olice are investigating the circumstances surrounding the death of Suresh Mangru, whose lifeless body was discovered about 04:30h on Wednesday, on the western parapet of Garden of Eden Public Road, some 400 yards from his home, with injuries to his head and ribs, consistent with that of a vehicular accident.

Based on reports reaching this newspaper, Mangru was last seen walking out of his street into the Public Road

told Guyana Times that the elderly man resided alone in an adjoined property and was taken care of by other relatives, as his former wives and children lived outside of the country. The nephew stated that his mother, up to the time of her passing, had tended to the daily needs

of her elderly sibling.

A relative of the deceased pensioner disclosed that Mangru would usually take late-night strolls on the road and was late last year struck by a passing car during one of his late-night ventures. He was reportedly hospitalised briefly as a result.

Mangru, who was described as a friendly and quiet individual, leaves to mourn some three exwives and several children.

The body is presently at the Lyken Funeral Parlour awaiting a post-mortem examination.

British Govt signals intention to review

he British Government has signalled its intention to review the ban on greenheart, following a meeting on Tuesday between the Private Sector Commission (PSC), the British High Commissioner and Baroness Anelay.

Greenheart is widely used in the United Kingdom and the rest of Europe in marine applications. The specie of lumber is unique to Guyana and in 2015, the UK Environmental Agency issued a procurement ban citing inadequate sustainable sourcing.

The PSC at the meet-

ing brought the issue to the fore, noting how it affects the Private Sector as well as Indigenous communities.

British High Commissioner, Greg Quinn, assured the Commission that his Government is currently reviewing the ban.

The Commission in a statement said the Baroness, who is also the Minister of State of the Foreign and Commonwealth Office of the United Kingdom and Member of the UK House of Lords, expressed her Government’s total commitment to Guyana’s position as it relates to the border dis-

pute with Venezuela. The possible environmental impact of oil and gas was also discussed.

“A discussion of the decline in the local economy which has been caused partly by a fall in commodity prices but exacerbated by excessive taxation and a lack of confidence on the part of investors; the State Assets Recovery Agency (SARA) Bill and its implications was also raised,” the statement read.

The Baroness made a brief visit to Guyana and met with Government and other stakeholders.

t was commotion and high drama when the Chairperson of the Parliamentary Sectoral Committee on Social Services, Dr Vindhya Persaud defied efforts by management of the Georgetown Public Hospital Corporation (GPHC) to restrict her delegation from accessing the drug bond during an organised tour of the facility on Wednesday.

At the beginning of the announced tour, Committee members were informed that the tour will be confined to four departments – Accident and Emergency, Surgical Outpatient, Cardiac ICU and the Paediatric Unit.

But as the visit winded down, Dr Persaud felt it was necessary to visit the bond in light of its importance to the operations of the Hospital.

Tension immediately rose however when the Chairperson of the GPHC Board, Kesaundra Alves and other hospital staff attempted to prevent the parliamentarians from visiting the area.

Alves insisted that the bond was not included in the tour as no preparations were made by the staff to facilitate the visit.

Nonetheless, Dr Persaud led other Committee Members including Alister Charlie, Dr Vishwa Mahadeo, as well as media personnel into the bond despite the resistance.

She noted that most of the departments they visited were in excellent condition and believes the tour was carefully orchestrated to prevent the Committee members from uncovering faults.

Given the strenuous efforts exhausted to prevent the Committee members from accessing the bond, Dr Persaud said it appears that the GPHC has something to hide. Based on her brief, observations from within the bond, Dr Persaud said she also noticed that some of the drugs were not properly stored.

Unsatisfied with the visit, the Chairperson of the parliamentary Committee said she will ensure that another tour is organised.

In terms of injections, she said the pharmacy is out of immunoglobulin, midazolam, fortum, and insulin.

Regarding tablets, she said the pharmacy does not have aspirin, metoprolol (which is critical for the treatment of cardiac patients, chest pains and hypertension), and atorvastatin for cholesterol patients.

State media and press freedom

O

n Wednesday, Guyana observed “World Press Freedom Day” under the theme, “Critical Minds for Critical Times: Media’s role in advancing peaceful, just and inclusive societies”. Utilising criteria based on constraints and pressures placed on media by the Government, on the World Press Freedom Index, issued by “Reporters without Borders” (RSF), Guyana’s ranking slid three places downwards.

The RSF noted, “Although Guyana’s Constitution guarantees free speech and the right to information, officials often use its defamation laws, which provide for fines and up to two years in jail, to silence Opposition journalists. The members of the media regulatory authority are appointed directly by the President. This restricts the freedom of certain media outlets which are denied licences. Journalists are subjected to harassment that takes the form of prosecutions, suspensions and intimidation.”

But in addition to the negative pressures on media, governments in a democracy have an affirmative duty to encourage the freest possible dissemination of information to the people so that they may make informed choices in governance under the principle: “rule of the people, for the people and by the people”. Under “Public Interest Theory”, State ownership of the media is justified under the contention that private media may only represent the interests of the ruling strata in general, and their owners, in particular.

The State media, then, is supposed to represent those citizens who are excluded by the private media: they should provide “a voice to the voiceless” against all forces that would seek to ignore them in the articulation of what should constitute “national” interests. From this perspective, the State is acknowledging that the right to be heard is an inalienable right of the people and it is the State’s responsibility to facilitate this right. These are the reasons proffered, for instance, by the BBC in Britain for their role as a media group owned by the State.

In Guyana, however, the State went into the media business under a totally different premise: “Development Support Communications”, in which the State media was part and parcel of the Government’s developmental thrust.

Its primary function was to have the media disseminate what the Government decided ought to be published. Burnham informed a UNESCO conference in 1974 in Georgetown: the Government “has the right to own sections of the media and the Government has the right, has a right as a final arbiter of things national, to formulate a policy for the media so that the media can play a much more important part than it has played in the past in mobilising the people for the development of the country.”

In reality, however, State media became an arm of the Executive and took warmly to its role in viciously attacking the Opposition and any citizen who may have disagreed with the policies or actions of the Government. This orientation for the State media has remained more or less intact since, and contrary to the protestations of those presently in Government, the State media is still used as an arm of the Government.

The Prime Minister, who is in charge of the media, infamously berated a reporter of the State newspaper for his article on a Budget debate that explained the Government “blundered”. Since this concerned a matter that most intimately involved the public – spending of their taxes – it illustrated the misapprehension the Government suffers under about the proper role of the State media. Most recently, the State media was also used to attack members of the Judiciary, which remains the sole bulwark against authoritarian governance, on behalf of the Executive.

In the State media, the Government receives an inordinate amount of coverage at the expense of the Opposition – even though this was a source of bitter criticism in the past. The Prime Minister also has appointed his chief spokesperson as the Chairman of the Board of the State newspaper.

In Guyana, positive press freedom is curtailed by the Government’s misuse of the State media.

Effective solid waste management stakes are high Dear Editor, It is heartening to see efforts by Director Walter Narine and team of the Mayor and City Council’s Department of Solid Waste.

The department has conceptualised a compost project, that if actualised, could be monetised and become an additional revenue stream for the municipality while playing a huge role in the holistic health of our environment.

More recently, Narine and team at our recent municipal health fair demonstrated the positive effects of waste separation by converting organic waste into fertilisers through a simple composting mechanism; hoped to be rolled out to primary schools in the city shortly. The department’s offering at the fair included a bio-digester, and mats made from plastic bags.

These efforts underline the importance of Government’s draft strategy, “Putting Waste In Its Place: A National Integrated Solid Waste Management Strategy for the Cooperative Republic of Guyana 2017- 2030”. I had

offered, in these pages, that that strategy is comprehensive, and in our transition to a green economy signals the need for a holistic approach to solid waste management; the Strategy is in depth and breadth what it is in coherence and eloquence.

Additionally, what will be vital to the sustainability of this integrative approach will be its evaluation and monitoring not only in a Solid Waste Management Authority in coordinating the implementation but also in performance evaluation that is fact based and real-time, which makes use the technological tools at our disposal. This management process must be data, software driven.

The high cost and increase in solid waste are in keeping with global trends and underscored dire need for interventions at all levels.

Two important issues to be pursued on the legislative end will be endowing the city with its own municipal court for the redress of such local issues and also the remitting of fines to the

municipality which goes in tandem with the costs associated with successfully prosecuting such infractions, though in the case of the former there might be a disincentive to pursue this as, for example, fines for litter related offences only amounted to $362,000 over the last year which would be far below the cost of prosecutions, administration and management of such a system.

As levels of consumption increase, more attention is being place on solid waste management globally.

According to an online article, “Report: Solid waste issues more frequent topic for local governments”, which based its content on a US ‘Waste Alert Report’, “which analysed 1699 agendas and minutes from 807 meetings – solid waste or recycling issues came up in 26 per cent of local government meetings during the first quarter of 2017. This information came from municipal, borough and county meetings across 16 largely Western states.”

