he ‘secret’ parking meter contract is a secret no more. And with the many concessions and monopolistic clauses it features in Smart City Solution Incorporated’s favour, the contract shows that only three City Hall officials from the People’s National Congress (PNC) and the Town Clerk, ratified the document.

The signatories are Mayor of Georgetown, Patricia Chase Green; Town Clerk Royston King; Chairman of City Hall’s Finance Committee, Oscar Clarke and Clarke’s predecessor, Councillor Junior Garrett. On the contract, which was seen by Guyana Times, three other spaces intended for Councillors to sign as witnesses were left blank.

There has been widespread public outcry against the Parking Meter Project over the past months with a movement staging protest actions against the “draconian” costs and penalties of the project. Among the shocking clauses in the contract are: • the company can extend the duration of the 49-year agreement for an additional 49 years under the same terms of the current agreement subject to the approval of the city. Oil fiscal regime

E

arlier this month, the Government and the Opposition were briefed by ExxonMobil on the state of its oil play. Even though it has not made its final investment decision (FID), the company still projected production to start flowing by 2020. With the oil syndicate’s decision to utilise a Floating Production Storage and Offloading (FPSO) facility, to exploit the reserves, it is pushing the boundaries of its timeline in an oil environment where the supply chain for FPSOs has been broken. Even in the best of times, it takes between two to three years to design and construct these complex structures, which have to be customised to the idiosyncrasies of each field.

Be as it may, the concern of most citizens is not just when the oil and its revenues will be flowing but what will be the quantum of the latter. The answer to that question does not only depend on the price of oil on the world market – important as that is, even to the Overseas Oil Companies (OICs) to make their FID – but also on the fiscal regime our Government will apply to the oil revenues. Presently, all the Guyanese people have been told is we will be receiving “50 per cent of the profits”. While on the surface this may appear adequate, there needs to be a much more granular fiscal regime to ensure Guyana receives its fair share of revenues.

Typically, Government’s taxation policies, in the words of one French Finance Minister, is “to pluck the goose with the least amount of hissing”. In other words, to encourage the OICs to invest in exploration, development and production which necessitate huge up-front costs, which can only be recovered if they strike oil and are then allowed to recover those costs – which would now be capitalised – along with a decent rate of return (ROI) on their investments.

As we have pointed out before, it was very surprising when our Government renegotiated the contract with ExxonMobil after the massive 1.4 billion barrel field had been confirmed, it reverted to the 50/50 profit split the PPP had agreed to back in 1999, when Lisa was not even a gleam in anyone’s eye. With the goose in the hand, at a minimum, it was expected a royalty would have been imposed on gross revenues. Typically, this is between seven per cent and 15 per cent and guarantees revenues for our resource that would be exhausted. In an oil market that is very volatile and hovering around production costs – and made more so with US President Donald Trump’s encouragement of US shale oil production – 50 per cent of profits may not amount to much. It is hoped that in the contracts for the exploitation of new blocs, royalties would be imposed.

We have not been told whether Additional Oil Entitlements (AOE) have been made part of the contract. This standard clause in the contracts of most oil-producing countries adds an element of progressivity to the fiscal regime in that the State collects additional revenues if the after-royalty, after-tax, inflation-adjusted Rate of Return (RoR) to the OICs exceed a stipulated level. The base ROI, for instance, could be set at seven per cent which is par for the industry, and would allow Guyana to share in windfall profits if the price of oil spikes for some reason.

We also need to know what is the rule on the carrying forward of losses and capping of exploration and development costs recovery. This must be balanced between encouraging the OICs to invest and discouraging them from reducing the profits that must be shared with Guyana, since these are only calculated after those costs are deducted. Similarly, were interest expense capped?

If not, this would encourage thin capitalisation so that the OIC, in effect, would be siphoning away funds in the guise of interest payments and again reducing declared profits.

There are several other features such as “ring fencing” and “transfer pricing” that we hope were addressed in the present fiscal regime.

Constitutional reforms needed

Dear Editor, It is heartening to read that a United Nations (UN) team is in Guyana exploring how Constitution reform could be realised.

Constitutional reform is long overdue and the team should push the three main parties into supporting reform that reduces powers of the Central Government and empowers citizens and civil society as in the developed countries. I am not hopeful of reforms happening because of broken promises by succeeding Governments. In addition, all three main parties – the People’s Progressive Party (PPP), the People’s National Congress (PNC) and the Alliance For Change (AFC) – are opposed to it although publicly they speak the language of reform and people empowerment.

Since the parties say they support constitutional reform, let them walk the talk.

Let the parties demonstrate their seriousness to reform by agreeing to the establishment of a committee or commission, comprising of equal number of members recommended from Opposition and Government, and some by civil society and the UN body. And let them start work immediately with the UN as mediators. This is necessary because as happened in the past, once the UN body leaves, the proposed reform committee goes into hibernation as no

party truly wants reforms.

They all see themselves as winning the next election and governing solely. They don’t want to share powers.

The PPP complains the PNC will rig the next election. But shared governance will be a disincentive to steal votes as happened in every election. So PPP should advocate constitutional reforms for shared governance.

The parties speak of reforms only when in Opposition, but once in Government, they effectuate no measures to promote reform. It is a fact that the Burnham Constitution was not approved by the population, and as such is unacceptable. A proper Constitution in which the people provide an input on what they think is best for the country should be constructed and approved in a free and fair referendum. The population should be given choices on a Constitution. And any final Constitution should guarantee a multi-party Government with shared powers among those parties elected to the National Assembly.

Everywhere I travelled in Guyana on recent trips over the last several years, people are frustrated with the Government at the central and local level. They have virtually no faith in their governments or political leaders who only make promises and deliver nothing. They endorse constitu-

tional reform to empower their communities and reduce powers of the Central Government. They want meaningful changes such as separate elections to elect a President (directly by the population in a majority vote) and National Assembly members or that the President should be elected by the Assembly in a majority vote. Where no candidate gets a majority, there should be a runoff election between the top two contenders. There must be term limits and capping of presidential powers so that he/she gets approval of major decisions from the Assembly similar to the US Constitution.

A multi-party Government is critical with each party having control over defined ministries and Government agencies.

Guyana historically has one party government with a client-patron relationship, ethnic chauvinism, and discrimination against non-supporters. And since the party is race based, by extension we have one race Government. Such a political system can’t work in Guyana where half of the population is excluded from governance. This leads to inefficiency and woeful lack of productivity as half of the population is excluded.

As has shown over the last 18 months, the coalition Government has not brought any change to ethnic politics.

Worse, it has led to cries of racial and political victimisation. Productivity has declined and along with it all the other problems associated with declining revenues.

Guyana needs a multiethnic, multiparty Government representing the interests of the varied groups so no one can cry exclusion and that will encourage all to become productive citizens.

Since the parties are opposed to reform or distrust each other on the process of reforms and the final product of proposed reforms, then the visiting UN team should pressure them into accepting international mediators or the establishment of an international commission appointed by the UN as the drafters of a new Constitution – one that will be prepared after consulting communities throughout the country. Such a Constitution must lead to an inclusive government with limited powers and with most powers be given to the people in local government. Let the people govern themselves as in most developed countries.

We also need a strong civil society and mechanisms of accountability and criminal prosecutions of those found to violate the laws or are corrupt. As the Guyana case has shown since 1957, one party, one race government cannot work.

VAT on private education Dear Editor, The importance of education cannot be stressed enough.

We know that education is the key to the future, the key to success and the key to this country’s growth. I can’t understand therefore how it is even possible to consider taxing such a crucial service, or indeed a service like private health care

for that matter. Unfortunately the damage has already been done and I am concerned for my future and those of my colleagues who are in the private education system.

A merit good is one which has positive side effects when consumed and education is surely the epitome of such a good, indeed, it is the key.

Those agencies that have this vision at heart and who provide supplementary opportunities for education should not have to bear the burden of this VAT. They need to be encouraged to continue and to expand their vision for it will only benefit the entire country when even more capable minds are sent into society.

Furthermore, the incidence of this tax on private education will be passed on to the consumers who are already making sacrifices to send their children to these private schools.

I am fully aware that there is public education available but, without a doubt, it has many challenges. continues on page 5

Dear Editor, A crime wave is now ripping through the once quiet and peaceful location of my village, Suddie, Essequibo Coast, and the neighbouring environment, with the perpetrators posing a challenge to Police, with most incidents remaining unsolved, much to the suffering of the local residents.

