Infrastructure Ministry overpaid, now unable to recover hundreds of millions

T

he Public Infrastructure Ministry has been found to be in the habit of making multiple advance payments to contractors in breach of stipulated contractual obligations and has been unable to recover the hundreds of millions of dollars paid for works not completed or abandoned altogether.

These findings are outlined in the 2015 Auditor General’s report compiled under the hand of Auditor General Deodat Sharma and recently made public

by Speaker of the National Assembly, Dr Barton Scotland.

Corrupt practices

Sharma, in his findings with regard to the Public Infrastructure Ministry, observed that a contract to the value of $468.2 million was awarded for preparatory road works to be undertaken between Better Hope and Montrose, East Coast Demerara (ECD).

The contract was terminated by the Ministry in July 2012, citing a breach in the contractual obligations with regard to “Corrupt or Fraudulent Practices” by the contractor, as recommended by the Attorney General, however, “at the time of this report in September 2016, there was no evidence to confirm that the Ministry was able to recover the sum of $81.5 million, which represents the contractor’s indebtedness.”

The contractor sued the Government for wrongful termination of contract, and that matter was before the High Court.

Meanwhile, as it relates to the road works to be undertaken between La Bonne Intention (LBI) and Beterverwagting, East Coast Demerara (ECD), not only was the contractor overpaid and the Ministry still unable to recover its monies, but it was found that the contractor had, in fact, received three advance payments in contravention of the contract agreement.

Sharma also found that a physical verification check carried out on that project re-

vealed that while there were variations made to the original scope of works, it appeared that the site was in fact abandoned, “with no equipment or personnel from the contractor on site”.

The three advance payments totalled $264.1 million, which represents 76 per cent of the contract sum.

The contract, however, “only allows for an advance payment of 50 per cent… This is a breach of contract where the contractor was paid advances greater than that which is allowed for under the contract.”

Compounding the situation further, Sharma found that at the time of reporting, a valuation of the works completed was $157.7 million; “however, the actual payments made to the contractor totalled $278.3 million.”

As such, the Auditor General concluded that the contractor received excess payments totalling $120.6 million.

Expired bonds

The Auditor General found too that while the contractor submitted bonds for the respective advance payments, “it was noted that all three advance bonds expired since 2014 and the advance payments were not recovered at the time of the reporting.”

According to Sharma, as a result of the expiration of the bond, the Ministry is solely dependent on the contractor to repay the outstanding amounts.

“This bond should have still been valid at the time of the physical verification; as a result of this expiration, the Ministry can no longer recover the amount of $35 million covered by this bond.”

The Ministry has since responded to the Auditor General, saying it “has written the contractor many times requesting that restitution be made for the outstanding sum of $120.6 million… To date the contractor has not repaid any of the amounts owed”.

were incomplete and the site appeared to be abandoned.

Sharma has since managed to deduce that the contractor, in this instance, also received three advance payments, this time totalling $209.6 million, representing 65 per cent of the contract sum.

This situation persisted, despite the fact that the contract only allowed for an advance payment of 50 per cent.

“This is a breach of contract where the contractor was paid advances greater than that which is allowed for under the contract,” Sharma stated.

He found too that the contractor submitted only one advance bond for the first advance payment of $174.5 million and this bond expired since 2014, while none was seen for the second advance payment issued to the contractor.

Sharma said too in his report that at the time of reporting, a valuation of the works completed put their value at $77 million.

As such, “the contractor received excess payments totalling $132.6 million at the time of the physical verification.”

The Ministry has since confirmed knowledge of the expiration of the security bonds, in addition to the fact that it had substantially overpaid the contractor monies which it was still to recover.

“The agreed completed value of works was $77 million and the total payments made to the contractor were $209.6 million.”

The Ministry confirmed that the contractor has received excess payments totalling $132.6 million, and pointed out that it has since “written the contractor many times requesting that restitution be made for the outstanding sum of $132.6 million …To date, the contractor has not repaid any of the amounts owed.”

Another troubling section of the road project that has since proven to be problematic for the Ministry surrounds the stretch of road between Triumph and Mon Repos, ECD. According to the Auditor General, the contract expired on June 17, 2015 and at the time of reporting, the works were incomplete and the site appeared to have been abandoned. Sharma said no equipment or personnel from the contractor were on site and further, “the advance payment was not fully recovered at the time of reporting”.

The advance payment bond had expired in December 2015 and as a result, the amount of $14.8 million was outstanding at the time of reporting in September 2016.

Sharma pointed out too that the performance bond no longer provided the required period of coverage for the works, and “as a result of this expiration, the Ministry can no longer recover the amount of $32.9 million covered by this bond”.

Compromise and consensus

A

ddressing Parliament immediately after the Opposition PPP had walked out in protest over what they labelled a constitutional violation by him, President David Granger ended a rather partisan speech by extending what some interpreted as an “olive branch”. He said, “Let us hope that despite the absence of the Opposition today, we will continue to search for and find avenues for compromise and consensus.” While Opposition Leader Bharrat Jagdeo dismissed the sentiment as “rhetoric”, because the President had made the same call on several prior occasions without concrete follow-up action, it is still widely accepted by a wide swathe of the country that there is the need for “compromise and consensus” between the two major parties in Guyana if there is to be progress on any of the several metrics by which that term is measured.

One model to facilitate those goals, labelled “executive power sharing”, had been proposed even before we achieved independence, but, for one reason or another, has never been consummated. Cynics suggest that fundamentally neither party has become convinced that it cannot “win it all” on its own, even though that route has not delivered the broad legitimacy to the two post-independence governments that ensured national cooperation to take the country on the path of sustainable development. Before 1992, the PPP talked of a “national unity government”, but baulked after winning the elections, and after 2015, the PNC-led APNU/AFC coalition reciprocated by reneging on its identical promise.

When it was in Government, the PPP had proposed that there needed to be more “trust” between the parties when a decade ago, the PNC raised the issue of “power sharing”.

The PNC since then has entered into two series of coalitions that presented the opportunity to convince the PPP that it might be willing to share power if the two of them were to form a “grand coalition”. The PNC first invited several minuscule parties, most of them paper organisations, to form the “A Partnership for National Unity”, which most Guyanese accepted simply put “lipstick” on the PNC. In the second coalition, it engaged in formal negotiations with the Alliance For Change (AFC), which while comparatively small was larger than the PNC’s other partners in APNU. More significantly, it claimed to have a constituency that was outside APNU’s and which fell along the major line of cleavage that presented the original challenge – ethnicity. In a sense, their union could be seen as a dress rehearsal for a coalition with the PPP. The Cummingsburg Accord summarised their agreement and laid out the forms along which governmental power was to be shared and this is where the PPP could claim its worst fears were realised on the question as to whether it could “trust” the PNC. Moses Nagamootoo had been promised the substantive portfolios of chairing the Cabinet and “governance”, but both of these were hived off and he was left in charge of the Government media, with which he was expected to deal with a “light touch”.

But proponents of power sharing would counter that the PPP is not the small AFC, and the disequilibrium of size between the latter and the PNC/APNU would be more balanced, leading to a more equitable distribution and real power. Without seeking to take away anything from the present coalition Government, it would appear that the lack of institutional memory in Government after 23 years in the Opposition has left it foundering for a response to the widespread economic crisis that has widened to include a crime wave, which its statistics have failed to convince the populace is being brought under control. Talks on “consensus and compromise” with the PPP might offer some answers and, as such, we commend Mr Granger to follow up his bold asseveration in Parliament with action on the ground.

International community should look at Jordan’s bullying of AG Dear Editor, Let me first indicate that I shall not attempt any of those reckless generalisations about the purpose and intent of the Contingency Fund which have now been popularised by a very misinformed Minister of Finance, Mr Winston Jordan. As he unshackles his comments from the more measured versions the nation was accustomed to under Mr Carl Greenidge (the last PNC Minister of Finance), Jordan continues to put the PNC’s chances of winning the 2020 elections at great risk. His open acts of incompetence continue to actively contribute to the mal-administration of the economy. But on top of such incompetence, we are now seeing public acts of intimidation against anyone who questions his strategically bankrupt public actions. The latest victim is the Office of the Auditor General.

If we are to follow his logic, then the innocent taxpayers who are toiling to fill the treasury are at the mercy of the Minister who claims he has sole rights

to do what he wants with the people’s money because of a clause in Section 41 of the Fiscal Management and Accountability Act, Act 20 of 2003 (FMA). But what the Minister is not telling the people is that those “sole rights” are not automatically bequeathed to him by some monarchical edicts, unless all of a sudden we have a King in Guyana since May 2015.

Those rights have to be earned after following due process.

The Office of the Auditor General quite correctly pointed out that the Minister has not followed due process on the expenditure totalling a hefty sum of $604 million and thus he violated the spirit and intent of the law. But only a financial dunce and an impetuous bully will not recognise such violations.

That same FMA clearly establishes the criteria for tapping the Contingency Fund and it is as basic as this – the expenses charged to the Contingency Fund must be urgent, unavoidable and unforeseen and only if injury to the public interest

is a direct consequence, can we proceed to make those expenses. But all four criteria must be met. On $604 million in expenses, the Minister has failed to meet all four criteria.

The Minister has violated the spirit of the law and the Office of the Auditor General is correct to write him up. The Minister’s action in 2015 (which continues in 2016) is nothing but reckless financial abuse.

Therefore, this act of bullying the Auditor General is uncalled for and by right, President Granger has to step in.

At all times, the Government of Guyana must be seen to be giving all constitutional offices the necessary latitude to do their job. I am calling upon the British diplomats, who have a history of good governance, in particular to pay keen attention to what is going on in Guyana.

Whatever was published in the 2015 Auditor General Report was put there after consulting the Accountant General and other technicians in the Finance

Ministry.

Therefore, this was a collaborative and collective effort, not personal attack on the Minister.

Rather the Minister will do very well to focus on his job and save the Guyanese economy from “flat-lining”.

