They also highlighted that the award of future production sharing agreements and licenses requires updating in view of the country's exploratory success, while also noting that the requisite human resource training and institutional capacity to oversee and manage the sector is limited and that capacity to collect, manage, andplantheuseoftheO&G sector revenues needs to be strengthened- in addition to increased coordination and enhanced needs among Governmententities. The 1990 period was chosen because of four reasons: (1) it signified the restoration of electoral democracy; (2) it ended 24 years of authoritarian rule; (3) it marked the end of the downswing (collapse) in the economy (1977-1990); and (4) highlighted the role of debt relief in the country’s economic recovery.

The 1990s: A Critical Turning Point wrote: “I advised President Hoyte to abort the 1992 vote as the lists were clearly flawed but he refused to, I did not want to create mayhem.” The PNCR’s disenchantment over their 1992 electoral defeat was expressed in resistance and other forms of street violence. Rioters who stormed the Election Center and the GECOM Headquarter, terrified President Jimmy Carter who was forced to seek the US State Department’s intervention. “The most personal danger I have felt since leaving the White House was in Guyana in 1992.” Persistent social agitation (making the country ungovernable and use of incendiary rhetoric, ‘slow fiah mo fiah’) exploded in mayhem in January 1998 following the victory of the PPPC at the 1997 and the 2001 elections. PNCRites claimed that the voters’ list was flawed, but an independent audit by International IDEA found the list to be 99% accurate.Inthe 1980s the economy was in serious distress. Guyana defaulted on debt service; the country’s GDP shrunk by –13.19% in 1982 and –6.9% in 1983; inflation was 40% in 1988, while the public debt of $(US) 1.8 billion in 1988 was spinning out of control; the poverty level was 43%; and international reserves were $(US) 26.6 million in 1990 (enough to cover for just 4 weeks’ imports). Guyana’s PNC President, Desmond Hoyte, was forced to broker an IMF Economic Recovery Program (ERP) that required the privatization of state corporations, removal of trade barriers and price controls, allow the Guyana currency to float, provide for poverty reduction, consolidate and strengthen the public sector management, initiate social sector reforms, and improve balance of payments.

As a caveat, Guyana must never forget post March 2020 to August 2020. This period was ‘madness epitomised.’ The era, as the world knows, was when APNU/AFC, in front of naked and recording eyes, made repeated attempts to rig ‘fair and free’ elections in Guyana, even after ruling

Guyanese are still uncertain who he works for, whether it is the oil companies, or the nation’s Chief Oil Minister.

Whoever it is, and for whatever reason, the local EPA head is not working the corner of the Guyanese people. His idea of a straight story on full liability coverage is to go around in circles, or hang upside down, like a bat, during working hours.On the score of upside down, something funny is going on at what is supposed to be one of the nation’s premier institutions, the Bank of Guyana (BoG). The cost-of-living is going up at spaceship speed, but official inflation numbers put out by the BoG can be said to be doing a number on Guyanese, as officially publicly presented. It is our position that local statisticians have all shaken their heads in disbelief at that 1.7 percent inflation number, compliments of the BoG. The world is reeling under heavy inflation onslaughts, but here it is that Guyana is experiencing one miracle following the other. The first is oil, the second is this negligible 1.7% BoG inflation number in the teeth of skyrocketingSomebodyprices.ismaking

When the PPP took office in 1992 they had to allocate 50% of foreign exchange (forex) for debt service, and 40% forex were for fuel payments, leaving only 10% to run government operations; they had to tame inflation which was 101.5% in 1991 and brought it down to single digit; they increased international reserves at an average annual of $(US) 268.06 (during 1992-1999) from $(US) 191.43 in 1992; they achieved an annual growth rate of 7.3% in the 1990s; succeeded in reducing the public external debt that was $(US) 2.1 billion in 1992 to $(US) 1.196 billion in 2000 mainly through debt relief negotiated with the Paris Club and the World Bank/IMF Enhanced Highly Indebted Poor Countries (EHIPC) and related Multilateral Debt Relief Initiative (MDRI). The message from the 1990s was clear: open market reforms saved the country from economic collapse. There is no turning back in the forseeable future. The debt burden would no longer be an albatross around Guyanese necks. The IMF projects that 4.8% of the country’s revenues would be used to service the exte rnal public debt in 2022.

The 1992 elections (free and fair) were held under a Carter-Hoyte brokered agreement that allowed for (i) the preparation of an accurate voters’ list; (ii) a balanced election commission; and (iii) votes to be counted and declared at polling places. Some PNCR members, however, were skeptical.

