Following their discussions, the heads of state signed a joint declaration, signalling their commitment to its content which focused on strengthening and widening relations between the two countries.

As part of the declaration, the two sides highlighted the greater thrust given to the United Nations Good Offices Process since the appointment of good officer to the United Nations Secretary General, Professor Norman Girvan.

As such, they recommitted

that the search for a peaceful and practical settlement of the controversy in accordance with the Geneva Agreement of 1966, was one that should be pursued under the good offices process.

In this regard, it was agreed that Professor Girvan should be reappointed for a further term.

Meanwhile, the two leaders received the report of the fifth meeting of the Guyana/ Venezuela High-Level Bilateral Commission, which was held on Friday.

It focused on political consultation; food and agriculture; air, land and sea transportation; energy; and education and culture.

Hatred must not triumph over brotherly relations – President Maduro

P

resident of Venezuela Nicolas Maduro has called the age-old Essequibo border dispute between Guyana and Venezuela a colonial wound, as he pledged his country’s commitment to peacefully resolving the issue.

President Maduro expressed these sentiments shortly after signing a joint declaration with President Donald Ramotar, recommitting to the search for a peaceful and practical settlement of the controversy in accordance with the Geneva Agreement of 1966. Under the Good Offices Process, President Ramotar and President Maduro agreed to reappoint good officer to the United Nations Secretary General, Professor Norman Girvan, for another term.

Addressing the press at the Guyana International Conference Centre (GICC), Liliendaal, Greater Georgetown, on his first state visit to Guyana, the Venezuelan president said the Essequibo dispute “is not the responsibility of the independent nations of today”, responding to a question posed by the local press.

Legacy of colonialism “This is first of all a legacy of colonialism, the British and the Spanish colonialism. Our two countries became independent, one in the 19th century and the second in the 20th century... it’s not the responsibility of the independent nations,” Maduro said, speaking through an interpreter.

“We have decided that these complex matters, are going to be channelled through different mechanisms of peace and progress. Although we will have different opinions that might generate tension, we will settle those problems and never again in the history of our country will we be dragged in the path of hatred, of racism.”

President Ramotar echoed similar sentiments during a brief comment on the long-standing border dispute, emphasising that Venezuela and Guyana will continue to foster positive relations.

“We are also determined to increase our cooperation, including our economic cooperation. We are also determined that this colonial issue and this cold war relic will not prevent us from trying to promote a friendly relationship,” President Ramotar said.

Limacol CPL successes

A

lmost every stakeholder in the region and further afield came out in support of the Limacol Caribbean Premier League (CPL). From current and past players to commentators, government officials, corporate sponsors, Hollywood actors and many more hailed the tournament as a massive success.

Limacol CPL Chief Executive Officer Damien O’Donohoe was quoted as saying, “We have exceeded every benchmark we set for the Limacol CPL when we embarked on this project… by every measure there is no doubt it has been a massive success.”

It was evident that Caribbean people were beginning to lose interest in cricket mainly because of the dismal performance of the West Indies team over the years. Now the Limacol CPL has sparked a renewed interest as persons all over the region, even those who were not avid cricket fans, are talking about the game. That is the kind of impact the Limacol CPL has had on the Caribbean and it would be to our own disadvantage if the authorities, meaning those responsible for the governance of cricket, did not take full advantage and capitalise on the many opportunities that have now been presented.

Chairman of Verus International and founder of the Limacol CPL, Ajmal Khan said: “When we set out on this journey, we asked everyone involved to come and play – and that is exactly what has happened…. We wanted the Limacol CPL to be the biggest party in sport and there is no doubt we have achieved it.”

There was also massive commercial support for the tournament which this region has never seen for any sporting event. It was disclosed that even before a ball was bowled, 37 commercial partners were on board, including nine league sponsors, an apparel partner and sponsors for each of the six franchises, as well as four national tourism boards supporting the event.

Several high-profile individuals from the worlds of entertainment and business also got involved and threw their weight behind the league, with Hollywood actors Mark Wahlberg and Gerard Butler taking equity shares in the Barbados Tridents and Jamaica Tallawahs, respectively, while Sir Richard Branson’s Virgin Group backed the Antigua Hawksbills. Guyana’s leading pharmaceutical giant, NEW GPC supported the Guyana Amazon Warriors and has since pledged its long-term commitment to sport development in Guyana and the region as a whole.

The tournament has had a global audience for the games through outstanding broadcast coverage on television and radio, in addition to a significant presence on social media through Facebook, Twitter and YouTube.

President of the West Indies Cricket Board (WICB) Whycliffe “Dave” Cameron said the WICB signed an agreement with Limacol CPL with the goal of further developing and strengthening West Indies cricket by expanding the global fan base as well as increasing the number of West Indian cricketers under regional retainer contracts, and showcasing the talent and beauty of the Caribbean internationally.

The league has provided the opportunity for new talent to emerge. As was mentioned by Cameron, players like young Nicholas Pooran (Trinidad & Tobago Red Steel) and the likes of Rayad Emrit (Barbados Tridents); Sheldon Cotterell (Antigua Hawksbills); and Steven Jacobs (Guyana Amazon Warriors) to name a few, that may have flown under the radar or been overshadowed by the bigger names in the region, have now been given their time to shine, and they indeed took advantage of that opportunity. Certainly, Limacol CPL has opened many doors for these young athletes to achieve their dreams by competing all over the world.

The Limacol CPL has shown both the West Indian public’s enduring love for cricket and the endless potential for growth and success that there is in the region. However, as pointed out by O’Donohoe and Khan, while the result has exceeded all expectations, the task ahead is to build on what was achieved this year to ensure the Limacol CPL goes from strength to strength and that it becomes even bigger and better in the years to come.

Landlords must think of better security Dear Editor, The recent raiding of a house at La Penitence has caused me to think about some security measures that people should start to seriously consider. It may have to be implemented at the governmental level too.

I think that we have been having too many home invasions and a whole lot is being stolen.

Members of the family are contending that it was a set-up against the background of three months of unpaid rent by some tenants. These apparently defaulting tenants reportedly threatened the landlady that they will make her pay for embarrassing them,

since they were publicly humiliated and even locked out.

For renters of buildings, I suggest that some kind of firm legal contract be established. In other countries, it is normal for a tenant to pay the first and last months of rent. The last month refers to that final month that the tenant will be occupying the building, room or apartment.

In other words, if that tenant is going to leave in March, March was already paid for. Also payment is usually at the beginning of the month. Late payments should not be tolerated.

There should even be an interest attached to late pay-

ments, and a fixed period for this late payment to be effected.

After the first week, if this payment is not made, then there should be an eviction notice and a grace period to get out, or be legally ejected. Many tenants here cannot behave like they do here in another country.

As for any rented building, it should be equipped with at least an alarm and camera system.

Access should be monitored and recorded. Making it even safer, there should be a code that only tenants have, so that they alone can enter the compound. If they share this information with outsiders, then they should be

answerable.

I can think of having an armed security person as well. These things may be costly, especially when they all have to come at one time.

Guyana is growing and have to catch up quickly.

Many foreigners come and live here and they may prefer the village experience. This is where even a house with rooms must be very well equipped. If I am renting and I have to worry about break and enter, then I will not be at ease.

Police officers must shun the appearance of evil Dear Editor, We need to shun the very suggestion of evil, that is, if we really want to win the respect and confidence of people. When it comes to the police, this statement takes on even more force.

There is urgent need for the police to live in such a way, that even if they are accused of any wrongdoing, this must surprise the public. Right now, they do not enjoy favourable public opinion.

Recently, a British police officer was cleared of raping a woman he had arrested the day before. The jury took 40 minutes to find him not guilty. However, he is no longer working for the police force. Kind of un-

fair, but that is the reality in England.

The same is needed here.

Two worthy champions Dear Editor, The success of Gumendra Shewdass, who won in the 53kg category at the World Juniors and Sub-Juniors Power lifting Championships in Killeen, Texas, is worthy of note. The youngster beat competitors from the USA, Russia, Japan, and Ecuador.

The win made Shewdass the country’s youngest power lifting champion.

When I think of the fact that he is so young and his competitors were drawn from some high-profile power-lifting countries, this lad really did something special.

Commendations then are definitely in order.

Looking back, I recall how the Culture, Youth and Sport Ministry was behind Shewdass. It made a bold decision to approve travel

assistance for Shewdass and his manager Denroy Livan.

He too must come in for equally high praise.

At a few critical moments during the competition, the young lifter was quite nervous, but Livan was able to guide Shewdass through it all. Livan reported that even though he (Shewdass) seemed poised to panic, he regained com-

posure to follow every strategic instruction given by him. Thus the win, and the fact that top-level guidance is always needed if athletes are to succeed proven.

