Residents pump personal monies into repairing roads in Little Diamond — Heavy vehicles now eroding repairs

ith heavy hearts and cringing pain, residents of the Little Diamond New Housing Scheme, East Bank Demerara (EBD), watch as their precious time and effort coupled with their hard earned cash crumble beneath the weight of machinery owned by corporate giants.

For several months,

residents of this developing community have been complaining to the Neighbourhood Democratic Council (NDC) about the deplorable conditions of their roads.

However, their concerns were seemingly ignored, as nothing was done or promised made of relief for the residents.

After coming to terms

with the fact that they were not getting any governmental assistance to fix their roads, they decided to pool their monies and labour together to get the work done.

“It don’t make sense living uncomfortable while you waiting on them to fulfil their duty. Because it’s only we gonna end up suffering anyways,” one resident related to this newspaper.

The roads were in such a deplorable state that vehicles had a tough time traversing without damages. The situation is made worse when it rains with the slushy trail and potholes overflowing with water, making it practically impassable to both vehicles and pedestrians.

During an interview with this newspaper, one resident explained that the villagers would fix the road to a stage where vehicles could travel with some relief.

“It don’t be proper because we don’t have the right materials and so but we fix it up enough so the vehicles could pass,” she explained.

However, she decried that contracting companies would then come into the area with huge vehicles that would quickly reverse their remedial works.

Only recently, a contracting firm with big trucks ventured into the area to conduct repairs on a koker.

“The impact of the trucks on the road, dam-

aged the road we used our personal money to fix.

It is not fair because we aren’t getting any assistance from the government authorities,” she emphasised.

Other residents noted that it is not just contracting companies alone, but other individuals driving heavy vehicles.

The residents are frus-

trated that they keep pumping monies to repair the roads for their convenience and comfort while outsiders continue to venture in the area with weighty vehicles, damaging the repairs.

Consequently, residents are pleading with the relevant authorities to visit their village and help address the situation.

Teen burnt to death in De Willem fire

A

fire of unknown origin claimed the life for a young man who was sleeping in bed last night as it ravaged his uncle’s home, burning it to the ground.

Satesh Jagmohan, 19, aka James, of area ‘J’ De Willem, West Coast Demerara, had been out drinking with friends at a nightspot a few villages from his residence.

He returned to his parent’s home just before 23:00h, had dinner, then went to his uncle’s residence two yards away to spend the night.

According to a relative, the young man’s uncle was “away” and Satesh was tasked with sleeping at the residence to “care take” it until his uncle returned home.

That was the last time his parents and seven siblings saw him.

Reports are that Satesh retired to bed moments after he locked up and lit a lamp to provide light throughout the night.

Less than an hour after, his neighbours began raising the alarm that the house was on fire.

Many persons rushed to render assistance but the fire spread rapidly and the heat prevented anyone from rescuing the young man.

One neighbour said that she telephoned the Fire Service but almost an hour had passed before a fire tender arrived.

By then it was too late.

Satesh was burnt in the house and a small part of his body was recovered.

At this point it is uncertain how the fire started.

However, Commander of ‘B’ Division Mansell, stated that investigations into the matter are in full swing.

Central Govt review of contract unlawful – Nandlall

ormer Attorney General and legal luminary Anil Nandlall has deemed Government’s move to review the parking meter contract between the Georgetown City Council and National Parking Systems/Smart City Solutions (NPS/SCS) Inc as unlawful.

During an interview with Guyana Times on Sunday, Nandlall explained that Central Government has no role in the decision-making process of the Mayor and City Council (M&CC) of any municipality, not even to review a contract in search of illegalities.

In light of mounting concerns over the controversial Parking Meters Project, Cabinet recently ordered that the contract be reviewed by the Finance Ministry and the Attorney General’s Chambers.

State Minister Joseph Harmon had explained that if illegalities are discovered, government would take according actions. However, he had also cautioned that Central Government is limited in its intervention since it is undemocratic and outright unlawful to interfere in matters under the remit of City Council.

Nandlall posited that M&CC is a duly elected body corporate that has functional independence and autonomy and therefore, Central Government has no right interfering in its operations.

“Central Government’s arrogation onto itself of powers to review the parking meter contract is tantamount to unlawful interference with the functions of an elected body,” he emphasised.

He further explained that the Minister of Local Government, in this case Communities Minister Ronald Bulkan has clear-

ly defined functions in relation to municipalities and the Neighbourhood Democratic Councils (NDCs) and that those functions do not extend to review of contracts or interference in decisions made.

He added that if the City Council violates the law, it is still not Central Government’s duty to ensure it is sanctioned.

“If a person from City Council violates the law, then that person is liable to prosecution just like any other citizen,” he stated.

Moreover, Nandlall said if City Council goes ahead with the project despite the number of objections, then any taxpayer within the boundaries of the municipality has the right to take the matter to the Courts.

“Any citizen of Georgetown can challenge that decision.

They have locus standi to challenge the actions of the Council,” he said.

Since the tête-à-tête signing of the contract for the Parking Meters Project, many persons, including M&CC councillors, over the past weeks have raised concerns about the lack of transparency in the deal, which they claim appears to be a shady one aimed at exploiting the local populace.

In fact, Deputy Mayor Sherod Duncan had stated that he could not find proper information about the company or any record of it providing parking meter services in any other country.

However, the Guyaneseborn director of NPS/SCS Kamau Cush during an interview with Guyana Times over a week ago, had insisted that his companies are legitimate and have been doing business on the international scene for a number of years.

He claimed that his companies have worked in Panama, Argentina, Peru and Mexico City among others; however, checks by this publication in these locations turned up empty as there is no mention of either company.

Further checks on search engine www.whois.net revealed that the NPS’s website (http://npsgreatcities. com/) was registered on April 8, 2016 through www.godaddy.com – a website-hosting company in the US. This was about the time fresh discussions about the installation of parking meters in Georgetown surfaced.

On the other hand, following a visit to Mexico City, Mexico, and Panama last week, Mayor Patricia ChaseGreen announced that the council will be going ahead with the project as they are satisfied after observing the services the company is offering in the two Central American cities. The mayor even went on to address the accusations against the company, saying that reckless statements serve only to frustrate the progress of Georgetown.

“It is my strong view that there is a group of individuals who wished to snatch this project and all of its benefits from this Council and citizens for their own private enterprise and personal gains…

this will not happen under my watch,” Chase-Green assured.

President David Granger has recently outlined that he was deeply concerned about the issues being raised in relation to the project.

“Obviously we want to protect the national interests…

I am disappointed that there are members of the public who feel they were not consulted…

The whole purpose of having democratic elections is to have democratically run councils,” Granger stated.

He noted that his Government cannot do much but insisted that transparency and accountability prevail.

“As far as the Government is concerned, we would insist that there is greater transparency…we cannot overrule the council which is a legal body but we can ask for transparent procedures to prevail,” he stated.

Jamexit?

T

he votes had barely been tallied on the Brexit vote which the "leaves" won, than authoritative voices in Jamaica placed on their national agenda, the question of whether their country should follow the example of Britain, the former "Mother Country", and leave the Caribbean Community (Caricom) as the former had exited the European Union (EU).

Britain, after all, had been the inspiration for Caricom, which was launched in 1973, the same year Britain finally was allowed to join the European Economic Community (EEC), the precursor to the EU. As it prepared to quit ruling its colonies in the Caribbean directly, Britain had floated the British West Indian Federation (BWIF) in 1958, which cobbled together 10 British colonies, including the "big three" – Jamaica, Trinidad and Tobago and Barbados. But with independence in sight, politicians in Jamaica raised the spectre of their country flooded with "small islanders" and losing their sovereignty in the federal structure suggested for the proposed independent West Indian Federation (WIF).

Alexander Bustamante's Jamaica Labour Party (JLP) was against federation while Premier Norman Manley's People's National Party (PNP) was for it. The latter organised a referendum on the issue in late 1961, and as with the British Conservatives last week, lost "corn and husk". In 1962, Jamaica achieved independence on its own with Bustamente as Prime Minister. Jamaica's departure prompted T&T's PM Eric Williams' famous quip "Ten minus one leaves zero". The Jamexit was almost a dress rehearsal for Brexit 54 years later.

Even though Jamaica was one of the "Big Four" – the "Big Three" plus Guyana, that launched the Caribbean Free Trade Area (CARIFTA) in 1968 and which later became Caricom in 1973, at the grassroots level, there was always a strong reservoir of doubt among Jamaicans about the burdens of Caricom outweighing its benefits. When in 1994, the US started pushing for a mega trading bloc – Free Trade Area of the Americas (FTAA), Jamaica was a fervent supporter.

Jamaica has complained in recent years of its increasingly unbalanced trade with T&T in Caricom which they posit is due to the latter's extremely low electricity costs – US 5 cents compared to Jamaica and the region's US 23 cents and up. Because T&T subsidies its entire economy and not just specific industries, under Caricom's rules they cannot object even though it does give what they consider to be an unfair advantage to T&T. Another area of contention is the tens of billions of dollars their economy would gain by collecting duties from other present Caricom members.

