hile Government has announced its commitment to the liberalisation for the telecommunication sector, there is yet to be any move for the legislation to be taken to Parliament.

This is the concern raised by the Private Sector Commission (PSC) on Wednesday, which said that it is thrilled at the news that the sector, which has seen a monopolised operation for decades, will be liberalise by the end of this year.

“The PSC is, however, disappointed that the promised telecommunications legislation is yet to be laid in Parliament and urges the Government to establish and announce specific timelines for when the liberalisation is go-

ing to begin and the specific processes that are going to be involved in this exercise”, the Commission said in a statement on Wednesday.

According to the PSC,

Guyana’s economic advancement and growth is being seriously handicapped by the country’s limited access to bandwidth and affordable highspeed connectivity.

“The PSC looks forward to a telecommunications bill that will ensure unrestricted and unfettered competition by our telecommunications providers,” the Commission said.

It said the absence of high-speed affordable connectivity has left Guyana behind the rest of the world and, indeed, the rest of the Caribbean. It prevents domestic and international investment in the creative innovation of ICT services and the employment and productivity that this investment will produce in every sector of

the economy.

“The Private Sector is of the firm belief that technology driven, knowledge-based industries must be the cornerstone of this country’s future… The Private Sector Commission is ready and willing to work with and support the Government, in every way it can, to accelerate the establishment of an ICT sector that will bring our country and the economy into the 21st century.”

GTT, Guyana’s premiere telecommunication company, remains locked with a monopoly in the sector. Calls have been made for the sector to become liberalised so as to allow for more competitiveness and a wider spectrum of options.

Missing British teen

Samples for DNA testing to be sent to T&T today

everal samples taken from the body believed to be that of missing British teenager Dominic Bernard are expected to be sent to Trinidad and Tobago today for DNA testing, which is the only means of positively identifying the body found at Alness Village, Corentyne, Berbice, as that of the teenager.

Crime Chief Wendell Blanhum told Guyana Times that once the samples are sent, the results will take some time to return to Guyana. He however stated that the five persons arrested and charged for the teen’s disappearance and ultimate murder, are expected to return to court shortly.

He did not divulge any information with respect to the investigation. Thus far, the victim’s Godbrother Aaron Hing, 22, also known as “Neutral” of Kildonan, Corentyne, Berbice; Staymon George, 23, known as “Sherwin” or “Stayey”; Krystal Thomas, 20, also known as “Kattie”; Sinfinee Henry, 39; and Jameel Sinclair, 20, also known as “Frass”, of Nurney Village, Berbice; were all charged for the heinous crime.

After the teen had been missing for almost three months, Police launched a manhunt for the key suspects in the case – Hing and George.

They were arrested after a decomposed body believed to be that of the missing teenager was discovered in a shallow grave a few villages from Kildonan, where the teen was expected to spend

his time during his visit to Guyana.

The duo subsequently confessed to beating and burying the young man.

They reportedly took some £2000 and the teen’s camera and video making equipment; some of which they allegedly sold while they disposed of others.

They later admitted that they had collected the teen from the Cheddi Jagan International Airport on October 14, 2015 and on their way to Berbice, they stopped along Sheriff Street where they ate and drank a few beers.

As investigations continued, the Police arrested Jameel Sinclair who subsequently took law enforcement officials to an area behind Nurney Village and pointed out where he hid the teen’s camera and its components by burying them.

Sinclair admitted that he was promised payment to hide the teen’s belongings on the night he was fatally beaten.

SOCU allegedly swoops down on city businessman – former AG decries AML/CFT law abuse, calls for provisional repeal

A

nother city businessman reportedly became the target for yet another of the many money laundering operations being conducted by the Special Organised Crime Unit (SOCU), which is controversially working under the auspices of the Ministry of the Presidency instead of being an independent authority like all other law enforcement bodies.

During a press conference on Wednesday, the businessman’s lawyer, Anil Nandlall told media operatives that a contingent of 12 SOCU ranks “unleashed” themselves into the businessman’s home earlier in the day, before the break of dawn, under the pretext of investigating money laundering activities.

“They raided his house; they took away all his accounting records and private confidential information…his grandchildren’s computers and iPads,” the Attorney-at-Law said.

He expounded that the SOCU ranks later “invaded” the businessman’s operations on Regent Street where they also removed documents for the investigation.

“This is a man who has never been charged for any offence,” Nandlall stated, declaring that the Anti-Money Laundering/Countering the Financing of Terrorism (AML/CFT) Act was clearly being misused and abused as he had predicted.

Nandlall, who is also an Opposition Member of Parliament (MP), further elucidated that he could not help but presume that SOCU was taking political orders since it was operating under the remit of the Ministry of the Presidency.

“It is being used as a

weapon against the people of this country,” the politician decried.

He insisted that SOCU should be immediately removed from under the Ministry of the Presidency, arguing that until this was done, he would continue to contend that the body was being given political directions.

“The Ministry of the Presidency has no business constitutionally, legally or democratically, with the business of carrying out investigations … it is not a part of the executive functions of Government,” Nandlall highlighted.

According to reports, Minister of State, Joseph Harmon had explained that the arrangement was only temporary and SOCU would soon be transferred to the Public Security Ministry.

Some $40 million was budgeted for SOCU this year.

SOCU was established in 2013 as a law enforcement agency to investigate exclusively allegations and

reports relating to money laundering and terrorism as part of Guyana’s international obligations to strengthen its AML/CFT apparatus.

It was expected to work in tandem with the Financial Intelligence Unit (FIU) which falls under the Finance Ministry.

Opposition Chief Whip Gail Teixeira recently explained that SOCU was placed under the then Office of the President (now Ministry of the Presidency), since at the time of its establishment, the AML/ CFT amendments were not passed by Parliament.

She added that after the legislation was passed in 2015, SOCU should have been removed and treated as a separate entity, similar to the FIU, and budgeted for under the Finance Ministry.

Meanwhile, Nandlall is calling on Government to immediately make the necessary amendments to the AML/CFT Act to repeal

SOCU’s authority to seize cash and jewellery worth in excess of $10 million at places other than ports of entry and exit.

“We warned … (the then) Opposition not to pursue the course to insert that legislation…to give officers the power to enter into people’s home to seize and confiscate sums of money, including jewellery, exceeding $10 million,” he reminded, noting that he had predicted misuse and abuse of that particular provision.

He explained that the Financial Action Task Force (FATF) only required that the condition apply to ports of entry and exit.

“It was not recommended to apply throughout the country,” Nandlall argued.

However, upon assumption to office May last, the A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition Government passed its version of the AML/CFT Bill through Parliament – with that particular provision included.

Moreover, Nandlall exclaimed that investors’ confidence and national economic development would never grow if the body continued to instil fear into the general populace.

“The Finance Minister (Winston Jordan) speaks about stimulating growth, but it will never be stimulated in an economy where people are afraid to invest… and keep money and other valuables because they are liable to be invaded by SOCU and have their properties seized,” Nandlall firmly stated.

There are two confirmed reports of SOCU getting involved in the seizure of jewellery from businessmen at local airports. One of the operations has since triggered a multimillion-dollar lawsuit against the Government.

Cynicism and politics H

onesty, we know, is not a cloistered moral virtue and we cannot demand strict adherence at all times. Compassion, diplomacy, and life-threatening circumstances sometimes require a departure from the pure, unadulterated truth. Some vocations, like politics, however, seem to encourage much more than the occasional deception. This has been confirmed by the disjunct between the behaviour and words of Government officials since the last elections.

George Orwell, the great political satirist who wrote the classics “Animal Farm” and “1984”, once observed that the very function of political speech is to “hide, soften, or misrepresent difficult truths”. Orwell was clearly sceptical about any expectation to the contrary: “Political language – and with variations this is true of all political parties, from Conservatives to Anarchists – is designed to make lies sound truthful and murder respectable, and to give an appearance of solidity to pure wind.” He could have very well included APNU and the AFC if he had looked beyond 1984 to 2015 and beyond.

While we would not be so foolhardy to assert the PPP Administration was immune from the evidently inbuilt political tendency to stretch the truth or even prevaricate, the parties in the new Government did promise to do better.

They promised a new kind of politics; a politics not of acrimony and backbiting but one of inclusiveness, consultation and compromise. And a promise to keep promises.

We do not have to list the litany of broken promises that have piled up in the last seven months: the citizens of this country have all been affected. From students with no counsellors in sight to pensioners who now have to pay electricity and water bills, the disappointment has been a bitter gall to swallow. But it is not just a matter of resources not being available to deliver on the promises; it is the insidious manner in which those resources are being diverted to a select few who had been criticised before by the parties in Government.

Take the issue of Ministers’ salaries and perks: the APNU and AFC had complained for years about PPP Ministers “living high off the hog”. Yet the first thing the parties did on acceding to office was to raise their salaries 50 per cent above what the PPP Ministers received. And this week, we learnt that the even more criticised PPP practice of using “contract workers” in the Public Service had been surpassed by the new Government.

But the straw that has to have broken the back of the Guyanese camel is the Administration’s announcement it would shut down Wales Estate. It is now very clear that there are plans afoot to sell off the prime drained and irrigated agricultural lands at Wales to some investor who, if the pattern holds, will be someone who has contributed heavily to the $400 million and $600 million the AFC and APNU respectively spent on their last campaign. After the leader of the AFC publicly hailed one large investor – who is up for mega contracts in pharmaceuticals and a wind farm – for funding his party’s headquarters, the Minister of Natural Resources announced at a post-Cabinet briefing, this was normal as an “investment”.

For Guyanese, reading the daily news means constant speculation about what the politicians – all politicians – really mean when they make promises. The Government has now reconfirmed the people’s cynicism about politics, notwithstanding its promise to set a higher standard. We call upon the Government to pull back from the slippery slope on which it has embarked. We accept that a certain amount of puffery is maybe par for the course in politics, but the virtue of honesty must not be disregarded capriciously. A basic intent to be truthful, along with an assumption that people can be generally taken at their word, is required for all sustained civilised dealings. The converse is for the people to lose all faith in Government – which can lead to anarchy.

The way forward for Wales

Dear Editor, My attention was drawn to the subject captioned “Agri Ministry challenges severance projection for Wales workers” that was carried in another section of the media on February 16.

It’s unfortunate that I have to respond to the said article through this medium, since had either the Agriculture Ministry (MOA) or the Guyana Sugar Corporation (GuySuCo) responded to the invitation to attend the symposium at Moray House Trust on February 5, not only would the issue of severance have been clarified, but a lot more important issues relative to the future of the estate, its employees and cane farmers could have been properly ventilated, debated and discussed. It was an ideal opportunity missed by GuySuCo and the MOA. Had either of these parties been present at the symposium, they could have been edified on the context that the severance was articulated; rather than falsely asserting that the “costs of severance to imagined workers is but a fabrication which bears no relations to facts”. I wish to assure that it was never my intention “to excite” anyone, nor any reason to unnecessarily fabricate the costs of severance. The Agriculture Ministry needs to appreciate that when the lives of 1800 workers are at stake, it’s not an occasion for excitement, but one of solemnity.

