TRAINING PROGRAMMES MUST REFLECT CURRENT/FUTURE NEEDS OF THE ORGANISATION DEAR EDITOR, With the help of our print media, I have been highlighting the need for our Human Resource Management (HRM) practitioners to eschew tendencies to ‘cut & paste’ imitative approaches to learning and development in the workplace. The temptation to initiate training programmes that have been executed elsewhere just to ‘keep-up with the Joneses’ or to project ‘busy-ness’ can indeed boomerang or militate against the effectiveness of valuable needs-based training. In a recent publication, the CIPD (Chartered Institute of Personnel Development) reminds us that the world of work is changing rapidly and therefore our approach must also evolve. Change, as we all know, is not always comfortable but it is vital if we are to effectively achieve the best for our organisation and its constituent parts, including especially the staff. Therefore, HRM practitioners must initiate and imple-

ment programmes that are in tune with the needs of the organisation within the context of its current challenges; HRM practitioners must be sensitive to the outcomes and impact of their work and not merely how many training sessions they have run irrespective of their pragmatic value. Such realization must also accommodate different approaches and techniques of training/learning programmes, including digital and self-learning approaches, as the world moves to a more ‘techsavvy’ future. For example: the HRM Professional/Training Practitioner should not shy away from advising employees to ‘look up so & so’ on the internet and provide a synopsis of what they have learned from it, as opposed to the usual copying of the said data and presenting it electronically at the training session to show-off that he/she has ‘conducted’ a training programme. The U.K. Government does a cruel disservice to honest pensioners DEAR EDITOR, British pensioners living in the Caribbean (except Jamaica & Barbados) who told the U.K. Government they were moving to the Caribbean will have had their British pension frozen from the time they left the U.K. Unlike pensioners living in the U.K. (and Jamaica & Barbados), they don’t get their pension up-rated in line with inflation. Each year, the U.K. Government cheats British pensioners living in the Caribbean out of part of their pension, a pension which was paid for whilst working in the U.K. and paid in exactly the same amounts as everyone else. However, any British pensioner living in the Caribbean who did not tell the U.K. Government that he/she moved abroad still gets their pension up-rated every year. They are known by the U.K. Government as ‘benefit cheats’. You would think that when the U.K. Government catches a ‘benefit cheat’ they would treat him/her at least equally with all the honest people but, Oh No! The U.K. Government lets them keep all of their pensions and cannot, under law, reduce their pension so it pays to be a ‘benefit cheat’.

Whilst the British Caribbean Pensioners Association does not condone breaking the law, it has no argument with ‘benefit cheats’. They are just using the law to obtain the pension to which they are entitled; it is the U.K Government, who is the real benefit cheat, by stealing from people who rightfully earned a pension when paying the same contributions as everyone else. Maybe every Caribbean pensioner, when returning to the U.K. for whatever reason, should consider re-registering in the U.K. and then not tell the U.K. Government when they return home. If the U.K. Government is going to play foul perhaps the only way to play the game is with their rules. A MESSAGE FROM THE BRITISH CARRIBEAN PENSIONERS ASSOCIATION John Duffy

My stolen bike was an inside job of this security firm DEAR EDITOR, The situational irony with a certain security firm lamenting over a lost contract has once again proven to be one that is very rewarding and at its most appropriate time. Indeed the quality of services offered by this firm unsatisfactory and below the required standard leaving much to be desired and it is rather unfortunate for a security service that has been established for 35 years. I was employed by the said company as a Visiting Inspector working the 9-5 shift. Upon my assumption of duty, I have been singing to my fellow colleagues to let us lift the standard we provide and emphasized that there are many other security services around in Guyana but what would make the company different is customer services. To my dismay they all turned a blind eye while the services remain sloppy. Personally, I firmly believe that the firm is unable to protect or secure anyone or his/ her property. Unfortunately, I experienced this resounding fact on the 4th August, 2017. On this said date, I arrived at work and parked my motorcycle approximately 5-10 inches from the main gate in front of the main office, locked it and went inside. As it was a

bit early, I decided to give my junior ranks ample time to arrive at their various locations, so I did my routine- perused the occurrence book, checked the timesheet to see the locations I had to cover and signed in my time. After this was done, the time was still pretty early, so I sat inside near a window and rested my head. Upon opening my eyes, I observed the Watch Commander (person in charge of night duties) and a security guard (person monitoring the gate and vehicles) looking at me and smiling. To this I said to myself, “ok?” and paid no mind and continued to rest my head. As the time drew near for me to visit the various locations, I collected a radio and proceeded towards the gate followed by the watch commander and we passed the security guard lying at the gate on a bench. Immediately, I observed that my motorcycle was not in the position where I parked. And felt rather strange. I went towards both corners of the street looking for my CH 5913. As it was nowhere in sight, I enquired from the watch commander thinking that it was a prank but yielded no positive response. I waited for transportation and then made a report at Albertown Police Station.

Upon returning to Office, I enquired from the Watch Commander if he told the Operations Manager what had transpired of which he called in my presence and was rudely told, “this is wha you callin me fa? All you ga do is put it in de book and when I come in de morning I will see it.” As surprised as I was, I smiled in disgust. As time progressed and days passed, no one knew nor said anything positive but rather carried out their routine operations while I remain helpless. The funny part of this unbelievable event is that my motorcycle was parked very closely to another Inspector’s motorcycle and mine alone disappeared unceremoniously without any documentation. My motorcycle contained my cell phones (Iphone and Blu) my bank Cards, NIS Card, ID card and other documents including money and other bike papers. As I followed up with the police on the 7th August (two days after), I had to give another statement; and then they visited the scene. Upon visiting the location, we were pushed around and offered minimum assistance. The security cameras on the building suddenly stopped working, same as

those nearby and no one knew anything about the matter. Given that, I am still puzzled as the General Manager and other senior staff insisted to me that I parked my motorcycle and didn’t lock the handle. It leaves me to wonder if they saw on the security camera that it was not locked because they were not there at the scene at the said time. Additionally, I was told that I did not park on their premises due to the fact that my bike was a few inches off, yet the said security guard monitoring the gate has to monitor the company’s vehicle that is parked at a lantern post some distance further away. These strange utterances led me to believe that it is an inside work. Should I climb on a table or perhaps a rooftop to get some assistance? The days that followed, I followed up with the police, trying for them to get statements but yielded no assistance. To date, no one has been asked to provide a statement and I am still sitting here. I have visited the office, wrote letter and even called the Inspector at Albertown Police Station, Commander’s Office and even Eve Leary but apparently we are living in a Continued on page 6

Incident yet another reason for the establishment of the ERC DEAR EDITOR, The Indian Action Committee (IAC) has noted media reports of alleged racial utterances purportedly attributed to the President’s Press Officer. Given the uneasiness, such alleged comments can precipitate and the negative impact it can have on the fragile fabric of social harmony. The IAC reiterates that it is another reason for the urgent establishment of the Ethnic Relations Commission (ERC). The IAC, while welcom-

ing the investigation reportedly launched into the incident, is gravely concerned given what is in the public domain. It, therefore, urges that the investigation be conducted thoroughly, unhindered, swiftly and its findings made public soonest for such incidents can have national ramifications especially given its reported source. The IAC wishes to unequivocally state its condemnation of anyone who resorts to the use of racial slurs and racial bashing in reference to

and during engagements with others. In addition, these alleged utterances unnecessarily bring to bear humiliation on those targeted. Such actions have no place in society and have over time proven its potential in the sowing discord. The IAC calls on all organizations to ensure its members, agents or representatives do not indulge in such actions and should be expelled if found responsible. The IAC believes that mixed messages are being sent through the alleged trans-

gression by someone with direct access to the Head of State who established the Ministry of Social Cohesion with its mandate an administrative priority. The IAC takes this opportunity to remind that all, especially those who hold public offices, have a national responsibility, not to engage in any activity or place comments in the public domain that threatens peace and harmony. City Hall is a modern day version of CEO of Region Two under fire for them from harm and help are made against Hopkinson non-performance Sodom and Gomorrah catch and punish those who for being very discriminatory DEAR EDITOR, The Georgetown City Council with the impenitent sin that prevails there can undoubtedly be likened to the modern day version of Sodom and Gomorrah, the cities mentioned in the Book of Genesis. Unfortunately, divine judgment is not being passed down on the Council, not that anyone is asking for fire and brimstone. However, once again there are reports circulating in the media of sexual predators in the Georgetown City Constabulary abusing their power to target hapless juveniles whom they arrest and detain on some frivolous reason in order to satisfy their aberrant desires. Quite alarmingly, the accused officer was allowed to continue to carry out his duties and normal work routine since August 22nd of this year despite senior persons at City Hall receiving a report from an eyewitness and whistleblower two days after the alleged incident. In fact, one can only conclude, that some attention was reluctantly given to this very troubling matter only after the matter was raised in the satirical column of a local newspaper. This is not surprising since the close relationship between the perverted rank and members of the ‘Fab

Four’ is well known. Indeed visitors to the Mayor’s Office for a number of years would have observed that this rank was detailed there and acted like an ‘Errand Boy’, always being sent on personal missions and tasks such as purchasing and fetching food and other items for senior operatives in that office. The suggestion that the matter would be investigated by the Legal Affairs Committee of the Council and the full Council is akin to trying the Devil in hell, as many senior functionaries, there are guilty of many bizarre and unlawful acts but were just never charged. Why are the National Police not being called in and the individual handed over to them? The fact that this Constable was fired before, on allegations of similar misconduct with another juvenile but was reemployed and given back his rank and original conditions of service speaks volumes on the venality of senior functionaries at City Hall. One wonders if the victims are ever compensated by City Hall. Victims such as the two who were allegedly molested by this Constable are seriously damaged. The damage is far deeper because they trusted the police and believed that the police were supposed to protect

