Review raises corruption concerns G

iven that the oil and gas sector in underdeveloped countries are generally characterised by mass corrupt practices, concerns abound that the present review of the 17-yearold contract between US oil giant ExxonMobil and Government could pave the path for Guyana to fall into this bracket.

The lack of transparency regarding the review is only compounding the situation since unsuspecting parties can easily be induced to sign bad agreements that could potentially result in grave repercussions.

These sentiments were expressed by Opposition Leader Bharrat Jagdeo in response to a question posed by a concerned citizen during a public forum on corruption at the Sleepin Hotel, Brickdam on Wednesday evening.

“What does a review mean: are you going to review it to give more benefits to ExxonMobil? Or are you going to review it to take more from ExxonMobil? Or are you going to review it to make the existing agreement more efficacious, effective, etc? …You have to come to the Parliament and say so people will know what you are seeking in the review,” he stated.

Upon the announcement of the contract review by Natural Resources Minister Raphael Trotman, Jagdeo raised suspicions that this

move could lead to corruption and claims of “selling out of national interests”.

Additionally, he was concerned about the Minister’s involvement in negotiations with oil companies, pointing out that this is precisely one of the reasons why the world is pushing so hard for full implementation and adherence to the Extractive Industries Transparency Initiative (EITI), so as to ensure that politicians are somewhat barred from negotiations of terms with companies, thus preventing accusations of corruption or selling out of national interests.

He explained that a model similar to Norway’s would be ideal since it outlines a multistage process of accessing resources from a SWF. “So you have to have independent verification that the conditions are met, and the conditions must be real and objective, and then you have a parliamentary oversight. If we have such a model, oil can benefit the country in a way that doesn’t destroy the other sectors like in many other countries,” he explained.

Gunmen attack, rob Berbice businessman

New Amsterdam businessman was on Tuesday left counting his losses after he and his 22-year-old son were attacked and robbed at gunpoint by three armed men.

The incident occurred around 18:30h Tuesday as 49-year-old Deonarine Albert was returning to his Second Street, Overwinning, New Amsterdam home.

According to reports, the man was about to enter his house when he was confronted by the three armed men.

He was forced inside the building at which point the bandits reportedly demanded he hand over his valuables, but he did not immediately comply.

The bandits, however,

turned their attention to his son, who was at home at the time and after they attacked the young man, his father handed over some $620,000 to the men along with his car keys.

This publication was told that the men fled with the businessman’s car, which was later found abandoned at Savannah Park, New Amsterdam. According to reports, the men exited the vehicle and boarded a waiting car and made good their escape. The car, according to Albert, had in it $1,000,000 worth of phone cards, two laptops and five cellular phones, all valued over $2 million. Up to press time, no one had been arrested in connection with the robbery.

Psychological & Mental Health First Aid

I

t should not take a sponsored "World Mental Health Day" to remind Guyanese that "mental health" presents a huge public health challenge to those that suffer from the disability. Since we topped the world charts on suicide three years ago, we have been informed, if not necessarily educated, about the connection between that act of desperate finality and depression, which is a mental health issue.

October 10 was "World Mental Health Day" and it was duly observed by advertisements in the paper that informed us, for instance, of the theme for 2016: "Dignity in Mental Health – Psychological & Mental Health First Aid for All".

Although nothing substantive might have come out of the "day" – apart from the obligatory "photo ops" of those individuals and organisations that prey on the unfortunate in this area – we were at least reminded that those who suffer from mental health issues should be allowed to retain their dignity and also that there was something called "First Aid" for mental health. Not many acknowledge the former and fewer knew about the latter.

In Guyana, more than in most other countries, there is considerable stigma attached to persons afflicted with mental health issues. They are routinely called to their face, "mad people" who should be committed to the institution called the "Berbice Mad House". In fact, an old, running gag implies that all Berbicians are "mad" since that institution "had" to be located there. There is, therefore, no question that in our country, to be diagnosed with mental ill-health is to be immediately and almost irredeemably, stripped of one's dignity.

This is one of the major reasons why persons who might have suspicions about their mental health would not seek help – professional or otherwise, even when they see no way out, but to snuff out their lives of "quiet desperation". While there have been some attempts over the past few years to remove the stigma of mental ill-health, efforts have to be intensified. The Government should at least follow through on the promise of the Education Minister to place counsellors in our schools. Our children would thus be exposed from an early age to the fact that mental ill-health is as common as physical ill-health – and is also treatable.

And this brings us to the second part of the theme – "Psychological & Mental Health First Aid". It has been recognised for over a century that "First Aid" can assist persons afflicted with certain physical health challenges, especially in emergency situations. For instance, the Boy and Girl Scouts introduced "First Aid" over a century ago to good effect. And since the introduction of Basic Life Support (BLS) and Cardiopulmonary Resuscitation (CPR) without equipment in the 1960s, many people have benefited from the intervention of passers-by, and even lives have been saved.

Analogously according to the World Federation for Mental Health – which sponsors "World Mental Health Day" – "The idea of a course in psychological first aid and prevention dates back to 1945 and was described as an active process of prevention and management of mild conditions applicable to all individuals.

"However, psychological first aid remained poorly understood globally, was not universally available and many people did not know that psychological first aid was possible until the resurgence of interest in mental health literacy in the 1990s. This led to the development of a mental health first aid training course evaluated in Australia in 2002. A systematic review completed by the WHO in 2009 also showed the effectiveness of psychological first aid. The emerging evidence is that psychological and mental health first aid does work."

Because of the skeletal nature of our professional mental health system, we suggest that the Government immediately adopt the "Psychological & Mental Health First Aid" approach even as we continue to augment the former.

With the economy's health worsening daily, the mental health of the citizenry will inevitably follow suit.

UK ban on Guyana’s greenheart should not be justified

Dear Editor, I read Terrence Williams’ letter to another section of the media on October 9 captioned; “A plea to the Guyana Forestry Commission”, and I am in agreement with his letter. Williams’ letter was in response to Dr Janette Bulkan’s letter in the media where she said that the UK’s ban on our greenheart is correct on the basis that Guyana does not practice Sustainable Forest Management (SFM). Dr Bulkan is entitled to her own views regarding Guyana’s forestry sector, even though they are not consistent with assessments made

Monitors (IFM) on Guyana’s deforestation rate. For example, Guyana’s year 5 interim measures report for forest - based on performance required by the Kingdom of Norway - stated that Guyana achieved a deforestation rate of 0.065 per cent. This is still very low and by comparison to other countries, the lowest. This forest-based performance report for January 2014 to December 2014 was assessed and endorsed by international forest experts from Norway stipulated by the Memorandum of Understanding (MoU) between Guyana and Norway in pursuance of Guyana’s Low Carbon Development

Strategy (LCDS). It is also important to mention that Guyana’s interim measures report for year 5 for Norway was based on REDD+ indicators, as well as the previous reports using our own monitoring, reporting and verification system (MRVS) developed by the Guyana Forestry Commission (GFC), in partnership with stakeholders.

So basically it is not fair to say that the GFC is not practicing sustainable Forest Management as is always being claimed by Dr Bulkan.

But Dr Bulkan, while being a GFC board director who resides overseas and uses Skype at board meetings, continues to express uncom-

plimentary views about the management of Guyana’s forestry sector in the public domain instead of at board meetings which brings into question the matter of confidentiality. This I find very strange since it is not based on professionalism and in this regard, I do believe that the GFC should have a code of conduct for its board members. Like Terrence Williams, I do believe that the ban on greenheart by the United Kingdom (UK) is simply not correct and it should be removed since it is not justified.

NY Guyanese Hindus observed Navratri Dear Editor, Guyanese and other Hindus in New York observed the auspicious festival of Navratri, the annual festival that pays obeisance to the universal mother. The festival began on October 1 and concluded on Oct 10.

There were nightly prayers at all of the mandirs. Some mandirs burned effigies of the evil Rawan to gain life from the celebration.

Navratri is one of the holiest periods in the Hindu calendar with people fasting, visiting mandirs and performing pujas as well as inviting pandits to conduct services at their home.

People fast during this period, focusing on purification of the minds and bodies.

During this period, people also tend to pray with great fervour and devotion.

In New York, all of the more than sixty Guyanese

temples held Navratri kathas.

Pandit Rajin Balgobind of Guyana and Pandit Munelall of Trinidad attracted huge crowds at separate locations patronised by Guyanese. Pandit Rajin held sessions under a huge tent at the Arya Samaj Cheddi Jagan Square in Richmond Hill, while Pandit Munelall held court at Tulsi Mandir, also in Richmond Hill. A dozen other mandirs held discourses in Richmond Hill attracting a large congregation. And dozens of mandirs in the NY area also conducted pujas. Guyanese and other Caribbean nationals beautifully dressed in traditional colourful Indian garb of various designs, flocked to the temples. The largest gathering appeared during last weekend for the end of the festival on Sunday.

As pandits at various

sites explained, Navratri is an extremely wonderful festival, highly inspiring and instructive on how people should live. It is associated with the propitiation of the feminine aspects of the Almighty – clearly illustrating that Hindus do not discriminate among the sexes. Hindus pay obeisance to both male and female murtis representing their God or Goddess. But during Navratri, Hindus focus on worshipping the Goddesses.

There are several meanings attached to the celebration of Navratri which is directly linked to other Hindu festivals, like Ram Leela, that will be celebrated right after Navratri which will be followed by Diwali and kartik that concludes the year for religious festivals.

One meaning given for Navratri is nine nights, which connotes worshipping

of the Goddess Durga and her two feminine (Lakshmi and Saraswati) transformations. Each Goddess is worshipped for three nights to offer protection (Durga), provide wealth (Lakshmi) and guide the devotee to knowledge (Saraswati), respectively. Durga means fort or a place that is protected. She is the General in charge of security of the nation. People pray to Durga for protection, strength and shakti (power) in defence against their many enemies. When people worship Durga, they are worshipping the other manifestations of God and are seeking divine protection and removal of disease. A devotee prostrates to Mother Lakshmi, the Goddess of prosperity, so that he or she can become wealthy, kind and generous towards others. continues on page 5

Middle St land acquisition

Cabinet orders immediate halt to process

C

abinet on Tuesday ordered an immediate halt to the process initiated by Legal Affairs Minister and Attorney General (AG), Basil Williams to use the Acquisition of Lands for Public Purposes Act to take control of two plots of privately-owned land at the corners of Middle and Carmichael Streets, Georgetown, a source close to President David Granger’s Cabinet has confirmed.

The usually reliable source confirmed to Guyana Times that the issue “came up for discussion” and a decision was taken to immediately suspend the process, pending an explanation from Williams. The AG was not present at Tuesday’s sitting of Cabinet, thus prompting the decision to suspend the process.

The same source said that it is likely that the issue will be discussed at next Tuesday’s Cabinet meeting where the AG is expected to be present.

When asked if the process is likely to be abandoned, the source declared “We have no intention to compulsorily acquire any private lands,” indicating that Cabinet was not too happy with Williams’ actions.

confirmed by another source who is very close to the Cabinet.

Efforts to get a comment from the Attorney General continued to be unsuccessful as calls to his mobile phone went unanswered.