My assumption was based on 1500 out 1800 workers opting for severance, taking into consideration the provision in the Termination of Employment and Severance Pay Act, which at Clause 21 (4) (b) states inter alia “severance or redundancy shall not apply where the employ-

ee unreasonably refuses in case of redundancy to accept an offer of re-employment by the same employer at the same place of employment or WITHIN A RADIUS OF 10 MILES THEREFROM under no less favourable conditions than those such employee enjoyed immediately prior to the termination”.

Uitvlugt is 21 miles from the host estate, Wales; as such, employees have a clear option to deny redeployment to Uitvlugt and opt for severance. It was under this assumption, given the long distance of commuting between the two estates, corroborated by previous instances of redundancies where workers opted for severance as a first choice and the current labour establishment at Uitvlugt that informed my estimate. At the symposium, I estimated that the cost of severance to 1500 workers based on an average 15 years of service and an average weekly income of $15,000 will be approximately $675 million. Provision was made for a section of the workforce that worked for less than 15 years. Had I used the wage levels from the report of the Commission of Inquiry, the cost would have been estimated to be a lot higher.

I wish to advise the MOA that taking workers from Wales to Uitvlugt comes with a significant add-on cost – the payment of a hefty daily disturbance allowance to all harvesters and some categories of field workers who will be required to commute between the two estates. Uitvlugt has been aggressively pursuing the conversion of its lands towards mechanised layouts with the intention of reducing its dependency on manual labour, while the factory’s manpower es-

tablishment is at a saturation point of 220 workers. The question is – would Uitvlugt factory be able to absorb an additional 180 workers from Wales factory and 1200 agriculture workers when it has 1250 of its own, bearing in mind the land conversion that is taking place? I need not mention the approximate 300 security personnel and junior management staff from Wales. What will be their fate?

The closure of Wales cannot be associated with that of La Bonne Intention (LBI) factory, since the distance between LBI and Enmore, where the factory workers were deployed, is nine miles.

In this instance, the company did not entertain any option for severance, because the distance was within a 10 mile radius, and the opportunity of staffing the packaging plant prevailed at the time.

Editor, the referred article stated at length the many engagements between management and workers/unions and cane farmers. When the symposium was held at Moray House Trust, and which was well attended by cane farmers and workers, not a single attendee from these categories spoke of any engagement between them and management; as a matter of fact, they criticised the lack of engagement. It is obvious therefore that those engagements that the MOA referred to must have taken place after the symposium was held.

However, the engagements with the workers that the MOA said had involved the “leadership” of the Unions have been met with denial by the Guyana Agricultural and General Workers Union, which in a Stabroek News report on February 11 stated it “criticised its exclusion from

the meetings”. The MOA further stated that the second meeting with the farmers “was most cordial and constructive”.

Unfortunately, the article captioned “Belle Vue cane farmers not optimistic about the future” does not vindicate the MOA’s sentiments. The farmers of this cooperative, who constitutes 10 per cent of the entire cane farming block at Wales, said they “don’t believe that taking canes across the coast to the Uitvlugt estate is feasible”. Further, “skepticism has already been expressed by farmers as to whether this is feasible or affordable”.

I wish to assure the MOA that my participation at the symposium was never intended to denounce the intention to close Wales estate, but was simply to open an opportunity to intelligently debate the socio/economic implications of the closure, the funding and viability of any agricultural diversification activity, and the development of a sound communications strategy to deal with the imminent closure. Having served the company for over 35 years, I was really taken aback by the apparent sarcastic statement, “Sadly, this coming from a former Human Resources Director of GuySuCo!” Had the MOA and/or GuySuCo attended the symposium, they would have seen the wisdom for inclusivity in dealing with the most contentious issue the sugar industry is currently facing in modern history. Sadly, they did not attend.

What has gone wrong with Setting the record straight Parliament since May 2015 Dear Editor, During the previous Administrations, there were occasions when the Prime Minister was required to perform the functions of the President during the President’s absence.

I recall the Prime Minister while acting as President always observed the protocol of never took his seat in Parliament.

In this Administration, there appears to be a new set of parliamentary procedures and by extension, a re-

vision of the Constitution as regards the legality of the Prime Minister being acting President and still occupying his place in Parliament.

Can I ask, is it possible for you to obtain an independent jurist to address this concern?

I have read and heard the former Attorney General quote chapter and verse and explain why this practice must cease but it is very clear the Government with its vast array of legal personalities, both in and out of Government, does not think

this is a serious breach of the Constitution.

At the same time, it does seem to be following a worrying trend of disregard for parliamentary due process. Even in the days of the People’s National Congress in Government, we had well trained Speakers of the Parliament and very able and highly competent Clerks of Parliament, who were able to provide the Speaker with support, especially with Standing Orders and Points of Order.

What has gone so bad-

ly wrong since the change of Government? Are we to assume that this Government has no care or concern for age old protocol and procedures, let alone the Constitution?

We might as well be living in a lawless society where the law of the jungle takes precedence, where the supremacy of the master is all that we must follow. Where subservience is absolute.

LGE offer a myriad of opportunities for youth Dear Editor, Local Government Elections (LGE) is a great opportunity for young aspiring leaders within their communities to use LGE as a spring board to catapult to the higher calling of leadership within the broader sphere of the country.

I encourage and admonish all the young people within our country and communities to throw their full support behind the people that will understand you; that can reach out to you; that can give to you the real development that you would have longed for, but was not forthcoming.

Remember, youth can change the world and our voice is crucial to our development. Don’t be afraid to take

the challenge. Leadership is a lonely road and true democracy should reflect that.

Democracy is not easily achieved but is tireless work to break the cycle of control and the archaic principles in getting things done.

Specifically North Lodge, Meadow Brook Gardens which falls under Constituency Nine within the 15 constituencies found in Georgetown.

I happen to be a very active community leader and participant, specifically within the Hadfield Street Lodge community, where he has held the lead role as head coordinator for Hadfield Street Lodge ground enhancement and development project, which is directly next to the health centre for 2014 and 2015 respectively.

I therefore urge the people of Georgetown to support me as a City Councillor for the next set of elected Councillors to change the slow and arcade principles of local governance.

We are embarking on a new path which requires new thinking and a different approach. Therefore, youth is the answer to the whole host of problems that exist today

in our country. Let us support our youths for Local Government Elections. It will give them a greater level of responsibility and accountability to work for their communities and therein earn a livelihood for themselves.

In closing, my focus is everyone but most specifically, our young people, to be the model that youth look forward to. All they have to do is just take a look at the last election in May last year and there lies the answer to our security and development. Youth that are prepared to contribute their mental and physical abilities – can we do it again, yes we can.

Women must celebrate with pride and dignity Dear Editor, I read in Monday’s daily newspapers of the plight of the Port of Spain Mayor, whose words with regard to how women dressed during Carnival angered persons to such an extent that they called for him to resign from his post.

I would like to believe that it is not WHAT he said that angered the masses, but WHEN he said it. His TIMING was unfortunate! He spoke in response to “… the discovery of an unidentified female masquerader” (SN Monday, February 15, pg 5), who was later identified as Japanese pannist Asami Nagakiya.

In that context, his comments could easily be taken/ mistaken as “victim-blaming”.

Such tragedies must never be taken lightly! Murder, rape,

violence of any sort against another human being, regardless of their choice of life style, should attract the condemnation of the entire citizenry and must be met with the full force of the law! NEVERTHELESS, we cannot ignore his words even as we prepare to celebrate Mashramani!

In the context of Mashramani, I take the liberty of quoting and endorsing his words as reported in the Monday, February 15 edition of the Stabroek News: “… women did not need to behave in a vulgar and lewd manner to enjoy themselves…” He continued “I spoke of some of the things that I see women do, assisted by men, of course, but the woman has the responsibility that they ensure that they are not abused. You can

enjoy Carnival (Mashramani – my insert) without going through that routine.” He added “… women needed to maintain a level of dignity during Carnival (Mashramani – my insert) festivities.” On another occasion, he was quoted as saying “I see some women do some things with some men – nothing for the imagination, you can’t do that.” He described some costumes as “unacceptable – almost like a beach party on the street…”

I urge my fellow Guyanese to celebrate with pride and dig-

nity! I say to my fellow women – let’s command respect and demand it also, though I realise that establishing and upholding standards of decency and discretion is the privilege and responsibility of BOTH MEN AND WOMEN! Celebrating must not be equated with vulgarity! At the end of the day, we must all be able to hold our heads high as we, ‘diverse though our strains’, rejoice together in this our jubilee year!

Dear Editor, Natural Resources Minister Raphael Trotman during his budget presentation last week sent Parliament into chaos by making some shocking pronouncements. Minister Trotman said “When we assumed Government, we were met with an alarming situation where we discovered that 100 per cent or all of our productive forest was allocated by the past Government”.

Minister Trotman also said, “how could a responsible Government preside over the allocation of all, not some, but all of its productive forest?” What will happen to future generations? (SN Friday, February 12, 2016).

This statement sent shock waves to his Government colleagues. “What?” Some exclaimed and “take them back!”

Social Cohesion Minister Amna Ally urged him.

The Minister’s statement also sent shock waves on the other side of the house, the wise Opposition members.

But what nonsense is this?

How can a sitting Government Minister make such a misleading, reckless, inaccurate and false pronouncement in our noble House, the Parliament?

The question one wonders is, does Minister Trotman really think that his pronouncements are true? If so, then Guyana is now in a sorry state of affairs with such person at the helm of the country’s natural resources sector. Minister Trotman seems to be really ill-advised, not prepared for the job or is basically reckless. I am not sure if it is his advisers, Dr Janette Bulkan, now a Guyana Forestry Commission (GFC) Board member or Clayton Hall who provided him with the percentage figure for making such unqualified statements in the National Assembly.

The verifiable and indisputable facts which are on Minister Trotman’s own Minister’s website and with linkages to the various agencies are as follows: 1. The Total state forest estate of Guyana is 12.5 million hectares. Note – total state forest estate means productive forest estate.

2.

Total state forest allocated for concession and production is equal to seven million hectares which is approximately 17 million acres.

3.

Total unallocated pro-

ductive forest is equal to 5.5 million hectares approximately.

4.

The People’s National Congress (PNC) prior to 1992 shared out over 50 per cent of the allocated amount, or more than nine million acres of forest without any transparent process.

It must be known therefore that the majority of forest that has been issued was done by the PNC prior to 1992. This includes all the big concessions such as Barama (four million acres); Demerara Woods, close to 1.5 million acres; Caribbean Resources (one million acres); Mazaharally, Willems Timbers, Nagasar Sawh and Toolsie Persaud (two million acres collection).

Let’s not forget the PNC Members of Parliament and now soon to be High Commissioner to the UK – Hamely Case who got an allocation for case timber and UNAMCO of 500,000 acres under the PNC regime. There may be a few more that I don’t seem to remember.

But summing up gives a total of close to at least nine million acres of state forest which were allocated by the PNC Government, of which Minister Trotman is a part of prior to 1992; that is, before the People’s Progressive Party/ Civic took office.

