he Guyana Police Force (GPF) on Thursday said that Finance Minister Dr Ashni Singh did not violate any criminal law and threw out, as having no merit, the complaint recently filed by Alliance For Change (AFC) Leader Khemraj Ramjattan regarding restoration of funds cut from the national budget.

In a statement, the GPF said the Finance Minister committed no criminal breach that required Police attention.

The budget cuts restored by the Minister included amounts allocated for investment in Amerindian Village projects and the Amerindian Development Fund, payment of student loans, payment of salaries for staff and other operational expenses at the Office of the President, Institute of Applied Science and Technology, the Integrity Commission, National Communications Network, Office of the First Lady, Office of the Commissioner of Information, and the Presidential Guard Service, amongst others.

Informed observers have said that the opposition’s attempt to criticise the Minister for restoring these amounts is an attack on the beneficiaries of the developmental initiatives funded by these amounts.

The Police said they do not conduct investigations into civil and administrative breaches of the law.

“The Police Force is obligated to investigate criminal breaches only and does not conduct investigations into civil breaches nor administrative breaches of the law, save and except those related to the Police (Discipline)

Act, Chapter 17:01 regarding the conduct of its ranks,” the statement said.

The Police said it is of the opinion that the section of the law that Ramjattan alleges was breached by the Minister addresses administrative issues and is, therefore, an administrative breach.

From the onset, a prominent lawyer who had spoken to this newspaper under condition of anonymity had said that the AFC’s Police complaint was bad in law.

The Attorney had said that the “criminal action” filed against Dr Singh was not clearly defined as a crime,

asking what elements of the law that Minister Singh allegedly violated.

The Attorney noted that if Minister Singh acted outside of his remit, then this is a case for the courts.“They’ll first decide through “judicial review” whether a conferred power has been exceeded… until then, there is no case,” the Attorney contended.

In its formal complaint, the AFC had said the Finance Minister – together with other officials at the said Ministry and elsewhere in other Ministries and Government agencies, namely the Office of the President and the Ministries

of Amerindian Affairs, Public Works and Health – misused, misapplied, and improperly disposed of public monies to the extent of $4.533 billion during the period ending June 16 for Financial Year 2014, by knowingly permitting contraventions of the Fiscal Management and Accountability Act 2003, contrary to Sections 48 and 85.

The party noted that the Supreme Law of Guyana is the Constitution. Under Title 8 “Finance”, provisions are made in Articles 216 to 221, which govern the appropriation of revenues or public monies for purposes of spending.

NIS manager on demanding money with menace charge

he Office Manager of the National Insurance Scheme (NIS) Port Mourant branch was on

Miguel Anthony Thursday placed on $75,000 bail when he appeared before Magistrate Sherdel IsaacsMarcus in a New Amsterdam Magistrate Court on a charge of demanding money with menace.

Miguel Anthony was granted his pre-trial liberty after he pleaded not guilty to demanding the sum of $350,000 from Peter Lewis between September 8 and 9.

The 44-year-old Anthony,

of Nigg Village, Corentyne, was initially not required to plead to the indictable charge; however, Police Prosecutor Godfrey Platter asked the court for a summary disposal of the matter allowing the defendant the opportunity to plead to the charge.

In his bail application, Attorney-at-Law Horacio Edmond noted that Anthony has been working with the NIS for the past 20 years, is married and has five children.

He said the defendant is not a flight risk and intends to attend court to prove his innocence before asking for reasonable bail to be granted to his client.

Prosecutor Platter had no objection to bail, but asked that the matter be transferred to the Whim Magistrate’s Court. Magistrate IsaacsMarcus then ordered Anthony to attend the Whim Magistrate Court on October 22 when the matter is heard again.

Region Two rice farmers receiving cash payments

R

egion Two Chairman Parmanand Persaud on Wednesday said that rice farmers are now receiving prompt payment, with some millers paying them in cash.

Persaud said that harvesting commenced in the region, and farmers are satisfied with the grades as well as prices being offered to them. He said he hopes the trend continues and farmers receive full payment before the start of the new crop.

Persaud revealed that two millers thus far are making cash payments to farmers when delivery of paddy is made. This, he said, is commendable and speaks well of the progress of the rice industry.

The Region Two Chairman said that farmers are receiving $3500$3200 per bag of Grade A

paddy. He noted that more and more persons on the Essequibo Coast are becoming involved in rice cultivation and outlined that more acreage is being cultivated, “Region Two used to cultivate 32,500 acres, now it’s in excess of 36,000; this shows progress.”

He mentioned that the Regional Administration will continue to provide better drainage and irrigation for farmers as well as to maintain the dams leading to the rice fields.

Farmers were also pleased thus far with payments; however, they called on other millers to pay them within the 42 days stipulated by the Rice Factories Act. Most farmers are selling their paddy to Golden Fleece Rice Investment owned by Nazemul Hakh.

urendra Engineering Corporation Limited (SECL) has denied charges of fraud levelled against it by Guyana and accused the Donald Ramotar Administration of trying to “wriggle out of its stated commitments towards the project” due to political pressure.

On Wednesday, Government announced that it had terminated the firm’s contract to build the US$18 million Specialty Hospital, noting that since late June 2014, it had been engaging SECL on a number of issues regarding allegations of fraud and financial irregularities.

“Initially, the Government’s concerns related to delayed milestones and inadequate accountability by SECL for public funds the company had received on signing the contract with the Ministry of Health. Subsequently, the Government of Guyana discovered that SECL’s representative in Guyana had submitted a fraudulent document purporting to emanate from the Central Bank of Trinidad and Tobago.”

According to the Government, since the fraudulent act by SECL was confirmed by the Central Bank of Trinidad and Tobago, it wrote the company informing of its intention to: terminate the contract, pursue legal action against the company for fraud, and recover public funds from SECL for which it has failed to account fully.

SECL denies fraud

However, SECL in a statement Thursday said it recently became aware of various press reports alleging, among other things, that the Government of Guyana had expressed its intention to terminate its Specialty Hospital contract with SECL. The company said it received a letter from the Office of the President of Guyana, which contains certain allegations which “we strongly denied.

SECL is not aware of the document and has not provided any such document as referred to in the reports in respect of Central Bank of Trinidad and Tobago. We hereby reiterate that all such allegations of fraud or financial irregularities are completely baseless and without any merit.”

their lawyers to determine SECL’s future course of action against the Government of Guyana, “we trust that the Government of Guyana will not feel pressurised to commit any act or do anything which has the effect of jeopardising the project either for any political compulsions or for any other ulterior motives”.

SECL said it is a 40-yearold company, having vast experience and expertise in engineering and construction.

It said it has successfully designed, constructed and completed more than 100 projects in 33 countries worldwide and also completed projects in Guyana. “The capability of the firm was never in question as is evident from history,” Surendra Engineering said.

According to the company, during these past two years, it has been working relentlessly for the progress of the Specialty Hospital Project and has invested a huge amount of resources in terms of time, money and manpower, and continues to stay committed to seeing the project through.

“SECL is entitled to recover several millions US dollars from the Government in respect of work done at the site so far.

“The Government of Guyana is fully aware that the reasons for delay in the project are solely because of its own failure to meet its own obligations under the contract. The stoppage of work was only because of failure or neglect on part of the Government of Guyana from fulfilling its obli-

gations. It is shocking to hear such press reports, which can only be interpreted as a desperate attempt on part of the Government of Guyana to wriggle out of its stated commitments towards the project.

SECL reserves all its rights to pursue all such remedies as may be advised.”

Reservations

Head of the Presidential Secretariat, Dr Roger Luncheon told reporters on Wednesday, at his weekly post-Cabinet briefing at the Office of the President, that it was the Supervisor of Works, Vikab Engineering, that uncovered the forged document that was written on a letterhead of the Central Bank of the Republic of Trinidad and Tobago. “Vikab’s contributions to unravelling the behaviour of Surendra have been significant, have been enormous,” he said.

He explained that the supervisory firm has had some reservations about bonds being issued in Trinidad for works being executed in Guyana. Government first announced on Tuesday that it had written the firm about its deep concerns over the execution of the contract for the design and construction of the Specialty Hospital.

Dr Luncheon noted that

the decision to pull the contract estimated at US$150 million was taken after intense investigations, both in Guyana and overseas. He added that the termination of the contract would have derived from poor accountability and more so, delays. While Government is in consultations with several stakeholders, it is in the process of taking legal action against the company, more so to recover public funds collected by Surendra Engineering. He added that the possibility of blacklisting the company is eminent based on the outcome of the legal proceedings.

Government is also concerned about the US$4 million it paid to the company for mobilisation work, which commenced at the site. The money collected is reportedly 23.5 per cent of the total project cost. Asked whether the company had lodged a security bond, Dr Luncheon had said no, stressing that one previously existed. “The long and short of it: You’re right.

