Controversial GPL CEO subverts meter purchase process

ess than four months after being controversially appointed Chief Executive Officer of Guyana Power and Light (GPL), Colin Welch has found himself in hot water after evidence surfaced about his interference in a multimillion dollar contract.

This contact was for the supply of pre-paid meters. Reports are that Welch reportedly asked a supplier to lie about the specifications with regards to the tender for the supply of thousands of prepaid meters valued at over US$4 million.

On Sunday, Director of Public Information at Ministry of Presidency Imran Khan, via a Whatsapp broadcast told the media that Public Infrastructure Minister David Patterson admitted he had received complaints about this particular tender.

As such the tender was aborted; instructions were for the process to be ‘set aside’, and for it to be retendered.

According to Khan, this was more than a month ago, with the main complainant (to the minister) objecting to the process.

“Minister Patterson then instructed an independent review of the complaints. All of the main complaints were found to be invalid. The new tendering procedures under a new team have been set in motion,” Khan’s broad-

cast stated.

In April last, the National Procurement and Tender Administration Board (NPTAB) closed the bids with Tesco PLC, a British company that won the contract and undertook to supply the prepaid meters to Guyana.

It was stated that Tesco was going to procure the meters from Shenzhen Clou Electronics Company Limited of China to supply to GPL. Subsequently, one bidder raised an objection about the evaluation and award, claiming that Tesco’s supplier, Shenzhen Clou Electronics Company Limited, does not manufacture the 100-amp meters required by GPL. Another objection raised was in relation to the inspection of the meters.

Guyana Times understands that the almost 30,000 meters had to be certified by an interna-

tionally accepted laboratory before shipment could commence. Questions also surfaced over the certification documents which were presented.

As such, the tender board wrote both Tesco and Shenzhen, seeking clarifications.

It was during the waiting period for responses that the controversially appointed Welch allegedly contacted the Chinese company stating that it must also lie about having the 100 amps prepaid meters available in other countries.

The acting CEO of GPL was elevated from Deputy CEO - Technical following the ‘dismissal’ of former CEO Bharat Dindyal in August last.

At that time Welch was accused of forging his credentials. In early August, Welch had clashed with Dindyal at GPL’s Sheriff Street offices after the then CEO overturned a decision to send home two senior staffers.

Prior to that, his actions had landed him under the microscope when he reportedly instructed a metering crew to conduct a search on Freedom House for the purpose of

Dindyal had confirmed at that time that no metering crew is tasked with investigative works and he, being the boss of Welch, had been unaware as to what were the grounds for such actions.

He had acknowledged there was a ‘trend’ or ‘pattern’ being developed which indicated that Welch had been sending GPL crews to properties of persons who were/are affiliated with the People’s Progressive Party/Civic (PPP/C). (kristenm@ guyanatimesgy.com)

COP21: Benefits for Guyana

T

he Conference of Parties has just completed its 21st meeting (COP21) on mitigating the effects of Climate Change due to the emissions of Carbon Dioxide into the atmosphere produced through the burning of fossil fuels. The historic agreement, which was signed on Saturday, has much that can redound to Guyana’s benefit.

There was firstly an overt acknowledgement of the key role of forests in the effort to reduce carbon in the atmosphere by sequestering it in trees. There had been a prolonged effort to sell this idea which resulted in REDD+ and from which Guyana benefited with the US$250 million Norway paid us for keeping our deforestation rate below specified rates.

With the agreement in place, developed countries especially will be looking to consummate agreements with forested countries to “buy” our carbon sequestration credits.

Thanks to the visionary work by former President Bharrat Jagdeo, Guyana has a solid reputation based on experience with monitoring and verification mechanisms, and we should be one of the first countries to benefit.

The COP21 agreement also promises help to developing countries to exploit alternative, green methods of generating power to reduce the use of fossil fuels. Guyana should tap into these funds to help develop its hydroelectric power generating capacity which amounts to a phenomenal 4GW. If the Government still believes the Amaila Falls site is not feasible, even with the US$80 million committed by Norway and new money in the offing, then it ought to select another site – and not just the minuscule ones it has identified, like Tumatumari.

Finally, there is the urgent threat of rising seas caused by rising global temperatures. The sea level has risen by at least eight inches since the Industrial Revolution really kicked in around 1850. COP21 places great emphasis on mitigating the potential for disaster on a global scale to coastal communities by even pushing to better the agreed cap of a 2°C temperature rise.

While even small islands like St Lucia and Pacific Islands like Marshall Islands received notice for their strong advocacy of compensatory mechanisms on rising seas, Guyana’s representative, Raphael Trotman, was invisible. However, notwithstanding his lassitude, Guyana can now take advantage of benefits offered by COP21.

With our coastland already five to six feet under sea level at high tide, Guyana has had to wage a centuries-long battle to keep out the Atlantic Ocean. Georgetown is already under threat and no amount of canal cleaning will prevent floods that swell across the streets with every heavy downpour.

The increased and increasing density of population in Georgetown will inevitably overwhelm efforts to keep the drains and sewerage systems flowing.

When those hydraulic challenges caused by the sea level rise are combined with the vehicular gridlock that is imminent in Georgetown in a year, the city as presently utilised becomes non-viable. What we would suggest is the Government immediately draft a plan to relocate all Governmental offices to an inland location to form the nucleus of a new city that would become our official capital.

This plan would be submitted to the COP21 institution that deals with the mitigation of rising sea levels.

Back in the 1970s, the People’s National Congress (PNC) under Forbes Burnham had suggested such a move to the North West District but we believe that for practical logistical concerns an area abutting Linden would offer more benefits. Firstly, Linden is not that much farther away from Georgetown, and would also facilitate the fibre-optic needs to actually implement e-governance to reduce the need to actually travel to Linden.

Linden is also a key node on the road to Lethem and Brazil and its conversion to our capital will make us look to the south more seriously for our developmental linkages than we have done up to now. Linden is already a depressed community and the “make work” efforts characterising this Administration’s efforts at alleviation are not sustainable. As the administrative capital city of Guyana, the employment question will become moot.

Let us make COP21 work for Guyana.

What else and how much has Mr Kwayana hidden by his usual evasiveness? The popular chatter had previously revealed – now established – that Mr Kwayana and his acolytes in the WPA had found themselves overshadowed by the charismatic and immensely popular Dr Rodney. Since under Dr Rodney’s leadership, the WPA directed its attacks on the PNC Government, the PPP/C became the automatic beneficiary. This was most unacceptable to Mr Kwayana and company. The WPA was not yet a political party at that time. After Rodney’s 1980 assassination, they recalibrated and became pitiful electoral failures, and still remain so. Dr Rodney’s increasing popularity had made him a huge threat to both WPA internal and PNC external adversaries. Both wanted to get rid of him, but for different reasons.

It has now become very clear why Mr Kwayana, despite all his political experience, never interceded to prevent Dr Rodney’s radical pursuit. Evidently, Dr Rodney did not trust Mr Kwayana as well. Both were content to humour each other. Those whom Dr Rodney totally eclipsed were quite content, indeed better off with him not being around.

Examine the revealing exchange at the RCoI as Attorney-at-Law Selwyn Pieters cross-examined Mr Kwayana which speaks for itself.

Pieters: Well, let me put it to you differently, Mr Kwayana. I am going to suggest to you that Dr Rodney did not trust you.

Kwayana: Oh! [laughter]

I am willing to accept that if you say so, but I think there is evidence to the contrary.

Pieters: Well, we know that he never told you about Gregory Smith, correct?

Kwayana: No. Mr Kwayana also denied any association with WPA arms stockpiling. But during the RCoI, both Tacuma Ogunseye and Dr Rupert Roopnaraine’s bodyguard Mr Allan Robert Gates publicly supported Dr Roopnaraine’s assertion that the WPA was actively stockpiling arms.

Why was Mr Kwayana a trusted Rodney confidant when he seems not to know anything as he claims? Why have both the WPA’s Dr David Hinds and Dr Clive Thomas kept a very low profile and tight-lipped on these burning issues is anyone’s guess. Consider that the WPA’s security committee was composed of only Dr Rodney, Dr Roopnaraine and Mr Ogunseye – who were tight – what does it say who were trusted? Dr Rodney being dead cannot vouch for Dr Roopnaraine. But the late lawyer, Mr Vickram Aditya Pooran has publicly vouched that Mr Kwayana did not belong to the “armed wing” of the WPA. How can anyone not belong to something within the WPA which allegedly did not exist? Given the glaring inconsistencies, any demented insistence that the WPA was a party of peaceful coequals is most laughable.

But it’s now the season to be merry and jolly. Laughter is good medicine and the WPA is full of more than what we see and know.

Legalise marijuana, let’s not be hypocrites Dear Editor, Let’s not fool ourselves; marijuana was made illegal because of economic control of the plant by the USA. America did not have the expertise to mass produce this plant on a scale and quality that other countries did, so in the 1930s they launched an aggressive campaign to make marijuana illegal across the globe through high-level political ma-

noeuvring and “strong arming” other countries. Today, America stands as the leading example for making this plant legal again, now that they have the expertise to effectively profit from it.

And for those who do not understand how the US do things, they normally leave it to the states to start the process of legalisation, and then it would be ratified by the Supreme Court.