But the most salient and widespread grouse against Caricom in the minds of ordinary Jamaicans has been the despicable and harsh treatment of Jamaicans by other Caricom jurisdictions. This is not just violative of the spirit of "free movement of citizens", set as the goal of the "Community" as articulated in the Common Single Market and Economy (CSME) but of common humanity. This would be the deciding factor if there were to be a referendum in Jamaica on leaving Caricom.

Such a referendum is ever more likely in the wake of Brexit since former JLP Foreign Affairs Minister Oswald Harding immediately cited the discriminatory treatment against Jamaicans' free movement. Echoing the "leave" leaders in Britain, he said Jamaica's future as a Caricom member shouldn't be decided by politicians but by the Jamaicans who will be significantly impacted by any decision that is taken.

Facilitating a referendum would be the "Caribbean Community (Caricom) Review Commission" (CCRC) established by PM Andrew Holness just a month ago, headed by former PM Bruce Golding. The CCRC is supposed to evaluate the effects Jamaica’s participation in Caricom has had on Jamaica’s economic growth and development, with particular reference to trade, investment, international competitiveness and employment creation. It would analyse Caricom’s performance against the goals and objectives enunciated in the Revised Treaty of Chaguaramas and identify the causes of any shortcomings.

Ominously, the review will encompass relations with Cuba and Dominican Republic. Jamexit is on their agenda.

The Canje Secondary School incident Dear Editor.

In the country where I am living, I am not afforded the unlimited pleasure of reading the daily newspapers of Guyana. Here in Willow Dale, Ontario, time does not permit, so I will get the tail end of news from any of the many social media forums while commuting by train or when I am resting.

I scanned the letters reported by your newspaper and others on the incident at Canje Secondary School which involves the alleged pushing over of a student on the stairway of the school and was quite astonished at their contents.

The writer apparently has a lot of time and, in my view, can be regarded as a chatterbox. My friends and workmates make a big deal of issues similar to this; hence, I was forced to read all the articles and the editorial that dealt with the issue.

Editor, if what was reported is the truth then the education sector is in peril. Here in Willow Dale, Ontario, the head teacher would have been sacked or would have done the decent thing by submitting a resignation. The superintendent of education would have given a report. As a matter of fact, the reporters would have flocked the school and demanded such. Parents would have been calling for her head.

Students would have spoken without fear or reprieve. But in Guyana in the year 2016, we can still get away with murder.

I am in sympathy with

the parents because of the nature of the incident.

Imagine being given fabricated information that hinges upon life and death of your beloved child.

The cries of the parents lie solely on the shoulders of the head teacher and she is the one who is to be blamed. She is ultimately responsible and the buck stops at her desk .She seems to be oblivious to the suffering of the parents, the injured student and the concerns of her teachers, particularly the juniors. Perhaps her mandate is not to teach but to preach.

I will now turn my attention to the “concerned parent” and member of the community who wrote the articles. I think that you were a little harsh in your remarks about the doggish attitude of the head.

I will proceed even further to say that you are not really a concerned parent, since you only encountered the head teacher twice.

What a shame. If you are so concerned, why haven’t you provided your technical advice on the issue?

I am sure that the head would have listened to you .I guess you were afraid that she will bite. Please don’t go on with this charade of garbled information.

I thought that since the previous Government was in power, the debate on corporal punishment was on the table. How can the head teacher allow a female head of department to slap a male child? I don’t want to sound like a sexist,

but what would have happened if a male teacher had slapped a female child.

I hope that teacher is no longer in the profession.

What about the male teacher (the third in charge as the article reported) who regularly loses his mind and chokes students. This is tantamount to insanity.

I, of all persons, understand the nature of children because I was a nurse practising in Guyana. I am also the parent of a former student of the said school.

Corporal punishment when inflicted on students is carried over to adulthood .The child can very well become aggressive .In this country when nurses are placed in schools, we are told that slapping a child can even affect them mentally.

What can possibly cause a teacher to slap a child? Domestic problems maybe. Does that teacher have children of her own?

God help them if she does.

What can cause a male teacher to choke a child? If he has kids, then God help those as well. These forms of aggression by teachers in a developed country in the West lead to immediate dismissal. It should be known that our behaviour with other children can easily affect our children.

I happened to know some of the teachers at the school.

I recall one incident in which the religious teacher, Mr Carl, brought a group of males to the hospital. One was critically injured and two were uncon-

scious. I was on duty that day. The teacher's clothing was stained with blood.

Can you imagine that scenario? The teacher took it upon himself to render assistance by taking the injured to the hospital and in the process soiling his clothes. He would purchase textbooks for the students to use. I can vouch that he assisted me in paying the dues for my child to sit the CXC exams.

The other teachers whom I know personally would provide lunch on numerous occasions for the needy kids at the school, and offer financial help to CSEC students, even provide footwear and uniforms to students.

They were mentors and parents for the students of the school.

I am absolutely certain that all the teachers in Canje Secondary School pooled some of their finances to give to the injured student. It is unimaginable that any of them would withhold. I am sure that all of them in their quiet moments would say a prayer for him.

I don’t know the present head nor some of the staff. Perhaps they are just maturing in their new administrative positions, but time would tell. I wish them luck.

Concerned parent, please give the teachers a break. Some of them are working hard. They don’t deserve all this attention in a negative manner.

I salute the UG VC to show cognitive dissonance if he is interfered with politically Dear Editor, Recently, the Vice Chancellor (VC) of the University of Guyana (UG), Dr Ivelaw Griffith opined that he can leave his job, if he is politically directed.

He further challenged that if he is given the chance to administrate the University of Guyana in his own feasible way without political interference, he will stay; otherwise, he will definitely leave the job.

I want to suspect that the excellent professor was chosen to be the ideal candidate for the Vice Chancellor position because of his People’s National Congress (PNC) ties to corroborate with the Granger administration to promote the APNU/AFC agenda. At the beginning of his tenure, he also noted that research should be done without political interference. From my point of view, I think he

is referring to facts and not values. Because any tampering with facts will make a study invalid rather than value free.

He wants to search for what constitutes valid knowledge and how we can obtain it, not to be involved in armchair guessing and to arrive at subjective-distorted and biased information.

Data collected is the search for objective valid knowledge and students will come to know things by testing our ideas through flawless research.

Dr Ivelaw Griffith is a kingpin in quantitative and qualitative research and knows research ethics and cannot be easily fooled.

This is a quality professor who should be cajoled to stay and give solutions for the improvement of the University of Guyana.

I am positive that the professor has a bag-

ful of strategies to implement for the improvement of University education if given a chance and should be kept at all costs. He threatened that he would leave the job if he had to follow the dictates of the Government or political interference. His recent opinions were levelled on his belief in cognitive dissonance, because he wants to follow his beliefs and conceptions which are internalised within him, and would not perform his duties beyond his conscience.

I am sure he has observed the country’s milieu and education system and has found them lacking in many aspects. We are proud to have you, Professor, to develop our university, good Sir, and being a professor in Political Science in the USA to help our countrymen. We don’t want to lose you. I agree with you

not to follow or indulge in the political interference to administrate your education environment because it will damage your beliefs and concepts. You are the expert who was hired to do a job to put the University of Guyana back on its feet. I know you are educated and trust you will do a good job without political interference.

Whatever party gains power in the next election, you will continue to operate as an autonomous body without political interference. From my readings, I have noticed that you are consistent in your beliefs and conceptions which I respect. I also admire that you have come from the US education milieu and you have operated in an education system that is devoid of political interference and would like to have a handsoff approach to your educa-

The British High Commissioner is spot on, or is he?

Dear Editor, The British High Commissioner to Guyana was spot on in his assessment and opinion with regard to the lack of transparency and arrogance at City Hall particularly as it related to the parking meter fiasco and other related matters.

However, if he thinks that Oscar Clarke has the great strength and character to say sorry in this matter in which he and his cohorts have found themselves, and if he believes that they would even consider offering comfort to the public by saying how they are going to make it right, then clearly High Commissioner Quinn does not have a clue of how arrogant and obtuse these individuals are.

High Commissioner Quinn is clearly oblivious to the fact that the Georgetown City Council must be the most corrupt and venal municipality in the world, when he expresses the expectation that they would comply with the standards that a transparent and democratic council should hold for itself.

The High Commissioner points to the lack of transparency, the lack of a democratic process within Council’s deliberations and the fact that in the face of it all, the public was told that no apologies will be offered.

Clearly, again, this British envoy has not heard of the ‘Fantastic Four,’ the group who has been making many other unlawful decisions outside the knowledge and consent of the rest of the Council. Just one example, and there are many,

is the unlawful, illegitimate and dishonest waivers of millions of dollars in interest that they have granted to selected persons on their outstanding property taxes.

This is being done outside of the amnesty period and without the Council’s knowledge or permission.

The High Commissioner ought to know that there are no good reasons for keeping the parking meters deal secret except for a complete disrespect for other Councillors and the citizens at large and a reluctance to share the spoils.

It is understandable for the High Commissioner to contrast and measure up the Georgetown City Council’s standards to cities in Europe, but that is a sad, sad mistake. Nowhere else in the world, could a small food vendor who used to walk and sell dhal puri in the municipal markets become overnight, the biggest contractor in the city earning tens of millions of dollars weekly by getting con-

tracts without even bidding for them.

ing the corruption, nepotism, egotism and criminality propagated on a daily basis.