It is unsecured. There was a bond. There was a point in time when this money was secured, but there is no bond now and the fraud that was attempted sought to do was to have another bond put in place to secure our money,” he said.

The Remigrant Scheme

I

n keeping with its mandate to promote compliance with the laws, regulations and policies it administers, the Guyana Revenue Authority (GRA) was forced last week to issue a statement in relation to persons using the Remigrant Scheme to engage in fraudulent practices. It is not the first time that the agency has had to come out strongly against persons who are found to abuse the Remigrant Scheme.

There were other examples which were made public before.

In the statement, the GRA, citing the recent allegations of the remigrant concession scheme being abused, pointed to the fact that a large number of remigrants, having returned to Guyana from their sojourn overseas, are not keeping for their use of the assets that are presumably their property acquired while living abroad.

Inspite of the fact that the GRA has made it clear that the concession is granted for the specific use by remigrants and should not be transferred, leased or sold for a period of three years after one’s return to take up their residence in Guyana as a bona-fide remigrant, persons are not adhering to the law.

All kinds of jaded excuses, including lending their assets to their close relatives, etc are made as a cover for the fraudulent practices. In fact, it would certainly not come as a surprise if it is found that many of these persons who claim that they are now residing permanently in Guyana actually spend more time abroad.

Their intention is to enjoy the benefits of the programme even though they have no intention of living permanently in Guyana. Some persons have applied for, and been granted the benefits, and not long after handed over everything to their friends or relatives. In some of these cases, huge profits were made by the so-called “remigrant”.

This is a violation of the condition under which remigrants are granted their concessions, and it is hoped that stern action will be taken by the relevant agencies to enforce the penalty clause under which violation of the concession occurs.

The remigrant fraud has been taking place for some time now with persons using various means to trick the system.

This practice is quite disturbing, as it is clearly not what the programme was intended to be.

Concessions offered by the Government to remigrants, are not by right, but they have preconditions applying as well as post-conditions as to the application of those concessions.

In the case of remigrants, it is the norm for all remigrants to provide the necessary proof of the use of their assets prior to their remigrant status being obtained, apart from such items being registered legally in their name.

This newspaper had called for an urgent review of the entire Remigrant Scheme with the aim of making it “fraudproof” as much as possible. This newspaper mentioned the need for stricter monitoring and oversight of the entire programme in terms of its implementation. We wish to restate the importance of taking these interventions so as to deter persons from abusing the system.

There is an entire network of persons from various agencies, who work in collusion with the “remigrants” to engage in these activities. It is necessary for the various agencies in Guyana to work collaboratively to bring a halt to the misuse of the programme.

There are thousands of Guyanese settled outside of Guyana, some with the kind of expertise that would be extremely useful for the development of this country. Some of them have also accumulated huge savings which they would like to invest here.

While it is unfortunate that some persons have used the programme to commit fraud, many have taken advantage of the facility by returning home to serve in various capacities and by investing in various businesses. Government must continue to reach out to the Diaspora by offering various incentives to return home, but the necessary systems must be put in place to ensure that such facilities are not abused.

To date, the Health Ministry has not been officially notified of any awards as it relates to the procurement of drug and medical supplies.

Amerindians will not be fooled Dear Editor, I read Sydney Allicock’s recent letter and it is important for him, a PNCR/ APNU MP, to be assured that Region Nine (Upper Essequibo/Upper Takatu) residents and the Amerindian residents of the other regions of Guyana have already stood united to give their overwhelming support to the PPP/C Government under the leadership of President Donald Ramotar.

It is also important for Allicock to know that the Region Nine residents have not forgotten when he called the region “backward” and voted with his PNCR/APNU party, along with the AFC in Parliament, for unjustified budgetary cuts from 2012-2014, which severely affected development in their villages.

And Allicock has the gall to now say to Region Nine residents, “We need to stand together as one to demand what is our basic human and indigenous right?”

He never thought about “basic human and indigenous right” when he voted in

Parliament to slash the $1.4 million 2014 budgetary allocation to the Amerindian Development Fund (ADF), which affected not only the Rupununi communities, but the over 180 Amerindian communities in Guyana.

This is a clear case of Allicock backstabbing his own people. What Allicock must understand is that Amerindians will no longer be fooled by the PNCR/ APNU and AFC. Allicock stated that there is need for a useful advisory group to the Ministry of Amerindian Affairs (MOAA) so that proper planning for the ADF could be done, and not on a waste like me. For Allicock’s information, the MOAA is always equipped with the necessary expertise for the achievement of its objectives.

So Allicock’s advice in this regard is not needed. I have absolutely no linkages with the ADF whether directly or indirectly. But if Allicock thinks otherwise, he is free to submit his evidence.

If I am writing the truth about Allicock’s PNCR/

APNU party and the AFC in violating the rights of Guyana’s indigenous peoples to their social and economic development through immoral and unjustified budgetary cuts, then I have no problem being a waste.

Allicock wants to know how much money the Amerindian villages of Region Nine have in their village accounts. He said in his letter, “We need to have village accounts audited.” This is not the business of Allicock, but of the Amerindian Affairs Minister.

I wish to advise Allicock to visit the Office of Climate Change to get an accurate and proper understanding of what climate change is, so as to avoid distortions and misleading information. He should accept my advice so that he can play a useful and active role in the fight against climate change and its dangerous consequences.

Allicock said, “In 1991 we had a road that we were happy about.” Which road is this? Allicock did not state. If he is referring to the Linden-Lethem road, he

needs to be explicit. Trucks started to use this road in 1993. Drivers had to winch through bad spots and some bridges were just beams.

One trip took several days, the least sometimes weeks. There were no cars and minibuses at Lethem, just a few beatenup Brazilian vehicles. There were a few Land Rovers, one Land Cruiser (RDC), eight old tractors and trailers, and two trucks.

Today, at Lethem, there are lots of cars, minibuses, tractors and trailers, ATVs, motor vehicles and several models of trucks. So the road Allicock referred to was the road in disgrace which the PPP/C Government inherited from the PNC regime in 1992.

Under the PNC, food stuff, fuel and kerosene were in limited quantities, which only arrived at Lethem by a chartered aircraft. Residents used to flock Mr Johnny Khan’s shop and other shops at Bonfim in Brazil to buy their basic essentials.

Can’t get telephone Service should line up and running be restored by Dear Editor, Once again I do humbly solicit the kind assistance of the print media in publishing this letter highlighting my plight.

Soon after my arrival in Guyana in April, I immediately visited the New Amsterdam Office of GT&T to inquire as to the latest development/s involving telephone service to the number 333-4645. I was greeted by, “That telephone hasn’t been fixed yet, Mr Adams?”

To which I responded, “No ma’am.” That was my first visit.

On my second occasion at the office, I spoke to a very polite female employee there who tried calling the technical department at Vrymen Erven to ascertain why service was not restored, but her kind assistance was to no avail as she could not get

through to them even after repeated calls. I was told to return for an update.

On my third visit which was on April 16, I was given the same story all over again, only on this occasion, the visibly upset employee summoned the assistance of a Supervisor.

He, while giving me the same senseless answer that “they are going to look into the matter”, chided me for writing in the press. I assured him that I would have to write again seeing nothing is being done.

I told him that instead of fixing my telephone they were more interested in their public image. The fact is, for the entire duration of my Easter vacation, I kept checking in at GT&T only to get the same response, while service at my telephone remains a mystery. So, when

I arrived in Guyana on July 4, I had the uncanny feeling that a similar situation awaited me, and sure it did.

I was in Guyana for the period July 6 to August 27, during which time I visited the GT&T Office no less than 12 times with each visit getting the same clueless answer that “we are going to look into that matter”.

I am now back in St Lucia and my telephone service has not been restored.

I will be in Guyana for the Christmas vacation in December, when I will again have to seek after some form of telecommunication service, again.

If I may add, my plight with GT&T gets even worse when you realise that the 333-4645 number assigned to my account is not my real number at all. Rather, the number registered on my

telephone is 333-6556.

I brought this development to head office’s attention on my penultimate visit there and as usual, they promised to “fix it”. Now, that “fix it” answer means that the technicians have to get into the field and rectify the situation which hasn’t been forthcoming in two years.

I know their convenient answer to that is “I am overseas and not in the country so they cannot get into the premises”. So let me allay their fears that access to the premises will be granted if they enquire at the neighbour. This has always been the case ever since my telephone service went dead in August of 2012. So this is my plight.

In terms of communication, Amerindian Village Councils have their own radio sets. In 1996 telephones were introduced into Lethem. Annai has a community radio, and a survey is ongoing for rapid Internet connectivity, while an Internet service was introduced by GT&T in 1999.

