He said the Defence Force should not look forward to an increase in its staff strength at the moment, but instead should rely on the reserves unit, which was dismantled almost 20 years ago, for support.

“The strength of the Guyana Defence Force is not going to be increased above the current capacity levels. The Force, however,

“Guyana’s borders are too extensive, its landscape is too expansive and the cost of maintaining large regular units, too expensive if we are to preserve our territorial and coastal security,” the Head of State noted, continuing that the reserves would support and supplement the regular force, as reservists will be deployed to every region to ensure that Guyana’s defence is total and comprehensive.

olice are on the hunt for a man who allegedly chopped a baby to her head during a heated argument with her father over a stolen fowl at Two Friends Village, East Coast Demerara (ECD).

The incident occurred sometime between 15:00h and 16:00h on Wednesday when the child’s father, Deon Daly was approached by the perpetrator commonly called ‘Satan’.

Reports are that Daly was sitting on the stairs of his home holding his oneyear-old daughter when he noticed ‘Satan’ on a bicycle armed with a cutlass riding up to him.

An argument ensued over a stolen fowl and “Satan” threatened to chop Daly along with his baby.

Guyana Times was told that upon hearing those threats from ‘Satan’ the father quickly tried handing over his daughter to her mother who had rushed to her husband’s side when

the argument began.

However, ‘Satan’ managed to chop the child’s head as she was being passed from father to mother.

According to a police source Daly tried to shield his baby from further injuries which resulted in him being chopped on his hand. On-lookers who had gathered when the commotion began managed to prevent ‘Satan’ inflicting more wounds on anyone else.

A report was made at the Clonbrook Police Outpost, ECD, and the baby was immediately rushed to the Georgetown Public Hospital.

It is unclear as to the baby’s condition at this point in time.

However he assured that investigators are working assiduously to have the suspect caught.

Today the border deployment is no longer hampered by inadequate troop strength,” Brigadier Phillips said.

pposition parliamentarian and economist Irfaan Ali says that the Guyana Power and Light (GPL) is in a better financial position to reduce the costs and tariffs for electricity by at least 30 per cent over the next few months which will result in huge savings for the taxpayers and the Private Sector.

Ali, speaking during an exclusive interview with Guyana Times on Thursday, maintained that both GPL and the Government were pocketing millions of dollars in savings as a result of the significant decline in the price for a barrel of oil and fuel generally on the world market since mid-last year.

He stated that a simple analysis of the situation would prove that the price for oil plummeted from between US$130-US$110 to US$30US$20 per barrel of oil.

Ali, a former acting Industry and Commerce Minister under the People’s Progressive Party/Civic (PPP/C) Government, maintained that these slumping oil prices had no doubt positively affected the state of affairs at GPL and the Guyana Oil Company (Guyoil).

He argued that as a result of the drop in the price for oil internationally, GPL in particular would have seen a 40 per cent to 60 per cent reduction in its overall operating costs and expenses since the purchase and importation of oil accounted for a significant percentage of the previously high related costs.

“GPL, therefore, needs to reduce its overall tariffs and electricity costs in a comparative manner to the drop in the price for oil and local operating expenses,” Ali reasoned.

The economist said it was “unfortunate” that the company had not decided to do the right thing by the Guyanese public.

“I will continue to call for this 30 per cent decrease in the costs as I hold the view

strongly that GPL and the Government are practising bad economics which will not see the lives of Guyanese further developed,” he remarked.

The economist’s call is coming at a time when GPL’s overall technical and nontechnical loses are on the decline.

Meanwhile, former Junior Finance Minister Juan Edghill, in an invited comment, stated that a recent admission by Public Infrastructure Minister David Patterson that the cost of production of electric-

“The Minister of Finance must act and must act now… the benefits of the reduction must be passed on to the people. It could be considered immoral and unethical for Government to be profiteering on the backs of the poor by passing on high prices at the pumps to Guyanese,” Edghill told Guyana Times.

The former Finance Minister questioned why the Government was so reluctant to make the adjustments so that the average Guyanese could enjoy the real benefits of record low fuel prices on the world market.

When contacted for a comment on the matter via his mobile, Minister Patterson declined, saying “you could write whatever you like… I always have a no comment for you”.

Minister Patterson went on to instruct this newspaper to write his secretary for any replies that may be needed.

He has been one of the most uncooperative members of the Granger Cabinet especially with respect to divulging reliable information about the entities and their activities which fall under his portfolio despite the continued admonition of President David Granger that his Government must be open and transparent as well as answerable to the media and populace.

Another endangered industry

elective rising prices, stagnant wages, unemployment and underperforming industries and utility services can best describe events in the economy now also deep into a period of drought that has made things even harder.

Can it get any more dismal? Apparently it can.

Now, arbitrary decisions such as the sudden move to halt aerial rice crop spraying due to perceived pesticide and fertiliser worries has left an already reduced-by-drought rice industry in a state of limbo.

Was there any industry consultation? Was there an emergency plan for farmers to switch to a Pesticide Board approved Brand X or to another cost-effective process, instead of the abrupt command to stop?

According to the Agriculture Minister, a policy on aerial spraying is currently being drafted and should be revealed in the next two months. That may be so but what happens to the rice crops in the meantime?

The insect infestation and the need for fertilisers will not wait for a policy so by the time that is sorted out who knows what will happen to the crops needing spraying now.

The farmers know, if not the pesticide board and the government: along with the effects of the drought, crops will die of infestation while the lack of fertiliser will create inferior quality rice and low yields, further reducing rice farmers’ livelihoods as well as perhaps induce rice shortages in the country, along with the possible rejection of Guyana’s rice on the world market – a market already also in limbo.

It is admirable for the government to seek a “Green Guyana” policy, but it must be done with regard for the livelihoods of all concerned, and measures immediately put in place to provide alternative greener and sustainable policies. We cannot starve the horse while the grass grows.

While there have been many countries that have indeed banned aerial spraying due to human safety concerns, in Guyana it is the responsibility of the Pesticide and Toxic Chemicals Control Board (PTCCB) and the agriculture ministry to facilitate a plan that seeks to provide safer alternatives without hurting ordinary citizens and the rice industry.

The Board made the decision based on what they described as safety concerns for citizens but it was also necessary for them to meet with all concerned, including the rice industry, to quickly find these alternative “green measures”, not jeopardise the already crippled industry.

In coming to their decision – a process that only a select few at the board seem to be aware of – the PTCCB should have informed those involved in the rice industry, including those who import the chemicals, of their pending decision so that appropriate and immediate plans could be put in place to cater for the ban.

In so doing, the current situation would have been mitigated or at the least made provision for by rice farmers.

The fact that there are few alternatives to aerial spraying means those involved need to look at those alternatives that include increased buffer zones and advance notice to persons who may be affected by drift.

It should not include uneconomical alternatives that further deplete the finances of the industry.

Whatever decisions are made requires the PTCCB to stop endangering livelihoods with decisions that offer no alternatives. Along with government input, the relevant agencies need to work together to form a plan to allow for the ban not to adversely affect rice farming in Guyana.

Attack on Freddie condemned

Dear Editor, This has reference to the news item on charges filed against two individuals for throwing miasmic substance on controversial columnist Freddie Kissoon. The matter must not be pre-judged and the gentlemen must be given a fair hearing especially that they allege they were beaten to force a confession.

When the faecal matter was thrown on Freddie a few years ago, Professor Churaumanie Bissundyal and I were among the first to condemn the attack. As much as Freddie had expressed his dislike for us

in his columns and pelted a lot of faeces on us as well as on other objective writers like Ravi Dev, Baytoram Ramharack, etc, throwing faeces on Freddie must be condemned. That type of behaviour cannot be tolerated.

As I noted then and reiterate now, the fact that Freddie dished out a daily dose of unsubstantiated “literary faecal matter” on others does not give the victims the right to physically attack Freddie or to literally dump faeces on him.

However, those attacked with the pen should have the right to respond, a right that

media in which Freddie’s faecal writings appeared, has denied to many, including me. Some have justified the attack in Freddie as a tit for tat because he did not support a response in his paper. It was wrong.

The court will judge the guilt or innocence of those accused of dumping faecal matter on Freddie especially now that the accused allege they were beaten to confess to the charge.

Justice must be served! It is noted that those Freddie accused of throwing the faces on him are not the people who were charged.

I urge Freddie to stick to facts to give his claims credibility and to support allegations with irrefutable evidence. He must stop inventing information and data.

He must cut out the faecal attacks on those with whom he has disagreements and write professionally and unbiased.

He can emulate the writing style of Dev, Prof Ramharack or Ralph Ramkarran for objectivity and balance.

Why is City Hall so thin skinned?

Dear Editor, I see the Public Relations Officer of City Hall constantly writing letters in the Dailies condemning persons who criticise them in the press, advocating what a wonderful job the Georgetown Municipality is doing and even pronouncing that the concerns being expressed by letter writers are being done out of malice rather than genuine concern.

Clearly the PRO is living in an ivory tower if she

really believes what she is saying or is merely a mindless mouthpiece for her superiors. But the point to be made is that rather than condemning the letter writers she should refute their concerns if she could.

Could she deny that there is rampant nepotism and cronyism at City Hall, when she has obtained employment for her own daughter and other relatives and friends?

Can she reject the sloth and deception at City

Hall when she is engaged in work for the local water company during normal working hours? Can she deny that the City’s Treasury is now empty and the overdraft has spiked to its limit due to fiscal irresponsibility by bloating the payroll, contracting out most municipal services without acceptable tender procedures and embarking on a spending spree?

Can the PRO contradict the fact that City Hall has

not had a proper external audit in two decades?

Public relations is a distinctive management function which helps establish and maintain lines of communication between an organisation and its public, not to try to muzzle persons from making constructive criticism or to try to hide the incontrovertible truths about their organisation.