You are the only hope where all Guyanese can get a decent education equally and develop the nation. Remember big brother is watching and the minute you corroborate with political elements, you

will come to a downfall.

To be re-employed in the USA, the academic public will read about your performance at UG. If they are going to re-employ you, it is left on your performance. So do a good job and do it right.

I respect you with your recent statement to move away from political interference to do your job successfully.

You don’t want to be hurt again by a government who has no caring for their citizens. Your beliefs and conceptions are strongly organised within you and will stay there as long as you are not controlled.

A fast yet effective way to choose a career Choosing

ost people would be equally successful and contented in any of a number of careers.

Sure, if you’re a detail-oriented introvert, you don’t want to be in sales. Sure, if you’re people-centric, you don’t want to sit in front of a computer all day. But beyond such obvious screens, it’s usually wiser to just choose something already.

Further exploration beyond a few weeks in hopes of the career descending like manna from heaven is more likely to result in waiting for Godot. The time is better spent starting to become expert in your career. I know it’s odd for a career counsellor to say that but that’s been a major takeaway from my having been career counsellor for 30 years, 5000 clients.

In this article, I offer a self-help approach to choosing a career quickly.

First, a few principles I believe in: ***Consider less popular careers***. If you choose a popular field like law, business, medicine, or entertainment, supply-demand means that unless you’re a star, you’ll have a hard time sustainably earning a middle-class income. It's easier to make a middle-class living if you choose an unpopular career or niche within a career, one that few top candidates vie for, for example, Tourette’s counselling rather than relationship counselling, estate tax law than entertainment law, industrial acid sales rather than solar panel sales. Importantly, most people’s career contentment depends far less on

a career’s “coolness” than on the basics: work that's only moderately difficult, reasonable boss and coworkers, ethical work, decent pay, and a reasonable commute. ***Treat your career choice like a suit of clothes***: For it to work best, you must tailor and accessorise it. Most careers can be adapted to your strengths, weaknesses, and preferences. For example, I chose to be a career coach because I value helping people be productive, but I don’t like that the typical counsellor spends most of

you, and perhaps most important, you’re not a procrastinator. If you meet those requirements, do consider self-employment because ever more hiring will be part-time/temp with raceto-the-bottom pay and the spectre ever looming of your job being automated or offshored.

A fast way to choose a career

Here is a list of careers that have interested a significant subset of my clients.

For many, I list one or more under-the-radar niches.

Now what?

Let's say you've now found one or more careers worthy at least of a bit of investigation. In earlier years, I would have suggested you try to informational interview and job-shadow people in your target profession, but I’m less enthusiastic about that now. People are busier and unless they know you well, they're likely to ignore your request or say no. And if only because of that, job seekers tend to, at most, do one informational interview.

There’s too much variation within a field and in how an individual practitioner would describe it to make one or two informational interviews worth the effort.

Sure, if you know someone you respect in the field, ask for an informational interview or job shadow but don’t kill yourself to get those.

Today, I encourage you to Google your target career, for example, [“eating disorders” career] to find articles and videos.

Next, find good places to get trained in locations you’re willing to live. Google the name of your career and perhaps your planned specialisation and the word “training”. Or visit the website of the professional association for that career (for example, American Psychological Association) and see if it lists accredited training programmes.

Or look at LinkedIn profiles of people in your proposed field. Their profile should list where they trained. Then visit training programmes' website to see if the course requirements and electives are enticing and if there’s a professor you might like as an adviser. If a programme appeals, Google it and the word “reviews”. Finally, if possible, visit the campus including sitting in on one of the programme's advanced classes. That allows you to ask nearly graduated students what they think of the programme and the employment prospects it provides.

Once in the programme, tailor it to fit you by choosing a well-suited adviser and by asking to do papers, projects, and fieldwork that would prepare you for your niche.

Step 1 — Reflecting Before they start planning their next move, your child will need to find out more about their own interests, likes and dislikes. They could start by answering the questions below and making their own list as they go.

What are their interests?

What do they enjoy doing at school or in their spare time?

For example, they might like: art music sports writing stories looking after pets playing computer games socialising with friends What are their skills?

What kind of things are they good at, in school or their free time? For example, they might be good at: science maths talking and writing using computers creative work, like painting or music practical tasks, like making models or repairing things researching information for a project What are their personal qualities? What are they like as a person? For example, they could be good at: managing their time and meeting deadlines working well with other people planning ahead talking to groups of people joining in discussions caring for other people coming up with original ideas listening to other people’s views How do they like to learn?

Different options will offer different ways of learning.

For example, some education courses will be mostly classroom-based while others will involve placements with employers or practical project work.

The world of work is changing all the time. To help them plan their career, they’ll need to find out more about the kind of jobs that are out there now, and which ones could be big in the future. Once they’ve found the jobs they are interested in, they need to find out what is necessary for that particularly career. The next article will further detail how to explore and plan for a career. T

he productive sector is likely to suffer tremendously now that the Government plans to conserve an additional two million hectares of forest lands, former President, Opposition Leader Bharrat Jagdeo says.

With the recent signing of the Paris Agreement on climate change, the Guyana Government pledged to put two million hectares of forest under conservation.

Recently, President David Granger explained that the allocation of more land to the protected area system would ensure that these natural resources are used sustainably and preserved for future generations, and was part and parcel of the plan to promote a green economy.

The President also stated that conservation would be used in tandem with the proliferation of eco-tourism in Guyana.

“These areas will be established in each of our 10 administrative regions to ensure that conservation is on a national scale and covers all of our ecological zones in scope. Ecological parks, nature reserves and sanctuaries for our endangered species will be established to protect our flora and fauna and our natural habitats and ecosystems. Guyana’s ecotourism competitiveness will be enhanced by the fact that we are part of Caribbean and also the continent. We share

borders with three South American countries. We are placed strategically to tap into the large tourist markets of our sister states of the Caribbean and the continent,” the President said.

But Jagdeo has strongly criticised this move and berated the Government for not having a serious strategy aimed at achieving a green economy. He contended that those currently responsible for the natural resources sector appeared to be “incompetent about the dynamics of the sector, given the plans, or lack of, made to fight against climate change.”

Jagdeo explained that Guyana’s deforestation rate has remained one of the lowest in the world, around 0.065 per cent.

He said with a deforestation rate that low, there really was no need to convert more of the country’s forest which could otherwise be utilised in an environmentally friendly way to boost production and ultimately generate revenue for the country and its people.

“How are they going to get that done? It could mean they are going to take back lands from the people who have forest leases, from miners; and even if they don’t, that would be two million hectares more of our land that we can’t bring into productive use,” he explained.

Jagdeo contended that this commitment was silly also because even developed countries were not making these pledges.

He also criticised the commitment made to move Guyana to 100 per cent renewable energy by 2025.

“So in nine years’ time, we’re supposed to believe that this country will use 100 per cent renewable energy. It is impossible to say that every vehicle, every power plant…will start using renewable energy,” the Opposition Leader asserted.

Jagdeo posited that with the rate at which the Government was going, Guyana’s reputation on the international scene with regard to its climate change efforts would soon be destroyed.

he ex-wife of selfconfessed drug baron Barry Dataram and three other persons are to stand trial starting August 3, 2016 for the 76.9kg of cannabis found in their possession earlier this month.

This ruling was handed down by Magistrate Christel Lambert on Friday at the Vreed-enHoop Magistrate’s Court.

Sheleza Khan, Dataram’s ex-wife, was charged along with Balkhrison “Johnny” Ramdass, Felicia Laundry and Andrea Karan for trafficking in narcotics.

Ramdass was the lone accused who appeared in court on Friday.

According to the prosecution, between June 7 and 9, 2016 at 54 Almond Avenue, Roraima Housing Scheme, West Bank Demerara, they were in possession of 76. 910kg of cannabis for the purpose of trafficking.

Ramdass was also slapped with a second charge which stated that he solicited persons to traffic narcotics.

According to the prosecution, Customs Anti-

Narcotics Unit (CANU) officers, acting on information received from a source, swooped down on the house where the drug was found.

On June 13, the four defendants appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts and were all remanded, while the matter was transferred to the Vreed-en-Hoop Magistrate’s Court.

It is believed that at the time of the raid, the marijuana was being prepared to be shipped abroad as most of it was in sealed plastic packages.

In court on Friday, Attorney-at-Law Mark Waldron made an unsuccessful bail application for his clients, Khan, Laundry and Karan, on the grounds that they were not in control of the cannabis at the time of their arrest.

Ramdass’ Attorney, Gordon Gilhuys, also unsuccessfully made a bail application.

The CANU Prosecutor objected to bail on the grounds that the Unit was in possession of video footage which showed the defendants all handling the

narcotics.

The Prosecutor also disclosed that after the raid, it was discovered that the house had equipment like sealing machines, etc, which indicated that there was a huge operation ongoing.

Bail was denied and the defendants are to return to court on July 8 for statements and then on August 3 when the trial will commence.

Guyana to move away from international funding for Iwokrama – Granger

ess than a year after Prime Minister Moses Nagamootoo declared that Guyana alone cannot sustain the Iwokrama Rainforest Project, President David Granger has affirmed that steps must be taken to lessen the country’s dependence on foreign funding.

