ormer President Bharrat Jagdeo on Wednesday stated that President David Granger should have done more than order City Hall to find accommodation for the Stabroek Market Square vendors, who have been temporarily relocated to a leased land at the corner Hadfield and Lombard Streets, Georgetown.

In early May over 100 vendors were removed from the Stabroek Market Square and relocated to the plot of land at the corner of Lombard and Hadfield Streets, southwest of Parliament building.

Town Clerk Royston King had stated that since it was the Council which was responsible for the move, it is now their responsibility to have them relocated once again.

King instructed the Council to produce a policy on street vending and attain a new location before November, which is the deadline for the vendors to vacate the land they are now selling on. If the policy is not completed by November, the municipality could face grave problems.

Jagdeo indicated that the previous administration paid over $300 million to Toolsie Persaud to repossess a plot of land on Water Street and gave it to vendors—the now Vendors Arcade.

“Our approach was different…we did things in reality. We didn’t do like the president and said accommodate the vendors... he could have told City Hall this a long time ago, adding “he could have said clean up the place but don’t take away people’s income!”

The M&CC is expected to get a three-month extension for the vendors to remain at the corner of Hadfield and Lombard Streets.

Meanwhile, Jagdeo stated that Granger should look into City Hall’s spending of the $800 million allocated to it for the past year.

2 foreign companies bid for clean energy generation

overnment has moved onto the second component of the bidding process after accepting bids from two foreign companies for the generation of clean energy as part of its plan to make Bartica, Region Seven (CuyuniMazaruni) a model green town.

The “Green Bartica Plan” which was introduced to the new town back in December, is a holistic approach to sustainable economic growth.

On Thursday, the Public Infrastructure Ministry with assistance from the

Hinterland Electrification Company Inc (HEC) and the Guyana Energy Agency (GEA), initiated the second component of the Request for Proposal (RFP) with the opening of proposals for wind energy, hydropower energy, bio-mass energy, waste-to-energy and tidal energy.

The opening of the bids took place at the GEA’s office. The two tenders were from Selva Global of the United Kingdom (UK), while the other was from GP Energy Ltd out of Trinidad and Tobago.

The Public Infrastructure Ministry solicited competitive proposals from suitable firms, as an Independent Power Producer (IPP), as part of the Green Bartica Plan.

The opening of the bids marked the second and final component of this arm of the initiative. The first component was the opening of bids in relation to the use of solar energy which occurred in

February of this year.

Following an evaluation, a shortlist of qualified firms will be formally engaged by the Ministry and invited to submit full comprehensive proposals.

The selected IPP’s role will be to design and develop a generation system utilising an appropriate renewable energy technology, or combination of technologies, under a Build Own Operate and Transfer (BOOT) structure to supply electricity to the Bartica grid under a negotiated and agreed Power Purchase Agreement.

The main objectives of the Green Bartica Plan are to create a climate resilient economy and to establish a green pathway for the foundation of a new Guyana, which will result in reducing the overall carbon footprint in electricity, agriculture, fisheries, water, forestry, waste, manufacturing, transport, construction, tourism and other sectors.

cutlass-wielding drug addict went berserk Friday morning and chopped his three yearold son and wife to death at their Crane, West Coast Demerara home.

The construction worker carried out the brutal attack at about 06:00h, leaving his little son Christopher Ganesh and wife Vanessa Sookram dead. His mother Jennifer Montizore was also injured and her condition has been listed as serious.

Her right-hand was severed as well as her fingers on the left hand.

Reports are that the child was found on the bed while his mother was covered in blood on the floor in the shack in which they lived.

The child was chopped in his abdomen while his mother was chopped some 20 times.

After committing the act, the suspect, Suresh Ganesh, 29, escaped from the scene and went to another relative at Pouderoyen, West Bank Demerara, where he related what occurred. The relative then attempted to get Ganesh to surrender but he too was attacked and injured.

The Police were summoned and upon approaching the suspect, they were attacked by the man who was carrying a cutlass. In retaliation, the Police discharged a round hitting him to the hip.

He was taken to the West Demerara Regional Hospital where he was treated and taken into custody.

When Guyana Times arrived at the scene, the small shack was cordoned off.

Ronald Willis, a relative of the murder suspect explained that at about 06:00h, Ganesh called out to his mother, who resides in the front house and asked her to bring over bread and a cup of tea. The mother prepared the breakfast and walked over to the man’s house.

As she entered through the front door, the man launched his attack.

The woman was chopped to the hand but she managed to escape. “As we de walking out with he mother, he run behind we and chopped off she hand and pelt another chop and tek off she fingers from the other hand…”, Willis stated.

He added that the woman was rushed to the West Demerara Regional Hospital and was admitted.

“While dem carrying she to the hospital, we went back to the house to see what going on but when he reach we nah see he so as we push the door open, we see the lil boy lying on the bed

with his guts outside… he wife was on the ground and full ah blood.”

Upon realising that both mother and son were dead, they contacted the Police.

Both the woman and the child were taken to the WDRH where they were pronounced dead on arrival.

Ganesh and Sookram have been together for the past seven years and their union resulted in two children. The other child was at a relative’s house nearby.

The couple, Guyana Times understands would have regular arguments.

At the home of the dead woman’s parents, they refused to comment on the death of the young lady and the child. A source recalled that her family never agreed to the union and as such, they distanced themselves.

While the motive for the attack has not been established, persons in the neighbourhood told Guyana Times that the young man is a nuisance. One man, who asked to remain anonymous, explained it was due to his attitude and bad behaviour, that the now dead woman’s relatives were sceptical about the relationship.

Testing times for Regional Heads

H

eads of Government of the Caribbean Community (Caricom) will meet in Guyana for their 37th Regular Meeting on 4-6 July, 2016, and as expected some of the most pressing issues currently affecting the Region will take centre stage.

As stated by Caricom, in the search for opportunities and regional solutions to challenges, the Meeting will advance matters pertaining to regional security - economic and otherwise; and the social wellbeing of the approximately 16 million people who make up the Caribbean Community.

Certainly, issues relating to the number of threats the Region continues to face in relation to its financial and economic stability will dominate the discussions; chief among these are the threats posed by international banks limiting or terminating their relationships with regional financial institutions, and the yet to be determined implications of the British decision to leave the European Union (EU), a key partner in the Community’s development.

As it relates to Brexit, some experts have already warned of the potential negative effects this latest development could have on the Region’s economies; and stakeholders will be anxiously waiting to see how the regional grouping will tackle the issue.

For example, what policy decisions leaders will make that will seek to ensure that the impact on the region’s economies are minimised as far as possible.

Already we are seeing concerns being raised, ranging from a potential drop in arrivals in tourist dependent Member States such as Saint Lucia and Barbados where the UK is a major source market, to a decrease in development assistance and possible effects on trade agreements the Region has with the EU. Only a few days ago, at a University of the West Indies (UWI) forum organised to discuss the impact of Brexit, Vice Chancellor Sir Hilary Beckles offered some useful recommendations that Carciom leaders could explore during their two-day meeting here. Beckles underscored the need for Caricom to move as a matter of urgency to reinvent the scenario post emancipation, which saw Caribbean indigenous people networking freely across the region. He suggested that a Task Force be set up immediately, with the involvement of UWI, to research, monitor and report on the weekly developments that will take place over the next two years. For him, it is necessary that leaders in government and the private sector have access to factual, detailed information on an ongoing basis in order to guide their thinking and decisions.

Additionally, he recommended that Caricom set up a Regional Research and Development Fund in order to facilitate innovation within the private sector that is required to strengthen entrepreneurship. He noted that the regional economy is at a stage where it can only compete at the level of innovation, and it is failing to do so because of inadequate research and development within production.

He argued that the region: “Must also strengthen the conversation around and renegotiate the various agreements that can strengthen and expand the CARIFORUM (EU Economic Partnership Agreement), including pacts negotiated by the African Caribbean and Pacific States (ACP) which the Caribbean has not taken full advantage of over several years and the Community of Latin American and Caribbean States (CELAC).”

Another pressing issue that will no doubt engage the leaders relates to the challenges confronting the Region as a result of de-risking. According to Caricom, the de-risking scenario is that it is unfair, and the predictions about its impact on the Region are dire.

Experts have concluded that transfers of remittances, cheque payments, international trade and the facilitation of credit card settlements for local clients are among the areas that have been affected by de-risking. The Caribbean Development Bank (CDB) quoted a November World Bank survey as saying that about 75 per cent of international banks have experienced a reduction in correspondent banking services with the Caribbean being the worst affected.

While we are fully aware that these are all complex issues and there are certainly no easy fixes, it would be reasonable to expect regional heads to consider seriously the views and recommendations of the various partners and stakeholders and take the bold decisions which are crucial to resolve them.

This is certainly a time when the Region’s leadership will be tested.

Dear Editor, The result of the June 23, 2016, referendum to determine whether the UK would remain a member of the European Union (EU) or leave has created a new situation in our world.

The vote to withdraw has sent shock waves throughout the UK, Europe, US and further afield. It is still too early to appreciate the total effect of this, however, it is clear that the impact will be great. At the moment great uncertainties have been created.

