Guyana risks losing oil revenues in NY Bank without legislation in force - Ram

ome 31 months after the passage of Guyana's Natural Resources Fund Act and its subsequent assent by then President David Granger in January 2019, the only thing active about the Fund, commonly referred to as the Sovereign Wealth Fund (SWF), is that it continues to generate controversy.

At least, this is according to eminent chartered

accountant and attorney-atlaw, Christopher Ram, who in his most recent writings under the rubric, 'Every Man, Woman and Child Must Become OilMinded'—published on his c h r i s r a m . n e t outlet—contends “The Natural Resource Fund Act is not in operation.”

Qualifying his arguments, the prolific civil rights activist noted that more than a year after the

PPP/C regained power on August 2, 2020, and more than two years after its assent by then President Granger, the Natural Resource Fund Act is not in operation, since no commencement order has been issued to bring it into force.

To t h i s e n d , R a m contends, “there is, therefore, no effective or legal requirement that the oil money or any part of it should go into the account

being held in the Federal Reserve Bank of New York.”

The Attorney said, “such a vacuum is dangerous, irresponsible, and raises some grave questions.”

Ram has since posited, Government is now left with three principal options when it comes to the Act – appoint a date bringing it into operation, repealing it with no immediate replacement, or, to give effect to its own preference, repealing and

replacing it.

He suggested, “having not brought the Act into operation for an entire year, it is difficult to see the Government doing so now…And in any case, doing so has implications and consequences: not only to acknowledge and validate an “unlawful Act”, but agreeing to its restrictions on expenditure, which governments generally (Continued on page 16)

ExxonMobil Head says local content drive “makes good business sense” - but details on spending $$$ still shrouded in secrecy Even as it continues to hide from public scrutiny, evidence of the billions of dollars it claims to have expended in the last five years on Guyanese hires and support services, the President of ExxonMobil Guyana, Alistair Routledge, continues to sell the message that the American oil giant and its prime contractors have been making “significant efforts” to bolster local content.

In fact, Routledge said these efforts at local content occur since it “just makes good business sense” to do so. He reminded via a missive from ExxonMobil Guyana yesterday that this particular comment was made during his recent visit to the Offshore Construction Facility of its Italian contractor, Saipem, where

the first subsea jumpers were fabricated in-country by a majority Guyanese workforce. The work was subcontracted to the Guyanese joint venture, Guyana Oil & Gas Support Services Incorporated (GOGSSI).

He further noted that all of the major international companies contracted by ExxonMobil Guyana have a presence in-country, and have been steadily moving activities from Trinidad and Tobago, and other locations around the globe to Guyana.

Routledge noted, for example, that ExxonMobil's three prime drilling service companies— Schlumberger, Halliburton, Baker Hughes— have all built major support facilities in Guyana.

“In the early days, when

we started exploration, there was no infrastructure, no expertise, no history to leverage so we had to utilise the existing capability, the existing facilities in Trinidad…I'm really excited to say that by sometime in 2022, virtually all of that supply chain, all of that work will have been moved to Guyana from Trinidad. That will be a major milestone for Guyana, for local content, for the people of Guyana.”

It is crucial to note, however, that for almost six years, ExxonMobil has ignored calls to provide a disaggregation of the money it claims was spent on an annual basis for training Guyanese, procuring goods and services here, and ensuring technology transfer occurs.

In fact, ExxonMobil has

not provided for independent verification, the names of the Guyanese businesses it has used from 2015 to now.

F u r t h e r, i t h a s n e v e r produced a breakdown of salaries paid to Guyanese by ExxonMobil Guyana and its joint venture partners.

The only time ExxonMobil has ever released the list of companies it claimed to have used for its local content efforts was back in June 2018.

The company had claimed that it did use over 300 Guyanese registered companies to supply services.

In response to calls for evidence of same, a list was provided. Upon examination, however, it was found that ExxonMobil padded its list with the

· Met with all of the strategic stakeholders to explain the plans for the company. · Commenced the rehabilitation of sections of the mills and a review of the existing mines operations plans. · Re-commissioned the mills and mines to resume official production.

During all of these activities, the company was not earning any income from its operations and continued to rely on supports from the parent company, Zijin Mining Group, in China which continues to support all of our major projects and activities.With regards to the company's Operations Report, the company is open to discussing the outcomes of its Mining and Milling performance. The company

stands ready to highlight the many issues being experienced, as it settles down to focus on achieving its goal of increasing its stripping, mining and milling capacities to produce its targeted gold output in this very difficult period of mining during the pandemic.

This was in addition to three consecutive periods of flooding, which led to the flooding of our main mining pit further affecting production output, as the ores to be mined were underwater.

We are certain that in the future, even as we openly invite this Newspaper to our mines and operations, at very short notice, reports shall be much more balanced and not sensational.

ExxonMobil had claimed that the Centre for Local Business Development, which is located on South Road, has remained supportive of local businesses with a transition to virtual courses.

However, no evidence or report of any kind was provided to confirm this.

Additionally, ExxonMobil had said that the centre continued mentorship of 10 Guyanese companies in the process to be compliant in the ISO 9001 quality management system. Those names were never released.

Marcus Bisram's appeal to CCJ set for Nov 11 Marcus Bisram appeal's against a decision by the Court of Appeal for him to be committed to stand trial for the October 2016 murder of Berbice Carpenter, Faiyaz Narinedatt, has been fixed before the Caribbean Court of Justice (CCJ) for November 11, 2021. The hearing of oral arguments in the matter is set to commence at 10:00 hours via video conferencing.

Back in June, the CCJ had moved to suspend a judgment by the Appeal Court in the matter, where the Guyanese-American businessman and philanthropist was ordered to face fresh proceedings for the murder of the Berbice Carpenter.

The CCJ made the order after a preliminary hearing of an appeal filed by Bisram and his legal team. During the hearing, the CCJ ordered that the Appeal Court's judgment in the Bisram case be suspended until the matter is heard and determined by the judges of the CCJ. The CCJ also ordered that no steps be taken to re-

The blame game Guyanese live with a different culture today, thrill to the personal satisfactions that come from what is now the local modus operandi. It is called the blame game, where nobody takes responsibility for anything anymore. It is always the fault of the other side in the situation. We offer one remarkable example, which should convey just how bad things are, how far the peoples have fallen apart, and the lengths to which they will go to pull the wool over the eyes of naïve and longsuffering Guyanese. There is so little by way of personal or collective pride, so much lacking in individual dignity. Whatever happened to the simple decency, the long-ago honesty, for which Guyanese were known?

The most recent example of the Guyana style blame game is a messy matter, one which grows messier by the day, with clashing news developments. KN first reported the story of possible hidden corruption to favour cronies of the PPP Government involving steel sheets, where the same needed steel sheets were retendered four times. On the face of it alone, such an action opens the door to the worst of suspicions. After all, honest and conscientious Guyanese know that we are not dealing with saints here, and this is no matter how much this one or the other one protest. In fact, the louder they protest, the more they make matters worse, the more waters get muddier.

First, the Ministry of Agriculture (Ministry) and one of its departments, the National Drainage and Irrigation Authority (NDIA) took offense at what we had termed the likelihood of collusive and corrupt practices, which could favour friends and comrades, to the detriment of the rightful winner(s) of the bid for the supply of these steel sheets.