It has always puzzled me that a poisonous substance like cigarettes can be legal, while we pretend that we are the vanguard of morals by keeping marijuana illegal. We all know that anyone who wishes to smoke the ganja still do regardless. And when I say anyone, I mean from the rich to the poor across all races and cultures. Even many people who are Judges and politi-

cians today would have taken a sample and probably still do. The point here is that if there was any moral decay from this plant, it would have happened already.

And if we use moral grounds to keep this plant illegal, how do we explain its critical role in religion on all continents since before the time of written history? From the Sages and

Kamaluddin Mohamed did greater damage than good Dear Editor, A few weeks ago, prominent Indian People’s National Movement (PNM) leader Kamaluddin Mohamed died and he was given a national send-off.

The Government of then Prime Minister Kamla Persad-Bissessar (which comprised the United National Congress (UNC) and its coalition partners) paid him glowing tribute by conferring Trinidad’s highest national award a few years earlier.

The PNM was no less effusive in his send-off. Why was Mohamed, a historic PNM loyalist, saluted with such fervour by the Indian based UNC? Cross-race voting was a major factor in Trinidad’s Indian based Democratic Labour Party (DLP) losing the island’s first general election in 1956 to the African-based PNM led by Dr Eric Williams.

The PNM was to rule the island nation for some 45 unbroken years until UNC’s Basdeo Panday was elected Prime Minister. No race riots occurred during this entire period.

In 1956, Dr Winston Mahabir and Mohamed defied Indian race loyalties and joined Dr Williams’ PNM. They gave him the critical Indian crossover votes for the PNM’s oneseat majority win over Bhadase Sagan Maraj’s DLP. That PNM one-seat majority was not possible without Indian Muslim and Christian (Presbyterians) religion based voting. Both Dr Williams and Maraj understood the 1956 elections were all about ethnic empowerment. For the DLP, its Indian base was fighting for racial and cultural survival unlike the PNM. Trinidadians had historically embraced “Uncle Kamal” as the embodiment of Indian culture while he was a strong PNM loyalist. But, his entire political outlook and political loyalties drastically changed when Dr Williams died. He was to switch political loyalties to the UNC later. Originally confident that race did not matter to the PNM and he would be judged by his Muslim religious beliefs, he was nevertheless unceremoniously rejected as successor, to be-

come the first Indian Prime Minister of Trinidad in succeeding Dr Williams. On Dr Williams’ passing, both Mohamed and Erol Mahabir [not Winston Mahabir] were summoned to the residence of Trinidad’s Governor General Sir Ellis Clarke, where they were told by Sir Ellis that “Trinidad was not ready for an Indian Prime Minister”. Sir Ellis instead proceeded to tell the shocked men that he had decided to appoint the lacklustre and lesser known African PNM leader John Chambers as Prime Minister.

What significant “truths” hold lessons from that island neighbour for Guyana? What is truth must be told just because these are the facts of. Should Guyanese leaders act in conformity with what is right or avoid the same political mistakes that Mohamed and Dr Mahabir made?

Who were responsible for the mockery and destruction of rhythmic democracy were the Caribbean’s own Indian renegade leaders.

JI Ramphal and Sir Lionel Luckhoo served prominently on British Guiana’s interim Government in 1953 after the PPP was removed.

In 1964, Richard Ishmael, Dr Balwant Singh and HB Gajraj supported the PNC bringing down the PPP Government. In 2015, Moses Nagamootoo and Khemraj Ramjattan kept the faith alive like true soldiers.

Without Mohamed’s

and Dr Mahabir’s crossover beckoning, Bhadase Sagan Maraj would have been Trinidad’s first Prime Minister. It is doubtful his DLP would have been able to govern Trinidad for 45 unbroken years. Maraj was a successful entrepreneur with little academic education, but he embraced the political philosophy of worldwide capitalist free enterprise. Both his DLP and Dr Williams’ PNM were ethnicity-based parties which sought to empower their ethnic bases.

Shouldn’t Mohamed’s and Dr Mahabir’s political naiveté be held responsible for the suffering which the PNM imposed on Trinidad’s Indians for 45 years?

Caught up in their own ego and personal self-advancement, they sought to divide Trinidadians by religion when the beneficiary was firmly embedded in race triumphalism.

Unfortunately, Mohamed learnt it the hard way. How he perceived the world and Trinidad was completely different than what actually mattered by the local rate of exchange. Both Mohamed and Dr Mahabir were completely lost to the nuances of political decolonisation and the Indian electorate paid the political price. With the AfroTrinidadian based PNM’s Dr Williams as the first Prime Minister and Maraj as the Opposition Leader, the political trajectory of the coun-

try was completely altered.

With the active support of Mohamed and Dr Mahabir, Dr Williams effectively held on to power for 45 years by means of gerrymandering of election districts, rigging by voting machines, and importing Grenadian immigrants to swell the Afro voters bank to ensure perpetual Afro PNM political power.

Dr Mahabir later migrated to Canada (as did HB Gajraj with Sir Lionel and Ishmael moving to the US – and they all never looked back). Mohamed continued to live in Trinidad with a guilty conscience. Before his death, he attempted to make amends and correct his mistakes by affiliation to the UNC. But the damage was already done, even as he tried.

Sadhus in the Himalayas, who smoke marijuana as an unbroken tradition from the time of Lord Shiva to the great kings and queens of Ethiopia and Egypt who set the foundation for this modern world, marijuana was used as a source of enlightenment and healing. In some ways you can’t help but feel that we modern humans are out of our league by having the audacity to make this divine plant illegal.

The most unrecognised irony is that marijuana has always been the base of our most revered and respected messengers of righteousness and liberation across the globe. Mahatma Gandhi, who was enlightened by those same Sages of the Himalayas, liberated not one but two countries on separate continents in his lifetime and inspired Martin Luther King to lead his revolution in the USA. Through words and sound, we all embrace Bob Marley as the greatest musical messenger of righteousness in our history.

We use his music to uplift and inspire; we even use his music in our political campaigns across the world to help spread our messages to the masses. Bob Marley and his fellow messengers of the great conscious reggae music use marijuana as a source of enlightenment.

Therefore, it is hypocritical to embrace the goodness of these great people, but banish the source of their great-

ness.

On an economic scale, marijuana is positioned to be the largest industry in the world rivalled only by information technology. In the first few months of marijuana becoming legal, the State of Colorado collected over US$10 million in tax revenue, a sum that has risen tenfold since.

And we can say the same for Washington.

There are untold economic gains for countries like Guyana to not only legalise this plant but to be a major export country to the world. We have the expertise and capacity to harvest this plant on a scale that will dwarf the sugar industry in the future. Holland, Uruguay, North Korea, Chile and Jamaica have all relaxed or made marijuana fully legal and Canada is now paving the way for legalising marijuana there too.

It is time we wake up from 85 years of this outdated American law and make this plant a source of good for our people and country.

Are we going to stand aside and watch the world take all the benefits of marijuana for themselves, while we remain under the control of a backward and oppressive law that keeps marijuana illegal?

5. Empathise with your child, but don’t throw your spouse under the bus. If your spouse feels more strongly about something and you’ve decided to go along with their decision, you can say to your child, “I know it’s hard for you when Mom won’t let you go on a sleepover. I see it bothers you because you feel you are ready for this independence.” You’re empathising with your child’s feelings, but not breaking the unified stance. When you show empathy, your child also feels he’s understood and not so alone.

Your child still must go along with the decision you’ve made with your mate. Again, later, Dad can discuss with Mom his differing views and perhaps they can come to a different decision together on how to handle things the next time the situation comes up.

6. Get to know your spouse’s family history. Perhaps it’s difficult for you to understand your mate’s perspective on child rearing because it’s so different from your own, so you end up feeling critical of his way of thinking.

I recommend that you get to know his family history and how deeply those beliefs are rooted. It may help you to see things more objectively and less personally, and you will then be able to respond with less judgment. Try to help each other see that safety issues, environmental concerns, and cultural norms change over time. What might have worked back when your spouse was a child might not make sense now.

Or what worked in his family back then might be different than what will work in your family right now. Anxiety about change and differences can often cause parents with the best of intentions to stick to what’s familiar and comfortable, rather than think of what’s best for the present situation.

7. When parents fight, children are off the hook.

Sometimes children will use the fact that you’re not on the same page to manipulate you. They might even set you up to fight with each other to get off the hook. Let’s say your husband is very strict with your son about schoolwork, but you feel that he’s putting too much pressure on your child.

Here’s a scenario: When it’s time to do his homework, your son says he “stinks at math” and complains about his teacher. Your husband yells at him and says that he needs to bring up his maths grade.

Instead of answering, your child looks at you for help. As if on cue, you jump in and say, “Get off his back— h e ’ s doing f i n e .”

Y o u r husband replies, “If he was doing fine, he would have gotten a better score.” Now the fight is ramping up. You respond with, “You’re too strict – that’s why he’s like this, because you’re too hard on him.” Meanwhile, your child keeps watching TV and doesn’t do the homework he was supposed to do. In this situation, the focus goes to the wrong place.

