretary and Opposition Leader posited the entire State apparatus would have been brought to bear in such an instance.

“The same thing with the Ruel Johnson matter,” Jagdeo recalled.

Johnson, the cultural political advisor to the Government, had recently publicly incited the torching of the Sanata Complex which houses among other businesses, the media grouping TVG, Guyana Times and RGI Radio.

The former President conceded that the “Public Accounts Committee must call in the Police on these matters… I will talk to the Chairman (Irfaan Ali) of the PAC but I do believe it is time that we get, since

that is the standard now that you are charging people for procedural breaches, then the standard must be applied consistently.”

GINA Director, Alert this past Monday called for auditors to again take a look at the entity’s finances, since the data she was furnished with contained glaring inaccuracies, which she was unable to explain to the Public Accounts Committee of Parliament.

The GINA Director, during an intense series of questions from Committee Chairman (ag) Juan Edghill, essentially threw in the towel and said “the

auditors probably have to come in back… maybe we have to scrutinise the books again. I can only go to what was provided to me by the staff of GINA.” The GINA Director was at the time being questioned over the use of a Contingency Fund advance to meet payment for staff bonuses at the end of 2015.

The cheques issued under the advance from the Contingency Fund were made in January 2016, but the bonus payments were made in December, which led to the back-and-forth exchange, eventually leading to a call for the auditors to take a fresh look at the books.

It was pointed out that for the Contingency Fund to be used in such a manner was “going further into a cesspool”.

Permanent Secretary in the Ministry of the Presidency, Abena Moore, sought to explain that the money was requested from the Finance Ministry on behalf of GINA – which falls under the Office of the Prime Minister in the Ministry – in order to make payments to the Guyana National Newspapers Limited (GNNL), publisher of the Guyana Chronicle.

The debt, according to Alert, was incurred by GINA in the period leading up to May 2015.

It was explained that GNNL was paid $9.4 million and the remainder of the money that had been requested was used to reimburse GINA for the bonus payments made.

The Contingency Fund advance totalled $11 million.

PAC member, People’s Progressive Party/Civic (PPP/C) parliamentarian and former Permanent Secretary, Nigel Dharamlall at the time took umbrage to this state of affairs.

“I don’t think expending public resources can be treated with a slap on the wrist,” Dharamlall said.

He added that it was unacceptable that Moore could just say the abuse of the Contingency Fund would not happen again.

Dharamlall called on the Auditor General to launch another investigation into the matter. According to the PPP/C member, “I think whatever measures need to be put in place, including disciplinary measures, should be put whether within GINA or the Office of the PS.”

Man killed identified as Blackmail… cricket coach, umpire

T

he man who died in a horrific accident at D’Urban and Smyth Streets, Georgetown on Sunday afternoon was identified as a well-known umpire and cricket coach attached to the Sport Department of the Education Ministry.

Sixty-seven-year-old Daniel Richmond, a father of 10, of Lot 49 Essequibo and Abary Avenues, North Ruimveldt, Georgetown, was reportedly returning home from attending church when the minibus in which he was travelling was struck from behind by a Toyota Tundra pickup.

Upon impact, the Route 41 minibus toppled several times before coming to a halt. Richmond, who was unidentified at the time, died on the spot while several others were rushed to the Georgetown Public Hospital, where they were admitted.

Those injured were Brian James, Kim Douglas, Jelani Williams, Ariel Eversley, Michael Bunburry, De Andre Smith, Ronaldo Bancroft, Deon Goodridge, Brian Desouza, Lynette Crawford, Godfrey Daniels, and sevenyear-old Otien Otto. At least

five persons remain patients at the medical facility.

At the home of the dead man, his wife, Cheryl SaulRichmond, told Guyana Times that she last saw her husband alive on Sunday morning when he returned home from work. He worked as a security guard during the nights.

She noted that after he arrived at home, she was already dressed for work when he informed her to prepare something for him to eat as well as put out a set of clothes for him to attend church. “I tell he that I late for work

and told him to come home early so that we can talk,” she noted.

She left for work and returned home about 15:00h.

At that time, she attempted to contact him on his mobile phone, but it went to voicemail. She tried several other times and it was the same thing. As she got up on Monday morning, he was still not at home, leading her to believe that something had happened.

She contacted everyone she knew, but got no news of him. On Tuesday, she contacted a family member in Mahaicony, East Coast Demerara, who informed her of a horrific accident on Smyth Street that resulted in the death of an unidentified man.

She immediately contacted her son-in-law, a member of the Guyana Police Force, requesting that he make some enquiries about the accident. She noted that within a few minutes, she received a phone call informing her that it was her husband who was killed in the accident.

“When I get the message, I couldn’t stand up. I cried and asked the Lord to give

me strength,” she recounted.

The couple had been together for the past 45 years and their union brought forth four children.

Saul-Richmond noted that within the 45 years, she and her husband had their ups and downs, but before “the blink of an eye”, they would patch up things.

She recalled him as being a very stubborn person when it came to cricket and coaching young children to play the game.

“I even tell he when he dead, I will put all them bats on he coffin… now look my words come to past…,” she cried. The grieving woman is hopeful that whoever is responsible for the accident faces the full brunt of the law.

Meanwhile, the driver of the Tundra, Elton Carter, of Lot 29 School Street, Diamond, East Bank Demerara, who fled the scene after the accident, was subsequently arrested. Carter is now being questioned by Police. The body of Richmond is at the Georgetown Public Hospital Mortuary awaiting a post-mortem examination scheduled for Monday.

Guyanese woman nabbed with cocaine in hair weave – in Bahamas

Guyanese woman was arrested at the Lynden Pindling International Airport for attempting to smuggle cocaine into The Bahamas concealed in her hair weave.

Based on reports received, Drug Enforcement Unit (DEU) officers took the Guyanese woman into custody following the seizure of just over two pounds of cocaine on Tuesday last – moments after she arrived in The Bahamas.