The matter attracted the attention of Cabinet after Guyana Times reported that Guyana’s High Commissioner to Canada, Clarissa Riehl, who owns

one of the plots in contention, was preparing to file legal proceedings against the Attorney General.

Riehl is a senior figure in the People’s National Congress Reform (PNCR), the largest party in the coalition Government.

There are also reports that the owner of the other plot of land, Beharry Group of Companies has engaged its lawyers to examine the issue.

This publication was also told that President David Granger and “many” members of Cabinet were unaware of the move by Williams.

The Ram Leela celebrations are associated with this period and Hindus are still holding such celebrations in their communities. Ram Leela plays are very popular in Trinidad, Guyana and Suriname, and are staged during the entire period. This play will be held this weekend and next weekend in NYC. In Guyana, it is traditional during Navratri for Hindus to invite priests to conduct pujas in their homes and/or to visit the temples where the pandits narrate the thrilling epi-

sodes of the 'Ramayana'.

The same was done in NY among Guyanese and other Caribbean people. As in Guyana, there was feeding of the worshippers, a unique tradition observed

by Hindus at their mandirs.

The Pandits' discourse along with the singing of Bhajans and kirtan and the playing of music gave fulfilment to the devotees’ religious aspirations.

of land; that all I did in relation thereto was to make contact with the owners of the two plots of land and enquired from them, whether the lands were for sale,” Nandlall said in a letter to the press.

Both owners, he related, answered in the negative and that was the end of the transaction: “I never even took a proposal to Cabinet in relation to this matter.”

A team approach to developing mental skills Enhance the effectiveness of mental skills by working closely with coaches

T

hroughout my career providing mental skills support to athletes and teams, I have found that coaches can make either positive or negative contributions to how their athletes embrace and

develop key mental skills that are likely to enhance development, performance and satisfaction. I can vividly recall during my coaching days getting frustrated with parents undermining the key messages/strategies that I was attempting to reinforce.

With that said, in recent years, I have also found that coaches can have a similar impact on the messages that sport psychologists and mental skills trainers are trying to convey to athletes through their language, messages and feedback. Now, this is not to suggest that mental

skills consultants have all of the answers, but it is important that we, as support staff members, attempt to attain a level of alignment between what we are trying to accomplish. At the time of this writing, there does appear to be a growing acceptance that adequate development of mental skills will play a central role in determining success; however, what needs to be considered is how do we best promote a sufficient level of ‘buy-in’ from the athletes and, subsequently, nurture the development of relevant skills and strategies within a team environment? This article provides some strategies concerning how to work effectively with a coach to establish a team approach to mental skills training.

Plan and consult regularly with coaches

When possible, work with coaches before workshops or prior to having significant interaction with athletes, as this can lead to a number of positive outcomes. It provides an opportunity to engage in meaningful discussions regarding (1) the rationale for using various strategies and (2) how such strategies can be implemented into training and preparation. This interaction can also lead to developing a common vernacular that will be used within the team (e.g. “be in the moment”, “compete”, “quieten your mind”, etc.) to reinforce key messages.

Positively reinforce similar behaviours

When team staff members are all on the same

page, it contributes to developing a team culture based on key values or focus areas, opposed to staff members inadvertently conveying conflicting messages to their athletes. For instance, when working with an individual to maintain a process-focus, it can be extremely detrimental if the athlete hears from another staff member that “the opposition looks good today and you’re really going to have to bring it to beat him/her”. It would likely be more beneficial if the athlete heard such messages as “follow the process, one lap at a time, focus on your breathing”.

Integrate mental skills into everyday practice

Discussing and using mental skills during practice sessions contributes to athletes embracing mental skills as it conveys that this area is not just something to discuss around a dry-erase board, but rather involves integrating key strategies and skills into everyday practice and performance. It also helps when the coaches embrace and reinforce key messages as they are highly trusted by the athletes and, generally, spend more time with the team members. Finally, it gives the athletes opportunities to trial strategies in situ with support available, prior to utilizing them in a stressful competition environment. (psychologytoday.com)

Normal weight gain for teen boys

aining weight is a normal aspect of your life, regardless of gender. However, un-

derstanding the average or “normal” weight gain measurements for your body can be helpful in tracking your health as you age. Teen boys and girls experience a large number of physical changes, especially during puberty, which can include weight gain. For more information on normal weight gain for teen boys, speak to your physician or a licensed nutritionist.

Puberty

According to the Kidshealth website, many changes occur in young males as they enter puberty. However, there is not one specific physical change that a boy can expect when entering this stage of life. In fact, there are many changes, including a deepening voice, larger muscles, new hair growth on the body and weight gain. Most boys begin puberty long before their teen years, averaging between the ages of nine and 14 years.

Weight gain

According to the Irish Health website, boys between the ages of 13 and 17 will typically gain around 37 total pounds naturally.

This is quite a growth spurt

for only four years, and teen boys require a great deal of nutritional changes in order to keep up with this gain.

Weight gain amounts differ

from one male to the next due to differences in height, diet and genetics. However, weight gain drastically higher or lower than the average 37 pounds might be an indication of obesity or an eating disorder.

Energy

During their teen years, boys may have difficulty keeping up with their body’s increased need for energy.

In fact, teens of both genders require a great deal of food energy as their bodies grow in both height and weight. Both males and females gain weight during their teen developmental years, averaging between one to two pounds a week.

This number can fluctuate, however, and may not be typical for all teens.

Considerations

Obesity or malnutrition can occur at any age, regardless of gender. Teenage boys may require additional nutrition adjustments if they are involved in athletics due to an increased expenditure of energy. President suspends Carvil Duncan A fter announcing hehas challenged the legality of the tribunal established to determine his fate, Trade Unionist Carvil Duncan was suspended from his post as Chairman of the Public Service Commission (PSC) with immediate effect.

President David Granger, in a letter dated October 10, 2016, informed Duncan that in addition to his role as PSC Chairman, he is also suspended from performing the Constitutional functions as ex-officio member of the Judicial Service Commission, the Police Service Commission and other functions as ex-officio member of the Commissions of the Board of the Guyana Defence Force (GDF).

A statement from the Ministry of the Presidency on Wednesday said the Head of State acted in accordance with the Constitution of Guyana in suspending Duncan.

It outlined that Article 225 (6) states that, “If the question of removing the officer from office has been referred to a tribunal under this article, the President, acting in accordance with the advice of the prescribed

authority, may suspend the officer from performing the functions of his office, and any such suspension may at any time be revoked by the President, acting in accordance with such advice as aforesaid, and shall in any case cease to have effect if the tribunal recommends to the President that the officer should not be removed from office.”

In light of his court charges, the tribunal was established by the President to investigate and recommend whether Duncan should be removed from his offices for his inability to discharge his function and/or misbehaviour.

Duncan is on trial for allegedly stealing $984,900 and conspiring to steal $27,757,500 from the Guyana Power and Light (GPL).

Reports indicate that Prime Minister Moses Nagamootoo had written to Duncan, asking him to give reasons why a tribunal should not be established but he never did.

But Duncan claims no letter was ever sent to him.

Duncan also alleged that he was offered money from both the President and Minister of State Joseph Harmon to vacate his offices, a claim which the Government has since denied.

The Office of the Minister of State, in response to the allegations, explained that both the President and Minister Harmon had met with the trade unionist in an effort to have him “gracefully” vacate the constitutional positions he holds since it is undesirable for someone facing criminal charges to hold those offices.

Following the first hearing of the tribunal on Monday, Duncan took a decision to withdraw his participation from the proceed-

ings after his Attorney’s objections were overruled by the Chairman, Justice Roxanne George-Wiltshire.

His Attorney, former Legal Affairs Minister Anil Nandlall, questioned the legality of the tribunal on several grounds.

Nandlall explained that there are criminal proceedings pending in the Magistrates’ Courts and therefore, the principle “innocent until proven guilty” should be applied.

“To establish a tribunal to investigate his removal from office on the mere institution of a charge before the determination of any guilt is (an) infraction of that constitutional protection which guarantees him innocent until proven guilty,” Nandlall contended.

As a result, Duncan through his lawyer, indicated his intention to move to the High Court to challenge the authority of a tribunal.

The members of the tribunal – Justice GeorgeWiltshire, Justice (ret’d) Winston Patterson and Attorney Robert Ramcharran – are expected to present their report to the President on or before October 31.

PPP opposes removal of Stabroek canopy vendors … suggests deploying more City Constables, plainclothes ranks

he parliamentary Opposition, People’s Progressive Party (PPP) has condemned the decision by the Georgetown Mayor and City Council (M&CC) to remove scores of vendors from beneath the canopy of the Stabroek Market after municipal officials said the area is a haven for criminals.

These vendors have been plying their trade in that area for decades, but last week Wednesday, City Constabulary officers said a man was in the vicinity with a rifle in his possession but dropped it and fled after Police ranks swooped down on him.

This prompted the City Constabulary to recommend that the vendors who have been operating in that area for several decades be removed. This decision was endorsed by City Mayor Patricia Chase-Green; however, PPP General Secretary Clement Rohee said on Monday that his party strongly rejects the proposal which he said is another move by the municipality to take bread out of the mouths of vendors and “force them into illegal activities who knows where.”

He said that City Hall, in its attempt to rid the Stabroek Market of criminal activities, will in effect be creating a wider societal problem by throwing more vendors on to the streets.

He said if the argument is that the vendors are being removed as a result of the firearm found in the vicinity, and then the argument must be extended to the situation at Bourda, La Penitence and other market places in the City.

Rohee believes the removal of the vendors will not solve the problem.

“What is required is the cooperation of the vendors and an increase of foot-patrols by people-friendly, not arrogant members of the Constabulary as well as intelligence gathering efforts through undercover Police operatives working in collaboration with the City Police,” Rohee suggested.

The municipality, particularly its Town Clerk Royston King and Mayor Chase-Green are being heavily criticised for what has been consistently described as deliberate attacks on city vendors.

It started with a decision to suddenly remove scores of vendors from the Stabroek Square in the name of a clean-up campaign for Guyana’s Golden Jubilee celebrations back in May of this year, but with no alternative vending area.

Victim nabs carjacker, accomplice escapes with car

would-be carjacker is in custody and Police are hunting his accomplice, after their intended victim put up a fight and managed to detain one of his attackers.

The accomplice did manage to make off with the white Toyota 212 car, HB 4955, belonging to Garfield Griffith, during a brazen midday attack on Wednesday.

Guyana Times spoke with the 54-year-old Griffith, who resides at Crane, West Coast Demerara, and he related his ordeal.

Griffith told this publication that he usually engaged in construction work and when not doing this, he would operate his car as a taxi.

On Wednesday, he went to a Nonpareil, East Coast Demerara (ECD) worksite where he was doing a construction job, along with three workmen.

According to Griffith, about noon, the workmen decided to take lunch. They were seated under a nearby building, while he decided to sit in his car to take his lunch.

He related that while taking his lunch, two young men, appearing to be in their mid-20s, rode up to his vehicle and enquired if he had any jobs available.

Griffith stated that he told the young men he was unable to employ them at this point in time and they subsequently rode off towards the seawall.

He said about 10 minutes later, he noticed one of the young men walking back towards the car.

Griffith said he observed the other young man, also heading towards the car but from another direction.

