Bona fides of political parties will be tested in constitutional reform process – Ramkarran

T

he drive for ethno/political supremacy is so compelling that steps towards constitutional reform are hardly on the front burner, former Speaker of the National Assembly Ralph Ramkarran observed.

Constitutional approaches aimed at altering the existing system of election of the President and the structure of the State to encourage compromise and inclusivity in the political process is much needed in Guyana, however the willingness of the major political parties, though still diffident, will be tested in the upcoming process.

In his weekly blog ‘The Conversation Tree’, Ramkarran explored the correlation between the census report and the support garnered by the two main political parties over the years to make a rough prediction of how the future series of events will unfold.

He highlighted that the

Indian population has declined from 326,277 or 43.4 per cent in 2002 to 297,493 or 39.8 per cent in 2012 while the African population has declined from 227,062 or 30.2 per cent in 2002 to 218,483 or 29.2 per cent in 2012.

Further, the Amerindian population increased from 66,675 or 9.1 per cent in 2002 to 78,492 or 10.5 per cent in 2012 and the mixed population increased from 125,727 or 16.7 per cent in 2002 to 148,532 or 19.9 per cent in 2012.

With this in mind, Ramkarran explained that the People’s Progressive Party/Civic (PPP/C) obtains its support from the Indian and Amerindian communities.

He said the Indian population declined by 96,924 between 1980 and 2012, that is, from 394,417 to 297,493, an absolute decline of 24 per cent.

crease in size of the Amerindian population did not make up for the decline in the Indian population since Amerindians increased by 38,149 between 1980 and 2012, that is, from 40,343 in 1980 to 78,492 in 2012.

The difference between

the reduction of Indians and the increase of Amerindians show a net loss of 58,775 or 15 per cent among the PPP’s voting support.

On the other hand, he said, the A Partnership for National Unity obtains most of its support from the African and mixed communities.

Ramkarran pointed out that between 2002 and 2012 the African population declined by one per cent whereas the mixed population increased by 3.2 per cent.

Therefore, he noted that the APNU benefited from a net increase of 2.2 per cent in the population on which it relies for most of its support.

He simplified that in numbers the African population lost 8,579 persons while the mixed population increased by 22,805, a net increase of 14,226 or 7 per cent.

Notwithstanding, Ramkarran said neither the numerical nor the per-

centage support obtained by the parties between 1992 and 2011 show any basis on which it can be concluded that the ethnic population figures have had an impact on the results.

He pointed out that the PPP’s support went up from 166,340 in 2011 to 202,694 in 2015, reflecting an intensification of political work after its disastrous performance in 2011.

He added that APNU may also have increased from 139,678 in 2011 due to a similar intensification, but there is no way to tell what was the portion of the total vote of 207,200 that APNU attracted, since some of those votes were brought in by the Alliance For Change (AFC).

Ramkarran noted though that the speed of the decline of the Indian population suggests that the PPP cannot expect to sustain electoral and political dominance, even if it does so in the short-term.

In comparison, with

APNU, the declining support of the AFC places the coalition in danger of losing a straight electoral battle with the PPP. “But our political history suggests that, with an ingrained culture of ethno/political competition, APNU/ AFC and the PPP will take their chances in the next elections,” he surmised.

In this regard, Ramkarran explained that while political differences and disputes are no worse in Guyana than elsewhere, the fact that one-half of the population feels alienated when it perceives that the other half is in power, hinders investment and economic progress.

Thus, he underscored the need for political reform as he ignited the anticipation for the major political parties’ involvement in the process.

“The intent and bona fides of the two main political parties will be tested in the upcoming constitutional reform process,” he stated.

New contractors in Region 5 to be given equal opportunities – REO

ontractors who are now coming on board are the ones likely to be providing services for the Administration in the next 10 years. That is according to newly appointed Regional Executive Officer (REO) of Region Five (MahaicaBerbice), Ovid Morrison.

He made the comments on Friday as he met with contractors in the Region to brief them on what was expected of them.

Morrison noted that the small contractors must be given a chance to grow. “They may not have the equipment to build a road, but they can repair a bridge or a building and if they save their money, they will be able to purchase equipment needed for larger contracts. Start-up contractors are an integral part of the system because they are the future and so, you are just as important as any of the other contractor,” Morrison said, while addressing the contractors at the Regional Boardroom at Fort Wellington on Friday.

However, he noted that

any contractor with “corrupt behaviour” would be blacklisted. The REO said that since he arrived in the Region he has received allegations of discrimination. "I want to assure that this team here is going to be as transparent as possible with dealing with contractors. The Administration will adopt a no-nonsense approach on proven allegations of bribes being given for the awarding of contracts. Small contractors will get contracts when work is to be carried out in the Region. You may not have heavy-duty tools, but we will not leave you out. We will make sure that we give you employment in keeping with your capabilities," he assured.

At the meeting, Morrison also assured that “start-up contractors” were free to visit the Regional Democratic Council at any time for assistance on how to start getting contracts from the Region.

The REO is urging all contractors to provide a quality service to the Region, in their respective work areas.

ccording to a United Nations Children’s Fund (UNICEF) report only 23 per cent of babies are exclusively breastfed in the first six months, and Minister within the Ministry of Public Health Karen Cummings has stated that one of the key reasons for this prevalence is because the majority of mothers are working.

Women should breastfeed their babies for six months said the World Health Organization since it reduces the risk of baby becoming infected, creates bonding between mother and child, and prevents ovarian cancer.

The UNICEF report: “The State of the World’s Children 2016: A fair chance for every child” said early initiation of breastfeeding is 49 per cent in Guyana, which indicates that less than half of the women giving birth breastfed their newborns during their most crucial months.

Public Health Minister Dr George Norton had expressed that if the sector requires mothers to breastfeed fully for six months then there should discussions about mothers being granted six months leave since most mothers are part of the labour force. He acknowledged that this might burden employers but in the long run it will be worth it.

Social Protection Minister Volda Lawrence last Wednesday stated that the ministry is in support of a social policy for six months maternity leave to be granted to mothers, and so it has been placed on the 2017 ministry’s agenda.

Lawrence indicated that in the ministry’s 2017 programme they will push to ensure that wherever there are ministries and government agencies there should be a place for mothers to go and breastfeed their babies.

She stated that they

plan on starting with the Ministry of Social Protection as soon as their new building is completed. She stated that there is need for daycare services and breastfeeding rooms to be incorporated into the working force so as to accommodate mothers and assist them in early childhood development.

However, this new policy

So far, Giftland Mall is the only public place that has a designated room for breastfeeding mothers.

Speaking to this newspaper on Sunday, Roy Beepat stated that the creation of a

space for mothers to breastfeed is becoming a “standard practice” around the world and so he decided to set the pace for Guyana.

The Linden Regional Hospital as well has a room for staff to breastfeed their babies.

The Guyana Publication Inc has also set the pace for the private sector by offering free day service for its entire staff.

Minister Cummings stated that the ministry is working assiduously to ensure that mothers exclusively breastfeed for six months and of the instigation of six months maternity leave.

She stated that the two other major reasons why women do not breastfeed are: because they choose not to; and they are HIV infected.

In Guyana, only six out of 12 hospitals have been accredited with Baby-Friendly Hospital Status.

Among the criteria to attain Baby-Friendly Status are to have written breastfeeding policy that is routinely communicated to all healthcare staff, inform all pregnant women about the benefits and management of breast feeding, and give newborn infants no food or drink other than breast milk unless medically indicated otherwise.

It is fitting to note that the Georgetown Public Hospital, where the majority of babies are born, was not accredited.