A significant point to note is that most of the top leaders in the ruling Conservative Party and the Labour Party have called for a vote to stay in the EU. Moreover, prominent world leaders including President Obama of the US and the Democratic Party’s Presidential Candidate for the November elections, Hillary Clinton, all came out in support of the UK remaining. The people voted 52:48 to leave, defying those calls.

The question being asked is “why?” A lot of soul searching will go on for a while to understand what has taken place and to learn its lessons.

Like any phenomena of this sort, no one reason for what happened can be identified. Indeed, the division that the referendum revealed suggests that even in seeking the truth about this will generate much debate and discussions.

It is possible that a lot of

the reasons can be found in the local and foreign policy of the United Kingdom.

In the first place, is the hysteria created in the West about terrorism and forces of evil operating in other countries convincing people that they are in real danger of terrorist attacks?

This propaganda was used to justify the expansion of NATO and as a justification for the huge increases in military spending. That level of propaganda has not only given those who engineered this line what they wanted, but also created the stereotype of some immigrants as being terrorists.

In the UK itself, a lot of Euro-scepticism has been a feature from the beginning.

Many Prime Ministers have sought to improve their popularity by travelling to Europe to get a better deal for Britain to prevent EU from “wasting” money on some schemes.

This was done by PM Cameron not so long ago, adding to a long list of other prime ministers. The impression was that Brussels was a huge bureaucracy wasting European taxpayers’ monies. British PMs were showing they were standing up to Europe.

This also influenced British people that money from the UK’s contribution to the Union was not worth it because it was being wasted.

Another very important reason is the issue of the distribution of income in the UK. While it is generally

true that a lot of wealth has been created over the years, it is no less true that a large amount of people did not benefit or the benefits were extremely disproportionate.

People have been complaining of the huge growing gap between the rich and poor. The figures are startling. Already the government in the UK has turned into a caretaker government as the PM has resigned. A new government would be in place by October.

The danger of the breakup of the UK has never been so real. Already, Scotland is speaking of another referendum to withdraw from the UK and join the EU as an independent country.

The Irish are also calling for the same thing.

This could mean the end of the UK as we know it.

This could lead to a weakening of the state and the loss of international influence.

The consequences for Europe, too, could be great.

Already, the call from many political parties in France and other places are being made for a referendum similar to that of the UK. The possibility of more states pulling out of the Union and even the collapse of the EU cannot be ignored.

While the political leaders in Europe are trying to calm things the dynamics released continue to reverberate. This is likely to continue for some time.

It is not known whether the main lesson for the

leaders in Europe and the US would be heeded. This is that while you may get the immediate results of your actions that you may desire, later development show that other highly undesirable consequences also occur. Therefore, when decisions are taken that impact on other countries and their people, the interventionists must think clearly of all the consequences.

What we are seeing here is the blow back from clearly self-centred policies carried out to get domination and not co-existence. Those policies have led the west to be supportive of some of the most brutal actions by unpopular governments. They have found themselves on the side of injustice and on the side of human rights violators, Israel, Egypt, Sandi-Arabia, etc.

The support that the US is giving Israel goes against its anti-colonial history and against the principles of its founding fathers.

Once these policies and actions go unchanged we can expect more of the same. The principle of the right of Nations to self-determination is still the best policy to follow. Trying to impose the wishes of outsiders on people will in the long run prove disastrous.

June 23 must be considered as one of those dates that have shook the world.

The reverberations will go on for a long time.

However, the Indian Government had indicated that Guyana should go ahead with the construction of the Specialty Hospital and it will provide a separate loan for the primary healthcare project. To this end, Harmon disclosed on Thursday that this second loan will be made available soon. “We are advised that (the funding for the primary healthcare upgrading project) is awaiting the completion of certain governmental processes in India,” he stated.

The three hospitals being considered for upgrade under the primary healthcare service are the Bartica Hospital, the West Demerara Regional Hospital and the Suddie Public Hospital.

ccording to a June 2015 report from the Centres for Disease Control and Prevention (CDC), 17 per cent of children in the US are obese. The CDC recommends that children engage in an hour of physical activity per day to fight against obesity and to maintain good health, but according to 2013 data, only 27 per cent of adolescents meet these physical activity recommendations.

As a parent, you play a key role in encouraging physical activity and ensuring that your child completes an adequate amount of exercise to maintain his or her health. Here are some strategies that will help your child to be more physically active.

In fact, a 2008 study in the International Journal of Obesity found that children who spent more time outdoors engaged in more physical activity, and they were less likely to become overweight. Study authors concluded that time spent outdoors could effectively increase children’s levels of physical activity. The specific outdoor environment can also promote physical activity. In 2012, researchers for the journal Health and Place found that children who were exposed to green spaces were more likely to complete moderate or vigorous intensity exercise. In fact, those who were exposed to green spaces for more than 20 minutes dai-

It seems logical that participation in sports can increase your child’s activity levels. Between time spent at practices and on the playing field, sports require significant amounts of physical activity. In 2015, researchers for the journal PLoS ONE found that children who played soccer engaged in more moderate and vigorous physical activity, equal to an additional five to 20 minutes of exercise per day. Let your child choose a sport he or she wants to be a part of, and free time will be spent being active instead of watching TV or playing video games.

Sports participation is just one of several ways to encourage your child to spend more time being active. By plane

There are two powerful strategies to employ for children travelling by plane – a backpack full of fun and a tablet full of apps.

When you know a plane trip is coming, stock up on a variety of toys and activities at the dollar store. This can include sticker books, invisible magic markers, puzzles, and anything age appropriate but not too messy. Pack up the bag, but don’t let them open it until they get on the plane.

Sometimes, however, the activity bag isn’t enough and that’s where a tablet comes in.

ead of the Special Organised Crime Unit Sydney James on Friday confirmed that Permanent Secretary of the Ministry of the Presidency, Omar Shariff, is being investigated for money laundering and tax evasion since it was discovered that he has several billions of dollars in a number of accounts at local banks.

James told Guyana Times that the public official was arrested on Thursday and was released on $200,000 station bail following the intervention of his lawyer, Sanjeev Datadin.

However, when questioned about the inference by the lawyer that the matter was more or less “personal”, James stated: “There is nothing personal when it comes to money laundering and tax evasion.”

The Head of SOCU noted that while he cannot reveal details about the probe, he reiterated that the matter is being investigated.

Shariff, who is a former senior member of the People’s Progressive Party/ Civic (PPP/C) and a former head of that party’s youth arm, the Progressive Youth Organisation (PYO), was arrested by for questioning in relation to a multimillion-dollar financial irregularity.

In a letter to Shariff, Minister of State Joseph Harmon requested that he should proceed on his annual leave from July 1, 2016, to enable him to fully cooperate with the investigation.

In addition, there were no evidence that taxes were paid for the past eight years.

Attorney Datadin when contacted had stated that the issue is more or less personal and has to do with his client not filing his income tax returns for a number of years.

He further explained that his client and the relevant authorities have been in discussions in resolving the matter.

ollowing a lengthy debate in the House, Government on Thursday passed the Insurance Bill 2016 despite petitions from the Opposition that the bill ought not to be rushed and instead sent to a select committee.

The Opposition argued that whilst the Bill was much needed there were still some fine-tuning necessary for its passage into law.

Shadow Finance Minister Irfaan Ali assailed the Bill, pointing out a number of discrepancies. He stated that although the piece of legislation will ensure the further amplification of the financial architect of Guyana, the Bill has to make certain it allows local companies to have fair competition since they would now be contending under unfamiliar guidelines beside larger companies, which might have the upper hand in achieving the requirements of the bill laid out in the legislation.

He told the Assembly that Section 12 needs to be strengthened in order to sustain consumer protection.

“This section provides a very weak position for consumer protection,” he said, noting that it gives room for the insurers to take advantage of consumers. In addition to other inconsistencies, Ali urged the House to have the Bill sent to a special select committee.

Finance Minister Winston Jordon, who tabled the legislation, asserted that the Bill was important and timely.

He stated that the Financial Sector regulatory standards comprise the essential principles for well-functioning regulatory systems and so the assessment of the quality of institutional and regulatory structures form an integral part of the overall

assessment of the financial sector carried out under the Financial Sector Adjustment Programme (FSAP).

He pointed out that the joint World BankInternational Monetary Fund forms international standards and codes initiatives provides the overall context for the work relating to financial standards and thus assessments are based on internationally adopted regulatory standards using the assessment methodology prescribed by the standard setters.

According to Jordon, Guyana as a member country has seen its fair share of assessments, including the recently completed assessment in May 2016. Prior to this the last assessment was done in 2005-2006. The report from that assessment highlighted several gaps in the insurance regulatory regime, pinpointing: “The insurance sector in Guyana is underdeveloped relative to its potential and compared to its neighbouring countries.”

These sentiments Jordon said, were echoed by an in-

dustry diagnostic conducted by the World Bank First Initiative in 2012.

The programme found that while there was an institutional legal framework in place it did not satisfy international best practice, particularly in the areas of licencing, solvency margins, governance, and transparency and investments.