“The report shows that the most common instanc-

es were about financial issues, followed by future planning for facilities and infrastructure and then direct mentions of companies – often relating to franchises. Changes to contracts or regulations were also common themes.”

In effective and efficient Solid Waste Management the stakes are high; the threat to human life and the environment is real in every regard. Standing by and doing nothing is not an option. Yet there is a dire need for our collective strategies to be grounded in reality and as an anchor underlying the national Strategy’s myriad features will be the efficiencies in the coherent interaction of system processes. As a local government Councillor, it is my hope that we can bring a rich and robust discussion of this issue to councils across our country, discussions that lead to meaningful action.

Political vengeance and vendetta Dear Editor, Every day that passes confirms more and more that the Special Organised Crime Unit (SOCU) has no interest in investigating organised crimes for which it was established. It is becoming clearer with each passing day that this Unit’s agenda is to execute the diktats of politicians to do hatchet jobs on identified persons.

This sinister mission of SOCU was unwittingly made clear by no other than its Head, Mr Sydney James, whose remarks were carried in separate and different stories published in the local media on May 2.

In one of the articles, it is reported that Mr James indicated that SOCU has not been requested to investigate the 476 pounds of gold which was alleged to have

left Guyana illegally and stolen in Cura?ao. The estimated worth of this gold is US$11.5 million. This is approximately GY$2.5 billion.

One does not have to be a rocket scientist to conclude that the disappearance of this gold is part of an organised criminal enterprise.

However, SOCU has been instructed to investigate a concocted and contrived criminal case of

missing law books worth US$2000 and to institute a criminal charge, which can never be proven, in relation thereto. In another article, the same Mr James is quoted as lamenting the delay in receiving legal advice in respect of investigations being done by SOCU. All of the investigations listed by Mr James in that article are politically directed.

Local government and you Dear Editor, The Government Information Agency article of January 23, 2017, titled ‘Consultations on regional flags should conclude

by April’, reported on the Communities Ministry’s approach to move ahead with their renaming of the 10 administrative regions and the concurrent identification of proposed regional flags and emblems as a part of the Government’s efforts to foster regional empowerment and pride.

The responsible Minister, Ronald Bulkan, seems caught in a time warp as he attempts to advance his Government’s foundationless and myopic vision for progress and development.

In so doing, he utilised the occasion of the inaugural meeting of the National Regional Development Consultative Committee (NRDCC) to present specimens and discusses how to move forward with the designs of the flags and emblems. Of note, it was previously highlighted that this shadow organisation which is touted to meet once annually according to the press release is meaningless.

It is also recalled that this meeting which was

held at the Marriott Hotel on January 20, 2017, had sparse representation by many Regional Democratic Councils (RDC), mainly due to the delayed invitations dispatched a mere few hours before, to many People’s Progressive Party/ Civic (PPP/C) won Councils.

Notwithstanding, it was noted by Minister Bulkan that the parliamentary Opposition has opposed these efforts, and that his Administration will not be deterred.

The Regional Executive Officers were used to sell the idea of regional identity, a plan which from the inception, did not find favour with the Regional Chairmen of at least seven of the 10 regions. In particular, the Chairmen of regions won by the PPP who in no uncertain terms, rejected the proposals put forward by the Regional Executive Officers and the Communities Ministry to rename regions and introduce regional flags.

The PPP/C supported their Chairmen’s position and agreed that there is no need for regional flags. The PPP’s contention is clear and logical in that the Golden Arrowhead is the National Flag for all Guyana and the

Again, Mr James has blissfully exposed that legal advice is viewed not as a fundamental facet of the investigations of SOCU but is more of an obstacle and hindrance. It is clear, therefore, that SOCU’s priority is not a fairness and legality in their investigations but is to do a hatchet job and institute criminal charges as quickly as possible.

In my case, the alacrity was unprecedented. I was called in for questioning by SOCU on Monday, April 24, 2017. I served SOCU with a High Court Order on April 25, preventing them from seizing the books. On April 26, the file was sent to the Director of Public Prosecutions (DPP) for legal advice. On April 27, I was charged! Clearly, there was no delay in getting advice in my case.

On April 27 in court, my lawyers requested full disclosure of all statements and evidence to be made to the defence on the next court date, May 9. On Tuesday, a letter was written to the Special Prosecutor reminding him of this request. I also spoke to him in person on Tuesday.

He told me he does not have all the statements yet. On Wednesday, he responded,

in writing and informed me that “investigations are not yet completed”!! So, in their haste, they charged me without statements and without the investigations even being completed!! What if the continuing investigations unearth evidence that is exculpatory? Do you really think they will bring forth this evidence, withdraw the charge and suffer the consequential public embarrassment? Of course not!!

Clearly, this matter is about political vengeance and vendetta and has nothing to do with justice and fairness.

In this political climate, it may not be insignificant that the Special Prosecutor is the brother of a sitting Minister of the Government.

I call upon the Special Prosecutor and SOCU to use the same speed referred to above in getting those statements ready and available and conclude the investigations before the next court date and be prepared to proceed with their case at the same speed, as well.

laws make way to respect the National Flag and no other flags to represent separate regions of this country.

Further, the changes to names of regions are likely to have individual and collective costs, the resources for which could be otherwise meaningfully utilised developmentally as well as leading to other significant implications. Among these a few are highlighted as follow: 1.

The Regional Chairmen are the heads of the regions and not any Mayor and Regional Executive Officers, thus the need to respect their decisions. However, the coalition Government through its Communities Ministry has shown no respect for the Constitution or any other laws or By-laws of this country; so they continue to defy the legality of the authority that be and embark on doing whatever they feel like doing.

2. The consultation exercise to convince the residents of the need for regional flags and the renaming of the regions are poorly attended by a few selected ‘Yes’ persons who are supporters of the Government. Thus, the consultations are not broad

based and are non-informative on the true reasons for the flag and renaming exercises. It’s more of a directive than a consultation.

3. The ideas of changing the names of the region can only be classified as a waste of time and money and ignorance of the regions, to the highest extent.

An administrative region is named through its boundaries which simply indicate its geographical location, simple and informative like that. Region Three, for example, is Essequibo IslandsWest Demerara, so one definitely knows where that region begins and ends geographically, without having to research its location. So what could be simpler?

4. The change of names of regions will have significant implications for legal and regulatory institutions which would have to update records along which hundreds of thousands of local and Diaspora taxpayers who would be required to find time and monies to update registrations, certificates, titles etc., Will the replacement TIN certificates be provided free of cost and will GRA have the resources to dedicate to this sub-optimal pro-

cess?

5. It is not surprising that under the current leadership, not a word on the issue has been mentioned by the Guyana Elections Commission. It is critical however that GECOM would have to consider the impact on the Register of Registrants as the entire local government system regarding mandatory review and modification of addresses for names in accordance with the Local Democratic Organs, Chapter 28:09 would certainly be affected.

The cost for re-naming and changing letter-Heads and the numerous other changes such as billboards will be very costly. Further, the students in schools will have to learn and know the changes in preparation for their examinations in school.

The numerous changes that will follow will be too much for our people. The Minister Bulkan must appoint the Local Government Commission now.

Will there be ethnic equity at UG Diaspora engagement?

Dear Editor, Reports from the University of Guyana Vice Chancellery say the Vice Chancellor will host an inaugural Diaspora Engagement Conference from July 2328. This is welcomed as the Diaspora may have a lot to contribute to the University and the nation, although so far the University has not been running a positive balance in its Diaspora reaches. Will those coming to the conference pay their own way or is the University covering their costs. And if it is the latter, will there be a fair and equitable representation of the varied ethnic groups – which was not evident at the UG conference held last year May in Queens, New York.

It is pointed out that so far, the VC has been expending huge amounts of money with no income coming in to cover costs for his varied plan and programmes for the university. As anyone who studies economics will suggest, that is bad business – the University should at least find a way to recover costs and to minimise expenses.

At the UG sponsored conference last year in New York City (York College), scarce funds were expended for travel and hosting of the conference. What were the benefits?

Supporters of the ruling coalition participated in the conference. Indo-Guyanese and Amerindians were conspicuous by their absence. IndoGuyanese and Amerindian scholars were underrepresented (a mere five per cent) at the conference in a country agreed they account for 54 per cent of the population and 60 per cent of the NYC-based

Guyanese Diaspora.

It should be noted that an Indo-Guyanese Diaspora conference was held in Guyana in March. In addition, there was a global convention on indentureship in Trinidad and a similar one in New Delhi last month on the occasion of the 100th anniversary since the end of indenture. The VC did not see a need to organise an indenture conference at UG to commemorate the historic occasion or provide support for the several seminars held in Guyana or to find funds to send scholars at the global conference in Trinidad or the one held in India last month. Yet the VC hosted and funded seminars on slavery and its emancipation last year and the 50th anniversary emendation in NYC. Is the 100th anniversary of end of indenture not worthy of commemoration? Aren’t historic events of other groups not worthy of celebration or commemoration? Where is the equity in funding for the varied ethnic groups in Guyana to attend or participate in UG organised events?