I was the most recent victim, as the bottom-flat of my residence was broken into on January 26 and a quantity of articles were stolen, with the majority of items being cooked food from the refrigerator, along with beverages and some cash.

From all appearances, it would seem that the culprit(s) was/were more interested in foodstuff items, as they did not steal a computer, radio or cellphone, among other valuables

which were at their disposal.

A crow bar, left behind by the bandit(s), was used to gain entry through the bottom-half of the back door. The Police were alerted to the scene and dusted for fingerprints from the well-ransacked house, with books and stationary scattered about in an apparent hope to find money.

During the first month of the year, a business next door to me was broken into during the night while the owner was at home. A quantity of articles were stolen from her shop.

Just a short distance away, an attempt was also made to break into a shop, but it was foiled after an alarm was raised while the bandits were in the process of wrenching-off the padlocks during the night.

At the Sea Road area,

an elderly woman had her house set alight by bandits who escaped with some $45,000 in cash and household items after gaining entry. A known character was charged for the offence and remanded.

In the Suddie Housing Scheme, a sickly woman who lives alone, left to get medication in the city, only to return and that her house was broken into and all her household items stolen.

Several other incidents of break and enter and larceny were committed during the past two months in the Onderneeming Sand Pit area, inclusive of Little Red Village housing scheme, with the victims still mystified by the Police failing miserably to suppress the alarming situation.

VAT on private...

Tens of Thousands of public education consumers are clearly not satisfied with public education alone since the majority of them send their children to private lessons.

I understand that there are very fortunate people who send their children to private schools and can easily afford it but there are as many others who are humble and have hard-working parents, that I can tell you from first-hand experience, sacrifice a lot to give their child the best opportunities. This tax imposition does not cater for these people.

Economic theory states that if the price of a substi-

tute goes up (private education fees rise due to taxation) the demand for the other good increases (more people demanding public education).

There will be an increase in demand for public education which may well outstrip the capacity of the already overburdened education sector, thereby causing poorer quality of education to all of our citizens. How will the Government be ready to deal with this? Private education provides quality, supplemental services which include quality computer laboratories, air conditioned class rooms, ample playground and yard space and, most importantly,

excellent teaching. There are few public schools that meet some of these standards and, it can be argued, that the majority lack most of these traits of quality education.

Public education only offers Caribbean Examinations Council (CXC) and the Caribbean Advanced Proficiency Examination (CAPE) examinations. Some private schools give the important opportunity to write exams like GCE, ABE and SATs. These are all far more internationally preferred and recognised examinations that give students a better opportunity to compete on the international stage. Once this

new VAT tax is applied, those middle class families that want their children to write these exclusive examinations will be confined to CXC/CAPE examinations.

I can only hope that my opinion is heard and valued by someone who has the power and vision to see beyond, short-term, Government revenue, and who understands and appreciates the crucial contribution that quality education can play in building a better Guyana.

ike with the five-year-old Johnny. A parent might reflect on why Johnny is hitting his brother. There must be some reason. Is he feeling jealous of his baby brother?

Did someone at school today hit him so he is taking it out on his brother or did his brother make him angry by grabbing his toy and he just does not yet have good enough impulse control not to hit? An important point to remember is that each person’s mind is ultimately separate and opaque. So, it’s not always possible to understand another person’s thoughts and feelings, but this effort to understand a child’s perspective is in itself valuable. It encourages a parent to think beyond reactions or assumptions they might have to their child’s behaviour.

One mother told us her daughter was being picked on by the teache r and the mother was so worried that her daughter was feeling rejected and humiliated in class and needed the mother to intervene.

It turns out the daughter did not really feel that bad, and said the teacher is like that, and she’d figured out that it was better just to take it in stride.

In this situation, the mother was able to see that her reaction to the teacher’s behaviour related to her own history rather than her child’s experience in the present.

We know that kids need both to be dependent and connected to parents as well autonomous and independent of parents. So by reflecting on her experience, this mother figured out that her daughter needed her to support her independence in this moment rather

than the child’s need for dependence.

Goulston: You say these things are so important, but what’s the evidence?

Pally: All the research points to the fact that children tend to do better over the course of their whole life when they have a healthy relationship with at least one parent or primary caretaker. We always tend to use the term parent; however, some children are raised by a relative or other adult. I should say here that in terms of the research the technical term for a healthy relationship is a “securely attached relation-

ship.” And it turns out that you can measure whether or not the relationship between parent and child is ‘securely attached’. When kids are securely attached, they are more likely to do well in all spheres of functioning. They do better emotionally, socially and cognitively. This is because they are better able to regulate their feelings and contain their impulses. And what is remarkable about having a secure relationship is that it can protect a child from the negative effects of adverse experiences in childhood.

Goulston: Well the research says healthy or what you call securely attached relationships lead to better out-

comes in children, but why the emphasis on being mindful and reflective.

Pally: Well, we have known for a long time that securely attached children do better. But it took a while to figure out just what features of the parent-child interaction led to this kind of security. At first the researchers attributed secure attachment to the parents’ ability to be emotionally sensitive and attuned to the child, and the work with parents and children focused on helping parents be more sensitive and attuned. But this didn’t fully explain the data because sensitivity on the part of the parent did not always correlate with good outcomes in the child. It took a while to discover that, in fact, it was the parent’s capacity for reflective function that was much more likely to correlate with positive childhood outcomes.

The evidence is strong that kids whose parents can think reflectively are more likely to be securely attached and do better in life overall. Mindfulness comes in because reflective thinking requires being calm enough in the moment.

Pally: Our approach is to help parents shift from REACTIVE to REFLECTIVE. We all tend to have quick reactions to the behaviour of others. A kid misbehaves, and the parent can react angrily or harshly. So we get parents to push the pause button, or as you say, to ‘put on their own oxygen mask first.’ To take a tiny moment to inhibit that reactivity, and to try and think reflectively about what is going on in their child, and in themselves, in

It’s the same thing with reflective function. Kids learn how to be reflective by being taken care of by people who are reflective. So if we teach parents how to be more reflective, they will naturally pass this onto their children.

You see a failing grade and immediately start worrying about what this means for your child’s future, so you ground him for the rest of the term until his grades improve. Or, you hear about a fight at school and march in to confront the principal, who, in your opinion, has never been fair to your daughter.

These are serious issues and they do require action, but just pause for a few moments before you take the next step. Pause and take a deep breath.

Ask yourself: What’s my part here?

School issues often push our buttons. Perhaps you had some hard experiences at school and you don’t want the same thing to happen to your child. Whatever the situation, it’s important to remember that this is your child’s experience at school – not your own. These missing assignments are his to complete, not yours.

Try to separate your feelings and reactions from your next step.

Ask yourself, What part can I play in responding to this without doing my child’s work for them?

Your role might be to hold your child accountable and make a plan for him to make up the missing assignments.

You might decide to meet with teachers or school counsellors about getting your child some extra support at school.

Maybe your role is to be an advocate for your child and bring your concerns to the principal or superintendent.

Make a plan for how you can be involved.

If you are feeling stuck with what your role or plan should be, try reaching out to the school. Ask who is available to help you and your child. See if you can meet with your child’s teacher or school counsellor to talk about what is happening and how you can help find a solution.

What happens next will depend on the situation!

3 die in BV blaze – arson suspected in apparent murdersuicide

T

he Beterverwagting community, located on the East Coast of Demerara, was shaken to its core as three members of the same family perished in an early morning blaze on Sunday.

The deceased were identified as Leonard Pollard, 33; his one-year-old daughter, Nakasia Pollard and the child’s mother, Latoya Telford,26, with whom the man allegedly shared a rocky relationship. It is suspected that the blaze was an act of arson in an apparent murder-suicide. Reports suggest that

Police quickly cordoned off the area as word spread of the incident, which sent shockwaves throughout the village.

It was around 06:00h that undertakers retrieved and transported the burnt remains of the three persons who were confirmed to have been killed.

Telford’s mother, who was present at the scene, was restrained by relatives as her daughter’s body was taken out. The woman confirmed that her daughter and Pollard were having problems over the last several months.

the man threw a flammable substance on his common-law wife and daughter, and set them alight before he reportedly hung himself.

The two-storey house was completely gutted, destroying everything inside.