Both the Ministry and the NDIA were all righteous indignation, offering supporting extracts of chapter and verse from the Procurement Act 2003, which were held out as removing any finger-pointing or suspicion at either state entity. The thrust of the Ministry’s and the NDIA’s position was that it is the National Procurement and Tender Administration Board (NPTAB) which is responsible for any such retendering decision and process. We reasonably thought that getting to the real facts and circumstances surrounding this retendering action (four times for the same project) was drawing closer. Well, it was not to be, with more information from another source to add to the already prevailing thick darkness relative to these steel sheets.

For, it soon came out that the NPATB was having none of what was being dumped on its head by the NDIA and Ministry. According to NPTAB, it is the procuring entity that makes any such decision about advertising and retendering, and takes all associated actions, for whatever reasons.

In essence, the procuring entity is the body that reviews, redecides, and initiates any restarts, such as through the mechanism of retendering. This new development from NPTAB, very clear in and of itself, with its own corroborating authoritative extracts from that same Procurement Act 2003 used by the NDIA and Ministry have us looking at one set of public servants, then another, as we at this publication wonder what is going on here.

Without casting any aspersions, or jumping to any judgments, a couple of things could be said. They are both fair and reasonable, all circumstances considered, especially when due consideration is given to the corrupt way of life that is the now dominant standard in Guyana. It is said that even the devil can quote scripture to suit his purposes, a familiar one to most Guyanese. The scripture in this murky matter is the Procurement Act 2003. Now, what is still unclear is how many devils have their hands in this molasses mix of a retender, and which one or group is the real devil amidst the clashing narratives. One does not have to be a preacher to appreciate that the devilish is at work or a police officer to determine that some skullduggery is in motion with this retendering fiasco.

We do not need a university degree to educate us on life in public service Guyana today. Neither should any Guyanese. Who is responsible for this retendering? Who benefits? That’s all, folks.

Oil & Gas Governance Network awaiting response from Govt. on tax certificates issued to oil companies Dear Editor, We would like to inform the nation that it has been two months since we have requested the information below from the Government.

We have received no response so far. Guyana has a review by the Extractive Industries Transparency Initiative (EITI) in October and should be concerned it may get a low grade for transparency and accountability.

5. Additionally, can you say whether Exxon, Hess and CNOOC have used these Tax Certificates to obtain Tax Credits in their home countries?

regulations, and in recognition that the Government of Guyana has committed to accountability and transparency under its membership in the international EITI (The Extractive Industries Transparency Initiative) and its ratification of the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean – the Escazuì Agreement – which enshrines the “Principle of Maximum disclosure” and Citizens Human Rights.

Where development is, change is inevitable, but at what expense?

Dear Editor, There is now coming to the fore a hesitating but certain evidence of the power of the process of social change. And I speak particularly, Editor, with special reference to Amerindian culture, as we endeavour to unpack the theme, “Maintaining our cultural integrity; celebrating our cultural identity.”

The perceived change in the visible and perhaps nonvisible social expressions of the Amerindian culture is not any indication of a dying culture.

I believe changes occur in any culture in order for it to survive.

Changing of social norms is indicative of a culture that is adapting to the effects of a changing world, to the effects of the socio-economic sphere around us and everything that revolves around it, for the

sake of its survival.

So an evolution is taking place, does take place and will continue to take place, ad infinitum, to the Amerindian culture as we adapt to a changing world ethos.

Communication, housing, clothing, language, music, etc., keep adjusting; keep adapting, to meet the demands of the social world.

Some things must and will go as a matter of course into the dustbin of history, for example the ‘Lap’ that is mistakenly perceived as part of our cultural identity in Guyana.

That is not so, Editor.

Certain key aspects of our culture, subject to will of the People; their preferences, must take precedence.

I emphasise: some aspects of a given culture will obviously change, adapt, to meet the demands of a changing human environment. It can never be etched in stone, as such. I

think of a ‘Closed community,’ much like a Chinese community in Guyana, (subject to correction) where language, dietary preferences, easily survives simply because of what it is: a ‘closed community.’

Today, but much to the loss of our Amerindian tribal languages, our communities are no longer ‘closed’ as in the past.

But can we stop ensuing changes? Of course not.

Development will take place, is taking and will continue to take place.

Where development is, change is inevitable.

So, change continues to take place and whether it wreaks havoc on one’s culture or not is not the question. What is needed is the will of the people, the strength of the people to securely preserve what is theirs.

Once my culture is my pride, I must live it, love, protect it, come sunshine or

rain. My culture must take precedence over social forces. It takes priority.

In a changing world environment, however, whether we accept it or not, we will never historically preserve all of the Amerindian culture in its purest form.

But that is no excuse to compromise it.

Facilitating a cultural evolution; a process that occurs to every social group in every corner of the world are social factors, social forces, both negative and positive.

If we are selective in what we adopt as our sub-cultures we could be contributing to the enhanced, improved image of our cultural identity.

So, prevailing changes in the social world which might be contributing to a cultural evolution is not the issue. We all have a moral obligation to continue to rally our brothers and sisters to continue to (Continued on page 5)

The PPP is no longer a working class party Dear Editor, Mr. Ralph Ramkaran posits the view that the PPP is no longer a MarxistLeninist party. This statement found some resonance with Mr. Donald Ramotar. I am not one too much into labels but my understanding is that the PPP was founded by the Jagans and others as a working class party, and both Cheddi and Janet Jagan gave their lives for the betterment of the ordinary man.

The Working Class.

However, the PPP has long ceased being a Working Class Party. It was hijacked many years ago by a group of opportunistic businessmen trading under the name and style of the Private Sector Commission (PSC). This small group of businessmen has been able to infiltrate the party and government to land plush jobs, contracts, directorships, acquire buildings and generally to gorge at the trough. And this is all being

done in the name of Working Class Party. The rank and file of the party should take note.

They are only used every five years to vote but these businessmen are drinking champagne and travelling first class and driving large duty free vehicles. Time to wake up and send these people packing.

Mind you, not all around the PSC are opportunistic.

There are a few decent business people around the Private Sector Commission,

but by and large, this organisation is run by a small group who look after themselves, their businesses, their friends and family. It is even dynastic. I must point out that, in my view, the Private Sector Commission is not the Private Sector of Guyana. Many decent and successful businessmen look upon the Private Sector Commission with scorn and disdain.

We must plan ahead Dear Editor, After enjoying the peace, rest and reflection offered during the International Day of Peace, one does start to become concerned about how long such peace will be maintained. The fragility of the situation does unveil itself as time progresses.

Modelling of the increase in the sea level due to climate change has brought into focus geographical areas that have been invested in heavily over the decades. Large industrialised locations in China are at risk as well as major global cities. The lack of foresight and adequate planning is now evident, but more worrying is the resulting impact that climate change will have on world peace. This makes climate change the most important global security issue and one which the UN Security Council should have on its agenda to address with a high level of urgency.

The resulting mass migration and relocation due to climate change will bring with it increased conflict across borders and place a strain on must have resources.

