Collusion with Agriculture Ministry bids leads to unfair competition …repeated retendering gives edge to T preferred bidders, proves costly for others

he National Drainage and Irrigation Authority (NDIA) under the auspices of the Ministry of Agriculture, has in recent months repeatedly put out tenders inviting suppliers to provide a quantity of Steel Sheets for the budget agency under the Ministry.

The practice however, is being frowned upon by several local contractors who are now alleging collusion on the part of the Ministry, since the practice is not only unethical but tantamount to corruption and should be considered illegal.

It was explained that each time the Ministry puts out a tender for a contract—many of which runs into the hundreds of millions or billions—it would cost every person or

company submitting a bid, hundreds of thousands of dollars for each bid submitted.

When the contract is opened at the National Procurement and Tender Administration Board (NPTAB) and retendered, at least one contractor who spoke to this publication on the condition of anonymity explained that it is tantamount to the state agencies providing insider information to their preferred bidders.

This obtains since after repeated retendering, the preferred bidders would be able to know the rates being

charged by competitors and eventually be allowed to outbid the others.

It was noted too that when complaints are lodged requesting the rationale behind the refusal of a bid, these are often times brushed aside or met with vague answers.

One such recent “glaring” example, according to another contractor that this publication spoke with, relates to the supply of steel sheets for the NDIA. The most recent opening for that retendered project was on September 14, last, when 12 companies and

persons submitted bids for the supply of the steel sheets.

That round of bid opening saw variance in the bids submitted by in excess of $98M between the highest and lowest bids submitted.

An earlier round of bidding that was opened by the NPTAB in July 22, last for the supply of the tender saw a variation of some $253.2M between the highest and lowest bids submitted.

As it relates to the September round of bids submitted, Toolsie Persaud Limited provided a proposal for some $294.6M, General Marine Company's bid was $306.2M, Gafsons Industry Limited submitted a bid for $292.8M while Dax Contracting Services gave a proposal to supply the steel sheets for some $259.3M.

Other bidders in that round of the tender opening, saw proposals from Brinco Shipping and Trading Company Limited for $245.3M, David Persaud Investments Limited for $210.8M, Silica Sand Post Inc., at $272.3M, Fix It Depot's $275.3M, GSK Excavation Service Inc., came in at $208M, Samaroo Investments' bid was $251.6M, S. Jagmohan Construction and General Supplies Inc. $219.6M and Yunas Civil Building and

Construction Services $259.3M. In the earlier round of bidding for the supply of the same steel sheets in July for the NDIA, Yunas Civil Building and Construction Services had submitted a bid of $183.7M, while Dax Contracting Services' bid was $280.3M. PNC/R sets deadline for elections ...Forde, Norton among frontrunners; of new leaders Lawrence, Harmon still undecided T

he Peoples N a t i o n a l Congress/Reform (PNC/R), Guyana's single largest opposition mass based political party, has set its long awaited 22nd Biennial Congress for later this year – to be held by the end of November 2021, but not later than 13th December 2021.

The decision was taken by the Party's Central Executive Committee at its most recent meeting held on Thursday last and subsequently announced

by Party Chairperson, Volda Lawrence.

Importantly, it was reported that the Congress, which will be for delegates only, will be utilising a decentralised format and will be conducted over one day at Party Congress Houses, in the respective regions and not a single activity traditionally held at the party's headquarters, Congress Place Sophia.

Lawrence, the party's chairperson, in making the announcement during the press engagement yesterday did indicate to members of the press that the next step ahead of the substantive event is for the party to put in

place the Congress Committee, “which will then have all of the administrative committees set up.”

This, she said, would inform and lead to decisions, such as nomination and other dates to be determined as part of the process for the realisation of the Congress.

According to Lawrence, the Congress Committee should be established in another week's time when the Central Committee for the party meets again.

Guyana risks losing EITI's Int'l membership …as Govt. delays appointing members to Multi Stakeholder Group

uyana risks losing its membership as part of the International, Extractive Industries Transparency Initiative (EITI), as a result of the Peoples Progressive Party Civic's (PPP/C) reluctance, to appoint a new Multi Stakeholder Group (MSG) whose life expired in March last.

The warning was had yesterday by Alliance for Change (AFC) Leader, Khemraj Ramjattan, who during a virtual party press engagement, lamented the state of affairs and reminded that if Guyana did not have in place its MSG by October when the international body meets, Guyana risks losing its status as a member.

According to sources that this publication spoke with, Opposition Leader (ag), Roysdale Forde, who also serves as the party's Shadow Attorney General and Minister of Legal Affairs, is currently considered the clear frontrunner, especially in

light of the traction being gained recently by Forde in his role as Opposition Leader.

Kaieteur News was told that Forde currently enjoys substantial support from the party base, many of whom are disgruntled at the loss of the March 2, 2020 General and Regional Elections, and

contends that the Attorneyat-Law is reinvigorating the support base of the party from the grass roots upwards. As it relates to Party Chairperson, Lawrence, this publication was told that like substantive Opposition Leader, Joseph Harmon, their dwindling support has led to a current state of indecision on the part of the two executive members.

According to sources, neither of the two would confirm their intention to contest the leadership of the party if nominated.

Asked directly yesterday about her intention to contest the election, Lawrence told media operatives, “we will have to wait and see the nominations.”

Pressed further, she told media operatives, “based on the nominations, I will give consideration.”

High-placed minorities can be the worst enemies of other minorities From time immemorial people of colour have been taken advantage of, oppressed, their aspirations devastated by those of stronger means, fairer skins. Yet, sometimes, the worst is what is inflicted by people of colour on their own.

Though Guyana has been exceptional in this regard, we look at the United States, and a man of colour, who ascended, and what he inflicts on his own. As this is absorbed, think of how our own Guyanese leaders, people of colour, have linked arms with others, at different times, to keep us down at the bottom.It is ironic that a black United States Supreme Court Justice should today stand as the embodiment of extreme.

Justice, Clarence Thomas, is considered so extreme by court watchers, that the conclusions are he has points to prove, and scores to settle. The man who stands in the shoes of judicial giant Thurgood Marshall now strives to remove one plank after another of the protections that Marshall crafted against the odds, and out of nothing. Among the majority of conservative judges on today’s U.S. Supreme Court, Justice Thomas stands, in telling irony, as the definition of extreme, the extremes that injure his own.

Clarence Thomas is now the longest serving U.S. Supreme Court Justice, with 30 years on this highest judicial tribunal.

Whereas, even Chief Justice Roberts would vote with the liberal minority, Justice Thomas is determinedly ahead of the rock-ribbed conservatives, who make up the majority. In one eye-opening opinion Justice Thomas was the lone dissenter in Foster v. Chatman, where there were clearly extremely disturbing evidence of prosecutorial misconduct, namely, seeking “to keep people of colour off the jury” in a Georgia death penalty case (Progressive Pulse, May 24, 2016).

Thomas’ stance raised the standard to prevail to a near impossibility.

Thomas has gained a reputation of outdoing even the late Anton Scalia, who was noted for his extreme positions.

It is noteworthy that Scalia was a stickler for precedent, if only for stability and some predictability. Thomas, the originalist, is of a different mind. When precedent conflicts with his understandings, precedent has to yield. Even Scalia balked, summing up the difference between his approach and that of Thomas as: “I’m an originalist, but I’m not a nut.”

Thomas is extreme elsewhere. He is for curtailing press freedoms in defiance of the First Amendment; has no problem with any level of campaign contributions. Worse, this African American Justice is against all forms of affirmative action.

Still worse, he is for executions, regardless of the form, or the cruelties inherent. Justice Thomas conveniently ignores discrimination in sentencing when Black Americans are involved, the injustices that are, sometimes, obvious.

A reasonable thought is that Justice Thomas, being aware of the stresses on hard-earned minority gains (of which gains he is a beneficiary), would be closer to the centre, rather than the extreme margins. No question that he could do so successfully, without surrendering his conservative convictions. But, it seems that only the hard-edged is the standard of his approaches and outcomes. One has to wonder that if Clarence Thomas was a political leader in a crucial governance role, what kind he would have been. Based on his judicial positions and opinions, it brings fear and disillusionment: a minority who has reached the pinnacle waging war against his own, and so irrationally that his conservative brethren alternately fear him and cheer him.