Illegal possession of guns remain a worry Dear Editor, It is wrong to take illegal possession of a firearm at face value. Recently, a miner was remanded to prison for illegal possession of a pistol.

I sense that there is more to it than just random happenings. If the guns cannot be traced in terms of manufacturing, then there must be someone, or more than one per-

son, who is at the back of these armed robberies.

Recently, there has been quite an upsurge too.

The punishment must be swift and stiff, and there should be no bail as well. Who knows what can happen – they may go and get another gun.

The hinterland’s got talent too Dear Editor, The Amerindian Affairs Ministry held a one-week football tournament in the Upper Mazaruni District, Region Seven, and that ended with the giving of $500, 000, along with food stuff and football and volleyball gear.

It seemed that a communal spirit really prevailed and the subject minister firmly believes that with

continuous sporting activities, the region will develop far better and become much happier.

Guyana has a lot of sporting talent in the interior, and even if this talent does not come to the city and coastal regions, it should be encouraged right where it is located.

Dangerous animals must be kept away from people Dear Editor, Media reports in Trinidad and Tobago recently indicated that a ferocious pitbull forced a family to remain indoors for some time. In fact, it was a holiday and they had relatives over, and this really made them all very upset. They did the right thing though.

They sent alert messages to various authorities and

neighbours. They probably know full well how pitbulls can carry on.

Lawmakers in Maryland ruled recently that nature beats out nurture, in a case that may have far-reaching implications for this dog breed. The authorities there have now deemed that the breed is “inherently dangerous”.

The new ruling paves

the way for legal action for anyone attacked by a pitbull or pitbull mix in the state. Not only will the owner of an attacking pitbull be strictly liable for damages, but even a landlord who rents to a pitbull owner will be culpable.

This case has its origin stemming from a young boy who suffered life-threatening injuries when he was at-

tacked by a pitbull in 2007.

In Guyana, there are a few court cases pending and I hope that the few hapless victims, now scarred for life, will be well compensated. People must learn to take responsibility for their animals.

Fighting off paddy bugs requires patience, cooperation Dear Editor, This paddy bug issue is not one to take lightly. The Guyana Rice Development Board (GRDB) is on the case right now, trying to equip local rice farmers to combat any kind of threat these pests may present.

The paddy bug, oebalus poecilus, is also known as “ghundi” or “stink bug” and by virtue of their smell, they

can be recognised. They are shield-shaped, light brown and possess yellow spots on the forewings, and so, in addition to smelling them, they can be sighted fairly easily.

They proliferate quite quickly. The female bug lays from 10 to 200 green barrel-shaped eggs on the upper surface of the leaves and these are hatched within three to five days.

The GRDB has disclosed that Pronto chemical will be given to rice farmers to assist in the fight against the bugs which have already resurfaced, destroying some crops on the Essequibo Coast. Farmers received low prices for their harvest last year due to the prevalence of paddy bugs in their fields.

The bugs suck the grains, leaving poor yields.

their hearings. I have a feeling that the number is quite high and that most of them have jobs in the hinterland or at sea.

We have to do something about this situation. We must never encourage or turn a blind eye to what is wrong.

A

week ago, thinking about what this week’s article would be about, I decided it’ll be about the final of the inaugural Limacol CPL. At the time, I had no doubt it would’ve been an article celebrating our team, the Guyana Amazon Warriors bringing home the trophy.

(The trophy itself, I’m not too enamoured about...but that’s another story!)

But this is still a celebratory article – it’s just a celebration of something else.

The LCPL and our Warriors have given us much to celebrate.

As a country, we can be proud of the way our team acquitted itself during the entire tournament. They gave us so much to cheer about throughout the tournament so that we could hold our heads high with pride.

As a region, the Caribbean can be proud of the fact that we’ve pulled off such a major tournament flawlessly. The tournament has thrust so many young West Indian players into the limelight, where they can

get the exposure and experience needed to flourish. It would be ludicrous for the WICB to not give players like Santokie a try-out on the West Indian team.

This tournament was a welcome injection of life into West Indian cricket. And it probably came at a perfect time as well, since the wellestablished players on the team still have s o m e prime

years left to play.

That should give them enough time to pass on to the new players some of the skills and tips that their years of experience have taught them. Then we’ll have that sense of continuity in the team instead of

having to construct a team of completely new players six years from now.

And while the tournament pits country against country with there being strong rivalry between competing countries, on another level it forces us to embrace players from other Caribbean countries as one of our own – the franchise system puts them on our team! I think I definitely cheered on Lendl Simmons as much as I cheered on

Permaul.

Although I still can’t fathom the logic behind sending out the Trinidadians high up the order in the final instead of potentially more capable batsmen.

But we got to put our countries on display. We got to broadcast our Caribbean

culture to the world. We got several nights of good fun and some nerve-wracking nights – I was in Trinidad for the semis and final. I still have my Guyana Amazon Warriors flag that I waved.

I just might tack it onto my dorm room wall.

It’s been a terrific tournament – I’ve thoroughly enjoyed every game. So let’s wave our flags, raise our glasses (with passion fruit juice!) and lift our voices to cheer on our boys for the good job they did at the inaugural LCPL. I’ll never forget that overwhelming sense of pride I felt at that first game at the Providence Stadium. It’s really something. It’s indescribable, seeing those cricketers in front of you. And you even get that feeling for the players of the opposing team. It’s when you see players like Chris Gayle on the field in front of you that you realise exactly how much they mean to you. It’s when you’re about to faint at the sight of Dwayne Bravo that you realise how much West Indian cricket and cricketers mean to you.

So all hail the Limacol CPL! All hail the Guyana Amazon Warriors!

It may be ascertained through many paths, names and forms, but truth is only one. The different religions and spiritual orientations offer a rich variety of approaches, affording seekers the ability to choose on the basis of their inclination. Truth also finds expression in nature, art, music, ancient scriptures of all faiths, and through scientific discipline. The highest truth is that it is changeless in the past, present and future.

RIGHT CONDUCT – Right conduct encompasses the sum total of codes of ethics, ethical behaviour and moral rectitude.

The injunction “do good, see good and be good” captures the essence and intent of this value. It is rooted in attitudes and habits inculcated from early childhood that mature into respect and adherence to the duties and responsibilities that come with one’s life’s circumstances.

PEACE – Peace requires the capacity for introspection and self-awareness. Self-awareness enables one to become mindful of his/her thoughts, words, and deeds. When self-awareness becomes a habit, the individual begins to monitor and modify the habitual patterns of thought that obstruct the peace within.

merging markets have been hit hard, since the view became widespread that the Federal Reserve would begin “tapering” bond purchases before the end of the year. In the last few weeks, the capital markets have been essentially closed to these borrowers or very expensive in terms of higher interest rates or reduced amounts of capital.

Moreover, all this has resulted in a major outflow of domestic funds as countries’ currencies have fallen sharply. As can be seen from Table 1, currencies in South East Asia, Australia and South America have all dropped with some reductions being very substantial such as in India. This has led to higher interest rates in many countries and major currency interventions.

Dr Mark Carney, the new governor of the Bank of England, said on Wednesday that interest rates could be kept at record lows even after the UK unemployment rate had fallen below seven per cent.

He wants to ensure that growth in the UK is not just one per cent to two per cent, but higher than this figure and thinks that a continuation of low interest rates will help. But, while the governor may be dovish on interest rates, the market disagrees with 10-year gilts, having risen from 2.37 per cent at the end of July to 2.77 per cent.

Clearly, the market does not believe that the Monetary Policy Committee will be able to keep interest rates ultra-low in the future. In fact, they are betting that interest rates will rise in 2015 as the economy does better.

In U.S. economic news last week, the second quarter Gross Domestic Product (GDP) grew faster than had been initially estimated. GDP expanded at a 2.5 per cent annualised rate up from 1.7 per cent originally forecast, thanks to a smaller trade deficit and a bigger gain in inventories.

Consumer spending rose by 1.8 per cent, the same as previously reported and followed a 2.3 per cent increase in the first quarter.

Government spending fell at a 0.9 per cent annualised rate as state and local outlays dropped while final sales were revised downwards from 2.0 per cent to 1.9 per cent (Thursday). On Monday, it was announced that durable goods orders fell 7.3 per cent, the most since August 2012 which was more than forecast and orders excluding transportation equipment declined 0.6 per cent.

Home prices in 20 U.S. cities rose 12.1 per cent in June from a year earlier after rising by 12.2 per cent in the previous month.

Pending home sales fell 1.3 per cent in July following a 0.4 per cent decrease in June.