Today, at Lethem, the four newspapers arrive every day by aircraft.

Lethem and its environs receive 24 hours electricity every

day. Residents who do not use over 15KWH in electricity do not have to pay. Those who use from 16-50 KWH have to pay $60 per KWH. Under the PNC, there was no secondary school in Region Nine. St Ignatius was a Community High School.

Today, Region Nine has four secondary schools with dorms based at Annai, Sand Creek, St Ignatius and Aishalton.

Government is currently working on the Moco Moco and

Nappi Hydro Project. Under the PNC, green water from the Takatu River used to be pumped into Lethem and all the pipes released green water in the homes of the residents.

Today, the GWI has several wells in Lethem and every village in the Rupununi.

Brazil started and continues to support Lethem’s economy since 2010 when the commercial zone came into being.

Amerindians recognise that Amerindian Heritage Month became a reality under the PPP/C and are now standing steadfastly and in unity for their continued governance of Guyana’s affairs.

Dear Editor, Thank you for allowing us the opportunity to respond to Neil Adams’ letter to the Editor headlined “Can’t get telephone fixed.”

To put this complaint in context, on February 28, 2013, Mr Adams’ service on telephone number 333-5003 was ceased for non-payment and based on our procedures, could only be replaced following his clearing the outstanding balances in its entirety and lodging a new service application with the company.

Mr Adams complied with these two requirements in December 2013 and GT&T assigned him a new telephone number – 333-4645.

Our records show that the installation technicians visited the customer’s residence repeatedly, but failed to gain entry because the customer was abroad.

Upon his return to Guyana, Mr Adams contacted our Business Office on more than one occasion between July and August 2014.

However, it appears that our service representatives neglected to inform him that the feeder cable that serves his neighbourhood was damaged. The repairs were scheduled, and his service installation would have to await the completion of the

repairs.

Regrettably, the repairs to this damaged cable are yet to be completed because, as indicated by our public notices, our networks in Region Four (DemeraraMahaica) and Region 10 (Upper Demerara-Berbice) suffered a spate of vandalism during the month of August which forced us to divert personnel from scheduled activities to complete these repairs in order to restore service to thousands of customers.

We would like to assure Mr Adams, that after our service restoration works are completed in Regions Four and 10, his service installation will be accorded priority.

Barring any unforeseen eventuality, repairs to the cable which feeds Mr Adams’ neighbourhood is scheduled to commence during the work week of September 29.

In all likelihood, therefore, Mr Adams’ service installation should be completed before October 10.

We sincerely regret the inconvenience Mr Adams has suffered.

Never give up; this is not the end

Time will come when your children may feel stressed and depressed. Your children may think nothing is working correctly, nothing is at its place, and may break down. It is your responsibility to utter those words: “never give up; this is not the end”.

Because this is not really an end, the whole life is ahead.

If your children cannot fix a thing, then help them choose a different way to achieve the thing, and do not give up so easily. Boost them with confidence and ask them to keep trying unless they achieve

what they want. Ask them to take up a new way of doing it, a new strategy, to get new results, if the old way is not working, but never think that this is the end.

I believe in you

You believe in your children – you have to make them realise the same. The propulsion power of the words – “I believe in you” – can do magic. Your children may not want to study and feel sad that they cannot score. But you need to show the confidence in them saying that you believe in them, and then wait for the wonder. They will try not to fail your faith and belief on them, and will surely work hard to not let you down.

It is okay to fail

Do not put pressure on your children if they could not bring A+ grade, if they could not win the painting competition, or if they could not win the race. “It is OK to fail” – you should remember this and at the same time, you should tell the same to your children. People who are great at something did not start off greatly. Every expert started out as a beginner – and you should allow your children to know this and grow his persistence, effort, and patience with every failure and learn from the failure to work better next time.

Learn from every oopsie and ouchie

Every time your children

drop something, break something, kick something, spill something, hurt something, and repeat these words – “you got to learn from every oopsie and ouchie”. Tell your children that we all make oopsies and ouchies – but we just have to try and do the same by avoiding the oopsies and ouchies the next time we do. Discuss with your children what they learnt from their mistakes and how can they be careful the next time.

You are protected and loved

We all know parents protect and love their children.

But it is really important to make your children feel the same. Show them that you are always with them in their ups and downs. There are many ways of saying “I love you; you are safe” to your children. You can make it a goodnight ritual, or before your children leave for school, with kisses and hugs. These beautiful words boost your children’ self-esteem and motivate them.

You do not have to literally keep saying these words every day to your children as a routine assembly, but sprinkle these words every day. You have an intrinsic responsibility to show your children how loved, valued, and protected they are. These words can create a loud, infinite echo, which will last long till adulthood of your children. (India Parenting)

What you can do.

Reread your child’s favourite books often. Promote his literacy skills by pointing to words as you read them, making sound effects to enhance his interest in the tale, and asking questions about what you’ve read (even if he can’t answer them).

Using utensils: When it happens 18 to 24 months

What you can do. Give your child a spoon and fork at every meal (even if she prefers eating with her fingers). You can also help boost dexterity by having her try to put on her shoes and unbutton her coat by herself.

Scribbling: When it happens 20 to 30 months Why you should be impressed. At first, simply grasping a crayon and making a mark is challenging for a toddler. Once he’s got that down, he’ll start to make dots and squiggles. Soon your child will actively choose colours and attempt to make shapes. “Over time, he’ll draw what he’s thinking about, which takes imagination and planning,” says Dr McCarthy.

What you can do.

Instead of letting him play alone with Play-Doh or crayons, join in the fun. “Ask him, ‘What are you making? May I colour with you?’” suggests Dr McCarthy. (Parents.com)

Man dies as truck topples down hill

Govt should not be shaken by A Surendra fiasco – Ramsammy … says all efforts must be made to build hospital

F

ormer Health Minister, Dr Leslie Ramsammy has said that the Donald Ramotar Administration should not be shaken by the situation involving the Surendra Engineering Corporation, but should work towards finding a new contractor to continue the work.

Speaking to Guyana Times on Thursday, Dr Ramsammy, under whose tenure as Health Minister the project was conceptualised, said he hopes that Government will do everything in its power to complete the hospital.

According to him, it is a medical facility that will significantly benefit every Guyanese.

“It was a good idea then and it is a good idea now. And I do hope that Government could do all in its power to make sure the Specialty Hospital is completed and is in operation within the shortest period of time,” Ramsammy told this publication in the exclusive interview.

He said Government should not be deterred by the experience it has had with the contractor, noting that the issue must be separated from the important need for such an institution in Guyana. “I hope that we get over this very quickly and we restore the contract to another contractor.”

Right thing Asked about his feelings about the contractor, Dr Ramsammy said it was clear that the company did not meet its obligations, noting too that the Government of Guyana did the right thing by taking away the contract.

Government on Tuesday announced that it had pulled the US$18 million contract from the Surendra Engineering Corporation, after some discrepancies were uncovered in its operations.

After announcing it was terminating the contract of the firm owing to fraud and undue delays in completing the project, Government had said that the engineering company had collected in excess of US$4 million as payment for mobilisation work, which commenced at the site.

The money collected is reportedly 23.5 per cent of the project cost.

Government admitted that these monies may be difficult to recover.

Government had first announced on Tuesday that it had written the firm about its deep concerns over the execution of the contract for the design and construction of the Specialty Hospital.

Government said since late June, it had been engaging Surendra on a number of issues regarding allegations of fraud and financial irregularities.

According to the Government, since the fraudulent act by the company was confirmed by the Central Bank of Trinidad and Tobago, it wrote Surendra informing of its intention to terminate the contract, pursue legal action for fraud, and recover public funds for which it has failed to account fully.

Blacklisted The possibility of the company being blacklisted is eminent, based on the outcome of the legal proceedings. The construction of the Specialty Hospital is part of an agreement between the Governments of Guyana and India, under which this country will use US$18 million through a line of credit to build the hospital.

The hospital would cater for complicated surgeries, ranging from heart operations and organ transplants to cosmetic surgery. Finance Minister, Dr Ashni Singh, in his budget presentation earlier this year, had announced a $910 million allocation towards the hospital.

The contract withdrawal comes days after a lawsuit was filed against Surendra in an Indian court, alleging that it owed $180,100,242 for work done in the months of May, June, and July 2014 to BK International.

Three invoices dated May 12, June 4, and July 1 were dispatched to Surendra Engineering’s Managing Director and

certified by the engineer on site.

The move to the courts in India comes after the Commercial Court here lifted an Interim Injunction restraining Brijen Parikh, Managing Director of Surendra Engineering Corporation Limited, from leaving Guyana without settling the debt to BK International.

Prior to the decision to take legal action in India, BK International sought the intervention of the Indian High Commissioner to Guyana, but saw no progress. Parikh had indicated that BK International Inc cannot be paid, citing budget cuts to the project as the reason.