August Monday inspiration

T

his year, our nation will actually be commemorating Emancipation Day on "August Monday", as it was called in the beginning. This is a seminal event in our history – perhaps its foundational one. But it was an event that did not just "happen": it was the culmination of hundreds of years of struggle by the enslaved people for the right to craft their own destiny. However, the event set off its own dynamic that offers us much in the present, to chew over as we ponder whether we have fulfilled the dreams, hopes and aspirations of "Emancipation".

The reflection this year is even more critical since it comes at a time when the political system, controlled by the descendants of the emancipated, has ended in a seeming cul-de-sac. Political control of the State was not even a dream in 1834 for most, but it was a dream that had fired the imagination of Cuffy and the other organisers of the Berbice Rebellion back in 1763. It is nothing but a tragedy that some present political leaders do not appreciate the historic role they could play if they were to pick up from where our forefathers left off, to fulfil those dreams.

What were those dreams? First and foremost was to live a life of dignity. They did not expect such a life was going to be handed to them: part and parcel of "dignity" is to be able to not depend inordinately on others. To make Emancipation a positive act rather just the negative one of being "freed", the ex-slaves used their "free time" during the four-year "Apprenticeship" period that followed Emancipation to work feverishly to accumulate a reservoir of savings.

This act demonstrated pellucidly that the newlyfreed slaves could practice the vaunted value of "deferred gratification", which economists and sociologists inform us, many of us have unfortunately discarded. Immediately upon being able to leave the plantations, they so did and formed villages by using their savings to purchase villages across the coastland. We know the first one was named Victoria after the British Queen of the time.

These villagers did another act that has also been evidently lost in the present: they embarked on securing economic independence. This was pursued through peasant farming, hard bargaining for their labour with the plantation owners and eventually as a proletariat in the towns, especially Georgetown. This insistence on economic independence must be re-inculcated in our present generation – but it will only become reality if the constraints are removed.

At Emancipation, peasant farming stagnated because the planters bitterly fought the farmers by denying them rights to water and drainage as well as funnelling credits to the newly imported Portuguese. There was also the structural constraint that since Guyana was off the regular shipping lanes of inter-Caribbean trade, the market for their goods never expanded beyond the local shores. The Government of the day kept on encouraging the importation of foreign foods on which their agents could make huge profits.

In the present, there are also structural constraints holding back our still-unanswered dreams for economic independence as in 1834. The World Bank, other financial institutions and development experts are unanimous in their conclusion that poor or non-existent infrastructure is one of the most serious binding constraints on our thrust for development. Cheap power is the most critical of those constraints.

Britain could embark on its industrial revolution because of its abundant coal at the time to power the manufacture of high value goods for trade. Petroleum succeeded coal as the fuel of choice and has remained on the top of the heap in spite of its high prices. Hydro-electric power offers us a practical alternative to achieve energy independence while moving us out of the vicious trap of being only primary product producers.

This Emancipation Day, we hope our politicians will emancipate themselves from mental slavery and support the Amaila Falls Hydro-Electric Project (AFHEP).

Bishop George fought against racism and electoral fraud Dear Editor, Anglican Bishop Randolph George is remembered by freedom fighters for the role he played in the struggle for restoration of democracy in Guyana and in condemning the PNC for its practice of racism at a time – and the Bishop did so at time (during the 1970s and 1980s) when few Africans or religious figures had the courage to speak out against racial oppression and persecution of those ethnic groups (Indians, Chinese, Portuguese, and Amerindians) not supportive of the PNC dictatorship.

Bishop George was not a hypocrite like those who spoke out boldly against apartheid, racist minority rule in South Africa and Rhodesia but mum on racism and minority rule in Guyana. He shamed those hypocrites who were not concerned about what their leaders were doing to people of other races.

Bishop George was known to condemn the electoral frauds and violence of the PNC against opponents. At sermons, he, as did some other religious figures like Catholic Bishop Benedict Singh, Father Joe Cheerah, Pandit Reepu, Meiji Yacoob Ally, etc lectured his people for giving support to a racist oppressive dictatorship. It is widely known that these figures were such important elements in the resistance against Burnhamism.

Bishop George led the Anglican Church at

a most difficult time in the history of Guyana – when religious freedom, especially for Hindus and Muslims, was curtailed.

The Burnham PNC dictatorship was at its most oppressive stage with priests and human rights workers being targeted for murder.

Father Bernard Darke and Dr Rodney were murdered and Bishop Benedict Singh and father Andrew Morrison were threatened with death, the latter beaten by PNC thugs. There was also a crackdown against other church figures like Father Malcolm Rodrigues and Father Cheerah.

As an aside, readers would note that Freddie Kissoon uses the proper honorific title for Bishop George, but refers to Swami Aksharananda as Mr Swami or Mr Aksharananda. Swami is an honorific title comparable to Bishop. So one would not say Mr (Bishop) George or Mr Swami.

Bishop George was one of a few church figures who embraced people of other faiths and ethnicities. It was an honour to meet the Bishop several times during (my visits) to Guyana exchanging thoughts with him on the struggle for free and fair elections in Guyana.

He was not shy about discussing political issues, race relations, and the PNC food ban. He believed in and advocated racial equality and the right of people to have access to their cultural diet.

Food should not have been

used as a political weapon by the PNC dictatorship of Burnham and Desmond Hoyte.

The Bishop spoke frankly on issues, not sugar-coating the ill-governance of the PNC; he took a principled stand that racism and election (rigging) were wrong and people had to oppose that wrong. He did not feel he had to automatically support the PNC out of racial loyalty, in contrast to a Bishop in Trinidad who said he had to support his race and party in the last general elections.

The Bishop wanted racial equality for all and an end to racial dominance.

Bishop George was interested in healing from the decades of racial animosity that Guyana suffered under the dictatorship. One has to extol his advocacy of racial equality. He courageously spoke out (in public) and in some of his sermons against ethnic support for dictatorial rule.

The Bishop was a man of integrity who Indians recognised could be trusted for his words; he meant them, unlike others who condemned racism but who willingly worked with a racist government.

Not surprisingly, Bishop George became deeply admired by the Indian population who were pleading for an end to the racist apartheidlike practices of Burnham.

Indians trusted the Bishop for being among a few preachers who spoke out against oppressive

rule and racial discrimination. Indians had faith in him and held him in high esteem.

Without the Bishop’s role, especially in GUARD, free and fair elections and political change would have been very difficult to achieve in Guyana in 1992.

Through the Anglican Church, he helped to internationalise the struggle against human rights abuses.

While a handful of us were fighting the battle overseas for free and fair elections, Bishop George was in the thick of the struggle in Guyana to liberate the nation from PNC repression.

Dr Jagan admired him very much and even proposed Bishop George’s name as consensus Presidential candidate during PCD negotiations to contest the 1992 general elections when the WPA opposed Jagan’s nomination.

Unfortunately, the Bishop was also opposed for the Presidency because of concerns that Jagan nominated him. After Jagan became Guyana’s first democratically elected President, he appointed Bishop George on several commissions including one on racial equality.

Bishop George will be long remembered for his role in helping to liberate Guyana from the throes of that oppressive dictatorship, and for advocating racial equality.

Guyanese must stand in solidarity against abhorrent criminal acts Dear Editor, On behalf of the International Centre for Democracy - Youth Empowerment, we wish to express our sincerest commiserations and sympathies to the families and friends of the three victims who were gruesomely murdered in Black Bush Polder, Berbice, Guyana.

We strongly believe these heinous crimes must be stopped immediately.

Crimes of this magnitude

have continued to plague us and haunt the lives of innocent Guyanese.

We are of the firm view that these horrific crimes must be addressed with great urgency.