So for simple Maths, out of the total allocated, state forest of seven million hectares or 17.5 million acres, the PNC shared out over 52 per cent to its party affiliates. Let Minister Trotman tell the Guyanese people about the transparent process that his PNC Government used to share out over nine million acres of state forests prior to 1992.

Is Minister Trotman willing to take back his statement? I do hope Norway is paying close attention to Minister Trotman’s accusation that Norway is paying Guyana monies for forests that do not exist. This is serious for global climate change discussions.

hen I was eight years old, my friend was invited to a neighbourhood birthday party and I wasn’t. There was ice cream cake and the promise of a piñata. I was devastated.

My parents could have asked the neighbours to invite me. They could have sent me along to the party uninvited.

They could have come up with a special afternoon so that I would be distracted during the party.

But they didn’t do any of these things. My parents let me experience this disappointment without intervening. That night before bedtime, my mother sat down and talked with me about my hard afternoon, but that was it.

What my parents did that day was very important. Here’s why.

I speak with many parents who go to great lengths to help their children avoid disappointment, stress, and adversity. I understand this instinct.

But by doing so, they are unintentionally shielding their child from learning opportunities. A child who has been protected from unhappiness may have trouble dealing with disappointment as a child and as an adult. Coping with disappointment is key to a successful, balanced life.

As a parent, take the time to teach your child how to deal with disappointment. It’s an incredible gift.

Instead of trying to prevent or “fix” difficulties for your child, be with them in their disappointment. Allow them to feel sad, left out, or angry. Let the moment happen and then talk to them about how to move forward. Resiliency is a valuable skill that will serve them well in childhood and adulthood.

Granger lobbies strongly for immediate end of Venezuela’s aggression

resident David Granger has once again taken the cries of Guyana regarding Venezuela’s continued aggression on claims that it is the true owner to parts of Guyana’s waters to the ears of his Caribbean counterparts.

He was on Wednesday addressing the 27th Caricom Inter-sessional Meeting in Placencia, Belize.

Granger said since his last such pronouncement at the thirty-sixth Regular Meeting of the Conference of Heads of Government of the Caribbean Community in Barbados in July 2015, much has happened.

He said at that time, Caricom was astonished at the outrageous Decree No 1787 – that had been issued by the Bolivarian Republic of Venezuela extending its maritime zone into the maritime space of many Caricom states.

“So grotesque was the Decree that it was soon after rescinded. It was replaced by another decree – No 1859 – equally objectionable to Guyana.

The Caricom Summit was followed, not long afterwards, by the United Nations General Assembly in 2015”.

“I had the opportunity there to present Venezuela’s aggression against Guyana and to call on UN Secretary General to exercise his powers to bring this Venezuelan aggression towards Guyana to an end by process of law.

He is empowered to do by the Geneva Agreement of 1966 – the Agreement among British Guiana, Britain and Venezuela which allowed Independence to go forward – Independence which Venezuela had tried to block”.

Granger said the 50th anniversary of the signing of the Agreement has been on February 17, the Agreement was aimed at bringing Venezuela’s territorial claims to an end. Venezuela’s contention is that the international Arbitral Award of 1899 that fixed Guyana’s boundaries with Venezuela is a ‘nullity’.

“Throughout the past 50 years, Venezuela made no effort to prove its contention; it chose, instead, a strategy of harassment; it chose a course of obstruction of Guyana’s economic development; It chose a diplomatic posture of preventing Guyana from membership of the Organisation of American States for 25 years; It attempted subversion of our indigenous people; It resorted to a strategy of na-

ked naval threat by sending a corvette into our Exclusive Economic Zone in 2013”, he told the Heads of Government He said 50 years of this constant threat to the country’s sovereignty and territorial integrity are too long for any state to sustain. “It occupied our entire existence as an independent State” he said.

The President said Guyana is seeking an end to living under constant threat.

“We seek to allow the rule of international law to prevail.

Venezuela, however, reasserted its claim to more than half of Guyana by asserting – as its Foreign Minister did last week – that by the Geneva Agreement, Venezuela’s claim of nullity of the Arbitral Award had been acknowledged, if not accepted.

Head Teacher of ABC Academy appeared before Magistrate Faith McGusty at the Georgetown Magistrates’ Courts slapped with an assault charge.

Arthur Bernard Chandra, also known as "Sir Chandra", of 23 Abary Street, Bel Air Park pleaded not guilty to the

charge which read that on January 12 2015 he a seven-year-old male at the New Market Street School.

Police Prosecutor told the court that on the day in question the young man was involved in a fight with another student in the classroom and Chandra was informed of this.

Upon entering the classroom, Chandra as a

means of punishment of the child, held his penis in front of the other students in the classroom and threatened the young man to ensure that his penis never worked again.

Magistrate McGusty fined Chandra $25,000 and sentenced him to undergo six months of counselling or a default of two months imprisonment.

According to Greenidge, Rodriguez in a statement to the United Nations on February 4, 2015 titled ‘Guyana ratifies its rights over the Essequibo’ said “We affirm the legitimate rights of Venezuela on the Essequibo, is a historic place and we are ready under the Geneva Agreement to prosecute this territorial dispute through diplomacy, international law,” Rodriguez reportedly stated.

According to Greenidge, the statement made by Rodriguez at the United Nations headquarters was filled with “innuendos.” He said the statement misrepresents the facts.

Mocha Arcadia man allegedly killed by speeding minibus

Mocha Arcadia, East Bank Demerara farmer was on Wednesday morning killed after he was struck by a minibus along the Mocha Arcadia Public Road.

The dead man has been identified as 33-year-old Sheldon Lennox Waithe of Second Street, Mocha Arcadia.

According to information received, the now dead man was riding a bicycle with three others, when he was struck from behind by a Route 42 minibus. It was reported that the minibus was speeding at the time of the accident.

As a result of the impact, Waithe was reportedly thrown into a nearby canal. He was subsequently

pulled out in a motionless state.

He was rushed to the Diamond Diagnostic Centre where he was pronounced dead on arrival. The minibus driver was arrested. He is assisting with investigations.

One of the men who were

riding along with the father of three said that he was in front of the others and heard a crashing sound and when he looked around, he saw Waithe going into the trench. He stopped the bike and ran to the assistance of the injured man, along with the others.

“When we pulled him, he was bleeding through his ears and nostrils … it also look like he get bad injuries to his hands and legs,” the man who asked to remain anonymous stated.

Attempts to contact the dead man’s relatives proved futile, but Guyana Times understands that he was heading home from his farm which is some distance away. He leaves to mourn his three children and wife.

Mason charged with stealing beer

mason on Tuesday appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts to answer to a charge of breaking and entering.

Solomon Bartholomew, 22, of Waterman Village, Region Nine (Upper Takutu-Upper Essequibo) pleaded not guilty to the charge.

It is alleged that between January 18, 2016 and January 19, 2016

at Ruperti, North Rupununi, he broke and entered a shop and stole 38 pints of beer and other items valued in total $49,280, property of Ruperti Village Council.

Police Prosecutor Deniro Jones had no objections to bail as the items have been recovered.

Bail was granted in the sum of $20,000 and the matter will return to the Lethem Magistrate’s Court on May 31, 2016.

worth only $15,000, but the defendant owed her the additional money from another matter.

She also told the Court that she was scared for her life as the defendant has threatened her.

Magistrate Best ordered her to take out a restraining order. He ordered the defendant to repay the $15,000 to the VC, and declared that he was free to go.

Amelia’s Ward man remanded on several charges

by Magistrate Clive Nurse on two charges and granted bail for another.

The defendant, 23-yearold Lloyd Waterton, a mason of 1146 Amelia’s Ward, Mackenzie, Linden, appeared at the Linden

Magistrate’s Court, charged with breaking and entering with intent to commit a felony, unlawful wounding and escape from lawful custody.

It is alleged that Waterton broke and entered the home of Lois Buchoon at 1153 Amelia’s Ward on February 12 with intent to commit a felony. The sec-

ond charge brought against Waterton stated that he unlawfully and maliciously wounded Shawn Peters on the same date at Republic Avenue, Mackenzie.

He pleaded not guilty to the charge and was granted $50,000 bail. It is also alleged that the defendant escaped from lawful custody at

the Mackenzie Police Station on Tuesday, February 16 while he was being held for the offence of breaking and entering a dwelling house in the night with intent to commit a felony. The charge was deemed indictable; therefore, Waterton was not required to plead. The cases were adjourned to March 16.

he irony of a "Speaker" muzzling others from "speaking" hasn't been lost on this coalition government: it's deliberate. It's even more ironic that the "Speaker" got his name because he doesn't answer to the "ruler" – here the President and his executive – but is supposed to speak for ALL the Members of Parliament. When one king back in the 17th Century pulled rank in the Commons, the Speaker set the bar for all subsequent parliaments to follow: "May it please Your Majesty, I have neither eyes to see nor tongue to speak in this place but as the House is pleased to direct me, whose servant I am here." Since that time – and especially in the 18th Century, the tradition became entrenched that the Speaker was impartial and non-partisan. Fairness was his watchword.

What's going on in our present Parliament under this latest Speaker epitomises the militarised, authoritarian state under construction. It's been clear since May 2015 – and especially during this ongoing Budget debate – that this Speaker considers his role to be a watchdog and a bulldog for the Executive and the Party in power. This cannot be allowed to pass.

How could a Speaker cut off debate so abruptly and not even allow PPP members to complete their statements in their allotted time? To be specific, how could a Speaker be so partisan as to inject himself into a "debate" to declare "Yellow is Gold"!! And having proclaimed this ontological identity of two colours that had Up to then earned their own names, proceed to equate yellow "along with green" as "THE" colours of the Guyana Flag! Another ontological conflation from on high!

The Opposition walked out after the last outrageous ruling – preventing a PPP MP from making his point. But they have to go beyond symbolic gestures to ensure THIS CONFOUNDED NONSENSE MUST STOP! If the Speaker's allowed to prevent real debates from taking place in Parliament, this will be the death of democracy in this country. And this is no hyperbole.

The doctrine of allowing the Opposition to speak is so ancient, it's summarised in Latin: audiatur et altera – Let the other side be heard. For, if they are muzzled as is the Opposition in Guyana, they're being forced to take extra-parliamentary measures so as to represent their constituency. But maybe this is what the Government intends?

The Opposition has to be creative in bringing this trammelling of democracy in Guyana to the world community. There's no point in showing up in Parliament if they will not be allowed to speak.

Maybe they can show up at the next sitting with masking tape over their lips? Then boycott?

Your Eyewitness realised in this period of tumult and travail for the Administration when its Budget's being ripped to shreds, Greenidge has been literally invisible! We know he's not the biggest fella in the Chamber – but still!

Think about it...Jordan has been shown by the (boyish) Irfaan Ali to be wearing no (economic) clothes.

He's clearly out of his depth and needs help badly – as does the Administration. But yet Greenidge's kept under a bushel. Why? In suggesting Greenidge might be a "worthy" successor to Granger, the aforementioned letter writer might've given us a clue for the former's invisibility.

Is he still in the doghouse for challenging Prezzie for the PNC's leadership? That would be a shame. After all, he was there when the economic stuff hit the fan back then.