When children provoke these arguments, they’re not getting the discipline they need and they’re not being held accountable. In addition, the tension caused by the fighting is going to increase the tension in your house, which often causes your child to act out (or “act in”) more. Their behaviour won’t change if you’re more focused on fighting each

other than holding your children accountable for their behaviour.

f every holiday party you attend begins with a joke about packing on the pounds, you’re not alone.

We all know the struggle.

For the month of December, we’ll fight the urge to indulge our seasonal favourites.

Sometimes we’ll win. Most of the time, we’ll lose.

And as we laugh it up, our little ones are listening and soaking up every word and every action. And some of them are putting on weight, too.

S o what’s a healthconscious parent to do?

We turned to paediatric dietician Natalia Stasenko to better understand the pitfalls children face at Christmas time. Natalia doesn’t single out sugar or high calories as the main culprits of holiday weight gain in children.

Instead, she says the biggest food dangers are in the “form of disorganisation in meals and snacks as well as feeling out of

control around certain foods that are typically served during holidays”.

She’s talking about mindless snacking, second dinner, finishing off the rest of the pie or eating another piece of cake just because you can. If we, as adults, struggle to maintain control, imagine how hard it must be for our children. With that in mind, Natalia shares these five practical tips for encouraging healthy holiday eating habits

in children: Set clear expectations Start the season right with a quick family conversation.

Natalia calls these ground rules, where you define what meals and snacks will look like over the next few weeks. Keep in mind that this is not only for putting restrictions in place but also for saying, up front, what food freedoms you’ll allow.

Natalia suggests saying something like, “We will have three meals and two snacks at the usual times, and we will eat or drink nothing but water in between. But, once a day, at a snack time, you can eat as many of your favourite cookies from grandma as you want. At other meals, we’ll eat just one small serving of dessert, as usual.”

Focus on feeding strategies and physical activity Once expectations are set, you don’t need to say anything else. No, really! Not even a chipper “Make healthy choices today, kids!” or a raised eyebrow followed by “Are you still hungry or are you just eating?” Words aren’t necessary or helpful. In fact, Natalia says, reminders like these create an even stronger emotional link with food.

Rogue lawmen an embarrassment to Joint Services – Brigadier Phillips

he recent heightened involvement of ranks from the various law enforcement agencies in illegal activities is an embarrassment to the Joint Services, according to Chiefof-Staff Brigadier, Mark Phillips.

Speaking with Guyana Times, Phillips said: “It is embarrassing for the Joint Services; and we will deal condignly with any member of the Joint Services who are caught involved in any illegal activities; and even if they are suspected of being involved in such acts, we will ensure that necessary procedures are followed and they will be investigated.”

The Joint Services is made up of the Guyana Defence Force (GDF), Guyana Police Force (GPF), Guyana Fire Service (DFS) and Guyana Prison Service (GPS).

According to the GDF Head, the various law enforcement agencies conduct regular training programmes to reinforce the commitment of these ranks, however he noted that there is only so much they can do.

“Law enforcement officials, they have to conduct themselves properly. These

things are reiterated over and over again during training programmes, likewise in briefing sessions. They have briefing on the operations that they are going on and at all times we emphasise that they ought to be operating within the confines of the law and be on their best behaviour,” he said.

On December 5, a GDF Lance Corporal, Aaron Eastman, 27, of Lot 148 Grove Housing Scheme, East Bank Demerara, was among four persons arrested on Robb Street after they were found with a quantity of illegal firearms and am-

munition.

According to police reports, on the day in question ranks on “Operation Dragnet” stopped a motor vehicle with obscured number plates at Regent Street and Avenue of the Republic, Georgetown, and conducted a search during which an unlicensed sawn-off pump action shotgun and an unlicensed .38 revolver with six matching rounds were found.

The vehicle was being driven by the lance corporal who was dressed in uniform and a hood at the time.

er men were remanded to prison when they appeared in court two days later.

Going back to November 28, a serving member of the GPF was reportedly involved in a robbery on an East Coast Demerara taxi driver during which the car was hijacked.

The Police had reported that the rank reportedly confessed to being involved in the carjacking.

Reports revealed that investigating ranks arrested two of the suspects on December 5 in connection with the armed robbery of the taxi-driver at Bachelors Adventure, ECD, the week before.

One of the two men arrested was identified as a Police officer. According to information, the two suspects and a female accomplice had hired the taxi from Mahaica Market for Bachelors Adventure where they held the driver at gunpoint during which they relieved him of his car, cell phone and $18,000 cash.

The vehicle was recovered on December 4 in the vicinity of Stabroek Market, Georgetown, where it was parked.

And back in September,

a Corporal and three Constables were placed under close arrest after senior officials within B Division (Berbice) received word of them allegedly accepting some $6 million to release a vehicle carrying cocaine and cash that was intercepted during a road block.

Investigators had managed to recover approximately $1 million of the money.

An Assistant Superintendent of Police was also implicated in the alleged corrupt act.

Based on information, Guyana Times learned that the incident occurred on September 10, but the senior officials in the Division got wind of it almost two weeks later. The four ranks were charged and placed before the courts.

erwin Gordon, 37, of Zes Kindren, Mahaicony River, lost his life on Saturday evening after crashing his vehicle into a tree near Letter T Estate, Abary River.

The incident occurred at about 20:30h. Reports indicated that the man was speeding and lost control of his car, which swerved off the road, flying over a fence and then landing head-on into a tree, where it is be-

lieved he died on the spot.

This newspaper understands that Gordon was the owner of the white Toyota Premio with the words ‘Mikey Spice’ printed on it.

A police release stated that Gordon received severe injuries about the body and was taken to the Mahaicony Hospital where he was pronounced dead on arrival.

Investigations are being conducted into the fatal accident.

hirty-two Rupununi women are now much more business-savvy after completing a five-day ‘Self-Reliance and Success in Business Workshop’, held under the auspices of the Office of the First Lady, at the Indigenous Peoples Conference Hall in Lethem, Region Nine (Upper TakatuUpper Essequibo).

The workshop, the third of its kind, aims to inspire and empower ordinary Guyanese women to tap into their entrepreneurial potential and become successful business owners.

Speaking at the graduation ceremony on Saturday, First Lady Sandra Granger said she is pleased with the level of interest shown by the participants and assured them that this is not a oneoff intervention: “We will continue to explore other ways to help you as funding becomes available, because we believe that once women progress, nations progress:” The Government

Information Agency said the First Lady and her team were catering for a minimum of 20 participants as was done in Good Hope and Linden, but due to the overwhelming response by women of all the subdistricts in the Region, the team worked to facilitate the additional 12, making this the largest batch thus far.

Facilitator of the Workshop Wayne Barrow, from the firm Interweave Solutions, explained that participants have been taught the pros and cons of developing a comprehensive business plan with which they can approach microfinancing agencies such as Small Business Bureau, to acquire loans to start or expand their business.

Grace Albert, a participant from Wowetta Village, is part of a women’s group that cultivates cassava and produces a number of cassava products including chips and cassareep. After participating in the workshop, she has now mapped out her business plan with short, medium and

long-term goals for her group, as well as for her own personal business venture, a grocery shop.

Albert said the group is looking to increase cassava production and will try to get their products on shelves in supermarkets across the country. She explained that women venturing into businesses not only support their families, but also contribute to the maintenance of food security in her community.

Similar sentiments were expressed by Imacuelata Casimero from Aishalton Village, who said she gained significant insight into the preparation of a budget and importance of promoting the services and products she offers.

Casimero and the other participants from Aishalton have chosen to execute a project to benefit the entire community; that is to improve the supply of potable water

by January 2016. This falls under the community development aspect of the two-

pronged workshop.

Meanwhile, Wendella Rohlehr, who makes a living by walking and selling Brazilian cosmetics, plans to use the knowledge she gained at the training to expand her current operations, firstly by registering her business and then garnering funds to purchase a vehicle so that she could keep up with her competitors. In the long-term, she plans to build a shop in one of the prime commercial locations in Lethem.

Shirley Melville, one of the most prominent female business owners in Lethem, was invited to deliver the graduation charge and to impart some words of wisdom from her experiences. She called the First Lady’s initiative “timely” and spoke of the importance of discipline and willingness to embrace change in order to succeed in the business environment: “You cannot spend what you don’t have and you must know the difference between want and need as self-employed persons. We can do it, we are masters at budgeting…at the end of the day, regardless of status, religion or race, we all have one thing in common; that is we are all women and as women it is a great feeling to make your own money.”

The workshop was funded by the Social Protection Ministry with support from the Indigenous Peoples’ Affairs Ministry.

Participants were drawn from communities of: Aranaputa, Annai, Aishalton, St Ignatius, Tiger Pond, Karasabai, Culvert City, Parishara, Wowetta, Tabatinga, and Lethem.

Guyana Foundation stepping up suicide prevention programme

ver the past few weeks, the Guyana Foundation has made efforts to continue its mental health and suicide prevention program, by conducting training workshops, community outreaches, and other activities on the Essequibo Coast, in Georgetown, and in the Sophia area.

Late last month, the Foundation commenced a new series of workshops on mental health stigma, domestic violence and suicide prevention. This training built on work previously conducted by the Foundation, and was provided by Lauren Johnson, a GuyaneseCanadian psychotherapist. Johnson is currently in Guyana conducting inspiring experiential work to teach targeted stakeholders practical foundational skills needed to help those in need, and also begin the process of healing their own psychological wounds.