According to information received, “Zaheer” along with 14 others passengers and seven cows were in the tray of the motor lorry when the accident occurred.

Guyana Times understands that the motor lorry was overloaded and was travelling down a hill when the driver lost control, resulting in the vehicle toppling several times before coming to a halt.

Mohamed reported fell out of the vehicle’s tray and received injuries. He reported died on the spot but was however taken to the Suddie Public Hospital where he was pronounced dead on arrival.

Mashrudeen Mohamed, brother of the dead man told Guyana Times that he was at home when he received a telephone call informing him that his brother was involved in an accident.

He immediately travelled to Buck Hall where he saw his brother’s lifeless body.

From all indications, he said that his brother suffered severe head injuries.

He explained that his

brother operates a butchery in Buck Hall and had travelled to Leguan to purchase the bulls only few days ago. It was on his way back into the settlement that he met his demise.

At the time of the accident, the now dead man’s reputed wife was with him but she only received a few scratches and bruises. The distraught brother disclosed that his brother has been operating the butchery business at Buck Hall for the past 15 years.

Mohamed stated that the driver was aware that the vehicle was over loaded and should take full responsibility for his brother’s death. He described his brother as a hard working man who always had his family’s interest at heart.

His body is at the Suddie Public Hospital Mortuary awaiting a post mortem examination. He leaves to mourn his reputed wife, mother and three siblings. The driver of the truck has been taken into Police custody and is assisting with investigations.

Landlady and tenants in court for abusive language, assault charges

oan Telford of Lot 168 James Street, Alboystown, Georgetown, on Thursday appeared at the Georgetown Magistrates’ Courts before Chief Magistrate Priya Sewnarine-Beharry to answer two charge; abusive language and assault.

Telford was accused of allegedly mak-

ing use of abusive language to Roxanne Henry and assaulting Kelvin Walters on August 1 at her residence in James Street.

The self-employed businesswoman who is the landlady of the two Virtual Complainants denied both of the charges laid against her. No facts for the case were

presented in court nor was there any objection to bail being granted to the defendant.

With this, the Chief Magistrate placed her on self bail and on a bond to keep the peace. She is set to return to court where she will face Magistrate Dylon Bess on September 16.

It was alleged that Idolis used abusive language towards the Virtual Complainant (VC) Hyacinth Bonwarie on September 8 at Lot 26 Gordon Street, Kitty, Georgetown.

The represented de-

fendant pleaded not guilty to the charge. According to her lawyer, she has no prior convictions or pending matters in court nor is she a flight risk.

No facts were read aloud in court about the matter and there were no

objections to bail being granted for the defendant.

As a result, she was released on her own recognisance and is expected to return to court on October 10 before Magistrate Geeta Chandan-Edmond.

Husband accused of threatening wife, assaulting sister-in-law

orty-eight-yearold Paul Hamilton of Durban Street, Georgetown appeared at the Georgetown Magistrates’ Courts before Chief Magistrate Priya Sewnarine-Beharry on Thursday to answer several charges brought against him.

His first and second

charges alleged that on September 9 at Water Street, Georgetown, he made use of threatening language and abusive language towards Juneann Hamilton, his wife.

His third and fourth charges read that he also made use of abusive language to Shondell Bynle and assaulted her as well.

Bynle is the defendant’s sister in-law.

The represented Hamilton denied all four charges laid against him.

His Attorney told the court that her client is a businessman and is not a flight risk. She noted that the defendant had a similar matter of this nature before the court previously but it

was dismissed.

There were no objections to bail being granted by Police Prosecutor Michael Grant. With this, the Chief Magistrate granted him self-bail and placed him on a bond to keep the peace. He is said to return to court on October 10 before Magistrate Geeta Chandan-Edmond.

“N

ow is the winter of our discontent….” That’s how Shakespeare began “Richard III”, his incisive deconstruction of the depths of depravity and evil to which some men will sink in their compulsion to seize power. It seems even though our Opposition politicians are in the middle of their “Summer Recess”, they’re also in the “winter of their discontent”.

Following the AFC’s ultimatum on their “noconfidence motion” – unless the Government does their bidding (“procurement” was the excuse), came the PNC’s ultimatum. Either the Government sets a date for Local Government Elections at once, or it’s “ACTION!!

And when the PNC says “action” we all know what that means! And it’s not “lights, camera, action”!!

And now we have the GPSU – the handmaiden of the PNC – weighing in with THEIR ultimatum to the Government: if the latter doesn’t do it the “GPSU’s way” on wage negotiations, then public servants will be coming out into the streets. And of course, shutting down the Government and Georgetown. Do you begin to see a trend here, dear reader??

Well, this Eyewitness does!! And we see destabilisation of the PPP/C Government to bring to its knees as happened back in 1999. We all remember 1999, don’t we?? Following up on the year-long PNC’s street protests that saw widespread lootings, arson, beatings of the innocent and other “condign” acts of mayhem, the GPSU came out on strike – after the identical ultimatum was issued. Day after day they escalated their ACTIONS in the street – eventually goading the Police to fire pellets against some of their membership.

All of this, of course, harks back to the political history of this country. The GPSU was in cahoots with the PNC back in 1963 when its violent 80-day strike provided the fig leaf for the British to deny independence under the PPP and to “fiddle” with the electoral arrangements to remove the PPP and install the PNC. It’s become trite to note that “those who ignore the lessons of history are doomed to repeat them”. But that doesn’t make the advice any less true. We can’t buy the line that all the GPSU’s talking about is “peaceful action”.

How many times do they and the Opposition think they can fool people? In the days and months to come, all Guyanese have to be alert to the clear and present danger that confronts us all.

The ultimatums are just to serve as legal fig leaves to offer cover for violent street action.

If this isn’t ironic, this Eyewitness doesn’t know what is!! Talk about taking your doo-doo and rubbing it one someone else’s bamsie!! Mook Lall has used his Muckracking rag – with the help of his house-slave Harris, of course – to go after anyone who dared to cross his path.

More than any other entity, this newspaper and some individuals associated with it, have borne the brunt of the slander and malice from the Muckraker. The viciousness of his attacks has scared off many persons whom he has bullied into submission. Most of them have taken cover. But it seems that Lall has met his maker!!

The GRA top guy, unusual for a bureaucrat, seems willing to stand up for his rights and the rights of his institution. And for this he’s accused of conducting a “witch hunt” against the granddaddy of all witch hunters!!

The final irony is that’s coming out of the sordid episode is, like the hypocritical Pharisees of the Bible, Mook Lall’s talk about principles is just that: all talk!!

President swears in members of Teaching, Judicial Service Commissions

embers of the Teaching and Judicial Service Commissions were sworn in Thursday afternoon by President Donald Ramotar at the Office of the President.

The Judicial Service Commission swearingin ceremony saw former Justice Prem Persaud and Justice Lennox Perry taking the oath of office, while five members were sworn in for the Teaching Service Commission (TSC). These members are Roopnarine Harripersaud, Komal Kishore Dhanisar, Chandrawatie Leila Ramson, Maydha Persaud, and Allan Munroe.

After the members of each of the commissions took the oath of office, President Ramotar expressed his delight to swear in the two Service Commissions, which, he said, are important to the effective functioning of the respective sectors. The President recognised the difficulties and

Ramson explained that the mandate of the TSC is to look at the appointment, promotion and disciplining of teachers. She disclosed that they have already done some promotions and now have to hire some teachers.

Chairperson pointed out that filling the junior teaching positions in schools is, at times, challenging, since persons with good grades usually reside far from the institutions, forcing them to appoint those who have lesser grades.

Touching on the topic of disciplinary action against teachers, Ramson said that the number of teachers being disciplined is relatively low; however, most of the disciplinary cases are for punctuality. “Punctuality is a big issue. The Ministry is sending a lot of their teachers over to be disciplined for punctuality and I feel that when teachers short-change the children, they need to be disciplined,” she said.

Teen stabbed to death in North Pakaraimas

A

teenager was on Wednesday evening found dead with a suspected stab wound to his chest in a farmhouse at Kawarieng, North Pakaraimas, Region Nine.

The motionless body of Deon Sookdeo, 15, of Kawarieng, was discovered

about 17:30h by a relative who went in search of him.

Guyana Times understands that the murder took place in the Kato District, but is being investigated by the Lethem Police Station.

A Police source told Guyana Times that the matter was reported via a radio

set and all efforts are being made to transport the body to the Lethem Police Station.

The circumstances surrounding the teen’s death are sketchy. A team of Police ranks have been dispatched to the area and an investigation has been launched.