Reduced availability of affordable goods, increases in prices due to supply shortages and the resulting inflation from increased real estate and construction demand are major factors that will destabilise the global economy as flooding and destructive climate events become more frequent. Many nations continue to invest and reinvest in unsustainable

We will be open to change while at the same time not relenting on making our presence felt through our lifestyle, our language, educational achievements and, of course, our culturally approved ceremonial wear, etc. The element of change in our cultural practices is bound to occur which I do believe no one can possibly stop. But it is an evolution; not a revolution.

habitat locations with a high level of denial of the reality before us. Oil producers are shifting their energy portfolio at a pace that doesn’t eliminate the risks being faced globally.

In the case of our beautiful homeland, the reaction has been lagging and the result is a handout after each flood to our farmers and other affected citizens. The time has come when we as a nation must do more than just being reactive to disasters.

We must plan ahead.

It is opportune to know what treasures we have below the surface and the value of it. This makes our negotiating position stronger when in discussions with our fellow nations on the merits of no longer extracting and using a resource that will displace millions of human beings and cripple many economies around the world. When such mass migration and large economic destruction occurs, it is usually followed by war.

Our economically developed allies can afford to work with us and other concerned nations to prevent the further use of oil and gas. Having 20 Billion or even 30 Billion Barrels of oil at our disposal should motivate our government to sit down with the UN Security Council to discuss payment to leave this resource in the ground.

We cannot afford to let the situation worsen before taking this crucial step.

irrigation and drainage systems and the need to relocate further inland, a serious discussion is yet to be had and a decision made in our Parliament. There must be a clear path ahead and those governing must establish what steps will be taken over the next five years to ensure that our citizens are not forced to relocate in an unprepared manner. The foundation of a new Capital City needs to be laid. The giving of house lots should be for such a location, where the resulting climate change will have minimal impact on the daily lives and the livelihoods of our fellow Guyanese. There should be no further hesitance in taking the required action to develop further inland on higher ground.

Our Nation’s budget, planning and development have to be aligned to address this urgent need for relocation and coastal defence.

Well travelled Guyanese roads, same terminal Dear Editor, Whenever I see actions of the state following certain well-travelled routes, I manage expectations.

Precedent and commonsense tell me that the game is up, goose cooked, and regular menu served. The official covers are labelled procedures and process. I detect this at work with the Orrin Boston murder over there in Dartmouth.

State actors make fervent public promises following inconvenient tragedies. But a different kind of practice occurs behind the scenes, with specific objectives in mind. The first is limiting fallout, aka damage control.

Of recent, we have been graced with immediate visits from police brass uttering seemingly sincere commitments, and then this vast vacuum of silence. More than a week after the Dartmouth killing (called by

some an ‘execution’), and after an intolerable and agonising interlude for the family and community, the second careful step falls into place. It is not so silent, as the official intention is to give the impression that things are moving, and of paramount importance. It is evidenced in sending the matter up the ladder. That is, to the Police Complaints Authority. It should be a welcomed step, but one need not be a cynic to appreciate that the wheels are being greased with specific outcomes in mind.

Tragic accident is one. A slight case of overreaction in a split second is the second.

The third is that it was dark, which handicapped decision-

makers on the ground in that fateful room. A tragic bed, it was. And a likely fourth, which could be attempted, is that there was the fatal judgment call compelled by what was suspected to be menacing movement on the decedent’s part. The first falsehood was confrontation, so others are not off-limits.

This is of Orrin Boston, and his grieving family, first. It is also of me and you, fellow citizens, for, once again, no one is safe from those who come like skulking curs in the deep dark of the dawn that never rose for one man and his family. Last week, it was Orrin Boston in Dartmouth, he will not be the last. Or to (Continued on page 6)

As can be gathered by now, I have scant confidence in the deliberations and purity of the Police Complaints Authority. For, I detect in its supposedly comforting presence, another entity which is part of the national

culture, part of the sometimes-nuanced exercises towards foregone conclusions, which confirm that the fix is in, the outcomes were decided.

All that is left is for the PR gurus to put their sanctimonious stamps on the final product.

As other examples, I tender the EPA, and the

magistracy in parts. I am glad that the Office of the DPP has stepped things up a notch or two, but there is much more ground to go.

We cannot have truth and justice, when deceivers are at the helm of this land. And when there is no justice, there is no hope for much else.

Key reforms will make Guyana better for all Dear Editor, Electoral, Constitutional and Governance reforms are believed to be the most important changes that will make Guyana better for everyone.

In its Manifesto, the PPP/ C promises to facilitate the process of Constitutional

Reform.

When will the Government also give urgency to this and put in the effort and resources as it is doing without any hesitation, to deliver on investment, agriculture, sports, etc.?

Will the Government and the Opposition too, reach out to individuals and advocacy groups, like

Electoral Reform and Article 13, who publicly declare their interests to bring about the meaningful and necessary amendments?

Also what is happening with the One Guyana Commission which promised to make Guyana a more inclusive and an altogether society?

It is moving supplies from T&T to Guyana to advance its exploration.

Guyanese, meanwhile, have basket cases for leaders in the recent Coalition and this current PPP/C Governments. The mentality of corrupt (compromised) Guyanese leaders is: come here and be sure to flourish. We guarantee it.

They give profitability guarantees to Exxon and the rest, but tell Guyanese citizens: don't expect much anytime soon.

Who are these uncaring leaders?

Agri. Minister promises scholarships, shadehouses for White Water Village Agriculture Minister, Zulfikar Mustapha, while addressing aresident of White Water Village.

During a recent visit to Mabaruma, Region One (Barima-Waini), Agriculture Minister, Zulfikar Mustapha, announced plans to improve the village’s human resource capacity by offering two scholarships to eligible persons to study at the Guyana School of Agriculture.

Minister Mustapha made the disclosure while speaking about the Ministry’s move to revamp its extension services.

“I am working on revamping the entire

extension arm of the Ministry and the entire agriculture department in Region One. We are now looking to take young people from the community. We will train them and give them a stipend, so that they can work with the farmers by offering extension services.

Today, I’m pledging two scholarships for White Water Village. If you can identify those persons, we will train them at the Guyana School of Agriculture. When they are finished, they will be able to return to their community

with the skills to help the farmers with extension services,” Minister Mustapha announced.

In addition to the scholarships, Minister Mustapha also told farmers that, through his ministry, two shadehouses will be built to assist farmers with their production.

“The ministry will also give this village two shadehouses. We’ll build the shadehouses for the community, so that the farmers can benefit. We’ll work along with the village

Shopkeeper robbed at knifepoint A 63-year-old shopkeeper, who resides at Industry Housing Scheme, East Coast Demerara (ECD), was on Wednesday night attacked and robbed by a knife-toting bandit.

She was relieved of 35,000 in cash, along with a quantity of Digicel and GT&T phone cards.According to investigators, on the day in question at about 20:15hrs, the elderly woman, who operates a grocery shop at the bottom of her dwelling house, was in the process of securing her shop, while her sister was assisting her in locking the gate.As soon

as the gate was locked, the suspect reportedly scaled the fence and held the sister at knifepoint.

She was then taken into the shop where he relieved the shopkeeper of the cash and phone cards.

He then made good his escape on foot.

Immediately after the incident, the two women raised an alarm and the police were contacted. Checks for the suspect proved unsuccessful.

Investigations are ongoing.

While highlighting some of the long-term development plans for the region, Minister Mustapha told farmers that the ministry will be providing a range of services to farmers, starting with the construction of an agro-processing facility.

