Truancy: Why are you not in school?

W

ith all the hurdles and obstacles facing our young people today, an issue often underestimated is the far reaching effects of failing to attend school.

Truancy, or chronic absence from school has a much more profound effect than poor grades, and the repercussions can last a truants’ lifetime; in turn adversely affecting society. The fact is, truancy is the manifestation of a whole host of other problems, ranging Lorraine Ince-Carvalhal from factors such as the school and its facilities, the student’s home life, or personal issues the student is experiencing.

There is no single reason for students becoming truants.

Many factors can lead to a student’s decision to repeatedly skip school; the list of which is unfortunately extremely long.

Those experiencing learning difficulties can often feel as though there is little point to being in school, especially if their problems are undiagnosed or misunderstood. Neglect, both at home or at school can make a child feel unwanted or unworthy and lead to low self-esteem or lack of desire to learn. This can lead to poor grades; further diminishing a child’s self-esteem.

Abusive behaviours, again either at home from parents, or in school from either teachers or peers, can deter a child from attending. On the one hand, they may fear to discover of what is happening at home, and on the other fear for their safety at school.

Substance abuse by parents can often lead to children being neglected or having to become carers which can limit the time they feel able to attend or leave them with too few essentials to present themselves. The financial limitations some families experience similarly leave children feeling they have inadequate resources to fit in with the requirements for school. Another issue affecting our demography is child labour. Many young people are out on the streets trying to earn a dollar instead of attending school. Unfortunately, sometimes for their own survival. How many young people have been on the streets during school hours dancing for Mash lately? Not just for a day of celebration, but for a couple of weeks?

Whatever the reason, a truanting child is more likely to engage in other risky behaviour, not only due to the fact that they are usually unsupervised, but also because of whatever underlying issues are causing the action. Truancy often acts as what can be described as gateway behaviour that can lead to students trying drugs and alcohol, engaging in other antisocial or criminal behaviour, and ultimately dropping out of school altogether. Research shows that they are also more likely to become victims of crimes themselves. Underage drinking and illegal drug activity obviously carries another set of alarming risks, including dangerous sexual behaviours that increase the possibilities of underage pregnancy and the contracting of STD’s and HIV. This is a global issue and has been in effect for many years, only of late increasing figures and more severe consequences have necessitated serious preventive measures to be sought and implemented. Knowing and understanding the ineffectiveness of imposing ever-harsher penalties on students that usually increase truancy rather than prevent it, has led to the development of more successful truancy prevention programmes that instead address the factors contributing to truancy. These include increased parental involvement, diversion from the court system through alternative programmes such as counselling and community service, individual mentorship and increased training for law enforcement officials on how to better handle truancy cases.

At a time when education is under the spotlight, the truancy rates tell a story of their own; there is evidentially a need to address our own situation here in Guyana accordingly. Some of the conditions under which we are expecting our young people to learn are simply not good enough.

When students feel unsafe, unchallenged, or unimportant at school, they may decide not to attend.

More accountability for insisting on documented reasons for absences and engaging in regular dialogue with parents of absent children is necessary for schools. Moving forward with more engaging teaching methods and building stronger relationships with students will motivate them to attend school. Providing a varied and interesting curriculum that allows for the diverse abilities of students will help to make our children feel valued and worthy. Personal issues need to be recognised and addressed as early as possible.

For parents; ensuring policy regarding the reporting of absences is adhered to and that they are providing their children with the necessities, both physically and mentally.

Truancy is one of the loudest cries for help a student can communicate, we need to be hearing and attending to those cries. We need to ensure schooldays are the most exciting, productive and carefree days of our children’s lives; as they ought to be.

PPP disappointed over stagnant Procurement Commission …calls for immediate assumption of role, functions

T

he Opposition People’s Progressive Party (PPP) said it is deeply disappointed over the comission of the Public Procurement Commission (PPC) to assume its constitutional mandate and discharge its statutory functions.

It said this has been happened although its members have been appointed several months now.

The Party said the Procurement Act provides that once the Commission is established, Cabinet’s no-ob-

jection role in the awarding of contracts ceases. The Party is also aware that the very Act allows Cabinet to conclude the consideration of contracts that were pending before the PPC was appointed. It said that period has long expired.

“The Party is aware that Cabinet continues to preside over and unlawfully interfere with the award of contracts.

The PPC is therefore obliged to assert itself and assume its role and functions. The PPP calls upon the Commission to do so immediately.”

In early January, Minister of State Joseph Harmon had said that the recently-established PPC was not yet ready to carry out its mandate.

He said the Commission had indicated that it would be ready sometime in January to execute its mandate, as there were still some critical appointments to be made.

However, the already appointed Commissioners are being paid, despite the inactive Commission.

In October 2016, after months of promises,

Government installed the five-member Commission.

Following the swearing-in ceremony, President David Granger said the PPC was an institution mandated by Guyana’s Constitution, which seeks to ensure the fair, equitable and transparent execution of works and procurement of goods and services, according to law.

He said the members were now charged with the constitutional duty of the Commission.

The Guyana Constitution

stipulates that the Commission shall consist of five members who shall have expertise and experience in procurement, legal, finance and administrative matters, and that the President shall appoint the members of the Commission after such members have been nominated by the Public Accounts Committee (PAC) and approved by not less than twothirds of the elected members of the National Assembly.

The President said that the PAC of the National

Assembly was responsible for the selection of the members of this Commission and this bipartisan process of selection was a demonstration that – however intractable political differences might seem – the bases for political agreement and consensus on matters of national interest should always be sought.

Among the PPC’s key functions are, according to the Procurement Act, to: “monitor and review the functioning of all procurement systems to ensure that they are in accordance with law and such policy guidelines as may be determined by the National Assembly; promote awareness of the rules, procedures and special requirements of the procurement process among suppliers, constructors and public bodies; safeguard the national interest in Public Procurement matters, having due regard to any international obligations; monitor the performance of procurement bodes with respect to adherence to regulations and efficiency in procuring goods and services and execution of works; approve of procedures for Public Procurement, disseminate rules and procedures for public procurement; and recommend modifications thereto to the Public Procurement entities.”

atural Resources Minister Raphael Trotman will engage various stakeholders to ensure that local loggers benefit from Government projects.

Minister Trotman told the Government Information Agency (GINA), in a recent interview, that the engagements are part of promoting lesser used species of logs, while empowering small loggers.

The Government’s new housing solution is one project from which small loggers can benefit, Minister Trotman pointed out. “It is our intention to ensure those small loggers and others are giv-

en the opportunity to supply the Government of Guyana with logs for homes, for rafters, for flooring and so forth,” Minister Trotman said.

He noted that the Government has been moving the forestry sector away from just exporting logs, towards value added production. “We believe that we are doing well in terms of what is our allowable cut on a national and annual basis, but at the same time more monies could be earned if we process our wood better,” Minister Trotman told GINA. There has been some level of value added production in the sector, such as sawmill-

ing and a plywood factory.

However Minister Trotman envisions additional value added production of logs such as decking, flooring and veneers in the industry’s future.

Meanwhile, harmonising of the use of the forest is being streamlined with the revision of the National Log Export and Forest Policies. Minister Trotman told GINA that “tre-

“The respondent (contended) that because Act No 17 of 2000 infringes Article 1 and 9 of the Constitution, it had to be submitted to the people for their approval as a constitutional requirement and that Act (No 17 of 2000) therefore lacks constitutionality because it was not so submitted… The approval of the people needed to be obtained in order to breathe life into Act No 17 of 2000,” he noted.

The Chancellor further rejected an “incredible” request by the Attorney General (AG) to declare that the proceedings were void from the inception since reference was made to Article 17 of 2001, which is non-existent, instead of Article 17 of 2000. According to Justice Singh, it was merely “an error” and no evidence was shown to prove that it had prejudiced or disadvantaged any of the parties.

Justice Singh further rejected the perception by the AG that Richardson lacked standing in the matter and went onto to also reject objections to the originating summons.

In his conclusion, the Chancellor posited that he is cognizant of the political consequences that derive from the appeal, but at the same time cannot relinquish the court’s fundamental responsibilities which is to pronounce on the meaning and intent behind the country’s constitutional provisions.