The West Indian cricket team... From page 4 keeper/batsman around and at 29 still young even by cricketing standards, while a couple of the other youngsters develop, among them Nicholas Pooran. And Gayle also should be given a run, while Powell is provided with the help he needs, as he’s still a good talent. Blackwood also needs some work so that his ap-

proach to batting does not remain one-dimensional, as he too is a good talent. As well Kyle Hope must be dropped, and among considered replacements should be Assad Fudadin. Moreover, the board must decide on the role of Bishoo since playing him without appropriately and fully utilizing him is a waste of time. Waiting in the wings are Permaul, Shillingford and one or two others. Finally, some of India’s current test players came through the ranks of the IPL. The West Indies selectors ought to take note of this and some of the CPL’s consistent players ought to, at least, be given a chance. Annan Boodram

perpetrate such crimes against them. This breach of that trust has an enormous effect on young persons who feel that if they can’t trust a police officer, who can they trust? They lose their confidence in everyone, even those in authority. It is one of the worst crimes that can be committed and when committed by an officer of the law, it becomes one of the greatest abuses of power. It must be dealt with seriously by City Hall and not covered up. Pictures and details of this errant constable should be published as a paedophile, if he is found guilty; so that parents, head teachers, youth leaders and others could be warned to keep their children away from him. But then again this level of deviancy at the City Constabulary and protection by senior officials at City Hall, is not new as one can recall a little while back of a senior rank there in a drunken state, attacking and viciously beating a young female in Sophia, the female who is also on the employ of the Council, with his service pistol, and after being arrested by the national police, was rescued by an even more senior officer and even subsequently promoted. DEAR EDITOR, I bring to the public’s attention, the high degree of bent actions demonstrated by Mr. Rupert Hopkinson, Clerk of the Regional Democratic Council of Region Two as he attempted to clear his name in the media for the poor performance of the Region’s implementation of the 2017 Budget. It is well known by all in the Region, including Councillors, supporters of the APNU+ AFC Coalition, the private sector and other key stakeholders that the only reason for the lack of quality development in Region Two is due to the Clerk. His growing non-performance, high handed manner in dealing with public affairs, irresponsible statements and blaming of staff for his failures can no longer be tolerated by the RDC. The RDC through our Regional Chairman and Councillors from both sides of the house made every dedicated effort to work along with Hopkinson to ensure that there is prudent management of resources, accountability, transparency and generally to ensure that there is equality in development. Some of Hopkinson’s failures are listed below: 1. Failed parks initiatives that are underutilised and now

becoming pastures. 2. Ignoring farmers and by extension residents by refusing to meet with them when they approach his office (an elder from Danielstown was one of the many victims) 3. Delay in the signing of Contracts and Payment Vouchers which is slowing the region’s spending. 4. Misdirected use of huge sums of finance from the economic project accounts without RDC’s approval, some of which went to extend his office comforts 5. Handpicking contractors without holding tender board meetings. In December of 2016 several projects were handpicked and given to contractors who completed these projects before an award was made by the Regional Tender Board (RTB), in fact the Regional Tender Board only met in March of 2017 to award these projects. As the Chairman of the Regional Tender Board, Hopkinson is literally putting the cart before the horse. The Suddie Hospital generator was further damaged by one handpicked contractor who lacks experience in servicing of such equipment, as such the generator is down for over one year now, several patients suffered from this while in surgery during blackouts from GPL. Increasingly allegations

as Chairman of the RTB. 6. No meaningful follow up is done by Hopkinson for major projects that require the attention of NPTAB. 7. Many dams are left to further deteriorate in the cultivation areas due to his delay in signing approvals for the purchase of seals, filters, etc. for the maintenance of machines and equipment to aid in the upgrading of dams. Several workers who cleaned the public road shoulders are yet to be paid for works completed in 2016. Farmers and residents are suffering tremendously from Hopkinson’s negligence. These are only a few of the reasons that the RDC has been raising objections to, for there are numerous pending matters the Clerk is not addressing. As Chairperson of the Works and Agriculture Committee, a committee comprised of professionals and also elected officials from the Government, I most sincerely support the call for an independent investigation into the slow implementation of Budget 2017 and generally the poor management of the RDC’s funds by the Clerk of RDC, Mr. Rupert Hopkinson. An indictment against the Granger Government From page 4 cesspool that exists in the bowels of the current Government’s bureaucracy. “ I therefore urge these International bodies to look beyond the witch-hunting exercise that they will be guided towards, and investigate the true source of corruption plaguing the nation, the Government of Guyana. After all, the credibility of the United Nations and the British Government are at stake here. As a strong advocate for ethnic unity, I was pleased with the establishment of the Ministry of Social Cohesion. But how serious could the President have been when he selected the most divisive and contemptuous person in the form of Amna Ally to run that Ministry? And although she

is no longer there, how could this government ever achieve social cohesion, when: · The Granger school buses are always too filled to stop for children as they pass through the communities. · When those Guyanese who were perceived to be supporters of the PPP/C were either fired or forced to resign after the 2015 elections. · When 1,972 Amerindian Community Service Officers were fired because of their association with the PPP. · When the government removed 6,000 solar panels that were purchased for the Hinterland Household Electrification Programme and used them instead at the Ministry of the Presidency and State House. · And when former PPP ministers and officials are constantly targeted and harassed by SOCO as part of the APNU+AFC ongoing witchhunt campaign against the PPP. There are several documented instances where His Excellency, the President and his ministers have deliberately and knowingly misinformed the nation that the PPP left the treasury empty. But the questions remain, how can the treasury be empty when: · They gave themselves a

50% salary increase mere weeks after taking office? · They urge Guyanese to use the Georgetown Public Hospital to avoid paying the 14% VAT imposed on private hospitals, and shamelessly send ministers to Ireland for medical treatment at taxpayers’ expense? · They splurge taxpayers’ money on trips overseas; on private jet charter flights; on $500,000 a month house rental for junior ministers and $1.5 million a month to rent a house for a senior Cabinet Minister? · They criticize the PPP for spending $2 million on dental work for a former PPP Minister, but spent over $4 million in medical bills on minor sur-

gery for one of their own? In our last Budget, the theme was, “The Good Life Beckons.” Yet this government introduces austerity measures in the same budget that takes away any hope of ordinary Guyanese ever enjoying that “good life”. The President tells residents at the West Berbice Expo earlier this year that Region 5 has established itself as “a bastion of Guyana’s food security”, yet allows MMA to evict 41 cash-crop farmers from the lands they cultivated there and took away their livelihood. My stolen bike was an inside... From page 5 ‘drag-foot’ society whereby nothing can change. I believe that the Police at Albertown Station are incompetent and cannot function effectively because there is so much that can be done yet no actions were taken; more so because to them, this is a small matter. I do believe that it is time for the police (especially those at Albertown Station) to take positive interest in

their work so as to maintain safety and a sense of normalcy in society. I am very much open to all the assistance that I can garner. All I’m asking for is that the police compile and complete their report so that my insurance can reimburse some funds due to the fact that my motorcycle was under full coverage. Marlon Joseph

The hypocrisy!!! PPP administration supported location for new Demerara River Bridge - Patterson By Kiana Wilburg Opposition Leader, Bharrat Jagdeo, has in recent times, expressed “surprise” at the Houston-Versailles location identified by the Government for the construction of the new Demerara River Bridge. But Public Infrastructure Minister, David Patterson, seems befuddled that Jagdeo could even express such sentiments in addition to questioning the feasibility of the project when it was the PPP administration that supported the venture since 2013. With hard evidence at hand, Minister Patterson told the media during a press conference on Thursday that it is very clear these days that nothing Jagdeo says can be accepted as truthful. The Minister said that some of Jagdeo’s comments can be deemed as downright lies; he also said that the former President’s latest remarks about the new Demerara Harbour Bridge, is one such case. The Honourable Minister Patterson quoted a prefeasibility study released in October 2013. It was done by Engineer R. Charles of the Central Transportation Unit. An extract of the Executive summary of that document say, “This prefeasibility study has shown that a new high level four lane fix bridge at Houston-Versailles is the only economical feasibility alternative providing benefits to society that can amount to a minimum sum of $223M over a seven year cycle at a capital cost of around $264.5M. Other alternatives have proven to be uneconomical.” The Minister went further to state that in December 2013, NICIL, with which Jagdeo is very much acquainted, had published an advertisement for the bridge. Patterson said that NICIL of-

Public Infrastructure Minister, David Patterson ficials at the time were seeking expressions of interest from local and foreign parties interested in being a partner for the design, financing and construction of the new bridge. The possible sites for the proposed bridge at that time was the location close to the existing bridge being Houston on the East Bank to Versailles and then to Hopetown. The Public Infrastructure Minister said that NICIL went to tender but was unsuccessful. Minister Patterson went further to state that a Cabinet paper dated November 7, 2014, shows former Minister of Public Works, Robeson Benn, requesting funding for a prefeasibility study for the new bridge. Benn, according to the document, asked for $103M. The study concluded that the project is a viable one in the location which is being proposed by the current administration. Patterson concluded that Jagdeo, in spite of his claims and “surprise”, knew of the

project’s viability from the start. Patterson noted that the Opposition Leader was also being malicious while trying to paint the impression to the citizenry that the contract for the bridge was going to be sealed by a non-disclosure agreement. Indeed, the Government through the Ministry of Public Infrastructure will be asking companies that wish to be shortlisted for the bridge project to sign a nondisclosure agreement. But this does not mean that the actual contract for the project would be shrouded in secrecy. Minister Patterson made this very clear during his interview with Kaieteur News. The Minister explained that the nondisclosure agreement is to simply ensure that the interested companies do not share “proprietary information”. Kaieteur News was able to see the nondisclosure agreement. The two page document also makes it clear what is expected of the company.