It was reported that just after 15:00h, a team of officers assigned to the DEU conducted a search of the Guyanese female passen-

ger, who had arrived on a Caribbean Airlines flight from Suriname.

During the search, one taped package containing cocaine was found concealed in a weave attached to her hair. She is expected to be charged before the end of the week.

Local drug enforcement officers are of the belief that the woman travelled to Suriname via the backtrack route where she boarded the flight to The Bahamas. The Guyanese authorities are, however, in contact with their counterparts in The Bahamas as investigations continue into the smuggling.

…on Uitvlugt itvlugt” used to be one of the “hard words” used by teachers of yore to torture kids in primary school with “Spelling”. If this Government has its way it’ll make Uitvlugt famous again for the reintroduction of “involuntary servitude” – like in slavery and indentureship.

Uitvlugt came to the fore last year when the Government unilaterally closed Wales Estate. But there were some loose ends. What to do with the 14,000 acres of drained and irrigated lands with cane? Well, as owners of Wales, the Government blithely proclaimed they’ll cultivate 500 acres into rice and were silent on the rest. Meaning it’ll revert to “bush”. Yep!! Lands that god knows how many of our forefathers died to make habitable, reverting to bush – and fulfilling Naipaul’s prophesy!

Then there were farmers’ cane that supplied onethird of the Wales Factory intake. What to do with that? At first the Government said they’ll build a road to take the cane to Uitvlugt. But now they say that’s “down the road a bit” – and most of the canes will have to be left standing. Other farmers are now offered cane land at Uitvlugt to cultivate. As to who’ll whole pay for the abandoned cane and for preparing the land at Uitvlugt that’s – under bush right now – is up in the air.

And lastly – in the Government scheme of things – there were the 1700 workers, who’ve lost their jobs.

The Government gave “severance” pay to about 1100 and told the remaining 600 “cane-cutters” to show up at Uitvlugt. Now this sounds reasonable doesn’t it?

Well only to those uninitiated into the demands of cane-cutting!

In Guyana, the freshly-burnt cane has to be cut in the comparatively cool early morning hours.

Otherwise, you’ll die of heatstroke. And the cane must be fetched and loaded into punts by midday. You can’t get to the fields to be cut late in the morning – it’ll be impossible to cut and load the minimum two and a half tonnes before midday. And that’s why, after decades of agitation – the contract for cane cutters prohibits sending them more than 10 miles from their original factory. Uitvlugt’s 22 miles from Wales.

Not surprisingly the workers have balked and demanded severance pay. But the Government/ GuySuCo insists the Union’s putting them up to this – for their own nefarious purposes – and insist they go to Uitvlugt. INVOLUNTARY SERVITUDE! Rather cunningly, the Govt/ GuySuCo’s resorted to blackmail. If the cane-cutters don’t show up at Uitvlugt, the latter will have to be shuttered also. And woe to thousands on West Coast who’ll also be thrown on the breadlines.

How low can the Government get?? Like a snake!

…by abusing the legal process Some folks are wondering why is the Government – led by its legal whiz, Basil Williams, bringing all these frivolous cases against PPP operatives or some with the most tenuous links? Like the law books case against Nandlall where the Government could’ve easily ascertained – as Nandall just did – as with whom the contract with the Publisher was signed. Or the case against select GRDB members for a “ledger entry”!! While it is petty and spiteful – words that are redundant when linked to the actions of Basil Williams, who’s now advised by a covey of eminent old heads – it’s more than that.

The Government is really playing to its supporters in the gallery. They know it doesn’t matter whether the charges are later dropped – or Williams is compelled to reverse gear like on the Registry appointments.

The PNC faithful will only remember the charges – which are supposed to make the PPP “untouchables” come 2020.

So what if the incumbents are wallowing in corruption? They’re not charged, are they? …by Constabulary Some earnest burgher of our (fair?) city claims Mayor Chase Green knows the City Police are corrupt – but does nothing. Of course she knows!!

But she also knows THEY know SHE’S corrupt!!

ubert Clarke was hauled before the Georgetown Magistrates’ Courts on Wednesday to be charged for the unlawful possession of a firearm, several days after Police swooped down on the 21-year-old construction worker at the Stabroek Market area and found in his possession a .38 revolver.

Clarke denied the charge when it was read to him by the Magistrate as Prosecutor Simone Payne objected to bail based on the seriousness and gravity of the offence, and considering the penalty attached to such a felony.

Attorney Dexter Todd, in an attempt to convince the court that his client poses no flight risk, stated that Clarke has a fixed place of abode at Beterverwagting Housing Scheme, on the East Coast of Demerara. He said on the day of the incident, his client was ‘grocery shopping’ on his way home from work when he encountered two acquaintances, one of whom asked him to

hold a package. Clarke was reportedly in a stationary position when he was approached by Police ranks who searched his shopping bag and therein found the pistol contained in a black plastic bag.

Todd continued that his client awaited the return of the said friend in vain, subsequently being escorted by officials to the Brickdam Police Station as his counterpart whom he only knew by a first name, failed to show.

According to the lawyer, Clarke has since offered a name and description of the said acquaintance to Police who are lagging in investigations by not following his client’s story; not once making checks with the accused’s place of work to identify the real culprit.

Besides, the court heard that even though the suspect is willing to offer a statement, the Police are refusing to take same for reasons unknown.

Todd in his lengthy submission attested that his client has never handled a gun and the firearm in particular is in an inoperative state being “old and rusty”.

The gun is reportedly held together with tape. As such, the lawyer concluded there was absolutely no intention on the part of the accused to use the firearm for any purpose, having no knowledge of the contents of his shopping bag.

The youth was remanded to prison as bail was refused by the Magistrate.

He is expected to return to court on June 14, 2017.

Magistrate Fabayo Azore read the charge which stated that the young man on April 14, 2017, being solely entrusted by Virtual Complainant (VC) Bazzel Moore with one weeding machine valued at $360, 000, fraudulently converted same to his own use and benefit.