It was recommended that clear and prudent licensing criteria, including minimal capital levels, shareholder eligibility requirements, management skills, and governance rules should be issued in order to ensure quality companies into the market.

The present legal framework for solvency reserve requirements and early intervention did not cover the same potential issues when

compared with contemporary equivalents elsewhere, he said.

Guyana’s analysis of financial statements as part of ongoing supervision was described as primitive owing to a lack of onsite inspection programme, he said.

According to the report the Office of Commissioner of Insurance suffers from the lack of exchange of information among the regional supervisory bodies. The problem the FSAP faced in collecting information from CLICO accounted for 70 per cent of total premiums in Guyana and is part of the Trinidad-based CL financial group composed of companies that provided ample evidence for the need for better information sharing.

Block maker remanded on drug charge

A

teenager who makes blocks was remanded to prison on Friday when he appeared before Chief Magistrate Ann McLennan to answer a charge of possession of narcotics.

Emaka Foster, 18, of Lot 673 Guyhoc, and Lot 97 C Field, Sophia, Georgetown, appeared at the Georgetown Magistrates’ Courts.

He pleaded not guilty to the offence which alleged that on 29 June, 2016 at Norton Street, Lodge, Georgetown, he had in his possession 33 grams of cannabis.

The Prosecution’s case stated that on the day in question, Police acting on information conducted a search on the teen when the seeds, stems and leaves

were discovered in his right side pocket.

The unrepresented teen told the Chief Magistrate that the Prosecution facts were inaccurate. He said that on the day in question he was at work when a Police vehicle approached him and two other men, one of whom was selling the drugs.

Foster added that the man standing with him

upon seeing the Police threw the black plastic bag at him and ran.

He refuted the claim of being caught with the drugs in his pocket but instead Foster made it known that the drugs was found besides him.

He was nonetheless remanded to prison and the case will continue on July 13.

2 remanded on Foulis man shot W during robbery narco trafficking A charges J

oseph Winston Jones of Lot 39 Norton Street, Lodge, Georgetown, appeared before Chief Magistrate Ann McLennan to answer to a possession of narcotics for the purpose of trafficking charge.

It was alleged that the 27-year-old man was found with 32 grams of cannabis in his possession. Jones pled not guilty to the charge. His lawyer, Paul Fung-a Fat, in a bail application told the court that at least 10 other persons were found in the area with his client, arguing that the cannabis could have belonged to anyone of the boys who ran away when the Police arrived.

The prosecution’s case contended that Police ranks acting on information, approached Jones but upon seeing them, he dumped a black bag.

Police ranks then picked up the bag and found multiple sealed Ziploc bags with a quantity of seeds, leaves and stems.

The prosecution further added that Jones took ownership of the cannabis and

requested the ranks to grant him leniency since it was only a “hustle” he was doing.

Bail was objected to and the defendant was remanded to prison until July 12.

Meanwhile, in a separate matter, a mason was remanded to prison after he pleaded not guilty to a trafficking in narcotics charge.

Franklyn Kowlessar, 36, Lot 3 Mandela Avenue, Georgetown, appeared before Chief Magistrate Ann McLennan to answer to the charge of being in possession of 34.5 grams of cannabis.

According to the prosecution’s case, Kowlessar threw a black bag on the neighbour’s roof when he saw the Police approaching him. The bag was recovered and several small Ziplocs bags with the illicit substance were recovered.

Attorney Paul Fung-A Fat told the court that his client has no knowledge of the cannabis and in fact, it was found two lots away from where the accused resides. Kowlessar was remanded to prison. The case will continue on July 14.

Foulis, East Coast Demerara man is currently hospitalised and nursing a gunshot wound to his shoulder, after three armed bandits pounced on him and his employer upon their return from the bank.

Injured is 37-year-old Lukpaul Sukhai of Foulis Housing Scheme. According to reports, the incident occurred sometime around 15:00h on Friday.

Guyana Times understands that Sukhai and his employer went to a city bank earlier in the day to withdraw money and then went to Camp Street, where from there the men drove back to Foulis, unaware that they were being followed.

When they arrived in front of the contractor’s house, his wife and a relative came out and opened the gate. At that point, a white 212 Toyota motor car rushed up in front of the house and two men, one of whom was armed with handgun, immediately exited.

The armed man then discharged a round at Sukhai, hitting him in his right shoulder. After being shot, and with his employer still in the car, the injured man

drove away from house. The bandits then turned their attention to the businessman’s wife and the relative, Sumal Budhnarine.

At the time, Budhnarine, 23, also of Foulis Housing Scheme, had a haversack which contained $20,000 and three women’s top. The two bandits snatch the bag and rushed back into the car, where they had a third accomplice who drove them away.

The injured Sukhai was rushed to the Georgetown Public Hospital where he has been admitted a patient. Even with a bullet lodged in his shoulder, the 37-year-old man is listed as stable.

The Police have since launched an investigation into the robbery. No arrest has been made.

Agricola teen slapped with robbery charge

A

n Agricola teen was on Friday granted bail when he made his appearance at the Georgetown Magistrates’ Courts charged for robbery.

Dellon Henry, 18, of Lot 34 Agricola Public Road, Greater Georgetown, pleaded not guilty to the offence when it was read to him by Magistrate Annette Singh.

It is alleged that on June 27, at Agricola Public Road, he robbed Tricell August of a cellphone value $20,000.

The prosecution’s case contended that on the day in question, the Virtual Complainant (VC) was standing on the roadway when the defendant rode up on a red BMX bicycle and snatched her phone, after which he escaped. He was arrested two days later when he was pointed out to Police by the VC. The Prosecutor had no objections to bail and it was granted at $10,000.

The case will continue on July 15.

ith a Caricom Heads of Government (Caricom HoGs) meeting scheduled here next week, a reporter followed up a GTimes editorial and asked Pressie as to whether Jamaica's trade grouses with Trinidad may lead it to pull out of Caricom. Pressie however, assured: "there's no threat to Caricom" and the trade issue will be dealt with.

Your Eyewitness just thinks these might be "famous last words" in light of Britain and Brexit. The politicians boiled down the Referendum on Britain's status in the EU to economic issues. And by these criteria it was a no-brainer that Britain should remain in the union. Larger markets and greater leverage in global power relations alone should've clinched the deal.

But nobody considered the old Biblical maxim: "Man does not live by bread alone." Most of the Brits who voted to leave just couldn't see the benefits of millions of "new immigrants coming in and taking their jobs and committing all kinds of unspeakable crimes!" It undermined their sense of "Britishness". Most of the politicians, businessmen, bankers and financiers saw the economic benefits. But how many of the latter are there, compared to "ordinary folks"??

Now while this might've been an unfortunate caricature of the actual situation - most of the immigrants were holding down jobs that even poorer Brits didn't want - their emotional angst jumped off the grid. And this Eyewitness sees present Caricom leaders going down the same path of obliviousness to the sense and sensibilities of the ordinary fella's and felines in the Caribbean.

Do they know what it is for Guyanese made to sit on a "Guyanese Bench" at Grantley Adams Airport in Barbados, and subjected to the most extreme humiliations? And worse in Trinidad? Well multiply whatever answer you come up with by a thousand and you might get a glimmer of what Jamaicans have to undergo when they visit other countries in Caricom.

And imagine what happened when you combine this kind of mass sentiment with that of Jamaican businessmen, politicians and financiers with their KNOWLEDGE - not suspicion - that the economic deck of Trinidad is loaded against them. One example: Electricity in TT's US5 cents per KwH...in Jamaica its US23 cents and Guyana US26 cents. And this discrepancy is because Trinidad subsidises electricity for the entire country.

Imagine the advantage TT's manufacturers have! But TT gets away under the fig leaf that it's not subsidising PARTICULAR industries.

But this is a distinction in search of a difference, when Jamaica can't match TT's prices and has a massive deficit with that country.

When sentiment and emotions coincide, Jamexit then becomes more than a possibility.

The US decided so much progress was made in Trafficking in Persons (TIP), they took us off their "TIP Tier 2 watch list". Now, dear readers, you'll know the previous administration was dragged over the coals and then some, but just couldn't satisfy the Americans they were serious about TIP. And in less than a year - remember the report goes back to the end of last December - APNU/AFC was able to pull it off. How'd they do it? The report explained: “the government reported investigating (in 2016) 15 trafficking cases...which resulted in seven prosecutions and one sex trafficking conviction, compared with seven investigations, four prosecutions, and one conviction the previous reporting year (2015)”.

So all it took was to have eight investigations and 3 prosecutions more!!??? Because when it comes to convictions, both years had just ONE!! But what the heck?

Maybe, like beauty, TIP lies in the eyes of the beholder.

Harmon, Jagdeo clash over review of ExxonMobil contract

inister of State Joseph Harmon defended the Government’s decision to review a 17-year-old oil exploration licence with US oil and gas exploration company ExxonMobil, after Opposition Leader Bharrat Jagdeo questioned the rationale behind the review and how Guyana stands to benefit.

Jagdeo, a former President and Finance Minister, told a news conference on Wednesday that he was concerned about what this review entails in the absence of any concrete reasons put forward by Natural Resources Minister Raphael Trotman, who made the announcement.

