olice are on the hunt for four men who robbed a Middle Road, La Penitence, Georgetown woman at about 02:00h on Monday.

The gunmen pounced on Komattie Kissoon, 25, of Middle Road, La Penitence, Georgetown, and escaped with $4,500 in cash, a cellphone and a handbag con-

taining documents.

Reports are the victim was in the lower-flat of the house resting on a chair, when she was confronted by the men who held her at gunpoint and demanded cash and other valuables.

Police said she handed over the items after which they fled. She then sounded an alarm. While the robbery

was being committed, Police were notified and responded promptly. Upon their arrival, the suspects were seen fleeing the scene. They were perused, but managed to jump a northern fence and escaped. The area was searched and the ranks found a .32 revolver, a black toque and a yellow glove.

pronouncement made by Public Communications Minister Cathy Hughes, following the presentation of the 2017 National Budget last December, indicating that Value Added Tax (VAT) will be placed on data service, is now becoming a reality, fol-

lowing an announcement by Digicel Guyana that consumers will begin paying a 14 per cent VAT on its data services.

The company on Monday, announced to its consumers that from February 1, they will begin paying VAT on all data-related services.

According to Digicel, the data services will now incur VAT of up to 14 per cent.

The announcement by Digicel comes almost two months after the matter was first highlighted in the presentation of the 2017 National Budget by Finance Minister Winston Jordan.

Hughes had defended the move, saying that while the decision had received harsh criticisms, it was a necessary revenue stream, given the range of transformational measures for the ICT sector.

“The VAT on data has also received harsh criticisms, but I want to remind us all that it is a necessary revenue stream, given the range of transformational measures I have shared.

In the long-run, with the new liberalised environment that will spur competition, I expect to see our high contest of Internet access, when compared to other parts of the Caribbean, reduced in time and that will benefit us all,” Hughes had said in defence.

She had sought to assure that in the long-run the cost of accessing Internet and data services will actually decrease with the advent of the liberalisation of the sector.

According to Hughes, this service would be complemented through the Governmentsponsored Internet hubs that will be provided free of cost.

Meanwhile, Chief Executive Officer (CEO) of telephone giant, Guyana Telephone and Telegraph Company (GTT) Justin Nedd, had expressed concerns over the new measure, stating that the company would incur an additional expense in the vicinity of US$6 million (G$1.2 billion). Nedd pointed out that with the introduction of VAT on broadband Internet service and data plans sold to mobile and corporate customers, the company would incur an additional expense in the vicinity of US$6 million (G$1.2 billion).

“Our concern is for the consumer of the country and while most Governments seeking ways to reduce taxes so they

can attract more business, this budget is less business friendly,” the CEO had explained.

He was at the time speaking about increased tax rates and inputs that businesses could not readily absorb, which would inevitably have t o be passed on to

consumers.

Nedd pointed out that GTT already forked over more than half of its earnings to taxes, pointing to a 45 per cent Corporate Tax. On the matter of corporate taxes, he used the occasion to point out too that the Minister announced that non-commercial businesses would be subjected to a tax rate of 27.5 per cent.

Nedd pointed out that what this meant was that GTT would be paying a tax rate of 45 per cent, while its competitors would be paying almost half of that. “We will pay almost 20 per cent tax more than competitors,” the CEO related.

On the matter of the new VAT regime, Nedd told media operatives: “We are stunned at proposals on VAT if implemented as interpreted… We see the harmful impact on consumers.”

He said the measure announced by the Finance Minister represents a 180-degree turn on inconsistency in bridging the digital divide and expanding ICT sector.

With regard to the US$6 million that GTT will have to pass on to its customers, Nedd noted that the move by Government to institute VAT on the Internet service provided to consumers would inherently stymie demand for the service.

He said it would also have a ripple effect on the company and its ability to invest in ever-evolving technology, in order to improve its services.

The GTT CEO pointed to the fact that currently customers were clamouring for increased Internet speed and interconnectivity, which would require continuous and costly investments.

According to him, the introduction of VAT on the Internet service will have a negative impact, not just on GTT and businesses, but on the country as a whole since the regime could in fact impede growth.

uel Johnson, Cultural Policy Advisor to the Government of Guyana and a Director of the Guyana National Newspapers Limited (GNNL), which publishes the Chronicle, on Monday called for the “torching” of

Antiharassment campaign

T

he Women and Gender Equality Commission has come out in admonition of several unaddressed and unresolved complaints of sexual harassment, which, according to the Commission, are issues which have been ignored or poorly dealt with for much too long – much like domestic violence.

Late last year, in response to a slew of reports, the Commission had launched an anti-sexual harassment campaign, which the Chairperson, Indra Chandrapal, had explained was as a result of increasing reports from women, who noted experiences of unwanted advances from their co-workers. The Commission, more recently, reaffirmed its commitment to implementing the Sexual Harassment Advocacy campaign, as part of the Commission’s Strategic Plan and the new plan of action for 2017. The primary aim, based on the information provided, is to provide persons with an opportunity to bring to the Commission’s attention incidents of sexual harassment. To this end, suggestion boxes have been placed at a number of prominent places, and persons are being encouraged to highlight incidents of sexual harassment by dropping the Commission a note detailing the incident into the one of the boxes. It is a fact that many victims are often afraid to come forward; however, this method will allow for concerned individuals or victims to submit details of their complaints and to speak out against such acts, without fear or intimidation. The Commission has also weighed in on the allegations of sexual misconduct and harassment levelled against the Regional Executive Officer (REO) of Region Nine (Upper TakutuUpper Essequibo) by the Deputy Mayor of Lethem, and has expressed dismay over the entire situation, for which they are in possession of emails and letters detailing the allegation.

The Government has been called on to act condignly in this matter so as to dissuade other public officials from acting in similar manner. Last April, 1200 residents of Region Nine petitioned President David Granger, calling for the removal of the REO, who they accused of discriminatory practices and “unprofessional misconduct”. The document details some 13 accusations against the official, including sexual harassment of female staff of the regional administration. A high-ranking regional staffer in Lethem spoke out and sought help and even filed a complaint with the Police. It is hoped that other men and women who face similar harassment can have the confidence to seek assistance to end it.

The Women and Gender Equality Commission has a vision to encourage an environment where the rights of women are recognised as human rights. The Commission also seeks to “promote issues related to the enhancement of the status of women, girls and gender issues”, as enshrined in Article 29:1 of Guyana’s Constitution.

Additionally, the body has a mandate to recommend and promote the implementation of legislation and to formulate policies and measures to “enhance and protect the status of women”. Last year, the Commission had highlighted that, upon perusal of the Labour Act of Guyana, Chapter 98:01, and the Sexual Offences Act, Chapter 8:03, it was revealed that there are no specific laws which protect against sexual harassment in workplaces, which, according to the body, rendered a need for this to be examined. It is, therefore, the Commission’s vision to create an environment where the rights of women are recognised as human rights, and gender equality is realised in Guyana, a goal the body has been working towards since its establishment in 2003.

Indeed Guyana is guided by some strong laws, including the Domestic Violence Act 1996 and the Sexual Offences Act 2010, which are progressive and gender-inclusive. Despite this however, there are still reports of sexual harassment in workplaces and no policy or laws specifically directed at this heinous act perpetrated against all genders, especially women.