He had to've learnt some useful, real-life economics, no?

Nandlall, Williams face off on alleged vehicle fraud

s the Committee of Supply continued the consideration of estimates for the various State agencies on Tuesday, the budgeted allocation of $1.6 billion for the Legal Affairs Ministry was approved unopposed but not before the subject Minister and his predecessor got into a heated blame-game over alleged vehicular fraud within the

The issue arose when Opposition parliamentarian and former Legal Affairs Minister Anil Nandlall posed questions to current Minister Basil Williams regarding the purchase of a vehicle under the capital expenditure programme titled Ministry Administration.

Nandlall pointed out that last year some $16.5 million was budgeted for the purchase of another vehicle, and, as such, he enquired from the Minister whether that vehicle was purchased.

Williams, in his response, said he has not “acquired” the vehicle and when pressed as to why, the Minister explained that while the vehicle was bought, upon its arrival at the wharf an inspection was done and it was found to be a used vehicle.

“That transaction the Honourable Member is referring to was a transaction designed to defraud the State of its revenues,” he said, adding that “the Customs personnel described the vehicle as a used vehicle, but it was stated to be a new vehicle … I went to the Ministry and met arrangements to purchase a new vehicle”.

The Attorney General noted that even though the Ministry was able to recover the money from the company, he might take legal action over the matter.

Nandlall quickly followed up by asking whether the Police were called in to probe the alleged fraud, noting that the vehicle was ordered under the current AG. However, Williams maintained that he came into office and met arrangements

to procure the vehicle.

In countering Williams, Nandlall argued: “He is Attorney General, he put in the Budget a vehicle… that Budget was signed by this new Attorney General… and if he is saying that the State had been defrauded, I want him to tell the public what he has done to get back the monies that he claim was defrauded… did he call in the Police to investigate this alleged fraud that he is speaking about?”

Other Opposition parliamentarians joined in the battle, enquiring from the Minister where the remaining money was. People’s Progressive Party Member of Parliament (MP) Juan Edghill pointed out that if the vehicle was not bought, then the records should show that zero expense was incurred and not the $16.5 million as was reflected in the figures for last year.

In his explanation, Williams said that at the time Budget 2016 was being prepared, the vehicle had not arrived as yet and the company had already received half of the payment, which was later retrieved by him.

Edghill then responded: “If half of the money was spent as of December 31, 2015, when the financial year closed, Sir, this figure should have been showing half of $16.5 million.

The Honourable Attorney General must tell this House where is the other half and why is $16.5 million reflected in this document.”

The Attorney General explained that the money was returned to the Finance Ministry. On this note, Edghill highlighted that the budget document was misleading the House.

But in rebuttal, Williams said: “All I know there was a ruse to sell a used vehicle to the Ministry of Legal Affairs pretending that it was new vehicle. I stopped that and so money was retrieved and saved by the Government, I don’t know anything else.”

Opposition front-bencher Irfaan Ali then requested the Minister to present

the documentation to show that the money was indeed returned to the Finance Ministry, but the Minister noted that this issue would be dealt with by the Auditor General and the parliamentary Public Accounts Committee (PAC), chaired

by Ali. Following almost two hours of scrutiny of the budget of the Legal Affairs Ministry, the entire $1,654,517 was approved and now stands as part of the 2016 Estimates of Expenditure. It includes the sum of $156 million for the Ministry’s main office, $56.9 million for the Ministry Administration, a whopping $1.4 billion for the Attorney General’s Chambers, and $35.4 million for the State Solicitor.

US$3M agreement inked for Cunha Canal rehabilitation

T

he Guyana Government today inked a US$3M agreement to rehabilitate the Cunha Canal which is part of Guyana’s Low Carbon Development Strategy’s adaptation initiatives. The grant to Guyana is being provided by the Norwegian Government under the Guyana REDD+ Investment Fund (GRIF), in partnership with the World Bank.

According to a release from the Government Information Agency, “the project is an important intervention which addresses adaption to climate change.

As such, works will improve Government’s ability to manage water resources in the East Demerara Water Conservancy (EDWC)”.

The proposed physical works for the Cunha Canal will include its widening, rehabilitation of the former outlet structure, re-routing the canal to re-establish its original alignment, and construction of a bridge on the East Bank of Demerara (EBD) public road where the canal intercepts the road.

Rehabilitation of the canal will increase its discharge capacity and contribute to reducing the risks of the embankment overtopping.

Finance Minister Winston Jordan said from the standpoint of his Government, the project represents one small column in the way of greening the economy. While all countries are susceptible to climate change in various ways, in Guyana, flooding is due largely to its low-lying coast and unfortunately, because of the history of its development which sees significant majority of its citizens living along the coast.

“While we look at a longer term option, we need to bring immediate relief to the citizens and business-

es and property… I view this project in that context,” Minister Jordan explained.

It is hoped that substantial progress in the particular area of ‘greening’ Guyana and helping to adapt to climate change will now be seen.

“We’re happy that farmers and various aspects of the population and businesses that cover this wide area that the canal traverses will have some level of relief being brought to them, and I hope in the context of further interventions, both from GRIF and the World

Bank, that together these can mitigate the effects over time of climate change on Guyana’s economy,” Minister Jordan explained.

While the project was signed by the Finance Minister, it was handed over to Agriculture Minister Noel Holder, as his Ministry will be executing works with supervision by the Office of

Climate Change and the Ministry of the Presidency.

Sophie Sirtaine, World Bank’s Country Director, Caribbean Country Management Unit Latin America and the Caribbean Region, said that the project is extremely useful for Guyana.

“Your susceptibility to climate risk is exceptionally high, especially in the coastal areas, therefore the rehabilitation of the canal is a very laudable endeavour that the Government is embarking upon with us (World Bank)… It’s helpful not only because it supports the economy but… it is also extremely helpful for the wellbeing of the population,” Sirtaine explained.

Ninety per cent of Guyana’s inhabitants live on the narrow coastal plain, which represents 10 per cent of the country’s area. This area of reclaimed lands, much of which lies below sea level, is crucial to the economy of the country, supporting the majority of the population including the nation’s capital, Georgetown, and a

large part of Guyana’s agricultural economy.

The Cunha Canal is a network of waterways which links up with the EDWC, a water storage system that provides regional agricultural lands with irrigation water and urban areas with drinking water. In addition, during times of heavy rainfall, this system provides regional drainage and flood control.

The Cunha Canal is located on the western side of the EDWC and discharges into the Demerara River.

Around 1990, the canal was diverted from its original alignment to a smaller discharge channel. This diversion reduced the discharge capacity of the canal and went into disuse soon afterwards.

The discharge through the canal was re-established during the 2005 flood, but with a limited capacity as it is affected by circuitous routing, structural limitations and development between the East Bank Demerara public road and the Demerara River.

First Lady, ChildLink explore possible areas of collaboration

irst Lady Sandra Granger in her effort to positively impact the lives of women and children on Tuesday met with two representatives of ChildLink Guyana Inc to explore possible areas of collaboration.

During the meeting, ChildLink Project Officer Kean Chase provided an overview of the organisation’s programmes.

According to a press release, Mrs Granger was particularly interested in the Child Advocacy Centres (CACs), which provide counselling and therapy for survivors of sexual abuse.

Currently, there are centres in Region Three (Essequibo Islands-West Demerara); Region Four (DemeraraMahaica) and Region Five (Mahaica-Berbice) while plans are in train to expand the initiative to all 10 Administrative Regions.

“We know that [the First Lady] is very passionate as it relates to the children and issues concerning women and so we are just giving her an update on what our organisation is doing and the projects we are working on. One of the main things we discussed was our Centre which we are very proud of and the protocols associated with it. ChildLink Guyana is the only such agency among the English-speaking countries of this part of the world which is doing this sort of work and we feel with the support of the Government, it can expand,” the Project Officer said.

Chase related that she also used the opportunity to solicit advice on project planning given the wealth of experience the First Lady pos-

sessed in this field.

“Because she is so knowledgeable about projects, she was able to give us some advice on the way forward.

We are currently working with the Ministry of Social Protection and to have her support, we feel reassured that we are doing the right thing,” Chase added.

ChildLink Finance Officer Tiandi Massiah was also present at the meeting.

The First Lady, in a brief comment, emphasised that the meeting was both interesting and informative. She was most impressed with the forensic interviews the centres conducted for children who have been abused.

“They told me about the forensic interviews and established mechanisms through which children can relate their experiences and have it recorded so that they are not pressured to do it over and over again in court cases or for the Police and other agencies. So … they bring the different agencies together and

have one interview with the child … and … through their questioning, allow the child to share [his/her experience].

I also suggested to them that they might look at linkages with other organisations that work with women and children,” Mrs Granger said.

It was noted that ChildLink Guyana Inc worked alongside the Child Care and Protection Agency (CCPA) to provide care, counselling and other such services to children who have been victims of abuse.

The First Lady is recognised as a firm advocate of the Government’s programmes to enhance the lives of women and children. In December, her office partnered with the United Nations Population Fund (UNFPA) to find new strategies to reduce the incidence of teenage pregnancy, and on Tuesday, February 15, she threw her support behind the Education Ministry’s recently announced plan to reintegrate teen mothers back into the school system

Man pardoned by the President Essequibo man died from brain haemorrhage – autopsy jailed again for 18 months … after charged with breaking and entering, robbery under arms

wenty-year-old Joshua Joseph, one of the youths granted a pardon by President David Granger, was on Wednesday back in court, charged with escaping from Police custody, breaking and entering and robbery under arms.

It is alleged that Joseph while being a prisoner at the Brickdam Police Station on a charge of robbery, he escaped from Police custody.

Police Prosecutor Deniro Jones told the court that Joseph was in Police custody and was being escorted by a Police Constable to the Georgetown Magistrates’ Courts when he started to behave in a disorderly manner.

He added that he shoved and held on to the said Constable and a struggle ensued, after which he managed to release himself from handcuffs and made good him escape.

He was later arrested on February 15 in the Stabroek area.

Joseph explained to the court that he was clad in old clothes and requested better clothing, a request which was denied. He added that the Police Constable tried to push him into the Police van and he resisted and a scuffle ensued. He further added that he fell during the scuffle and his handcuff opened which he saw as an opportunity to escape.

Prosecutor Jones told the court that Joseph was one of the persons who had been pardoned by President Granger, but he could not say what the offence was that he had been incarcerated for.

Joseph pleaded not guilty to an additional charge which alleged that on January 19, at High Street, Georgetown, he broke and entered the dwelling house of Osa Omaree and stole one Sharp 21-inch television valued $35,000, one laptop valued $50,000, one gold chain valued $30,000 and one gold earring valued $8000; a total value of $123,000 and the property of Osa Omaree.

pany of 21-year-old Kestor McPhoy on February 13, at Stabroek, he robbed Felicia Walton of her gold chain valued $60,000.

Both men pleaded not guilty to the charge and were remanded to prison.

The matter will return to court on March 1.