Of course, he does not substantiate, as I guess, he really cannot. So, I need to show him what is ‘brutality’ and who unleashed and is still unleashing it.

A few public institutions in Guyana are tumbling like billiard balls. Senior officers run these sensitive State agencies aground with what prompts great scorn, barely muffled laughter. As they play their games and unload the shameless on the public, a number of concerns rise to the fore, and contribute to already heaving domestic circumstances.Welookat the Guyana Police Force (GPF), the Environmental Protection Agency (EPA), the Bank of Guyana (BoG), and officers saddled with a duty to carry out their functions with the greatest integrity, what stands up to any accuracy tests. The public waits for, expects, clean and straight answers, and what it gets are riddles, roundabouts, and rummaging around for any sliver of foolishness that would hold the day and keep those who probe for answers at bay.

The implementation of these measures not only dismantled the “command and control” structure of the economy (1968-1992) but also led to the dramatic devaluation of the Guyana dollar: from $(G) 3 to $(US) 1 in 1985 to $(G) 145 to $(US) 1 in 1993, while 17% (6,000) of public service workers were retrenched along with 7,000 from state-owned corporations.Industrial relations and collective bargaining became a casualty in the process. The country’s access to a concessionary loan under the ESAF (Enhanced Structural Adjustment Facility) in the sum of $(US) 72.7 million that was suspended in 1991 (because the PNC government could not meet the targets set) was restored in 1999.

In other words, that account alone was drained of some $9 billion, thus indebting each Guyanese, on a per capita basis, to approximately $120,000.” At that point in time, Guyana’s gold reserves were largely liquidated, “…with just a pittance remaining.” And as for the country’s financial state of affairs, it was revealed that “… our foreign currency reserves (were) below the acceptable threshold.” As we all know today, the Coalition, (A Partnership for National Unity/Alliance for Change), in five (5) years, had “… extracted from Guyanese taxpayers some $300 billion more in additional taxes.” In fact, the APNU/AFC with its imposed 200 new tax measures, made sullied history, becoming the first government to achieve such levels of brutality. Has he forgotten that the PPP/C reversed, like ASAP too, this ‘brutality’ by APNU/ AFC, by passing several amended bills, “… reversing taxes and putting money back into the pockets of citizens…” who for five years were economically slaughtered? Now, concerning Lincoln’s attack on Attorney General and Minister of Legal Affairs, Anil Nandlall, I am not surprised in the least. This man has been the ‘thorn in in the flesh’ of the congregation of APNU/AFC. He has bested them in the media and the courts, reducing them to a frazzled heap. There was one of the more sensational murders in recent memory in front of a well-patronised watering hole on Main Street, and damning allegations floated about the conduct of seniors in the GPF itself. Little did Guyanese know, but it was the beginning of the circus season, with the acting Commissioner of Police, and the nation’s Crime Chief taking to the microphone, and making absolute spectacles of themselves. It was a bad day, a black eye for the men and women in blue and khaki, with both senior officers tangling feet and tongue with their curious versions of what are the facts and truth of allegations coming from one of their own. In the now settled Guyanese culture of tarnishing the bearer of bad news, the whistleblowing cop is denounced not as a law enforcement hero, but as a maverick, twisted Serpico. In the mystery of which one of the clashing GPF parties is closer to the truth and facts, the sentiment in Guyana is that the acting Commissioner and Crime Chief are not the frontrunners, not even close. By itself, this is a rank and alarming injustice on the Guyanese people, and leave them in a deep hole, where law and order are concerned. For another example of injustice in this country, all one has to do is to touch on the issue of acceptable environmental protection, as such relates to an oil spill, and the EPA goes AWOL. That is, this most crucial of State entities, and at the most sensitive time, has treated itself to an extended holiday. When all the loose ends are tied together, all roads lead to the conclusion that the EPA head has what it takes to be a chronic escape artist. He doesn’t have answers that comfort citizens, and is more at home being about the secretive, the protective, and the selective.

DEAR EDITOR, The following views on the political developments in the 1990s are intended to provide young Guyanese (18-25 years) in particular, with a broader understanding of the nature of the existing political struggle for state power. They would have gathered enough knowledge on living conditions under both the PNCR and PPPC administrations in the 2000s. But they would not necessarily have had a good understanding of the evolution of the political struggle in the 1990s and even before. This is an attempt to cast their focus in this direction.