Below is an extract of what the agreement actually stipulates. For purposes of this Agreement, “Proprietary information” shall include all information or material that has or could have commercial value or other utility in the business in which the Client is engaged, including and not limited to political parties or other interest group competing with the Client. In consideration of all the activities by the Contractor associated with the analysis of data, preparation of bids and negotiations, the Contractor hereby agrees: To hold the Proprietary information in strict confidence and to take all reasonable precautions to protect such Proprietary information (including, without limitation, all precautions he employs with respect to its own confidential materials) Not to disclose any such Proprietary Information or any information derived there from to any third person

Not to make any use whatsoever at any time of such Proprietary information except to make the bids to the Client and Not to copy or reverse engineer any such Proprietary Information. The Contractor shall ensure that its employees, agents and subcontractors to whom Proprietary information is disclosed or who have access to Proprietary [information sign a nondisclosure or similar agreement in content substantially similar to this Agreement, and shall indemnify the Client against the consequences of any failure by such employees, agents or sub-contractors to adhere to the conditions thereof. Notwithstanding the foregoing, the Contractor may make disclosures required by law or court order provided the Contractor uses diligent, reasonable efforts to limit disclosure and has allowed the Client to seek a protective order. The failure of either party to enforce its rights

under this Agreement at any time for any period shall not be construed as a waiver of such rights. lf any part, term or provision of this Agreement is held to be illegal or unenforceable neither the validity, nor enforceability of the remainder of this Agreement shall be affected. Neither Party shall assign or transfer all or any part of its rights under this Agreement without the consent of the other Party. This Agreement may not be amended for any other reason without the prior written agreement of both Parties. This Agreement constitutes the entire understanding between the Parties relating to the subject matter hereof. The Public Infrastructure Minister said that the nondisclosure agreement is in relation to the “prequalification stage” of the project. He said the fact that the Opposition Leader can even begin to insinuate otherwise is not only malicious but clearly speaks of “an envy that is burning deep within.”

Preliminary works on new Mazaruni prison to begin this year …despite delay of Bill of Quantities

HURRICANE RELIEF:

Caribbean Airlines to airlift CARICOM nationals, take supplies

An impression of what the new Mazaruni Prison will look like Works for the new prison at Mazaruni, Region Seven may very well begin this year. Minister of Public Security, Khemraj Ramjattan, said that this is likely and that the project will be completed within two years. Despite the possibility of the preliminary works beginning before the end of the year, Ramjattan said on Thursday at Alliance for Change press conference, that there was a delay in the submission of the Bill of Quantities by the Trinidad and Tobago firm, Vikab Engineering Consultant. “They had promised late

last month but they have asked for an extension of time and that is going to be a big set of monies for the final construction of it and we might very well have to start some works this year but that will require a two year period to complete a modern prison extension at Mazaruni.” Ramjattan added that currently, there is no other major activity of a contractual nature besides the construction of the 12 homes for prison officers. “The construction of the 12 buildings will be done and we are going to move prison officers to take up positions

and accommodation there.” The Minister said four of the 12 houses have been completed and the others are almost completed. He said that based on his understanding, the remaining eight homes will be completed with modern facilities so that prison officers can move into them and benefit from more comfortable and better housing quarters. “These are very good housing arrangements being made after years of literally derelict buildings at the Mazaruni area. So within a couple of weeks, the Continued on page 23

nationals of Trinidad and Tobago and other CARICOM countries from St. Maarten and depart at 3.30 p.m. for Piarco International Airport where it should land around 5.05 p.m. “Kindly note that in accordance with the conditions established by the authorities in St. Maarten, the airline will not carry any commercial passengers on these flights.” With significant support from corporate Trinidad a n d To b a g o , C a r i b b e a n Airlines said that it is moving relief supplies and essential goods like water, canned food, tarpaulins and other products. “As a responsible

corporate body, Caribbean Airlines will continue to assist Government agencies and other stakeholders to coordinate emergency relief and get help to people as quickly as possible.” The Trinidadian and Jamaican-owned airline said that the initiatives are integral to its Corporate Social Responsibility. Passengers in the affected destinations may contact Caribbean Airlines Reservations Department for more information on the schedule for these relief flights. THE USES AND MISUSES OF THE LANGUAGE OF RACE Guyanese tend to use both of the ‘C’ words and both of the ‘B’ words, as well as the ‘N’ in conversations but not in every conversation or by every person, every day. If that were the case, instead of the war on bad manners there would have been declaration of a war on the use of these words since they would have caused a great deal of consternation. The words are used, true, but not with the regularity as with which ‘good morning’ is used in daily conversations. So how does one know what constitutes the misuse of these words? How does one decide when the use of these words is derogatory, racial or racist? How does one

decide when a racial slur becomes an insult or is pejorative? You know the difference between a slang and a racist or racial rant by the context in which it is used. You have to ask yourself, What was the context involved? What was the purpose of the words in the way in which they were used? Were they part of joke or used to poke fun and for which no offence was meant? Context is important because context decides the objective of what was said. Was it being said to praise somebody? Was it a compliment or was it a means of insulting or ridiculing someone? Was it intended to put the

person down or to give them a hiding? Was it demeaning or was it harmless? The context has to be examined. It is not enough to say that these terms are used in ordinary conversation. They may well be but what are the contexts in which they are used ordinarily? Are they used to “cuss out” persons or are they used light-heartedly? The context determines whether the uses are derogatory, racial or racist. The exact wording of the sentence or the phrase in which the words are used is equally important. A good way to determine whether the words were of-

Dem boys seh...

Jagdeo like de discontented ass Some things never satisfy and some people always discontented. That is why dem boys believe that Jagdeo is a discontented donkey. He always calling fuh one thing and when he get it he finding a reason to reject it. Dem boys know when this man change de constitution to mek everybody rule fuh two term once dem party win de elections. He sign de thing and when Donald tek over he tell de world that he going home to plant garden. But he get a man who like drink and play domino at de road corner fuh file a writ claiming how he voting rights affected because Jagdeo only get two term. De court rule and all was well because de Chief Justice meet him more than half way. Jagdeo was happy till he hear that Soulja Bai gun accept de Chief Justice ruling. Right away he start to holler that Soulja Bai shouldn’t use one section of de Chief Justice ruling. That is why dem boys seh Jagdeo is a discontented donkey. He never satisfy. If was

fuh food dem boys woulda seh he got long guts, but is everything he got a problem wid. And that is how dem boys remember this story. A jackass, in a hard winter, pray for a little warm weather and a mouthful of fresh grass. He prepare to give up de dry straw and de cold room. Indeed, after couple weeks de weather get warm and the fresh grass came on, but he had to wuk. He had to pull some cart from morning till night. He had to sometime stand up at de street corner fuh hours waiting fuh load in de sun. He get fed up of de conditions of hot sun suh he pray fuh de next weather change. He pray fuh rain. Rain come and wet he tail and he pray fuh de sun. When it rain he wuk was in de cool but when de sun come is heat in he tail. That was when he pray fuh de winter when he can rest. That is de man who never satisfy. Nutten can please him. Talk half and don’t be like de ass.

fensive is to repeat then in the manner in which they were used and then to ask yourself whether this was slang, compliment or insult? Was it intended to stigmatise or characterise the group to which the person belongs? Read the words, say them out as they would have been said in the conversation and decide whether they were intended to put the persons to whom they referred in favourable or unfavourable light or whether they were neutral. Then you will have a sense of whether the use of the words is derogatory. The word ‘racist’ infers an argument, whether implicit or explicit, of superiority. Was there anything which would suggest that the statement was used in the context of ascribing superiority or inferiority? Was it looking down on others? This is a very important test of a racist statement as distinct from a racial statement.

A racist statement is intended to suggest relations of superiority and inferiority. A racial statement, on the other hand, is intended to express prejudice, bias or dislike based on a person’s race. The next thing is to ask, whether the use of terms was accidental or deliberate? Was it Freudian slip of the tongue or was it used deliberately? An accidental slip of the tongue is not hard to detect. The other thing is to look at the rejoiners, that is, what followed. Were the terms withdrawn immediately or were they allowed to stay put? What was the reaction of the persons to whom the comments were directed? Did they protest or did they let sleeping dog lie? Put yourselves in their shoes. Would you have been offended by the comments? All of these are considerations which can be used to decide whether we are dealing with an innocent slang or a derogatory slur. Determining whether a

statement is racial or racist or racially derogatory is not rocket science. It is quite simple and most people know how to decide this. The defence that certain words are part of the local lexicon is no defense for statements which can create mistrust and hurt. This brings us to the final test. How would an ordinary person dispassionate person receive the comments? Would that person have felt insulted or degraded by the use of the terms? Or would he simply feel that it was slang?

As an analyst you have to keep a bank of knowledge on what is taking place in certain organisations. I have my contacts with PPP, PNC, AFC personnel. Over the decades, I hardly maintained an interest in the Working People’s Alliance. I have preserved a personal friendship with some WPA comrades that I met and struggled with in the seventies. I do not ask them about the WPA because they know my attitude to the continued existence of the WPA which has been adumbrated in dozens of columns over the past twenty years. To make a long story short, my career as a social activist and a media operative hardly zeroes in on the WPA which I honestly believe is

not a functional entity. In my Wednesday column, I mentioned that WPA founder-member, Andaiye, was a member of the WPA. She sent me an e-mail to say that was not so. I really didn’t know that she was not close to the WPA as I didn’t know that too about Christopher Ram. Ram wrote a letter to Kaieteur News last year in response to one of my columns in which I named him as A WPA member. He informed readers he was not a member. This was a shock to me because I know just as night follows day that Christopher Ram for years was part of the WPA executive. So I enquired from David Hinds about clarification. He told me that Ram was a long standing executive of the

party but never held a membership card. David said Ram was legally right to deny he was a member. Of course there is the popular distinction of de jure and de facto. All these years I never knew that Andaiye had resigned from the WPA. In her email to me she said that she submitted her resignation twenty years ago and she made it public. She politely asked that I find some way to inform readers gently. She was quite modest to say that she doesn’t want an official retraction from me like some others who think they are so important that you must boldly withdraw what you wrote. Well, here it is Andaiye; my modest transmission of your formation that you left

the WPA over twenty years ago. I would have loved for Andaiye to tell me why she chose that path. She was a founding-member and one of the most admired leaders of the WPA. I have profound respect and admiration for this iconic woman. She is one of the WPA fighters who had an early influence on my politics. I think Guyana has lost a precious activist now that she has taken a quiet life due to illness. I didn’t think of asking her to analyze the WPA for me so I could put it into this column. Somehow, I suspect she would not want to go public although very succinctly she wrote in the email that she doesn’t want to be associated with the kind of politics that

characterises WPA. And what is the kind of politics associated with the WPA? What has happened with

Frederick Kissoon the WPA since May of this year has no parallel in politics anywhere else in the world. The WPA’s co-leaders are Rupert Roopnaraine and Clive Thomas. The WPA official statement on Roopnaraine’s Cabinet appointment was that the WPA was not asked to select a member to be named to the Cabinet. And strangely, Roopnaraine has not contradicted his party. But the President said the WPA was consulted in May after the election results. Strangely again, Roopnaraine has not contradicted the President.