Meanwhile, Justice Roy wrapped-up the near threehour long hearing with one sentence, indicating that having read the former Chief Justice’s ruling, he too agreed with the decision of the High Court.

Reactions of parties

Once again, the ruling handed down by the court did not go down well with the appellants. To this end, Attorney General Basil Williams indicated to media operatives that he will be further appealing the decision at the CCJ. “It was a divided court, it wasn’t unanimous and I believe that we have good grounds to go to the CCJ… It’s important that these things are finally resolved,” he posited.

Meanwhile, Attorney

Roycedale Forde, representing Trotman, also indicated his intention to challenge the Appeal Court ruling within the 30-day timeframe allowed.

On the other hand, Attorney Shawn Allicock, who represented Richardson, expressed his confidence that any further challenge to the Chief Justice’s ruling will be similarly dismissed.

Effect of Art 17 restrictions now voided

Act No 17 of 2001, which was struck down by Chief Justice Chang, as being unconstitutional, a decision upheld by the Court of Appeal yesterday, imposed qualifications upon the Presidency, that are restrictive, discriminatory and which ultimately strike at political democracy and individual freedoms.

It imposes the following restriction, which were not part of the 1980 Constitution: It is clear that (A) precludes naturalised citizens who are not of Guyanese parentage from being qualified to be President. So, irrespective of how long such a person may have been residing in Guyana and notwithstanding the outstanding contribution that person may have made to national development and to the welfare of the Guyanese people, and although that person is a citizen of Guyana and would be qualified for all the rights and privileges accorded to a Guyanese citizen, such a person is denied the right to vie for the highest office of this land, the Presidency. Such a disqualification is not only unfair and without any rational basis, but it is also discriminatory against thousands of naturalised Guyanese citizens. The point would be best made by pointing out that had this provision been in place in 1997, Janet Jagan would have never qualified to be President of Guyana.

Guyana has a large diasporic community estimated to be as large as the population of Guyana itself. Hundreds of thousands of Guyanese maintain dual residency and citizenships.

They own and operate businesses in Guyana and overseas. They own properties in both places. They contribute in multiple ways and signifi-

cantly, to the Guyanese economy and to the lives of their relatives, friends and family living in Guyana.

Under (B) above, these hundreds of thousands of Guyanese living overseas are disqualified from the Presidency because to qual-

mendous progress” has been made in the review of the National Log Export Policy.

“There is a short consultancy which we are now streamlining,” Minister Trotman noted. The revision of the Log Export Policy seeks to strategically enhance the competitiveness of Guyana’s forestry sector.

While the current policy of 2009 aims at dissuading the export of logs while encouraging value added manufacturing of forest products, the Minister noted this was “honoured more in the breach than the observance”. The revised policy will push for increased value added produc-

tion and harvesting.

With regard the National Forest Policy, the Ministry has advertised for another consultancy “to refine those”, Minister Trotman explained.

Updating the 2011 Policy will mark a significant shift in emphasis from the development of timber potential to management of the forest’s multiple downstream goods and services for national benefit.

The implementation of the updated Policies is expected to be executed when the new Guyana Forestry Commission’s board is appointed.

Perhaps, the most fundamental deficiency of the said amendment is that it restricts the right of every single elector of this country from electing a person of their choice to be the President. This is so because the combination of

(A) and (B) above, disqualifies hundreds of thousands of Guyanese from being elected to that office and by extension deprives hundreds of thousands of the electorate, the right and freedom of electing them.

Guyana signs 4 new loans with IDB

T

he Guyana Government on Tuesday signed four new loan agreements with the Inter-American Development Bank (IDB) to secure US$40 million in developmental resources to finance key initiatives within the Legal Affairs, Agriculture, Business and Public Health Ministries.

The agreements were signed by Finance Minister Winston Jordan and President of the IDB, Luis Alberto Moreno, at the Headquarters of the IDB in Washington, DC. These loans will support Government’s developmental agenda of promoting investment; improving connectivity throughout Guyana; diversifying the economy; and providing citizens with quality healthcare and social services.

The US$15 million Sustainable Agricultural Development Programme will aid in diversifying the

agricultural sector and improving its competitiveness and viability. To augment the country’s diversification and enhanced competitiveness thrust, the US$9 million loan is programmed for the Business Ministry to support economic diversification and exports through the enhancement of the National Quality Infrastructure (NQI) and through a National Export and Investment Promotion Strategy.

The Public Health Ministry will benefit from the US$8 million loan, which will provide support to improve maternal and child health. The Legal Affairs Ministry will benefit from the US$8 million loan, which will provide support for the criminal justice system. It is anticipated that through this project, there will be a significant reduction of high concentrations of prison populations in Guyana.

The inking of these

agreements is another demonstration of the robust relationship shared between the Government of the Cooperative Republic of Guyana and the IDB. The IDB – Guyana’s main development and multilateral partner – plays a critical role in helping Guyana to access a wide range of concessional resources from other donor countries and agencies. In addition to its own lending window, the IDB is currently involved in an innovative blending of grant and loans with the European Union in two projects, valued over US$96 million. Additionally, the Bank is working with Guyana as the implementing partner in some of its programmes under the GuyanaNorway GRIF Scheme.

The IDB Country Strategy with Guyana for the period 2017-2021 is currently under preparation, which will see further collaborations between Guyana and the Bank.

New GNBA Chairman wants more local content on airwaves

N

ewly sworn in Chairman of the Guyana National Broadcasting Authority (GNBA) Lieutenant Colonel Leslie Anthony Sobers said he wants to see more Guyanese-based programmes promoted on the local airwaves.

The GNBA Chairman, who is also an attorney-at-law, said he will be promoting the broadcast of more Guyanese programmes during his tenure at the Authority.

Sobers was speaking to media operatives shortly after being sworn in on Tuesday by Prime Minister Moses Nagamootoo at the Official Residence of the Prime Minister on Main Street.

“I believe that we should strive for quality of our airwaves, quality of programmes, balanced programmes that reflect the need of the Guyanese people and the direction in which we want to go. For too long we have been bombarded by foreign influences to the extent that we begin to lose the Guyanese identity. I strongly believe that’s one of the guiding principles I will advocate as this board moves forward,” he explained.

Sobers said he was elated that the confidence was vested in him to take up leadership of the GNBA and assured that he will work towards ensuring equal access will be afforded to all Guyanese.

“I am elated, pleased, I am humbled to be appointed chairman of the GNBA. Of course, I am a strong believer that all Guyanese must have equal access to the information infrastructure that is owned by our coun-

try. In other words, I believe that equitable access to the national information structure should be guaranteed to all Guyanese,” he said.

The five-board members are Dr Rovin Deodat, Scheherazade Ishoof-Khan, Jocelyn Josiah, Aretha Nichola Campbell and Joel Persid Edmond. One other member is to be named by the Opposition People’s Progressive Party and will be sworn in at a later date.

to serve on such an important State board.

Prime Minister Nagamootoo charged the members of the board to ensure all standards are met and not to only issue licences, but also to review both future and current licence holders to ensure they are compliant with all regulations.

The GNBA’s new Board of Directors became effective from February 1, 2017 and will serve for two years ending January 2019.

Last year, then GNBA Chairman Leonard Craig resigned from his position.

On this highly-anticipated day, apart from the colourful costumes, each participating band has its own theme and music. For instance, if the band depicts folklore then their expectantly flamboyant displays will be accompanied by folk music as they make their way along the ‘Mash’ route.

On a typical Mash day there is a fusion of Soca, local calypso, drums, steel pan and quite recently Brazilian music.

