Release the tax particulars… Will President Ali?

The hope is that President Mohamed Irfaan Ali would respondinatimelyandappropriatemanner ThePresident is being pressed to share the details on the tax payments made by his government on behalf of the foreign oil companies (“Civil society body asks Pres. Ali to make publicparticularsoftaxpaymentsmadeforoilcompanies”KNSeptember24). AsGuyanesewatchandwait, thefirst question is how the President will react. The second is whether he will react at all, especially since it is the tricky andthornyissueofGuyanapayingthetaxesfortheforeign oilcompanies.

Weaskthesequestionsbecause,inthe2-yearlifeofhis government,PresidentAlihascompiledarecordofhostility to those who raise matters that cause him discomfort. He becomes impatient and angry when he is presented with what clashes with his storybook narratives that have little connection to reality, particularly on compelling issues urgently calling for transparency We think that this reasonable request to the President to publicize the papers behindtheballooningtaxissueofwhatwaspaidwhere. It wouldhelpthemanyGuyanesestrugglingtofollowthetrail ofthetaxpayments, astheyunfoldedfromstarttofinish.

Thisistokeepeveryonehonest, andtoensurethatproper procedures were followed. This is what the increasingly restive civil society group, Article 13, has gently and formally written to His Excellency President Ali to share withthepublic. Weatthispaperwanttoknow, andthereare other Guyanese, besides Article 13, who are interested in seeingforthemselveswhattookplace, thesequence, andby whose authority We hope that the President will come throughanddelivertherelateddocuments. Forthiswould reveal how well and wisely this oil wealth of ours is managed, from the source of the tax funds to the actual paymentoftaxesonbehalfoftheoilcompaniestodeposits into the NRF in a New York bank to audits by the State’s AuditOfficeforverificationpurposes.

All of this is in the public interest, which has a right to know, and which is the objective behind Article 13’s communication to Guyana’s head-of-state. It is public knowledge that the Audit Office did not do justice by the Guyanese people when it issued “a clean audit opinion on thefinancialstatementsoftheFund(NRF)foreitherorboth years (2020 and 2021).” For its part, the head of theAudit Office tried to extract the entity out of this embarrassing situationbytakingthepositionthathisinstitutionisonlyto determinethatmoneywasplacedintheNRF

Byanystandardsthatcomesacrossasprettysuperficial, and rather hollow, given that the issue is about tax monies paidintothatsameNRF Theyarenotjustnumbers, forwe think that theAudit Office had a duty to dig for what was behind the monies deposited into the NRF, meaning, it is revenues paid by the oil companies, or taxes paid by the Government of Guyana (from oil revenues) on behalf of ExxonMobil and partners. Further, it is disappointing that theAuditorGeneralattemptedtoshiftthefocustotheGRA, thelocalagencyresponsibleforpayingthetaxesandissuing associated receipts. At the end of the day, it is his Audit Office that examined the NRF, and the opinion that was issuedshouldhavereflectedwhathappenedwithtaxespaid intotheFund. The World Bank Group had said that the two-year debarment of Shanghaibased China Nuclear Industry Fifth Construction Co., Ltd. (CNF), an infrastructure construction company that provides power and electrical engineering services, and the four-year debarment of China Machinery Industry Construction Group, Inc. (China Machinery), a construction company, was based on deceptive practices

According to the facts of the case, CNF and its subcontractors, hoping to receive advance payments, falsified documents that certified aspects of the project were completed and had met quality standards. China Machinery also sought to receive advance payment by misrepresenting in falsified documents that work had been completed. This is a fraudulent practice under World Bank Group procurement guidelines. As such, both CNF and China Machinery were sanctioned.

POWER CHINA INT’L GROUP LTD.

Not to be left out, the World Bank Group in June 2021 had also announced a two-year debarment of Chinabased Zhejiang First Hydro and Power Construction Group Co. in connection with fraudulent and corrupt

The World Bank said Zhejiang First Hydro’s de facto agent and subcontractor offered and paid bribes to two government officials in exchange for a contract.

The company also misrepresented its intent to mobilise the resources required to implement the contract as well as the availability of experts proposed in its bid. The bank said these were corrupt and fraudulent practices, respectively. The debarment period was significantly reduced in light of what the bank said was Zhejiang First Hydro’s “extraordinary cooperation and voluntary remedial actions”.

As a condition for release from sanction under the terms of the settlement agreement, Zhejiang First Hydro committed to undertake integrity compliance programmes and to continue to cooperate with the World Bank Group Integrity Vice Presidency.

I travelled all over Trinidad and Tobago during my polling activities on both islands and know virtually every village in Central and South Trinidad. I was never illtreated. Only once did someone, an Afro Trini, in Mayaro told me to go “back to Guyana and go and cut cane”.

Many Trinis, like citizens in other countries including the US, UK, and Canada, did develop and still have a feeling that Guyanese have made life difficult for them, taking away jobs and opportunities when all that enterprising Guyanese did was to avail themselves of golden opportunities.

Guyanese migrants outperformed locals or indigents.

It happened everywhere with treatment worst in Barbados and less so in St. Kitts and St. Lucia. Except for one minor incident in Grenada and two incidents in Trinidad, I was accorded respect on arrival in hundreds of trips to all of the islands travelling with my Guyanese passport. And I will be heading there again in a few days for a political survey.