Gorbachev – a ‘Commie’ I could have liked, good and bad

But Mikhail Gorbachev saw himself as the Russian equivalent of Superman and Spiderman, only to be brought back to earth due to failure of will. He didn’t finish the job he started so well. The downside (and part of the downfall) of Gorbachev was flinging wide open the doors of the Russian economy, and the gateways to Russia’s vast riches. Of course, the capitalist vultures from America and Europe went winging their way to the Motherland, such as our beloved Exxon, Shell, and others of like mind, and the results are the results. American political leaders also didn’t help matters by rushing to Moscow with swaggering arrogance, as if they were Atilla the Hun conquering Rome. Further, Gorbachev must be assigned some responsibility for the birth of corrupt oligarchs, a bevy of the superrich, and the people’s assets passing from hand to hand for a mere dollar and dime. All this should sound very familiar to Guyanese who still have some self-respect remaining, enabling those few to draw parallels in names and sectors with the likes of Boris Berezovsky, Mikhail Potanin, and Mikhail Fridman ruling the roost in Guyana. I trust that no one will insult me by playing dumb, or ask me to pull people out of an identification lineup. Also, as much as I laud the Warsaw Pact crumbling, and NATO replacing it, I saved Gorbachev’s best and most lasting legacy for last. He gave the world Vladimir (Vlad the Invader) Putin, and this is what we have to live with, and wring our hands. Though I feel for the people in Europe staring at a long cold winter and limited gas, I am more concerned about Ukrainian wheat being trapped in those ports, and subject to the whims of this kind Cossack with that old KGB mentality. After all, bread is already expensive in Guyana. DEAR EDITOR, For those of us tennis aficionados, we could not take our eyes off the recent match between the US’ Serena Williams and her Estonian opponent, Annet Kontaveit. It was a match that was, to Serena, a must-win if only within the context of her recently announced evolution-cum-retirement plans. Of course, also for Annet, ranked the world’s number 2 seed, it was a must win for her in her quest to be crowned number one in woman tennis. Last night’s match saw Annet dominating in first two sets, ceding the first one by a mere tie-breaker and winning the second by a lopsided score of 6 to 2. Then came a bathroom break called by Serena, after which the entire complexion of the match changed, and we all know the eventual outcome – a much heralded win by Serena. I’ve been watching grand slam tennis tournaments over the years and I think I have a reasonably educated knowledge of the game and its myriad intrica-

cies/strategies. My hats off to the great ambassadors of the game, who have helped make it, like cricket, a gentleman/ gentlewoman’s game! However, over the recent past, what I’ve deemed a possibly negative strategy by a player or two, just could not escape my attention. I’m referring to a bathroom break called by a player at that crucial moment of the game when he/she is faltering and likely facing defeat. Tennis is a game wherein psychology plays a huge role, and some players would engage in some degree of rackets (pun intended!) to overcome a low point and regain a psychological advantage. Sometimes it works, sometimes not. However, I’ve begun to suspect that the bathroom break, albeit a mere three minutes from the time the player reaches the bathroom, is being too often resorted to as a means of disturbing an opponent’s concentration. On a few occasions, I’ve seen Rafael Nadal, when his opponent is dominating, take such a break only to return to the court to swing the momentum to his side and proceed to win the match. Did this scenario play out last night when Serena, virtually outplayed in the first two sets, took such a break and returned, outplaying Annet and winning the match? Okay, it certainly may be argued that, in American football, the strategy of calling time-off a mere second or two before a winning field goal or extra point is kicked, obviously to affect the kicker’s concentration, is no different from tennis’ bathroom break. However, I submit, the distinction involved is that in football, it is an accepted strategy NOT based on a false pretense, while in tennis, the bathroom break may very well be so negatively based, thus rendering it a subtle form of cheating. Whenever election time comes around, Guyanese tense up. It is one of the times you get to see people's true colours as many lean on the side of the party that they believe represents their race. It is no secret that Guyana's election is based on race politics and race voting. But the one thing that can help to calm the situation is citizens believing that the election process is done in a free and fair atmosphere. Truth be told, it is the usual argument of the losing side to claim that the election was rigged or not done fairly, maybe to save face among supporters. But even as that is the behaviour of the politicians, the Guyana Elections Commission which is tasked with holding elections must utilize all avenues allowed to it by the law to convince the public that it is doing everything in its power to hold clean elections. It is not the politicians that they must appease, but the people. Its work must be separate and speak for itself that the body is affiliated with no political party on leaning on their side. As it stands, for GECOM to say it cannot remove the dead and disqualified, and thus produce a clean list with only eligible voters cannot be accepted.