The unrepresented defendant entered into a not-guilty plea and was granted bail in the sum of $50,000.

Be careful, the APNU/AFC coalition’s trapdoor is wide open

W

hen I declared in the dailies some time back that the A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition 100 days manifesto was a propaganda pamphlet or more so a manipulative rag and that the regime’s 100 days performance in office revealed an inglorious start, the extremists, propagandists and hard core supporters of the regime chastised me with various nauseating labels. For a while, I thought I had crossed the line with my too over-confident, too over-courageous and too over-ambitious analysis of the regime. When I saw, however, the APNU/AFC coalition’s full page advertisements in three of the four local dailies last week, boasting about some of Dr Lomarsh Roopnarine its achievements in recognition of its second anniversary in Government, any iota of doubt I had, was erased.

The “presstitute” of propaganda in the dailies brought to the surface a groping desperation aimed at bamboozling the public that the government is in the trenches with them, for their interests while miscalculating or simply ignoring what the average person would think when they come across the rag list of achievements delivered at their doorstep. Such a brouhaha simply does not take into consideration if the public is tumescent with rage and anger at the regime’s dismal and disappointing performance. This is callous governance.

This regime has not only mastered the art of propaganda but it is running on a treadmill of propaganda. The regime is working overtime in overdrive to spew propaganda to ensure another term in office. The zeitgeist of change this regime so promised is a pipe dream and mark my words, expect more propaganda this same time next year. This is now the regime’s game plan until 2020.

If you have missed what was printed in the dailies, I will provide a snippet since full details of such propaganda print and pitch do not worth repeating here. They will provide fodder for more propaganda. The shibboleth of these grand old men in the coalition, I argue, will be better served everywhere else except in the cockpit of politics. I have nothing against old age but I wish these old men enjoy the ephemeral joys of politics. Some achievements listed by the regime are: “lower electricity rates”, “less blackouts”, “press freedom restored”, “VAT reduced to 14 per cent”, “land rental fees restructured”, the resurfacing of some roads and planting of more lamp posts and lights and so on.

I do not expect governments to be self-critical or to take a propaganda selfie. That is a task for the public, and so in that regard, notice nothing was printed on corruption, notice nothing was printed on the mismanagement of taxpayer’s money, notice nothing was printed on releasing of the report on the Commission of Enquiry on Walter Rodney, notice nothing was printed on drug scandal, just to list a few. What is so sad is that the AFC and the Working People’s Alliance have partnered with this kind of propaganda when some in those parties have spent their entire career fighting 28 years of People’s National Congress dictatorship.

To understand why this regime is so pre-occupied with political flattery, counterfeit charm, I turn to the iconic literary figure, VS Naipaul. The West Indies will never have a shortage of such leaders, and the danger of mob rule and authoritarianism will never cease to be real. The paternalism of colonial rule will have been replaced by the jungle politics of rewards and revenge, the text-book condition for chaos.”

We are approaching 51 years of independence in Guyana this week and we have not moved an inch from Naipaul’s analysis.

May I add also what Stanley Milgram has taught us about obedience and loyalty? Six out of 10 people will blindly obey to the end an official-looking authority in their midst. There are a few columnists in the State-run media and tabloids that have maddeningly modified their identity to please the President and some sections of Guyana are pleased to have someone leading them that look like themselves. May I warn that blind loyalty, exaggerated patriotism, unswerving hero-worshipping to your own fuelled by political flattery is a very, very dangerous thing? The regime is capitalising on this, big time.

This regime has some good intentions but how to transfer or transport good intentions and intuitions into practical benefits will require more than what I have to offer. I am concerned with the following: How does one transform a political culture where producitively is not rooted in its ability and consciousness? How does one transform a political culture where politicians come first and the citizens come second? How does one transform a political culture when politicians are needed most are missing in action?

How does one transform a political culture when politicians take three hours lunch break and do not return to work? How does one transform a political culture when some politicians believe they are above the law? How does one transform a political culture when late night partying is the norm? I do not mean to leave now but I have to go and help my son with his political science homework.

Ramkarran says

Constructive policy needed for construction industry – or foreign companies will continue to dominate

overnment is being urged to implement a construction policy for the construction industry that includes the role and interests of small contractors in Guyana.

This is the strong view of Senior Counsel Ralph Ramkarran, who wrote in his latest Conversation Tree column that there does not seem to be any equal opportunities in the sector.

“A flawed and unfair policy, devised in secret and implemented surreptitiously, without stakeholder input, will receive no support and result in poor choices of even the small contractors,” he opined.

Ramkarran made reference to the collapse of the Palmyra foundation structure intended to support an Indian Arrival Monument which was proposed to be unveiled on Arrival Day (May 5).

He highlighted the fact that the choice of contractor, the design of the project and the reason for the collapse, all remain State secrets.

“While not much has been announced, it appears that the Government has embarked on policies to make the small man into a real man by opening up opportunities in construction and other areas,” the attorney remarked.

While acknowledging that there have been complaints that Guyanese contractors of African descent were being discriminated against, Ramkarran said bringing a contractor from Linden to undertake a contract in the Corentyne, suggests that the policy of redress is in full swing.

“On principle, the policy to encourage small contractors to raise their game and develop is a good one. If the ethnic balance needs redressing, so be it, once it can be done without discriminating. But a haphazard policy with haphazard implementation will result in more Palmyras,” he pointed out.

tractors who are being promoted.

“The theory goes that they will make mistakes because they are only now getting the chance.

As they get more experience, the quality of their work will improve. This molly-cuddling, to make the small man a real man, didn’t work up to 1992. It will not

work now,” he added.

The attorney explained that the Government needs not only to encourage small contractors, but that it needs to sustain medium-sized contractors and to encourage them to grow into large contractors, stressing that a balance has to be created that will benefit all.

“The policy of dividing one contract into 10 equal parts and giving one part each to 10 contractors, one to the medium-sized with millions of dollars in equipment and dozens of employees, and nine to small contractors with no equipment or a front end loader at maximum, that is, no overheads, will benefit no one,” he lamented.

