Guyana lagging in release of national statistics – IMF Report W

hen it comes to the timely release of statistics, the recently-released International Monetary Fund (IMF) Country Report on Guyana has highlighted and has advised authorities in Guyana to step up their game and make available in a timely manner to the public, data on the labour markets, gender and poverty ratios.

The report, released earlier this month, stated that although data provided to the IMF is generally sufficient for surveillance purposes, the timeliness, reliability, and coverage of “selected” data can be improved.

It highlighted that selected data are only available upon request or during missions.

The Caribbean Regional Technical Assistance Centre (CARTAC) missions have provided tech-

nical assistance on national accounts, which helped strengthen production-side Gross Domestic Product (GDP) compilation, the rebasing of national accounts and medium-term projections. Further work could

The mission also initiated the production of experimental (partial) International Investment Position (IIP) statistics from the information that is available on Government debt, reserve assets of the central bank, and Marginal Standing Facility (MSF) It has also developed an action plan for the implementation of balance of payments and IIP surveys and for the development of balance of payments and IIP statements.

Technical assistance

The report indicated that the Bank of Guyana (BoG) does not report the IIP because it lacks the capacity to compile such statistics, thus this is one of the priority areas identified for technical assistance from CARTAC. Other areas for technical assistance delivered in 2014-15 focused on building capacity in the areas of internal audit, tax administration, revenue forecasting, tariff classification of goods using the Harmonised System, customs valuation, debt management and medium-term fiscal projections.

According to the country report, IMF authorities have planned to continue to work on improving tax administration and to build a framework for managing mineral revenues based on international best practices.

“The authorities have expressed interest in technical assistance on developing a domestic long-term bond market,” the report said.

However, the report indicated that not everything is doom and gloom for the statistics sector since the BoG has made significant progress in improving the quality of monetary statistics, specially the institutional coverage.

The monetary statistics currently include the BoG, commercial banks, the New Building Society, and trust companies, and other financial corporations (finance companies, life insurance, companies, non-life insurance companies, pension funds, and asset management companies).

The IMF stated that the BoG’s monetary statistics provide data for publication in the International Financial Statistics Supplement, based on standardised report forms while the bank publishes financial prudential indicators in its quarterly report and on its website on a regular basis.

The issue of the timely release of statistics and reports has always been a old problem; presently Guyana is without an unemployment rate for over a decade.

Guyana has always been using proxies – data from the national population census and the households budget surveys – to determine its unemployment rate. The country has also been without a labour force survey for almost a decade.

GPL blames prolonged power outage on “faulty connection”

T

he Guyana Power and Light Inc has blamed the prolonged power outage on Tuesday night and early Wednesday morning in Regions Three (Essequibo Islands-West Demerara) and Four (DemeraraMahaica) on a faulty connection.

In a statement, the company said that at approximately 23:09h, the Demerara-Berbice Interconnected System encountered a power failure as a result of a faulty connection that connects the 69KV submarine cable to the overhead transmission lines at

Kingston.

The company said that while restoration efforts were impeded to a minimal extent due to the problems experienced while restarting some of the generating units at Kingston, power was restored to most consumers by 02:30h.

However, some customers reported experiencing the power outage for a maximum of five hours but GPL is assuring that every effort is being made to restore the link to its Vreed-en-Hoop 26 MW Station.

The company regrets any inconvenience caused.

undreds of Guyanese will be denied job opportunities if Government seals the deal with a group of Surinamese-based investors to construct low income and medium-income houses at the Perseverance Housing Scheme on the East Bank of Demerara (ECD), according to Opposition Leader Bharrat Jagdeo.

During a news conference on Wednesday, Jagdeo accused the A Partnership for National Unity/Alliance For Change Administration of sidelining local contractors for a group of Chinese investors for the undertaking; a move he said they would have complained bitterly against if they were not in Government.

“Isn’t this taking away jobs from our local people?

How come you were saying all the time that the Chinese are coming to take away jobs and here you want them to build small houses,” he highlighted, noting that this is just one of the many contradictions of the ruling Administration.

Jagdeo estimated that over 400 Guyanese could have been provided with meaningful job opportunities had the Government

contracted local people for the project.

A team headed by Minister with responsibility for the Central Housing and Planning Authority (CH&PA), Valerie Patterson visited Suriname to meet with the Chinese investors there.

Minister Patterson was accompanied by CH&PA Board Member Mark Jacobs; CH&PA Chief Planner Rawle Edinboro; Pilot Coordinator of the Guyana Wastewater Revolving Fund Marlon Daniels, who is also a Water and Sanitation Specialist; and Building Consultant Klensil Grenville.

This visit was a follow up to a proposal, which was submitted to the Government of Guyana by Zhong Da International Engineering Company (Suriname) for the housing project in Guyana.

The proposal is for the construction of low and middle-income homes, complete with water and sanitation systems in Perseverance Scheme.

The Perseverance Scheme is the site where the Government’s Turnkey home Project is ongoing. To date, a total of 59 homes have been completed, with another 141 under construction.

Reports indicate that an-

other 800 homes are to be still constructed.

On the other hand, the Government Information Agency (GINA) reported that the General Manager of the Chinese Company, Wu Qiong, assured that over 50 per cent of the workforce for the project will be Guyanese.

He noted that training would be offered to locals once the project commenced.

Zhong Da International Engineering Company (Suriname) N V was founded and registered in March 2000 and it constitutes the solely-funded enterprise of China Dalian International Cooperation Group (CDIG).

However, the parent company CDIG has been in Suriname for over 17 years and its business covers road construction, bridges, industrial and civil engineering.

Zhong Da started its housing project in Suriname, which is one of the key projects used by that country’s Government to solve the problems of people’s livelihood.

To date, the company has completed a total of 550 homes, over a period of 40 months in two Government housing settlements in Suriname.

Labour Department resolved 300 complaints for 2016 – Minister Scott

M

inister within the Social Protection Ministry, Keith Scott, has disclosed that his Ministry through its Department of Labour closed about 300 of the over 500 complaints between January to June of this year.

During an interview with the Government Information Agency (GINA), Minister Scott explained that the outstanding complaints are currently being dealt with; however, the Ministry is currently seeking additional labour officers to fast track the process.

“We have advertised for

more staff to be trained as labour officers… We know that there is a backlog but we are working on that,” the Minister noted.

He said that the Ministry has increased its inspections over the past six months to ensure that employers are adhering to the labour laws of Guyana, and to educate workers of their rights.

“We have insisted that our policy is that you visit employers on a regular basis. We have also increased our visits not only to ensure labour laws are adhered to, but also occupational health and safety laws and we even

look at whether employers are paying workers’ NIS correctly, because there is a collaboration between the Ministry and NIS,” Minister Scott pointed out.

Minister Scott said that the intention is to not only ensure that workers’ rights are protected, but employers are aware of what is expected of them.

Science Education

T

he quest for a sustainable development model must surely be the Holy Grail for all policy-makers in the poorer countries of the world, not least here in Guyana. There is now a consensus that unless the educational standards of the people match their countries’ development needs, the latter will never be sustainable. President David Granger has asserted that the STEM subjects (Science, Technology, Engineering and Mathematics) have to be the foundation of any such educational improvement at this stage of Guyana’s development. And in the STEM curricula, the natural sciences take centre stage.

But this recognition of the STEM foundation of our educational thrust is not new and the previous Administration launched several initiatives to raise standards in this area. It is important to investigate what has happened to these efforts so that the same mistakes are not repeated as we go forward. One of the initial hurdles faced by the PPP Government was a pernicious attitude developed during the 1980s’ collapsed economy that education in general, and science in particular, was of no import. There were no jobs available for persons with “papers”.

With the post-1992 rehabilitation of the economic base, this view has been altered somewhat but rather disappointingly, the enthusiasm for science in our students at all levels remain abysmally low. It would appear that, as in the US, science is still perceived as “hard”, even though at the primary level it is compulsory. By the time students reach third form in the secondary schools, where they are “streamed”, only a tiny minority opt for the sciences. This voluntary winnowing-out process continues even more dramatically at the tertiary level with only a literal handful sticking with the natural sciences.

Five years ago, the World Bank approved a credit of US$10 million to finance the UG Science and Technology Support Project. An estimated 6300 students and faculty were supposed to benefit from this project, intended to “strengthen science and technology tertiary education in order to advance Guyana’s Low Carbon Development Strategy (LCDS)”.