The reports say President David Granger and Opposition Leader Bharrat Jagdeo are invited to this Diaspora engagement. The VC, Ivelaw Griffith, is a close associate of President David Granger. They were both members of the People’s National Congress youth wing, the Youth Socialist Movement, of which Griffith was at one time the head.

But if your child has trouble making friends and is worried by that, there are a few things you can do together: * Think about your child’s interests and strengths. Based on this, you could look for new extracurricular activities for your child or encourage your child to join a club, sporting team or social group. Mixing with people who share similar interests is a great way to start friendships. If making friends at school seems to be the problem, a group or activity outside school can help your child build friendship skills and confidence. * Spend time with extended family and family friends. Plan a barbeque or outing where your child can spend time with people who already know him. * Helping your child plan an activity with friends. This could be watching a movie at

home, having a sleepover or a baking afternoon, or playing some sport at the local park. * Make sure your child feels comfortable inviting friends home, and give her plenty of space when she does. * Think about a part-time job or volunteer community activity.

Working, particularly in a place with other young employees or volunteers, can give your child a chance to practise social skills as well as building job skills for the future. Note, though, that there can be conflicts with schoolwork if teenagers work more than a few hours each week. * Try to work out whether there are particular issues that are making it difficult for your child to make friends, such as lack of opportunity, lack of particular social skills or lack of confidence.

Then think about ways you can work on these. You might want to ask for professional advice for complex issues. * Give your child lots of praise and encouragement to build selfesteem. Try not to pressure your child about friends or constantly discuss the situation.

Establish clear and fair family rules Stating clear family rules about behaviour, communication and socialising will help your child understand where the limits are and what you expect. UK investors eye Guyana Funding for security sector reform likely to oil and gas sectors

nvestors in the United Kingdom have expressed an interest in getting into Guyana’s, oil and gas sectors.

The proposals were made during a recent State visit to the UK by President David Granger. The Guyanese Head of State on that occasion met with in excess of 200 UK-based companies and individuals.

Foreign Affairs Minister Carl Greenidge on Wednesday made the revelation while addressing a press conference held in the main boardroom of the Foreign Affairs Ministry.

According to Greenidge, the Guyanese delegation met with some 250 persons and companies from the Diaspora and further afield, all with an interest in Guyana.

He told reporters that the meetings did not yield any formal investment proposals from any of the participants since the forum was more of a fact-finding foray.

According to Greenidge, the various technical officers for each of the sectors, such as mining and agriculture, were not present with the delegation.

He said the event centred on persons learning more about Guyana and some of the opportunities available and some of the persons did disseminate information for several Government agencies such as the Agriculture Ministry.

On the matter of security assistance, Greenidge told reporters that based on the initial talks between the two Governments in addition to a scoping mission currently underway by a British security expert, it has given rise to the possibility of the funds being released by the end of the year.

Minister Greenidge said he was speaking to the Security Sector Reform Programme (SSRP) which was scrapped by the previous Administration.

The Guyana Foreign Affairs Minister told reporters that on the matter of the United Kingdom’s pull out of the European Union – Brexit – the Guyanese leader expressed concerns over the likely impact on the Caribbean region and on Guyana.

According to Greenidge, it was not a concern of the Guyana Government to find

out what the UK was negotiating with the EU as it relates to its pullout but rather the impact on the Caribbean and countries such as Guyana that trade in goods and services with the UK. He told reporters the visit by the Guyanese delegation “took place at a critical juncture of Guyana’s development and at an equally critical one in the UK’s political and economic evolution.”

According to Greenidge, “In keeping with this, the representatives of the UK and Guyana Government discussed a range of important pertinent issues, such as Brexit implications for Guyana and proposed transitional arrangements for the Caribbean, cooperation in the sphere of crime and security and to the development of a green State in Guyana.”

Greenidge said there is still a great deal of uncertainty with regard the implication of Brexit and that previous bilateral arrangements

between the two countries through their respective High Commissioners will have to be resuscitated.

Minister Greenidge also used the occasion to provide an update on his meetings in Istanbul, Turkey, where he represented the country and Caribbean region for the establishment of a permanent mechanism of cooperation between the Republic of Turkey and the Community of Latin American and Caribbean States (CELAC).

He lauded the relations between Turkey and CELAC as he sought to point to the geographic and economic importance of that country as a bridge between the East and the West and between Europe and the Middle East.

unding for Guyana’s revised Security Sector Reform Action Plan (SSRAP) could be dispersed by the end of the year, Foreign Affairs Minister Carl Greenidge revealed on Wednesday.

The Minister who met with media operatives to provide an update on the recent State visit to the United Kingdom (UK), said talks surrounding assistance for crime and security was on top of the agenda.

Greenidge who also holds the portfolio for Vice President gave his assurance that the coalition Government is keen on reactivating the security assistance mechanism.

“I believe that that exercise will be completed be-

fore year end and there will be arrangements for some parts of those funds to be dispersed before the end of the year. I am very sure that that is the intention and the plan,” he said, when asked to provide a timeframe.

The Minister also made reference to former top UK military officer, Russell Combe, who is currently in Guyana to assist with the implementation of the SSRAP which is part of a UK funded initiative aimed at improving the security sector here.

Greenidge said, “The visit takes place at a critical juncture of Guyana’s development and at an equally critical one in UK’s political and economic evolution.”

Farmer found guilty of killing brother-in-law

L

akeraj Fredericks, of La Grange, West Bank Demerara, was on Wednesday found guilty of the June 3, 2011 murder of his brother-in-law, Clifton Bonus, whose body was found buried in a shallow grave at Old England Backdam, Linden.

The 12-member jury made their unanimous decision after two hours of deliberations at the Demerara High Court.

More than 12 witnesses testified during the trial.

The State’s case was that Fredericks and Bonus, who was called “Mutts”, had an argument over marijuana, af-

ter which Fredericks shot the deceased twice to the head.

The shooting, which was carried out with a .32 calibre pistol, was said to have occurred at a marijuana field at Old England Backdam.

Fredericks denied the allegations and said Police forced him to sign a confession statement that he could not read.

It was, however, contended that the defendant had called his mother two days after carrying out the crime and confessed that Bonus was shot before hanging up the phone.

complice, who allegedly helped him to bury the body, but the teenager was released after a no-case submission was upheld in the Magistrate’s Court. It was the said teen, Harley Tyson, who had led Police through the forest to the two-and-a-half-foot

It was later in June 2011 that Fredericks confessed to Police investigators that he was involved, but claimed that he only shot the deceased once and another accomplice finished the job after the gun was passed to him. This version of events, however, proved “untrue”. Government Pathologist, Dr Nehaul Singh testified that Bonus died from two gunshot wounds to the head, and noted that the state of decomposition showed that the body had been buried for two to nine days. Bonus, who was 21 at the time of his demise, was about to become a father, as his wife was pregnant. State Prosecutors Siand Dhurjon and Tuanna Hardy presented the State’s case, while the accused was represented by defence counsel Madan Kissoon. Fredericks will be sentenced by Justice Navindra Singh on Monday.

What the…!! Constitutional stipulations aren’t just advice you give to your friends and relatives on the QT. They’re literally carved in stone and if any affected institution – especially an arm of government – disagrees with the stipulation, there are two courses open. Get Parliament to change the stipulation – or go to the courts to interpret the clause/rule on its constitutionality. Simple, no??

Well, evidently not to Prezzie. He unilaterally decided he’d be the one to interpret the constitutional stipulation!! From the word go, this should’ve been a non-starter. Your Eyewitness knows the presidency must be respected – symbol of the country and all that. But the President MUST not be allowed to violate the Rule of Law – of which the Separation of Powers doctrine is a foundation stone.

These are part of the constitutional Basic Structure – along with the “sovereignty of the people” doctrine, which will soon be going up to the CCJ to be decided in the Richardson case. Mess with the basic structure of the Constitution and the whole edifice of our State collapses like a punctured balloon.

And it’s not like it was Prezzie”s first “interpretation”.

The first one was when he insisted the word “or” wasn’t a disjunctive – indicating what followed was DIFFERENT from what preceded. Which is to say, if the old 1980 stipulation said the GECOM Chair had to be a judge if now followed by “or”, this meant the new persons didn’t HAVE to be Judges – as Prezzie insisted.

In the meantime, the brother of Prezzie’s son-in-law took the matter to court for clarification.

Soon Prezzie backed down, but then insisted on specifying criteria which the new nominees by the Opposition Leader had to satisfy. These were “integrity, “independence” and “impartiality”. Now, let’s be honest…How the heck do you have these tests applied?? They’re so subjective they can mean anything Prezzie decides they mean!!

