


The Ministry of Agriculture has embarked on a new initiative this year, inspired by President Irfaan Ali, to save the fishing industry Already, close to $27M has been pumped into fish cages to breed different species in Region Two; but Shadow Minister of Natural Resources, David Patterson is adamant that this scheme will not save Guyana's dwindlingfisheriessector.
In an interview with this newspaper on Monday, the former Minister of Public Infrastructure emphasised the need for an independent baseline study to be conducted offshore. Given that fishers have been complainingaboutlowcatch which they believe is
triggered by the current oil and gas activities conducted by ExxonMobil- Patterson pointed out that the study wouldbeeffectiveinmaking this determination and thereforewouldpavetheway for Guyana to take the next step.
Inthemeantime,hesaid, “The idea of fish traps and thingslikethat,thosearejust gimmicks. A fish trap is basicallyaportablefishpond anditmeansyouwouldhave tobuyfingerlingsandthings like that. That can't save the whole industry so like everything else, this is just a plaster on the wounded fishing industry but they have to examine it holistically.”

In its Mid Year Report, the Ministry of Finance explained that despiteeffortstorevivethe fisheries sector, the industry is estimated to h contracted by 19 percent in the first half of the year, as a result of “lower marine production”.
It was pointed out that fish production fell by 11.8
percent and shrimp by 26.4 percentwhencomparedwith the same period in 2021.

In the absence of several mechanisms to ensure Guyana's robust oversight of oil and gas production cost, theParliamentaryOpposition saysitiseagertoseehowthe governmentwouldhavebeen able to confirm not just the numbers, but the way in which these expenses would havebeenincurred.
Opposition advisor and Economist, Elson Low is adamant that verification of cost oil to Guyana remains a serious issue, as this is the way the country will ascertain whether or not it is overpayingoilcompaniesfor the development of the oil resource.
With the cost recovery audits for 2018 to 2020 deadline ending this month,
Low said the opposition is also expecting that the findingswillbemadepublic.
The opposition official toldthe Kaieteur News thatif the government does not maketheauditpublic“…we will be demanding that we have access to it in Parliament and at the very least the public accounts committee; but we will be demanding access to the audits so we can inspect it,” Lowconfirmed.
He said that the opposition already has an idea as to what it will be looking for; “…and that is whethertheauditwasableto flaganyunusualexpensesor any unusual transactions, especially those with related authoritiesandsoon.”
Low explained that the problem for Guyana is that theoilcompaniescansaythat theyspentcertainamountsof money,“butwemustauditin suchawaytofindoutifthat isthetruth.”
He continued that, “the reason for the audit is to
identify whether or not there areanydiscrepancies.So,the point here is just saying that you audited is not good enough; we want to actually see the audit to inspect the auditstoseewhetherornotit hasidentifiedanything.”
And if the audit has not identifiedanything,thenitis time to consider whether there is a need for concern, Lowsuggested.
He continued that as much as the oil company spending could be audited, what remains important is to verify that what they have recoveredascostoilwasnot done through unscrupulous avenues. “…so, ultimately, forexample,iftheyareusing a shell company to inflate cost,iftheytellusonething, we have no way of knowing iftheyaretellingthetruthor not without verifying the audits.”
Low reiterated however that the audit should be released to the public but noted too that the public accounts committee is also a

Senior Magistrate Leron Daly at the Georgetown Magistrates' Courts, on Wednesday ordered that Police Legal Advisor, and Special Prosecutor, Mandel Moore be placed in custody after he repeatedly failed to produce evidence in the cybercrime case against Detective Sergeant, Dion Bascom.
The Police Sergeant, who was recentlyinterdictedfromduty,was slapped with three cybercrime offencessometwoweeksago.The charges were as a result of him exposing alleged corruption in the investigation into the murder of businessman, Ricardo 'Paper Shorts'Fagundes.
At a previous hearing of the matter, the magistrate had requested that Prosecutor Moore submit a copy of the Police press conference – during which Acting Commissioner of Police, Clifton Hicken and Crime Chief, Wendell Blanhum refuted the claims made by Bascom. Moore had informed the court that the Guyana Police Force (GPF) did not record the press conference and as such, he wasunabletoobtainacopy
Senior Magistrate Daly contendedthatthepressconference was streamed live on multiple platforms and as such, the prosecutor should be able to
produce a copy to the court. On Wednesday, when the matter was called Prosecutor Moore once again informed the court that he does not have a copy of the Police press conference to submit to the court.
The matter was then set down fortheafternoonperiodtogivethe prosecutortimetoobtainacopyof thepressconference.
However, when the matter was called on Wednesday afternoon, Prosecutor Moore was still unable to produce the recording of the press conference to the court. As such, Senior Magistrate Daly, held the prosecutor in contempt of the court and ordered that he be escortedandplacedinthelock-ups.
Senior Magistrate Daly then recalled the matter, ordered the ProsecutorMoorebereleasedfrom custody and gave him 24hours to submit the evidence to the court.

