Speaking to the Government Information Agency (GINA), acting Deputy Chief Executive Officer, Guyana Power and Light (GPL), Renford Homer said that there is still sufficient capacity within the Demerara/Berbice system even to meet the peak hours of consumption from 08:30 to 21:00h (9:00pm).

However, in the event the engines break down, it would be a challenge for the power company to maintain proper electricity distribution: “We’ve not seen that happen which speaks well to the condition of our generator to date, and I’m just hoping that the generation holds well until we resolve the issue with the submarine cable.”

The acting deputy head told GINA that the Demerara/Berbice interconnected system has made a significant difference in Berbice towards reducing the number of power outages, and high levels of voltage fluctuation.

Homer explained that when GPL achieved the interconnection in 2014, it was applauded by Berbicians who were very relieved with the initiative.

Additionally, the power supply to Berbice is also being supplemented through power from cogeneration from the Skeldon plant which produces both renewable, and fossil fuel generation.

In the interim, the power company is in the process of acquiring the necessities to rectify the damaged submarine cable. Homer explained that GPL is currently negotiating with two suppliers who are skilled in this type of

work.

The submarine cable is expected to be back in operation by end November: “November that may sound like a long time, but this type of operation is delicate and intricate. It is one that requires specialised resources, and the equipment which is used to do the joining is sophisticated. It is not only joining conductors which carry electricity, we also have to join the fibre cable which is also encased in the submarine cable.”

Hamekarran Narine of Strathavon/Cane Grove, East Coast Demerara, got into the business of cash crop farming after he was thrown into the unemployment bracket following the closure of Reasat Rice Industries last year.

He claimed that his crops were planted on an abandoned dam without approval from the relevant authorities.

He is also holding out that other farmers who utilise that area to plant do not have the necessary approval.

It therefore came as a shock when he visited the land on Friday morning to see two hired labourers destroying his crops, only claiming that he has no legal right to use the property, while leaving the other farms unharmed.

Narine is claiming that this is a major act of discrimination and is currently in the process of filing a lawsuit against culpable individuals.

Emotional breakdown

During an interview with Guyana Times on Monday, Narine suffered an emotional breakdown as he reflected on the traumatic experience of witnessing his hard work being indiscriminately destroyed.

“When I went home, some man come and tell me go see what happened to your garden and so when I go, two guys were in the farm. I start to holler, ‘what y’all doing?! This is my living!’ and they say to shut my mouth before I lock you up.

I said ‘Sir, if you want the dam, please let me reap up my crops, but they continue to chop. I hollered; I didn’t know what to do. The place was full with people and everyone was saying let the man reap out he crop first but they just chop and chop and destroyed everything,” the farmer lamented.

According to the farmer, the land has been used for over 40 years by residents to plant crops without any interruptions.

He is therefore baffled over the fact that only his area was destroyed.

“The Vice Chairman for Strathavon right now, his father used to plant on that dam to send him to school. Other children grow from that same dam. I am 47-years of age and that dam was always used for that. Since I was a lil’ boy,

that dam wasn’t an access dam. It went in bush,” he explained.

Narine believes he was purposely targeted after he reprimanded an RDC official for littering nearby his farm.

“He throw two big bag of garbage in the trench and I told him ‘big man, you can’t do that’. Then he tell me that I am not supposed to be planting here, but I turn and tell him that all the time when it was bush, nobody said anything, but now it weed out, it full yuh eye,” he related.

The farmer believes the confrontation prompted the official to make arrangements for his farm to be destroyed.

2000 roots

In assessing the damage, the farmer said that some 2000 roots of bora were destroyed, amounting to thousands of dollars in losses.

“I work hard for this. I used to wake up early every morning. I don’t wake me wife to make any tea. I does go out on an empty stomach to go water them plants and then come home. I begged them to let me reap my crop and they just destroyed it,” he cried.

The 2000 roots of bora would have produced 70 bundles per picking, three times per week, for six weeks. With bora currently being sold at $500 per bundle, Narine lost approximately $630,000.

Through Attorney Anil Nandlall, Narine will be filing a lawsuit against the senior council member whom he believes is responsible for the discriminatory act.

Nandlall in an invited comment, explained that it is obvious that the dam appeared to be Government land; however, there were other persons who were cultivating cash crops on the same piece of land continuously over a prolonged period.

“Why was this gentleman’s farm alone identified and destroyed? The persons who have planted both in front of him and at the back of him, their farms have not been touched. So that smacks of some kind of vendetta, vindictiveness and witch-hunting,” he stated.

He also argued that the senior RDC official has no jurisdiction over a dam in Strathavon.

Jagdeo blasts Govt’s out-of-court settlements

– describes route as “incompetence and rape of the treasury”

O

pposition Leader Bharrat Jagdeo has warned of the economic impact the A Partnership for National Unity/Alliance For Change (APNU/AFC) Government’s obsession with out-of-court settlements could have on Guyana.

Attorney General and Legal Affairs Minister Basil Williams while defending his Government for coming to a multimillion-dollar out-ofcourt settlement with BK International over the Haags Bosch Landfill Site, announced that more of these settlements were likely.

However, Jagdeo at a recent press conference said incompetence was the reason for the Government to embark on this course of action. “[It’s] incompetence and rape of the treasury.

We don’t know how many statements are made on a daily basis,” he stated.

The former President had, in the past, warned the present Government about setting a precedent in running too quickly to settle matters outside the court, many of which he had said the Government was in a strong position to win.

Earlier this year, the current Administration agreed to pay BK International US$5.7 million in an out-of-court settlement for the terminated contract and works completed “satisfactorily” at the landfill site. At that time, Williams had argued that the settlement was necessary, since the Government was fearful

of losing a US$10 million lawsuit filed by the contractor.

However, Communities Minister Ronald Bulkan subsequently rubbished the AG’s claims, and stated that there was no legal action taken and the payout was done on the basis of a mere letter from BK International threatening to sue the Government for US$10 million.

Williams has since sought to cast blame on the former Government, which, he said, had already agreed to pay BK. Addressing this, Jagdeo dismissed the claim as an “absolute lie”, adding that “Basil Williams knows that himself. In the past eight months…they have

never mentioned this once.”

He said it was the APNU/AFC Government that publicly declared that BK International had filed a lawsuit for US$10 million.

“Now, because they are cornered, it had to be that the PPP agreed to the settlement. Everything that is bad has to be put at the step of the PPP,” Jagdeo remarked.

Apart from the BK settlement, back in April, the APNU/AFC Government agreed to a similar settlement with the Demerara Distillers Limited (DDL) over the consumption tax rate levied by the Government on DDL and

other beverage manufacturers.

Jagdeo had said that the significant consequence of that settlement was that Banks DIH Ltd, who, in like circumstances, paid billions of dollars in consumption taxes, assessed by the Commissioner General, utilising the same method used to calculate DDL’s consumption tax liabilities, could also claim a refund on consumption taxes paid.

High Cost of Crime

T

he fear of crime in any society is as damaging as the act of crime itself. It is emotionally taxing for the people who live in fear; the fear of crime can negatively affect residents’ behaviour, reduce community organisation and deter new businesses from wanting to open in the area for fear of being robbed.

This adds to the economic woes of an area. Let’s face it: crime is bad in general, but generally bad for business.

In Guyana, it appears as though no community, village or region is immune to incidents of crime.

The perception of a community as crime ridden can deter people from going there and induce residents to move away. This causes damage to the economy. The local news is riddled with daily reports of robberies, murder, rape, etc.

Undoubtedly, these stories will be circulated internationally, thanks in part to social media and increased connectivity.

Potential investors will then shy away considering the risks involved. Who wants to invest in a high-risk environment?

Just recently, one proprietor fell prey to robbers twice in one month, with millions in losses; he has said publicly that he is unsure if he will ever reopen. How many more victims and businesses feel the same way? If we are brave enough to face the truth, we can conduct a survey to get a better understanding of how the business community feels. To get their opinion on the future of doing business in Guyana.

In order to prevent crime from happening, businessmen will then be called upon to ‘beef up’ security to protect their businesses; again whatever the measure employed, it comes at a cost.

Let’s face it, as businesses and professionals leave the community, local government will miss the revenue generated by taxes and business rates. As the council’s budget declines, there may then be a reduction in services, such as waste collection and disposal. This, in turn, can affect the quality of life within the community, leading to potentially higher rates of crime. This cycle can have a directly negative impact on the community: There has been a call for increased entrepreneurship, for the young people of this nation to be the drivers of industry and the generators of employment. But it is left to the powers that be to ensure that the environment is such that it will foster this move.

Besides the obvious unrest that is experienced by the business community and residents of a society that has crime, it is also felt in the pockets of taxpayers.

New prisons and jails, community programmes and money for more Police protection all come directly and indirectly out of the pockets of taxpayers. Society loses when investing in new jails rather than paying employees higher wages.

Some neighbourhoods involve themselves in programmes such as neighbourhood watches to prevent crimes. This too has a high personal cost. In areas where crime is prevalent, residents notice direct effects in terms of depreciated housing, education and job availability in the surrounding economy.