We call on the Minister of Public Security Khemraj Ramjattan and President David Granger to combat these crimes with full commitment! Let the people of Guyana, and the international arena, know how the government is going to tack-

le and reduce these crimes.

We also feel the international community on human rights must know of the troubling times hinging on the livelihood of so many innocent people. The tally of repugnant murders and crimes against our brothers and sisters is beyond out of control.

If these crimes continue to plague our country, it will send the wrong message to investors, visitors and the world at large. It will have

an adverse impact on our image as a country and cripple our economy.

Moreover, as a nation and Guyanese, we must stand united and in solidarity against these abhorrent criminal acts!

Expired goods Wasn’t there a being sold at Port name change?

Mourant Market Dear Editor, It is now becoming epidemic and frustrating to see the high volume of expired goods that are being circulated and sold to consumers at the Port Mourant Market in Berbice.

The prevalence of expired goods at the market has increased rapidly over the past few weeks. It was observed that retailers at the market removed the expiry dates printed on the items by the manufacturers and stamped a later date.

Consumers are conned into believing that the products sold have not expired as yet and due to the reduced costs, they are purchasing in large quantities. Some of these items are Butter, bottled juices, Ovaltine, biscuits and other confectioneries, carbonated stuff, etc.

Editor, these practices are illegal and unhealthy to the nation’s population and economy. This incessant practice will in the immediate future cause widespread food-related poisoning.

To date, the

Environmental and Health Inspection units have made no attempt to get these expired goods off the market’s stalls. With each passing week the volume of expired goods keeps increasing so is the number of victims susceptible to food poisoning.

The public needs to be educated on these illegal practices and its dire consequences so as to make healthier decisions before purchasing these items.

It will be most grateful if the Government’s Environmental and Health units do something as soon as possible so as to get these items off the stalls of the Port Mourant Market.

Guyana stands in solidarity with the people of Germany Dear Editor, The Cooperative Republic of Guyana stands in solidarity with the people of Germany and expresses sympathy to the families of those who lost their lives and those who were injured in a horrific attack in the city of Munichlast Friday.

Guyana joins with the rest of the world in condemning this attack, which resulted in the deaths of nine people and left 27 others injured, 10 of them critically.

Though not linked to in-

ternational terrorism, the attack, which was conducted by troubled teenager, Ali David Sonboly, comes at a time when the world is on edge as innocent civilians continue to be targeted in violent attacks such as this.

Guyana reiterates its repudiation of the use of violence and empathises with the victims and other affected persons in Germany.

So, while we are just doing the best we can for our children, experimenting with new approaches to managing behaviour may help you discover what will work best in your situation. There are resources online, parenting classes, and counsellors who can help. James Lehman’s Total Transformation Programme is another effective tool for parents.

It’s designed to provide you with concrete tools that they can begin utilizing immediately.

At the same time, it is important to understand that change is a process – certain behaviours may change immediately, while others will require more time. It is frustrating and

disempowering not to know how to handle the challenges that arise with raising children and there is no shame in trying to better equip oneself. Making this step could be exactly what is needed to pick up momentum.

4. Recognise and focus on the positive

When someone calls the Parental Support Line and shares an extensive list of

problems they are having with their child in rapid-fire style, finding the right moment to inquire about what is going well for them can do wonders to soften their

stance. When people are discouraged and tired, it is difficult to see the positive. In those trying times, practice reminding yourself of some of the areas in which your child excels or is making progress.

Acknowledging small successes and building off of strengths are the steppingstones to scaling mountains.

Do not forget the power of praise and recognition!

I think the following quote from Mother Teresa explains this aspect of parenting beautifully: “Do not think that love, in order to be genuine, has to be extraordinary. What we need is to love without getting tired.”

My interpretation of her message is not that we should literally be able to love without experiencing some fatigue from the output of energy, but rathe r , that it is our personal responsibility to be as balanced as possible in order to consistently offer love.

Katie Hurley, a psychotherapist in Los Angeles and author of The Happy Kid Handbook: How to Raise Joyful Children in a Stressful World, says, “We’ve been conditioned to question ourselves – to constantly look for information to make sure we’re doing it right. Because of that, parents are in a state of learned helplessness.”

So what are people supposed to do? The answer is so basic that at first it might seem unsatisfying: For starters, says Hurley, realise that “nobody knows what they’re doing when they leave the hospital with an infant. Every parent learns by trial and error” – every year of their child’s life, and with every child they raise. That’s as true today as it ever was, and parents who recognize this will shed some guilt and anxiety. Building on this idea, Nair says that parents must “have a higher tolerance for things not going well.” How they recover from their own occasional mistake, outburst, loss of patience or bad call may say more to a child than how they are in happy times. “We’re missing that opportunity, which is how learning works,” she says. “That’s how we become more confident.”

A significant portion of Sax’s book is devoted to the importance of parents modelling traits they want to encourage in their children.

Chief among them, he says, should be humility and conscientiousness – which run counter to inflating a child’s self-esteem and sense of entitlement. To that end, he encourages parents to fortify their adult relationships so they are not overly concerned with pleasing their children as a way of satisfying their own need for affection. Neufeld also urges parents, including his own adult children, to establish a network of surrogate caregivers – relatives, neighbours, daycare workers – who will not undermine their authority but back them up when they need help.

And invariably, they will. “Parenting is awfully frustrating and often a lonely place,” says Neufeld, especially when a child misbehaves. In those moments, he recommends parents reassure children that their relationship isn’t broken. “When parents realise that they are their children’s best bet, it challenges them to their own maturity.” It gives them the confidence that they know what’s good for their children, and that they should stand up to them – this is, in fact, an act of love required of parents. opular Disc Jockey Wavel "DJ Bashment” Sabsook called Javid of Lot 196 Samtta Point, Grove, East Bank Demerara (EBD) died early Sunday morning when the vehicle he was travelling in crashed into a fence and burst into flames.

Reports are that the DJ, 31, was with a friend Shameer Mohammed, heading home from a party when the accident occurred about 05:00h in front of the Distribution Services Limited (DSL), Diamond, EBD. This newspaper was told that the impact of the collision caused the DJ, not wearing a seatbelt, to hurtle through the window of the vehicle, landing on the roadside and the car bursting into flame. Mohammed survived with minor injuries.

According to the entertainer’s mother, Bibi Sabsook, the young man told her that he was going to “look after a music system over the river and would be home early” as he is the owner of ‘Bashment Family Sound System’.

She recalled that at about 05:30h she heard persons shouting “Bashment lives here! Bashment lives here!” and she peeped outside and noticed a car parked with the headlights facing their home. She said that she thought it was someone coming to rent her son’s system but they called to her telling her that her son was in an accident.

cident and noticed her son’s lifeless body lying on the road.

Flustered, the mother said her son was taken by the Police to the Diamond Diagnostic Centre and then transported to the Georgetown Public Hospital where he was pronounced dead.

The mother added that Wavel is her only son, having lost her daughter 31 years ago and her husband 23 years ago.

At the home, scores of relatives and friends were comforting the grievestruck family and were assisting in preparation for wake.

Sabsook was described as a kind-hearted young man, who always wore a smile.

ontinuous exploitation of the country’s natural resources will significantly impact the environment and communities, including hinterland communities which serve as home to hundreds of Guyanese. It is, therefore, crucial to strike a balance between the two.

This is according to Indigenous Peoples’ Affairs Minister Sydney Allicock, who during a brief interview with Guyana Times, explained that there needed to be a better approach to mining in Guyana.

Allicock emphasised that all employees involved in the extractive sectors must be trained and properly educated on the importance of environmental protection and the disastrous consequences that will follow if the environment continued to be exposed to dangers.

He noted that there needed to be a more modern system used in the extractive industries, particularly as it related to mining.