The ones cheering usually have no use for people of lesser standing, those of a different colour, lower status, marginal presence.As we think of Justice Clarence Thomas, we cannot help thinking of how much of a beacon of light he could have been for his own. Instead, if he had his way, the descendants of black slaves would be sent back to Africa, and immigrant Guyanese returned to Guyana, should such a judicial decision rest in his hands. But, we think more of Guyana and our own leaders, of how they could have been, but are not. Of what they can do, but to whose tune they dance, and whose will they bow. Like Justice Thomas, Guyanese leaders are on top; and, given their handiwork here, Guyanese go down.

Their masters must be pleased.

Where are the voices in solidarity with the this woman shows correct it. We should not be Education Minister? yet commitment, compassion, attacking the Minister in this DEAR EDITOR, I wish to condemn forthrightly the vile, sinister, and nasty attacks being levelled against the Minister of Education, Priya Manickchand.

These attacks are abhorrent, reprehensible, and puerile. The intellectual authors of these attacks are colleagues who currently sit in the opposition benches of the National Assembly.

With the government’s decision to reopen schools in a phased approach, the hijacked Guyana Teachers Union has willingly spearheaded the lift up-your-

skirt and “cuss” campaign involving some of the nation’s misled teachers.

This behaviour is driven by the Opposition MPs and politicians who have an erotic sensation of the mind whenever their supporters talk about Manickchand negatively. They know that the things their supporters are claiming are not true but allow the defamation to continue.

It has gone further with rouge Opposition personalities personally attacking the Minister, making comments about her body, clothes, and family. And

and intelligence as the Minister who takes a handson approach to the job. She is very passionate when it comes to education focusing on the revolutionisation of the sector. Where is the public condemnation of these vile attacks?

Where are the women’s rights groups and activists?

Where are the Red Thread representatives?

I hope when this whole frenzy over the vaccination policy of the government has died, we truly think of our actions during this period. At last, wherever we find we were wrong or lacking, seek to

way. If teachers want to attack and ridicule a policy of the government, there is a way to do it. They are ways to be effective while protesting without the mention of personal attacks.

Remember, you don’t throw stones when you have a glass house Sherod Duncan, Christopher Jones, and Coretta Mc Donald. I call on every single politician to stand up for good decency, morals, and women’s rights.

Behave decently! Our children are watching you and the Nation is looking.

THE GTUC IS NOT OPPOSED TO ELIGIBLE PERSONS TAKING THE VACCINE DEAR EDITOR, Permit response to two letters in your newspapers, written by Mike Persaud and Dr. Jerry Jailall (SN: 13 Sept, and KN 12 Sept, 2021 respectively).

The Guyana Trades Union Congress (GTUC), the Guyana Public Service Union (GPSU) and the Guyana Teachers Union (GTU), which have a case before the High Court on the Government’s vaccination mandate is not opposed to persons, who are eligible for and desire to take the vaccine, from doing so.

The named bodies are repeatedly on record stating this.

It is our belief the President is operating outside of his legal remit on this matter and also the Occupational Safety and Health Act, amongst other laws, are being violated in the execution of the vaccination programme.

Our concerns have been placed before the court for adjudication, which is a constitutional right we exercise.

The GTUC, GPSU, and GTU’s case is being represented by able Attorneys-at-law, Darren Wade and Dane Victor ElliotHamilton, neither of whom has been asking teachers, or whomever, to remain “unvaccinated”.

It is a wicked and gross deception on the part of those who seek to peddle such falsification.

To those who are using United States (U.S.) President Joe Biden’s policy on vaccination, urging a replication here, the policy cannot be cherry-picked for convenience purposes.

Biden’s policy operates in an environment where: 1. The mandating of vaccines for certain categories of workers and employers in the U.S is

accompanied by the mandating of testing.

2. COVID-19 testing in the U.S. is free.

3. All the vaccines used in the U.S. are approved by the World Health Organization (WHO).

4.The Biden administration has been engaging stakeholders; scientific institutions are allowed to do their work independently; and transparency and accountability in the system are present.

5. Employers are being mandated to give workers paid time off to get vaccinated or recover from any side effects of getting vaccinated, and should they fail to comply, they can face fines of up to US$14,000 per violation.

There is no such approach in Guyana and society is being done a grave disservice with efforts to cherry-pick and deceive.

Further, said policy of Biden has also attracted criticism and is expected to face legal actions.

It is of importance to note where the right to alternative view and judicial recourse is respected in the U.S.; there is an attempt to deny the same here using deception.

GTUC wants COVID-19 preventative measures, such as proper hand-washing, social distancing, small crowds and masking to be observed.

These rules must be enforced across the board, not selectively as is happening.

We continue to urge citizens/workers to comply with COVID-19 protocols.

GTUC is not against persons taking the World Health Organization (WHO) approved vaccines, and is encouraging those who can and want to take these vaccines to do so. GTUC is

against the use of the Sputnik V vaccine, which has not been approved for use by the WHO. Guyana does not have the capacity to determine the efficacy and effectiveness of any COVID-19 vaccine and relies on the WHO’s guidance.

In an April 2021 WHO’s Policy Brief, which addressed the issue of ‘COVID-19 and mandatory vaccination,’ in the Conclusions of that Brief, it was stated: “Vaccines are effective for protecting people from COVID-19. Governments and/or institutional policymakers should use arguments to encourage voluntary vaccination against COVID-19, before contemplating mandatory vaccination. Efforts should be made to demonstrate the benefit and safety of vaccines for the greatest possible acceptance of vaccination.

Stricter regulatory measures should be considered only if these means are not successful.

A number of ethical considerations and caveats should be explicitly discussed and addressed

through ethical analysis when considering whether mandatory COVID-19 vaccination is an ethically justifiable policy option.

Similar to other public health policies, decisions about mandatory vaccination should be supported by the best available evidence and should be made by legitimate public health authorities in a manner that is transparent, fair, non-discriminatory, and involves the input of affected parties.”

The Government of Guyana has neither sought to nor implemented any of the WHO’s advisories/ recommendations before moving to the vaccination mandate.

Neither, in our opinion, has the administration complied with the local laws and respect the rights of citizens/workers.

The GTUC, once again, urges an inclusionary approach in managing the pandemic, and to let the science, laws, international best practices and appropriate resources guide decisionmaking in Guyana.The GTUC (Continued on page 5)

I admire Ronald Bostwick’s letter DEAR EDITOR, Permit me to say how much I admire Ronald Bostwick’s letter (KN Sept. 15) on the issue of the COVID-19 vaccine; “Certain rights are limitable because they conflict with the constitutional right to life itself”. His English is impeccable.

More importantly, he marshals the facts and the law and his logic, arguments and conclusions are unassailable. His is a very clear mind.

Ronald and I have been out of touch for many years, but we go way back. We were in a circle of boyhood friends. It was more than friendship - there was a ‘family feeling’. His mom and dad were class acts. I recall us setting up “Scalextric’ tracks in his home in Kitty, to race little cars. Memory dims, but I remember one of the Peroune brothers being there also.

Should the rules of protection differ?

DEAR EDITOR, I think it’s safe to say that politics and those who immerse themselves into the game know that this sport involves the minds of pugilists, belligerents, and even the ignorant. In fact, not only do those who enter the ring need to step in ready to fight or to learn rather quickly but also they need to recognise the thin line between satire and words of hate.

No side in that ring gets a pass. Editor, I stand to be corrected, but if you can direct me to any side that has kept themselves, dare I say, clean in the fight, then please do so.

For some, words can cause them to act out their hate. If only we had the opportunity to ask Crum-Ewing.

The recent stress and discomfort caused by words used in the song played by MP Duncan that are discomforting for some does reside close to the line. What we need to safeguard is that the line does not get crossed because that may create a game without rules or innuendo.

Ask our neighbours in Trinidad about Black Stalin, Chalkdust, and Sugar Aloes.

For me, MP Duncan is still within the ropes. In fact, therein, he has highlighted instances when the shoe was on the other foot, and no one said a word. I do believe that words matter.

Editor, in addition to words, I believe that spelling, use of grammar and knowledge as it relates to the geography of Guyana matters.

When the supporters of any Minister of Education sit ringside and watch the misuse of basic knowledge of these subjects, then why should we condemn satire because it makes some uncomfortable?

Why should we ignore any Minister, moreover the one representing Education who shows a level of disregard and disrespect for teachers and their representatives?

Why should we support a fighter who cannot muster the intellect and does not know the rules of the game? Editor, I wonder if the supporters of the Minister are asking that the rules of protection differ when women whom they support step into the game of politics?