There is an energy that is both exhilarating and infectious, and you can feel the rhythm as you go along the route. Overall

ashramani is an Amerindian word which means “celebration after hard work”, and is usually observed on February 23, in observance of Guyana’s Republic Anniversary which was achieved on that date in 1970. Mashramani, commonly referred to as “Mash”, is the most colourful, dynamic, allinclusive, cultural and energetic of all the festivals in Guyana. Each year, since 1970, Guyana observes its Republic Anniversary by holding a series of activities. These activities, usually culminate on Republic Day, with a grand display of costume bands, accompanied by Caribbean originated music, watched by thousands of spectators who either

there is a fusion of the different sounds and that defines the entire celebration. This year the festivities, and there are many which commenced from February 14 and which ran until February 23, are celebrated under the theme ‘Celebration with Dignity, Liberty and Greater Unity’. For such a diverse society, it is indeed exemplary that on this occasion, Guyanese from all walks of life shed their differences to truly reflect that we are indeed one people, one nation striving towards one destiny.

Later in the day, at around 09:00h, the day’s main feature, the “Mashramani Float Parade”, begins.

AND WHEREAS in fulfilment of the processes of National Independence it is fitting that Guyana should become a Republic pursuant to the provisions of the Constitution; AND WHEREAS the twenty-third day of February in each year commemorates the revolt of enslaved peoples on that day in the year one thousand seven hundred and sixty-three in the then Colony of Berbice — being the first significant blow struck for freedom in the territory now comprised in the State of Guyana: RESOLVED by this National Assembly in pursuance of paragraph (5) of article 73 of the Constitution of Guyana that on the twenty-third day of February in the year one thousand nine hundred and seventy Guyana shall become a Republic and accordingly cease to be part of Her Majesty's dominions and that for that purpose the alterations to the Constitution of Guyana set out in the Second Schedule to the said Constitution shall have effect.

he forty-seventh anniversary of the Cooperative Republic of Guyana is a happy occasion to celebrate the uniqueness of our nationhood.

The achievement of Independence on 26th May 1966 gave us the opportunity to remember that the majority of our fore-parents were brought to these shores, either as enslaved workers or indentured labourers, to toil on the plantations.

Independence reminded us, also, that it was their struggles – their resistance, revolts and riots on the plantations – which helped to make their descendants a free people and to make this country a free state.

The establishment of the Cooperative Republic on 23rd February 1970 intensified our efforts to unite our peoples into a plural nation under the inspirational motto – ‘One people, One nation, One destiny’.

We, the Guyanese people – the descendants of the indigenous Amerindians and of those who were brought here from Africa, Asia and Europe – have welded our country, irreversibly, into a plural society.

The Republic guaranteed greater cultural freedom, encouraged diverse beliefs, respected differences of creed, culture, race or religion and entrenched constitutional protection to proscribe discrimination.

The Republic started the task of shaping a society that was culturally plural by promoting the unhindered celebration of the Christian, Islamic and the Hindu festivals. The Republic aspired to ensure that we would live together in harmony free from racial and religious conflict This year is a particularly significant celebration for all Guyanese. It is the 100th anniversary of the ‘Abolition’ of Indian indentureship. It is an opportunity for the nation to celebrate the contributions of the Indian community.

Indian indentured immigration was introduced into British Guiana in 1838 and endured for nearly eight decades.

Almost 240,000 persons were transported to these shores as immigrants, mainly to work on the sugar plantations, during this period.

Most of the indentured immigrants remained to make our country their home at the end of their contracts of service. They invigorated our cultural life with devotional festivals, colourful dress, tasty foods, vivacious dance, vibrant music, two great world religions – Hinduism and Islam – and other cultural retentions.

Indian indentured immigration reshaped our economic landscape by making an indelible mark on the cattle, coconut, fishing, rice and sugar industries. The Indian impact is visible on every aspect of national life – the arts, business, diplomacy, education, engineering, industry, jewellery, law, media, medicine, politics, the public service and trade unionism.

The Republic is committed to eliminating extreme poverty, eradicating inequalities; expanding the space for cultural diversity and enhancing the sense of national belonging.

The Republic is becoming a more socially cohesive country, one that: “… works towards the well-being of all its members, fights exclusion and marginalisation, creates a sense of belonging [and] promotes trust...”

Guyana’s various cultural threads have been interwoven into the tapestry of nationhood.

We celebrate, today, our republicanism and our pluralism.

We have achieved unity by our diversity.

I greet all Guyanese, at home across our ten regions and in the diaspora on this 47th anniversary of the Republic.

Long live our plural Republic!

t is common knowledge that the People’s Progressive Party (PPP) was the main architect of the struggle to free our nation and its people from colonial rule and servitude. The dream then was to build a free, united and democratic society governed by the rule of law under a system which guarantees equal opportunity, so that all of our people can realise their full potential and aspirations.

That dream was short-lived. We moved to independence as a fractured society. By the time we attained republican status, we were already drifting into political dictatorship. The 1968 elections were already rigged.

The 1970 Constitution was born in suspicion. The Privy Council was abolished as our final court

and the process had begun to emasculate the Judiciary.

Discrimination had become rampant and we were quickly moving into the direction of party paramountcy.

Forty-seven years later, there is an abundance of evidence which would establish that we are in a strikingly similar position, poised once again to travel the road to political dictatorship.

The political, economic and social gains made during the period that the PPP was in government (1992-2015) are rapidly being reversed. The sugar, rice, forestry, mining, construction and other productive sectors are either under-preforming or in chaos. After more than 300 years, sugar is on the brink of closure.

Thousands of workers have lost

their jobs. No new investments are on the horizon. The economy is shrinking. The United States dollar is at its highest. While at the same time, our people are being taxed to the hilt.

Politically, authoritarianism is on the rise. Independent constitutional institutions and office holders are undermined.

The Judiciary is being attacked and badly needed appointments of judges are not being made.

There is political censorship and a lack of freedom of speech in our Parliament. Constitutional violations are committed with impunity. The appointment of the Chairman of the Guyana Elections Commission has been reduced to a game of political football. Discrimination by and corruption in Government have

become institutionalised.

Therefore, as we celebrate this significant national event, it is important that we take stock of, from where we have come and where we are, so that we can be focused on the direction in which we would like to move forward.

The choice is becoming clearer: we either sit idly as passengers along the highway to political dictatorship, or we can stand firm in resistance against those who are threatening our democracy, our freedoms and our social and economic well-being.

As we have always done, the PPP will continue that relentless struggle to improve the lives of our people and to create a better and unified Guyana for all.

his year, Guyana celebrates with much pride and dignity, its 47th Anniversary as a Republic nation, with the customary Mashramani observances in Georgetown on February 23. Many look forward to the excitement of viewing the usual exotic costume and float parade, the chance to indulge in delectable creole cuisine, as well as the adrenaline rush of the ‘jouver't- like’ after parties, among other activities. Regardless of your particular taste or attraction, there is something quite unique about Mashramani, a cultural celebration, with its origin in the bauxite mining community of Linden, a uniqueness which separates it from other carnival-like activities.

While islands in the Caribbean celebrate

Carnival, Guyana has its very own, Mashramani. A glimpse down memory lane as to how it all started would take us back to the 20th century. The

Jaycees of Linden, then referred to as Mackenzie, had been organising Guyana's Independence celebrations since 1966 and had sought to have a carnival-like festival which would mark the country's success at

gaining its republican status. The Jaycees Republic Committee was formed in 1970, the same year the country earned

its republican status. It was chaired by popular West Indies cricketer Basil Butcher, and included members such as Jim Blackman, serving as deputy and resource personnel Adrian Thompson, Wordsworth McAndrew and

Arthur Seymour.

Following the formation of the Committee, its members then began consultations in an effort to coin a suitable name for the festival, intended to celebrate the much anticipated, “Birth of the Republic”.

It was Butcher, who then made the suggestion that an Amerindian name would be best suited. After the members of the Committee agreed, they contacted several Amerindians, including Allan Fietdkou. Based on his recollection, Fietdkou suggested a name which he learnt from his grandfather, was used by Amerindians when they gathered to commemorate an auspicious event. As Fietdkou would have explained, the celebration would last over a course of days, sometimes even up to a week. According to him, it was like “Muster Many”, or in Amerindian “Mashirimehi”, and it sounded like “Mashramani” in Amerindian terms. Since there were no doubts or confirmations regarding the term Mashramani, known as an Amerindian term for celebration after hard work or a job well done, the Committee decided to settle on that name, with the expectations of hosting a national observance. And so, on February 23, 1970, Guyana’s first republican festival was staged at Linden. The spectacular celebration was deemed a successful one, and featured three exciting days of exciting competition and fun, which attracted gigantic crowds from across the other administrative regions.