First rice shipment 11 arrested for allegedly stealing stones from BK to Panama for month-end F

The contract should see 50,000 to 60,000 tonnes of rice being exported to Panama annually

lans are under way for the first shipment of 5000 tonnes of rice to be exported later this month under the rice shipment deal signed between Guyana and Panama last month.

Speaking with Guyana Times on Thursday, Agriculture Minister, Dr Leslie Ramsammy disclosed that the Governments of the two countries have committed to the continued shipment of rice for the remainder of 2014. “The first shipment is supposed to be made later this month.

And we have four contracts in 2014 in September, October, November and December, each for 5000 tonnes for each month,” Dr Ramsammy relayed.

The Governments of Guyana and Panama early last month signed the agreement which will see Panama purchasing approximately 5000 tonnes of rice per month from Guyana for the rest of 2014, following a recent meeting between delegations from both countries. Dr Ramsammy said the success of the new deal has opened the door for private millers to have direct access to the Private Sector in Panama. “The engagement has opened the door for Guyanese Private Sector to compete with the Americans in Panama who will be supplying these to the Government. We have at least three private millers who have separate contracts with the Private Sector in Panama on board,” he revealed.

The Agriculture Minister, along with Guyana Rice Producers Association Head Dharamkumar Seeraj, and Guyana Rice Development Board (GRDB) chief Jagnarine Singh, visited Panama last month dur-

ing which time the agreement was concluded. There will be further discussions for a contract renewal in 2015, but it is expected that the contract will continue throughout 2015, provided that the terms of the agreement are met to the satisfaction of the two countries, which will see 50,000 to 60,000 tonnes of rice being exported to Panama annually.

In addition, since Panama imports about 150,000 tonnes of rice per year – although it produces rice, the country is not able to meet demand – the remaining 100,000 tonnes required by Panama will be purchased through bidders, of whom Guyanese suppliers (the private sector) will have the opportunity to be a part. Apart from Guyana, Panama imports rice from the United States of America.

The rice exportation agreement is one aspect of a larger agreement. Dr Ramsammy told media operatives recently that the Panamanians have engaged themselves in an agriculture and trade partnership with Guyana for which a Memorandum of Agreement was signed.

The Memorandum called for an exchange of scientists involving Guyana’s research institutions and ministries. The Panamanians are very interested in training at the Guyana School of Agriculture (GSA), exchanging crop seeds, looking at animal breeds improvement, and the development of a milk and pork industry.

The Minister added that the two countries will alternate visits every six months to hold meetings. Also a Panamanian delegation will attend the first ever national agriculture research conference in October. The massive increase in rice pro-

duction in Guyana, he stated, had seemed impossible up to some five years ago.

uyana Restaurant Inc has opened its second Popeyes franchise at the cost of $700 million (US$3 million) on Camp Street, Georgetown.

Chairman of Guyana Restaurant Inc, Ram Lalbadhur Singh, said Popeyes’ remarkable achievements since commencing operations in 2010 have led to the establishment of the second branch.

“Driven by the success of our present store which exceeded our expectation and at times its capacity, we believe that there is a need in Central Georgetown for a second facility of this nature,” he explained. Additionally, the decision was made based on Guyana’s ability to record continuous economic growth.

employed at the Vlissengen Road Outlet. According to Singh, both facilities would be providing “top-class service” by groups of dedicated and well-trained staff.

Singh said during the commissioning ceremony.

“So this investment of over $700 million … represents in my mind yet another manifestation, yet another example that investors’ confidence is alive and well in Guyana,” Dr Singh said.

He said this comes despite the negative picture that has been painted of the country.

He noted that it was Guyana Restaurant Inc’s assessment of the growing economic possibilities in the country that led to the establishment of the second branch with intentions of opening a third

by October.

In addition to the expanding food industry, the Finance Minister said, the hotel, transportation, construction and mining industries have been recording significant growth in Guyana due to the favourable economic climate.

Reference was made to the Guyana Gold Fields Project at the Aurora Gold Mines located in the northwest of the country in Cuyuni-Mazaruni.

When it kicks into operation, the Aurora Gold Project is designed to produce 3.29 million ounces of gold, averaging 194,000 ounces annually.

But, Minister Singh said, though gold is not being produced just yet, a “silent resolution” has occurred with the company employing approximately 700 persons. He also alluded to the multimillion-dollar call centre which will create more than 5000 jobs when it opens its doors within months. ttorney General and Legal Affairs Minister Anil Nandlall and a delegation recently met officials of the Council of Legal Education where discussions were held on the way forward for the top 25 University of Guyana law students.

According to a Government Information Agency (GINA) statement, the Attorney General was accompanied to the meeting by Vice Chancellor of the University of Guyana, Jacob Opadeyi; Head of the Department of Law, the President of the Bar Association, as well as an executive of the Bar Association.

“The issue of the admission of the Guyana law students graduating from UG was a live one. I am pleased to report that all arrangements are in place for the 25 top Guyanese graduates to enjoy automatic entry and the 10 other non-Guyanese are to be accommodated at the UWI [University of the West Indies]and other law schools based on the zoning of the territory from which they may come,” the Legal Affairs Minister said.

In addition, Minister Nandlall said the question of the future and whether this problem will continue to arise annually is still alive, as it had occupied the attention of the Heads of Government at their last summit in Antigua. The Attorney General pointed out that the Heads of Government delegated the issue to the Council to review the process of legal education in the Region.

Comprehensive discussion on future

“That directive of the Heads of Government was comprehensively discussed at the Council of Legal Education meeting and a sub-committee has been appointed by the Council to carry this process forward.” At the Council level, Minister Nandlall said

they will continue to engage the Heads of Government in terms of getting financing, but in the meantime, a list of organisations has already being shortlisted whose services will be engaged in conducting this review process.

“Time is of the essence, as soon as the Heads of Government commit their financial resources, that process will begin.” In the interim, the Attorney General said several issues will be looked at, including the role of the Council as to whether it should be administering the law school or merely be an accrediting centre and let law schools be run by other entities, including Governments, as well as whether the Region has the need for the number of lawyers that is being generated.

“So all those matters are going to embrace the attention of this review process and in the meanwhile, I hope we will continue to have our 25 automatic entries,” Nandlall said.

Further, the Attorney General stated that there will be a review of the collaborative agreement between UG and the UWI. “The University of Guyana is contending that after 20 years, they cannot be grandfathered in the way that they have been over the last 20 years, after 20 years of producing students that have excelled in every respect at the Council of Legal Education. Perhaps the time has come to relook at the current arrangement in order to give UG greater parity in the relationship.”

Minister Nandlall said it is a concept which he personally embraces and supports, but he still believes that a collaborative arrangement, whatever form it may take, is necessary to continue to guarantee the UG law degree the quality that it currently enjoys and the status that it enjoys, both in the academic community and professional environment.

an American Health Organisation (PAHO) Director, Dr Carissa Etienne, arrived in Guyana Wednesday evening for an official visit, September 10 to 14.

She had accepted an invitation extended by the Health Minister, Dr Bheri Ramsaran, the Government Information Agency (GINA) reported. As he welcomed her at the Cheddi Jagan International Airport, Minister Ramsaran stressed on the activities planned for the event, which will use the strength of youths to move them forward.

Giving a background of the Caribbean Wellness Day, the Minister stated that the Port of Spain declaration in 2007 pushed the Heads of Government to mandate the mobilisation of citizens, young and old, to engage in activities that will promote and sustain healthy lifestyles.

Noting that all Caribbean nations now observe the occasion, he added that Guyana traditionally holds its observance at the Square of the Revolution. This occasion, he noted, has attracted an increasing number of participants from the health sector, Non-Governmental Organisations (NGOs) and other groups.

Minister Ramsaran noted that Guyana has incorporated physical activities into its observances, and this has caught the imagination of the youthful population.

A long-distance cycle race is planned which will be started off by Dr Etienne, who will also kick off a football competition on Wellness Day. He emphasised that such activities will play a part in the Wellness celebration, with Guyana placing healthy sporting activities in the centre of the celebrations.

Health literacy

Health literacy is also a component of the celebrations, he stated, adding that this aspect is already on the move. Pointing to the launching of the National Presidential Commission on Non-Communicable Diseases (NPC- NCDs), with which Dr Etienne will assist President Donald Ramotar, Dr Ramsaran stated that the Commission will serve to establish the highest political ownership of the fight

against the epidemic of NCDs which will be buttressed by the creation of a unit within the Health Ministry. The National Commission will be supported by 30 commissioners.

He added that the fresh approach of mobilising the efforts of youths to fight the NCDs through the launch of the Wellness Warriors Club will enable them to take health literacy nationwide.

The youths will be trained in basic health screening techniques which will be taken to households, to dispel ignorance of health basics.

