Horrible water system at the CJIA

DEAREDITOR, Recently, I travelled from my home country through the Cheddi Jagan International Airport at Timehri, and I was greeted by a very depressing situation there. I am talking about, the water coming through the taps. That water wasnotpotable, meaningnot healthy at all, there were these heavy curds of roancoloured, rusty water flowingthroughthefaucets.

Undoubtedly, this is causedbytheoxidizingiron content in all our central water systems in Guyana. Theironcontentinthewater makes it very unsightly whenitoxidizes, itstainsthe porcelain and other accessories, especiallyinour

washrooms Further damagescanbeattributedto themalfunctioningofallthe plumbingtoo.

I later learned that this was a result of the breakdown in the main supplier of water to our international airport, the Guyana Water Inc (GWI). Now my question to the airport authorities is, why didtheauthoritiesrelysolely on a water supply system coming from central GWI, knowing fully well of the problem they have with water quality? Guyana’s water supply system and its qualityareamongoneofthe poorest in The Caribbean, something that the Ministry ofHousingandWaterhasto take note of and rectify

soonest.

We are talking about an internationalairportwhichis the main public relations of ourcountry

First impressions last forever and certainly what greets the eye at CJIAis not in the least good for the aesthetics nor for the image of our country While the airport’s management might argue from a technical or scientific standpoint that waterfromtheartesianbasin is the best water source, one cannot run away from the factthatitalsoveryunsafeif not treated, that is, ozonated and fluorinated, which is GWI’sgreatestproblem.

Raw untreated water from the aquifer from the artesian subsurface water

source must be treated, this water is heavily laced with ironandassuch, wheneverit oxidizes, it stains the receptaclesthatitpassesinto or through I cannot overemphasizethepointthat our water supply system needs a total overhaul, and this does not only a matter for the CJIA but something that has to be addressed for the entire country The situationattheCheddiJagan International at Timehri, highlight’s the fact that this is another one of those essential infrastructural works that needs urgent attention, as we move forward into a progressive future.

Respectfully, Neil Adams

For “Guyaneseness” in diversity

DEAREDITOR,

Defending his ‘plural (cultural) society’ model against charges, it was ‘static’andnotincorporating amechanismofchange,MG Smith pointed out that invariably the different cultural segments were ‘differentially incorporated’ into the power relations of their societies and this fact, in and of itself, initiates change.

T h i s c h a n g e i s engendered through the inevitablesocialcomparison process.

Right now, there is a claimthatAfricanGuyanese historically suffered more and as such should have superiorrightstothenational patrimony

This, not surprisingly, is being vigorously contested by the latter groups who point out that a l l c i t i z e n s h a v e inalienable equal rights guaranteedbythestate

Our political scientists and economists who pontificate on our national policies unfortunately ignore MG’s insight to our generalperil

As aforementioned citizens, their lived experiences inevitably would influence how they felt about the attainment (or not) of that egalitarian promise

Their experiences are filtered through their cultural lenses and it should not surprise any if the several groups (defined culturally) even perceive they are differentially into the power structure, political consciousness would

cleave along cultural (read ethnic)lines.

After decades of focusing on an economist notion of equality, there is still not an appreciation of the need for cultural equality also; so much for the politics of ‘identity’ and ‘recognition’ in

Guyana

There are some who posit that if we have economic equality among the various ethnic groups, our troubles would be over

But our history has demonstrated we are not homo economicus but more like homo culturalis Each group in Guyana has economic elites, but we have not seen these elites making common cause since the PPP was split in 1955byBurnham

An indicia of the ‘power relations’ is who gets to define what is the “national culture” – in which all groups have to p a t t e r n “ p r o p e r ” behaviour And it is the differential incorporation of the various cultural groups in this equation that our policies on “multiculturalism”haveto a d d r e s s “Multiculturalism’ demands that society present a full range of prospects, membership, and respect to all its members – regardless of cultural and religious differences –while also creatively accommodating them in a fashion that is both morally persuasive and practically effective for the majority of society”

We have a “Ministry of Culture.”Butthenameitself – “Culture” – suggests promoting a singular, monolithic, overarching “culture” as a stalking horse for assimilation through the back door We suggest our motto be changed to “Unity in Diversity through EqualityinDiversity.”