“We need to have better scientific methods of approaching the mining areas.

Persons should be trained to understand that when they are going to these areas, they must understand how they approach the environment,” he stated.

He reiterated that a modern scientific approach would, no doubt, result in less destruction of the environment.

“If you have scientific knowledge of how to trace the gold, there will be less destruction than what is happening now – digging all over the place without knowing if the gold is there, but if you have the scientific way of do-

Some residents say that the teenager was put out of the house since last year by his stepfather as a result of constant arguments between them.

According to reports, the teenager is a high school dropout and would often spend time loitering around the community.

Other reports indicate that the teenager was often ill-treated by his stepfather.

On the day of the incident, the young man reportedly grabbed a cutlass and dealt his stepfather several chops to the head, shoulders and back.

These rules were designed in the first case to keep officials on the straight and narrow – the normal. So imagine what happens when there aren't even laws in place! Folks will just do whatever the heck they want to do – like with SARU presently. How can Trotman say with a straight face there's no legislation in place to direct SARU – but they're operating "legally"!! And this man's a lawyer?

But SARU can operate without laws and Trotman can defend it without shame because of the authoritarian mindset that established SARU in the first place – “We know the PPP stole and we don't need no law or evidence or whatever: let's just hang 'em high on our say-so"! Way back when the appointments to the new administration were being made, you'd remember, Dear Reader, your Eyewitness reminding you of the group think that dominates when military types run governments.

It's not that these fellas are necessarily "bad" or "evil" – but they've just been trained for decades to operate in a most extremely undemocratic fashion. When they're told to jump – all they can do is to reply "how high" or "how long".

Soldiers have to be absolutely convinced of the rightness of what they're doing. There's no time for a Hamlet-like "to be or not to be" soliloquies when you're charging into battle.

But translated into the civilian field of operations, such thinking is the very essence of the authoritarian mindset.

And governance in a supposedly democratic polity isn't a battle, is it? And we can't just be expected to go along with "frontier justice". After the years of accusations hurled without evidence by the Muckraker about PPP "siphoning off (and worse) of billions and billions", even some citizens may be forgiven for concluding the accusations are true.

But in a democracy, we have to accept folks are innocent until PROVEN guilty.

So Thomas and SARU are refracting a mindset in those directing him from the Office of the President that's already anti-democratic and authoritarian. And their actions have become increasingly bent away from the normal. Citizens have to join and demand a return to democratic practices.

Or else there will be no rock when their turn inevitably comes.

...in the GNBA

We see the above thesis on authoritarian mindsets unfolding also in the Guyana National Broadcasting Authority (GNBA). From the onset, the operative mindset of those establishing the board was the Muckraker's insistence that ALL licences were given out illegally. The mistake made was they didn't expect the new Chairman Leonard Craig to insist on following the rule of law. They were expecting him to follow the embittered and failed self-styled Committee Member Tony Vieira who was not only authoritarian to the bone, he was also seeking revenge against those who'd demonstrated he was "full of it" when he cried he couldn't make money with his TV operation. He was just a terrible businessman.

So, we have a situation where Vieira moved from the beginning to undercut and undermine Craig's insistence that "frontier justice" can't operate when there are rules in place to adjudicate the Muckraker's claims.

If the Government wants to redeem itself, it will have to sanction loose cannons like Vieira – or face the "voice of the people".

Or the people will, have to speak.

AFC shrugs off claims about party losing ground in Berbice A lliance For Change (AFC) General Secretary David Patterson on Sunday sought to put to rest notions that his party has been losing its supporters in Region Six (East BerbiceCorentyne), particularly since it coalesced with the A Partnership for National Unity (APNU).

The AFC is considered the second largest party in the APNU/AFC partnership, which was successful in the 2015 General and Regional Elections. Even before the coalition’s success at the elections, the AFC had been heavily criticised for coalescing with APNU. It seems, however, that up until now the party was

still being flayed for the alliance with APNU. Speaking on a public programme in New Amsterdam, Berbice, on Saturday evening, Patterson claimed that the Opposition People’s Progressive Party (PPP)

has been peddling a “series of lies” about the status of the AFC. He said that as General Secretary, he was also the keeper of the records.

“I can say that this is hogwash on the part of the Opposition. That is their job, and the PPP knows very well that the powers reside primarily with the Alliance For Change – we are the balance of power,” AFC’s General Secretary said.

He added that it was the AFC which formed the coalition. “We drafted the agreement. So they have to attack the Alliance For Change for their own survival: that’s why they are attacking us,” Patterson reiterated in explaining the PPP’s allegations.

He continued that the AFC was the most liberal party in the country as members were free to voice their opinion publicly and internally.

“But we are still strong and committed. You can refer to us as free thinkers,” he said.

The Florida congresswoman's resignation -- under heavy pressure from top Democrats -- comes amid the release of thousand of leaked emails showing DNC staffers favoring Hillary Clinton over Bernie Sanders in the party's 2016 primary contest.

Her announcement that she was leaving had proSanders supporters cheering during a demonstration in Philadelphia and

Wasserman Schultz talked with both President Barack Obama and Clinton before making her announcement, a Democratic source said.

"Going forward, the best way for me to accomplish those goals [which include electing Clinton president] is to step down as Party Chair at the end of this convention," Wasserman Schultz said in the statement.

State lands for conservation – Trotman ... decision was taken long before Paris

inister of Natural Resources and the Environment Raphael Trotman said the two million hectares of land set aside by government is only for conservation and will do no harm to any economic activity in the country.

He was responding to criticisms from the Opposition in particular, which opined that the use of the land could affect both the economy and the country’s forest.

Former President and Opposition Leader Bharrat Jagdeo had recently criticised government, saying that the productive sector was likely to suffer tremendously now that government plans to conserve the additional forest lands. He said that it was at the recent signing of the Paris Agreement on climate change that Guyana pledged to put two million hectares of forest under conservation.

However, at a recent meeting with the media, Trotman said that was not the case: “This is a commitment that Guyana did not make for the first time in Paris. In fact, it comes out

of a commitment in 1994 at the US convention in Biodiversity, where it decided to set aside 70 per cent of state lands for conservation.”

He said there is a combination of work to be done between the Guyana Lands and Surveys Commission and the Guyana Forestry Commission, before the more than 2 million hectares become available. This, he said, will be used for the preservation of pristine places where the country’s biodiversity could thrive.

He stressed that persons

are aware that they would not be allowed to mine in the area identified. The lands are below the fourth parallel going towards the Brazilian border, he informed.

Jagdeo had strongly criticised the move and berated government for not having a serious strategy aimed at achieving a green economy. He had said that Guyana’s deforestation rate has remained one of the lowest in the world, around 0.065 per cent.

Jagdeo posited that with the rate at which government was going, Guyana’s reputation on the international scene with regard to its climate change efforts would soon be destroyed.

The President also stated that conservation would be used in tandem with the proliferation of eco-tourism in Guyana: “These areas will be established in each of our 10 administrative regions to ensure that conservation is on a national scale and covers all of our ecological zones in scope.

Ecological parks, nature reserves and sanctuaries for our endangered species will be established to protect our flora and fauna and our natural habitats and ecosystems. Guyana’s ecotourism competitiveness will be enhanced by the fact that we are a part of the Caribbean and also the continent. We share borders with three South American countries.

We are placed strategically to tap into the large tourist markets of our sister states of the Caribbean and the continent,” the President said.

Bandits hit Sanjay’s Jewellery

ocal businessman Bishnarine “Sanjay” Persaud, the proprietor of Sanjay’s Jewellery, was on Saturday night ambushed by four armed men in front of his Sheriff Street, Campbellville, Georgetown store.