According to information gathered, after several arguments, the woman had moved out of the Railway Embankment home, which she shared with her common-law husband, taking their three children along with her. Telford was said

to have moved out in late 2016. Leonard’s brother, Leon Pollard, resided in the bottom flat of the BV home, while the two surviving children were said to be staying at Telford’s mother.

stands that Telford would often visit Pollard, but the two always ended up arguing. During such a visit on Saturday, the now deceased woman had only her youngest child, Nakasia, with her. It was alleged that Telford was involved in another relationship, which was the source of much of the conflict.

Labourer killed in WBD accident

A

labourer has become the latest road fatality after he was stuck down while walking along the Schoonard Public Road, West Bank Demerara (WBD) on Saturday evening.

The dead man has been identified as Ricky Manikchand, 50, of Lot 456 Belle West, WBD. Based on reports received, Manikchand was walking along the roadway when he was struck down by a car, bearing registration plates PTT 7010, which was reportedly going at a fast pace. At the time of the accident, the man was walking alone. It is believed that he might have been under the influence of alcohol.

This could not be confirmed.

The labourer sustained severe injuries to his head and other parts of his body.

The driver of the car fled the scene.

The injured man was subsequently rushed to the West Demerara Regional Hospital where he was pronounced dead on arrival.

subsequently arrested and a breathalyser test was conducted; however, there was no trace of alcohol in his system. He later told Police ranks that he drove away from the scene because he was scared. He remains in custody and charges are expected to be instituted shortly.

Prisoner recaptured after escape from Camp Street jail

n a brazen daylight jail break, an inmate at the Camp Street jail escaped the facility but was quickly recaptured by Police.

According to reports received, around 11:00h on Sunday, Ruco McIntyre, 27, scaled the barbed-wire fence along the section which faces Bent Street and attempted to make a swift escape.

Guyana Times understands that at the time of the attempt, there was a Sunday morning church service ongoing. The prisoner reportedly capitalised on this and fled the jail yard.

Reports indicate that the inmate was slated to make an appearance at the Georgetown Magistrates’ Courts later this week, on allegations that he stole a mobile phone. The man was said to have been remanded to the penitentiary late last year.

Who cares about the 1700 workers on Wales thrown on the breadline? Who cares for the cane farmers of Wales who supplied one-third of the cane to Wales?

It shouldn’t have to come down to comparing the suffering of different groups of Guyanese. But when the reactions are so different as we’re seeing, it compels comment. The protests in Georgetown are about a contract negotiated in secret by the City Hall cabal with the connivance of some in Central Government. It would’ve bled commuters in Georgetown for 20 years and enriched a few fat cats in City Hall. This must be protested.

But what’s different about what’s going on over at Wales? There’s an estate with 14,000 acres of drained and irrigated sugar cane fields that have been abandoned. Ditto with the factory and the 1700 workers - and their families - thrown under the tractors. Ditto for the 60,000 persons who subsists on the economy anchored by Wales Estate. Nobody lost their jobs in Georgetown; their pay packets would’ve been reduced - not eliminated. For Wales, the poverty will be intergenerational.

But what about the contract that’ll enrich a few fat cats in Georgetown, you ask, dear reader? Well, your Eyewitness said it right after the Wales closing was conceded: a big one from the US is hovering in the wings to pick up all that prime agricultural real estate for a pittance. And why a pittance? Well, ‘cause half of THAT contract will be siphoned off into the pockets of a few big ones in the Government and GuySuCo. And they’ll justify the pittance by ensuring the lands revert to bush and the factory collapses into a heap of scrap iron! So why the disparate reactions?

We sadly have to accept, like most things in Guyana, it’s about race. But ironically, what most refuse to accept is over at Wales, those affected are almost equally Africans and Indian Guyanese.

Guess they’ll have to bring their plight to Georgetown and occupy all those empty parking spaces to be noticed.

The Camp Street jail was the scene of several drama-filled moments after a prisoner made an unsuccessful attempt at escape on Sunday morning

While details surrounding how the inmate made his brief escape remain sketchy, the Camp Street penitentiary has had both successful jailbreaks and failed attempts over the past two decades. In the 2002 Mashramani Day jailbreak,

five infamous prisoners fled the Camp Street penitentiary, but all were eventually killed.

In the post-jailbreak months and years, a number of murders were executed across the country.

After 17 inmates perished in a fire at the jail in March 2016, a Commission of Inquiry

report into the circumstances surrounding the deaths had recommended that steps be taken to reduce overcrowding at the more-than-one-century-old facility. Meanwhile, a number of inmates, including several high-profile murder accused, remain at the jail awaiting trial.

n an effort garner more traction to their call, sugar workers attached to the Wales Sugar Estate, West Bank Demerara (WBD) are expected to protest the Ministry of the Presidency this morning. This follows a five-day picket action in front of the Estate last week over the non-payment of their severance packages which were meant to be paid since last December.

The workers’ grievance is that the Guyana Sugar Corporation’s (GuySuCo) is “forcing” them to transfer their service to Uitvlugt Estate on the West Coast of Demerara, some 22 miles from their point of origin. The sugar workers have explained that they cannot be compelled to travel such a great distance and are demanding that they are paid severance, in keeping with the relevant laws.

The workers told Guyana Times last week that they have had enough of the uncertainty over their owed payments and reiterated their rejection to being transferred. It was after GuySuCo’s meeting with the Guyana Agricultural and General Workers Union (GAWU), some two weeks ago, that the Sugar Corporation disclosed to the public that there is a demand for labour at the Uitvlugt Estate.

According to the workers, they were subsequently informed that the Union had agreed for employees to be transferred to Uitvlugt, but GAWU denied that it ever made any such agreement.

In a statement to the press last week, GuySuCo registered its “frustration” publicly over the moves undertaken by the Union which it deemed as “anti-business, anti-management, anti-discipline and anti-GuySuCo tactics”. “The Corporation has concluded that GAWU is solely intent on exploiting our employees from Wales Estate for two reasons: To gain mileage and for self-preservation,” the Sugar Corporation added in its

strongly worded statement.

The Corporation noted that the Uitvlugt Estate is being upgraded to increase its production from 20,000 to 40,000 tonnes of sugar annually. On this basis, the Corporation reiterated its demand for labour.

“With this demand for labour at the Uitvlugt Estate and the transitioning of the Wales Estate out of sugar production, as well as the pleas from almost all sectors, the Corporation sought to explore the possibility of retaining the cane harvesters and cane transport employees at Wales Estate. It should be noted that the employees from both categories will be transported to Uitvlugt Estate on a daily basis,” GuySuCo added.

It was further explained that based on dialogue with workers, the Sugar Corporation retained 650 of the 950 employees on the register at the Wales Estate.

“At a meeting that was held on February 1, 2017 with GuySuCo and Union representatives, it was agreed that further sessions will be held to engage the employees directly to inform them of the Corporation’s position, as such, [on] February 8, 2017, management met with the employees from the Cane Harvesting and Cane Transport sections, along with their Union representatives both Central and local - to inform them of the Corporations position,” the statement added.

GuySuCo further disclosed that it became privy to information that “some persons” were advising the employees that they should request severance and then seek re-employment, a move which the Corporation characterised as “extremely counterproductive and highly illogical” as the workers would continue their service.

Govt to settle debt with Barbados firm

he billion-dollar stateof-the-art forensic laboratory will soon become operational, once Government honours its US$32,524 in outstanding payments to a Barbados Security Firm, IED, for the completion of the works.

Based on a request made

by Public Security Minister Khemraj Ramjattan, Cabinet approved that the sum of money be paid to the company so it can complete its work on the forensic laboratory, which was commissioned since 2014, but is yet to be equipped with the necessary instruments to conduct basic DNA and gun residue testing which are internationally recognised.

Minister of State Joseph Harmon told media operatives on Friday, that once the payment is made, the company would be required to begin the upgrades which should be completed within a month of commencement.

The firm was responsible for installing the security system at the laboratory by way of a contract in 2012 and providing consultation oversight in 2013, during phase one of the project, but this never materialised because of the outstanding payments owed by Government.

The firm will therefore be required to complete its work

on the laboratory, along with completing the training of persons who are going to operate the facility.

The technical and electrical issues that were discovered a while back will also be rectified as soon as the contractors return to work.

t has been over a year since several employees of the Region 10 (Upper Demerara-Berbice) Democratic Council (RDC) have been off the job after allegations of fraudulent activities were levelled against them.

The employees of the Regional Works Department, while they continue to be paid, have not been allowed to perform their duties, as investigations continue.

Regional Works Department Chairman Charles Sampson told members of the Council recently that the absence of the staff was seriously affecting the smooth flow of the Regional Works Programme, and expressed frustration over the issue.