The former House Speaker recalled that during the last Government, Guyana was spending approximately $20 billion a year on infrastructure, but BK International, Seeraram Brothers and Dipcon dominated construction, and the absence of competition was deeply felt.

With the potential of a huge increase in infrastructure spending, from the potential oil and gas sector in Guyana, Ramkarran said unless the Government applies a constructive policy that encourages large and medium local contracting companies to develop, while ensuring that small contractors obtain their share in smaller contracts and sub-contracting, foreign companies will return to dominate the local infrastructure landscape.

According to him, once here, the companies may once again stifle the possibility of local capacity to expand. “Failure to seize the time now to develop sensible policies for the construction industry, which protects and encourages both medium-sized and small-scale companies will result in foreign companies re-entering the construction industry and smothering the development of Guyana’s construction capacity.

The small contractor will then remain small, no matter what the Government does,” he added.

Good governance essential for success of oil, gas industry – former Minister

ver since the discovery of commercial quantities of oil and gas offshore Guyana, there has been tremendous interest from stakeholders in the industry from across the world.

While this may be seen as a positive sign that this new sector could create enormous economic activity for the country, a former Minister says good governance is also essential in this process.

Dr Henry Jeffrey told Guyana Times recently that the political process must be stabilised in Guyana and accountability and transparency must be enforced, or the country will incur more losses than gains.

“Hopefully we get good governance. Because if you start with the type of governance we have where people are fighting politically here, there and everywhere, you would find that much of

what we get from oil will slip away,” the political analyst opined.

He made reference to places like Nigeria and Venezuela, both major oil-producing countries, where because of political instability; these countries have reaped very little benefit from the industry.

The former Minister said while there is also high interest among the local pop-

ulation, where persons are trying to tap into the industry, he said too much of this, may cause other sectors to be neglected.

Dr Jeffrey said, “One of the most important thing, you don’t want everybody running after oil and leave everything else like agriculture and forestry. We are a small country and a small population, and some people might think that they could get into some oil related activity but that is not always good.”

Instead of placing too much focus on the new and emerging sector, he is advising Government to place emphasis on bringing the secondary and tertiary products up to scheme, including the furniture sector.

But more importantly, Dr Jeffrey told Guyana Times that Government should not lose focus on achieving the ambitious United Nations (UN) climate change goals that they are signatory to.

“I think we should also place specific atten-

tion to what the previous Government called low carbon development, which is now being called green economy. You need to still work

It also contains measures to ensure compliance with health, safety and environmental standards.

Importers of vehicles with used tyres will be fined – GRA reminds

mporters of vehicles with used tyres, including the spares, will have to face fines from next month, the Guyana Revenue Authority (GRA) warned in a statement on Wednesday. “(GRA) hereby informs vehicle importers and the general public that effective June 1, 2017, persons importing vehicles with used tyres, including the spare, which do not conform to the stipulated standards set out following the recently-amended laws will be required to pay fines for each tyre not in conformity,” the revenue body said.

The categories of motor vehicles for which used tyres are restricted include motor cars, vans, sport utility vehicles, pick-ups, buses

and other similar vehicles.

The GRA added that the restriction excludes heavy-duty vehicles such as trucks, lorries, vehicles used in the agricultural and industrial sectors, and special purpose vehicles.

Following the February 1, 2017 imposition of the ban on used tyres, in accordance with Part II of the Second Schedule to the Customs Act (List of Restricted Imports), the Authority had allowed a one-month phase-in period.

During that period, tyres on used vehicles were allowed entry into the country once the vehicles were purchased and shipped prior to April 1, 2017. Importers were told that if vehicles with used tyres were brought in thereafter, they

would face the penalty.

However, the GRA in Wednesday’s missive pointed out that while the controversial restriction on used tyres became effective on April 1, it has been observed that vehicles were still being imported with used tyres.

The standard set for used

tyres to be allowed (once they were imported with the vehicle) is no less than 6mm in measurement.

“This standard was set and is being monitored by GRA in conjunction with the Guyana National Bureau of Standards (GNBS).

However, when tyres are

imported separately, only brand new tyres shall be allowed into the country. This measure also became effective April 1 in accordance with the amended Law,” the tax agency noted.

Importers of used tyres on vehicles not in conformity with the 6 mm and over standard will be fined for each category of tyres – $10,000 for motor cars, vans, minibuses; and $15,000 for SUVs and pick-up vehicles.

“It must be noted that importers of vehicles not in conformity will be required to pay the fines per tyre prior to the vehicles being released by Customs,” the tax body noted.

Moreover, the GRA reminded that the Customs duty charged on new tyres

was reduced from 30 to 15 per cent effective February 1, 2017.

Even as Government forges ahead with implementing the new law, the Guyana Used Tyres Association continues to protest the move, staging several picketing exercises to get Government to reverse the ban, but to no avail.

The Association has even submitted a petition with over 100 signatures.

According to information supplied by the dealers, used tyres cost between $3000 and $5000, whereas new ones would be more than two times that price, as they lament the impact the ban has had on the livelihood of used tyres dealers.

More than 50 people have been killed in protest-related violence since April 1.

Maduro signed the decree at a rally attended by thousands of his supporters.

He said the assembly would be made up of 540 members, some of whom would be elected at local level while the rest would be chosen from various groups such as students, workers, farmers, pension-

ccording to a statement issued on Monday by the Leeward Islands Airline Pilots Association (LIALPA), its relationship with the airline is currently strained and has deteriorated to an all-time low and the pilots have given management a June 1 deadline to avoid further escalation.

Since late 2012, the Association said it has engaged LIAT in negotiations for a new salary structure for its ATR-72 aircraft (not covered under the current memorandum of agreement) and general salary increases.

After years of stalling and legal manoeuvring by LIAT, including the airline filing legal action in both the High and Industrial Courts, the Association, in what it described as the spirit of fostering and maintaining a good relationship with the airline, accepted the company’s salary package offer in January

2017.