In Guyana, bail is a ‘vex topic’ DEAR EDITOR, Kaieteur News of September 14, 2021 screamed, “Fire Chief granted bail for removing firefighter’s name from promotion list”. Other media entities also carried similar stories. The article revealed that the Fire Chief was placed on $10,000 bail for a private charge brought against him for allegedly removing the name of a firefighter from the entity’s promotion list. Let me be pellucid I do not hold any grief for anyone in this instant matter.

However, I have an abiding interest in law enforcement.

Therefore, from time to time through the kind courtesy of the media, I am allowed a bit of space to express my views on law enforcement issues. I wish to briefly deal with bail.

In Guyana, bail is a vex topic. Damned if bail is granted, damned if it is refused. During my training as a recruit in the Police Train-

ing School, certain points to be considered before granting or refusing bail was inculcated in my mind. As an investigator, subordinate officer, station sergeant, prosecutor, sub-divisional officer and commander, I used them as my guiding principles in effectively administering bail.

Here they are: (1) nature and gravity of the charge; (2) will the prisoner attend Court; (3) weight of evidence; (4) status of accused; (5) will the granting of bail defeat the end of justice.

In addition to the above, persons granting bail should be guided by the Constitution, their knowledge of the crime environment and their conscience.

Wow! I think that this is a good time for me to bail out.

DEAR EDITOR, Help & Shelter condemns the video disseminated by Member of Parliament Mr. Sherod Duncan and calls for its immediate removal, investigation and sanction of Mr. Sherod Duncan for choosing to disseminate material which is distasteful, verbally insulting, demeaning and disrespectful not only to the Minister of Education but to all

women of Guyana. We also call on APNU & AFC to take immediate action to also sanction this sitting Member of Parliament.

We further call on the National Assembly and Parliament of Guyana to ensure a comprehensive code of conduct is disseminated to each and every parliamentarian with appropriate sanctions for breaches of such a code with-

IDENTIFICATION DEAR EDITOR, It is noted that the Elections Commission is reported as being indisposed to providing ID cards to citizens who contribute to the salaries and benefits enjoyed by Commissioners and staff, who appear, like so many others, indifferent to the history of this strategic document.

It is true that it was initiated for the purpose of verification of the voting process,

more than half a century ago.

But it subsequently expanded to serve as identity verification in relation to an increasing range of business transactions, even involving pensioners.

The demand for identification on a daily/nightly basis has become exponential to the extent that it has least to

do with voting every five years – unnoticed however by every Administration, and indeed other public (and private) sector agencies.

Interestingly, one is more easily served in seeking a passport.

The GRA is another agency respected for its expeditious provision of relevant identification.

The time has long come when issuance of a National ID card should be the responsibility of an agency independent of any voting implications.

It is too optimistic to expect the current administration to retrieve the mask of this sensitivity from a political to a professional arena of ‘security’.

Time for a review and shake up of the GPF? DEAR EDITOR, According to media reports, nothing illegal was found in the home but a trigger happy rank and the death of a citizen, in the case of the Darthmouth businessman.

This has to be a sure indictment on the GPF and its conduct of field operations. Nothing can explain or excuse this horrific act and it must be seen for what it is: a failed execution of a legal undertaking.

Time for a review and shake up of the GPF? It is hoped the family gets the justice they deserve.

My condolences to the grieving family and friends.

Don’t shift attention to further own political agendas DEAR EDITOR, There is no doubt that the death of Essequibo businessman, Orin Boston, sent shockwaves throughout the region. Statements being issued about his death by various parties seem to contradict each other and as concerned citizens, families and friends, we deserve clarity on what really happened. At this time, the circumstances surrounding the killing of Mr. Boston by police ranks are not entirely known. As such, I am calling on the Minister of Home Affairs and the Commissioner of Police to ensure that there is an impartial and speedy investigation into the matter.

If there is evidence of wrongdoings, it is important that those found culpable face the full brunt of the law.

I cannot even begin to imagine what Mr. Boston’s family is going through at this time. I personally want to express my sincere condolences to everyone who was a part of Mr. Boston’s life, especially his family. Death is never something easy and it has a lasting impact. I pray that God gives everyone the strength to go on and to keep Mr. Boston’s memory alive. Aubrey Norton among 16 Corentyne man who had set wife on fire remanded to prison charged for illegal procession

The man, who attempted to flee the country after allegedly setting his 29-yearold wife on fire, was yesterday charged with attempted murder.

Ganeshwar Sheocharran, 27, of Lot 16 Miss Pheobe, Port Mourant, Corentyne, Berbice appeared at the Georgetown Magistrates’ Courts before Magistrate Clive Nurse. He was charged with the attempted murder of Sandramma ‘Roma’ Raju, his wife of six years.

He was not required to plead. The matter was adjourned and the accused was remanded to prison until October 6, 2021.

Kaieteur News had

reported that Sheocharran and Raju had gotten into an argument Monday night during which the accused lit the woman on fire. Raju’s father had told this publication that after speaking to his daughter, she told him that she poured the kerosene on her body herself in the heat of the argument and Sheocharran set her on fire after.

He then reportedly made arrangements and travelled to the Cheddi Jagan International Airport on Tuesday and boarded a flight to the United States in a bid to escape.

Police were informed and a wanted bulletin was issued

for him. US authorities were also informed.

Sheocharran was nabbed at the JFK Airport and sent back to Guyana on a Caribbean Airlines flight.

Local authorities who were waiting at the airport arrested him upon his return and he was taken into custody.

The victim, his wife, with whom he has a five-year-old daughter, is currently battling for her life at the New Amsterdam Hospital with extensive burns about her body.

Her parents had said that they were informed that their daughter suffered 98 percent burns about her body and her chances of survival are slim.

Executive member of the People’s National Congress Reform (PNC/R), Aubrey Norton, was among 16 persons who were charged yesterday for taking part in an illegal procession and failing to wear a face mask.

On Monday, Norton and the other persons were taken into custody at the Brickdam Police Station for allegedly participating in an illegal protest in the city to retaliate measures that encourage the uptake of the COVID-19 vaccine. They were all a part of a protest action titled “Time to shutdown GT”, when the arrests were made.

Norton, along with the other defendants yesterday made their first court appearance in the Georgetown Magistrates’ Courts before Magistrate Rhondell Weever.

The PNC’s executive, along with the 15 named protestors, was represented by attorney-at-law, Darren Wade. Those charged are Lenox Bacchus, Timothy McVaugh, John Van Veen, Aubrey Grandon, Andre Dolivers, Kyle Solomon, Godfrey McDonald, Compton Hope, Khepera Ma-Khufu, Orel Brummel, Keon James, Ryan Fraser, Quincy Nicholas, Leon Roberts and Andrew Wattson.

When the matter was called, the Court was informed that Fraser, Nicholas, Roberts and Wattson were absent and as such, an arrest warrant was issued for them.

US Oversight Committee hauls in Exxon, other oil companies to testify on climate misinformation

C

ongressional Democrats are calling top executives at ExxonMobil and other oil giants to testify at a House hearing as lawmakers investigate what they say is a long-running, industry-wide campaign to spread disinformation about the role of fossil fuels in causing global warming.

The House Oversight Committee on Thursday requested that executives at ExxonMobil, BP, Chevron and Shell testify at a hearing next month, along with leaders of the American Petroleum Institute, the oil industry's top lobbying group, and the U.S. Chamber of Commerce. “ We a r e d e e p l y

concerned that the fossil fuel industry has reaped massive profits for decades while contributing to climate change that is devastating American communities, costing taxpayers billions of dollars and ravaging the natural world,” Oversight Chairwoman Carolyn Maloney, D-N.Y., and Rep. Ro Khanna, D-Calif., wrote in a letter to oil executives.

“We are also concerned that to protect those profits, the industry has reportedly led a coordinated effort to spread disinformation to mislead the public and prevent crucial action to address climate change,” they wrote. Khanna, chairman of Oversight's environment subcommittee,

has been pressing the oil industry for months for documents and other information on its role in stopping climate action.

Khanna has been focusing on Exxon after a senior lobbyist for the company was caught in a secret video bragging that Exxon had fought climate science through “shadow groups” and had targeted influential senators in an effort to weaken President Joe Biden's climate agenda, including a bipartisan infrastructure bill and a massive $3.5 trillion spending bill currently moving through Congress.