The question remains, at what point does it all become too costly? We have seen far too many of our friends, neighbours, colleagues and associates pay the ultimate price. They have given their lives.

And so we sit back and trust that our officials will craft an effective security plan or programme to tackle the issues at hand.

Yes, we want to see our economy grow we would welcome new investors to our country and most definitely, we will benefit from increased entrepreneurship.

However, if our country is to meet the growth targets that have been set, business must be able to operate in a safe environment.

This can only be achieved through strong and sustained action by Government security agencies at all levels, supported by a culture of community participation in assisting with the detection and control of crime.

It will take a collective effort and immediate action, but, as we have seen, the cost of doing otherwise is definitely too high.

The perils of childhood illiteracy

E

very September 8, on International Literacy Day, my memory goes to the illiterate women of my youth. Poverty and ethnic conflict in my native Greece were severe several decades ago, but they presented the same educational problems as today.

In the 1930s, when rural girls rarely went to school, two aunts in Athens hired a young woman. They were teachers and diligently taught her to read in the relatively consistent Greek orthography. Maria learned letters, but never progressed beyond single words. Eventually she gave up. She watched over children who studied before her but still died illiterate in her 90s.

Ethnic conflict and displacement robbed my father’s sister of opportunity.

The family fled from Turkey to Greece in 1922, the parents died, and she never went to school. She learned the reading basics in her 40s, from her daughter who was a teacher. She spent 50 years in a big city surrounded by print. But when I tested her at age 97, I found out that she could only read capital letters and very hesitantly. At best she puzzled out bus labels.

Very different was the performance of Sofia, who took care of me. Uprooted from Turkey in 1922, she attended Grade One before becoming a homeless orphan.

When I was learning to read, she was the one who helped.

She read our textbooks haltingly, and we used to laugh.

But she was could process entire sentences, so she kept practising and improved.

In the last years of her life, she would put on her reading glasses, open the newspaper, and read the news to my mother.

Adult dyslexia

Decades later, as an education specialist at the World Bank, I appraised and evaluated adult literacy projects. Governments and NGOs tried hard to teach adults in the 1980s and 1990s, but the cases reminded me of my childhood images. In Bangladesh, learners decoded letters laboriously, even after a year of practice.

In Burkina Faso, adults who had completed courses read haltingly and even had trouble reading their own handwriting. By contrast, littleeducated people who had learned in childhood, read fluently, like Sofia. The difference was striking.

And it is not just unschooled adults who read laboriously. Educated foreigners learning languages that have unknown scripts experience the same difficulties. “Western” academics and aid workers who spend decades in Ethiopia or Bangladesh may speak very fluently but perpetually read like mid-first graders. They report seeing a jumble of letters that must be decoded one by one.

Reading is thus too tedious, and many avoid it.

These events point to a striking phenomenon that could be called adult neoliterate dyslexia. It seems to become significant by age 19 and probably affects all of us. University students who must learn different scripts past age 18 typically read slowly and for decades have difficulty scanning text. (By contrast, adults who study new languages may learn them very well.) Several cognitive and neuroscientific studies show long-lasting reading difficulties for adults (eg, Sanchez 2014). Adult dyslexia may partly account for the very poor adult literacy programme outcomes

worldwide. But it has gone unnoticed. Educators typically attribute failures to social issues, learner motivation, or organisational problems. These are certainly important, but the results among those who persist are disappointing. And since this strange dyslexia has remained invisible, little direct research has gone into it.

But what is effortless reading and why does it matter? This competency seems like a commonplace rite of passage in childhood, but it requires specific changes in the brain.

Children may be ‘vaccinated’ with literacy

Reading originates as a perceptual learning function; in the first few milliseconds, it is disconnected from meaning. With practice, the letter shapes are grouped and processed in the brain simultaneously. The brain does this most efficiently if the symbols are taught one by one, with pattern analogies. Practice combines small units into larger ones. Some scripts and spelling systems take longer than others to learn. But in all cultures, from France to China people use the same brain structures to read.

Initially learners decode single letters and exert conscious effort. After dozens of practice hours, processing moves to a part of the brain that recognises words as if they were faces. Then multiple letters are decoded at one glance, like facial features.

Simultaneously reading becomes effortless, automatic. We cannot stop ourselves from reading, just as we cannot stop the recognition of people we know.

This may happen at 45-60 words per minute.

Thanks to perceptual

learning, humans can learn to recognise footprints, musical notation, numbers, mathematical equations, astronomical constellations, or weather prediction signs.

And once this visual function is learned and practiced repeatedly, it is rarely forgotten. Thus, children may be ‘vaccinated’ with literacy.

Strangely, we do not need to know a language in order to read it fluently, nor do we need to write the letters! Millions of children worldwide learn to read for religious purposes texts in unknown languages that differ from a country’s official scripts. It greatly helps to learn a consistent spelling system, like Spanish or Hindi rather than an inconsistent one, like English or Khmer. But to understand a text, we must be fluent. The limitations of short-term memory demand speed.

Educated adults may read 250-350 words per minute.

Children who drop out of school after attaining automaticity, may read printed signs in the environment and thus sufficient practice to maintain the skill and improve it. This was the case of Sofia, my childhood caretaker. But if they drop out before attaining fluency, letter-by-letter decoding is too tedious. Like Maria and my father’s sister, they may pass by store signs and street names but not read them.

Unfortunately the children’s ability to automatise a large set of symbols has a deadline. Certain neural circuits involved in perception have sensitive periods and gradually slow down during adolescence. If the process to automatise reading is interrupted for years, precious time may be lost that cannot be regained. (Excerpt from UNESCO.org)

wo people were shot dead at a pre-dawn Caribbean heritage celebration in New York despite ramped-up efforts by Police and community activists to prevent the violence that has plagued the annual event in years past, authorities said on Monday.

Gunfire erupted in three separate incidents during J'Ouvert, a street party tied to the Caribbean Carnival that draws tens of thousands of revellers in the borough of Brooklyn over the Labour Day Weekend. Two

other people were wounded, Police said.

At the same event last year, two people were killed, including a top aide to New York Governor Andrew Cuomo.

"Last night, we had unfortunate tragedy once again affect this event," New York City Police Commissioner Bill Bratton said at a news conference.

Two men, aged 18 and 22, were killed in shootings about 03:45h EDT and 04:15h. A 72-year-old woman was injured in the first

shooting and a 20-year-old man was shot in the leg in a third shooting about 06:45h.

Only one of the victims, who were not publicly identified, was believed to have been targeted, Police said.

No arrests have been made.

J'Ouvert takes its name from a word in the French Creole languages of the Caribbean that means "daybreak". The party is followed by the West Indian Day Parade, which attracts some one million people.

Last year, Carey Gabay, 43, a Harvard-educated attorney who was formerly an aide to The State's Governor, was struck and killed by a stray bullet during pre-parade festivities and another person was fatally stabbed.

On Monday, Cuomo condemned the fresh bloodshed and announced the first five winners of the Carey Gabay Scholarship Programme, which was created in the slain attorney's honour.

"As we reach the anniversary of Carey's passing, his memory, his values, and his commitment to a better New York live on with these scholarships," Cuomo said in a statement.

In the past decade, more

than a dozen people have been either killed or wounded in shootings and stabbings at parade-associated events, according to media reports.

The New York Police Department assigned 3400 officers to the event this year, compared with 1700 last year.

In addition, 45 surveillance cameras were installed along the parade route, 250 light towers were erected to illuminate streets and community activists and clergy reached out to gangs leading up to the event. Police conducted a gun buy-back the Friday before the festivities.

Mayor Bill De Blasio, who declined on Monday to say whether he would consider cancelling the event going forward, said the city would need to keep strengthening security.

"I think a lot of impressive work was done," De Blasio said. "We have more work to do."

Obama cancels meeting with Philippines’ Duterte after insult

S President Barack Obama cancelled what would have been his first meeting with Filipino President Rodrigo Duterte, after Duterte described Obama in vulgar terms, a White House spokesman said on Tuesday.

Duterte, a plain-spoken populist known for his colourful remarks and his campaign against illegal drugs in which thousands of people have died, described Obama as a “son of a bitch” to reporters on Monday, a day ahead of the planned meeting in Laos, where South Asian leaders are meeting for annual summits.

Obama learnt about the insult as he emerged from the Group of 20 summit in Hangzhou, China. At a news conference, he said he had told his aides to speak with Philippine officials “to find out is this, in fact, a time where we can have some constructive, productive conversations”, leaving little doubt that the meeting would not proceed as planned.

“I always want to make sure that if I'm having a meeting, that it's actually productive and we're getting something done,” Obama told reporters.

Instead, Obama now plans to meet later today with South Korean President Park Geun-hye, said Ned Price, spokesman for the White House National Security Council – a meeting where the response to North Korea's latest missile tests is expected to be on the agenda.

Obama arrived in Vientiane just before midnight on Monday, for the first visit by a sitting US President to Laos, where he wants to begin to address the legacy of US bombing during the Vietnam War. He was set to give an address on the importance he has placed on Southeast Asia in his foreign and economic policy during his two terms in office, which will end on January 20, setting the stage for three days of meetings with regional leaders. Seductive details in teaching – making lessons fun may backfire, especially for weak students

Many popular science books blend such anecdotes with scientific facts in order to appeal to the reader. Jokes in class or cartoons in textbooks are other kinds of seductive details.