Dear Editor, While the Indian High Commissioner hosted a terrific dinner reception at the Pegasus Hotel to mark India’s 68th Republic Anniversary on January 26, the Indian government hosted a spectacular celebration in New Delhi, the morning of the same day and a banquet later in honour of the Chief Guest, Crown Prince of Abu Dhabi (one of the kingdoms of the UAE) Sheikh Mohamed bin Zayed Al Nahyan. On January 26, 1950, the Republican Constitution of India came into force through a democratic act, unlike in Guyana when Republican status was declared after a rigged election that gave the PNC a magic two-thirds majority; the PNC used its fraudulent majority to break from Britain without the popular approval of the population.

India became independent on August 15, 1947.

On January 26, 1950, the first President of India, Dr Rajendra Prasad, took the oath replacing the British Viceroy (Raj), or the equivalent of Governor General in Guyana.

At the Pegasus Hotel, High Commissioner Mahalingam extolled the virtue of close relations with Guyana. Acting President Moses Nagamootoo responded in kind, thanking India for the enormous amount of financial assistance given to Guyana every year. Indeed, Guyana is one of the highest recipients of aid per capita from India. Guyana is per-

haps the largest recipient of aid from any country.

It is the tradition in India to hold a parade on Republic Day at the famous Rajpath in Delhi. India’s military prowess is usually on display at the parade along with cultural presentations representing the ethnic diversity of the country. I attended the parade last year and what a brilliant memorable show it was that attracted over a million people on the streets. Loud cheers followed each float. I also attended Independence Day celebrations and was invited for a reception at the President’s home two years ago. The late President Abdul Kalam invited foreign guests to the Presidential palace, including several Guyanese every year where the PBD was held in Delhi.

As in earlier years, like myself, other Guyanese also went to Rajpath to watch the parade. This year, a group of Guyanese Americans visited Delhi for republic day celebrations.

The celebrations are spread over four days and ends with the Beating Retreat ceremony on January 29. The parade was carried live on Indian TV and beamed around the world for the diaspora. Pranab Mukherjee, who in his last year of his Presidency, started the ceremony by hoisting the Indian tri-coloured flag on Republic Day, following which the parade began.

He took the salute of the Beating retreat on Sunday.

Chief Guest. Obama was Chief Guest last year. This year’s guest of honour was the Crown Prince of Abu Dhabi to reward the UAE for its friendly relations with India.

Prime Minister Narendra Modi, who personally received the Prince at the airport, said that United Arab Emirates is India’s valued partner and close ties between the two countries are important for the entire region.

On Republic Day, Prime Minister Narendra Modi paid tributes at the Amar Jawan Jyoti, the monument to the fallen soldiers that bear a resemblance to the one in central Paris. Rajpath was decorated with rows of potted plants of Date Palm (cajoor plants) to welcome the guest from UAE where date palm is the national fruit, as well as tree. In a special tribute to India on its 68th Republic Day, Burj Khalifa, the world’s tallest skyscraper in Dubai, was lit up like the Indian Flag. And the musical fountains next to the world’s tallest building played Indian music “Jai Ho” and “Vande Mataram”, the national anthem, as the mile high electronic Indian flag draped the Burj. It was shown on Indian TV in the diaspora, including in greater New York area where some 1.5 million Indians are settled.

This year in Delhi, India showed off its latest military hardware, including missiles that can carry nuclear weapons for more than

2500 miles. Hardware from the army, navy and air force were on full display and soldiers marched in unison.

Also on display were the country’s new counter terror force, anti-hijack team, anti-sabotage team, CBRNE team (an advanced terror fighting force of commandos wearing radiation protective suit for protection from chemical, biological, radiological and nuclear terror threats or attack), and deep divers (who are trained to kill enemies underwater) – all these in light of recent terror attacks against Indian military bases over the last year. India wanted to send a clear message to terrorist who are sent from a neighbouring country to create havoc in India. A female contingent of soldiers also marched and there were all kinds of pyrotechnics and air somersaults of fighter jets and helicopters, as well as incredible displays of movements of motorcycles by paratroopers stacked atop each other on five to seven levels up.

The Indian parade is a show to behold and if one is in Delhi around this time of the year, it is worth an appearance to catch a glimpse of it. Separately, Indian’s 29 states and its union territories also hosted individual celebrations to mark the day. Congrats to the Indian HC in Guyana for a magnificent event last Thursday evening.

Egotism and absurdity of parking meter reps Dear Editor, The egotism and absurdity displayed last Saturday by persons from the parking meter company and the heavily armed goons that accompanied them on Robb Street, close to Wellington Street, speaks volumes about what is so wrong with the Georgetown City Council and with their infamous parking meter initiative. It was appalling to see this dark force descending on a parked vehicle and clamping its wheel with the gusto that suggested that the vehicle had belonged to a most wanted criminal that they had been searching for, for years, but could not locate.

The satire of it all is

that, whilst they were feverishly locking the wheel, they were courteously approached by a serving member of our security forces who identified himself and who notified them that the vehicle had belonged to the Ministry of the Presidency and that it was assigned to and was being used a former President.

To make the matter even more egregious, it was pointed out that the area where the vehicle was parked had no parking meter assigned, nor was there any parking spaces, numbers or signs ascribed to that location.

Rather than expressing regret for what one would hope was a mistake and respectfully withdrawing,

these dark forces decided to become insulting, discourteous and belligerent. This leaves one to wonder whether it was a mistake at all, or a premeditated act intended to discomfit one of our country’s political leaders.

Most citizens are aware of the challenges the City Police face in terms of recruiting members with the requisite aptitude, professional competency and politesse, but surely they must have enough common sense to at least realise that nowhere else in the world could, or would an official State vehicle assigned to a former president be pounced upon and subjected to such gaucherie.

Dear Editor, It is with disappointment that I pen this letter about the selfish and uncaring Directors at the Guyana Public Service Co-operative Credit Union who have not held an Annual General Meeting for the last four years, to meet and discuss with members their concerns on how our monies are being spent, as well as letting us know if we are entitled to our dividends.

I was reliably informed, however, of the many trips that members’ monies are being used to fund, so that Board members can travel globally, at least five or

six times per year. I want to make it absolutely clear that, as a member, I will not sit idly by and allow anyone to destroy the credit union, as was done with the Guyana Public Service Union.

As a financial member, I am seeking urgency in calling for this long outstanding meeting, which the Committee of Management is reluctant to call and which has to be in conflict with the laws of this country. I am therefore calling on the Social Protection Minister, who is tasked with this responsibility to look into this grave matter.

But the former President’s security detail, who is a serving member of the Guyana Police Force, a real Policeman, should not be absolved of all blame as the moment he realised that these meter maids were immobilising this vehicle, which clearly compromised

the safety and security of the VIP he was protecting, he should have forcefully prevented them and called for back-up and have the entire meter company gang arrested.

Could anyone imagine this earthiness being allowed in any other part of the world, whether by the US Secret Service, Russian FSO or the Presidential Honour Guard Brigade of Venezuela, who are responsible for protecting current and former presidents? And then came their inane response and defence that there was no visible means of identifying the vehicle’s owner. Are they serious?

These people who masquer-

ade as law enforcement officers do not have a clue about security. What were they looking for? A large decal pasted on the four doors with a sign marked ‘Vehicle belongs to the Ministry of the Presidency, transporting Former President’?

It is time for the citizens to be shown the contract that was entered into between the Georgetown City Council and Smart City Solutions, it is time for the Council’s financial and human resources to be audited and it is time for changes to be effected to the Council’s administrative arm.

Here are 5 steps you can take that will really help

ll parents have hard days sometimes.

Maybe we find ourselves in an escalating cycle with our child, where we see everything she does through a negative lens. Maybe we have an interaction with him that leaves wounds.

How can we recover our patience, repair the relationship, and move back into a positive cycle? Here are five steps you can take that will really help. You’ll see big changes within a few days.