Reports are that the gunmen pounced on the 45-year-old businessman about 23:30h as he was entering his yard.

Speaking with Guyana Times, the jeweller recalled that as he was entering his yard a man approached him and whipped out a gun. He said the gunman instructed him to open the gate and asked for his store keys.

According to the businessman, he told the gunman that he stored the keys in the upper flat of his home; it was at this point he noticed three other gunmen.

Persaud explained that he was acting under the instructions of the criminals as they threatened to kill him on the spot. He said he cooperated and opened the

He said he was yet to determine the value of the jewellery that the gunmen escaped with.

The businessman pointed out that while he has security guards in the day, none of them are employed for night shift.

The Sheriff Street resident noted that while he could not describe the four men since “they were wearing their hats in their faces, as well as umbrellas”.

He, however, recalled that one of the men had a Dutch accent. After the men escaped, the Police were summoned to the scene and have since sought the assistance of nearby businesses for video footage of the robbery.

Major road rehabilitation for Region 6

everal major access roads in Region Six (East BerbiceCorentyne) are slated for rehabilitation, Public Infrastructure Minister David Patterson said on Saturday.

He said some $189 million has been set aside for works on “miscellaneous” roads for 2016 and $23 million for urban roads across the Region.

The Minister, while unable to list every street slated for repair, named streets in Number 67 Village, Clifton Settlement,

Palmyra, Williamsburg, Rose Hall and all Corentyne communities. He also identified specifically Middle Walk Access Road, John Hope Street; David, St George’s and Wallace Streets in Canje and Chapel Street and the ‘NIS’ Street, in New Amsterdam.

Patterson said he has already met with New Amsterdam Mayor Kurt Wynter, who has given his priority list for the town, and would be doing the same with the Mayors of the various towns, including Corriverton and Rose

Meanwhile, addressing the flood situation over in Region Five (MahaicaBerbice), Patterson said that while the drainage situation was under the purview of the National Drainage and Irrigation Authority (NDIA), he has been helping around the country since he could not stand back and see persons suffer. Instead of lamenting the underperformance of the forest sector, analysts represent this as a boon,” he stated in his weekly column in the Stabroek News.

He pointed out that according to the National Development Strategy the forest sector averaged two per cent of GDP for the years 1988-1993, that figure rose to eight per cent in 1999 – the highest ever in the country’s history. But this figure

According to Police, in the first incident around 03:45h, Alston Hamlet, 50, of Valley Trace, Tacarigua, was outside Pro Sports Bar in Malabar when loud explosions were heard.

Officers arrived on the scene and found his body.

In the second incident about 05:45h, 22-year-old Isaiah Hospedales from Queen Street, Aranguez, was liming with people on Ariapita Avenue opposite

Domino’s Pizza and in the vicinity of Alfredo Street.

According to Police, Hospedales was confronted by an armed man.

Police say it is unclear what happened next, but the man pursued Hospedales across the street and fired several shots, hitting him about the upper body.

The victim slumped to the ground and the perpetrator fired more shots into him.

He then removed Hospedales’ gold plated chain and made good his escape.

Hospedales was taken to hospital, but was pronounced dead on arrival.

When Sunday Newsday

arrived on the scene, about 10:00h, the bloodstains from the murder could be seen on the sidewalk outside Domino’s and a broken part of the front glass was also linked to the incident.

And in the final incident, reports say that about 08:45h, on Clifford Street, Belmont, Jude Corbie was shot and killed.

When Sunday Newsday visited Sunday morning, Police and forensics were still on the scene and the body lay covered with a white sheet.

Theatre arts can aid social cohesion – Ron Robinson

ctor, director and veteran broadcaster Ron Robinson believes that the performing arts can influence the process of social cohesion in Guyana and thinks that should writers move in train, this could be achieved.

of a three-member panel on TVG’s “The Factor”, where he, along with Al Creighton, Head of the Confucius Institute at UG and Director of the National School Of Drama; and singer-songwriter Dave Martins, examined the role of the performing arts in aiding the process of social cohesion.

The local performing arts have moved beyond musical performances and drama to encompass “spoken word”, “slam poetry” and dance.

According to Robinson, who has been active in numerous local plays, he has been seeing behavioural changes as a result of the plays put on locally.

“I think theatre now is playing a much more meaningful role in the lives of people, especially when plays like the ones coming out of the two recent drama festivals. There have been changes, but the link has been primarily satirical, people come and life... we reflect,” the theatre veteran said.

He said the performing arts (including music) could be a good tool to use to realise social cohesion. He said, however, as it was now, too often there have not been many playwrights going deep enough to actually produce change, both behaviourally and socially. He said often many of the plays were too light and the message was not strong enough.

“We have not rightfully addressed play writing as an art form that could foster behavioural change … even without consciously trying, there have been changes as a result of the Link Shows.”

He said on the other hand, there were a few in-

stances where they were seeing playwrights going much deeper in their work, doing work that was now creating debate at places like Queen’s College and other secondary schools.

He said prior to this, people only enjoyed the satire and went for night outs.

However, Dave Martins said while the performing arts could have some effect on social cohesion, he was yet to see it. “It is a matter of degree. I believe that the arts could spur people and make them think. Whether it can actually change di-

rection in society is another issue,” Martins said.

He said while there would be some impact, it would not be enough to change people’s position on fundamental things they have been doing for years.

“I don’t believe that most writers come to a position to say that I’m going to write something to effect that… they are not looking to effect change,” Martins posited.

He added what some

persons were seeing as a change happening as a result of the arts was a change that has been happening on its own.

Meanwhile, Creighton, who said he was still to grasp the concept of social cohesion as being sought

after by Government, said writers may not know how to get to the issue in their scripts. “They reflect things; they don’t craft a play that would direct the audience to solutions. There is a lot of focus on social ills, and that

has gotten their attention.

How do you handle the social ills put in a drama? Do you subtly put things that would influence the audience? It has to do with technique and how you handle the problems you show on stage.”

How prison changed one young man’s life

I

ncarceration is not often paired with gratefulness, but for Jevan Smith, it is what changed his life for the better.

Smith was who some would term a juvenile delinquent. At age 17, he was charged and placed at the Metcalfe Street Juvenile Remand Centre.

His transformation came last year April after his release, when the now 18-year-old benefited from the “New Path” programme — a project designed by the Organisation of American States (OAS) aimed at improving the lives of at-risk youth and youth in conflict with the law.

“They are some good people to help juveniles like me because they change me,” Smith said in praise of the programme.

“My past life was very bad,” he admitted. “[In] 2015, I was in Metcalfe. I spent four months and two weeks there.”

Launched in 2014, the project seeks to offer support for youth to address their emotional, social, educational and economic challenges to enable the successful economic and social integration of the affected party. Funded by the United States Agency for International Development, the project also targets detainees at the South Camp Juvenile Remand and Correctional Centre.

Smith, who is from Seaview Gardens in St Andrew, said that the programme has made him into the man he is proud to be today.

“I got locked up for robbery with aggravation and was incarcerated,” he hesitantly told the Jamaica Observer with a look of disappointment across his face.

Ironically, Smith noted that he turned to crime as a means of funding his education.

“I did get signed for six subjects and Government pay for Mathematics, my mother pay for English, and my sister pay for business, so I had three outstanding fees and so that’s why,” he stated.

“But it didn’t work out anyway and I didn’t get to sit any of the CXCs,” he added.

While incarcerated,

Smith was selected to participate in the OAS programme and was interviewed among other detainees. After his release, he said he was immersed into the New Path programme where he received life skills training, behavioural expectations in the workplace, résumé writing, dressing appropriately for the work environment, and interview techniques.