The first interactive training - on mental health stigma - was held in the Boardroom at Suddie Public Hospital on the Essequibo Coast, and was attended by local teachers, policeofficers, members of the Region 2 Working Suicide Prevention Group, and hospital staff.

This was followed by a powerful one-day domestic violence workshop in Sophia that was conducted

at Love and Faith Church in collaboration with Agape Network and a threeday intensive training in Georgetown for volunteers of the Foundation.

Community outreaches were held in Pigeon Island on the East Coast of Demerara, and Devonshire Castle on the Essequibo Coast, while Ms. Johnson was also able to conduct a session at the Queenstown Secondary School in Georgetown. The Foundation was invited to return to Devonshire Castle later this month to conduct a follow-up outreach for a larger group of residents.

In addition to these activities, the Foundation has also adopted the medical

ward at the Suddie Public Hospital. As part of the initial donation to the hospital, the Foundation handed over a 32 inch flat-screen television, two fans, and five large posters of Guyanese images that were donated by local photographer, James Deeges. These items were received by Dr. Ranjiv Singh on behalf of the hospital.

According to Managing Director of the Guyana Foundation, Anthony Autar the foundation is steppingup its efforts in the area of mental health and suicide prevention because the local needs are too urgent to sit back and proceed with business as normal.

It is imperative, he said,

that the people of Guyana are provided with the resources and support needed to develop resiliency and cope with various life challenges - and the Foundation will continue to do its part in this endeavor.”

“We have an exciting array of programs planned for 2016 that we will unveil over the coming weeks, and will continue to utilize all our resources locally, and around the globe, to develop and implement innovative programs to bring relief to our fellow Guyanese,” Autar added.

“The Foundation is deeply grateful to its financial donors and other partners who have collectively helped to make these recent activities a possibility. ou Eyewitness’ been griping for months about the constipation on the dozens of audits the government launched as soon as they got into office. And suddenly we get one via a leak on the one Goolsarran was supposed to be conducting on NICIL? What goes?

One of the most trenchant critics of NICIL since he slunk back to Guyana, Goolsarran was also the Auditor General for the first decade that NICIL was operating – 1990 to 2000.

You’d think he’d be disqualified from being NICIL’s auditor, wouldn’t you. But not only did he land the gig, he did so without the “competitive bidding” he’s always carrying on about!

We guess myopia on corruption does kick in when these types are at the receiving end of cushy contracts. But the stench doesn’t end there. We learnt today Goolsarran hasn’t even submitted the final audit to his Minister – but to the Opposition press. This Eyewitness wonders whether the Accounting and auditing professions don’t have rules on this kind of underhandedness.

A letter from the CEO, Winston Brassington, after the published reports hit the streets, revealed there’d been a DRAFT report since October to which he’d offered a line by line response. He claims that from the stories in the press, none of his comments or identification of inaccuracies/ misstatements/ omissions/distortions/ conclusions/ etc, were incorporated in the report.

Now this isn’t surprising since Goolsarran’s “Get Brassington” mission wasn’t a secret. Why? Who knows!

Most likely it’s professional jealousy since Brassington’s financial acumen made desk bound pencil pushers like Goolsarran look like the rank amateurs they are. Those who can, do (invest and make money in the financial world); those who can’t, audit.

This Eyewitness was able to take a gander at the preliminary report of Goolsarran with Brassington’s observations – and it’s clear Goolsarran had to “cook the books” and “twist the rules” just to throw mud at Brassington. Take this one point – which isn’t incidental, since Goolsarran’s whole case is built on it. NICIL is a Private Corporation and is bound by the Company Act. The fact that Government owns all the shares doesn’t make it into a Public Company! So he insists once more though he’s been rebutted before in the press – that Art 216/217 compelled NICIL to directly transfer its funds into the Consolidated Fund. He disingenuously omitted mention of NICIL’s mandate to invest its funds on behalf of government!

When will there be some professionalism in this country?

A government representative like Goolsarran can’t use the ploys of a shyster to convict someone he’s had in his sights for years.

That just makes him and his government into bigger shysters.

…and cronyism at GWI

Back in 1980, Van West-Charles became Burnham’s sonin-law and was catapulted over dozens of party stalwarts and made Minister of Health – one year after he became a “Cuban” doctor. He was dubbed “Baby Doc”. It was an allusion, of course, to Burnham being like the vicious dictator “Papa Doc” Duvalier in Haiti, whose son and heir apparent was called “Baby Doc”.

Burnham died precipitately, Van West didn’t get to succeed like the original Baby Doc, and he immediately departed the jurisdiction for a cushy PAHO job based in his lineage. He returned in 2009 to bid for leadership in the PNC but was unsuccessful. With the new government on its “job for the boys” campaign, VAN-West was made CEO of GWI. It was Déjà vu all over again! He had absolutely no experience for the job.

But he had (personal) experience with cronyism. So he just hired two of his (admitted) friends at GWI without even advertising the positions.

He said it’s OK – they’re “friends, not family”!

rovisions will be made in Budget 2016 for the establishment of a Cultural Centre in Bartica, Region Seven (CuyuniMazaruni).

This is according to Regional Chairman Gordon Bradford who noted the lack of recreational facilities and programmes for extracurricular activities has always been a challenge for the mining community.

As Bartica awaits its township status, Bradford emphasised these are crucial concerns that need to be addressed: “We need to improve and expand on the region’s recreational and cultural facilities.”

And went on: “These are areas that are very lacking in our region. I am a senior citizen, if I don’t have much to do, I can imagine young people who have all that energy and nothing much to do, definitively that energy is going to be channelled in a negative direction.”

The planning stages for the facility are still in the infancy stage as discussions gets underway to determine the best location for this facility.

With the completion of the Cultural Centre, residents can look forward to a new afternoon treat. The Centre will not only host entertainment programmes but also be used as a facility where young adults can discover themselves by getting involved in the planning and presenting of such programmes as dancing, performances, comedy, musical, and concerts.

Meanwhile, Bartica will officially secure its township status on April 23, 2016. This date is symbolic of the ordinance made by the British government some 178 years ago, to declare Bartica a town.

As residents gear up for this auspicious day, preparations are being made to ensure every sector within the community is on par with the rest of the country.

The Regional Chairman announced that the health sector is on the road of success and the Bartica Public Hospital is making strides

in improving the healthcare service it provides.

He noted that the institution is now equipped with specialist doctors now giving residents the opportunity to seek health services right in the region, rather than travel to Georgetown.

Preparations are also underway to establish a neonatal intensive care unit (NICU) so mothers will no longer have to endure the hassle of being transferred

to another institution to get the required medical attention.

As it relates to security concerns, Bradford had told this newspaper that major crimes are committed in the interior region, where there is little or no police presence. Therefore, as Bartica prepares to become a town there needs to be police outposts in key interior areas and he called on Public Security Minister Khemraj Ramjattan to consider this shortfall. As it relates to crime in the main villages, Bradford disclosed there are few instances of petty crimes but noted the police are well on top of addressing those situations.

Regarding infrastructural development, Bradford explained that as a result of the main economic activities in the region, numerous heavy duty vehicles traverse the road - which causes destruction frequently. This means there needs to be continuous and timely road repairs which would depend on the amount of monies allotted to the region. He explained that most of the

roads are currently in a decent condition but noted there are works that will be commencing in January.

For example some work was done on the Agatash Road earlier this year but more needs to be done.

Tourism

Bradford anticipates that the tourism sector will soon become the driving force of the regional economy.

While mining and logging, even amid the sluggish gold prices internationally, continue to contribute significantly to the economic activities in the region, Bradford said the tourism sector is rapidly transforming and noted it will soon be a major contributor to the growth of the Bartica economy.

With grand events like Regatta and Mining Week, Bartica will be generating significant revenues through the influx of commercial activities that will crop up.

Additionally, with dozens of breathtaking tourist destinations nearby, including the recently opened Aruwai Resort, the Baganara Island Resort, Tipiru Falls, Beacon Beach, Bartica is becoming one of the country’s tourism hotspots that will attract multitudes who will then contribute meaningfully to the development of the region.

The Minister was at the time speaking at the opening of GTT’s second flagship store on Saturday. He pointed out that the ICT sector is a critical one for the development of Guyana.

Gaskin made reference to a recent comment by President David Granger who identified information as one of the four pillars upon which his vision for the development of Guyana’s economy will be constructed.

Against this backdrop, the Minister of Business noted that any investment

in the ICT sector is well aligned with the direction government wants to proceed in.

Gaskin emphasised fact that where business is concerned the ability to compete internationally, and even remain relevant locally, relies on the existence of a constantly evolving communications sector that can meet the needs of the most demanding industries.

“The growing opportunities for business process, outsourcing for instance, cannot be fully exploited without world class communications platform to support the industry. Our government would like to see the full development of our local ICT sector so that businesses in Guyana can utilise the full range of services and technology that our competitors in other parts of the world enjoy,”

the minister stated.