Dear Editor, I refer to two articles in another section of the media – one dated February 24, 2016 under the caption “E’bo folk urged to vote in LGE” and “Use LGE to unite communities – AG tells Linden dinner” on March 1, 2016.

Editor, both articles referred to the Attorney General addressing the two audiences one in Linden and the other in Georgetown on

Local Government Elections (LGE) which has me confused between the portfolios of Attorney General and the Minister of Communities, the latter with whom I understand Local Government responsibility lies.

Further, neither of the two activities was a public forum on LGE but rather partisan campaigns for two candidates in Linden and the other for PNCR

and AFC representatives in Essequibo whom also included the REO. Editor, how could the Attorney General ask us to “use LGE to unite communities” while using his office to engage and promote a partisan political agenda.

I’m very concerned about the mixed messages this coalition Government, which campaigned on change and abuse of office by the last re-

gime, is sending in the local communities. This conflicting role is a reason why national political parties should have been absent from the LGE.

Unbiased assessment of facts for I encourage Juman-Yassin issuance of productive forest to join me in investing in our country

Dear Editor, As a forester for three decades, I will agree with policy makers that Guyana’s forest resources belong to all the people of Guyana and it must be guarded and preserved for generations to come to provide sustenance for our indigenous people and further development of our beloved country.

Over the past few weeks I noted the much prominence given to Minister Raphael Trotman’s claim that all the productive forest was shared out under the previous government. There were a lot of figures floating around and numerous comments from some touted as experts and specialists in the fields of forestry and environment.

However, a simple analysis from the Allocation of State Forest to Concession Holders will give a clear example of which government issued what.

One newspaper which has been very critical of the forestry sector stated “82% of large timber concessions granted to foreigners”. This can be very misleading when it is being suggested that the previous government shared out all productive forest. Be the judge of the facts: Barama Company Ltd (1991) 1,601,653 hectares; Demerara Timbers Ltd (1991) 218,910 hectares; Demerara Timbers Ltd (1991) 297,343 hectares; Amcar (1990) 44,449 hectares. 2,162,355=47.5% of total allocated (4,548,613 ha) concessions issued to foreigners.

A Mazaharally & Sons (1985) 65,463 hectares; A Mazaharally & Sons (1985) 91,209 hectares; Ganesh Singh (1990) 33,244 hectares; Interior Forests Industries Inc (1985) 70,442 hectares; Toolsie Persaud Ltd (1985) 123,857 hectares; Willems Timbers & Trading (1985) 55,988 hectares; Willems Timbers & Trading (1985) 56,619 hectares; Nagasar Sawh Ltd (1985) 29,176 hectares. 525,998 = 11.5% of total (4,548,613 ha) concessions issued to locals. Grand total issued pre 1992 =2,688,353 = 59.1% of total (4,548,613) issued to both locals and foreigners. Table shows figures of allocations made prior 1992 extracted from the allocation of state forest concessions as published on the Guyana Forestry Commission’s website: http://www.forestry.gov. gy/state-forest-allocationsummary-3/ Simple calculations of the table above for foreign issuance of concessions under the PNC pre-1992 would reveal that 47.5% was issued to foreign companies of the total allocation of 4,548,613 hectares.

So I don’t see what the fuss is about when the current government as the PNC is guilty of the same crime as they are accusing the previous government of sharing out Guyana’s productive forest to foreigners. The facts are there but Minister Trotman and other so-called specialists and experts are deliberately neglecting to highlight or to do a compar-

ison of concessions issued by the PPP/C against the PNC now APNU/AFC. In fact, from my calculations the total concessions (foreign and local – 2,688,353 ha) which was issued pre1992 accounted for 59.1% over the grand total of concessions to date (4,548,613 ha). So the contention that all of the productive forest was shared out under the previous government is just a ploy to cover-up what was already issued pre-1992.

In addition, further analysis of the complete breakdown on the allocation of State Forest to Concession Holders as on the Guyana Forestry Commission’s website: http://www.forestry.gov. gy/state-forest-allocationsummary-3/ revealed that not 82% of stated forest was issued by the previous government but merely 53%. The facts are there but somehow the newspapers and the socalled experts find difficulty in highlighting this.

Editor, as a stakeholder within the forest sector I find this deliberate neglect of facts lacking in professionalism and transparency as efforts are continuously being made to paint the forest sector in a bad light which have rippling effects beyond our recognition.

Meanwhile I was hoping with anticipation the call for a debate on the forest sector be realised, maybe then and only then the Guyanese public would have gotten an opportunity to get all the facts and hoped that it would be appropriately published in the newspapers to keep the public informed of the true reality of Guyana’s forest.

As a stakeholder of the forest sector, I can proudly say that this is one of the most sustainably managed sectors in Guyana and it needs not the bashing it is currently receiving.

Dear Editor, The ploy by City Hall to boost the chances of the old worn-out City Councillors who are seeking re-election is becoming more clear and palpable.

There is a rush to start up as many projects as possible around the city, many of which will not and cannot be completed after March 18, because the Council has already reached its overdraft limit with its bankers and will be given no more money, merely to make the present sitting Councillors seem to be doing something worthwhile, after 20 years of doing nothing for the capital.

Through the various media outlets one can see the Deputy

Mayor and other Councillors parading past the projects that are underway giving the impression that they are responsible for the improvements.

Why is the Mayor not on this clown parade? This is open campaigning and will not work to fool the voters.

The Council should have been prorogued as soon as Local Government Elections were announced which would have prevented this vulgar and reckless display of fiscal irresponsibility. I urge voters to elect fresh, young and energetic persons as the next city mothers and fathers of Georgetown.

Dear Editor, I refer to a letter written by Juman-Yassin objecting to the construction of a casino on Church Street, Georgetown, between Albert and Oronoque Streets. I am the owner of that premises.

Firstly, I wish to make it clear that the buildings that are under construction are being lawfully done. These constructions started some four years ago and it is quite strange that as they are approaching completion stage, that they have now caught Juman-Yassin’s attention.

Juman-Yassin must know that hundreds of millions of dollars have been invested in this project. Thus far, it has employed over 50 Guyanese, daily, over the last four years. This project also enjoys a Memorandum of Understanding with the Government for the grant of certain facilities, including a casino licence.

Juman-Yassin cleverly uses religion and children as the focus of his concern.

In fact, it is the first time I have seen Juman-Yassin publicly expressing such deep concern for religion and children. Ironically, not a single other person or organisation in Guyana has so far voiced any objection to this project, including those on whose behalf Juman-Yassin pretends to speak. On the contrary, I have received numerous congratulations and words of encouragement from thousands for investing in my country.

The first plank of Juman-Yassin’s objection is that the casino is located

in a residential area, close to a church and a mosque and the North Road mall.

This casino will be enclosed and its patrons will have no interaction with the church, the mosque or the mall. There are dozens of businesses located in that very residential area, but not a single objection from Juman-Yassin. There is a gentleman’s club of exotic Brazilian and Colombian female entertainers with accommodation for related activities situated about 75 feet north of the mosque.

Again, Juman-Yassin does not object.

I must point out that the casino situated in the Ramada Princess Hotel is sandwiched between a mosque and a mandir and it is directly across from a church and a school. In the very building in which that casino is located, is perhaps Guyana’s best recreational facility for young children: It is called Fun City. I am unaware of any complaints from the mosque, the church or the mandir that the casino affects them. Certainly, Juman-Yassin never wrote in the newspaper objecting to that casino.

As a matter of fact, Juman-Yassin has failed to point to any scientific argument or evidence which would support his thinking that a casino will have a negative impact on children. Of course, children are not admitted in casinos. I do not think Juman-Yassin will forget his persistent efforts to sell me a building which he owned at King Street and North Road, opposite the

World famous St George’s Cathedral to house a hotel and bar. Apparently, the closeness to the church was not a bother to him then.

Suriname alone has 25 casinos currently in operation. There are dozens in other Caricom States.

Obviously, there are churches and religious institutions in these territories.

The belief that casino operations are inimical to society is absolutely unsupported by any scientific or other evidence.

In fact, casino operations contribute significantly to the economy by payment of taxes and provision of jobs, etc. In fact, this hotel and casino is expected to employ over 300 persons when it becomes operational and there are so many spin-off benefits which will trickle down to the ordinary Guyanese.

My parents owned the Sheriff Night Club, Sheriff Street, Campbellville.

When it started, it was a unique business for many reasons and my parents faced great challenges in the early days of the business, some 25 years ago.

However, they overcame those challenges.

I encourage JumanYassin to join me in investing in our country to create jobs for our people and assist in the development of our nation or at least, encourage, do not criticise, those who are doing so.

These students typically enjoy taking things apart, using hand gestures, and moving around during lectures. They want to be as hands-on as possible, which means they like an active learning environment, enjoy tools, and may want to write things down repeatedly. They may fidget often, enjoy puzzles, and require a number of study breaks.

To help your child: You can provide directions when she can’t remember them by explaining them in a way that is more palatable.

You can also allow her to get up during study sessions, pace around as necessary, and fidget as needed.

Try to supplement classroom learning with family field trips and hands-on activities.

help your child: Try to provide the “why” for assignments because he performs better when he understands the purpose. Help him make lists of key points to create a process, and then divide things into systems.

Logical

The two biggies

Logical or mathematical learners are great with numbers and recognising patterns, and they connect what many others struggle with. They love statistics and when concepts are concretely proved. They’re very concerned with the actual process of working and are very systematic. They thrive on order and will often create manuals/instructions for other students.

To

Social

Most students are either social or solitary in addition to one of the above learning styles. As you might imagine, social/interpersonal learners are great communicators, both in speaking and writing. Large classes and small groups are good setups for this style.

To help your child: Set up peer study groups for them and consider creating a

social study time as a family.

Solitary

For solitary or intrapersonal learners, solo study time is key. These students are introspective and easily maintain focus when left to their own devices.

To help your child: Set aside quiet time for studying at home. Focus on creating a nurturing environment that is free from distraction.