Calm yourself down

The first step is to get past your own upset. When you’re hurt, or scared, you naturally want to lash out.

But your child is not the enemy, no matter what she did.

So the first step is to calm yourself down before you talk to your child. Try deep breathing, holding yourself with compassion, letting yourself feel those tears and fears. But the minute you veer into blame or anger, rein yourself in. Stay away from the story about why your child is wrong and you’re right. Instead, just feel whatever pain you feel at the moment, and love yourself through it. Those feelings will begin to evaporate, and you won’t need the anger. Now you can start to choose love.

Let go of your fear

It’s natural to worry when your child seems to be purposely acting badly. Will she still be like this when she grows up? Luckily, the answer is almost certainly no.

She will mature. It’s natural for her to make mistakes or act childish – her frontal cortex is still developing

What she really needs from you, so that she can grow and change, is your unconditional love and your belief in her essential goodness.

See it from his perspective

Your child is not out to get you. He’s only trying to get his needs met as best he can. If he’s using strategies that don’t work so well, maybe you can figure out how to help him meet those needs more constructively.

For instance: A child who’s hitting a younger sibling is almost

always acting out of fear— that you don’t love him as much, or that his territory is being invaded. Aggression is a defense against fear or pain.

A child who’s being demanding and cranky usually needs to cry in the safety of your arms.

A child who’s being obstinate usually needs more autonomy and opportunities to explore her power in the world.

A child who acts disrespectful needs more connection with you—and to feel heard and respected by you.

Write a list of all the things you appreciate about your child

Make sure you write at least a page. Stalled out?

Think back to when she was a baby. Or reflect on how every “fault” you see in your child is actually a strength if seen from another perspective, and list those strengths.

Reconnect

Find every opportunity to empathize and connect.

Acknowledge his feelings so he feels heard and accepted, even when you’re setting limits (“I see how frustrated you are”.....”This isn’t what you wanted”.....”You wish it could be different”) Roughhouse to get him laughing every day, particularly with games that show him how much you value him. And you’ll notice that you’re more patient. Because patience doesn’t come from gritting your teeth and trying not to lose your temper.

Switch and Bait: Gaslighting

his tool of manipulation is aimed at having the child doubt his or her perceptions. (The term derives from a play which was then made into a movie about a man who tries to convince a woman she’s losing her mind.) Gaslighting doesn’t require shouting or yelling; all it takes is a simple statement that something that actually happened didn’t. Given the imbalance of power in the parent-child relationship—and the fact that a young child accepts the adult as the last word and authority on most things until she gets old enough to begin questioning her mother’s judgment–gaslighting is relatively easy. Gaslighting not only makes a child worry about being “crazy” but erodes her confidence in her own thoughts and feelings in a profound and lasting way. Again, keep in mind that children don’t have conscious defence mechanisms.

For your own good: Hypercriticality

In many households, both the loud and the quiet kinds of verbal abuse are rationalised by the need to correct perceived flaws in the child’s character or behaviour. Hypercriticality – nitpicking and then magnifying every misstep or mistake – may be “justified” or “explained” by having to make sure the child “isn’t too full of himself,” “doesn’t let his successes go to his head,” “learns humility,” “knows who’s boss” and other self-serving statements that are just excuses for cruel adult behaviour. Delivered in a quiet tone, the barrage of criticism makes a child believe she’s unworthy of attention and support because she’s worthless.

Utter silence: The absence of praise, support, and love

The power of what it isn’t said cannot be overstated because the void it leaves in the child’s psyche and heart is enormous.

Children are hardwired to need all the things that the abusive parent neither voices nor demonstrates in order to thrive and develop normally. In truth, words that articulate why a child is worthy of love and attention are as essential as food, water, clothing, and shelter.

Quiet and shadows: normalising the abuse

It’s a sad truth that a child’s world is so small that he or she thinks that what goes on in it goes on everywhere. Most children attribute verbal abuse to their flaws and “badness;” as Rachel Goldsmith and Jennifer Freyd note, this attribution may actually be less scary than “the scarier prospect that the caregiver can’t be trusted and may help create an illusion of control.” Even as adults, those verbally abused in the quiet manner during childhood may rationalize or normalize their parents’ behaviours for many different reasons. Seeing the ways in which you’ve been wounded by those charged to love you is hard for women and men alike. It’s not just that verbal abuse is under-reported but it’s not written and talked about often enough, and its lasting effects not understood by the public at large. T

he derisive attack launched against Deputy Solicitor General Prithima Kissoon

by Attorney General Basil Williams has caught the attention of Minister of State, Joseph Harmon, who pledged to look into the matter.

Harmon told Guyana Times on Monday that he would be reviewing the official complaint filed by Kissoon with the aim of making suggestions for a possible resolution.

“As a public officer, I would have to take certain steps based on her complaint. I have to read it; I have to see what it is she is saying and make certain recommendations,” he explained after declining to offer a commentary on the ongoing conflict between the AG and his Deputy Solicitor General.

This latest scandal originated from the dismissal of a State-sponsored appeal which led to the quashing of the case against former President Bharrat Jagdeo.

IN THE COURTS Teen remanded on larceny charge

ighteen-year-old Rolex Williams of St Martin, Eteringbang, Region Seven (Cuyuni-Mazaruni), was on Monday remanded to prison by Chief Magistrate Ann McLennan, when he appeared at the Georgetown Magistrates’ Courts to answer to a larceny charge.

It is alleged that on January 25, 2017, at Eteringbang Landing, Cuyuni River, Williams stole one pouch valued at $10,000, $30,000 in Digicel phone cards and $80,000 cash, a total value of $120,000, belonging to Virtual Complainant (VC)

According to the prosecution’s case, on the day in question, Joseph was taking the defendant to lunch when he allegedly snatched the pouch and escaped.

The teen pleaded not guilty when the charge was read to him by the Chief Magistrate, who subsequently entered a not-guilty plea on the defendant’s behalf, after hearing his explanation.

The prosecution further told the court that the teen had a pending matter of a similar nature at the Kamarang Magistrate’s Court and had committed the present offence while on bail. Bail was refused and Williams was remanded to prison.

The matter will proceed to trial on February 3, 2017 at the Georgetown Magistrates’ Courts.

Mother slapped with larceny charges

28-year-old mother of two, of Arakaka, Region One (BarimaWaini), on Monday appeared before Chief Magistrate Ann McLennan to answer to a

charge of larceny.

It is alleged that on January 28 at Arakaka Village in the North West District, Monica Griffith allegedly stole $200, 000 and

two silver chains valued at $12,000, a total of $212 000, property of Vincent McIntireand.

The woman, who was unrepresented, denied the

charge and was granted $10,000 bail by the Chief Magistrate.

The matter will continue on February 7 at the Matthews Ridge Magistrate’s Court.

Self-referentiality… …or Chronic buffoonery?

W

riters will sometimes make reference to themselves or their exploits when ostensibly writing about another subject - the technique is called, not too surprisingly, “self-referentiality”. Sometimes a movie will do the same - like the latest Star Wars movie with a wink to the audience. It’s a pretty effective device to show irony - which always demands self-awareness.

This thought came to your Eyewitness who just read the Chronic’s hatchet job… ooops! ...editorial, on the new General Secretary of the PPP and Opposition Leader Bharat Jagdeo. It was quite self-referential, but quite tone deaf.

Alluding to the previous PPP administration, the Chronic’s editorial complained: “The Guyana Chronicle became a political mouth-piece attacking political rivals, those the government disagreed with, and justifying whatever actions his government took.” Yep!! Your Eyewitness couldn’t believe his eyes either!! Talk about rubbing your do-doo on someone else’s bamsie!