We might not have to wait on 2020, since this tragic performance of Jordan has already started to infect the output from the Minister of the Presidency and the Office of President Granger directly. President Granger has to bite the bullet and do the right thing and appoint the best finance brain in his Cabinet to the post – Carl Barrington Greenidge.

The resources in the Treasury do not belong to Mama Jordan or Papa Jordan, they belong to the people of Guyana and these acts of continued financial abuse and disrespect for the spirit and intent of the laws that govern financial accountability in the land are indefensible and must be rejected today, tomorrow and in 2020.

We have fallen morally as a nation

Dear Editor, A few days ago after a very long time I decided to visit the Stabroek Market to purchase a few items. I went to the Bazaar section that looks very beautiful, but in a very short period of time, the cuss words from the sellers and customers rang out like showers of rain and thunder bursting the dark rain clouds on high.

I was purchasing bora

from a male vendor when suddenly a man came up and started to cuss and abuse the bora vendor. I looked him in his eyes and asked him why he was cussing the man, he said ‘that is how they does talk’. What surprised me is the other vendors were laughing and having fun out of the loud cussing and wanted more; many of them started to fight and cuss among them-

selves.

I wonder what kind of an example these people are setting for foreigners who were in the market standing right there.

I soon discovered that people in our country will enjoy vulgarity and immorality than something very decent and morally upright.

From the highly educated to the illiterate use profane language or cuss words

when they talk.

May I say, Mr Editor, that cuss words have taken over this nation, at the bus parks it’s worse than a zoo.

As I walk around villages in Guyana, I can hear the verbal abuse of husbands and wives, children and parents, even at our work places and educational institutions cussing and quarrelling are daily occurrences.

Many rotten apples in the Police barrel Dear Editor, I have been crisscrossing this country over the years and have had reasons to visit several police stations and observe the behaviour of Police ranks. Very often, I shake my head in despair: most of our Policemen and women are underperforming and are doing a disservice to the Force and to the citizens of this country. They see Police matters as a humbug to their reverie.

Dale Andrews had conducted a thorough analysis of the Police Reform Strategy.

It was the hope that policymakers (both politicians and the Police Force’s administration would have been galvanised, not only to fast forward reforms but to put mechanisms in place to enforce the reforms. After all, the reforms are intended to change certain processes and behaviours within the Force, much of which are ugly, still prevail and are very noticeable.

While the Acting Commissioner is taking the

bull by the horns, I am hopeful that his efforts are not short-lived, because the cancer of graft is still very much alive.

As a citizen of this country, I would like to see the reintroduction and/or re-enforcement of regular drills at stations. We have lots of Police ranks who are lazy, undisciplined and do not fit the bill for active policing.

Additionally, regular drills serve to remind the Police of the psychological face they show to the public. Further, young people are always impressed by these drills and, hopefully, would be encouraged to join the Force.

Secondly, I am seeing ranks, from Commanders down, on active duty in civilian attire. Members of the public are unable to distinguish between those who are on duty and those who are not, or who is a Police rank or not. On top of that, many ranks do not wear their regulation badges on their attire. This contributes to the laissez-faire outlook of many

What have we become as a people? Things like normal etiquette and ethics are no longer available in our country. We can clearly see that immorality rules the day and all of the subjects students pass today in school are of no use to our society, because the wrong type of education is in our school system. The end of education is good attitude and character.

I was able to visit a number of police stations some time ago. I went to a station to do a Police interview pertaining to my Justice of Peace and Commissioner of Oaths licence. The behaviour of lots of our Police Officers is terrible. I witnessed senior police ranks cursing junior ranks and their conversation is not very healthy.

They set a very bad example for our citizens.

When I was a young man growing up, I was taught to respect the law and Police Officers. They had laws in those days for people who use ‘’indecent language ‘’, I believe that law is still in our law books, but those who make the laws break the same laws, so how can that law be enforced?

Too many people today in this nation believe they are above the law and the

courts gave no justice to our citizens. Unless we enforce stricter laws here, more and more drug lords will rule the courts because they can afford some high-profile lawyers to defend them. We need a special court to deal with criminal elements here set up by the FBI and DEA from the USA and other countries to deal with drug dealers because we have become a drug-dealing nation.

Too many ‘evil deeds’ are swept under the carpet.

We must enforce the death penalty; we are too much of a small country with less than a million people for so many murders. Our women are crying out for justice: they are killed, beaten, raped, and brutalised daily by evil men and our courts free these unscrupulous murderers; many times they are found ‘’not guilty’’.

Daily, people are getting robbed. Our President said most crimes come from ‘’narco trafficking’’; that can partially be true, but many people in this country want to live a life of crime, because these criminals have connections in the courts. They also can afford attorneys to represent them and set them free.

Thirdly, dark clothes ranks and TSU ranks stop vehicles and ask for documents in many cases which cannot be regarded as suspicious circumstances. Also, ad-hoc twoman road blocks are set up and mostly young drivers are targeted. I am told that very often money ends up changing hands.

Fourthly, I am in receipt of regular reports of Police not going on the ground to investigate reports. They prefer to pull in both parties to the incident and charge them. Or both parties “pay up”.

I can go on. But I think that I have raised enough glaring lapses on the part of the Police ranks to merit investigation and correction, and I am requesting that the administration of the Guyana Police Force make whistle stops at Police Stations and start taking off stripes from

ranks and “mannersing” ranks for dereliction of duty and breach of Force Orders: improper record keeping, etc, etc. Nothing less will help to solve the problem.

It is the popular feeling that when some ranks are disciplined, they run to their ‘godparents’ in the Force or at the political level. I am optimistic that this will be discouraged.

I am aware of several initiatives put in place by the current Commissioner, but I am also aware that many ranks fail, even refuse to support these initiatives.

We simply cannot continue to have a Police Force with the motto “Serve and Protect”, but what is actually seen is the total opposite.

My contribution does not gainsay some decent and professional Policemen and women in the Force, but there are many, many rotten apples in the barrel. The barrel must be sanitised.

To curb crime, these prisoners will need some schooling in prison so they can be better citizens when they leave.

I am not hearing the voice of our Security Minister and the voices of all our Vice Presidents about the crime wave, nor the Commissioner of Police’s. I heard the voice of the Assistant Commissioner David Ramnarine about the ‘’Operation Safe Way’’ because of the road carnage where lives are lost daily.

But I am still waiting to hear of ‘’Operation Crime Way’’ to get rid of crime and criminal elements once and for all.

Morality and decency are things of the past. We have deteriorated seriously over the past generation since our laws are violated by citizens and those who make the laws.

We are a nation that has fallen from grace and we put our faith in political leaders, but we need our faith to be fixed on God and we must repent as a nation because we have become a cursed nation, where too many young lives are lost daily all because of SIN. Yours truly, Reverend Gideon Cecil

About Basil Williams’ “I don’t know anything about running a Ministry” comments Dear Editor, I refer to a quote from Stabroek News’ article of October 15, titled “AG says Government can scrap orders to acquire Carmichael Street land”.

Whatever the rights and wrongs of the argumentation surrounding this matter, there could hardly be a more comprehensive embarrassment emerging from the dialogue than the following alleged quote (albeit itemised): ‘I don’t know anything about running a Ministry.

‘I am a lawyer....

‘I inherited public officers in the Ministry, that’s what happened. They presented these things to me in the budget.

I don’t know what’s in the budget’.

Everyone who would have read the above declaration must anxiously hope that it was misreported; particularly those of his colleagues who were known to have objectively argued against the twinning of the portfolios of Attorney General and Minister of Legal Affairs.

The grounds on which they may have based their reservations would appear to have been confirmed by the very utterances of someone who apparently has learnt of the attribute of humility found in the great CEOs which Jim Collins celebrates in his highly acclaimed book

“Good to Great” – in which he admits to the surprising discovery of it making the difference between ‘Good’ and ‘Great leaders.

In this context, therefore, is the (proud?) admission to the public of the incapability of ‘running’ a Ministry to be regarded as evidence of’ greatness?

One wonders what would be Collins’ final evaluation, after having surveyed ‘inherited public officers’, as well as the framers of the budget, which would have to be contended in the National Assembly, by the relevant Agency, when that time comes.

Then there is the judiciary who must ponder on the implications for the image portrayed of comparable local competence to that of colleagues across the legal jurisdiction of Caricom.

It must be quite a discomfiting experience when, within this brief period of governance, confidence is made even more vulnerable by the ‘apology’ of another Minister having to be laid in Parliament – effectively for lack of knowledge of how to discharge his portfolio.

Is it to be interpreted that in 2016 there is a new governance policy which advocates that:”Confession is good for the soul?”

xperts spend a lot of time giving parents advice on how to instil knowledge, values and skills in their teenagers. But one of the joys of having children is the ability to always continue learning and staying “current.”

Teens can learn a lot from their parents, but parents can also learn a thing or two from their teens.

1. Patience

If there’s one universal fact about teens, it’s that they will try your patience. You set rules, they break them; you say no, they do it anyway. As frustrated as you may be, your teens are teaching you a valuable lesson in patience. In time, your teens will grow into adults that appreciate all of your hard work. Until then, you can expect a lot of tests along the way.

2. How to use technology

In most households, it’s the teenagers who know how to put technology to use. Your teen can teach you how to find anything on the Internet with the click of a mouse, how to text message, how to use your new iPhone and more.

Because your teen likely knows more than you in this area, take extra precautions with their use of the Internet (especially social networking sites like Facebook and MySpace) and educate yourself about how to keep your teens safe online.

3. Trends and fads

Most teens are horribly embarrassed by how “uncool” their parents are. When they tell you that your outfit looks ridiculous or that they wouldn’t be caught dead in public with you, it may be time to update your look.

If you have an open relationship, your teens can also fill you in on more important trends, such as teens abusing prescription drugs, sexting, cyberbullying and other worrisome fads parents should be aware of.

4. Honesty

Your teens can tell when you’re not being entirely truthful and will likely call you out on your “little white lies.”

If you expect your children to be honest and forthright, do the same by setting a good example.