The Ministry of Education simultaneously moved on several fronts to rectify the multifaceted problem of – low interest in science in the primary and secondary schools, which serve as the feeder for UG. There was firstly the challenge of having adequate numbers of trained teachers; secondly, the building of labs and thirdly, the challenge of motivating students from the very lowest levels to stick with the natural sciences. The Ministry offered scholarships to teachers who elected to study the sciences (and mathematics) at the tertiary level, while at the student level considered waiving the examination fees for students writing the sciences at the CSEC Examinations.

It has also built some labs, but these are very expensive.

What is the result and status of these initiatives?

There was also another innovation that many felt had the greatest potential. NCERD collaborated with UNESCO to develop a “National Science and Technology Policy” and also to find ways to implement such policies.

Then, in 2011, the Ministry of Education announced its collaboration with UNESCO on what has been labelled the “Global Microscience Experiments Project”.

This hands-on project had been tried in dozens of other countries in Eastern Europe and Africa that wanted to increase the scientific coverage in their curriculum delivery. It consisted of booklets that described the basic experiments underlying the scientific knowledge that in Guyana most science students had to cram. But more germanely, used five types of “microscience” kits, the components of which could be recombined to match specific curricula that individual countries may design.

These kits could have been used from the primary levels.

The lack of exposure to actual experiments had been the single greatest impediment in making science attractive to our students. This was especially true for boys who are socialised to need more “hands-on” active learning environments.

Could someone advise on the status of the above before reinventing the wheel?

‘Doublewhammy’ pay!

Dear Editor, Nowrang Persaud’s letter on stipends for State Boards’ Chairmen and Directors that carried in your daily (July 13, 2016) is stimulating enough to be worthy of a comment. It must be appreciated that, all things being equal, a Government under normal circumstance will appoint individuals to sit on State Boards who have considerable competence, expertise and experience in a particular area of trade, profession or vocation and that their presence on a particular board will make a positive impact on such organisation by virtue of the said competence, expertise and experience. All these appointments carry nonexecutive status.

Any individual who is so identified and appointed ought to see it as an honour to be of service to the State, rather than the State be of service to the appointee. This

is what prompted the late President John F Kennedy to make that famous quote “Ask not what the country should do for you, but what you could do for your country”. Unfortunately, Mr Persaud’s advocacy to compensate State Board’s Chairmen and Directors by benchmarking with parliamentarians and “top echelons of Government and national, public and civic organisations” runs contrary to President Kennedy’s philosophy.

Editor, if State Boards’ Chairmen and Directors are dissatisfied with the opportunities for “selfcompensation and aggrandisements”, then the fittest and honourable thing to do is to refuse such appointments. In the current scheme of things, many of the current State Boards’ Chairmen and Directors hold substantive jobs with high salaries and perks.

Mr Persaud needs to understand and appreciate

that when these full-time, permanent job holders take leave from their respective organisations their pay and perks are not reduced for the time they spend at Board meetings. So why should they be paid stipends that are commensurate with “top echelons” job holders to attend Board meetings and still receive fulsome pay and benefits from their full-time jobs? It will simply be a ‘double-whammy’ pay! The appointment then becomes a profit centre.

The case cited by Mr Persaud whereby a “Director on the Board of one of these operations was so appalled at the miserly stipend payable to him that he quickly sought an opportunity to serve the same outfit in virtually the same capacity”. Editor, this opportunity could not have materialised if corporate and ministerial heads had

not facilitated it, and the pursuit of such opportunity by the individual could only have been influenced by greed for monetary aggrandisement, and not by a selfless service to the state.

Finally, it’s an ominous disclosure by Mr Persaud that Board Members may be “tempted to do any form of wangling to meet obviously critical demands of the respective positions”, or rather to put it more bluntly, using his analogy, ‘to bring about financial accomplishment by employing scheming or underhand methods’. No wonder why many of our state boards reek of misappropriations and fiduciary irresponsibility; their thrust according to Mr Persaud is seemingly poised for “self-compensation and aggrandisements.”

Parking meter project should be scrapped Dear Editor, The Federation of Independent Trade Unions of Guyana (FITUG) wishes to add its voice and concern to the proposed Georgetown parking meter issue currently receiving widespread attention in Guyana and in the Diaspora.

Given the pronouncements that have been expressed, it is clear to FITUG that this project was not fully and seriously considered.

FITUG acknowledges the need for our capital – indeed our townships – to enjoy good order, attractiveness and efforts to address growing congestion.

However, efforts by the rightful authorities should not be considered in isolation since these efforts will impact our citizens and visitors who live and frequent our city.

Former Minister Henry Jeffrey has correctly pointed out that the secrecy of the contract guarded by the Mayor and her senior cohorts does not allow taxpayers a clear understanding of the financial outlays and the projected earnings of the parking meters enterprise.

Many knowledgeable individuals have already predicted woeful disadvantages for owners of vehicles who

are obliged to be in the City for extended periods daily.

We note with interest that the President has described the initial fees announced as burdensome and we expect that he will encourage the Mayor and, at least, the City Councillors of his party, to abort the ill-conceived project.

Imagine the additional financial burden that must be borne by the ordinary taxi and minibus owners; the delivery vans, persons making simple purchases or visiting certain city hospitals, etc, if the scheme is implemented.

FITUG is of the view that

this project will add little, if anything at all, to urban renewal. An idea that has possibilities is to establish adequate parking lots. It should be publicly discussed and certainly studied for its advisability.

From the perspective of FITUG, we cannot see how the parking meter scheme will have any, if at all, positive impressions on the lives of our working people. We are not oblivious to the fact that this project is likely to come when the working class is already requested to contend with increasing taxes and an economy that is underperforming.

Questions for GPL, Govt

Dear Editor, I have several questions that need to be answered concerning the tender for the GPL/IDB Power Utility Upgrade Programme, Lot A. This tender was closed on February 24, 2016, with five companies tendering for this job. Initially the bid security and tender prices were only valid for 120 days.

Recently, GPL sent letters to contractors asking them to secure bid security for an additional 120 days and indicate whether their tender prices still stand. Five companies tendered for this job, of which three are Chinese, one local and another joint venture between a local and a Colombian outfit.

Editor, some of this is very baffling to me, simply because of the time and the big hoopla surrounding this project. We as Guyanese deserve some answers, simply because this project is a loss reduction one.

This will bring relief to the national coffers, by saving on a wide list of items such as generation coast and line maintenance.

This project has been widely talked about in the electrical community within Guyana and the Caribbean because of the amount of savings it will bring to the utility company and the nation as a whole. Some of my questions to the Board and Management of GPL, the Government of Guyana, the IDB and the EU are: 1.Why after funding for this project two plus years later, it is still not implemented, while we are losing millions each day from generation losses which is estimated to be around 30 per cent?

2. Why the need to extend the bid time to a further 120 days; there are only five companies to evaluate. Can GPL and the IDB say what the issue is for this lengthy delay.

3. Why is the media running a smear campaign on the Chinese contractors, this is not looking well for our country since China is our largest donor and investor.

4. Who are the personnel in charge of this project? No mention has been made of a Project Manager and team.

5. From my understanding reading the project document, only three of the contractors meet the criteria of the bid. They all seem to be the Chinese companies... then why the long wait if only three bids are to be evaluated?

6. Why the smear campaign by a local tabloid on one of the Chinese companies?

7. From my understanding, there were evaluators from different Government ministries that evaluated this project, they have all completed there evaluations. Can GPL say what is the current status of this bid process?

8. If GPL uses the other 120 days as requested, this

will bring us to 0ctober 24, 2016. That’s double the time a project usually takes for evaluation in Guyana.

Editor, these are just a few of the questions I have.

Hopefully we will see an award soon or so some sort of release by GPL. If the power company is spending upwards of $7 billion on generation each year and losing 30 per cent of this online loss, let us do the Maths on total money down the drain. Further, our experiences show that the taxi driver, the businesses, etc which will have to pay the metered rate will surely seek to pass on this new cost to their hapless customers – often the poor. There must be other acceptable avenues for revenue earning and other possibilities to deal with the traffic question. The fact that this “meters” approach was mooted many years ago but was not implemented seems to us that better sense prevailed and the authorities of that time were sensitive to the adverse effects of such a scheme.