What could teachers do to increase interest at school?

An easy way is to make school fun by showing glossy images or by cracking jokes.

Although these accompaniments to subject matter indeed raise interest among students, they have the decisive drawback that they decrease learning, especially for weak students. Let us look at the pertinent evidence.

The Dr Fox-Effect

A first study was the demonstration of the Dr Foxeffect. In the original study, a certain Dr Myron Fox was introduced as an authority on Game Theory and gave a talk. The audience gave him highly favourable ratings as an effective speaker. In fact, Dr Fox was an actor. All he knew about game theory he had read in a Scientific American article; many in the audience probably know more than on that theory than him. He cracked some jokes and gave an enthusiastic but academically incoherent 20-minute talk.

This finding has to be interpreted with a grain of salt.

Later research showed that even if students rate a lecturer telling pseudo-academic gibberish high on effectiveness as a speaker, they were not fooled into believing that they had learned much. And rightly so: Where there is not much content, there is

weak. Even if the strong and the weak student have the same attention span and, therefore, do not differ how much information they could process, the student who understands Mathematics or grammar easily can look at the irrelevant pictures without loss. Weak students, by contrast, would need all the attention they could muster to understand the subject matter. They cannot afford wasting this precious resource on pictures and jokes.

Most importantly, however, materials that do not directly illustrate the learning content are not only pleasant but also impair learning, especially for academically weak students. This is why such pictures have been called seductive details.

There are other kinds of seductive details. For example, Mathematics teachers might tell anecdotes about the death of Évariste Galois in a duel, or about the poverty of Niels Henrik Abel.

Why do seductive details harm weak students more than strong ones? One reason is that weak students might already have problems with attention. However, even when the illustration matches the learning content, teachers or learners have to make the connection between picture and text in order to benefit from the combination of these two communication channels. Respect children’ privacy

Some parents, understandably, have a very hard time with this one. They may feel that anything their children do is their business.

But to help your teen become a young adult, you’ll need to grant some privacy.

If you notice warning signs of trouble, then you can invade your child’s privacy until you get to the heart of the problem. But otherwise, it’s a good idea to back off.

In other words, your teenager’s room, texts, emails, and phone calls should be private. You also shouldn’t expect your teen to share all thoughts or activities with you at all times. Of course, for safety reasons, you should always know where teens are going, when they’ll be returning, what they’re doing, and with whom, but you don’t need to know every detail. And you definitely shouldn’t expect to be invited along!

Start with trust

Tell your teen that you trust him or her, but if the trust gets broken, he or she will enjoy fewer freedoms until it’s rebuilt.

Monitor what children see and read

TV shows, magazines and books, the Internet – children have access to tons of information. Be aware of what yours watch and read.

Don’t be afraid to set limits on the amount of time spent in front of the computer or the TV. Know what they’re learning from the media and who they may be communicating with online.

Teens shouldn’t have un-

limited access to TV or the Internet in private – these should be public activities. Access to technology also should be limited after certain hours (for example, 22:00h or so) to encourage adequate sleep. It’s not unreasonable to have cellphones and computers off limits after a certain time.

Make appropriate rules

Bedtime for a teenager should be age appropriate, just as it was when your child was a baby. Teens still need about eight to nine hours of sleep. Encourage your teen to stick to a sleep schedule that will meet those needs.

Reward your teen for being trustworthy. Has he or she kept to a 22:00h curfew on weekends? Move it to 22:30h. And does a teen always have to go along on family outings? Encourage a reasonable amount of family time together, but be flexible. Don’t be insulted when your growing child doesn’t always want to be with you. Think back: You probably felt the same way about your mom and dad.

Will this ever be over?

As children progress through the teen years, you’ll notice a slowing of the highs and lows of adolescence. And, eventually, they’ll become independent, responsible, communicative young adults.

'Junk dealer' establishes questionable operations in Atlantic Gardens – NDC launches investigation

esidents of Atlantic Gardens are peeved at what appears to be the unlawful establishment of a ‘junkyard’ at Lot 169 Azalea Avenue, Atlantic Gardens, East Coast Demerara.

Guyana Times recently visited the location and saw what appeared to be several dilapidated heavyduty trucks parked on the Government reserve precariously close to the main roadway and old rotted truck cabins, trays, chassis and other vehicular parts on the once lush green plot.

One visibly upset resident explained that he managed to get the Overseer of the La Bonne Intention/ Better Hope Neighbourhood Democratic Council (NDC), Shevonne Savory, to visit the site and inspect the operations.

He related that the

properties, as some even questioned whether Atlantic Gardens was still a residential area.

Other residents took the opportunity to lambaste the NDC for not fulfilling its mandate of collecting garbage, weeding the drains and for turning a blind eye to littering in addition to condoning this disgrace.

Upon enquiry, one resident mentioned that the owner of the property upon which the operations was established was only known as “Fat Man” and he owned a spare parts dealership situated opposite Apex School on the Public Road.

Residents are claiming that the ‘junkyard’ would become a haven for thieves and animals, had the potential to be a public health hazard by adding to already unsanitary conditions, while polluting the environment

The Overseer who initially visited the site and suspected the operations to be illegal has resigned from her post with the NDC. NDC Chairman Zamin Shaw, when contacted, explained that an investigation was ongoing into the matter and assured residents that all steps were being taken to address the issue.

s residents continue to decry the high occurrences of robberies in Eccles, East Bank Demerara, yet another home was broken into at the Young Professionals Housing Scheme.

The thieves gained access to the house by drilling a hole in a wall.

According to the owner of the home, Raj Balram, his tenant returned home just after midnight on Sunday to be greeted by a ransacked house, with several missing items.

Balram told Guyana Times on Monday that the woman contacted him, and while in tears, informed him that the home had been robbed. He said that he rushed to her aid and after close examination of the home, the duo stumbled upon a hole on the northern side of the flat concrete house.

The Police were summoned, but informed them that no finger prints could be taken at night and promised to return on Monday.

However, up to late Monday afternoon, they had not returned.

However, Gordon was also slapped with two additional charges of using threatening language and attempting to restrict Smith from gaining access to parts of the home they share.

The prosecution contended that on the day in question, the defendant nailed boards across an outside toilet and bathroom to prevent the Virtual Complainant (VC) from gaining access.

When Smith questioned her brother about this, the agitated man threatened to kill her and reportedly assaulted her.

The VC told the court that she has received numerous threats from her brother on numerous occasions and was very scared of him.

However, the defendant told the court that the VC threw something at him which moved him to take such actions The matter was reported and he was arrested.

The defendant later pleaded guilty to the threatening language and ‘attempting to restrict’ charges and was fined $20,000.

The siblings were granted $15,000 bail on the assault charge for which they are scheduled to next appear in court on September 30, 2016.

uySuCo’s been having cash flow problems for some time now. No secret there. It was always living in borrowed time with the EU agreeing to a premium price: not because it loved the Caribbean… but because it wanted to subsidise its own beet sugar farmers. We don’t have to go into the sleight of hand it used to accomplish this - until it was challenged at the WTO and forced to fold its hand.

The good thing about the Corporation is it came out with a “Strategic Plan” as far back as 1998 to make its operations profitable, even if that “preferred” market of the EU - disappeared. The PPP tried to implement the plan… but somewhere between the plan and the execution of it, things went awry. And so GuySuCo was stuck with a product that was being produced waaaay above what the world would pay for it.

What to do? Well one couldn’t just close up shop, could one? There was the small matter of what to do with 18,000 cane workers. It wasn’t like with Trinidad which decided to abandon the sugar ship - they had oil revenues to soften the social and economic blows.

Another thing would be to downsize and diversify. The PPP did this… and the present APNU/AFC government’s continuing in that vein. So far so good.

The other thing, however, is that both administrations - PPP and APNU/AFC - chose another option - selling off GuySuCo lands for housing. And this is where this Eyewitness has to pick a bone with the powers that be.

Fact of the matter is the GuySuCo lands are some of the best agricultural lands on the entire planet Earth. Not just with easy accessibility and high fertility - but with that most important agricultural demand of all - absolutely the best drainage and irrigation in the entire Caribbean!

As we have all been educated to appreciate, hundreds of thousands of human beings died to dig the thousands of miles of canals to make these lands into what they are. And we now make them into housing schemes by filling in the canals? What an insult to their memory not to mention basic economics - in a world where “food security” will be the buzzword for the next century!

Our political directorates are behaving like it’s caught in a bear trap, and has to chew off its own leg to escape.

But unlike bears in the wild, this government should know there are experts in the field of development economics who may be able to suggest better ways to utilise our surplus GuySuCo lands.

Or let’s call in India or China to send in some farmers… ...in Coalitions The WPA’s griping (well some members at least!) about being ignored by the PNC and not even being allowed to have any input into policy making. Well the fellas didn’t say “PNC” but they’re in coalition with THAT party in APNU and the first level of consultation should’ve been at that tier. But anyhow, why in the world are they surprised?