How to

listen

Teens have lots of problems, whether they are things you’d recognize as a problem or not. Your teen is on a roller coaster of emotions and needs you to listen to them without judgment – not the kind of mindless head-nodding, passive agreement that many parents engage in, but active listening. Ask open-ended questions, don’t interrupt or lecture, and validate the emotions your teen is experiencing.

6. How to fight fair

Parents sometimes learn this lesson by trial and error. Teens push boundaries and question rules, which can cause parents to lose their temper.

Most parents quickly realise, however, that losing their temper is counter-productive – it doesn’t resolve the issue and only escalates the argument. Instead, parents must learn to listen, speak in a calm voice, discuss issues after their anger has subsided and enforce the consequences for misbehaviour.

ome the onset of adolescence – around ages nine to 13 – the young person breaks the boundaries of childhood to create more room to grow because he or she doesn’t want to be defined and treated as “just a child” any more.

This “room to grow” is freedom of action and interest that opens up an enormous range of choice, some of it resistant and some of it exploratory. For example, the early adolescent decides to actively and passively resist parental authority and directly and vicariously explore more worldly experiences.

Now the young person has grown out of childhood, ‘the age of command,’ when he thought parents had the power to dictate what he must and must not do. And he has entered adolescence, ‘the age of consent,’ when he realises that parents can’t make him or stop him without his cooperation. It’s an exhilarating feeling to know that even though consequences are up to the parents, freedom of choice is now in his hands.

The age of consent, however, brings a sobering realisation to the young person as well. Now she has to manage much more freedom than she knows what to do with, than she can comfortably manage. It is partly because she lacks the capacity to constructively structure all this freedom, and knows it, that she gives parents consent to partly “run” her life, to help keep it organised and on track.

From here on, parents do not strive for control (which they never really had); they work for consent – to get the young person to agree to go along with what they want and believe is best. So while she complains and protests about their discipline, she also accepts the necessity for it, doing what they want when she knows she doesn’t have to.

After all, she lives in a family, not a prison. “All

right, I’ll stay home, but I won’t forgive you for not letting me go!” She resents them for providing the order and purpose that she needs. This is why parental discipline during adolescence is often a thankless proposition.

The purpose of parental discipline is to support safe and healthy growth in their child and adolescent. Four components of this unpopular parental responsibility are: Motivation – encouraging the young person with positive and negative persuasion to do what is hard, or what she may not want to do but needs to do for her best interests.

Instruction – teaching the young person the essential knowledge and skills necessary to manage his life effectively, particularly the capacity to learn from experience.

Supervision – checking to make sure she has maintained important consistency of effort, has completed what she started, has met the commitments she has made, and is keeping her world of demands adequately organised so she can remember what they are.

Correction – allowing or applying consequences when mistakes or misdeeds have occurred so that the young person can learn from the errors of his ways and make a better choice the next time.

The challenge is: how can discipline from parents turn into self-discipline for the adolescent?

One opportunity to learn some self-discipline is provided by school in the form of homework.

These assignments that are brought home at night after the school day is over are usually not how the young person wants to spend his or her “free” time.

And getting the done can require a lot of parental discipline, particularly in the form of supervision.

But if parents are relentlessly persistent, their son or daughter can finally learn to take care of this unwelcome business without having to be told or nagged. (www.psychologytoday.com)

Crime woes trigger Private Sector response … to continue lobbying for VAT exemption on security equipment – GCCI

E

scalating security woes across the country have triggered a Private Sector-led confab aimed at bringing together stakeholders for a security engagement, even as business leaders question the statistics being released by the Guyana Police Force, which points to a 21 per cent decrease in crime.

The Georgetown Chamber of Commerce (GCCI) will on Wednesday formally open its inaugural Security Forum and Expo, where, according to GCCI President Vishnu Doerga, an opportunity will be afforded to the several stakeholders to provide security proposals and solutions, including the tackling of cyber threats.

Speaking to the genesis of the security confab, GCCI Junior Vice President Nicholas Boyer, who also chairs the entity’s Security Sub-Committee, spoke of the fact that security provisions now take up a significant portion of a business’ operational expenses.

The seminar, he said, is an activity to demonstrate to companies, those who have solutions to make lives and businesses more secure.

GCCI President Doerga during a media engagement at the entity’s Waterloo Street, Georgetown, office on Thursday, spoke to the fact that security concerns rank high when it comes to potential investors making a decision to do business in Guyana.

He used the occasion to lament that Guyana still ranks as one of the more unattractive places for doing business internationally and security

concerns did form a key element of any investment decision.

Doerga said it is for this very reason the GCCI was looking to showcase to its membership what options are available to them with respect to making themselves and the business environment a safer one.

Security apparatus

He disclosed too that it is in this vein that the GCCI will continue to lobby the Administration to place a Value Added Tax (VAT) exemption of security apparatus to serve as an incentive to business people.

Doerga in making the pitch for VAT exemptions on security appliances pointed to the use of efficient Closed Circuit Televisions systems which have recently been aiding the Guyana Police Force more and more in the appre-

hension of, and prosecution of criminals – many of whom would have committed armed robberies on local businesses.

Meanwhile, on the matter of the recent reportage by the Guyana Police Force that crime was in fact down by 21 per cent, the GCCI representatives questioned the accuracy of this and also pointed to the fact that there is a big difference between released statistics and public perception.

Doerga told media operatives that members of the GCCI only recently met with officials in the public security spectra and the matter of the Police statistics was raised.

The situation, according to Doerga, is compounded by the fact that there is significant under reporting of criminal activities.

He said an objective analysis of the under reporting could not be had at this time since any such would only be a ‘guesstimate.’

Boyer told media operatives that the GCCI was also unaware of the methods used by the Guyana Police Force to compile its statistics, and as such, could not give an informed opinion on its accuracy.

Doerga told media operatives that in many cases, it is possible to be assured and still fearful.

He pointed to members of the business community being presented with statistics pointing to a decrease in crime, only to be confronted with the news in the dailies – documenting incidents such as the recent robbery at a supermarket at Diamond Housing Scheme, East Bank

Demerara.

Doerga said in his meetings with potential investors, among the concerns was the matter of security and the security of their investments.

On the matter of the Police’s response to crime locally, Doerga contended that there has been some positive movement.

“All of us would want this to happen much faster but this is the reality of what we’re dealing with,” said Doerga.

He said the GCCI is heartened by some of the positive movements witnessed, such as action being taken against rogue Police ranks.

Meanwhile, on the matter of the active participation of its membership with respect to exploring different security solutions including cyber threats, Doerga told media operatives, “one can only lead a horse to water, we created the event and it’s up to them

to take advantage.”

The GCCI’s inaugural Security Forum and Expo will be hosted throughout Friday at the Roraima Duke Lodge in Kingston, Georgetown.

The Chamber is of the view that security concerns continue to rank high as a barrier to investment, and in response to this, it has organised “this important event as a means of empowering business owners to be proactive in safeguarding themselves against criminal threats.”

The Chamber said it recognises the growing need for business owners to gain knowledge on security strategies, and has put together an impressive array of notable speakers, industry experts and security professionals who will deliver information packed presentations on the latest trends.

The Security Forum and Expo is slated to cover both traditional concerns in addition to cyber security.

Tearful car thief further remanded to prison

A

car thief was further remanded to prison when he appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts on Wednesday.

A tearful Michael Baptiste, 33, of 66 Station Street, Kitty, Georgetown, is facing the charge which stated that on August 5,

2016 at Sheriff Street, Georgetown, he, along with another, stole one Toyota Premio motorcar and transmission parts; property of Mahendra Ramcharran.

His Attorney made another unsuccessful bail application.

The prosecution again objected to bail based on the nature of the offence

and the fact that the total cost of the items exceeded $5 million.

It was also noted that the defendant will be afforded a speedy trial.

The matter was set down for November 1. The co-accused, Alvin Narine, 41, also of 66 Station Street, Kitty, was granted bail.

Georgetown, pleaded not guilty to a charge of break and enter.

It was alleged that between September 13 and October 15, 2016, at Station Street, Kitty, he broke and entered the storage bond of his brother, Kester Carter and stole sever-

al items, including 15 cases of bottles, two motorbike batteries, one toolkit, two fans, one television, among other items; amounting to over $400,000.

The prosecution had no bail objections but asked that it be set at a substantial amount.

And with intermittent blackouts every day of the week, its "back to the future" for GPL. Now, we have one of the highest tariff rates on electricity in the hemisphere - US30 cents/KWh and counting (Linden gets a free pass because the rest of us pay for them - but that's oil for another generator!) and yet we can't get the electricity we pay for? The US' average rate is US14 cents/KWh… while their salary is twenty times ours. Can you blame folks for migrating?

The irony is… over the last year, GPL's fuel bill has been CUT IN HALF because of low oil prices. So while they're rolling in cash, we're getting less power. Whatever else one may say about that Dindyal guy the APNU/AFC government axed? At least he'd been making steady progress on the electricity front. We know the PNC elements who really call the shots in the government have been very open about following in the footsteps of their Founding Leader - but Jeez! - aren't they taking it too far with his performance on blackouts?

So what exactly IS the problem? Well, the excuse on Tuesday for GPL making the national grid appearing to be sending Morse code to space with the on/off -on/ off pattern - except it wasn't a pattern and we must've confused the hell out of any aliens out there! - was that some 69kv line from Kingston to Sophia has a "fault". So that's why power east of Kingston was disrupted.

So how come the same disruption occurred on West Coast of Demerara? The earlier "go to" excuse for blackouts - the underwater cable to the Vreed-en-Hoop generator being damaged - should've shielded West Demerara, no? And how come that part of the country had an all-day blackout on Monday? Your Eyewitness dimly remembers "induced currents" from his school days, but "induced blackouts"? Naaah!

Listen… your Eyewitness is a reasonable fella… he doesn't expect miracles. There's too much thieving including thieving of electricity from GPL - and other miscellaneous sins going on for that! But surely will all that money in its kitty, the new GPL Chair and Board should've had a proper management team in place by now.