He added that the first young man to approach him asked if he had a ‘spanner’ to lend him, while the second one said to him “big man, we gah get wuk”.

Griffith told Guyana Times while responding to the young men, he noticed one of them reaching into his crotch area and retrieved a bottle before throwing some kind of noxious substance on his face and punching him.

ed in the passenger seat of his car during the altercation, but as soon as the young man attacked him with the noxious substance, he immediately lunged out of the car and grabbed him.

While he was wrestling with the young man, the other one jumped into the driver’s seat of the vehicle, started it and made good his escape.

His accomplice was not so lucky, as Griffith did not relent and soon managed to overpower the wouldbe hijacker, who was subsequently tied up, and the Police summoned to the scene.

Guyana Times was told that the young man has since been refusing to cooperate with the Police.

Up to press time, there was no word as to whether his accomplice had been arrested.

mid high security, the five men accused of the brutal 2008 slaughter of 12 persons in the Bartica Massacre made their first appearance at the High Court on Wednesday when it was disclosed that jurors would be empanelled on Friday.

Guyana Times understands that legal and administrative issues have to be worked out before Friday.

Mark Williams, Celbert Reece, Dennis Williams, Michael Caesar and Roger Simon are all facing 12 counts of murder, one count each of terrorism and unlawful wounding and three counts of break and enter and larceny.

The number one accused, Mark Williams is represented by Attorney Roger Yearwood, while the other Williams is being represented by Attorney Saphier Hussain. Reece is represented by Attorney Madan Kissoon, while Attorney Maxwell McKay is representing Caesar. The number five accused, Roger Simon is represented by Attorney

The lead Prosecutor is Diana Kowlessar, while the other State representatives are Tuanna Hardy and Narissa Leander.

Over 30 witnesses are expected to testify in the case, which will be heard before Justice Roxanne George.

However, it is expected that applications may be tendered for additional witnesses to offer evidence.

The five are accused of being among a heavily armed gang, which attacked Bartica, leaving 12 people dead, including three Policemen. When the incident occurred, the Police contended that now deceased Rondell “Fineman” Rawlins was the leader of the criminal gang, which carried out the brutal attack.

Stepfather charged for raping 13-yearold girl

resident of Ituni Village, Upper Berbice River was granted $150,000 bail on Wednesday in connection with the alleged rape of his 13-year-old stepdaughter.

The 48-year-old man made an appearance before Magistrate Rushelle Liverpool at the Linden Magistrate’s Court on Wednesday.

It is alleged that on July 23, 2016, the accused engaged in sexual intercourse with the teen who lives in the same house with him. On Wednesday, the court ordered the accused to stay 100 feet away from the minor and to report to the Mackenzie Police Station once a week as a condition of bail.

The case will continue on November 22.

Keon Crandon, of Lot 25 Lamaha Park, Georgetown, pleaded not guilty to the charge which stated that on October 5, 2016, at Sheriff and Enachu Streets, Section K Campbellville, Georgetown, he broke and entered the dwelling house of Diana Panday and stole items which included three gas bottles valued $20,000, a four-burner gas stove valued $50,000, a Dell desktop computer valued 200,000, a 42-inch television valued $100,000, three flower vas-

es valued $20,000, articles of clothing valued $60,000 among other household item that all amounted to a total value of $740,000.

The unrepresented defendant told the court that he never had any encounter with law enforcement before but his claims were refuted by the Police Prosecutor.

Police Prosecutor Sean Gonsalves told the court that the defendant not only confessed to the crime for which he was before the court, but he had a similar matter of simple larceny before the courts.

Crandon is scheduled to make his next court appearance on November 2, 2016, for statements before Chief Magistrate Ann McLennan.

And since we know ambitious men like Williams hate a vacuum more than nature does, they'll rush in to fill it.

So it's not just a matter of getting an "explanation" from Williams - either Harmon is allowed to do the job - or anarchy will reign!

So governments can run a critical business - albeit subsidised - successfully. Well it seems this government is mulling the idea of nationalising the Berbice Bridge which was built on a Private Public Partnership (PPP) basis.

It just bought out the shares of one of the private owners and hinted that it'll be doing the same for the others. Maybe the government remembers how difficult it was for them to get their private partners to consider the SOCIAL dimensions when they wanted to lower the toll.

Private businesses have to make profits to survive. But governments also have to consider the social impact of their undertakings.

Pragmatically, your Eyewitness thinks the government should go the whole hog and buy out ALL the private interests.

The government will then be able to do what governments are supposed to do - in Berbice also.

Oil, gas prospects bring new watchdog body – says massive revenues can induce Govt officials to act for personal gain

s Guyana’ fledgling energy industry continues to demonstrate immense potential, another stakeholder has joined the fray with a promise of not only being an anti-corruption watchdog in the industry but to also play its part in ensuring the sustainable development of and efficient management of the industry.

Guyana orders halt in sale of Samsung Galaxy Note 7

ocal suppliers of the defective Samsung Galaxy Note 7 smartphone were on Wednesday ordered to cease selling the device immediately after the manufacturer confirmed several cases of the phones exploding.

The Competition and Consumer Affairs Commission (CCAC) of the Business Ministry, in a statement, also advised persons with either an original Samsung Galaxy Note 7 or the replacement to power down and stop using the device immediately.

The CCAC also warned that suppliers found selling the device would be in contravention of the Consumer Affairs Act and likely to be prosecuted.

“Suppliers must accept all returned Samsung Galaxy Note 7 devices and a full refund must be issued to the consumer. Suppliers are also asked to halt sales of the Samsung Galaxy Note 7 or exchanges for the replacement device,” the CCAC said.

It noted that South Korean tech giant Samsung earlier this week asked all of its global partners to stop sales and exchanges of the Galaxy Note 7 after having found several cases of Note 7 phones exploding.

“The recalled devices have a 5.7 inch screen and were sold in the following colours: black onyx, blue coral, gold platinum and silver titanium with a matching stylus. Samsung is printed on the top front of the phone and Galaxy Note 7 is printed on the back of the

phone,” the Commission said.

Samsung on Monday urged owners of the Galaxy Note 7 to turn off the highend smartphone while it investigates new reports of the device catching fire.

The firm also said it would stop sales of the phone and halt production.

Samsung recalled 2.5 million phones in September after complaints of exploding batteries and later insisted that all replaced devices were safe.

But there are now reports that even those phones are catching fire.

“Because consumers’ safety remains our top priority,

Samsung will ask all carrier and retail partners globally to stop sales and exchanges of the Galaxy Note 7 while the investigation is taking place,” the company said.

“Consumers with either an original Galaxy Note 7 or replacement Galaxy Note 7 device should power down and stop using the device and take advantage of the remedies available,” it added.

As late as Monday evening, a spokeswoman insisted the phones were safe to use.

But on Tuesday, the company said it would stop the production of Galaxy Note 7. (see related story on page 16)

Crime decline? Police report 21% reduction O

nce again, the Guyana Police Force (GPF) has reported a reduction in serious crime – this time a 21 per cent decrease – at the end of September 2016, when compared to the same period last year.

According to the Police Force, in its monthly statistics for September, there was a nine per cent decline in reports of murder cases with 105 cases in 2016, relative to the same period last year which had 115 cases listed.

With regards to robberies, it was disclosed that gun-related robberies saw a five per cent decrease with 563 cases this year compared to 592 cases last year; while there was a 17 per cent decline in robberies with other instruments, which recorded 235 cases this year against 284 last year.

Additionally, robberies with no instruments saw a 15 per cent reduction with 33 cases in 2016 compared to 39 in 2015; while robberies with violence recorded a 25 per cent decrease with 76 cases in this year against 102 last year, and robberies with aggravation reduced by four per cent, recording 52 cases this

year and 54 in 2015.

Meanwhile, larceny from the person also saw a 33 per cent decrease with 93 cases in 2016, compared to 139 last year. The declining pattern continued with a 13 per cent reduction in burglary, with 171 cases this year against 197 in 2015; and a 21 per cent decrease in break and enter and larceny with 965 cases recorded this year when compared to 1226 cases last year.

Moreover, there was a 19 per cent decline in rape cases during the comparative period between this which year, recorded 204 cases, and last year when 251 cases were listed.

Furthermore, the Police Force reported that some 67 illegal firearms were seized during this period; that is, 29 pistols, 21 revolvers and 17 shotguns. Last year, a total of 89 firearms were seized by the Police.

It was reported too that the Force has main-

tained consistency in clearing up serious crime cases from January to September.

During this time, there were 2497 cases reported of which 535 were cleared up, thus reflecting 21 per cent.

According to the Force, the consistent and continuous reduction in serious crimes is an indication that the strategies are working well, have yielded and will continue to yield positive results, thereby assuring all citizens that their collaborative effort in partnering with law enforcement is vital.

It added that exposure to training both locally and internationally continues to be a priority at all levels of the Force. In this regard, some 97 officers and other ranks during January to September of this year benefited from overseas training in all aspect of policing.

This includes: training to combat human trafficking for judicial authorities, victim

identification, referral, and assistance and public corruption and ethics.

The Force continues to report on a monthly basis, a declining pattern despite crime appearing to be spiralling out of control with an almost daily occurrence of armed robberies throughout the country.

In fact, when questioned at a press conference two weeks ago about the public perception that crime might be on the increase and not declining as being touted by the Force, acting Police Commissioner David Ramnarine had explained that the situation is not as extreme as being perceived.

“I have released the figures, and I fully understand some people saying there is a dark side of crime, (but) perception is nine-tenth of reality. There is a perception out there but I think some people are taking it too far to say there is a crime situation…

Its not a crime situation,” he posited.

Nevertheless, Ramnarine urge Guyanese to take extra steps to ensure their safety even in the comfort of their homes.

Suspect in Eccles robbery nabbed with gun, ammo

32-year-old man of East Ruimveldt, Georgetown was Wednesday evening arrested with an unlicensed pistol and 11 rounds of matching ammunition at his home.

He was wanted for questioning in relation to several armed robberies.

Reports are Police swooped down on the man’s house about 18:45h after receiving information that he was one of several persons implicated in an armed robbery on October 2 at Eccles, East Bank Demerara.

It was reported that he was arrested after Police received information that

he had dropped off the bandits after they would have committed the robbery.

According to reports, the victim, Rita R Khan of Anira Street, Eccles, was at home when the bandits invaded her property. They reportedly tied her up before ransacking the house and carting off $750,000 in cash and other valuables.

The bandits then walked to a nearby taxi service where they boarded a car and left the area. The woman managed to untie herself and raised an alarm. The Police were subsequently alerted and the driver of the car was arrested. The Police are hunting two other suspects for the robbery.

“I’m just happy we’re getting a witness protection programme but worried about the difficulties to get it going.”

“Yuh happy?” asked Cappo. “Yuh t’ink da guh encourage people fuh expose dem crook?”

“Well that too,” answered Satiricus. “But we’ll be just like the US with people testifying before the courts with paper bags over their faces and then getting new identities!”

“But me bin t’ink dem audit find out ‘bout everybady who t’ief,” said Cappo. “Who friken fuh talk?”

“You have to read between the lines, Cappo!” said Satiricus sternly. “Why’d you think nobody’s been charged yet? People afraid to name names!”