Well, the Opp Leader had gone the extra mile and submitted his second list. But Your Eyewitness figures it’ll all be for naught. Prezzie obviously already has someone in mind.

And it’ll be sheer serendipity if that person just happens to be on Jagdeo’s list!! – Toshaos’ Council calls for urgent corrective action

he Guyana Government has to “take corrective steps to address this grave wrong that they would have done us.”

Vice Chairman of the National Toshaos Council (NTC) Lennox Shuman, on Wednesday made the demands known in face of the Commission of Inquiry (CoI) established by Head of State David Granger on March 10 last to look into outstanding Amerindian and African land issues in Guyana.

The NTC has in recent weeks been raising its voice against the CoI established

by Granger, pointing firstly to the fact there was no free, prior or informed consent by the Amerindian Peoples of Guyana, as is enshrined in the Amerindian Act. Shuman was joined

by NTC Chairman Joel Fredericks, who called on the Administration to demonstrate a willingness to engage elected representatives of the Indigenous peoples of the country or face the consequences.

According to Fredericks, the NTC does not support a single CoI to deal with Amerindian land issues in addition to that of the freed African slave lands, since the issues are completely separate.

With regard to the specific fears of the lands issues being dealt with by a single CoI, the NTC Vice Chairman said Amerindians are wary of the

motives behind the move on the part of the President.

According to Shuman, the land issue holds the potential to have a profound impact on the livelihood of the country in general and further, could in fact incite race fears.

He suggested that among the fears held by the Amerindian people is an attempt to dispossess them of lands, for which they have already been titled or are seeking extensions.

Shuman recalled that there have been attempts in the past to have Amerindian lands be addressed by the Guyana Lands and Surveys Commission (GL&SC), despite the fact that the treatment of Indigenous peoples’ lands are catered for in the Amerindian Act. He said there is a real fear on the part of the Amerindians that the CoI could very well suggest that both the African and

Amerindian issues should be dealt with by the GLSC. “There are forces in GLSC who do not want to see Indigenous people get anything,” he said and pointed to communities still waiting to receive extensions and other land certificates.

According to the NTC Vice Chair, should Government refuse to engage the Amerindian communities, then they will have to re-evaluate their participation with the Administration and could in fact seek to influence other developmental partners.

He used as example the Inter-American Development Bank (IDB) and said many of the grants and loans coming to Guyana include components that are directed towards the development of the Indigenous communities and they will make their concerns known.

Pharmacy Manager (acting) Yvonne Bullen explained that the department usually makes requests for orders when the stock runs to a level of three months. Despite this system, the pharmacy is still affected by drug shortages.

Director of Finance, Ronald Charles also explained that the timespan needs to be expanded to nine months.

He noted too that another reason for the drug shortages is the inability of staff to determine an item is low in stock in a timely fashion.

In this regard, he said efforts are being made to switch to an electronic process of quantification.

Overcrowding

Meanwhile, some of the main issues plaguing the GPHC are the overcrowding of patients owing to the influx of referrals and the shortage of staff including both doctors and nurses.

Head of the Accident and Emergency Department, Dr Zulfikar Bux explained that the Georgetown Public Hospital receives a significant number of referrals from different areas for various reasons and this impacts the majorly the services provided.

“The unfortunate things with this emergency unit, this is the most critical department in the entire country in terms of patient care; the unfortunate thing is that this de-

partment service the entire city and also the entire country,” he stated.

Dr Bux added, “we have a system in place, in terms of overcrowding… a plan that works very well, but it is still affected in terms of efficiency of care and effectiveness…. we cannot reject referrals, we have to take referrals. So there are times when there are four five hospitals calling sending patients, we don’t have beds but we still have to find ways to take care of them.”

Compounding the situation is the issue of a staff shortage, Dr Bux lamented.

He explained that a relatively stable ‘patients to nurse’ ratio would be five patients to one nurse for a low-income country but in Guyana’s case, it is about 10 patients to one nurse.

There is also a shortage of doctors.

“We would usually have a minimum of 16 doctors on a shift… but in terms of the doctors we would usually have a shift system... In the midnight, we have three doctors working… We would have 150 to 200 patients seen in here, 200-300 patients come here but we triage patients to the outpatient department but if you look at the doctor to patient ratio, each doctor would see about 10 patients, so if you looking at staffing for 24/7, you are looking at 30 doctors to staff the emergency,” Dr

He pointed to a recent forum held by the United Nations which has traditionally seen a representative from the NTC participating.

It was pointed out that at the last such confab, the NTC was in fact uninvited.

According to the NTC Treasurer, the constitutional body is currently finding it difficult to make proper rep-

resentation for Amerindian peoples in Guyana since the relevant Ministries and Government agencies have been sidelining that body.

He said the NTC was never even consulted on the formulation of the Terms of Reference of the lands CoI set up by Granger.

Shuman told reporters that the NTC did seek legal advice challenging the President’s CoI but was told this could not be done in the courts.

He said should Government continue to fail to engage the Amerindian people then its last resort will be felt at the polls come 2020, even as he reminded that Indigenous peoples vote have traditionally determined which political party is in power.

ow that the MayJune rainy season is here, residents of Parfaite Harmonie, West Bank Demerara, particularly the Recht Door Zee community, are renewing their calls for the relevant authorities to begin urgently-needed repairs to the community’s road network.

The Parfaite Harmonie Housing Scheme is one of the largest housing developments in Guyana and is home to thousands of resi-

dents, thus proper roads are of paramount importance, according to residents.

The residents complained of not being able to access the roads during the rainy season owing to potholes becoming inundated and sometimes harbouring reptiles.

“We have the holes in the road so big there is hardly any space at the side to walk and when you are dressed for work, how can you walk in the mud to go get a bus?”

esidents of the Essequibo island of Leguan, Region Three (Essequibo Islands-West Demerara) have registered their concern over the state of roads at Enterprise village.

Guyana Times was told that a contractor was hired to repair a koker and to build up the revetment sections in order to prevent flooding. The koker lies in the nearby environs of the Leguan Secondary School, which has some 300 students.

This publication understands that the contractor had to open up the road to facilitate the works, which include improving access to drainage.

However, it was claimed that one mile of the road was “destroyed”. One resident called on the contractor to fill the road with sand, as many sections have been left virtually “impassable”.

A resident informed this publication that an alternative access road was constructed, but the account of another was that with the recent rains, heavy-duty vehicles carrying paddy have created “slush” in many sections. As such, motorcycles and low-riding vehicles have difficulty traversing the area.

Guyana Times was further informed that students attending the Leguan Secondary have been making their way to classes through mud, as candidates prepare to undertake their CXC examinations.

This newspaper was later told that the works fall under the purview of the National Drainage and Irrigation Authority (NDIA). It was further stated that the contract for the works was handed out some time in 2016, but the works commenced earlier this year.

Sleep is vital for development

any people underestimate the value of sleep and while some adults prioritise time to catch up on lost sleep when feeling tired, and others unfortunately suffer from sleep deprivation but have no choice but to soldier on, both types of parents can often misjudge the hours of sleep their children need.

The average child has a busy day; school, taking care of pets, Lorraine Ince-Carvalhal running around with friends, going to sports practice or other activities, and doing homework and study. By the end of the day, their body needs a break; a proportional one. Sleep allows the body to rest and prepare for the next day and without sufficient amounts, detrimental physical and social effects can occur.

Although everyone is different, on average, babies need 16 hours of sleep per day, Children nine to 16 hours, teenagers nine hours, adults seven to eight hours, (but some may need as few as five or as many as 10) while older adults may sleep for shorter periods of time, more often. If your child is getting up for school by 07:00h, then teens should be asleep by 22:00h and younger children much earlier. In reality, that means going up to bed long before that time because showering, brushing teeth, packing school bags and general time wasting would eat into the sleep hour quota.

Sleep plays a vital role in good health and well-being throughout life. Getting enough quality sleep at the right times can help protect your mental health, physical health, quality of life, and safety. Sleep helps your brain work properly by forming new pathways to help you learn and remember information.

Whether Maths, how to play the piano, perfecting a sporting technique, or how to drive a car, sleep helps enhance learning and problem-solving skills. It also helps with attention span, decisions- making, and creativity.

During sleep, the body is working to support healthy physical growth and development too, especially deep sleep, which triggers the body to release the hormone that promotes normal growth in children and teens. This hormone boosts muscle mass and helps repair cells and tissues; playing an important role in puberty and fertility. The immune system relies on sleep to stay healthy. This vital system defends the body against foreign or harmful substances which can be undermined by ongoing sleep deficiency causing changes to immune system response that could result in the systems inability to fight common infections.

How you feel while you’re awake depends in part on what happens while you’re sleeping. The damage from sleep deficiency can occur in an instant when lack of concentration causes and accident, or it can harm you over time. For example, ongoing sleep deficiency can raise the risk of some chronic health problems. Studies also show that sleep deficiency alters activity in some parts of the brain. If you’re sleep deficient, you may have trouble making decisions, solving problems, controlling your emotions and behaviour, and coping with change. In more severe cases, it has also has been linked to depression, suicide, and risk-taking behaviour.