We heard about a Canadian consultancy team coming to create another report to add to the pile on GPL's office shelves.

GPL needs a lamp to see in broad daylight? Well… during blackouts!

Very early in the new regime's rule, we heard about a wind power project that had already received funding and was ready to be launched. The investor was the fella who AFC's honcho Raphael Trotman confessed had built the new, spanking AFC Headquarters as an "investment".

Your Eyewitness had wondered whether the investment had been abandoned - not the investment in the HQ; the one in the Wind Farm - since all had gone quiet.

Well… the Minister of Public Infrastructure - who by pure serendipity is AFC! - just announced that pretty soon the investment will be bearing fruit (jeez! NO! Not the investment in the HQ!) And that all that needs to be worked out is the rate the Investor will be billing GPL for the electricity supplied. This was the same reason for the delay last year and we wondered if the investor (in the HQ!) doesn't think his investment isn't generating dividends!!

The fella had promised US$5 savings when oil was over US$100/barrel. It's the same at US$50/barrel?

ExxonMobil’s top brass says Guyana prospects justify continued exploration

xxonMobil’s Chief Executive Officer (CEO) Rex Tillerson, confirmed on Wednesday the company’s commitment to exploration and said this year’s deep-water oil discovery off Guyana would be “easily” viable for development at today’s prices.

The ExxonMobil’s top brass was at the time addressing the Oil and Money conference, currently being held in London, United Kingdom with the participation of executives from major oil and gas companies from across the world.

Held under the theme ‘Boom, Bust and Beyond: Strategies for Survival’, Tillerson used the forum to downplay the reduction in frontier exploration by some majors companies and pointed to its discovery off Guyana, which was announced in June and holds

resources estimated at 800 million to 1.4 billion oil equivalent barrels.

The fundamentals of long-term demand for new resources, equivalent to “five Saudi Arabias” over the next 25 years, justified continued exploration, he said.

The ExxonMobil CEO did use the opportunity to point to the lack of a supply chain in Guyana, but countered saying it was something the industry was experienced in overcoming and would deal with.

“We’re going to continue… the vibrant exploration programmes that are identifying new large resource opportunities,” Tillerson said.

“Yes [Guyana] is a deepwater development, but I can tell you that development is very viable at today’s prices, easily. We already know so much in terms of how to develop these kinds of resourc-

es and we’re taking advantage of market conditions,” Tillerson said, referring to ExxonMobil and its partners in Guyana, US upstream company Hess and China’s state-controlled CNOOC. “The fact that it is greenfield, it’s in a nation that has little to no capacity to produce anything that we need and so on, we have learnt how to do this.”

Gunmen rob rice farmer, family A

rice farmer and his family were left traumatised after bandits on Wednesday carried out a daring robbery in their rice field in Crane, West Coast Demerara.

The farmer, Ramkissoon Ramnarine; his wife, Indira and their 26-year-old special needs daughter reside in Canal Number One Polder, West Bank Demerara; however, on the morning of the incident, the mother and daughter were resting in hammocks under a makeshift shed when the gunmen attacked.

According to information gathered, the two men pulled up alongside the shed on a motorcycle, got off and approached the trio. One of the men, who was said to be dreadlocked, reportedly pulled out a gun from his waist and ordered the rice farmer and his family not to raise an alarm.

“I was ploughing some rice land and one workman was sitting not too far from the camp; one of the persons from de motorbike run under de shed, pull out a gun and he scramble me wife’s three bags and he escape on the bike

where a next guy was waiting for him,” the distraught farmer noted.

Ramnarine further told this publication that the bags contained $90,000 in cash, medications for his wife and daughter, cosmetics, as well as his driver’s licence and Identification Card.

The man said this was the third time that he has been robbed. He revealed that it was during their first encoun-

ter with bandits in 1995 that his daughter stopped speaking. Ramnarine added that his wife was unwell.

“Meh wife is a sickly person; she had all she medication in one [bag],” the farmer noted. The Police were contacted and have since launched an investigation into the matter.

Crime has drastically increased in the Vreed-en-Hoop area over the last few months, with 20 robberies being recorded in a one-week period. In response, acting Commander of D Division (West Demerara), Leslie James had met with concerned residents and businesspeople and he had committed to providing more Police ranks and patrols in the area.

Liza 2 hit more than 190 feet of net pay and caused ExxonMobil, along with partners Hess and CNOOC subsidiary Nexen, to boost their estimate of the recov-

erable oil in place at Liza to 800 million to 1.4 billion barrels of oil equivalent.

In July, ExxonMobil submitted a development plan for Liza to Guyana’s Environmental Protection Agency to begin the environmental review process.

That plan calls for a pair of rigs to drill development wells from two drill centres, each with a corresponding water injection site to the East.

Production will be sent to an FPSO with capacity of around 100,000 barrels of oil per day.

Under that plan, first production from the field would come online sometime in 2020 or as late as 2021.

No arrests for 2 remain in custody for Mahaicony murder $6M seawall C robbery

A

s the investigation continues into a robbery committed on a North West District (NWD) businessman on Monday, Police are still to make an arrest.

Speaking with Guyana Times, acting Crime Chief Hugh Jessemy said that the investigation was an ongoing one, while confirming that no one was arrested for the robbery.

He also noted that the Police were working on several leads. The taxi driver who was arrested following the robbery has since been released. He has reportedly been working with the businessman, who hails from Barima, NWD, for the past six years.

Randy France, 32, a fuel dealer, was on Monday relieved of close to $6.2 million by four armed men in the vicinity of Police Headquarters, Eve Leary.

It was reported that he and the taxi driver were sitting in a parked car at the Kingston seawall close to the Tactical Services Unit (TSU), when he was

relieved of the bag containing the money.

Reports are the businessman travelled to the city to transact business at the Guyana Energy Agency (GEA), but before going for his appointment at 13:30h, he went to a city bank where he changed a cheque worth $5,610, 000.

In addition, he had another $630,000 in his possession. After leaving the bank, the duo went to German Restaurant where they purchased some food and went to the seawall where they had enjoyed their meal and waited for the 13:30h appointment at the GEA. It was while waiting they were accosted by the gunmen.

The businessman’s driver’s licence, passport, Tax Identification Number (TIN) and Automatic Teller Machine (ATM) card for another bank were also in the bag with which the gunmen escaped from the scene.

The gunmen then entered a Toyota Raum and made good their escape.

Division (East Coast Demerara) Commander Marlon Chapman has confirmed that two persons, including a teenager, remained in custody for the murder of 56-yearold Bibi Shairoon Ali, of Novar, Mahaicony, ECD, whose body was discovered on Monday morning.

Chapman told Guyana Times that the investigation was active and the two suspects were cooperating with law enforcement. However, the legal detention period for the teenager will expire today, but the Police are expected to apply for an extension.

Once the case file is completed, it will be sent to the Director of Public Prosecutions for legal advice.

The teenager was arrested hours after the woman’s battered body was found.

From reports received, the teenager had threatened the woman days prior to her murder. He is a well-known young man in the community who does odd jobs for people. He is also referred to as a “smokie”.

The second suspect, who also hails from the village, was arrested after the teenager reportedly provided information to the detectives.

Dead: Bibi Shairoon Ali

The East Coast businesswoman was discovered lying face down in her home by her nephew, who went to check on her after she was not seen since Sunday afternoon.

It was reported that Ali’s neck was broken and there were lacerations about her body. The woman’s house was also ransacked, leading Police to suspect she might have been robbed and then killed. Ali had operated a business in the area supplying farmers with pesticides and weedicides. She also sold phone cards and other items. Several of these items were missing.

lifton Graham on Wednesday appeared before Justice Roxanne George in the High Court for the 2009 killing of taxi driver Rolston Bernard Henry. Graham, who was clad in a white shirt, is being represented by Defence Counsel Maxwell McKay. At the hearing, witnesses testified in a voir dire trial (trial within a trial). This meant that there were preliminary examinations of

witnesses. As such, jurors were excused and the tendered statements may be considered material evidence.

Graham is accused of killing the taxi driver between May 2 and May 3, 2009 at La Bonne Intention (LBI), East Coast Demerara (ECD).

It was reported that the taxi driver’s body was discovered, bound and gagged, with the throat slashed, and several stab

wounds and marks of violence at Onion Field, LBI. Henry’s taxi, PKK 9036, was later found at a trench in Plaisance, ECD, with its amplifier ripped out. The post-mortem report had revealed that the taxi operator died of haemorrhaging and shock due to incised wounds.

The State is being represented by Prosecutors Tuanna Hardy and Narissa Leander.

Armed robbery spree lands carpenter before court

A

ndrew Estcott, 22, of 145 Middle Road, La Penitence, Georgetown, was charged with multiple counts of possession of firearm and robbery under arms when he appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts.

He pleaded not guilty to all counts when they were read to him. The charges ranged from possession of firearm and ammunition to four counts of armed robbery.

It is alleged that on October 15, 2016, at Parfaite Harmonie, West Bank Demerara (WBD), he had in

his possession several firearms and three .32 rounds of ammunition, without being the holder of a firearm and ammunition licence.

On the same date and location, while being armed with a gun, he robbed Anand Persaud of $24,260.

On the same day at the same location, while being in the company of others and being armed with a gun, he robbed Vaughn Billy of $168,000.

Additionally, on October 15, 2016, at Onderneeming, WBD while being in the company of others and being armed with a gun, he robbed

Ashley Persaud of $100,000 and $75,000 worth of phone cards; property of Double J Supermarket.

Also on October 14, 2016 at the same location, being in the company of others and being armed with a gun, he robbed Jean of $200,000 and $80,000 worth of phone cards.

On October 11, 2016, at the same location while being armed with a gun, he robbed Laurel Rice of $60,000 property of Jesus Restore Supermarket.

The carpenter will return to the Wales Magistrate’s Court on November 3. He was remanded to prison.

Time to keep body image real

B

ody image is how you view your physical self, including whether you feel you are attractive and whether you believe that others like your looks. For many people, especially people in their early teens, body image can be closely linked to self-esteem, and the importance of positive selfesteem on mental health is of huge consequence.