Prior to its election into Office, the APNU/AFC coalition had airmarked the liberalisation of the telecommunications and ICT sectors as part of its 100day plan. However, government is yet to pass the Telecommunications Bill, which was recently revised.

Earlier in year, State Minister Joseph Harmon was reported as saying the Brazil-Guyana fibreoptic cable project was being scrutinised by government since it is “absorbing millions of taxpayers’ dollars.”

The fibreoptic cable project is part of an Information Communication Technology Initiative of the former PPP/C government to bring cheaper internet service to Guyana’s shores from the neighbouring Portuguesespeaking territory, Brazil.

benefits for former Dysfunctional neonatal No Region 10 Chairman ICUs finally fixed F

T

hree of the four dysfunctional Neonatal Intensive Care Units (NICUs) across the country have been fixed and plans are underway to open a similar facility at the Bartica Public Hospital, with a plan already drafted for its construction.

NICUs provide specialised care for premature babies (neonates), who are not fully developed and are unable to survive on their own without the assistance of monitoring equipment, incubators and breathing apparatus. The neonatal period is considered to be the first 28 days of life.

Four of the five NICUs across the country were not functional and were temporarily shut down. These were the Units at the New Amsterdam Public Hospital, the West Demerara Regional Hospital, the Linden Hospital Complex and the Suddie Public Hospital. The only functional NICU was at the Georgetown Public Hospital – which was facing several challenges, including a shortage of staff, space issues and the lack of basic equipment.

Some four months af-

ter, three of the four inoperable NICUs are now working: the Units at the New Amsterdam Public Hospital, the West Demerara Regional Hospital and the Linden Hospital Complex.

Public Health Minister, Dr George Norton explained that the Suddie Hospital was still undergoing repairs, but would be up and running by 2016. He explained that the issues such as a leaky roof and the shortage of general equipment were currently being addressed.

The other NICUs that were closed down had similar problems except for the NICU at the New Amsterdam Hospital, which was shut down because it was infected.

The closure of the Units had severely affected the health care provided to patients in those districts.

Currently, one mother from Berbice is suing the New Amsterdam Hospital for the death of her child which she strongly believes could have been avoided had the NICU been functional and adequately equipped with the necessary materials and equipment.

Public Health Minister, Dr George Norton

The Public Health Minister noted that the $14 million from the Indian Line of Credit that was diverted from the Specialty Hospital Project was being used to upgrade the regional hospitals.

The decision to establish the Units at the regional hospitals was made given the success of the Georgetown Public Hospital NICU. The Guyana Help the Kids (GHTK) Foundation played an integral role in developing that NICU.

Through the organisation, paediatric doctors are being trained in post-graduate residency programmes, and nurses in a neonatal nursing programme, while an infection control programme is being established and biomedical support and guidance provided.

Additionally, the Foundation has thus far pledged and donated all necessary equipment for the NICUs, including incubators; open care warmers; infant ventilators; Continuous Positive Airway Pressure (CPAP) machines and transport incubators.

By 2017, the GHTK is hoping to have a well-developed neonatal network that would be handed over to the Health Ministry. However, both the GHTK and the Health Ministry may have to return to the drawing board to address the problems that resulted in the closure of the Units.

Meanwhile, Dr Norton noted that although all but one of the Units were once again functional and adequately equipped, the challenge of staffing still persisted.

He explained that there was a lack of neonatologists in the country. “Having a paediatrician is not good enough: we need neonatologists,” the Public Health Minister emphasised.

ormer Chairman of the Region 10 Democratic Council (RDC), Sharma Solomon has registered his disappointment after learning that he does not qualify to receive any benefits after serving for three and a half years in that position.

Solomon, who noted that he was just a few months short of the opportunity to cash in on the benefits afforded to former Regional Chairmen, recently brought the issue to the fore before the Linden Commission of Inquiry (CoI) into the Public Service which was conducted last month.

In his presentation, Solomon had told the Commission that he was informed that had he served in the capacity of Regional Chairman for four years, he would have fulfilled the requirements to receive benefits as a former Regional Chairman. The revelation, he said, was made by the Permanent Secretary within the Communities Ministry.

He further told Commissioners that he would like to have the issue reviewed, noting that it may be difficult for others who were desirous of providing their services as Regional Chairmen as well as others involved in the Public Service who may be faced with similar circumstances.

Govt attempting to breach Sugar Welfare Fund laws – Unions – pushes for new Board at once

overnment may find itself breaching laws which govern the Sugar Industry Labour Welfare Fund Committee (SILWFC) as it relates to procedures which must be followed for the establishment of a new Board of Directors.

This newspaper was told that the Administration was attempting to establish a new Board although the present Board was still in

place.

Guyana Times understands that the life of the present Board, which is being chaired by former First Lady Deolatchmie Ramotar, comes to an end in June 2016.

Reports are the Administration has already requested that nominations be put forward for persons to comprise a new Board.

Federation of Independent Trade Unions of Guyana (FITUG) President Carvil Duncan on Sunday told this publication that quite recently a letter was sent to the Social Protection Minister, Volda Lawrence, notifying her of the situation.

“She wants to appoint the Sugar Welfare Board and we are saying that the life of the Board is until around midyear 2016. So she cannot appoint another Board, what she needs to do is resuscitate the Board, but legally…you just can’t bring the Board to an end and cre-

ate a new Board,” Duncan explained.

He told Guyana Times that should the Minister desire to make changes in the makeup of the present Board, she could name a new Chairperson, but could not create a new Board while one was still functioning.

According to Duncan, Minister Lawrence recently sent letters to the Guyana Labour Union (GLU); Guyana Agricultural and General Workers Union (GAWU) and the National

Association of Agricultural, Commercial and Industrial Employees (NAACIE) requesting that they nominate persons for positions on the new Board.

“What she needs to do is resuscitate the Board; she shouldn’t have stopped the Board from functioning in the first place. She can put the Board on pause. A new Government came into place and the Chairman was not holding meetings, but the Chairman was still signing cheques, because the Ministry of Finance asked her to sign cheques and our members who had to sign cheques were still signing cheques so that people could be paid, so, for all intents and purposes, the Board is still functioning,” Duncan stated.

when the life of a Board expires, it should either be renewed or a new Board appointed.

“The fact that the Board is not meeting, workers’ issues like loans, house building loans and other matters concerning sugar workers cannot be addressed. These are things that are waiting for a decision to be made.

Further, the employees for the first time are not having their issues with respect to wage increases addressed because the Board ought to be in place to be able to set the guidelines for the members of the Committee that they might choose to bargain with the Union,” Chand added.

It must be noted that SILWFC is a legal entity, which affords sugar workers the opportunity to have interest-free housing and house-repair loans within specific ceilings.

As part of its mandate, it assists sugar workers in the maintenance of proper internal roads and sanitation in their communities.

Bodies still missing

– search continues today

he search will continue today for the missing bodies of a boat captain and passenger following the collision of two vessels on the Mazaruni River during Saturday night.

Captain Roy Roopnarine and Trevor Persaud, known as “Rope”, both of Itabali, Region 7 (Cuyuni-Mazaruni) are feared dead.

Guyana Times understands the captain of the other vessel Cleon Fortune, also known as “Tom” is currently hospitalised at Bartica Public Hospital. He is assisting Police with investigations.

Following the unfortunate collision, which occurred around 21:00h, a

massive search and rescue operation was immediately launched.

It still remains uncertain how many persons were involved in the accident.

According to information, Fortune and Persaud were travelling in the same vessel from Itabali landing to Bartica while the other boat, driven by Roopnarine, was heading in the opposite direction when they collided. It is alleged that neither boat was equipped with lights.

The search team resumed its operations on Sunday morning all the way into the evening but to no avail.

Notably, regulations prohibit boats from travelling on the waterways after dark.

Fisherman found guilty of carnal knowledge

fisherman was on Friday found guilty of carnal knowledge by a 12 member jury before Justice Priya SewnarineBeharry at the High Court almost two years after the incident.

Murphy Noorhan, 27, of Good Hope, East Coast Demerara , was found guilty on two counts for having sexual activity with a child family member on 4 and 5 January 2013. At the time of the incidents, the girl was only 10 years old.

According to testimonies, on 4 January 2013, he inserted his fingers into the child’s vagina repeatedly. It was also related that on 5 January, he asked the victim whether or not his penis could fit into her vagina. The

victim allegedly responded in the negative so Noorhan forced her to engage in oral sex with him.

After deliberating for about three hours, the jury found Noorhan guilty of both counts of sexual activity with a child family member.

The prosecution asked that a probation report be prepared before sentencing.

Justice Sewnarine-Beharry therefore adjourned the matter until December 28 for sentencing.

Noorhan was remanded until sentencing.

The defendant was represented by Attorney James Bond while the state was represented by Attorneys Stacy Goodings and Siand Dhurjon.

n keeping with its ongoing Seva’s programme to reach out to humanity through various kind acts, the Cove and John Ashram (Guyana Sevashram Sangha) on Sunday hosted its annual blood drive.

The blood drive was a collaborative effort with the Guyana Blood Bank and was held under the theme “Give a pint and save a life”.

The blood donation exercise commenced at 11:00h in the Ashram’s East Coast Demerara com-

pound, and saw members and residents contributing. It was facilitated by laboratory technicians from the Guyana Blood Bank.