“We are investing $10 million to build an agroprocessing facility in Mabaruma.

The farmers in this community, rather than going directly to the market, when that facility is completed, can take their produce there. Our staff will help you to properly package your produce and also assist you with finding markets.

Before the end of the year,

that facility will come into being. The government is also putting systems in place to improve the transport services to and from the region. With the ferry service that is currently in place, farmers will be able to send their produce to other regions. Farmers can also look forward to similar services being offered as time progresses.

The ministry, through the New Guyana Marketing Corporation, will help secure markets for your produce,” Minister Mustapha said.

He also told farmers that since taking office, the Ministry had resumed the distribution of inputs like seeds and Acoushi ant bait.

“We are now working with farmers to make their crop more value-added.

Over the years, most farmers have been doing subsistence farming. Farmers’ crops are dying, Acoushi ants have been damaging their crops, you are not getting the kinds of chemicals you need or ants’ bait to save your crops.

Since the PPP/C government took office, we’ve resumed our seed and Acoushi ants’ bait distribution exercise.

Farmers are now receiving these things free of cost,” Minister Mustapha explained.

He also told farmers that similar projects are being explored for the village come 2022.

Each of the communities visited during the outreach benefited from a number of tools, seeds, chemicals, congo pumps, packets of Acoushi ant bait, and other planting materials.

Unlicensed driver on bail for allegedly causing death of motorcyclist Forty-eight-year-old Rawle Stanton of Lot 303 One Mile, Wismar, Linden, was on Wedenesday placed on bail for allegedly causing the death of motorcyclist, Adrean Andries, 23, of Lot 1 1 2 Wi s r o c H o u s i n g Scheme, Linden.

Stanton, who is an employee of the Linden's Mayor and City Council, appeared before Chief Magistrate Ann McLennan in the Georgetown Magistrates' Courts.

He was slapped with two charges and was granted bail on both. The first charge alleges that on September 12, 2021 at the One Mile Public Road Linden, he drove motor lorry GWW 9089, in a manner dangerous to the public, thereby causing the death of Andries.

The second charge stated that, on the same date, Stanton drove motor lorry GWW 9089, when he was not the holder of a lorry

licence at that time.

The court heard that on the day in question, around 12:45hrs, the defendant was driving said motor lorry GWW 9089, proceeding west on the northern side of the One Mile Public Road.

It was reported that Stanton then stopped the motor lorry to pick up garbage. However, when he went back into the vehicle and while attempting to turn south, he ended up in the path of the motorcyclist.

The front of the motorcycle collided with the motor lorry and the impact caused Andries to fall onto the road's surface. The man was picked up in an unconscious state and taken to the Linden Hospital Complex, where he was pronounced dead upon arrival.

Moreover, the police prosecutor made no objection to bail being granted to the defendant, but

asked that conditions be attached to the bail, if granted. The prosecutor then informed the court that while the defendant has a licence, he does not have a licence to drive a motor lorry.

The defendant's lawyer then argued that, based on what his client represented to him, the motor lorry was stationary at the time of the accident.

This triggered the prosecutor to respond by stating that, according to the investigating rank statement, it was never mentioned that the vehicle was stationary at the time of the accident.

Chief Magistrate McLennan then granted bail in the sum of $400,000, for the causing death by dangerous driving charge, and $20,000 bail for the unlicensed driver charge.

The matter was then adjourned to October 6, 2021.

The business class is in bed with the PPP/C David Granger idolised Forbes Burnham but he failed to complete what Burnham started: the diminution of the business class. Burnham began the rout of the business class in Guyana because he feared that class could unseat him in the same manner that, under Peter D'Aguiar, it had combined with him and the Central Intelligence Agency (CIA) to unseat the PPP. The business class of the 1960's, fearing communism, had compromised itself by jumping into bed with Burnham. When he turned against that class by refusing to go into the 1968 elections as a Coalition and when he said that never again would the PNC enter into a coalition government, that class felt betrayed.

Utterly humiliated and distanced from the PNC, the oligarchs of that class left Guyana in droves or were forced to do so by Burnham's socialist policies. The only segment of that class which Burnham never touched was a group of family-owned businesses which he knew he could control but which he also applied pressure against, including seizing their lands.

Burnham's socialist policies forced an exodus of the business class, as the then Prime Minister brought most of the economy under state control. But the business class had the last laugh because while they were pushed out, they also left with their money and other assets thereby impoverishing the country further.

The business class today is perceived to be aligned to the PPP/C. But they are not interested in the development of Guyana; they are

interested in prospering even if it is at the expense of the people of Guyana.

Many of the private businesses in Guyana export their wealth. They reinvest a part of their monies but much of their wealth is being held overseas. Some of them own properties in the United States and elsewhere. The money they make off of the exploitation of the poor people of Guyana are shipped overseas to increase their overseas holdings, send their children to foreign schools and to set aside for vacations every summer.

Guyana did not only suffer a brain drain because of the migration of its brilliant sons and daughters.

It also suffered massive capital flight in which tens of millions of US dollars are exported each year by rich businesses and families.

Yet the focus on studies, one on the country's development, stresses mainly the human capital losses of migration. It is estimated for example that 39 percent of the country's population live outside of Guyana and more than half of its university graduates reside in the United States.

Some estimates indicate that these latter statistics can be as high as 70 percent.

Years ago, it was assumed that Guyana would continue to lose skilled personnel and private capital until and unless the government of the day proved that it was committed to the principles and practices of the free market. However, there is no question that over the past 20 years the government has been pro-business. Yet the emigration of skilled

professionals and the flight of capital have continued unabated.

No one is yet to do a comprehensive study of capital flight in this country.

But if that were done, it would establish what is known: that the rich ship out their monies and store it in assets overseas and to fund extravagant lifestyles.

The private sector reaps a large fortune out of the local economy. Unless and until there is greater reinvestment into the local economy, by the business class, Guyana will remain poor and underdeveloped.

The business class is interested in local content in the oil and gas sector so that they can expropriate a greater share of the country's oil wealth. But that greater part of that greater share is not going to remain in Guyana. It is going to be shipped aboard.

So, what is the difference between the local business class and those foreign multinationals which are raping the country's wealth and exporting much of it?

What is the difference?

The business class now controls the government. The same class which in the 1960's was so opposed to Jagan's communism is now in bed with the leaders of the PPP/C. The business class enjoys tremendous benefits under the present government.

The business class is reaping the benefits of this measure. But consumers are still complaining about the high prices of goods on the shelves. So, while consumers are struggling to balance their budgets, the concessions accorded to

businesses are not being reflected in prices.

Capital flight by the business class hurt the David Granger economy. The depreciation of the Guyana dollar was assessed to have been contributed to by capital flight. And in the end the failure to control capital flight contributed to the

APNU+AFC's election defeat.

THE FREDDIE KISSOON COLUMN

I don't have to publish my record. My country knows it I

have said it umpteen times; I do not use social media. I do not have a Facebook account.

But people send me Facebook postings and other things from social media all the time. I got one about what the Stabroek News (SN) wrote about me in their online edition yesterday.

I went into my email to send my column for today when I saw one of the mails. I do not go online to read the Kaieteur News (the newspaper should start sending me a copy) and the Stabroek News. But the Stabroek News in reply to a comment on my criticism of Transparency International Guyana Incorporated (TIGI) took an unsavoury dig at me.