Pageantry, in those days, was also a main attraction of the event. Eventually, the observances would manage to secure sponsorship from the Demerara Distillers Limited.

Guyanese from all walks of life were said to have welcomed the observances with as much splendour as they welcomed the status of becoming a republic nation. Enjoyed by many, Mashramani’s popularity quickly grew. In 1972, it was taken to Georgetown, following the then Government’s intervention to have the festival hosted in the capital city, since it was to become a national observance.

Government official, David Singh met with the Jaycees Committee and discussed the idea, prior to then President Forbes Burnham granting permission. That year, the bauxite company in Linden sent a 500 strong contingent to Georgetown to participate in the parade.

Reflections of the past

These days, conversations surrounding Mashramani with older folks would reveal statements like, "Mashramani is not Mashramani like before"; with many claiming that the observance appear to have lost its true intended meaning. Nowadays, they would say, more emphasis is placed on the partying atmosphere. Lindener, Winslow Parris recently highlighted, quite interestingly, the similarity between the date in which Mashramani is celebrated and that of the Berbice Slave Revolt, which took place on February 23, 1763. Parris also agrees that it was celebrated differently back then, as he recalled popular names like Eileen Bowen, among others. He said the celebration was more cultural, and garnered atten-

t i o n and sponsorship from mainly the business community.

"We're celebrating on the 23rd of February, but not in a way that depicts history.

We're just celebrating, we're just having fun, but the meaning of Mashramani, the meaning of the 23rd is not the main focus. What we're seeing is more wining down and wining up," he contended.

"We had, back then, things that related to the rebelling of slaves. We would have had like an African troupe and the beating of drums." Parris added humorously, "And we had some wining down too."

He reminisced on the masquerades back then and recalled that the cos-

tumes were not as large as those in recent times. While many dream of a return of the main event to Linden, Parris is not so certain.

"I don't think it would ever come back to Linden," he said.

Another Lindener, Caesar McAlmont said, in his opinion, much has not changed over the years.

He recalled the 500-strong contingent, noting that it was one of the largest Mashramani celebrations he had ever witnessed.

"Mashramani ain't change in no way. All that changed is that they carried it away to town," he said.

He noted too that the musical aspect in those days centred around the use of steel pan.

"Back then, we didn't have big bands you know.

The generation now is more bacchanal- like than in our time. Steel band was the thing then. When you hear about a big Mash, you talking Steel band, not (music) set. You tramping down the road, with a steel band.

Everybody behind a steel band… Ya chipping down the road, with a steel band.

We had the Invaders and so much other steel bands," he recalled.

For many

years, the Mashramani festival has been observed in Linden, a week after the original celebration in Georgetown on February 23. Mash Bash, a miniature entertainment event is also hosted in the community on February 23. This year, Mashramani is being celebrated under the theme, "Celebrate with Liberty, Dignity and Greater Unity".

Regardless of the location of the festival, one thing remains certain that over the years, the festival which was collectively crafted by creative thinking, has a special way of bringing together Guyanese from all walks of life.

oach of the Guyana Jaguars team Esuan Crandon is brimming with high confidence that his players will continue with the winning momentum when action resumes on March 10 in the Regional Four-day Professional Cricket League.

He made this declaration yesterday at the Everest Cricket Club ground where the team was having their routine 9-12 practice outdoor session, but rain in the capital city forced the abandonment of Wednesday’s session.

However, he also expressed that would not be a hindrance since the players immediately proceeded to some necessary and customary gym work.

Father of 6 burnt to death in EBD fire

A

father of six was burnt to death in the wee hours of Wednesday morning, after he allegedly set his house on fire at Timehri, East Bank Demerara (EBD). The charred remains of 54-yearold Adam Shaw of Lot 18 Timehri Public Road, EBD were pulled from the debris at about 06:30h, some four hours after the fire started.

Shaw, who was an alcoholic, was seen imbibing late Tuesday evening, but went home where he reportedly had a conversation with a few family members before retiring to bed. He lived alone in the house which had no electricity.

However, at about 03:00h, flames were seen emanating from the wooden and concrete structure, followed by loud screams from the man. Relatives made several attempts to get the man out of the burning building, but the grilled doors were padlocked from the inside.

rushed to the grilled doors with the keys to the padlock, but it was too late. At the scene, his son Irfan Shaw, who lives a short distance away from his father’s house told Guyana Times that he received a telephone call from his sister-in-law informing him that his father was trapped in the burning building.

By the time he arrived at the scene, most of the building was already engulfed and he attempted to save his father but to no avail.

“I ask he for the key to take he out the building, he

hold on pon me hand and when he go to grab the key, he pull back and throw heself on the ground and that is it,” the devastated son related. He further stated that his father had threatened to set the place alight a few days ago.

He could not recall of any problems the man had with family members and more so, was unable to say why he wanted to set the place alight. He nevertheless confirmed that in 2001 his father set his house on fire.

The house was completely destroyed, but after several years it was reconstructed and sold. It is due to this, the aggrieved son stated, that his father moved in with his grandfather. Also speaking with the Guyana Times was Raymond Shaw, the owner of the property and the father of the deceased. He explained that his wife woke him up claiming that the adjoining building was on fire. By the time, they got up and looked out; the building was already in

flames. His grandson, Imran Shaw, however, rushed to save his father but the heat was intense, thus his concentration at that time was to save the vehicles that were in the yard.

While doing so, he made several attempts to contact the Guyana Fire Service, but all his calls went unanswered. The elderly man noted that several visiting Pakistani Muslim brothers, who were staying at the Masjid on the other plot of land, rushed over to assist, but again their efforts proved futile.

“The brothers try to hit off the padlock with a brick but it didn’t open…” He added that the house does not have any electricity and could not say the cause of the fire. Upon the discovery of his charred remains, the key to the locks were stuck to one of his fingers.

“The Fire Service, we called them but meh grandson had to go and bring them. When they come they nah had no water… they had to take water from the two reservoirs at the back of the house but by the time

they do all of that the house de already burn,” the elder Shaw stated.

The Police were also summoned to the scene and cordoned off the area as they

launched an investigation into the cause of the fire.

The dead man is survived by his wife, six children, parents and other relatives.

East Ruimveldt man slapped with attempted murder charge

A

2 6 - y e a r - o l d East Ruimveldt, Georgetown, man who was charged with attempted murder and two counts of robbery under arms, was remanded to prison by City Magistrate Leron Daly.

It is alleged that Kevin France, on October 28, 2016, at Water Street, Georgetown unlawfully wounded Quacy Joseph with the intent to commit murder.

Additionally, the accused on October 1, 2016, while being armed with a gun and in the company of others, robbed Virtual Complainant (VC) Boodnarine Bhoodoo of $600,000.

The third charge alleged that on October 12, 2016, the accused along with others, armed with a dangerous

weapon relieved Bibi Jabar of $6000.

France, who was represented by Attorney Patrice Henry, was not required to plea to the indictable charges. Bail was denied and the man was remanded to prison.

France is expected to face the court again on March 13.

RHTY&SC Cricket teams assists schools

he Rose Hall Town Youth and Sports Club (RHTY&SC) on Tuesday assisted several schools in Berbice as they continue to make a positive contribution to society.

The Club’s cricket teams – Rose Hall Town Farfan and Mendes Under-15, Bakewell Under-17 and Second Division, Pepsi Under-19/ Intermiade, Metro Females and Gizmos and Gadgets First Division and Under-21 has been mandated by the management to successfully complete a total of 160 programmes/activities as part

of the RHTY&SC, MS target of 500 for 2017.

The cricket teams donated a pair of batting pads, two pairs of batting gloves and a scorebook to teachers of the Port Mourant Secondary School (PMSS) to assist them to participate in a Guyana Teachers Union Cricket Competition. A large collection of Educational Materials were handed over to the Rose Hall Town, Belvedere and Tain Primary Schools, along with the Rose Hall Town Nursery School.