No irony intended there by these jokers! They really do believe Guyanese people are so stupid to believe whatever bilge is thrown at them. But it just illustrates their own stupidity - which made them overplay their hand. Some may’ve believed all the other shade their editorial threw at Jagdeo… but not even their most fervent supporter would claim the present Chronicle isn’t slavishly grinding the axes of the PNC-led coalition Government.

In fact, just last week, Moses Nagamootoo, who’s responsible for the Chronicle at the Ministerial level, was forced to denounce the “scurrilous attacks in the Chronicle newspapers against the acting Chancellor of the Judiciary”.

Can’t get worse than that, can it? And the acting Chancellor isn’t even a “political rival” - he’s the highest judicial officer in the land!! Just as the President represents the power of the Executive, so does the Chancellor represents the Judiciary - equal in its sphere as the Executive and the Legislature!

But we don’t have to go very far to identify the Chronic’s attacks on the Opposition that it considers its “political rivals”, rather than performing its constitutional role of Opposition. We can be “self-referential” and look right in the Chronic’s editorial we cited. To pick just one example, it claimed, Jagdeo “beat contender Dr Frank Anthony by a mere 13 votes”. Now if this isn’t slanted language, what is? Reading that, you’d think there were hundreds of votes cast, and Jagdeo got just 13 more than Anthony, wouldn’t you?

The truth, of course, is they’re 35 members of the Central Committee and the vote was 24 to 11!! Jagdeo actually garnered more than twice the votes of Anthony’s!!

Eschewing self-referentiality, the Chronic ended: “there is need to begin frank and honest national discussions about Jagdeo’s politics.”

We agree. When will the Chronic begin?

…in oil invitation

Your Eyewitness is a bit puzzled. Newly-elected leader of the AFC, Raphael Trotman - chief beneficiary of the Nassau Accord that sealed the deal on return of the prodigal son - claimed he invited Opposition Leader to an “oil briefing”. More specifically, his Ministry wrote, “Leader of the Opposition… has been written to by Minister of Natural Resources… informing him that a briefing has been organised for him on Guyana’s preparation for the Oil and Gas industry.” Jagdeo, however, has claimed he’s supposed be briefed by ExxonMobil at his Office, and he doesn’t know if Trotman’s bringing over the Oil Executives.

But there’s a great bit of ambiguity in Trotman’s statement. If Jagdeo’s correct and ExxonMobil will be doing the briefing, how can they talk about “Guyana’s preparation for the Oil and Gas industry”? This is most clearly Guyana’s business!!

But Trotman’s phraseology lends one to believe the report in the Huffington Post which declared ExxonMobil was writing the rules of the oil game for Guyana!

Ahhh…what a tangled web…

…and self-interest?

Parking meter fiasco

he Guyana Revenue Authority (GRA) has promised to today visit the operators of Smart City Solutions (SCS) over what appears to be a blatant exploitation of consumers on the cost for a meter card.

A senior official of the tax body told Guyana Times on Monday evening that it appears that SCS is charging consumers twice for Value Added Tax (VAT) on the meter card. The GeoPark card shows the sum of $2,500, however, consumers are paying an extra $400 as the card also a $2,900 total VAT-inclusive cost. The GRA official said SCS will need to clarify it.

Meanwhile, Finance Minister Winston Jordan, addressing the National Assembly on Monday, condemned the private company for the VAT consumers have to pay on the meter card. The concern about the card was first raised by Opposition Chief Whip Gail Teixeira, who told the House that she hopes the company will reimburse those persons who were made to pay the extra money since the project came into operation.

Parking meters to remain at schools

Meanwhile, the company on Monday rebuked President of the Guyana Teacher’s Union (GTU) Mark Lyte for causing some confusion over the decision taken by the three bodies, which met last Friday, to address the issue of parking meters in front of public schools.

It said the information shared by the GTU President has already caused some misunderstanding and has led to contradictory reports by the media.

As far as SCS is concerned, unlike what was reported by Lyte, the parking meters which stand in front of schools will not be removed.

In fact, SCS said the multispace parking meters, which are installed across the road

facing the front of schools, or in the vicinity of public schools and which regulate a number of parking spaces, excluding those in front of public schools, will remain and continue in operation.

At a joint meeting between the Guyana Teachers Union (GTU), the Mayor and City Council (M&CC) and Smart City Solutions (SCS), it was agreed and jointly announced that vehicle parking spaces immediately in front of public schools will “not be regulated for the purpose of metered parking by Smart City Solutions.”

The GTU had last Monday held a meeting with representatives from Smart City Solutions Incorporated (SCSI). The concern was over teachers being required to pay for parking in front of public schools.

Murder accused acquitted …as witness being investigated for perjury

ntonio Jaisingh was on Monday afternoon freed of the 2010 Sarah Johanna rum shop murder; however, the key witness is now under investigation for lying.

Jaisingh was on trial before Justice Navindra Singh, accused of fatally stabbing Randy Joseph after an argument at Brian’s Liquor Bar, Sarah Johanna, East Bank Demerara in November 2010.

The decision came after two hours of deliberations, as the 12-member jury unanimously found Jaisingh not guilty of murder and the lesser count of manslaughter. The State had contended that some time between November 26 and November 27, 2010, Jaisingh murdered Joseph.

However, Damon Ramgulan, who had said that he had seen the murder accused shove the deceased, recanted his statement on

the witness stand, where he admitted that he did not actually see the stabbing.

Guyana Times understands that Ramgulan is being investigated by the Criminal Investigation Department (CID) on perjury charges.

The former murder accused fled the court after he was freed into the arms of waiting relatives.

“I feel good. I was in jail seven years for something I didn’t do, [but] God is great!” the freed man exclaimed.

The State’s case was presented by Prosecutors Siand Dhurjon and Tuanna Hardy, while Attorney-at-Law Latchmie Rahamat represented Jaisingh. Justice Singh told the freed man that he hoped that he did not get into trouble again.

Sing on Benny Parag, you are an inspirational gem

I

f I am allowed to put a positive spin on Nobel Prize winner and literary scholar VS Naipaul’s comment that we in the West Indies are derisive mimickers of cultures, then I would say that Benny Parag’s recent musical performance on an Indian singing show is not a piffle, but a proud act.

Ben, as his family fondly calls him, and who is of Guyanese Indian extraction, two weeks ago mesmerised a number of wellknown Indian celebrity judges on the Indian singing show Dil Hai Hindustani when he sang Mitwa, a song from the Indian movie, Khabi Alveh Naa Kehna, and came in among the top 10 participants. This placement guarantees the 19-year-old from a relatively unknown background in Queens, New York another opportunity to move forward and a shot at the final prize.

About mid-way through his first performance we realised that the long held belief that India amongst overseas Indians Dr Lomarsh Roopnarine exist in nostalgic memories would not only have to be revised, but also his performance gave way impressively to a rhapsody of radiance, so much so that the judges were transfixed at Ben, nodding and giggling among themselves and asking how come a guy from an overseas country could sing an Indian song better than native Indians.

His second appearance last week was equally mesmerising, receiving approval and applause. He will sing again this upcoming week.

Ben’s performances in India have also captivated the audience there, as well as the Indo-Caribbean community in North America on social media. The entire episode is now lampooned into a classic story of a musical journey of someone leaping from the musical margin of margins, to the musical mainstream. This is a dream that is gradually becoming a reality show in and by itself, whether he makes it to the grand finale or not.