Children and teens that are sleep deficient may have problems getting along with others. They may feel angry and impulsive, have mood swings, feel sad or depressed, or lack motivation. They also may have problems paying attention, which can affect their grades and leave them feeling stressed.

A child who is sleep deprived can appear to be functioning and keeping up with a busy schedule but it is extremely improbable they will perform to their potential. They are likely to go through the motions and feel unmotivated. It can often be perplexing for a parent who cannot understand the lack of enthusiasm or communication from a tired child. Over time this behaviour can become the norm and seem part of a child’s personality but it is often down to long-term lack of adequate sleep. The results can be a very withdrawn child or eventually a seemingly passive child can lash out when it becomes too much.

As a parent, your input to your child’s sleep pattern is paramount. It may be useful to keep either a mental record or even a diary of how much sleep your child is getting. Remember to differentiate between time in bed and sleep; in most cases, there is a huge difference. Sleep is as important as a healthy diet and safe environment for our children’s wellbeing and if we fail to acknowledge and appreciate its importance, long-term damage can be done. Do not neglect this part of your responsibility.

Linden Mayor Carwyn Holland

inden Mayor Carwyn Holland has denied ever receiving a letter from Region 10 (Upper Demerara-Berbice) Chairman Renis Morian, regarding the alleged unsanitary means of handling meat by some vendors at the Mackenzie Market in

Linden, Region 10.

Recently, reports had surfaced of the alleged unsanitary practices, as Councillors within the Regional Democratic Council (RDC) had begun to voice numerous concerns over the issue at various statutory meetings.

However, when the concerns were raised, the Regional Chairman would state that he would have written to the Linden Mayor and Town Council (LM&TC) on the issue, since the municipality is responsible for overseeing such practices within the market area.

Morian, during the most recent meeting had even promised to re-write the LM&TC on the issue. The Mayor has however stated that no such letter was received.

"Never received nor seen a letter from the RC (Regional Chairman) on

the subject but the administration is however looking into the report,” Holland told Guyana Times on Wednesday. Holland said despite this, the Council has been working to ensure that such practices do not occur.

Regional Councillor Gordon Callendar had stressed recently that despite the voicing of concerns over what the Council has described as the unsanitary means of transporting meat at the Mackenzie Market, the practice has since continued.

At the most recent statutory meeting of the Council, he had sought to inquire if the region's health department is monitoring the activities and if discussions for the proposed abattoir in the region were progressing.

Assassination allegation

Police ordered again to do more work

A

s the probe into the assassination allegation continues, acting Police Commissioner David Ramnarine on Wednesday confirmed that although the phone records of the parties implicated in the plot have been submitted to the Force’s Legal Advisor, the file is once again back with the Police.

This time, he noted the Legal Advisor wanted some clarification on a few other issues. He pointed out that these were expected to be cleared up by today and the file would once again be sent to the Legal Advisor.

Nevertheless, the acting Top Cop noted that upon receipt from the relevant companies, the phone records were analysed and added to the file.

Ramnarine further stated that as investigations continue, several persons were still being questioned as detectives gathered the necessary information to assist in their probe.

However, Guyana Times understands that the stories submitted by the complainant and the alleged

witness do not coincide; hence, it was advised that a confrontation be held to made certain clarifications.

The confrontation was subsequently held and the alleged witness told investigators that the complainant had contacted him and offered him a sum of money to give a statement to the Police claiming that he was present when the complainant was contacted by the two businessmen to assassinate the President.

According to sources, the complainant only made the

monetary offer after he informed the Police of the assassination plot.

Furthermore, it was reported that the complainant allegedly owed the businessmen whom he accused in excess of $8 million.

After some time had elapsed and he did not repay the money, the men whom he has accused of paying him to assassinate the President, approached him to enquire about their money. He reportedly worked with the businessmen for some time before opening

his own mining concession a few years ago.

Based on his inability to repay the money, and more so, out of fear of what the men were capable of doing, he allegedly levelled the allegation against them.

Only recently, Police Commissioner Seelall Persaud had stated that the Legal Advisor would have to determine the authenticity of the allegations, and based on her findings, the Police would take the appropriate actions.

The matter was first brought to light by State Minister, Joseph Harmon at a weekly post-Cabinet press briefing. Moments after the press briefing, the interview with the complainant making the allegation was released on social media and later televised on a local television newscast.

In the interview, the barber revealed that he was offered $7 million by the businessman to perform the job.

He also claimed that he was given a “long black gun” to carry out the heinous crime, but he walked away.

Father of 2 remanded for attempted murder

A

father of two who begged for bail to be granted after he was charged with attempting to murder another was on Wednesday remanded to prison.

Twenty-four-yearold Cleveland Williams of Lot 75 Castello, H/ Scheme, Cemetery Road, Georgetown, appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts, where he pleaded not guilty of attempting to murder Denzil Wilson on March 3, 2017, at Hadfield Street, Georgetown.

Wilson was reportedly sitting in front of Silvies Variety Store, High and Hadfield Streets, Georgetown, when he was approached by the accused.

Williams walked up to the Virtual Complainant (VC) and reportedly said something offensive which caused an argument to ensue between the two.

fendant who pulled out a knife, stabbing him several times about his body.

The prosecution objected to bail on the grounds that the VC is still hospitalised and is suffering severely from the stab wounds to his chest.

The accused pleaded for bail to be granted telling the court, “I have two children and I am their breadwinner”.

However, bail was denied and the defendant was sent back to prison to return on May 25.

n early morning fire of unknown origin on Wednesday destroyed the Guest House at the Albion Sugar Estate manager’s quarters. The Estate’s firefighters had to seek back-up from the Guyana Fire Service to extinguish the blaze.

Heavy smoke was spotted in the upper flat of the Guest House sometime around 04:25h by a Security Constable at the Albion Estate, Alvin Inderdat, who was patrolling the compound at the time. However, he thought it was smoke from the Estate’s chimney.

“So after I look back again I realised it was suspicious so I leave where I was and rush to the Guest House and then I saw the smoke coming from the sec-

ond flat of the building and I rush to the security hut and make contact with the Corporal on duty who make contact with the factory tender and with Rose Hall and New Amsterdam.”

Firefighters from the Albion Estate were able to access water from a nearby canal. Ten minutes after the initial smoke was seen, flames were bursting through windows but with the assistance of other workers at the estate, firefighters managed to contain the blaze.

Meanwhile, one unit from the Rose Hall Fire Service and another from the New Amsterdam Fire Service responded.

“The entire front part of the building was on fire,” Inderdat recalled. He said

firefighters from the Albion Estate concentrated on containing the blaze until additional help came from New Amsterdam and Rose Hall.

The building housed the senior managers club, a kitchen and a guest house.

It is believed the fire started in the vicinity of the bar which is on the second floor.

The firefighters were able to put out the fire without much damage being done to the outside of the building where the guest rooms were located.

The Guest House at Albion is usually rented for social events including weddings and meetings. The Guyana Fire Service is investigating the circumstances surrounding the fire.

Dead: Four-year-old Ramkaran Mohan

A

lmost two months after four-year-old Ramkaran Mohan was struck down by a motor car in front of his home at Tuschen, East Bank Essequibo, Police are still investigating the matter.

In fact, Traffic Chief Dion Moore told Guyana Times on Wednesday that the Director of Public Prosecutions (DPP) has advised that “further inquest” be held into the matter.

Moore explained that this inquiry will be held by a coroner, who will then make a pronouncement as to whether the female driver is criminally liable.

The family of the dead child has since been calling for justice and have staged several protests for Mohan’s killer to be charged.

Mohan, called “Ram” of Lot 1088 Tuschen New Housing Scheme died at the West Demerara Regional Hospital after he was struck and dragged under a moving car, a short distance from his house.

Guyana Times was told that the former Tuschen Nursery School pupil was returning home with his five-year-old brother and teenaged uncle after they went to a shop obliquely opposite their home to purchase a ball.

The lad’s grandmother, Bibi Nazmoon Khan, had related that her adopted son, the teenager who accompanied the brothers to the shop, related to them that he was standing at the corner of the road with each of the boys holding his hands, waiting to cross, when the silver Toyota Primo, bearing registration number PVV 5084, struck the child.

“The boy was waiting to cross with the two lil boys because he see the car coming so he was waiting for it to pass before they cross but then she (the car driver) swerve into the grass corner and hook the child. She run over the child and she drag him, she didn’t stop. The boy (teenager) had to run behind the car and stop the car, and then she know that she had the child under the car,” the grandmother explained.

Khan added that the woman removed the child from under the vehicle and had someone nearby drive them to the Leonora Cottage Hospital. However, due to the severity of his injuries, he had to be transferred to the West Demerara Regional Hospital, where he subsequently succumbed.