President Granger after stepping into office in May of 2015 announced that he would be granting presidential pardons to ‘petty’ criminals. He stated that it was his intention to pardon convicts annually who were serving short sentences for minor or non-violent related offences during his time in office.

The President further explained that when these persons are released, they will attend rehabilitative programmes with the aim of developing their skills so they can be reintegrated into society.

Thus far, some 60 youths who were incarcerated have been released.

In September 2015, a 49-year-old woman of Kingley Village, Berbice, was raped by a 21-year-old man, who is allegedly another prisoner granted a presidential pardon. This was not confirmed as the Guyana Police Force and Prison Service has refused to disclose information as to the young man’s identity.

amily members of 23-year-old Navendra Ramdial can lay him to rest in peace now that the autopsy confirmed he died from brain haemorrhage as a result of blunt trauma to the head; an injury family members said he sustained from a fall.

The autopsy was performed by Government Pathologist, Dr Nehaul Singh on Wednesday at the Suddie mortuary in Region Two (PomeroonSupenaam). The trauma was as a result to Ramdial falling down a flight of stairs on Sunday night.

His father, Polander Ramdial had related that his son left to visit his fiancée at about 16:00h on

Valentine’s Day. He said his son, who was scheduled to get married in August, had purchased ice cream and took it over to his intended in-law’s home. The grieving father related he was shocked to receive the news that his son fell and injured himself during the visit.

Navendra Ramdial sustained a deep cut to the back of his head from the fall. He was rushed to the Suddie Public Hospital where he was pronounced dead on arrival.

Police visited the scene following the young’s man death and took statements from those who were present when the incident occurred. Ramdial was the youngest son of his parents.

he Guyana Agricultural and General Workers Union (GAWU), says the Government does not have any credible plans for the development of the Wales Estate after the sugar factory is closed which will result in thousands of workers being thrown on the breadline.

“GAWU remains unconvinced that we are heading in the right direction regarding Wales Estate. The Union is convinced that the right, caring, pro-worker thing to do is to reverse the decision for closure and instead to seek together with the stakeholders a workable plan for the Estate to overcome its difficulties,” a release from the organization stated.

This statement comes after Agriculture Minister Noel Holder announced that the Guyana Sugar Corporation Incorporated (GuySuCo) and the Government are currently examining various possible ventures to take place at Wales after the factory closure.

According to SASOD’s Social Change Coordinator, Jairo Rodrigues, the alarming rise in suicide and attempted suicide has propelled the issue of mental health in Guyana to the forefront of public discourse, and while the media must be commended for its steadfast in its coverage of the issue in an effort to find solutions, the coverage should be done in a responsible manner that aids in tackling the issue.

“The groups have observed that in the reporting of suicide stories, the age, means, identity, suspect-

ed reasons and other factors are expressed in detail in reports published by the local media. Added to this, the use of sensational headlines and the fanfare of media broadcast on suicide as ‘breaking news’ provide unintended glorifications of these acts to persons who are already contemplating suicide. Not only is such reporting irresponsible, but it can contribute to the phenomenon known as ‘Copycat Suicides’.

Anecdotal evidence suggests that this may also be happening in Guyana,” Rodrigues revealed. He explained that the Guyana Foundation, which is the leading Civil Society Organisation engaged in Mental health locally, cites overwhelming evidence from over 50 international studies which indicate that media reports about suicide can possibly trigger an increase in the rate of suicide and suicide attempts.

Meanwhile, the Ministry of Public Health’s Psychologist and Addiction Specialist Caitlin Vieira, has disclosed that in many cas-

es, people do not even know how to complete suicide, but through in-depth reports on incidents of suicides such as methods, locations and quantities, these individuals are unnecessarily exposed to the precarious information.

Additionally, it was explained that the media broadcasts the identities and reasons showing little consideration for the affected families and communities. “This places those suffering in the national spotlight during the grieving process and they are often stigmatised and blamed by the public for not doing enough or being the cause.

These are people, he said, and that are victims of the aftermath of loved ones taking their life and when they suffer terribly the media does more harm than good through insensitive reporting,” Rodrigues related.

As such, the organizations are urging the media entities to use the coverage to educate the public about suicide; avoid sensationalizing suicide, and show consideration for people bereaved by suicide.

‘Son-Son’s’ alleged murderer trial

Court to rule on no-case submission today

ustice Franklyn Holder is expected to rule today on a no-case submission made by the defense in the ‘Son-Son’s’ alleged murderer trial as it resumes at the Berbice High Court.

Following the presentation of its case by Attorneyat-law Natasha Backer, the defense led by Attorney-atlaw Nigel Hughes made a no case submission.

On trial before Justice Franklyn Holder is New Amsterdam Businessman and owner of Bristol Mall, Charles Henry, also called ‘Charles Bristol’ of Main Street and Lad Lane, New Amsterdam.

Henry, a former national Volleyball captain, is on trial for the April 16, 2014, shooting of Errol Lindo also called ‘Son Son’ 51 at High Dam, Caracas, West Canje, Berbice.

The prosecution’s case is that back in 2014 the accused murdered Lindo. The prosecution is contending that on the day in question, Henry went to Lindo’s home and ordered his workers to

dismantle Lindo’s house without the knowledge and permission of Lindo who returned during the demolition.

There was an altercation during which Lindo was shot which resulted in his death.

During its case, the prosecution called eleven witnesses to prove its case including key witness Travis Crandon whose creditability has been called into question.

Also called to the witness stand was Government Pathologist Dr. Vivekananda Bridgemohan.

He testified that the cause of death was shock and hemorrhaging due to gunshot injuries. He explained that there was a rapid loss of blood.

He said there were two gunshot injuries, to the chest, neck and thigh.

Under cross-examination by Attorney-at-Law, Nigel Hughes, the doctor stated that there was only one serious injury which was the one in the region of

the collar bone. He could not tell which wound came first.

There was some bruising on the body which was as a result of a blunt impact. There was no evidence of four gunshot wounds.

Crandon had earlier testified and claimed that there were four shots fired and also four gunshot injuries to the body.

The pathologist also related that there was no bullet found in the body. Under cross-examination by Hughes, he said if any bullet was left in a body it most likely would have been found, noting that there was an entry and exit wound on the body.

If the court rules in favour of the defense today then the jury will be instructed to return a formal verdict of not guilty, if it rules in favour of the prosecution Henry will be called on to lead a defense.

Crime Chief Wendell Blanhum told Guyana Times that the official was arrested and is being interrogated in connection with two “serious offences”.

Jason Abdulla and Sean Hinds were both arrested on Monday evening – Abdulla at Freedom House, Robb Street, Georgetown, where he was employed at the time, and Hinds was arrested while at his home.

Hinds was arrested numerous times in connection with several crimes, but more recently, after his revelation about being a member of the death squad, during which he implicated several high-profile Police ranks in various matters ranging from “hits” to gun possession.

he autopsy conducted on 43-year-old, Dennis Persaud on Wednesday revealed he died as a result of asphyxiation due to drowning, compounded with blunt trauma to his head. The autopsy was conducted by Government Pathologist, Dr Nehaul Singh at the Suddie mortuary.

Dennis Persaud, a photographer of Richmond village on the Essequibo Coast, lost his life tragically on the Reliance Public Road, on Saturday, February 13, after he lost control of his car and landed in a trench. The accident reportedly happened around 23:30h.

The photographer was said to be heading South in his car to pick up a passenger when he

met his demise.

His grieving wife, Lilawattie Persaud, had related that she last saw her husband around 20:00h on Saturday evening.

According to reports, the father of three lost control of the car, which toppled and turtle in a trench off the Reliance road. Residents who heard the loud impact immediately went to the accident scene and pulled him from the wreckage.

However, the photographer had lost his life and was pronounced dead by doctors at the Suddie Public Hospital.

Only recently, Essequibo Technical Institute Lecturer Cassinauth Kasinauth and Lakeram Persaud lost their lives in vehicular collisions.

mitted to the Georgetown Public Hospital. It was reported that an argument ensued between the child’s mother and his 60-year-old grandfather Geewan Sanichar. The intoxicated man who became angry subsequently threatened to chop the child. The mother on hearing this ran to rescue of her child and was also chopped in the process.

Sanichar was subsequently arrested, placed before the Magistrate’s court and remanded to prison.

Forest giveaway revelations…

PPP demands independent probe – says Trotman lied

T

he People’s Progressive Party/ Civic (PPP/C) parliamentary Opposition demands a full independent investigation into the controversial claims made by Natural Resources Minister Raphael Trotman in relation to there being nil productive forests remaining in Government’s possession.

Trotman told the National Assembly during the Budget debates that the previous Government had given away all of the nation’s productive forest and that there was basically nothing left.

“We were met with an alarming situation where we discovered that 100 per cent or all of our productive forest was allocated by

the past Government,” the Minister stated.

However, the PPP/C has declared that the Minister is lying, stating that he should immediately retract his comments. “They must apologise to the people of Guyana,” the Party demanded in a press statement on Wednesday.

The Party is also contending that the disparaging statements made by the Natural Resources Minister in relation to the country’s productive forests could greatly undermine the Guyana-Norway Partnership and ultimately Guyana’s international reputation.

“Their lies about Guyana’s forest management standards, coupled with the Minister

of Finance’s lies about Amaila Falls, undermine the Guyana-Norway partnership and Guyana’s international reputation,” the Party added.

Pending the outcomes

of any potential investigation, the Party said it will be forced to endorse any suspension of the historic partnership. “The PPP will have no choice but to support Norway in suspending the Guyana-Norway partnership in order to preserve its integrity in the long-term interests of Guyanese citizens,” the Party posited.

Guyana Times contacted the Norwegian Ambassador via email on Wednesday for a comment on how such statements could impact the partnership. He is yet to respond.

Nonetheless, the PPP remains flabbergasted that Trotman, who had once served as Speaker of the National Assembly, would resort to “degrading the National Assembly” to gain political advantage rather than seek to uncover factual information on the issue.

“Had the Minister been honest, he would have stat-

ed the facts about the allocation of concessions… about seven million hectares have been allocated for concessions, less than 38 per cent of Guyana’s forest or about 55 per cent of the State Forest Estate. Of the seven million hectares, about five million hectares are allocated through large concessions. Of the five million hectares, about 2.8 million hectares of large concessions were allocated by PPP/C Government between 1992 and 2015, and about half of the large concessions were issued by the [People’s National Congress] PNC Government before 1992, including the current largest concession for Barama at 1.7 million hectares,” the PPP explained.

In summary, the past Government allocated approximately 15 per cent of Guyana’s forest to large concessions, about the same as the PNC Government. To date, 5.5 million hectares, or close to half the State Forest Estate, remains unallocated.

Meanwhile, the Party said the continued “attacks” on the previous Administration’s management of the forest is becoming worrisome and the Party has since written to the Government of the Kingdom of Norway to express its concerns.

Notably, similar statements were echoed by Finance Minister Winston Jordan and Prime Minister Moses Nagamootoo. These

public statements on Guyana’s forestry management and the Amaila Falls seek to tarnish the PPP’s track record and stewardship on forest conservation, sustainable forest management and climate change.