No matter your child’s learning style, remember to be flexible. You’re already on the right track by understanding how your child learns. onetheless, we tend to think of “normal” as an immutable category, rooted in human evolution. We might assume, for example, that whatever is “not normal” is “pathological” and that science can help us make the distinction. This perspective has utility in medical contexts, but it neglects normalcy’s social dimensions. In everyday speech, the word “normal” has moral significance, meaning that it doesn’t just describe how things are but indicates something about how they should be. In this way, the “norm” often refers to some cultural ideal.

This point was brought home to me during my

interviews with parents whose children faced challenges ranging from learning disabilities to substance addictions. Like so many of us, they had entered into parenthood with a set of unspoken but powerful assumptions about who their children would be and how their lives would unfold: solid grades, good friends, and extracurricular activities followed by college attendance, secure employment, and families of their own. Children’s struggles often revealed the extent to which parents’ definitions of “normalcy” aligned with the assumed touchstones of a “well-lived” life. Indeed, the “normal child” of our imaginations often says more about mainstream values than the messy, multifaceted lives of actual children. In hindsight, many of the parents I interviewed were grateful for the opportunity to revise their expectations and reorganise their priorities. They believed that they were better, more compassionate people for having let go of “normalcy”.

What does all of this mean for parents who worry?

After all, some children face real challenges, and many conditions require expert identification and intervention.

Even so, dwelling on whether or not a child is “normal” can do more harm than good. When our benchmark is normalcy, we tend to see differences as strange or undesirable.

This is part of the concept’s statistical legacy; most early statisticians were eugenicists who hoped to eliminate “undesirable” deviation and improve the human race.

Questions such as “What are my child’s needs?” or “What can be done to improve this situation?” direct our attention to the tasks at hand.

Questions about “normalcy,” on the other hand, are too often layered with anxiety, guilt, and shame. (Excerpt from

Opposition criticises President’s move to establish Board of Inquiry

– prefers integrity testing of ranks

he Opposition People’s Progressive Party (PPP) on Thursday criticised President Granger’s decision to establish a Board of Inquiry (BoI) to probe a series of damning revelations by self-confessed drug lord Barry Dataram, implicating top agents of the Customs Anti-Narcotics Unit (CANU).

Dataram, during an interview with Television Journalist Travis Chase last weekend, alleged that senior officials of the Customs AntiNarcotics Unit (CANU) are involved in illegal drug trafficking activities and even alleged that one of the agents bagged some $10 million in exchange for allowing cocaine to leave the country. He also made allegations against the fairly new Special Organised Crime Unit (SOCU).

Speaking with reporters on Wednesday, President David Granger revealed that the National Security Committee (NSC), which he currently heads, decided during their weekly meeting on Tuesday to establish a Board of Inquiry to look into the allegations.

“Yes we’re convening an inquiry to investigate the allegations which were made…

Yesterday (Tuesday), this matter came up before the Committee and we have decided that a Board of Injury will be convened… that inquiry will determine the veracity of the information which was published in the newspapers,” the Head of State stated.

The PPP in a statement said that while it supports any effort to ensure that CANU maintains its integrity and professionalism, it was dismayed at Granger’s haste to probe allegations made by a known drug trafficker who is seeking to bring into disrepute the whole of CANU.

Ironic

The PPP criticised President Granger’s decision to quickly set up a Board of Inquiry to probe Dataram’s claims, when only a few days ago, he described Robert Gates, a key witness at the Walter Rodney Commission of Inquiry as a “convict”.

ny of Gates whom he described as a “convict” vis-avis the Rodney Commission of Inquiry Report, at the same time quickly and instantly accepts a newspaper report of a self-confessed drug trafficker and proceeds post haste to set up a Board of Inquiry, thus, legitimising the spurious claim seeking to tarnish the image of CANU as a whole,” the PPP said.

Integrity testing

The PPP reminded that while in office, it had initiated annual integrity testing of CANU operatives with the aim of identifying and cleaning the anti-drug unit of corrupt elements or disreputable individuals who may have penetrated the organisation to pursue their nefarious agenda.

The Opposition, which was unseated just over nine months ago, said it is cognisant of the challenges that CANU faces on a daily basis, but is also aware of the many successes of the Unit over the years in tackling drug trafficking and successfully prosecuting those involved.

Ramjattan’s take

by President Granger, he is confident CANU would be exonerated.

He also rubbished Dataram’s claims, stating that “I disbelieve all of them but that’s my opinion. It’s like Pablo Escobar saying that the Drug Enforcement Agency is not a good thing because of course he has interests but indeed we have to pay attention to what was said to clear it up and I want to believe that an inquiry would be the best way to deal with it.”

In a statement on Monday evening, CANU Head James Singh said Dataram’s “savagery” against CANU may be as a result of his uneasiness owing to the commencement of his trial for possession of 129.230kg of cocaine that was found in shrimp at his Lot 661 Fourth Avenue, Block X, Diamond, East Bank Demerara residence on April 16, 2015.

Singh said that CANU welcomed the “frank confessions” of Dataram as to his involvement in the narcotics trade, and urged him and “others” like himself who are connected to the narcotics trade; both small and large, mules and traffickers alike, to go to the nearest court, Police station and/or the CANU headquarters in Georgetown to provide useful intelligence on past and ongoing investigations and operations.

Dataram

Dataram gained notoriety in 2007 following the kidnapping of his wife Sheleza and their three-year-old daughter by two Venezuelans, one of whom was later shot dead in a confrontation with Police.

He was then arrested and detained by Police beyond the 72-hour constitutional detention period. His lawyers subsequently approached the court with a Habeas Corpus Writ, but the Police asked for an extension to conclude their investigation into the kidnapping, which they said was drug-related. What followed was a series of court appearances during which Dataram was twice set free and rearrested.

He was finally set free in December 2008. Then, in July 2015, Dataram, his 19-yearold reputed wife Anjanie Boodnarine, as well as Trevor Gouveia and Komal Charan were jointly charged for 129.230kg of cocaine that was found in the frozen seafood on April 16, 2015.

He was also found to be in possession of a quantity of firearms and ammunition. He subsequently secured $4 million bail from the High Court and another $400,000 in bail for the weapons charge.

His 19-year-old reputed wife was also granted bail in the High Court in the sum of $1.5 million, along with the two other accused.

Chain snatcher killed after robbing off-duty Police rank

A

licensed off-duty Police Officer on Thursday morning shot and killed a bandit who snatched a gold chain from his neck.

The incident occurred sometime around 07:30h.

The dead bandit has been identified as Sherwin Monka, called “Yankee” of Albouystown, Georgetown.

He is reportedly a known character to Police and was previously charged with several counts of robbery.

Guyana Times was told that the officer involved in the incident holds the rank of Constable and is attached to the Police Impact Base.

He was in plain clothes walking along Robb Street, Georgetown in the vicinity of Scotia Bank when the incident occurred.

According to Police Public Relations Officer Ivelaw Whittaher, the officer was walking along Robb Street, when he was attacked and relieved of his gold chain.

During the robbery, the Police rank whipped out his licensed firearm and discharged a round hitting the bandit to his abdomen.

The injured man was taken to the Georgetown Public Hospital where he was being treated but succumbed to his injuries about an hour later.

An investigation into the incident has since been launched by the Police Office of Professional Responsibilities (OPR).

This is the second bandit for the week to be killed during the course of a robbery.

Around 02:00h on Monday, Isaiah Lennox Marques of Lot 346 Painlane B Field, Sophia, Greater Georgetown, was shot to his abdomen by an armed security guard whom he attempted to rob.

According to reports, the guard Carl Hayne and his sister were walking along Second Street, Campbellville, Georgetown, when they were held at gunpoint by the now dead man.

During the confrontation, Haynes and his sister put up a fight and in retaliation, the perpetrator pulled the trigger to the firearm he was carrying but it snapped.

At this point, Haynes pulled out his service revolver and discharged a round at the armed bandit.

Guyanese held for cocaine found in boat in Barbados

A

Guyanese national and several others were arrested and are assisting with investigations following the discovery of a quantity of cocaine and marijuana on board a fishing vessel on Wednesday morning.

It was reported that the discovery was made at the Carlisle Bay (Browne’s Beach), St Michael by the Drug Squad.

According to reports, a total of 122.9 kilograms of cocaine worth BBD$6 million and cannabis weighing 94 kilograms were found in the hold of the boat.

The boat, as well as the il-

legal drugs was confiscated and the men arrested.

Barbados drug enforcement officers are continuing investigations.

Over the years, Guyanese have been implicated in several cocaine busts in the Caribbean including Barbados. In September last, two Guyanese were slapped with eight drug charges after being caught with drugs aboard their fishing vessel.

Coco Prophett, 29, and Paul Fraser, 42, have been charged with possession of cannabis, possession with intent to supply cannabis,

trafficking cannabis, importation of cannabis, possession of cocaine, possession with intent to supply cocaine, trafficking cocaine and importation of cocaine.

Prophett, the cook on the vessel Lady Sandra and Fraser, a sailor, were arrested after Drug Squad personnel assisted by members of the Coast Guard and Customs Enforcement conducted a search aboard the vessel docked at the Bridgetown Port.

The search discovered 14.5 kilograms of cocaine and two kilograms of cannabis.

samo Stevens, 24, on trial for attempted murder, on Thursday led his own defence during which he vehemently denied being involved in the shooting, and made claims that the Police are trying to wrongfully implicate him.

Stevens stands before Justice Jo-Ann Barlow and a mixed jury on two charges, the first being that on Saturday, December 23, 2007 at Sand Reef, Annandale, East Coast Demerara, he shot Devon Spencer also called “Housetop”, with the intent to commit murder.

The second charge is that

on the same day, he inflicted grievous bodily harm on the said Devon Spencer with the intent to main, disable and disfigure him.

The trial commenced on Tuesday, and the prosecution closed its case on Wednesday after presenting four witnesses. Detective Mahendra Tooknauth testified that during the period of the incident he was stationed at the Vigilance Police Station.