He said that although he was released in April, members of the New Path programme constantly called to check on his progress and even got him a job at Ping’s Fabrics in Kingston.

Employed at the warehouse, Smith said he is responsible for unloading containers, among other warehouse duties.

“They got me this job and believe me, I walk off it enuh. Me walk off a di job,” Smith said. “Cause a mi first time working an di work complicated at times an mi get frustrated an me young, me walk off a it,” he told the Sunday Observer.

“Den mi girlfriend got pregnant an me neva have no way to get money, an me neva want go back to weh me did a come from (crime), so I call her (Lorna Ford, one of the persons involved in the project) and tell her say, ‘Miss Lorna, you know that I got someone pregnant and I do not have the support to maintain my family,’ and she said it’s ok and she say me must go back to Ping’s, but me neva want do dat,” added Smith.

“And she a pest mi ‘go back to Ping’s, go ask for a second chance’, but me in myself did a say dem goodly shame me ‘cause me walk

off a yuh job an den me ago show up back myself an ask fi a second chance. But mi hide mi fear an go back an dem willingly tek mi back an ting,” he said with a smile.

Now Smith is looking to start his own company in a similar industry.

“Well, I was considering to sell fabrics like how me de hinna it and me know it now,” he told the Sunday Observer after stating his participation in the OAS’s “Pitch It” initiative.

Under the framework of the New Path initiative, an entrepreneurial project aptly dubbed “Pitch It” offers youth like Smith an opportunity to start and operate a small business.

The OAS has set aside J$9 million to provide grant awards to fund entrepreneurial ideas of the youth involved in the project.

An OAS document stated: “In order to access the resources, the participants will present their business idea to a panel of judges who will pick the best ideas.

These candidates will be awarded with the grant [and will also be provided with training, and mentorship in how to set up and run a small business. Training included the development of the business plan, financial forecasting, marketing (including market segmentation, branding, labelling) and life skills and their importance in the business environment.”

Smith, a candidate in this initiative, is vying for a grant award of up to J$500,000 interest free.

“Me a have a little more interest in di fabrics. Di way me did a pree fi do it, if me a do fabrics me wouldn’t sell weh dem have, so you cyaa go there to get it, you have to come to my store. An you cyaa go Pablos go get it an you have a next fabric store, you can’t go there go get it either, yuh affi come a my store,” he revealed.

The “Pitch It” initiative is an additional activity comprising three different phases that seeks to engage the youth in entrepreneurship ventures.

Scouting builds character, promotes respect – President Granger at opening of 14th Caribbean Cuboree in Guyana

resident David Granger on Sunday declared open the 14th Caribbean Cuboree in Guyana at the D’urban Park, noting that the Scout movement has been able to build linkages between the school, places of worship and home, thereby contributing to the development of the character of the young people involved, so that they become responsible citizens within their communities.

The Cuboree is an event held every two years for young Scouts, particularly between the ages of eight to 11 for six days and five nights during the break from school between July and August.

The President, who addressed over 700 children from across 14 countries in the region, said that the country was happy to welcome the various delegations, especially in the year of the Golden Jubilee.

“You have congregated here from the corners of the Caribbean. We are happy to have so many of you here on the continent of South America. We look forward to your having an enjoyable experience and memorable meetings with fellow Cub Scouts. Guyana celebrates its fiftieth anniversary of its Independence this year and is honoured to host this 14th Caribbean Cuboree. It is a special year for us and your presence here graces our Golden Jubilee year.

German city explosion 'kills bomber'

n explosion in the German city of Ansbach, near Nuremberg, has killed a suspected bomber and injured 12 other people, three seriously, Police say.

They said a man - "according to our current knowledge the perpetrator" - had died in the blast.

Venezuelan First Lady's nephews 'confessed' in drug case

wo nephews of Venezuela's First Lady confessed to conspiring to import cocaine into the United States after being arrested last year, court filings by US Prosecutors on Friday said.

Efrain Campo, 29, and Francisco Flores, 30, were arrested in Haiti in November and put on a plane to New York where they are in jail awaiting trial.

Both men have pleaded not guilty.

Their lawyers have ar-

gued that their post-arrest statements made during the flight to the US should be suppressed.

They say the defendants did not fully understand their rights under US law to remain silent.

Friday's filings by Prosecutors were made to oppose this motion and intended to show that the men were not coerced when they spoke to US Drug Enforcement Administration (DEA) agents.

Prosecutors accuse the

defendants of conspiracy to import 800 kilograms (1760lb) of cocaine into the US from Venezuela, via Honduras.

The case emerged out of a series of investigations by the US authorities, which have linked people connected with Venezuela's political elite to drug trafficking.

It has been an embarrassment for Venezuelan President Nicolás Maduro, whose Administration is battling political and economic turmoil. (BBC News)

United States and Cuba sign counternarcotics arrangement

he United States and Cuba have signed a counternarcotics arrangement that will facilitate further cooperation and information sharing between both countries.

On Friday, the State Department said the agreement is part of both nations’ “common effort against illegal narcotics trafficking.”

The agreement was signed during the third Counternarcotics Technical Exchange on Thursday.

The US delegation included working-level representatives from the US Drug Enforcement Administration (DEA); US Coast Guard (USGC);

Immigration and Customs Enforcement-Homeland Security Investigations (ICE/HSI) and the Department of State.

Counternarcotics cooperation is part of the broader Law Enforcement Dialogue between the United States and Cuba.

According to the Washington-based Security Assistance Monitor, a project of the Centre for International Policy, “Cuba collaborates with Latin American and Caribbean nations, and even the United States, on counternarcotics efforts.”

It said Cuba maintains formal agreements

to fight narcotrafficking with at least 35 countries, including Mexico, Brazil, Chile, the United Kingdom, Canada, Spain, Venezuela, Tanzania, Laos and Jamaica.

These accords allow Cuba to standardise counternarcotics operations and send real time alerts, the Monitor said.

In 2002, the Cuban Government drafted a bilateral accord for counternarcotics cooperation with the US Government, but Washington was “yet to acknowledge the accord,” until it was signed last week, the Monitor said. (Excerpt from CMC)

an emphatic legal victory to the Philippines in the dispute this month.

The ruling by the court in The Hague denied China’s sweeping claims in the strategic seaway, through which more than US$5 trillion in global trade passes each year.

China claims most of the sea, but ASEAN members the Philippines, Vietnam, Malaysia and Brunei all have rival claims. Beijing says the ruling has no bearing on its rights in the sea, and de-

Sao Tome and Principe court ruled on Sunday that the island nation’s presidential election will go to a second round between incumbent Manuel Pinto da Costa and ex-Speaker of Parliament Evaristo Carvalho.

In provisional results from elections held last Sunday, Carvalho looked to have won with 50.1 per cent of votes, with De Costa coming second with 24.8 per cent.

But the Supreme Court overturned them, saying the electoral commission should have waited for results from a town, Maria Louise, that voted on Wednesday, and for

Tigers maul two women at Beijing wildlife park

T

igers at a wildlife park in Beijing have killed one woman and injured another after the pair left their vehicle, Chinese media have reported.

CCTV published footage of the incident showing one woman getting out and standing beside the car before quickly being attacked

and dragged away.

The second woman was killed when she jumped out to try to help and was herself mauled by another tiger.

Some reports said an argument had led to the first woman leaving the car.

A man, who was in the car with the women and also attempted to help, was unhurt.

Visitors to Beijing Badaling Wildlife World are allowed to drive their own vehicles around the park but are warned not to get out in areas open to wild animals.

Video of the incident suggested park rangers in a vehicle were on the scene within seconds, but they were unable to save one of the

women.

The Yanqing district government said the woman who survived was receiving medical treatment, without giving further details.