FITUG supports the con-

tention that there should be more transparency and accountability from the Mayor and City Council.

They should take steps to dispel the view that this, in any way, is a secret undertaking by some Councillors of one political group of the Georgetown City Council.

Having considered the various opinions proffered and in our consideration, FITUG supports the stance that this project should not be pursued.

henever Helena Bogosian takes her daughters, Margot, five, and Nina, four, out to eat, she asks if they can have the same toy in their kids’ meal so neither feels slighted. But one time the girls got different things because the restaurant had run out of the plastic grasshoppers they both wanted. Margot started crying hysterically, so the Tenafly, New Jersey, mom drove to four more franchises in fruitless pursuit of matching toys. By the time she gave up, it was dark, the children were fast asleep in their car seats, and she felt foolish. "I learned that avoiding a child's disappointment can be harder than helping her deal with it," she says.

Many parents today seem willing to go to ever-greater lengths to protect their children from the pain of dashed expectations. Consider how many preschools have a policy against inviting only select classmates to a birthday celebration; everyone must be included. At the party, you have to avoid playing musical chairs because someone ends up without a seat, feeling excluded. Lots of sports leagues for younger children don't even bother to keep score anymore – to prevent one team from feeling like losers. And all because we don't want our children to feel bad about themselves.

Peak experiences and the ecstatic process

he recent research by Piff and colleagues complements the research conducted in the 1960s on peak experiences and ecstasy in secular and religious experiences.

Marghanita Laski was a journalist and researcher who was fascinated with the ecstatic experiences described throughout the ages by mystical and religious writers. She did extensive research to deconstruct the experience of what ecstasy or awe felt like in everyday life. Laski published these findings in her 1961 book, Ecstasy: In Secular and Religious Experience.

For her research, Laski created a survey that asked people questions such as, “Do you know a sensation of transcendent ecstasy? How would you describe it?” Laski classified an experience as an “ecstasy” if it contained two of the three following descriptions: unity, eternity, heaven, new life, satisfaction, joy, salvation, perfection, glory; contact, new or mystical knowledge; and at least one of the following feelings: loss of difference, time, place, of worldliness... or feelings of calm, peace.”

Laski found that the most common triggers for transcendental ecstasies come from nature. In particular, her survey revealed that water, mountains, trees, and flowers; dusk, sunrise, sunlight; dramatically bad weather and spring were often a catalyst for feeling ecstatic. Laski hypothesised that feelings of ecstasy were a psychological and emotional response that was wired into human biology.

In his 1964 work, Religions, Values, and PeakExperiences, Abraham Maslow demystified what were considered to be supernatural, mystical or religious experiences and made them more secular and mainstream.

Peak experiences are described by Maslow as “especially joyous and exciting moments in life, involving sudden feelings of intense happiness and well-being, wonder and awe, and possibly also involving an awareness of transcendental unity or knowledge of higher truth (as though perceiving the world from an altered, and often vastly profound and aweinspiring perspective)."

Maslow argued that “peak experiences should continue to be studied and cultivated, so that they can be introduced to those who have never had them or who resist them, providing them a route to achieve personal growth, integration, and fulfillment.” Abraham Maslow's language of decades past echoes the words used by Paul Piff in 2015 to describe the prosocial benefits of experiencing awe.

Murder suspect escapes from Police custody

No need for SARU, Police can probe corruption – Jagdeo

… sneaked through gap in station wall nthony Jhagroo, who was held in connection with the murder of mechanic Yogeshwar Shivcharran, who was beaten at Belle West, West Bank Demerara, escaped from Police custody on Wednesday morning.

According to reports, the man escaped during the wee hours of Wednesday morning, when there was an extended power outage in Regions Three (Essequibo IslandsWest Demerara) and Four (Demerara-Mahaica).

Reports are that at about 03:30h on Wednesday, the man, said to be in his early 20s, made his way through a gap in the wall of the holding area of the La Grange Police Station, West Bank Demerara.

According to reports, there were two Police ranks on duty at the time of the escape. The two officers are being held under close arrest and the Office of Professional Responsibility is investigating.

Relatives noted that Shivcharran suffered seizures and in a mental episode last Monday, July 4, he had removed his clothing and approached his neighbours who were consuming alcohol next door.

Information received indicated that the man’s neighbours reportedly pelted the mechanic with beer bottles before beating him to his head and body. Shivcharran was treated at the West Demerara Regional Hospital before he succumbed to his injuries on Sunday night. Before the suspect in custody fled, Police on Monday had questioned and released three women in connection with the crime.

The suspect was being held at the La Grange Police Station since Tuesday following the Police investigations.

pposition Leader Bharrat Jagdeo says the forthcoming legislation to institutionalise the State Assets Recovery Unit (SARU) can be regarded as nothing more than laws for witchhunting, a contraption which can backfire on the A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition.

SARU was established with the purpose of hunting for State assets which initially belonged to the Government, but later ended up in the hands of private individuals.

It has since been conducting investigations and making recommendations to the Guyana Police Force for charges to be laid against allegedly culpable persons, without any legal framework in place governing its operations.

Attorney General and Legal Affairs Minister Basil Williams had announced recently that the draft legislation is currently being reviewed by his Chambers.

But Jagdeo contended that there really is no need for legislation to be put in place to govern a body that has no need to be in existence.

“Corruption cases can be dealt with routinely by the Police. The current legislation can deal with any act of corruption. We have enough laws to deal with corruption by anyone,” he stated.

target instances under the People’s Progressive Party/Civic (PPP/C) Administration.

“Take for example, the 16 computers for Leader of Opposition’s Office… These were in the Parliament’s register given to the APNU when they were in Opposition… When they went into Government, they had to hand back those assets, but they were never returned. Where are those assets? Should SARU recover those too?” Jagdeo rationalised.

He also opined that should an allegation of corruption be levied against Government Ministers or even President David Granger, would SARU be mandated to investigate those claims.

In this regard, Jagdeo contended that from all indications, SARU is being

established as a ‘witchhunting’ body under the pretext of a transparency mechanism to satisfy the demands of the international community.

“It is being used as a propaganda arm to destroy reputations,” he decried.

When prompted, Jagdeo conceded that when the PPP/C returns to Government, they will too go after stolen assets but in a more effective and efficient way.

“If there are assets that are stolen, we will go after assets differently and efficiently. Not like how it is being done now,” he stated.

In fact, he explained that if the Government puts legislation in place to facilitate witchhunting, then it will remain in the books even when the PPP/C returns and can be used against them.

“I hope they know what they’re doing,” Jagdeo expressed.

Moreover, he lamented too that the Special Organised Crime Unit (SOCU) under the Guyana Police Force appears to also be politically controlled.

Jagdeo pointed out that to this day, Government is yet to make public the protocols governing the conduct of SOCU. SOCU has been involved in a number of controversial operations, including the high-profile car chase which resulted in the death of Guyana Defence Force Sergeant Robert Pyles and his wife Stacy along with another civilian in a horrific smash-up on Carifesta Avenue in December 2015.

IN THE COURTS Lindener remanded Traffic on 4 counts of larceny — to be charged for disrupting court

yan Samuels of Lot 11 South Amelia’s Ward, Mackenzie, Linden, was on Tuesday remanded to prison by Magistrate Clive Nurse on four counts of larceny, after he appeared at the Linden Magistrate’s Court.

The 37-year-old man, a Mackenzie Market vendor, will also be charged for disrupting the court, due to an outburst from the prisoner’s holding area following his appearance before Magistrate Nurse.

As a result of his outburst, Police ranks, who were in court, were forced to remove him and take him to the Wismar Police Station.

On the larceny charges, it is alleged that between March 9 and March 10, he stole a car deck valued $10,000, an amplifier valued $18,000 and a

car battery valued $21,000 from motorcar PPP 2360.

The incident occurred at Canvas City, Wismar, Linden, and the items, which amount to a total of $49,000, are the property of Jermain Douglas.

It is also alleged that between June 16 and June 17, at Buck Hill, Wismar, he stole from motor car PNN 3976 a cellphone valued $55,000, a car deck valued $65,000 and a car battery valued $25,500.

The items, which amounted to a total of $145,500 are said to be the property of Maitek Duncan.

Additionally, the defendant was also charged for stealing two original rear-view mirrors valued $84,000 from motorcar PPP 2189 between March 9 and March 10 at 36 Half Mile, Wismar, the property of Colin Alleyne.