He related that on January 23, 2008 he made personal contact with the accused at CID Headquarters, Eve Leary where the ac-

cused told him that an individual whom he identified as “Fine Man” gave him the gun to kill Spencer if he wanted to start ‘liming’ with him.

Tooknauth swore that he did not use force, fear or threat in his questioning. Further, under crossexamination by the accused, Tooknauth denied that he deprived the accused his rights.

Under jury re-examination, the witness stated that he did enquire further about “fine man” but did not divulge much about his findings.

On Thursday, the unrepresented accused made a brief unsworn testimony, telling the Court he did not commit the offences for which he stands indicted.

Stevens alleged that he knew both Spencer and “fine man” as they all lived in the same area. He stated that he was not a friend with either of the men, and did not shoot anyone. He further alleged that the Police were trying to frame him for the shooting but he was innocent.

Today, the matter will be summed up and the jury will deliver the verdict.

Young Attorney charged, media barred from covering case

ttorney-at-Law Keisha Chase was on Thursday slapped with a causing death by dangerous driving charge when she appeared at the Georgetown Magistrates’ Courts before Chief Magistrate Ann McLennan.

It is alleged that Chase caused the death of Julian Leitch of Lama Avenue, Bel Air Park on November 10, 2015 at Duncan Street, Campbellville.

The prosecution’s facts presented by Police Prosecutor Deniro Jones stated that on the day in question, Leitch was attempting to cross Duncan Street when he was struck down by motor car PLL 1881, which was being driven by Chase. He was rushed to the Georgetown Public Hospital where he succumbed to his injuries.

Prosecutions for advice and on March 1, 2016, the Police were advised to institute charges.

After the charge was read, Chase

was granted bail in the sum of $250,000. The case will continue on March 30.

In what appeared to be a strange move on Thursday, reporters were barred from the courtroom by Police Officers when the matter was called.

The Officers claimed that they were “instructed” not to allow Journalists into the courtroom.

Normally, persons who are charged are required to wait downstairs in Police custody until bail is posted, but this did not happen in the case of Chase.

She was allowed to wait in the courtroom until her bail was posted by her lawyer.

She exited the courtroom and compound via the Brickdam gate and boarded a waiting car. She hid herself from the media with a blue umbrella.

ven though most everyone swears they’re looking for it, tracking down “truth” can be a tricky business.

Back in the day when practically all the ideas and ideals were being established, there was this fella named Diogenes. He lived in Greece around the same time as Plato, who became somewhat more famous. But Diogenes was no less a philosopher who sought “truth”.

He carried around a lamp in broad daylight and when asked “why?”, said he was looking for an “honest man”.

Not surprisingly he’s come down the ages as “Diogenes the Cynic” and founded the school of “Cynicism” in philosophy. Your Eyewitness does believe Guyana needs a Diogenes today as President David Granger complained the Rodney CoI hadn’t been “looking for the “truth”. And you’ll forgive me, dear reader... won’t you?... for being a tad cynical myself.

After all, Pressie once again proffered the excuse that Skip Roberts was brought in as a witness from “foreign” but never placed on the stand as the reason for his conclusion the Report was “flawed”. For a man in search of “truth” why didn’t he address the riposte of the CoI’s lawyer to his earlier avowal of that conclusion? Hanoman had explained Roberts didn’t testify in the first instance because he refused to make a statement - as required by the rules of the CoI. But even more damning on the President’s reiteration of the Roberts’ excuse was - in the second instance it was HIS decision not to extend the CoI’s life for two weeks that allowed Roberts to slip out. The CoI needed the time to allow fellas like Roberts and Mc Lean who’d been the recipient of negative testimony to rebut. And the CoI emphasised this was one of the weaknesses of its Report.

The President did say he presented the Report to Cabinet and they’re expected comment soon. But if he’s really serious about getting closer to the truth (“truth” is like that “asymptote” we learnt about in school - a line that gets closer and closer to a curve but never, ever actually touches it) Pressie should waive the rule on “collective ministerial responsibility”. We know what the PNC ministers will conclude... but the Guyanese people certainly want to know the take of the WPA, the AFC and Keith Scott - who just happens to be Walter Rodney’s brother-in-law.

Pressie also promised to deliver copies of the Report to “all the parties”. As President of all the people, we do hope he finds it in his heart to also forward a copy to the widow of Dr Rodney.

From its budgetary allocation, the Ministry of the Presidency has enough ink.

...on rice to Mexico

As our rice industry absorbs a one-two combination of lost markets and El Niño drought conditions, farmers are seeking the truth on the promised market to Mexico.

Firstly, we’ve learnt it’s NOT a RICE Market. Nagamootoo probably thought when the Mexicans mentioned “rough rice” it was the kind of rice he used to eat as a kid. “Rough rice” is actually what we call “paddy”.

So the Mexicans may want PADDY... which they now buy from the US, right next door with consequent lower shipping costs. So our millers will lose the opportunity to add value - IF we get the market. Which ain’t gonna be easy - and not just because of the phytosanitary hoops we’re jumping through right now.

Vietnam can now ship milled white rice cheaper than the Americans can even ship “rough rice/paddy” now that the Trans Pacific Partnership (TPP) was signed last month.

Truth is... Holder (following Nagamootoo) is out of his league.

...on the audits

Jail-all Sharma’s just reiterated a whole lotta people will be jailed when the next 45 “forensic” audits are released. In the first five released, no one was jailed - but three persons were killed in a “hot pursuit”.

Let’s hope the latter trend doesn’t continue.

Public Security Minister says Dataram’s claims intended to tarnish Police – believes CANU will be “exonerated” following probe

ublic Security Minister Khemraj Ramjattan on Thursday said he was confident that the allegations peddled by selfconfessed drug lord Barry Dataram against the Guyana Police Force’s Customs AntiNarcotics Unit (CANU) were untrue and Dataram, who is currently before the courts on several drug charges, was bent on tarnishing the name of the Force.

Dataram, just over a week ago, came out swinging at the Police Force and CANU, accusing officials of the Unit of being involved in the illegal drug trade. It was during an interview with HGPTV Nightly News (Channel 67), that Dataram alleged that CANU senior officials were involved in illegal drug trafficking activities, further implicating one of the agents, whom he said had bagged some $10 million in exchange for allowing cocaine to leave the country.

US Embassy humanitarian programme aids Regions 1, 7

he United States (US) Embassy, through its Humanitarian Assistance Programme (HAP), has reached out to several isolated indigenous communities throughout Regions One (Barima-Waini) and Seven (Cuyuni-Mazaruni), donating various items.

This was a collaborative effort with regional Government officials. Among the items donated were educational aids, clothes and shoe donations, toothbrushes, and medical relief. The items were supplied by both US and Guyana-based nongovernmental organisations, including Food For The Poor, Guyana Medical Relief, and

Global Grins, while medications were funded by HAP. According to the embassy, all efforts to distribute the goods and services were through regional education and health offices, as well as local doctors working in Georgetown and the towns of Port Kaituma and Matthews Ridge.

He said, however, it was still relevant that law officials pay attention to all that was said and believed that the inquiry into the allegations to be set up by Government would be the best way to deal with that.

“It is my view that CANU will be exonerated, but let’s wait and see. But we will have an inquiry and I hope that it brings out the truth,” Ramjattan said.

The same sentiments were expressed by Police Commissioner Seelall Persaud who said that allegations were nothing new.

“We have taken a position to have a Board of Inquiry. Certainly if there is evidence to suggest an investigation, it will be done,” he added.

The Commissioner said destruction of seized drugs by the Police was done in

the presence of the media and several Government officials and just before the drugs were dumped, “they are also weighed so we know what is being destroyed and how much”.

He too said there was nothing to pin CANU to the claims made by the accused.

President David Granger on Wednesday indicated that Government was moving to establish a Board of Inquiry, which would determine the veracity of information publicised. He said the Inquiry panel would be given Terms of Reference to investigate the allegations concerning improper behaviour of officers of the State.

When questioned what would happen if anyone was found culpable, the President said, “We will deal with the culpable in a way that we always deal with the culpable. We expect due

process….we expect that the person after proper investigation is put before the courts….we are not persecuting anybody, but we just want to know the facts.

Then, in July 2015, Dataram; his 19-yearold reputed wife, Anjanie Boodnarine, as well as Trevor Gouveia and Komal Charan were jointly charged for 129.230 kilograms of cocaine that was found in frozen shrimp at Dataram’s Lot 661 Fourth Avenue, Block X, Diamond, East Bank Demerara (EBD) residence on April 16, 2015.

He was also found to be in possession of a quantity of firearms and ammunition. He subsequently secured $4 million bail for the drug charge and $400,000 bail for the weapons charge from the High Court.

His reputed wife was also granted bail in the High Court in the sum of $1.5 million, along with the two other accused.

Mexico/Guyana rice deal

Countries yet to negotiate price – GRDB head confirms F

ollowing a recent meeting with senior executives of the Mexican Rice Council and Guyana Agriculture Minister Noel Holder on securing rice markets for Guyana, negotiations on price is yet to be discussed.

This is according to General Manger of the Guyana Rice Development Board (GRDB), Nizam Hassan who on Thursday told Guyana Times that price for the commodity will be discussed at a subsequent meeting. “The next stage of negotiations is the discussion on price,” Hassan said.

He noted that Guyana is still selling rice to 38 countries and explained that the GRDB will “at the appropriate time” inform the public about the measures the agency will undertake to ensure that other markets are secured to sell the produce.

At the meeting Wednesday, President of the Mexican Rice Council Pedro Schettino revealed that the organisation was pleased with the information Guyana has provided after conducting a Pest Risk Analysis (PRA).

sponded to all queries made by the Mexican Government. We are satisfied and would like to take this matter now to a successful conclusion,” Schettino said.