According to spiritual leader and administrator of the Ashram (Guyana’s Branch), Swami Shivashankara na nda ji Maharaj, the blood drive was successful and he used the opportunity to thank all the donors.

The Swami pledged the Ashram’s commitment in contributing more blood next year to the Blood Bank.

GRA employee robbed – bandit shot

P

olice in A Division are investigating a robbery committed on an employee of Guyana Revenue Authority (GRA).

According to police reports, Cheryl Embrack, 50, of Grove Housing Scheme, East Bank Demerara (EBD) was entering her home sometime around 03:00h on Sunday, when she was approached by two men, one of whom was armed with a handgun.

The GRA employee, who remains thankful for life reported that she was taken into the house by the men, who took away a stereo set and a cell phone, along with $5000 she had in her possession at the time.

According to her, a neighbour was awake at the time and called the

police after she observed the men scaling her fence.

When the police arrived, the newspaper was told, they came under fire from the men who had observed them in the area.

“The police came under fire and returned fire during which one of the men was shot and injured and an unlicensed .32 pistol with 10 matching rounds was recovered,” the police said in a statement on Sunday.

The injured bandit has been identified as Devon Forde, 21, of Stevedore Housing Scheme, Georgetown.

He has been admitted to the Georgetown Public Hospital where he is under guard.

His accomplice managed to escape.

Golden Age Senior Citizens Home, Society of St Vincent De Paul, and Coalition for the Blind Group, among others. They were treated to a hearty lunch, accompanied by music and caroling.

First Lady Granger commended Bernice Mansell for keeping this tradition alive, noting that events like these add to the festive season as

they highlight the virtues of caring and sharing.

This year’s event is the continuation of a 16-year tradition which Mansell started through her Foundation in 1999. Each year the Foundation treats senior citizens and hosts Christmas parties for underprivileged persons.

panish Police have arrested a man accused of performing more than 100 forced abortions on women fighters with Colombia’s largest rebel group, the FARC. The man, Hector Arboleda Albeidis Buitrago, had been working as a nurse

in Madrid, the authorities said.

Colombia is seeking his extradition.

On Friday, Colombia announced it was investigating at least 150 cases of former fighters who said they were made to terminate their pregnancies.

Albeidis Buitrago, known as “The Nurse,” has been accused of taking part in most of those abortions.

Female rebels were compelled to have abortions so as not to undermine their fighting ability, Attorney General Eduardo Montealegre told reporters on Friday.

“We have evidence to prove that forced abortion was a policy of the FARC that was based on forcing a female fighter to abort so as not to lose her as an instrument of war,” he said.

The left-wing rebels have denied this in the past, saying contraception was readily available.

One woman who left the rebel group told the BBC’s Natalio Cosoy in Bogota that she had been forced to have five abortions.

uba is making efforts to attract new businesses as part of its economic model update, its Foreign Trade and Foreign Investment Minister, Rodrigo Malmierca said in Argentina, Prensa Latina reported.

He also referred to his recent visits to Arab countries, as well as Vietnam, China, Spain and France, and said during the tours he saw great interest by entrepreneurs to meet the guarantees and incentives to invest in Cuba provided by new legislation.

He stressed the new business project portfolio that Cuba promotes to facilitate these opportunities.

Malmierca, who travelled to Argentina for the inauguration of President Mauricio Macri, held a meeting with local businessmen, to whom he presented the package of proposals to clarify and answer their questions.

This new portfolio offers 326 projects in 12 sectors of the economy, and the common denominator is that they are supported by feasibility studies.

They help foreign investors to contact Cuban companies operating in their areas and expedite the negotiation of the proposals, he said.

The Minister stressed that the Cuban Government wants to have a diverse economy with relationships in every country in the world and remarked: “We do not want to depend on a single market and this is a fundamental policy of the economic renovation programme the State is boosting.”

Russian warship fires warning COP21: Paris climate deal is best chance to save planet shots near Turkish vessel

ussia’s Defence Ministry says one of its warships fired warning shots at a Turkish vessel in Aegean Sea on Sunday to avoid a collision.

A Ministry statement says the destroyer Smetlivy was unable to establish radio contact with the approaching Turkish ship, which also failed to respond to visual signals and flares.

When the vessel was 600 metres away, the destroyer fired small arms and the Turkish vessel quickly

changed course.

“The crew of the Russian patrol ship Smetlivy – which was located 22 kilometres from the Greek island of Lemnos in the northern part of the Aegean Sea – avoided collision with a Turkish seiner,” the Defence Ministry told the AFP news agency.

Turkey’s military attaché in Moscow has been summoned by the Defence Ministry over the incident.

Tension between Moscow and Ankara has been

heightened since a Turkish jet downed a Russian bomber along the Syrian border last month, killing one of the two pilots.

Moscow has imposed a series of economic sanctions against Ankara after the incident, sparking the biggest crisis between the two countries since the Cold War. Meanwhile, the Turkish Army on Sunday banned staff from taking holidays in Russia, state-run media reported.

The prohibition, which applies to both personnel and military academy students, was described as a “precautionary measure after the Russian warplane, which violated (Turkey’s) borders, was downed in accordance with the rules of engagement,” Anatolia news agency said.

Army personnel are expected to behave in a way that is “worthy” of the Turkish military while on vacation, Anatolia added.

he climate deal reached in Paris is “the best chance we have to save the one planet we have”, US President Barack Obama has said.

He said it could be a “turning point” towards a low-carbon future.

China, the world’s biggest polluter, also hailed the deal, as did India. But some campaigners said it did not go far enough to protect the planet.

The Paris pact aims to curb global warming to less than two degrees Celsius by the end of the century.

Nearly 200 countries took part in tense negotiations in the French capital over two weeks, striking the first deal to commit all nations to cut emissions.

The agreement – which is partly legally binding and

partly voluntary – will come into being in 2020.

But Nick Dearden, director of campaign group Global Justice Now, said: “It’s outrageous that the deal that’s on the table is being spun as a success when it undermines the rights of the world’s most vulnerable communities and has almost nothing binding to ensure a safe and liveable climate for future generations.”

Some aspects of the agreement are legally binding, such as the obligation on individual countries to set an emissions reduction target and the regular review of that goal.

However, the targets themselves will not be legally binding under the Paris deal.

The measures in the agreement included: • To peak greenhouse gas emissions as soon as possible and achieve a balance between sources and sinks of greenhouse gases in the second half of this century • To keep global temperature increase “well below” 2C (3.6F) and to pursue efforts to limit it to 1.5C • To review progress every five years • US$100 billion a year in climate finance for developing countries by 2020, with a commitment to further finance in the future. Domestic Violence Yolanda Coonjah - Dentist Extender, Essequibo Coast The issue of Domestic Violence has become a chronic one in our society. There are many factors responsible for Domestic Violence; in my view the lack of education is the major contributing factor. Though in some instances men are abused, it is a woman who faces it at a greater degree. Many times persons react in ignorant and violent ways resulting in deadly endings of partners and in some cases children as well. In my view lack of finance and a woman not being independent are the main reasons why most women stay in an abusive relationship. Men feel economically empowered more than women and sometimes take advantage of the situation. To combat this growing problem, I firmly believe that the tool of education is the answer. The time has come for men to be educated and see women not as a threat, but as a social partner for development.

Other terms for domestic violence include intimate partner violence, battering, relationship abuse, spousal abuse, or family violence.

What can be done to curb domestic violence? We need to speak up against sexual/domestic violence, communicate with both men and women on the issue of sexual violence, also, support survivors of rape. Members of organisations can join together to speak out against sexual/domestic violence, give time and money to organisations dealing with the issue of sexual and domestic violence. Also, showing respect to women will influence friends and peers to do the same.

Bibi Hakh – Student, Georgetown Though I understand that there are many issues surrounding violence in domestic situations, I believe societal apathy plays a key role in the hindrance of reports. I understand that there are various powers at play and in order to truly eradicate this problem those powers must be in sync. However, I am of the view that society as a whole has become somewhat desensitised to violence in homes. The older generation especially has repeatedly advised the younger ones that it is ‘normal’, that ‘sometimes that’s the life you’ve to live’ and that it ‘happens to everyone;’ and after years of putting these thoughts into our heads it is no wonder that many men and women today do not see the need to report matters of domestic violence, especially in rural areas where there is often no contradicting view. I am of the opinion that what needs to changed is our - society’s - indifference towards the situation, and I believe that this can be achieved if there are counselling clinics which are more accessible to individuals in all areas. I think if there is perhaps just one or two people that offer basic counselling services in every village, or every other village that members of those villages will seek help from them. Reason being, that with the larger clinics, people tend to feel they have to wait until the matter escalates before they report it. I am also of the view that larger organisations working together with the government and international agencies should perhaps find a way to secure financial independence for men and women who have been abused as it is often dependency that leads to individuals staying in abusive relationships. Conclusively, I believe that if the issue is cut from the root then it will decrease the amount of domestic violence altercations and subsequent deaths.