I will reproduce the exchange as sent to me.

“Fuad Rahaman - I didn't waste my time reading this nonsense but I did read with great interest Mr. Freddie Kissoon's critique of TIGI in today's KN. Unlike TIGI,

Mr. Kissoon is consistent and trustworthy. The larger issue that is coming to the fore is the agenda of the Portuguese/Mullato/Creole bourgeoisie loudspeaker, i.e., SN. I never bought in to arguments about race and class as they relate to journalism in Guyana but these factors cannot be dismissed.” In response SN wrote, “You clearly have no fix on the situation in this country. If Kissoon is your prism you better look elsewhere. We would take TIGI any day.”

I am a simple man hardly capable of asserting arrogance about my character but I say boldly and I will put it in emphasis – IT WOULD BE INFRA-DIG for me to reply to what SN wrote about me in that line yesterday.

I would not assault my dignity in response to this criticism of SN by reproducing over 50 years of social, political and human

rights activism in this country over which only Walter Rodney has suffered worst than me – he lost his life.

No other activist in the history of this country has had vindictive state behaviour thrust upon him over a long period and in two instances almost lost his life.

In the pursuit of me, the state also attacked my wife and daughter. I will leave it at that.

If the Stabroek News chooses TIGI over me that is the newspaper's right. There may be things about me that the newspaper does not like.

In theoretical terms that is understandable and logical.

A man could be a good person but the feminist movement would not like him because he thinks women should not be entitled to an abortion.

A man could be a good person but the LGBTQ community may not like him because he opposes

homosexuality and bisexuality. A human may not be like someone because he takes positions on class and colour that others will resent him for publicising.

It is obvious to any person who takes an interest in the broad stream of events in this country where the Stabroek News (SN) is coming from. It had to do with my academic, I repeat, academic discourse on race, class and colour in Guyana.

My analysis was not personal or personalised.

And I did write in my column that I have nothing personal against the newspaper.

On the contrary, I think the SN is a very important institution. As a person driven by the philosophical fulcrums on which democracy rests, I believe the free press is precious. If we have governments that

cannot be criticised then freedom and j u s t i c e d i e Frederick Kissoon immediately. I would hope that the SN continues its existence c ountless Indians come up to because the free press is me and gave wonderful needed to expose the wrong encouragement. Africans behaved the same way to me directions of power.

I cannot complain and I when I was a consistent critic should not that the SN prefers of the APNU+AFC regime. a social actor like TIGI over Yesterday, I parked on me. Why should I go on a rant Cummings Street to buy a and produce my record over box of INAVA flavoured the past 50 something years water.

GNBS disapproves moisture metres for rice farmers Guyana National Bureau of Standards ( G N B S ) i n a n advertisement published in this newspaper notified rice farmers that they have disapproved of the moisture metres in use at the Rice Mill at Dryshore, Essequibo Coast (Region Two) for commercial transactions.

When contacted by this publication, the GNBS stated that the metres were disapproved, because they are not manufactured for the purpose of commercial transactions, which are being conducted.

The moisture metres are used by rice millers at the various rice mills to determine the moisture content of paddies purchased from farmers.

By virtue of the 1981 Weights and Measures Act, the GNBS is responsible for the verification of all moisture metres and other measuring devices used in trade.

The GNBS conducts all verification at rice mills in collaboration with the Guyana Rice Development Board (GRDB).

Information received by this publication is that the GNBS disapproved of the moisture metres, because those that were used by the

rice millers are manufactured for domestic purposes, and are not permitted for use in commercial transactions.

A s s u c h , t h e measurement provided by the metres after consistent use is not accurate, resulting in significant losses for the farmers.

The moisture metres are approved and verified by the GNBS twice annually, i.e., during their verification exercises of January to March and July to September. Over time, the GNBS observed that the domestic moisture metres are showing a difference of more than the acceptable tolerance which is +/- 0.8%, and they do not have mechanisms for adjustment.

The millers are cautioned to consider this bias when using the instrument; however, there is no guarantee that this is being done. Notably, the Commercial moisture metres have provisions to be adjusted, if an inaccuracy is detected.

Inspections and verifications are done twice annually. However, the miller referred to in the notice did not submit his device to be verified by the GNBS before the second rice crop for 2021.

When asked by this publication what alternative can be used, none was given, b u t t h e G N B S recommended brands of commercial moisture metres which are: Perten AM 5200 Moisture metre, DickeyJohn Commercial NTEP G r a i n T e s t e r GAC2500UGMA, Steinitz NTEP Moisture Tester SL95, and Gehaka 939.

During a meeting on February 25, 2021, at State House, Anna Regina, Essequibo Coast, rice millers were informed by the GNBS of the use of the Commercial moisture metres.

They were advised to acquire the recommended metre before the commencement of the second rice crop, inclusive of the type/model of the metres approved for use by the GNBS effective July 01, 2021.

Additionally, a letter was sent to all rice millers in May 2021 to acquire the metres, along with a printer to document the results emanating from the device on purchase of paddy from farmers. The letter also warned that all domestic moisture metres found in use in any area where business is being conducted at mills would be forfeited.

Man who did not return from Businessman, logger “lime” with friends found killed in Buck Hall crash murdered - one arrested A man who had failed to return after leaving his home on Tuesday to go on an afternoon “lime” with his friends was found dead the following morning with chop wounds to his body.

The dead man was identified as Pradesh Ramgobin better known as “Avinash” age 33 of Hope Estate, East Coast Demerara (ECD).

Police have since arrested a suspect, who was the one that

reportedly notified Ramgobin's worried mother that her son was killed.

According to police, Ramgobin would normally go out with his friends to consume alcohol and on Tuesday around 17:00hrs, he left to do the same.

It was also reported that he told his mother that he was going to 'lime' with friends and would be back later that evening. His relatives waited for his return, but he never showed up that (Continued on page 16)

Regional bodies to accelerate C’bean's renewable energy transition

A

s Caribbean Community (CARICOM) Member States race toward their respective renewable energy targets, two organisations in the region have forged a partnership to help advance and accelerate the Caribbean's sustainable energy transition.

According to reports, The Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE) – a specialised energy agency of CARICOM and, the Caribbean ClimateSmart Accelerator (CCSA) – a non-governmental organisation – have teamedup, signing a cooperation agreement to accelerate regional and national mandates for the adoption of renewable energy and energy efficient technologies.

In a public missive announcing the partnership, it was noted that the alliance was formed “amid continued fuel price volatility, and during the unpredictable hurricane season, coupled with an unprecedented global pandemic.”

It was noted that, “Globally, the energy sector is a significant contributor to greenhouse gas emissions, which has been shown to increase the intensity of hurricanes which impact the region.

The intrinsic link between energy and climate action can, therefore, not be underestimated. As such, the entities have agreed to partner on sustainable energy project development support - through initiatives such as the CCREEE's Project Preparation Facility (PPF), knowledge and information sharing, and the provision of technical and investment assistance, for both renewable energy and energy efficiency interventions.”

Remarking on the cooperation agreement, CCREEE's Executive Director, Dr. Gary Jackson, shared that agreements such as these are just the catapult the region needs.