GECOM has sole responsibility for elections, it cannot therefore, put itself in a position where the politicians can use it to justify their defeats.

With Local Government Elections (LGE) around the corner, Opposition parties, the Alliance for Change (AFC) and theAPartnership for National Unity (APNU) continue to call for a clean voters list. Apart from Vice President Bharrat Jagdeo assuring that no house to house verification will be held before the local polls, the Guyana Elections Commission (GECOM) seems to be indicating also that its hands are tied given that the Chief Justice's 2019 rulingspecifiedthataperson cannotberemovedasavoter unless proven deceased or disqualified.Inapublic statement, GECOM said that the existing legislation provides that the removal of names fromtheNationalRegisterof Registrants Database (NRRDB) can only be done t h r o u g h t h e l e g a l methodology which includes thereceiptofmonthlyreports from the General Registers Office (GRO) or through an Objections process where relevantpersonscanobjectto the inclusion of names in the Preliminary List of Electors (PLE) whom they suspect may not be eligible; and the burden of proof is on the objector to present the necessary evidence to substantiatetheobjection(s). Some stakeholders are not accepting however, that GECOM has done all it legally can to ensure a “credible” list of electors. Shadow Attorney General, Roysdale Forde is of the opinion that GECOM must use its legal weight to put mechanisms in place to addresstheissueofabloated list. He explained that Chief Justice Roxanna Geroge Wiltshire's decision had focused on the question of residency and whether personswhoarenotfoundin aprocessofahousetohouse processcanberemovedfrom the list. The PPP/C will do what it wants to do and how it wants to do it. Militant opposition action is an inefficient instrument to bring about change. The Opposition is going to burn itself out. Its militancy will require financial resources which the PNC/R does not have at this time. And greater militancy will engender further internal resentment and divisions within the PNC/R because when its supporters do not

But no sooner was street militancy abandoned that the PPP/C behaved as it had a transport over public assets. It became entangled in acts of alleged corruption.Asaconsequence, the Opposition parties, the PNC/ R and the AFC gained greater traction. In the 2011 polls, the PPP/C lost its majority in the National Assembly and in 2015 it lost political office. Doing little is therefore an effective Opposition strategy to weaken the PPP/C. The PNC/R has no need for grassroots campaigning. The idea of grassroots politics is dead and buried. Things have improved so much in Guyana that citizens now have a greater access to information. They listen to the radio, watch television, read the newspapers and interface with social media. Political campaigning today is no longer about grassroots groundings. It is about the use of public communication to get your message across. The majority of Guyanese have learnt about what came out of the Vice News feature on Guyana. They did not learn it through the Opposition hitting the ground and running around the communities of Guyana or by holding roadside political meetings. They learnt about Su through social media and the mass Todaymedia.social media is being used to the hilt by both the PPP/C and the Opposition.Nosooner does a politician scratch his head that the image finds its way onto social media and is transmitted to hundreds of thousands of persons. Social media is also being used by activists to reach ordinary supporters.Socialmedia allows for far greater reach than could ever be achieved by grassroots politics. And social media allows grassroots citizens to be able to express their opinions. Even the smallest child now has a smart phone. Grassroots politics is on its deathbed.Socialmedia and the mass media are combining to euthanise grassroots politics. The notion, therefore, that the leadership of the PNC/R is becoming alienated from the party’s grassroots is not accurate. Indeed, given the dismal performance of the APNU+AFC when in Government, without social media, the main Opposition party would have suffered a more severe fallout. On Thursday, a youth pleaded guilty to killing the brother of former Commissioner of Police, Seelall Persaud back in 2017. The accused is expected to be sentenced later this month. Serial burglars jailed for 59 months

Killer of former Top Cop’s brother to be sentenced this month wearing a “fat” gold chain and when Persaud was finished with his purchase, the teen followed him. It was in the vicinity of the washroom area, when the teen reportedly carried out the attack. During the confrontation, the teenager and Persaud were engaged in a scuffle and it was during this time, the teen whipped out a knife and stabbed Persaud to his chest. After Persaud fell to the ground, the teen reportedly ran to the Sophia bus park where he boarded a minibus and went home. Persaud was picked up and taken to the Georgetown Public Hospital where he was pronounced dead on arrival. The 15-yearold boy was later arrested and while in custody he had reportedly confessed to killing Persaud. He was later charged for the capital offence.