Jagdeo said there are a number of key questions that needed to be answered by the A Partnership for National Unity/Alliance For Change (APNU/AFC) Administration regarding the review, including Trotman’s statement that this is in an effort to “get closer to ExxonMobil.”

“Does this mean that they are going to give out more concession to ExxonMobil?

Opposition Leader Bharrat Jagdeo What does this review means? Who is going to oversee this? Do we have international lawyers who have dealt with the large companies like ExxonMobil, who will have hundreds of lawyers on their side that are well versed in petroleum law, etc? Do we have advisors that can advise on best practices in contracts etc?”Jagdeo asked, adding that “My fear is that the answer is no.”

Trotman’s involvement in the negotiations, since the Minister lacks the technical and other expertise to negotiate a proper agreement.

“We have a mediocre Minister who will get some advice from a few people surrounding him and we will enter into negotiations with ExxonMobil with a view to getting closer to them and then the country will face the consequences in the future,” Jagdeo stated.

He said he is always concerned when Ministers get too involved with negotiations with oil companies, pointing out that this is precisely one of the reasons why the world is pushing so hard for full implementation and adherence to the Extractive Industries Transparency Initiative (EITI), so as to ensure that politicians are somewhat barred from negotiations of terms with companies, thus preventing accusations of corruption or selling out of national interests.

The former President, under whose presidency ExxonMobil was granted an exploration licence, has

warned that any bad agreement entered into with the oil exploration company will be reviewed once his party is returned to power.

“Let me make it clear that any bad agreement with ExxonMobil that would harm our national interest, the [People’s Progressive Party] PPP will have to review once it gets back into power, because this would last us for generations into the future because we can’t allow one Minister who is unprepared and incompetent to sell out national interest and possibilities of billions of dollars in future, because they want to get closer to the oil company,” Jagdeo warned.

However, Minister Harmon in response to the Opposition Leader said that the review of the contract is within the Government’s right and is aimed at deriving greater benefits from the oil sector for Guyanese.

“It is our right as a sovereign nation to review any contract which has been entered into by the previous administration. We have a right to review things. In fact, in reviewing the con-

Minister of State Joseph Harmon tract, we will find that much more significant benefits will accrue to the People of Guyana as opposed to that which was negotiated by the previous Administration,” Harmon told a post-Cabinet news conference on Thursday.

Responding to Jagdeo’s allegations that Trotman wants to “sell out national interest”, Harmon said the Natural Resources Minister is not acting on his own accord, but is part of a process

of the Government, thus, whatever he negotiates must be sanctioned by Cabinet and the Government as a whole.

“Minister Trotman is part of a Government and a part of Cabinet, therefore whatever he negotiates, the Cabinet would look at it and give its comments and so on, before any decision is made, so for Mr Jagdeo to say Trotman is selling out Guyana and stuff, that mindset is because that is what he was accustomed to doing, that he’s now thinking that because all of these things are now being put into the public domain, that is Trotman doing it, so he sees Trotman as a target,” he claimed.

ExxonMobil has been exploring for oil off shore Guyana since 1999 and in 2015, announced that there was a major deposit in the Stabroek Block Off-shore Guyana.

Further, from a second well, the US-based oil and gas exploration company on Thursday announced that it found another deposit with between 800 million and 1.4 billion oil-equivalent barrels.

AG talks law reform with Canadian diplomats

D

uring a meeting with Canadian diplomats earlier this week, Attorney General and Legal Affairs Minister Basil Williams, spoke about Guyana’s need for law reform.

Canadian High Commissioner to Guyana, Pierre Giroux; and Isabelle Bérard, Director General, Central America and the Caribbean, Global Affairs Canada; along with Attorney General Williams, met at his office on Monday.

During the meeting, they discussed his perspective of the justice system

in Guyana and the expected contribution from the Canada-funded Impact and Jurist Projects, as well as prospects for future collaboration.

High Commissioner Giroux informed the Attorney General that Director General Bérard will head the Justice Sector Programme titled “Women in Justice.” To this end, Williams pointed out that the country needs to have a Law Reform and Law Revision Capacity.

The Attorney General also indicated that he would like the Canadian High

Commissioner and the Director General to focus on projects that can strengthen the justice system, as this Government is in the process of restoring the rule of law.

High Commissioner Giroux informed the Legal Affairs Minister that he will continue to work with his Ministry and other institutions.

Additionally, Williams enquired about training sessions for State Attorneys and opined that they need to be exposed to the new procedures.

Rehabilitation of Kitty Market to resume next week – officials W hen Guyana Times visited the incomplete Kitty Market structure on Friday, persons were seen offloading materials from trucks. The City Hall officials present disclosed that construction is scheduled to resume during the next week.

Confirming that work has indeed been halted on the construction of the Kitty Market, City Hall representatives told this publication that materials have been bought and should be completely delivered in time to recommence the restoration within the new week.

“The material and so done order, we just have to wait for everything to come in and by next week, construction will start again,” one City Hall representative voiced.

Meanwhile, vendors who were relocated to facilitate the market’s construction complained that the extended period has hindered their daily income significantly. They added that they are still

being forced to pay rent for their spots in the incomplete market structure as well as a daily “casual fee” for the spot they have been occupying temporarily.

May 26. However, construction was halted and the structure was left incomplete for some time, under the refuted claims that the Mayor and City Council had become cash strapped and unable to pay contractors to complete the restoration.

During the latter part of the previous month, Guyana Times was informed by the City’s Engineer, Colvern Venture that the construction on the Kitty Market had already resumed but was delayed because of the rainy weather.

“The work is ongoing right now. It was stopped a little because of the rain and it was delayed because of the weather, but work is pressing on,” he had voiced.

National Youth Policy tabled in Parliament

A

s predicted by the Education Minister and the Head of State mid last month, the National Youth Policy has been finally laid in the National Assemble during the eleventh session of Parliament on Thursday.

Last month, President Granger when prompted for an update on the much anticipated National Youth Policy, had declared that the Education Ministry would be working to have the final draft of the document presented in Parliament by the end of the month.

Education Minister, Dr Rupert Roopnaraine had additionally stated that the policy was undergoing final consultations and further modifications so that it would be effective in its purpose.

This had been demonstrated in Parliament as Minister within the Education Ministry, Department of Culture Youth and Sport, Nicolette Henry, tabled the final copy of the document.

The National Youth Policy returned to the front burner when the cur-

rent Administration assumed office in May of 2015. Outlined in its manifesto, the A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition Government had highlighted its intention of crafting the policy which would address trending issues among young people in Guyana.

This was however, not ‘original’ to Guyana as there had been talks of having a youth policy drafted over more than a decade.

The process of developing the policy had com-

menced in 1993, when the Ministry, with the support of the Commonwealth Youth Programme, contracted Sociologist Berkley Stewart, then Head of the Department of Sociology at the University of Guyana, to make a study and carry out consultations with a view to formulating a National Youth Policy.

During the People’s Progressive Party/Civic (PPP/C) tenure in office, it had started to draft the policy through a broad-based stakeholder approach, but this had never been taken to

Parliament due to the 2015 elections and subsequent change of Government, which saw a new body taking on the task.

Part of the formulation of the National Youth Policy under this governing Administration entailed regional consultations between youths across Guyana who were engaged in discussions and decisionmaking on how the policy should be developed for the benefit of youths between the age group of 15-35 years.

A renewed energy was exerted by the present

Administration in its aim to have the policy implemented under the grounds of addressing issues that hinder the growth and production of Guyanese youths, including crime and unemployment chiefly.

After more than a year of consultations and speculations by the public on whether or not the plan was forthcoming, the Government has expressed its readiness to kick-start the policy under a rigid and effective framework suited for the development of Guyanese youths.

mall loggers now have the support of the European Union (EU) and the Food and Agriculture Organisation (FAO) as the organisation has recently revised an initiative aimed at assisting the loggers in improving compliance with forest laws of Guyana.

The initiative is titled, “Develop a pilot timber harvesting and forest monitoring model for small loggers associations to improve compliance with the forest laws and agreed forest management prescriptions in Guyana”.

It was revised based on discussions between the small loggers associations, the FAO, the Guyana Forestry Commission and

Forestry Training Centre Incorporated.

These discussions revealed the need for more focus to be placed on developing a forest harvesting model and field testing the model in collaboration with the small loggers.

In addition to support, the EU and FAO will also be developing a timber harvesting and forests monitoring pilot model, of one concession each, for a number of small loggers associations.

Some associations to benefit are Aroaima Forests and Agricultural Producers Association, Hururu Forests and Agricultural Producers Association, Ituni Small loggers and Chainsaw Operators Association, Kwakwani Natural

Resources Organisation, Maria Elizabeth Three Friends Small Loggers Association and Upper Berbice Forests Producers Associations.

The project is said to have been implemented for a period of over a year with US$122,000 being pumped into it.

Commissioner of Forests, James Singh, thanked the FAO and the EU for their continuous support of initiatives aimed at empowering loggers and hopes for their continued support.