Ben was born in Queens, New York, but his parents are from Black Bush Polder, Corentyne, Guyana, which is largely an Indian agricultural community with little resources, including a lack of opportunities to progress in musicology. But this mainly rice cultivation Polder of Berbice is never known to wait for things to come or handed down to it. The community has always been known for its self-creativity and self-reliance. Nonetheless, Ben’s parents migrated to New York in the late 1980s.

In a lengthy conversation with Ben’s father, Kumar Parag, I ask him this question: What do you think has influenced your son to be so involved in Indian music? He said the family comes from a long musical tradition, mostly from his wife’s side, Sabitrie, dating back to the grandparents who were descendants of indentured labourers brought from India to work on the sugar plantations in nineteenth century British Guiana. Indian music, Kumar said, has been the magnetic mantra of the home, developed and expressed in religious settings like at Mandirs, weddings and even funerals. Put differently, Ben was born and raised around Indian music, but he has taken this experience to impressive heights.

Ben’s interest in music started at the age of four when his parents noticed something special in him and explored it further. They discovered his would be musical gurus Kinnar Seen and Payal Seen. These individuals, his mother said, had a profound impact of developing and moulding his talent. They were stern, but steady on him to develop his dream: to be in India to perform where his heart and soul is.

Like so many, I have been impressed with his sensational and professional style which are not only coterminous with, but vital to this singing competitive atmosphere of swim or sink. Like his parents, I have been impressed with his can-do attitude and his willingness to take on and explore on unexpected challenges as evidenced by his search and then audition to be on the Dil Hai Hindustani show.

What is so interesting about this young singer’s journey is that unlike most Caribbean Indians he speaks Hindi, he sings all types of classical music, and above all, instead of waiting for India to come to him though music and films, he took himself to India. The consequence is that, we the audience, is yearning for more and more. I applaud and admire his achievement, which arguably, reveals strength and discipline. I am humbled by the thought that accomplishments can only be achieved or fulfilled when there is discipline and dedication supported by talent.

Ben’s story speaks to this maxim.

Whenever this young singer struts the musical stage again, whether in India, North America or in the Indo-phone Caribbean, I posit that his performance should be held up as a model to young Indian people and the like. This asking has become more serious in a noticeable fractured and fragmented IndoCaribbean world, diaspora included, precipitated by internal and external dissonance. Ben’s music and message might help us hold the seam together, but we will need more of and like him. If I am asked to share one advice with the singer, I would reiterate what William Shakespeare penned in Twelfth Night: “If music be the food of love, then play on, give me the excess of it...” I say, sing on Ben, sing on, you have done us proud. Man freed of rape charge Pensioner’s decomposed body found at Ikuraka Creek E

S

cores of persons living in the dense, forested area of Iturbisi, Ikuraka Creek in Region Two (Pomeroon-Supenaam) gathered early Monday morning at a camp in the area, after the decomposing body of a pensioner was discovered.

The gruesome discovery was made around 10:00h by the dead man’s relatives.

The body has been identified as that of Robertson Abram, 74, of Ikuraka Creek. Information reaching Guyana Times revealed that Abram was living alone on the left bank of the creek, not far from the Amerindian community of Mashabo.

He cultivated a farm in the area. Relatives last saw him alive on December 19, 2016.

According to relatives, the man suffered from hypertension and stomach pains, and was being treated at the Mashabo Health Centre.

Division (Essequibo Coast and Essequibo Islands) visited the scene and examined the remains. They were, however, unable to determine the cause of death due to the state of decomposition. Police are continuing with their investigations.

Venezuelan charged for entering Guyana illegally

A

21-year-old woman who allegedly entered Guyana without presenting herself to an immigration officer was on Monday arraigned before Chief Magistrate Ann McLennan.

The charge stated that Vansida Ballida between January 17 and January 28, 2017 at Eteringbang, Region Seven (CuyuniMazaruni) entered Guyana by sea and disembarked without presenting herself

to immigration officials.

The charge was translated for the Spanishspeaking woman, who, in tears, entered a not-guilty plea, stating that she had entered the country seeking employment.

The prosecution related that Ballida, who was picked up in Linden, Region 10 (Upper Demerara-Berbice) on January 28 by Police, had not produced any travel documents. Owing to the prosecution’s incomplete file, the presiding Magistrate adjourned the matter to February 1. The woman was remanded to prison.

he Guyana National Bureau of Standards (GNBS) has begun the process of reviewing Guyana’s current building codes, which had been implemented since 1999.

According to the Executive Director of GNBS,

Candelle Walcott-Bostwick, there are a number of building codes in Guyana and all these versions are being reviewed by the GNBS. Speaking at a GNBS’s press conference on Monday, the Director said that the existing specifications of those

codes need to be reviewed, as they are outdated.

“We have a set of building codes and they are currently being reviewed, the one for septic tank is just a review of the existing specifications and that committee is currently working on it,

so for example, they may be looking at certain areas like the size, the type of materials that are being used and so forth, so it’s just updating what currently exists.”

“We have not designed as yet the enforcement of building codes and that is something that we have to communicate with the Business Minster because we would’ve had these codes in

“At this moment, those regulators will carry out their enforcement, but the thing is, there is not an enforcement body to oversee all of the building codes,” the Director highlighted.

The codes have been up for review for the past two years, however, because of ongoing development, the requirements are ever changing.

“When you look at the codes now for example, persons are thinking of codes with requirements for energy efficiency, some of the type of materials that are available then, we have newer materials available now, newer technologies and so are available now so as it is, there is no formal enforcement arm as is required by the building code, as is specified in that standard.”

However, although there are currently no enforcement arms of these codes, there are penalties for those who refused to follow the

existence since 1999 and we have never had the enforcement aspect of it streamline,” Bostwick said.

Some regulatory authorities are available that enforce aspects of the building codes - for example the Guyana Fire Service (GFS), which use the codes to enforce the parts which are applicable to them - when persons are constructing buildings, as well as the Government electrical department who implemented

codes that are currently available.

“Under these various regulatory bodies, that we would’ve mentioned, there are penalties because, of course, they have to approve these buildings so if you are not meeting those requirements, then it’s most likely that your plan will not be approved, so there would be penalties that would be applied if you don’t meet those requirements.”

Region 10 Children's Costume Competition a flamboyant display

T

he true spirit of the Mashramani celebrations was reflected in Region 10 (Upper DemeraraBerbice) during the hosting of the annual Children's Costume Competition, under this year's theme: "Celebrate with Dignity, Liberty and Greater Unity".

As is customary, there was intense competition from schools across the Region in various categories.

The Calypso and Dramatic Poetry competitions were staged on Wednesday, followed by the nursery and primary competition on Thursday, and secondary competition on Friday.

Kissoon explained that on the date of the ruling, he did not appear in court but her subordinate did for the first time to take the decision, which was duly made by the court dismissing the appeal.

Thereafter, upon her return to work, Kissoon said the AG ordered that she cease all conduct of court cases involving the AG Chambers until further notice.

Meanwhile, in another section of the media Solicitor General, Sita Ramlal in a letter to the editor pointed out that Williams had insisted to Kissoon and herself, that he be named as the plaintiff in the appeal when he was not a party.

“I did not prepare nor approve the Appeal in this matter. The Deputy Solicitor General Ms Prithima Kissoon at all material times and at all stages had conduct of the matter and she was aware that an Appeal was being prepared. When the Appeal was to be filed Ms Kissoon could not be found to affix her signature to same. The pleadings were brought to me for signature, whereupon I declined to sign same. I then went to the Honourable Attorney General and advised that he could not be a party to the action for the very same reasons…but the Honourable Attorney General was adamant and instructed me to sign and file the Appeal.