According to a release

by Government Information Agency (GINA), the Agriculture Minister gave the assurance that even though there was the loss of the Venezuelan Market, “the country is doing business with other nations on a larger scale.”

It was also revealed that the Government of Guyana is presently pursuing markets

in Panama, Haiti and The Bahamas.

The GINA release further stated that the objectives of the meetings were: “to ensure that Guyana commences supply to the Mexican market; reduces delays in delivery, and addresses other related issues of the rice trade.”

When negations had started Hassan had told the media the GRDB and the Millers Association were in discussions with the Mexican Rice Council, a private sector body and the Diconasa, a public sector agency. Diconasa provides basic commodities to impov-

erished and underprivileged communities.

Despite this deal being secured with the Spanishspeaking country, many farmers are of the view that its benefits will not suffice for the losses which have been incurred over the closure of the PetroCaribe Rice deal between Venezuela and Guyana.

GWI completes rehabilitation at Diamond Well Station – affected communities return to normalcy

uyana Water Incorporated (GWI) has announced it has successfully repaired the dysfunctional Diamond Well Station.

This announcement was made by Water Resources Manager of the company, Orin Browne who said that the rehabilitation works on the well have been concluded and the water supply to residents had since been restored.

He reported that the service was resumed on Wednesday.

Browne noted that the well is now expected to function at the standard production level, but the GWI technical team will continue to monitor the well to avert further reoccurrences.

This includes frequent flushing exercises to remove any sediment build-up within the distribution system in order to preserve the standard water quality.

Additionally, the company is set to undergo a camera inspection of the well next week to supervise the flow of water to the communities.

The nation’s water supplier has reassured that the company will engineer mechanisms and work with its technical team to ensure that the shortage does not repeat it-

self – not only in the Diamond and Kaneville communities but across Guyana.

“Our priority countrywide is to ensure that customers are receiving a continuous service,” Browne guaranteed.

Over the past few weeks, residents of Diamond Public Road, Diamond Housing Scheme and Kaneville, East Bank Demerara experienced

severe water shortages and in some areas there was no water supply at all.

According to reports from GWI, the shortage had been as a result of a ruptured well casing at the Diamond Well Station, as well as a high build-up of sand and clay in the region.

GWI had engaged a number of its technicians along with contracting businesses to engineer a plan to address the shortage.

Subsequently, a $12 million contract was given to the Nabi Construction Incorporated to commence the rehabilitation.

During this time, residents had turned to alternative sources of obtaining water, such as using rain water or where necessary, purchasing the precious commodity.

To facilitate the inconveniences, the company had also pioneered partnerships with the Civil Defence Commissions to aid in the water distribution exercises which were carried out daily in the affected communities.

able price stability, to avoid manipulating exchange rates for unfair competitive advantage, and to provide the IMF with data about its economy.

The IMF’s regular monitoring of economies and associated provision of policy advice is intended to identify weaknesses that are causing or could lead to financial or economic instability. This process is known as surveillance.

Country surveillance is an ongoing process that culminates in regular (usually annual) comprehensive consultations with individual member countries, with dis-

cussions in between as needed.

The consultations are known as “Article IV consultations” because they are required by Article IV of the IMF’s Articles of Agreement.

During an Article IV consultation, an IMF team visits a country to assess economic and financial developments and discuss the country’s economic and financial policies with government and central bank officials.

IMF staff missions also often meet with parliamentarians and representatives of business, labour unions, and civil society.

Govt must take responsibility for deadly prison riots – PPP

he parliamentary Opposition, the People’s Progressive Party (PPP) wasted no time in criticising the current Government for the disaster that rocked the Camp Street Prison, leaving more than a dozen prisoners dead.

In a press statement issued shortly after the tragedy, the Party expressed “utter shock and horror” over

what occurred at the penitentiary.

“This virtual rebellion within the prison walls is the worst of its kind in recent history,” the Party stated.

Further, the PPP insisted that the “Granger-led Administration” must take full responsibility for the deadly prison protests.

The Party also called for

a Board of Inquiry to be established to investigate the circumstances that led to this “sorry state of affairs”.

Notably, several unrests and killings occurred in the same overcrowded jailhouse while the PPP/Civic was in Government.

Nonetheless, the PPP assured that it has more to say about this development.

Gunmen rob Guinness Bar

wo armed men on Wednesday evening stormed into the Guinness Bar located on Joseph Pollydore Street , Lodge, Georgetown, and assaulted one of the staffers before escaping with a quantity of items.

The incident occurred after 23:00h. Guyana Times understands that the two men, both of whom were armed with handguns, entered the popular restaurant through the back door as a lone male

employee was closing up.

According to reports stemming from persons attached to the food establishment, the employee was closing up when he was attacked. This newspaper was told that the gunmen attacked the employee from behind and gun-butted him, rendering him unconscious. They then proceeded to take an undisclosed sum of cash, cellular phones and a laptop.

Further reports revealed that while the robbery was

ongoing, a few Police Officers had stopped at the Chinese Restaurant across from the Guinness Bar to buy food.

After an alarm was raised about the ongoing robbery, the Officers rushed out onto the road and fired several rounds.

This apparently frightened the bandits who immediately escaped through the back. The injured employee was rushed to seek medical attention. He was treated and sent away. He returned

Man on trial for manslaughter

welve years after Inshan Singh was beaten to death by a group of young men, one of his alleged attackers is now facing a manslaughter trial at the High Court before Justice Navindra Singh and a mixed jury.

Gilbert Williams’s trial into the manslaughter charge commenced Thursday afternoon, and the charge for which he stands indicted alleges that at about 20:00h on January 10, 2004 at North Road, Bourda, Georgetown, while in the company of other males he dealt injuries to Inshan Singh also known as “Boy”, resulting in his death.

In addressing the Jury, the lead State Prosecutor Attorney Siand Dhurjon urged the jury to focus on the evidence and avoid distraction.

The first witness in the matter was Senior Superintendent of Police Wendell Blanhum stationed at CID Headquarters, Eve Leary.

Blanhum related that during the period of the incident, he was stationed at the Alberttown Police Station and attached to the CID. He testified that on January 12, 2004, acting on instructions, he went to the Alberttown Police Station and contacted the accused, whom he later escorted to

CID Headquarters.

He related that he, along with Corporal Herbert Joseph took the accused to an office where he told him of the manslaughter allegation and informed the accused that the allegation suggests that he and others dealt the deceased several blows with a piece of wood, as a result of the injuries Singh died the day after.

The witness related that he cautioned the accused that he is not obligated to say anything, adding that Williams chose to respond: “He responded with ‘I didn’t beat he with any wood. I knock him on his skull and some of the other boys join in and beat him.”

The Superintendent further explained that the accused told him that he took the injured Singh to the Georgetown Public Hospital (GPH) after a woman told him he was responsible for the man’s injuries. He further related that when he asked the accused if he wanted to offer a written statement, he answered in the affirmative; and this was later done without the use of threat, fear, promise or inducement.

The matter was adjourned to Friday, when State Pathologist Dr Nehaul Singh is expected to testify on the cause of Singh’s death.

everal hours of unrest within the Georgetown Prison on Camp Street have left 17 inmates dead and five others injured following a fire on Thursday in a section of the facility.

According to reports, the bodies of 16 prisoners were found in the ‘Capital A’ section of the Prison Thursday morning. This section, located on the eastern side of the compound on John Street, holds prisoners on remand for or convicted of serious crimes.

The other dead prisoner has been identified as Rayon Paddy, who was charged for killing Sterling Products Limited security guard Wilbert Stewart and Guyana Geology and Mines Commission (GGMC) Engineer Trevor Abrams last year. He was among six prisoners rushed to the Georgetown Public Hospital on Thursday. Paddy was reportedly pronounced dead on arrival.

The other five prisoners were admitted to the medical facility and were being treated for serious burns about their bodies.

This newspaper was told that some of the prisoners died from smoke inhalation since they pulled shut the grill door to a section of the jail in resisting prison officers, who were trying to transport them to a safer location within the compound. The officers consequently could not get to them.

As the news started to spread, family members of prisoners rushed to the Prison to enquire whether their imprisoned loved ones were burnt as well. In some cases, they were told that their relatives were injured in the fire

and rushed to the Hospital.

Chaos subsequently erupted at the medical facility as family members were desperate for information, but none was forthcoming from the officials there. This resulted in the police security calling for back-up from the Police Force as well as prison officers. Just over a dozen additional officers were deployed to the medical facility, and they cordoned off the entrance to the Emergency Room.

All of the patients and persons, who were in the ER waiting room, were ushered out of the building and asked to wait at the seating area outside as most, if not all, of the ER staffers were preoccupied with the injured prisoners.

Guyana Times was told that instructions had come from the head offices (of the Prison Service and Police Force) not to disclose any information. This angered those gathering, with some of them venting their frustrations.

One woman said, “We are asking them questions and they ain’t saying nothing, at least if this is going on, come out and tell us… people need to know what’s going on, we need information… they lock us out at Camp Street when we try to get information and tell us to come here (the Hospital) but when we come here, is the same thing happening.”

She was there looking for information on her relative Samuel Bacchus, who was charged back in 2013 for conspiracy in relation to the robbery/murder of Meten-Meer-Zorg, West Coast Demerara businessman Zulfikar Namdar.

He was also freed from the High Court on a murder charge back in 2014.

The relatives of 28-year-old Jermaine Otto, who is on remand for the murder of businessman Ashok Raghu outside the Botanical Gardens, Vlissengen Road, Georgetown, in 2014, and 22-year-old Oswald Yaw, who is on remand for collecting $1.7 million to kill Herstelling, East Bank Demerara joiner Nathan Persaud last year, were also there.

However, up to press time, this newspaper could not have confirmed whether any of these persons were killed as a result of the unrest. The names of the 15 inmates who died at the Prison have not been released. Public Security Minister Khemraj Ramjattan, during a press conference on Thursday, disclosed that the families of the dead prisoners would be informed before the names were released to the public.