Initial jobless claims in the week ended August 24 dropped 6000 to 331,000 from a revised 337,000 level of the week before which was higher than initially reported.

It was reported that consumer spending in July rose 0.1 per cent after a 0.6 per cent increase in June.

In overseas news, German unemployment unexpectedly rose by 7000 in August and inflation slowed

with consumer prices rising 1.6 per cent in August from a year earlier as compared with 1.9 per cent in July.

However, economic confidence in the euro-area rose to 95.2 in August from 92.5 in July which was a twoyear high.

Canada’s second-quarter growth slowed to 1.7 per cent and in India, the economy expanded at the weakest pace since 2009, with GDP rising 4.4 per cent in the second quarter from a year earlier.

Gold continued to strengthen, rising from US$1375 an ounce to US$1395, and oil prices rose from US$106 a barrel to US$108 reflecting tensions in the Middle East.

On the other hand, the Dow Jones index fell 1.4 per cent during the week and over five per cent from its peak of 15,658 established just over a month ago. Other indexes, the Nasdaq, the FT and Nikkei also fell.

Several dams being rehabilitated to protect rice cultivation in Region Two

R

egion Two Chairman Parmanand Persaud said several dams are under rehabilitation as rice harvesting has commenced in the region. Persaud said works are presently being done on the Sparta and Aberdeen dams, noting that they protect thousands of acres of rice lands.

Persaud said the works are done collectively through the Region Two administration, the Water User’s Association and farmers.

Persaud said he is very happy with the support he has received from farmers and noted that work will commence on the other dams once favourable weather prevails.

Persaud said the current sunny weather is encouraging and farmers and the Region Two administration are making the most of it while it lasts.

Meanwhile, according to reports from the Guyana Rice Development Board (GRDB), some 945 acres of rice south of the coast have been harvested. Reports say the average yield per acre is 32.9 bags.

Some 32,950 acres of cultivation are expected to be harvested. Though farmers have transported their paddy to millers, millers are yet to set a purchase price.

Farmers are optimistic

that this crop will be more profitable for them as GRDB officials are constantly monitoring the sales of paddy at the mills.

Farmers, via several seminars and field schools, were equipped with the necessary knowledge as to what to expect when they transport their paddy to the mills.

They were advised to be present whenever grading is being done.

Educating... ...kids, or parents?

Tomorrow’s the first day of the new school year – for nursery through to secondary institutions. All during the August holidays (“summer holidays”?) there has been a (healthy) debate about what’s going on in our school system. Everyone and their uncles have agreed that something’s amiss with what’s coming out.

So are we going to just proceed full steam ahead when it’s quite clear that an iceberg is ahead?

What’s that iceberg, you ask?? Crime, mayhem and chaos, that’s what. And a lost generation. It doesn’t take rocket science to connect the dots between low educational achievement among youths and criminal individual activity by that cohort. Just look around in any community in any country: some educated youths might gravitate to criminal activity – but that’s the exception to the rule. By and large they can do quite well, thank you, in the mainstream economy. It’s from the ones that just didn’t cut it in school come the criminals. Remember “Fineman” and “Skinny” and so many others?

Now, while everyone’s been hyperventilating about the atrocious scores in maths and English (including your Eyewitness) we think that we have to step back a bit and ask a few questions that’re somewhat more fundamental. Like, “what are our schools supposed to do with our children?”

“Educate them,” you retort? But we’ve all come to accept, like good little capitalists, that “education” means preparing our offspring to become automatons for the economy.

Nothing’s wrong with that. But is that all there is to education? And here we come to the nub of what ails our educational system. The schools were supposed to help socialise our young to become better citizens. That is, to create a society in which all of us have to understand and imbibe our social roles that would make for harmonious living. And we’re certainly not producing enough model citizens nowadays, for sure.

If we look at it from this angle we’ll realise that the schools might not be all to blame for what’s coming through their doors. The family, after all, is the first and most important institution for socialising the next generation. Have our

families been doing their part in the socialisation process? We think not. If families send children that are damaged goods into the schools, it’s pretty difficult for the latter to do much in the five hours they have with the kids. Especially when those have to return to the dysfunctional home at the end of the day.

Maybe we need some schools to teach parenting skills. These are sorely lacking and are at the base of our identified “school” problem.

With America about to mix it up directly in the Middle East, the newspapers are chock full of news bulletins about what’s going down. We’re all concerned about the certainty of more deaths in that unfortunate area – witness the march in Georgetown by Muslim groups Saturday. But your loyal Eyewitness must confess that he gets a bit confused about who’s who, and who’s what to whom sometimes. So it was with great relief he read a letter in the Financial Times, headlined, “A short guide to the Middle East”. This cleared up his questions so effectively that it must be shared in its entirety:

Iran is backing (Bashar al-) Assad. Gulf States are against Assad. Assad is against Muslim Brotherhood. Muslim Brotherhood and (Barack) Obama are against General (Abdel Fattah el-) Sisi. But Gulf States are pro-Sisi! Which means they are against Muslim Brotherhood!

Iran is pro-Hamas but Hamas is backing Muslim Brotherhood! Obama is backing Muslim Brotherhood, yet Hamas is against the U.S. Gulf States are pro-U.S.; but Turkey is with Gulf States against Assad; yet Turkey is pro-Muslim Brotherhood and against General Sisi.

And General Sisi is being backed by the Gulf States! Welcome to the Middle East and have a nice day.

Zara Holding rewards World Bank green bonds country’s top CSEC students surpass US$4B mark

ara Holding, a U.S.based Guyanese company, has honoured the country’s top two students at the recent Caribbean Secondary Education Certificate (CSEC) examinations.

The top students, Zamina Rasheed and Yogeeta Persaud of the Anna Regina Multilateral School were presented with learning packages which included books and laptops by the company’s consultant Naresh Singh. The presentation was made at a simple ceremony at the Zara Computer Centre at Suddie on the Essequibo Coast Singh said the students have made Guyana proud, more so Region Two by dem-

onstrating no matter the background, one can excel at the highest level.

He urged the students to continue to “think big” and stay focused on achieving their goals. On that note, he wished them well in their future endeavours.

Police G Division Commander Steven Mancell also congratulated the two top students, noting that they have made Region Two proud.

Both Zamina Rasheed and Yogeeta Persaud thanked the company for the gifts and advised students sitting next year’s examinations to stay focused and aim high. The girls also thanked their teachers for grooming them to perform well.

Zamina Rasheed and Yogeeta Persaud secured 19 and 18 grade ones respectively at the recent CSEC examinations.

Zara Holding has invested over $30 million in the building of the Zara Computer Centre at the Richard Faikall Police College on the Essequibo Coast.

The centre provides free computer training to secondary school students and other members of civil society.

Since the establishment of the centre on June 5, some 232 persons from civil society and 23 police officers have been trained.

The company is looking to build a similar facility in Georgetown, Region Four.

PNCR extends greetings to Amerindian community on Heritage Month

he People’s National Congress Reform (PNCR) has extended greetings to the indigenous community as it celebrates Heritage Month 2013.

The party in a release said it takes pride in its association with the many activities which are being held by the indigenous peoples of Guyana during Heritage Month to showcase their talents in all its richness and significance,

and to popularise their various art forms, cuisine and herbal medicines.

The PNCR, while acknowledging the many programmes directed at improving the lives of the indigenous peoples of Guyana, said more still needs to be down to satisfactorily improve the lives of the indigenous population.

“Immediate attention needs to be paid to the provision of adequate national

resources, in these communities, especially for education, health and transportation. It is also vital, for the sustainability of the heritage of those communities that no new economic or development activities are allowed to undermine and destroy the way of life of the indigenous peoples.”

“The PNCR wishes our indigenous sisters and brothers happy Heritage Month celebrations,” the release concluded.

ince the launch in 2008, the World Bank’s green bonds have grown quickly and reached an important milestone in August. Earlier, this last month, the World Bank launched a US$550 million green bond bumping the total amount of World Bank green bonds issued to over US$4 billion since the green bond programme began.

As countries move toward a low-carbon, climate resilient future, the appetite for innovative climate finance is growing. One way to fill this financing need is through the capital markets. The World Bank’s green bonds, first launched in 2008, have been recognised as a catalyst for the growing market of climate bonds. This market is on its way to becoming an important source of funding for countries looking to grow in a clean and sustainable manner.

Reducing vulnerability A sampling of expected project results – over 165,000 tonnes of carbon dioxide equivalent emission reduction benefits per year in Belarus, and 800,000 tonnes per year in China, reducing vulnerability to climate-related flooding and water scarcity flood events for about 500,000 farmer households in Indonesia, and producing six mwh of electricity out of a landfill in Jordan – highlights the crucial role green bonds and other innovative funding mechanisms could play in financing the fight against climate change.