“We accepted this deal on the premise that the pilots would make this a oneoff concession to ensure the survival of the company,” LIALPA said.

However, according to LIALPA, to date LIAT has not honoured this agreement and has even gone so far as to reject its attorney’s suggestion, that a consent order be obtained in the Industrial Court to formalise the salary agreement (which covers the years 2012-2017), thus paving the way for its implementation.

“Failure to do so would leave the Association with no other choice but to act, so as to protect the interest and rights of its membership. The march was called by leftist parties, unions and other groups demanding the resignation of scandal-hit President Michel Temer and that his austerity measures before lawmakers, which would weaken labour laws and tighten pensions, be shelved.

Temer last week refused to resign in the face of new corruption allegations against him and his closest aides, putting his government and its reform agenda on the brink of collapse.

Unions and leftist parties opposed to Temer’s labour and pension reforms called the Occupy Brasilia protests to press for his removal. The large crowd gathered peacefully near Brasilia’s national soccer stadium around midday.

As they marched toward Congress, Police unleashed tear gas and stun grenades, and television images showed them clubbing some demonstrators with truncheons. Ambulances arrived on the scene to treat an unknown number of injured.

he United Nations is proposing that US$40.5 million from the unspent budget of the UN mission in Haiti be poured into a special fund to help its cholera victims, according to a report released Tuesday. UN Secretary-General Antonio Guterres made the proposal to the UN General Assembly to address a major shortfall in the US$400 million needed to help Haiti recover from the epidemic.

Cholera was introduced by infected Nepalese UN peacekeepers who were sent to Haiti after the devastating 2010 earthquake. More than 9,500 people have died of the disease.

The US$40.5 million would be drawn from unspent funds from the UN peacekeeping mission’s budget for 2015-2016 and would provide a major boost to the effort to help Haiti recover from the outbreak. Only seven countries have so far contributed to the fund – Chile, France, India, Liechtenstein, South Korea, Sri Lanka and Britain – for a total of US$2.67 million.

he Antigua Trades and Labour Union (AT&LU) has advised workers at the Agriculture Development Corporation (ADC) to protest against a shortened work week that has been in place for some time.

The AT&LU, the bargaining agent for ADC workers, has argued that the shortened week, without an end date, will affect the terms and conditions of the employees’ contracts.

Arrests in Manchester, Tripoli as Police hunt suicide bomber’s network

sixth person has been arrested in the UK over Monday’s bombing at Manchester Arena, as police said they were investigating a “network”. Police said they had arrested a woman after an armed raid at a block of flats in Blackley, North Manchester.

Police made arrests in Manchester and Tripoli on Wednesday as the investigation into a suicide bomber who killed 22 people at a concert venue packed with children focused on tracking down a network of accomplices who authorities fear could strike again.

Manchester Police made four new arrests and searched an address in the city centre. A source said British investigators were hunting for anyone who may have helped build the suicide bomb and who could be ready to kill again.

Police in Tripoli arrested a brother of Abedi and his father. A spokesman for the local counter-terrorism force said younger brother Hashem Abedi was arrested on suspicion of links with Islamic State and was suspected of planning to carry out an attack in the Libyan capital.

A man arrested on Tuesday was reported by British and US media to be Abedi’s other brother.

Amber Rudd said the bomber had recently returned from Libya. Her French counterpart Gerard Collomb said he had links with Islamic State and had probably visited Syria as well.

WHO elects first-ever African Director General after tense vote

he World Health Organisation has its first ever Director General from Africa, after the election of Dr Tedros Adhanom Ghebreyesus, the former Ethiopian Health Minister.

Dr Tedros, as he is known, beat the British candidate, Dr David Nabarro, after three tense rounds of voting on Tuesday. Third was Pakistan’s Dr Sania Nishtar.

The decision by member states came at the World Health Assembly in Geneva after a fraught campaign.

Dr Tedros was well-regarded, particularly by aid donors, for his stewardship of health in the Ethiopian Government from 2005 to 2012. Dr Nabarro’s pitch for power rested on his long career at the UN, where he has played a trouble-shooting role in a number of epidemics. He promised reform of the WHO, which was strongly criticised around the world for failing to respond quickly enough to the Ebola epidemic in West Africa. Nabarro was sent in to boost the response by the UN Secretary General, then Ban

Ki-moon. Later he chaired the advisory committee set up by the outgoing WHO Director General Margaret Chan, which put in place a blueprint for reform.

The new Director General will have not only the reform agenda but also a struggle for more financial stability to contend with.

India bus plunge leaves 21 pilgrims dead

t least 21 pilgrims have died and seven are injured after a bus they were travelling in fell into a gorge in the Himalayan state of Uttarakhand.

The accident took place in Dharasu town on Tuesday evening, when the driver lost control over the bus. The state’s Chief Minister, Trivendra

Rawat, said the injured were receiving treatment at a local hospital.

The state is popular with religious tourists, attracting hundreds of thousands every year. The victims, who were from the central state of Madhya Pradesh, were returning from Gangotri. A senior official told the BBC that the 17 bodies had been re-

covered from the river.

“Rescue teams are trying to find the remaining bodies,” he said.

Madhya Pradesh Chief Minister Shivraj Singh Chouhan tweeted that the the news was “painful”.

Duterte declared martial law on Tuesday in Mindanao – which makes up roughly one third of the Philippines and is home to 20 million people – in an immediate response to the attacks by the fighters.

The military claimed to have killed at least 13 fighters, members of groups that have pledged allegiance to the Islamic State of Iraq and the Levant (ISIL) group.

ore than 30 people have drowned after about 200 people fell from an overcrowded migrant boat off the coast of Libya, the latest tragedy in the Mediterranean Sea. The vessel was carrying between 500 and 700 people when the accident happened 20 nautical miles off the Libyan coast. It was not clear whether those in the water were knocked off balance by a wave or because there was a rush to one side of the boat as a rescue vessel approached.