Iwokrama’s current financial model includes funding from various sources including revenues from services and investments (from businesses and partners), donor funding and intellectual property and services (including eco-system services) to meet its core costs of an estimated US$1.2 million annually.

Shortly before demit-

ting office, then President Donald Ramotar had stated that the Iwokrama Project was in jeopardy owing to the lack of critical financial support from the international community.

Iwokrama Rainforest is to be used as a research and development centre, as well as a test model of sustainable forestry with international and local community partnerships.

Ramotar had explained however that the success of this noble intention is in deep trouble due to lack of critical financial support.

He had said that with very few exceptions, the global community simply has not supported the activities of Iwokrama and conse-

quently, Guyana was faced with an unacceptable situation where its Government is forced to inject monies to allow for continuity.

But President Granger believes that Guyana should get rid of its addiction to foreign financial support.

“I believe we can rely less on foreign donations and more on our own efforts…

Over the last 20 years and the project is 20 years old, we relied too much on foreigners. I am not saying that we shouldn’t seek foreign assistance but overreliance can be addictive,” he stated.

Nonetheless, he explained that Guyana will still welcome international support but not so much in

monetary terms.

For example foreign students can visit Iwokrama to study the biodiversity in one of the unique ecological zones of the world.

In this way, Iwokrama would be able to generate its own revenue for financial sustainability.

The President explained that one of the main reasons why Iwokrama’s revenue stream remained stunted was owing to poor infrastructure, which led to the high cost to access the area, ultimately demotivating persons from visiting.

In this regard, he said steps are being made to develop infrastructure to make it more accessible to visit Iwokrama.

Currently, the Fairview airstrip, just minutes from Iwokrama River Lodge, is being transformed with an extended runway and the construction of an aerodrome.

Upon completion, it is expected that visitors can reach Iwokrama in less than an hour when travelling from the Eugene F. Correia Airport in Ogle.

Via the hinterland roads, persons can take up to 16 hours to arrive in Iwokrama.

Iwokrama sees on average 1100-1300 tourists annually; a small number, but one which has grown in comparison to an average of 60 tourists annually up to 1999.

Essequibo Coast resident remanded for alleged sexual intercourse with step-daughter

resident of the Essequibo Coast was on Friday remanded to prison charged with allegedly having sexual intercourse with his underage step-daughter.

He made his first ap-

pearance before Magistrate Sunil Scarce at the Suddie Magistrate's Court.

According to prosecution facts, the 32-year-old man was arrested in the month of March 2016 on the allegation. The stepdaugh-

ter is now in safe custody.

Following investigations into the case, the file was sent to the Director of Public Prosecution (DPP) for advice.

On Friday, the father was slapped with the charge

of statutory rape (rape of a child under the age of 16 years).

He will remain on remand for the indictable charge until July 15, 2016, when statements will be filed.

It won't, for the simple reason that the fundamental issue isn't just the arrogant actions of the Gang of Four, but the mindset which their actions betray. These are people who believe to the depth of their dark souls, they can "do what they want with us".

It's like the "Lord of the Manor" feudal days.

Those fellas revelled in "droit du seigneur" (“right of the lord”) – their "right" to "have their way" with the brides of their vassals on their wedding night. Legally, it was a kind of tax! Well, from what the Gang of Four have signalled, it's clear they're determined to "have their way" with not just nubile brides, but every one of us who live or visit the city – man, woman and child.

We're screwed not just for one night – but for every night and day over the next three years.

So where'd they get off with this kind of attitude?

It's not only the title of the head of the Gang of Four – The Lord Mayor – or the name of her chief facilitator – first name being "Roy" meaning "King" in French where it is spelt "Roi" and second name being " King" which is self-explanatory. No...this kind of thinking goes back to the sickness of ethnic politics, where supposedly ELECTED officials know, no matter what they do...the same people they screw will vote them back into office for some more (royal) screwing.

So we can have a Mayor who says Central Government has NO authority to examine her decision on the Parking Meter scandal – but Central Government MUST bail the City out for overspending during Jubilee...Ooops!...a half billion dollars or so!

And no...they can't provide details publicly as to which contract was awarded to whom for what. Well, they do say, consistency is the hobgoblin of little minds, nuh?

And even though the Municipal Act requires it, they won't release the details of their spending in their last Budget –- to the citizens of the city. Said they've shown the numbers to the Minister of Communities – and that's enough. Why bother about the law? It's all in the family, isn't it? And that should probably also explain the head of the City's Finance Committee – old-time PNC executive Oscar Clark citing a colleague's example as precedent for his saying he has nothing to apologise for. Isn't that like...bootstrapping?

So once again, we give "a tip of the hat" to Dep Mayor Sherod Duncan for having the guts to say: "The Lord Mayor and her King aren't wearing any clothes!"

In fact, the "higher" you go in administrative structures, the stronger's the compulsion to screw everyone else –- as a matter of right. So we have the Central Government unilaterally widening a city street – Carifesta Ave, creating a raised median and installing street lights. Why? Did the City request this? No. Did higher traffic usage demand this?

No. Were vehicular crashes occurring there? Not apart from the one SOCU high-speed chase – the discussion of which is grist for another mill.

So what's the scoop for spending $200M while Region 5's under water for three months – and could've been fixed for $50M? Well...Duh!! CARICOM's Heads of Government (HOGS) will be meeting here on July 4th and the Lord of the Manor decided Carifesta Ave's now gonna be: "Ave of the Caribbean"!

Govt’s “differentiated approach” to wages

overnment’s proposal to pay public servants based on their performance has been placed under scrutiny, as political commentator Dr David Hinds said the deal might do more harm than good.

He said Government instead of going that route, should pay every worker a living wage.

Government has proposed to the Guyana Public Service Union (GPSU) that a “differentiated approach” (performance-based salary increase) replace the acrossthe-board percentage increase usually paid to public servants.

“I think it is something worth thinking about. I think they are talking about paying the workers based on performance and I think there are some problems with that. I think all workers should be paid a living wage,” Hinds told Guyana Times.

The Arizona University professor said that he was very much sceptical about the proposal, which the GPSU said it was going to consider.

Government and the Public Service representative late last week entered into bilateral talks, and sev-

eral proposals and considerations were made by both parties.

The performance-based proposal had sprung from a previous pronouncement made by President David Granger, driving home the message that lazy public servants would receive a lazy person’s pay.

But Hinds said this proposal was one that should be carefully considered by Government.

“If you’re talking about performance, then that should be on top of workers being paid a living wage.

I’m very sceptical about the talk of performance, because people come to the workplace with different challenges. You will have the woman who is a single parent, who has five children to deal with in the morning before she comes to work.

She comes to the workplace sometimes with tremendous pressure on her head that could affect her performance on the job and if you’re talking about paying her based on performance and not taking into consideration the social situation, I think you are running into a situation,” he explained.

He said while a salary increase based on performance was not in itself a bad thing,

he still remained sceptical.

“One has to be careful that that approach does not lead to a hierarchy at the workplace that could in the long run defeat the purpose. Further, one has to be careful that it is not being used to discriminate against workers who may be at odds with management or too vocal at the workplace.”

He said attention should also be placed on the social circumstances of the individual workers, because workers came from different households and they brought to the workplace their different experiences.

eteran Pilot and Aviation operator, Captain Gerry Gouveia has come out in strong defence of the management of the Eugene F. Correia International Airport (EFCIA) and the Airport Security, after two Cessna 206 plans, which were allegedly escaping Litigation in the High Court, were flown from that airport to locations outside of Guyana on Sunday morning.

Gouveia, a former army pilot and managing director of Roraima Airways, told Guyana Times Sunday evening that the airport

management and security “did nothing wrong”.

“The Airport and the Airport Security are no way in violation of anything to do with what happened at Ogle (EFCIA) with these airplanes. It is the pilot who violated the Guyana Aviation Laws and the International Aviation Laws. He violated the privileges of his licence and the Government of Guyana should pursue him to the end of the earth to ensure this type of disrespect to our law and order is not allowed to prevail,” Gouveia said.

He also said he was not negating the fact that there were workers who neglected their work, but that has to be addressed. “But I don’t think that we should lump all workers who do not perform.”

Day one of talks between the GPSU and Government on public servants’ wages and salaries for 2016 culminated with the Union agreeing to look at the State’s proposal to replace the across-the-board increase.

According to a joint statement issued last Wednesday, following discussions, the two parties entered into the agreement.

“GPSU agrees to explore the Government’s proposal for the differentiated approach to replace the across-the-board percentage increase,” the release stated.

The parties also agreed that the negotiations were conducted in the spirit and obligations of the Memorandum of Agreement between the GPSU and the Public Service Ministry now Department for the avoidance and settlement of disputes.

The bargaining unit is to consist of persons employed

under the Department of the Public Service (DPS) and Public Service Commission (PSC), including those on contract, the statement detailed. An agreement also was made for a committee to be initiated to make recommendations to the negotiating team on allowances for public servants as soon as possible.

The negotiating team is scheduled to meet again today.

Meanwhile, while talks were ongoing, Minister of State, Joseph Harmon sought to respond to complaints by the Union that Government omitted allowance negotiations from the discussions. He explained that the Administration preferred a sequential process when engaging in these discussions.