“These people have been off the job for over a year.

What is the position? It is unfair, totally unfair...to have employees on admin-

istrative leave or whatever leave, for one year and we ain’t hearing anything about it. Every day you go on the road, people asking you what is going on...I’m saying that the absence of these people, who to my mind, were very knowledgeable, has affected our Works Programme, is affecting the performance of our Works Department,” Sampson said.

ing employees of the RDC as well as contract employees, were made public by Regional Executive Officer (REO) Gavin Clarke, in January of last year, when he outlined several discrepancies involving the Council’s money, during a statutory meeting of the RDC. Auditors were then summoned to investigate the offences, which had also engaged the Police’s attention.

Officers of the State Assets Recovery Unit (SARU), and the State Audit Department as well as the Office of the

President (OP) were summoned to conduct investigations and had interviewed a number of internal and external RDC staff.

Three employees were initially charged and released on station bail in relation to the allegations. To date, they remain off the job, pending results of the investigations. A call for replacement staff to fill the posts of the employees, the REO had stressed, yielded no results as he indicated that the department was already severely understaffed.

Teenager succumbs 11 days after ingesting poison

19-year-old soldier, who was based at Camp Ayanganna, Georgetown died tragically after he consumed a quantity of poisonous substance.

According to information received, the now deceased Ramando Gouveia, who hailed from Marlbourgh in the Lower Pomeroon, allegedly consumed the substance following a heated ar-

gument with his girlfriend.

The teen reportedly ingested the substance on January 31, but succumbed at the Charity Oscar Joseph Hospital on Saturday, after battling for his life for 11 days.

His father, Paul Gouveia, explained that he overheard the couple’s argument and immediately after, his son went silent.

It was then he went to check on him and discovered him lying on the floor with a bottle not far away.

The young man was immediately rushed to the Charity Oscar Joseph Hospital, where he was admitted.

His body is presently at the Suddie Mortuary awaiting a post-mortem examination.

$39M budgeted for Caricom confab in Guyana

he Guyana Government will be spending some $39 million for the hosting of the 28th Inter-Sessional Meeting of the Conference of Heads of Government of the Caribbean Community (Caricom), which will be held on February 16 and 17 at the Marriott Hotel in Georgetown.

Ahead of the confab, Caricom Chairman, President David Granger, told local media operatives that the regional body needs to strengthen its infusion of resources in order to drive a major transformation in the economic landscape of all member states. “(I) feel that a combination of the expertise and capital available in the island states, particularly tourism, combined with the resources of the larger mainland states like Belize, Guyana, Suriname, we could have faster economic growth and the people of the Community can enjoy a better standard of living,” he stated during his televised programme ‘The Public Interest’.

President Granger lamented the slow pace being made in enjoying fully the benefits from the single market, but he was positive that this reality will change in no time, once the commitment is present.

“At present, I don’t think we are benefiting fully from that single market, there are still heavy penetrations from major external manufacturers and this

penetration is undermining local manufacturing capabilities… So the question is the matter of combing the resources of all 15 member states to ensure we have the fullest benefit from the single market,” he stated.

Guyana, being the host country, will present the draft Caricom Arrest Warrant Treaty for ratification at the meeting.

The adoption of this Treaty will simplify the procedures by which fugitives from justice are returned to participating member states to face criminal prosecution or serve judicial sentences.

The Treaty is one of the regional security instruments that was formulated to enhance cooperation between member states in the fight against crime and to reduce the complexity, cost and delays in the existing extradition arrangements inherent in the Region.

Guyana will also be recommending the signing of a draft agreement to establish the Caribbean Centre

for Renewable Energy and Energy Efficiency (CCREEE) at the Heads of Government meeting.

Only recently, President Granger briefed Caricom Secretary General, Ambassador Irwin LaRocque and his team on the upcoming conference.

New members for Annandale/Good Mashramani Masquerade Competition illuminates Plaisance Hope Water Users Association

everal new members were elected to the Annandale/ Good Hope Water Users Association and have already promised to represent the best interest of the rice farmers living within the Neighbourhood Democratic Council (NDC).

The election, which was conducted last week, was observed by Regional Chairman of Region Two (Pomeroon-Supenaam), Devanand Ramdatt, and the Coordinator of the Water Users Association Shiwshankar (only name given), a member attached to the National Drainage and Irrigation Authority (NDIA).

The new association comprised of seven elected members who will serve in the best interest of residents and rice farmers.

Parmanand Singh from Perseverance was elected Chairman, while Daneshwar Gangoo will function as Deputy Chairman and Haimant Persaud as Secretary.

Persaud, who is a teacher at the Abram Zuil Secondary School and a leader in his village, said he will work with the newly-elected members to foster change. Singh

Ramdatt stressed that the rice industry is struggling and members must be approachable and patient in engaging farmers.

The Regional Chairman assured the Regional Democratic Council’s (RDC’s) support and encouraged networking between the Council and the Association. He called on the Association maximise the use of resources to help the rice industry, as the Region’s economy is heavily dependent on the industry.

he 2017 Mashramani calendar of activities continued with the annual Masquerade Competition on Sunday, which illuminated the community of Plaisance, on the East Coast of Demerara, as revellers flounced through the streets. Masquerade bands from across Guyana gathered just outside Georgetown to showcase their colourful costumes and ritualistic moves, as they competed within several categories in this year’s Masquerade Competition.

A total of six bands, including groups from Demerara, Essequibo and Linden, paraded from the Railway Embankment, through the streets and into the Plaisance Community Centre Ground. The bands were greeted by Judges, scrutinising detailed aspects of their floats, to derive winners for the various categories. Bands were judged on the best flounce, best music and best overall band among other criteria.

The event is an annual display organised by the Education Ministry’s Department of Culture, Youth and Sport. The Department organised this event several years ago as one of the numerous activities to complement Guyana’s Mashramani celebrations.

It also recognises the work of those famous for their contributions to the art

form. This year Rudolph “Putagee” Viveros was honoured, with the parade commencing at his residence. The masquerade icon joined in the procession on Sunday.

The organiser of the competition, Linda Griffith, gave an overview of the origins of the event as well as the history of masquerade in Guyana. Griffith explained that masquerade transcended plantation society, as one of the many traditions the Africans brought with them.

The enslaved Africans masqueraded for the entertainment of the plantation masters but used this opportunity to imitate and ridicule the planters in their performances. A reveller representing Region 10 (Upper DemeraraBerbice) also expounded on the roots of the art form, stating that masquerade parades were celebrations after gaining freedom from the inhumane life of the plantation system.

The display on Sunday highlighted both the historical features of masquerade while commemorating Guyana’s Republic celebrations – Mashramani.

Residents and other members of the public were drawn to the parade by the bright Guyanese colours and flounce of the revellers as they proudly traversed the streets.

5-month-old baby in need of liver transplant – parents plead for assistance

A

five-month-old baby is in dire need of a liver transplant after being diagnosed with liver disease in January 2017 by medical officials at the Georgetown Public Hospital.

Her relatives are calling on members of the public to provide financial donations towards her treatment, which can only be done abroad.

The baby, Zendya Kassim was initially admitted to the Hospital’s Paediatric Ward on December 16, 2016 by her parents, Zoelesia ShumanKassim and Sameer Kassim of Lot 372 Diamond New Scheme, East Bank Demerara.

“On admission, the parents referred that the infant was becoming increasingly jaundiced for approximately two months.

Other complaints included one episode of fever hours before visit to the hospital and dark yellow urine,” the medical report dated January 24, 2017 from the Hospital stated.

According to the report, after a physical examination was conducted, “findings on admission included severe jaundice and a globulus abdomen”.

The baby was then admitted to undergo treatment which included intravenous fluids, and medication. She also underwent laboratory investigations including complete blood count, liver and kidney function tests;

Hepatitis A, B, and C tests; TORCH screen; blood culture and an abdominal ultra-sonogram (USG).

“The laboratory findings included anaemia, leucocytosis, thrombocytosis and elevated liver enzymes. The abdominal USG revealed hepatomegaly and a contracted gall bladder. The toxoplasmosis was non-reactive and the Hepatitis panel was negative,” the medical document stated.

At that time, the results for the other tests were pending and so the infant was discharged from the Hospital on December 20, 2016, with her next visit scheduled for the following week.

Upon that visit, another abdominal USG was conducted and the findings revealed “hepatomegaly, a well-distended gall bladder and a normal gall bladder wall thickness. The coagulation profile showed elevated INR (1.5), prothrombin (17.8) and partial

thromboplastin time (4.4).”