The teams also donated three cricket trophies to

students of the Cyril Potter College of Education, Tain Campus. The trophies would assist the students to organise a cricket tournament at the Rose Hall Canje Estate Ground as part of their mandate.

Club Secretary/Chief Executive Officer (CEO) Hilbert Foster hailed the outstanding work of the eight cricket teams. The Club’s policy of mandating its cricketers to be involved in community development is to get them to understand the importance of giving back to society.

roup three driver Ravi Singh and his daughter Bridget Singh will be competing at the inaugural GT Motorsports’ facility at the Guyana Motor Racing and Sports Club (GMR&SC), Albert Street and Thomas Lands.

The pair is expected to arrive in Guyana today and will begin practicing at the aforementioned venue for tomorrow night’s showdown against local drivers in their respective categories.

Ravi, who has been competing in the group three category in Guyana since 2008, said he is excited to take part in the first-ever Georgetown Grand Prix.

Ravi, who has won the group three category in Guyana on four occasions, said he is also enthused by the fact that the karts will be equally matched for Friday’s event.

“It will all come down to driving skills and that is a good thing,” Ravi said. The 43-year-old, who has been racing competitively since the age of 15, will compete in the Four-stroke Class, and he is keen on putting on a show for his Guyanese fans on his debut at the newly refurbished track.

Bridget, who started racing karts at age nine, will throw down the gauntlet to Guyanese Emma Vieira in what is expected to be a sizzling showdown. While Vieira will look to defend home turf, the 20-year-

old Trinidad and Tobago racer will no doubt want to prove that she’s the better driver.

Bridgett, a group two driver, won the 80cc Class two years in a row, before moving to the 100cc, which she dominated for another two years.

She then stepped up to the 125cc Rotax International. During the first year she finished second and won the championship the following year. After taking time off to focus on her studies, Bridget returned to the track last year and won the GP 1 Championship.

Friday’s activity, which will comprise 15 races, will commence at 18:00h and admission to the venue is free. Some of the other races are: 60cc for ages six to 10, 80cc for ages 10-15, 125cc for 15 years and older, as well as the featured event, the Shifters Pro Cup. Among those who will in the competition include seasoned drivers such as the father and son pair of Kevin and Kristian Jeffrey and Stephan Jeffrey.

Cornwall ready to shed weight for Windies call

alented Leeward Islands all-rounder Rahkeem Cornwall has admitted that he is desperate to earn a spot in the West Indies team and willing to do whatever it takes to make that dream a reality.

The 24-year-old player has been one of the region’s brightest prospects in recent years having notched several successful domestic cricket seasons. In the most recent limited overs competition Cornwall picked up a total of 10 wickets for 313 runs and amassed 251 runs with a highest score of 74. The player also shone for the regional team during the West Indies A tour of Sri Lanka in October of year where he claimed 23 wickets with his off-spin, including a ca-

reer-best eight for 108 in the opening game in Colombo.

The player has, however, failed to secure a call to the senior team, with many speculating that his omission has been due to his widely documented weight issues. The regional sport’s governing body Cricket West Indies (CWI), however, recently promised a special programme to help the player prepare to move to the next level. The programme crafted by CWI is said to include coaches and dieticians. For his part Cornwall insists he is ready to meet the challenge.

“If losing weight is the issue then that is why I am on the programme with the West Indies Cricket Board so I am putting in my best and putting in the work to lose the weight if that is the case; because it can’t be performance so I will do what I have to do to make the West Indies team,” he said.

Super50 great learning experience for Yadram, Paul

est Indies Under-19 players Bhaskar Yadram and Keemo Paul have both

viewed the recent Regional Super50 in Barbados and Antigua as a great learning curve for their blossoming careers.

The 17 year-old Yadram scored 136 runs (inclusive of a top score of 52) and took four wickets in his eight matches and was one of the standout players for the regional youth side.

Though, his returns spell good signs for a young cricketer on his maiden tour as a West Indies under-19 player, Yadram was not totally pleased but still cherished the experience.

“I was not too pleased with the performances but it was a great experience to play cricket with the senior players, gain knowledge from them and by playing in the competition you understand the game better” he stated.

The major difference for the Enterprise Busta Sports Club cricketer was certain-

ly adjusting to the pace of bowlers on pitches that certainly had lots of bonce.

The right-handed batsman revealed, “going out and play with the bigger guys on different pitches and facing bowlers like [Sheldon] Cottrell, [Alzarri] Joseph, the ball is coming on faster so it is not that much balls you get to drive, it is allot of back of the length balls so you have to make your own shots to score and for the spinners [Rahkeem] Cornwall, he bowls a tight line and makes it hard to score”.

The Everest Cricket Club player inspired the youth team’s first victory when they defeated English side Kent Spitfires. Yadram rocketed to headlines with

his amazing all-round performance, making a patient 29 then producing figures of 3-6.

The cricketer now plans to continue working on his batting and continuously improving his fitness, an area which has not been his best of the past.

Asked if he believes the squad of players can bring success once more to the region at a World Cup, Yadram responded saying, “ Competition against the bigger men is tough but the guys stuck together and played hard and competitive cricket; in the first two matches to bowl down senior teams is hard and it was a good effort and depends on the team, I think we can still go out back and win the world cup for two consecutive years” Similarly, Paul reaped success with both bat and ball having a top score of 72 against Kent and also being a regular feature in the wickets. His total runs tally was 124 runs while he took 12 wickets from his eight matches.

The right-handed batsman said the experience was good and it showed him new areas to improve.

“I gained allot of experience playing against tough opposition, faster bowlers, it was a great learning curve”, the 19 year-old said.

He added, “ I must have a solid defence, rotation of strike is key as at that level you don’t get allot of bad balls, just have to be more patient and back ability”.

The all-rounder, who is also part of the Cricket Guyana Inc Academy programmes is of the view that

the interaction between the senior members has been of great value.

“It is very helpful to be rubbing shoulders with senior guys , the [Christopher] Barnwell, [Assad] Fudadin along with coaches they push me to the limit as they always want to see you doing well, so when you go out on the field, you have to repay them by producing good performances”, the medium-pacer posited.

He added, “I’m very confident in my ability, I really want to continue making runs and getting wicket to get into the senior team as earlier as possible”.

Paul, who was the ViceCaptain of the team when they triumphed at the 2016 World Cup, feels that this new crop of players has the

n a majority decision, the Court of Appeal on Wednesday dismissed a State-sponsored appeal against former Chief Justice (ag) Ian Chang’s ruling that in Guyana, sovereignty resides in the people and not in the Parliament, and as such, certain fundamental clauses in the Constitution that serve to define its substantive nature, can only be altered by a referendum of the people.

This ruling ultimately means that an amendment to the Constitution, which was enacted when the National Assembly altered Article 90 via a two-thirds vote in 2000, needs a referendum to make a final decision, since to proceed otherwise would be for the National Assembly to deny the citizens of Guyana an inalienable right.

The Government immediately announced they will challenge the ruling by appealing to the Caribbean Court of Justice (CCJ) within 30 days.

If that appeal fails, then the voters of Guyana would have a choice of four classes of persons that were barred by Art 17 of 2001. These classes are: (A) that only a citizen by birth or of parentage can qualify to be the President; and (B) that a person must be residing in Guyana on the date of nomination for election and must have been a resident for seven years immediately before that date and Citizens of Guyana who have served for two terms as President.

ocratic right and freedom as a qualified elector to elect a specific person of their choice as the Executive President of the Cooperative Republic of Guyana.

Richardson had also contended that the limit was unconstitutional and illegal. He sought the court’s interpretation to determine whether the amendment with referendum should not have been held, instead of the two-third majority in the National Assembly having the powers to decide the limit on the number of terms.

Justice Chang had ruled in July 2015 that the alteration of Article 90 by the Act No 17 of 2000, in substance and effect, undoubtedly diminishes the democratic rights of the electorate in electing a person of their own choice as President.