Park officials have declined to comment, saying only that the facility is closed because of forecasts for heavy rain. (BBC News)

Former Nepalese Prime Minister Khadga Prasad Oli

epal’s Prime Minister, Khadga Prasad Oli, has resigned from his post just minutes before facing a noconfidence vote he was expected to lose.

Oli, 64, was forced to quit on Sunday after allies of his multi-party coalition deserted the Government, accusing him of not honouring power sharing deals that helped install him as Prime Minister nine months ago.

“I have already submitted my resignation to the President when I met her before coming to the House,” Reuters quoted Oli as saying in a speech before Parliament.

Born in eastern Nepal on February 22, 1952, Oli became a member of the Nepal Communist Party in 1970 after being influenced by local communist leaders as a teenager.

He spent 14 years in jail during the royal regime’s crackdown on communists, but his politics had veered

to the right in the last two decades.

Oli swept to power in October 2015, but has faced fierce criticism over his handling of protests in the impoverished quake-hit nation.

More than 50 people died in clashes between police and protesters in December, who rallied against a Constitution they said left them politically marginalised.

The new Constitution, the first drawn up by elected representatives, was meant to cement peace and bolster Nepal’s transformation to a democratic republic after decades of political instability, but ongoing discussions between the Government and protesters over the charter have failed to yield agreement.

without waiting for the umpire's decision. Just as disturbingly, Hales has adopted a pencil moustache which gives him the look of a shifty character in a Miss Marple murder mystery.

As for England's malfunctioning middle order, James Vince and Gary Ballance,

neither will get the chance to play a meaningful innings. In fact, with England already in an impregnable position according to Testmatch statistics, they might not get to the crease at all.

Whatever the considerations, Pakistan's captain, Misbah-ul-Haq, would nevertheless have allowed himself a moment of satisfaction at the decision. At lunch, with Pakistan having subsided from four down overnight to be 119 for 8, the potential for a three-day defeat felt real, but that calamity was averted, first by a halfcentury of baleful countenance and stubborn stroke

by Misbah, and then by another display of stubbornness by his England opposite number.

Misbah added 60 in 15 overs with Wahab Riaz for the ninth wicket to hold up England after lunch before a top-edged sweep against Moeen was held by Cook at short fine leg. Wahab continued to eye Moeen's spin, slogsweeping him for six and then reverse-sweeping him just short of the ropes, before Moeen had him caught at deep midwicket by Hales.

Moeen was challenged to prove himself in this Test, but as luck would have it he has so far batted nine balls for 2 not out and bowled 7.4 overs. At least he can claim he has done nothing wrong.

Pakistan's first innings went from bad to worse as they lost four wickets in the morning session. All four England quicks took a wicket in a session that was interrupted for an hour by rain.

Their starting position was a dispiriting one: four wickets already lost for 57, still 532 runs in arrears. On a cloudier day, there was bounce and zip in the pitch

and Pakistan proved unequal to the task.

It took six balls for England to sense that it might be an excellent bowling morning, Shan Masood edging James Anderson on the bounce to Vince at third slip. Masood managed a more controlled boundary off Anderson, clipping off his pads, but a jab at a rising delivery later in the over gave Joe Root an inviting catch at second slip.

Misbah, as one would expect from the old fox, met everything thrown at him with phlegm. He could not disguise his surprise when a back-of-a-length delivery from Broad exploded from the pitch, flew over his horizontal bat, and landed directly in the hands of Cook at first slip. More discomfiture followed from a welldirected bouncer from Chris Woakes in the last over of the morning, which flicked his glove as he jerked his head away in self-preservation and he lost a piece from his helmet in the process. He just got on with it, giving the impression that he had seen it all before.

The rain break interrupted England's progress, but when they resumed at 12.30pm it was not long before Asad Shafiq fell to a slower offcutter by Stuart Broad, a front-foot drive flying to Hales at backward point.

The most idiosyncratic innings, though, was played

by Sarfraz Ahmed, whose slash at two of his first three balls, from Broad, indicated his state of mind. His counterattack lasted 18 balls, 26 riskily assembled, before he edged Stokes to second slip.

All it required was for Woakes to take a wicket for England's pace bowlers to complete the set. It duly arrived with Root's third slip catch of the morning - and fourth of the innings - enabling England to go to lunch a ball early.

Woakes had his fourth wicket of the innings, a selfeffacing allrounder making a name for himself. Not that he will make much of it: he seems the sort who signs leaving cards in tiny handwriting where he will not get in the way of others. But he has had a fine Test and his haul was a rewarding moment on a day that deteriorated with the weather. (ESPN

hase Academic Foundation booked their semi-final spot in the Digicel Schools Football Championships by defeating Annai Secondary School 2-1 on Sunday at the St. Ignatius Community Centre Ground, Region nine.

Goals by Captain Jermey Garnett and Stephon Reynolds proved to be the edge in the fiercely competed match while Vasco Cabral netted in a losing cause.

The match began with Chase in the ascendency, as Shomal Smith had the first clear shot on target in the

10th, lifting the ball over the goal with his left foot.

Two minutes later a leaping Ryan Hackett failed to keep a header down which would have easily translated into a goal.

A hand-ball by defender from Annai Secondary inside the box gave Garnett a penalty chance which he easily sealed in the 14th.

By no means did the goal dent the home team’s spirit as they responded with a series of pressing offensive plays that had the Chase defence under immense pressure and the crowd jumping.

The half-time downpour certainly changed the conditions drastically, with the slippery field playing more in the favour of the home team.

hris Froome became Britain's first threetime winner of the Tour de France when he crossed the finish line of the 21-stage race in Paris on Sunday.

efending champions, Jamaica beat arch rivals Barbados by two runs in a high intensity and keenly competed under the lights to end the preliminary round of matches with a perfect record. The victory confirmed that Jamaica, who topped Zone B will contest the final this evening at 19:00h at Providence.

Barbados who ended on six points like Trinidad and Tobago but with an inferior net run rate will now contest the third place playoff against the Windward Islands.

In the final match of round three, Jamaica batted first and posted a challenging 125/4 total thanks to another Captain’s knock of 68 not out from Stafanie Taylor. Her innings spanned 49 balls with seven fours and one six and she was assisted by Chedean Nation who made a responsible 23 from 34 balls. Deandra Dottin used the cool conditions beautifully to pick up two wickets for 18 runs.

In reply, Barbados batters tried desperately to win the match to take their points tally to eight and to book their spot in the final.

Shaquana Quintyne made 34, Charlene Taitt 23 and Kycia Knight got 22 but it was the tight bowling that saw the Jamaicans through in heavy Providence dew which made gripping the ball and ground fielding a tedious task. Shanel Daly took 2-12 and Taylor 2-18.

Taylor was named Player of the Match.

The second match of the day was highly competitive despite being low scoring.

It was a contest between host Guyana and Trinidad and Tobago which ended in favour of the twin island Republic who won by five wickets on Sunday at the Guyana National Stadium at Providence. The win was Trinidad’s second while Guyana remained on one win from three matches.

T&T ended on six points to Guyana’s two.

West Indies player Anisa Mohammed inspired the win for the visitors by capturing 4-9 from four overs to restrict the host to 63-8 from 20 overs, before returning with the bat to see her team across the line by five wickets.

The visitors chased down the modest total at eight runs per over, winning with 12 overs to spare reaching 64/5 from eight overs.

Britney Cooper hit a gigantic six and a spectacular boundary that bisected extra cover and mid-off to the delight of the few spectators in her top score of 18. Cooper along with all the other batters seemed in a hurry to

reach their target at a good enough net run rate to keep their hopes of playing for top honours intact.