Additionally, “the patient was evaluated by the Paediatric Surgery doctors upon request by the paediatric medial team and the decision was made to plan for a CT scan of the abdomen and correct the coagulopathy. The patient was clinically stable and was scheduled for admission the following week to execute the previously mentioned plan.”

On January 4, 2017, little Zendaya was re-admitted to the Paediatric Ward and the CT scan of the abdomen with IV Contrast was conducted. However, it was the CT scan, which was re-conducted on January 6, 2017, that disclosed “multiple intra-hepatic cysts along the biliary radicles at the hepatic hilum. Type

V choledochal cyst (Todani classification) with associated biliary atresia.”

The child’s parents were then informed of the need to have a liver transplant done on their child.

They were further advised that liver transplant and related services are presently not offered in Guyana and they would need to seek medical attention for their five-month-old daughter overseas.

The cost of the transplant is estimated to be approximately $10 million.

ast week I was approached by individuals who had grievances that, though different, shared a similarity: social injustice.

The first matter was brought to me by a member of the Movement Against Parking Meters (MAPM) in Georgetown who, despite not being opposed to the concept itself, objects to the shroud of corruption enveloping the Smart City Solutions (SCS) contract.

Anna Correia When asked what I thought of the entire parking meter fiasco, my response was simple: I don’t think Guyana is even ready for parking meters at this point in its history. It’s incomprehensible that the best project the M&CC can come up with to develop Georgetown is the implementation of parking meters, when the city itself lacks proper infrastructure, drainage and irrigation.

Georgetown is unequipped with adequate parking for the growing traffic which augments congestion. However, imposing out-dated parking meters with exorbitant prices that take neither the current economic stagnation, nor the financial hardships of Guyanese into consideration is just irresponsible, if not tyrannical.

The only reason parking meters have made it easier to circulate in Georgetown presently, is because most people cannot afford to feed the green monsters and those few who can, prefer not to in objection of the M&CC’s high-handed corruption. Law and order couldn’t be what the M&CC and the Coalition had in mind when planting parking meters on every busy corner in the Capital, otherwise the country’s resources would have been used more intelligently.

Instead of injecting hundreds of millions into the ephemeral and subsequently useless beautification of Georgetown, projects to enhance the city’s infrastructure could have been launched.

For instance, building elevated parking lots in strategic locations prone to traffic congestion, could provide a much more affordable alternative for road users, while installing modern traffic lights and smart itineraries might help to regulate traffic, in addition to creating jobs.

The myopia and evident cronyism of the M&CC that is being permitted by Central Government itself, not only comes at the expense of Guyanese taxpayers and their children, but is also revealing of the Coalition’s disregard for the deteriorating economy, human development and democracy. Interestingly, however, Guyanese, including those who voted for the Coalition in 2015, have already become fed-up of this failing Government that seems hell-bent on snatching the bread and butter from their lips.

The number of petitions and protests uniting Guyanese across the political creed and against social injustice and Government corruption, condensed into such a short span of time, has rarely been witnessed in recent years. Even the Roman Catholic Church of Guyana was forced to publicly voice its disapproval on several accounts in December 2016.

The revolt of intellectuals and the Private Sector (including the Portuguese business community) against the M&CC, has led to one of the most massive demonstrations seen in Guyana in recent times. But while this seems to have scared Central Government into reducing the cost of parking, it has certainly not deterred the Coalition from its corrupt intentions and engagement with Smart City Solutions. On the contrary, it appears that the Coalition is keen on protecting its interests, while attempting to silence the growing malaise with a few crumbs, and this is probably one of the reasons for which the contract is still unavailable for public consultation. Corruption is also at the source of why national consultation was neglected and the informed consent of Guyanese was subsequently not obtained. However, since the deal is closed and shoved down the throats of generations of Guyanese for the next forty years or so, the Coalition can bury Guyanese and Georgetown’s economy now definitively stunted by empty streets and vacant parking lots.

Ifa Kamau Kush of Smart City Solutions has bluntly accused Guyanese of possessing the “mentality of slaves”, but sadly, those who possess the mentality of house slaves rather, are the Guyanese sitting on the M&CC and in Government, sealing deals with Massa to sell Georgetown out, even if it means whipping the skin off the backs of their own hard-working countrywomen and men, and with their own hands.

The slave mentality is best incarnated by this Coalition which seems inept at problem solving on a national level using local brains, and is more inclined to facilitate the greed of its foreign allies as long as it can fill its own pockets.

And this is why the house slaves over at the M&CC are allowed to insult Guyanese and democracy the way they currently are.

Hundreds of pilot whales refloat after mass strandings

Hundreds of pilot whales have died on the shores of South Island in recent days [Reuters]

A

t least 200 whales stranded on a remote New Zealand beach managed to refloat themselves at high tide on Saturday and return to sea, but conservation officials warned the beachings may not be over.

More than 650 pilot whales beached themselves along Farewell Spit at the tip of the South Island in two separate mass strandings over the past several days.

On Thursday, volunteers managed to refloat nearly 100 of the stranded pilot whales.

About 350 whales have died, including 20 that were euthanised.

Hundreds of volunteers from farmers to tourists have spent days at the beach dousing the whales with buckets of water to keep them cool and trying to refloat them.

“People seem to have an emotional attachment to marine mammals,” said Department of

Conservation spokesman Herb Christophers.

“They’ve been singing songs to them, giving them specific names, treating them as kindred spirits.”

Christophers said everyone is hoping the strandings are finally over, although he said it’s possible some of the whales will return to the beach and strand themselves again.

The first group of more than 400 beached whales was found early Friday, with many of them already dead.

Volunteers managed to refloat the surviving whales from that stranding on Saturday, only to hear of a second mass stranding hours later.

Department of Conservation spokesman Andrew Lamason said they were sure they were dealing with a separate pod because they had tagged all the refloated whales from the first group and none of the new group had tags.

Trump travel ban: Policy adviser attacks US federal appeals court

A

top White House adviser has attacked the US federal appeals court for upholding a ruling suspending President Donald Trump’s travel ban order.

Stephen Miller told US media the court ruling was a “judicial usurpation of power” and that “the President’s powers here are beyond question”.

The court rejected Trump’s attempt to reinstate the ban on Thursday.

His executive order barred citizens from seven mainly Muslim countries from entering the US. The ban caused chaos at US airports and sparked protests across the country.

Several lawsuits have been filed against the ban, and a federal judge has issued a temporary nationwide block on the travel ban.

Trump has said he may fight the case in the courts, but could also consider issuing a new executive order.

Speaking on Fox News Sunday, Miller accused the 9th US Circuit Court of Appeals, which upheld the block on Trump’s order, of “overreaching”.

He also told ABC’s This Week: “We have equal branches of Government in this country. The judiciary is not supreme.”

Under the US system of checks and balances, courts can declare laws, or acts by the president, unconstitutional.

The US Government has argued that the President is best placed to make decisions about national security, and that the ban does not discriminate against Muslims.

Bartica Regatta 2017

Honouring the past, visualising the future

T

he mere mention of Regatta and the mind immediately flashes to Bartica, the home of Power Boat Racing and Easter thrills and excitement.

The Bartica Easter Regatta has been around for more than 60 years. Initially beginning as a wager between two captains on what was then ‘grant boats’ to see whose engine was the fastest, it has grown over the years from solely boat racing, to a multi-entertainment extravaganza.

It now includes the Miss Regatta Pageant, the oldest Pageant in Guyana, and over the last 30 or so years, it has roped in sports such as cricket, football and dominoes, swimming and track races.

After the initial foray in its earliest stages in the early 50s, the Regatta basically consisted of the Power Boat Events and the Miss Regatta Pageant. Back then, the boat races, even into the early 70’s, featured the then ‘grant boats’ with inbuilt Perkins engines and two large paddles

on the stern that were used for steering when navigating the dangerous rapids along the Essequibo, Mazaruni and Cuyuni Rivers.

Along with these boats, there were usually some canoe races and swimming,

and other Guyanese, both at home and abroad look forward to, with much anticipation at Easter time. No doubt there were years when the continuation of the event was in doubt, but through hard work, the Regatta was a suc-

This year’s event is being held under the theme “Honouring our Past; Visualising our Future” and the aim is to highlight the contributions of the early ancestors of Bartica, so that as the model ‘Green Town of Guyana’, the developing town can truly fulfil its potential of being the “Gateway to the Interior”. It is especially historical since this will be the first Regatta since Bartica attained its township status, and so every effort will be made to make it a truly memorable one.