Young girls in today’s society can be under tremendous pressure to fulfil the ideals of a media-induced perception of what beauty is. Despite a myriad of campaigns to shift that perception, young girls suffer from very low self-esteem, anxiety and depression when the stresses of being unable to meet, or struggling to maintain these often unrealistic and unhealthy bodies, become overwhelming.

These impressionable females are bombarded with countless media images of thin female models and actresses who look beautiful by many modern-day standards and they view them as role models, believing them to be happy and their lives to be perfect. When such an overwhelming percentage of girls’ clothing features body-hugging, midriff-baring styles most comfortably worn by the ultra-thin, it encourages girls to diet in order to be able to wear current fashion trends and fit in with their peers.

Attempts to emulate the countless media images they view can lead girls to employ drastic, unhealthy measures leading to mental health issues at least and these can become lifethreatening at worst, with the onset of serious eating disorders.

Most worrying is the age at which these perceptions are being formed: as young as five years old and by the time most girls reach their teens, they’ve consumed years’ worth of idealistic messages about what a female body should look like, unfortunately not just from the media.

Mothers are unwittingly supporting the unrealistic images and adding to the pressures by often openly obsessing about their own weight, introducing vocabulary into the home about diets and getting fat, and talking of avoiding eating.

Girls absorb what their mothers say about bodies: their own, their daughters, those of celebrities and strangers. They notice when their mothers diet constantly or exercise fanatically. If they make derogatory comments about their own appearance, this can affect their daughters’ own perceptions. Even though it is fairly common knowledge, little attention is paid to the fact the images are so often enhanced and airbrushed. Girls can get caught up in an impossible effort to achieve and maintain an unhealthy body shape, hairstyles and made-up faces, at great financial and emotional cost.

When high-profile celebrities take up the mantle to change the ideals, the effects can be really powerful. Alicia Keys’ “no make-up” campaign is an extremely inspiring movement in that she has been thoughtful and brave enough to be the kind of role model young girls need right now. Her statement is that it is not necessary to cover up your true self with make-up and that you should not feel pressurised to conform to fit the unrealistic standards that have been set for young girls and women. The message includes being more concerned with what is on the inside of a person and highlights the need to shift focus from body image.

Closer to home, there is much parents can do to encourage a healthier sense of self for our young females. Parents’ energy can be best spent getting their daughters to look at and think critically about the unrealistic way the media portrays girls and women. When parents can help their daughters recognise how unrealistic these images are – airbrushed to slim stomachs and thighs and hide blemishes – girls may begin to feel better about the way they look. Plastic surgery, implants, fake hair, copious amounts of make-up are all a women’s prerogative, but we should be ensuring that a strong sense of self-worth does not rely upon these things.

We need to be teaching our daughters that a healthy body, one that has regular, safe exercise and consumes all types of food for a healthy balanced diet, is the only type of body image they need concern themselves with. They need to know that they are free to wear make-up if they choose, but they should not feel so pressured, they are afraid to leave the house without it.

The media no doubt will continue its portrayal of the perfect body image, but at some point, intelligent young ladies everywhere will begin to realise that those bodies being portrayed are very rarely real and that we all come in different shapes and sizes and our worth has absolutely nothing to do with that shape or size. We have to work on dispelling the myths that are causing our young people such anxiety and support building a society that places value on the important things in life.

wo brothers who attend the Eccles Primary School had to be rushed to the Georgetown Public Hospital after they were both struck by a container truck at Eccles, East Bank Demerara (EBD).

The injured boys, Ronel Roach, eight, and his younger brother, Ray, seven, of 154 Titus Street, Agricola, Greater Georgetown, were struck around 15:00h.

Guyana Times understands that the two lads were making their way home from school when the incident occurred.

This publication was able to speak to the eightyear-old victim in the presence of relatives who relayed what had occurred.

Unable to remember exactly what transpired, the

boy recalled being hit and when he opened his eyes, he saw his brother over the road crying and found himself under the vehicle.

From all indications, the seven-year-old boy was tossed over the road by the

impact.

The older brother further related that he was pulled from under the vehicle by a Police Officer. The Officer took the injured boys to the Ruimveldt Police Station, where he was directed to take them for treatment at the Georgetown Public Hospital. The two boys, surprisingly, were not seriously injured, but they were kept at the hospital for observation. Both boys bore multiple bruises about their bodies. The family members are calling for something to be done about reckless drivers on the roadways, as they were told that the driver of the truck was speeding.

The driver was taken into Police custody and is assisting with investigations.

In addition, as investigations continue into the issuance of the passports, the Police have confirmed that at least one of the passports found on the couple was re-

It was reported in sections of the media that while the passports might seem authentic from the outside, the information found on the bar code was totally different from the ones found on the information pages, hence they would have

been flagged in any country once they were used. Also, the passport numbers are fake.

Reports are that the convicted drug dealer and his 21-year-old reputed wife went to Suriname through the backtrack route but had the passports in their possession since it was their intention to travel beyond the Dutch speaking country.

Although the passports are bogus, the Guyana Police Force confirmed that they are identical to the present ones issued by the Chief Immigration Office, which is definitely a worry and more so a challenge for Police Officers and Immigration Officers at various ports of entry.

Citizenship Minister Winston Felix on Saturday announced that a full investigation has been launched to determine the circumstances under which Dataram and his

reputed wife were issued with the bogus documents.

The duo were nabbed in neighbouring Suriname just under a week ago and handed over to local law enforcement authorities.The passports bore the name David Persaud and Christine Persaud, with the year of issue being 2013 and 2016 respectively.

The investigation was launched to determine who and what documents were involved in their preparation, as well as the couple’s method of departure from Guyana.The Minister also guaranteed that those culpable will face the harshest possible action.

The revelation of the issuance of passports which helped the drug lord and his spouse escape the country brings into play the concerns raised by the People’s Progressive Party/ Civic Opposition of rampant corruption practices under the

Citizenship Ministry.

But the Ministry, which has responsibility for immigration services, insists that it inherited a number of challenges related to the integrity of the systems when the new Administration took office in May 2015 and has been working to correct those issues.

Dataram and his wife, along with two others, were charged with the possession of some 129.23 kg of cocaine at his home for the purpose of trafficking on April 16, 2015.

On September 27, while Dataram had already fled the country, he was convicted and sentenced to five years imprisonment and fined some $164 million. After his appearance on Tuesday, he was sentenced to another four years after he pleaded guilty to forgery, evading penalty and illegal departure.

GWI misleads Govt on water treatment system P ublic Health Minister, Dr George Norton is insisting that the Guyana Water Incorporation (GWI) denied using the controversial water purification chemical, Antinfek, in its treatment of water for public distribution; however, internal records prove that it has been used in wells at Diamond and the Soesdyke, Linden Highway, East Bank Demerara (EBD); and Bartica, in Region Seven (Cuyuni-Mazaruni).

Dr Norton told Guyana Times that when he contacted the water company to respond to the mounting concerns on its use of the disputable chemical, officials assured him that the substance is not being used for water treatment purposes, but is being used for testing.

The Minister said he is satisfied with the explanation and has no reason to distrust the information proffered by GWI. “They are not using it to purify the water. As far as the information I got from GWI, the public is not at risk (and) I would have no reason to doubt the integrity of the officials of GWI,” he stated.

But internal records seen by this publication confirm that the chemical is being used to treat water in at least three majorly populated areas in the country.

In fact, the internal communications illustrate that dosing pumps were being procured for the dosing of the Antinfek chemical in the well.

Additionally, the records from a July 2016 meeting show that the well at Diamond, EBD, is also being dosed with the Antinfek chemical to treat the water.

Subsequently however, the Executive Director of Operations said he ceased using the Antinfek chemical to treat the water at Diamond after the Water Quality Manager indicated that the laboratory cannot test and monitor the chemical.

During that meeting, the Managing Director somewhat disregarded the concerns of the Water Quality Manager, saying that she should conduct research on the use of the chemical since it is used in medical supplies across the world.

At this point, officials at GWI were aware that the chemical being used to treat

water wells across the country was questionable.

The Public Utilities Commission (PUC) on Monday ordered the GWI to halt the usage of this chemical but Guyana Times was unable to ascertain whether the water company will be complying with this order since it has not publicly acknowledged that the chemical is being used.

Efforts to solicit a comment from the GWI’s Managing Director, Dr Richard Van West-Charles on these unfolding events proved futile since he indicated his unavailability to speak because he was in a meeting when contacted at two intervals throughout the day.

In its public missive on the issue, GWI said it is still using the sole disinfecting agent in all the treatment plants, while laboratory studies are being done on the use of other treatment alternatives.

Guyana Times understands that a Dove Biotech representative claimed that Antinfek was “approved for sale in Guyana by the Pesticides and Toxic Chemicals Control Board of Guyana”. However, the Registrar at the PTCCB indicated to GWI by email that “records at the PTCCB do not show a registration/approval for this product.”

Notably, the importation of this chemical requires approval by the PTCCB under the law.

nnovative IT Solutions (IITS) on Tuesday donated a printer and a laptop bag to a University of Guyana student and has promised to support him throughout his academic journey.

The presentation was made to Wenston Mingo by company representative Pravesh Rajcoomar, at the company’s Lot 316 East Street, Georgetown head office.

IITS, a company specialising in computer repairs, security cameras, point of sale and networking, recently opened its doors to the public and has pledged to assist those in need in whatever way it can.

Following Mingo’s story, which was highlighted by the Mark Benschop Foundation, the management of the computer store decided to chip in to assist the 17-year-old who was selling bottled water on the pavement even though he excelled at his Caribbean Secondary Education Certificate (CSEC) examinations.

After his photo was posted, Metro Office and Computer Supplies offered the young man a job. He then

gained employment as a student at the University of Guyana with the assistance of the management and staff of the document centre. He is now pursuing studies in business at the university.