“Suh wha’ de prablem, den,” Cappo wanted to know. He was at loose ends now that cane wasn’t “cutting” and wanted to ensure Satiricus kept his beer supply chain intact.

“Didn’t you hear the Minister say it’s difficult to hide Guyanese in Guyana?” Satiricus asked impatiently.

“Yes, me ‘gree wid de Ministah,” said Cappo, nodding. “Abee Guyanese jus’ too fas’ in dem mattie business!”

Satiricus became worried again, and Cappo suddenly remembered something. “Hol’ it, Sato!” he exclaimed, “Maybe me wrang. Look how lang Finemaan bin hide an’ nobady na gi’e ‘e up.”

“This is different, Cappo,” interrupted Satiricus.

“I’m sure they were more scared of Fineman than the Police. But the Minister said, maybe we can send them to the Caricom countries.”

“Caricom? Dem a’ready a treat abee Guyanese like daag!” exclaimed Cappo. “But me tell yuh wha’. Le’ de ‘merican Ambassada gi’e dem visa and de guvment guh get mo’ witness dan dem can count!”

Satiricus’ face brightened. This would save the witness protection programme. Cappo was also happy.

The deterioration of the exhibition of good manners and common courtesy is affecting society globally in numerous ways and if this is not recognised and rectified it will be more than familiar relationships that will suffer.

Good manners are more than remembering to say please and thank you, or opening doors and writing thank you notes. While all of these basic manners are important interaction nuances, true courtesy goes somewhat deeper.

Being polite and courteous means considering how others are feeling which means taking a few moments out of your day to actually consider another person; stranger or friend.

People determine your value to them mostly by the way you make them feel when they are in contact with you. Showing good manners reveal that you have respect for others, as well as for yourself. While parents today still tend to insist on their children learning the basic manners of please and thank you, not enough is being instilled about the reason good manners are important or the outlook that we should have towards others that lead to natural desire to be mannerly. Genuinely caring about our counterparts is a sentiment fast becoming extinct to too many members of our society.

How difficult it must be for children and young people today to learn about good manners without seeing many displayed around them. The attitude in our schools, our offices, on the roads, in stores and in almost all other areas, leaves much to be desired in the courtesy department. The world over is experiencing this dip in human relations, yet the service industries elsewhere are on the whole, able to maintain manners and courtesy in the knowledge trade and livelihood depends on it.

Years ago when I first came to Guyana, I was heartened by the manners of the young children, the morning greetings, the spoken courtesies and the respectful attitudes.

Unfortunately, they are no longer prevalent in the city.

This has culminated in poor service. So often there is little or no thought for a customer’s experience and their need for an efficient and courteous provision. This in turn affects the productivity of the country; detrimental to us all.

Lack of courtesy has also led to the chaos on the road when drivers have no concern for their fellow road users and it has contributed to the poor reputation Guyana has with many of our foreign visitors.

It is understood that life is tough for many and having the energy to be polite can be difficult sometimes, but it seems to be much more than low energy, more like a culture that needs to be redesigned if we are ever going to lift ourselves out of the long standing perception that we are owed something.

Manners suggest gratitude rather than entitlement and that tells the person we are interacting with that we appreciate their time and attention. Looking at the person during interaction and actually seeing them, recognising that they too have their struggles and triumphs, a history and a future, and that they are crossing your path today on their own complex journey, then taking your own time out to ensure the moments spent in your company are a positive part of their day can be extremely potent.

What does it actually cost to be polite or kind to the people we meet and see from day to day? Yet the benefits for both parties can be immense. In a world where manners are being neglected, those who continue to use them will ensure good, lasting impressions during brief encounters or long term relations. While not to be the intention of good manners, those you have shown respect and kindness to may someday return the favour; perhaps at a time most needed. Even those that do not practice good manners usually notice it in others and retain a favourable memory of that person.

If you, preferably whilst you are young (but it’s never too late!), can come to realise the power of practicing good manners and treating others in respectful ways, not only will you contribute to a happier, more productive society, but you can gain an important social advantage. It is the people who present themselves in the best possible light and encourage others to feel valued and respected with courtesy and kindness who will be more likely to be successful, content and happy.

he ex-bodyguard of a popular convicted drug lord who was arrested for questioning in relation to the fatal shooting of Ryan Sergeant, 19, at the Rio Nightclub two Mondays ago was released on station bail.

A source close to the investigation revealed that after the extended detention period had expired, the wellknown man was placed on $200,000 bail. He was also instructed to lodge all his travel documents and was asked to report to CID headquarters on a regular basis.

The source related that Police are working on gathering other evidence in relation to the case and are hopeful in getting a breakthrough at the earliest op-

He suggested to those in attendance, “one of the longterm priorities must be how we create an integrated and fully developed sector while attaining global competiveness in all subsectors.”

Vice President Carl Greenidge who was among the special invitees to make presentations to the gathering spoke to Government’s cognisance of the range of pitfalls that are associated with the discovery of oil and gas and pledged Government’s commitment to the prudent management of the resource.

According to Greenidge, the oil and gas sector is important because of the revenues that can be garnered – revenues if properly managed and invested can transform this country, “can transform us and enable us to undertake a path of comprehensive and meaningful development.”

Regarding GOGA’s membership, High Commissioner Giroux was of the opinion there needs to be more diversification but did concede, “the journey of a thousand miles beings with one step.”

Division (Linden and Kwakwani) Commander, Senior Superintendent Calvin Brutus and Criminal Investigations Department (CID) Inspector Chubinauth Singh, have been transferred from the Division along with two other senior ranks who were attached to the Mackenzie Police Station, Linden, Region 10 (Upper Demerara-Berbice).

The other ranks include a Corporal and Sergeant.

Brutus, who was moved to A Division (GeorgetownEast Bank Demerara) where he now serves as Deputy Commander, confirmed that he was informed by Police Headquarters of the transfer on Tuesday, but the actual move was put into effect on Wednesday. Guyana Times understands that Inspector Singh has been transferred to D Division (West Bank Demerara-East Bank Essequibo) and was reassigned his post. Former A Division Deputy Commander, Senior Superintendent Karim Baksh, will now serve as E Division Commander. The

post formerly filled by Police Inspector Singh has also been filled.

While the reason for the transfers is unclear, there were numerous complaints levelled against the outgoing officers by residents and senior officials within Region 10 which prompted an investigation by the Office of the President and Police Headquarters. However, the findings of the investigations have not been released to the public. In February, several Lindeners had protested against the outgoing officers, accusing them of Police brutality and excessive force, however, the allegations were denied by the ranks.

The protesting residents had also requested their removal. The protest also prompted a meeting between then Commander Brutus and Regional Chairman Renis Morian, who had expressed frustration at the allegations.

Recently, Morian and the outgoing Commander were at loggerheads following the detention of a Regional Councillor within the Regional Democratic

Council (RDC) over allegations of damage to property overseen by the Council. The Councillor was charged in connection with an incident at the Block 22 Multipurpose Hall at Wismar, Linden.

However, according to the Regional Chairman, the RDC (which is responsible for the facility) never made a report.

During an interview with the media last week, Morian further expressed dissatisfaction over the brief detention of the Councillor who had reportedly fallen ill during his detention, noting that he had written to the President

and Minister of State Joseph Harmon. He said he visited the outgoing Commander last Thursday but was met with much resistance.

When contacted over the issue, Brutus confirmed the visit by Morian and the accused Councillor, but indicated that it was the Regional Chairman who was arrogant in his actions during the meeting. He said after the matter against the Councillor was reported and some initial action had been taken, a report was subsequently done and sent for advice but the file is yet to return with the advice.

However, some charge was made and an arrest warrant was issued for the Councillor.

"An arrest warrant don't issue for you unless you're summoned or you sign a recognisance acknowledging that you have to go to court on a particular date and time," Brutus stated. He added that he was told that the Police had tried to execute the warrant on two occasions prior to the visit on Thursday; however the Councillor had indicated that his lawyer would be speaking to the Police.TURN TO PAGE 13

“Crapo” to know fate today

amid Latiff, also called “Crapo” of Cane Grove, Mahaica, East Coast Demerara, who allegedly stabbed his brother-in-law to death in 2013 will know his fate today.

Latiff is accused of murdering 16-year-old Mulchand Murilall, formerly of Patwah Scheme, Cane Grove. It was reported that the now dead teen was con-

fronted by the suspect, who was armed with a knife.

On Wednesday, Latiff’s trial continued at the High Court before Justice Jo Ann Barlow. Today, both the defence and prosecution will sum up their arguments, after which the jury will deliberate. During the murder trial, nine witnesses testified.

When the State’s final witness – Rajesh Liloutie, who is also known as “Alligator

Man” was called earlier this week, he told the court that on November 8, 2013, while being at the dwelling of the Murilalls, he was asked by the deceased’s mother to accompany Bhagmattie “Vashtie” Murilall, to the Police Station. He was said to be a friend of the family.

cused “shove something” in the deceased’s body, after which Latiff had thrown him overboard. The court also heard that while “Alligator Man” had not seen what “Crapo” shoved into the young man’s body, the murder accused allegedly rushed them with a footlong knife.

The witness, when crossexamined by Senior Defence Counsel Bernard De Santos, noted that he had not seen any injuries on Latiff on the night of Murilall’s murder.

It was reported that an argument had ensued between Latiff and Murilall, which led to the young man being fatally stabbed to his chest and under his left arm. Reports had also indicated that Latiff stabbed the 16-year-old when he was trying to protect his sister, Vashtie, after she ended her relationship with the murder accused. Later in 2013, Latiff was nabbed by Police at Springlands while allegedly trying to escape to neighbouring Suriname.

Empathetic Communication a viable tool in suicide prevention

T

he general consensus globally is that suicide prevention is a holistic endeavour and that any missing link in the chain will certainly significantly impede efforts to save lives.

Within this context the work done in schools and, among the 15-25 age group, must be supplemented so that the endeavours reach every school, at least high schools and youth entity Thus, The Caribbean Voice (TCV) urges the Ministry of Education, in collaboration with other stakeholders, to follow the lead of NJASM and organise a nationwide campaign to reach remaining schools with the workshop on self-esteem, self-acceptance, self-forgiveness and dealing with stressors.

Feedback from workshops held by NJASM and TCV (in collaboration with our partners, especially GIVE Foundation), have been offered disturbing feedback as across the board we have learnt that young people suffer from sexual abuse and to a lesser extent physical abuse and as well, many have suffered/ suffer from depression while some have even been suicidal.

Also, drugs and alcohol are creeping into the school system. No wonder the 15 to 25 age group displays the highest suicide rate.

This trend makes it urgently critical for guidance counsellors to be posted to schools as soon as possible. So once again we call on the Minister of Education, Dr Rupert Roopnarine, to fulfil his promise months ago to effect this measure.

The lives of children are more important than anything else and whatever the issue, it must be dealt with in an atmosphere of care, concern, understanding and forgiveness. Thus parents must not use language that would alienate their teenagers, make them feel unloved and unwanted, make them act in anger and/or haste or make them feel alone and lonely. And while parents can and must draw on their own experiences, as teenagers to better understand their own teens, they should not impose their views about how things should be on their teenagers since the issues parents faced when they were growing up and the environment of that time are not quite the

same as what exists today. Most importantly, parents need to understand any pain and agony their children suffer and let them know that with their parents’ love, care and help, things will get better.