The World Bank started issuing green bonds in 2008, responding to a group of Scandinavian pension funds interested in supporting activities that address mitigation and adaptation to climate. Skandinaviska Enskilda Banken (SEB) was the lead manager of this inaugural green bond.

Since then, proceeds have supported projects in energy efficiency (example China, Belarus and Montenegro); renewable energy in solar, geothermal, biogas, and hydropower (example Indonesia and Jamaica); sustainable urban transport (example Colombia and Mexico); waste management (example Brazil); water scarcity and floods (example China and The Dominican Republic), and forest management (example Mexico and Tunisia). There are 45 eligible projects approved for green bond support in 19 countries and are disbursing to 37 projects in 17 countries.

Apt timing The green bonds were introduced about the same time as the World Bank group’s Strategic Framework on Development and Climate Change was stepping up its support to clients and seeking innovative finance opportunities for action on climate action change. The design of the World Bank green bonds catered to an “original” group of investors, who asked for a product with the same standards and safe credit quality as the World Bank’s regular bonds, but with a defined

purpose. They valued the bank’s strong due diligence procedures for projects that they could not efficiently replicate.

The issuance of the first World Bank green bond also marked the start of a dedicated focus to seek out other similarly minded investors around the world. The bank thought if these green bond investors liked the product, there must be more investors. Pension funds alone managed trillions of U.S. dollars, not to mention asset managers and other investors. The bank recognised that green bonds would help mobilise private sector financing for climate activities, help diversify its investor base and send a powerful signal internally and to its member countries that investors want to support their climate efforts.

Investors To date, the World Bank has sold 60 green bonds in 17 currencies to institutional and individual investors in Europe and Japan, and increasingly also in the U.S. More than 60 per cent of the last US$550 million World Bank green bonds were sold to U.S. investors, including the lead order from the California State Treasurer’s Office, one of the first U.S. investors in green bonds.

Nikko Asset Management increasingly offers its World Bank green bond funds to U.S. investors. Many green bond investors were new investors for the bank, or new funds created by new mandates focused on climate investing.

uyana’s Sunni Muslim School, Madrasa Nooranie, has formalised plans for the establishment of a branch of the Markaz Al Ihsaan Theological Institute of Higher Islamic Education of Trinidad and Tobago to be based at the famed Anna Catherina Islamic Complex (ACIC).

The Madrasa Nooranie was established in September 2003 at the ACIC The deal was confirmed by principal of the institute, maulana Dr Waffie Mohamed when he visited Guyana earlier this month.

Markaz Al Ihsaan was established in 2000 as a theological institute to provide quality higher Islamic education from the fundamentals of Islam to the tertiary level. It also offers courses in some of the

specialised areas of Islamic knowledge. It is committed to the dissemination of Islamic knowledge and in assisting in the cultivation of a refined life for every individual, based on Quranic guidance and on the traditions of Prophet Muhammad (peace be upon him).

True Islam Its courses are designed to help individuals to know, practice and preach true Islam. Markaz al Ihsaan recognises that many Muslim leaders, preachers and teachers do not have this kind of outlook of life; as a result, it has developed a band of competent, qualified teachers to carry out this mission in order to be able to pass on the legacy of Islam at any level in the society.

It offers three levels: a

certificate programme (a one-year course designed to make the participants aware of all that is required to be an enlightened practising Muslim), a diploma programme (a one-year course opened to students who have successfully completed the certificate programme and prepare the participants to be able to present Islam at a national, meaningful and learned way to believers and nonbelievers alike) and an alim programme (a threeyear course, which enables the participants to become qualified in Islamic theology, (aalim). In the areas of specialised subjects on contemporary issues, Markaz al Ihsaan offers special subjects to each student, such as comparative religion, public speaking, Islamic sociology, Quranic psychology, Quranic philosophy, leadership course and religious sects in Islam.

Madrassa Nooranie was established under the tutorship of the late Pakistani Muslim scholar

Maulana Hafiz Noorul Hadi Haleem, and is operated by the ACIC, in association with The Guyana United Sadr Islamic Anjuman. It was declared open in 2003 by then President Bharrat Jagdeo.

The Guyana Branch of the Markaz will offer the programmes in two semesters, each consisting of four weeks (once per month for four months).

Teachers from Trinidad and Tobago will travel to Guyana to conduct the classes. Students must meet the admission age and other requirements and only 25 persons will be trained at one time. All course material, books etcetera will be provided free of charge by the Markaz.

Principal of Madrasa Nooranie, Pakistani maulana/qari Muhammad Mujahid, now based at the ACIC, will also be one of the teachers on the panel. Courses are expected to commence in October.

“I am happy to join with you today in what will go down in history as the greatest destruction of a development project in the history of our nation – the Amaila Hydro.

“Two score years ago, my mentor, the founder leader, in whose symbolic shoes I stand today, tried to accomplish this task with the Mazaruni Hydro. It was a great beacon of the hope for hundreds of thousands of Guyanese who had been seared by the blackouts of the Kabaka’s rule. But the dream of the Kabaka died with him and left all our long-suffering people with hydrocele.

“But 40 years later, the Guyanese people have power but at high cost, save for our special friends in the land of Linden. Forty years later, the lives of Guyanese are still sadly crippled by the manacles of load shedding and the chains of blackouts. Forty years later, Guyanese live on a lonely island of darkness in the midst of a vast ocean of regional surplus of electricity.

“We have also come to this hallowed spot where the Kabaka used to get his condensed milk, in the shadow of the great clock, to remind Guyana that hydro power can only come from the party of the Kabaka, not PPPEE. “This is no time to engage in the luxury of cooling off or to take the tranquilising drug of gradualism. We will have to take to the streets if the PPPEE gets alternative financing for the project of Amaila Hydro.

“The whirlwinds of revolt will continue to shake the foundations of our nation until we remove those who will show that the Kabaka did not know what he was doing on hydro.

“There are those who are asking the devotees of the Kabaka, ‘When will you be satisfied?’ We can never be satisfied as long as the wicked PPPEE might be able to get Amaila going.’

“And so even though we face the difficulties of today and tomorrow, I still have a dream. It is a dream deeply rooted in the Kabaka’s dream.

“I have a dream that one day this nation will again rise up and live out the true meaning of the PNCEE’s creed: ‘This land can only be ruled by the PNCEE.’ “I have a dream that one day on the green hills of Kanuku, the sons of former slaves and the sons of former indentured servants will be able to sit down and be ruled by us.

“I have a dream that one day even the village of Enmore, a village sweltering with the heat of high tariffs, will be transformed into a stronghold of the PNCEE. “I have a dream today!

“And if Guyana is to be a PNCEE nation, this must become true.

“And so let darkness reign from the prodigious hilltops of Rupununi.

“But not only that: “Let darkness reign from the tip of Point Playa.

Miss Guyana World Inmate of New Amsterdam supports Global Shapers’ Prison stabbed in stationery drive brawl over cellphone

iss Guyana World 2013 Ruqayyah Boyer has lent her support to the Global Shapers Community Georgetown Hub by donating some 1500 pencils to its stationery drive.

The Global Shapers Community Georgetown Hub is on a mission to supply school stationery to indigenous communities.

The Global Shapers Community Georgetown Hub project is being spearheaded by Dr Rosh Khan, who is calling for all help possible, either in the form of actual stationery or monetary donations.

Miss World Guyana Ruqayyah Boyer commended the Global Shapers team for taking the lead and paving the way to changing lives.

Miss Boyer believes that it is important for all involved to define a future filled with opportunities for children – one that would help them to grow and succeed in life.

She also pointed out that most children in today’s world grow up amid poverty and vio-

lence, while witnessing the struggles of everyday life among their families due to unemployment, or a lack of educational opportunities in their com-

munities.

Boyer said it is due to these facts that “we must do more for our children to ensure that every child is guaranteed the oppor-

“I believe that providing children with the opportunity to develop positive behaviours is the foundation of most efforts that will also prevent youth crime and violence,” stated Boyer.

Community efforts such as the Global Shapers stationery drive, acts as a preventative measure to the well-being of children, whereby making education a key element in combating many of these social ills by playing the awareness role.

Miss World Guyana is currently in New York undergoing intense training for the Miss World Pageant in Indonesia. Boyer departs on September 1 to arrive in Jakarta on September 3 for the Miss World contest to be concluded on September 29. The beauty ambassador will be competing in over seven competitions, some of which include beauty with a purpose, fitness and sports, talent, top model, and interview, among others.

n inmate of the New Amsterdam Prison is in serious condition after he was stabbed twice to the chest by another inmate during a brawl over a mobile phone at the facility on Friday. The act was committed about 14:05h.