One definition of ‘multiculturalism’ suggests that it is “a s y s t e m a t i c a n d comprehensive response to cultural and ethnic d i v e r s i t y w i t h educational, linguistic, economic and social components and specific i n s t i t u t i o n a l mechanisms” This suggestsareasinwhichwe initiallypursueequality

Now we want to stress that we certainly are not e m p h a s i s i n g a n y ‘separatist ideal’ in which each group live in hermetically sealed enclaves

We are suggesting that the ‘equal treatment in culture’ imperative if implemented and becomes real, will eliminate the barriers of hauteur and exclusion that set off their inevitable reactions of resistance

We believe when we deal with each other as equals, there would be the inevitable cross-cultural fertilization (in all directions) and not oneway that is seen as top down

With the state out of ‘culture’, it should focus on promoting a feeling of “Guyaneseness” among our people through the

conscious construction of a democratic state –t h e c r e a t i o n o f conditions where we are all treated as one, equally, by the state

E q u a l i t y o f opportunity; human rights, encouragement of diversities, due process; justice and fair play and rule of law may seem dry compared to the warmth of the blood ties of “nation”, but they can engender the unity of public purpose and the recognition of individual worth where we can be proud of our common citizenship Citizenship of Guyana has to become something that has concrete meaning to all of us

For Guyana then, our ethnicities would be defined outside our “Guyaneseness” and to be A f r i c a n , I n d i a n Indigenous Guyanese etc , w o u l d n o t b e contradictoryinanysense

The first part of our identity would be specific w h i l e t h e l a t t e r universalistic.

The “national”willnow be a space where ethnically imagined communities can liveandshare.

To be Guyanese would be to share moral precepts –norms, valuesandattitudes–rather than shared cultural experienceandpractice.

A “good Guyanese” wouldbeonewhoisloyalto this country and strives to practice the secular universalistic ideological valuesitextols.

When autocracy becomes democracy

DEAREDITOR,

Ihavebeenobservingthe developing saga between President Dr Irfaan Ali and the Guyana Teachers Union (GTU) from the day the president was ‘advised’that the 7% increase his government had planned to pay public servants for 2022 was unacceptable when the end of year inflation rate estimated by the International Monetary Fund was 9 4%, since there is growing oil wealth and continued substantial migration of skilled people

My interest was piqued fortworeasons:this’advice’ constituted an attack upon oneoftheimportantavenues the Peoples’ Progressive Party/Civic (PPP/C) uses to undermine African material conditions to force them into its ranks or to migrate and historically, due to its relatively large African constituency, the GTU has been more closely associated with the Peoples’ National Congress (PNC) and as such any form of militancy is considered a threat by the PPP

Firstandabsurdly, inthis highly ethnically divided society, when confronted by accusations of racial/ethnic discriminationinthispartof the 21st century, when the right of racial/ethnic groups are internationally institutionalised, we are simply asked to believe that thePPPiscolourblindwhen designingandimplementing socialpolicies.

Of course, even if the PPP was not deliberately

beingracist, itdoesnotmean thattheresultsofitspolicies cannot discriminate, and concerns about ethnic discrimination are the most important stumbling blocks tonationaldevelopmentand cohesion.

Therefore, it is the duty of the government to ensure that discrimination is in fact nottakingplaceandtodoso inacomprehensiveandopen manner

For obvious reasons, the PPP has not only refused to be engaged in any such verification but now flush with cash it uses all manner of direct and random handouts that is likely to exacerbatetheproblem.

Theresultisthatcitizens areforcedtolookelsewhere for help to conduct such a study!

Secondly, in democratic countries worldwide, various forms of trade union/political party alliances are commonplace and Guyana’s political history is replete with such relationships.

By the turn of the 20th century, largely to avoid numerous spontaneous labour disputes, the capitaliststhemselvesbegan to support the formation of tradeunionsintheinterestof

industrial peace and development.

Long before the e x i s t e n c e o f t h e PPP/Guyana Agriculture andGeneralWorkersUnion relationship the leaders of the trade union movement inGuyanabecamemembers of the national executive. Governmentsattackontrade unions because of their militancy and/or political affiliation is an attack upon democracyitself.