When Burnham launched the PNC - unlike what the present lot’s trying to tell us, he didn’t coalesce with JB Latchmansingh, but with the United Democratic Party (UDP) and Sydney King, who would change his name to Eusi Kwayana. n a recent visit to the Essequibo Island of Leguan, Agriculture Minister, Noel Holder had met with a few cattle and poultry farmers to, among other things, gather updates on the state of those industries.

However, this visit angered residents as the minister was reportedly reluctant to meet with rice farmers. This comes on the heels of statements the minister expressed which noted that some of the challenges that face the rice industry should be sorted out between farmers and millers.

On Monday Guyana Times was told that rice farmers were prepared to engage Minister Holder as he was on the island but were left astonished when they were bypassed. “Abbe close off to go and reach de man…but de man come and go-way back,” one rice farmer complained: “[I feel] very bad, they not interested in Agriculture, he met with cattle farmers and poultry farmers, and encouraged them to mek plenty duck and pig,” the farmer explained.

This newspaper was also told that the minister also stopped albeit briefly at the office of the Neighbourhood Democratic Council (NDC) but did not engage councillors who were reportedly prepared to engage in discussions over the plight of the rice industry.

Meanwhile,Guyana Times was also told that Guyana Rice Development Board (GRDB) General Manger, Nizam Hassan is slated to visit the island on Thursday.

This comes after farmers there had registered their complaints over not being consulted on the future of the

Only on Saturday, rice farmers in Region Two (Pomeroon-Supenaam) expressed dissatisfaction with the current paddy prices being offered by millers. The prices range from $1500$2300 for grades A, B and C, and according to them the venture is quiet unprofitable.

During interviews with rice farmers along the Essequibo Coast, farmers complained that the price millers are offering cannot sustain their livelihood. Most of them explained that they have loans to repay at commercial banks and they are worried that with the current prices they will not be able to offset their overhead expenses.

Rise in dengue cases not alarming – Health Minister

ublic Health Minister, Dr George Norton on Monday stated that while there appears to be a rise in dengue fever, its manifestation is not alarming for the Ministry.

Recently, the Caribbean Public Health Agency (CARPHA) recorded 303 confirmed cases of dengue

in Guyana, as of the first week in August – which is a huge increase from the 142 probable cases in 2015.

However, when Dr Norton was asked about the rise in the mosquitoborne virus, he stated that one of the reasons for the hike was because patients were either not taking their medications, or not seeking

help from healthcare facilities. In many of these cases, he said, the virus is transmitted from the infected person to a mosquito which bites them and it would in turn bite another person and infect them.

“CARPHA is a reputable institution and I accept their statistics. But this is not only a Ministry of Public Health problem, the people also have their part to play,” Norton said.

“Patients need to take their pills or get themselves tested when they have the signs or the symptoms,” he added, stating that the Ministry has upped its game in educating and creating awareness on the mosquito which carries the virus.

He noted that the Ministry, through the Vector Control Services, has continued its fogging exercises and donation of treated bed nets.

I by the emergence of Chikungunya and Zika, all of which are transmitted by the Aedes aegypti mosquito.

The symptoms of all three of the viruses are identical, making it difficult to differentiate. The symptoms include fever, rash, headache, muscle and joint pain.

So far, there have been 5375 reported cases of Chikungunya, with 264 confirmed cases, and 35 confirmed cases of Zika in Guyana.

n this column, I will address the second of the multipartite model of Indian identity in Guyana, which is ethnonational. To reiterate, my purpose of writing on these forms of Indian identity is to bring some alternative analyses of who Indians are in Guyana with the intention to foster and feather a better understanding of ethnic relations, which I believe, has currently hit rock bottom.

I am also writing in anticipation of 100 years of indentured emancipation (March 2017) to understand how Indians have evolved since they were released from narcissistic neuroses of this colonial clutch, command and control.

Of all the Indian identities I have proposed, none is so rooted and rancorous than ethno-national identity. This form of identity is when and where an individual or group of individuals expresses feelings of attachment to a nation-state first by ethnicity and second by nationality.

For example, some may carry with them a flag of their nation-state, some may express openly their preference of government and some may go to war to defend their ethnic attachment to the nation-state.

Guyana is fortunate to have not experienced the latter but in some ways living in Guyana is like living in a war zone.

Trauma in Guyana is similar to countries that are ravaged by war. Ethnic insecurity is a consequence of the trappings of war whether real or imagined.

Ethno-national identity may also be manufactured and manipulated to achieve desired objectives in an attempt to claim a secure place in the nation-state. In multi-ethnic states like Guyana, this has been a common experience.

To deal with the different ethnic expressions of and approaches to nationalism, governments tend to project or facilitate a common sense of belonging or what is labelled as nationalisation of culture, that is, whereby a national culture, a mixture of all cultures, takes precedence over one particular culture. Some degree of cultural autonomy is allowed during the process of the nationalisation of culture. When this happens certain ethnic groups feel that their ethnicity is suppressed and engage in ways to reclaim lost ground.

By contrast, Indians in Guyana and Suriname and less so in Trinidad, if they are not politicised into a creolised sense of nationalism, generally tend to express an ethno-national identity or subethno-national identity.

That is, they express their feelings toward their home State alongside their ethnicity, customs, and languages that are specific to them. For example, when asked, “Who are you?” the reply normally is “I am an Indo-Guyanese” or “I am an Indo-Trinidadian”, or “I am an Indo-Surinamese.” The expression of this identification varies according to situations.

But what this identification suggests is that Indians feel rather comfortable in recognising their cultural heritage or ethnicity alongside their national identity.

What this identification also suggests is that Indians link their sense of belonging, progress, and development with their dual identity.

While the expression of ethno-national identity may serve as a sense of place and solidify political camaraderie for Indians, especially when they are not in control of politics in Guyana, Trinidad, and Suriname, the mere idea of an ethnonational identity is controversial.

Some ethnic groups may claim that the retention of ethnonational identity as opposed to Guyanese identity in multiethnic Guyana demonstrate that Indians want to be separate from the national culture which invariably means they do not value and share Creole norms.

Such a sentiment reached a breaking point in Guyana in 2015 when an Indian politician declared that he was not an Indian but a Guyanese, implying that Guyana comes first and ethnicity later, if at all. A substantial number of Indians, particularly from the opposition, were offended by the politician’s remark, asking what sort of a message he was sending to the younger generation of Indians.

During my trip to Guyana in August 2015, I had a conversation with one middle-aged Indian man about the politician’s remarks and he said this to me: “He [politician] is dismissing his ethnicity and culture. Have you seen any African politicians do that in Guyana? They are proud of being African.”

The questions that should be asked are: Why do Indians feel comfortable with an ethno-national identity more so than other ethnic groups?

Is there room for the recognition of ethno-national identity?

Is there a possibility for a conversation or a platform from which an at least limited semimutual adaptability between ethno-national and Guyanese (national) identity can be achieved?

What would become of Guyana if ethno-national identity does not exist any longer?

Are the aforesaid questions meaningless because Guyana has been such a fractured and fragmented country that a strong sense of rootedness, a strong sense of belonging to home and homeland, lies outside of Guyana?

olice are on the verge of cracking yet another murder case as the nephew of Anita Mohan, whose battered body was found on the floor of her kitchen, has confessed to murdering the 48-year-old woman on Sunday afternoon.

Mohan’s body was found lying in a pool of blood on the floor of her kitchen in her Lot 315 Fifth Street, Cummings Lodge home with her head bashed in and a stab wound to her chest. A bloody rolling pin, suspected to be one of the murder weapons, was found in close proximity, as well as a broken beer bottle.

Acting Crime Chief Hugh Jessemy, when contacted, told Guyana Times that the young man has confessed to the murder, while admitting that another person acted as his accomplice. The murder, according to Jessemy, might have stemmed from a robbery.

The Crime Chief noted that detectives revisited the murder scene on Monday to conduct further investigations. It is believed that after committing the heinous act, the now dead woman’s nephew, who is called “Chucky”, might have washed the blood from his clothes.

A wet pair of three-quarter pants was found in the washing area – the same pants he was believed to be wearing during his drinking spree on the day the woman was brutally murdered.

The matter was reported and “Rambo” had reportedly threatened to “wipe out the family”. Nevertheless, the grieving sister noted that the now dead woman’s bedroom was ransacked and the money she kept in her wardrobe was missing.

Family members have also confirmed that “Chucky” was in the habit of smoking. “Is smoke up, he had to smoke up and kill de poor lady who work hard for what she want,” a relative stated.

An aunt of the dead woman told Guyana Times that she was at church when she received a phone call from her husband about the dreadful discovery. She immediately left and hurriedly made her way to the scene.

There, she recalled, seeing her niece on the floor and blood everywhere.

“Like she de going and eat, she food left just so on the cupboard… the belnah with blood went right deh and a bottle went next to she head,” the woman added.

The now dead woman would buy and sell greens and vegetables for a living. Her only son works seven days a week to assist his mother so that they can live a comfortable life.