Wa s h i n g t o n - b a s e d lobbyist Keith McCoy also dismissed Exxon's public

expressions of support for a proposed carbon tax on fossil fuel emissions as a “talking point.”

McCoy's comments were made public in June by the environmental group Greenpeace UK, which secretly recorded McCoy and another lobbyist in Zoom interviews.

Darren Woods, Exxon's chairman and chief executive, condemned McCoy's statements and said the company stands by its commitment to work on finding solutions to climate change.

Woods is among the executives, which the House panel hopes to question at an October 28 hearing, along with BP America CEO, David Lawler, Chevron CEO, Michael Wirth, and Shell's president, Gretchen

Watkins.

The committee also has said it will formally question McCoy about his comments, although timing of that interview has not been set.

Maloney and Khanna said in a statement that ExxonMobil and other oil companies “have worked to prevent serious action on global warming by generating doubt about the documented dangers of fossil fuels and misrepresenting the scale of their efforts to develop alternative energy technologies.'' They compared the tactics to those deployed by the tobacco industry to resist regulation "while selling products that kill hundreds of thousands of Americans.''

As it relates to the involvement of 'big miners,' Ramjattan was adamant, “the whole world has seen the massive corruption that took place between PPP elites, Ministers and big wigs in the mining sector.

According to the AFC Leader, since the expiration of the life of the body in March last, the PPP/C “if it wanted transparency should have named members.”

To this end, he posits that the big miners in the sector want the PPP to stifle the growth of the local EITI—GYEITI—and to eventually pull out from the international transparency watchdog body.

He reminded that under the previous administration two reports were submitted by the GYEITI, the first being some 6,000 pages documenting the affairs of the extractive industry.

According to Ramjattan, were Guyana to lose its membership in October, the PPP/C's commitment to

transparency would be called into question.

Additionally, the AFC Leader has since called on the administration to go a step further and concretise the EITI reporting standards and guidelines in law, so as to make it legally enforceable and binding.

The initiative currently functions on a voluntary basis. Following such a move (implementing legislation), Ramjattan intimated that the Secretariat which is responsible for carrying out the decisions taken by the MSG, should then be adequately resourced and its capacity and staffing strengthened.

To this end, he has since also called on the administration to also remove GYEITI from under the auspices of any Ministry, since such a body should remain as a Statutory Independent entity, free from the control of any M i n i s t r y, M i n i s t e r o r government department.

To this end, he is calling for the EITI's International Standards and Guidelines to be codified in Law. EITI is a global standard that promotes transparency and accountability in the oil, gas and mining sectors.

It has a robust yet flexible methodology for

disclosing and reconciling company payments and government revenues in implementing countries.

According to the entity, “EITI international Board and implementing member countries believe that a country's natural resource wealth is the patrimony of its citizens.”

As such, “through increased transparency and accountability, EITI can increase public trust and dialogue, improve governance, attract investment, and manage and enhance growth so that citizens receive financial and societal benefits from a country's natural resources.”

In each of the implementing countries, the EITI is supported by a coalition of government, companies, and civil society, referred to as the MSG. Guyana is still to renew the life of its MSG since its life expired in March last.

This publication understands that some members of the Guyana Geology and Mines Commission (GGMC) have outright refused to sit on the board, among other proposed members, contributing to the current state of affairs.

Reshuffling of the pack cannot be considered as condign T

his column does not usually respond to criticisms since it is aimed at encouraging differences of opinion. The exception to the no-response rule concerns where there is a need to offer clarification or to address statements that were misrepresented.

If this column expresses an opinion and someone else does not agree, there is no reason to try to respond. The other person is entitled to his or her viewpoint.

But if there is a charge that false or inaccurate information was provided, then this column has duty to either correct any falsehood or to respond and justify what was said. We cannot always be right and when we are wrong we must be prepared to say we are wrong.

The recent response by former General Secretary of the People's Progressive Party, Clement Rohee, to comments in a previous column justifies a response of only to disabuse him and readers that there was misrepresentation of the truth when it came to Cheddi Jagan's failure to take swift and condign action against one of his close lieutenants in the early days of his government.

The issue at hand was the case in which a contractor signed over a motor vehicle to the son of a Government Minister. The contractor did

The PPP, however, never represented to the public that this reshuffling was part of any response to the car issue.

Nor did the former General Secretary, in his response, indicate how soon after the scandal broke that this reshuffle took place. Surely, had he provided this information, the public would have been in a better position to determine whether the action was swift.

But let us give him the benefit of the doubt and concede that the action was swift.

What is clear is the action could not have been condign – punishment appropriate to the offence. If there was no offence or wrongdoing or negligence, then Cheddi should not have had justifiable reason to make any reshuffle.

No wrong, no warrant!

But if grounds were found that the transaction was

improper or worse corrupt, then a Cabinet reshuffle represents a slap on the wrist and a poor example.

Mr. Rohee has taken the time to share with us his wide and long political experience within the PPP and the government.

But interestingly in his latest book he made no mention of this incident, but did refer to a case in which he was summoned to explain the source of the funds for the construction of his home – an explanation which he provides in the book and which is believable.

Interestingly also in both his recent letter to this newspaper and in his book, he does not make mention of what action Cheddi took in relation to the controversies of alleged import of stone (referred to as the Stone Scam) and the problems surrounding a PPP and financier supplying skim milk to SIMAP ( referred to as the Milk Scam). Did Cheddi also act swiftly and condignly when dealing these matters or was public exposure and pressure responsible for any action taken?

Permit me to segue to some other issues of interest.

n the middle of Barack Obama's international mega-stardom, he suffered a crushing defeat in 2010 with the midterm elections. In that poll, Obama's party suffered the largest shift in seats since 1948.

missed a majority in the senate. In the governors' race and State assembly elections in that year, Obama took a serious beating.

In his second term election, Obama lost the House of Representatives and the Senate thus literally clipping his

wings to soar to greater heights if he wanted to fly there, though I doubt he did.

Why did this happen to a man who the entire world was in love with but not the American people anymore?

If you are not familiar with American politics but when you get the answers why Obama began to

stumble, then you will see why the AFC was slaughtered thus bringing victory to the PPP. Obama took the US by storm.

Highly educated, civilised by American political standards and conceived as a humane radical, there was an aura of magic that surrounded

Obama during the election in 2008.

Guyana's newest Rotary Club celebrates first anniversary B

Baby among 3 latest COVID-19 fatalities

T

he Ministry of Health reported yesterday that a five-month-old baby girl from Region One (BarimaWaini) is among the latest COVID-19 fatalities. The child is now listed as one of the country's youngest COVID-19 deaths since the pandemic started last year March. As a result of this, the country's COVID-19 death toll has moved to 706.

The Ministry announced that the other fatalities are that of a partially vaccinated 69-year-old man and a fully vaccinated 79-year-old man, both from Region Four (Demerara-Mahaica). It was further revealed that all three persons died over a two-day period (September 16 to 17) while receiving treatment at a medical facility.

Further, in its daily COVID-19 dashboard, the

Ministry, during the last assessed 24 hour period, recorded 241 new cases, bringing the total number of confirmed cases to 29,072.

Presently, there are 35 patients in the COVID-19 Intensive Care Unit, 164 in institutional isolation, 3,347 in home isolation and 18 in institutional isolation. To date, a total of 24,820 persons who tested positive for the virus have recovered.

As part of the District's Childhood Obesity Prevention Campaign, the “Eat Well, Move Well” book was reproduced and distributed to children and the Guyana National Library for redistribution.

As the Rotary year progressed, the club embarked on its flagship project for the year 20202021 – the construction of a Shade House, Vegetable Garden and external raised beds to serve as a mini fruit farm.

This is in an effort to reduce the “Food Bill” of the home, and to encourage healthy eating habits of the

residents.

Also, the idea is for the children/residents to experience and appreciate vegetables and fruits from the 'seed to the table' – they can be the “Ambassadors of Eating Healthy”.

As a result of this project, there has been a spin-off project, where members assisted in the refurbishment works of a Neighbouring Shade house. The Garden City 'People of Action' and club members sprang into action to complete this 'Shade House Make Over' by dedicating two successive weekends to this project.

The Rotary Club of Garden City (Georgetown) members also found time to make contributions to the

Cheshire Home and PANCAP in the form of Hampers and PPE to the community of Mocha Arcadia.

Rotary International in 2020-2021 awarded the Rotary Citation to Rotary Club of Garden City (Georgetown) for helping Rotary open opportunities in the lives of people all over the world.