“The CCREEE believes in the power of partnerships, for the benefit of the Caribbean people. This partnership will operate within the regional energy landscape and builds on our existing programmes; it

CCSA's Racquel Moses disproves the notion that we're all working in silos”, he said.

CCSA's Racquel Moses expressed similar sentiments, noting, “It is with unbridled enthusiasm that we have signed this cooperation agreement with CCREEE, for it signals our unwavering commitment to work with all regional stakeholders in the pursuit of making the Caribbean the world's first climate smart zone. It is through regional collaborations, such as this, that we will be able to strengthen the Caribbean's capacity to be more climate resilient, while simultaneously creating the springboard for economic development and long-term s u s t a i n a b i l i t y. ” T h e cooperation agreement between the two entities is expected to be in place for a period of four years, with the option to extend.

Kaieteur News has been informed by a source, who was present during the incident that the two senior security personnel showed up at the location on Monday to assist the security guards attached to their company in enforcing the COVID-19 vaccination requirement regulations, but were met with verbally abusive nurses at the gate. It is alleged that while they were executing their duties, a nurse attired in her PPE and was on duty at the Accident and Emergency Unit left her post. She then walked towards the senior security personnel at the gate, and began to verbally abuse them.

shoved one of the men, and pointed her fingers in his face, the source said. She next turned to the other senior security personnel and put her fingers in his face as well, and all the while she was being cheered on by the other nurses present. This publication also understands that the Matron on duty at the time, who was also present during the incident did not attempt to quell the situation, but was also verbally abusive.

Efforts to contact the CEO, Dr. Bob Ramnauth, for a comment on the conduct of his medical staff on duty at the hospital were unsuccessful, however, a regional official confirmed that the matter is being engaged at their level, and that better measures will be put in place to avoid such incidents in the future.

On June 1, the Court of Appeal handed down a ruling in favour of the Director of Public Prosecutions (DPP), Shalimar Ali-Hack, SC, who had asked that the decision by High Court Judge, Simone MorrisRamlall, be overturned.

Morris-Ramlall had acquitted Bisram of the murder charge, despite orders by the DPP that he be committed to face a murder trial in the High Court. Bisram, who was extradited from the

United States of America to face charges for the 2016 crime, had previously faced a preliminary trial in the Magistrates' Court. Magistrate Renita Singh, after a preliminary inquiry had ruled that there was insufficient evidence to send him to the High Court for trial.

The DPP had, however, invoked her powers under Section 72 (1) and (2) (ii) (b) of the Criminal Law Offences Act, and directed the Magistrate to reopen the inquiry with a view of committing Bisram to the High Court for trial. Her directions were complied with, but Bisram challenged the DPP's right to in-

struct the Magistrate in the High Court. In a subsequent decision Justice MorrisRamlall quashed the DPP's orders.

Justice Morris-Ramlall also ordered that the DPP should be prohibited from instituting the charges against Bisram again. It is this order that the DPP challenged in the Appeal Court.

Bisram through his attorney, Gossai, cross-appealed challenging the DPP's right to order the Magistrate. The Appeal Court however ruled in favour of the DPP instructing that the case return to the lower court for trial.

Convicted rapist appeals to CCJ Convicted rapist Calvin Ramcharran is appealing to the Caribbean Court of Justice (CCJ) in a bid to overturn his conviction and sentence. Ramcharran, 28, is currently serving a 23-year jail term for the rape of a 20-year-old woman in 2012.

The convict had previously approached the Guyana Court of Appeal to have the guilty verdict overturned, but he was unsuccessful in his bid.

Back in January, the Appeal Court refused Ramcharran’s request and affirmed the 23 years’ jail sentence imposed on him for the rape and assault of the 20-year-old woman.

Subsequent to this Appeal Court ruling, Ramcharran has moved to petition the CCJ on the issue. Ramcharran is challenging his conviction and sentence, which he argues could not stand and, therefore, ought to be set aside or overturned. Arguments before the CCJ are set to open on Tuesday, October 12, via video conference.

In 2015, a 12-member jury found Ramcharran guilty of the rape and brutal assault that was committed on an adult female at a dance at Soesdyke, East Bank Demerara, on July 22, 2012.

The first charge stated that on July 22, 2012, Ramcharran engaged in sexual penetration of an adult female without her consent. The second charge reads that on the same date, he assaulted the young woman, causing her actual bodily harm.

The particulars of the case state that on the day in question, the young woman went to urinate and Ramcharran followed her, asking if she was “doing business” and she said no.

Although he heard that, he still assaulted the

At the High Court, trial judge, Jo-Ann Barlow, sentenced him to serve 23 years for the rape and four years for the assault charge.

At the Appeal Court, Chancellor of the Judiciary (ag), Yonette Cummings-Edwards, rejected arguments made on behalf of the convicted rapist, and said the court did not find that the trial judge erred in her sentencing.

As such, the court dismissed Ramcharran’s appeal and affirmed his conviction and sentence. The appeal was heard by Justices Cummings-Edwards, Dawn Gregory and, Rishi Persaud. Ramcharran was represented by attorney-at-law Nigel Hughes, and associates Ronald Daniels and Sophia Findlay, while the State was represented by Assistant Director of Public Prosecutions, Dionne McCammon.

Suspected bandits abort plan after seeing Sensei’s martial arts uniform Two suspected motorbike bandits on Wednesday aborted their plans to rob a Sensei after they reportedly saw his karate uniform.

Recounting the tale to Kaieteur News was the Sensei himself, 71-year-old, Master Frank Woon-A-Tai. Master Woon-A-Tai said that he had just stepped out of his residence and was waiting for a taxi to take him to his dojo to teach a class.

The karate master recalled that the men pulled up on him around 17:00hrs, while he was taking shade behind a tree from the afternoon sun.

“They rode past and when they saw me they made a U-turn and rode back towards me,” Woon-A-Tai told Kaieteur News.

The pillion rider reportedly came off the bike and began walking towards Woon-A-Tai, but when he saw the karate expert suited up in his uniform, he settled for “Hi Uncle” and turned back.

Woon-A-Tai related that the suspected bandit rejoined the motorcycle and sped off with his accomplice.

The Sensei believes that the men wanted to rob him of his laptop.

“I think they saw my laptop case which I had between my legs at the time,” Woon-ATai said.

He added, too, that apart from his uniform, it might just be that an “eye technique,” which he has been practicing since he was 20-yearsold that might have scared the suspected bandits away.

He explained that such a technique is used to drive fear in an opponent during a fight, and explained that it is mastered by only a few - one of them being a great “Japanese fighter.”

Woon-A-Tai recalled that as the suspected bandit approached him, he placed the laptop case on the ground, and practiced the technique by making eye contact with the man.

Woon-A-Tai is one of the pioneers of the Guyana Karate College, and has been practicing the martial art for more than 50 years now.

The Sensei is in the process of building a training facility for the College at Liliendaal, Greater Georgetown, to impart his techniques.

Meanwhile, Master Woon-A-Tai, along with other martial arts instructors, are training students at the Transport and Harbour Sports Club located in close proximity to Camp Ayangana.

The Guyana Karate College, according to Woon-A-Tai is a non-profit institution, with one objective being to keep youths away from drugs and crime, transforming them into disciplined individuals.