Singh stated the vocational training of the forestry sector is an ongoing activity being undertaken by the Forestry Training Centre Incorporated.

Maria’s Delight bridge Blocked creek responsible for Rainbow City, Kara Kara floods needs repairs

espite several reports made to the Region Two Administration about a growing gap in the centre of the Maria’s Delight bridge in Region Two (Pomeroon/Supenaam) nothing has been done to seal the widening crack, leaving road users who traverse the bridge at risk, especially cyclists.

Drivers and motorcyclists have vented their concerns over the widening gap.

According to a driver, when the “crease” in the bridge was very little he had reported the issue but nothing was done. That crease has now expanded and if the bridge is not given the attention it requires it may eventually fall apart, the concerned resident related.

A People’s Progressive Party/Civic (PPP/C) executive Francis Darchville had also reported the gap in the bridge. Darchville said it’s very heart wrenching to see

how huge the crack has become and he is of the opinion it could have be sealed earlier. Darchville said several motorcyclists had also reported to him about the constraints they face when using the bridge.

When contacted Region Two Chairman Devanand Ramdatt explained that on numerous occasions, the issue was raised and he even made representation for the crack to be sealed. Ramdatt said the issue is currently before the Regional Democratic Council (RDC).

On 25 May 2016, the issue was also raised with the Public Infrastructure Minister, but no improvement works have commenced to date. At the last RDC statutory meeting for June, the issue was again raised by a PPP\C Councillor and in response, the Regional Executive Officer Rupert Hopkinson informed that the Region does not have the resources to fix the bridge.

Hopkinson said the bridge requires Central Government’s intervention since the Region does not have the necessary machinery to conduct the remedial work.

The Region Two chairman also raised issues concerning the sinking of the approaches to several bridges along the public road, filling of potholes, clearing of road shoulders, noticeable sinking of the road in some areas, and stray animals.

Ramdatt said the RDC is of the strong view that the Ministry of Public Infrastructure has an integral role to play in addressing the dangers posed by the Maria’s Delight bridge, several sinking bridges, potholes, as well as the installation and maintenance of street lights.

In light of the problems identified, the Regional Chairman said he is urging road users, both pedestrians and motorists to exercise care when using the public roadways.

was due mainly to blockages in the Hymara creek. What we did, we looked at the entire area, some parts of the creek had to be desilted and the other areas it was basically heavy vegetation, garbage that caused a restriction of flow of the water.”

However, while relief came to many, some residents had complained of still being affected during heavy downpours. The Environmental Committee chairman indicated that he was unaware of such additional complaints by residents.

He said he was satisfied with the desilting work, adding that some of the vegetation had also been successfully removed. Bethune said Councillor Lennox Gasper of the area is also very active in ensuring that relief and assistance come to the ar-

eas.

“We would have recognised that there was an increase in flow (of water), when the vegetation and garbage were removed and there were a lot of areas where we see residents putting things like fridge doors and all of this caused some restriction of the flow of the water and when we completed that job we were comfortable that we had a free flow of water going into the Demerara River,” the chairman stated.

The Rainbow City and Kara Kara areas have been affected by severe flooding over the years, with the blame being directed at blockage to the Hymara Creek and activities of bauxite mining company, Bosai Minerals Group Guyana Incorporated.

Moreover, earlier this year, police officers, police prosecutors and State Prosecutors received training under the specially designed project, “Strengthening the Guyanese

Criminal Justice System”.

Through its Anti-Crime Capacity Building Programme (ACCBP), the Government of Canada is providing funds to Canadian NGO, the Justice Education Society (JES), to implement this project. The project is expected to last over a two-year period.

The goal of the JES project is to develop the technical capacity of the Police, Police Prosecutors, State Prosecutors and Magistrates; to collect, analyse and present forensic evidence as a means of decreasing impunity rates. The JES team has been visiting Guyana since September 2015 and has conducted training ac-

In addition, Guyana is expected to benefit from two other multimillion-dollar regional justice programmes for the Caribbean. Former Canadian High Commissioner Nicole Giles had disclosed that the programmes are under Canada’s Regional Development Programme for the Caribbean. One of the projects will be implemented through the Caribbean Court of Justice (CCJ) and the other through the University of the West Indies (UWI).

Heads of Government UG School of Medicine to tackle issues gets new Director of de-risking, W Brexit in Guyana

n light of threats to the Region's financial and economic stability by Brexit, when Caribbean Community (Caricom) Heads of Government meet in Georgetown next week, the main focus will be placed on de-risking by International banks and the impact of the United Kingdom’s (UK’s) decision to exit the European Union (EU).

According to a release by the Caribbean Secretariat, chief among these are the threats posed by international banks limiting or terminating their relationships with regional financial institutions, and the yet to be determined implications of the British decision to leave the European Union (EU), a key partner in the Community’s development.

The statement noted that the referendum to exit the EU has sent Britain and the rest of the world into a ‘tailspin’. The pound sterling fell to its lowest value in 30 years, and international financial markets

took a downturn, as the implications hit home.

Caricom is claiming it is not immune from the potential fallout, while economists and politicians alike are assessing the situation.

The majority of Caricom Member States were former colonies of Britain, which was a key ally of the Region within the EU. The release added, while some have adopted a wait and see stance, confident that any domino effect will not occur in the short-term, others are predicting immediate consequences and want the Caricom Member States to appreciate the value of regional integration and band firmly together to chart the way forward.

The concerns range from a dip in the arrivals of tourists for dependent Member States such as Saint Lucia and Barbados, where the UK is a major source market; a decrease in development assistance, to effects on trade agreements the Region has with the EU.

It also highlighted the lack of implementation and enforcement of legislative requirement, which it pointed out created the most important obstacle for the development of the insurance sector and the establishment of environment trust.

Jordon stated that the Anti-Money Laundering and Countering the Financing of the Terrorism Act 2015 amended the current Insurance ACT by the insertion of Section 23 B, empowering the regulator to share information with “supervisors in a foreign country for their lawful supervisory and regulatory purposes”.

This he said is also reflected in the Insurance Bill with the requirement of a MoU exchange agreement between Guyana and that of foreign jurisdiction.

The bill also allows the regulator to share information with any domestic government agency for enforcement purposes.

Apart from this amendment, regulations pertaining to financial reporting and registration of insurance companies, no major changes were made to the regulatory infrastructure in line with international best practices and the FSAP team.

The Insurance Bill follows international best practices for insurance regulation, including a risk-based approached to supervision, under which insurers with higher risk receive more stringent scrutiny and intervention.

The bill seeks to improve corporate governance and internal control, impose risk-based capital requirement and raise professional standard in the insurance industry.

It is envisioned that this bill will replace those sections of the current Insurance Act Chapter 9102 that pertain to insurance issues but the sections dealing with pensions will be retained until a Pensions Act comes into effect.

“The objective of the Bill is to promote the maintenance of a fair, safe and stable insurance market for the benefit and protection of policy holders by establishing a legal framework for insurance and insurance groups which: facilitates the monitoring of the safety and soundness of insurers; enhances the protection of policy holders and potential policy holders; contributes to the stability of the financial systems in general” he asserted.

He said it also satisfies those regulatory gaps identified by the last IMF-World Bank FSAP in 2005.

Also for the first time Central Bank will be empowered to periodically verify data and risk management systems by conducting onsite inspections in addition to its usual reliance on third parties such as external auditors.

The bank can also impose fines and penalties for failure to comply with the bank’s directors and other offenses under the ACT.

Dr Aaron will replace Dr Madan Rambaran who served as the Director in the UGSM. Commenting on the major role that Dr Aaron will now serve at the School of Medicine, Vice Chancellor of the University, Dr Ivelaw Griffith stated his expectations of the appointment and its impact on the progression of the field of science at the University of Guyana.

While congratulating Dr Aaron for his dedicated work in the health field and on his most recent appointment; Griffith charged him with taking on the mandate of enhancing the

With over a decade of service in the health sector, Dr Aaron had received his Medical Degree in 1986 from the Vinnitsa Medical Institute, Ukraine and has done post-graduate work in the United Kingdom.

Subsequently, he held the post of the Medical Superintendent at the West Demerara Regional Hospital for 11 years, before joining the staff at the Faculty of Health Sciences in 2002 as a lecturer in Anatomy and Histology in the School of Medicine. Dr Aaron was then appointed Pre-clinical Sciences Coordinator in 2010 and served this post until September 2015.

Since its founding in 1985, the school has reportedly been able to produce in excess of 450 medical graduates, who thus far have gone on to hold recognised administrative and clinical positions not only in Guyana, but across the world.

His wife, Hazel Manning, disclosed his diagnosis in a post on social media in the early hours of Friday morning.

“After conducting the appropriate tests, Mr Manning was diagnosed last evening as having Acute Myeloid Leukemia and is being prepared to undergo treatment,” she

wrote on her husband’s Facebook page and Twitter account.

“We thank everyone for their support and prayers and ask that you continue to pray for him as he undergoes treatment.”

Sixty-nine-year-old Manning had been admitted to hospital on Monday evening for “investigation concerning an aberration in his blood-count”.