With this in mind, the Committee seeks to bring newer flavour to this annual event – exquisiteness and elegance for a green, serene and

pristine town.

The Committee is currently reaching out to sponsors both at the local and national level, so that the plans visualised can be realised.

“Our hope is that our sponsors will work with us to, not only promote the Regatta itself, but to showcase their own unique product and ser-

Demerara-Berbice power system shuts down, thousands affected

he Guyana Power and Light (GPL) last evening confirmed that the Demerara-Berbice Interconnected System (DBIS) went down at around 20:00h, resulting in power outage to citizens connected to the DBIS. While they noted that remedial works were immediately taken to get the system working, the company stated that this process was expected to last for one hour.

In a statement issued last evening, GPL said, “When the DBIS goes down there is a process which needs to be activated to synchronise the system before it is back up and this is currently being undertaken. The reason for the shutdown has not yet been determined. GPL appreciates the patience of citizens during this temporary interruption. Further updates will be provided if necessary.”

The four officials were dubbed the “Fantastic Four” after they embarked on trips to Mexico and Panama, funded by the company, to allegedly conduct due diligence checks on the parking meters the company had previously installed.

However, these checks were performed after they signed the contract with SCSI. The City Council and outgoing Deputy Mayor, Sherod Duncan, reportedly did not sanction the trips, nor were they aware of them. The Deputy Mayor had insisted that a full council must discuss the deal, in keeping with the Council’s role. However, Chase Green has always denied the existence of a “Fantastic Four” faction which would sideline other Councillors when making decisions affecting Georgetown.

“I don’t know of any group of four persons. I know we are Councillors and I am the chairperson for this Council,” Chase Green had said last year.

“Now does this make sense? You’re bringing an amendment to the Council to look at, but they have not seen the contract that they are about to amend.

The parking meter project has already attracted widespread condemnation and even mass protests in front of City Hall, on Regent Street. Among the various grievances of protesters are the burdensome penalties and harsh enforcement of the city by-laws governing parking meters.

Additionally, a perusal of the contract shows that under Section 45.7, sub heading Other Enforcement Services, SCSI is allowed to step outside of enforcing the parking meter regulations. According to the original contract, SCSI could penalise motorists for double parking, using no parking zones to park and other parking infractions.

Last year, Governmentordered reviews of the agreement by the Ministries of Legal Affairs and Finance had prompted moves to amend the terms.

n its quest to keep youths off of the streets and actively engaged in meaningful activities, ranks of G Division (Essequibo Coast/Islands) on Saturday, distributed sewing machines to youth groups across Region Two (Pomeroon-Supenaam) and on the Essequibo Island of Wakenaam.

According to Divisional Commander Khali Pareshram, the aim is to assist the Division in fighting crime, while at the same time empowering youths with skills training.

The machines, he noted, will also provide the necessary tools to make the youths more marketable and independent.

Machines were also presented to groups in Lima Sands, Zorg, San

Souci, Onderneeming and Charity.

At the handing over ceremony held at the Anna Regina Police Station, a member from Zorg’s youth group, Arylene Ramdatt, said that her community has a lot of youths and soon they will be starting sewing classes. She extended gratitude to the Divisional Commander for the donation, which she assured will be used to empower youths in the Zorg areas.

The donation was made possible through the collaboration between G Division and Food for the Poor Guyana Inc. Over the past week, several youth groups were formed and the Division also hosted a book distribution exercise, which benefitted many young people in the Region.

ndia need seven wickets on Monday to win the oneoff Test with Bangladesh after Ravichandran Ashwin claimed a record-breaking 250th wicket.

Ravichandran Ashwin became the fastest bowler to reach 250 Test wickets as India moved closer to victory in their one-off Test with Bangladesh in Hyderabad on Sunday.

Ashwin has firmly established himself as the world’s top spinner since making his debut in 2011 and in his 45th Test he reached the impressive landmark - beating Dennis Lillee’s record of 48 for Australia. No bowler has taken more wickets than Ashwin since his emergence on the Test scene and he continued to add to his tally as Bangladesh closed day four 356 runs behind, with seven wickets remaining.

Bangladesh captain Mushfiqur Rahim was Ashwin’s 250th victim as the tourists’ first innings came to a close for 388 - the Tigers adding 66 to their overnight total.

They still remained 299 runs behind and, after a quickfire 159-4 declared from India, they were then reduced to 103-3 at the close.

Heading into day five Bangladesh need a huge effort from the unbeaten Shakib Al Hasan (21 not out) and Mahmudullah (9no) to avoid a heavy defeat, but with Ashwin on hand their task will not be easy.

Day four started positively for Bangladesh as Mushfiqur reached his fifth Test century off 235 balls, but he quickly ran out of partners as Mehedi Hasan, Taijul Islam and Taskin Ahmed were all dismissed.

mark of 200 were fading fast and they were over when he gloved Ashwin to Wriddhiman Saha - handing the bowler his landmark wicket.

Rather than enforce the follow-on, India opted to rebuild their lead and although they lost two early wickets their advantage moved back over 400.

Cheteshwar Pujara played a pivotal role in their 29-over blast with an unbeaten 54, while captain Virat Kohli added 38 before pulling Shakib to Mahmudullah at mid-wicket.

out from Ravindra Jadeja took India to 159-4 at tea, and the declaration duly arrived during the interval.

Chasing 459 to win, the odds were firmly stacked against Bangladesh and that man Ashwin made an early inroad with the dismissal of Tamim Iqbal in the sixth over - although the hosts needed a review to confirm the opener had got an inside edge.

aster Semenya is not excited about the prospect of having her 2012 Olympic and 2011 world championships silver medals upgraded to gold in the wake of Mariya Savinova-Farnosova doping ban, the coach of the South African 800 meters athlete said on Sunday.

Russian SavinovaFarnosova was stripped of her titles on Friday when the Court of Arbitration for Sport imposed a four-year ban saying there was “clear evidence” she used performance-enhancing drugs.

Semenya finished second behind the Russian in both Daegu in 2011 and London 2012 and is now set to become a double Olympic champion after her victory in Rio de Janeiro last year.

“I spoke to her and we both agree – it’s not the same,” Jean Verster told South African media on Sunday. “We weren’t there on the podium and there was no national anthem so it’s kind of water under the bridge for us.

“It’s not the same feeling as it was in the Rio Olympics last year. It is nice to know they are catching the cheats five years down the line, though, but it’s nothing to get excited about for us.”

Semenya, 26, has had to contend with controversy throughout her career.

After winning the 2009 world title as a 19-year-old, tests reportedly revealed that she is hyperandrogenous, resulting in her body producing an abnormally high amount of testosterone,

which makes her more powerful than her rivals.

An International Association of Athletics Federations (IAAF) rule limiting the amount of naturally occurring functional testosterone for female athletes appeared to have restricted Semenya’s prospects but that rule was then quashed by the Court of Arbitration for Sport.

Savinova is the latest in a growing list of Russian athletes to have past Olympic medals taken away over doping, as the nation struggles to overcome its most widespread doping scandal.

More than 100 athletes have so far tested positive in re-tests of samples taken during the London and Beijing 2008 Olympics conducted by the International Olympic Committee. Russia has the most positive retests per nation. (Reuters)

n the first race organised by the Guyana Cycling Federation (GCF), it was Team Cocos’ Jamaul John who emerged victorious from the relatively small pack of riders on Sunday, as the race concluded in front of the National Sports Commission, Homestretch Avenue.

With only 18 riders taking to the starting line, John rode into the finishing line solo, comfortably ahead of the others in a time of three hours, 20 minutes and 23 seconds (03:20:23).

Speaking with Guyana Times Sport at the end of the challenging race, John related that this was a great way to begin the season and that “he gave it his all”.

The wheelsmen began their journey from Homestretch Avenue then proceeded along Mandela Avenue before reaching the East Bank highway and further to the Linden/ Soesdyke Highway, where they turned around at the Coca Cola sign, following the same route back to the starting line, which was also the finishing line.

During the return, John explained that the hardest part of the race was coming down the East Bank with the sun, but the rains came as the riders approached the Harbour Bridge junction, East Bank Demerara, and allowed the riders to be refreshed.

As John raced away from the pack, it was a close print from three men in the race for second as Team Evolution’s Paul De Nobrega piped Team Cocos Hamza Eastman in third and We Stand United Andrew Hicks in fourth.