With respect to relationships, especially if pregnancy is involved, parents must reach out for assistance to ensure that their teenagers are safe. The bottom line is that everyone makes mistakes as part of the growing up process. In fact even as adults, people still continue to make mistakes. So when teens make mistakes parents and loved ones must understand that it’s not the end of the world or even the end of life. Life goes on and parents must first help their teenagers deal with the consequences of mistakes made and then help them learn from those mistakes and move on in life. And, when necessary, parents must reach for help if they feel that they are not fully capable of providing the help needed by their teenagers.

While the focus here is on parents/children relationships, it must be noted that empathetic communication is also an important tool in all relationships and can make a critical difference in adult relationships. The fact is that empathetic communication is a great way to diffuse anger, create scope for dialogue and problem solving, and allow for mutual respect, understanding and trust. It enables each partner in a relationship to self-express in a context free from fear, threats and eventually violence.

Empathetic communication is a way of listening and responding to another person that improves mutual understanding and trust. It enables the listener to receive and accurately interpret the speaker’s message/words, and then provide an appropriate, non-threatening, affirming response.

Through empathic communication the listener lets the speaker know, “I understand your problem and how you feel about it. I am interested in what you are saying and I am not judging you.”

The effects include building of trust and respect; reduction of tension/conflict; free exchange of information and a safe environment that is conducive to collaborative problem solving.

In using empathetic communication the listener must be attentive, interested, alert and strive to create a positive atmosphere through non-verbal behaviour so that the speaker is neither afraid, nor hesitant in communication. The listener must not discount the speaker’s feeling, interrupt the speaker unnecessarily, constantly give advice or lecture the person, never criticise or condemn, but must display understanding and sympathy and let the speaker know that together the issues will be addressed.

Far too often the language used has driven loved ones to suicide. It is time for Guyanese to realise that the right communication is so essential to protect and foster relationships and to ensure that no one is driven to suicide.

he NEW GPC INC donated over 2500 handbills to the Guyana Fire Service on Wednesday as Guyana observes National Fire Prevention Week.

As a part of Fire Prevention Week 2016, the NEW GPC made its donation of safety handbills to the Guyana Fire Service at its headquarters at Stabroek, Georgetown. The donation given to the fire service is an annual venture by the pharmaceutical giant.

Marketing Associate of the NEW GPC, Elisabeth Ram, disclosed that the company is elated to be a part of Fire Prevention Week of activities 2016 and

hopes that the donation will be useful.

“We are happy to be on board again and we wish you all the best on future endeavours to curb the fire problem,” Ram said.

Division Officer in charge of Operations, Compton Sparman, who received the donation, thanked NEW GPC for their annual informative gesture and noted that the donations will definitely reach places that they are unable to reach.

“We would like to thank the NEW GPC for their kind donation for fire prevention week… we are pleased to have the corporate play their part. The Fire Service cannot stand alone since we provide a public service to

the community and any resources, whether it is fire prevention or protection we welcome,” stated Sparman.

Sparman continued that the handouts are very important to the Fire Service and will be distributed nationwide.

Fire Prevention Week began on October 9, 2016 and will conclude on October 15.

The activities that will be featured on the remaining days of the observance are a fire safety fair on the East Coast of Demerara on Thursday, another at the Guyana National Stadium, Providence, East Bank Demerara, on Friday and a fire safety outreach at the Guyana Fire Service’s Headquarters on Saturday.

Indigenous Ministry launches Sustainable Development Framework

he Indigenous Peoples’ Affairs Ministry on Wednesday launched its Sustainable Development Framework aimed at enabling Indigenous people’s development in Guyana.

Indigenous villages are now equipped with a framework aimed at ensuring they are strategically positioned on a sustainable developmental path.

This project came after calls were made for the Indigenous people to have “the good life” as was promised to all Guyanese by the current Administration during the presentation of its 2016 National Budget.

Under the framework, plans will be outlined and projects will be prioritised to ensure that the Indigenous community begins to develop.

Speaking at the event, Indigenous Peoples’ Affairs Minister Sydney Allicock said the Ministry is looking for a suitable way of fighting poverty for the people; as such, the programmes was being launched.

“Here is where we are looking for a suitable way of fighting poverty. And I believe that we could only fight

“I’ve heard that we have a hard life but the life became hard because we have lost our direction of being able to manage in our natural environment. And here is where there is a good opportunity to

have a framework to include those skills that are still there to making the communities stronger and better for the future,” Minister Allicock told those gathered.

Also present at the event was Executive Director of Conservational International-Guyana (CIG), David Singh, who endorsed the project pledging his support to the endeavour.

This framework will enable Indigenous people to curtail inefficiencies within their villages and to put them on a continuous developmental path.

ne week after Hurricane Matthew slammed into Haiti, more than 100,000 children are missing out on learning as their schools were either damaged or converted into shelters, the United Nations Children’s Fund (UNICEF) reported on Tuesday, stressing the urgent need to rehabilitate those facilities.

Meanwhile, on Monday, the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR) released a first partial report of extensive damage caused by Hurricane Matthew in the

agricultural sector.

“At least 100,000 children today will not experience the joy, safety and stimulation that being in a classroom brings,” said UNICEF’s deputy representative in Haiti, Jean Metenier, in a news release.

Schools across the country are reopening but, according to initial national estimates, at least 300 public schools have been partially or entirely damaged in the country and many others are being used to shelter displaced families.

UNICEF is working with partners to help set up

temporary learning spaces. Priorities include rehabilitating damaged schools, delivering adequate school supplies, furniture and teaching materials, and providing children with psychosocial support.

The Agriculture Ministry of released a preliminary report detailing hundreds of thousands of metric tons of production losses due to the hurricane and the loss of hundreds of thousands of livestock, as well as damaged or destroyed fishing boats and equipment, processing buildings, irrigation systems and farm roads.

Abortion laws may be relaxed for rape cases in El Salvador

ape victims in El Salvador may be allowed to have abortions under proposals put forward by the governing party.

The left-wing Farabundo Marti Liberation Liberation Front (FMLN) wants to allow abortion in cases of rape, risk to the mother’s life or if the foetus is unviable.

The practice is currently completely banned in El Salvador. The FMLN will need the support of an extra 12 lawmakers to pass the bill. The bill was backed by the President of Congress, Lorena Pena, who proposed that women whose life was at risk or those who had been raped or trafficked be allowed to end their pregnancy.

Salvadorean women have held marches to demand a change to the abortion law

Opposition lawmaker Ricardo Velasquez Parker said the FMLN’s proposal was an attempt to divert

attention away from the financial problems of the government, which is facing a massive deficit.

Velasquez backs a rival bill which would have abortion punished with up to 50 years in jail, the same as aggravated murder.Under current Salvadorean law, anyone who is found to have “provoked, allowed or carried out an abortion” can be sentenced to between two and eight years in prison.

El Salvador is not the only Latin American country with a strict abortion ban. Chile, the Dominican Republic, Honduras and Nicaragua also do not allow abortions under any circumstances.

Hurricane Nicole a serious threat Colombia’s FARC rebel leader sees as it heads straight for Bermuda solution to peace impasse soon

ith maximum sustained winds that have now increased to Category 2 strength, Hurricane Nicole is headed straight for Bermuda and residents have been told it is a “serious threat”.

Nicole, which formed last Tuesday morning and reached Category 2 hurricane strength two days later, before weakening and then regaining strength over the weekend, now has maximum sustained winds

near 100 miles per hour.

The Bermuda Weather Service (BWS) said Hurricane Nicole would pass within 25 miles of the island – which is considered a direct hit – today, and based on its slow movement, could lash Bermuda with 26 hours of tropical storm weather and hurricane-force winds for about nine hours.

“Nicole is a serious threat to Bermuda, and we cannot afford to have complacency with this storm,”

said Senator Jeff Baron, the Minister of National Security.

Ahead of Nicole’s approach, the BWS said, Bermudans can expect hazardous conditions including strong winds, heavy rain, thunderstorms and dangerous surf and rip currents. he leader of Colombia’s Marxist FARC rebel group Rodrigo Londono expressed confidence on Wednesday that a solution can be found to resuscitate a peace accord to end five-decades of war after voters rejected the hard-negotiated deal in a referendum.

Londono, known by his nom de guerre Timochenko, said he had met on numerous occasions with Government negotiators in Havana to find a way out of the impasse caused by

the shock vote on October 2 against the peace accord.

President Juan Manuel Santos is hearing proposals from representatives of those who voted against the accord, which was rejected by a razor-thin margin of less than half a percentage point, just 54,000 votes.

Led by hardline Opposition Senator and former President Alvaro Uribe, the “No” side wants leaders of the Revolutionary Armed Forces of Colombia (FARC) to lose their freedom for at least five years

and be banned from elected office. They were outraged that the accord offered 10 congressional seats instead of prison cells in return for ending a conflict that has killed more than 220,000 people.

Matthew as aid effort gains traction

N

ew tin roofs gleaming in the Caribbean sun and the sudden appearance of UN and US charity teams driving along now-cleared roads showed that southern Haiti was on Tuesday finally getting some of the aid it desperately needs.

But a week after Hurricane Matthew tore through the country, many remote area communities were still left to their own devices. Families with destroyed homes and shattered livelihoods waited and prayed

for help. Food and clean water were scarce to non-existent.

For the past week coconuts from the stripped and fallen trees had been sustaining villagers, many too poor to afford sacks of rice that have doubled in price since the disaster.

The landscape was one of cracked and broken trees and houses ripped open by the worst of the storm, which packed winds of 230 kilometres (140 miles) per hour.

So far the main aid handouts were by American

Christian groups. One of them, Samaritan Purse, gave out boxes of hygienic products – soap, shampoo, toilet paper – and white buckets with water-purifying chlorine pellets in them. UN agencies including the World Health Organisation and the World Food Programme are poised to distribute their own, far bigger stocks of aid from Wednesday.

The WHO is sending a million cholera vaccine doses to Haiti to curb a spike in cases following the hurricane.

US$10M campaign targets cervical cancer among girls in sub-Saharan Africa

partnership worth US$10 million (£8.1 million) to increase the uptake and awareness of a vaccine to protect girls from cervical cancer, which has higher death rates in sub-Saharan Africa than any other cancer, was launched on Tuesday.

Gavi, the vaccine alliance, announced it is joining forces with the Girl Effect to increase the demand for the human papillomavirus (HPV) vaccine in Rwanda, Ethiopia and Malawi.

While Gavi will ensure the vaccine is available in each country, the Girl Effect will use its networks to promote the vaccine to girls and their families via social

Latin America have the highest incidences. Left unchallenged, there are fears that by 2035 the number of deaths could rise to 416,000, more than 95 per cent of those in developing countries, which would make cervical cancer a bigger killer of women than childbirth.

National rollouts of the HPV vaccine have already been launched in Rwanda, Uganda and Honduras, while immunisation programmes have been set up in other countries, including Kenya. Malawi, one of the target countries in the partnership, has one of the highest mortality rates from cervical cancer in the world.

ritish Prime Minister Theresa May vowed on Wednesday to put the UK at the forefront of global efforts to eradicate modern slavery, warning human traffickers: “We are coming after you.”