“The statements also deliberately question the integrity of the Low Carbon Development Strategy (LCDS) and the GuyanaNorway partnership for which forest conservation is a key pillar and the Amaila Falls Hydropower project is a flagship project,” the Party asserted.

Furthermore, the Party emphasised that forest management standards within the allocated concessions are among the highest in the world.

“Deforestation and degradation, as well as governance standards, have been independently verified and assessed since the commencement of the Guyana-Norway partnership on forests in 2009.

The most recent Monitoring, Reporting and Verification (MRV) report dated October 2015 shows that Guyana’s forest cover has a deforestation rate of 0.062 per cent, one of the lowest rates in the world,” the Party stated.

Moreover, the PPP said it strongly believes the Guyana-Norway partnership is good for Guyana and for the world and therefore, the Government must show it is serious about adhering to the standards the agreement requires.

Fisheries worker remanded for robbery charges

man appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts slapped with robbery under arm charges.

Afabia Yankana, 26, of Hadfield Street, Georgetown, pleaded not guilty to the charge which read that on December 29,

2015, at Regent Street, Georgetown, while being in possession of an offensive weapon, he robbed Kwanza Lambert of one Apple iPhone valued $140,000, property of Kwanza Lambert.

Police Prosecutor Deniro Jones objected to bail due to the gravity and nature of the offence and the fact

that a weapon was used to commit the robbery.

Jones added that the defendant was previously placed on a bond for a similar offence but is yet again in court.

Magistrate McLennan remanded the defendant to prison. The matter will return to court on March 3 in Court 11.

UNDP, Govt to enhance mining Public Health Ministry to boost elderly biodiversity through training health care service

he United Nations Development Programme (UNDP) on Wednesday donated equipment to the Natural Resources Ministry to aid in the “Mainstreaming Biodiversity in the Mining Sector” project which is part and parcel of the Global Environment Facility (GEF) project.

The project is aimed at protecting the environment from malpractices in the mining sector.

United Nations (UN) Resident Coordinator Khadija Musa explained that the project is expected to run for three years and US$803,000 has been allocated for its completion.

She related that the equipment is to aid in the

training programme to ensure that environmental protection is a priority in the mining sector.

“It is my pleasure to be here today, not only to introduce the biodiversity programme, that the UNDP is involved in but to also hand over crucial equipment that will train trainers who will continue to multiply by training other trainers to ensure that environmental protection and biodiversity are being made a priority in this country” she remarked.

Musa explained that the project is geared at maintaining and sustaining the environment. “The current initiative which the equipment is from is a GEF Programme with a budget of about US$803,000, it will be a three-year programme and will continue to strengthen the ability of the country to ensure that biodiversity remains intact and it strengthened for the Guyanese people and is protected for future generations,” Musa related.

She further revealed that the UNDP would be undertaking other projects aimed at a similar goal of sustaining the environment.

Meanwhile, Natural Resources Minister Raphael Trotman, in accepting the donation, gave a brief explanation of the programme.

He explained that the Biodiversity Programme is being funded by the Global Environment Facility and commenced in late 2015, adding that it has been developed to address the critical barriers which hamper the mainstreaming of biodiversity in the gold mining sector, including

non-compliance with mining-related environmental regulations and illegal mining; insufficient personnel and institutional capacity to enforce the regulatory framework; and insufficient capacity to implement the environmental regulations and codes of practices among miners.

“The Ppoject is a joint project of the Government of Guyana, implemented through the Ministry of Natural Resources and the UNDP and it is enhancing biodiversity protection through strengthened monitoring enforcement and uptake of environmental regulations in Guyana’s gold mining sector” he reasoned.

Minister Trotman pointed out that it is a very long title but “the abbreviated format really means that as we pursue our goals of developing the resources of Guyana, extracting and exploiting them, we will do so in a respectful and sustainable manner… respecting the environment and after we would have finished what it is that we were doing, to the best of our ability we would restore the environment to its original state so that future generations may benefit from it,” Trotman affirmed.

Pensioner on bail for threatening behaviour

pensioner who appeared before Magistrate Clive Nurse on Wednesday was granted bail for making use of threatening behav-

iour.

Eighty-two-year-old Prince Albert John, of 46 Victory Valley, Wismar, Linden, appeared at the Linden Magistrate’s

Court and pleaded not guilty to the charge. It is alleged that he made use of threatening behaviour to Violet John on February 5 at Victory

Valley.

He was granted bail in the sum of $5000. The matter was adjourned to March 29.

EBE water supply affected by drought conditions

fter residents of the East Bank of Essequibo (EBE) shared their concern about water woes affecting them, Region Three (Essequibo Islands-West Demerara) Chairman Julius Faerber launched an investigation into the matter.

Speaking with Guyana Times, he stated that as a result of drought conditions that were affecting the Region, the water pressure was low and this has been contributing to the water being contaminated.

He added that information which was gathered from the Guyana Water Incorporated (GWI) revealed that there were no broken

mains and the shallowness of the wells compounded the situation.

The Chairman disclosed that the Region was going

through a rough period as a result of the lack of rainfall.

“We at the regional level are doing our best in terms of sectionalising the water so that everyone can benefit and we beg for the residents to be a little more patient with us,” he said.

Faerber also petitioned farmers of the Region to be responsible when utilising water.

GWI, when contacted, indicated that it has commenced flushing the mains to improve the water quality.

Residents of EBE earlier last week called for an intervention as contaminated water was coming through their taps.

The water was said to be discoloured and full of sedi-

ments. Residents said it was contributing to health issues as they could not afford to buy water for domestic purposes.

Drought conditions have been affecting various regions across Guyana.

Residents of Region Nine (Upper Takutu-Upper Essequibo) are concerned about food supplies and their livestock as wells within the Region continued to dry up.

The El Niño-related conditions are expected to continue to the end of June. Other affected regions include Regions One (Barima-Waini); Two (Pomeroon-Supenaam); Five (Mahaica-Berbice); Seven (Cuyuni-Mazaruni) and Eight (Potaro-Siparuni).

he Public Health Ministry in its strive to ensure quality health care service on Tuesday convened a stakeholders meeting to discuss a strategic way forward in offering quality health care to the elderly in Guyana.

The meeting was held in the Conference Room of Grand Coastal Hotel and allowed the Ministry to garner pertinent views from a number of stakeholder organisations on the most efficient and effective ways to provide excellent, accessible, yet caring health care services for the elderly in Guyana.

Chief Medical Officer, Dr Shamdeo Persaud, during his briefing underscored the commitment of the Public Health Ministry to providing holistic health care to all Guyanese, including the elderly. Noting that the elderly population in Guyana has grown over the years and will continue to grow, he also mentioned the need to plan strategically to ensure that adequate provisions are made for the equitable delivery of health care to the elderly.

The Pan American Health Organisation/World Health Organisation (PAHO/WHO) Representative, Dr Jean Seme Fils Alexandre alluded to the rising elderly population globally, and stated that it is important that Guyana puts measures in place to adequately cater to the heath care needs of the elderly.

“It is absolutely imperative that all agencies and organisations plan and develop effective programmes to deal with the rapidly expanding aging population.

Part of the PAHO/WHO work plan includes activities aimed at achieving maximum health for the elderly population. We are pleased to observe that the Ministry of Public Health has established a focal unit to deal specifically with elderly health care. PAHO/WHO will continue to support the Ministry of Public Health in its strategies for the elderly population in Guyana,” Dr Alexandre said.

However, Junior Public Health Minister, Dr Karen Cummings during her

speech emphasised the goal of the Ministry in providing the best quality health care possible in Guyana to all Guyanese. She noted that the elderly, like any other group, are being provided for in the strategic plans of the Public Health Ministry as it continues to reform and enhance its healthcare delivery services.

The Minister also pointed out that in order to deliver tangible best quality health care to the elderly, there must be trained staff to be able to do so competently.

“Health care of the elderly is integrated within the elements of primary health care in Guyana. However, I do believe we need to address strategically the provision of appropriate means and facilities of enhancing the training to health-care workers operating in the health centres so that they can deal competently, efficiently, and compassionately with the elderly,” the Minister said.

In addition to that, Minister Cummings also mentioned that as the Ministry of Public Health strives to bolster its elderly health-care services, better efficiency will be derived in identifying health risks and detecting diseases earlier.

“Timely intervention and prevention of complications, in a multi-disciplinary approach under best quality primary care settings will be the result of establishing best practices in elderly health care services,” she said.

Moreover, representatives at the stakeholder meeting came from the Ministries of Social Protection and Indigenous Peoples’ Affairs, the Salvation Army, the Dharm Shala, the Palms Geriatric Home, the Archer’s Home, the Anglican Diocese of Guyana and the Rastafarian Council, among others.

Meanwhile, the Public Health Ministry through its Director of Women’s and Elderly Health Unit, Dr Melissa De Haarte, took the opportunity to thank all the participants as she looks forward to their continued support.

3-day stock surge... is this a real rebound?

I

t’s a bird...it’s a plane... it’s the stock market!

Stocks have been on fire since Friday. The Dow has gained a whopping 794 points in just the last three days. The Dow’s surge has cut losses for this year by almost half.

“There’s a good chance we’ve put in the lows for the quarter,” says trader Tim Anderson, managing director of MND Partners.

A mere five days ago, the Dow was down more than 10 per cent for 2016.

It was ugly. Nearly all investors were losing money.

The Dow is now off 5.6 per cent for the year.

That’s still not pretty, but it’s not as bad.

The S&P 500 and Nasdaq have also jumped.

The S&P 500 just put in three straight trading days of over 1.6 per cent gains each day. Any move over a percent is considered substantial.

So is this rebound rally the “real deal”? There are three reasons to it could be.

1. Oil prices are going up. Oil popped over five per cent on Wednesday af-

ter Iran said it supported a deal between Saudi Arabia and Russia to freeze production at January levels.

That’s not the cut back everyone has been waiting for, but it’s a start.

Historically, oil didn’t have much of an influence on stocks, but lately the market and oil have been in a close tango.

“We trade with oil, not against it in today’s world,” Anderson says.

2. The US economy is holding firm. Stronger than expected retail sales data on Friday started a chain of good news about the economy. Fears of a recession are ebbing. People are still buying things and homes.

Mortgage applications and homebuilding remained strong in January, according to fresh statistics released on Wednesday.

That was another reassurance.

3. The Federal Reserve finally “gets it”. Heading into 2016, the Fed was talking about four interest rate hikes this year. Recent statements by Janet Yellen

last week and now the release of the January Fed meeting minutes show that the Fed is a lot more cautious now.

The Fed will almost certainly not raise rates at the next policy meeting in March. It gives investors and policymakers time to see how the economy and markets play out this spring.

But here’s the bad news. While there’s a lot of momentum in the market, the global economy remains week.

The other damper on this rally is it’s hard to sort out how many “real buyers” have been jumping back in versus hedge funds simply scaling back their short-selling (a bet that a stock will fall in value).