More confusion followed. The President removed Roopnaraine from the Education Ministry. The WPA said it was not consulted. The President asserted it was. Roopnaraine has not contradicted his party or his president. Confusion deepened when Roopnaraine resigned from government. The party said it was informed by Roopnaraine and the party concurred. Then Roopnaraine met with President Granger and recanted his resignation. The WPA intoned that before doing so Roopnaraine did not communicate his intention to withdraw his resignation. Roopnaraine has not responded to that statement from the WPA. As it stands, the APNU’s position is that Roopnaraine is the WPA representative in Cabinet, currently holding the portfolio for the public service. In the meantime, the other co-leader, Clive Thomas, has stayed away from all the confusion, not writing even one line on the controversies even though he speaks to the press on SARA and GuySuCo issues and he writes a weekly column in the Stabroek News. Any surprises at all of this? Of course, there shouldn’t be. This is Guyana.

2 remanded over illegal landing of aircraft at Lethem As ranks from the Guyana Police Force Major Crimes Unit continue their search for the prime suspect, who was released on bail, in the probe into the illegal landing of an aircraft and construction of an illegal airstrip at Lethem, two of his employees were yesterday charged and remanded to prison for the offence. Nathan Hamilton, 21, of Lot 107 Beverley Hills Drive, Lethem, and Wazim King, 37, also of Lethem were not required to plead to the indictable charge which alleged that between August 10 and August 13, last, at Santa Fe, Region Nine, they conspired with Hutshan Ramsingh also known as Seon Singh, to facilitate the illegal landing of an aircraft suspected to be involved in trafficking in narcotics and firearm, in an unauthorised port of entry. The men who are being represented by Attorneys-atLaw Jerome Khan and Michael Somersall, respectively were not required to plead to the indictable charge read to them by Principal Magistrate Judy Latchman in the Georgetown Magistrates’ Courts. Hamilton and King were remanded to prison until next week Monday when they will appear before Chief Magistrate Ann McLennan. According to reports, the illegal aircraft and airstrip were discovered about a month ago by police about 10 miles from Santa Fe. Kaieteur News understands that the airstrip was previously destroyed by the Guyana Defence Force (GDF). Hamilton and King were allegedly hired and paid to rehabilitate it. It is believed that the plane, said to be a Brazilian-registered one, and the airstrip, were being used for illegal activities. The plane has a similar registration number to an aircraft owned by a bank in neighbouring Brazil, but the authorities there have not indicated whether the registration number, PR-IMG, is authentic. The plane has since been

…as police hunt prime suspect released on bail

REMANDED: Nathan Hamilton

REMANDED: Wazim King The illegal aircraft handed over to the army and police have reportedly seized the front-end loader. Meanwhile, ranks from the Criminal Investigation Department (CID) Headquarters, confiscated two passports belonging to a Colombian and a Brazilian that were found on the illegal Beechcraft twin-engine plane. It is believed that the travel documents belong to two of the persons who managed to escape when police and others were closing in. A quantity of dry rations, medical supplies, clothing, footwear, two hand-held radios, flashlights, cellular phones were also found during initial inspection. The International Police Organization (Interpol) is also assisting in the investigation. Yesterday, a police source emphasized that Hamilton and King admitted their involvement in the construction and preparation of the airstrip, which facilitated the landing of the illegal aircraft. According to the source, Hamilton and King were arrested last Friday in Lethem by ranks from the Major Crimes Investigation Unit,

who travelled to Lethem to probe the matter. Ramsingh, a Lethem businessman, who is the prime suspect in the scheme, was taken into custody and questioned about his involvement in the crime, the source added. “(Ramsingh)) was held for (two) 72-hour periods after the authorities were granted an extension by the High Court,” the source revealed. However, the source said that the businessman was released on $100,000 bail after police was unable to garner sufficient evidence against him to press charges. Kaieteur News understands that the businessman was ordered to report daily to the Lethem Police Station. The police source said that the businessman had been doing so up until last week Friday when his two employees were arrested. It is suspected that the businessman went into hiding after learning that his employees had been arrested and were going to be charged. Ranks from the Major Crimes Investigations Unit are still in Lethem as the hunt continues for the

businessman. On the other hand, Attorneys-at-Law for Hamilton and King are contending that their clients are innocent of the charge. Attorney Sommersall said that his client was hired by Ramsingh to build a road in the area and had no knowledge that he was

constructing an illegal airstrip. Attorney Khan said that his client is also employed by Ramsingh as the driver of a Bobcat. Both lawyers questioned the decision of the police to release Ramsingh on bail. Attorney Khan further added that he believes “some

high ranking police officials” are involved in the discovery of the illegal aircraft and airstrip. According to Khan, Hamilton and King have been cooperating with police investigations and should be used as state witnesses. Nevertheless, the lawyers requested for their clients to be released on bail citing the fact that the matter has to be transferred to the Lethem Magistrate’s Court which is scheduled to have its next sitting in December. The lawyers also said that their clients pose no flight risk. But Police Prosecutor Vishnu Hunt opposed to bail for the men. According to Prosecutor Hunt, there is a likelihood that Hamilton and King might flee to Brazil since the country borders Lethem. Further, the prosecutor pointed out the serious nature and prevalence of the offence and the fact that investigations are still ongoing which may lead to other persons being arrested and charged. President David Granger had travelled to Lethem days after the discovery of the illegal aircraft and airstrip. The President urged security officials to pull out all stops to ensure that the sovereignty of the country Continued on page 23

Woman, 87, amongst victims of Pomona bee attack Scores of Pomona residents on the Essequibo Coast rushed to the main road last Thursday as a swarm of bees blanketed the eastern side of the Pomona Public road. Residents living on the eastern side were reportedly forced into hiding during the attack. The attack now leaves an 87-year-old woman hospitalized, along with a Drainage and Irrigation (D&I) excavator operator. The pensioner who was identified as Sadhai, also known as Pinky, is believed to have suffered more than 50 stings from a swarm of Africanised bees which gathered over her home last Thursday. According to information, the pensioner was in her Pomona home at the time of the incident. The senior citizen, who is

visually impaired, said that “the attack commenced about 10:00 hrs last Thursday. (She) felt a swarm of bees sweep through her home.” The bees made their way under her covers as she tried to protect herself.” As the pensioner’s immediate neighbour explained, the attack came suddenly. “We heard the noise from the bees, and then when I watch out, we hear somebody start yell and say, ‘Lock up all the windows and the door.’ By the time we watch out we already saw the whole swarm surrounding the lady house. The most we could have done was stay inside and protect ourselves because the whole place had bees.” Sadhai’s only hope at that time was her son, who performed an act of heroism. He rushed into the bee infested

home and rescued his mother. As the bees swarmed over the neighbo r h o o d , r e s i dents reportedly hid themselves indoors under mosquito nets, others hid under the running shower in bathrooms to protect themselves. It is alleged that the beehive was disturbed as a D&I worker was operating an excavator in the nearby vicinity. Sources claim that the vibration from the machine triggered the disturbance. The D&I operator, Mohendra Seemangal, is believed to have been the first victim of the bees’ ferocious attack. Mohendra explained that at the time of the attack he was operating on an irrigation channel near the beehive. “I saw two bees fly in the excavator cabin and I tried to

Bee attack victim: Sadhai, 87 and D&I worker, Mohendra Seemangal close the door. But then I noticed them coming in more, so I tried to escape. As I run out, more bees start to swarm on me—like over a hundred or so. So I run

in the neighbour shower and I tried to wash them off and I was in there (for) like half hour until the area clear off lil.” After the attack calmed, residents came out of hiding,

only to count their losses. Reports indicated that some residents lost their chickens, ducks, sheep and goats. The hive was reportedly burnt yesterday following the attack.

AFC asks M&CC to look beyond parking meters The Minister of Public Security, Khemraj Ramjattan reemphasised his party’s view on the parking meter at the Alliance for Change press conference at the Center for Change onThursday. Sharing the press conference was Minister of Public Te l e c o m m u n i c a t i o n , Catherine Hughes, and Minister of Public Infrastructure, David Patterson. Ramjattan said that his party is firm on its position on the parking meter stating that it was born out of a bad arrangement. He said that his party does not support the contract in its current form.

He also stated that AFC members on the council voted against the contract and against any renegotiated contract. The Minister reiterated that he supports the views and wishes that the Georgetown Mayor and City Council pursue a path which allows wide consultations on parking in the City. Ramjattan also wished that the decisions to be made have benefits from a transparent system. He said that the other councillors should not continue further to pursue this contract. The Minister also explained that there is evidence

of unpopularity with the contract and that it is not in the best interest of the public. Recently, the Mayor and City Council explained that the new parking meter contract will be drafted and negotiated in the coming weeks. The Parking Meter project was put on hold on March 21, last because many citizens of Georgetown had protested the cost and the positioning of the meters. Minister of Communities, Ronald Bulkan, stated that the council is free to negotiate a new contract and reemphasised that it must, given the objections from the civil society.