The distraught woman had related that her grandson suffered severe head trauma and had trouble breathing on his own. She added that while doctors were trying to insert a tube to aid in his breathing, he died.

Meanwhile, a post-mortem examination conducted on the body of four-year-old Mohan revealed that he died as a result of a fractured skull and brain damage.

Forensic Lab to conduct Men cross-charged with assault, threatening behaviour DNA testing by 2018 – once fully equipped T

nce the Guyana Forensic Science Laboratory is fully equipped with the necessary equipment and staff members are trained, it will be able to conduct DNA (Deoxyribonucleic acid) testing by 2018, according to Public Security Minister, Khemraj Ramjattan.

As part of the laboratory’s qualification and certification process, it has to be fully equipped and the staff members have to be qualified to conduct DNA tests which are internationally recognised.

“DNA is the highest grade of investigation at the forensic level and the chemicals, the procedures in a DNA lab are very high quality; you do not want interferences with the samples and the integrity of the items. You must have very strong structures and we are now training the

forensic lab technicians for all of that. Then you have to have the equipment and we don’t have that as yet,” Ramjattan told media operatives on Wednesday.

Ramjattan said sponsors of that equipment want to be assured that the lab’s personnel are properly trained, and all other systems are in place before the equipment could be made available.

“That is very important because you can have all of that coming in and it takes one good lawyer to demolish a case presented in court and then no juror ever believes that that DNA sample testing is proper…so I want to go cautiously to ensure everything is in place, the air conditioning unit, the refrigeration units and all of that before we proceed,” Ramjattan said.

The forensic laboratory is currently equipped to conduct

testing including on currencies, forged documents and ballistics, he pointed out.

Under the second component of the Public Security Ministry’s Citizen Security Strengthening Programme (CSSP), there are provisions for improving the Guyana Police Force’s (GPF) Forensic Laboratory’s effectiveness towards preventing and conducting crime investigations. This component is being funded at the cost of US$5.5 million through the Inter-American Development Bank (IDB).A Government Information Agency report said that apart from the procurement of equipment for the laboratory, the CSSP will facilitate local and overseas training, and training materials for laboratory staff and the Police Force in terms of crime investigation and evidence collection.

wo men were on Wednesday charged with assault and threatening behaviour when they made their appearance before Magistrate Annette Singh at the Georgetown Magistrates’ Courts.

The two Georgetown residents, 46-year-old Cutis Stephen and Hughes October, denied the allegations against them. The charges stated that on April 5, 2017 between Camp and Alexander Streets, Georgetown, they assaulted and used threatening behaviour against each other.

However, Stephen, a vendor, explained that on the day in question, he was on Regent Street where he plied his trade and October, whom he described as “a troublemaker”, attempted to wet his spot.

He noted that this was a regular occurrence and, as such, a heated argument ensued between the two.

Stephen told the court that October proceeded to throw two buckets of water on his vending spot, which prompted him to take up a stone and attempted to pelt him with it.

A City Constable was called to the scene, and Stephen was arrested and charged.

However, October was also

charged after Stephen’s explanation to the court.

Both men were granted

bail in the sum of $5000. They were scheduled to reappear in court on May 5.

A source close to the project told the Jamaica Observer that Sheldon Shepherd of art-reggae group, The No-Maddz, has been tapped to play the lead role.

Elba visited the Harry J and Dynamic Sounds recording studios in Kingston, earmarking them as potential filming sites. Filming on Yardie – which is based on Jamaican author Victor Headley’s sensational 1992 book of the same title – is scheduled to start in June, the source said.

Last July, Elba told The Hollywood News radio station that he was looking forward

BVI Airways gets approval for US flights, but service won’t start just yet

T

he privately-owned Government-backed BVI Airways is a major step closer to taking off to the United States, following approval from the US Department of Transportation (DoT).

A notice from the DoT last Friday said the airline has been given a one-year exemption to the requirement for a foreign air carrier permit, following operational approval from the United Kingdom’s regulatory agency, Air Safety Support International.

However, BVI Airways

will still have to get permission from the US Federal Aviation Administration and the US Transportation Security Administration to schedule flights.

Two other airlines doing business in the Virgin Islands, VI Airlink and InterCaribbean Airways, had objected to BVI Airways’ application on the grounds that they never received a copy of it, and that Government’s support of the airline would put them at a competitive disadvantage. They also questioned the accuracy of the

ownership structure BVI Airways stated in its application.

However, the DoT said the objections were insufficient to warrant the withholding of authorisation.

The previously bankrupt BVI Airways got a US$7 million bailout from the National Democratic Party Government. The revamped airline plans a non-stop service from Beef Island to Miami International Airport on its two 85-seater AVRO RJ 100s, four days a week. (Excerpt from Caribbean360)

Venezuela violence flares as foes decry Maduro’s power shake-up

former Foreign Minister from Ghana, Hanna Tetteh, will lead a team of Commonwealth election observers to The Bahamas for the country’s general election scheduled for May 10, 2017. The Organisation of American States (OAS) will also deploy an electoral observation mission.

This is the first time the Commonwealth will observe elections to The Bahaman Parliament and the second such mission that the OAS has deployed in The Bahamas. The first OAS mission was sent to the May

2012 general elections.

The Commonwealth observer group, following an invitation from the Government of The Bahamas, will consider all aspects of the electoral process and assess whether the election has been conducted according to the standards for democratic elections to which The Bahamas has committed itself.

The Commonwealth group will be in The Bahamas between May 4 and 13 inclusive.

The OAS mission will be headed by the ombudsperson of the Organization, Sherry

Tross, and will begin its deployment on Wednesday.

The interim representative of The Bahamas to the OAS, Chet Neymour, thanked the OAS General Secretariat for accepting the invitation and said, “With a view to adhering to the best international practices, the Government of The Bahamas believes that the presence of international observers will enhance the credibility of the election results. Govt cooperating with US in court proceedings in John Ashe matter

he Government of Antigua and Barbuda has responded positively to a request from the Government of the United States of America for assistance with regard to ongoing criminal proceedings relating to links to the former President of the UN General Assembly, John Ashe.

The case is being prosecuted by the United States Attorney’s Office for the Southern District of New York. The US Attorney’s Office has indicated that it wishes to ascertain the relationship between Ashe’s office as President of the UN General Assembly and several entities with which he had a relationship.

Giving evidence in the case, an agent of the Federal Bureau of Investigation (FBI) had earlier identified connections between the several entities and members of the Government of the United Progressive Party.

by the FBI agent in a sworn deposition is that, on June 8, 2014, Ashe told a representative of one of the entities that he is “going to Antigua on Thursday to vote and would need to take something for the PM. Hope I can have the $26K in cash before then”.

as a show of good faith” to allow him “to start the conversation” with his interlocutors in Antigua.

asked youths at the head of a Venezuelan Opposition march on Wednesday lit fires and hurled stones at security forces who shot teargas to stop their latest demonstration against President Nicolás Maduro on the capital’s main thoroughfare.

In a familiar pattern from a month of protests against the socialist Government, thousands of Opposition supporters rallied peacefully for several hours before being blocked, sparking fights between youths and National Guard troops.

At least 33 people have been killed and hundreds in-

jured and arrested since the anti-Maduro unrest began in early April. The marchers tried to reach the National Assembly legislature, where the Opposition has a majority, to protest Maduro’s creation of an alternative “popular” congress viewed by foes as a ruse to dodge free elections and cling to power.

They were blocked by National Guard forces with teargas, armoured vehicles and riot shields on the Francisco Fajardo highway, which runs through the middle of the city.

On the Opposition side, youths donned gas masks and bandanas, throwing

Molotov cocktails and using slingshots to fire stones.

They protected themselves with homemade shields, painted in bright coloUrs and decorated with slogans like “Liberty!” and “Murderer Maduro!”

Opposition lawmakers Freddy Guevara and Julio Montoya were hurt by teargas canisters, politicians and relatives said.

ritish Prime Minister Theresa May visited Queen Elizabeth II on Wednesday to mark the dissolution of Parliament ahead of next month’s surprise election. May called the June 8 vote last month, saying she wanted an increased mandate to take Britain into negotiations on leaving the European Union.

Lawmakers have already hit the campaign trail after parliamentary business finished on Thursday, but from now on are no longer MPs but candidates. The audience between May and the head of state at Buckingham Palace was purely symbolic.

Traditionally, a Prime Minister was required to ask the monarch to dissolve Parliament, but the 2011

Doctors at Delhi hospital Trump vows to broker get martial arts training Israeli-Palestinian peace, offers no new policies after attacks on staff

octors at one of Delhi’s top Government hospitals will be given daily martial arts training in response to a sharp rise in reports of violence against medical practitioners in India.

About 1500 resident doctors at the All India Institute of Medical Sciences (Aiims) in New Delhi will be given taekwondo classes in the hospital’s gym every evening from May 15.