Romel Krishna, 23, of Alness Village, Corentyne, Berbice, who is a convicted prisoner on a murder charge is now a patient at the New Amsterdam Hospital. He is said to be in stable, but serious condition.

His alleged attacker, Jason Mc Kenzie, 26, of Carriage Road, Rosignol, West Coast Berbice, who is also a convicted criminal was arrested and placed in a confinement cell pending investigations and further charges.

It is possible that he will be charged with causing malicious and grievous bodily harm on Krishna.

Information reaching Guyana Times revealed that on the day in question, Krishna and Mc Kenzie were housed in separate cells in the solitary division on the security block when an argument started between them with respect to the usage of a mobile phone.

However, later in the day, a prison official reportedly took Mc Kenzie from his cell to wash his clothes in a separate section of the prison. On seeing this,

Krishna informed the prison official that he had left a bowl outside of his cell that he needed.

As a result, the officer opened the cell so that the prisoner could collect his utensil, but instead, he rushed out, armed with a piece of steel and reportedly dealt Mc Kenzie one lash to his head and left hand.

In retaliation, Mc Kenzie reportedly grabbed Krishna and a scuffle ensued, resulting in both of them falling to the ground.

Mc Kenzie managed to take away the steel, from Krishna and allegedly dealt him two stabs to both sides of the chest.

They were separated by other prisoners and were rushed to the Prison’s Medical Centre where they were examined, but Krishna was subsequently transferred to the New Amsterdam Hospital where he underwent an emergency surgery.

Mc Kenzie was treated and discharged, but was subsequently questioned by police in relation to the matter.

The police have also questioned several other inmates and based on information, the men have been at loggerheads for a very long time.

he lifeless body of a Diamond, East Bank Demerara businesswoman was on Saturday morning found in her home with her throat slit, head bashed-in, a disjointed left hip and sections of her multimillion dollars property destroyed by fire.

Sirmattie Ramnaress, 48, also called “Sabo” of Lot 2430 21 Avenue, Diamond Housing Scheme, East Bank Demerara was found about 10:00h lying face down in her office area located close to her garage.

The entire bottom flat of the house was completely drenched with kerosene and her house was ransacked, which suggested that the woman was robbed before she was killed.

The woman said she arrived at the scene, but after three hours, she was not given an opportunity to see her sister.

The tearful woman was not given any further information as to what really happened to her sister except that she was found dead.

The perpetrators also set alight a bond aback the house which was completely destroyed. The bond, from reports received, was well stocked with a quantity of goods that the woman had imported.

After the robbery, the killers escaped in one of the woman’s motor cars that was subsequently found abandoned on the Liliendaal Public Road,

East Coast Demerara.

Further information received revealed that the recordings from the surveillance cameras, both internally and externally were missing. This indicates that the perpetrators were well briefed as to the locations of the recording areas.

No forced entry Investigators are working on the theory that it might have been an inside job since there were no signs of forced entry into the premises. In addition, the woman’s property is protected by several feet of grilled fence and an alarm system, which, according to neighbours, did not go off during the night.

At the scene, relatives and curious onlookers gathered to get the facts about the woman’s death while police took more than five hours to complete their preliminary investigations. The woman’s reputed husband, police Sergeant Colin Bailey was questioned by his colleagues.

After several hours, Ramnaress’ body was removed by staff of the Lyken’s Funeral Home amid loud screams and cries from relatives. One tearful sister said

Accomplished woman A younger brother of the dead woman told Guyana Times that Ramnaress celebrated her 48th birthday on Monday last and was very happy of being an accomplished member of the family.

Her only child, a son resides overseas, and was immediately contacted. The brother, who did not give his name, stated that his sister worked hard to build a life for herself and son by starting her business selling “Chief” products she imported from Trinidad.

He too was very suspicious of his sister’s murder, noting that the gates cannot be opened unless his sister puts in a secret code. This code, he noted, is also known by a second person.

More than a fall

Upon enquiring, she was told that the woman had a fall and was lying on the ground.

As someone in the health sector, she went to render assistance, but realised that it was more than a fall, as there was a high scent of kero in the house.

From all indications, the businesswoman was killed a few hours before her discovery. Upon realising it was a case of murder, she attempted to telephone the police station at Diamond New Scheme, but there was no answer, which prompted her to summon neighbours, during which time she requested that one of them drive to the police station to inform them of the situation.

The woman disclosed that in the height of informing neighbours, she saw smoke emanating from aback the house and screamed, “Fire!”

The neighbours made contact with the fire service and the firefighters responded promptly, containing the blaze.

By this time, the police arrived and commenced their investigations. The woman’s body was subsequently taken to the Lyken’s Funeral Home.

She is survived by her three siblings and only son.

Watchman arrested for narco possession

A

watchman is in police custody after he was found with a quantity of cannabis and cocaine on the Corentyne Coast on Friday.

Acting on information, the police raided the house of Mark Jeffery, 37, of Number 65 Village, Corentyne, with the intention of searching for arms, ammo, narcotics and stolen articles.

Reports received stated that during the search, a

black plastic bag comprising 11 ziploc transparent plastic bags containing leaves, seeds, and stems suspected to be cannabis and 16 of the said type of bags containing a hard whitish substance suspected to be cocaine were discovered.

The substances were shown to Jeffery and he reportedly claimed to be a single parent and is trying to make ends meet. He was told of the offence commit-

ted and was taken to the Number 51 Police Station where the suspected drugs were weighed in his presence and amounted to 16 grams of cannabis and 11 grams of cocaine.

Further investigation revealed that Jeffery normally sells drugs for a living, but he refused to give a written statement under caution.

He is presently in custody and is expected to be charged with possession of

narcotics for the purpose of trafficking.

ourism and Hospitality Association of Guyana (THAG) President Kit Nascimento said airlift in and out of the country remains a major challenge for the local tourism industry which has been growing from strength to strength.

Speaking with Guyana Times in a recent interview, Nascimento said Caribbean Airlines Limited (CAL) is basically the only airline which is servicing the country, and this is not good enough.

“CAL is a regional airline that flies internationally, it is not an internationally branded airline, we need an internationally-branded airline, not one, but many coming into this country.” The THAG president said he is aware that acting Tourism Minister Irfaan Ali is working tremendously on getting international airlines to operate here and remains optimistic that the minister’s plans will be successful.

Nascimento disclosed that he recently participated in the Tourism Ministry’s expositions in New York and Canada and hundreds of Guyanese there say they want to visit Guyana, but the prices for tickets to Guyana and back home are excessive.

CAL had taken up the slack and added flights since the exit of EZjet last year and Delta’s exit earlier this year.

However, during the summer, the airlines drastically jacked up its prices, which received severe criticisms from government as well as travellers.

This posed an obstacle for persons who wanted to travel to Guyana, as they could not afford the airfare.

He said THAG hopes to persuade a number of major corporate entities here to support the development of the country’s tourism industry.

News Addressing climate change

I

n previous articles, the impacts of climate change and future projections for Guyana and the world at large were discussed. To address this global dilemma, several significant actions have been taken at the global, regional and local levels.

Some of the key approaches to addressing climate change

are discussed in this article.

In addressing climate change, actions are generally grouped under two broad headings: mitigation and adaptation.

Mitigation

Mitigation involves actions to reduce the emission of greenhouse gases (GHGs),

either by addressing the source of emissions (such as vehicle exhaust fumes, industrial pollution, and cutting down of forests) or by enhancing their removal from the atmosphere through “sinks” (sinks include forests, vegetation or soils that can reabsorb carbon dioxide (CO2)).

Countries can use different types of policies and instruments to support and create the incentives for mitigation action. They include: integrating climate policies in wider development policies, regulations and standards; information instruments; taxes and charges; financial incentives; voluntary agreements; and research, development and demonstration.

Many countries support mitigation actions that are suitable based on national circumstances.

In Guyana, for example, almost 85 per cent of the country’s territory consists of tropical rainforest that is still largely untouched. Forests are natural regulators of CO2 in the atmosphere by helping to store carbon for long periods. When forests are damaged or cleared, the burnt or decaying wood releases the carbon stored in trees in the form of CO2. Guyana is playing a key role in mitigating climate change through the continued conservation and sustainable management of its forests and by avoiding deforestation.

Guyana’s geographic characteristics have afforded the country many opportunities for renewable energy.

The country’s policies place great emphasis on exploring renewable energy options such as hydropower and solar energy systems.

While many countries have the potential to support activities to mitigate climate change, there are a wide range of challenges, includ-

ing limited financial resources, which limit their ability to do so.