Earlier in the day, his wife had indicated that his condition was stable and he was “reasonably comfortable, chatty and jocular”, as he awaited test re-

sults.

Manning had a tumour removed from his left kidney in Cuba in December 2008, while he was prime minister. Four years later, he suffered a stroke and was hospitalised in the twin-island republic before being taken to the United States for treatment.

resident Desi Bouterse on Wednesday instructed Suriname's Attorney General immediately to

halt his trial in relation to the abduction and summary execution of 15 political opponents in 1982 when he was the military dictator of the Caribbean Community (Caricom) member nation.

Bouterse invoked Article 148 of Suriname's Constitution, which allows the President to issue such an order in the interests of national security.

The former dictator returned to power in 2010 when he was democratically elected President by Parliament. Two years later, Bouterse's supporters pushed an amnesty law through Parliament.

He was re-elected by Parliament after general elections last year.

However, in June, the court declared the amnesty law invalid and ordered the resumption of the trial

against Bouterse and 24 codefendants.

Bouterse has accepted what he calls "political responsibility" for the military's killing of the 15 wellknown journalists, lawyers and union leaders but said he was not present when the executions took place.

Witnesses in the trial have disputed that claim.

Earlier this week, Ernesto Samper, the secretary general of the Union of South American Nations (UNASUR), and Delcy Rodríguez, the Foreign Minister of Venezuela and pro tempore president of UNASUR, arrived in Paramaribo to hold meetings with Bouterse and members of his Cabinet, reportedly to discuss the constitutional and political tensions in the country.

Gunmen take hostages in Kenyan Police Officers detained Bangladeshi capital Dhaka after killings of lawyer and client

unmen have stormed a popular cafe in the diplomatic area of the Bangladeshi capital, Dhaka, taking a number of hostages, officials say.

Several foreigners are among those being held by eight or nine armed men in the city's Gulshan district,

they add.

Two Police Officers have been killed in a gun battle, a spokesman said, and about 30 others injured.

So-called Islamic State has said it carried out the attack.

agency Amaq said militants had attacked a restaurant "frequented by foreigners". It said that more than 20 people "of different nationalities" had been killed but this has not been confirmed.

Security forces say they are trying to negotiate the hostages' release. Initial reports said that as many as 20 foreigners were among those taken captive.

Italian nationals are believed to be among them, a source at the Italian foreign ministry said, quoted

by Reuters.

Police said the gunmen burst into the Holey Artisan Bakery cafe at about 21:20 (13:20 GMT) and opened fire. The cafe is described as being popular with expatriates, diplomats and middle-class families.

Austria presidential poll result overturned

ustria's highest court has annulled the result of the presidential election narrowly lost by the candidate of the farright Freedom Party.

The party had challenged the result, saying that postal votes had been illegally and improperly handled. The Freedom Party candidate, Norbert Hofer, lost the election to the former leader of the Greens, Alexander Van der Bellen, by just 30,863 votes or less than one percentage point.

The election will now be re-run. Announcing the decision, Gerhard Holzinger, head of the Constitutional Court, said: "The challenge brought by Freedom Party leader Heinz-Christian Strache against the 22 May election... has been upheld."

He added: "The decision I am announcing today has no winner and no loser, it has only one aim: to strengthen trust in the rule of law and democracy."

"Austria needs to be well represented in Europe and the world. If we can do it once, we can do it again," he told reporters.

Austrian Chancellor Christian Kern said the court ruling showed that the country's democracy was strong and he called for "a short campaign, a campaign without emotions".

LHC to complete CJIA awards May Lottery Fund winner ophthalmology centre this year A — plugs dialysis treatment into 2017 budget

hief Executive Officer (CEO) of the Linden Hospital Complex (LHC) in Linden, Region 10 (Upper Demerara-Berbice), Dr Farouk Riyasat, has made the call for dialysis treatment, improvement in laboratory services, as well as some level of infrastructural upgrade at the medical institution. He made the call while delivering the 2016-2017 projections of the LHC during a consultation last week. In his projections, Dr Riyasat outlined several plans and areas in which improvements were needed at the LHC, which also comprises the Upper Demerara Hospital at Wismar, Linden, and the Kwakwani Hospital, Upper Berbice River.

In his presentation, the CEO established the need for dialysis and oncology treatment centres, noting that there is staff who specialise in the oncology area and who have undergone training at the Georgetown Public Hospital; however, he said there is no room available for patients to receive chemotherapy. Due to this, he said patients would have to travel to Georgetown, which results in additional costs.

“Dialysis treatment, this is very vital. We have had a proposal that I have presented to our LHC Board for consideration and we are all in agreement that we need at least to start with two beds for our patients to have dialysis done. Many patients who are going to Georgetown

spend a lot of money privately to have the dialysis done, in transportation costs… so we are pursuing this aggressively… this also will be going into the budget for 2017… It is for us now to make sure as early as possible an oncology treatment centre, where those patients who are seen and discharged be treated right here as we have the staff and professionals”, the CEO noted.

This year, Dr Riyasat noted, will see the completion of an operating theatre at former LHC for ophthalmology surgery, as well as another eye care ward for post ophthalmology patients.

He also revealed the limitations as it relates to laboratory services due to unavailability of equipment and training. The establishment of a psychiatric ward will also be plugged into the 2017 budget, the CEO stated.

Other areas

Dr Riyasat also pointed to the need to acquire two more specialists at the Hospital Complex, with one being an emergency medicine specialist. He said a proposal was sent to US Embassy for the setting up of a library and computer laboratory in the LHC lecture room for staff to conduct research, workplace training, data storage and analysis.

This year, the CEO said extending the emergency unit and rehabilitation department is being looked at, at the Upper Demerara Hospital, in addition to up-

grades to the laboratory, since there is need for a wider spectrum of tests to be done with regards to diagnostics. He added that there are issues with water pressure, storage and availability at the Upper Demerara Hospital and the LHC will be seeking to obtain a 20,000-gallon water reservoir below or above the surface, so that water can be pumped from the Guyana Water Inc mainline to water tanks. The CEO said since the Upper Demerara Hospital is situated on a hill, the water pressure takes a longer time to store. This, he noted, was also placed in the 2017 budget. Dr Riyasat also stressed the need for a 24-hour ambulance service at the Upper Demerara Hospital. He said presently there is an unavailability of drivers and requests were sent to the Public Health Ministry to employ more drivers. He also noted that suitable accommodation is needed to accommodate technical staff, such as laboratory technicians. The CEO further stressed the need for integrated services to avoid numerous additional visits by patients.

This year, he said the Linden Hospital Complex will also be looking at the instillation of switchboards, the construction of an incinerator, and to have a stretch of road asphalted from the gate to hospital entrance.

Repairs will also be done to ceiling and roof of the Upper Demerara Hospital.

Improper disposal of foetus due to negligence – Health Ministry

he Public Health Ministry has said in a released statement on Friday that the foetus which was dismembered by a stray dog at the Diamond Diagnostic Centre (DDC), on the East Bank of Demerara, was due to the carelessness of the hospital’s medical team.

According to the re-

lease, the administration of the Diamond Diagnostic Centre contacted the Chief Medical Officer (CMO) of the Public Health Ministry, Shamdeo Persaud, to confirm the Standard Operating Procedure (SOP) in such a circumstance.

It was relayed to them

that the correct procedure would be to transport the foetus to the Georgetown Public Hospital to be disposed of properly, since the Georgetown Hospital has the recommended facilities to dispose of biohazardous waste. However, it was reported that there was a lack of compliance in the execution of that SOP.

Guyana Times had reported earlier in the week that a 26-year-old woman who delivered a 22-weeksold foetus, which would have been her fifth child, wanted nothing to do with the dead child’s remains and left the dead infant’s disposal as the Hospital’s respon-

sibility. However, the foetus was poorly disposed of by the medical personnel and this went unnoticed until a stray dog brusquely dragged the body of the dead premature baby out of a dump heap and into the compound of the public hospital, dismembering it.

An investigation was launched by the Public

Health Ministry into the matter to determine the officials responsible for this gross act of negligence.

According to Public Health Minister, Dr George Norton, strict action will be taken against the culprit(s) to ensure that incidents of this nature do not reoccur.

Ministerial Task Force established to develop co-op sector

T

he Government of Guyana is looking to enhance the local cooperative movement with the aim of it becoming a sector that can contribute to the country’s economy.

To this end, the Ministry of Social Protection has established a Ministerial Task Force to ultimately “pave the way for the renaissance and expansion of the Co-operations Sector to the point where it becomes the third most important sector of the economy”.

According to the Ministry, Guyana is the only co-operative Republic in the world. It further recognised that the co-operative movement owns and controls vast amounts of resources and physical infrastructure, much of which are idle or underutilised among societies or in the form of deposits within financial institutions.

“We have therefore decided to address critical issues which will lead to re-engineering the co-operative movement to stimulate job creation and leapfrog income generation activities throughout Guyana”, the Ministry outlined in a statement.

In order to realise this objective, the ministry established the task force to examine the state of the co-operative movement in Guyana and make recommendations on steps to make that a reality.