The Rotary District 7030 has recognised the Rotary Club of Garden City (Georgetown) by awarding the club with the District Governor Citation at the 2021 District Awards.

T&T Natural Gas deal costs taxpayers …now stuck with US$100M in additional US$200M compressors it's unable to sell A

new scandal has emerged at the Tr i n i d a d a n d Tobago's (T&T) state-owned National Gas Company Ltd, this time, the cost to taxpayers is almost US$200 million and the company has said it has learned its lesson from the debacle.

The revelation comes on the heels of another scandal where it spent well over quarter billion dollars on a failed attempt to save Atlantic LNG Train 1 and its Board of Directors asked the Government, and received protection, from responsibility for the loss of taxpayers' dollars.

At the centre of this latest scandal, the NGC started a project in 2017 that included the design, procurement, construction, and commissioning of a compressor facility at NGC's New Abyssinia Accumulator Station (NAAS) Beachfield facility, Guayaguayare.

Well into the project, the company discovered that there was no need for it after spending US$197.5 million

and subsequently stopped it.

The result is a loss of the money and the company stuck with US$100 million worth of compressors, which it has not been able to sell.

Thanks to another whistle-blower, the Business Guardian has numerous documents including the bilateral agreement between bpTT, NGC, TT LNG and NGC pipeline company over the project that seem to suggest it was poor project planning and a lack of delivery of the project on time that led to the fiasco and the inability of the NGC to recover its money.

In response to a number of questions from the Business Guardian, the NGC admitted to the failed project and the loss of the money.

I t s a i d , “ … a management review of the business case for compression facilities at NAAS in the latter half of 2018 was precipitated, noting the substantial costs remaining to complete the project.

Both technical and

commercial assessments were conducted and, following NGC's governance process through the operations committee, NGC's board accepted m a n a g e m e n t ' s recommendation to mothball the compression project in December 2018. The cost incurred at that juncture was US$197.5 million.”

The company said the main reasons for the decision to abandon the project were: Firstly, the reduced likelihood of operational scenarios that would trigger the need for the compression of low-pressure gas due to TROC project operation.

Secondly, improvements in NGC network management capabilities.

“This decision avoided an additional cash outlay of US$127.5 million to complete the project and an operating cost of US$15 million annually.

This is in the context that there would be a low probability of use of the installed equipment, and attendant costs of infrequent

operation,” NGC told the Business Guardian.

It added that one key learning was that projects needed to follow a robust stage gate methodology process.

This, it explained, gives management the opportunity to stop the project at earlier stages, as technical and operational information become available, versus, in the case of the Beachfield project it proceeded into execution.

“Therefore, since 2018, NGC has focused on organising workflows to follow a project management methodology stage gate process, which also improves the integration with supply chain management.

“This, along with improved reporting of project performance including tracking stage gate compliance, scheduling, and costing, ensure compliance to governance requirements.

man, who took a woman to a hotel, was robbed of valuables and cash to the tune of $793,000, moments after checking in and leaving to purchase food.

The matter was reported and this led to 27year-old Candacy Thompson, and her alleged accomplice, Juliana Beveney, 20, of 146 Canterbury Walk, Beterverwagting, East Coast Demerara, being charged and placed before the court for the offence.

The defendants appeared yesterday in the Georgetown Magistrates' Courts before Magistrate, Rhondell Weever.

They denied the charge which alleges that on Monday September 13, 2021, at Hadfield Street, Georgetown, they robbed Sherwin Jackson of three gold chains valued $448,000; one gold finger ring valued $160,000: 10 pennyweight raw gold valued $170,000 and $15,000 cash.

The police prosecutor told the court that on the day in question about 22:00hrs, Jackson and Thompson went to a guest house (hotel) where they booked a room. It was stated that after booking the room, they settled down then Jackson gave the key to Thompson and went to get some food. Upon returning to the room he realised that the door was left opened.

Checks were then made and he discovered his valuables and Thompson were missing. A report was made and an investigation was carried out which led to the arrest of the two women.

The court heard that only one gold chain was recovered but not in the defendants' possession. The women are to return to court on October 15, 2021.

But could the NGC have avoided this fate?

Documents which the Business Guardian has, show that bpTT was to reimburse NGC for 100 percent of the approved budget which was up to US$50 million but NGC had to complete the scope of works for the compressor installation by December 31, 2017.

NGC did not meet the timeline and even though it tried several times over the years to get bpTT to reimburse it, bpTT refused stating that NGC did not comply with the provisions of the bi-lateral agreement.

You see, NGC initiated the Beachfield compression project in 2012 to improve the reliability of its gas supply to the Point Lisas Industrial Estate.

The design capacity was for compression of up to 750 million standard cubic feet per day. The gas received from NGC's gas suppliers from offshore east coast Trinidad, arrives at the NAAS facility at different operating pressures.

The compressors were delivered to NGC in February 2018. Work on development of scopes of work for installation of the compressors and related equipment started in 2018. In parallel, bpTT LLC initiated the TROC project in 2015.

BpTT's project scope included design, procurement, construction, and commissioning of a compressor facility at the inlet facilities to the fourtrain Liquefied Natural Gas (LNG) complex located at Point Fortin to lower the operating pressures of certain portions of bpTT's gas network, as well as the pressures on NGC's Cross Island Pipeline.

This project was completed in April 2017 and improved the reliability of bpTT's supply to NGC and its other customers but according to the NGC had the impact of reducing the technical need for compression at NAAS. The NGC admitted not expecting this outcome and hence it wasted US$200 million behind a failed project.

orty-two agroprocessors from across the 10 administrative regions in Guyana have submitted their locally made products to the recently announced Economic Development Accelerator (EDA) grant programme.

The EDA programme, according to a release, was designed and is being implemented by the Guyana Economic Development Trust (GEDT), a U.S. and Guyana-based initiative that supports Guyanese innovation in science, technology and agriculture -and is fully funded by the U.S. Agency for International Development (USAID).

EDA's programme application process was opened in July and attracted more than 70 agroprocessors. Following the application process, agroinnovators submitted their p r o d u c t s f o r tasting/sampling and general evaluation. On Tuesday, September 14, 2021, a tasting event for the foodbased products occurred at the Ruimveldt Life Improvement Centre. Fortytwo of the applicants submitted their products to be tasted by renowned chefs and caterers. There was a variety of submissions

ranging from pepper sauces to seasonings, and a number of unique items such as precooked pepper-pot and precooked cook-up packaged for supermarket shelves, sweet potato cake mix, and much more.

The United States Agency for International Development/Eastern and Southern Caribbean Senior D e v e l o p m e n t A d v i s o r, Philip Schwehm also attended and participated in the tasting, and shared that he was very pleased and impressed with the quantity and variety of the submissions. Chefs Sarafina Edghill and Dougal Kirkpatrick, who were on the panel, expressed similar sentiments.

“There was a variety of local stuff which was very interesting. I was amazed because I wasn't expecting this much, and for several of them, I was very impressed. I would, however, advise them to work on presentation and packaging so that we can represent Guyana to the best of our ability,” Chef Edghill commented.

Chef Kirkpatrick of Kirkpatrick's Enterprise, said that even though the products were impressive, there is still some work to be done to elevate them to export standards. This, indeed, is the purpose of the (continued on page 18)

Judge denies injunctions against Government’s vaccination policy High Court Judge, Justice Fidela Corbin-Lincoln, yesterday denied granting two interim injunctions that were brought by three major unions in Guyana against the State’s vaccination policy.

Last month, the case was filed by the Guyana Public Service Union (GPSU), the Guyana Teachers’ Union (GTU), and the Guyana Trades Union Congress (GTUC).

The Attorney General (AG) and Minister of Legal Affairs, Anil Nandlall, was named as the only respondent in the matter.

The matter was called earlier this month for a fixed date application and yesterday continued. The Unions joined

forces to seek several injunctions and declarations, inter alia.

They had sought an injunction preventing the State from implementing the requirements that public servants and others must provide proof of vaccination or a weekly negative PCR test result at their own expense.

Through their attorneys, Darren Wade and Dane Elliott-Hamilton, they also asked the court for an interim injunction which states that the State should bear the cost for the weekly PCR test results for unvaccinated public servants, until the court determines an application to the legality of the Government’s COVID-19

Emergency Measures that were published in the Official Gazette.

In her ruling, Justice Corbin-Lincoln informed the attorneys that she will not grant the two aforementioned injunctions and gave her summary.