H o w e v e r , a t a conceptual level, autocratic regimes prefer a society of atomized individuals, i e , one without strong individual or group social attachments

AlexisdeTocquevillein his‘DemocracyinAmerica’ warned that a society of individuals lacked the intermediate social structures to mediate relationswiththestate

The result could be a democratic ‘tyranny of the majority’ in which individual rights are compromised.’

Few, weak and marginalised nongovernment organisations are essential features of the autocratic setting in which the use of repression, coercion, cooptation and

c o n t a i n m e n t a r e commonplace.

These are usually deployed depending upon whether the autocrat believes that its interest and that of the given social o r g a n i z a t i o n a r e reconcilable and how strong or weak is the supportive national or international attachments of the latter Where interests are reconcilable, autocrats cooperateandattempttocoopt the organisation; where they are not reconcilable, various levels of coercion andforcearedeployed.

Acting on the above ‘advice,’ the government decided to increase its offer topublicservantsbutaswith all autocratic regimes, the loyaltyofthesecurityforces is paramount and the PPP soughttousethisdilemmato itsownbenefit.

The security forces were thefirsttobegivenreformed increasesofbetween8%and 32%

But unfortunately, this was considered insufficient to stem the emigration of educatedGuyanese and so the government was again prevailed upon and returned with increases for health workers of between 13% and 74%

on their salaries in for 2023.

Not surprisingly, the United States ambassador then found it necessary to depart from a prepared presentation to thank and applaud the regime for its sensible decision to make decentincreases!

Good sense suggests that once the reasonable increases mentioned above were given to some public servants, similar amounts would have to be given to others, but once again the regime played politics rather than act with good sense and in the national interest

Notwithstanding its persistent bleating about the need to improve education quality and educationsystemreformin general, since the regime

deems the GTU to be some kind of subversive o r g a n i s a t i o n , i t dillydallied with the negotiation of teachers p a y i n c r e a s e s t o undermine the union and avoid it getting any kudos forincreases

Then, just as the PPP a t t e m p t e d t o undemocraticallybypassthe PNC during the recent local government elections, President Dr Ali and his government have redefined autocracy as democracy and lauded the president as an ultra-democrat for deliberately circumventing the union and going directly to its members! Come on Doc, that kind of whacky thinking would be best left toothers!

Sincerely

From page 13 Administration, Physics, Principles of Accounts (POA), Principles of Business (POB), Religious Education (RE), Social Studies and Technical Drawing. He thanked his teachers and parents for their guidance in helping him achieve his goal. The top performer said he had to attend early morning and evening classes to prepare for the exams but it was worth the sacrifice. “I had to miss out on going out on weekends and stuff but it paid off,” he said. Ninthy Boyce got passes in 13 subjects including five grade ones, four grade twos, and four grade threes.

“I am really happy with my grades. I plan on furthering my studies after I graduate,’ she said. Owen Betton recounted a similar experience. He secured 13 subjects inclusive of grade one in Biology; grade one in English Language, grade two in Integrated Science, grade two in Physics, and grade two in Chemistry.

He added, “My strategy was to try to grasp the concepts being taught rather than have to go back and read over everything, and my teachers made it quite easy for me to do so.”

Ne-yo Thomas who attained 12 subjects said it feels wonderful to succeed at the exams. The student’s passes include a grade two in Economics, grade one in EDPM, grade two in English, grade three in English B, grade two in Human and Social Biology (HSB), grade two in Information Technology, grade Three in Mathematics, grade one in Office Administration (OA), grade one in POA, grade one in POB, grade two in RE and grade two in Social Studies. Daniel West achieved passes in 11 CSEC subjects. He stated that he challenged himself during the exams. “We didn’t have a lot of free periods; we had to give up our screen time, turn down our phones, and be more disciplined to put in the extra work” Shajada Lashley wrote 15 subjects in total through MLC. She wrote some of the

subjects last year after she started attending the private school in Form Four. This year, she copped 12 CSEC passes. She said: ‘The teachers here motivate you to work; they set a good vibe here so it’s easier for us to learn.”’