A post-mortem examination is expected on Wednesday.

lthough it was announced that the National Public Health Reference Laboratory would commence testing for Zika and other mosquito-borne viruses, blood samples from suspected cases are still being sent overseas for testing.

The Public Health Ministry had declared that the Laboratory, which was expected to start testing for mosquito-borne viruses years ago, would commence testing soon, since it has two trained medical technologists working at the facility. However, the Caribbean Public Health Agency (CARPHA) continues to receive samples for testing.

Public Health Minister, Dr George Norton, stated that the Laboratory has been constrained by a shortage of consumables to test for the different viruses.

“We are concerned about this matter, particularly that we are unable to test for Zika, since it is on a rise,” he

said.

The CARPHA had trained the two Guyanese medical technologists attached to the National Public Health Reference Laboratory to test for the three vector-borne diseases.

Shameza Ally Sonaram and Johanna Vaughn had completed training at the agency on operating equipment to test vector-borne diseases and were expected to work along with a number of other specialist staff identified by the Ministry to perform specific duties in helping them complete these tests.

Chief Medical Officer, Dr Shamdeo Persaud had stated that the Laboratory would be the principal test-

ing site. “We had the intention to build capacity level at our National Public Health Reference Laboratory, but, of course, you know these lab tests are very specific, and not only require special skills, operators and technicians, but also require special equipment,” he said.

So far, there have been 5375 reported cases of Chikungunya, with 264 confirmed cases, and 35 confirmed cases of Zika in Guyana. There are also 303 confirmed cases of dengue fever in Guyana.

The rise in these vectorborne diseases had influenced the move towards facilitating local testing.

Region 10 lobbies for Dept of Agriculture, access to agro-processing training

he Region 10 (Upper DemeraraBerbice) Agriculture Committee is presently seeking to scale up on agricultural economic activities in the Region, which, it was noted, has been without an agricultural budget for years.

According to Committee Chairman Douglas Gittens, several recommendations were recently put forward when the Committee met for

discussions.

Gittens pointed out that the Committee would like to become involved in agro-processing training through the Agriculture Ministry and take advantage of the opportunities. The Committee is expected to present a plan for development activities for the Region to Agriculture Minister Noel Holder.

The Committee has also made recommendations for a Department of Agriculture

in the Region, with sub-departments, such as for aquaculture, with the aim of initiating a budget to the Region through the Plan of Action for Regional Development (PARD).

Regional Chairman Renis Morian has urged that the Committee write to the National Agricultural Research and Extension Institute (NAREI) and the Agriculture Minister regarding the steps to be taken.

GPSU wage/salary debacle

he Guyana Public Service Union (GPSU) has not yet begun talks of arbitration, although the option is openly available for it to thrash out the wages and salaries impasse it has with Government, a source close to the GPSU said on Monday.

While Government is still zigzagging around the demands and ultimatum put forward by the workers’ Union, the GPSU has not yet taken any steps in the direction of arbitration to have the matter settled by a third party.

The two bodies are deadlocked over Government’s final offer of a mere 10 per cent increase for public servants – an offer the GPSU has rejected outright.

President David Granger has said that the 10 per cent increase was all Government was able to offer at this time.

The GPSU had come over very strongly at the weekend, warning Government

that it needed to be guided by the 1999 strike, which lasted for 57 days and led to arbitration over deadlocked salary talks.

GPSU President Patrick Yarde, over the weekend, accused Government of horse-trading over its publicly stated position that it would go ahead and make an arbitrary award in the face of the Union’s refusal of the differentiated 1 percent-10 percent salary increase for public servants.

The GPSU President had also reminded Government that it was the very parties that make up the Administration, which on the campaign trail, had made very bold promises to pay public servants decent wages/salaries.

However, what was done instead was a turnaround and self-serving act of paying themselves hefty salary increases.

“This act is unpardonable in this society… for the Government to believe that their decision will be easily forgotten, much more has

to be done at the bargaining table for workers not to believe that the increases paid to the Cabinet and MPs were not self-serving,” he said.

Yarde, in his public missive over the weekend, said the outcome of any negotiation that was considered just was one where the results were agreed upon by the parties involved.

Seeking to draw reference to history and precedence, Yarde stated, “Industrial relations are not about gut feelings… they are guided by a body of knowledge grounded in conventions, time-honoured principles, established rules and laws.”

According to Yarde, “representatives of this Government are advised of the importance of arming themselves with an understanding of these tenets or they will continue lurching from one crisis to another on matters pertaining to workers’ welfare… there are precedents in this society which can serve as guides as against the present big stick method being pursued.”

He pointed to the fact that in 1999, the Janet Jagan Government had decided that it would respond negatively to the Public Sector unions’ demand for an increase in wages/salaries, on the pretext that the International Monetary Fund’s Structural Adjustment Programme prevented offering a decent increase.

He said the Government felt the trade unions were weak, but underestimated the workers who were enraged by their treatment, and mobilised among them-

selves to proceed on strike action and the union leadership had to comply.

The GPSU head recalled that the 1999 strike lasted 57 days and the parties

had to resort to arbitration to have the matter resolved.

He also referred to the similar salary talks breakdowns in 1979 and 1964 and said, “One would have ex-

pected that these experiences would serve as lessons to guide negotiations with the Government and the GPSU ? and the GTU [Guyana Teachers Union].”

Gunmen beat, rob Parfaite Harmonie family T wo persons are now nursing injuries at the West Demerara Regional Hospital, after several gunmen carried out a brazen robbery on a Parfaite Harmonie business on Monday and dealt a severe beating to them.

Those injured are Farah Mohamed, 33, and her brother, Navin Mulidhar.

It was reported that just after 12:00h on Monday, seven gunmen attacked the Parfaite Harmony, West Bank Demerara, residents, under the pretence of being customers at the family’s

grocery store, on the same premises.

The home is reportedly occupied by Farah Mohamed, her husband Imtiaz Mohamed, 35, their three children, along with Farah’s brother, Mulidhar.

However, at the time of the incident, Imtiaz was in the interior, while Mulidhar and his sister were at home maintaining the business.

The children were at school.

Reports are that the seven men exited a pink and white route 48 minibus, and called at the grocery store for a bottle of water. Farah, af-

ter realising that her brother did not respond to the call of the customers, went to tend to them.

However, they held her at gunpoint, where they commanded her to let them in. Upon doing so, the men dealt her several blows then fled with an undisclosed sum of cash and jewellery.

Neighbours, who heard the woman’s screams, called the Police and she along with Mulidhar, who was found beaten and tied in the yard, were rushed to the hospital.

Investigations are ongoing.

No arrest in Better Hope pensioner’s murder T

wo weeks after the gruesome murder of 76-year-old Ramkissoon David, also called “Dilip” of Lot 61 Better Hope South, the Police are still to make an arrest.

Acting Crime Chief Hugh Jessemy, when contacted, told Guyana Times that the Police were conducting further investigations into the murder and have questioned several persons, including the son of the now dead man.

Detectives have established robbery was the motive for the murder after it was discovered that almost $6 million belonging to David was missing. The monies, according to wellplaced sources, were kept in a secret place known only to the now dead man and a close relative.

The pensioner was found with his throat slit in the lower flat of his two-storey home. At the time of the discovery, he was sitting in an upright position facing the wall.

The bedrooms in the upper flat of the house were ransacked. Family members subsequently found several envelopes torn and placed in the freezing compartment of a refrigerator. The elderly man, who was last seen alive at 13:30h at a nearby shop, was left at home alone by his relatives who went to spend the day at a creek on the Soesdyke-Linden Highway.

It was after they returned home and found the house in darkness, they suspected something was amiss. As they turned on the electricity, they realised that the bedrooms in the upper flat were ransacked and when they ventured into the lower flat, they stumbled upon the elderly man’s body.

They later noticed a hole in the back fence which suggested that the perpetrators gained entry to the premises via that route.

Hundreds benefit Prince Harry to visit Guyana from medical G outreach in Tuschen

cores of persons turned out to take advantage of a massive medical outreach held Sunday at the North Radha Krishna Mandir in Tuschen, East Bank Essequibo.

Over 300 mainly elderly persons benefited from a host of free services including testings for blood sugar, hypertension, visual, and HIV. Some 100 food hampers were distributed, suicide handouts were circulated and counselling also offered by a team of doctors, phar-

macists, pandits and other volunteers.

The event was organised by the Guyana Pandits’ Council and Radha Krishna Mandir in collaboration with the Sanatan Vaidic Dharma Pandits’ Sabha.

It is their sixth medical outreach for the year thus far.

Head of the Guyana Pandits’ Council, Pandit Rudra Sharma, expressed gratitude to everyone who contributed to making the medical outreach a success. He extended special

thanks to the dedicated team: Dr Anila Ramphal, Dr Kaalesh Ramcharran, Dr Rupan Singh and Dr Varun Budhram, the pharmacists, other pandits and volunteers.

In continuing in its bid to give back to communities across Guyana, the group will be hosting their annual blood drive during this month at the Guyana Pandits’ Council Headquarters on 196 Camp and Quamina Streets, Georgetown.