According to the Stern Review 2007, “mitigation must be viewed as an investment, a cost incurred now and in the coming few decades to avoid the risks of very severe consequences in the future. If these investments are made wisely, the costs will be manageable, and there will be a wide range of opportunities for growth and development along the way”.

It is, therefore, important to take strong measures to mitigate climate change as soon as possible, in order to avoid the occurrence of the most catastrophic effects of climate change.

Adaptation

Adaptation (in the context of climate change) refers to adjustments in natural or human systems in response to actual or expected climatic stimuli or their effects which moderate harmful impacts or exploit beneficial opportunities.

Adequate attention must be given to responding to the impacts of climate change that are already occurring, while preparing for future impacts. In this regard, it is most urgent to ensure adequate and rapid support to the most vulnerable countries and communities. Increased investment in adaptive capacity, such as strengthening the ability of countries to reduce disaster risk, will safeguard economic progress already made and increase the climate re-

silience of economies on the way to achieving overall development goals.

Developing countries are among those most vulnerable to the negative impacts of climate change and have to place great emphasis on adaptation. For such countries, a range of barriers limits both the implementation and effectiveness of adaptation measures. The capacity to adapt is dynamic and is influenced by a society’s productive base, including natural and man-made capital assets, social networks and entitlements, human capital and institutions, governance, national income, health, and technology.

In Guyana, major efforts have been taken to build the country’s capacity to adapt to the anticipated impacts of climate, including extreme weather patterns and sea-level rise leading to flooding.

It is quite clear that significant global, regional and local efforts and resources are needed to fully support mitigation and adaptation efforts, especially for the poorest and most vulnerable countries.

In the next instalment, we will examine actions taken by Guyana to address climate change.

Teaching anger management in the community Article submitted by Yeaswantie Beekhoo, PhD

PURPOSE: To describe anger management and offer guidelines for assessing potential participants and teaching healthy behaviours.

SOURCES: Drawing from the literature, more than 10 years of quantitative and qualitative studies done by researchers, and seven years of experience in conducting anger management awareness workshops, my basic principle of teaching anger management is to help individuals have a clear and better understanding of the emotion “anger”.

This module is designed for a four-week and six-month training – the four- month training is designed to help housewives and teenagers, etc, and the six-month training is an advanced training for teachers, police officers, soldiers, social workers, women’s groups countrywide, youth groups, men’s groups, churches, bereaved individuals and nurses, among others, in order to train them to become anger management coaches by applying life skills. These psycho-educational trainings offer personal awareness and understanding of one’s own emotions.

Anger management skills has a wide applicability in a variety of constituencies for both primary and secondary prevention.

Research findings:

Anger, anger management and psycho-educational interventions used in a popular news magazine, derisively described anger management (AM) as “a trendy remedy for criminals as well as mere cranks” (Cloud, 2000, p. 53).

High-profile AM “failures”, such as athletes Mike Tyson and Latrell Sprewell and Columbine High School killers Eric Harris and Dylan Klebold, were cited as anecdotal (unreliable) evidence that the “trendy remedy” of anger management is ineffective. This article is mentioned because it contained numerous myths and misunderstandings about anger management.

Psycho-educational intervention such as this was never intended to remedy the rage or disturb balance awareness, but simply to make individuals aware of their internal imbalance. It is not surprising that a few anger management workshops and classes failed to modify the out-of-control behaviour since many individuals are not trained to effectively execute such programmes. However, we have found that interaction with the people creates a balance in awareness, since we are able to trigger the solutions from the individuals themselves; then use such information to assist them in their transformation. We believe that each person holds the key to unlock their true po-

tential by using metapsychology to get to the root cause of their problem.

Perusal of any daily newspaper shows that highquality anger management training is much needed to improve the increasingly uncivil interactions in our nation’s schools, workplaces, and homes.

Based on responses from students and folks who attend our workshops, nearly one quarter of workers feel chronic underground anger on their job because of heavy workloads and because they feel betrayed or let down by their employers. Such anger is often misplaced, damaging family relationships or, perhaps, the innocent motorist in the next lane.

Therefore, we must begin with the conceptual clarification of anger.

Anger is defined as a strong, uncomfortable emotional response to a provocation that is unwanted and incongruent with one’s true self.

Social roles

Personal values, beliefs, rights or incidents are a common feature of everyday life

as individuals enact their social roles in families, schools, and workplaces. Anger is evoked by events of greater significance than the minor hassles of traffic and slow grocery lines that produce annoyance or irritation.

Unresolved angry confrontations with significant others can produce prolonged hurt and resentment. However, anger is not synonymous with hostility, a chronic mistrustful negative attitude toward people and the world, or aggression or the actual or intended harming of another.

Aggression and violence (bad, forceful or destructive acts) can and do occur in a cold-blooded fashion without anger (Thomas, 1998a), and anger expression does not necessarily lead to aggression. In fact, anger expression may even prevent aggression – and elicit an apology from the other person (Izard, 1993).

Bearing these distinctions in mind, anger management, as discussed in this article, aims to promote more effective resolution of common, everyday anger incidents with families, friends, and coworkers. Anger management (AM) interventions cannot be expected to modify egregious (bad), aggressive and violent behaviour according to studies. However, intense anger management training can most definitely help any individual to deal with anger issues in a healthy and positive way by becoming educated on suitable and “non-violent” ways of addressing their anger when it arises within any situation.

-Networks, the local cable company in Guyana has launched several new features along the ESPN and HBO viewers’ line that Guyanese can now have full access to.

E-Networks Managing Director Vishok Persaud, speaking at the company’s 10th anniversary on Friday, said the local cable company has added several new channels to the list of consumers’ favourites.

The company launched Dreamtv, Fiber and Control 4; along with this, customers will have access to ESPN Play, ESPN HD, HBO Home, HBO Max and HBO HD, among several other new channels.

“ESPN HD and ESPN Play will be available in time for the Champions League, also HBO gave us with this new partner-

ship access to all HD channels, which also see HBO Go and HBO On Demand, and some of the other channels on the HBO line up,” he said.

According to Persaud, the addition would not have been possible without the continuous partnership between E-Networks, ESPN, HBO and the other service provider companies.

E-Networks, developed

by Persaud, has forged many links to provide quality service here in Guyana.

Within a short period, E-Networks Inc has steadily progressed to become one of the leading institutions in the local information technology sector.

Prime Minister Samuel Hinds, who also addressed the gathering, complimented Persaud for his efforts in advancing the information technology sector.

“I want to congratulate the company for achieving this milestone, our country is young and still at an early stage… we have a task to develop our county and I want to commend young people who have decided to take it up to themselves to move the country forward,” he said.

Guyana, he said welcomes this transformation in the sector, while noting that one of the country’s policy is the refashioning of

the information technology industry so that it becomes more profitable.

“We are looking to the development of the new ICT economy, we look for development from the old and the new, the young and old, locals and foreign partnerships in the development of our country,” he said.

ESPN representative Shaka Hislop said in 2009, ESPN felt that no company had any plans or focus for the Caribbean, hence ESPN Caribbean was established.

Since then, the relationship has grown, and according to him, the company has been working to move away from just an Americanised network.

“We should have this debate, because the issues are too big for business as usual,” he said.

Congress is in recess and not scheduled to return to work until September 9.

It is unclear which way any vote would go.

Changes While this is happening at a slow pace, he assured that changes will be made to become more local in flavour.

“We continue to reply on key partnership like E-Networks… E-Networks is the only local cable company in Guyana, we continue to bring wider range of programme in Guyana and partnerships are critical in this regard,” he added.

The company in 2003 launched its WiMax Wireless Broadband Network, enabling locals to have faster Internet access, and to keep up-to-date with the world.

“Today, I’m asking Congress to send a message to the world that we are ready to move as one nation,” Obama said.

Obama’s decision was a high-stakes gamble that he can gain approval from Congress for a limited strike against Syria to safeguard an international ban on chemical weapons usage, defend U.S. national security interests and protect regional allies like Turkey, Jordan and Israel.

“I have long believed that our power is rooted not just in our military might, but in our example as a government of the people, by the people, and for the people,” Obama said.

significant shift away from what was perceived to be preparations for a speedy strike against Syrian targets. He had made clear he was prepared to act unilaterally after the British parliament refused to go along with American plans.

Protracted and expensive wars in Afghanistan and Iraq have left Americans reluctant to get involved in Middle Eastern conflicts.

Most Americans do not want the U.S. to intervene in Syria. A Reuters/ Ipsos poll taken this week showed only 20 per cent believe the U.S. should take action, but that was up from nine per cent last week.

Debate in Washington

A debate has raged for days among members of the U.S. Congress over whether, or how quickly, Obama should take action.

House of Representatives Speaker John Boehner, the top U.S. Republican, welcomed the move, which he said is a response to “serious, substantive questions” being raised about the ability of the president to launch a military move on his own.