She also noted that she again took the issue to the attention of the AG at a general staff meeting in the presence of the staff of Litigation Department including Ms Kissoon.

“After discussions Ms Kissoon agreed that she would apply for an extension of time to amend the rubric of the Appeal.”

Defence

In defence, the AG said that he could no longer sustain Kissoon’s undermining of his Chamber’s cases.

He accused her of deliberately producing errors in the Chamber’s cases so that the PPP parliamentary Opposition members could benefit.

He said in cases where President David Granger, Prime Minister Moses Nagamootoo and the Attorney General were sued, Kissoon deliberately disobeyed the instructions of the Attorney General and Solicitor General with regard to challenging the applications on lack of jurisdiction, thereby causing the matters to be protracted.

According to AG Williams, Kissoon is attempting to cloud the facts of the situation with her complaint.

Further, Williams said he has already informed the Public Service Commission of the Chamber’s intention to initiate disciplinary proceedings against the Deputy Solicitor General.

SARA among other bills introduced to National Assembly

I

gnoring an avalanche of concerns from a range of stakeholders, Government on Monday introduced the State Assets Recovery Agency (SARA) Bill in the National Assembly.

This legislation is meant to legitimise the operations of the Ministry of the Presidency Department – which is believed to be presently functioning unlawfully since there is no legal framework governing its operations.

According to the Attorney General and Legal Affairs Minister Basil Williams, the SARA Bill seeks to establish a State Assets Recovery Agency in consonance with the 2003United Nations Convention Against Corruption.

He said SARA would be headed by a Director who shall be a corporation solely to recover through civil proceedings State property unlawfully acquired by a public official or any other person, to provide for investigations leading to the granting by the High Court of Restraint and Civil Recovery Orders in respect of unlawfully acquired property, to engage in international cooperation in the recovery of stolen assets of States within the contemplation of the Act, and for related matters.

Concerns

During the consultation phase of the draft legislation, many stakeholders objected to the Bill in

its current form, particularly to the fact that the entity’s Director would be vested with virtually unlimited authority, making him the most powerful man in the country second to the President.

Former Attorney General and Member of Parliament (MP), Anil Nandlall had expressed concerns about this legislation setting the stage for the creation of a parallel justice system.

He noted too that the Bill would create an environment that encouraged the violation of individuals’ constitutional rights and undermine the rule of law, since it conferred powers ten times greater than those of the Guyana Police Force (GPF) on a sole individual – the Director of SARA – who currently is Professor Clive Thomas.

He observed too that the

Bill would create a series of new offences, the SARA Director was vested with unparalleled powers to investigate the newly-created offences and persons could be rid of their properties without ever being charged with a crime.

He explained that the Bill redefined the term “unlawful”, diluting the seriousness of a “wrong” which could now warrant the seizure of one’s property.

Therefore, it becomes easier to commit an “unlawful act”, and in the process, one risks losing one’s property.

The Private Sector Commission (PSC) also spoke out against the SARA Bill, saying that it was not only dangerous and disingenuous in its current construct, but it has been

found to be in violation of numerous sections of

Guyana’s supreme law – the Constitution.

Moreover, the Guyana Human Rights Association (GHRA) had raised concerns over the political imbalance of the Parliamentary Appointments Committee, which would be tasked with selecting the Director of SARA. Concerns were also voiced by the President of the Guyana Bar Association (GBA), Gem SandfordJohnson over the amount of power instilled in the Director and she recommended that a Board of Directors be installed to govern the agency.

Funding

SARA will be funded utilising monies seized as part of its operations and the proceeds of the sale of properties seized by the unit from persons believed to have acquired State property unlawfully.

According to the proposed legislation, there shall be established the recovery of State assets fund, for the purposes of receiving credit from civil recovery orders and payments made or debts recovered in relation to civil recovery orders made.

It stipulates too that there shall be deposited into the fund, 25 per cent of all monies derived from the enforcement of a recovery order; the proceeds of sale of property which is the subject of an order and any income derived from the investment of any amount standing to

the credit of the fund.

Mapping

One of the first orders of business when SARA gets its legal framework is to launch a number of investigations into the owners of the high-rise buildings across the country, with the aim of clamping down on tax evasion and money laundering.

According to media reports, Dr Thomas wants to ensure that the money used to construct the buildings was clean, the buildings are being used as a conduit for corrupt activities, the owners are paying their taxes, and the land was lawfully obtained.

Dr Thomas contended that there was an underground economy in Guyana and Government was hellbent on identifying the individuals involved.

Opposition Leader Bharrat Jagdeo had warned

that this move would drive away investors. He also questioned the rationale behind targeting only highrise buildings.

“What’s the logic? Let’s assume you have one five-storey building and another person have 50 one-storey building… he’s going to map the one five-storey building and you’re subjected to investigation and another person has 50 properties around the city, but you won’t be going after that person. What’s the logic?”

Jagdeo questioned.

Other Bills

Meanwhile, the other Bills which were introduced are the Civil Aviation Bill 2017 which makes provision for offences relating to the safety and security of passengers, aircraft and airports and for the regulation, control and early development of civil aviation in Guyana and related matters. The new Bill seeks to repeal and replace the Civil Aviation Act Chapter 53:01 and bring Guyana’s aviation law into conformity with primary legislation regulating civil aviation currently found in other parts of the world. It makes provisions for the enablement of the Chicago Convention and the Agreement establishing the Caribbean Aviation Safety and Security Oversight System.

The Deeds and Commercial Registries Authority (Amendment) Bill 2017 was also introduced.

olitical commentator Dr David Hinds said that if Government has a policy on age, then it needs to make it known, while explaining the reasoning behind it.

Hinds was responding to the issue involving Chairman of the Police Complaints Authority (PCA) Justice Cecil Kennard, who was recently asked by Government to step down from his post because of his age.

President David Granger had reportedly asked his Public Security Minister Khemraj Ramjattan to write Kennard, asking him to resign.

But Hinds, on Monday, told Guyana Times that in a country that is “woefully short of competent people to staff its expanding bureaucracy, we should not be in the business of firing people simply because they are getting old,” he said if an official is competent to do his or her job and is in good health, then that is all that should matter. “I am afraid that we are setting

an unhealthy precedence,” Hinds said.

The political analyst said if the Government really does have a policy where persons who are past a certain age should not occupy some posts, then it should formally announce it and explain to the public the reasoning behind it.

Failure to do so, he said, would open Government to the charge of selective targeting of officials, as appears to be the case with Justice Kennard.

“But even if there is a policy to remove people from some positions because they are too old, I would have a serious problem with it. Since when age determines competence?

When I read the news story about Justice Kennard’s removal because of old age, I thought he was 100 years old and physically and mentally challenged. But, from all indications, despite his so-called old age, the man has been quite competent at what he does,” Hinds said, noting that if indeed he is being removed because of his age, then it is a clear case of age discrimination.

He said if Government is removing Kennard for some other reason, as could well be the case, then it should be honest enough and say so, rather than hiding behind age.

“I know of many people in Government service who are nearing 80 and doing good work. There are also some Ministers who are not too far away from 80 years old—should they be

removed from Cabinet because of their age? I think not,” he stated.

When asked to confirm whether the Government had indeed asked the former Chancellor of the Judiciary to resign, Ramjattan last week said yes and further explained that age was the primary factor in the decision.

“It’s age,” said Ramjattan. “He is almost over eighty and the

President indicated to me that he sent him a letter and he would be removing (him), at this stage, by the end of February.”

Alluding to a possible replacement, Ramjattan explained that any search for a replacement would come under the purview of the Ministry of the Presidency.