The statement said the visit would be the first by a member of the British royal family since 2004 and comes in the year of Guyana’s 50th Anniversary of Independence. It said it was, therefore, “a particularly relevant time for such

According to the High Commissioner, the visit falls on the occasion of the 50th Anniversary of Independence for Barbados as well, and the 35th Anniversary of Independence for Antigua and Barbuda.

Prince Harry officially visited Barbados in 2010; this will be his first official visit to all of the other countries.

The visit by Prince Harry comes more than a decade after his father, Prince Charles visited Guyana.

list of suggestions for amending the 2006 Amerindian Act were amongst several issues that came up at the 17th General Assembly of the Guyanese Organisation of Indigenous Peoples (GOIP) held at Wakapoa Village, Region 2 (Pomeroon-Supenaam) on July 31, 2016.

Misnomers such as grant of land title and Amerindian in the Act could be replaced with return and 1st Guyanese respectively, according to a release from the GOIP executive committee.

The organisation noted that the gathering also condemned the practice of a Cabinet Minister exercising powers to dismiss an entire elected village council, amongst other shortcomings in the present Act. Additional laws, backed by effective law-enforcement the committee felt, are also needed in Guyana’s Constitution to make life

tougher for human traffickers of which indigenous females are prime victims.

Moreover during the general assembly, the Wakapoa and other lower Pomeroon indigenous communities bemoaned the gap between promises and deliveries made by past and present Guyana regimes in the quality of Education and Health care systems afforded to villagers.

However, the community’s conceptualisation of a forest preservation/eco-tourism venture at the Moraro area of Wakapoa was widely discussed, with the prospect of much-needed employment for villagers being envisaged.

present location.

Brazil: Police use tear gas at anti-Temer protest

ens of thousands of people have taken to the streets in Brazil to demonstrate against the Government.

Organisers said 50,000 people – a record number – turned out in Sao Paulo alone for a seventh day of protests against the new President Michel Temer.

Temer took office after Dilma Rousseff was removed from the presidency in an impeachment trial.

The rally began peacefully, but law enforcement used tear gas, stun grenades and water cannon as clashes broke out at the end.

They said they had been forced to take the measures to avoid vandalism.

Several people were reportedly injured, including a BBC journalist.

Some protesters responded by throwing bottles and stones at riot Police, and building and setting fire

to barricades.

Temer said the protests were “small groups, not popular movements of any size”.

While at a G20 summit in China, he told reporters: “in a population of 204 million Brazilians, they are not representative.”

Brazil’s Senate voted to remove Dilma Rousseff from office last week, for manipulating Government accounts to hide a shortfall in the Government’s budget.

It put an end to the 13 years in power of her left-wing Workers’ Party.

Rousseff had denied the charges.

Temer was the Vice President under Rousseff and under her predecessor Luiz Inacio Lula da Silva (known as Lula).

Many protesters called for immediate elections. In Sao Paulo, Gustavo Amigo said: “We’re here to show that the people still have power and that despite the coup, we are here in the street to bring down the Government and call for a new election.” (Excerpt from BBC News)

St Kitts Prime Minister and Opposition Leader to battle in court

t Kitts Prime Minister, Dr Timothy Harris has started legal action against Opposition Leader, Dr Denzil Douglas and a local radio station for what he says are “false, malicious and libellous” allegations against him.

The action relates to a statement which Dr Douglas made on Freedom FM 106.5 radio last Friday afternoon, regarding threats being made against his life on the popular social media network Facebook.

In addition to airing the

former Prime Minister’s statement, Dr Harris said, Freedom FM 106.5 published it on its Facebook page.

“As soon as the offending publications were brought to his attention, the Prime Minister immediately engaged Thomas WR Astaphan QC in the matter, and after Queen’s Counsel communicated with Freedom FM 106.5…the offending posts were removed from its Facebook page,” a statement from Harris said.

“The Prime Minister’s

Counsel has commenced legal action against both Freedom FM 106.5 and Dr Douglas for the publications of these false, malicious and libellous allegations. Justice will now take its course,” it added.

Dr Douglas has been calling for protest action against how the 18-monthold Administration of Prime Minister Harris is managing the twin-island federation, as well as the crime situation and the deterioration of healthcare services. (Caribbean360)

Cuban Govt filtering mobile text messages, dissidents say

uba’s Communist Government is filtering mobile phone text messages for key words such as “democracy” and “human rights” and then blocking them, dissidents said on Monday.

An investigative report by blogger Yoani Sanchez and journalist Reinaldo Escobar concluded that text messages failed to reach their destinations if they contained Spanish words for democracy, human rights or hunger strike, among others, as well as the names of some dissidents.

Eliecer Avila, head of Opposition youth group Somos Mas, which participated in the investigation,

said 30 key words that triggered the blocking had been identified but there could be more.

“We always thought texts were vanishing because the provider is so incompetent, then we decided to check using words that bothered the Government,” he said.

“We discovered not just us, but the entire country is being censored,” he said. “It just shows how insecure and paranoid the Government is.”

It was not clear for how long the filter had been in place.

Health officials and researchers from Latin America have reported that cases of Guillain-Barré increased by as much as 877 per cent in Venezuela, and, at the very least, rates doubled elsewhere, the officials said in a letter to the New England Journal of Medicine.

“During the weeks of Zika virus transmission, there were significant increases in the incidence of the

Syria conflict: Wave of G20 promises to coordinate bombings kills dozens on economy, but little in way of concrete steps

t least 40 people have been killed in bombings in mainly Government-held areas of Syria, State media reported.

Four attacks took place within an hour in Tartous, Homs and in a suburb of Damascus, with one in Hassakeh, which is dominated by Kurdish forces.

The deadliest incident was outside Tartous, home to a Russian naval base and in the heartland of President Bashar al-Assad’s Alawite sect.

The Islamic State (IS) group said it was behind the attacks.

The group made the claim in a statement carried by its affiliated news agency, Amaq.

The attacks took place between 08:00h and 09:00h (05:00-06:00 GMT) on Monday.

Syria’s official Sana news agency reported that 30 civilians had been killed and 45 others injured in the Tartous countryside.

orth Korea fired three ballistic missiles into the sea off its east coast on Monday, the South Korean and US militaries said, as the leaders of the Group of 20 major economies held a summit in China, the North’s main diplomatic ally.

The missiles were fired from a region south of the capital Pyongyang just after noon and flew about 1000 kilometres (600 miles), hitting Japan’s air defence identifi-

cation zone, South Korea’s Office of the Joint Chiefs of Staff said.

“We are still analysing details, but this is a grave threat to our nation’s security, and we express deep concern,” the Japan Defence Ministry said in a statement.

The launches drew immediate condemnation from the United States, which described them as “reckless,” and diplomats said the United Nations Security Council would discuss them

ndia will be half a century late in achieving its universal education goals, according to a UNESCO report released on Monday.

This means the country will achieve universal primary education by 2050, universal lower secondary education in 2060 and universal upper secondary education in 2085.

The 2030 deadline for achieving sustainable development goals will be possible only if India introduces fundamental changes in the education sector, the Global Education Monitoring (GEM)

report says.

The report says over 60 million children in India receive little or no formal education and the country has over 11.1 million out-of-school students in the lower secondary level, the highest in the world. At the upper secondary level, 46.8 million are out of school, while 2.9 million students do not even attend primary school. The report says that by 2020 there will be a shortage of 40 million workers with tertiary education.

panish firefighters are battling a huge forest blaze on the Costa Blanca that has forced the evacuation of thousands of people, including tourists.

More than 300 firefighters have been deployed to tackle the fire some 120 kilometres (75 miles) south-east of Valencia.

Three fires were deliberately started on one of the hottest days of the year, emergency authorities have said.

The temperature in some places is 40C, but officials hope winds that fanned the flames will decrease.

Officials evacuated more than 1000 people late on Sunday from Javea and the resort of Benitachell.

The fire became more severe on Monday afternoon and moved toward populated areas in Cumbre del Sol, which authorities say they are also evacuating.

Land management harmonisation CEO removes GLSC Board to study legislative NCN anchor for “pregnant” image review’s complete report

he National Communications Network (NCN) has rejected outright media reports that it has been meddling in the personal affairs of two of its female staff, who have recently been making headlines at the State-run entity.

On Monday, NCN said that it was very much concerned about statements being made in the press and online news outlets in relation to employment issues surrounding two of its employees, Natasha Smith and Jocelle Archibald-Hawk.

that she would be relieved of reading the news, “because, quite frankly, the CEO did not like what he sees when he looks at the news”.

known that Smith, an anchor, was not removed from anchoring duties because of her pregnancy or marital status.

“NCN upholds the rights of all its employees in relation to their private lives and may only be required to address aspects of personal issues if they impede the employee’s performance on the job,” the organisation stated in a release Monday evening.

The organisation came under fire after word got out that it had removed Smith, one of its longstanding anchors from reading the news because she was pregnant out of wedlock, a claim the entity has denied.

Meanwhile, Smith also in a response on Monday gave her side of the story.

According to her, almost a month ago, she was informed by a senior manager that it was decided that she would be relieved of reading the news.