Collective action

In brief remarks, Dr Etienne said that during her first visit to Guyana, she looks forward to observing and participating in Wellness Day activities, while also meeting Government and Caricom officials. She expressed interest in the work, which will be conducted during the event, noting that chronic diseases are prevalent in the Caribbean. Observing that many persons have died due to these illnesses in Guyana, Dr Etienne stated that this has been a concern of Caricom Heads, and she is pleased that Guyana is placing NCDs at the top of the agenda.

Pointing out that the Port of Spain Declaration, as well as the UN General Assembly, has recognised the problem of NCDs, she said it requires inter-sectoral action and Government attention.

Dr Etienne indicated that it is through collective action that the challenges can be surmounted. She also urged that the Private Sector, civil society and all individuals become involved in the fight against the NCDs. Dr Etienne pointed to the five risk factors, identified which are tobacco smoking, excessive usage of alcohol, physical inactivity, diet, and obesity. She noted that these features must be confronted lest the population is faced with a lower life expectancy, which will affect the country’s social development.

The PAHO Director’s visit coincides with national activities planned in commemoration of Caribbean Wellness Day, which is observed on September 13, and Wellness Week in the Americas. During the period of the Director’s visit, the Health Ministry

will launch the NPC NCDs and the Wellness Warriors Club today, at the Guyana International Conference Centre, Liliendaal, Greater Georgetown. Dr Etienne will also meet with the President, Government and United Nations Officials during her visit.

handyman attached to the Georgetown Mayor and City Council is dead while a popular businessman is hospitalised following a two-vehicle collision along Lamaha Street, Georgetown on Wednesday night.

The accident occurred at about 23:00h. The dead man was identified as Leon Hunte, 55, of Lot 63 Stone Avenue, Campbellville, Georgetown, and formerly of Blygezigt, Greater Georgetown. The other person involved in the accident was proprietor of Sanjay’s Jewellery of Sherriff Street, Sanjay Persaud.

While information about the accident remains sketchy, Guyana Times understands that the businessman was heading home from a wake when he collided with Hunte who was riding his motorcycle.

Reports indicate that

Persaud was reportedly under the influence of alcohol and might have been speeding at the time of the accident. Hunte reportedly fell onto the roadway as a result of the impact. He sustained injuries and was picked up and taken to the private medial institution where he was pronounced dead on arrival. The businessman however, was admitted with several bodily injuries.

When Guyana Times contacted the relatives of the dead man, a cousin Ronald Bobb said that he learnt about the accident moments after it happened. He along with other relatives rushed to the scene where they saw Hunte lying on the roadway in a motionless state.

Bobb said he knew that Hunte was dead. An eyewitness explained that the driver of the car was speeding when he collided with

the motorcyclist. When contact was made with the businessman’s establishment, a worker claimed that she did not have a number for her boss but in the same breath, told Guyana Times that he was not answering his mobile phone.

After realising what she had said, she changed her story saying “he not answering his landline number” and again refused to give the landline number.

Guyana Times understands that Persaud received a concussion to his head, lacerations to his legs and hands and several minor scratches and bruises. A post mortem examination will be performed on the body of Hunte today.

It is not sure whether or not Persaud will be prosecuted. Hunte did not have any children but leaves to mourn his siblings.

Regional Western envoys condemn Russia’s occupation of Ukraine

ritish High Commissioner to Guyana, Andrew Ayre; Canadian High Commissioner to Guyana, Dr Nicole Giles and United States Embassy Charge d’Affaires Bryan Hunt on Thursday jointly condemned Russia’s occupation of the Ukraine in the strongest possible terms.

The trio said that while more pressure needs to be placed on Russia to end its occupation of Crimea, war is not the answer to the issue at hand. This comes as the European Union (EU) imposes new sanctions against Russia in an effort to pressure that country to end its occupation of Ukraine.

The new sanctions against Russia are to take effect today, effectively blocking loans for five major state banks and curbing EU business with oil and defence firms, but the measures could be eased or lifted if a current ceasefire in Ukraine holds.

US President Barack Obama said his country would join the EU in imposing tougher sanctions on Russia, targeting the defence, finance and energy sectors.

Political solution

At a press conference at the Canadian High Commission on Thursday, Ayre said that the EU stands ready to facilitate such a solution and supports all multilateral initiatives towards that aim.

“Destabilising Ukraine, or any other European neighbouring state, will bring costs to their economy.

The measures are intended to dissuade from further actions against Ukraine’s interests and to help bring about a sustainable political solution,” Ayre said.

He further said: “I’m

not sure how quite far you can take a non-military response, EU sanctions are quite comprehensive now and more will be introduced tomorrow (today) ... we don’t want a fight, we don’t want war, but we can’t let Russian aggression go unchecked.”

In his remarks, Hunt noted that Russia has continued to deny the allegations, although there is sufficient evidence otherwise. He said that a stronger, more unified stand from the international community needs to be taken against Russia.

Principles

“If unchecked, the damage that Russia’s blatant disregard for the international order poses is much, much greater. These rules and principles that have taken generations to build, with unparalleled investment – countless lives have been lost to establish and defend these principles. And every single one of us has a stake in defending them.

A threat to the order – the international order – is a threat to all of our peace and security,” the US Embassy Charge d’ Affaires said.

He said the fact that Kremlin officials continue to deny that Russian troops and equipment are inside Ukraine in the face of multiple eyewitness accounts, satellite images, and the deaths of Russian soldiers “defies comprehension and does a great disservice to their own people who deserve to know the truth”.

“We will not accept Russia’s occupation and illegal annexation of Crimea or any part of Ukraine.

Borders cannot be redrawn at the barrel of a gun,” contended Hunt Similarly, Dr Giles noted that while the West

is pleased to hear of the ceasefire agreement on the Ukrainian-Russian border, doubt still remains given Russia’s track record of paying no attention to diplomatic and international order and “its blatant violation of its neighbour’s sovereignty”.

Further, she contended: “Russia has been providing separatist fighters with heavy equipment in the form of tanks, armoured vehicles, artillery, multiple rocket launchers, and air defence systems... this support has continued unabated, and indeed additional heavy equipment has recently departed from a separatist training facility in south-western Russia.

Canada finds this unacceptable.”

She said too that there will be repercussions for Russia’s blatant acts of aggression and decision to disregard the basic laws of international order and diplomacy, noting that “Canada stands ready with its international partners to take further measures to isolate the Putin regime”.

Over the years, Russia, Guyana and, by extension, Caricom have enjoyed a growing relationship which recently saw the appointment of a Russian Ambassador to Caricom.

Additionally, Guyana is making steps towards becoming part of the Brazil, Russia, India, China and South Africa (BRICS) bloc.

It was noted that the missions have ongoing discussions with Caricom’s Secretariat and Secretary General on the issue of Ukraine, with specific talks on whether the international community has been forceful enough in its chastisement of Russia.

Man charged for simple larceny, vagrancy

wenty-four-year-old Reynold Charles of Lot 83 Barrack Street, Kingston was today remanded to prison after he was charged for two unlawful offences; simple larceny and vagrancy.

Charles appeared at the Georgetown Magistrates’ Courts before the Chief Magistrate Priya Sewnarine-Beharry.

Before the matter could have proceeded, the Chief Magistrate enquired from Charles his correct name since according to his case jacket, three different names were given; those being “Michael Charles”, “Ryan Matthews” and “Reynold Charles” . The defendant gave his name as Reynold Charles.

His charge alleged that on Saturday, September 6 at Alexander Street, Kitty, Georgetown, he stole two pairs of slippers valued $20,000 which belonged to the Virtual Complainant (VC) Edward Hamid. His second allegation read that on the same day, he was found in Hamid’s yard without consent and could not have given a reasonable or satisfactory account as to why he was there.

The defendant pleaded not guilty to the first charge however he accepted the second charge of vagrancy, claiming he had an explanation. According to the defendant, two men were trying to rob him while he was going home after he had a drink with some friends. He said that his only option to save himself, since the men were armed, was to enter the VC’s yard. He told the court that when Hamid arrived home, the story was twisted on him.

The owner of the house, Edward Hamid, told the

court that he had seen everything that transpired and that the story Charles told the court was “made up”.

The VC pointed out that Charles had previously broken into his house and was jailed or four years.

In response to this, Charles told the court that he was recently released from jail and that he has “turned over a new leaf”.

He went on to tell the court that he has a two-year-old daughter to live for since his the mother of his child died sometime in October last year.

Police Prosecutor, Inspector Michael Grant corroborated Hamid’s information by telling the court that Charles was released from jail on Monday, September, 8. With the defendant’s defence information a bit dubious, Prosecutor Grant objected to bail on the grounds that Charles had committed various offences prior to this.