Gold Board Employees elect new representatives Workers of the Guyana Gold Board (GGB) will now be represented by the Guyana Agricultural and General Workers Union (GAWU) following a poll between the union and the General Workers Union (GWU) held on September 22, 2021 According to a GAWU press statement issued yesterday, the results from polling stations set up at the GGB offices in Georgetown, Port Kaituma and Bartica saw

the GAWU securing the most votes in the two union contest.

It was noted that GAWU was approached by the workers of the GGB “after they felt the representation from the GWU was lacking.”

According to the missive, “workers subsequently completed GAWU application forms and the union submitted its application to the Trade Union Recognition and Certification Board

(TURCB).”

Following the TURCB’s consideration of the GAWU application, a poll was ordered to determine which union enjoyed the majority support of the workers. That poll was concluded yesterday.

GAWU in announcing the poll results said it “welcomes the workers of the GGB to its fold, as we work together with them to improve their benefits and other conditions of work.”

Health Ministry records four more COVID-19 fatalities Yesterday, the Ministry of Health announced that four more persons who tested positive for the novel Coronavirus (COVID-19) disease have died. As a result of this, the country’s COVID19 death toll has moved to 744.

The Ministry reported that the latest fatalities are that of two unvaccinated persons, a fully vaccinated person and a partially vaccinated person.

The fatalities are that of

an 81-year-old woman from Region Three (Essequibo Islands-West Demerara) and that of three men- a 69year-old, a 66-year-old and a 58-year-old all from Region Four (DemeraraMahaica).

The Health Ministry further reported that all four persons died over a five-day period (September 19 to 23) while receiving treatment at a medical facility.

Meanwhile, in its daily

COVID-19 dashboard, the Ministry recorded 258 new infections, bringing the total number of confirmed cases to 30,444.

Presently, there are 37 persons who are admitted into the COVID-19 Intensive Care Unit (ICU), 171 persons in institutional isolation, 3,644 in home isolation and four in institutional quarantine. To date, a total of 25,848 persons who tested positive for the virus have recovered.

Money laundering, Cybercrime Acts among laws to be amended - AG The Anti-Money Laundering and Countering Financing of Terrorism Act (AML/CFT Act) and the Cybercrime Act are among the set of laws that are to be reviewed and amended. This is according to Attorney General (AG) and Minister of Legal Affairs, Anil Nandlall.

The AG disclosed the aforementioned on Tuesday night during his weekly programme, “Issues in the news.”

The AG stated that he believes that some of Guyana's laws have to be reviewed, because he thinks that they are repulsive.

“Many of those laws were passed during the A Partnership for National Unity + Alliance For Change (APNU+ AFC) tenure, and we have to get them together and remove those excesses from the law,” Minister

Nandlall added.

According to him, the laws that will be amended are the AML/CFT Act, the Cybercrime Act, among others. He noted that there are aspects of the Cybercrime Act that must be reviewed. “I can recall when we were in opposition, we were opposed to certain provisions in the Cybercrime Act and oftentimes, I reflect on those components of our law that have to be reviewed,” the Minister said.

In July 2018, the former Government had used its majority to pass the contentious Bill, with an amendment excising a controversial sedition clause.

Despite the amendment to the sedition clause, the then PPP Opposition had stated that the amendment did not go far enough.

US CDC warns against travel to Guyana The US Centers of Disease Control and Prevention (CDC) warn persons to avoid travelling to Guyana. CDC urges that if a person must travel to Guyana he or she should ensure that they are fully vaccinated before doing so, since there is a very high level of COVID19 in the country.

The CDC stated that because of the current situation in Guyana, even fully vaccinated persons that are travelling are at risk of contracting and spreading

COVID-19 variants, and therefore advises that travelers should follow the requirements in Guyana, and continue to wear a mask and keep a physical distance of at least six feet apart from others. Guyana had been recently recorded seven more COVID-19 fatalities, which put its current death toll to 740 and 362 new COVID-19 infections, which totals the number of confirmed cases to 30,186 as of September 22, 2021.

Cane harvester crushed to death by excavator A 62-year-old cane harvester was on Wednesday morning crushed to death by an excavator at the Uitvlugt Estate backdam, West Coast Demerara (WCD).

Dead is Deochand Lallchand of Patentia Housing Scheme, West Bank Demerara (WBD).

At around 10:30hrs, the cane harvester was in the estate backdam picking up cane while the excavator was being operated a short distance away.

U n e x p e c t e d l y, t h e excavator started to reverse

at a slow rate of speed, and the track then collided with the cane harvester's feet, causing him to fall to the ground.

The excavator then rolled over his body, crushing him in the process.

The man was picked up and taken by the police to the Leonora Cottage Hospital, where he was pronounced dead on arrival.The excavator operator, a 44year-old man, was arrested and placed into custody.

Investigations are currently ongoing.

M o r e o v e r, t h e A G pointed out that while they are aspects of the Cybercrime Act that must be amended, he noted that the AML/CFT Act has a lot of immoderation clauses that need to be amended – one such part he noted is the clause where the authorities can go into someone's bank account.

While amending some of the laws is something that the Government intends to do, the AG noted that this cannot be achieved overnight. He stated that first the Government will have to remove the offending clauses before amending the law.

He also disclosed that there is a unit at his chambers with responsibility to review some of the laws that were passed from 2015 to 2020, and to highlight the offensive issues in those laws.

According to the AG, this will then lead to the selected clauses being brought up for discussion and possibly removed from Guyana's legislative landscape.

Seenarine and her daughter Sonaroo are not in the best of health currently and Foster stated that due to the illness of the student, her education is being affected somewhat, and the club will play their part to aid in this area.

Raj Bharrat expressed gratitude to all those involved in helping to improve the lives of families in Guyana while Chunilall Sonaroo thanked all those engrossed in helping to better the standard of living of his family.

The Guyana Football Federation (GFF) has assisted young and promising forward Shoran James to undergo surgery to an injury he sustained some time ago. A facebook post from the Federation stated that the body was, “happy to contribute to the welfare of young James, who sustained an injury and has to undergo a surgery overseas.”

Elaine Thompson-Herah to make shocking move away from MVP after history-making season – reports

portsMax - On the heels of her record-breaking, history-making season, Olympic champion Elaine Thompson-Herah is reportedly parting ways with MVP Track Club, just under 18 months after Shelly-Ann Fraser-Pryce departed to join Elite Performance.

Nationwide News reported this morning that Thompson-Herah,

who created history at the Tokyo Olympic Games in August, has written to MVP and to her shoe sponsor Nike, informing them of her decision.

MVP President Bruce James told Nationwide that there are ongoing negotiations with the athlete about her future at the club.

Sportsmax.TV sources have subsequently indicated that

Thompson-Herah has indeed informed the club that she is leaving. However, there is no indication yet as to where she might end up.

In Tokyo, Thompson-Herah became the first woman to defend 100 and 200m titles at the same Olympic Games. She set an Olympic record of 10.61 in the final of the 100m and then set a

national record of 21.53 over 200m, the second-fastest time in history and eclipsed Merlene Ottey’s 25-year-old national record of 21.64.

Following her Olympic campaign where she also won gold in the 4x100m relay, ThompsonHerah ran times of 10.54, 10.64 and 10.65 making her the only woman to run four legal times

under 10.70s. She also won the 100m Diamond League title in Zurich.