“This is a young man who is ambitious and we are committed to helping those kinds of persons. He has shown that no matter what the circumstances are, he will work towards his goals to becoming successful and we are happy to help him in his journey,” IITS’s management said.

During an interview, the youngster expressed his gratitude to the persons who have helped him thus far.

“I am very grateful to these persons because I don’t have to buy all these things,” he said, while adding that his faith in humanity has been restored. “It is amazing to see so many persons coming forward to assist me, some of whom I have never seen before.”

Mingo explained that he was forced to sell bottled water after he failed to secure a job. His plan was to save a little money daily and then register to start his studies.

On September 26, Digicel’s Vreed-en-Hoop outlet was robbed after three gunmen escaped with a quantity of the company’s mobile phones.

Additionally, the RH Value Supermarket at New Road, Vreed-en-Hoop, was also robbed and the female proprietor had noted that bandits grabbed her by the throat and pulled a gun on her son before they made off with $200,000 cash and $50,000 in phone cards.

Arson suspect charged with setting neighbour’s house on fire

n Essequibo Coast resident had to answer to the Chief Magistrate, Ann McLennan as to why he allegedly decided to set fire to his neighbour’s house when he appeared at the Georgetown Magistrates’ Courts on Wednesday.

Kamaka, Essequibo, pleaded not guilty to the charge when it was read to him.

It is alleged that on October 16, 2016 at Kamaka, Maruka, North West District (NWD), he maliciously set fire to a dwelling belonging to Jillian Cornelius.

The prosecution’s file is

yet to be completed; however, the court heard that the defendant and the Virtual Complainant (VC) were neighbours.

The prosecution had no objections to bail, and this was granted in the sum of $50,000.

The matter will be recalled on January 10, 2017.

Diarrhoea outbreak in Kamarang caused 86% concerned about local race by waterborne diseases – Minister relations – NACTA survey …calls on GWI for explanation

n outbreak of diarrhoea has hit the Amerindian community of Kamarang in Region Seven (Cuyuni-Mazaruni) owing to the absence of potable water.

Approximately 25 persons have already been affected and with a limited amount of purified drinking water in the community, the number of infected persons is expected to rise.

Public Health Minister, Dr George Norton made this disclosure during an interview with Guyana Times on Wednesday.

He explained that he is extremely concerned over the outbreak in his village and more worryingly, is the lack of drinkable water available to residents.

Dr Norton added that the

Guyana Water Incorporation (GWI) commenced works to drill a 200-foot well in the community; but to date, the well only stands at 50 feet deep.

“It only reached to 50 feet and it was halted. I am

concerned about that and I want GWI to explain the situation,” he stated.

Because of the absence of potable water, residents are forced to use water from the nearby river for domestic purposes and it is the suspicion of the Minister that the water is contaminated.

Usually, diarrhoea is caused by a virus that infects the gut. Some people call it intestinal flu or stomach flu.

Minister Norton said a team of health officials have already visited the area to dispatch treatment to those affected persons and to put measures in place to prevent a further outbreak.

He said residents were supplied with jerry cans attached with a water filtration system.

Over in Region 10 (Upper Demerara-Berbice), there has reportedly been an increase in the number of children treated for diarrhoea and vomiting at the Linden Hospital Complex over the past week.

However, Chairman of the Board of the medical institution, Mortimer Mingo said the situation should not be regarded as an “outbreak”.

Mingo added the institution was currently unaware of the source of the illness.

resident David Granger paid his final respects to the late Malcolm Corrica, who was popularly known by his stage name “Lord Canary” at a viewing ceremony held at the Sandy’s Funeral Home on Wednesday morning.

The Head of State also extended his condolences to the children of the deceased, Malcolm Corrica Jr, Jeffrey Corrica and Pauline Pierre, a Government Information Agency (GINA) release stated.

Lord Canary died on October 10, 2016, at the Diamond Diagnostic Centre at the age of 79. He had been suffering from hypertension and other illnesses, which resulted in the amputation of his left leg a few years ago.

The calypsonian, who was born on March 21, 1937, on the East Bank Demerara, was a member of the People’s National Congress (PNC), a party which he represented in Parliament for several years. During his tenure,

he served as Parliamentary Secretary, Ministry of Works and Communication, Minister of State in the Ministry of Internal Trade and Consumer Protection, Minster of State for Culture in the Ministry of Education, Social Development and Culture.

Corrica received the Medal of Service (MS) National Award in 1992 for his outstanding contribution in the political arena and in the field of music and entertainment.

he majority of respondents from a popular opinion survey believe that race relations in the country have worsened under the A Partnership for National Unity/Alliance For Change (APNU/AFC) Administration.

The opinion poll by the North American Caribbean Teachers Association (NACTA) is being conducted

by New York-based political analyst Dr Vishnu Bisram on contemporary social and economic issues. The survey interviewed 710 registered voters (43 per cent Indians, 30 per cent Africans, 17 per cent Mixed, nine per cent Amerindians and one per cent others) at random to reflect the composition of the population. The findings were analysed at a 95 per cent significance level with a marginal error of plus or minus four per cent.

Asked if they are concerned about the state of race relations in the country, 86 per cent said ‘yes’, with eight per cent not offering an opinion and six per cent saying ‘no’.

spondents feel race relations have gotten “better” or improved since the change in Administration, with 13 per cent saying it is “about the same as” during the previous Peoples Progressive Party/Civic (PPP/C) Administration’s last months in Office, eight per cent not offering an opinion and 67 per cent saying it has worsened under the coalition Government.

Asked if they think the coalition Government is racially biased, almost ev-

ery PPP and AFC supporter responded in the affirmative and almost every APNU (PNC) supporter said “no”.

Some 52 per cent of the respondents said the coalition Government is racially biased, taking care of its own traditional supporters and neglecting others.

According to the findings, they cited, among other evidence, hiring and firing practices, awarding of Government contracts and directing most resources to communities that traditionally support the PNC during elections.

Meanwhile, on the matter of corruption, almost everyone (including PNC and AFC supporters) feels the coalition Government has exhibited corrupt tendencies.

Some 56 per cent feel corruption has worsened under the APNU/AFC coalition with 12 per cent saying “it is about same” as under the last years of the PPP regime, seven per cent not offering an opinion and 25 per cent saying corruption has “lessened” since the change in Administration.

Nursing schools’ expansion projected for 2017

he Public Health Ministry will be looking to expand its nurses’ training programme in 2017 by carrying out expansion works to two nursing schools, namely Charles Roza School of Nursing in Linden and the New Amsterdam School of Nursing.

According to a Government Information Agency (GINA) report, the expansion of the Charles Roza School of Nursing in Linden is expected to come on stream early 2017. The plans in place for the expansion are intended to accommodate nursing and other allied healthcare students for training from hinterland Regions One (Barima-Waini), Seven (Cuyuni-Mazaruni), Eight (Potaro-Siparuni), Nine (Upper Takatu-Upper Essequibo) and some parts of Region 10 (Upper DemeraraBerbice).

Director of Health Sciences and Education, Public Health Ministry, Wilton Benn said there are plans to have more classroom space at the Charles Roza School of Nursing in Linden.

“We are paying attention to the expansion of the Charles Roza School of Nursing. Emphasis will be directed towards being able to provide more classroom faculty space because Charles Roza is the school that focuses heavily on the training of interior people.”

Roza School of Nursingis $35 million. Benn added that the plans include the facilitation of a new hostel for hinterland students that are currently accommodated at the Watooka hostel.

The Charles Roza School of Nursing currently houses approximately 80 nursing and allied healthcare students who are predominantly from Linden. In addition, there are about 14 tutors providing education services at the school.

Hinterland nursing students trained at this facility are expected to be deployed into their areas of origin to serve the population in their capacities. However, the environment for learning needs to be comfortable and the number of students, as well as tutors placed at a nursing school should be balanced thereby encouraging efficient learning.

Meanwhile, at the New Amsterdam School of Nursing plans have been made to complete expansion

works that have started in 2015. In addition, $20 million has been requested for the construction of a hostel at the location, GINA added.

The construction of a hostel at the New Amsterdam School of Nursing will accommodate students from riverine communities in the Canje and Berbice rivers, some areas of Region Five (MahaicaBerbice) and other far flung communities in Region Six (East Berbice-Corentyne).

Benn explained that the New Amsterdam School of Nursing, which initially started in 2015, will be treated as a roll over project for 2016.

Proposals for these expansions have been made for inclusion in the Public Health Ministry’s of 2017 budget.

The expansion of these nursing schools will eventually strengthen healthcare systems by ensuring that healthcare professionals can access quality education and training throughout Guyana.

Exxon boss tells peers, Saudis their oil supply crunch bet is wrong

xxonMobil’s boss Rex Tillerson told Saudi Arabia’s Energy Minister Khalid al-Falih on Wednesday that fears of a new global oil supply crunch were exaggerated as the US oil industry was adapting to the low price shock and was set to resume growth.

The remarks by Tillerson, who is due to retire before March next year, about the resilience of the US oil industry come as the Saudis have

effectively abandoned their strategy to drive higher cost producers out of the market by ramping up cheap supplies from their own fields.

More than two years of downturn that saw oil prices halve to around US$50 a barrel today after a boom in US shale oil production have led to a sharp decline in investment.

Oil, earnings lift Wall Street but Intel drags

S stocks notched a second straight day of gains on Wednesday, as climbing oil prices lifted the energy sector and earnings from Morgan Stanley provided a boost to financials.

Brent crude settled up 1.9 per cent and US crude settled up 2.6 per cent after touching a 15-month high following a government report that showed a sharp drop in domestic inventories for the sixth week in seven.

The energy sector rose 1.4 per cent, its biggest gain in seven sessions. A 4.2-per cent rise in Halliburton also provided a boost after the world's number two oilfield services provider posted third-quarter results.

Morgan Stanley gained 1.9 per cent after posting a better-than-expected quarterly profit to round out a string of solid results from big US banks. The financial sector has risen in three of the

past four sessions for a 1.7 per cent advance.