Samuels was also charged for breaking and entering the shop of Micah Wilson at the Crescent Mall, Mackenzie between May 27 and May 28 where he allegedly stole a Samsung Galaxy cellphone valued $72,000, a quantity of cellphones, a Phablet valued $23,000, eight memory cards valued $45,000, 12 cameras valued $72,000, 18 flash drives valued $63,000 and a quantity of cash.

The items, property of Wilson, amounted to a total of $456,000. The defendant pleaded not guilty to each offence; however, Police Prosecutor Preston John objected to bail. The prosecution’s submissions were upheld and the defendant was remanded to prison. He will make his next court appearance on August 24.

Colombian woman was on Wednesday brought before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts for overstaying her time in Guyana.

Karen Rosario Mona, 29, of Colombia, South America, pleaded guilty to the offence when it was read to her.

The court heard that on May 12, 2016 and July 11, 2016, she failed to comply with the conditions of a permit to stay in Guyana, which stated that she was permitted to stay in the country from March 11, 2016 to May 11 2016.

The Prosecution’s case

contended that on the day in question, Police Officers arrested the defendant based on information received which indicated she had overstayed her time in Guyana.

Attorney Paul Fung-aFat, who represented the defendant’s interest in court, said at the time of his client’s arrest, she was in the process of applying for a distant visa extension through the Home Affairs Ministry, but that time had lapsed.

However, Magistrate McLennan fined the woman $30,000 and failure to pay the fine will result in her serving four weeks in prison.

But he has to concede at least when fellas are qualified in the field, at least their jargon allows folks to know whether there's internal consistency and coherence in what they're carrying on about. Like that qualified economist fella in the Stabber – he introduced the term of "donkey cart economy" from his academic training and we all know what he's talking about.

But it didn't seem the Finance Minister did. He obviously thought the economist was recommending donkey carts as a feature of a "green economy". He's banned older reconditioned cars and consigned most of us plebes, to resorting to donkey carts to get from point A to point B. Not ha-ha funny!

Anyhow, back to your Eyewitness' latest perplexity on the Finance Minister's pronouncements. It had to do with his boast that overall revenues raked in by the Government climbed upwards – by 6% or $3B – even though VAT collection plummeted. He attributed this circumstance to a host of factors – especially increased gold production and vigilance of the taxmen. But what did it all mean for the economy – and more to the point – us?? Mum’s the word!

Well, at a minimum, if VAT collection is plummeting it means that consumers are spending less! And if in each area of collection, the Finance Minister showed increases far in excess of the overall 6% increase... it means the fall of VAT was MASSIVE to pull it down so much! And that's what folks've been talking about.

Improved collections from activity that was already going on might be good for the Government today... but there's only so much blood you can squeeze from a fixed-signed stone.

The more important question is what about economic activity – of which VAT's only one indicator?

And the answer is...(drumroll).... contrary to what the Finance Minister's been saying – things na regular!

This economy is slowing down. And also contrary to what the Finance Minister's saying, the increased revenues also have to do with the increased taxes the Government's been imposing in so many other ways.

Like collecting excise taxes on local alcohol that's used as an intermediary in manufacturing. And also on other imported manufacturing inputs.

If the strangulation continues, the economy might just be asphyxiated by year-end.

One of the problems with communists is since their ideology tells them all businesses are basically bloodsuckers...to extract that blood through taxes is a salutary affair. The taxes would be used to improve the lot of the poor who'd get some blood infused back into their emaciated frames. At least that was what they told the peons.

So, is it this driving the present lot – even at the municipal level – on their tax mania? Or is it the demonstrator effect from above? Check out the Georgetown municipality's tax frenzy in the few short months after the LGE. There's the parking meter...which is a tax that'll bite you deeper than that Dracula fella from Transylvania! Then there's that $25,000 Container Fee that'll come out of your pockets, believe you me!

Ditto on the fees on vendors and the 10% INCREASE ON ALL PROPERTY IN GEORGETOWN. The Mayor and her crew aren’t all cryptocommunists, are they? Not by their lifestyles, they aren't!

onsequent to the joint United Nations Programme on HIV/AIDS (UNAIDS) reporting that the Human Immunodeficiency Virus/ Acquired Immunodeficiency Syndrome (HIV/AIDS) infection is on the rise in the Caribbean, Public Health Minister, Dr George Norton has revealed that new infections in Guyana are on the increase, with the younger population significantly accounting for this increase.

According to the UNAIDS, “after years of steady decline, the Caribbean saw a nine per cent rise in annual new HIV infections among adults between 2010 and 2015.” The report further alluded that this is as a result of the medical drug for the disease not working as effectively as in the past. Most recently, however, analysis from the UNAIDS shows that the HIV infection among adults remains stagnant, failing to decline for at least five years. The organisation is therefore urging countries to take a more comprehensive approach to battle the disease.

Dr Norton further explained that measures have already been put into place to combat this scourge, and the Public Health Ministry is increasing its efforts, saying “We have already started implementing measures to tackle this because we have recognised that people are not really dying from AIDS as before because of the precautions that have been taken.”

He related that over the years, despite the increase in infection, there has been a decrease in HIV/AIDS related deaths as there is easier access to care and treatment. “ Not only is the medication less toxic to the body but also in terms of quantity… it’s just like one pill a day even though these antiretroviral treatment are very expensive, they are free of charge here in Guyana and that might be the reason for the population to increase their defence in regards to that disease,” the Minister stated.

olice in A Division (Georgetown-East Bank Demerara) have arrested two bandits who were nabbed in the vicinity of Bourda Market, Lacytown, Georgetown, after robbing two vendors of some $500,000 cash.

According to reports, the robbery occurred at about 23:00h on Monday.

Information reaching Guyana Times revealed that vendors, Wayne Miller, 51, and Darmenna

Wong, 43, both of Block Y, Section C, Grove, East Bank Demerara, were attacked while operating their businesses.

“Investigations have so far revealed that the vendors were in the vicinity of Orange Walk and Robb Street, Bourda, when two men; one of whom was armed with a handgun, approached the victims and robbed them of $500,000,” the Police said in a release on Wednesday.

However, the Police added that during the attack, the victims raised an alarm and public spirited citizens went to their rescue during which the suspects were apprehended.

The Police was summoned and recovered a 9mm pistol along with five live matching rounds from one of the suspects. The two men were taken into custody where they are assisting with the investigations.

n the wake of a massive oil find in Guyana, the University of the West Indies, St Augustine Campus, will soon be offering a Petroleum Engineering course in colloboration with the University of Guyana, Education Minister, Dr Rupert Roopnaraine has disclosed.

Speaking with Guyana Times on Tuesday, Dr Roopnaraine stated that he is currently in engagement with the UWI’s principal and they have agreed to move forward with the programme. He indicated that arrangements would be in place as early as the start of the semester in September.

Recently, in the National

Assembly, the Education Minister had revealed his intentions for the programme.

He stated that he had held a meeting with the Principal of UWI, St Augustine campus, Dr Clement Sankat, to

discuss developing a petroleum engineering education programme that would prepare Guyana for the human resource challenge of running its impending oil industry in the near future.

Petroleum engineering is the study of the cost-effective extraction of oil, gas and other natural resources from the earth. It is expert through the design, drilling and operation of wells and the incorporated administration of subversive reservoirs.

Roopnaraine was at the time speaking about Guyana’s human resource problem and its brain drain. He had stated that one of the major challenges of the Education Ministry is the development of human resources to facilitate Guyana’s growth.

He posited that it is crucial that the government be inventive and develop a strategy for human resource expansion.

Public Health Ministry tackles NCDs I n light of deaths caused

by Non-Communicable Diseases (NCDs), The Public Health Ministry has intensified efforts to reduce the number of deaths caused by these illnesses annually.

Based on statistics, NCDs account for 70 per cent of all deaths in Guyana and is the number one cause of premature deaths (before the age of 70 years).

The Ministry said in a statement that Guyana’s main NCDs – cardiovascular diseases, diabetes, cancer and chronic respiratory disease – account for the highest burden on mortality and morbidity.

It contended that these diseases are totally preventable by the simple modification of four risk factors: harmful tobacco use, unhealthy diet, physical inac-

tivity and harmful use of alcohol.