“In consultation with the president, we expect the House to consider a measure the week of September 9. This provides the president time to make

his case to Congress and the American people,” he said.

Obama, who only on Friday had said nobody was more war-weary than he is, has nonetheless been appalled by searing video images of Syrians who fell under the chemical weapons onslaught.

In his Saturday speech, he left no doubt that he feels action must be taken and is confident that a strike would deter this kind of behaviour and degrade Syria’s ability to carry out similar attacks.

But his decision may well lead to criticism that he conceivably is stepping away again from a “red line” he established against Syrian use of chemical weapons.

“President Obama is abdicating his responsibility as commander-in-chief and undermining the authority of future presidents.

The president does not need Congress to authorise a strike on Syria,” said Republican representative Peter King.

Obama’s decision was announced after he met his national security team at the White House. Top aides were to brief senators later in the day and members of the House of Representatives are to receive a classified briefing from administration officials on Sunday.

Guyanese diplomat appointed to top UN post

mbassador Noel Sinclair, who recently completed his tour of duty as Caribbean Community (Caricom) permanent observer to the United Nations (UN), on Monday, has assumed the function of deputy chef de cabinet to the president of the 68th session of the United Nations General Assembly, Ambassador John Ashe of Antigua and Barbuda.

In this new role, Sinclair will be one of a small group of diplomatic and other personnel selected to work as close advisers to the president of the General Assembly.

This appointment comes at a high point in the long and distinguished foreign service career of Ambassador Sinclair; a career that spans different continents and includes diplomatic postings and high-level responsibilities in national, regional and international organisations.

Sinclair is a former Foreign Affairs Ministry director general and held diplomatic postings at the Guyana embassies in Washington and Caracas and at the Guyana High Commission in New

Ambassador Sinclair also served as deputy permanent secretary of SELA (the Latin American Economic System) at its headquarters in Caracas.

Sinclair’s appointment as deputy chef de cabinet to the president of the UN General Assembly provides him an opportunity to advise on decision-making for the effective management of the work of the assembly as it confronts its 167-item agenda. This includes a number of items of special interest to Caricom states, including the third international conference on Small Island Developing States (SIDS) to be held in Samoa in 2014.

resident Donald Ramotar, Cabinet ministers and members of the diplomatic corps on Saturday morning welcomed Venezuelan President Nicolas Maduro on his first official visit to Guyana, since becoming president of the Bolivarian Republic of Venezuela.

Maduro was given a red carpet welcome upon his arrival at the Cheddi Jagan International Airport, in front of a packed entourage.

After being greeted by President Ramotar, a parade of Guyana Defence Force (GDF) soldiers then performed the two countries’ national anthems, after which President Maduro inspected the GDF guard of

honour.

Guyana’s government ministers then took the opportunity to greet the neighbouring country’s president as he made his way to a waiting vehicle, which was escorted to the Guyana International Conference Centre, Liliendaal, Greater Georgetown, where President Maduro held bilateral talks with President Ramotar and his advisers.

The two presidents then joined the plenary of the ministerial meeting, where they received reports from the high-level bilateral commission.

Leading up to President Maduro’s official state visit to Guyana, there has been much hype and expec-

tations about the conclusions and agreements that would be derived from bilateral talks between the two neighbouring countries.

Five thematic areas were up for discussion as the presidents met.

Maduro served as foreign minister and vice president of Venezuela and visited Guyana once in that capacity before he became president following the death of his mentor, President Hugo Chávez.

Prior to his passing earlier this year, Chávez had named Maduro as his successor and in April, Maduro won the presidency after a closely contested elections.

t is a rare occasion to be invited to celebrate someone’s 100th birthday. Sometimes there is hardly anything you can say to that person that they would not have heard before.

Olga Bernice Elgin, fondly called “Cousin Olga”, has lived to 100 years. On Saturday, she crossed that milestone, and as expected, was visited by numerous relatives.

Sadly, she did not have her peers to share the joyous moment. They have all passed away. Cousin Olga, who lives at Fyrish on the Corentyne, attributes her longevity to having had a loving and caring husband.

Her husband passed away 35 years ago, and her eldest sister 30 years ago at age 80.

Her childhood days were spent on the East Coast of Demerara. In the mid 1940s, while visiting her cousin at Fyrish, she was swept off

her feet by a man, who soon after became her husband.

Speaking of that romantic part of her life, Cousin Olga said, “He told my parents that he loves me and they agreed.” Soon, she was a married woman and had moved to Fyrish. Her husband was an engineer at the Guyana Sugar Corporation (GuySuCo) and village chairman for more than a decade. Their union brought forth four daughters, all of whom are alive, the eldest being 67 and the youngest 59.

What does Cousin Olga eat? “I like dry food and soup. My mother used to make soup every Sunday and I used to like it,” she said, noting that her favourite meat is beef. Her mother had lived to age 83.

When Guyana Times visited Cousin Olga on Saturday, she was sitting in a wheelchair, somewhat tired, having met guests all day.

That even made her late for her own birthday party. At age 100, she has been able to see her third generation and enjoys chatting with her great granddaughter, and when she is not doing that, she is following current affairs on the radio. Her sight is failing her so nowadays, she does not read. However, she still remembers the fun times she had growing up, and the hard times as she got older.

“There was the war (World War II) and boats were not bringing food. We had to eat roast plantain and plenty cassava because we could not get flour.”

According to her eldest daughter, Joyce, her mother was a great cook. “She was a very good baker, making cakes and she would sew for us.” Cousin Olga did not take on outside jobs. “Her hands were filled with making our clothes and she would make straw hats for us and then later cloth hats and I liked that because we got to wear the latest styles first.”

Joyce added: “A good cook who never missed a birthday, she will make ice-cream for us on our birthdays, but we had to go and share to others before we were allowed to sit down and eat ours.”

Cousin Olga is not able to go to church, but is still visited by the pastor who performs communion when he visits. With a smile as fresh as ever, she said God has blessed her to see 100 years.

The latest centenarian was born on August 31, 1913.

Man chopped by irate girlfriend’s relatives A

man who went to visit a female friend at Alness Village, Corentyne, Berbice, was on Friday chopped to his head and face by two of the woman’s relatives who claimed that they were not too pleased with his visit.

Monty Munroe, 30, of Lot 13 Manchester Village, Corentyne, Berbice, is nursing at least five chops to his face and head at the New Amsterdam Hospital. He is said to be in a stable condition.

One of the alleged attackers, Wilfred Mc Gregor, 34, of Lot 21 Alverston Village, Corentyne, Berbice, was arrested and is assisting police with the investigation. The other suspect, whose name was given as Rudolph Mc Gregor, 29, has not yet been arrested.

According to an eyewitness, Munroe was at a friend’s house when he heard the two suspects calling out his name, claiming that they would like to talk with him.

As a result, the victim opened the door of the lower flat of the house and went out, by which time he was confronted by the two men who were armed with a cutlass and a knife and allegedly dealt him several chops to his head and face.

They were reportedly heard warning him not to visit the house ever again, or next time he would be dead.

According to reports, there was feud between the men days prior to the chopping incident.

After the chopping incident, the two men made good their escape. The injured man was rushed to the New Amsterdam Hospital where he was seen, treated and admitted to the medical facility.

Ranks at the Whim Police Station were summoned to the scene and based on information received, they were able to capture one of the suspects.

The police are still hunting for the second suspect.

All-round Pakistan hit back to take series

lot of expectations were heaped on Zimbabwe as they sat on the threshold of a rare series win against a top side, but they couldn’t summon the temperament to beat Pakistan, who came from behind to win the series 2-1.

While Zimbabwe’s bowlers did well to restrict Pakistan to a par score of 260, the batsmen failed to put up a fight, being dismissed for 152. Pakistan, in

the process got a bogey off their backs by winning their first bilateral series in ten years after the series was leveled (either 1-1 or 2-2) going in to the decider.

The match took place on the backdrop of a payments dispute that threatened a Zimbabwe boycott. The players put the distraction aside to take the field, but the batsmen were nowhere close to competitive despite encouraging signs even in Thursday’s defeat.

ew Zealand Cricket is “very excited” about the prospect of playing a day-night Test on their tour of Australia in late 2015, after Cricket Australia announced plans to trial floodlit long-form cricket in the Sheffield Shield this summer. The Australian Cricketers’ Association said that while it needed to be convinced on several aspects, particularly the durability of the pink ball, it was approaching the issue with an “open mind”.