Guyana Times understands that prison officials, acting on reports, had carried out a check on Wednesday within the ‘Capital A’ building during which several contraband items were seized. These included 19 cellular phones and a quantity of narcotics.

It was in retaliation for this that the prisoners set a series of fires later that night. The prisoners reportedly removed the mattresses and put them in front of the grille of their cells

before setting them afire.

Firefighters spent hours there, putting out at least three separate blazes at the Camp Street Prison on Wednesday evening. After they managed to put out the first fire, the angry inmates started another blaze at the same spot. This fire too was successfully doused after about 15 minutes, much to the dissatisfaction of the prisoners, who again started another fire. The last inferno took fire tenders approximately half an hour to contain close to midnight.

No one was injured during Wednesday night’s incident, but Thursday morning, the inmates continued the unrest within the confines of the penitentiary and some were injured.

During the second bout of ‘lash out’, the prisoners started another fire around 11:15h.

Persons in the area related that there was a loud explosion in the penitentiary before smoke was seen coming from the same building that was on fire the night before.

While firefighters were able to put out the flames, several inmates died and others were badly injured and rushed to the Hospital.

As the crowd began to grow in the vicinity of the Georgetown Prison, heavily armed Police Officers were deployed as added security. While some persons went to the hospital after hearing inmates were transferred there, dozens stuck around for at least three to four hours, waiting for any information about their imprisoned relatives. Others were just lingering in hopes of getting a glimpse of the dead prisoners.

News President orders immediate probe amid chaos

…confiscation of prohibited items sparks unrest – Superintendent of Prisons

ollowing the massive unrest at the Camp Street Prisons, government announced that a three-member Commission of Inquiry (COI) will immediately be launched to investigate the circumstances surrounding the death of prisoners and to also make recommendations to prevent similar occurrences.

The names of the Commissioners will be announced today.

During an emergency press conference Thursday afternoon, Public Security Minister Khemraj Ramjattan declared the situation a “crisis” but assured all steps are being taken to keep the state of affairs under control.

At the time, Ramjattan had just departed an emergency meeting with

the National Security Committee (NSC), inclusive of President David Granger,

where they discussed the available options for addressing the situation.

Ramjattan disclosed that a number of recommendations were made including conjoining with the judiciary to address the issue of overpopulation at the prisons which is as a result of backlog cases in relation to prisoners on remand.

The Minister added that recommendations were made to establish a new prison but explained that the venture would be too expensive.

“That is not going to happen in the near future because we all know the capital amount required,” he stated.

Ramjattan also revealed that government is mulling the option of relocating some prisoners but noted that

Prisoners reacted in outrage and began burning mattresses on Wednesday evening following the confiscation of certain prohibited items they had in their possession.

Asked how these prohibited items bypassed security, it was explained that there may be corrupt officers who would have aided in the process and that parcels are sometimes hurdled over the fence.

Prison authorities strongly believe that the seizure of these items, compounded with other concerns, triggered the unrest within the Capital ‘A’ Division of the penitentiary.

Superintendent of Prisons Kevin Pilgrim explained that around 14:00h Wednesday, a routine search was conducted and a quantum of narcotics along with 19 cellular phones were confiscated from the Capital ‘A’ Division.

The vexation of the prisoners, after their items were taken away, prompted the burning of mattresses within the jailhouse later that evening around 21:00h.

Guyana Fire Service (GFS) ranks and prison officers responded quickly and extinguished the blaze but just a few hours after, the inmates set other mattress-

evening’s unrest. At the time, he said all inmates were alive. When the disturbances once again erupted, Pilgrim recalled that the disgruntled prisoners were demanding their items be returned.

He noted that some prisoners even expressed frustration over being behind bars for prolonged periods; they wanted to go to trial.

Pilgrim admitted that after the situation became insurmountable, one shot was fired in accordance to Standard Operating Procedures.

No further detail was provided in that regard.

There are also reports that some prisoners were beaten by prison officers during the unrest, but the prison authorities have denied this allegation.

Saving prisoners

The early morning unrest claimed the lives of 16 prisoners – one of whom died at the Georgetown Public Hospital while the other bodies were retrieved among debris in the jailhouse. Authorities believe the prisoners died as a result of suffocation from inhaling thick smoke.

Director of Prisons Carl Graham assured that everything possible was done to prevent the fire from starting and to save the lives of the prisoners.

He reminded that the prison officers and other servicemen worked in the face of heat, with missiles being

there may be some risks involved.

“There is as you would appreciate, a quicker reaction time for backup services from sister organisations like the army, police and the fire service, to deal with scenarios in that Georgetown Prison. If you are to take prisoners and carry them to Mazaruni (Prison), although there is space there, that kind of backup would not be as quick,” he explained.

He further noted that Georgetown Prison is in closer proximity to the Magistrates Courts and the

Suspected cases of Zika in Linden – Health Committee Head

larm bells have been sounded as Head of the Region 10 (Upper Demerara-Berbice) Democratic Council (RDC) Health Committee, Dr Gregory Harris told members of the Council on Thursday that there have been a few suspected cases of the Zika Virus in Linden.

Dr Harris, who is attached to the Linden Hospital Complex (LHC), related that patients who showed possible signs of the virus were seen at the health institution on Tuesday. He added that samples were taken from the patients and sent to Georgetown for testing.

“There have been a few suspected cases of the Zika Virus at the Mackenzie Hospital (Linden Hospital Complex), two of which we think might be positive because these two pa-

tients have shown fullblown signs – the rash, the red eyes, muscle and joint pain. But what we did, we took samples and we sent it to Georgetown and we’re awaiting results. When we receive that, we’ll make the information available to the public,” Dr Harris stated.

He had recently expressed concern, noting that the Health Committee had failed to meet on several occasions to discuss matters related to the community, including education on the Zika Virus. However, he related on Thursday that the Committee was able to meet recently, for the first time in 10 months.

In light of the suspected cases, Regional Chairman Renis Morian urged members of the Council to be proactive in having the community fogged to kill

mosquitoes.

Regional Health Officer (RHO) Dr Pansy Armstrong said fogging would be conducted shortly. In the meantime, she stated that larvacide would be used in dealing with the issue of increased mosquitoes in the community.

At last month’s statutory meeting of the Council, Councillors had made calls for increased fogging to be carried out in areas across the Region, and Morian had indicated that he would make representation to put mechanisms in place to facilitate activities relating to an environmental clean-up. he European Council President has warned refugees against coming to Europe for economic benefit as thousands of people remained trapped at the Greece-Macedonia border after being blocked from continuing their journey.

“I want to appeal to all potential illegal economic migrants, wherever you

are from: Do not come to Europe,” Donald Tusk said in Athens on Thursday after meeting Greek Prime Minister Alexis Tsipras.

The Paramount Party and the Totalitarian Leader

I

n reaching its conclusion that PM Forbes Burnham had to have known of the plan to assassinate Dr Walter Rodney, the CoI described the former’s subversion and use of state institutions, such as the army and police, to control all facets of Guyanese life, as the “Founder Leader” of the PNC - which he declared to be “paramount” over the government. Against this background, there was the inevitability of a Greek Tragedy as the young Rodney challenged the totalitarian leader, who by definition could not brook any effective challenge.

The nature of the PNC and the party system Burnham created, is crucial to an understanding of Guyanese politics into the present. In politics, parties are formed to articulate the demands of the various social alignments as they confront crises of resource allocation and control; legitimacy and power relations and participation and integration. Our system was quickened with the imminent departure of the British and deformed by the US’ refusal to accept a government under Cheddi Jagan.

While in most societies, a complex pattern of crosscutting cleavages may produce a plural party system to protect various interests, had a chance after 1950.

In contrast, in countries where mutually reinforcing cleavages of race, social and economic classes, ethnicity or language coincide, the socially plural societies evolve as politically bifurcated. This was the case of Guyana after Burnham quit the PPP in 1955.

The emergent political parties - in this case the PPP and the PNC - become “broker institutions” for groups that define their interests in mutually exclusive terms with reference to control of the state and allocation of its resources. Politics is practised at a primordial level with apocalyptic fervour: winner takes all.

A “one-party system” is, in effect, the efforts of one political elite - in this case the PNC - to organise and to legitimise rule by the social force it controls over another in a bifurcated society. In Europe, the result was either “a separation into different countries so that the cleavages become international rather than national” or “the creation of a one-party authoritarian or totalitarian state”. Burnham rejected partition suggested in 1962 by Eusi Kwayana for Guyana and chose the one-party route.

In the latter case the social class on ethnic group that controlled or captured the coercive apparatus of the state could form either an “exclusionary” or “revolutionary” one-party system. Burnham chose the exclusionary systems using “the party as a means of mobilising support for their constituency, while at the same time suppressing or restricting political activity by the subordinate force”.

Russia’s revolutionary road to exterminate the other constituencies was thankfully abjured.

In the exclusionary route, control is “exclusive” rather than “total”, implying that no other institution or individual can effectively compete with the ruling elite.

The elite or maximum leader decides on the degree of control to be imposed on the society and always retains this initiative.

From this perspective, polities can vary from “anarchistic” through “liberal democratic”, “authoritarian”, etc, and culminating in “totalitarian”. The sine qua non of totalitarianism, then, is the pervasiveness of the regime’s control, extending through and over every institution and every individual in society. The will and personality of the leader is an important element in the determination of whether a one-party system will be “totalitarian” or “authoritarian”.

It is the drive and single-mindedness of the leader that pushes “control” to its outer limits and which results in the complete atomisation of the population and pre-emption of any opposition. He promulgates an ideology which might express the “historical meaning or substance” of the regime but which certainly will offer “a vocabulary and a methodological postulate for justifying and legitimising the totalitarian state”.