After listening to the arguments presented in court, bail was refused and the defendant was remanded to prison. He is said to return to court on September 16 before Magistrate Dylon Bess.

w e n t y three-yearold Cardella Hamilton was born in Hopetown, Berbice to Waveney Wendella Hamilton and Carl Blair and is the only child for her mother and eldest out of six children for her dad.

She grew up in Georgetown but would normally return to Berbice to spend holidays with her grandparents and cousins.

Her childhood was filled with contentment; she spends a lot of time with her family. During that time,

she found love for fashion, reminiscing on the time she spent dressing up for her mother on random occasions.

She attended the Headstart Nursery then went on to Sacred Heart Primary, where she graduated and started her high school education at New Campbellville Secondary. She is now a final-year student at the University of Guyana, pursuing a degree in Public Management.

She has always viewed herself as an ambassador for the simple things she represents in life.

Her motivation to enter pageantry stemmed from the staggering number of our nation’s youth who continue to succumb to the ills of drug abuse, especially since she watched a close family member’s life deteriorate at a tender age due to the use of alcohol and

tobacco, which are accessible to all, regardless of age, in our country. She intends to use this as her platform as she participates in the Miss Guyana Universe Pageant.

Actually, this is her first pageant but this beauty says she has had her eyes on the Miss Universe pageant since 2011. As for training, she has

so far gone through rigorous training sessions at the gym while additional sessions on etiquette, interview behaviour and pageant walk simulations were also conducted with a few more sessions left.

She is currently pursuing the path of becoming a successful entrepreneur as well as a fashion enthusiast and hopes to take that with her in the future.

Her inspiration and role model would definitely be her mother, a phenomenal woman who is driven by her faith and the challenges she conquered thus far in life.

Her advice to current and aspiring delegates is not to enter pageantry for its “glitz and glamour” but rather to use the opportunity as a launching pad to spread awareness with regards to any life changing experiences or personal

platform that they represent.

If she is crowned Miss Guyana Universe, she will use her platform, “The dangers of alcohol abuse on young adolescents” to instill into the lives of her fellow contestants, as well as the nation at large, the dangers of such and ways to bring about change, since this phenomenon is a huge social problem in our society and around the world.

On a lighter note, she enjoys reading, watching a good game of cricket – since she is an avid fan, but admitted she is terrible at playing the sport – and swimming. She was also a part of the girl’s netball team.

She enjoys cooking for her family and friends whenever the opportunity presents itself.

She was also involved in track and field during her school years and again admitted that she is “mommy’s girl.”

The event which was held at The Out Nightclub in New York City coincided with the Mercedes Benz Fashion Week and was attended by members of the press and the Caribbean Diaspora.

Models, many whom were also of Caribbean heritage, walked the runway to the sweet sounds of soca music.

n observance of Amerindian Heritage Month, the Culture, Youth and Sport Ministry in collaboration with the Walter Roth Museum of Anthropology presents Michael Khan’s adaptation of “Amerindian Tales, Myths and Legends of Guyana 2014”.

The event is billed for today at the Walter Roth Museum, Main Street (next to state house) and will commence at 13:00h.

It is expected that more than 300 children from several primary and secondary schools in the city will participate in the event.

GHRA submits draft legislation to Sport Minister

– series of stakeholder meetings planned for next month

ith the view of having the necessary legislation in place to support horse racing, the Guyana Horse Racing Authority (GHRA) on Thursday submited a copy of the draft legislation to Sport Minister, Dr Frank Anthony.

Legal Advisor to the GHRA Rajendra Poonai, prior to the handing over of the document, outlined that the draft legislation is a combination of the previous drafts put together by the late Marcel Crawford and former GHRA President Cecil Kennard.

Nationals likely to be held at National Stadium

hile many might have been hoping for a change in scenery for the 2014 edition of the National School Championships, the mega school event is seemingly not moving from the Guyana National Stadium, Providence, ECD. According to a reliable source, the event which has already been budgeted for this year, is expected to be held at the Stadium.

“It’s been held at the Stadium as per usual,” the source told Guyana Times

Sport.

Rumours have been circulating that the event might be held in Essequibo or out of town, “I haven’t heard anything about that, from my knowledge it’s at the Stadium, over the river isn’t done as yet,” the source said referring to the Leonora Synthetic track.

Meanwhile, with the Education Ministry not announcing any changes for the event, Nationals seem destined to be held at the National Stadium, the venue for the event since 2012.

The legislation, once sign into law, will see the ‘sport of kings’ been administered in a more effective manner, including legalised betting, improving facilities and implementing strict safety measures for fans which would see the sport developing to the extent of being a tourist attraction.

Minister Anthony said that every step is being looked at to facilitate the likelihood of the passage of the horse racing legislation, but there is a long process ahead in achieving that milestone.

Once that exercise is completed, we will make the adjustments if there is any to be made then we will have our own parliamentary process, so once we have the stakeholders and everybody on board, I think it will make the process much more easier and straight forward,” Minister Anthony pointed out.

GHRA head Vic Oditt expressed satisfaction that some progress is being made to have the sport properly regularised.

Last month top officials of the GHRA met Sport Minister, Dr Frank Anthony and a team from the National Sports Commission, highlighting a few concerns and

hindrances to the growth of the sport in Guyana.

Key among the issues raised by the GHRA team was the regularisation of the sport as they noted that failure to enact the requisite rules and regulations could be counter-productive and detrimental to the development of the sport.

To help in this regard, the GHRA has solicited the assistance of Secretary of the Trinidad and Tobago Racing Authority (TTRA), David Loregnard, to first examine the situation and then make the necessary recommendations on the way forward.

Loregnard was part of the team that met with Dr Anthony at his Main Street office to discuss the way forward.

Score’s Even returns to competitive PMCC makes donation to two players racing on September 28

fter being sidelined for a number of major horse racing events of recent, Guyana’s only ‘A’ class animal, Score’s Even will return to competitive racing on September 28 when the Alness Turf Club holds a one day horse race meet, its owner Dennis DeRoop confirmed on Thursday.

The animal from the DeRoop’s racing stable was denied entry in last year’s Guyana Cup as well as this year’s Guyana Cup Fever and last month’s Guyana Cup. This publication was told that the principal concerns that led to the decision to debar Score’s Even from participating in those races, was the fact that other horse owners had threatened to opt out of the race meets, citing unfair competition, because of the pedigree and experience of Score’s Even.

Score’s Even is a Kentucky Bred animal and is known for both its speed and stamina is Guyana’s premier thoroughbred.

The seven-year old grey gelding has so far has recorded an impressive eleven wins, five second place finishes and one third from his nineteen outings since coming to Guyana in May 2012.

He also indicated that registration will open until September 26.

Seven races are listed for the day, with competitors set to vie for close to $4.5M in prize money.

The ‘A’ Class event will be the feature race over 1600 metres and will see the horses gallopping for a first prize of $1M. Other events planned for the day are the ‘F’ and Lower event which will see the animals racing over a distance of 1200 metres for a top prize of $350,000.

The’ G’ and Lower event will be over a distance of 1400 metres for a $275,000 first prize.

Incentive for the winner in the I and Lower 1200 metres event is worth $200,000.

The J1 Class 1000 metres race will see the winner taking away the $170,000 first prize.

Racing fans will see the top ‘J3 Class horses racing over 1100 metrse for a top prize of $140,000, while the K Class horses will sprint over 1000 metres for a winner’s prize of $90,000.

The top Jockey, trainer and stable will also be awarded.

ith the aim of promoting literacy amongst its young members, the Vicram Seubarran steward Port Mourant Cricket Club (PMCC) recently presented two of its young members with educational materials and school supplies.

The grandmother of Joshua Beharry an Under-15 member of the club, approached them for assistance and got a favorable response, while Daniel Samaroo, the club’s Under-17 captain is a fifth form student of Lower

Corentyne High School and was the recipient of text books.

Beharry, who is also an orphan and resides with his grandmother from birth, received from PMCC, a back pack which contained uniforms-so he can attend Lower Corentyne Secondary School, shoes, socks, underwear, books, calculators, pens, etc, so he can amicably attend his daily classes at the above mentioned institution.

With the believe that Samaroo has the potential to balance his academics whilst still performing am-

icably well on the cricket field, the diminutive batsman was furnished with textbooks, while the club is presently identifying a part time lessons for him at their own expense.

According to Seubarran, other young members of the club stands to benefit from the same gesture, with Cheddi Budhoo an Under-15 player being the next target for assistance in this regard, while the players were all mandated to join the library at PMCC, in an effort to promote and foster literacy amongst their peers.

Aguilleira, Windies Women all set for ICC Women’s Championship opener

est Indies Women’s captain Merissa Aguilleira said her side was eager to start their participation in the ICC Women’s Championship strongly against New Zealand Women.

The two sides will play the first of four One-day Internationals on Friday at Warner Park here.