“On the following day I was called by another senior manager who explained to me how outraged he was about what was said in the management meeting of August 8. He told me he believes that as a woman I have a right to become pregnant and bear a child without it being a hindrance to my job since being pregnant does not affect my job in any way.”

She said she was called to the office of the EditorIn-Chief (EIC) the following day, and it was explained

I enquired if it had anything to do with my pregnancy, she did not respond to the question directly, but asked me to wear bigger clothes.

Smith, who has been employed by the State entity for over eight years, has been serving for some six years in the News and Current Affairs Department and two years as an Announcer/ Producer in the Production Department. She said this was not her first time anchoring the news while pregnant.

“This is my second pregnancy while being anchor.

In 2011, I was pregnant with twins and there was never any issue with regards to my anchoring or attire, nor any directive to cameramen to shoot from my breast upwards,” she wrote to colleagues.

She continued: “Given the fact that I have to hide a part of my body, makes him seem like something unwanted or to be ashamed of. I likened the situation to one where I took a picture with my child and had to Photoshop him out of the picture.”

Smith said she was very much offended and immediately contacted her union

representative, who arranged a meeting with the Human Resources Manager (HRM).

“The HRM did not deny that the directive was given, but insisted that it was not with immediate effect and that the EIC is misrepresenting what was said.”

Smith said she was later informed that there was a new directive for her to continue reading the news until she was ready to proceed on maternity leave; however, she said by this time she had already decided that she would discontinue reading the news because of all that transpired.

Meanwhile, NCN speaking on the issue of Sports Editor Jocelle ArchibaldHawk, who was suspended for one month without pay, said due process was followed in arriving at its decision.

he Guyana Lands and Surveys Commission (GLSC) Board of Directors will soon study a report on land management in Guyana, following a review by three Guyanese law students from the Hugh Wooding Law School.

The preliminary report of the review, conducted by law students Glendon Greenidge, Joshua Benn and Erica Capell, detailed examination of the Guyana Lands and Surveys Commission Act, the Guyana Forestry Commission Act, the Guyana Geology and Mines Commission Act, the Amerindian Act and the Mahaica/Mahaicony/Abary Agricultural Development Authority Act. The review also ad-

dressed land leases and it recommended the amendment of laws to reflect the kind of inter-agency harmony that is supposed to exist.

The preliminary report was on Monday handed over to Minister of State, Joseph Harmon by Commissioner and Chief Executive Officer of GLSC, Trevor Benn at the Ministry of the Presidency (MoTP).

Benn explained that the students were asked to review the laws and to make recommendations to address the gaps, which they completed within three weeks.

The report, he said, will also be presented to the Board of the GLSC for its review and recommendations.

Minister Harmon, who had directed the

Commission to look into the harmonisation of the laws that deal with land use and management, said that land was always the subject of some kind of controversy in Guyana. He explained that the entire viability of the GLSC was dependent on it being able to exercise the authority, which it was given by law.

“The extent to which you have overlapping of authority is the extent to which persons, who are the beneficiaries of State lands sort of dodge in between the raindrops… rather than paying [their] lease[s]… so rather than having a very clear, defined position ,people utilised that lacuna in the law to be able to benefit themselves,” Harmon said.

he Region One (Barima-Waini) Administration is looking to convert an abandoned bond in Central Port Kaituma into a market, to relocate some of the vendors from the community’s congested waterfront.

Region One Chairman Brentnol Ashley said the Regional Administration was working to bring order to the waterfront by relocating some of the vendors who ply their trade in the area.

“We are hoping to between 2016 and early 2017, we can have the organising of the Port Kaituma waterfront, because, it is congested, and most of the structures that are there are illegal,” Ashley told the Government Information Agency (GINA).

The Chairman added that many of the vendors in the area are those who did not “have the permission to construct, nor do they have the lease for the lands that they want to construct on”.

Ashley explained to GINA that the Region’s Administration would work with the Neighbourhood Democratic Council (NDC) to relocate the vendors,

with serious consideration being given to the use of the old abandoned Barama Company bond, and the unused large cassava mills for their placement.

“One of the things is to work with the NDC, and the NDC to work with the people,” Ashley said. “… we cannot displace people, and we have nowhere to put them, and so in central Port Kaituma, there is a clear brick bond that the Barama company would have built some time ago, that was abandoned. The RDC is going to work with the NDC and also the Ministry of

Public Infrastructure to see how best we could resuscitate that bond and make it into a market for the people so they can move from that area and, hence, give us the space to make a better plan for the community,” Ashley said.

The NDC has already informed the vendors of the move to bring order to the waterfront.

“I know for a fact that the NDC would have met with the people at the greens market, the stallholders at the bus stop, and they would have started writing letters to various persons informing them (of the relocation).

This most likely will be the way forward and to advise them that they would have the time to ensure that they dismantle, and at the same time, looking at ways and places that we could correct the situation,” Ashley said.

As a result of the congestion of vendors at the waterfront, the flow of traffic in the area is greatly affected.

The area also suffers from flooding, owing to drains clogged by the careless disposal of waste from the market or vendors constructing structures over the drains.

resident David Granger on Monday pledged an initial $1 million to boost the Berbice High School’s (BHS) computer laboratory as he noted that an education founded in in the Sciences, Technology, Engineering and Mathematics (STEM) subjects is key to innovation and transformation of the country.

to transform citizens’ lives today in the 21st Century.

“One hundred years ago, the parents of the children of East Berbice-Corentyne understood that and were convinced of the worth of education. They were eager, because of this conviction, to enrol children in a secondary school, often at great personal sacrifice. Education, they understood, was the gateway to increased opportunities and a better life. Knowledge, they knew, would provide enlightenment and liberation from ignorance…The Berbice High School was one that survived. It was founded in response to the growing demand for a better life and would become the bellwether of secondary education in the County of Berbice,” President Granger said.

The school was the first secondary school to be founded in the county, and for 100 years it has remained a leader in secondary education, the President pointed out.

He noted that BHS unlocked doors that were previously closed to poor families and it unveiled the potential of students of this Region, unfolded new opportunities for them in society.

This centenary, therefore, must set the stage for perpetuating the traditions, which have long been associated with BHS’s golden years. Those golden years are not a matter for nostalgia or memories but must be relived every day to create new opportunities, the President declared.

Headmistress Tracey Heyliger in her remarks said that while the school is an old institution with strong principles, simultaneously, it is a lively institution where development is continuous and where diligent teachers continue to service the system, moulding the nation’s children: “The use of information technology as well as various teaching strategies has been the main reason the Berbice High is the top school in this region. It has moved up from seventh last year to fifth this year nationally.

With an 89.2 per cent passes in Grades One to Three, including both English Language and Mathematics, and it is known to be one of the most disciplined schools in Berbice. We have a high standard of discipline.”

ublic Health Minister, Dr George Norton over the weekend delivered drugs and other medical supplies to 15 health facilities in the Moruca Sub-Region in Region One (Barima-Waini).

These facilities had reported drug shortages.

The pharmacist of Kumaka District Hospital told the minister that, “our drugs would usually come from Materials Management Unit (MMU), but the time that it takes to get here, sometimes we run short. Another thing, when the drugs come, we don’t get it with a receipt, so we don’t know what MMU is sending against what we are receiving.”

This report prompted the minister to conduct intended investigations and assured that systems will be put in place to address it.

The Public Health Minister and a team were in the region for a three-day visit to inspect the conditions of the public health facilities, and to hold discussions with healthcare workers.

Following visits to a number of facilities, the minister told the Government Information Agency (GINA) that several health facilities in the Moruca Sub Region will see vast improvement by yearend.

Minister Norton observed the need for capacity building among staff, and the addition of requisite personnel to complement the upgrade.

“We hope to improve (staff) from a Community Health Worker to a Community Health Worker/Midwife, and in some cases to a Medex. We do have Medex in the system that we are hoping to put in these areas,” Minister Norton is quoted by GINA as saying.

Infrastructural upgrades include the rehabilitation of several health posts in the form of tiling, repainting, installation of solar panels, electrical equipment and appliances, and other equipment such as birthing beds.

Minister Norton and his team visited Kumaka, Waramuri, Haimaracabra, Koko, Cabrora, Kamwatta, Chinese Landing, Waikrebi, Santa Cruz, Warapoka, Assakata, Manawarin, Kwebanna, Karaburi and Wallaba.

Sacked Hotel Tower workers still to be paid M

ore than a year after the courts here ordered a $10 million payment to cover wages, salaries and severance owed to former employees of Hotel Tower, the close to 100 persons are yet to be paid.

The employees are hoping to seek out further legal intervention to speed up the payment process.

In May 2014, scores of employees were left jobless as Hotel Tower announced that it was closing its doors, much to the disappointment of workers, many of whom had been working for more than two decades.

Soon thereafter, employees began a series of protest actions as they were not given prior warning of the closure. The Hotel had closed its doors in May without paying its employees termination benefits due to them and the employees complained to the then Labour Ministry. Charges were filed in October 2014. The claim was in relation to failure by the Hotel Tower to give notice of termination, pay sev-

erance allowance, pay a sum in lieu of notice of termination as is required by law, grant leave with pay and pay the entire amount of wages owed, contrary to Section 19 of the Labour Act. A year later in 2015, the court ordered the payment of over $10 million in wages, salaries and severance owed to workers; however, up to this day, those employees have not received any payment.