However, the Minister lauded Kennard’s performance in his role as PCA Chairman.

Ramjattan was also asked about whether he felt side-lined by the PCA, for years under the Home Affairs Ministry, being moved to the Ministry of the Presidency. He denied this.

“I don’t feel so at all. We (are) united. The head of security is also the President, the Chief Executive Officer of the country, and so I don’t feel so. If there is any advice that I have to give, I can extend it with a phone call across there. I don’t have space in my Ministry.”

When contacted by this newspaper yesterday, Kennard declined to comment.

The PCA, established under the Police Complaints Authority Act of 1989, is in place to receive complaints made against serving members of the Guyana Police Force.

The former Chancellor, who is a recipient of the Order of Roraima (OR), studied Law in the United Kingdom’s prestigious Lincoln’s inn. He returned in 1962 to open a private practice in Berbice, from where he hails. In 1965 he was appointed State Counsel (prosecutor) in the Director of Public Prosecutions (DPP) Chambers, before being elevated to senior State Counsel in 1968. He also served as the Guyana Police Force’s legal advisor.

Kennard served in the Court of Appeal before becoming Chief Justice, serving from 1995 to 1996. He then served as Chancellor of the Judiciary from 1996 to 2002, when he left the Judiciary to take up his position at the PCA. He has been chairman of the PCA ever since.

harted Account and Attorney-at-Law Christopher Ram has stated that the State Audits which have been conducted over the last several months did not address some of the issues related to the Value Added Tax (VAT). He made these comments at the launch of the Second Edition of the Ram and McRae Accounting firm 180 page handbook, at the Georgetown Club on Monday evening.

The book contains 12 chapters and cites 84 different tax cases, it also has detailed information on the local VAT Act, Excise Tax Act, and other tax regulations.

One of the concerns Ram highlighted, relates to the implantation of the VAT to mobile data plans. Another issue Ram stressed, that was not reportedly sought after in the audits, was that some companies charge consumers VAT without the requisite legal authority.

Meanwhile, he also noted that based on an analysis, a nexus can be drawn that VAT, upon its introduction a decade ago, contributed to a spike in inflation.

“When VAT was introduced in the year of introduction, inflation doubled from 7.2 per cent to 14 per cent, so the chances of inflation which would affect interest rates, exchange rates, profitability. You can see the spike in 2007, when VAT was introduced,” the accountant noted. He indicated the importance of placing emphasis on VAT as it is one of the “major sources” of

tax revenue in Guyana. He also pointed out that Budget 2017 has “understated” the revenue from VAT. Highlighting some of the features of the $30,000 handbook, Ram has explained that the book will show the differences between zero-rated, standard-rated and exempt supplies; VAT calculations for registered businesses and for inclusive pricing. Ram’s book will further explain how to establish and maintain a VAT account; in addition to a ‘Civil and Criminal Offences and Penalties’ Table.

Ram also told the gathering that his Anti-Money Laundering handbook will be available from March at a cost of $25,000.

However, the court was once again told that “Anaconda” is refusing to attend the trial.

The Attorneys told the jury to disregard the testimonies of self-confessed gang member Clebert Reece and former teenage gang member Dwane Williams, who both testified that both Williams’ were present at Bartica during the deadly attack.

Defence Counsels instead focused on the account of Michael Caesar, another self-confessed gang member, who recounted conversely that the two standing accused were not present at the attack.

Clebert Reece and Michael Caesar pled guilty to manslaughter late last year and were sentenced to 420 and 1080 years imprisonment respectively.

Caesar’s sentence carried more years as he admitted involvement in the January 2008 massacre at

Lusignan. The two defendants, along with Roger Simon, called “Goat Man”, are accused of being part of the Rondel “Fineman” Rawlins gang that killed 12 persons at Bartica on February 17, 2008. The trial continues today before Justice Roxanne George, SC, at the High Court in Georgetown where Defence Counsel representing Roger Simon, Peter Hugh, is slated to make his closing arguments to the jury.

This will be followed by the State’s closing arguments.

The statement added that the soldiers are

The National Standard Body is currently in the process of reviewing and amending the present standards and bills that govern of their operations and promise the implementation of further developments and restrictions to improve standardisation in the near future.

Winnick Reed, 23, pleaded not guilty to the charge, which read that on January 28, 2017, at Port Kaituma Waterfront, in Region One (Barima-Waini), he was in possession of 1.4 kilograms of cannabis for the purpose of trafficking.

The defence counsel for the defendant requested reasonable bail on the grounds that Reed was a first-time offender with no previous brushes with the law. The prosecution, how-

ever, objected to bail and Reed was remanded to prison.

Reed will appear for trial on February 7, 2017 at the Matthews Ridge Magistrate’s Court.

ane Williamson held his nerve, ran the last man out with a direct hit and stopped Marcus Stoinis seven runs short of pulling off the most miraculous of Australian chases in an Eden Park ODI. Stoinis’ unbeaten 146 turned a comfortable New Zealand victory into an utterly thrilling encounter.

he Great Scottish Run half-marathon course in 2016 has been found to be about 150m short after remeasurement.

Organisers measured the Glasgow route on Sunday after some competitors raised concerns about the distance.

The course, beginning in George Square and ending at Glasgow Green, was 149.7m short of the full 13.1 miles.

This invalidates the record set by winner Callum Hawkins and the personal best times recorded by a number of runners on the day.

About 32,000 competitors took part in the Bank of Scotland Great Scottish Run half-marathon on Sunday 2 October last year. A 10k event also took place.

The Great Run Company has apologised to all runners and winner Callum Hawkins.

Race director Andy Mitchelmore said: “Great Run take responsibility for the miscalculation and we apologise unreservedly to the runners and to the City of Glasgow.

“This was an isolated incident. In the 30 years since the company was formed, more than four million people have participated in hundreds of our running events

and the distances, which are measured by qualified independent parties, have been correct.”

Organisers said the miscalculation of the distance was down to human error, with two problems identified.

They said a small section of the prescribed route was not followed correctly in Bellahouston Park which accounted for about 50m of the shortfall.

The remainder of the shortfall was as a result of the difference between measuring on closed roads compared to a measure on unclosed roads.

When the Great Scottish Run half-marathon route

was measured in August the roads were unclosed due to essential utilities works affecting the course.

It is easier for measurers to take the exact line athletes will take when the roads are closed, but when working on unclosed roads they have to be mindful of safety and follow the legal rules of the road.

The Glasgow course uses a number of major roads in the city, including the M8 Kingston Bridge, where the course runs against the normal traffic flow.

Organisers said they had introduced several extra check steps to ensure the situation would not be repeated. (BBC Sport)

“I just want to remain positive”

ndre Russell is praying and hoping that the independent anti-doping tribunal does not ban him for missing out on filing his whereabouts on three occasions in 2015. The three-member tribunal will deliver the verdict in Kingston on Tuesday.

If found guilty, Russell could face a maximum ban of up to two years under the World Anti-Doping Agency (WADA) rules. Missing three tests in 12-month period amounts to a failed dope test under the WADA guidelines.

“It’s been stressing and hard playing cricket and all that’s in the back of your head. But at the end of the day you have to do what you have to do,” Russell told Jamaican Observer. “It’s like a big cloud over my head.

If I get a ban then definitely I’m out of cricket [during the period of the suspension]; I mean all formats. So I’d just love to know I’m back and I can represent Jamaica Tallawahs, West Indies, and all the other teams I play for in the world.