"We’re up because the (earnings) numbers are so great, the forward guidance is great and the banks just knocked it out of the park," said Ken Polcari, Director of the NYSE floor division at O’Neil Securities in New York.

"In the end, this quarter of earnings will not be negative, they will be slightly positive after it is all said and done."

A disappointing revenue forecast from Intel capped the advance on Wall Street, however. The chipmaker tumbled 5.9 per cent as the biggest drag on each of the three major indexes. The PHLX semiconductor index shed 0.45 per cent.

With 70 companies in the S&P 500 having reported earnings through Wednesday morning, 80 per cent have topped earnings' expectations. Third-quarter earnings are now expected to in-

crease 0.5 per cent, according to Thomson Reuters I/B/E/S, which would be the first quarter of growth in five.

The Dow Jones industrial average rose 40.68 points, or 0.22 per cent, to 18,202.62, the S&P 500 gained 4.69 points, or 0.22 per cent, to 2144.29 and the Nasdaq Composite added 2.58 points, or 0.05 per cent, to 5246.41.

The US economy showed some signs of rising wage pressures in September and early October, but overall compensation growth remained modest, the Federal Reserve said in its Beige Book report.

Advancing issues outnumbered declining ones on the NYSE by a 2.40-to-1 ratio; on Nasdaq, a 1.52-to-1 ratio favoured advancers.

"Bridge for Peace" takes healing to In last debate, Clinton and Trump Linden through surgical Mission battle over Russia's Putin

indeners are presently benefiting from medical services offered by the Raphael Medical Missions, the medical arm of Bridge for Peace, a Christian international organisation with the motto of providing "Healing to the nations through Jesus Christ".

The team, which consists of four doctors and four nurses, is presently providing free surgical and other medical services at the Linden Hospital Complex (LHC); it is the team’s first visit to the community. The organisation is in Guyana for the third time and commenced its services in Linden, Region 10 (Upper Demerara-Berbice) on Monday and will continue until Friday.

Members include doctors in the areas of anaesthesia; ear, nose and throat (ENT) specialists; obstetrics/gynaecology (OB/GYN), pre-op and post-op services; as well as internal medicine, among others.

Speaking with Guyana Times on Monday, Medical Doctor and Founder of Raphael Medical Missions, Dr Scott Silverberg, related that the organisation is a Christian Ministry which focuses on the physical, spiritual and emotional healing for patients by ministering to them in times of need.

He emphasised that there are limitations as to what medical science can do, therefore, apart from the physical aspect, supernatural help is also sought through prayers. In relation to the services offered at the hospital, he disclosed that at least one hysterectomy was already performed and another was scheduled for the same day – those patients were seen at Monday's clinic; in addition to three more surgeries which were scheduled for Tuesday. "We'll see patients as they come in and then we'll operate on the ones that we're able to do with the surgeons that we have…,” he said.

Dr Silverberg explained that while the Linden Hospital is well equipped, the team also brought along donations obtained through fundraisers in the US. However, he said most of the items brought are already available at the hospital. Rather than have them discarded, Dr Silverberg said they will be used to restock

"Of the hospitals that we've been to on missions, this hospital is one of the best equipped hospitals we've ever been to," he stated, while adding, "We will be travelling to the hospitals, the different units to see what's missing, what equipment it doesn't have and what we can (provide) on our next trip.

Instead of bringing more disposable equipment, we can bring something that would stay and be advantageous to the doctors and nurses here.

That's what we would like to do for our next trip, besides providing services to the people," he stated.

He said too that the team recognised the shortage of ENT specialists in Guyana and thought it would be best to make the service available through the outreach, while he added that they are also hoping to return on a regular basis in an effort to build a relationship with the people.

Another mission member, Doctor Candace Cummings, who is a Guyanese by birth, said she has been with the organisation for the past nine years assisting the team with pre-op evaluations.

Additionally, Dr Cummings is also assisting with post-op, in cases where there might be patients with medical complications, in addition to participating in a medical clinic.

Dr Cummings said, as a Guyanese she thought it would be a great idea for the team to conduct a surgical mission here.

"We've gone to Zambia, Africa; we've done many missions there, but one of the things that I've said to them is that I wanted them to come to Guyana. So two years ago, I did that first mission and I brought in a couple

of people… to do some medical relief work and we did that along the East Bank of Demerara. One of the things that we wanted to do was to bring a surgical team because we do have a team of surgeons who are a part of this Bridge for Peace Ministry.

So this year we decided to do surgery… the Ministry of Health said yes, there's an area where there's a need here in Linden, and so that's how this got started…," she explained.

Meanwhile, ENT surgeon, Dr Kevin Braat, who is here for the third time, noted that through the Public Health Ministry, the team arranged to come to Linden to establish a relationship with the people to undertake similar initiatives. The aim, he said, is to find out what the needs of the community are and see what assistance can be provided.

Dr Braat revealed that services for patients with hearing loss is a challenge faced by the country. He shared his interest in assisting with hearing aid services, which would be explored through the Public Health Ministry.

Also working in collaboration with the team are members of Bridge the Gap organisation, which consists of Social Worker Ismay Griffith and facilitator Jocelyn Wilson. The team will be conducting talks on suicide and abuse.

Bridge for Peace is a worldwide organisation based in several countries namely, the United States, Brazil, Uganda and Australia. Raphael Medical Missions aims at providing services through surgical missions, clinics and training.

Essequibo man sentenced to 6 years for killing fisherman

hortly after the ceremonial opening of the Berbice Assizes October session on Tuesday, murder accused Gregory Nohar was called to the dock.

He was indicted for the October 6, 2015 murder of Ronald Emmanuel Reid, called “Manny”, of Lot 25 Castello Housing Scheme, Georgetown, which took place off the coast of Lichfield, West Coast

Berbice.

The murder stemmed from an argument between three fishermen, inclusive of Nohar and a brother. It was during the argument that the accused whipped out a knife and inflicted a single, fatal stab wound on 27-yearold Reid.

In a confession statement, Nohar had told Police: “I jook he.”

When he was called to answer the murder charge,

the man declared that he was guilty of the lesser count of manslaughter. The prosecution had no objection to this.

Nohar explained that he was being teased and became provoked and committed the act.

Justice Ramlall initially handed down a seven-year sentence, but deducted one year as Nohar had already spent the time in prison since his indictment.

epublican Donald Trump and Democrat Hillary Clinton battled sharply over the influence of Vladimir Putin on Wednesday, with Clinton calling Trump the Russian President's puppet and Trump charging Putin had repeatedly outsmarted Clinton.

In a third and final US presidential debate that focused more on substantive policy issues than the personal attacks of the first two debates, the two presidential rivals had tough but issuesbased exchanges on abortion, gun rights and immigration during the 90-minute showdown.

During a discussion about his stance on immigration reform, the Republican presidential nominee reiterated his stance on deporting undocumented immigrants from the country and used a Spanish word to make his point.

"We have some bad hombres here and we're going to get them out," he said.

With regard to Putin, Clinton said Trump had refused to condemn Putin and Russia for recent cyber attacks.

"He'd rather believe Vladimir Putin than the military and civilian intelligence officials that are sworn to protect us," Clinton said.

US intelligence agencies and the Department of Homeland Security have said the Russian leadership was responsible for recent cyber attacks on the Democratic National Committee and the leaking of stolen emails.

Trump rejected the idea that he was close with Putin, but suggested he would have a better relationship with Russia’s leader than Clinton.

"He said nice things about me,” Trump said. “He has no respect for her, he has no respect for our president and I’ll tell you what, we’re in very serious trouble."

Clinton responded: “Well, that's because he'd rather have a puppet as President of the United States.”

"No, you're the puppet," Trump retorted. "Putin has outsmarted her and Obama every single step of the way," he said in a reference to US President Barack Obama, a Democrat like Clinton.

Clinton also said Trump had been "cavalier" about nuclear weapons and should not be trusted with the nuclear codes.

Trump seeks to reverse his fading momentum in a US election that opinion polls show is tilting away from him. The New York businessman, 70, has been damaged by several accusations he groped women - which he denies – and

concerns about his claims the election will be rigged against him.

Clinton, 68, promised to appoint justices to the Supreme Court who would uphold a woman's right to abortion laid out in the court's 1973 Roe vs Wade decision, while Trump promised to appoint what he called "pro-life" justices who would overturn the decision.

Clinton, a former Secretary of State, US Senator and First Lady, leads in national polls and in most of the battleground states where the election will likely be decided. The debate was her opportunity to make a closing argument on why she is best suited to succeed Obama.

Trump's White House bid has been marked by personal squabbles and controversial comments about immigration and minorities.

Most recently, he has urged supporters to patrol polling places in inner cities to prevent voter fraud, and tried to fight off several allegations that he groped women.

Clinton has struggled to get past concerns about transparency raised over her use of a private email server for work communication while she was secretary of state from 2009 to 2013.

Asked to take first strike, Meten-Meer-Zorg made good of the offer to chalk up 174 before they were dismissed in the 38th over. Emmanuel Chrisnauth led the way with 40 and was supported by J. Maxwell and M. Nandkishore, who made 24 apiece. Bowling for Independence, Anand Bharrat claimed 3-32 from eight overs.

In pursuit of the target, Independence fell four runs short as they were bowled out in 37.2 overs for 170 despite a determine half century from Shiv Gobin.

Gobin played well for 63 which contained four fours and five sixes. Johnny Paton chipped in with 30. Looknauth Chinkoo was the pick of the bowlers for the winners, finishLooknauth ing with 4-25 from eight overs while N. Chattergoon ended Chinkoo with 3-39 from eight overs.

Gonsalves confident of Best badminton team selected – Ramdhani strong showing by swim team

oach of the Guyana swim team for the Inter Guiana Games (IGG) Shyka Gonsalves is expecting the unit to perform well when the pool events get on the way Sunday at the National Aquatic Centre, Liliendaal.

Guyana Times Sport spoke to Gonsalves on Wednesday evening and she disclosed that “I expect all our swimmers to do well; I expect all of them to PB [Personal Best] and have fun.”