The Task Force will be headed by former Chief Education Officer Ed Caesar and comprises: the Ministry’s Permanent Secretary Derik Cummings; Chairman of the Guyana Revenue Authority Rawle Lucas; Junior Social Protection Minister Keith Scott; Consultant, Francis Carryl; and B Adams who will serve as secretary.

The Social Protection Ministry further outlined that among the main objectives of this team is to examine each administrative region; make a determination of resources owned by societies which can be adopted for gainful economic and income generation activities. This will include an assessment of functioning and defunct societies along with the likelihood for revitalisation.

The Task Force according to the release, will also have to channel existing and new societies into government’s growth sectors such as community tourism with emphasis on: “The preservation and economic use of historical and cultural patrimony; information communication technology (ICT); establishing a green economy; support services for oil, gas and other extractive industries; agro processing and value-added production; youth development; and care for the elderly, etc.”

Furthermore, the team will be required to identi-

fy the possible horizontal sector linkages (co-operative and private), as well as state agencies to be involved in facilitating startup and sustainable growth.

Additionally, wherever it is advantageous, the Task Force will have to apply a concept of co-operative/private partnership either via private occupation of existing co-operative resources and/or a fusion of private sector personnel by applying the core competencies of private enterprise. This will be vigorously embraced.

The Ministerial Task Force will further build on the work that has commenced by the fact-finding technical team, appointed

by Minister Scott to give a jumpstart to government’s intent to revitalise and grow the co-operative sector, the Social Protection Ministry detailed.

The work of the taskforce commenced on Thursday 01 July, 2016, and a final report is expected to be submitted by September 30, 2016 latest.

n escapee was on Friday sentence to spend the next year in prison when he appeared at the Georgetown Magistrates’ Courts before Magistrate Annette Singh.

Mark McCalmont originally pleaded not guilty to the offence, which stated that on December 17, 2015, at Golden Grove, East Bank Demerara, he unlawfully escaped from Police custody.

The prosecution contended that on the day in questioned, the defendant was arrested and slapped with a break and enter-

ing and larceny charge. He was placed on a bench in the Enquires Office at the Golden Grove Police Station when he escaped from custody.

However on the same day, he was rearrested and charged with that offence.

Magistrate Annette Singh stated that upon conclusion of the prosecution’s statements, it was determined that a prima facie case has been made out against the defendant.

As such, the accused was found guilty and sentenced to one year imprisonment.

1 dead, baby feared drowned Picture boy trial Judge remind jury of responsibilities in Sophia accident

ne man is dead and a baby feared drowned after the car in which they were travelling on Dennis Street, Sophia, Greater Georgetown, plunged into a trench.

The dead man is yet to be identified and the search continues for the missing baby.

According to eyewitnesses, two men were travelling in a motorcar when the driver lost control sending the vehicle into a nearby trench.

Guyana Times was told that in no time, the vehicle was completely immersed

in the trench. Public spirited persons, who witnessed the incident, plunged into the trench and attempted to rescue the passengers.

After a brief struggle with the doors of the car, they managed to free the men, who both appeared to be unconscious.

Shortly after, suspicion began to brew about a third passenger being trapped in the vehicle. Rescuers rushed back into the water to locate the body of what was believed to be that of a baby.

However, in a video that surfaced on social me-

dia, persons could be heard shouting that they could not find the child.

Meanwhile, when this publication visited the Georgetown Public Hospital where those pulled from the car were taken, it was confirmed that one of the men was pronounced dead on arrival.

A subsequent visit to the scene revealed that the car had already been removed from the trench, with persons informing that they had not discovered a third body. The Police are investigating.

A gathering of students, teachers, residents and graduates from the SelfReliance and Success in Business Workshop assembled in the compound of the Community Centre to applaud the First Lady as she, with the aid of two children and Regional Education Officer( REDO) Rabindra Singh, cut the ribbon to commission the ‘David G School Bus No 9’.

“I hope the children of Mahdia and surrounding areas get the best out of this vehicle,” the First Lady said.

Meanwhile, the Regional Education Officer expressed the community’s gratitude for the donation.

s the third trial for double-murder accused Cyon “Picture Boy” Collier comes closer to its end, Justice Priya Sewnarine-Beharry reminded the jury of their responsibilities in the trial while State Prosecutor Tuanna Hardy and Defence Attorney Lyndon Amsterdam presented their closing address on Friday at the Demerara Assizes.

It is alleged Collier murdered two brothers, Ray Walcott, called ‘Sugar’, and his younger brother Carl Andrews, called ‘Alo’ in Victoria, East Coast Demerara, in 2006.

Justice SewnarineBeharry reminded the 12-member jury that it was an offence to obstruct the course of justice, which is punishable by imprisonment, and urged the jury not to be in contact with any member of the family of the accused or others involved in the trial.

Amsterdam, in his address refreshed the memory of the court that throughout the trial, there would have been “a long list” of discrepancies and conflicting stories among witnesses.

She indicated that it was her responsibility to prove that the death occurred within a day and a year and was a result of injuries inflicted by the accused while the accused would have the intention to kill or inflict bodily harm.

She pointed out that she had proven those criteria by providing evidence to support her position. The post mortem report indicated that the brothers died of gunshot wounds and were buried less than a month af-

She went on to say that witnesses identified Collier as the man who pointed and fired the fatal shots at the brothers. While it was impossible to read people’s minds, pointing a lethal weapon with ammunition therein could be presumed to be with intent.

Hardy further informed the jury that they should not be sidetracked by facts suggesting mere procedural inquires such as what was the accused wearing or whether they were drinking but focus on key points like the brothers were shot and killed, persons who had known the accused for years identified him as the shooter and the accused was found with guns.

Collier is accused of murdering the two brothers in Victoria Village, ECD on September 23, 2006.

Reports are a group of young men were playing dominoes at the Victoria four-corner when the two brothers were allegedly shot by the accused who rode up on a motorcycle.

The brothers were rushed to hospital but were pronounced dead on arrival.

The trial continues on Tuesday.

he lack of markets for the carambola fruit, more commonly known as the “five finger”, has resulted in scores of farmers living in the Upper Pomeroon in Region Two (Pomeroon-Supenaam) counting their losses. Over three weeks ago, carambola farmers related that they were not able to sell their produce to the buyer who usually purchases from them. Instead the fruit is left to drop and rot on the ground, hence, farmers are losing out on the investment they made for the crop.

During a field visit to farms in the Upper Pomeroon, it was observed that acres of carambola farms had a large quantity of the fruit rotting on the ground. On Thursday, farmers of the Upper Pomeroon met with Region Two Chairman Devanand Ramdatt, expressing their concerns over the lack of

markets. The Chairman was at the time conducting a two-day outreach in riverain areas.

Farmers have also explained that blocked drainage in the area is a great concern for farmers. They related that there has been no meaningful drainage

works carried out after the previous Administration left office. They recommended that a blocked drainage project be implemented in the area so as to alleviate their stress and assist them in sustaining their livelihood.

After listening to this concern, the Chairman told

farmers that the Regional Democratic Council (RDC) will seek support from the National Drainage and Irrigation Authority into the block system.

Another challenge that was raised by farmers was the breaches on the river dam that was caused by the

recent high tides. Residents took the opportunity to request support in the building of kokers and strengthening of the River dam.

The Charity-Urasara Neighbourhood Democratic Council was tasked with conducting an assessment and providing a report, since the intervention of the Public Infrastructure Ministry is urgently needed.

The need for extension services was also requested by farmers since they alleged that they are not receiving support from the National Agricultural Research and Extension Institute. They have indicated that field visits by extension officers are not conducted and as such they are not properly guided.

According the Regional Chairman, the RDC will communicate all concerns raised with the relevant Ministries and agencies responsible since the region's economy is presently affected and timely interventions are needed.

“I think we have been playing competitive cricket since the starting of the CPL tournament; already contested in two finals showed that we are ready for the shortest version so we should be able to do well this year,” Arjune, who is currently plying his trade professionally in Canada, declared.

Jamaica Tallawahs won the inaugural title in 2013 while Barbados Tridents dethroned them the following year. Trinibago Knight Riders are the reigning

champion after lifting the coveted trophy last year.

According to an assertive Arjune, who represented Guyana in 40 first-class matches, the side is well-balanced especially with the inclusion of the overseas stars, they should have great confidence now to make the lasting impression.

The team is led by New Zealand veteran batsman Martin Guptil and with other senior franchise T20 specialists at his disposal, Arjune feels the side would be able to create a good impact.

“I am confident of them putting on an outstanding showing with those players representing the Guyana Amazon Warriors team; they are all quality T20 cricketers and with the rest of Guyanese players, I feel they are a winning bunch,” the 35-year-old Arjune related.

Meanwhile, Arjune also reserved special mention to the tournament’s title sponsor, HERO, stating that the level of cricket has been very thrilling and it adds a new dimension to the region’s lovable game.

With a plethora of West Indies distinguished players displaying their talent, Arjune said the teams will certainly play competitive cricket and the fans are in for treat from the commencement to the end.

he Guyana Volleyball Federation (GVF) on Sunday, June 26 conducted a female volleyball tour-

nament at the Guyana National Service (GNS) ground, Carifesta Avenuein honour of International Olympic Day

2016 which is observed on June 23.