The Ministry’s Chronic Disease Unit in its efforts to combat NCDs will be conducting a STEP-wise approach population based survey from July to October, 2016, to determine chronic disease risk factors and surveillance in Guyana.

“The listing process is scheduled to commence on Thursday, July 14 and will conclude on Monday, July 18, 2016,” the Ministry said, adding “for many years, Guyana has been utilising estimated statistics to account for the population at risk of developing NCDs and for those who are already living with these diseases. This approach will now be changed.”

The release added that upon the completion of the STEPS survey, statistics

will be acquired and Guyana will now have baseline figures which will allow health officials to closely monitor the population, which will facilitate the development and implementation of appropriate interventions to treat and prevent chronic

properly forecast and procure the right type of medications and in its sufficient quantities, hence preventing drug shortages in the country.

The STEPS survey is a voluntary survey and all participants will be noti-

The survey will also give the Public Health Ministry a better chance to be able to

The participants will be required to respond to basic questions pertaining to demographics, habits and lifestyle practices as it relates to the risk factors of NCDs – have their weight; height and blood pressure checked and recorded by the officer conducting the survey; and give a small blood sample to be tested for blood sugar, cholesterol, sickle cell and thalassemia, which are two common blood disorders found in Guyana.

The Public Health Ministry will be collaborating with the Bureau of Statistics in executing the STEPS survey. The Bureau will be carrying out the listing process, which entails trained personnel visiting communities to map out the layout of houses, after which the households will be randomly selected.

The Ministry is pleading with communities to support the initiative.

How well do you deal with conflict?

C

onflict is a part of our everyday lives. Each individual is so unique and we have so many differences of opinions, even among friends, that conflict is bound to arise. For good ideas and true innovation to immerge, we need conflict, productive argument and debate.

There are those of us who shy away from any kind of conflict, finding it difficult to confront opposing opinions and avoiding it at all costs, while voicing our concerns in a safer space; but mostly being left frustrated at the other persons lack of empathy, failing to realise that if we don’t convey our feelings they will never understand our way of thinking and we will never create the opportunity for discussion.

At the other end of the spectrum are those who thrive on conflict, those who love to be in the midst of controversy and are fuelled and excited by the prospect of disagreement; poised to deliver a superior viewpoint. Unfortunately, they can be closed to others’ opinions and too set on being right to consider the other persons perspective, feelings or experiences. This can be a suffocating position because it breeds a false sense of grandeur and stifles development, growth and empathy. Going in to a conflicting situation with a closed mind denies the other person respect and ourselves acceptance of the possibility of our imprecisions.

Balanced between the two are those that understand the inevitability and value of conflict and want to use it to learn, to inform and to consider new ways of thinking. Usually this approach allows the conflicting party the room and freedom to express themselves fully and also encourages them to offer the courtesy of listening and considering their opposition’s viewpoint. With this approach even in the eventually of residual disagreement, both parties are likely to be comfortable agreeing to disagree.

The conflict many of us avoid and fear is much worse than the reality of voicing a conflicting opinion. The discomfort of the disagreement and the ensuing outcome could be minimised by a firm but fair approach. Often the result of avoiding conflict is that we end up doing things we do not want to do or feeling that we have compromised ourselves by standing by and failing to challenge an ill-informed point of view. Do not leave a conflict rich encounter thinking your silence has won because it is unlikely that it has achieved anything other than leaving the person you are dealing with feeling superior; believing your silence is an admission that if you argue you will lose.

You may reason you are above taking time to challenge some people and it doesn’t matter what they think but that shows a lack of care to your fellow human and a lack of responsibility for yourself in the interactions where you arepotentially a facilitator for change. Opportunities during interactions in which you could have a positive or evoking influence should be utilised. Within personal relations avoidance it is not asign of a good relationship; on the contrary avoidance is a symptom of a serious communication problem.

Conflict can be foreboding to the pacifist and the aggressor for the same reason. They may be afraid to have to accept another’s valid point. Ask questions to better understand the viewpoint of others – what was expected,, why was it not achieved, can needs be met, were they unrealistic, can they be achieved eventually? Recognise differing perspectives and allow them fair consideration. Look at honest and unintended mistakes and accept them. Someone has to genuinely want to avoid further escalation to find effective ways to resolve issues.

Caricom’s "Arrest Warrant Police expend $12.8M on Treaty" to enhance local anniversary awards capacity – Crime Chief

H

ead of the Guyana Police Force’s Criminal I n v e s t i g a t i o n s Department, Wendell Blanhum is optimistic about the ‘Arrest Warrant Treaty’ that regional heads recently agreed to have implemented.

During last week’s Caricom Heads of Government Conference here, leaders agreed on an ‘Arrest Warrant Treaty’ seeking to address the issue of cross border crimes as it gives each Member State the power to arrest and handover criminals to authorities in the States that the crime was committed.

Speaking with reporters on Wednesday, Blanhum posited that this initiative will greatly enhanced the capability of the Police Force in terms of arresting fugitives who flee to other Caricom countries.

“It’s not only local fugitives, we have persons who were arrested, particularly for drug trafficking offences, who would have been granted bail and fled to other Caricom countries,” he stated, while recalling a recent case.

The Crime Chief explained that an individual slapped with a trafficking in narcotic charge was released on bail in Guyana and fled to his country of origin but was sentenced to three years imprisonment in his absence.

Force applied to the respective country and asked that the man be extradited and the process was so lengthy that in the meantime, the individual committed a murder in his country and has since been convicted.

“So he was convicted on that (murder) charge (in his country) but he is yet to come to Guyana to serve his sentence. So the treaty is a welcomed initiative that will greatly enhanced our law enforcement capability,” he remarked.

On the other hand, Police Commissioner Seelall Persaud explained that this treaty will extend the arms of the Guyana Police Force since it will relax the lengthy extradition process so that countries can promptly prosecute perpetrators.

“The way I understand

it, all the countries that signed on can pass that information to their colleagues and counterparts in the other countries.

They will then make the arrest and we will take the fugitive at the border or somewhere,” he stated.

Chairman of the Caricom Conference, Dominican Prime Minister Roosevelt Skerrit, has stated that the Arrest Warrant Treaty is a crucial aspect of tackling the issue of regional security as it caters for the sharing intelligence and joint training of personnel, which will enhance the collaboration and cooperation among law enforcement entities.

He disclosed at the closing media conference on July 6, that during the twoday meeting, the Regional Heads were brought up to date with major issues in relation to security through the Caribbean region and agreed on ways to deepen and strengthen cooperation in this area.

One such agreement is the ‘Arrest Warrant Treaty’.

This is a matter, the Chairman said, that Caricom has been discussing for some time now and the Heads are resolved to have this particular Treaty entered into before the end of 2016.

“This we believe will enhance the security of our Region and is a matter which the Heads are fully in support of,” he remarked.

s the Guyana Police Force celebrates its 177th anniversary, the Force has distributed a total of $12.8 million in awards to several ranks and other security officials who were recognised for their outstanding work thus far in the year.

Some 1275 ranks across the country received monetary awards for their performances while Community Policing Group (CPG) members were presented with commendation certificates for their contributions towards maintaining law and order.

According to Police Commissioner Seelall Persaud, the Anniversary Award Ceremony not only recognises high performers but also serves as a motivator for other ranks to follow suit.

“It allows us several opportunities. One, recognising those high performers; does quite a bit in moral building, and also informs the membership of the Force on what the Force sees as productive behaviour so that they themselves can strive to achieve the goals their colleague who were awarded achieved,” he remarked.

Persaud added too that the award ceremony, which is held twice per year, also provides the opportunity for the Force to do a mid-year review of its performance.

On this note, the Top Cop

outlined that the Force has successfully policed three of the country’s main events in the first half of the year with little or no security glitches.

These events were the Local Government Elections held in March, the 50th Independence Anniversary celebrations in May and the Caricom Heads of Government Conference which was held last week.

“All three events would have put heavy demands on the Force, and it is the discipline and dedication to duty by our ranks and by ranks in our sister organisations that would have seen that security at its optimum level,” he stated.

Nevertheless, Persaud noted that the Force will continue to strengthen its capacity with the induction of more Police Officers while at the same time build on its current capacity by continuously training and developing its ranks.

In this regard, the Police Commissioner disclosed that so far in 2016, 438 new ranks have been recruited with another 300 ranks expected to be graduated later in this month. Additionally, he also mentioned the 128 Police ranks that travelled overseas to receive treatment.