Speaking at the postCabinet press briefing on Wednesday, the Minister said the letter from the Union detailing the concern was received after the conclusion of the Cabinet meeting.

“We have indicated to the Union upon receipt of the letter which voiced their concerns and we have made known to them that we prefer a sequential process when engaging in these negotiations. We would not lump wages and salaries with allowances, our preference is to take it consecutively,” Harmon said.

The Minister of State disclosed that the Government wrote the Union explaining

that it had no intention of omitting allowances.

“We did say that for over 20 years, the allowances hadn’t been touched and, therefore, we could not now, in our first year in Government, say that we are not going to touch allowances, so we did communicate to the Union that wages, salaries and allowances will be dealt with, but we prefer to deal with them one after the other.”

The GPSU on Tuesday, in accepting an invitation from the Ministry of the Presidency to commence negations on public servants’ wages and salaries, noted that it wanted discussions on allowances to be included on the agenda.

GPSU President Patrick Yarde had said that the invitation omitted negotiations on allowances, which the Union would not stand for.

Minister Harmon stated that the Union’s comments were expected.

“I must say that I am not surprised that the Union has started off that way, because usually that is how unions operate, but we know that the atmosphere in which these negotiations take place, it is a friendly atmosphere where there is no antagonism between the Public Service Union and the Government’s side and, therefore, both sides will negotiate and negotiate hard,” Harmon remarked.

He noted that Government was optimistic about the negotiations.

t is still unclear when the new fire station at La Grange, West Bank Demerara (WBD), will be commissioned, as the deadlines indicated by fire officials have passed.

Last month, Deputy Fire Chief Compton Sparman had stated that the commissioning of the fire station was “expected to be soon.” Earlier this year, Fire Chief Marlon Gentle had announced that the Station would begin operations before the 50th Independence anniversary as at that time the building was close to completion however, it has been over a month since that deadline has passed

and there is still no word on when the station will be put into operation.

Gentle had explained that the Guyana Fire Service was awaiting fire tenders and trucks that would serve at that Station. A sum of $18.6 million was allocated for the construction of the building but the cost of the fire tenders seems to be State Secret.

Residents of La Grange and surrounding areas have been continuously expressing concerns over the fact that the area, which is highly populated and surrounded by developing housing schemes, was not equipped with a fire station.

The closest fire station

is the Leonora Fire Station located on West Coast Demerara; however, owing to the distance it cannot effectively manage fires on WBD. As such, on most occasions when fires occur, the Central Fire Station in Georgetown responds as it takes a shorter time to arrive in the area.

The Wales Sugar Estate occasionally used to offer assistance to surrounding areas by deploying a pump and necessary paraphernalia.

Residents are pessimistic about the postponed commissioning as they related that they are often being told that the fire station would begin operations “soon” yet to date ‘soon’ has not arrived.

Govt pushes large-scale hinterland agriculture – 4000 acres of land opening up, 5-year strategic plan for Region 9

he Government is drafting a five-year strategic plan for Region Nine (Upper TakatuUpper Essequibo), aimed at transforming agricultural production in that region, which includes the opening of some 4000 acres of agricultural land, the Government Information Agency (GINA) reported.

GINA said the plan would see optimisation of the Intermediate Savannahs with focus on aquaculture, livestock development, crops, and small ruminants.

The move by Government to push eco-friendly and costeffective methods of largescale agriculture in the hinterland is hinged on the fact that Guyana’s coastland, where most of the country’s agriculture activities are concentrated, lies below sea level and as such, is prone to flooding.

The region will be receiving support from the Fisheries Department of the Ministry of Agriculture.

“We are trying to educate people, we could do our own rearing of fish in aquaculture so now we have to think about equipment to do that and of course the Ministry of Agriculture, they are very willing to assist,” Allicock said.

The Guyana Livestock Development Authority (GLDA) is currently working at the Ebini experimental station to breed farm animals that would thrive in the savannahs.

Head of GLDA Nigel Cumberbatch said that sheep, goats and cattle are the main type of livestock being looked at in Ebini. In terms of cattle, the purebred Zebu, the Beef Master, Brangus’ and the Simmental are being experimented on.

As it relates to sheep, Cumberbatch stated, “We concentrate wholly and solely on the Barbados black belly breed…and we really don’t allow any other of the breeds held at that station because we feel that it should be kept as the national repository of the Barbados black belly breed of sheep.”

GINA said that the fiveyear strategy is expected to improve food and nutrition security, reduce poverty and enable sustainable and inte-

grated development of local communities in Region Nine.

The strategy outcomes include: improved food and nutrition security, reduced poverty, enabling sustainable and integrated development of local communities, improved public and private sector linkages; promotion of a more business-like approach to agriculture; and enhanced food systems production, diversification, efficiency and profitability.

Eccles residents concerned over condition of roads fic.

aving to traverse the main road in Eccles Housing Scheme, East Bank Demerara, on a daily basis, many residents have raised concerns over the deplorable road conditions, as well as the surrounding environment that has evolved into a cloudy one.

This situation was amplified with the onset of the May/

June rains. This has caused residents to become vocal in their pleas to the Ministry of Public Infrastructure to have this addressed immediately.

In addition, residents complained that persons from neighbouring villages would visit a number of locations in the area to burn their garbage, often leaving rubble and burning debris

behind.

When Guyana Times visited the area on Saturday, potholes dotted almost the entire length of the road, posing quite an obstacle course for vehicles traversing the area.

These were complimented by tall bushes that had caught fire from a nearby location where garbage was

being burnt.

Where there were no potholes, the road had slanted onto its sides, narrowing the pathway for vehicular traf-

One resident said the road further deteriorates when large trucks frequently traverse the area to facilitate a number of private business operations.

She said that residents had attempted to fix the road using improvised methods but these had all failed since there were no professionals involved in the repairing.

Further, residents added, calls made to the Ministry of Public Infracture to have the roads fixed have fallen on deaf ears.

Another enraged resident told this publication that he had been trying to have something done by Central Government but his efforts were futile as failed promises were all he got from meetings.

Additionally, a number of businesses which had contributed to the deteriorated road, vowed to contribute toward its repair but they too have failed in their promise even as they continue operate.

“These businessmen had said they would help but nothing has been done yet. They are the ones who helping to destroy our road, the same road they have to use for their personal vehicles and still they don’t care about how this is damaging our community,” the man explained.

While residents continue to do as much as they can to make the roads better, they are appealing for the Ministry to do its part in upkeeping the infrastructural setting of Eccles.

ommercial species of wood at Orealla, an Amerindian village situated 50 miles up the Corentyne River in which logging is a major activity, have been depleted. This is now a major concern for the community, its Toshao, David Henry has revealed.

Along with its sister village, Siparuta, Orealla depends on logging as one of its two main economic activities.

Henry says there is now a need to switch to other economic activities. “We still have the forest intact, but the commercial species that we are using is being depleted, so we need to diversify and leave the forest and move into agriculture.”

Henry says the focus will

be on pineapples, which the village of Orealla produced bountifully in the past, and on permanent crops, including avocados, pears and mangoes. “We have the land and potential to plant pineapples and supply the world with it.”

According to the Toshao, efforts are being made to resuscitate the food processing factory in the village and this time around it will not only be adding value to pineapples.

He noted that new machinery has already been added to the old factory to ensure that other fruits could be processed and marketing was currently being done. The Toshao told Guyana Times: “We want to make it an allpurpose factory, where we can do canning.”

He reiterated the need for the village to diversify from traditional logging and move into cash and permanent crops so that they can “live mostly off of agriculture”.

Orealla has a population of 1500, while Siparuta has a population of 700. The Village Council depends on royalties from sand and wood in order to carry out its functions which include providing electricity and water for both communities which are five miles apart.

“Our community is a very poor community, likewise Siparuta, and we are dividing the royalty 50-50 and would say that it is not enough. We are barely floating because that is the only source of royalty,” Henry added.

ith the frequency of the ferry service and freight capacity significantly reduced, passengers transporting cargo via ferry to and from Georgetown and Mabaruma are facing a number of difficulties.

The MV Kimbia, a passenger and cargo vessel, has been docked at the Guyana National Industrial Company (GNIC) shipyard for repairs and restoration since November last year.

The MV Kimbia originally plied the Georgetown to Mabaruma route.

Earlier this year, an announcement was made that 90 per cent of the repair works on the vessel were completed and the ferry would soon return to plying the route.

Infrastructure Minister Annette Ferguson explained to Guyana Times on Sunday that the authorities were considering replacing the ferry rather than rehabilitating the engine.

The MV Kimbia is one of

the oldest vessels in the maritime public transport system and has served the Transport & Harbour Department for more than 70 years.

In the meantime, MV Lady Northcote, which originally plied only the Georgetown to

Port Kaituma (Region One) route, has been filling in for MV Kimbia.

MV Lady Northcote, a much smaller vessel than MV Kimbia, has been plying the Georgetown- Mabaruma route once a month. When the MV Kimbia was in operation, passengers had access to the ferry service every fortnight.

With access to the ferry service now limited, it is sheer confusion among passengers to get their cargo onto the vessel.

In some cases, passengers have complained of discriminatory practices and unfair treatment in transporting their goods.