Some employees contacted Guyana Times on Monday and said that they would be

returning to the courts to have their monies paid.

Since its closure in May 2014, the Hotel has passed through the hands of several persons. Some months after the payment controversy, Canadian businessman Mike Mosgrove announced that he was the new owner of the Hotel. However, sometime later, Guyana Times was informed that that plan had fallen through.

Earlier this year, the Hotel rebranded Tower Suites reopened its doors to the public.

ritain’s Kell Brook aims to emulate Sugar Ray Leonard when he challenges middleweight king Gennady Golovkin at London’s O2 on Saturday.

Brook, the IBF welterweight champion, is jumping two weight divisions to take on unbeaten knockout artist Golovkin.

Welterweight great Leonard came out of retirement in 1987 to beat world middleweight champion Marvin Hagler.

“I want to do what Leonard did with Hagler use my speed, my footwork and box the perfect fight,” said Brook.

“I do fear him. Of course I do. I know he’s a big puncher and that nobody wants to fight him for a reason.

nternational cricket’s future hangs in the balance this week. As a select group of senior administrators meet in Dubai to finalise a proposed model for radical changes to the game’s schedule, the players have warned of a massed exodus to Twenty20 leagues if nothing is done.

An ICC working group of board chief executives, including the Cricket Australia CEO James Sutherland, the ECB’s Tom Harrison, the BCCI’s Ajay Shirke, the PCB’s Subhan Ahmed, South Africa’s Haroon Lorgat and New Zealand’s David White are working with ICC management to finalise proposals for a new international structure.

When the dust was settled at the end of the exciting double header it was Western Tigers and Police Football Club that were left standing.

The Georgetown based Western Tigers dismantled a hapless Ann’s Grove of the East Coast of Demerara 4-1 while Police Football Club (FC) defeated the lone Linden team, Federal Winners Connection 3-1.

Darren Benjamin was the first to find the back of the nets for Western Tigers when he beat the Ann’s Grove goal keeper in the 29th minute.

Dwayne McLennon produced a blinder in the 34th minute but Phillip Williams secured the lone goal for Ann’s Grove eight minutes later.

Randolph Wagner and Dellon Kelly produced the final assault in the 84th and 90th minutes respectively to end Ann’s Grove’s chance of lifting the title.

Batting first in the 20 overs a- side match, left handed opener Yunnis ‘White-Boy’ Yusuf struck a masterful 120 as Floodlights posted an imposing 286-7 from their quota of overs. In the century knock, Yusuf blasted 15 fours and 12 sixes. Yusuf was well supported by Ramesh Narine 47, Patrick Khan 45 and Wayne Jones 36 on their way to the massive total.

West Indies name limited overs squads for Pakistan series - Pooran, Powell, Joseph earn maiden call-ups

he West Indies selectors on Monday named the respective limited over squads for the series against Pakistan in the United Arab Emirates (UAE).

Among those earning a spot in the team for the first time are wicketkeeper-batsman Nicolas Pooran, allrounder Ravmon Powell and talented fast bowler Alzarri Joseph.

Pooran impressed in this year’s Caribbean Premier League, scoring 217 runs in eight innings at a strike rate of 197.27 for Barbados Tridents, while completing

Powell, who made his first-class debut last season, also showed promise in CPL 2016 for Jamaica Tallawahs, scoring 228 runs at an average of 25.33 and taking two wickets with his mediumpace.

Oldest Test cricketer Lindsay Tuckett dies aged 97

indsay Tuckett, the former South Africa fast bowler who was the world’s oldest surviving Test cricketer, has died aged 97 in Bloemfontein. Tuckett played nine Tests for South Africa between June 1947 and March 1949. Tuckett made his firstclass debut for Orange Free State in March 1935, shortly after his 16th birthday. When cricket resumed after the Second World War, Tuckett became one of South Africa’s leading bowlers and was picked for the tour of England in 1947, where he made his debut in the first Test at Trent Bridge.

Tuckett began his Test career with a five-for, but was hampered by a groin injury on the tour and finished with 15 wickets in five matches at an average of 44.26. His next international appearance came during England’s

[Marylebone Cricket Club] tour of South Africa in 194849. Tuckett bowled the last over of the dramatic Durban Test, which ended with a twowicket victory for England, secured off the final ball.

Tuckett’s returns in the series were four wickets for 316 runs, and he played his last Test match in that series. His tally of 19 international wickets included two five-fors.

Tuckett took 225 wickets from 61 matches in a firstclass between 1934-35 and 1954-55. This included a haul of 32 wickets in the 1951-52 season at an average of 17.59.

Tuckett’s father was former South Africa Test cricketer Len, and his uncle, medium-pacer Joe Cox, was also a former Test cricketer. Former South Africa allrounder John Watkins is now the oldest living Test cricketer in the world, aged 93. (ESPN Cricinfo)

Ian Greenwood is new GFF Technical Director T

he Guyana Football Federation (GFF) selected Ian Greenwood as their new Technical Director following public advertisements and a competitive and comprehensive selection process.

According to a press release from the GFF, Greenwood is an English UEFA-Qualified Coach, with over 10 years of coaching/management experience at various levels of the sport including the U-14, U-15, U-16, U-18 and U-21 teams at Leeds United Football Club and seven years’ experience in coach education.

Greenwood will officially begin his tenure on the October 8, 2016 and as per FIFA, the Technical Director is in charge of defining and leading the national technical development programmes, and developing long-term strategies in this regard for all aspects of the game, be it grassroots, wom-

en’s football, coach education or youth football, and to bring them together in synergy according to the development pyramid.

Greenwood replaces Canadian national, Claude Bolton, who served as Technical Director from 2015 but abruptly resigned with effect on March 1, 2016.

The General Responsibilities of the Technical Director are: to develop, and implement a clear and thorough Technical Development plan with a Technical Chart aimed at continually promoting and improving the game of football in Guyana at all levels, from Grassroots to Elite football including Youth football, Women’s football, Futsal, Beach Soccer, and Coaching Education.

eft-arm spinner Ashmead Nedd, opening batsman Sachin Singh and pacer Qumar Torrington, all of whom are national youth players and members of city side, Demerara Cricket Club (DCC) recently returned from the West Indies Under-16 tour of England, a tour which they all stated was a great learning experience.

Guyana Times Sport spoke to the three players, who revealed that the next step now is to build on what they have learnt and further their careers after playing five matches against top English under-16 teams.

Nedd said, “The experience was great, I learnt a lot about the English conditions, I leant how to bowl well and take pace off the ball; the weather was quite well, just one day was quite cold.”

The spinner, who would have made tours with the National under-15 and under-17 teams, said that adapting was difficult.

“Adapting to a different country to play cricket is quite difficult but I did adapt fast but I think it will benefit me overall in case I have to return anytime soon to play, I would be well aware of the conditions” the

15-year old stated.

Legendary West Indies captain and fast bowler Courtney Walsh was manager on the trip and provided great insights for the players according to Nedd.

“In the last game, he [Walsh] pulled us aside and talked to us about stuff we have to work on to better our cricketer, those stuff were being patient while bowling and working more on fitness,” said the bowler who had best figures of 2-22 against Merchant Taylor’s School.

Similarly, Torrington said “I was very excited when I heard I made the team, going to England; on the tour I was able to understand the art of swing bowling and what areas you need to put the ball.”

The right-arm pacer in commenting on the impact of interacting with Walsh said “I learnt a lot from Mr. Walsh he thought me how to be more consistent and it doesn’t matter if I’m not getting wickets, just stay focused and keep in the right areas, and the pressure will build and the batsmen will make a mistake.”

Torrington whose best figures were 3-10, said his main focus is to improve his fitness to reduce the chance of injuries and added that his aim while bowling is to strive for consistency rather

than pace.

He said “for me, as a seamer, I look for a bit of pace but it is more about the line and length and being consistent in one area and that is what has given me success.

Meanwhile Singh, revealed that before he took the trip, he was seeking guidance on what to expect in terms of the conditions.

“Before I went, I spoke to some persons who gave me insights about the conditions in England, so my main aim was to play as late as possible since the ball would be swinging,” the cricketer explained.

The elegant left-hander, who had scores of 64 not out and 60, expressed that he is more confident with his ability with the bat.

“I had to adapt to the conditions, some pitches played slow while some had pace; I’m very confident now, just trying to be patient , not try to be complacent just play my game and look to be successful In terms of the technical aspect to his game, he said, “Robert Samuels, the coach, told me how to play the drive better. I was giving away a lot of edges, so he told me I should look to play more freely.”

The National under-16 skipper said his next step, is to play for the West Indies under-19, after which forcing a spot in the National senior team in the future.

“It was a great tour for me on the first time, I could have done better at some games; my next step is to play for the West Indies under-19 and then hopefully the national team,” the young cricketer revealed.

International cricket changes on top of agenda for WICB