Rachel Vincent, who batted at number five finished on 13 not out and was joined

by Mohammed on eight not out when the visitors achieved victory.

Strong U-19 & U-15 teams depart for regional glory

trong national youth teams departed on Sunday to contest the West Indies Cricket Board (WICB) Regional youth tournaments. The Under15s are in Grenada while the Under-19s are in St. Vincent. Both teams are out to complete a three peat after winning the two previous tournaments.

A strong U-19 team comprising West Indies U-19 all-rounder Keemo Paul, captain Travis Persaud and power hitting all-rounders Sherfane Rutherford and Renaldo Ali Mohamed, will defend Guyana’s title and look to continue its dominance for a third straight year.

The team’s outstanding performance dates back to 2014 when Guyana won its first double- limited overs and three day titles at home- under the leadership of Brian Sattaur and last year in Jamaica under returning skipper Persaud.

As a result of its supremacy three of its players were selected for the Youth World Cup and they assisted the West Indies U-19 team in winning the tournament.

Prior to departure, the national U-19 team was encamped at the Chetram

Singh Centre of Excellence Hostel and indoor facility at La Bonne Intention (LBI) on the East Coast of Demerara. The preparatory camp lasted for two weeks.

Lynn and Smith fail to conquer booming Zouks A match-winning stand between Shane Watson and Johnson Charles saw the St Lucia Zouks to victory over Guyana Amazon Warriors in match 23 of the Hero Caribbean Premier League (CPL) on Sunday at the Darren Sammy National Cricket Stadium in St. Lucia.

Charles made a career best 94 not out as the Zouks made it three wins from three from their home leg to put themselves in the mix for finals week in St Kitts & Nevis. The two batsmen paced the chase perfectly as they reached the victory target with some ease.

Lynn continued the excellent form he has shown throughout this Hero CPL on his way to 86 from 45 balls. Lynn was already the leading run scorer for the Amazon Warriors before this game and he further extended his lead over his teammates and became the number one run getter in Hero CPL 2016, going past Hashim Amla. With Martin Guptill now away with New Zealand Lynn’s contributions will be more important than ever and he has taken on that responsibility with relish.

Lynn combined with Dwayne Smith to put on a 100 runs for the second wicket as the Zouks lost their way under the pressure of that partnership. ir Leon Lessons overcame their toughest challenge thus far in the 2016 Digicel Schools knockout football tournament when they got past D.C. Caesar-Fox Secondary formally Waramadong Secondary 3-2 at the Bartica Community Centre on Sunday.

A double by David George scoring in the 63rd and 89th minutes ensured that Sir Leon Lessons moved into the semifinals.

After a goalless first half on a heavy outfield with a few pools of water during which an offside goal was disallowed in the 24th minute to D. C. Fox from a free kick and George sending a ball from the middle of the pitch and beating goalkeeper Reese Gomez but finding the crossbar.

After the resumption, George in the 63rd minute kept switching the ball from left to right foot while advancing towards the goal before releasing it into the back of the nets.

and Uriah king scored a header.

One minute later Sir Leon Lesson again took the lead complements of Sylvester Richardson.

The drama continued as DC, which had earned the reputation of going on make it into the finals, called on the experienced midfield player Ashton Ward to take a free kick from fifty yards away from the goal in the 87th minute. The shot sailed over all of the players and then dipped towards the goal.

Goalkeeper Reene Gomez went into the air to make the curve but the ball rocked the back of the nets to equalize the score 2-2.

George then took on three defenders and scored in the 89th minute to give Sir Leon Lessons the lead again. However, that was not the end of the drama Edwoido Hope moments before the final whistle came down the middle and collected a loose ball and headed towards the goal with it, it was ahead of the defender and with just the goalkeeper in front of him, he squandered the final chance of an

equalizer.

Manager of Sir Leon lessons, Leon Muir told Guyana Times Sport that it was their toughest opponents they came across. He said the team is now focusing on the next match which will be against the defending champions Christiansburg Secondary on Wednesday at the Leonora Stadium.

Meanwhile, a disappointed Louie Thomas; Coach of D. C. Fox, said he a better performance from his team. “They did not make use of their opportunities.”

The team which played in three consecutive finals before last year when they were knocked out at the semifinal stage is out this year at the quarter-final stage. Thomas said thirteen of the players who represented the school last year have left the school.

“It is young players we have this year most of them are in third form and will be around for two years, and the other thing is that private schools like Sir Leon, they are able to bring back players who would have left the school they attended,” Thomas said.

There was some sloppy fielding from the Zouks, not least from Charles who spilled two simple chances, but there were some highlights for the Zouks with the ball as the innings came to a close. Jerome Taylor was one of those shining lights, producing a brilliant spell of 2-26 off his four overs.

Indies’ Under-19 World Cup winning captain Shimron Hetmyer fell to the very next ball for a duck as the Zouks finished well with the ball after a shaky middle of the innings. Watson took two wickets and conceded just one run from the 20th over as the Amazon Warriors finished on 159-9.

Chasing 160 the Zouks got off to a poor start when Andre Fletcher was bowled by the 2016 Hero CPL’s leading wicket taker Sohail Tanvir for just three runs.

From there it was all about Watson and Charles who both made half centuries as they put together a 151 run partnership – the best stand in this season’s Hero CPL. None of the Amazon Warriors bowlers could find

a way to keep the Zouks scoring rate in check as they looked a little ring-rusty.

Captain Rayad Emrit could have dismissed Charles in the 11th over when a leading edge fell just short of the fielder. Then Jason Mohammad dropped Charles when he was on 76.

With those chances missed Charles took his side home with match a winning contribution.

The Zouks got home for their third successive victory with ease, winning the game with nine wickets and 23 balls to spare to move into a qualification spot for the first time this season. With another match at home before the Zouks take on the Jamaica Tallawahs in Florida they are looking good for their first ever appearance in the Hero CPL knockouts.

The Amazon Warriors will travel to Florida where they will play their final two preliminary round matches against the Barbados Tridents beginning on Thursday July 28 when for the first time ever a CPL match will be played out of the Caribbean. The first order of business for the Warriors will be to notch another win to make it to the play-offs which will be played in St. Kitts from August 3.

Russell's lawyer disputes anti-doping charge

ndre Russell's lawyer has disputed the Jamaican Anti-doping Commission's (JADCO) claim that the West Indies allrounder had missed three dope tests in a 12-month period, resulting in a violation of the whereabouts clause.

According to The Jamaica Gleaner , Russell's lawyer Patrick Forster claimed at the hearing of an independent panel on July 20 that his client had received correspondence from JADCO for only twice - January to March, 2015 and July to September, 2015 - for allegedly missing the out-of-competition doping tests.

Forster requested JADCO's lawyer to make available the Commission's third correspondence which notified Russell of his transgression. The tribunal panel chairman Hugh Faulkner then asked JADCO to provide documentary evidence

of Russell's third filing failure, following which it was agreed that JADCO would

provide details on Monday.

JADCO has until August 10 to serve their files, while the deadline for Russell's team is September 7. The hearing is set for September 19 and 20.

In March this year,

JADCO said Russell had reportedly missed three dope tests in a 12-month period, which equated to a failed test under doping laws.

Athletes are required make their whereabouts known to local anti-doping agencies to facilitate testing under the WADA code and face a ban of up to two years if found guilty of repeatedly missing them.

Russell, 28, has been a leading player in the T20 format in recent times. He played a crucial role in West Indies winning the 2016 World T20 title in March and April, and is a key performer in domestic leagues around the world.

Russell was part of winning campaigns for Sydney Thunder in the 2015-16 Big Bash League and for Islamabad United in the Pakistan Super League in February. He is currently playing for Jamaica Tallawahs in CPL 2016.