As described by the Rodney Commission, the “legal order” and those that insist on it become obstacles to the totalitarian leader that he will insist in destroying. From this perspective, Rodney had to go - by any means necessary, including as we are now officially told, by assassination.

s the controversy continues over the establishment of a television station at Region 10 (Upper Demerara/Berbice), former Regional Chairman Sharma Solomon has spoken out on the issue. In response to statements by the Region’s Chairman Renis Morian on Wednesday that the station is set to be handed over to “private individuals”, Solomon stated Thursday that plans are already in place to have the station functioning by Saturday.

Contrary to Morian’s belief, the former chairman who now serves as a director of the Region 10 Broadcasting Inc (RBI), refuted claims that the station will be managed privately. He indicated that it will be in the interest of the people of Linden and Region 10.

He said this is the first time that he is made aware of any objections by the Council. Solomon stated that the green-light has already given by the Guyana National Broadcasting Authority (GNBA) and systems are in place for the establishment of the station.

According to him, Prime Minister Moses Nagamootoo has been involved in the process. He added that plans are in place for the station to be switched on at the weekend.

During an interview with the media Wednesday, Morian expressed concern, and called for a cease order, noting that the station is about to be handed over to a “private individual”.

He said he was informed that individuals are presently moving to set up a dish at the station’s Richmond Hill location, however he indicated that he has no knowledge of who those persons are.

Morian stated too, that the persons are not from within the Region and a trial run of the station is set for this weekend. According to him, when residents of Region 10, through the then leaders made the open cry to access a station for themselves, this was not to be had or managed by any private individual to benefit any private person, but it was to benefit the residents and people of Region 10.

The Regional Chairman said he is in receipt of a letter from the GNBA which indicated that permission has been granted by its governing Board.

He made it clear that the Regional Democratic Council (RDC) is the authority managing the affairs of Region 10, hence any handing over, discussions or otherwise pertaining to licence establishment of a television station in the Region should be channelled through his office.

Morian said there had been no discussion with any private investor and called on the office of the Prime Minister and the Ministry of the Presidency to look into the matter with immediate effect.

He added that while discussions would have been ongoing with the previous administration, there needs to be continuity under the present, however, the Chairman pointed out that there was no such continuity under his stewardship as it relates to the television station.

A television station for the region formed part of the August 21, 2012 Agreement signed between the previous administration and the Region, under the stewardship of former Regional Chairman Solomon.

was then establishment in an effort to advance the setting-up of the station for which Solomon serves as a director.

Last July, Head of NFMU Valmiki Singh advised that the RBI could be assigned a channel for use as a regional television channel which gave clearance for the station to be established.

According to the Government Information Agency, Singh gave the technical recommendations during talks with the former Regional Chairman while a tripartite meeting was convened by Prime Minister Nagamootoo who holds the information and telecommunications portfolios.

During an interview with this newspaper last October, Solomon said RBI was working to ensure the community is in full control of the television station.

“So we have gotten that letter of acknowledgement that our application is being processed and we are to expect our licence very soon...”, he said.

Solomon had also noted that RBI was simultaneously working in close collaboration with government to ensure full support in promoting community broadcasting, and ensuring the fundamental rights of citizens to have free access to information is maintained.

The Race to LGE 2016 Linden 2025 envisions Linden as “Water Capital”

s the race continues towards the March 18 Local Government Elections (LGE), one of the contesting groups, Linden 2025 disclosed that a major part of its plans for the Linden community involves transforming it into the “Water Capital” of Guyana.

The group has 23 candidates, representing seven constituencies, of the eight in the Linden municipality.

Representation would be made for all except Constituency 4. Electoral candidate Samuel Wright, in outlining the group’s vision, said this meant that it hoped to implement best practices for the sustainability of water in the town in the areas of conservation, tourism, treatment and uses. “...in that Linden’s economy and society becomes water based.

So we’re willing to get even an institute, any kind of research station on Guyana,” he noted.

Wright also outlined plans to have the Linden Technical Institute (LTI) include water monitoring and treatment in its curriculum.

“We have like five treatment plants for water; we’re only going to use two. We’re saying that x treatment plant can be used for training...Most of our springs are polluted, most of our rivers and creeks are polluted, but it becomes polluted based on how we’re living. So if we’re going to reverse that, a lot of our practices must change, so that we don’t contribute to water pollution. And we think Linden should move towards a water-based economy”.

This, he noted, can be achieved through ground and surface water, even the watershed. Wright said the involvement of high schools could also play an important role in establishing the initiative, more specifically in dealing with the promotion of a watershed project. By this means, he said Linden 2025 would like to see a change in people’s mindset against water pollution. He said the group also expected that at least 500 jobs would be created.

Linden has great potential and has outlined plans for a plan of action intended for the development of Linden over the next 10 years, Wright said.

“We’re looking for development in Linden in terms of what is going to happen in 10 years’ time...

We’re looking in terms of how we’re preparing Linden to meet its potential over the next 10 years...We see a development plan for Linden involving all stakeholders,” he stated.

"Laffie" acquitted of La Penitence man remanded manslaughter charge on larceny charge A man was on Thursday acquitted of manslaughter at the High Court, after the victim’s relatives chose not to offer any evidence against him as they had reconciled their differences and forgiven him.

Ramsammy, also known as Laffie, of Goed Fortuin, West Bank Demerara (WBD) was handed a not guilty verdict on a charge which read that on October 20, 2005, at Goed Fortuin, he inflicted injuries on Mahendranauth Rajkumar, also called Blackeye, thereby causing his death.

The case commenced on Thursday morning before Justice Navindra Singh, and the Jury heard that both the accused and the deceased were related.

It was related that on the

day in question, the men had an argument which developed into a physical altercation. During the fight, Ramsammy dealt the deceased several lashes about his body as well as kicks and punches. The deceased reportedly succumbed to the injuries.

On Thursday, the Prosecution led by Attorney Narissa Leander, presented two witnesses. Those witnesses were Mrs Rajkumar who is the

mother of the deceased, and the deceased’s brother Sukhram Basdeo.

Mrs Basdeo told the Court that she has forgiven the accused and does not wish to offer evidence against him.

Meanwhile, the brother explained that he and his family have reconciled with the accused and as such they would not be pursuing the matter.

The Prosecutor then related that they would not be pursuing the matter any further as they have no evidence. As such, Justice Singh directed the Jury to return a formal verdict of not guilty and they complied.

The Judge told the accused that he hoped he had made peace with himself and the deceased’s family. The case was then dismissed

Police Prosecutor Deniro Jones objected to bail owing to the penalty attached to the crime. He disclosed that the defendant lived opposite the Virtual Complainant (VC) and as such, if the defendant was granted bail, he would likely harass the VC. The prosecution’s file was also not complete, so the defendant was remanded to prison. He will make his next court appearance on March 16, 2016.

PCB threatens pulling Drug-testing lab will be operational for Games – Rio chief out of World T20

he Pakistan Cricket Board (PCB) has threatened pulling out of the World Twenty20 if they did not get a clear message about the security situation from the Indian government. Shaharyar Khan, the PCB chairman, called for India to publicly acknowledge Pakistan’s participation in the tournament and to also promise full security to their cricket team.

The Pakistan government had initially granted the PCB permission to play in India, but the board has decided to put the visit on hold until they are guaranteed foolproof security. The PCB’s move was prompted after the Himachal Pradesh chief minister Virbhadra Singh had expressed his state government’s difficulty in providing security for the India-Pakistan clash in Dharamsala, on March 19.

“We have concerns and the threats are Pakistanspecific. Even now, the Himachal Pradesh chief minister has also said that they will not guarantee the security,” Shaharyar said

during a press conference at the Gaddafi Stadium in Lahore. “We have been informing the ICC on a daily basis about these threats which is not encouraging for us.

“Although our government has already given permission, these latest threats need to be taken seriously.

Political parties like Shiv Sena [threatened us], now even the Congress has also said they will not let us play along with some other groups. Those are the ones creating agitation.”

It has been reported that Virbhadra, who heads the Congress government in the northern state, wrote to the Indian Ministry of Home Affairs (MHA) saying that the match should not be played in Dharamsala.

Virbhadra’s concerns were regarding the prevailing local sentiment in Himachal over recent terrorist attacks in Pathankot, which lies close to the Pakistan border near the intersection of the states of Punjab, Himachal Pradesh, and Jammu & Kashmir.

“We have told the ICC that there is only one step that the Indian government needs to take and that is to issue a public statement that they are ready to welcome Pakistan and ensure full security for our team, which hasn’t come as yet,” Shaharyar said.

“We have already been given permission [to travel] and we want to come, but we need reassurance and they should give a statement that will create a sense of security among us. I spoke to the BCCI and they are giving us a private assurance, claiming that it’s all about internal politics, nothing else, and that Pakistan should come.

“But a public statement is important and it should come, as there are threats and we can see them. We have written to the ICC that they should come forward and we’ve asked the Indian government to assure us and give a statement. If they won’t give the statement, then I see it’s very difficult to go to India. There is no deadline in making the decision but we will have to monitor till the end and can even pull out at the eleventh hour.”

The World Anti-Doping Agency (WADA) stripped the $25 million Laboratorio Brasileiro de Controle de Dopagem (LBCD) of its accreditation in 2013 because it failed to meet required standards, re-instating it last year.

But unless Brazil changes its doping laws to conform to global regulations by the March 18 deadline, the anti-doping tests for the Games could be moved elsewhere at considerable cost.

“The lab will be fully accredited with the correct legal framework, which will mean full operations for the Games,” Nuzman told Reuters at a news conference in London.

“All the wording has been approved by the IOC, WADA, the federal government and the organising committee. We prefer to do it by March 15. We expect to have this final document by then.”

WADA rules say doping cases must be heard by an independent specialised tribunal as opposed to a general sports court, as is the current process in Brazil.

A Rio spokesman said Brazil’s President Dilma Rousseff would sign a decree to change the law with immediate effect.

Doping is one of many issues dogging the buildup to South America’s first

Olympics, with Russia currently barred from international competition and Kenya struggling to implement new anti-doping measures by an April deadline or be ruled non-compliant.