The 12-man team has been in training for the past weeks but the coach explained that the various schools have hampered the training regime for the athletes.

She stated, “training is okay, they have been working but we have been affected by school sports since a lot of our swimmers have been running, so they have been a bit tired and it is kind of tough for them since they have to continue to train and recover from last week but they are doing their best and it should be

fun.”

The team will come up against a powerhouse team from Suriname, where the swimmers are likely face many swimmers whom they competed against at the regional Goodwill Swim Meet that was held last month but Gonsalves believes that a strong showing by the Surinamese will result in an improved showing by Guyana.

“Suriname always bring their game and it is good for us because it will mean we will have to raise our game and see how well we can get on top,” the coach.

In the final days of preparation, the Gonsalves explained that the team “will be working on sharper entries and faster exists of their hands.”

The team is headed by Olympian Hannibal Gaskin and Goodwill Swim Meet medallists, Jadyn and Danielle George. Gaskin leads the Boys’ team which also includes Goodwill Swim Meet 2016 silver medallist Phillip DeNobrega, bronze medallists Nathan Hackett and Omar Adams, as well as Antonio Rodrigues and Alex Winter.

The George twins will be joined on the female team by fellow Goodwill Swim Meet medallist Kenita Mahaica, Lian Winter, Anna Isaacs and Amy Grant.

resident of the Guyana Badminton Association, Gokaran Ramdhani believes that the team selected to represent Guyana in Badminton at this year’s Inter-Guiana Games (IGG) renamed the ‘Goodwill Games’ following French Guiana’s decision to sit out this year, is the best team available at the present time.

Guyana won silver in 2014, the first time Badminton was introduced in the IGG. Ramdhani indicated that the top male player, Narayan Ramdhani is currently on scholarship in Vancouver and cannot participate but nevertheless the team is in good hands with some experienced players.

It is also understood that the team was selected based on a unique updated ranking system that the Badminton Association implements as well as sticking to the rules of the Games, being all athletes must be under 19 years old and enrolled in an educational institution.

Regal gunning for another softball double

fter convincing victories in the semi-finals of their respective categories in the Wolf’s Challenge Cup 2016, Regal All-Stars and Regal Masters are in line to complete another softball double.

In semi-final action played last Sunday at the Demerara Cricket Cub (DCC) ground, Queenstown, Regal Masters (over 45 years old) set up the final clash with dark horses Mike’s Wellman after dumping Albion Masters by five wickets while Mike’s Wellman booked their place after a convincing victory over Parika Defenders.

Wellman did well with the ball to bowl out Parika Defenders for a paltry 95 with Greg De Franca picking up 4-19 and Motielall Chumandat 2-33.

Only Davenand Khannan with 21 looked threatening before he was dismissed. In eply, Nandram Samlall scored 40 and got valuable support from Lloyd Ruplall with 26 as they reached 96/3 using just 13.5 of their 20 overs.

Kamesh Persaud was penetrative with the ball in snaring 2-15.

Regal Masters had a challenging semi-final clash with Albion Masters but at the end of the high scoring game it was the Campbellville Georgetown based team that advanced.

Albion Masters took first strike and got to 185/5 with the consistent John Sumair hitting a strokefilled 84 while Veerapen Moonsammy weighed in with 49. Fazleem Mohamed was the most outstanding Regal Masters bowler with 2-35. Mahesh Chunilall (51), Eric Thomas (28) and

Eon “Rapper” Abel then got to work in a well calculated run chase of 186 which was achieved with one over to spare and five wickets in hand. The hard fought game will make Regal Masters go in to the final as favourites having been pushed harder and coming out quite easily but Wellman will be no push over as they have played beautifully to date.

In the open category, Speed Boat knocked out hosts Wolf Warriors in another high scoring thriller.

Batting first, Wolf Warriors tallied 165 all out off the last ball of their innings to which the West Bank Demerara side replied with 166/5 from 17 overs. The hard hitting Lennox Marks fell two runs short of a well composed half century while captain Wazir Husain made 28.

Speed Boat will compete against Regal All-Stars who were all over East Bank Demerara side, Herstelling Raiders. Herstelling were bowled out for 172 with Michael Alexander (54) and Amir Khan (31) getting useful knocks. Fast bowler Sachin Singh took 4-25 for Regal who raced to 178/1 from 12.4 overs with Patrick Rooplall 64 not out and Navin Singh 40 not out seeing their team to another softball final.

All roads lead to the DCC ground for two semifinals and three spectacular finals this Sunday beginning at 9:00h. The ladies will take the field first with Trophy Stall Angels battling Blue Divas on Pitch 1, while 4R Lioness will play Mikes Wellwoman on pitch 2 simultaneously for places in the final.

Then at 11:30h, the

Masters final will be played with the winner walking away with the Wolf’s Challenge Cup Masters title and $100,000 while the losing team receives the runner-Up Trophy and $25,000.

The Man of the Match in the final will pocket $5,000 and a trophy. Player of the tournament in the Masters category will also receive a trophy and $5,000.

At 14:45h, the winning female teams will emerge for the female final with the winning team guaranteed a Trophy and $50,000, while the runner-up will leave with a trophy and $25,000.

The Most Valuable Player (MVP) of the final and player of the series will also receive a Trophy and $5,000 each.

The grand finale will be at 16:30h when the Open Male Final bowls off between Speed Boat and Regal All-Stars. The champions will receive the Wolf’s Challenge Cup Trophy and $100,000 while the losing finalist will get the runnerup trophy and $25,000. The MVP in the finals and Player of the Series also receives a Trophy + $5,000 each.

The closing ceremony is at 20:00h. This competition started in March earlier this year, but was hindered by the prolonged rainy season.

n an effort to keep the popular sport of domino going on the Essequibo island of Wakenaam, the Good Success New York Group dominoes competition will be contested on October 23 at Carlosh Sports bar.

ngland put in a dominant display to win the fifth and final one-day international against West Indies by five wickets and take the series 3-2.

Alex Hartley took 4-24 and Katherine Brunt 3-23 as the hosts were bowled out for 155, despite captain Stafanie Taylor’s 57.

England looked tense at 56-2 in the chase, but Nat Sciver’s unbeaten 58 saw them home with 67 balls to spare.

The victory means England are one win away from World Cup qualification.

That could - and should - be achieved on the tour of Sri Lanka in November, when England will play three matches in the ICC Women’s Championship.

Taylor once again held the innings together with her third half-century in the five matches but when she was stumped it gave Hartley a 13th wicket of the series, an England record in ODIs. With Brunt and off-spinner Knight running through the lower order, West Indies lost their last five wickets for 24 runs.

t seems that the gas has run out on Gokarting in Guyana due to faulty karts and a downgraded track for racers but President of the Guyana Motor Racing & Sports Club, Raj Boodhoo explained that the upgrades that are currently ongoing are geared at rejuvenating Go-Karting in Guyana.

When Guyana Times Sport spoke to the President, he explained that “We have been doing some upgrades on the Go-kart facility because we believe we can get all the kids to come here and drive and that will be our breeding ground to take us to the next level of motor racing.”

Boodhoo further explained that “we got into a 10–year agreement with GT Motor sports and in about two weeks time we will have a new and expanded track with other amenities.”

It is understood that a new Go-kart series is also on the cards, as the Club President stated, “They have like 20 karts arriving, so we will have a full grid, and we have widened the track so we can accommodate more drivers at the same and we will have a good season.”

He added, “For sure, that is the reason we got into this agreement, expand the gokarting and expand South Dakota to bring more drivers into the system.”

With Guyana seeking to broaden its doors as it regards international racing, upgrading of the South Dakota Circuit will be necessary and the president has reiterated that getting Fédération Internationale de l'Automobile (FIA) level three standard is important.

“We have started working, I don’t want to put a time frame on it, we can finish it in a year and it all depends on the money” Boodhoo disclosed.

While Go-Karting and making the motor sport more public friendly in Guyana is a great initiative, the immediate focus of the club will be the final leg of the Caribbean Motor Racing Championship (CMRC) which will be held November 12- 13 at the South Dakota Circuit.

UG Inter-Faculty Track & Field athletic meet postponed

he University of Guyana (UG) Interfaculty Track & Field Championship billed for October 19 & 20, 2016 has been rescheduled to Semester II of the current academic year, to coincide with the semester break.

This is according to a press release issued by the tertiary learning institution on Wednesday.

The release further stated that, the decision to post-

the Athletic Association of Guyana (AAG), the ground was deemed technically unsuitable, therefore, the required sanction from that Association for the meet would likely be withheld.

An alternate and suitable off-campus venue could not be secured for the scheduled week of the semester break in the current semester.

riendship Secondary School defeated Xenon Academy to start their 2016-17 Guyana Cricket Board (GCB)/ National Secondary School Cricket League campaign off to a winning start.

Played on Wednesday at the Everest Cricket Club ground at Carifesta Avenue, Friendship scored 138 after 20 overs. Jamal Scott top scored with 38 including six fours and was supported by his skipper Orlando

Mavendra Dindyal Ghisiawan, who notched 24 with three boundaries.

Bowling for Xenon Leonard Thomas snared 3-1 from four overs.

In reply Xenon were dismissed for a paltry 57,

Jamal Scott with only Thomas showing fight by scoring 14 while Ghisiawan and Scott returned to be their opponents’ chief wreckers with figures of 4-8 from 3.3 overs and 3-9 from two overs respectively.

Due to Scott and Ghisiawan’s efforts their school won the match by 81 runs.

Meanwhile, on Tuesday reigning champions Chase Academy registered their second consecutive victory to advance to the next round when they defeated The Bishops’ High School (BHS) at GNIC ground.

The defending Champions were too good for BHS, dismissing them for 115 in 28.5 overs. Troy

Persaud followed up his unbeaten 74 in his first match with a top-score of 35 and Sachin Ramroop supported him with 22. Bowling for Chase Academy, Dwain Dick bagged 5-16 while Tyrese Trescot and Sachin Singh took 2-14 and 2-16 respectively.