An analysis by Bespoke Investment Group found that the stocks that have gained the most in this rally were the ones that had the most investors betting against them only a few days ago. Many hedge funds are pulling back from those gloomy bets – for now. (CNN)

here are 15 constituencies up for grabs in the Georgetown municipality and the Healing the Nation Theocracy Party (HTNTP) is contesting two constituencies. Herbalist Alfred Park stated that he is fully prepared to sit as a Councillor to represent the needs of residents in Kitty North, Central and South Subryanville; areas within Constituency Two. “The Garden City of Georgetown and in particular our community, will rise again as there’s no power on earth to keep us down,” Park expressed.

Herbalist Alfred Park The herbalist stated that when he is elected, he will “do everything” in his power to ensure that residents in his constituency have a better life in “both economic and social terms.”

He said persons in his constituency should unite and dedicate themselves to working together for the development of the community, “regardless of political, religious or ethnic persuasion.”

Park and David Kirton, the Public Relations representative for the party, outlined several key measures which the party hopes to undertake to develop the constituency.

One of the key areas under their attention is to ensure that the rehabilitation of the Kitty Municipal Market is carried out. The party wants to ensure that it is constructed in way that will facilitate the housing of additional businesses.

It was also explained that there is currently no post office in Kitty and the party has its eye on ensuring that this situation is rectified. Residents in the area would use the post office at Campbellville, since the facility in Kitty was torn down because of its dilapidated state.

The party intends to push for the construction of a Kitty/Subryanville community centre which the area does not currently have. There are plans to construct a “learning and earning centre” which will cater for school drop outs, women and youths. Kirton explained that this facility will target at least 50 individuals, with training in computer technology, furniture making and catering as some of the offered services.

Sport and youth development are two sectors which will also see advancements if the HTNTP candidate is elected. It was pointed out that a ground in Subryanville which is not currently being used will be acquired so that they can “push sports.”

Park further related that he will seek to address the problems of drainage in the area, road rehabilitation works, as well as water supply issues. It was explained that certain drains are currently “in a bad state.”

It also posited that the HTNTP has already engaged City Hall and some works have been started but much more is needed to being greater relief to the communities within the constituency.

The party plans to have more street lights installed to add to those which are already in existence. The HTNTP also plans to monitor how contracts are awarded to ensure efficiency in project execution.

The party added that it will encourage residents to pay their rates and taxes so that regular garbage collection can continue. In addition, there will be regular meetings with constituents to keep them informed and to obtain feedback on their needs.

Park feels that upon being elected as a representative, he would be able to make more of a difference in the city by garnering more support and expanding the party’s base. This, he posited, will eventually see one of the party’s members being elected as Mayor.

The HTNTP is also contesting in Constituency Four – Lamaha Gardens, Newtown Campbellville, Section K Campbellville and Bel Air Park.

Local Government Elections will be held on Friday, March 18, 2016.

– Ramotar warns

F

ormer President Donald Ramotar believes the A Partnership for National Unity/Alliance For Change (APNU/AFC) Government is sending clear signals that it is preparing to reject the Walter Rodney Commission of Inquiry (CoI) report.

Ramotar, who had initially launched the CoI into the death of Dr Walter Rodney, issued a statement on Wednesday, registering his disappointment in the way the coalition Administration handled the entire situation.

“I am extremely disturbed and disappointed at the way the APNU/ AFC regime has treated the Commission of Inquiry,” he stated.

Given its consistent negative reactions towards the CoI from the inception, Ramotar said he strongly believes the Government is prepared to reject the report.

“Unfortunately from the beginning the APNU/PNCled Government showed great hostility to Rodney.

They brought the inquiry to a pre-mature end after millions were already spent on this project. They seem uninterested in getting to the truth or afraid to have the truth exposed,” Ramotar stated.

He explained when he established the CoI, his hope was to bring closure to the horrible episode in Guyana’s

by Magistrate Clive Nurse when he appeared at the Linden Magistrate’s Court to answer to two separate traffic violations.

William Bobb was charged for the offences of breach of insurance and failure to wear a seat belt.

The Court heard that he committed the offences on Saturday, February 13 on Greenheart Street, Mackenzie, Linden.

At the time, Bobb was driving motor car PSS 923 for which a policy of insurance was not in force.

He was fined $50,000 by Magistrate Nurse for this offence, and $7500 for failure to wear a seat belt.

The initial date set for the handover of the report was postponed after the Commissioners ran out of ink to print the document.

The event was therefore postponed.

However, on the second confirmed date, the President was unavailable to meet with the Commissioners and instructed that they leave the report with the Attorney General’s (AG) Secretary.

The Commissioners acted accordingly, however, shortly afterwards, the AG declared that they acted in a “disrespectful” manner. His statements prompted the Commission’s Chairman, Sir Richard Cheltenham to issue a statement explaining the series of events that transpired.

Commenting on this development, Ramotar said Government’s behaviour is “unpardonable”.

Dr Walter Rodney was one of Guyana’s most renounced scholars and revolutionary. He was not just a patriot of our country but a man who commanded the respect of the international community. He was held in very high esteem among the fighters for social emancipation in the Region and further afield, particularly in Africa.

ASL throws support behind GSSF pays courtesy visit to NSC − avenues of mutual collaboration discussed grass track series

reparations for the February 28 Corona Extra Grass Track Championship Series at the Ogle Community Centre ground are moving full steam ahead with Air Services Limited (ASL) throwing its support behind the organising body- Sheik Yaseen Promotions.

At a simple ceremony at ASL’s office at Ogle, the company’s Personal Assistant to the Managing Director, Olivia Rodrigues, presented the sponsorship package to Sheik Yaseen of Sheik Yaseen Promotions.

According to Yaseen,

the entity has consented to sponsoring the prizes for one of the professional races on the day. Yaseen said the organisers are grateful for the support received from ASL, noting that several other corporate entities and individuals have committed to being a partner in the initiative.

Rodrigues said ASL is pleased to be associated with the event, and she urged persons to come out in their numbers and support the grass track series. She also wished the competitors well.

The event, which promises skills, thrills, spills and daredevilry, will be the first

of six days of racing during the year, with other events planned for Berbice, Enterprise, Linden and Essequibo, before riders return to the Ogle Community Centre for the grand finale.

Action will speed off at 11:00h on February 28, and according to Yaseen, riders from Bartica, East Coast, Georgetown and Berbice have so far been confirmed to compete in the first installment of the series.

Yaseen explained that while the top six riders in each category will be rewarded, all the participants will be given points based on their finish, which will ultimately be tallied on the final day to determine the overall champion of the different divisions.

The coordinator further stated that the aim of the event is to revitalise grass track racing in Guyana, noting that on the first day, there will be two races for persons with “regular bikes.”

In order to be entered into these races, participants would be required to strip their machines of parts that are deemed to be hazardous.

A total of 10 races are carded for the first day.

Apart from the expected thrilling showdown among the bikers, there will also be the launch of the Guyana Grass Track Hall of Fame, with seven persons set to be honoured for their contribution to the sport.

They are Terrence Clarke, Brian McIntosh, Kevin Jeffrey, Stanley Ming, Mazar Mazarally, Mahesh Premsukh and Victor Pires.

epresentatives of the Guyana Sport Shooting Federation (GSSF) on Tuesday last paid a courtesy visit to the headquarters of the National Sports Commission (NSC) on Homestretch Avenue.

Members of the newly elected Board of Directors engaged the Director of Sport Christopher Jones, in a productive discussion as to the proposed activities of the Federation and highlighted some areas where they can collaborate with the NSC to continue the promotion and development of sport locally.

The Board concretised arrangements for Archery Guyana to have access to the National Gymnasium for indoor archery and to the Leonora Track for outdoor archery. Discussions were had as to expanding outdoor archery to other facilities closer to the capital city, and the possibility of working to-

gether to develop archery in all regions of Guyana so that in a few years Guyana will have a greater chance in securing another Olympic medalist.

The Director of Sport was also briefed on the various firearm related disciplines such as handgun and shotgun sports, which the GSSF facilitates for their diverse members to enjoy. Assistant Secretary/Treasurer Ryan McKinnon also indicated that the Federation’s various sections are asked by the Board to comply with international sporting guidelines set out by the specific affiliations that the Federation holds and maintains.

This approach not only ensures safety is always put first, but enables members to experience these sports just as they are on the international arena.

Secretary of the GSSF, Steve Ninvalle, also led the

discussion as to GSSF’s involvement in the country’s 50th Independence anniversary celebrations, and this was well received by Jones.

The Directors of the GSSF committed that they will continue to maintain records and follow the requirements set out by the NSC so as to upkeep the prestigious recognition as a Guyanese sporting body, while continuing to assist in the promotion of sport and the country, both locally and internationally.

In this regard, Vidushi Persaud, President of the Federation, took the opportunity to lay over a copy of the Federation’s 2015 Audited Financial Statement, duly audited by an external auditor, pursuant to NSC requirements, and the Federation’s nominees for the Sports Awards 2015.

Russian bank threatens legal action against WADA WICB President calls on...

he report by an independent commission established by WADA linked VTB to corruption in the IAAF, claims the bank wants retracted.

Russian bank VTB has threatened the World AntiDoping Agency (WADA) with legal action if allegations of links to corruption within the IAAF are not retracted.

In the second report published by an independent commission established by WADA in January, VTB’s sponsorship of the IAAF was highlighted as requiring “forensic examination” amid concerns that the $25million deal was related to the improper awarding of television broadcast rights for the

2013 World Championships in Moscow.

The bank has now contacted WADA, requesting that the comments regarding the organisation in the report be removed as it slanders VTB’s reputation.

Legal action has been threatened against the antidoping body if the demands are not met.

“VTB Bank can confirm that it has sent claim letters to the World Anti-Doping Agency (WADA) and three members of the Independent Commission (IC), who signed the WADA’s Independent Commission Report,” a VTB statement said.

“The claim letters seek to publicly refute the information in the report, which discredits

the reputation of VTB. “If these demands are not met within 21 days from receipt of the letter, the bank will start legal proceedings against these individuals in the Court of Switzerland.”

WADA confirmed receipt of the correspondence from VTB and the matter is now with their legal representatives.

“I can confirm that WADA has today received correspondence from lawyers acting on behalf of VTB. This matter is now in the hands of the respective lawyers, and will be subject to the appropriate legal scrutiny,” a WADA spokesperson said in a statement released to Omnisport. (Digicel

Katwaroo upbeat about playing for Amazon Warriors

icketkeeper/ Batsman Steven Katwaroo is excited at being drafted by the Guyana Amazon Warriors ahead of the upcoming Hero Caribbean Premier League (CPL).

The 23 year old was bought by the Guyana Amazon Warriors franchise at last Thursday’s draft in Barbados for US$4,000, which will allow him a maiden stint in the “Caribbean’s biggest party in Sport”.

When Guyana Times Sport spoke to Katwaroo he expressed his pleasure at being bought.

“Honestly it’s a good feeling, that was always of my goals to represent some franchise in the he CPL; it was a good feeling to hear my name call so I will be looking forward to it”, revealed Katwaroo.

for his native Trinidad and Tobago in domestic cricket, expects this tournament to give him the opportunity to mesh with the International Stars and gain experience.