Preliminary works on... From page 8 completion of the 12 buildings will be done. The decision to construct the new facility at Mazaruni follows recommendations made in the Commission of Inquiry (CoI) report into the fire at the Georgetown Prisons in March 2016. The construction of the new prison is part of an extension programme initiated by the Government of Guyana. Based on information divulged by Minister Ramjattan in July, the cost of initial construction for the facility is $276M and was ca-

tered for in the 2017 National Budget. This money will be used towards the foundation works and additional works will be allocated in the 2018 budget to carry out another phase which will entail the construction of walls. After accessing the funding, the government had advertised for consultancy services which were funded through a grant from the Inter-American Development Bank (IDB). However, there was a delay in this leg of the programme because no local company had qualified for the project.

2 remanded over illegal... From page 11 and its borders are protected since the matter is being treated as a national security issue. Minister of State Joseph Harmon had said that there is information which suggested there was some level of collusion between those linked to the aircraft and law enforcement officers stationed in the area. While there are reports that a large amount of cash was offered to the ranks, the Minister said that a conclusion will only be made once the probe is completed. Kaieteur News had

previously reported that a senior police rank had been allegedly providing security for the illegal aircraft. He has since been transferred to another division while some other ranks have been placed at different police stations. Reports are that after the plane landed, the senior police rank accompanied by other ranks went to the location to secure the landing. It is alleged that the senior police rank went into the aircraft and stole some monies. He reportedly shared a portion of the monies with a few of the other ranks.

Regional Executive Officer, Rupert Hopkinson, will be seeking to hire two teachers in the interim to carry on the foundational learning programs as well as a building to conduct these classes. According to the ministry, the NOC is on its way to fully become a self-sufficient institution as it maintains not only cows, sheep, goats, chickens and swine but farm lands with crops including callaloo, ochra, cabbage and bora. This

helps in the catering classes but with the feeding of those in the care of the institution. Meanwhile, in a directive from President Granger, the Minister announced the pardon of four females of the NOC. The releases were effective yesterday. Other officers of the Ministry of Social Protection who were present at the meeting included Director of Social Services, Whentworth Tanner, Rhonda Nelson of the SLED Initiative and Alicia Reece, Advisor to Minister Amna Ally.

JA achieves all targets in IMF review

KINGSTON, Jamaica (JIS) — Jamaica is virtually assured of an additional US$180 million from the International Monetary Fund (IMF), if needed, by meeting all quantitative targets and structural benchmarks in the second review. The review was conducted under its Precautionary Stand-by Arrangement (PSBA) with the multilateral institution for the period up to June 30, 2017. Head of the IMF’s Mission to Jamaica, which conducted the review over the past two weeks, Dr Uma Ramakrishnan, says the provision, subject to the IMF Executive Board’s approval at its meeting scheduled for October, will bring the total amount of funds that Jamaica can access to approximately US$790 million. Dr Ramakrishnan was speaking at a joint Gov-

ernment of Jamaica (GOJ)/ IMF press conference at the Office of the Prime Minister Thursday, where details of the review were outlined. She noted that J a m a i c a ’s economic programme continues to deliver strong results, which have been fuelling significant business and consumer confidence and increased job creation. Additionally, she said the central Government’s primary balance surplus has exceeded the programmed target by a “healthy margin”, due mainly to buoyant corporate income tax. The mission chief further said that non-borrowed reserves have been over-performing, adding that inflation is anchored in the Bank of Jamaica’s inflation target range of four to six per cent. Dr Ramakrishnan said

CAL operating relief flights from #Irmaravaged islands KINGSTON, Jamaica — Caribbean Airlines (CAL) says it is now operating flights to Tortola and Antigua to evacuate people from the islands ravaged by Hurricane Irma. “The airlines extend our deepest concern and empathy to those affected by the hurricanes in the region,” the airline said in a release yesterday. CAL said it will operate another relief flight today, from Port-of-Spain to St Maarten departing at 7:00 am. The flight will leave St Maarten for Kingston at 9:35 am with Jamaicans and other CARICOM nationals who have been affected by

the hurricane, the CAL release said. The aircraft will then depart Kingston at 11:15 am (Jamaica time) to St Maarten with supplies from Jamaica. It will then take nationals of Trinidad and Tobago and other CARICOM countries from St Maarten, departing at 3:30 pm for Piarco International Airport where it should land around 5:05 pm. CAL advised that in accordance with the conditions established by the authorities in St Maarten, the airline will not carry commercial passengers on these flights. (Jamaica Observer)

despite the impact of adverse weather conditions experienced earlier this year, the economy continues to rebound. She highlighted strong performances recorded in tourism, construction and manufacturing, as also further reduction in the unemployment rate to a sevenyear low 12.2 per cent, coupled with a sustained expansion in the labour force, as positive out-turns in this regard.

According to the AG office yesterday, the aim of the seminar was to inform the reporting entities of their obligations and responsibilities. “The s eminar highlighted the importance of the 4th round of AML/CFT mutual evaluations and its requirements in order to ensure Guyana’s preparedness for the 4th round by 2022.” The A t t o r n e y General, in his opening remarks emphasised that the main work of the CFATF is mutual evaluations. He expressed the need for Guyana to work towards successfully exiting the fourth round of mutual evaluations and not fall back into the abyss of being a blacklisted country. “The Attorney General solicited the cooperation of the reporting entities present

at the meeting to realise this goal.” Langevine described the Financial Action Task Force ( FAT F ) a s a n i n t e r governmental body established by the ministers of its member jurisdictions, with associate members such as the Caribbean Financial Action Task Force (CFATF). He explained the process of the fourth round mutual evaluations which assesses a c o u n t r y ’s Te c h n i c a l Compliance and Effectiveness. Lal, according to the AG Chambers, provided in detail, the obligations and responsibilities of all reporting entities. James and Lake provided insight into their respective roles and functions of SOCU and the office of the DPP. “It was repeatedly emphasised by the panelists, that the results based nature of the fourth round, is the yard stick by which effectiveness is measured and country ratings are

applied.” The outreach saw a large turnout from various reporting entities within the Port Mourant to New Amsterdam area of East Berbice, Region Sixth. “The participants were appreciative of the exercise and suggested that similar exercises be conducted in the future .The question and answer session was vibrant. Reporting entities candidly stated their concerns and the panelists responded in kind,” the AG Chambers disclosed. Updated AML laws were passed last year allowing Guyana to be removed from a grey list after questions were raised about the checks and balances in place to ensure dirty monies are not allowed to permeate the financial system. Banks and other financial institutions have been mandated under the new regulations to keep close tabs on customers and report suspicious transactions.

From page 3 this is a huge, long-term, private sector investment and the investors, being ExxonMobil, are planning to extract 450M barrels of non renewable resource from beneath Guyana's sea bed. Gaskin said, “We understand the implications of this. We understand what can happen if things go wrong, such as an accidental spill. We understand that we are dealing with a very sophisticated investor that has way more resources than we do and we understand that any investor needs to get certain returns on their investment, otherwise they would not make the decision to invest.” The Business Minister also said that the Government is satisfied with the progress the Liza 1 well is making. “We want to see that progress continues and oil produced by 2020 on schedule. The reason we want to see all of this happen is because we understand the transformational nature of this project and how it can provide long term benefits to our people and our economy if it is properly regulated and managed.” (Kiana Wilburg)

Belize suspends oil shipment ‘Why does Rowley degrade under PetroCaribe programme women?’ asks UNC

BELMOPAN, Belize CMC – The Alba PetroCaribe Belize Energy Limited (APBEL) says it has suspended the long standing agreement with the Venezuelan state oiled company Trafigura/Puma and Petroleos de Venezuela S.A. (PDVSA) under the PetroCaribe programme. APBEL said in a statement that the decision to suspend the programme followed “consultation with the Government of Belize, Trafigura/Puma and PDVSA” and that APBEL has decided to “suspend purchases of petroleum products from PDVSA under the PetroCaribe Agreement with immediate effect”. Petrocaribe is an oil alliance of many Caribbean countries have with Venezuela to purchase oil on conditions of preferential payment. The alliance was launched in 2005 and eight years later PetroCaribe agreed links with the Bolivarian Alliance for the

Americas (ALBA), to go beyond oil and promote economic cooperation. During the period 2007 to 2009, PVDSA delivered 457,680 barrels of refined petroleum products, valued at more than US$41 million in 15 shipments to Belize under the terms of the agreement, according to a statement posted on APBEL website. APBEL said that it had been encountering a number of problems with maintaining a reliable supply of products from PDVSA and this, among other things, have resulted in much higher unit costs of freight when Puma has been forced to make last-minute arrangements to truck products overland and when vessels are brought in halfloaded. “We have also been informed by PDVSA that, at times, they have had to purchase on the spot market to meet their commitments to us: This is definitely not what was intended by the

Barbados Opposition Leader calls for greater unity within the Caribbean KINGSTON, Jamaica - CMC – The leader of the main opposition Barbados Labour Party (BLP), Mia Mottley, is urging greater regional unity to deal with the problems confronting the Caribbean. Addressing People’s National Party’s (PNP) 79th Annual Conference at the National Arena in St Andrew, south east of here on Thursday night, Mottley said the region should find a way to develop a system to move people around the Caribbean cheaply, take care of health needs, pay debt, stimulate growth among youth, as well as to

get information out to the public. She lamented that something must be fundamentally wrong when a region cannot provide the political commitment to allow its citizens to move easily. “It is c h e a p e r f o r m e to go to Miami and N e w Yo r k ( f r o m Barbados) than to come to Jamaica or St Kitts. It is madness,” she said, pointing out that aside from travel, there is room t o i m p r o v e c o m m u n i c a t i o n among the peoples of the region.