“Honestly, I’m being positive and I haven’t been thinking about anything else that I want to do apart from playing cricket; doing what I love. I have so many fans out there and they would be disappointed, just as I would be. I just want to remain positive at the moment. I think I can [avoid a suspension] with the help of God; I think it’s out of my control, so I just have to wait on what happens on Tuesday.”

In March 2016, Jamaica Anti-Doping Commission (JADCO) pressed a legal charge against Russell for failing to provide his whereabouts between January and July 2015. According to JADCO Russell had failed to file his whereabouts on January 1, July 1 and July 25 that year despite several reminders over email, phone and letters.

In his defence, Russell told the tribunal that he had not been properly trained to file the whereabouts, and that he had authorised his agent and travel agent to file his whereabouts since he was busy with cricket commitments.

The three-member tribunal comprising Hugh Faulkner, Dr Marjorie Vassell and Dixeth Palmer, a former Jamaica cricketer, has been deliberating on the case for a long time and even delayed the original verdict date last December.

Russell, who is recovering from a left hamstring injury which forced him out midway through the Big Bash League in Australia earlier this month, tested his fitness last Saturday when he turned to play a league game for St Catherine’s Cricket Club. He ended up with three wickets which played a role in his team’s victory.

Last July, while playing for the Jamaica Tallawahs in the Caribbean Premier League, Russell had said it had been “depressing” for him to carry on playing while the hearings were on. Ahead of the hearing, he hoped his prayers would be answered.

“As I said in the team meeting to the guys, I just would love for them to say a prayer for me, and I’ve been praying for myself as well,” he said. “I have faith (in) the work that my lawyers put out... I think they summed up things very well.”

Works are slated to conclude in March long ahead of the October championships

W

ith the Guyana National Rifle Association (GuyanaNRA) set to celebrate their historic 150th Anniversary in the month of October by welcoming the Caribbean and the world to the West Indies Fullbore Shooting Council (WIFBSC) Championships, the upgrade and refurbishing of the Timehri Rifle Range has commenced.

The local association which has been the number one team at the Short and Long Ranges in the Caribbean for many a years would be leaving no stones unturned to ensure that all coming to Guyana later this year leaves short of having a fantastic time on and off the range.

To this end, a consorted effort to bring the range up to international standards has commenced with

the extension of the 300, 500 and 600 yards ranges which would have been completed.

Attention would shortly be turned to the 900 and 1000 yards ranges.

On Sunday last, work commenced on removing the old targets which would all be refurbished and increased from 14 to 24.

Leading marksman Lennox Braithwaite informed that work would also be done on improving the roads in and around the range.

“All the works we would be doing to ensure that the range is the best in the Caribbean would take into account all the requisite safety factors. We would also be installing wash room facilities, a flag raising site with the requisite poles for the flags as well as a car park.”

Braithwaite also informed that the Government

of Guyana and the Guyana Defense Force have already been contributing to the upgrade as Guyana would be on show in October. He noted that they are aiming to complete works by the end of March so that the Guyana team can commence training in early April ahead of the defense of their Long and Short Range Caribbean titles.

The WIFBSC Championships are set to take place from October 9-15 next with the Caribbean expected to invade in full numbers, the likes of Jamaica, Trinidad and Tobago, Barbados, Antigua and Barbuda and Bermuda, among others.

International confirmation would have also been received from Canada, Great Britain and the United States of America Rifle Associations to date.

iscarded West Indies batsman Shivnarine Chanderpaul was left impressed by the performance of Jamaican fast bowler Jerome Taylor and believes the player has a lot left to give to West Indies cricket.

The two recently faced off in the WICB Regional One Day tournament where Taylor captured a notable five wickets in a 41-run win for Jamaica Scorpions.

Chanderpaul was equally impressive after scoring 101 runs in the encounter.

Taylor controversially retired from the longest format of the sport last year, but remains available for the team in both the 50 Overs and Twenty20 formats.

“We all know what Jerome can do and he came out and showed what he can do,” Chanderpaul said following the match.

“He’s still got a lot of cricket in him. I know he has retired from international (Test) cricket, but he still has a lot to offer so it is up to him now to decide what he wants to do because we can still benefit from him.”

resh off winning the opening race of the 2017 cycling season, Roriama rider, 28 year old Alanzo Greaves was slapped with a further three year ban as a result of an appeal to extend his prohibition from the sport.

This was revealed to the media at a special press briefing at the Guyana Olympic Association (GOA) Headquarters, High Street on Monday which was addressed by a panel comprising of GOA President K.A. Juman Yassin, sitting member of the Regional Anti-Doping Organisation (RADO) Dr. Karen Pilgrim and Doping Control Officer, Charles Corbin.

According to the GOA President, while there are several other factors that should be discussed, the pertinent issue was the issue was that which relates to the ban of Alanzo Greaves.

Yassin recalled that “sometime in November, 2015 there was a cycling race and as a result of a doping test, Alanzo failed. That went to the RADO and after the hearing he was found guilty and he was suspended for one year.”

However, Yassin explained that the World Anti-

Doping Agency (WADA) “felt that the one year suspension was not enough, so as a result, appealed to the court of arbitration.”

Subsequently, the court of Arbitration appointed an

However, according to Corbin, Greaves did not challenge the appeal.

“During the state of appeal he did not enter an appearance or challenge the appeal even though he was aware that WADA was going to attempt to make an appeal in respect to an appeal that was meted out by the panel,” Corbin highlighted.

But surprisingly, Corbin added that “he[Greaves] was in accordance with the rules, given 21 days since this award was handed down by the Arbitrator to appeal, he was given 21 days’ notice, this was supposed to be officially handed down to him on January 5 and at no stage during the appeal did he challenge.”

When this publication sought a comment for the father of three, Greaves indicated that he will be seeking advice from his lawyers prior to giving a response.

The Roraima rider made a successful return to competitive cycling in November, just in time to compete in the National Three-Stage, immediately making an impact upon arrival.

Greaves snatched the 20lap race from team Cocos Hamza Eastman and came second behind Continental rider Geron Williams in stage one eventually finishing fourth overall in the ThreeStage event in a time of four hour 40 minutes and 30 seconds.

he GCC club could not ask for a better start to the 2017 hockey season as they completed the double of winning the male and female divisions of the Bounty Farm/Antonio’s Grille One day outdoor tournament on Sunday at the National Stadium, Providence.

In a day dedicated to good sportsmanship and the introduction of new blood into the sport, it was only fitting that the athletes kicked off the season with an outdoor tournament, a version of the game that was far and few in 2016.

Bounty GCC men fought favorably to steal a narrow victory from Pepsi Hikers in a game that went down to the wire in a penalty shootout.

Both teams, as they have been for the immediate past, the two better teams in the country, having faced each other in numerous finals finished the match 3-3 in full time, forcing the game into a penalty shootout which was won by GCC 3-2. Beaton inspires Jaguars to 2nd win G

uyana Jaguars are seemingly finding their ground in the Cricket West Indies (CWI) Regional Super50 as they won their second consecutive match by defeating International Cricket

– Johnson, Fudadin hit 50s

estern Tigers Football Club and Santos Football Club have earned a potentially mouthwatering date in the final of the Stag Nations Cup knockout football championship following hard fought and contrasting semifinal victories on Sunday night last at the GFC ground.

Western Tigers, having lost the Mayors Cup final to Police were out to exert revenge and that they did 6-5 via sudden death kicks from the penalty mark following a grinding 1-1 tie at the end of regulation and extra which saw both sides missing chances.

Santos fought off the late efforts of an ordinary looking Riddim Squad and their lone goal of the game which came off the boot of Delon David in the 31st minute was enough to take them to the championship