The former acting Chief Justice noted that such an amendment needs a referendum and is invalid and without legal effect for reason of non-compliance. He further ruled that Act 17 of 2000 seeks to dilute the pre-existing democratic rights of the electorate to elect a President of their choice. As such, while the Constitution provides for representative democracy, such representative democracy cannot encroach on popular sovereignty from which it derives and which is entrenched by the requirement of the referendum.

Attorney General’s Chambers and former Speaker of the National Assembly Raphael Trotman, both of whom were named respondents in the court action. They asked that ruling be “wholly set aside”.

Wednesday’s ruling on the appeals was handed down at the Appeal Court in a split decision, where Chancellor Justice Carl Singh and Justice BS Roy upheld former Chief Justice Chang’s ruling that the term limit was unconstitutional, thus throwing out the appeal; whilst acting Chief Justice Yonette Edwards-Cummings, on the other hand, found that the term limit was not unconstitutional, hence she upheld the State-sponsored appeal.

She further ruled that the fundamental rights of citizens to choose and elect a President of their choice had not been interfered with or diminished by the passing of the amendments, nor does such an act require a referen-

dum, since Articles 1 and 9 of the Constitution were not affected by the change.

Furthermore, she pointed out that citizens passed on constituent power of their sovereignty onto their Parliamentary representatives, who use it to amend the Constitution within the various levels of entrenchment.

“The people of Guyana in whom sovereignty lies exercise their sovereignty through representatives of Parliament and Local Democratic organs… and so the amendment did not alter, dilute, affect or amend Articles 1 and 9 of the Constitution of Guyana,” the acting Chief Justice outlined.

However in his decision on Wednesday, Justice Singh contended that the amendment “watered down or diminished” the opportunity of Guyanese to elect the President of their choice, which adding that such changes could only be effected by a referendum of the people. turn to page 13

ednesday was a red-letter day in the gradual expansion of the democratic rights of the Guyanese people from their origins in slavery and indentureship which defined them legally as chattel and “bound labour”. The Court of Appeal reaffirmed that in this country, ultimate power or sovereignty resides in the people, and this cannot be delegated when it comes to altering defining features of the Constitution, which is the supreme law of the land.

It is only fitting that today we commemorate “Republic Day” to acknowledge all those who fought for the Guyanese people to be in charge of their destiny and fate. The word “republic” is from the Latin “res publica” or “public thing” – indicating that in such a state in the supreme power rests in the body of citizens – the “public”.

Guyanese should be very clear about what this decision is all about since Justice Ian Chang took elaborate care to explain the basis of his original decision, which was just upheld against a challenge by the A Partnership for National Unity/People’s National Congress Government. The case has unfortunately been dubbed by some elements in the media as the “third term case” because, even though a change in the Constitution by the representatives of the people restricted the choice of the people by four criteria –- the media only latched on to one, that which restricted a person to only serving for two terms as President of Guyana.

The other restrictions were to also declare unqualified to run for the presidency, citizens of Guyana not resident in Guyana on Nomination Day; citizens of Guyana resident in Guyana on Nomination Day but who have not been continuously resident in Guyana for seven years prior to that date, and citizens of Guyana by registration. This restriction of the right to choose the individual who would be Head of State and head of Government by the Guyanese people could not be capriciously restrained because what it signals, goes to the very nature of Guyanese republicanism in defining our state.

Such a change, Chief Justice Chang ruled, should be ratified by the people themselves in a republic. Chancellor of the Judiciary Carl Singh, ratified this unequivocally, “The people are entitled, in keeping with democratic principles to freely elect their representatives” and as such Articles 1 and 9 of Guyana’s Constitution could only be changed by referendum to achieve legal validity and efficacy.

It was an inalienable right that could not be delegated away since it would change the nature of the sovereignty that the Constitution confirms as residing in the people. It was as if the owner of a clothing store delegated the running of his establish to a set of managers who were authorised to make day to day decisions. But a decision that would alter the very nature of the business – such as changing it to a fish store – should be ratified by the owner. The people of Guyana are the “sovereign” of Guyana – its “owners” and the Court of Appeal has just confirmed that they must give consent via a referendum on changes that implication for changing fundamental aspects of the peoples’ power of choice.

The attempt by the Attorney General Basil Williams to have the Court of Appeal declare the decision by Chang void because of a reference to “Article 17 of 2001” rather than Article 17 of 2000 was dubbed by Chancellor Carl Singh as “incredible”. But it was more than that: the Government through its chief legal counsel was demonstrating that they are willing to ignore modern developments in the interpretation of constitutional law away from even the now increasingly discarded positivist stance and take it back to the Dark Ages when if the writ had the most inconsequential error, the case was thrown out.

On this Republic Day 2017, Guyana has been confirmed as increasing the area of brightness that is defined explicitly by our enumeration of our Bill of Fundamental Rights into the penumbra of their concrete application.

The right to free choice in electing their representatives is not a choice to be cribbed and cloistered.

It is time we hold our leaders responsible for their statements Dear Editor, I refer to a letter published in another section of the media on February 21, 2017, authored by Kumar J Persaud, under the caption, ‘‘Mr Jagdeo’s business cronies are bawling’’.

I am stunned and exasperated at the fact of how gullible some people are, who are so easily tricked into believing the most outlandish and bizarre stories fed to them by a few with their sinister objectives.

In this letter, the author said, “I read with horror the revelation by Professor Clive Thomas, the head of the State Asset Recovery Unit, that Guyana was losing every year up to $35

billion to friends and cronies via contracts and other procurement fraud; $90 billion from folks buying our foreign currency and taking gold out of the country; and $188 billion through smuggling contraband goods, constituting what is referred to as ‘the underground economy’.”

On what basis did Persaud believe Dr Thomas’ disclosures? I read the same article. Dr Thomas did not cite a single source of this spectacular piece of data. Many have since publicly questioned Dr Thomas’ source and indeed lambasted his revelations as being a concoction.

Thomas has said not a sin-

gle word in his defence. In my humble opinion his utterances border on senility and his attempts to mislead the nation should not go unchallenged. Rather than asking Dr Thomas to provide some shred of evidence to back up his statements Persaud misguidedly repeats the ramblings as if they are gospel.

For the sake of argument, let us assume that Dr Thomas is right for a second, then by his pronouncements the APNU/ AFC government should have been able to save approximately $600 billion since assuming office, but as we know no such money (as a leaked amount) is re-

flected in the consolidated fund as a recovered sum – unless of course they stole it or it is all being absorbed in the 50 per cent increase in salaries, the large number of houses being rented for ministers at several thousand United States dollars each and the numerous overseas trip which are taken by ministers and their spouses.

So I’d like to urge all Guyanese before repeating any information please ask for the evidence first. It is time we hold our leaders responsible for their statements and actions.

Parking meters affect entire nation Dear Editor, There is a feeling among people not living, working or visiting Georgetown that the high costs associated with the parking meters will not affect them. They are absolutely wrong. The parking meters in Georgetown affect the cost of living of the entire country.

When the Georgetown business community has to pay for parking in the city, they will pass on the costs in the prices in goods and services.

Thus, all consumers (more so those not in the city) are picking up the parking costs.

Unfortunately, the workers

in the city cannot pass on the costs and their pay remains the same. They, like the rest of the consumers, around the country are hurt financially.

Similarly, as happened with the Value Added Tax (VAT) on electricity rates (beyond the minimum announced by the Government), also affect the entire nation.

The Government claims that only 20 per cent of the nation would be affected by the electricity VAT and they say it is primarily the business community. The Government is wrong. As happens with the parking meter charges, the

business community passes on the VAT on electricity usage on the consumers. The business community never carries the burden associated with conducting business.

They always pass it on to consumers and even make a profit from it by adding a few percentages. Businesses always seek to make a profit on any act of the Government. The same is true with the VAT on water, health costs and private education – all are passed on to the consumers.

So people outside of Georgetown, don’t think the parking meter is not your

corner. You are paying for it without even knowing so. And it is just a matter of time before parking meters are introduced all over Georgetown, not just the red zone. And the parking meter company has the permit to expand to other parts of the country.

So Linden, Rose Hall, New Amsterdam, Anna Regina, Charity, and other busy shopping areas, look out for parking meters in due course. And people nationwide, higher costs for basic goods coming.