PetroCaribe programme. “We are very grateful to the Bolivarian Republic of Venezuela and PDVSA for all they have been trying to do to keep their promises to us under the PetroCaribe Programme, but it does not make sense to force this arrangement under these circumstances,” APBEL said in the statement. Media reports here said that the PetroCaribe programme had generated an estimated BDZ$450 million (One Belize dollar =US$0.49 cents) in funding for the Belize Government. Officia l s f r o m t h e Government of Belize, Trafigura/Puma and Petroleos de Venezuela S.A. and APBEL are expected to meet later this month to determine the possibility of resuming supply from Venezuela in the future.

Trinidad Express Chairman of the United National Congress (UNC) David Lee has condemned Prime Minister Dr Keith Rowley’s use of the word “jammetry” to describe statements by Opposition Leader Kamla Persad Bissessar in alleging a “fake oil” scandal at State-owned Petrotrin. Lee stated in a release that the Prime Minister’s language was unbecoming of a person who holds high public office. “...and reflects that the Government has been caught red handed and they have no plausible answer to these accusations hence they result in name calling,” he said. Persad-Bissessar, he said, was doing her duty as opposition leader to inform the population of where their taxpayers’ dollars were being spent. “Why would a leader who says he has Trinidad and Tobago’s best interest at heart respond like this? Why would a leader who is supposed to promote respect towards women look to degrade a female leader who has contributed so much to our National Development? Keith Rowley has yet again demonstrated why he is not fit for public office,” he

Dr Keith Rowley

stated. Lee added that “jammetry” was more suitable to describe the actions of the Rowley-led Government. “All of Trinidad and Tobago should unite to condemn the consistent poor conduct of Prime Minister Rowley. He is failing as a leader to meet the needs of our citizenry and now he is failing to set an example for our nation’s citizens,” he said. Speaking at the postCabinet media briefing on Thursday Rowley said P e r s a d - B i s s e s s a r ’s behaviour in alleging the “fake oil” scandal at Petrotrin was “jammetry”. He said, “To jump off on a preliminary enquiry and start accusing everybody you know, of being part o f s o m e g r a n d conspiracy, resulting in Petrotrin oil being

stolen, was a bit of an overreach. You could behave as an effective Opposition Leader...But jamettry is not really the way to deal with these things...Sometimes that type of behaviour may be an impediment to getting to the root of the problem.” Asked if he was accusing the Opposition Leader of “jamettry”, the Prime Minister replied: “I choose my words very carefully. I choose my words very carefully because if an employee of Petrotrin is found to have done something wrong, with or without the collusion of a contractor of Petrotrin, I don’t know what possible involvement I could have in this matter... But of course, the Opposition Leader has to make sure that it comes to me, at the personal level, and I take that for what it is.”

Macron urges lifting of Qatar embargo Paris (AFP) - French President Emmanuel Macron yesterday urged the lifting of a Saudi-led embargo on Qatar in effect since June. Macron is calling for “the embargo measures affecting the people of Qatar, in particular families and students, to be lifted as quickly as possible,” the president’s office said in a statement after he met with Qatar’s emir, Sheikh Tamim bin Hamad Al-Thani. Macron “expressed his concern over the tensions that threaten regional stability, undermining the political

resolution of crises and our collective fight against terrorism,” the statement said. Saudi Arabia, Bahrain, Egypt and the United Arab Emirates cut diplomatic ties with Qatar on June 5, accusing Doha of supporting extremism — charges the emirate has denied. Riyadh and its supporters severed air and sea links with Qatar and closed its only land border, cutting off vital routes for imports including food. The Qatari emir met yesterday in Berlin with German Chancellor Angela Merkel,

Latin American nations seek Venezuela crisis mediation SANTO DOMINGO/CARACAS (Reuters) - Various Latin American nations will join an attempt to mediate Venezuela’s political crisis in new talks later this month, the president of the Dominican Republic said on Thursday. Danilo Medina hosted high-level delegations from Venezuela’s feuding government and opposition for two days in the latest foreign-led effort to ease a standoff alarming the world. “We advanced definition of an agenda on Venezuela’s big problems. A commission of friendly countries was agreed,” the Dominican leader told reporters, saying Mexico, Chile, Bolivia, Nicaragua would join the process with others to be announced. The next talks would be held on Sept. 27, again in the Dominican capital Santo Domingo, he added.

one table again as soon as possible,” she said at a joint news conference with AlThani. Both Paris and Berlin back diplomatic efforts led by

Kuwait, a key mediator in the crisis along with the United States. In an interview with the news magazine Le Point last week, Macron said both

Qatar and Saudi Arabia had financed “groups that are not the same ones, but which have de facto contributed to terrorism.”

Motor racing: McLaren split from Honda and switch to Renault SINGAPORE (Reuters) Former champions McLaren will swap their Honda engines for Renault ones at the end of the Formula One season after calling time on a troubled three-year partnership marked by frustration and failure. Honda will stay in Formula One, replacing Renault as engine supplier to Red Bullowned Toro Rosso whose Spanish driver Carlos Sainz moves to the French team on loan for the 2018 season. The major shake-up, announced at the Singapore Grand Prix yesterday, ends McLaren and Honda’s dream of recreating the glory years of the late 1980s and early 90s when Ayrton Senna and Alain Prost were dominant.

“For a combination of reasons our partnership has not flourished as any of us would have wished,” McLaren executive director Zak Brown said in a statement. “It is certainly not for the want of effort on the part of either Honda or McLaren, but the time has come to move ahead in different directions.” Honda Motor Co. President Takahiro Hachigo expressed regret at a move that had become an open secret, and thanked Formula One’s owners Liberty Media and the governing FIA for their part in the dealmaking with Toro Rosso. “It is unfortunate that we must part ways with McLaren before fulfilling our ambitions,

however, we made the decision with a belief that this is the best course of action for each other’s future,” he said. Fernando Alonso, the double world champion whose outbursts at Honda’s shortcomings have become a regular feature of race broadcasts, is expected to stay at McLaren. The 36-year-old Spaniard, who won his world titles with Renault in 2005 and 2006, was not mentioned in the statements but has made having a competitive engine a key demand. BUBBLE BURST McLaren and Honda revived their partnership at the start of 2015 amid a burst of optimism but that bubble was

swiftly pricked. Honda has struggled to catch up with rivals and master the sport’s complex turbo hybrid engine regulations. McLaren are now ninth out of 10 in the constructors’ standings and have scored only 11 points from 13 races. The team founded by the late New Zealander Bruce McLaren have won eight constructors’ championships, 12 drivers’ titles and 182 races but are without a victory since the end of 2012. Owned largely by Bahrain’s Mumtalakat Holding Company and Saudiborn businessman Mansour Ojjeh, McLaren have gone through internal upheaval with former boss Ron Dennis forced out last November and Brown

brought in. Brown said this month that the choice of engine partners, with Honda contributing more than $100 million a year to McLaren’s budget according to insiders, was one of the biggest decisions the team has had to make. “Fortunately, we have extremely committed shareholders (so) that we can make a sporting decision and deal with the economics,” he said then. Renault engines have powered Red Bull to six wins since the start of the Mercedes-dominated turbohybrid era in 2014, most recently with Australian Daniel Ricciardo at this year’s Azerbaijan Grand Prix. McLaren will be hoping to be up there too next year and

Renault, who have their own works team, looked forward to the challenge. “This is a strategic decision,” said Renault Sport Racing president Jerome Stoll. “This alliance is not only technical and sporting, but also comes with marketing and communication benefits. “We know that McLaren will push us hard on track and this competition will be to the benefit of all.” The split also removes Honda from the intense and increasingly embarrassing scrutiny the manufacturer has endured. “Honda and Toro Rosso will work as one team to strive for progress and a successful future together,” said Hachigo.

(From page 31) fight of the year. When the clash between Kazakhstan’s Golovkin, the undefeated middleweight world champion, and Mexico’s Alvarez was announced last May, for about a month the showdown was being billed as the ‘Fight of the Year’. But in June, the Mayweather-McGregor fight was announced and the outspoken fighters commanded the media spotlight, helped along by a four-city international media tour that stretched across three countries. The fight, which Mayweather won by technical knockout in the 10th round, was dismissed as a joke by many since mixed martial arts champion McGregor was making his professional boxing debut against one of the best boxers of all-time. But Saturday’s clash between Golovkin and Alvarez for the unified middleweight world championship, which will be held at the T-Mobile Arena in Las Vegas, pits opponents who are easily the two best middleweights in boxing and two of the top pound-for-pound fighters in the sport. “Canelo against Golovkin will go down in history,” said Oscar De La Hoya, whose promotional company, Golden Boy Promotions, is putting on today’s fight. “It will be a fight talked about for many years to come. The way Hearns and Hagler and Leonard v Hearns are still being talked about more than 30 years later.” Both fighters have such a fearsome reputation for punching power that many experts are struggling to pre-

dict the outcome in what is considered an evenlymatched bout. The 35-year-old Golovkin (37-0, 33 KOs) has made 18 consecutive world middleweight title defences, while his 27-year-old opponent (491-1, 34 KOs) has won world titles in two divisions. Alvarez’s lone defeat came against Mayweather in 2013. Unlike the brash and

expletive-filled press conferences held by Mayweather and McGregor in the lead-up to their fight, Golovkin and Alvarez have struck a much different tone. “I don’t want to talk too much,” Golovkin said this week at their final pre-fight press conference, to which a Spanish-speaking Alvarez followed, “You know me, I don’t like to talk a lot.”