In the Juniors category, it was We Stand United rider Brition John leading the group, ahead of Adeale Hodge in second and Marcus Keiler in third, while Leer Nunes lead the veterans, as he was trailed by Ian Jackson in second and Junior Niles in third.

President of the GCF, Horace Burrowes, speaking after the race, said it was a lovely turnout and indicated that this was just the beginning of what the Federation has to do for the year.

The GCF President further added that it was the confusion of Interim Management Committee and the Cycling Federation that was one of the causes that forced the season’s opener to happen in the February rather than in January.

According to Burrowes, the next event for GCF is expected to take place around April.

ike many talented cricketers who have been lost in the mix, former national youth cricketer Kevin George is still playing the game he loves, plying his trade as a professional in Canada.

The talented off-spinner is among dozens of cricketers who depart these shores annually to play professionally in Trinidad and Tobago, Canada and the United States.

George, who represented Guyana in 2001, winged out last Thursday to Canada to fulfil commitments with Calypso Kings Cricket Club. It would be his second season with this club in the Etobiko Cricket League in the elite division.

The 33-year-old, who represents the Demerara Cricket Club (DCC) locally, played eight 50-over games last season where he captured 12 wickets with a personal best of 3-8 from 10 overs.

George, who is also a capable lower-order batsman, scored 168 runs at an average of 34 and a top score of 45 not out against Red Star Cricket Club.

In a brief comment, George said that he still aims to perform at high standards in his career and this season he want to do better for his club.

The Etobiko season starts in April.

he local boxers will have their chance to represent their home turf and build off of the hype of last season as they converge at the National Gymnasium, Mandela Avenue, when it hosts the Guyana Boxing Association’s (GBA), Sean Bristol’s and Alford McDonald’s International “Nuff Cuff” this Sunday.

The Guyanese contingent will look to ride the high of their success in the 2016 season where they impressed with a record-breaking domination of the regional circuit, most notably their marvellous feat of gold medals at the Caribbean Developmental Boxing Tournament in Bridgetown, Barbados.

Guyana will host the likes of regional talents when they enter the squared circle from Suriname, St Maarten and Trinidad and Tobago in a night expected to kick of the season with high intensity.

This competition is the first to be held by the GBA for the year and according to GBA President, Steve Ninvalle, this competition is set to help our local boxers gain international competition experience as it will be useful later in the year, while he reiterated the fact that this particular competition is of utmost importance in channelling the boxers along the necessary path.

Ninvalle indicated that St Maarten has already indicated intentions of sending at least one boxer, while Suriname has confirmed five boxers so far and Guyana expecting to have 15 boxers on show.

Bolt led the Usain Bolt All-Stars in a team competition against Australia, New Zealand, China, England and Japan with Coe attending segments. “I saw engagement, I saw fun and laughter and that’s what the sport has been missing for a long time,” Coe said Friday, a day before his team completed victory in

the inaugural event.

“It was a terrific start.

It’s an obvious thing to say but unless we innovate, we’re going to become less and less relevant and we can’t afford to do that.”

Nitro was developed by former Australian 400-meter runner John Steffensen and Athletics Australia, while eight-time Olympic gold medalist Bolt is also a key figure and holds an equity stake in the concept.

The event — with Bolt headlining — is likely to return to Australia in 2018.

But Coe says the event can work anywhere.

“I’m really pleased that

these guys took up the challenge and ran with it,” Coe said.

“It probably needed the sort of flair that has been seen in other elements of Australian sport to take this on and do it.”

Bolt agreed.

“For me the next step is globalization in Europe and all around the world,” Bolt said. “I’ve never been in a situation where I’ve had so much fun at a track meet, ever. I want people to experience what I’ve experienced. I want people to see what I’ve seen, to feel the energy.” (SportsMax)

Sparta Boss draw 1st blood – Millington, Jackie Chan score hat tricks

he inaugural New Era Entertainment/Eyefull Entertainment’s Stag ‘Clash of Champions’ got off to a rocking start at the National Gymnasium, Mandela Avenue, as Sparta Boss owned the match against the visitors, Dave and Celena’s Hustlers, with the match running late into Sunday morning.

The Stag-sponsored tournament, though initially slated to begin at 19:00h, did not commence until 21:00h, but nevertheless managed to have five games being played.

In the main event of the night, Georgetown champions Sparta Boss notched up 11 goals, as Hustlers only managed to score seven in a match which produced much controversy, as well as crowd pleasing entertainment.

Led brilliantly by their captain, Devon Millington, who scored three goals for his side, Sparta Boss were on a different level as they entertained the crowd who were fully supportive of them.

Millington was Devon Millington scored well supported by local three goals for his side star, Gregory “Jackie Chan” Richardson, who also secured a hat trick of his own to see his side win the first round.

Hustlers found their footing late into the contest as Jermain “Brown Boy” Scotland produced two goals to give his team a fighting chance. Brown Boy was well supported by the likes of Anthony “Kang” Sancho and Stanley Adams who scored two as well. Deon Charter and Marlon Josiah also chipped in with one goal apiece.

Owner of Hustlers, Richie Ramdeholl, indicated that the match was played in unfamiliar surroundings but guaranteed a victory in Linden when Sparta Boss takes a tour in the mining town.

Meanwhile, in the opening match of the night, Broad Street bullied Leopold Street into submission as they took the game 4-3, while Tiger Bay played Gold is Money to a 2-2 stalemate at the end of Gregory “Jackie Chan” Richardson regulation time, before heading into extra time where neither team was able to break the deadlock and forced the game into a penalty shootout, where Tiger Bay won 3-1.

Also in the action were Bend Street who trashed a hapless Tucville team 7-2 to cap off an exciting night.

Organiser of the tournament, Frank Parris, extended thanks to those who turned out in their numbers to show support for the game as they definitely got their money’s worth.

The action resumes this Saturday when Hustlers host Sparta Boss at the Mackenize Sports Club Hard Court tarmac for the final showdown as much will be at stake as the tournament is a winner-take-all style, who walks away with the $200,000 prize and bragging rights.

It will also feature Magic Stars facing Good Fellas and Town Cars (Georgetown taxi drivers) taking on Linden bus (Linden bus drivers).

The matches will be played on a six-a-side basis, inclusive on five players and a goal keeper, using the large goal and run under the rules of the Guyana Futsal Association.

a h a i c a Determinators continued to impress in the 2nd annual Petra Organised Limacol Roundrobbin Knock-out Football Tournament as they defeated Camptown 3-2 on Saturday evening at the Victoria Community Centre Ground, East Coast of Demerara.

With the crowd support on their side, Mahaica, took the early lead with the first of Neil Lynton goals in the 16th minute which was followed by another on the 36th. However, the City side were determined to make their presence felt, as Joel Juman scored a first half injury time goal (45+2) to reduce the lead.

As the Campbellville unit began to produce a more attacking flair as Andy Parks produced the equaliser in the 63rd. Though a draw would have been enough for

Mahaica to qualify, Devon Harris netted in the 75th to secure the hard fought victory.

In the other match, Den Amstel ensured their unbeaten run was kept intact as they inflicted a 4-1 hammering into Ann’s Grove which knocked the East Coast Unit out of the competition due to Santos having a superior goal difference.

Delon Lanferman immediately etched his name on the score sheet with a goal in the 1st minute followed by another in the 6th.

Gideon Payne then made it three goals in the first half when he netted in the 45th.

Phillip Williams brought a consolation goal for the “home team” in the 76th but Payne tapped another in the goal in the 90+2 for the resounding victory.

Ground, the tournament had it last of the round-robin matches, with the action now moving into the quarter-final stage.

or the second consecutive night in the Guinness Greatest of the Street Football Championships in the West Demerara /East Bank Zone, defending champions Showstoppers trounced their opponents by a 5-0 margin at the Pouderoyen tarmac.

The latest team to face the wrath of the formidable unit was Money Team, as Hubert Pedro and Dexroy Adams helped themselves to braces. Pedro scored in the 10th and 23rd while Adams seized his chances in the 14th and 18th; Kayode King was the other scorer in the 17th.

Meanwhile, ESPN continued their unbeaten run, as they defeated Young Ballers 1-0 via goal from

Nicquan Nestor in the 5th while Gordon Grant’s goal in the 16th led Agricola to an identical victory over Golden Warriors.