Moreover, the unions had also approached the High Court asking it to declare that the COVID-19 health emergency guideline that was initially implemented by former President, David Granger, and the Presidential declaration that was later made by President, Irfaan Ali, to be deemed ultra vires and in breach of constitutional rights of the workers.

E’bo businessman was shot in the chest - PM reveals -Protest ends after police negotiate with protestors An autopsy conducted Thursday on the remains of Essequibo businessman, Orin Boston, revealed that he was shot to the chest and not to the arm as was initially reported by the Guyana Police Force (GPF).

Boston, 29, a resident of Lot 22 Happie Street, Dartmouth Village, Essequibo Coast, Region Two, was shot dead around 04:40hrs. on Wednesday while lying in his bed by ranks from the Special Weapons And Tactics (SWAT) Unit.

They had reportedly invaded his home that morning to conduct a search for prohibited items.

The GPF had stated in a release that Boston was shot to his arm that morning following a confrontation between its SWAT team ranks and Boston during the search.

His relatives however, refuted the claim that there was a confrontation and now a post mortem examination on Boston’s body is contradicting the initial GPF reports that he was shot to his arm.

The autopsy report stated, “On completion, the cause of death was given as haemorrhage and shock due to gunshot injuries to the chest.”

A single warhead was removed from his body as well

during the examination.

Meanwhile, the protest that erupted following Boston’s death reportedly ended yesterday during the afternoon hours.

Based on reports reaching Kaieteur News, the police were able to clear the Dartmouth Bridge that was blocked by protestors following negotiations between police and the Boston family.

The Commander of the Region Two Police Division, Denise Griffith, related that the Boston family agreed to the unblocking of the bridge after being reassured that justice will take its course.

“What happened this morning is that we decided that we will start something.

So we came and we began to move the smaller obstacles.

There were a lot of old vehicles and pieces of iron on the bridge.

I came down here spoke to the persons and they decided that they wanted justice and I assured them justice will be served, just work with us and give us time,” the Commander said.

According to her, “the persons agreed to have it cleared only if the parents of the deceased agreed.

So we subsequently went and we had a talk with the family, including the mother,

and they came out and advised the residents to have the debris removed.”

The debris were loaded onto a tractor trailer and taken away.

Essequibo residents had started protesting Wednesday after learning that Boston was shot dead by police.

They had blocked the Dartmouth Public Road with burning tyres and other debris.

The situation had reportedly worsened as the protests continued all day Thursday.

Businesses were affected as the southern end of the Essequibo Coast was quickly coming to a standstill.

Reports had started to surface of the protestors soliciting cash from motorists who were desperate to get across the Dartmouth Bridge.

In fact, Kaieteur News was on the scene when some of the protestors were caught in the act soliciting money from a hire car driver who wanted to pass.

In some cases, passengers had to disembark minibuses at the southern end of the bridge and walk across the bridge before joining another bus at the opposite end.

In order to control the situation, additional ranks from Georgetown were deployed to the Region.

AG said that according to Section 16 of the said act “the court shall not in any civil proceedings grant any injunction or make any order against an officer of the State if the effect of granting the injunction or making the order would be to give any relief against the State which would not have been obtained in proceedings against the State.”

However, in response, the unions’ attorney, ElliottHamilton, rejected the AG’s arguments and said that the court has the power to grant injunctions against the State.

This led to both parties making their submissions to the court which were ruled on yesterday by Justice CorbinLincoln.

Third suspect in murder of boy, 10, remanded

The third suspect in relation to the murder of 10-year-old, Anthony Cort, was yesterday remanded to prison after appearing in court.

The defendant, Rondell Sobers called ‘Larry’ of Lot 991 Section ‘B’, Sophia, appeared in the Sparendaam Magistrate’s Court before Magistrate Rochelle Liverpool when the indictable charge was read to him.

Sobers was arrested earlier this week and was subsequently charged for murder committed on 10-year-old Cort, which occurred on March 11, 2021 at ‘C’ Field Sophia, during the course or furtherance of a robbery. Sobers is expected to make his second court appearance on October 8, 2021.

On May 25, 2021, the second suspect was remanded for the murder of the boy. That defendant is 29-year-old Kenrick Cozier called ‘Bullaboy’. He had also appeared in the Sparendaam Magistrate’s Court before Magistrate Liverpool. He was not required to plead to the charge and is presently on remand for murder. Back in March, a 16-year-old, who investigators said was their prime suspect for the murder, was remanded on March 19, 2021, to the Sophia Juvenile Holding Centre.

It was reported that following Cozier’s arrest, he was grilled by investigators and confessed to his involvement in the heinous crime. The 29-year-old mason told detectives that on the day of the deadly home invasion, the teen went to his home and designed a plan to rob the deceased neighbour’s home, where the boy was murdered.

The man reportedly disclosed that the teen told him that his father was in a relationship with Cort’s neighbour who has millions of dollars in cash and jewellery. He went on to further confess that the teen then brought

three of his friends – one who had a handgun – to carry out the crime.

The men said that the teen planned that one of the suspects would go into the shop and purchase an item as a decoy and the two other men would be on the lookout while the now remanded teen would go into the house and execute the robbery. The suspect said that about 12:00hrs, he and the teen went to the shop, as planned, and the teen pointed the gun at the three women who were in the shop.

The man told cops that he was unarmed and he relieved the women of their valuables – two gold rings, one silver chain, one phone and $18,000 cash.

He added that he then entered the house, while two of the women followed him. The suspect continued to relate to CID officers that he saw the teen heading to the upper flat of the house after which he heard a loud explosion that sounded like a gunshot.

The man claimed that he ran upstairs where he saw the teen standing over Cort who was lying on the ground motionless. He told investigators that he ran out of the house and picked up his bicycle, which he stashed before the robbery and rode off towards School Bridge, Sophia.He mentioned that the teen later met him and confessed that he shot the now dead boy. They parted the money and jewellery and the teen told him that he gave the gun back to another suspect.The suspect told police that he never saw the teen again and travelled to Tuschen, East Bank Essequibo where he stayed low until he was arrested. Cozier told detectives at the time of his arrest that he was wearing the same black jersey he had worn at the time of the deadly home invasion.

Couple dies in septic tank tragedy A Hyde Park, Timehri, East Bank Demerara, couple last Thursday died after the man reportedly jumped into a septic tank to save his wife. The dead couple has been identified as Camille Dwarka, 42, a housewife and her husband, 51-year-old Ramlall Madhoo.

The Guyana Police Force (GPF) reported that Camille was going to the toilet when her niece, Anita Joseph, of the same address heard her screaming and went to her rescue. This led to the woman discovering her aunt in the waste of the septic tank.

It was reported that Joseph then raised an alarm and Ramlall came to her rescue. He reportedly jumped into the septic tank to save his wife but was unable to do so. Joseph told investigators that when she looked into the septic tank, she noticed that her aunt and Ramlall were motionless.

In a press release, the Guyana Fire Service (GFS) noted that around 21:32hrs o n T h u r s d a y, i t w a s

summoned to assist in the extraction of two persons who had fallen into a septic tank.

However, when the ranks arrived at the location two persons were seen lying motionless in the septic tank.

The firefighters later managed to cut open the tank and retrieve the couple who were suspected to have died by that time.

Moreover, the police reported that the couple's bodies were examined but no marks of violence were seen on the most exposed parts of their bodies. The bodies were then uplifted by undertakers from Memorial Funeral Home and escorted to the Diamond Diagnostic Centre where they were both pronounced dead by the

Medical Council warns doctors against discouraging COVID-19 vaccination

he Guyana Medical Council (GMC) has issued a warning to doctors not to discourage vaccination against the deadly coronavirus (COVID-19) infection.

A statement the GMC released on Thursday outlined its decision to support “the position taken by the Federation of State Medical Boards (FSMB) that proposes to take disciplinary action against any certified doctor who spreads disinformation about the COVID-19 disease and vaccines.”

The statement follows reports that some doctors have been discouraging the use of vaccines although the World Health Organization (WHO) had declared COVID-19 a Public Health Emergency of International Concern in January 2020.

In its statement, the GMC noted that doctors who criticise vaccines would be misconducting themselves.

“Physicians who use their position of authority to denigrate vaccination at a time when vaccines continue to demonstrate excellent effectiveness against severe COVID-19 illness,

hospitalisation and death are not only constitutionally unethical but also unprofessional and dangerous,” the Council said.