GCB/CGI 3-day Franchise league

Late afternoon wickets leave game in the balance By Sean Devers The demise of the two set East Coast batsmen just before the close left the their game against Georgetown in the third round of the GCB/CGI three-day Franchise League in the balance at Lusignan yesterday when bad light stopped play with three overs left in the day’s play. Two useful partnerships at opposite ends of the order rallied Georgetown to 192 all out on the stroke of Tea as off-spinner Kumar Bishundyal (4-60) and Rudolph Singh (2-30) were the main wicket-takers for East Coast. Robin Bacchus stroked four fours and two sixes in an entertaining 36 and added 47 for the first wicket with Raymon Perez who made 22 from 73 balls with two fours before Chris Barnwell topscored with 44 with six fours and a six from 116 balls and 83 minutes. Paul Wintz reached the boundary four times and cleared it once in an important unbeaten 34 and shared in a 30-run ninth wicket stand with Steven Sankar who made 21 with

two fours and six. East Coast, needing to bat a minimum of 32 overs, finished the day on 102-4, 90 runs away from the City Franchise’s total. Test batsman Rajendra Chandrika made 45 from 88 balls with five fours and got support from Chanderpaul Hemraj who stroked a cameo 38-ball 35 decorated with four fours and a six before they both fell in the dying stages of yesterday’s play. Chandrika and former Guyana U-19 Captain Brian Sattaur (12) added 36 for the first wicket before Sattaur drove Kellon Carmichael to mid-off. Chandrika looked his usual elegant self and cut Carmichael to the backward point boundary before, with impeccable timing, caressed him back past his ankles for four more. Chandrika stroked Wintz delightfully to the cover boundary and when Barnwell pitched up, drove him imperiously down the ground for four, but Bhaskar Yadram was soon LBW to off-spinner Gajanand Suknanan for a duck at 50-2. Chanderpaul Hemraj flicked Suknanan for six,

Kumar Bishundyal swept Jamaican leg-spinner Ramaal Lewis for another six before latching on to Suknanan and lofting him over long-off for six to dominate the third wicket stand with Chandrika. Hemraj took a liking to Lewis and smashed him over cover for a bullet-like boundary before clobbering him for six over long-off before he threw his wicket away trying hit left-arm spinner Devon Lord for another six and was well taken at deep mid-wicket by Paul Wintz at 101-3. Hemraj was soon followed by the demise of

Chandrika; caught in the deep, off leg-spinner Steven Sankar a run later in the last over of the day. Earlier, Georgetown won the toss and elected to bat in sultry conditions on a slow and low track and heavy outfield and a handful of fans watched as National U-19 opener Perez and left-hander Bacchus provided a solid foundation for their team. The 27-year-old Bacchus, who played his only Regional one-day game in 2014 against Jamaica in Trinidad, dominated the partnership with Perez, the leading run-scorer in this

year’s regional 50-over U-19 tournament in St Kitts. Bacchus played some delightful shots and coverdrove pacer Cordel Mars for six before stroking him effortlessly over long-off, his second six, before he pushed at one that came back from pacer Singh and got an inside edge to the keeper as Singh made the breakthrough 55 minutes into the day’s play. We s t I n d i e s U - 1 5 Captain Sachin Singh (3) did not last long and edged Singh to West Indies U-19 Keeper Joshua Persaud to leave the score on 54-2. Perez was joined by Barnwell who played for the Tridents in the CPL and immediately looked good in the scorching heat. The 30-year-old Barnwell, who has 148 against the Leeward Islands in 2015 and eight fifties for Guyana from 45 First-Class matches, stroked left-arm spinner Hemraj gloriously back past him for four before smashing Bishundyal magnificently past wide mid-off for four more. But with the score 73 Perez, who was selected to represent a Guyana Junior

team in cycling as a 13-yearold before switching to cricket, was run out despite his desperate dive at the bowler’s end. Lewis, a 21-year old with one First-Class match under his belt, was soon caught behind off Bishundyal for three at 96-4 and when Barnwell was bowled with one that turned from Bhaskar Yadram at 116-5 a few minutes before Lunch, the back of the Georgetown batting had been broken. Lunch was taken at 117-5 with Dexter Solomon on six and Carmichael yet to score and after the interval Carmichael (4) was caught behind off Mars, 121-6, before Solomon (10) was bowled by Bishundyal at 139-7. Lord joined Wintz and took the score to 158-8 before Lord (10) was well caught and bowled by a diving Bishundyal. Wi n t z a n d S a n k a r ensured the tail wagged with some lusty hitting before Bishundyal removed Sankar to leave Georgetown on 1819. Last man Suknanan (0) was run out as Wintz ran out of partners. Today is the second day and play starts at 09:18hrs.

Afghan cricket fans defy bombers as T20 league takes off KABUL (Reuters) - A suicide attack outside K a b u l ’s m a i n c r i c k e t stadium this week may have underlined the daily security risks facing Afghanistan but the country’s premier T20 tournament is carrying on and the enthusiasm of spectators appears undiminished. Cricket, which spread from refugee camps in Pakistan, has become one of Afghanistan’s most popular sports in recent years, feeding off the increasing success of the Afghan national side, who were accorded official test match status this year. The Shpageeza Cricket League, now in its fifth edition, is one of the few big sporting competitions in Afghanistan, alongside Afghan Premier League football, offering rare public entertainment in a country desperate for a break from endless rounds of violence. “Over the past few days we’ve seen thousands of fans waiting for hours to get into the stadium and watch the matches,” said Atif Mashal,

chairman of the Afghanistan Cricket Board (ACB). “Cricket has brought joy to people and it has message of peace, unity and love.” On a dusty, windy day at the Kabul International Cricket Ground, signs of this week’s attack in which three people died, were visible in the windows of a nearby wedding hall, shattered by the blast at a police checkpoint outside the stadium. But for a raucous crowd kept entertained by a mix of big hitting and blasts of Pashto pop songs, the chance for a bit of distraction from the violence which has been part of daily life for years, outweighed any fears about security. “ We h a v e a c l e a r message to terrorists,” said Noor Aziz, a fan watching the match between the Kabul Eagles and the Spinghar Tigers. “We’re not going to give up, however many explosions you put against us.” Organised on the franchise system established by the Indian Premier

League and other T20 competitions around the world, the Shpageeza (“Sixer”) league has six teams, roughly representing different areas of the country and boosted by more than 20 foreign players from countries including South Africa, Zimbabwe and Sri Lanka. “We’re really happy to see the international players here,” said Rashid Khan, a teenaged spin bowler who learned the game playing with a tennis ball in the eastern city of Nangarhar and who has become the poster child for the game in

Afghanistan after successful stints in the glitzy Indian Premier League. “They’ve got vast experience and it’s a great opportunity for our young cricketers to learn.” FIRST CENTURY Following the blast on Wednesday, the South African cricket board has told its players to leave. But players from other countries including Zimbabwe are staying on and South African batsman Cameron Delport, who scored the competition’s first century in the match being played when the

bomber struck, hopes to return. “Obviously with the incident which happened (on Wednesday), it was a downer in the changing room,” he said. “But the ACB put good measures in place, good security. They caught him (the bomber) before he could do what he did inside the stadium, which was really good and all the players are happy about that. I would definitely come back in the future.” Like other international players, Delport said he was impressed by the standard of Afghan cricket, a sport

especially popular among the Pashtun ethnic community, many of whom come from the eastern provinces near the border with Pakistan. “They’re very strong in their own conditions, I was impressed by the ballstriking,” said Delport’s fellow South African Morne van Wyk. “They’re good timers of the ball, there’s good cricket awareness and obviously a lot of skill with the bowling,” he said. “The talent’s there, it’s just a matter of learning and getting experience.”

Under-11 football rivalry is set to resume at Banks DIH’s Thirst Park this September as 32 primary school teams will battle during the 6th edition of the COURTS Peewee football tournament. The competition, which has seen major corporate sponsor Courts Guyana Inc. contributing handsomely this year, was launched yesterday at the National Library. Present at the c e r e m o n y w e r e representatives from second major corporate sponsor, Banks DIH, who will be involved through their Malta

Supreme and Rainforest Water brands, Guyana Football Federation (GFF), Ministry of Education (MOE), COURTS Guyana and Petra. Co-director of Petra, Troy Mendonca, whose organization is responsible for the meticulous and successful planning of this Pee wee Football tournament stated at the launch that before the competition began six (6) years ago, “I was saddened with the limited amount of school football that was being played as compared to when I was a schoolboy

which saw stiff rivalry.” This year, the tournament has seen an increase of eight (8) teams from 24-32. There will be 24 teams from Georgetown, 3 each from East Coast and East Bank and 2 from the West Coast, competing in round robin action on Saturdays and Sundays from 10:00hrs at Thirst Park. The GFF is very supportive of football development at the grassroots level, according to the President Wayne Forde, but what they can do is limited due to financial constraints, “I’m pleased

that the relationship between Banks and COURTS has endured. And with the expansion of the amount of teams, it’s indicative of the blossoming of the partnership. I’ve stated that the GFF can’t develop the game alone and initiatives such as these are very much welcomed. They have provided opportunities for players to develop and also as a means to identify talent.” Marketing Manager of COURTS, Pernell Cummings, hailed Petra for their outstanding organizational skills, “They

(Petra) have been doing a good job running the tournament and keeping the kids safe as they compete. I have never missed a Saturday of this competition since I’ve been with COURTS and it has been very exciting. This tournament has produced some talented players including four of whom have gone on to represent Guyana.” Banks DIH, Malta S u p r e m e b r a n d representative, Clayton McKenzie, expressed pleasure with his company’s continued support, “Banks is

GCB/CGI Three-day Franchise League

Permaul, Khan, Edwards help L/C’tyne to 1st innings lead A mesmerizing spell of left-arm spin bowling from Veerasammy Permaul who got excellent support from Kassim Khan and an unbeaten 74 from Waheid Edwards helped Lower Corentyne to a first innings lead over Upper Corentyne on the first day of their third round GCB/CGI three-day Franchise League at Albion yesterday. The 28-year-old Permaul, who has played six Tests and seven ODIs f o r t h e We s t I n d i e s , grabbed 6-49, while Khan took 4-37 as Upper Corentyne fell for 130 as only Anthony Bramble (31), Balchand Baldeo (25), Kevin Sinclair (18), Adrian Sukwah (15) and Rajiv Ivan (12) reached double figures. L/Corentyne were well

placed on 166-3 when stumps were drawn giving them a lead of 33 with seven wickets in hand with Waheid Edwards unbeaten on 74. Lower Corentyne won the toss and invited Upper Corentyne to bat on a slow track in bright sunshine and Baldeo and Sukwah took the score to 37 before Sukwah, who stroked pacer Raun Johnson for a couple of boundaries, was caught at mid-on as Khan made the breakthrough in eighth over. Baldeo was beginning to find his touch with a couple of well executed boundaries before Joshua Ramsammy (1) was LBW to Khan 10 runs later. Permaul took first of his six scalps when Baldeo, after reaching the boundary four