That kind of prejudice is not prevalent as most Guyanese who visit Trinidad would attest. I met countless Guyanese at all kinds of events in Trinidad — from Chatney to weddings, to anniversaries, to Ramayanas, Pujas, Koran Shariefs — hardly any described bitter experience.

Yes, Trinis expressed sentiments of distrust for Guyanese because of bad encounters of selling fake gold and some criminal activities.

But it is not widespread and that feeling does not apply to professionals. Some Trinis also conned Guyanese. So

The feeling of distrust for Guyanese in any society is understandable. Several were and are involved in all kinds of unsavoury activities in Trinidad and in several.

They largely tend to behave themselves in US, Canada, and UK where laws are very strict and violators are punished for offenses.

But we must also recognise that almost every Guyanese abroad is hardworking and praised for work ethics and talent; they are an enterprising people who have done extremely well everywhere they settled overseas.

Guyanese must now move on in their thinking about the defeat of Trinidad and how they were treated in their visits on the island over several decades by immigration and custom agents and politi-

I didn’t hear boos when Guyana took on Barbados Sunday night and didn’t see the frenzied reaction like what happened Saturday night against Trinidad.

Was it because the Barbados PMs (late Owen Arthur and present Mia Mottley) helped save democracy in 2020? Of course Sunday night’s score was also not formidable to overtake and perhaps the reason for reduced jingoism.

A repeat encounter between Guyana and Barbados is on Tuesday night.

Fans should focus on cricket and not past bad feelings based on ill-treatment in the islands. The feeling in the stadium and around the country in the remaining encounters should be on performance in the game not immigration or past jealousies.

Yours truly, Vishnu Bisram

Vincent (CMC) – A High Court judge in St Vincent sentenceda26-year-oldman to more than 17 years in jail after he was found guilty of murdering a woman he wrongly thought had infected him with the HIV/AIDSvirus.

Justice Brian Cottle sentenced Desron Roberts, whohadbeenonremandfor nearly four years awaiting trail, to a further 17 years, five months and 11 days in prison.

OnJune27,2022,Robert pleaded not guilty to the chargethatbetweenOctober 24and27,2018hemurdered RhodesiaRochelleBailey

The court heard that Roberts, who was then 22, had a sexual relationship withBailey,30,whosehouse hefrequented.

OnJuly16,2018,Bailey told Roberts that she was HIV positive and two days later, he went to see a doctor, who advised him to take a post exposure treatmentforHIVandtoget tested

Robertsbeganthecourse of medication, but did not adhere to the prescription fully as he felt that some of the side effects of the

medicationweretooharsh.It isallegedthathehadboutsof d e p r e s s i o n a n d contemplated suicide but was afraid to speak to anyone about his problem forfearofthereactionthathe wouldface.

Nonetheless, he continued the sexual relationship with Bailey and in October 2018, decided that he would kill her, wrongly thinking that she had infected him with HIV

On October 25, 2018, he took a knife with him to Bailey’s house. As she was lying wearing only her underwear, Roberts told her thathehadcometokillher

It is reported that Bailey toldRobertsthatshewasnot afraid to die and he put the knife down and began to strangle her Bailey attempted to reach for the knife but was unsuccessful and Robert continued to try tostrangleher

Unsatisfied with his attempts to end Bailey’s life that way, Robert took up the knife and began to stab Bailey, who held on to him begging for her life

Roberts stabbed her multiple times before releasing her Bailey ran from the house but

collapsednearby

Robert then allegedly returned to his home. A passing villager found Bailey’s body early the followingmorning.

Apostmortemfoundthat she died of multiple stab wounds.

Following his arrest, Roberts confessed to murderingBailey

In sentencing Roberts, JusticeCottlesaidhehadno need to depart from the guidelines regarding the a i m s o f c r i m i n a l punishment, namely retribution, deterrence, prevention, rehabilitation, and that the court must follow the sentencing guidelines, unless they lead to injustice in a particular case.

Justice Cottle said further that the court can impose on an adult convicted of murder, a sentence of death, a whole life sentence or a determinatesentence

He said there was a significant degree of premeditation involved in the killing, noting that Roberts took the knife with himtothesceneandtoldthe victim that he had come to killher

Hudson takes the blame!

…but insisted the GOAcould’ve helped

Aubrey Hudson, president of the Athletics Association of Guyana (AAG) is taking full responsibility for the country’s track and field athletes not being present at the SouthAmerican Games. Thegamesarescheduledfor October 1 – 15 in Paraguay, with Guyana being represented by 16 athletes and six officials from the disciplines of boxing, squash, table tennis and badminton. Kaieteur News has been clinical in its reports of the AAG’s flaws, in particular of them not having athletes at the South AmericanYouth Games, the World U20 Championships and also failing to register a single athlete for the Commonwealth Games something that was done on their behalf by the Guyana

Hudson said the AAG knewtheywerelatewiththe submission of a long list of athletes to the GOA, but ca utioned, “the requirements for submitting a long list is not just a list of names and the GOA takes it…it’s a comprehensive list with passport information and all the rest of it. If athletes do proper registration at the beginning of the year, then it’s easy to transition that informationover.”