According to the GMC doctors engaged in this unethical practice are at risk of acting against the best interest of the health of people. “We have all sworn to uphold The Hippocratic Oath to 'do no harm' and as such we should not promulgate treatments that are demonstrably ineffective and harmful…any doctor who spreads disinformation, misinformation and falsehoods to the public during a time of Public H e a l t h E m e rg e n c y o f International Concern (PHEIC) goes against what we represent. COVID-19 is a potentially lethal illness.”

Further, the GMC said doctors are held accountable for their decisions and actions, and anyone who violates his or her professional rules would be committing a breach.

“Any doctor who provides disinformation about the COVID-19 disease and vaccines contradicts our ethical and professional responsibilities since the

UG launches first book in Exemplar Series focusing on the life and works of outstanding Guyanese - Publication on iconic business leader, Dr. Yesu Persaud, now available

he University of Guyana Press (UGP) and the Office of Philanthropy, Alumni and Civic Engagement (PACE), on Friday September 10, 2021, officially launched the first in a series of books focusing on and highlighting the life and works of four outstanding Guyanese who were awarded the first set of honourary doctorates by the University of Guyana (UG) Dr. Yesu Persaud, Dr. Jay Sobhraj, Dr. Laura George and Dr. Eddy Grant. The first in the Guyanese Exemplar Series publication launched is titled, “Yesu Persaud Iconic Leader in Business Innovation” and contains the citation given to Dr. Persaud when he was granted the Honourary Doctorate, his acceptance speech, as well as his advice to young people for achieving success.

A small, simple but significant ceremony was held at UG’s George Walcott Lecture Theater, Turkeyen Campus, and was streamed live via Zoom and Facebook due to COVID-19 protocols.

UG Chancellor, Professor Edward Greene, in his remarks, acknowledged the enormous contributions made by Dr. Persaud to UG and he noted that the institution is very fortunate to have developed a special r e l a t i o n s h i p w i t h D r.

Professor Greene pointed out that the publishing of the book is a testimony to the love, affection, and respect that UG, led by its ViceC h a n c e l l o r, P r o f e s s o r Paloma Mohamed-Martin, and her Senior Management Te a m , s h a r e f o r t h i s quintessential icon.

He added that the book will form part of a special collection of the UG Exemplar Series and will no doubt immortalise the outstanding contributions of D r. P e r s a u d t o t h e University, Guyana, the Caribbean, and the world.

“It is a tribute to both Dr. Yesu Persaud and to those who have helped to conceptualise the content and design as a companion to his already magnificent must-read autobiography, Tiger in the Stars. It is futuristic in its presentation, portraying the imagery of achievements of this magnificent human being that could be grasped by the

very young. What an inspiration, what a landmark for the University of Guyana and its outreach enterprise, and what better subject than the legendary Dr. Yesu Persaud,” Professor Greene said.

The Chancellor also took the opportunity to congratulate Dr. Persaud on behalf of the UG Council and the University of Guyana Foundation. He said, “It is my pleasure to let you know that our members highly appreciate your agreeing to be an honourary member. In so doing, you have truly elevated the image of our f o u n d a t i o n . Yo u r philanthropic zeal, entrepreneurial acumen, and

“We are able to train more students. We now have an excess of 25 practicing pediatricians and so far we have trained over 120 specialists in medicine. The Medical Centre has been a tremendous development in the infrastructure of the medical programme at UG and to Guyana at large,” Professor Cummings explained.

Professor Leyland Lucas, Dean of UG’s School of Entrepreneurship and Business Innovation (SEBI), outlined the importance of Dr. Persaud’s work and accomplishments to business students. He noted that coming from humble beginnings does not exempt persons from becoming exceptional in the world especially with an example

Professor Lucas highlighted, “Too often we hear about the Steve Jobs and the Bill Gates but our students need to be aware of the successes of the business leaders we have here in Guyana. Our students need to know that being successful in a business is not just about making money but it is also about giving back. It is also about being transformational in everything that you do and striving as much as possible to show others the path available for their futures.”

Head of UG Press, Ms. Melissa Bess, gave an overview of the book. She noted, “The book documents from his birth on the Diamond Sugar Plantation, his time in the United Kingdom as well as his brief stint in the Public Service then his subsequent journey into the private sector. It is in the private sector that the mammoth of a legacy was born.”

“This book is a necessity in documenting the story and history of Dr. Yesu Persaud and his impact in the private sector and the growth of many local household names such as Demerara Distillers Limited as well as Demerara Bank Limited.

These institutions are strongholds; not only locally but internationally.”

She pointed out that Dr. Persaud has won a variety of awards throughout his illustrious decades-long career.

Some of these most notable ones include the highest honour of Guyana the Golden Arrow of Achievement (A.A) and the Pravasi Bharatiya Samman Award presented to him by then Indian President, Dr. A.P.J. Abdul Kalam, on

January 09, 2006, at the Pravasi Bharatiya Divas.”

Dr. Persaud in his response to the many accolades heaped on him during the ceremony said he was very touched and is extremely thankful that he was given the opportunity to make a difference in the lives of persons. He explained that he will continue writing to share his knowledge and experiences so that young people would be motivated and encouraged to achieve their full potential.

Copies of the book were handed over to repositories of the UG library, the Guyana National Library as well as the National Archives of Guyana. Two y o u n g c h i l d r e n accompanying their mother who works at the National Library also received copies of the book.

In receiving the books on behalf of UG’s Library, Chief Librarian, Mrs. Gwyneth George, said, “We are happy to legally hand over the book to the repository because long after we are gone Dr. Yesu Persaud’s book will continue to live on for generations to come.”

UG’s Deputy ViceChancellor, Institutional Advancement, Dr. Mellissa Ifill, gave the vote of thanks.

New Zealand men abandon Pakistan tour after ‘government security alert’ BBCsport New Zealand’s men team have abandoned their tour of Pakistan following a New Zealand government “security alert”.

The Black Caps were due to play Pakistan in the first of three one-day internationals in Rawalpindi yesterday before moving to Lahore for a five-match Twenty20 series.

England’s men’s and women’s teams are due to play in Rawalpindi next month and the England and Wales Cricket Board (ECB) said it will decide “in the next 24-48 hours” whether the matches will go ahead.

President Ali says investment in sports must have ‘bottom up’ approach

His Excellency, Dr. Mohamed Irfaan Ali says investment in sports must have a ‘bottom up’ approach for positive results to be achieved in the sector.

President Ali made the remark on Thursday last at the Guyana National Stadium, where he presented a number of Lawnmowers and Brush Cutters to the Ministry of Culture, Youth and Sport to service grounds countrywide.

The investment forms part of the government’s Ground Enhancement Programme where a total of 25-grounds nationwide are currently being enhanced to the tune of 10-million dollars each. ”When you are looking for talent, and you are looking to support the growth of talent and the growth of athletes in the different communities, it has to be investment that is bottom up and that is exactly what you are seeing here. ”The entire approach by the Government and the Ministry of Culture, Youth and Sport is community engagement, community involvement, community

participation, community ownership, community spirit and once we build this type of integration across all the communities, it will resound to the ‘One Guyana’ that we want to create,” President Ali stated.

The Head of State said the investment is the beginning of the numerous investments government will make to Neighbourhood Democratic Councils (NDCs). The aim, he said, is to create Wellness Centers and Safe Zones for families so they can enjoy a safe environment.

The President said the government is currently examining the cost to establish proper night facilities across the country by the end of next year. ”Every single region must have at least one proper night facility and then we are going to build that to ensure that in the larger regions we have more facilities like that and in every NDC, a group of villages, we are looking to put one facility that will stimulate interest in sports.”

Dr. Ali disclosed that a physical education programme will soon be

launched targeting communities and schools.

The project will be a collaborative effort between the Ministry of Culture, Youth and Sport and the Ministry of Education. ”I have already asked [Minister Charles Ramson] to look at ex-athletes. We have some very good cricketers who have retired, footballers who have retired and let us bring them into a Mentorship and Coaching Programme, so we can train them in mentorship and coaching to go out there on behalf of the Ministry,” the President said.

Shabazz back for 4th stint as National Men’s Coach

rinidadian Jamal Shabazz who first Coached the Guyana Men’s National Football team in 2006 is now back as National Coach for a fourth time to replace Márcio Máximo who Coached Guyana Men’s team from 2019 to August 2021.