The President of the Resident Doctors’ Association at the hospital, Dr Vijay Gurjar, said violence against doctors was growing “and the Government is not taking necessary steps to decrease it”.

“Prevention is better than the cure, and if the government is not providing adequate security, then you have to take measures to save your life or vital organs,” he said.

According to the Lancet medical journal, a 2016 study carried out in a Delhi hospital found that 40 per cent of resident doctors had been exposed to violence at work in the previous 12 months.

The Indian Medical Association (IMA) says 75 per cent of doctors will face physical or verbal violence during their career. Attacks on nurses and other hospital staff are also thought to be endemic but less frequently reported.

hina on Wednesday urged all parties in the Korean standoff to stay calm and “stop irritating each other,” a day after North Korea said the United States was pushing the region to the brink of nuclear war.

North Korea’s State media published a rare, strong, criticism of China on Wednesday, saying Chinese State media commentaries calling for tougher sanctions over Pyongyang’s nuclear programme were undermining relations with Beijing and worsening tensions.

The United States has urged China, North Korea’s only major ally, to do more to rein in its neighbour’s nuclear and missile programmes, which have prompted an assertive response from the Trump Administration, warning that an “era of strategic patience” is over.

US Secretary of State Rex Tillerson

said on Wednesday that Washington was working on more sanctions against North Korea if Pyongyang takes steps that merit a new response. He also warned other countries their firms could face socalled secondary sanctions for doing illicit business with Pyongyang.

Tillerson said the Trump administration had been “leaning hard into China ... to test their willingness to use their influence, their engagement with the regime.”

Security forces inspect the site of the suicide attack in Kabul on Wednesday

suicide car bomber has struck a US military convoy in the Afghan capital, killing at least eight Afghan civilians and wounding three US service members in an attack claimed by Islamic State.

Najib Danish, deputy spokesman for the Afghan interior ministry, confirmed the toll and said a further 25 Afghan civilians were wounded in the morning rush-hour attack near the US embassy, which destroyed several civilian vehicles.

US Navy Captain Bill Salvin, a military spokesman, confirmed three soldiers were wounded. Isis claimed the attack in a statement carried by its

Aamaq media division.

An affiliate of the extremist group has gathered strength in recent years and is at war with the USbacked government and the much larger Taliban insurgency.

Afghan forces have struggled to combat both groups since the US and Nato officially concluded their combat mission at the end of 2014, switching to a support and counter-terrorism role. The US has more than 8,000 troops in the country.

Let’s talk about persuasion architecture. Simply put, the mechanisms and systems used to convert a viewer into buyer. The journey of conversion can be best explained through the concept of a sales funnel.

Imagine a funnel, wide at the top and narrow at the bottom. The first part of the funnel aims to achieve awareness (where prospects learn about your existing solution and/or become aware of their problem that needs solving), followed by the signalling of their interest (where prospects express a desire to learn more, ie, following your brand on social media, or entering your email list), then followed by a decision (where they make a decision to move forward with your product or service and pay more attention to pricing and packages), and ultimately followed with action (the finalisation of the deal through a purchase). If we evaluate our own behaviour when purchasing mid- and highticket items, we’ll realise that before a purchase is made, we prefer to see testimonials and reviews or to experience the product or service for ourselves

(what we typically call in Guyana “taste and buy”).

This is all part of the sales funnel, but for most businesses, it’s not strategically engineered into the marketing and purchasing process.

The elements that dictate how far a prospect travels down the sales funnel include: 1) the design, 2) copy, 3) offer, and 4) overall flow. This works especially well over the Internet since you can scale your reach by hypertargeting specific audiences based on your customer profiles/avatars. Once the sales funnel is understood and effectively implemented, it has the power to transform a business. If effectively coupled with your brand’s Value Ladder (a topic we’ll discuss in the upcoming column), it can turn a million-dollar-a-month business into a multimillion-dollar-a-month business – many times over.

ublic Security Minister Khemraj Ramjattan has declared that drivers who are on trial for charges such as causing death and dangerous driving will have their licences suspended, pending the outcome of the court case.

2017-2019 on Wednesday morning at the Pegasus Hotel, where several measures were touted to reduce the country’s road carnage.

One of the actions which Ramjattan said will tackle the recklessness and carelessness on the roadways is the suspension of the licences of those errant drivers who are on trial for those charges.

“I have started the process that if you are charged with causing death by dan-

ticularly drivers.

“The policy now is that once you’re charged with dangerous driving, you will be disqualified, and I think rightfully so, during that period and up until your trial…

It will take you off the road, it is a penalty in a sense but it is in accordance with the law… And even if you’re acquitted, well then too bad,” Ramjattan noted.

On the other hand, the Public Security Minister pointed out that while the

laws allow Magistrates to disqualify those drivers who are convicted of these charges, it is often not done.

To this end, Ramjattan noted that the laws may have to be amended to make this a compulsory imposition.

“We might have to start making mandatory, for purposes of causing death by dangerous driving convictions, disqualification…

Although disqualification is a penalty that could be inflicted, normally if someone is found guilty of cause of death by dangerous driv-

ing, Magistrates would give a fine and/or a sentence of imprisonment but then no disqualification after the imprisonment,” the Minister stated.

The National Road Safety Action Plan 20172019 is a collaborative effort launched by the Guyana National Road Safety Council (GNRSC) and the Public Security Ministry.

Delivering a presentation on the two-year Action Plan, Traffic Chief Dion Moore highlighted the need for a multistakeholder approach in order for the project to be effective.

“Without all of the stakeholders working together then there would be lots of problems, lots of divided sections and lots of pulling and tugging without lots of results to achieve (the action plan),” Moore outlined.

While the main causes of road fatalities were identified as speeding and drunk driving, Chairman of GNRSC Denis Pompey

pointed out that local law enforcement are ill-equipped to test drivers for drug use.

This, he noted, includes both illicit and prescriptive drugs.

On the issue of policing, concerns were also raised

by Communities Minister Ronald Bulkan of the integrity of Police Officers in charge of maintaining law and order on the roadways.

“It is in this regard, that we bring to bear the integrity of our traffic authorities on the road to carry out their duties with intelligence and integrity that will help to make an impact,” Bulkan stated.

Nevertheless, acting Police Commissioner David Ramnarine in his presentation pointed out that the Force has taken various steps to ensure that capable persons are placed behind the wheels. One such move he named was having representatives from the Cops and Faith Network to invigilate the licensing examina-

tions.

“The examination room and the invigilators are persons from the religious fraternity and the marking of the papers are even now done by civilian persons from that fraternity,” Ramnarine stated.

“We have taken it a stage further in collaboration with the Guyana Revenue Authority, that is to say, every certificate of competence issued by a certifying officer of the country, has to be verified by the Traffic Chief who sends a report to the Commissioner and who collaborates with the GRA and that’s the way forward to strengthen the package.”

Moreover, Public Infrastructure Minister David Patterson in his remarks told stakeholders that their efforts in ensuring road safety are important but in the same breath underscored the need for promoting road safety education.

“We’re setting the stage for Guyana to approach road safety in the next two years; I urge you not to let this action plan be another stack of printed pages taking up desk space. I also hope that the action plan addresses not just accidents and reducing them but also gives consideration to the safety and the wellbeing of our people,” Patterson urged.

It was reported that as of April 30, 2017 some 38 road deaths have been recorded, 28 of which are said to be caused by speeding and drunk driving. (Vahnu Manikchand)

Granger’s mouthpiece – slams newspaper for “publishing warped and politically selfserving interpretation of the Constitution”

he People’s Progressive Party (PPP) has condemned what it said is the “deliberate and continuous” efforts by Kaieteur News to distort the letter and spirit of Article 161 (2) of the Constitution of Guyana, in respect of the appointment of the Chairman of the Guyana Elections Commission (GECOM).

The PPP pointed out that on page 15 of Kaieteur News’ May 3, 2017 edition, an article under the caption, “Two judges, three lawyers in new GECOM list”, peddles the patent falsehood that

President David Granger can “reject the list and ask for a fresh one or move to name a chairman of his own choosing”.

The PPP, in a statement, declared that “Article 161 (2) of the Constitution is very clear and vests no power whatsoever in the President to appoint a Chairman of his own choosing once the Leader of the Opposition has submitted to him a list of six names”.

It is only when no list is submitted by the Leader of the Opposition that the President has such a power, the Party contend-

ed.

“We have repeatedly highlighted this erroneous contention being pushed by Kaieteur News.

Yet they persist with this flagrant inaccuracy. Many feel that this is indeed the ultimate agenda of the President, and the Kaieteur News is the mouthpiece through which he speaks,” the PPP posited.

“We call upon the Editor of Kaieteur News to immediately stop publishing this warped and politically self-serving interpretation of the Constitution,” the Party added.

Funding for security...

The UK had slashed the amount of money it would have provided to a revised SSRAP to Guyana because its priority was shifted from security to infrastructure.