MVP’s history has been replete with the departures of major athletes. Sherone Simpson, Asafa Powell, Melaine Walker and Shelly-Ann Fraser-Pryce have all left the club over the past decade, in some instances citing a conflict with the club’s hierarchy.

Lalta ‘Coolie Bully’ Narine dies from Malaria after recovering from Covid - Boxing Fraternity has lost a Champion

By Sean Devers The Guyanese Boxing fraternity was plunged into disbelief with the shocking news that former National Boxer Lalta ‘Coolie Bully’ Narine, who had recovered from the Covid-19 pandemic, had succumbed to the underlying condition of Malaria. Narine was 52.

The South Ruimveldt resident was taken to the Hospital on Monday from his sister’s residence in Warakabra on the Linden Highway and died at 7: PM the same Evening.

The former Boxer, who was a devout Christian, leaves to morn his wife Beverly Narine and their two daughters. His wife and one of his daughters are expected to arrive today from the USA. His other daughter was among family members who took him to the Hospital.

Narine had successfully ventured into the world of Business and owned a Boutique in the La Penitence Market.

According to his sister, Narine had recently recovered from the Covid-19 Virus but because of his weakened immune system caused by the virus he contracted Malaria which caused his death.

“The Covid-19 Test came back negative but he died from the underlying condition of Malaria,” informed his sister.

One of Narine’s South Ruimveldt neighbours said he saw the still fit looking former Boxer early last week and was shocked to hear of his death on Tuesday.

Despite his retirement from the Sport, Boxing was in his blood and he would always be willing to help young boxers hone their craft.

One such pugilist was Guyana’s latest Olympian in Boxing Keevin Allicock.

The 22-year-old Allicock said that Narine has worked him and only recently was at the Gym with him, adding that Narine was a God fearing person who would be missed by his wife, daughters and the Boxing fraternity.

His 18 bouts included a Unanimous Decision loss in 1990 to Guyana’s only Olympic Medalist Mike Parris who won Bronze at the

1980 Games in Moscow.

This was after Narine had floored the Olympian in an entertaining battle for the National Bantamweight Title.

Parris was among those who remembered the late boxer.

“I send my condolences from my family to the family of Lalta Narine AKA Coolie Bully.

I could remember Coolie Bully. He and I had a very memorable fight at the Sports Hall. He was big and strong and my fight name was Mice and his fight name was Coolie Bully… so it was Mice against Coolie Bully.

It was a ding dong battle at the Sports Hall…in those days the Sports Hall was ram packed ...when I say ram, it full,” said Parris.

“Coolie Bully was big and strong and to tell the truth I was scared to get close to him since most people he fight, he knocked them out, so I was afraid to get too close to him.

But anyhow I use my head and experience against he and we had a ding-dong battle coming down to end of the fight. And I get the decision and nobody expect me to get the decision.

Narine turned Pro in 1986 after a successful Amateur career and the Ricola Boxing Gym fighter has fought 18 times in a Pro career which ended on April 30, 1994 when he lost to Robin ‘the Albion Prince’ Lall at the Cliff Anderson Sports Hall an epic slug-fest for the vacant Guyana Featherweight Title.

He had gained a ‘points verdict’ over the Berbician in the previous year.

President of the Guyana Boxing Association (GBA) and Director of Sport Steve Ninvalle remembered the last fight.

“One of best fights I’ve ever seen in my life, was Lalta verses Robin ‘the Albion Prince’ for the Guyana featherweight title.

“It was a fight where both fighters showed their boxing and brawling skills. As a matter of fact, it was such an outrage that the late Joe Hillaire presented the winner with a trophy at the end,” recounted Ninvalle.

Narine also fought such fighters like Ramesh Best, Malcolm Hawker, Clifford Va u g h n , W i n s t o n Goodridge, Gordon Trotman, Wayne Coates and Joseph Murray.

The pugilist, who was known for his aggression, won 11 of his fights while losing seven, including his debut against Vaughn by disqualification.

United States based world rated Boxer Elton Dharry, who is back home for a short stay, sent out his condolence to the Narine family on the passing of the former Boxer and provided an interesting story of how he first heard of Lalta Narine.

Dharry informed that it was Guyana and British C o m m o n w e a l t h Featherweight champion, the late Patrick Ford, who give him the nickname Coolie Bully.

“Patrick Ford saw me sparring in the States and give the nickname Coolie bully. He told me there a boxer in Guyana who is Indian and very aggressive and that he was called Coolie Bully. I don’t use that nickname but to the original Coolie bully I say rest in peace.”

Meanwhile, President of the Guyana Boxing Board Peter Abdool sent his condolences on hearing the news of Narine’s death.

“The Guyana Boxing Board of Control is deeply saddened to learn of the recent passing of former well known illustrious boxer and title contender, Lalta Narine.

Lalta was born on 3rd April 1968 and grew up in Essequibo. He began his boxing career under Colin Morgan at the Ricola Boxing Gym and from there joined the People’s Militia in 1984/1985 under the tutelage of the late Caesar Barrow. He campaigned initially as a bantamweight at 118 lbs.

He may be best remembered for his thrilling wars with Robin Lall in 1993 and 1994, the latter for the Featherweight Title of Guyana, the first won and the second lost.

He was part of the former boxers’ support team which went to the Six Head Boxing Gym each day to encourage and support Keevin Allicock in his preparation for the Olympics.

We extend our deepest condolences to his friends and family. May he rest in peace,” Abdool stated.

Corentyne family benefits from RHTYSC, Regal Stationery, other charitable entities

By Zaheer Mohamed As part of their mutual responsibility, Rose Hall Town Youth and Sports Club, Regal Stationery and Computer Centre, Florida Guyana Hope Inc. and Crabwood Creek breath of Hope and Relief have thrown their support behind a Corentyne family.

In an act of benevolence, the organisations have pooled their resources to erect a dwelling house for the family of 58 Section B, Bloomfield.

Chunilall Sonaroo, his wife Yankumarie Seenarine and their daughter, Gitanjali Sonaroo, a student of J. C. Chandisingh Secondary are the beneficiaries.

Secretary of the RHTYSC Hilbert Foster said the family had reached out him and without hesitation the club has decided to render assistance.

Foster stated that when he sought the backing from the other organisations they immediately decided make an input, and commended them for their goodwill. He stated that the family has also received financial support which has been deposited at Republic bank.

Yasin said they are happy to assist and lauded George Baijnauth, chairman of Guyana/Florida Hope, a sister non-profit organisation which is based in Upper Corentyne, for his efforts in coordinating such projects.

Yasin indicated that they will ensure the project is completed. “We are here to give back while he can so as to make life better,” he noted.

The Florida/Guyana Hope Incorporated is a nonprofit foundation, made up of Guyanese living in Florida, USA. The organisation was founded in December 2013 and has expanded tremendously in the short space of time.

The body is also actively involved in sports and takes part in softball cricket. They have also made several contributions to clubs locally.

Regal Stationery and Computer Centre, as they have done over the years, continues to assist Guyanese families with their kindheartedness and its CEO Hardyal has committed to provide a laptop to assist Gitanjali Sonaroo with her education, and to furnish the home for the family. “What (Continued on page 19)