Taiwan’s top court rules in favour of same-sex marriage

aiwan’s top judges have ruled in favour of gay marriage, paving the way for it to become the first place in Asia to legalise samesex unions. The highest court ruled that current laws preventing members of the same sex from marrying violated their right to equality and were unconstitutional.

It gave Parliament two years to amend existing laws or pass new ones.

Wednesday’s landmark decision came as the LGBT com-

munity faces increasing persecution in the region.

Moody's downgrades China, warns of fading financial strength as debt mounts

oody's Investors Service downgraded China's credit ratings on Wednesday for the first time in nearly 30 years, saying it expects the financial strength of the economy will erode in coming years as growth slows and debt continues to rise.

The one-notch downgrade in long-term local and foreign currency issuer ratings, to A1 from Aa3, comes as the Chinese Government grapples with the challenges of rising financial risks stem-

ming from years of credit-fuelled stimulus.

"The downgrade reflects Moody's expectation that China's financial strength will erode somewhat over the coming years, with economy-wide debt continuing to rise as potential growth slows," the ratings agency said in a statement, changing its outlook for China to stable from negative.

China's Finance Ministry said the downgrade, Moody's first for the country since 1989, overestimated the risks

to the economy and was based on "inappropriate methodology".

“Moody’s views that China’s non-financial debt will rise rapidly and the Government would continue to maintain growth via stimulus measures are exaggerating difficulties facing the Chinese economy, and underestimating the Chinese Government’s ability to deepen supply-side structural reform and appropriately expand aggregate demand,” the Ministry said in a statement.

S&P 500 hits record high close following Fed minutes

U

S stocks ended up slightly on Wednesday, with the S&P 500 hitting a record high close, after minutes of the Federal Reserve's latest meeting showed policymakers view a rate hike as coming soon.

But, according to the May 2-3 meeting minutes, they also agreed they should hold off on raising interest rates until they knew a recent US economic slowdown was temporary.

Stocks were volatile following the minutes' release, but eventually added to small earlier gains. The S&P financial index, which fell right after the minutes came out, rebounded to end down just 0.04 per cent.

Banks tend to benefit from higher borrowing rates.

"Absent a material slowdown in the economy, Federal Reserve officials, acknowledging support from strengthening global growth, appear poised to stay on track toward interest rate normalisation," said

Quincy Krosby, chief market strategist at Prudential Financial, based in Newark, New Jersey.

The Dow Jones Industrial Average was up 74.51 points, or 0.36 per cent, to 21,012.42, the S&P 500 gained 5.97 points, or 0.25 per cent, to 2404.39 and the Nasdaq Composite added 24.31 points, or 0.40 per cent, to 6163.02.

It was also a fifth straight day of gains for the S&P 500.

Following the Fed minutes' release, traders scaled back bets on two more rate increases by the end of 2017.

Federal funds futures implied traders saw about a 46 per cent chance the US central bank would raise rates twice more by yearend, down from roughly 50 per cent late on Tuesday, according to CME Group's FedWatch programme.

Fed policymakers also discussed at length the reasons for the first-quarter slowdown. While recent economic data has been mixed,

with signs of a dip in consumer sentiment and spending, the job market continues to strengthen.

"One thing that struck me a bit was that they registered confidence in the consumer was pretty healthy, and that's significant," said Michael Purves, chief global strategist at Weeden & Co. Among the day's gainers, Intuit jumped 6.7 per cent after the tax-preparation software maker posted a profit topped estimates and also raised its revenue forecast.

The retail sector issued more results that disappointed.

Lowe's dropped three per cent after the home improvement chain reported a lower-than-expected profit and comparable sales.

Jewellery retailer Tiffany sank 8.7 per cent after posting a surprise drop in comparable sales. Signet Jewellers, which reports today, was down 7.2 per cent.

Workers strike, protest for 3rd day W ith just months to go before the end of sugar operations at the East Demerara (Enmore) Sugar Estate, employees are demanding that the Guyana Sugar Corporation (GuySuCo) honours incentives which workers traditionally receive. As such, sugar workers at Enmore are expected to once again down tools, refusing to execute cane cutting or factory tasks at the Estate this morning.

Guyana Times understands that the workers will gather in front of the factory protesting what they say is unfair treatment of workers. Field Secretary at the Estate, Rampersaud Prashad, explained that the workers were demanding Holiday with Pay disbursement and 10-year pay incentive. In an interview with this publication on Wednesday, Prashad observed that workers were willing to resume work once a deal was worked out regarding their demands.

“We can put up a fight and a struggle. And we can force them to come to the table and talk to the Union sensibly, meaningfully, and let us find a way out. The legacy that is left today will haunt people and those who are doing this will be condemned by history,” Chand had expressed.

The GAWU Head reminded that Government did not take on board any of its recommendations that were presented in a 12-page paper, which was shared with the Administration in February this year. The Union claimed the suggestions offered the industry

Only recently, Government announced

plans to close two sugar estates, reduce the annual production of sugar, and take on the responsibility of managing the drainage and irrigation services offered by GuySuCo as part of a new policy for the sugar industry. While the Government has indicated its intention to retain as many workers as possible, the closure of these estates still has the potential to create serious economic hardship for hundreds of

workers and their families.

GAWU has called for the matter to be debated and discussed with workers and their representative organisations in the industry. The Union also affirmed its position to have affected workers receive their normal work or pay in lieu of work, in the event Government moved ahead with its decision.

Guyana Times was on Monday informed that some 200 female workers attached to Enmore Estate stood to be directly affected. This publication reported that at the estate, some 40 women engaged in weeding tasks while another 40 were part of the “creole gang”. It was further disclosed that several women worked as cleaners in the factory’s offices, while 17 were attached to the packaging plant. More alarmingly, it was further related that the majority of these women were married to cane cutters, which meant that both parents of many households stood to be unemployed.