On September 14, Bascom and his lawyer, Nigel Hughes made their first court appearance at the

The first charge alleges that on Friday, August 19, 2022, at Hadfield Street, Georgetown, Bascomusedacomputersystemto transmitelectronicdatawithintent to humiliate, harass or cause substantial emotional distress to SuperintendentChabinauthSingh.

Bascom was charged weeks afterhemadeaccusationsaboutan alleged police cover-up in the murder of Ricardo Fagundes, known as 'Paper Shorts'. He had made a Facebook live accusing several high-ranking members of the GPF of covering up the findings unearthed in Fagundes' murderinvestigation.

Dr Adamssaid,“Thefull liability coverage that I put into the Permits that was a majorchangetothecontract. The contract has said that they are gonna leave all liabilities to EEPGL, but EEPGL does not have any assets so I forced the full liabilitycoveragesothatwas amajorchange.”
Another modification to thecontractwasalsomadeto allowforunfetteredvisitson the Floating Production Storage and Offloading (FPSO) vessels, he said. “In the contract, it said, the government- believe this or not- the government has to givesevendaysnoticetovisit the FPSO. I changed that for unfettered visits at any time, including unannounced visits,”Dr Adamsnoted.
More recently, Guyanese also learnt that a major modificationwasmadetothe PSAtomakeitdefinitivethat the two percent royalty would not be recovered by ExxonMobil as an expense. To this end, Dr Adams believes that the sanctity of contractexplanationis“mere nonsense”.
The former EPA head argued, “Major changes alwaysjustifyrenegotiations. Remember when we signed this contract a lot us didn't even have a clue we were going to find (so much) oil. Sowefoundthisvastamount of oil, are you telling me that's not a major change? Areyoukiddingme?”
In a July 28 report published this year by Forbes, it was explained that Guyana has been the global leader for new discoveries since 2015, with 11.2 billion barrels of oil equivalent, which amounts to 18% of total global discoveries and 32% of discovered oil. VACANCYDuring the opening of tenders on Tuesday, it was revealed that the Guyana Water Inc. is preparing to spend some $343 million to drill two portable water wells at Sophia and Turkeyen.
According to the National Procurement and Tender Administration Board office, the wells are estimated
to cost $171 million each. Four contractors submitted bids to do the works.
Also opened are bids for the construction of shade houses, a project being undertaken by the Civil Defence Commission. Some 19 companies have placed bids for the works.

I had my encounters with Freddie over a long period some years ago, that did not and does not compromise my professionalism or facts on readership. As I found in several surveys from the early 2000s onwards on the media and readership of the four national papers, Freddie has
consistently been the most read columnist. KN is the most sold (bought) and read newspaper.
He was commended for his role in defense of democracy following the then government’s defeat in the no confidence motion of December 21, 2018. His readership grew since the days of the attempted fraud of the March 2020 elections. He remains very popular among readers although they may not be supportive of positions he takes.

Munroe, who is also the president of the Guyana Table Tennis Association (GTTA), had labelled Hudson as “disrespectful” for ignoring the GOA’s request,onfiveinstances,to submitalong-listofathletes fortrackandfield.
Hutson had admitted to Kaieteur News that he was aware, since April, of his association’s notice from the GOAto present a ‘long list’ of athletes for the SouthAmericanGames
Hutson also admitted to the AAG’s failure to acknowledge the GOA’s requestforthesubmissionof athletes, but had told Kaieteur News that he would’ve reached out the SouthAmericanCongressin Brazil for a late-submission caseforGuyana.
Munroe had stated, that “The delinquency of these associations should not fall on the GOA,” while sternly pointingout,“Nomemberof the GOA Executive Committeeisanti-sport.”
However, on Monday, Hudson, at a press conference to launch the South American 10K in Guyana, said he did not receive a response from the GOA, and only learned of the country’s contingent for the games in Paraguay throughthemedia.
“I am really grieved by the comments made byVice PresidentGodfreyMunroe.I would like to start from the position that both Mr Munroe and I are heads of our respective associations andIamcertainthat,poundfor-pound,athleticshasdone much better than Table Tennis locally, regionally andinternationally,”Hudson said.