9 prisoners pardoned by President Granger

resident David Granger has once again used his constitutional power to pardon nine women prisoners in observance of Guyana’s 47th Republic anniversary. The women were pardoned after the President decided that they were fit and proper to receive such pardons.

The pardon will take effect today. The prisoners, who are all inmates at the New Amsterdam penitentiary are Kamla Bisram, 30; Malinda Beaton, 31; Charissazan Charles, 18; Sasha Christopher, 18; Jenny Davis, 26; Vanessa Frank, 26; Barbra Hunte, 51; Khemawatie Ramnauth, 23; and Dhanmattie Seenarine, 47.

Bandits beat, terrorise poultry farmer, family

T

hree armed men pretending to be customers executed a daring robbery on a West Coast Demerara (WCD) poultry farmer and his family. The incident occurred at about 18:30h Wednesday evening.

Reports are a heavily tinted white motor car bearing registration number, PSS 7126 drove up in front of the Razack family home at Lot 205 Parafield, Leonora, WCD and one man exited.

He walked towards the house and enquired the price for 50 pounds of chicken. At the time, the owner of the business was sitting on sofa having his dinner, while a family friend was in the hammock.

The businessman’s wife was attending to dishes in the kitchen and his son, Abdool Razack, was in the house. However, upon giv-

ing the man the price for the chicken, he went back to the car and another man, acting as if he was going to pay for the chicken walked towards the house.

As he took out the money, he also whipped out a gun and held the businessman at gunpoint. The other bandit also held the family friend, Rohit at gunpoint.

By then, a third man joined them and ordered the duo into the house. In the house, the businessman, his wife, son and the family friend were ordered to lie on the ground as the bandits demanded money.

Guyana Times was told that the businessman held out that he did not have money at home due to the fact that he had purchased new stock two days ago.

This, however, did not go down well with the men who then threatened to kill the businessman and his

wife if they did not cooperate. The son, out of fear of losing his parents, agreed to hand over the money and jewellery they had at home.

As the young man headed into the upper flat of the house, one of the men accompanied him while the others held the other three victims hostage. The young Razack reportedly handed over an undisclosed sum of money and a quantity of jewellery.

The men then relived that victims of the jewellery they were wearing at the time, cash they had in their possession, mobile phones and other personal items including the keys to the family friend’s car. The three men then exited the house, boarded the waiting motor car and sped away.

After the men left, the victims raised an alarm.

told Guyana Times that the armed men gun butted the businessman several times to the head after he refused to hand over the money.

In addition, he stated that after the men left, the businessman drove to the Leonora Police Station where he made a report.

The Police have since visited the house and took statements from the victims. They have since launched an investigation into the robbery.

t’s also important to be proactive in regard to making sure that the main tools of committing suicide are not readily available to a suicidal teen. For boys, lock up guns in the house so they are not accessible. For girls, monitor razor blades and make sure drugs like sleeping pills and pain killers are not accessible in your house.

You may need to regularly go through her dresser, purse, backpack and closet to make sure she isn’t storing any herself that she’s bought or gotten from friends. And when a suicidal girl is taking a bath, knock on the door periodically to get a response.

Be sure to talk about it

If you see mild warning signs, asking your teen if he or she is depressed or thinking about suicide can be helpful. Such questions filled with love and concern will provide assurance that you care and will give them the chance to talk about their problems. Get them to commit to you that if they ever do have those thoughts, they’ll let you or someone else know. If your teen doesn’t feel comfortable talking with you, suggest a more neutral person, such as another relative, a counsellor, a pastor, a coach, or your child’s doctor.

It’s important to keep the lines of communication open and express your concern, support, and love. If your teen confides in you their loss of hope or control of their life, show that you take those concerns seriously. It’s important not to minimise, mock or discount what your teen is going through, as this can increase his or her sense of hopelessness.

Depression can lead to suicide

Each year, thousands of at-risk teens are diagnosed with clinical de-

pression. Most of the signs of depression are the same as suicide warning signs, so depression needs your attention. If left untreated or ignored, it can be a devastating illness for the teen and their family and it can lead to suicide.

There are different treatments for depression, but keep in mind that teen depression is often not treated the same as depression in adults. There are medications available to help teens with depression, but typically they are needed only temporarily. Treatment of teen depression must involve regular counselling and close supervision, since some medical treatments can make the depression more severe before they take full effect and begin helping. The good news is that most teens grow out of depression in a few years.

A depressed teen may have been having relational problems at home or is being picked on or bullied at school.

But usually severe depression comes from another problem in their life such as an eating disorder, drug addiction, physical abuse, loss, or medical condition. Some teens just need to eat a better diet and get more sleep at night, but depression and suicidal thoughts are not something I’d recommend anyone treat with home remedies. A depressed teen generally doesn’t have the ability or strength to solve their own depression. Attempting to help “shake them out of it” can cause the depression and despair to deepen, since it only serves to point out their own failure to improve their life.

What’s a parent to do?

If you are the parent of a depressed or suicidal teen, it’s important that you try to understand them, listen to them and try not to be accusing. Respect your teen’s opinions and problems and avoid blaming them or yourself for their feelings. Being a teenager is hard

today and your child is justified in their feelings, even if you may not agree or understand. When you realise this, you can help your child.

Remain in contact; even if you no longer have any control over your child’s life. It can make all the difference. Do what you can to bring family members and the friends they’ve abandoned back into their life. Get out family pictures and videos to show them better times.

No matter what mischief your child is doing in their life, hope is needed more than judgment at this time. So encourage them by getting them out to experience good things that can add abundance to their life. Sometimes it helps to ask a positive-thinking relative to take them into their home for a time to give the teen a change of scenery. Get them on a good diet. Get them outdoors to soak in some vitamin D. Regular exercise really helps. And find a loving pet that they can take care. Having the responsibility for a pet can sometimes cause a teen to think twice before taking themselves out of the picture. It also gives them a “pal” to talk to who is totally loyal and non-condemning. Finally, plan fun events several months in the future that they can look forward to, and keep reminding them of that date. For teenagers, the point is to create a bridge to help them get past this period of hopelessness and into a better mindset.

Please don’t be slow in getting professional help. I’ve seen many hundreds of teenagers who have become different people from medication designed to correct a deficiency in their developing brain. Others are helped by regular counselling to deal with their inner issues, or with treatment for their drug habit or other addictions in their life. Get the help your teen needs, before they become a statistic.

everal protesters against the arbitrary Parking Meter Project wore sombre colours on Wednesday afternoon as they sought to signify what they described as a “dying capital city”, since businesses continue to see reduced sales ever since the project rolled out last month.

“The whole [of] Georgetown feel like a dead that’s why we wore black and we want to bury this dead once and for all. It has crippled our economy and crippled business and we are not yet ready for parking meters because our country is not well developed,” a city businessman told the media on Wednesday during the protest.

He reasoned that the depleted business sales will cause an increase in crime, as employers may be forced to eventually lay off workers.

Standing in solidarity with him was fellow businessperson, Usha Patel, who told the media that the very spirit of Georgetown is “dying”, with the addition of numerous tax measures.

“There has been too many changes with taxes on everyday commodities – your toothpaste, soap, private education… new revelations are being disclosed about the contract, it’s confusing the people and it’s now time to revoke it,” the businesswoman pointed out.

The protester further encouraged Mayor Patricia Chase Green to listen to the concerns of citizens, highlighting that the City Council is moving forward despite the many protest actions.

“She’s not listening, she’s going full steam ahead,” Patel stated.

Meter Project continue to escalate with the Georgetown Chamber of Commerce and Industry (GCCI) and Federation of Independent Trade Unions of Guyana (FITUG), being two of the orgnaisations which registered displeasure with the contract’s “lack of transparency”.

Following a few days of protest against the Parking Meter Project and the protracted intervention from Central Government, the authorities at City Hall announced a 50 per cent reduction in rates but citizens con-

tinue to reject the initiative.

Stakeholders are arguing that the reduced fees do not address the problems of lack of inclusivity and the rampant corruption believed to be involved in the arrangement.