Julia Liu got 13 subjects including five grade ones, six grade twos, and one grade threes. She credited her success to her teachers and parents. Angel Edghill who attained 13 CSEC subjects said she has “God, her parents, and teachers to thank for her achievement.”

The city school has become known for encouraging even its youngest learners to challenge themselves by taking a shot at the exams. This year was no different as MLC first formers, Destiny

D’andrade, Divine Roberts, Djamhiany Pierre, and Jaden Rodrigues achieved passesgrades two and three - at CSEC Mathematics and English ‘A’. D’andrade told this publication that with the encouragement of her teachers, she decided to take a shot at the exams. “ I wanted to know

what it’s like to write CSEC so I can be more prepared when I write it in form four or five and my parents were happy to hear to that I would challenge myself,’’ she said.

Pierre told this newspaper that she gave up many activities to achieve her goal. Similarly, Divine Roberts shared when she decided to write the exams with the blessing of parents and teachers, she had to make some sacrifices.

“I am glad I gave it a try so now I know what it feels like and what to look forward to in the future,” she said. The student’s father Ervin Roberts told this newspaper that he is very proud of his daughter. “When Sir Morgan told us that she had the potential, we were not sure she was ready …but like Sir Morgan said ‘we had nothing to lose and everything to gain now.’ So we are happy we allowed her to give it a try,’ the elder Roberts said beaming with pride.

Other parents who were on hand to speak with the newspaper also lauded the school and teachers for MLC.

Dr. Surujbally said he was not contacted thereafter nor was his attorney. They therefore on November 4, 2022 emailed the lawyer to provide an update on the developments. Thereafter, he said several attempts to meet with the lawyer(s) to work out a mutual settlement proved futile. On November 29, 2022, Dr. Surujbally’s lawyers wrote to Brassington, flagging the State’s failure to make a formal offer to the Applicant, and urged that the matter be resolved soonest. They also noted that, notwithstanding several violations of the Acquisition of Lands for Public Purposes Act, Cap. 62:05 and breaches of the Applicant’s constitutional right not to be deprived of this property without prompt payment of compensation, the Applicant has been most cooperative with the Government and the various agencies of State, allowing access to his property and attending all meetings called by the relevant authorities.

ing structures from the lands commencing on February 09, 2022. The email also served to inform him that notwithstanding previous negotiations and offers by the Government above the market value, parties shall continue to work regarding compensation values for the lands so acquired. Through his Lawyers, Dr. Surujbally on February 13, 2022 responded to the email, rejecting the assertion that “previous negotiations and offers have been advanced by the Government” adding that no negotiations or offers have been made. Adequate compensation The former GECOM Chair said that during a meeting with Brassington on February 21, 2023, it was acknowledged that the State would take the entirety of the Applicant’s 2.005 acres of land as opposed to the 1.5158 identified in the Schedule attached to Order 56 of2022.

sponse, or an acknowledgement from Brassington to this proposal. Moreover, he said that the State has made no formal offer or counter-offer of purchase or compensation for his land. He said he recognizes that the law gives the Government the power to acquire his property subject to strict compliance with the Constitution and the law which protects his ownership rights. To this end, his lawyers said, “Pursuant to Article 142(1) of the Constitution of Guyana, and section 7 of the Acquisition of Lands for Public Purposes Act the Applicant is entitled to prompt payment of adequate and satisfactory compensation for the compulsory acquisition of his land by the State.”

During the meeting, he said the issue of adequate compensation was also discussed and the different modes of compensation. According to the court document, Brassington raised the option of cash payment, together with a portion of State land situated in the Ogle, East Coast Demerara. Dr. Surujbally said he was receptive of this suggestion, with the caveat that the greater portion of the arrangement be cash payment. Following the meeting, his lawyers in a letter dated February 21, 2023, wrote to Brassington with an offer of settlement in the sum of G$100M with a cash payment of G$60M and land at Ogle, valued G$40M. They noted therefore that the failure to make prompt payment of adequate compensation for the compulsorily acquisition of his land by the State falls below the threshold of what is fair and adequate and gives rise to an infringement of the Applicant’s fundamental right guaranteed by Article 142(1) of the Constitution of Guyana and constitutes a deprivation of the Applicant’s property. Dr. Surujbally maintains that his offer of G$100M as full and final settlement is fair and reasonable.