There are so many things that could trigger domestic violence. The source of domestic violence from a biblical perspective is that it occurs when the offender does not love himself first - so selfesteem, counselling - open discussion with people who used to abuse and then stopped - real life stories, people in jail, people whose abuse got so bad that they really hurt their partner, these could tell emotional stories of regret and appeal to offenders. Victims must really believe they have options - some people don’t leave abusive relationships because they don’t feel they have options... so whatever legal/law enforcement options are there to protect and alleviate the abused, they need to be secure and efficient. Government may need to fund welfare for families who get out of abusive relationships but lose the bread-winner.

The systems to be put in place should first start at the community level. There needs to be more awareness via ad campaigns, outreaches and so forth of the signs leading up to domestic violence and further of possible help if the situation is ongoing. At the national level, policy holders need to reinforce the severity of domestic violence on the society and national leaders (both men and women) need to be watchdogs against any behaviour showing signs of domestic violence regardless of gender since men are victims as well. The Guyana Police Force needs to play an active role in treating such cases with high priority and professionalism rather than allowing abusers to curb the law.

n Sunday, the Gafsons Group of Companies hosted its annual Christmas festivities and cheer at the Gafsons Houston Complex, Georgetown, where it provided meal and gifts to over 3000 children and elderly persons. Those present hailed from surrounding communities and a number of orphanages and geriatric homes.

The company has a longstanding reputation of being charitable and hosting such events, which is parallel to the company’s philosophy of giving back to the less fortunate. While most hosts would fund such activities and leave the work to their staff, Chief Executive Officer Sattaur Gafoor and his wife Ameena Gafoor, Director, were actively involved in the distribution of food and gifts to their guests along with Santa and his helpers.

Speaking to reporters in an invited comment, Ameena Gafoor related that it has been a tradition of the company to bring cheer to the less fortunate during the season of giving: “Since 1992 we have been feeding the less fortunate which we do at Eid and at Christmas,

also. The elders are given monetary donations among other items.”

She revealed that the activity would be a continual event.

“Some people need it and

Along the route, she stopped at the Demerara Timbers Limited (DTL), a Chinese woodworking company located in Mabura. She was able to interact with workers and conduct inspections.

It is alleged that workers were assaulted, and even forced to work in the Band Mill for long hours in the heat, the Government Information Agency (GINA) reported.

Minister Broomes condemned this act saying: “This has to stop immediately… for this company it is not about warning, it is about actions. Let me put you on notice; you can expect charges and placed before the court. Such level of exploitation which the evidence of trafficking of labour projects itself before me, it is not tolerated by this government,” Minister Broomes told one of the supervisors.

The workers complained of receiving unsatisfactory wages ($20,000 a fortnight).

One worker said if they are 20 minutes late for work, one hour is being deducted from their work time. Workers also claimed that they do not get paid on time and are forced to travel

to the work site in an open back vehicle which is very unsafe, or a 20-year-old bus that overheats. There is no safe drinking water; and there are poor housing facilities, the minister was told.

The workers also said that when they request safety gears they have to wait long periods before it is forthcoming.

Additionally, they claimed that neither NIS nor taxes are paid, adding that they are not paid properly for holidays.

Some of the workers were shouting: “We want a new bus, no scrap iron, we want it now,” as they demonstrated their frustration of working conditions.

Minister Broomes, assured workers that their rights will be protected: “You are very important to this country and its devel-

opment, and we must ensure that we improve the conditions under which you work… If there are no workers there is no company.

Without the workers there is no work, but the two must go hand in hand; it just can’t be about production and then the workers. You have to put the workers first. The President promised a good life for all and that includes you. You will see changes, changes have to come.”

The minister has requested a meeting with the general manager of the company today.

It will not be business as usual, she said, as she will not condone any disrespect from the company. She reminded that government will not tolerate any organisation or group of person, be it in the private sector or public sector that violates the rights of workers.

Minister Broomes also visited the Red and White Backdam, Mahdia, where miner Terrence Lobert, 47, died and five others were injured following a pit collapse that buried him alive.

The Minister with responsibility for Labour contended it was negligence that caused the death of the miner. She noted the incident was not even reported to the Ministry, which is a breach of the law. She said the government and more specifically her ministry has a “zero tolerance” for fatalities at the work place because the workers’ safety has to come first.

Athletics scandal not bigger than FIFA’s

AAF president Lord Coe says the athletics corruption scandal is not “bigger” than that facing Fifa in football, with both governing bodies under criminal investigation.

Lamine Diack, Coe’s predecessor, is being investigated by French officials, and the bidding process to host the 2021 World Championships is also under scrutiny.

Fifa has also faced widespread corruption allegations this year.

Fifa president Sepp Blatter is the subject of a Swiss criminal investigation, started alongside a US inquiry which has indicted several top executives. Blatter denies any wrongdoing.

Asked if athletics’ scandal was bigger than Fifa’s, Coe said: “I don’t actually believe that.”

He told BBC Radio 4’s Today programme: “I’m not walking away from the seriousness I’m confronting but we are talking about a criminal investigation that is looking at a handful of people.

New Zealand push for win on rain-hit day

or the second time in the Test, Sri Lanka’s inexperienced batting line-up offered more resistance than expected, but New Zealand’s persistent fast bowlers supported by the safe gloves of BJ Watling ensured the home side made strides towards victory despite a bad-weather day in Dunedin. Rain and hail halted play three times at University Oval, and at stumps Sri Lanka had seven wickets left and 296 runs to get, with a better forecast for the final day.

Brendon McCullum had given his attack 405 to defend and a little more than five sessions to dismiss Sri Lanka by declaring New Zealand’s second innings on 267 for 3 half an hour before lunch on the fourth day.

The highlights of their quick run accumulation - 96 in 17.4 overs- was Tom Latham’s third Test hundred and

McCullum’s record-equalling 100th six.

West Indies Cricket in crisis mode

T

he regional side’s atrocious performance in the first Test match against Australia in Hobart summed up their lacklustre performance over the past 15 years. The side lacked proper direction and support from the senior players.

If one were to truly describe their performance, it would be “hapless, hopeless and helpless”. In fact, the regional Akeem Greene side slumped to their second heaviest defeat in Test cricket against the Australians.

Certain sections of the Australian media have been quoted as saying: “There is no strong financial argument for continuing to play Test matches in Hobart, just as there isn’t much for hosting the West Indies or even fighting to retain a regional team when the WICB is in such a dreadful state.”

The perplexities of the construct of the regional side’s struggle go as far as persons calling for Caricom’s intervention in the West Indies Cricket Board. Only recently, newly appointed Coach Phil Simmons was suspended from duty after he questioned the selection process following the omission of senior players from the Test side, albeit for valid reasons in some cases. Simmons’ suspension came on the heels of a tour to Sri Lanka and the appointment of an inexperienced captain, Jason Holder. It is clear that strong leadership and insightful direction are needed in Windies cricket.

The selectors are saying that they are moving forward with youth, but these young cricketers need guidance from senior players; however, only two players in the current team have played more than 50 Test matches to date: Marlon Samuels and Denesh Ramdin. These senior players need to realise the integral role they play in the team and offer more support to the young captain. The senior players offered no advice to the skipper in the Test match as the Australian batsmen sauntered their way to a record-breaking fourth wicket partnership. Fifteen years since a promising Test debut on the same shores, Marlon Samuels has returned to Australia as the embodiment of a fading cricketing system where making the most of opportunities is not necessarily paramount The fielding lacked intensity and just before the tea interval there were five fielders placed on the boundary, at a point when a more attacking field is usually set. Throughout the Test match, there were concerns about the over rate which further emphasised the listlessness of the team. It was clear this was a side lacking confidence.

With a 24-year-old captain with just 11 matches under his belt, a momentous task is ahead to produce any sort of fruitful results. Whether it is unfortunate or fortunate, the debate has surfaced again over the legitimacy of Jason Holder as captain, and the role he plays in the team. Holder, who is currently being used as first change bowler, lacks the penetration needed, based on performances thus far. The option of him being a genuine allrounder who bats at No 6 is viable, but much more work needs to be done on his batting. Until he reaches that level, his place creates an imbalance. It is strongly reminiscent of the Darren Sammy era, when he too, as captain, was guilty of creating an unbalanced team. The appointment of Ramdin seemed to quell the criticisms, but the powers at the helm of the regional team are taking one step forward and two steps backward.

In retrospect, it was the regional side’s 11th innings defeat in Test cricket since 2006. In addition, 33 times West Indies have been asked to follow-on in Tests now, which is one more than the times they have asked the opposition to follow-on. When the bowling seems to be clicking, the batting is struggling or the fielding is poor. It has become difficult to pinpoint an occasion where there was a holistic performance by the team. The awfulness of the batting on this tour reached beyond the opening Test match, as playing against a second-string Cricket Australia XI, the Windies could not even score 300 runs in either innings of their four-day warm-up match.

Given these ills along with the low standard of pitches in the Caribbean, the powers that control the game need to become more conscious of the current dilemma that faces West Indies cricket and quickly move to formulate a realistic plan to stem the decline of regional cricket.

Holder, players fined for slow over rate W

est Indies have been fined for maintaining a slow over-rate in the first Test in Hobart, which Australia won by an innings and 212 runs on Saturday.