May called for a greater urgency in tackling a borderless crime affecting 46 million people worldwide and generating US$150 billion in illegal profits a year.

“To the victims of modern slavery: We will not ignore your plight,” she said, speaking at London’s Westminster Abbey. “We will not turn away. We will not shut our eyes and pretend your suffering does not exist.

“We will work tirelessly, relentlessly pursuing the perpetrators of these appalling crimes so that victims of

slavery can go free. And my message to these criminals is simply this: We are coming after you.”

Britain last year passed tough anti-slavery legislation introducing life sentences for traffickers and forcing companies to disclose what they are doing to make sure their supply chains are free from slavery.

Last month, May pledged to use 33.5 million pounds (US$42 million) from the foreign aid budget to focus on combating slavery in countries which victims are known to be trafficked to Britain, where an estimated 11,700 people are enslaved.

he Indian Army said a three-day standoff with suspected rebels ended on Wednesday after security forces killed two attackers inside a Government building in the Indian-controlled portion of Kashmir.

Major General Ashok Narula called the operation “tricky” and said the fighting was protracted because “the building was huge and we didn’t want collateral damage”.

A soldier and a Police official were wounded in the initial fighting.

“Two people have been eliminated and two weapons have also been recovered,” Narula told reporters at the scene after the operation was declared over.

On Monday, assailants positioned themselves inside the sprawling Government

compound near saffronrich Pampore town on the outskirts of the disputed Himalayan region’s main city of Srinagar.

Army special forces, paramilitary soldiers, and counter-insurgency police surrounded the building while firing rockets, flamethrowers and grenades.

The fighters fired automatic weapons and grenades. The building was extensively damaged in the battle. During the standoff, scores of nearby residents gathered in the streets and chanted slogans against Indian rule in a show of solidarity with the gunmen, ignoring government orders to stay away from the area.

Indonesia passes chemical castration law for paedophiles

ndonesia’s Parliament has passed controversial laws authorising chemical castration, minimum sentences and execution for convicted paedophiles.

President Joko Widodo proposed the changes in May following the gang rape and murder of a 14-year-old girl.

The laws were subject to fierce debate in Parliament, with two Opposition parties voting against castration. Human rights groups have objected to the punishments, arguing that violence will not be stopped by violence.

The Indonesian Doctors Association said administering chemical castration would violate its professional ethics and said its members should not take part.

The procedure entails injecting convicts with female hormones. It is used on sex offenders in Poland, South Korea, Russia, and some US states, among others.

On Tuesday, White House Press Secretary Josh Earnest said the US was considering a “range” of “proportional” responses to alleged Russian hacking of US political groups.

Washington publicly accused the Kremlin of cyberattacks on election systems and the democracy itself

Samsung sends fireproof packaging and gloves for Note 7 returns

amsung Electronics Co Ltd said it was sending fireproof packaging and gloves to customers who bought the Galaxy Note 7 phone on its website, so they could safely return the devices after a recall and reports that some replacement phones went up in flames.

"A device containing a lithium ion battery subject to a recall must be shipped in accordance with Government regulations, and these special boxes are required by Government regulations,"

the South Korean phonemaker said in a statement on Wednesday.

The company, which permanently halted production of its flagship Galaxy Note 7 smartphone on Tuesday, said it was also scheduling appointments with Note 7 users to pick-up the affected device.

Samsung halted production of the phone less than two months after its launch, following reports that in some instances their batteries caught fire. Its decision to scrap the device after a recall

of 2.5 million units last month was a blow to its brand image and financial outlook.

A YouTube video by Android developer news site XDA Developers, which said it received a "return kit" and instructions from Samsung, showed a fireproof box that is "forbidden for transport by aircraft" and gloves to handle the device. The thermally insulated outer box that has ceramic fibre paper lining has two smaller boxes within it and a static shielding bag, the video showed. (Reuters)

Hurricane Matthew isn’t keeping The Bahamas’ tourism down

t is business as usual for hotels, resorts, dive operations and tours throughout much of The Bahamas following the passage of Hurricane Matthew last week.

Following the all-clear issued by the National Emergency Management Agency (NEMA) last Friday, the majority of businesses in the tourism industry in The Bahamas resumed operations, and the Bahamas Ministry of Tourism (BMOT) is sending the message out to

the world that many islands in The Bahamas are open for business.

The Bahamas Hotel and Tourism Association (BHTA), which is collating information from hotels, reported that so far “most properties throughout the islands of the Bahamas suffered relatively minor damage, with the exception of properties in Grand Bahama and Andros”.

“Most hotels in the Bahamas are open for business. Some hotels which are closed at this time to conduct

regularly scheduled maintenance, are taking advantage of this period to repair any damage incurred during the Hurricane,” it said in a statement.

The Port of Nassau opened on Sunday and cruise ship passengers continue to enjoy the beautiful beaches of The Bahamas and shopping in downtown Nassau.

Global shares remain lower, dollar up after Fed minutes

lobal equity markets remained slightly lower and the dollar a bit higher on Wednesday after minutes from a meeting of Federal Reserve policymakers last month indicated they might raise interest rates if the US economy continued to strengthen.

Market reaction was muted as there was little revelatory in the minutes from the September 20-21 meeting, with policymakers divided on how much longer they should allow the labour market and inflation to improve before lifting rates.

Oil prices fell one per cent after the Organisation of the Petroleum Exporting Countries (OPEC) reported its output hit an eight-year high in September, offsetting optimism over the group's pledge to bring a global crude glut under control.

Sterling rebounded from a brutal selloff since last week as British Prime Minister Theresa May's offer to give UK lawmakers a say in plans to leave the European Union calmed fears of a "hard Brexit" – an all-out clear break from the single market.

US equity markets rose before the release of the Federal Open Market Committee's minutes and

closed flat after a narrow, seesaw session. European markets and an index of global equity performance traded lower.

Quincy Krosby, market strategist at Prudential Financial, said the December 13-14 FOMC meeting will show whether Fed Chair Janet Yellen goes through with a rate hike she has been telegraphing since August.

"We remain where we were: a market still betting Chair Yellen wants a hike in December," Krosby said.

The Dow Jones industrial average closed up 15.54 points, or 0.09 per cent, to 18,144.2. The S&P 500 gained 2.44 points, or 0.11 per cent, to 2139.17 and the Nasdaq Composite lost 7.77 points, or 0.15 per cent, to 5239.02.

In Europe, the FTSEurofirst 300 index of leading regional companies closed down 0.45 per cent to 1336.17. MSCI's allcountry world equity index fell 0.29 per cent.

The dollar index, which measures the greenback against a basket of six major trading currencies, hit a sevenmonth high at 98.043 ahead of the FOMC minutes. It later traded up 0.24 per cent at 97.921.

"A December increase is still likely, perhaps for no better reason than to save face

for the FOMC members," Chris Gaffney, President of world markets at EverBank, said However, recent economic data does not indicate the case for raising rates has strengthened, Gaffney said.

The euro hit an 11-week low of US$1.1005 in early US trading, and was last down 0.34 per cent at US$1.1015.

The dollar was last up 0.70 per cent against the yen JPY= at 104.22 yen.

US Treasury yields rose to their highest levels in four months, with prices pressured by two auctions and growing expectations of a Fed rate hike this year.

Yields on shorter-dated maturities, such as two-year notes, which are more sensitive to Fed policy expectations, rose to their highest since early June ahead of the Fed minutes. Two-year notes were last up slightly in price to yield 0.8625 per cent.

Benchmark 10-year Treasury notes were last down 4/32 in price to yield 1.7745 per cent, with yields earlier rising above 1.80 per cent for the first time since June 3.

Brent crude fell 60 cents to settle at US$51.81 a barrel, while US West Texas Intermediate crude slipped 61 cents to settle at US$50.18 a barrel. (Reuters)

PPP/C to boycott presidential Road fatalities on the rise−Police … despite success of "Operation Safeway" address in Parliament today

n protest against President David Granger’s perceived abuse of executive power, the People’s Progressive Party/Civic (PPP/C) Members of Parliament will today boycott his special address in the National Assembly.

The PPP/C’s boycott was triggered by the President’s move to suspend trade unionist Carvil Duncan, pending the outcome of a tribunal, which was perceived to be wrongfully established by the Head of State amid an ongoing court case.

According to Opposition Leader Bharrat Jagdeo, it will be a dereliction of the MPs’ duties to listen to the Head of State’s lecture on good governance when he could not even respect the holder of a constitutional post and give him a fair hearing.

“We need to send a signal to this country, to PPP supporters as well as ordinary people, that we will not allow the hauling out of our democracy because if we don’t stop the initial steps, they are going to grow into an avalanche of activities aimed at denying us our rights,” Jagdeo told a public forum on corruption on Wednesday evening at the Sleepin Hotel on Brickdam.

Jagdeo argued that Granger’s attempt to persuade Duncan to vacate his constitutional offices was a blatant indication of abuse of executive power.

“The President, in this case, they called this man

over, Carvil Duncan and said to him ‘you leave the job, resign and you will get a financial package’ and then the President said, ‘I don’t want blood on the carpet’, what does that mean?

Now this is the President, the holder of a constitutional office talking to another person who is protected by the Constitution and he is told to take a package and resign because ‘I don’t want blood on the carpet’?” he stressed in his bid to expose the questionable practices of the Government and alert citizens to the threat to democracy.

“Who is safe in Guyana if a person who has constitutional protection, who is protected in his function in the position he holds by some entrenched clauses in our Constitution, when they come, as I said before once, when they come after the guy who has the core home, the poor man, the woman on

the street, the vendor, the waitress, when she has to go and face the brunt of the Government, who is going to protect her if they can’t respect constitutional offices… Our worry is not just about Carvil Duncan, it is when they come for you, the ordinary people,” Jagdeo explained.

In the past, the Opposition PPP/C had staged a number of boycotts and walkouts of several sittings of the National Assembly as a means of protest against acts which it deemed unconstitutional, undemocratic or not in the best interest of the general populace.

Notwithstanding the boycott scheduled for today, the PPP/C parliamentarians will participate in the other proceedings, like the debate on the National Youth Policy, which is on the order paper for today’s sitting.

s traffic enforcement efforts continue countrywide to curb recklessness on the roadways, the Guyana Police Force (GPF) has stated that there has been an increase in road fatalities.

According to the Police, some 100 deaths were recorded at the end of September, which is 10 more deaths than what was recorded during the same period last year. This represents an 11.1 per cent increase in road deaths.

There was also a 21 per cent increase of fatal accidents with 92 cases this year compared to 76 last year; while children deaths on the roadways have decreased by 25 per cent with nine cases this year compared to 12 cases in 2015.

However, it was noted that had it not been for the operationalising of ‘Operation Safeway’ in mid-September, that figure would have likely been higher.

Moreover the Police said that to date, there was a reduction in serious accidents by 12.2 per cent with 259 cases this year compared to 295 last year and minor accidents by nine per cent with 364 cases in 2016 against 373 cases in 2015.

However, damage accidents for the year increased by two per cent with 682 cases this year, compared 626 cases last year.

From January to September, the Police highlighted that the main cause of fatal accidents remains speeding with 53 cases, fol-

lowed by inattentiveness in second with 19 cases and thirdly, driving under the influence of alcohol coupled with speeding accounting for 14 cases.