The project which began in 2007 was scrapped in 2009 after the British Government had requested to have oversight of the programme to ensure that there was ‘value for money’.

The former Government had disagreed with the manner in

which the British Government had wanted the programme to be run, claiming that Britain had sought to intrude upon Guyana’s sovereignty.

However, the British Government said the Government of Guyana had submitted a different proposal which had focused on Police modernisation rather than a holistic approach to reform. The intention was to build a workable basis for improving national security

while reducing crime in Guyana.

Government believes that once implemented, Guyana’s security sector will be significantly strengthened and hopefully this will lend to a reduction in the number of illicit activities that takes place.

President David Granger has said too there is need for a stronger Police Force, one that is better equipped with all tools necessary to function adequately.

He was however reminded by the Regional Chairman that the sanitary practices at the markets fall under the jurisdiction of the LM&TC. Morian said he will have the administration re-write the LM&TC in an effort to secure an update as it relates the monitoring of the activities, also pointing to the option to engage the Council in conversation.

"We did talk with the Town Council before. We want to know what action has been taken so far…

It's the Council's responsibility… a letter was sent to the Council. We have to send another letter to the Council asking what they're doing because they haven't responded to us,” the Regional Chairman had emphasised.

GLDA response

In response to the concerns, representatives of the Guyana Livestock Development Agency (GLDA) were expected to meet with officials of the Regional Health Committee, to discuss a proposal for the possibility of the construction of an abattoir in the region, Chairman of the Committee; Councillor, Dr Gregory Harris had indicated. The plans came on the heels of several complaints made

by Councillors and officials of the RDC. Dr Harris had disclosed that

the Chief Executive Officer (CEO) of the GLDA had later made contact with the region's Health Committee regarding the proposal.

It is however unclear what is the status of the discussions.

Dr Harris had also pointed out that the Committee also had a discussion with the health workers at the Town Council and that a spot for the proposed abattoir was expected to be identified. He said a recommendation was made sometime last year to set up a monitoring unit along the Linden Soesdyke Highway, explaining that he had proposed for a system to be implemented whereby meat coming into the region could be monitored. Nevertheless, he said an Environmental Officer would usually carry out sanitary checks at various butcher shops in the Linden community. Callender was one of the Councillors who had brought the issue of unsanitary practices by vendors of meat to the fore; an issue which he stated needed to be urgently addressed.

Councillor Tracy Johnson had also called for the monitoring of butcher shops in the community, with Morian pointing out that it was necessary for public health workers to do the necessary work, as he noted that years ago tuberculosis was detected in meat at Linden after an alarm was raised.

Sides clash as Berbice cricket infighting continues

I

n recent years Guyana’s cricket has been plagued with issues that are hampering development within the sport as well as structural programmes to ensure quality players emerge on the scene through the necessary process. This has led to a decline in the sport.

Speaking subsequent to his re-election as the President of Georgetown Cricket Association (GCA) on January 31 2017, Roger Harper, made it clear that he does not recognized the GCB as a legal Board. “I do not believe that the people holding themselves out as the GCB were duly elected,” according to Harper that has been the crocks of the matter.

Like Harper many others have shared their views about the state of cricket in Guyana and their respective counties while journalists continuously question the manner in which the board functions.

CEO of the Rose Hall Town Youth and Sports Club (RHTY&SC), Hilbert Foster, is the latest individual to publicly criticize the operations of the Berbice Cricket Board (BCB) and the GCB. In his outburst at the two boards during his presentation at the 27th annual award ceremony of the RHTY&SC, which was featured in the April 27, 2017 edition of the Guyana Times, Foster said Berbice cricket is in disarray due to the lust for power at the county and national levels thus he is calling on those in the highest office of this land to intervene so that the sport could see brighter days.

According to Foster, absolutely no cricket is played for clubs in Berbice, no coaching is done on and off the cricket field, unqualified coaches are selected to coach inter-county teams, five clubs move a motion to remove a hardworking, dedicated and honoured senior administrator while unqualified

umpires are used in practice and interzone matches. In that said article he stated so much other matters that are alarming.

Apparently this has prompted a response from the Acting President of the BCB, Dhieranidranauth Somwaru, who said Berbice cricket is striving despite some negatives that are being portrayed in the media.

Somwaru stated that there were inter-zone matches to select the u-15 and u-17 teams and in a matter of weeks there will be an inter zone competition to select the u-19 team to play the inter-county tournament.

Somwaru dismissed the claim that all the coaches involved in inter-zone matches are unqualified, identifying two of the qualified coaches, namely Randolph Latcha and Quacy Maltay, who were both selected to represent Guyana at some level. However, he admitted that the umpires were not qualified but there were no problems at the conclusion of matches. Since he has no access to the Board’s money he

said it is difficult to pay umpires.

He asked that the detractors, mainly Foster, name five coaches in Berbice, who are qualified with coaching certificates.

Somwaru insisted that the BCB is making efforts; “In the U-17 team there was a guy from Tamarind Root a place hardly known to Guyanese outside of Berbice that says a lot.

Apart from that we have gained success at the U-15 and U-17 intercounty tournaments.

To further verify some claims several persons were contacted.

Foster insisted there were no U-15 neither U-17 club matches hosted by the BCB, neither were there any interzone matches at the u-15 level.

According to Foster all under-15 club matches were organized by the RHTY&SC and these matches cannot be used to select the Berbice team.

He said Maltay and Latcha are not qualified coaches and it is clear that Somwaru is unaware of who are the qualified coaches. When asked to list the qualified coaches from Berbice he listed a dozen. The coaches are,

The state of cricket in Guyana is very ugly and has been on the decline rapidly. Would it get any better? That is a question many cannot answer but believe it is possible if the current GCB administration is removed from office.

A

50-mile cycle road race has been organized to observe the 179 anniversary since the first set of East Indians arrived in Guyana.

It was on May 5, 1838, that 117 labourers arrived at Plantation Highbury on the East Bank of the Berbice River to begin their period of indenture on the colony.

On May 5, this year cyclist will race from New Amsterdam to Number 37 Village on the Corentyne before returning to the point of origin for the finish; covering a distance of 50-miles.

The race is being sponsored by the Berbice Chamber of Commerce and Development Association (BCCDA) in association with Trojan/PSL Cycle Club.

The race is open to all cyclist and will peddle off from outside the of the BCCDA office at Main and Chapel Streets from 9:00h.

Prizes will be awarded to the first six finishers and for

the first three juniors and first three veterans to complete the distance. As a bonus, eight sprint point prizes have been added to the package.

Meanwhile, juveniles and female cyclist will ride from Albion to the finish point on Main Street covering a distance of 14-miles.

The top three in each category will be honored with prizes.

This is the second road race being organized by the Trojan cycle club which has since

merged with a Trinidadian club. The first was held on July 28, 2013, a few weeks after the club was formed.

That race was won by Godfrey Pollydore while Junior Niles won the veteran category and Juban Crawford the Junior.

Higuain answers critics to put Allegri’s men in control

uventus took a huge step towards the Champions League final by earning a two-goal win over Monaco, courtesy of Gonzalo Higuain.

Gonzalo Higuain ended his woe in the Champions League knockout stages with a crucial double as Juventus recorded a 2-0 away win over Monaco to take full control of their semi-final tie.

Juve striker Higuain came into the match having only netted twice in his last 24 knockout games in the competition, but banished his reputation as a player who does not shine in big games by scoring the same amount in a single match at Stade Louis II. strong team of Guyanese cyclists have departed local shores for Santo Domingo, Dominican Republic where they will be taking part in the Pan American Road Race Cycling Championships at the Mirador Sur Park over the course of the next few days.

The team which departed Guyana on Tuesday included We Stand United’s Andrew Hicks, Team Coco’s duo, Jamual John and Junior Niles, Team Evolution’s Paul Denobrega as well as Guyana Cycling Federation President, Horace Burrowes. Assistant Guyana Cycling Federation Racing Secretary, Joseph Britton and Burrowes are the officials on the trip.

Copa’s Sales Manager in Guyana, Nadine Oudkerk, said sport plays an important role in the development of young Guyanese, and football in particular very often provides much needed opportunities for youths in depressed communities.

“Many of our youths, particularly those in depressed communities, are given a real opportunity to succeed through football. Having the requisite skill is one thing, but being able to nurture and develop that potential is often the challenge. Copa Airlines recognises that it can play an integral role in this regard and is extremely happy to be partnering with

professional contracts overseas.

“One good example of this would be the recent signing by Morvant Caledonia (Trinidad Champions of 2012-2013) of GFC’s Kelsey Benjamin, who, at just 17 years old, has been featured as a starter in the Trinidad and Tobago Pro League, the only fully professional league in the Caribbean today,” he said.

Copa and GFC will also be collaborating in the staging of football clinics in depressed communities and orphanages in Guyana, thereby providing opportunities for talented youths to tap into their potential.