Chris Broad of the Emirates Elite Panel of ICC Match Referees imposed the fine after Jason Holder’s side was ruled to be three overs short of its target when time allowances were taken into consideration.

In accordance with Article 2.5.1 of the ICC Code of Conduct for Players and Players Support Personnel, which relates to minor overrate offences, players are

fined 10 per cent of their match fees for every over their side fails to bowl in the allotted time, with the captain fined double that

amount.

As such, Holder has been fined 60 per cent of his match fee, while his players have received 30 per cent

fines. If West Indies commits another minor overrate breach in Tests within 12 months of this offence with Holder as captain, it will be deemed a second offence by Holder and he will face a suspension.

Holder pleaded guilty to the offence and accepted the proposed sanction, so there was no need for a formal hearing.

The charge was laid by on-field umpires Marais Erasmus and Ian Gould, third umpire Chris Gaffaney, all from the Emirates Elite Panel of ICC Umpires, and fourth umpire Paul Wilson.

Samuels banned from bowling for 12 months W est Indies allrounder Marlon Samuels has been banned from bowling in international cricket for 12 months after his action was found to be illegal for a second time since December 2013. The offspinner’s action can be reassessed by the ICC only after this period is complete.

Samuels, who was prohibited from bowling quicker deliveries in 2013, was reported for a suspect action in October, during the first Test against Sri Lanka in Galle. Samuels underwent an independent assessment in Brisbane

which revealed that his elbow extension exceeded the permitted 15-degree limit.

Incidentally, the ICC had allowed Samuels to bowl in an ODI in November, after the 14-day grace period for reported bowlers had expired, on the grounds that the West Indies team was “incorrectly advised” about his eligibility.

“As this report constitutes the player’s second suspension within a twoyear period, he is now automatically suspended from bowling in international cricket for a 12-month period,” an ICC release stated. “Samuels is entitled to appeal any procedural as-

pect of the Independent Assessment that has led to this automatic suspension. However, only after the expiry of this one-year period will he be entitled to approach the ICC for a re-assessment of his bowling action.”

Samuels was reported for the third time in his career in October. In 2008, he was called for a suspect faster ball after the third Test against South Africa in Durban. He was later suspended from bowling in international cricket but after remedial work on his action, was permitted to bowl in September 2011.

He was reported once

again at the end of the second day of the second Test against India in Mumbai in November 2013. He was subsequently allowed to bowl the offbreak delivery but not his quicker ball.

Samuels is the third bowler to be banned from bowling in international cricket by the ICC in 2015. Sunil Narine was suspended in November due to an illegal action.

he University of Guyana (UG) Sport Department honoured a number of their sportsmen and women on Friday evening at an award ceremony held at the Campus’s ELT Building.

Coming from a wide range of disciplines – namely dominoes, cricket, basketball, athletics, and football, the outstanding athletes and coaches received tro-

phies or plaques for their contribution toward sports, while the head of the UG Sport Department, Lavern Fraser-Thomas was awarded with a plaque for her contribution towards sport at the University.

Fraser-Thomas, who is also a committee member of the National Sports Commission, highlighted, after giving her report, that UG needed improvement in a few areas that could help the athletes mesh sport with

academics.

Nevertheless, Third Vice President of the Guyana Football Federation (GFF), Thandi McAllister, who delivered the feature address, noted that sport and education were a “great marriage”.

Explaining her thoughts on the education system, McAllister noted, “Our education system needs to take a more holistic approach to providing a myriad of pathways for the success of our

students with diverse inclinations and abilities.”

McAllister, while highlighting that creating a sport industry in Guyana is seemingly a challenge, urged the student athletes to not undervalue such ceremonies as they played a role in development.

The GFF official ended by urging the athletes to always stay focused despite the many hurdles that might pop up along the way.

Electronic timing close to becoming a reality at Aquatic Centre – Guyana to host 2018 Carifta swimming champs

he National Aquatic Centre at Liliendaal, Greater Georgetown could benefit from an upgrade in the form of an electronic timer which is a prime necessity in this modern era of sport.

This was revealed by Swimming Coach Sean Baksh. “We are in consultations with members of this Administration and the Director of Sport on the issue and they are putting systems in place for us to have it; we will get it,” he said.

Baksh explained that the officials normally use manual timings, which sometimes may not be totally accurate.

The push for the electronic timer is being done since the country is scheduled to host the 2018 CARIFTA Games.

“For such a meet of that nature, the pool would need peripherals in place, since they would have about 15 countries taking part.”

The Coach is adamant that an electronic timer more accurately gives swimmers timings and creates a more professional environment.

The 50m pool is seen as a prime opportunity for young swimmers to practice under the international standards of swimming. With Coaches such as Stephanie Fraser, Cuban Coach Isabel Maria Cousa Fals, and Coach Baksh himself, Guyana has the coaching personnel needed to become a competitive force in the international arena.

The National Aquatic Centre was commissioned in November 2011, and the warm-up pool was added in 2014.

Sparta Boss came out with attacking intent that they displayed from the start of the match which immediately put pressure on the inexperienced Channel 9 Warriors who made their debut in the tournament.

Warriors showed great determination and grit, despite a Sheldon Shepherd goal in the 20th minute that got the crowd going crazy.

They would have a few chances to score, but to no avail, while Sparta Boss themselves would squander a few opportunities to grow their lead.

The game would end with Sparta Boss on top and fans flocked the court to celebrate with the squad that currently holds the National Guinness Greatest of the Streets title as well.

Meanwhile, in the third-place play-off, North Ruimveldt defeated Back Circle 2-1 in a thrilling clash that was up tempo for the most part.

However, crisp passing and some skilled play allowed Travis Grant and Orin Massiah to score in the 13th and 22nd minute respectively to gain the early advantage.

Andy Duke would reply in the 25th minute for Back Circle, but was unable to provide the spark needed to propel his team to victory.

The presentation of trophies and prize monies will take place on Tuesday at Banks DIH Thirst Park headquarters from 11:00h.

GFF approves UCCA/Hotel Riverton Suites U-19 cricket plans for FIFA Chatterpaul’s 135 in vain as Skeldon Goal Project emerge victorious

he Executive Committee of the Guyana Football Federation (GFF) met recently and unanimously gave the go-ahead for commencement of work on Guyana’s FIFA Goal Project.

According to a press release, under the Normalisation Committee, the GFF and the Eccles/ Ramsburg Neighbourhood Democratic Council (NDC) signed an agreement that saw the local governing body for the sport of football getting a 30-year lease for the 8.5 acres Providence Community Centre Ground.

GFF President Wayne Forde highlighted the need for the Federation to have a home, which will aid in the development of the game.

The project will now be sent out for international tender by FIFA and once the world body identifies

keldon emerged as the 2015 Upper Corentyne Cricket Association (UCCA)/Hotel Riverton Suites Under-19 champions, turning the tables on last year’s champions Number 72 Cut and Load by winning the final by four wickets.

After finishing as the runners-up last year, the boys from Skeldon made no mistake this time around, playing undefeated in the entire competition.

Playing at the Number 72 Cut and Load Ground, Skeldon won the toss and sent the hosts in to bat first. Number 72 Cut and Load made 272 all out in 40.2 overs and it seemed a match-winning total at that point.

The Number 72 boys got off to a good start by losing their first wicket with 77 runs on the board, with Ritesh Bhagrati making 36 and Abdur Ajib, 31.

Batting at number four, Permashwar Chatterpaul then blasted his way to a brilliant century, scoring 135 (12x6s, 7x4s).

The MVP of the competition was Davanand Chatterpaul for taking 16 wickets and scoring 164 runs, while the batsman with the most runs was Ritesh Bhagrati, who scored 210 runs. At the presentation ceremony, Dr Pooran Seepersaud, the proprietor of Hotel Riverton Suites, thanked the large crowd for coming out to witness the game. He encouraged the young cricketers to continue to work on their game, and expressed his hope that one day a cricketer from Upper Corentyne would play for the West Indies.

he Youth Basketball Guyana (YBG) Titan Bowl for the top nine schools tipped off on Friday at the Cliff Anderson Sports Hall with a number of exciting games.

In Under-19 action, New Amsterdam Multilateral topped President’s College 20-3, with Kevon Wiggins leading the way with seven points and four rebounds.

Kwakwani Secondary got their first win of the tournament by defeating Bishops’ High 36-29. Troy David, with 14 points and nine rebounds, led the way for the Region 10 squad, while Damair Gladstone contributed 10 points as well. For Bishops’, Timothy Thompson scored 12 points along with eight rebounds.

In the third game of Under-19 action, Marian Academy pulled off a thriller against Mackenzie High to win 28-25.

New Amsterdam, in their second game for the day, defeated St Rose’s High 32-24.

Sherland Gillis dropped 12 points for New Amsterdam in the win, while Wiggins was a pickpocket with four steals and nine points.

Kwakwani, also in their second game of the day, topped Linden Technical Institute 4032, as Kerrol Phillips’ 11 points and 10 rebounds along with Gladstone’s 14 points enabled the side to get the win over one of their biggest rivals.

The Government Technical Institute (GTI) took advantage of an uninspired Mackenzie squad in their second game of the day to record a 4417 win. Nathan Saul’s 22 points and six rebounds were the pivotal factor in the success of GTI.