The potential to attract a much larger television viewership in the evening by roping in audiences in India and other big markets was of chief interest to NZC, according to chief executive David White. “’We are very interested in the concept,”’ White was quoted as saying in the Sydney Morning Herald. “’I don’t think anyone is trying to make out that this is going to replace Test cricket as we know it. From a New Zealand Cricket perspective, if it’s successful we would maybe play one game a series. It will give people an opportunity to watch the game after work or after school, at the game and on the television, so that’s got commercial possibilities. “’Our time zone with the northern hemisphere and India is not the most advantageous at the moment. arc Marquez continued his recent domination of the MotoGP world championship by snatching pole position for the British Grand Prix.

His fellow Spaniard, defending champion Jorge Lorenzo, appeared to have taken top spot after smashing the Silverstone lap record aboard his factory Yamaha.

But Marquez then found even more speed in a stunning lap on his Repsol Honda to take his fifth pole of the season.

Briton Cal Crutchlow, who crashed twice in Saturday practice, took third place.

Germany’s Stefan Bradl was fourth, Marquez’s teammate Dani Pedrosa fifth and multiple world champion Valentino Rossi sixth.

In his debut season, 20-year-old Marquez has won the last four races and is 26 points clear at the top of the standings.

lanzo Greaves’ dream run in 2013 continued on Saturday as he rode to another victory, this time in the feature event of the National Sports Commission (NSC) 11-race programme, which was held at the National Park to signal the end of the 37th annual Teach Them Young cycling programme.

Competing in the gruelling 35-lap School Boys and Invitational race, Greaves of the Roraima Bikers Club completed the course in a time of one hour, 17 minutes, 12.79 seconds (01h: 17m: 12.79s), beating off a spirited challenge from rising star

The victory was Greaves’ 19th of the year overall and 16th on the local circuit. He also chalked up wins while competing in the United States of America during a one month stint earlier this year.

Apart from lifting the winner’s trophy, he collected two of the eight prime prizes on offer, while Jeffrey claimed four. Delroy Hinds and Robin Persaud collected one each.

Warren McKay, Hamzah Eastman, Alex Mendes and Raymond Newton complet-

ed the top six in that order among the 22 starters.

Earlier in the day, Sherwin Sampson won the BMX 6-9 race ahead of Jeremiah Harrison and Alexander Leung, while Rashidi Ceres took the top spot in the BMX 9-12 from Ammo Gomes and Stephan Wilkinson.

Daniel Fraser was the top BMX 12-14 rider, finishing ahead of Kemuel Moses and Rawle Small, while Adrian Sharma, Christopher Griffith and Rawle Small were 1-2-3 in the BMX Open.

Jamal John continued his fine form this season by winning the 12-14 Boys and Girls, crossing the line ahead of Alfie Soonaram and Christopher Griffith, while Hamzah Eastman took the Juveniles event, beating off competition from Shaquille Agard and Mario King.

Junior Niles was the leading rider in the Veterans Under-50 event, winning ahead of Ralph Williams and Kennard Lovell; Virgil Jones topped the Veterans Over50, beating Lancelot Rose and Wilfied Thom into second and third respectively,

while Maurice Fagundes was once again the lone rider in the Veterans Over-60 race.

The Mountain Bike race saw Clyde Jacobs taking the top podium spot ahead of Richard Charles and Ozia Mcaulay.

The top six finishers in the main race and the leading three in the other events were presented with trophies, compliments of the NSC, which was represented by Arnold Sookraj and national cycling coach, Hassan Mohamed.

Successful camp

Mohamed, speaking at the presentation ceremony, said this year’s Teach Them Young programme was the most successul in its history, attracting a record 67 participants. Mohamed, who was at the helm of the programme when it was initiated in 1977, said he will continue to offer his services in helping to mould the next generation of riders.

“I would love to do it for another 37 years, but I know that would be impossible,” Mohamed told the gathering.

Slingerz FC to clash with Alpha United in tonight’s final

T

he inaugural Goal for Gold football tournament will

come to an exciting culmination tonight when the final is staged at the

Georgetown Football Club (GFC) ground from 18:30 hours.

Slingerz Football Club, the host of the tournament, will meet Alpha Untied Football Club in what is being termed as a grudge match between the two teams.

Since the formation of Slingerz FC in January of this year, the team has only lost to Alpha United and the lost came in the final of the 2013 Mayor’s Cup earlier this year which made the lost more heart wrenching for the Slingerz Club.

However, while Slingerz FC will be looking for revenge, Alpha United will be looking to once again out play the newest club on the block with their star studded line-up.

With both teams always looking to score and play attacking football, the encounter is expected to be one of quality striking and excellent midfield play.

allendar 6, led by skipper Ron “Maestro” Callendar, racked up 79 games on Tuesday last at the Everest Cricket Club pavillion to come out victorious in Hilbert “Bumpy” Ali 79th birth anniversary.

Incidentally, “Bumpy” is the oldest member of International 6 dominoes team.

The three teams that were involved were Ali’s 6, captained by Hilbert Ali, Shew’s 6 captained by Manny “Packer” Shew and Callendar 6.

Eighteen (18) names were placed in a bag and were pulled at random to be placed on the respective teams.

Guptill out of Bangladesh tour with ankle injury

Martin Guptill had also fractured his right little finger in the Caribbean Premier League

artin Guptill has been ruled out of New Zealand’s tour to Bangladesh in October due to an injured right ankle. The batsman has been carrying the injury for the past year and according to New Zealand physiotherapist Paul Close, has now been advised surgery, which will happen next month.

The recovery from the operation will mean Guptill will miss the Bangladesh trip with a possible return for the tour to Sri Lanka in November.

Guptill had also fractured a bone in his right little finger while batting for Guyana Amazon Warriors in the Caribbean Premier

League on August 17 and missed the knockout stage for his franchise.

Since arriving back in New Zealand, specialists advised Guptill he would not require surgery on the finger but it needed to be immobilised in a splint. A full recovery on this front is expected within three to five weeks, a release from New Zealand Cricket said.

New Zealand are scheduled to play two Tests, three ODIs and a Twenty20 international in Bangladesh.

Guyana level warm-up series with Red Force – Bacchus, Barnwell and Santokie play lead roles

iding on brilliant individual performances from opener Robin Bacchus, skipper Christopher Barnwell and Jamaican seamer Krishmar Santokie, Guyana levelled the twomatch warm-up series with the Trinidad and Tobago Red Force on Saturday evening, winning by 10 runs at the Guyana National Stadium.

A responsible half-century from Bacchus and a late onslaught from Barnwell powered Guyana to 144-4 from the alloted 20 overs, before Santokie rocked the Red Force toporder with some early wickets, causing the visitors to fall short at 134-7.

Batting first after winning the toss, the hosts

were given a solid start of 40 by Bacchus and fellow left-hander Trevon Griffith (17), before another lefthander, Leon Johnson (06), fell at 66-2.

Bacchus and Barnwell then proceeded to hammer the Red Force bowlers to all parts of the ground, adding a rapid 71 for the third wicket- a partnership that spanned a mere 42 deliveries.

While Bacchus played the supporting role, hitting a cautious 60 from 62 balls, inclusive of four fours and two maximums, it was Barnwell who made some telling blows, leading the way in blasting off-spinner Sherwin Ganga for 27 runs in the penultimate over of the innings.

Once again, Rayad Emrit was the Red Force best bowler, picking up 3-37 to follow up his threewicket haul in a winning effort on Friday night.

The Red Force innings was jolted from onset as Santokie removed Adrian Barath off the first delivery and then followed up with the wicket of Nicholas Sookdeosingh in the same over.

The left-arm seamer returned to bowl Jason Mohamed in the third over, and with the score on 4-3, the twin-islanders seemed destined for a massive defeat. Skipper Denesh Ramdin was dismissed by the impressive Keon Joseph at 22-4 before opener Evin Lewis (54) and Ganga repaired the damage with a partnership of 74.

However, once Santokie returned to remove Lewis and Barnwell added the scalps of Ganga and the dangerous Nicholas Pooran in the space of eight runs, the writing was on the wall for the Red Force.

Emrit (21*) and Navin Stewart (10*) hit a few lusty blows in the dying stages of the game, but the task proved beyond the lower-order as the Guyanese enjoyed the better of the exchanges in match two.

crowned a fine all-round effort with 2-18. The warmup games were held to give the Red Force much needed practice as they prepare to represent the Caribbean in the Champions League T20 in India later this month.

Earlier in the day, legspinner Amir Khan turned in a solid all-round performance to lead Suriname XI to victory over West Demerara Mavericks in the exhibition match.

In a match reduced to 10 overs per side to rain, West Demerara Mavericks managed 78-7 with Khan picking up 3-13. He then smashed 33 not out from just 16 balls to spur Suriname XI to victory at 82-3 from 9.4 overs.