The Top Cop went on to say that several officers would have also completed their tertiary education while others are in the

course of furthering their studies. He also recalled two senior officers who received national awards from Government; one of whom is Senior Superintendent Maxine Graham, who is also scheduled to receive an international award from the International Women Police Association.

Police Commissioner Persaud also outline a plethora of measures taken to enhance the operations of the Guyana Police Force to better serve the Guyanese public.

The GPF Anniversary Award Ceremony commenced in July 1999 and to date, some $128 million has been awarded to ranks.

On Wednesday, there were 19 instances of special performances in specific cases for which 81 ranks received monetary awards.

Some of the cases that stood out where two Constables from D Division (West Demerara) who were awarded for arresting a Police Corporal who was in possession of an unlicensed pistol and 14 live rounds. They were awarded $15,000 each.

Special mention was made of the Ramada Princess Hotel Casino robbery for which the investigators were awarded for displaying integrity and professionalism when they recovered and handed over $922,500 in cash that was stolen from the entity. They five officers were awarded a total of $60,000.

Moreover, awards were also given to subordinate officers who came out on top of the Force’s Inter-Divisions and Branches Best Kept Environment Competition.

The top prize for this award went to the Ameila Wards Police Outpost while the Bartica Police Station came in second and third place went to the Aurora Police Station.

In addition to the Police officers, some 13 community policing groups and 13 rural constables across the country were also recognised for their work.

New PM promises “bold new role” for Britain outside EU

ritain's tough former Interior Minister Theresa May became Prime Minister on Wednesday, promising to champion social justice and rise to the challenge of leading the country out of the European Union.

May, 59, assumed office after an audience with Queen Elizabeth and drove straight to her new home of 10 Downing Street, vacated hours earlier by David Cameron, whose resignation after the vote to leave the EU brought her to power.

"We will rise to the challenge. As we leave the European Union, we will forge a bold new positive role for ourselves in the world, and we will make Britain a country that works not for a privileged few, but for every one of us," she said.

Cameron stepped down after Britons rejected his entreaties to stay in the EU last month with a decision to get out that severely undermines European efforts to forge greater unity and creates economic uncertainty across the 28-nation bloc.

May must now try to limit the damage to British trade and investment as she renegotiates the country's ties with its 27 EU partners. She will also attempt to unite her divided Conservative party and a fractured nation in which many, on the evidence of the vote, feel angry with the political elite and left behind by the forces of globalisation.

She spoke of the "precious bond" between the nations of the United Kingdom, implicit recognition of the tensions generated by the referendum in which England and Wales chose to quit the EU, but Scotland and Northern Ireland voted to stay, raising the possibility of a new Scottish vote on independence. China claims right to air defence zone

A

senior Chinese official has said China has the right to set up an air defence zone over territory it claims in the South China Sea. The statement from Vice Foreign Minister Liu Zhenmin comes a day after an international tribunal said there was no legal basis for China's claims.

China has overlapping claims with other countries to reefs and islands across

almost all of the South China Sea. It has already said it will ignore the tribunal's findings.

President Xi Jinping has said China's "territorial sovereignty and marine rights" in the seas will not be affected by the ruling "in any way".

The Permanent Court of Arbitration in The Hague on Tuesday ruled against China in a case brought by

the Philippines.

It said China had violated the Philippines' sovereign rights and had caused "severe harm to the coral reef environment" by building artificial islands.

In a Government paper on the tribunal's findings which was released on Wednesday, China reiterated its claims over the land and maritime territory.

Introducing the paper,

Liu told reporters that China would establish an Air Defence Identification Zone (ADIZ) over the South China Sea "if our security is being threatened".

Over 40s having more Venezuela Army deployed to control food production babies than under 20s in England, Wales and distribution

omen over 40 are having more babies than the under 20s for the first time in nearly 70 years, official figures for England and Wales show.

The Office for National Statistics data showed there were 697,852 live births in 2015.

There were 15.2 births per 1000 women aged over 40, compared with just 14.5 per 1000 women in their teens.

The last time the over 40s had the higher fertility rate was in 1947, in the wake of WWII. The figures show two key trends in who is having children and when in England and Wales.

The teenage pregnancy rate has been in long-term decline and has more than halved from the 33 births per 1000 teenagers in 1990.

Meanwhile, pregnancies have soared in older age groups from 5.3 per 1000 in 1990.

The average age of having a child is now 30.3 – a figure that has been increasing since 1975.

Canadian officials seize “hot” cargo from Trinidad

Packages of cocaine concealed in the boxes of hot peppers from Trinidad and Tobago

order officials in Canada found almost 20 kilos of cocaine in a shipment of hot peppers from Trinidad and Tobago recently.

The Canada Border Services Agency (CBSA) announced in a statement issued on Monday that the discovery was made on June 23, in a shipment that arrived at the Toronto Pearson International Airport from Port of Spain.

According to the agency, CBSA officers were in the offloading area when they pointed out two suspicious boxes. When the officers opened the boxes, they found 17 brick-shaped packages under hot peppers.

All cargo on the flight was transferred to CBSA facilities for X-ray exami-

nation while officers carried out a search of the entire aircraft.

A sample of the packages in the box was cut open and tested positive for cocaine which was turned over to the Royal Canadian Mounted Police.

The CBSA statement did not disclose either the sender or intended recipient of the illegal cargo.

“The continued vigilance of our officers enables us to successfully intercept the illegal importation of narcotics, fulfilling our commitment to protect the safety of Canadians and our communities,” said Goran Vragovic, CBSA Regional Director General, Greater Toronto Area Region after the seizure. The new Fund created to End Violence Against Children will provide financial support to programs that accelerate action.

Initially it will focus on preventing online violence, with a particular focus on sexual exploitation, addressing violence in everyday lives of children and addressing the prevention of violence against children facing conflict and crisis. The fund is now accepting proposals for funding priority actions.

US posts US$6B budget surplus in June

he US Federal Government posted a budget surplus of US$6 billion in June, compared with a surplus of US$50 billion in the same month a year earlier, the Treasury Department said

on Wednesday.

The current fiscal yearto-date deficit stood at US$401 billion, according to the Treasury’s monthly budget statement. Receipts last month totalled US$330 billion, while outlays were at

US$323 billion.

Accounting for calendar adjustments, June would have shown a surplus of US$10 billion compared to an adjusted surplus of US$50 billion for June 2015.

Wall Street ticks up to extend record streak

S stocks ticked up on Wednesday, just enough for the S&P 500 and Dow industrials to set record highs, with investors expecting upbeat earnings to keep the rally going.

Following three days of strong gains on the back of economic data, focus has turned to today’s meeting at the Bank of England, expected to turn to quantitative easing as it tries to shield the economy from the fallout of Britain’s vote last month to leave the European Union.

Continued support from monetary policies across the developed world and strong economic data in the United States have given investors a reason to bid growth-sensitive sectors of the stock market. This turn to cyclical stocks could help take the rally beyond the current record highs.

“The bias is to extend the current rally mainly be-

cause (US economic) data that we’ve gotten so far has been supportive,” said Brian Jacobsen, chief portfolio strategist at Wells Fargo Funds Management in Menomonee Falls, Wisconsin.

He said the BoE and bank earnings will take the focus this week and the sectors more likely to post revenue surprises during the current earnings season are consumer discretionary, healthcare, industrials and materials.

“New records came just before we started earnings and strong earnings are going to be essential. Fundamentals are going to be the basis for the market to move forward.”

While second-quarter earnings of S&P 500 companies are currently expected to fall five per cent, the typical beat would indicate the first quarter marked a bottom for the earnings contraction. Most on Wall Street expect growth to resume in the

second half of the year.

The Dow Jones industrial average rose 24.45 points, or 0.13 per cent, to 18,372.12; the S&P 500 ticked up 0.29 points, or 0.01 per cent, to 2152.43 and the Nasdaq Composite fell 17.09 points, or 0.34 per cent, to 5005.73.

The S&P and Dow closed at record highs.

It was the more defensive sectors that buoyed the S&P 500 after having lagged over the past few days. Telecoms, utilities and consumer staples were the top percentage gainers.

The S&P 500 energy sector dropped 0.7 per cent after leading the market on Tuesday, as a steep rally in crude futures prices reversed almost fully.