Guyana’s best ever ranking was 86th and was achieved in 2010 during one of Shabazz’s tenure after he took over the reign of Coach two-years after Guyana endured their worst ranking of 185.

Guyana, presently ranked 173rd and yesterday, Shabazz’s appointment saw a new chapter in the history o f G u y a n a ’s f o o t b a l l .

Speaking at the GFF’s National Training Centre, Providence, Guyana Football Federation (GFF) President Wayne Forde said he was honoured to host Minister of Culture. Youth and Sport Charles Ramson Jr. at a venue which is close to being completed and where lights should be installed next month.

Also present at the head table along with Forde and the Sports Minister was Coach Shabazz while Chairman of the NSC Kashif Mohammed, GFF’s Head of Sports Science Brazilian Wilson Toledo, other GFF Officials and the Media were also in attendance.

Forde posited that Coach Shabazz and his achievements are well known not least his exceptional endeavours in delivering the most successful campaign in FIFA World Cup qualifiers that the ‘Golden Jaguars’ have even known. ”The GFF is extremely confident in Coach Shabazz’s track record and his ability to lead the National Team programme and build on the sturdy foundation already set in place. He is a master of his art who brings extensive expertise and experience to his role. It goes without saying that he will have our full and unrelenting support as we continue to shape the programme towards qualifying for the 2026 FIFA World Cup. This is quite possibly the best time to remind all Guyanese that it is not a team that qualifies for a FIFA World Cup, but rather a Nation. The few weeks,

The GFF Boss expressed gratitude to the Guyana Government for their continued support for the work of the GFF. ”The Minister’s presence here is evidence of the growing strength of our partnership. I would like to commend him for his comprehensive sports development agenda, but more importantly, his focus on infrastructure development.

When asked what was the criteria for appointing Shabazz, Forde said Shabazz was a candidate with the experience in delivering results in the Concacaf Region, someone who was willing to reside in Guyana fulltime, an Individual with a good track record in managing at the International and Caribbean level, someone with a steadfast focus on continuing the work to develop home based talent and his knowledge of Guyana, its football landscape, its culture and its Diaspora.

Responding to a question of when football will be back on the field, Forde said the GFF has been consistent in having its players and officials vaccinated and are very realistic about the danger of the pandemic. ”We have provided the Covid Task Force with all the information on how the National team can still practice and train in a controlled environment with testing being very important.

According to the Sports Minister, by the end of this year or early next year, that ground should be completed while the first ever Sports Conference will be held in October where the various Associations and all stakeholders will have an opportunity to share ideas for the development of sports locally. In November the Sports Academy will be launched.

He said he wanted to be present at yesterday’s press conference because of two main reasons. The first being that Coach Shabazz had presided over the Golden Jaguars when they enjoyed their best ranking ever in the world by FIFA and secondly because he had come with credentials and experience. ”We (GOG) will pay for Shabazz’s accommodation and car for as long as he resides in the Guyana. We have a very good relationship with the GFF. The Ministry has set very high goals with partnerships and collaborations,” said Ramson, who’s focused on improving community grounds.

who described himself as a Guyanese, indicated his surprise at transformation in Guyana since he was last here including the soon to be fully completed GFF’s Training Centre which has an artificial turf.

Shabazz said when he first came here 15 years ago those in Trinidad would have a lot of negative things to say about Guyana but now that

oil is being found here many Trinidadians want to come here and invest He said he wanted to build on the work done by Coaches like Wayne Dover, Michael Johnson and Márcio Máximo and feels international coaches are important to Guyana’s success but also said they should impart their knowledge to the local Coaches. ”Th e G o v er n men t’s contribution to and support of sports in Guyana is remarkable …and this is not a paid political ad,” he said with his usual humour.

He touched on how he would deal with the issue of players living in Guyana and players of Guyanese ancestry living overseas. ”I see it as amateurs versus professional but all are Guyanese whether they were born here or not. I want to be able to send the local based players to play at the international level,” said Shabazz who also stressed on the role the media has to play for the football to

develop.

With the return of Coach Shabazz, for his third stint, Guyana finished top of a group containing Trinidad and Tobago, Barbados and Bermuda to reach the third round of qualifying for the 2014 World Cup in Brazil.

They qualified with one game to go with a 2–1 home win against Trinidad and Tobago on November 11, 2011.

Guyana organised friendly matches against Columbia, Bolivia, Jamaica and Panama for the first team.

In the third round group, they finished last, behind Mexico, Costa Rica and El Salvador, with one point from their six matches. ”A dream and a vision are two different things. I have a vision that with Government, Corporate Guyana and Media support and GFF executing their plans well, we can qualify for the next World Cup. As it has been said it’s not a team that wins but a Nation,” stated Shabazz.

Rising Philippines set sights on World Cup ‘dream’

Philippine Women’s National Football Team F I FA - W i t h t h e upcoming iteration of the FIFA Women’s World Cup™ set to feature 32 nations for the first time, it seems likely there will several new counties lining up when the world’s elite head Down Under in 2023.

One such nation hoping to be among the list of new faces is the Philippines. The Southeast Asians may enjoy little global recognition, but they have been steadily building in recent years and in 2018 they were just a single win away from maiden Women’s World Cup qualification. Having won through to the 2018 AFC

Women’s Asian Cup – their first such appearance in 15 years – the Philippines reached the play-off for the fifth and final AFC ticket to France 2019, only to be outclassed by Korea Republic at the final hurdle.

Fast forward three years and Philippines are primed to begin their charge to win a spot at Australia & New Z e a l a n d 2 0 2 3 .

Supplemented by a handful of US-based players, the Philippines have cause for o p t i m i s m .

Today, Philippines will tackle outsiders Nepal, before meeting Hong Kong six days later. The latter have

considerable historical pedigree and with only one of the three sides progressing to January’s Women’s Asian Cup, there is little margin for error.

Dream chaser Goalkeeper Inna Palacios told FIFA.com the impact of Covid-19 has made the build-up “challenging”, but the team’s growth in recent years is cause for encouragement. “The team (has continued) to learn and grow as we play more games t o g e t h e r, ” s h e s a i d . ”If there’s any takeaway we got from qualifying to the AFC Women’s Asian Cup final round and playing the

big teams there in 2018, it’s hope. Hope that we too can make it to the big stage. ”It is possible for the Philippines to qualify for the World Cup through a lot of hard work, commitment, and discipline from everyone in the team.”

The 19 men’s under20 teams participating in the Qualifiers (all ranked 17 and below based on the current Concacaf Men’s Under-20 Ranking) have been divided into three groups of five and o n e g r o u p o f f o u r.

This will include the top four teams from the Qualifiers and the region’s top 16 ranked teams (based on the Concacaf Men’s Under-20 Rankings) who receive a bye to the Championship. Groups A, B and C have five nations each.

The Championships group stage will be played between the top 16 ranked teams (four groups of four). The top three teams in each will advance to the Round of 16, joining the top four teams from the Qualifiers.

All Knockout stage matches will be played in a single match direct elimination format.

At the conclusion of the event, the finalists (two teams) will qualify for the FIFA Men’s U-20 World Cup Indonesia 2023 and the 2024 Paris Summer Olympic Games. The two losing semifinalists (two teams) will also guarantee their participation in the FIFA Men’s U-20 World Cup

Victor Macedo Memorial Road Race on tomorrow Some of the nation’s top cyclists are set to lock horns tomorrow when the Flying Stars Cycle Club (FSCC) stages the Victor Macedo Memorial Road Race from 07:00hrs on the East Bank of Demerara.

The event will be held in the open, junior, veterans under-50 and over-50, juvenile and female categories. It will pedal off at Thirst Park and proceed to the Linden Soesdyke Highway. The open, junior and veteran under-50 riders will turn back at the Long Creek School junction which covers a distance of approximately 70 miles.

Veteran’s over-50, juveniles and females will turn back at the Yarrowkabra junction. The

race will conclude at Thirst Park. Some $500,000 in cash prizes will be up for grabs with the top six in the open division, the top three in the under-50 segment and the top two finishers in the junior, over-50, juvenile and female being rewarded.

FSCC Executive Member, William Howard told Kaieteur Sport that they have been given the green light by the National Covid-19 Task Force and all protocols will be observed. He said that some 50 cyclists are expected to start and the event is expected to be keenly contested in all divisions.

Registration will be done today at Chin Chan Cycle Store, Robb Street.

Guyana should be able to put together a solid National U20 team as many players have been training with their senior counterparts as a policy of the GFF in the past.