The results of the first three matches will count towards the tally of the two teams in the newly-created ICC Women’s Championship which will see the top eight women’s sides in the game lock horns in a multi-year, bilateral qualifying competition that will lead into the 2017 ICC Women’s World Cup to be hosted by the England & Wales Cricket Board.

“The ICC Women’s Championship is a very good idea mainly because it allows all the women’s teams to play each other,” said Aguilleira.

“Outside of World Cups, we have not had a chance to play a side like Australia regularly and now we will have that chance. It is a great initiative and hopefully our side can go forward and take advantage of it.”

On the series against the White Ferns, Aguilleira said: “We had a tough time against the New Zealand Women in their home conditions. It was a great opportunity to play

there, but we are determined to get together and defend our home turf.

“We are looking to use our home advantage and do some damage. Our preparation has been pretty good, and after all of this, we need to bring it altogether and do what we have to do.”

A squad of 18 had been invited to a training camp for the Windies Women over the last two weeks in the Kittitian capital of Basseterre before the final squad was trimmed earlier this week.

Aguilleira said the camp was beneficial as the players keyed in on a number of areas that needed special attention.

“Other than the usual skills, we had a lot of drills to help us with managing game situations,” she said. “There were some good sessions.

“We have lacked in this area in the past and we needed to be sharper, so hopefully now we can go out there and concentrate a little harder, and put what we have learnt into practice.”

Injury sidelined Aguilleira for last month’s Regional Women’s Super50 Tournament in Dominica, but she has now worked her way back to full fitness, and eyes driving her side to a morale-boosting victory over opponents that have improved over the last year.

“It was tough for me staying away from playing,” she said. “Things happen, but you have to get up and move on.

“I had a lot of therapy sessions with my physio and the rest of the medical staff available at home in Trinidad. It was a lot of hard work, and I want to thank them for giving of their time and efforts to get me fit again, so that I can go out there and continue doing my best.”

Developed in order to create a more extensive and meaningful bilateral playing programme for women's cricket, the IWC will see the eight sides play each other in three OneDay Internationals, either at home or away, between 2014 and 2016.

Points will be awarded for each game, with the top four sides at the conclusion of the ICC Women’s Championship gaining automatic qualification to the 2017 ICC Women’s World Cup. The bottom four sides will have a second chance to qualify for the marquee event through the ICC Women’s World Cup Qualifier, details of which will be announced in due course.

The bottom four will join six regional qualifiers and face off for the final four positions at the 2017 ICC Women’s World Cup.

Earlier this week, the ICC banned Ajmal from bowling in international cricket due to an illegal action, though he is allowed to bowl in domestic cricket.

Although there is no bar on him playing domestic cricket, his name has been withdrawn from the side as he is going to undergo remedial work on his bowling action with the help of Saqlain Mushtaq, who is expected to join on September 22.

he Judge in the Oscar Pistorius trial has cleared him of murder, but has left it to today to announce whether the athlete is guilty of culpable homicide.

Judge Thokozile Masipa said prosecutors had not proved he meant to kill his girlfriend Reeva Steenkamp, prompting tears from the Olympic sprinter. But she said he acted hastily and had been negligent. Pistorius said in the trial he thought an intruder was in the toilet.

Adjourning the trial, the judge said a reasonable person would not have fired. She is expected to deliver a verdict of culpable homicide (manslaughter), but has not yet spelled it out. Earlier, Judge Masipa described Pistorius as an evasive witness, but said this did not mean he was guilty.

system has also been on trial and many believe the athlete is getting off lightly, possibly because of his fame.

But legal experts argue that the judge has merely followed the law and the evidence before her. The onus was on the state to prove its case beyond reasonable doubt, which the Judge said it had failed to do.

Before the fatal shooting, the 27-year-old double amputee was feted in South Africa and known as the "blade runner". He had won gold at the London 2012 Paralympic Games and also competed at the Olympics.

Steenkamp, a 29-yearold model and law graduate, was hit three times by bullets shot through a toilet door by Pistorius at his home in the capital, Pretoria, in the early hours of 14 February 2013.

Bakewell Junior Tennis Tournament serves off Saturday G uyana’s largest bakery, Bakewell, has sponsored the first ever ‘Bakewell Junior Tennis Tournament’ that will serve off on Saturday at the National Racquet Centre at Woolford Avenue and Camp Streets, Thomas Lands.

The Opening Ceremony for the tournament will be conducted at the National Racquet Centre at 17:00h this afternoon.

The categories to be contested are Under-12, Under-14 and Under-18 boys and girls. Matches will run off for three consecutive weekends at the Racquet Centre, the National Park and the President’s College tennis facilities, starting from Saturday morning at 08:00h.

nmore Community Centre Table Tennis Club (ECCTTC) and Ogle Table Tennis Club (OTTC) shared the spoils on Sunday last when the Enmore Community Centre hosted a two-team Singles and Doubles competition.

Each team had nine players for the Singles segment, which OTTC won five games to four, while in the Doubles competition there were four pairs, with ECCTTC taking top honours by a comfortable 3-1 margin.

The Singles competition was keenly contested and scores were tied at four-all after eight games with the ninth match being won by OTTC, giving them victory by a 5-4 scoreline.

OTTC took an early 2-0 lead with Jonathon Narine defeating Harri Nauth 118, 8-11, 13-11 and Vickash

ECCTTC stormed back in grand style, winning the next three games to go 3-2 up with ECCTTC President Jai Hatim leading the recovery by beating Guyana Table Tennis Association Vice-president Dr Pradeep Balram 11-7, 12-10; Gavin Persaud prevailing 13-11, 11-7 over Yadram Rajkumar; and John McAllister coming from behind to beat Christopher Bianchini 9-11, 12-10, 11-7.

OTTC then levelled the scores at 3-3 with Balkisson defeating Surinda Nauth Kishore 11-4, 11-5, before Ryan Dukhi gave the visitors a 4-3 lead with an 11-5, 11-7 victory over Sunildatt Jailall.

In the next game, Navin Rajkumar outplayed Kissoon 11-7, 11-6 to level the scores at 4-4, setting up a grand fi-

nale between Dr Benjamin Singh of OTTC and former national Under-19 cricketer Adrian Persaud of ECCTTC. Dr Singh took the first set 11-7, before Persaud drew level with a hard-fought 1917 win in the second.

Dr Singh then seal the deal with an 11-4 win in the third, thereby breaking the deadlock and handing OTTC the overall victory.

Like the Singles, the Doubles were also closely contested with all four games going down to a third and deciding set.

he Guyana Table Tennis Association (GTTA) will be making moves to prepare their players for upcoming tournaments within the next couple of months.

The GTTA will be hoping to meet with most of its senior players by next week in an effort to streamline preparation for the upcoming Caribbean Senior

Championship set for October.

Meanwhile the Guyanese females have qualified for the Central America and Caribbean (CAC) championships as the association expects to meet with some of the females to discuss training.

The core female team that the GTTA is expecting to use is Natalie Cummings,

Chelsea Edghill and Trenace Lowe.

However, it was related to Guyana Times Sport by Secretary of GTTA Linden Johnson that the association will be looking at a mixture of players for the team.

Meanwhile the next table tennis competition will be the Digicel competition which is scheduled for November.

Pradeep Balram 12-10, 2-11, 11-3, while Surinda Nauth Kishore and Sunildatt Jailall prevailed over Balkissoon and Kissoon 1315, 12-10, 11-9.

he Guyana Amateur Swimming Association (GASA) in conjunction with the Guyana Olympic Assoication will be sending four swimmers to the Pan American Olympic Festival set for Mexico from September 26.

The four swimmers selected for the competition are Derrick Ramsaroop, Omar Adams, Soroya Simmons and Jamila Sanmoogan.

With the competition expected to start on September 26, the swimmers are scheduled to leave the country on September 24.

All four of the athletes are young budding stars still in the 15-17 category and will get a taste of the international competition that will be much bigger in age and advanced in experience.

However, one of the swimming coaches that are overseeing the progress of the swimmers Shaun Bask shed some light on the training.

“So far training has been good, they came back in

loyd Mayweather said he intends to have two more fights after Saturday's rematch with Marcos Maidana in Las Vegas before retiring in 2015.

However, the 37-year-old Mayweather quashed reports that he is in talks with Philippine legend Manny Pacquiao.

Mayweather, who is unbeaten in 46 professional fights, earned a majority decision over Argentine Maidana in May. "I've only got two more fights left [after Maidana]," said the welterweight and light-middleweight world champion.

Asked about the possibility of fight-

ing seven-weight world champion Pacquiao, who defends his WBO welterweight title against Chris Algieri on 22 November, the American responded: "Not true.

"I can't say what the future holds but [Pacquiao's promoter] Bob Arum and Pacquiao are trying to sell tickets for the Algieri bout."