Declining issues outnumbered advancing ones on the NYSE by a 1.15-to-1 ratio; on Nasdaq, a 1.41-to1 ratio favoured decliners.

s Guyana moves to become a member of the Hague Conference on Private International Law, acting Chief Justice Yonette Cummings – Edwards and Justice Roxanne George were nominated on Wednesday evening by Attorney General Basil Williams to sit as the Guyanese representatives on the international network of judges. Guyanese judges stand to benefit from an extensive network as part of the Hague Network of Judges, but more effort is needed for the establishment of a regional network.

Hague Network Judge and High Court Judge of Trinidad and Tobago, Allyson Ramkerrysingh explained to the Government Information Agency (GINA) on Wednesday, that the role of the network of judges provides easy access to facilitate interaction between territories which have signed onto The Hague’s conventions on child abduction and among others.

Guyana is hosting the regional Hague conference for the Hague Conference on Private International Law under the theme “International Family Law, Legal Cooperation and Commerce: Promoting Human Rights and Cross-border trade in the Caribbean through the Hague Conference Conventions. The conference is being held at the Pegasus Hotel, Georgetown from July 13 to 15.

This means that the judge adjudicating the case can freely access his/her counterpart from the territory where the parent now resides, to determine how “to effectively ensure” that the order of the court is upheld.

Creating a regional network will create rapport and reciprocity between judicial systems across the Region.

However, Ramkerrysingh said that setting up a regional network goes beyond judicial and legal practitioners. “It does take some political effort as well.”

Ramkerrysingh will be making a presentation on direct judicial communication that can be facilitated from the International Hague Network of Judges during the conference.

The focus of her presentation will be on the movement of people. She added that she would like the other participating Caribbean territories to sign on and enact the Hague conventions following the conference, “particularly with respect to the protection of children and to enhancing the rights of the children across borders, both territorially, as well as internationally,” Ramkerrysingh said.

ISKCON inaugurates 5th landmark temple

he International Society for Krishna Consciousness (ISKCON) on Wednesday inaugurated its fifth landmark temple in observance of its 50th anniversary celebrations.

The temple, which is located at University of Guyana Road and East Coast Railway Embankment Greater Georgetown, will be grandly opened during a five-day festival, which began on Wednesday.

The main focus of the talks to be presented is to honour and praise Srila Prabhupada, the founder of ISKCON. Srila Prabhupada (18961977) is known to be the creator of the Hare Krishna chant throughout the world.

He started a spiritual revolution where devotion, simplicity and compassion became the direction of living.

Coming from a lineage of self-realised teachers, Prabhupada gave a fearless exposition of devotional wisdom, which has been treasured within India for centuries.

ocal investigators are still pursuing the extradition of former Deputy Chief Executive Officer (DCEO) of the Guyana Power and Light Inc, Ash Deonarine, to answer two multimillion-dollar fraud charges.

In August last year, Deonarine was sent on administrative leave after he allegedly transferred some $27.8 million to his personal account without the approval of the Board of Directors.

He is also being accused of paying former board member Carvil Duncan, a sum of $948,000 that was not authorised.

Following months of investigations, the two former GPL Executives were slapped with conspiracy and simple larceny charges last month. However, Deonarine had left the country since August 2015 and never returned, as such, he was charged in absentia.

Additionally, when the matter was placed before the courts late last month, an arrest warrant was issued for the former GPL second in command. It is believed that Deonarine fled to Canada.

In this regard, Crime Chief Wendell Blanhum told reporters on Wednesday that the Police Force is still working on the process to have the former GPL Executive extradited to Guyana to face criminal charges in relation

to the alleged unauthorised withdrawal of $27 million from the utility company’s accounts as “back pay”.

“Deonarine is still wanted by the Police… Our legal advisors are still in contact with the law enforcement officials overseas and we are trying to prepare extradition documents,” Blanhum stated.

After coming into office, the A Partnership for National Unity/Alliance For Change Administration found that close to $142 million of the PetroCaribe Fund was plugged into the operations of the state-owned GPL. This was realised after Government said it had found an empty PetroCaribe Fund when it took office and later launched an investigation.

tion gathered, Public Infrastructure Minister David Patterson had explained that the power company has two DCEOs – one for operations and the other for administration. He said apparently, the operations DCEO was receiving a higher salary than the administration DCEO, and the operations DCEO had been making representations to the Board for there to be parity in the salaries of the two.

This, the Minister pointed out, was reportedly disapproved by the previous Board. However, in June 2015, with the signature of Director Duncan, Deonarine made the payment to himself retroactive from January 2013 to June 2015.

Patterson further stated that Board Members had made several representations to have Board fees increase from $5000 to $20,000. He noted while the Board had discussed the recommendation, no final decision was made in that regard. Nevertheless, Duncan later went ahead and approved payment to the tune of $948,000 for himself, representing “back pay” for the 48 months that he has been a Board member of GPL. The former GPL Board member was also charged for simple larceny and is currently out on bail as the trial continues.

Rio ready for 2016 Olympics

io de Janeiro has overcome setbacks and is “ready to welcome the world” to the 2016 Olympics, says the International Olympic

Committee.

Nawal El Moutawakel, who heads the IOC group monitoring the preparations, has made her final visit to Brazil after travel-

ling there regularly since 2009.

There have been fears over Rio’s readiness because of building delays, the Zika virus and political crises.

But El Moutawakel said the Olympic venues are “ready for action”.

The Games run from 5-21 August.

Economic problems have

seen initial plans scaled back and concerns over unfinished building work were still being expressed last month.

Meanwhile, a coastal cycle way built for the event collapsed in April.

There was concern over the water quality at the Guanabara Bay sailing venue after tests revealed high levels of bacteria and viruses, and two sailors claimed to have contracted infections from the water.

New pipes have since been installed, and the IOC said water quality levels are “much improved”.

There had been concerns that the velodrome stadium would not be ready in time for August 5.

“The velodrome and equestrian venues, which were being monitored closely by the organisers, are also in the final stage of preparation, and will be ready for the Games.”

The organisation said that 44 test events had been staged at various venues.

And despite police protests in June over safety

and pay, the IOC said there will be a combined security force of 85,000 people “guaranteeing the security of the Olympic Village, the sports venues and key infrastructure”.

Concerns over the Zika virus, which has been linked to defects in newborn babies, have also blighted preparations.

On Monday Jordan Spieth became the latest high-profile golfer to pull out of the Olympics citing health fears.

The World Health Organisation (WHO) has said that there should be “no general restrictions on travel and trade with countries, areas and/or territories with Zika virus transmission,” including the areas that will host the Olympics.

“The Games will take place during the winter months of August and September, when the drier, cooler climate greatly reduces the presence of mosquitoes and therefore the risk of infection,” the IOC added. (BBC)

he NBA approved rule changes on fouls away from the ball on Tuesday, which could help reduce intentional fouling.

Previously, if a foul occurred away-from-the-play in the last two minutes of the fourth quarter or overtime, it resulted in one free throw and possession of the ball.

That rule has been extended to apply to the last two minutes of all quarters.

Intentionally fouling poor free throw shooters has become a frequent strategy of the game, an often criticized

one, and the rule tweak will limit the opportunities for teams to employ that ploy.

Frequently employed against former Lakers center Shaquille O’Neal, the strategy went on to be known as ‘Hack-a-Shaq’.

“In looking at the data and numerous potential solutions to combat the large increase in deliberate away-from-theplay foul situations, we believe these steps offer the most measured approach,” Kiki VanDeWeghe, NBA Executive Vice President, Basketball Operations said in

a statement.

“The introduction of these new rules is designed to curb the increase in such fouls without eliminating the strategy entirely.” Additionally, on inbounds plays, a defensive foul before the ball is thrown in will also be subject to one free throw and possession.

Flagrant foul rules were also adjusted and will now automatically be in effect for any dangerous or excessive deliberate fouls. Previously, these types of fouls were subject to being called flagrant but were not automatic.

The initiative of the camp is to provide the ultimate opportunity for young children to learn the game of tennis in a fun but progressive way, combining physical, technical and mental training ultimately culminating with a competition.

The type of tennis played at the camp is mini-tennis which caters to the development of very young children and is the only type of tennis that paves the way towards full court tennis.