Similarly, Brothers United inflicted an upset over De Kinderen with a 1-0 win after Leon Yaw made a conversion in the 10th . osts Everest Cricket Club Masters defeated Cricket Club Holland Touring Friends by one wicket in a match that went down to the wire on Wednesday at the Carifesta Avenue and Camp Road Venue.

Set a target of 133 to win, Everest were cruising along smoothly with an excellent start from their openers Sahadeo Hardaiow, who top-scored with 43 and Richard Sukhdeo, 39.

However, their partnership was broken Bijai Jawalapersad, who captured six quick wickets (615), making the game an interested one.

Nevertheless, Everest prevailed with Johnny Azeez and Ramotar

Bissoon unbeaten on five and four respectively, with the game being completed in 22.3 overs. Only former national player Rohan Sarjoo (13) of the remaining batsmen reached double figures.

GCB should take the blame, Chance lowers PB not the players – Jaguars were underprepared and starved of limited overs cricket

A

fter reading an article in the Kaieteur News written by experience Sport Journalist Sean Devers under the headline “Top order, fielding let us down- says Griffith”, I was forced to represent the players who fought hard for a team that was underprepared as a result of administrative negligence.

During the interview Rayon Griffith, the Chairman of Selectors of the Guyana Cricket Board (GCB) and Assistant Coach/ Manager of the Guyana Jaguars was identifying areas that contributed to the Jaguars’ demise at the group stage of the ongoing Regional Super50 tournament.

According to Griffith during the interview, “The biggest disappointment for me

was in the fielding department. If we had caught better, we would have been in the semi-finals. Also the top-order struggled to give us good starts, so I would say those two areas were the main reason we did not qualify.”

However, those two areas were not the main cause for the Jaguars’ underperformance. Therefore, the players should refute the claims made by Griffith.

It must be known that there was not a single limited overs competition held by the GCB in 2016, subsequent to the Jaguars’ exit from the Regional Super50 in February.

Although the Jaguars’ fielding and top-order’s batting struggled throughout the tournament, contributing to some downfalls, the Jaguars were clearly underprepared and starved of limited overs cricket domestically for the entire 2016, thus a monotonous performance was imminent.

Griffith is a former Guyana pacer who took 56 wickets in 22 First-Class matches between 1999 and 2007 and also featured in 22 List A matches, including the 2005 Regional final (KFC Cup), which was the last time Guyana won the title. Therefore, he should know as a former player what approach should be taken in order for a team to be successful.

Again, the lack of limited overs cricket in 2016 is not an approach that could garner any success.

Guyana’s exit at the group stage was the first time since 2013 they have not made it to the semi-finals in this format.

The Jaguars lost twice to Barbados and Jamaica, but registered two victories each against Combined Campuses and Colleges (CCC) Marooners and ICC Americas. The Jaguars finished third in the group behind Barbados Pride and Jamaica Scorpions, the two teams that will progress to the semi-finals.

It also means that Guyana’s wait of over a decade (12 years) for a Regional limited overs title, has been extended to the disgust of an entire nation of enthusiastic Guyanese fans, who these players represent every time they compete.

The Chairman of Selectors also praised Jaguars skipper Leon Johnson for his quality. However, not even Johnson, who was indeed outstanding during the tournament, apart from his irresponsible shot to get out in their second match against the Scorpions and a decorated leader with two Professional Cricket League (PCL) titles in his repertoire - could win with an underprepared team.

Instead, the blame for the Jaguars’ insignificant returns be fractionised elsewhere other than administrative negligence, as Chairman of Selectors and a member of the GCB, Griffith and the GCB should acknowledge that they have contributed to this result and better implementations must be made if Guyana is to improve at future tournaments.

uyanese athlete Arinze Chance continues to make positive strides in Trinidad and Tobago as on Saturday he lowered his personal best (PB) in the 300M dash at the National Association of Athletics Development Meet, which was held at the Larry Gomes Stadium.

The University of Trinidad and Tobago (UTT) Fast Track runner, in windy conditions ran out of lane four to clock a time of 33.79s for second place just behind Alpha Athletic Club Tacuma Sterling who clocked 33.36s; Kevin Haynes of Trinidad and Tobago Defence Force finished in third with a time of 34.17s.

Though not winning, Chance shaved over a second off his previous PB of 34.65, which he achieved last year.

The time is also the new school record which adds to his 400M record time of 46.81s at the institution.

The aspiring Petroleum Engineer spoke to Guyana Times Sport after his new personal achievement, expressing great elation since it is shows that he is continuously improving.

“It’s always a good feeling to open the season with a personal best.; breaking my precious 300m best by almost one second at a windy track is saying a lot about my improvement from last year to now” the 22 year-old stated.

He added, “From last year to now there are just a few areas I’ll be looking to improve this season; strength (from gym) and nutrition, two areas I think would make a big difference in my performance this year in both the 200m and 400m”.

Next on the radar for the sprinter will be to have a sterling performance at Thursday’s Secondary and Tertiary Relay carnival with the aim of booking a spot at the Penn Relays in April.

He explained “My next event would be the secondary and tertiary relay carnival on Thursday where I’ll be competing in the 4x400m and my team will be looking to qualify for the Penn relays (Pennsylvania) in April, so we’ll be looking to impress the Ministry of Sport (Trinidad) as they look to

select the best possible candidates on that day to represent Trinidad at the games”.

While the immediate goal is to attend the Penn Relays, the former Bishops’ High and Queen’s College student has greater ambitions as he seeks leave a lasting impression at the World University Games in Taiwan.

“My major goals for this year would definitely be to compete at UWI Games in Barbados in May, South American Senior Championships in June, Aliann Pompey Invitational in Guyana in July and to end the season on a high at the World University games”, Chance confidently stated.

The former North Georgetown Athlete is adamant that international exposure is needed for him to further develop, expressing that “the more international and regional exposure I get this season, is the better competition I will be exposed to which will help me to better my times this year”.

Chance furthered posited that he will continue working assiduously in an effort to improve his times in the marque 200M and 400M events.

GFF plans new football facilities in the Rupununi – Forde

he Guyana Football Federation Inc. (GFF) is planning to invest in football infrastructure in the Rupununi to support the growth of the game in hinterland communities, GFF President Wayne Forde told the Annual General Meeting of the Rupununi Football Federation (RFA).

This was revealed on Saturday during a two-day visit to the region by Forde and GFF First Vice President ret.

Brigadier Bruce Lovell who kicked off the GFF’s annual Member Outreach Programme to the region aimed at strengthening relationships and listening to the concerns of the local football community.

The GFF also announced it would provide three hundred thousand (GYD $300,000) in funding for prize money to help kick off the RFA’s next league competition, which is expected to start in March.

Forde said the GFF was looking into ways to upgrade existing playing facilities in Lethem with new turf, stands

and lights, but was also considering a request to build a new ground to better serve a community where football is growing rapidly.

“Let’s think big. The ultimate goal is to h a v e a separate venue that belongs to the GFF and the RFA,” Forde said. “The key reason for these projects is so that the RFA and its members can find a sustainable source of revenue. If you have a facility like that, you can have proper income from games and fans – the opportunities are endless.”

The GFF representatives also inspected local club grounds and met with prominent members of the private sector, including representatives from the Guyana Bank for Trade and Industry (GBTI), to encourage further investment in the sport.

Meanwhile, President of the RFA, Ken Grant, expressed pleasure about the GFF’s Executive Committee’s investment in the hinterland. “We are excited about the GFF’s plans and en- courage them to continue to invest in football in the hinterland, and not just in the Rupununi”.

“There is a real passion for football among indigenous communities across Guyana, and so much potential talent.”

The GFF has put serving and working alongside its nine Regional Member Associations at the heart of its mission, as part of its commitment to reform and develop football from top to bottom.

“We are very pleased with what has been happening here,” Forde told delegates. “And I hope you have noticed that the

GFF Executive Committee has been doing its part.”

The GFF is putting more resources into hinterland communities, with four out of 13 of its new youth Academy Training Centres dedicated to scouting and developing talent in the Rupununi.

“The GFF is very serious about developing talent in the hinterland communities,” Forde said. “I’m pleased to say that we have been making good on our commitments.”

The RFA joined the national governing body in urging all members to abide by football’s governance reforms and regulations in order to play their part in restoring credibility to football worldwide, and to lay solid foundations for the future success of football in Guyana.

“We congratulate the GFF for being so strong on governance, and enforcing regulations,” Grant said. “We will continue to capitalize on every opportunity in the interests of football.