Participating clubs included Linden Central, Spikelands, Vanguards, Guyana Defence Force, Plaisance, and St Cuthberts Mission.

The Vanguard Female Club emerged the strongest club, winning 1st place with Linden Central carting off 2nd place.

Playing Linden Central in the finals, the Georgetown-based Vanguard club won two sets to one after the teams were tied one game each while playing some very entertaining volleyball. The girls from the mining town of Linden would however, display tiredness in the 3rd and final set and gave the city girls an easy win eventually.

The young female team of Plaisance Volleyball Club was awarded the trophy for the Most Improved Team and Nikita Samaroo of Vanguard was adjudged the Most Valuable Player of the Tournament. Samaroo capped off an impressive days’ performance by also walking away with trophies for the Best Setter and the Best Server.

Odile Broomes of Vanguard received the Best Receiver Award while Bowman also of Vanguard Received the Best Spiker Award.

Cricket in 2024 Olympics if Rome wins hosting bid

ricket will be included in the 2024 Olympics if Rome wins its bid to host the games, the president of the Italian board has said.

Rome is one of the cities bidding to host the Olympics in 2024 - alongside Paris, Los Angeles and Budapest - and, under new regulations, will have the opportunity to add five sports to the games as they see fit. France Cricket is attempting to win a similar commitment with the Paris organising committee.

“If Rome hosts the Olympics, cricket will be included,” Simone Gambino, president of the Federazione Cricket Italiana (FCI) told ESPNcricinfo. “We have had a firm commitment from the organising committee.”

It is likely that, if Rome does host the games, cricket would be held in Bologna.

The city hosted World Cricket League Division Four matches in 2010 and though the availability of turf pitches may be an issue, there would be time to overcome that should the bid be successful.

Which nations would be involved remains open to debate. There would probably be a maximum of 16 teams invited to take part, though there is a possibility of just 12, with Olympic regulations suggesting they will be spread across the globe.

So, if only 12 teams were included, three might come from Europe, three from Asia, two from Africa, two or three from America and the Caribbean and two or three from the South Pacific area.

It could well be that some well-known cricket nations - notably England, who are part of the UK in Olympic terms - miss out.

“Roma 2024 would welcome new sports, such as cricket, in the Olympic programme also in consideration of the increasing number of people that are actively playing it in Italy,” a spokesman for the Rome 2024 organising committee told ESPNcricinfo. “We are however fully aware that such a decision belongs to the International Olympic Committee and therefore our planning is exclusively based on the indications received from the IOC in Lausanne.”

The news emerged as the ICC continued its annual conference in Edinburgh.

Having started the week with high hopes of winning agreement on a number of fairly radical proposals the introduction of promo-

tion and relegation in Test and ODI cricket, the return of a World T20 every two years and a change in the manner in which revenues are pooled and distributed among other things - it now appears it will take longer than anticipated for all the strands to come together.

As a result, the media conference planned for Saturday (at which the ICC hoped to unveil their agreements) has been cancelled and an extra meeting has been arranged for late August in Dubai. The next ICC board meeting takes place in South Africa in October.

While tangible progress has been limited, the mood of the conference has been notably more optimistic than in previous years. After years of being “bullied” (in the words of one Associate delegate) by a couple of dominant Full Member nations, the talk now is of “family” and “consensus.” Plans have not been derailed as much as given a more realistic timeframe for completion.

One intriguing suggestion from the meeting concerns qualification for future World Cups. While Associate members will likely be disappointed by the proposal that the tournament remains a 10-team event, some discussion has taken place around the possibility of only the top six teams in the ICC rankings qualifying automatically with the other four gaining qualification through a playoff tournament. Such criteria, even if accepted, are unlikely to be introduced until the 2023 tournament.

Other matters dealt with the unanimous selection of Saudi Arabia as the 39th Associate member, and the unanimous ratification of the suspensions of the USA Cricket Association (USACA) and the Cricket Association of Nepal (CAN).

They were suspended in June 2015 and April 2016, respectively. An ICC delegation, including board members, will visit both suspended nations shortly.

“Both Nepal and the US are important members of the ICC as they have tremendous talent and potential,” ICC chairman Shashank Monohar said.

Bishops’ High battle to 3-1 win over Tutorial I n soggy conditions at the Guyana Defence Force (GDF) ground, the Bishops’ High School (BHS) were made to work hard for their 3-1 win over Tutorial High when the Digicel’s Schools Football Championship continued on Friday.

Tyresse Souveneir, Darin Chan and Joel Morrison were the men on point for BHS while Kaream Duncan scored for Tutorial.

Forward Souveneir open BHS account when he capitalised on a deflection after a powerful strike by Morrison to put the Carmicheal Street side ahead in the 18th minute.

Souveneir’s goal was a well-directed shot to the bottom left of the net.

Chan’s conversion in the 22nd sparked a jubilant celebration in the crowd, as he wrapped his right foot around the ball, hitting the top left of the box from 25 yards.

At that point in the match, Tutorial seemed to be heading towards a heavy defeat but the team suddenly began looking threatening with a series of offensive plays that came close to breaching the BHS defence.

resh off a four-wicket victory in their opening game against the St. Kitts and Nevis Patriots, the Guyana Amazon Warriors are high in confidence heading in to tonight’s game against their inspired hosts in match 5 of the Hero Caribbean Premier League (CPL)at the Queen’s Park Oval, Trinidad and Tobago.

After their opening defeat to the St. Lucia Zouks the Trinbago Knight Riders bounced back beautifully to beat the Barbados Tridents in a high scoring match last night at the Queen’s Park Oval but they are not yet at their optimum and a great contest is in the making.

Manager of the Guyana Amazon Warriors, Omar Khan spoke with <<<Guyana Times Sport>>> after the team arrived in Port of Spain from Basseterre and said the guys are high in confidence after their close game against the Patriots

and will look to continue their winning ways on the road. Khan said, as a team they have discussed the importance of winning away matches and they intend to do so before the four home matches in Guyana.

The openers Martin Guptill and Dwayne Smith who put on 62 for the first wicket will look to continue in that same method laying the foundation for the middle and lower order to launch a late assault. However, the rest of the batting is short of work with Chris Lynn and Chris Barnwell failing to make a big impact in the Warriors run chase of 164. In their game against the Tridents on Friday night it was Amla and Dwayne Bravo who added 150 for the fifth wicket in 15.2 overs after the top order was blown to be reduced to 20/4 in the fifth over. So lots will depend on Amla, Almal and the Bravo brother again while the Knight Riders will hope for a change in fortunes from Brendon Mc Cullum who

GFA Stag Premier League final round

ootball lovers can catch the final round in the Georgetown Football Association’s (GFA) Stag Premier League on Sunday at the Georgetown Football Club ground.

Action will kick off at 14:00h and will run until 22:15h, as all eight teams do battle on the final day of the round robin stage.

In the first game, Campton will take on Flamingo, while Beacon will face Rhythm Squad in the second. The penultimate game will see Police Sports Club take on Northern Rangers.

DCC to Induct New Patron to succeed the late Aubrey Bishop Honour Youth Players

omorrow the Demerara Cricket Club (DCC) will be staging an Investiture Ceremony of its new patron at the Club’s Pavilion on Lance Gibbs and New Garden Streets, Queenstown, Georgetown.

The event will coincide with the annual awards ceremony to honour junior players who excelled both in Cricket and Academics in 2015-16.

DCC will be recognising and presenting awards to a number of its players who have been selected to represent Guyana at Under-15, Under-17 and Under-19 levels of the 2016 Regional Cricket Competitions.

These junior players include Kemo Paul and Tevin Imlach, both products of DCC who made DCC and the Region proud at the recently held ICC Under-19 Cricket World Cup Tournament in Bangladesh. Paul featured as an all-rounder in the team while Imlach was a wicket-keeper batsman.

Bravo and the classy Hashim Amla steadied the boat early on soaking up deliveries before the late assault. They put on 150 in 15.2 overs to see their team to a respectable 170/5.

The partnership breaking off the last ball of the innings when Amla was bowled by Shoaib Malik for a well compiled 81 from 54 balls hitting 5 fours and 4 well timed sixes. Bravo remained not out on 66 from 46 balls (3x4; 4x6) to bring the hope team back in the match and give the full house something to cheer about.

When the run chase began the Tridents were asked to score at 8.55 runs per over to win and were off to a flying start with Steven

Taylor (37) and Kyle Hope (11) scoring 41 in 5.5 overs.

But once they were separated there was a steady procession of Tridents batsmen to and from the crease.

Shoaib Malik made 28, Nicholas Pooran played some big shots in the end for 33 while AB de Villiers 12 and Kieron Pollard with a first ball duck never troubled the Knight Riders bowlers.

Narine was once again the main wicket taker with 2 for 21 and was supported by Cooper with 2 for 42 and Benn (1/16) and Bravo 1/24. The Knight Riders were well supported in the field as well with 2 run outs and some excellent ground fielding and brilliant catching that summed up a total team effort for the hosts who have won one and lost one at home with two to play.