Several individuals told this newspaper that on a number of occasions, when they would arrive at the wharf with the intention of having their goods shipped, the supervisor on duty would inform

them that there was no space available on the ferry.

However, they contended that this was not true since they have witnessed persons who came after them would be facilitated.

“By time I reach down there, they say the ferry done full already. Then I see they got certain people they calling and telling them to bring they goods but when I go, they say it done full. The lady, the supervisor, does tell me that they ain’t got space on the boat,” said an angered Mark Persaud, a businessman who plies his trade in Kumaka, Region One (Barima-Waini).

June Payne, another disgruntled person, asserted that she was forced to take a private ferry since every time she went to the wharf to transport her goods, the supervisor would always declare the ferry was filled.

She too contended that persons coming after her would get access to the ferry.

“She have favouritism with the big shippers them.

Only certain people thing can go on the boat,” Payne expressed. Guyana Times understands that the alternative means of transporting cargo – the private boats are far more expensive than the average man can afford.

Meanwhile, across at Port Kaituma, the situation is a bit calmer. Though access to the ferry service has also been reduced, passengers have no trouble utilising alternative means of transport, since the cost to travel privately does not vary much from what is offered by the ferry service.

It currently remains uncertain when or if the MV Kimbia will return to operation.

International Day against Drug Abuse and Illicit Trafficking – Phoenix Recovery Project on a campaign to raise awareness

n observance of International Day against Drug Abuse and Illicit Trafficking, which is celebrated worldwide on June 26, local Non-Governmental Organisation (NGO), Phoenix Recovery Project (PRP), has embarked on a campaign to raise awareness of the facility to rehabilitate persons who are victims of drug abuse.

According to the PRP, in light of the prevailing drug abuse problem plaguing our society, efforts are being made to raise awareness of the existence of rehabilitation centres across the country for those seeking help.

The PRP is the only rehabilitation residential centre that caters to both males

and females in Guyana and is located in Mon Repos, East Coast Demerara.

PRP Coordinator Clarence Young told Guyana Times that despite the International Day being observed, the NGO was unable to conduct any programmes that would deter drug abusers. “We had rigorous training with the staff, so unfortunately, we would not be keeping any programme to facilitate the day being observed; however, we are still keeping with the theme, “listen first” that we will apply here. We will use the theme sometime in the … week.”

He noted that the Education Ministry had reached out to the rehabilitation centre requesting its partnership at some schools

to speak on the topic of drug abuse.

According to Young, the PRP opened its doors to the public in 2000, serving approximately 450 persons from then to the present.

The PRP has a population of 22 residents – 6 females and 16 males.

Young related that the success rate over the years at the rehabilitation centre was between 40 and 60 per cent.

He said, “We don’t necessarily view relapse as a failure, because some persons [who relapsed] have fixed themselves up and have become successful.”

The coordinator added that the clientele at the PRP usually fluctuated, but the centre remained optimistic towards rehabilitating many

other drug abusers. After 17 years of being a drug addict, Sandra, who was known as “Granny” in the streets of Albouystown, is now one of the many recovered drug abusers PRP has produced.

For 17 years, Sandra felt the brunt of the effects of the most debilitating substances, which left many persons battered and unchanging.

Young told this publication that Sandra was doing excellently and has returned to normalcy. “She has been clean of drugs for eight years now and has become an employee of the same rehabilitation centre.”

Chinese container ship has become the first vessel to sail into the newly expanded Panama Canal.

Thousands gathered as the ship, called Cosco Shipping Panama, entered from the Atlantic en route

to the Pacific.

Construction on the new lane for the canal, which runs for 77km (48 miles), began in 2007 and was due to finish in 2014.

But strikes and disputes over costs delayed the US$5.2 billion project.

The original Panama Canal was first used in August 1914. It was built by the US and handed over to local control in 1999.

The expansion allows a new, much-larger generation of container ships to pass through the isthmus.

Some 35 to 40 vessels transit the waterway every day.

Panama hopes the expansion will increase the revenues it gets from the canal, reported to have been But the canal could face competition from a new passage in Nicaragua.

The controversial 278km (172 mile) scheme, being built by a Chinese firm, will be longer, deeper and wider than the Panama Canal.

Venezuelan Opposition says petition to oust Maduro is validated

enezuelan Opposition Leaders say they have validated enough signatures on a petition to move to the next stage in a process to remove President Nicolás Maduro in a recall referendum.

Hundreds of thousands of Venezuelans have given fingerprints to authenticate signatures on the petition.

Referendum coordinator Vicente Bello said the number of signatures had "clearly exceeded the minimum needed".

The process must now be validated by electoral officials.

If that step is passed, a second petition must be

signed by four million people before a recall referendum can be held.

The Opposition blames Maduro's socialist policies for rampant inflation and shortages of food and basic goods.

The initial petition handed in on May 2 gathered almost two million signatures, but election officials said 600,000 of those were fraudulent.

Those who signed the petition had until Friday to have their identity cards and fingerprints checked in centres set up by the National Electoral Council (CNE).

Only one per cent of the electorate, or 194,729 vot-

ers, is needed to endorse the referendum in the first phase.

Many people queued for hours to have their signatures authenticated by electronic fingerprinting.

"Prices are going up every day, on top of the shortages," said civil servant Felix Rodriguez, who skipped work to give his signature.

They were found near the village of Tultepec while drains were being installed.

The bones are believed to be about 14,000 years old and were scattered, suggesting the mammoth had been cut up by humans for its meat and pelt.

Other remains have been found in the area which had been a shallow lake where the heavy mammoths got stuck.

Luis Cordoba, an archaeologist with the National Institute of Anthropology and History told French news agency AFP that the remains of more than 50 mammoths had been discovered in the area around the capital, Mexico City.

He said the Tultepec mammoth had been found 2m beneath a street in the

BoJ denies issuing new guidelines, warns about fake email

he Bank of Jamaica (BoJ) says it is aware of an email being circulated in the public domain, which is purporting to inform people about new transaction guidelines from the central bank.

The entity, in an advisory in the press Sunday, said that the email was fake as it had not sent out any such information to stakeholders or the general public.

The central bank has since urged people not to open the email but to delete it immediately, noting that it has been informed that the email contains malicious software.

It comes after shadow foreign secretary Hilary Benn was sacked after telling Corbyn he had lost confidence in him.

Corbyn, who faces a noconfidence vote over a "lacklustre" EU campaign, "won't be resigning", a spokesman said.

The spokesman said Corbyn "is the democratically elected leader of the Labour Party".

Shadow chancellor John McDonnell and shadow Cabinet members Andy Burnham, Diane Abbott and Emily Thornberry have given Corbyn their support despite the resignations.

raqi Prime Minister Haider al-Abadi has urged all Iraqis to rejoice, after the recapture of the city of Falluja from Islamic State (IS) fighters.

It came after the army said it had seized the last IS stronghold in the city, 50 kilometres (30 miles) west of Baghdad.

Abadi appeared on television outside Falluja's main hospital, waving an

Iraqi flag.

He said the security forces would soon raise the flag in Mosul in the north – the biggest Iraqi city held by IS. "Today our troops liberated Falluja while at the same time our troops are currently fighting in Mosul," he said.

"There is no place for Isis [IS] in Iraq. We will chase them everywhere. As we promised to raise the

flag high in Falluja, we will raise it in Mosul soon with the will of our heroes. I call on Iraqis to celebrate this day."

cotland's First Minister Nicola Sturgeon has told the BBC that Holyrood could try to block the UK's exit from the EU. She was speaking following a referendum on Thursday which saw Britain vote by 52 per cent to 48 per cent to leave Europe.

However, in Scotland the picture was different with 62 per cent backing Remain and 38 per cent wanting to go.

SNP leader Sturgeon said that "of course" she would ask MSPs to refuse to give their "legislative consent".

The leader of the Scottish Conservatives,

In an interview with the BBC's Sunday Politics Scotland programme, Sturgeon was asked what the Scottish Parliament would do now.

"Looking at it from a logical perspective, I find it hard to believe that there wouldn't be that requirement – I suspect that the UK Government will take a very different view on that and we'll have to see where that discussion ends up."

Polls closed at 20:00h local time for Spain's roughly 36.5 million voters on Sunday, with results expected shortly.

Sunday's repeat vote came after the four main political parties failed to agree on a coalition after December's general election resulted in a hung parliament.

Yet, opinion polls sug-

gested the new ballot might also not break the political deadlock.

The conservative Popular Party (PP) was expected to come again first without a majority, while the on-the-rise left-wing Unidos Podemos alliance was tipped to overtake the centre-left Socialists in second place.

The centrist, businessfriendly Ciudadanos was expected to come fourth.

The Socialists and Unidos Podemos could potentially create a broad leftof-centre coalition.

f there is anything to be said about inner Canal Number One, West Bank Demerara (WBD), it would be that it is the epitome of “country living”. Despite the fact that we have entered the age of technological advancement, the residents of the eight small communities in inner Canal Number One have kept to tradition, and have maintained what many would call country-life.

In Canal Number One, as the name suggests is a canal which is over 20 feet wide and about 16 feet in depth that separates the public road and the communities on the northern side. This is the feature to which the name of the village is attributed to. The public road stretches over seven miles, and ends is located at the mouth of a conservancy.