The High Court on February 16 granted an order which legal luminaries interpreted to mean that the paid parking project is suspended until the legal proceedings are resolved. The writ had stated, among other things, that, “an order nisi of certiorari be and is hereby granted to quash the decision

of the Mayor and Councillors of the City of Georgetown to enter into an agreement on or around 13 May, 2016”.

The respondents also have to show cause against all the orders made by the Chief Justice to quash their decision to enter into the contract, which has already caused weekly mass protests in front of City Hall.

The court date is set for February 27, before Justice Brassington Reynolds.

Should they fail to comply, the document noted, they will be held in contempt of court.

Babita Sarjou was reported missing in November of 2010 by family members when she failed to return home after a Diwali motorcade.

was reopened just last year and it was during an intense interrogation that “Yankee” had cracked and reportedly confessed to the killing; revealing the gruesome details of the said murder. The duo had allegedly buried Sarjou in a shallow grave after killing her, in the backyard of Narine’s Seaforth Street, Kitty, Georgetown resi-

dence. The skeletal remains were unearthed after investigators were led to the location by the accomplice subsequent to his confession.

The men were then arrested and charged with the offence.

The duo will make their next court appearance on February 27 for confirmation.

…a dictatorship t’s said the road to hell is paved with good intentions.

Well, if that’s so the road to a dictatorship, on the other hand, is paved with official actions that place power over the people in the hands of individuals and not institutions. Or like Burnham did – create institutions that are one and the same as self-selected men. Did anyone ever think Burnham intended the powers authorised by his 1980 Constitution were to be exercised by his political opponents?

The Constitution was just a fig leaf to hide the dirty big secret of the existential dictatorship embodied by Burnham. And we come to the powers of the SARA Bill now being conferred on the SARA Head, Clive Thomas.

Which was recently staunchly defended in the press by fellow adviser in the Ministry of the Presidency, Tacuma Ogunse. Purely by serendipity or coincidence, Ogunseye and Thomas are also Executive Members of WPA and members of ACDA! Now, what could these powers be that they elicited concerns from the Guyana Human Rights Association, Transparency International, the Bar Association etc that can’t be accused of being alarmists, or in bed with the big, bad Opposition? First of all, you have the fact that it’s not SARA the Agency that’s a corporation – but the Director Thomas!! The man is a corporate sole of an Agency that has no soul!

Imagine Thomas can demand any information from the Director of Public Prosecutions, Commissioner of Police, Director of the Financial Intelligence Unit, Head of the Special Organised Crime Unit, Chairman of the Integrity Commission, Commissioner General of the Guyana Revenue Authority, Governor of the Bank of Guyana, Head of CANU, Chairman of the Gold Board and Chairman of the National Procurement and Tender Administration! And this is so even though some of these agencies are constitutionally forbidden from sharing info excepting in specified cases. Now, Thomas will be doing the “specifying”.

Thomas will also decide which of the cases he’ll prosecute through the DPP. In this he has been empowered to act as if he’s the Police! But in any case, he can explicitly demand from their respective heads – Police powers, immigration officer powers, customs officer powers and revenue officer powers!! Why would anyone with the slightest knowledge of Guyana’s previous PNC regime give any one man such sweeping powers? Even if there were some assets filched – which both Jagdeo and Ramotar concede must’ve happened – isn’t the SARA Bill like using a hammer to kill a mosquito on Guyanese heads?

Even Burnham didn’t have these powers – yet Rodney called him “King Kong”.

What say Thomas, who with, Ogunseye echoed Rodney with clenched fists thrust into the air??!! …City Hall City Hall’s flailing around frenetically trying to work out something to save the Parking Meter Contract with some “amendments”. But that’s like putting lipstick on a pig! Folks are also wondering why the PNC isn’t saying anything about the matter – that’s fast developing tsunami like features. Well, the City Hall Gang of Four are all PNC – two in the Executive for that matter. One possibility that must be considered is there are others higher up the PNC food chain who’re also neck deep in whatever graft it took to sign away the Georgetown to this bunch of grifters.

These fellas from Smart City may not be up to the level of Meyer Lansky who ran Havana on behalf of the mob before Castro kicked them out. But they’re both convicted criminals who served prison time in bright orange jumpsuits and would’ve made some serious contacts behind bars The PNC types are worried not to save their faces but their necks!! …Presidential collision AG Basil Williams, SC claims the CJRC can’t challenge President Granger’s revocation of the Red House lease.

Article 182 places a President above civil suits.

But since President Ramotar ISSUED the lease, shouldn’t the court decide where Granger gets the power to revoke the act of another President?

Wales fallout

Union to seek court action over severance pay

H

undreds of sugar workers remain without their severance payments despite having been promised to receive it since December 2016. If the matter is not resolved in the coming days, court action against the Guyana Sugar Corporation (GuySuCo) may be pursued by the unions representation the workers.

This was revealed by President of the Guyana Agricultural and General Workers Union (GAWU) Komal Chand at a public meeting held at Patentia, West Bank Demerara on Tuesday evening. However, even as court action looms over the nonpayment of severance, the protest actions will resume in the coming week to highlight the plight of the workers, many of whom have said they have been unable to find work.

Tuesday’s meeting was hosted to address the current developments at the Wales Estate and to discuss the non-payment of severance to the cane cutters and cane transport workers who have continued to demand their packages. The meeting attracted many workers, their families and other residents. GAWU General Secretary Seepaul Narine also addressed the concerns of the workers. Many of the sugar workers reside in the Patentia community which borders Wales where the now

On Monday, workers reminded that Head of State David Granger and Prime Minister Moses Nagamootoo had committed their support to the sugar industry in the run up to the 2015 General and Regional Elections. The workers had again complained that Agriculture Minister Noel Holder never met with them at the Estate to address their concerns.

“No Minister never come and meet with we as yet, onto now,” the workers had collectively expressed.

Although the workers continue to demand their payment, the Agriculture Ministry contended that all workers who wanted sever-

ance payment were already paid but GAWU had deemed the Ministry’s announcement as misleading.

The workers are demanding that they be paid severance on the basis that they cannot be compelled to travel 22 miles from their point of origin. This newspaper had been informed that at the most recent meeting with the Sugar Corporation, employees and Union representatives, GuySuCo reportedly

maintained that the workers “have to go” to the Uitvlugt Estate. The Corporation had told the public that the Uitvlugt Estate was being upgraded to increase its production from 20,000 to 40,000 tonnes of sugar annually. On that basis, GuySuCo had reiterated its demand for labour.

Gunmen rob GTU employees

mployees of the Guyana Teachers’ Union (GTU) were left traumatised after two gunmen stormed the premises and held them at gunpoint before carting off with their valuables.

The incident occurred at about 13:30h on Wednesday.

According to reports, two neatly dressed young men approached the security checkpoint in the compound of the GTU and politely informed the guard that they were there to see a “Mr Baptiste.”

The men were sent into the building when a staff member, who had just reentered the building and was making her way up the flight of steps, was the first to be held at gun point and robbed.

The men then entered the office area and brandished their guns at the staff members as they demanded cash

and other valuables.

General Secretary of GTU, Coretta McDonald, who was in a meeting in the upper flat of the building at the time said that she was alerted by a staff member who signalled to her that gunmen were in the premises.

She relayed that upon checks, she saw the men leaving the building with bags in their hands. They reportedly entered an awaiting white Premio and drove away.

“I ran to the window and then I saw these two young men going through the gates with the bags, they then hopped into a white Premio.

But when we ran downstairs then we realised that the staff downstairs they were robbed too. The supervisor was robbed of her jewellery and monies were taken from the other staff. Other officers that

were downstairs, guns were pointed at them too,” she explained to Guyana Times.

It is suspected that the gunmen were after a staff member who had just returned from a city bank.

Additionally, officials from the Guyana Technical Institute, which is opposite the GTU, recalled that they saw the two men arrive just

behind the woman in a blue Premio motorcar.

Meanwhile, McDonald is calling for Police intervention as a number of robberies have occurred in the area in recent months. She related that were also several break-ins at the GTU. The matter is currently being investigated. No arrests were made.