Nevertheless, the Police Force said “‘Operation Safeway’ is already creating an impact on the operators of all classes of vehicles with special emphasis placed on speeding, driving under the influence of alcohol and the other areas of concern, in order to reduce the carnage on our roads.”

To this end, they reported that during the period September 15 to October 11, ‘Operation Safeway’ saw an overall decrease in all categories of accidents. This includes fatal accidents reducing by 44.4 per cent, serious accidents by 46 per cent, minor accidents by 32.1 per cent and damage accidents declined by 36.1 per cent.

Additionally, some 5403 traffic cases have been recorded thus far including 1712 persons charged for speeding. B Division (Berbice) had the highest number of offenders with 640 cases of speeding, while A Division (Georgetown-

East Bank Demerara) came in second with 533 cases, followed by C Division (East Coast Demerara) with 224 cases and D Division (West Demerara-East Bank Essequibo) with 115 cases.

Divisions E (LindenKwakwani) and G (Essequibo Islands) recorded 82 and 51 cases respectively, while F Division (Bartica-Interior Locations) had no speeding cases.

On the other hand, some 2669 persons were tested for alcohol, of which 392 were found to be above the limit and were charged with Driving Under Influence (DUI). Of these cases, some 352 breathalyser tests were done in the night and 40 during the day. A Division recorded the highest number of DUI cases with 87, followed

by B Division with 74, then D Division 59, C Division with 54, G Division with 35, F Division with 32 and Traffic Headquarters (Georgetown) with 30 cases. Division G recorded the lowest number of DUI cases with 21.

Meanwhile, the Guyana Police Force has charged 54,097 persons with traffic offences so far this year. Shabaaz calls time on Golden Jaguars career

S

outh Africa inflicted a first-ever five-match ODI series whitewash on Australia with a tense victory that underlined the main difference between the two sides. Not only was Australia’s inexperienced attack unable to challenge South Africa’s batsmen, but their batting line-up, bar David Warner, could not keep up either.

Warner scored his second century of the series and was Australia’s only real hope of pulling off the highest successful chase at Newlands to take home a consolation win after Rilee Rossouw’s third ODI century - a 118-ball 122 propelled South Africa to 327 for 8. Warner’s 173 was six short of a career-best, but could have ended on 11 when he edged Kagiso Rabada to slip. Quinton de Kock dived in front of Hashim Amla and spilled the chance. Warner made South Africa pay, but he lacked proper support.

Aaron Finch partnered eventual Man of the Match, Warner in a 72-run opening stand, but a double strike from Imran Tahir and a wicket to Andile Phehlukwayo saw Australia lose three wickets for just two runs. Travis Head then shared a 90-run fifth-wicket stand with Warner, but

by then the required run rate had escalated to over eight an over with 23 overs left.

South Africa had not scored that quickly at any stage but were consistently attacking, thanks largely to Rossouw.

Brought into the squad as AB de Villiers’ replacement and used in every match, he topped up on his twin half-centuries from the opening two matches by reaching three figures in this one. Rossouw shared in a 178-run fourth-wicket stand with JP Duminy to account for more than half of South Africa’s total - the second highest at Newlands.

The most impressive aspect of South Africa’s performance was how easily runs came. Upfront, de Kock and Hashim Amla began in imperious fashion against an inconsistent Australian new-ball attack without John Hastings.

Despite being the most experienced member of the pack, Australia chose to rest him and give Joe Mennie another run, and it proved a decent decision.

Mennie recovered from his nightmare debut to pick up two quick wickets. After de Kock chipped a catch to short cover off Boland, Mennie bowled Amla with a ball that straightened to hit off stump. Two overs later, he tempted South Africa’s captain Faf du Plessis into a drive and beat the inside edge onto the stumps. It would be more than 27 overs before Mennie took his next wicket, but by then Rossouw, who played a chanceless knock, was on 99.

The spinners struggled as much as the seamers. On a flat track, legspinner Adam Zampa posed none of the same threat he had in earlier matches while Head’s parttime offspin had equally little effect. Rossouw and Duminy scored quickly - Rossouw’s fifty coming at a run a ball and Duminy’s off 47 - and with 20 overs to go, South Africa were headed for 350.

When Rossouw reached 99, Duminy was so anxious to get him on strike that he carved a ball to backward point while trying to drive into the covers. George Bailey took the catch and Duminy missed a century of his own. Instead, it was David Miller who enjoyed mid-pitch celebrations with Rossouw before being tasked with the responsibility of finishing strongly.

Australia, with luck on their side, wiped out fifty inside eight overs. Warner was not the only one to enjoy a reprieve. Aaron Finch benefitted too when Steyn put down a chance off a top-edge, off Abbott.

Enter Tahir. His opening over included a flat delivery, a legbreak, a googly, a flipper, a slower ball, a straight one and two wickets. Finch was bowled going back to cut the flipper, and Steve Smith went the same looking to drive a straight ball. Warner brought up his fifty the ball after Smith was dismissed but Australia’s cheer was shortlived as Phehlukwayo was rewarded for his accuracy when George Bailey inside-edged a length ball onto his stumps.

Boundaries dried up as Australia then went 55 balls without one.

For every blow South Africa struck, Warner had a response. He took two fours off Rabada soon after to get into the nineties and two more off Phehlukwayo to reach 99, before bringing up a hundred off 88 balls. His celebration was subdued; he knew he had more to do.

Australia entered the last ten overs needing 99 runs, but began that quest with Head skying a pull off Abbott.

Matthew Wade was caught behind for 7 to leave Warner wage a lone battle. And he looked like set to drag them over the line till the 47th over. Australia needed 41 runs from the last three overs when Warner sent the ball to deep point where Tahir was stationed. Warner wanted a second run and took on Tahir’s arm but, in a microcosm of the battle that ran throughout the series, did not win.

Head Coach of the Golden Jaguars Jamaal Shabazz has called it a day with regards to coaching the national team after a hot and cold period of approximately 10 years. The highlight of the Trinidadian career in charge of the Jaguars came against his native Soca Warriors on November 11, 2011 (11-11-11) when Guyana prevailed 2-1 which coincided with the best ever FIFA world ranking of 91.

Tuesday evening at the Leonora Stadium, Shabazz had a chance to better that record by defeating the Caribbean giants, Jamaica but the Jaguars were caged by a miraculous come from behind 4-2 victory by the Reggae Boyz.

The 52-year old in his farewell address on Tuesday after the match said, “I have given ten years of my life, I have become, Guyanese, it took a tremendous sacrifice, I realize I don’t have to be a national coach to contribute to the Guyana development; I have a contract with the administration and work a good way so that I can go, some will be happy, some will be sad.”

Shabaaz has always been an outspoken about issues surrounding the team believes that a less controversial figure might suit the team.

He stated, “Maybe the time has come for someone with fresh eyes and is not as controversial and who is less afraid to take on the politicians and is more conservative; I will never be a conservative person.”

Accepting full responsibility for loss Shabazz said he takes full responsibility for the nation’s disappointing loss to Jamaica in round three of the Scotiabank Men’s Caribbean Cup on Tuesday at Leonora.

According to the Trinidad and Tobago native “It is fair for me to take responsibility for the loss today [Tuesday] but I must applaud the efforts of the younger players even the experienced ones. I don’t think we could have given anymore, we gave what we had in the tank.”

Shabazz said credit must be heaped on the Jamaicans who thought Guyana a lesson on how to fashion a result compliments of their reputation, indicating “This is a learning curve for Guyana, we wanted to go away saying we defeated the Caribbean champions but what you put in is what you will get out. We gave what we could give and the nation feels the pain as we feel the pain.”

“This is football, we worked hard and we rejoiced when we were on top and when we lose, we feel the pain as a nation, this must be a memorable moment for us. Some players had to use saline solution to continue on the field, they have everything and we have a team for the future” he said.

Asked about the difficulties faced during his three tenures, Shabazz said “It has been difficult in order to train and to camp and get facilities because we have no facilities. We have to play in the cricket stadium and only can train when we are told to.”

“We thought when the government changed we would get it but we never got it. The least you can get for football is a field. Guyana is a big country with a small population and look at the facilities for football. Football has run down and dilapidated facilities” he added.

Ben Stokes made 47 not out and Chris Woakes sealed the win with 13 balls to spare with a glorious straight six.

fter surrendering their title last year in the competition, the National Men’s ruby team, Green Machine have begun early preparations for this year’s championships which will be held on November 12 and 13 in Trinidad and Tobago.

With the aim of reasserting their dominance on this version of Rugby, head coach Kenneth Grant – Stuart has kicked off preparations on Wednesday at the National Park Rugby Field with some gruelling fitness drills.

The head coach is adamant that the players need to improve their fitness ahead of the championships and the work must begin from now.

“This is the first day of training, we are focusing on fitness and the guys look really upbeat; those that are here are happy and we only have half of the squad, with much of them being the younger players; training is the same basically, we are trying to tweak it a bit more so the younger players could fall in and get up to scratch with the senior players,” Grant – Stuart said.

He further stated that “the sessions will be very intense heading forward, I will be having briefing with them of what is expected and the road will be smooth from there”.

Last year at the Cary, North Carolina at WakeMed Soccer Park, the ruggers were the defending champions but placed fifth and continued their dominance over Jamaica with a 19-5 victory.

However, Guyana’s overall performance placed them third in the Championships which was not enough to earn qualification to the 2016 Olympic Games in Rio. Cognisant of what is ahead this time, the coach explained that the team knows what is required of them at these championships.

Pollard, Ramdin dropped from ODI squad

est Indies have dropped Kieron Pollard and Denesh Ramdin from their ODI squad for next month’s triseries in Zimbabwe, which also features Sri Lanka.

Courtney Browne, the head of West Indies’ selection committee, informed Pollard and Ramdin about their axing via email.

The emails, accessed by ESPNcricinfo, were sent by Browne earlier this week.

Browne’s message to both players was straightforward, saying they had been dropped and telling them they were free to seek clarification from him or the selection panel if they wanted. Considering the squad has not been officially announced yet, ESPNcricinfo sought a comment from the WICB on Wednesday, but the board did not respond.

Both Pollard and Ramdin had poor returns in the recently concluded limited-overs series against Pakistan in the UAE. Pollard managed 43 runs in the three T20s, and bowled two overs, going wicketless.

In the three-match ODI series, which West Indies lost 3-0, Pollard scored 42 runs at an average of 14.00. He took one wicket in the 12

the squad for the four-Test series at home against India earlier this year. Ramdin made the news public on Twitter before the squad was announced, and was subsequently sanctioned by the WICB. Ramdin has en-

dured difficult times in the past 18 months. Despite helping West Indies level the Test series 1-all at home against England, Ramdin was stripped of Test captaincy immediately after the 2-0 home Test series loss to Australia.

Pollard, meanwhile, has had mixed returns since returning from knee surgery last November. Pollard was picked for the tri-series at home in June, involving Australia and South Africa, and was instrumental in West Indies finishing as runners-up, scoring 205 runs at 41.00 including two half-centuries.

Browne, who replaced former West Indies captain Clive Lloyd as chairman of selectors in June, has taken some bold decisions during his short tenure, including dropping Darren Sammy after he had led West Indies to their second World T20 title.