In a separate proceeding, Stuart Hughes, a land owner who will be affected by the pipeline moved to the Court on February 6, 2023. The applicant in that matter is seeking among other things, for the Order made under the Acquisition of Lands for Public Purposes Act to be declared null and void and of no legal effect as it relates to his property.

Sainz wins thrilling Singapore Grand Prix as Verstappen and Red Bull’s streaks end

SINGAPORE (AP) —

The dominant Red Bulls were out of the picture and Formula One had its most thrilling fight for a win this season.

Runaway standings leader Max Verstappen’s winning run ended at 10 races and Red Bull’s at 15 — both F1 records — as Carlos Sainz Jr. won the Singapore Grand Prix for Ferrari yesterday.

Red Bull dreamed of winning every race this year but had Verstappen fifth and Perez eighth after struggling all weekend in Singapore.

Sainz started on pole position and held on with badly

worn tires over several tense final laps for his second career win in F1 ahead of McLaren’s Lando Norris and the Mercedes of Lewis Hamilton.

It was a four-car fight for the win before George Russell crashed the other Mercedes on the final lap from third position to promote Hamilton to the podium.

“I felt under control. I felt like I could manage well and we brought it home. That was the best feeling,” Sainz said after celebrating with his team as fireworks lit up the Singapore circuit.

Sainz admitted after the race he had slowed down to ensure Norris stay within the one-second window that allowed the McLaren driver access to the DRS straight-line speed boost — a valuable aid in holding off the two Mercedes.

“Carlos was very generous trying to help me get DRS. It helped my race and also helped his,” said Norris, who has placed second in three of the last six races but has yet to win in F1.

“We held (Mercedes) off, we did everything we needed to do and more.” Norris said

he clipped the wall in the same spot where Russell later went off.

Mercedes had Russell on course for second before taking a risk with a second stop for both cars in the hope of

taking the win on fresher, faster tires.

Russell dropped back to fourth, ahead of Hamilton, and they both passed Ferrari’s Charles Leclerc but couldn’t get past Norris to reclaim second.

“We rolled the dice this weekend,” Hamilton said after a Mercedes strategy call saw both cars stop for fresh tires late on, meaning Russell dropped back from second in pursuit of the win.

Leclerc was fourth after failing to hold off the Mercedes cars on older tires, ahead of Verstappen in fifth.

The champion had an eventful race after starting 11th and was briefly second on track

behind Sainz, though only because almost all other cars stopped for fresh tires. After Verstappen’s own pit stop, he fought his way back through the field from 15th.

Despite his worst result since Nov. 2022, Verstappen increased his championship lead to 151 points over Perez with seven races to go. “Everything needs to be perfect to win every race in a season, I knew this day would come and it’s absolutely fine,” he said.

Pierre Gasly was sixth for Alpine, Oscar Piastri seventh for McLaren after qualifying 18th and Perez eighth.

Rookie Liam Lawson scored his first points in ninth for AlphaTauri.

It was the New Zealander’s third career race in F1 since replacing the injured Daniel Ricciardo midseason and it was the team’s best placing of the season. Kevin Magnussen was 10th for Haas.

Besides Red Bull, it was a dismal weekend too for Aston Martin as Fernando Alonso placed 15th after a long pit stop and a spin.

His teammate Lance Stroll didn’t take part. The team said Stroll felt sore after a heavy crash in qualifying.

Fiji came to the Rugby World Cup ranked higher than pool rivals Australia

and Wales, and would have beaten Wales last weekend with even an ounce of luck

“I told the boys, today is our final,” captain Waisea Nayacalevu said “Today will determine whether we want to go up to the quarters, so the mindset was do or die, do our best, fight to the end and the result will take care of itself ”

Australia has brought to the Rugby World Cup its youngest squad in 20 years, a squad still learninghowtowin

Fiji put four penalties betweenthepoststolead128 at halftime thanks to an unexpected goalkicker who enjoyed a dream start