NOTHING TO HIDE

Preparations for the Rio Games have also been overshadowed by construction delays, an ailing Brazilian economy and the Zika virus.

In a further blow this week, French prosecutors investigating corruption in athletics raised questions about the bidding process for the Rio and Tokyo Olympics.

Nuzman said Rio had nothing to hide.

“We did it a clean way,” he said. “The winning margin was large and we had strong support from a great number of (IOC)members.”

With around five months to go until the opening ceremony, Nuzman said the only venue still lagging behind was the velodrome, which is still without its wooden track. The test event has been pushed back two weeks to April 30.

“This is the only test

event delayed out of 44 test events,” he said, adding that the golf course would be tested next week.

Nuzman also denied reports that athletes would be charged for mosquito screens for their rooms, saying the organising committee had agreed to pay for air conditioning to minimise the risk of being infected with the Zika virus.

The mosquito-borne virus has been linked to brain damage in thousands of babies in Brazil and both international health and sports officials are urging vigilance by those travelling to the Aug. 5-21 Rio Games.

Asked whether he was concerned that only 47 percent of tickets had been sold for the Games, Nuzman said Brazilians “loved to leave it late”, pointing to the soccer World Cup. But Nuzman said there were no plans to give away free tickets to children from low-income families.

“This is always a difficult situation,” he said. “The organising committee decided not to have invitational tickets.” (Reuters Sport)

South African court rejects Pistorius' right to appeal murder conviction S outh Africa’s Constitutional Court on Thursday rejected Olympian Oscar Pistorius’ right to appeal against his conviction for the murder of girlfriend Reeva Steenkamp.

The Supreme Court of Appeal changed the 29-yearold’s conviction to murder in December after the state prosecutors appealed the athlete’s prior conviction of culpable homicide in the Pretoria High Court.

appeal on the grounds that the Supreme Court of Appeal had correctly found Pistorius guilty.

The athlete, nicknamed “Blade Runner” because of the prosthetic legs he uses to race, had filed papers to appeal against his conviction at the Constitutional Court, the country’s highest court, on January 11.

Pistorius shot and killed

Steenkamp on Valentine’s Day in 2013, and has spent the last few months under house arrest at his uncle’s home in Pretoria while awaiting his appeal.

Pistorius now faces a minimum 15-year jail sentence for the murder of his girlfriend.

It is likely that a date for Pistorius’ sentencing could be set on April 18, when he was due to appear in court to give an update on his appeal at the constitutional court.

he Berbice Volleyball Association (BVA) last weekend extended its outreach programme to the Black Bush Polder area, and once again the association was successful in bringing the game to the people.

The exercise was held at the Mibicuri volleyball court and executives of the Levi Nedd-led BVA, along with several teams travelled to the area to engage in the activities. Seven senior and three junior teams participated in the one day event, which was well attended.

The activity was open to persons living in the Black Bush Polder area interested in learning the game, and active players interested in enhancing their skills.

It also saw two teams from the area, Mibicuri Strikers and Gemini, joining the BVA. The other teams

that participated in the day’s activities were Port Mourant Training Centre (PMTC) 1, 2 and 3, Three Door Strikers of D’Edward, and Number 52 Survivors.

The three teams that participated in the junior category were Corriverton Jets, Tain Humanitarian and Number 52 Survivors.

Lectures, coaching and a few exhibition games were played as part of the day’s activity. The teams from the Black Bush Polder areas also received literature, kits and playing balls, nets, rules books, training materials and other volleyball assortments. The other teams that participated were presented with playing balls.

A number of exhibition games and a competition were played. In the final of the senior competition, PMTC1 continued

their dominance by defeating Three Door Strikers 2514, 25-23 in the final. In the junior category, the winner was Number 52 Survivors, who won from Tain Humanitarian 25-17.

BVA president Nedd and other members of his executives, along with a number of national players were the resource personnel.

The outreach, which is a part of a series organised by the BVA, was the third for the year so far with the riverain communities of Orealla/Siparuta benefitting. There was also one for female and junior players at Skeldon, Corentyne.

The BVA activities will continue this weekend with a workshop for coaches at the Port Mourant Community Centre, beginning at 09:00h each day.

Gonsalves of Life’s Gym was dominant in the 59kg category lifting a total of 508kg to win his category. The promising athlete bench pressed 85kg, squatted 212.5kg and dead lifted 210.5k in his weight class.

His wilks points accumulated to 454.162 which was the highest of all the males at the event.

he Bank of Nova Scotia has taken up the offer to provide playing shirts for last year’s runner up, Buski XI, in the Young Warriors Cricket Club’s (YWCC) annual fundraiser, Mash Cup 2016.

The highly anticipated tournament, which was slated for Mash Day (February 23), but was postponed due to persistent rain in the Berbice area, is now set for March 20 at the Cumberland ground.

At a simple ceremony held recently, the shirts were handed over by the bank’s New Amsterdam Branch Manager, Vibert Jones, to team captain Rafeek Kassim. The manager said that Scotiabank is pleased once more to give back to sports and provide support for the communities in which they operate.

Scotiabank is also the proud sponsor of Kiddy’s Cricket in the Caribbean.

In response, Kassim thanked the bank for its generosity and promised to represent the sponsorship well. Scotiabank has been on board with Kascon Engineering Service- a construction company for which Kassim is the Principal for a number of activities, with the most popular being the annual Christmas Carolling.

He said that he observed overs the years that

the bank is very supportive of sports and charity and referred to how the staff would raise funds during the year to bring joy to the less fortunate during Christmas time.

Kassim was also generous to this event by providing lighting for the Mash Cup after party and cash support. He said that he was driven by the fact that he was so happy to see that for the first time a West Indies Under-19 team won a Youth World Cup. To make it even better, the captain is one of Guyana’s very own, Shimron Hetmyer, who is a product of the YWCC. He called on the national senior selectors to get Hetmyer quickly back into the national team and urged the West Indies selectors to do likewise with not only him, but the other outstanding players. He made special mention of Alzarri Joseph, who bowls faster and with more control than most if not all of the current crop of West Indian pacers.

Fittest of the fit to be tested at E-Networks Cross Fitness Challenge

he concept which gripped the attention of many fitness enthusiasts last year is set to ignite the National Park Tarmac once again when the E-Networks Cross Fitness Challenge returns on March 13.

At the launching on Wednesday at the 704 Sports Bar, the success of the event last year when it was hosted have seen the organisers confidently stating that it will be bigger and better this year.

The competition is made up of four events that com-

bine 11 different exercises and will test the athletes’ fitness levels and endurance.

Each workout will test a different part of the athletes’ functional strength or conditioning. Athletes will be judged based on their execution and speed. Final scores will be determine by the E- Networks Cross Fitness Challenge fittest team and fittest individuals in the Male and Female categories.

Nine teams comprised of three males and one female will compete for the title of fittest team in Guyana; all 36 athletes will be simulta-

neously competing for the individual tops spots.

Those teams are Elite Systems (Berbice); Fitness Revolution (East Coast); Team Enmore; Cross Fit Bel Air; Fitness Paradise; Fitness 53; Life Gym and two wildcard teams.

All athletes will receive medals for taking part in the challenge and the organisers revealed that spectators also have a chance to show off their strength and endurance and win prizes.

The entrance fee is $1000 and children are free; action begins at 10:00h.

Nevertheless, Linden’s Retrieve Raiders and Half Mile Bulls have been in great form leading up to the tournament.

Raiders more of a half court team, will be relying on the play of their veteran players especially in the

paint to slow the pace of the game down in order for them to dominate their opponents while the Bulls will be aiming to turn the tournament into their personal track meet with their fleet of young stars who can light it up from beyond the arc.

Whether a team from Berbice can step up and cause some upsets will be an interesting factor in the straight knockout tournament as well.

With the Road to Mecca being the main gateway to the National basketball squad, players will also be aiming to perform in order to gain selection to the nation team.

Nevertheless, the Pacesetters will be the team to beat in the tournament as action is set to start tonight evening from 19:00h.

National Junior, Cadet TT Championships set for today

n “outstanding” tournament is what the Hero Caribbean Premier League (CPL) is looking to deliver in 2016, according to Head of Public Relations and Communications, Peter Breen.

During an exclusive interview with this media entity on Thursday, Breen pointed out that the League is primed to be a major hit once again. Unlike previous years, matches are now slated to be held outside of the Caribbean, with Florida set to host games in July.

Breen hailed this latest development as a significant one in the short history of CPL. “It’s a tournament that’s definitely growing year on year and we know that in terms of social media, in terms of the global viewership as well. Last year 302,000 came through the turnstiles for CPL- that was a growth of 44%. It is lovely to think we can sustain that crowd, but I’m not sure if we physically can, given the size of the stadia, but it is definitely a step in the right direction,” a beaming Breen said.

The Irishman pointed out that the large influx of top quality international players is a clear indication of the marketability of the league, which was initiated in 2013. For CPL 4, South Africa’s batting su-

perstars AB deVilliers and Faf du Plessis, Australia’s all-rounder Shane Watson and recently retired New Zealand captain Brendon McCullum will all be making their maiden appearance in the tournament.

“It’s very clear with the talent on display, both local talent and international talent, have been contracted and that’s a massive vote of confidence from the wider cricketing public that the Caribbean Premier League is unique, it’s the ‘Biggest Party in Sport’ as well all know. It’s incredible vibe, and an incredibly fun place, but with serious cricket on the field, and people want to be part of that,” Breen stated.

Timing is of the essence, as the League smacks right into a busy period of cricket, with the World T20 and the Tri-Series preceding the sixweek tournament.

He continued, “So we’re very excited about that; there’s a lot of work to be done to ensure we deliver an outstanding tournament, because that’s the level we want to achieve- we want to achieve an outstanding tournament and we’re very confident in our abilities to do so and we know that it will be very, very competitive, particularly looking at the talent of the players who are going to be involved this year.”