Former West Indies player returns to Malteenoes

ecently discarded as the number one ranked Test team, the ‘host Pakistan will face a very inexperience West Indies team in the first of a series of three matches in the United Arab Emirates.

The Caribbean side was badly beaten in the T20s and One Day International but a final opportunity is available for them to make an impression on this tour.

However, that is easily said than done because it is Test cricket. The version the visitors have continuously

ormer West Indies player Colin Stuart makes his return to the Malteenoes Sports Club (MSC) after a hiatus which started after his first class career ended more than a decade ago.

From 16:45h today the former right arm fast bowler will be facilitating a one hour coaching programme and motivational chat with the junior and senior players, especially the fast bowlers of the club where he would have played most of his cricket.

The initiative is expected to be the first of a series of exercises which will be done to improve the basic skills of the players as well as aid in their social development.

Stuart is currently the Territorial Development Officer (TDO) at the Guyana Cricket Board (GCB), who is tasked with the responsibility of assisting the GCB in its mandate to develop and promote cricket across the country. He is also in the process of completing the level 3 coaching program and was recently the coach of the Georgetown Franchise at the inaugural three-day Jaguars Franchise League.

Colin Stuart Stuart, who was first selected to the West Indies team to replace Curtly Ambrose in Trinidad and Tobago against Sri Lanka after the 1996 World Cup, was involved in 11 international matches for the West Indies in a brief career. The fast bowler, whose career was hampered by injuries has played 52 first class games bagging 144 wickets while in 20 List A matches he claimed 23 victims. During his professional career he played for West Indies, Guyana and later for teams in Jamaica (Melbourne), Canada and Australia.

Stuart promises to make the session a fun one but at the said time it would be meaningful as he would lecture along the path of how they should approach training and the whole play development as well as to give some guidance on how they should go about doing so. The other part of the exercise would be the practical aspect where he would do some observations and give feedbacks.

Wolf Challenge Cup

he best four teams in each category of the Wolf Challenge Cup have been decided following quarter final action last Sunday at the Demerara Cricket Club (DCC) ground, Queenstown.

The tournament is organized by the Guyana Floodlights Softball Cricket Association (GFSCA) is now at the business end and in the opening quarter final clash in the Master’s category it was Wellman Masters who were did well to stun the Wolf Warriors Master’s.

Batting first, Wellman put on 165/8 from their allotment of 20 overs. Latchman Kallicharran top scored with 46 while Ken Dindayal made 26. B. Hassan and H. Dhanraj tried their utmost with the ball to stop the run scoring but only managed 2 wickets a-piece for 33 and 40 runs respectively.

Wolf Warriors Masters were then bundled out for 126 falling short by 39 runs.

Regal Masters defeated Fisherman Masters by seven wickets without much fuss in a low scoring affair.

After taking first strike, Fisherman’s Masters were bowled out for a paltry 103 in the 19th over. Regal Masters captain, Throy Kippins and Raymond Harper with four wickets each were unplayable while Shaeed Mohamed picked up the other two as only Jagdish Persaud and R. Wilson with 20 runs each offered any resistance.

Fazleem Mohamed and Eon ”Rapper” Abel then wasted little time in the run chase getting to 104/3 halfway through the 14th over.

Mohamed ended on 64 while Abel scored 34. B. Heeralall picked up two for 13.

Ramlinggum Mangali was the best Albion Masters bowler with 3/28 while Veerapen Moonsammy had 2/12. In reply, the Berbice side got 67 from Moonsammy and 37 from John Sumair to finish on 168/5 from 18

overs. Ron Johnson tried his best but his 4/16 was not good enough to stop Albion Masters from advancing to the next round.

The semi-final fixtures will see Wellman Masters taking on Parika Defenders on Pitch One at 10:00h on Sunday October 16 at DCC while on Pitch Two also at 10:00h Regal Masters will battle with Albion Masters for places in the final which will be played on October 23 right at DCC. In the open category, in semi-final one Speed Boat will look to power ahead of Wolf Warriors on Pitch One at 13:00h while Regal All-Stars will slug it out against Herstelling Raiders on Pitch Two simultaneously.

The four female teams in the semi-finals are Trophy Stall Angels, Wellwoman, 4R Lioness and Enterprise Divas but will not be in action until next week on the day of the finals from as early as 10:00h.

Over 150 teams to challenge for honours

n its drive to develop and promote cricket throughout the country the Guyana Cricket Board (GCB) has for the second successive year set off on a journey to ensure the game is played at the school level.

Yesterday the entity launched the second edition of the National Secondary Schools Cricket League (NSSCL) at the GCB office. More than 150 schools in the Guyana Teachers’ Union (GTU) Zone and District format have been targeted to participate in this phase of the tournament toward realizing an overall winner.

The League is a knock out tournament where the losers will exit the competition immediately. This format will witness an inter school competition within 20 zones/district across the country. The zones matches will then progress to an inter district format, and then national finalist.

This same structure shall be employed for the selection of better players within the zones and district. Zones/District, for which there shall be winning zone and district teams.

The zones and districts that will be involved in the league are: Corentyne, Lower Corentyne, New Amsterdam/Canje,

Minister of Sports, Nicolette Henry commended the organisers, the sponsors and all other stakeholders, who made the competition possible. The Minister informed the gathering that her ministry firmly believes that extra-curricular activities such as music and sport in any form plays an integral part in helping us to produce well rounded students and the rebirth of cricket in the school system is a most welcomed one. She said her Ministry is in full support of the initiative and pledge support for the event, stating they will provide any assistance that is necessary.

Henry concluded by encouraging all the participating team to play positive. “To all the teams participating, I encourage you to play attractively, positively and ensure that there is high quality competition, and of course, may the best team win.”

The administrator of the National Sports Commission, Gurvey Harry shared his experience as a school cricketer while giving guidance by encouraging students to make full use of the opportunity provided to them. He also highlighted the fact that many sports personalities are able to

At the launch which took place in the Guyana Cricket Board Secretariat on Regent Road, Territorial Development Officer (TDO) of the GCB, Colin Stuart indicated that the launch follows the conclusion of one of the GCB’s most prestigious league, that of the Jaguars threeday League. “While that league took on a semi-professional nature, where players were paid for their duties, the NSSCL is perceived as very significant, in that it forms a valuable instrument from which the GCB can begin to assess players’ talent and to implement strategies geared at their development. These strategies may include directing players to clubs close to their homes or schools, and to involve them in progressive empowerment programs”, detailed Stuart.

The former West Indies fast bowler indicated that the league is viewed as invaluable, - irreplaceable, so much so, as it involves a good mix of experience and novices players. It was posited that last years’ league enjoyed participation of such experienced players, such as national youth player Ashmead Nedd.

According to Stuart an examination of the 2015/2016 NSSCL, found that a number of players from this school league went on to participate in Inter Association and Inter County tournaments.

Subsequently, President of the GCB, Drubahadur in his remarks, thanked the school for their overwhelming support to the NSSCL. He indicated that the progress that the GCB is making in the development of players could not be possible without their valuable support. He commended the Ministry of Education, the Allied Arts Unit, the National Sports Commission, and the Child Care and Protection Agency, for the continued sterling contribution to sports, in particular cricket.

The President also thanked Digicel for their valuable sponsorship during the 2015/2017 period GCB/NSSCL and encouraged them and other corporate sponsors to get on board with the GCB’s progressive cricket development program.

Orette Francois of the Child Care and Protection Agency indicated the significant role the agency is playing in supporting the GCB in delivery coaching programmes and competitions to players in a safe and fair environment. He emphasized the nature of the collaborative programs over the two years and said that the Child Care and Protection Agency looks forward to assisting the GCB to set policy driven standards.

The secretary of the GCB, Anand Sanasie indicated that the feat of the GCB is no easy task, and acknowledged the supportive role that the National Sports Commission is making, along with corporate Guyana to ensure that cricket in Guyana is developed and promoted in the best possible way. Sanasie opined that the GCB will continue to assess and examine ways in which the Guyana Cricket Board can broaden its delivery of service in manner that is meaningful and productive. He encouraged the schools and players to make full use for the opportunity provided to them, and simultaneously thanked them for their continued participation and support.

Once again the mother Board of cricket in Guyana has hit the hammer on the right nail with the continuation of the school challenge. However, the Board should consider coaching programmes prior to the tournament so the new or weaker schools could be more competitive. Secondly, the tournament should be done on a round robin format to have a better look at players’ development. Next, besides talent spotting by the GCB, they should collaborate with the clubs around the country so their representatives could also be present at the matches to encourage the players to join the club or give them free membership to help build back club live in Guyana.

The tournament gets underway today with two matches in the city. It will start with each team facing 30 overs per side before advancing to 50 overs per side to the latter part of the tournament.

At the Georgetown Cricket Club (GCC) Ground Bourda, The Business School will face The Bishops’ High School while at the Demerara Cricket Club (DCC) Ground St. John’s College will tackle St. George’s High School.

Guyanese left-handed batsman Vishaul Singh hit 16 fours from 306 balls in his workmanlike innings

ice-captain Vishaul Singh struck a careerbest fifth first class century to spearhead a massive West Indies A batting effort on the second day of the second four-day “Test” against Sri Lanka A on Tuesday.

Unbeaten on 81 overnight at the Pallekele International Cricket Stadium, the lefthander carved out a superb 161 to lift West Indies to 509 for nine declared in their first innings.

Opener Rajendra Chandrika, who had retired hurt on 51 on Tuesday’s opening day, returned to make 84 while tail-ender Kemar Roach chipped in with 39.

At the close, captain Dimuth Karunaratne was holding the hosts’ innings together with an unbeaten 66 as they reached 128 for four – still 381 runs behind heading into Thursday’s penultimate day.

Wicketkeeper Niroshan Dickwella was not out on 38 and has so far put on 91 for the fifth wicket with Karunartne, a partnership which pulled Sri Lanka A around from danger at 37 for four. Seamer Roach trapped Avishka Fernando lbw for seven at 19 for one and Test batsman Lahiru Thirimanne followed for three at 32 for two when he was caught at the wicket off fast bowler Keon Joseph, who has taken

two for four from four overs.

Joseph removed Roshen Silva for a first-ball ‘duck’ at 36 for three and with a run added, Charith Asalanka was lbw to off-spinner Rahkeem Cornwall for one.

However, first “Test” century-maker Karunaratne produced yet another excellent innings to stave of the collapse, facing 124 deliveries and counting 12 fours while Dickwella has struck two fours in his 65-ball knock.

Earlier, resuming from their overnight 331 for five, West Indies A flourished thanks to the Guyanese pair of Vishaul and Chandrika who put on 54 for the sixth wicket. While Vishaul faced 306 deliveries and struck 16 fours, Chandrika hit nine boundaries off 84 balls, falling with his second first class century in sight when he was lbw to leg-spinner Jeffrey Vandersay. Vishaul, who reached triple figures 40 minutes before lunch, then added a further 90 for the seventh wicket with Roach who hit four fours and two sixes in his 80 balls at the crease. The partnership took West Indies to lunch at 410 for six and helped the visitors increase their dominance in the second session, before Roach finally departed, an hour after the resumption.