So much so that in its 12th year, the camp can boast continuous success with a steady flow of juniors subsequently joining tennis clubs to continue training.

exercises”, said McCalman.

She reiterated that physical exercise is necessary for young children and hoped that all primary schools will adapt an urgency to implement PE activities. McCalman also noted the most recent tennis scholar Gavin Lewis, who participated in several P&P camps which motivated him to adopt a serious approach.

Finally, she urged the young players to have fun, play safe and drink plenty water.

This year’s camp being held at the National Racquet Centre hopes to attract more teenagers to the sport since the association is eager to establish a program for the 12-18 age groups especially for schools along the Woolford Avenue who are in the closest proximity to the tennis courts.

The camp will be conducted on weekdays for three weeks from July 11th to 29th with 6-11yr olds from 9:00am to 11:00am and 12-18year olds from 12:00noon to 2:00pm.

Leewards players celebrate the dismissal of Melanie Henry

G

uyana made hay in the little sun shine yesterday to demolish debutants Leeward Islands by nine wickets in an abbreviated game at the Everest Cricket Club Ground. The rookies were dismissed for a paltry 43 all out in 15 of their allotted 20 overs while the host cruised to 44 for the lost of one wicket.

The game started at 14:53 hrs and was reduced to 20 overs a-side after several checks by the match officials. The late start was due to a wet outfield from overnight and early morning rain.

However, when the ground was deemed fit to play, the host won the toss and inserted Leewards who are playing in the competition for the first time. The debutants got a nasty baptism and were cheaply blown away for the inadequate total compliments of brilliant off spin bowling by U-19 player Plaffiana Millington.

Millington grabbed 3-5 from four overs and was well supported by pacer Akaze Thompson, who picked up two wickets.

Guyana Captain, Tremayne Smartt took one wicket while the other three batters were dismissed via the run out route. Only Amanda Edwards of the Leewards’ batters made it to double figures, hitting 13 not out with a four and a six.

In reply, Guyana reached the target in eight overs, with World Champion Shamaine Campbell top scoring with 17 not out from 13 balls and Latoya Smith unbeaten on 15 off 25 deliveries. Melanie Henry was the only wicket to fall for Guyana Leg Before Wicket (LBW) to pacer Melissa Clarke.

Guyana found itself in a fortunate territory yesterday being able to play their first match against the debutants. It was only the third match played in a tournament which is badly being affected by rain. The win puts Guyana in a situation where victory in their final round match will enable them a place in the finals.

Community Development Centre Ground, the game between current champions Barbados and the Windward Islands was called off at 09:30 hrs while at Enmore Community Development Centre Ground the match between Jamaica and Trinidad and Tobago was abandoned after an inspection at 13:30 hrs.

Guyana, Barbados and Trinidad and Tobago are the only teams with wins to their name to date in the three matches that were played. Unfortunately Windwards have not played a game while Jamaica, Barbados and Leewards have all lost matches.

The last round is scheduled for Friday while the Final is set for Sunday at Everest.

In the final round of matches Guyana will take on Jamaica at Everest. Barbados tackle Leewards at Enterprise and Trinidad and Tobago come up against Windwards at Enmore.

Warriors off to new hunting grounds

he Guyana A m a z o n Warriors yesterday departed Guyana for Jamaica where they will continue their hunt for Hero Caribbean Premier League (CPL) supremacy on Friday at Sabina Park.

After winning their opening two encounters on the road with matches in Basseterre and in Port of Spain the Warriors won three of their four home matches to sit high atop the leaderboard standings on 10 points, 5 clear of the next team.

In their opening match against the St. Kitts and Nevis Patriots the Warriors

got home with four wickets and one ball to spare but feared much better against the Trinbago Knight Riders (TKR) who they beat by six wickets with four balls remaining in a high scoring affair.

The Guyana based franchise journeyed to Providence riding high on confidence and beat the Jamaica Tallawahs by seven wickets with two overs to spare and then disposed of the Patriots by four wickets with 22 balls to spare. Both matches were low scoring thrillers. Then the winning streak was broken.

Defending champions TKR, after a six-day break then made the Warriors stutter as they fell seven runs short of their chase of 151. The home team suffered its first defeat this year and the capacity crowd at the national stadium was stunned to absolute silence on a busy Sunday night in Guyana. Despite the perfect record was no more the Warriors

bounced back beautifully to defend home territory and gave the fans a lot of hope for a maiden title with a clinical performance over a highly touted St. Lucia Zouks side.

The Warriors seem to be the team to beat and on Friday they will run into the “Six-machine” Chris Gayle and a Tallawahs unit that wants to cut loose. Chris Gayle had so far struck 19 maximums and is only one of three batsmen with more than 200 runs in this year’s tournament.

Hashim Amla 251 and Chris Lynn 213 are ahead. Lynn has the second most sixes having cleared the ropes 14 times in six innings.

The top three wicket takers are all Amazon Warriors with Adam Zampa leading the way with 12 victims followed by Sohail Tanvir with 11 scalps while Rayad Emrit has 9.

oming into the tournament I had lost someone very close to me and I dedicated this to him, Johnny Bhujan who is like a second father to me.” an emotional Mohammed said at the post match press briefing.

Mohammed, who was named Man of the Match for his responsible and match winning innings of 43 not out, was speaking to the media after receiving his prizes and said Johnny Bhujan who passed away just before the start of Hero Caribbean Premier League (CPL) this year was his dear friend.

Bhujan, who resided in Canada was one of the most inspirational persons to Mohammed and encouraged him to excel in the sport.

The Trinidadian Mohammed has made an immediate impact since joining the Guyana Amazon Warriors squad having previously played for the

Trinidad and Tobago Red Steel in CPL. With his responsible top order batting, he has helped the Warriors over the line twice with match winning knocks and has taken eight very important and spectacular catches. With the conditions at Providence favouring the spinners, Mohammed also bowled a few useful spells especially to the lefthanders where his off-breaks were spinning away.

In CPL 2016, the 29 year old Warrior has accumulated 163 runs in six innings at an average of 54.3 with his most recent knock, 43 not out against the St. Lucia Zouks as his highest.

The experienced Mohammed is expected to play a major part in the remainder of the tournament as the Warriors hit the road again beginning on Friday July 15 against the Jamaica Tallawahs at Sabina Park.

The New Zealand player admitted that he loves playing in the biggest party in sport.

“I was over the moon when I got picked up in the draft, you know it’s one of those things where you put your name in the hat and never really think you’re going to get picked up but to come to Trinbago Knight Riders is a dream come through.”

Devcich relishes the fortune to be joined by so many superstars in the CPL. “CPL has some fantastic players and I’m hoping to get a lot of knowledge and experience out of them.”

One of the best moments for Devcich was to meet the Prince of Port of Spain, Brian Charles Lara.

“He was the guy that got me started playing cricket. I am a huge fan of Lara and I loved watching him play against Australia and New Zealand. Every time the boys from the Caribbean came down under I was there.”

The championship match is set for Sunday August 7 and the Warriors are contented to taking it in baby steps, one game at a time.

The left handed batsman replaced fellow Kiwi, Brendon McCullum for the crucial game in Guyana but only managed seven runs with the bat, but returned with the ball to pick up the valuable wickets of Dwayne Smith and Chris Lynn with

Devcich expressed his like for the set up at the Providence Stadium, admiring its architecture and the crowd’s energetic partying style. “It’s a great little stadium here in Guyana and the crowds so close to the oval is simply amazing,” Devcich said.

The 30 year old will forever remember his CPL debut and said “To win our first game on the road and my first game in the CPL

is something truly amazing and I think our bowling has let us down in the past but for me to contribute in this way for my team is great.”

Devcich was quick to point out the difference he noticed by playing in both the CPL and in New Zealand is the love of the load music and the energy of the crowd all of which comes with the biggest party in sport.

“The music is loud, it is very different from New Zealand but it is exciting.”

The left handed batsman was particularly surprised at the way the crowds got behind the Amazon Warriors when they were winning and at some points almost became silent, never failing to express their emotions.

“They really get into the game when their team is doing well and it is very exciting,” he noted.

Devcich is very upbeat to continue playing for the Trinbago Knight Riders in their next match against the Barbados Tridents at the Kensington Oval in Bridgetown on Saturday as the defending champions look to press on their claim for back to back championships which have started poorly with the champs losing their three of their home matches but bounced back to win their first match on the road.