Parking meter renegotiation consultation snubbed ... legally untenable to renegotiate an illegal contract – MAPM

T

he Movement Against Parking Meters (MAPM) maintained that the controversial contract, entered into by the Mayor and City Council (M&CC) and Smart City Solutions (SCS), for paid parking in Georgetown is illegal and as such cannot be renegotiated.

In May 2016, the M&CC signed a contract with SCS that gave the company exclusive rights to conduct paid parking in the city of Georgetown. It also included the installation of parking meters. However, since the implementation of the project in January, it has attracted a lot of controversy with the public calling for it to be scrapped.

The MAPM was formed as the advocating body for the public and filed an injunction in the High Court challenging the legality of the contract; since the M&CC was in breach of the Constitution along with the Public Procurement Act and the Municipal and District Councils Act when it signed the agreement with SCS without tendering for the project. The case is still being heard in the High Court.

However, following mass protest by citizens, Government suspended the By-laws for 90 days. The suspension was ordered by Communities Minister, Ronald Bulkan and came into effect on March 17.

The Negotiation Committee was formed in April by the M&CC, and is tasked with consulting with the relevant stakeholders to determine the terms of a new agreement to bring the contract in harmony with the desires of the Council, Central Government, SCS and the citizenry.

The Committee is being chaired by Councillor Malcolm Ferreira and includes Roopnarine Persaud, Noelle Chow-Chee, Ivelaw Henry, Trichria Richards, Carlyle Goring, and Heston Bostwick.

The Committee officially began its work on Tuesday, meeting with the MAPM, the Private Sector Commission and the Georgetown Chamber of Commerce and Industry to listen to their concerns. During the consultation, MAPM member, Learie

“We maintain that the contract is illegal…. and as such, it is a legally untenable and impractical position to seek to renegotiate an illegality. It must be scrapped and the process restarted in accordance with the law,” he said.

“We reiterate for the emphasis that the absence of tendering in accordance with the laws of Guyana, particularly the Constitution of Guyana, the Public Procurement Act and the Municipal and District Councils Act is an insurmountable deficiency of the current purported contract,” Barclay added.

He alluded to reports in the media where Mayor Patricia Chase Green said that tendering was not necessary since SCS approached the Council, but Barclay reminded the Committee that Sections 232-234 of the Municipal and District Councils Act stipulated that any contract exceeding the amount of $250,000 ought to be tendered.

He added that giving 80 per cent of revenue to SCS does not support the revenue earning argument of the Council, since they are the ones who stand to lose. He further stated that a feasibility or impact study is yet to be conducted to back claims that the parking meters would control traffic congestion in the city.

“The power to do so (control traffic congestion) falls within the purview of the Police as mandated by the Motor Vehicles and Road Traffic Act to which the said Municipal and District Councils Act (Sec 274-76) is expressly subject to in conjunction with the Roads Act and Town and Country Planning Act. It is only when these three Acts are silent does the power to control traffic vest in the M&CC,” Barclay informed.

He added that the Acts are not silent hence there is no justification for the Council wanting to control traffic. He also sought to remind the Committee that there are still court proceedings pending as it relates to the legality of the contract and urged them to await the outcome of those proceedings.

“We repeat, that purported contract must be rescinded. Nothing less can nor will be acceptable. It can be done and must be done. In layman terms, the contract and process is too flawed to be fixed, we must restart the process from the beginning,” Barclay posited.

Proposed solution

At the beginning of the consultation process, Committee Chairman Malcolm Ferreira, urged that the proceedings be civil since “it is a consultation, not a confrontation.” However, that seemed to elude the mind of

Committee member, Heston Bostwick who had to be cautioned since he sought to dispute statements made by the MAPM. The MAPM proposes that the contract be scrapped and a feasibility study be conducted. They are also proposing that social impact studies be conducted and the project be tendered so ensure transparency and accountability.

A study, conducted my MAPM, revealed that 100 per cent of the respondents think that the cost attached to paid parking in the city is too extravagant. The proposed cost should be between $10 to $20 with packages for those residing and working in Georgetown.

They are also proposing that Value Added Tax not be added to the cost since they are already paying to park their vehicles. They also noted that the installation of parking meters in Georgetown does not mean that there will be less traffic or eased traffic congestion.

In an effort to seem somewhat prepared, Councillor Carlyle Goring, repeatedly questioned the MAPM members as to whether they know that City Hall is bounded by a legal contract with SCS. However, he was schooled in legalities by MAPM member Attorney at Law Pauline Chase who informed him that the court is in the process of determining the legality

The second instalment of the renegotiation consultation failed after the minibus and taxi owners and operators along with other commercial vehicles operators did not turn up.

According to the President of the United Minibus Association (UMA), Eon Andrews, the M&CC failed to inform them of the consultation hence they could not have made adequate representation.

“I happen to bump into the PRO of the Council (Debra Lewis) who told me that they have some kind of consultation and we should attend… I don’t know what this consultation is about and is now I am hearing that it is about parking meters,” Andrews said.

Messi’s Spanish jail sentence for tax fraud to stand

21-month jail term handed down last year to Barcelona and Argentina footballer Lionel Messi has been confirmed by Spain’s Supreme Court, but he is unlikely to go to prison.

Messi and his father Jorge, who manages his finances, were both convicted in 2016 of defrauding Spain of €4.1m (£3.5m; $4.6m) in taxes.

Jorge Messi’s jail term was reduced because he paid some of the taxes.

Button feeling no pressure on Formula 1 return

enson Button says he is feeling no pressure going into his one-off return to Formula 1 at Monaco this weekend.

The 2009 world champion is substituting at McLaren for Fernando Alonso, who is racing in the Indianapolis 500.

The cars have changed significantly since Button retired from F1 at the end of last season, with rule changes making them faster and more demanding - and also 20cm wider.

It was the fourth consecutive time in the short history of the tournament that Pakistan (New York) have beaten Guyana (New York) having done so in the two round robin matches and again in the final last year.

In this year’s curtain raiser, the champions were sent in and were off to a rapid start in cool windy conditions with temperatures dipping to 16 degrees Celsius for the most part of the day at the Ferry Point Park which is adjacent to the majestic Whitestone Bridge while the concrete jungle, Manhattan was clearly visible in the distance.