Economic Activities While maintaining the traditional way of living, residents have still managed to develop the area into a somewhat self-sufficient village.

Almost every household has a kitchen garden of its own which provides fresh vegetables and fruits on a daily basis. For the most part, Canal Number One is historically known for its many cane fields and farm lands, however today residents have transcended the traditional crops such as sugar cane and pineapples, and are farming cash crops, citrus and a number of other

epresentatives from all 6 CPL franchises look ahead to 2016 campaign With the Hero Caribbean Premier League (CPL) only two days away, we gathered the thoughts of some of the chief characters across all six teams and asked them to preview the forthcoming campaign and outline their vision for their respective teams.

The 2016 season is shaping up to be the biggest and best yet, with an array of West Indies and international stars set to descend on the Caribbean and Florida for the biggest party in sport.

Dr. Vijay Mallya (Barbados Tridents), Roger Harper (Guyana Amazon Warriors), Paul Nixon (Jamaica Tallawahs), Eric Simons (St. Kitts & Nevis Patriots), Stuart Williams (St. Lucia Zouks) and Simon Helmot (Trinbago Knight Riders) talk about their teams and share their exclusive thoughts ahead of the fourth instalment of the biggest party in sport.

Today we get up close with Simon Helmot, Eric Simons and Stuart Williams.

Trinbago Knight Riders Coach – Simon Helmot: 1) What are your team’s plans coming together for the upcoming CPL season?

We have players coming in from all over the world, from New Zealand and South Africa, some players have been playing in the County (Cricket) system, some are fresh off the IPL and having a rest and some domestic players here in Trinidad. So we’ve had our first training session in Queen’s Park Oval, so as long as there’s no rain and it’s nice and sunny, I’m sure we’ll have some great training sessions and prepare ourselves for the first match against the Zouks on 29th June!

2) Who are your team’s players to watch?

We’ve got some superstars. Obviously our captain, ‘The Champion’ Dwayne Bravo, his brother Darren is available for some matches which is really exciting for us. They love playing in front of their home fans at Queen’s Park Oval. The Trinbago Knight Riders have re-

cruited Brendon McCullum who is a superstar from New Zealand. Obviously Hashim Amla is one of the most wonderful cricketers and batsmen out of South Africa. 3) Which one other player from another franchise are you most excited about watching at CPL 2016?

This CPL has some superb talent right throughout every team that’s playing. It was very close last year with all four teams at the top winning six matches, but this year is going to be even tougher again. When we’re playing Barbados they’ll have the likes of Shaoib Malik and AB de Villiers. The Zouks have got ‘Mr. Cricket’ Mike Hussey and Shane Watson.

Chris Lynn is playing out there in Guyana alongside Sohail Tanvir. Brad Hodge is playing for St. Kitts & Nevis Patriots alongside the likes of Lendl Simmons and Samuel Badree, who is one of a few Trinidad players who have moved around in the Draft system.

4) What makes CPL such an exciting product?

The fans, the weather and I think the Carnival atmosphere makes CPL such an interesting, exciting and dynamic competition.

The cricket is amazing, every venue has its own type of wicket and ground advantage. Every team has got some superstar skilled

players. And, let’s face it, the West Indies have come off a superb last 12 months in T20 cricket in winning the coveted World T20.

5) What can fans expect at your home games this year?

It’s what we expect from the fans! We saw last year that the noise was electric, the support was just brilliant and I think the fans of Trinbago Knight Riders can expect us to play aggressive cricket, exciting cricket and cricket that they want to come and watch. Hopefully they see winning cricket.

6) Describe your team’s distinct traits / values in three words.

In tournaments such as the CPL it is important to have a strong team culture and focus on working towards the team success.

2) Who are your team’s players to watch?

There are the obvious established stars such as Lendl Simmons, Samuel Badree, Faf du Plessis and many others who would expect to make a significant impact on the tournament. Players like Carlos

Braithwaite, who will be able to play a few matches for the Patriots, has the chance to build on his international reputation which, in many ways, started with the Patriots at CPL 2015. Young cricketers such as Evin Lewis and Alzarri Joseph who had such a successful ICC U19 Cricket World Cup campaign are others to watch and of course there is great excitement about Kieran Powell who is back in the game. The truth is the tournament will throw up surprises and it is tough to predict who the surprise will be, but every one of the

The change in international flavour this year makes for some interesting possibilities. The icon players will always be capable of winning matches singlehandedly. Adam Zampa, in particular, can add great strength to their teams bowling line-ups. Then with the West Indies once again being ICC World T20 champions there are a number of the world cup squad that will want to celebrate the World Cup success with stand-out performances in the tournament.

Andre Russell grows each year as a match winner. I will also be watching the performances of players such as Nic Pooran and Rovman Powell during the course of the tournament

with great interest.

4) What makes CPL such an exciting product?

The tournament grows its brand each year and with more owners involved in franchises the identity of each becomes more distinct and stronger. The CPL is a highly competitive tournament with high quality cricket being played but has the distinct atmosphere of the Caribbean running through it. You can see from the international stars it has attracted again this year the high place the CPL holds on the world stage and that will only grow with each season.

5) What can fans expect at your home games this year?

Exciting cricket. We have a squad capable of delivering a brand of cricket worth watching and with four homes games right at the start of the tournament we can build some momentum as we head out onto the road.

amien O’Donohoe, Chief Executive Officer of the Hero Caribbean Premier League (CPL), believes that this year’s competition will be the biggest and best yet as the biggest party in sport welcomes some of the most illustrious names in world cricket and breaks new ground with an historic leg of matches in Lauderhill, Florida.

Speaking at the launch of this year’s competition in Harvard Cricket Club, Port of Spain on Sunday, O’Donohoe was joined by members of the reigning champions Trinbago Knight Riders (TKR) – coach Simon Helmot, Kevon Cooper, Ramnaresh Sarwan and Hamza Tariq - to participate in a ceremony, hosted

by Digicel, to acknowledge the efforts of the prestigious club.

Dwayne Bravo’s Trinbago Knight Riders will start their defence of the CPL title against the West Indies’ World T20 winning captain Darren Sammy’s St. Lucia Zouks at Queen’s Park Oval on Wednesday night (21:00 hrs start).

Following the ceremony, Mr O’Donohoe addressed the assembled media and said that the future of CPL is in good hands as the internationally renowned competition bids to extend its reach, both locally and globally in the weeks ahead.

Former three-time amateur and two-time professional boxing champion Jeff Roberts is appealing to authorities in the government to assist young boxers in Berbice. According to the former Bantamweight and Featherweight champion, it now appears as though the current administration is not

Roberts says since the coalition took office they have delivered a knockout punch to the sport in the ancient county.

Among them are Junior South American medalist, Flyweight Michael April, Junior Middleweight Travis Fraser and Bantamweight Joel Williamson but the former boxer; now coach has nowhere to train them. “I am trying to get to train these youths in Berbice but it seems like a lost programme.

The boxers were put out of the building as the party was preparing to campaign for General Elections which were held in May last year. Now that the elections are over the doors remain shut to them.

“We use to use the APNU building at St Magdalene Street and I have been using that building for a few years but we had to give it up for the elections. Now everything is over but we still can’t get back into the building because they said they need it for personal use.”

eron Williams rode his brilliant best and defied all odds to claim the national title in a time of 2 hours 42 minutes and 44 seconds when the Guyana Cycling Federation (GCF) rolled off their national road race championship of 2016 yesterday on the outer circuit of the National park.

Williams came into the race under the radar amidst public and media hype of a show down between riders from team Evolution and team Coco. The Continental rider who is benefitting from competitive racing and training abroad gave his competitors and onlookers very little wonder as he made his intentions very clear from the onset. The much touted overseas based Scott Savory suffered the agony of puncture during the very first lap of the 30 laps race as Williams surprisingly took a strangle hold on the race very early as he was involved in an early breakaway with team Coco’s Stephona Husbands and Jamaul John. The trio rode unchallenged for approximately five (5) laps increasing the lead to as much as 1 minute and 32 seconds and never seemed to be threatened by the main peloton. The entire dynamics of the race was however changed in the eleventh lap when Husbands suffered a puncture and the relentless pressure of defending champion Hamza Eastman begun to pay off as he used the opportunity to slip into third place.

After various lead changes and some cat and mouse riding, the decisive moment of the race was made in the nineteenth lap as Geron Williams and Saturday’s Time Trial winner Raynauth Jeffrey of team Coco took the lead and never looked back.

lead over the trio of Stepheno Husbands, Jamaul John and Linden’s Michael Anthony of Team Evolution. The hundreds of supporters were in high anticipation for an exciting finish as Williams and Jeffrey continued to pressed on, however, it was no surprise to cycling pugilist as to who would be the likeliest of winner as William’s superior sprinting ability would pay dividend. Nineteen year old Husbands who showed strength throughout was able to from distance himself from the others to ride in unchallenged for a comfortable third.

Williams described the win as one of the biggest of his career considering the field he was up against and credited the win mainly to his family and sponsors DeSinco Trading and their Degree brand.

pointed with his second place finish and when asked said that he probably should have attacked more strongly with about 10 laps remaining as he is not the strongest in the sprint finish.

Husbands said that his third place finish among the top cyclist was very important as his rigid three (3) months training in Colombia would have paid off.