“Twenty20 is a fast pace game and looking on from the older guys you learn a lot, being around the international set up, you definitely will learn much more and knowing that they have so

much starts coming down, you definitely could learn not just on the field but off the field as well, which is a good opportunity”, the righthanded batsman explained.

Katwaroo is one of two wicketkeepers in the squad, the other being Anthony Bramble and believes his game can change to suit the shorter format despite his desire to play Test cricket.

“My focus is on Test cricket, whatever falls under Test cricket is a plus for me; having said that it is not that I cannot adapt to T20 cricket, I just choose to hopefully play Test; I just know it’s a really good showing I have to give in the T20 format”, he posited.

Katwaroo, who has played 23 First-class matches and 11 List A games, is known for his classy stroke-play and quick glove work behind the stumps.

In the final preliminary match of the round robin segment played at Albion Sports Complex last Saturday, Lower Corentyne continued their poor showing this year as they lost to West Berbice by eight wickets.

Batting first after winning the toss, the Lower Corentyne team was shot out for a meager 71 with only M Gopilall with 15 reaching double figures.

WICB President calls on CARICOM to support cricket

he Caribbean will have an additional set of activities within the next year from cricket as the West Indies Cricket Board (WICB) gets set to host a number of regional and international tours.

These tours will include the visits of South Africa and Australia for a One-Day International Tri-Nation series; Caribbean Premier League and the Indian tour in July; England early next

year; and Pakistan thereafter; the cricket calendar is set to be active.

The last economic impact survey done from a tour of the region by England in 2014, reported considerable benefit to three countries in particular.

Peter Lashley

who died two years ago in an accident.

Lashley was a long serving coach of the GFC club for

over eight years, coaching at the nursery and senior level while playing Master’s football for the club. He also coached the BK Western Tigers Football Club.

Lashley died on the morning of Valentine’s Day in 2014, when he was crushed to death by a truck on Mandela Avenue on his way to work .His sudden death sent shock waves throughout the football community. The record 10 times European champions took the game to Roma, but were frustrated in the first half as the hosts kept men behind the ball, while looking to catch Real out on the break.

Ronaldo, however, ended their resistance when he took a fine pass from Marcelo on the left edge of

he Young Warriors Cricket Club (YWCC) annual fundraiser, dubbed ‘Mash Cup’, continues to receive tremendous corporate support with New Building Society (NBS) being the most recently partner to come on board.

At a simple ceremony held recently, Rana Persaud, Manager of the company’s Berbice operation, handed over the cheque to the club’s senior all-round cricketer Linden Austin. Persaud said that his company continues to support the game of cricket across Guyana, and is pleased with the significant opportunities the YWCC provides for the young people in the East Canje area.

Speaking on behalf of the club, the former national youth all-rounder Austin thanked NBS for its support of the club, and cricket in general. He assured the gathering that all funds will be accounted for as usual with detailed financial statements to be sent to all contributors after the tournament.

Other sponsors on board so far are beverage giants Ansa McAl Trading, Ashiek and Sons Motor Supplies and Auto Sale, Massy Distribution, Roshan Satar Supermarket, A. Ally and Sons Showroom, Republic Bank (Guyana) Limited and Office Express.

This event will form part of Guyana’s 50th Independence

anniversary celebrations with proceeds going towards further improvements to the club’s facilities and day-today running. In addition, funds will be allocated to three schools in the Number 19 to Gangaram area.

The tournament will be played on February 23, a national holiday, and will involve 12 second division teams from the area. It will be five overs a side with no first division cricketer allowed.

Top clubs such as Canje Pathfinders, Betsy Ground Triple Stars, Kendall’s Union A, Rose Hall Community Centre and the host are expected to compete. Incentives with the value of over $100,000 will be up for grabs with lots of gate prizes to be won.

ollowing the tremendous success in its inaugural year 2013, Raj Singh Insurance Brokers has decided to renew its sponsorship of the Over-40 T20 cricket competition, through the Demerara Cricket Board (DCB) once again in 2016.

This competition will be played among eight teams drawn from East Coast Demerara, West Coast Demerara, Georgetown and East Bank Demerara. Each area will field two teams, similar to the 2013 version of the competition, and is in-

tended to get more retired players active and involved in the development of youths and the game of cricket.

Once again, each team will play each other in the preliminary rounds for a total of 28 matches to be played every Friday afternoon, commencing on February 26. The top four teams will qualify for the semi-finals with the winners contesting the final.

Teams can earn bonus points for winning their games by large margins of runs, or for achieving their target while losing very

few wickets. Other exciting rules mandate that each team must bowl a minimum of seven bowlers, with no bowler delivering more than three overs per game.

These games will not have the usual T20 fielding restrictions, but standard cricket rules and conditions will apply.

The participating teams are East Coast Tigers, East Coast Bulls, Georgetown Bears, Georgetown Buffaloes, West Demerara Mavericks, West Demerara Seals, East Bank Lions and East Bank Colts.

nited States of America based Guyanese, Elton “Coolie Bully” Dharry last fought in Guyana back in April 2013 when he decimated Orland “Pocket Rocket” Rogers in round three of a scheduled 12-round contest for the vacant bantamweight title of Guyana.

The “Coolie Bully” is set to make a grand return to his homeland next week to appear as one half of the feature event on the Guyana Boxing Board of Control/ Giftland Mall’s “Hostile Territory” boxing card, and his opponent, Venezuela’s Felix “El Macho” Machado, could be in a for torrid time, as Dharry is very ‘hostile’ in this ‘territory.’

With all 25 of his fights taking place in either Guyana or the United States, Dharry boasts an unbeaten record in the ‘Land of Many Waters’, winning all 10 fights, including six knockouts.

A flambouyant box-

er, Dharry will enter the ring on February 27 on the strength of a 16-bout winning run, stretching back to March 2010 when he stopped Wilmot Hutson in the penultimate round of a four-round contest to begin the streak.

During that time, the 30-year-old Dharry has captured three titles- Guyana’s bantamweight, the WBC CABOFE bantamweight and the IBF Inter-Continental bantamweight belts. Dharry currently has 19 wins, five losses and one draw.

Machado, on the other hand, is 13 years older than Dharry, and is a former IBF Super Flyweight champion. With 40 fights to his credit, Machado is vastly experienced, but his career has been spiralling downwards since May 2006. In nine fights since then, the Venezuelan pugilist has endured eight defeats, his only win coming against Jose Larreal last February.

Outside of Venezuela, Machado has a record of five wins, nine losses and one

draw, while his overall record stands at 26 wins, 13 defeats and one draw.

Given Dharry’s phenomenal streak over the last five years, his unblemished record at home and Machado’s poor win-loss ratio overseas, Guyanese fans could be the ones rejoicing on fight night.

The 10-round bantamweight showdown will serve as a warm-up for Dharry ahead of a British Commonwealth fight on May 21.

The main supporting bout will also be a Guyana versus Venezuela thriller, as local boy Dexter Marques will face off with his neighbouring Spanish-speaking rival Freddie Beleno in a 10-round flyweight fight.

Marques, currently boasting six wins on the trot, has a record of 14 victories (5 KOs) and two defeats, while Beleno has 26 wins (15 KOs) and 10 losses, including seven in his last seven fights, dating back to 2008.

The Guyanese pair of Kishan Simon and Cassius Matthews will square off for a second time, with Simon seeking revenge for his loss against the same opponent in Linden on Boxing Day 2013. The six-round welterweight contest is be-

In the other fights, Trinidad and Tobago-based Guyanese Revlon Lake will face Miguel Antoine of Barbados in an eight-round welterweight clash; Imran “Magic” Khan will meet Quincy Gomes in a 135 lbs all Guyanese contest; while Mandessa Moses will collide Anselle Norville in a fourround bantamweight.

On the amateur side, Dennis Thomas and Desmond Amsterdam, who will head to a box-off in Argentina later this year with the hope of qualifying for the Rio Olympics, will clash in the exhibition contest, followed by Clairmonte Gibson against Dillon Charles in a bantamweight fight.

Nandkumar Singh and Jason Phillips will meet in a junior welterweight bout to round off the amateur segment. Admission to the venue is $5,000 ringside and $2,000 outer ringside.

With no team scoring more than five goals for the night, defensive intensity was the key in most matches.

The first game of the evening saw Harmony Ballers coming away with a slim 1-nil victory against Water Street Agricola with Verman Mentore scoring the game’s lone goal in the 23rd minute.

Harmony Ballers-B also got into the action with an easy 3-nil win over Crane Raiders.

Nkosi Holder was the top scorer in the game with a double in the third and 12th minutes while Kiefer Adams scored the other goal in the fifth minute of the match.

However, the team that scored the most goals in the night’s action was the Bagotstown Warriors with a 5-nil win against Champion Boys.

DeKinderen United also got into the thick of things with a 2-nil win over West Side Ballers. Michael Bennett’s strike in the ninth minute along with Linden Bourne’s 21st minute goal was enough to seal the deal.

Meanwhile in other result; Showstoppers topped Brothers United 3-2 on penalty kicks after a one all draw. Agricola Upsetters defeated Samaroo Dams 5-4 on sudden death kicks after the game drew 1-1.

Shattaville Gunners topped Comfort Ballers 2-1 on penalty kicks after a nil all draw while Best Road Ballers gained a walkover win against Patentia Street Ballers.

Patentia were also suspended for a year by the organisers for their no show.

Nevertheless action will continue tonight at Pouderoyen tarmac with quarterfinal action.

Big homecoming planned for Hetmyer today in Berbice T est Indies U-19 captain Shimron Hetmyer after successfully leading the West Indies to their first Under-19 World Cup title will be celebrated with a homecoming in Berbice.

The Berbice business community and the Young Warriors Cricket Club has organised a motorcade for today from the Berbice River Bridge which will feature the distinguished cricketer.

The motorcade will proceed into Palmyra along the Palmyra Public Road into New Amsterdam along Main Street and turn around at Marks Bridge in Stanleytown. The motorcade will again use Main Street New Amsterdam on its way to East

he talented Western Tigers Football inflicted a 5-2 drubbing in Beacons FC in the latest action of the Georgetown Football Association (GFA) Stag Premier League at the Georgetown Football Club on Tuesday.

Watched by a sprinkling of spectators, the Western Tigers game was the main headline for the evening proceedings with the West Rumveildt team sporting a number of talented players.

It only took ten minutes for the score line to change when Devon Forde got the ball at the back of the net, followed by Shane Morris in the 21st. When it seemed that Beacon were completely out of the contest, Christian Galloway rocked one home in the 32nd minute to cut the deficit by one and end an

exciting first half.

The second half got off to a rollicking start when winger Randolph Wagner scored in the 58th, the experienced Dwayne Ali netted in the 63rd.

Wagner scored yet again in the 76th as Beacon now looked a team playing for time; they had a late inspiration which came at the hands of some lapses in the Tigers defense with Robert Alder scoring a late goal in the 88th.

In the earlier game an enthusiastic Santos FC edged Flamingo 1-0 thanks to a penalty from striker Jobe Ceasar.

Matches continue today at the same venue where Police Force FC play Campton from 18:30h then Riddim Squad play Northern Ranger from 20:30h.