Veersammy Permaul (flickr.com) times, drove him to mid-off at 52-3 and 12 runs later Ivan was removed by Permaul. Bramble and Sinclair staged a mini recovery by

adding 48 for the fifth wicket to see the 100 posted before Bramble, who dumped Permaul for two sixes, pulled the Test spinner to deep square-leg after facing 26 balls in his attacking innings which included three sixes and two fours as his team slipped to 108-5. David Latchaya was trapped LBW to Permaul for a duck without addition to the score before Joel Seetaram (5) was taken at cover off Khan at 117-8 and at Lunch U/Corentyne were wobbling on the ropes at 127-8 as eight wicket tumbled in the first session. Upper Corentyne were soon dismissed just after the interval and Jason Sinclair and Edwards put together 33 before Sinclair (21) edged Baldeo to slip, while talented national U-19 player Kelvon

Anderson (25) and Edwards carried the score to 87 before Sinclair hit a return catch to Ivan. Edwards was batting confidently and reached his 50 with six boundaries, but the small crowd saw Jonathon Foo who smashed three fours in his 24, hit Latchaya to long-off at 129-3 as the trend of

batsmen getting starts and not carrying on continued. Edwards and Seon Hetymer (14) saw their team to the close without further loss with their unfinished 37-run stand. Today is the second day and play starts at 09:30hrs. (Sean Devers)

GFF’s National Training Centre to become reality soon Construction of the FIFA Forward Programme, which will be known as the National Training Centre, is scheduled to commence this month end at Providence, East Bank Demerara a release from the Guyana Football Federation (GFF) stated. This follows the confirmation of the lease of the land earmarked for the facility and subsequent approval by the Fédération Internationale de Football Association (FIFA) in June 2017. This will be the first and major state-of-the-art football facility, which will seek to among others, produce consistent levels of highly competitive and exciting football that is a force to be reckoned with regionally and on the international scene. The facility will cater for football development among both males and females and will be the focal point for football activity at all levels of the game. Construction of the artificial turf will be done by Greenfields, a manufacturer of artificial turf, in phases and is scheduled to be completed in January month end in 2018. Following this, the accompanying amenities will be constructed. When the Wayne Fordeled Executive Committee took stewardship of the Guyana Football Federation (GFF) following the Normalization Committee (NC), it was the

President Wayne Forde receives the signed MoU from Eccles-Ramsburg NDC Chairman Mahamad Hafeez. general feeling that the groundwork to activate the construction of the centre was established. However, this was far from reality. It was discovered that the lease for the land identified had no legal standing and in fact, necessitated several rounds of negotiation by the GFF and the involvement of the Honorable Minister of Communities on May 16, 2017 to finalize. This resulted in crucial delays which affected the commencement of the project since the final approval from FIFA was dependent on confirmation of all related documents. The Release further disclosed, It is no secret that the NC under Clinton Urling, during their relatively short tenure, received FIFA funding totaling almost (US$1M) which enabled them to discharge their mandate. It is also no secret

that following a FIFA audit of the 2015 accounts, which was conducted by Price Waterhouse Coopers (PwC) following the departure of the NC, countless red flags were raised. This resulted in FIFA formally informing the Wayne Forde-Led Executive Committee on October 10, 2016 of the decision of the FIFA Audit and Compliance Committee to “block funding to the Football Federation of Guyana.” The effect of the decision of the Audit and Compliance Committee meant that the Wayne Forde led Executive Committee had no access to the necessary funds to finance their operations and to support the development needs of the Players, Officials and Members of the GFF. Additionally, this also meant that the GFF was unable to access and benefit

from the increase F O R WA R D f u n d i n g programme. To date, this situation has had an extremely negative effect on the operations of the GFF which has severely affected the institution’s relationship with its members and suppliers. Over the past months, the Executive Committee has undertaken a complete overall of the institution’s financial operation, resulting in major systems and personnel changes. Consequently, the GFF has been approved for “conditional funding”

targeting essential operations and preapproved projects and programmes. However, the Executive Committee is working assiduously to streamline every aspect of its Finance operation and internal procedures in order to meet and exceed the conditions laid out by FIFA’s Audit and Compliance Committee. Notwithstanding, the GFF will proceed with the construction of this historic project which will be the first of nine all-weather facilities to be constructed in each Regional Member

Association (RMA) and will also serve as a training facility for all teams as necessary. The venue will be equipped with female amenities to encourage greater female participation and will also house the headquarters of the GFF. The GFF takes the opportunity to thank its stakeholders for their patience and reassure them that football will be the winner. All stakeholders will be continuously updated relative to the progress of the construction. Finally, the Executive Committee of the GFF recognizes the important role played by the NC during a very turbulent period in Guyana’s Football history and once again express our appreciation on behalf of the fraternity. We wish each member of the NC every success in their future endeavor. In an invited comment, President of the Guyana Football Federation (GFF), Wayne Forde, said “It is our solemn goal to truly restore the integrity and reputation of football in Guyana and across the globe.”

It is a donation from Roc/22 which is a combination of Wisroc and Block 22, which would have played in the last Inter Ward tournament. We always thought that if we had won the competition we would have made a cash donation along with the uniforms, but since we have gotten second in the competition all that we have left, is the uniforms.” Blair said that the ground is the team’s (Roc/22)

training facility so in the interest of good relationship with the school, they decided that the uniforms must go to a school which he believes is in need of it. Blair noted that many times the school would borrow uniforms and promised to continue to donate to the school. He implored the team members to care the uniforms and be responsible so other players could use them. Head Teacher Haley Rutherford said she is happy that the school is being remembered in sports. “This is a good venture that somebody in this town can remember that a school is here that could make good use of this uniforms.” Ms. Rutherford also noted that the school does

not only need help with sports. “We need help in other academics, so I will be very happy if other persons can come on board and support the school, because we are on the way; we are trying to be that school that everybody is looking up to, so we need persons to come on board and support us.” Head of the School’s Allied Arts Department, Rawl Thom, thanked Mr. Blair and Roc/22 for the timely donation and also asked the students to care the uniforms and to work as a team. A World T20 final re-run without Ben Stokes ESPNcricinfo “Remember the name,” was the immortal line from Ian Bishop when these two sides last met in a T20 as Carlos Brathwaite smoked four consecutive sixes off Ben Stokes to steal the World T20 crown from under England’s noses. It’s doubtful they have forgotten. England have been reunited with Brathwaite since then - in the one-day series earlier this year - but this is the format that gave him a place in West Indies cricket history. Sadly, the controversial decision to rest Stokes for his home ground game has robbed the match of its strongest themes; a chance to take on Brathwaite and the latest chapter against Marlon Samuels. Samuels is one of the senior players back in the mix following the thawing of tensions between the players and the board. He, Chris Gayle and Jerome Taylor played against India earlier this year and the potential power in West Indies’ batting line-up is eye-watering when Kieron Pollard and Evin Lewis are also considered. None of the 13-man squad for the one-off T20 were involved in the Test series.

Carlos Brathwaite prepares to lead West Indies in the T20. (Getty Images) Tom Curran and Dawid Malan were England’s biggest gains from their 2-1 series win over South Africa earlier this season. Malan made 78 off 44 balls on his debut, an innings that played a key part in his move to the Test side even though the formats are polar opposite, but whether he retains his spot will depend on how the batting is shuffled with Joe Root available again. In the spotlight Adil Rashid has been overtaken in England’s Test legspin pecking order by

Mason Crane (despite Crane still being uncapped) but returns to the T20 line-up having missed the South Africa series where Crane made his international debut.

He had an impressive T20 Blast campaign with 15 wickets in 12 matches and an economy rate of 7.10, but will need to show a strong nerve if any of West Indies’

hitters get going. Chris Gayle’s previous two T20 innings against England have been from opposite ends of the spectrum. At the start of the World T20 in Mumbai he smashed an unbeaten 100 off 48 balls, then in the final in Kolkata he fell second ball for 4 against Joe Root. His international comeback innings was a relatively sedate 18 off 20 balls against India but he is entering this tour on the back of being the third-highest-scorer in the CPL with 376 runs at a strike-rate of 127.02. Teams news England will need to decide how many spin options they require for a mid-September evening match. Curran made a good impression against South Africa so could retain his

place. Jake Ball and David Willey are also in the squad. Ashley Nurse was recalled to the T20 squad after a gap of more than two years and could take Samuel Badree’s place in the side as a second spinner. Alternatively, Ronsford Beaton could earn his first cap if an extra pace option is preferred. Pitch and conditions Scores in the T20 Blast were less daunting at Chester-le-Street than at most venues during a highscoring tournament. Late in the season, there could be some assistance for the seamers especially with it being an evening game. The start time also means that spectators may want to take an extra layer with them. The forecast says the odd shower is possible but the game should get through.

Masdammer admitted that his team is a young one just like their opponent, but believed that the discipline they’ve shown throughout the championship will be the decisive factor in increasing their chances of winning. “The guys have shown character and discipline during every game and while we know it is a big challenge for us we are prepared for it and hopefully we can go all the way,” Masdammer said. Apart from the discipline, he credited the team’s success to his coaching and experience and urged the players to go out with the mindset of winning and not be intimidated by name. He said he was satisfied with the team’s performance to date, but reminded that the goal is to win the title. He thanked the Guinness brand and the Organisers for the work they’ve done for the youths in the communities and called on them to continue to create more opportunities for them to be engaged in positive activities.