Acting president of the GCF Paul Choo-Wee-Nam was satisfied with the level of competition and the general outcome of the event.

He noted that federation is planning to send four junior cyclists to St. Lucia for the upcoming junior championship.

Director of Sports Christopher Jones was present to declare the race start and also assisted with the presentation of medals to the various winners.

Ming secures another podium finish G

uyanese ace race car driver continued his impressive performance on the Formula 4 circuit, as he was able to cop a third place finish in the NACAM FIA Formula 4 championship series in Mexico over the weekend.

Ming and teammate Axel Matus, driving for the 'Ram Racing' Team finished in first and third places respectively in the first race of the weekend at the world famous 'Hermanos Rodriguez' circuit in Mexico City; the circuit which was constructed and used for the inaugural Formula 1 race in Mexico last November.

During the second race of the weekend during Saturday morning, the grid was reversed and Ming

started in P6 and finished in P8 while his teammate Axel finished in P1.

For the third race of the weekend on Saturday afternoon, the grid positions were determined by the second fastest lap times during

qualifying, which saw Ming starting in P3. The race was very close right down to the finish line and Ming finished in P4.

Each race was run for 25 minutes plus 1 lap on the 4-km long circuit.

he Guyana Amazon Warriors departed these shores on Sunday from the Eugene F. Correia International Airport, Ogle, enroute to St. Kitts and Nevis for their first match of the 2016 Hero Caribbean Premier League (CPL) against the hosts on Thursday June 30.

Team Manager Omar Khan expressed glowing optimism that the Warriors will be giving their best effort and is asking for the support of the Guyanese fans as the team seeks to cop the coveted trophy this year.

“Just give us the support, we know you are very passionate about their cricket, we know you love the cricket and I’m guaranteeing you we will be giving our 150% effort to do well and make Guyana proud” Khan said.

The Warriors will be in search of their first title win this year after coming up short in two finals, one against the Jamaica Tallawahs in the inaugural tournament and then against the Barbados Tridents the year after.

Team Preparation

Head Coach Roger Harper expressed satisfaction in the level of preparation that the team underwent during their one-week camp.

“Considering the role the weather played, we are very happy with what we managed to do, we got in three good simulation exercises, we had one practice game and I think the guys played pretty well, so we’re happy with where we are” the head coach explained.

This is the third year the former West Indies player will be coaching the Warriors and he believes the team is upbeat about their first match and they have to consistently play good cricket in all of their matches.

“We are looking to hit St. Kitts raring to go; I think all the teams in the competition, are pretty well balanced teams, teams with good strengths and we expect each to be very competitive, so we have to play

At the recent practice match, seamer Tanvir bowled impressively as did leg-spinner Devendra Bishoo; on the batting side, Assad Fudadin, Jason Mohammed, Chris Lynn and Anthony Bramble all showed good signs. In this regard, the coach believes that both departments will have to come good in the tournament.

“Home game or game away, it is important our bowlers are in good form so we can put pressure on the opposing batsmen and bowl well as a unit, but what was pleasing was that our batters showed pretty good form, so we can be able to

bat well and put good numbers on the board when we start the tournament,” Harper posited.

After playing the Patriots at Warner Park on Thursday, they will move to Trinidad and Tobago to play the defending champions, Trinbago Knight Riders on July 2.

Then return home for their four home matches which will begin on July 7 with a clash against the Jamaica Tallawahs at 19:00 Hrs. The Warriors will then take on the St. Kitts & Nevis Patriots on July 9 from midday.

CBC U-16 team unveiled in grand style

uyana Amateur B a s k e t b a l l Federation (GABF) made an official public launch of their male and female Under-16 teams for the upcoming Caribbean Basketball Confederation (CBC) Under-16 Championship that will be hosted at the Cliff Anderson sports Hall.

The well organized launch was held outside of the SportsMaxx store in the Giftland Mall in the presence of the media and curious onlookers whom were instantly attracted to the

event.

The GABF president Nigel Hinds described the moment as special and revealed that it goes back to last year when the federation had envisioned hosting the Championship. He also announced that Guyana now has the latest FIBA basketball goals and equipment with support and control systems.

Director of Sports Christopher Jones said that the recent upgrades to the Sports Hall would not only benefit basketball but other sports as well including

Volleyball, Badminton and Table Tennis. He also said that it was in keeping with the Government’s manifesto to ensure that there are available playing facilities of international standards.

Teams will begin to arrive in Guyana from July 1, ahead of the championship which commences on July 3, and ends July 16.

Participating will be the host team Guyana along with teams from Antigua, Aruba, Barbados, Bahamas, British Virgin Islands, Dominica, Jamaica, Suriname and Trinidad & Tobago.

aving taken Australia into the triangular series final with the bat, Mitchell Marsh ensured a tournament-winning victory over the West Indies by delivering with the ball.

Marsh's emergence as a performer under pressure was a major positive of Australia's otherwise workman-like defeat of West Indies and the already vanquished South Africa, making it fitting that he landed the decisive blows against a doughty home side.

His second spell featured the wickets of Darren Bravo, Marlon Samuels and Johnson Charles in successive overs, breaking the back of the West Indies chase and leaving too much for their heavy-hitting lower order to do. the ball has been disappointing, and he has had relatively few opportunities to showcase his late-innings batting due to the performances of others.

Instead, Australia went for the pace of Nathan CoulterNile alongside a recall for the wristspin of Adam Zampa.

Both the seamer and spinner would play their part in the defence of 270, but it was Marsh who struck the most vital blows after Hazlewood had ended a firm opening stand between Andre Fletcher and Charles.

Using a combination of cross-seam deliveries mixed with his usual seam-up offerings and the occasional bouncer, Marsh took control of proceedings in a manner Langer would have been particularly proud about.

Bravo was cramped from around the wicket and edged behind, Samuels was flummoxed by a ball that stopped in the wicket and gifted a front edge to short cover, and then Charles was struck in front of the stumps by a quicker delivery.

From 72 for 4 in the 21st over there was only the narrowest path back into the match, and for all the efforts of Denesh Ramdin, Kieron Pollard and Holder, Australia always had too much of a

scoreboard edge. Their victory was a worthwhile moment for a young team who overcame some unfamiliar conditions and injury to David Warner to vindicate their No. 1 spot on the ICC's ODI rankings.

Khawaja and Finch had made a smooth start against the new ball, finding the boundary regularly and motoring along at better than five per over. It was something of a surprise when Khawaja tried a flat-footed forcing shot at Holder and edged behind, but even so Finch's momentum was barely stopped by the wicket.

Instead it took the arrival of Kieron Pollard to draw a miscue, a slower cutter dragged from outside off stump and taken at deep midwicket to deny Finch a halfcentury. Smith and Bailey prospered for 51 runs, consolidating the innings for further acceleration, but the Tasmanian lost the thread when he tried to run Carlos

Brathwaite behind point and dragged onto the stumps.

Smith had played a most deliberate innings, not taking undue risks, and one of his first gambles resulted in his downfall when a pull shot from Gabriel skewed straight up. Next man Maxwell did not suggest permanence in his brief stay, and the innings had verymuch turned when Gabriel pinned him in front.

Marsh added to the procession when he edged Sulieman Benn onto the stumps, leaving Wade to fight for a competitive tally with a series of muscular tugs over the legside field. He did so after surviving the wiles of Sunil Narine, a consistent source of trouble for Wade in the past, and finished the innings by clouting a Brathwaite full toss for six.Those late blows made a psychological difference to proceedings, before Marsh whirred down the spell that dictated the course of the match and, in turn, the triangular series. rahams Hall Primary boys and girls teams won their respective games in the Georgetown Zone of the Department of Sport National Sports Commission (NSC) 50 Shades of Games and AL Sport and Tour Promotions 19th Annual Primary Schools Windball Cricket Champions when the competition was played recently at the National Gymnasium.

Grahams Hall boys won the toss and asked St Ambrose Primary to bat first. St. Ambrose managed 31-4 off the allotted five overs with Akalem Griffith top scoring with 11 while Jeremiah Letch grabbed 2-0 bowling for Grahams Hall.

In reply, Grahams Hall reached 35-2 with Anthony Geer making 15 and Josiah Grootffan 19.

When the girls took the field they blasted a record 109-2 from their five overs playing against St Ambrose girls. Sarena Razak made 35 and Akeila Hayles 24 while extras contributed a healthy 33.St Ambrose girls in reply

were restricted to 63-2, with Alicia Felix hitting 24.

In other scores: Sophia Primary girls made 46-5 from their five overs playing against Saint Angela’s Primary. Reshanna La Rose top scored with 12. Bowling for St Angela’s Shandy Davis took 3-23.

In their turn in the middle, St Angela’s reached their target 50-1, with Davis coming back with the bat to score 40 (4x6, 4 x 4).

Bel Air Primary girls surrendered to Winfer Gardens in their match. Being invited to bat first, Winfer Gardens made 30-0 thanks to Tiffany Barrow who carried her bat for 18.

In reply, Winfer Gardens who after an absence from the competition of more than 10 years reached 334. Bowling for Bel Air, Chrystal Joseph took 2 wickets for 4 runs.

The competition resumes today at the same venue from 10:00 hrs.