After a 14-ball, 34 run opening stand between Umar Farooq (32) and Shahzad Shahid (21); Saliq Iqbal crafted a well composed 95. The Rockaway Cricket Fiesta began in 2016 with four teams of expats from Trinidad and Tobago, Bangladesh, Guyana and Pakistan. This year, T&T failed to field a team while India, Jamaica and the New York select XI which is made up of mainly Guyanese were brought in.

Players are targeted because of their clubs, coaches are told to leave certain clubs if they want significant coaching position at the county level while players are given ‘home made drinks’ and food with one small piece of chicken to survive for an entire day. Players practice every day with no cricket in sight and clubs depend on the RHTY&SC to organise tournaments. Berbice and Guyana’s cricket cannot go on like this.”

‒ Trinidad Govt offering millions as hosting fee

he Government of Guyana is yet to make a decision on whether they would be submitting a tender to host this year’s Hero Caribbean League (CPL) finals; this is according to Minister of State Joseph Harmon.

Harmon, in speaking to Guyana Times Sport on Wednesday revealed that the matter has not reached Cabinet for a decision.

“Nothing has come formally to Cabinet for any decision in that regard so I won’t be able to say”, Harmon stated.

Earlier this month, CPL’s Chief Operating Officer, Pete Russell, told this publication that Guyana is a viable option to host the finals given its enormous fan base and having the other essential facilities such as hotels.

In this regard, the Minister was questioned on whether there is any inclination by the Government

to host the finals.

“We operate on the basis that a Minister brings to Cabinet a memorandum on the matter and then Cabinet will deliberate and make a decision. I cannot tell you about an inclination, governments do not work on inclinations, government is a strict bureaucracy and you have to function like that; when you talk about spending money you have to make sure everything is in order,” the Minister expressed.

Harmon acknowledged the impact the tournament has on Guyana and the Government’s commitment to cricket given its national importance.

“Last year we supported the CPL very well and we will always support cricket, it is a national pass time in Guyana, but I wouldn’t want to comment on a commitment on hosting the finals”.

He added, “We have a general commitment to cricket and the CPL is a

well organised tournament and it brings a lot of fun and enjoyment to thousands of Guyanese and we welcome that”.

Meanwhile, a report in the Trinidad and Tobago Guardian on Wednesday disclosed that their Government is offering CPL “big bucks” to host the event.

The report stated “there could be a decision by the end of the week on wheth-

er or not this country will be hosting the Caribbean Premier League (CPL) finals as Minister of Sport Darryl Smith is scheduled to meet with CPL officials today. hil Harrison, Chairman of the International Confederation of Fullbore Rifle Associations (ICFRA) Commonwealth Committee has accepted an invitation from the Guyana National Rifle Association (GuyanaNRA) to be part of the historical 150th anniversary championship, which also doubles as the West Indies Fullbore Shooting Championships, October 9-15, next.

Fullbore Captain, Mahendra Persaud, has disclosed that the host Association is once again privileged to welcome Harrison back to Guyana following his visit here with the Middlesex Rifle Shooting Association of Great Britain team in 2009.

Harrison’s expertise in the technical aspect of the sport will go a long way in assisting the smooth flow of the championship which is expected to have over 140 shooters from the West Indies and further afield, and will be the biggest ever in the West Indies.

The overall visitor spending for the 2016 runners-up was fractionally down by four per cent to $2,306,392; however, there were gains for the Guyana Tourism Authority whose shirt sponsorship deal has almost trebled its media value since 2014, from US$2,123,005 to US$5,978,951 in 2016”.

It added, “Hosting CPLT20 in Guyana created 349 local jobs and filled 2295 hotel room nights.

With a combined TV audience in excess of 120 million for the four Guyana Amazon Warriors’ home matches; in all, 50,304 fans attended matches at Providence Stadium during the 2016 season”.

The League is scheduled to run from August 4 to September 9 with the Guyana Amazon Warriors having four home matches from August 17 -22.

Archery Guyana outing at GTT fun day deemed a success A

his Sunday some of the Guyana’s top distance runners will compete in the second Independence 5K and 10K road races and they will be racing for some lucrative cash incentives.

This was disclosed by one of the organisers Burgette Williams-Forde on Wednesday during a press briefing Athletics Association of Guyana’s (AAG) Head Office in Light Street, Georgetown.

The top male and female athletes will win $40,000 along with trophy along and Invicata watch.

Second to fifth will receive $30,000, $20,000,

$15,000 and $10,000 respectively while the top three in the Masters category will go home with $20,000, $15,000 and $10,000 apiece.

Likewise, the top three in the under-16 and 20 will win bicycles while the oldest and youngest male and female with the fastest times will be rewarded.

Meanwhile, WilliamsForde in her address stated that the group is simply focused on helping athletes, but has a more instinctive approach to the process of doing such.

“We are not here to step on anybody’s shoes, we know there is a lot going on here,

but what we do is that if any one of us has an idea we follow it”.

Coach Kenrick Smith revealed that the group has its sights set on hosting inter-club relays in 2018 in conjunction with the AAG. Smith also shared that he intends to host a workshop with coaches on Friday with the aim of highlighting how to build programmes.

The race will start and end at the National Insurance Ground on Carifesta; race time is 06:00 hrs.

After the race, there is expected to be a health fair.

A few Archery Guyana members were on hand to give assistance and pointers to GTT+ staffers and family members on how to properly and safely use the bow and arrow on an archery range, which is a standard of the World Archery and its affiliated organisations.

The Guyana Sport Shooting Federation and Archery Guyana in release thanked GTT+ for the opportunity to not only raise much needed funds for the local organising body, but in also promoting one the newest sports in Guyana.

“We want help them gain the opportunities to further themselves, we don’t want to deplete the talent here but we want to help these athletes be positive youths through scholarships,” Thomas mentioned.
