Over the many years, I have returned to Guyana on numerous occasions, as I love the province of my birth: Albion, Berbice. However, I must say, given my experience, as Peeping Tom’s observation, visiting Guyana made me conclude that Guyana, in decades, will not reach the present day development of, say, Canada or Western Europe. Why do I say this? Guyana has a parochial culture that does not lend itself to a professional work ethic. There is a lack of

Fortunately, my brother who was a corporal at the Albion sugar estate showed the police officer his ID so we were released. Otherwise, we would have been held, with the possibility of missing our flight, or forced, as an alternative, to pay a bribe. You see, the police targeted the minibus with the (Continued on page 6)

We now visit some concerns, which are likely on the minds of most Guyanese. Since this is the state of affairs with which we live in a criminal execution of this kind, the conclusions of ordinary citizens have to be that they don’t stand a chance where basic protections and expected solutions are needed.
Then there is the credibility gap that came up when Mr. Glenn Lall posed the question the nation is asking: where is the feasibility study for this billion-dollar-gas to shore project.
It is good to hear about billions budgeted years after year, and $11B spent in a half year only, but we must have tangible things to show for all this money (taxpayers’ money) being spent. We wish to be clear about something: we are neither speaking of, nor expecting, a crime-free environment and society. That may only be so in heaven, or in those well-guarded spaces of high government officials and their cronies, who are provided such round the clock protections by the State (taxpayers’ money again); or are able to afford such security facilities out of their pockets.
We live with politicians boasting in government after government, with none exempted, about how many billions they spent on security, and yet this is what we live with daily and in communities across Guyana.
DEAR EDITOR,
bobs with Glenn, I would like to know how would he weave an answer to this question: On January 5, 2020, did he know about the terms of the oil contract? Editor, that answer should be simple. Either he did or did not know. Maybe there is a third response.Onthe one hand, if he did know, then why at a PPP/C rally, on that very day in 2020, he stated that the coalition “sold us out...sold us out with those contracts.” He further elaborated, “No ring-fencing,
We start out by speaking for ourselves. A couple of the people who work for this newspaper have been attacked, robbed, and hurt. We know of readers and others in the Kaieteur family, who have been victimised and are worried sick, all but crippled by anxiety and fear. And almost daily, we carry reports of horrific criminal developments that leave many citizens and communities in a wretched state. For $11B and in six months only, Guyanese should get more, citizens of this country must get better, feel safer, and it comes from being secure, to the point where it is the norm.It should be noted that we make no mention of the many billions spent in years prior. Nor do we say a single word about corruption in law enforcement, inclusive of collusions and cover-ups by weak members, and the ongoing contributions and linkages to crimes against persons and property.

DEAR EDITOR,
As one staggering example, there was a high-profile murder right in the vicinity of the official residence of this country’s head of state and his family, and we are still groping in the dark. It appears that systems that should work are suddenly found to be limited, and that the people on the job are unable (or prevented) from delivering results.
zero royalty, no taxation,” then went on to compare a Guyanese worker not being paid the equivalent to a foreigner. On the other hand, if he did not know, then can’t we conclude that he had no knowledge of the terms of the contract? As such, I am likely to believe that he did not make factual statements. I found it concerning that during Glenn’s interview, the VP stated that there is a stability clause that essentially ties Guyana into the current

Editor, seems that the right honourable VP may not have told the truth, or he might have made misleading statements to his constituents. Which is it? Perhaps there is an alternative explanation. Editor, what I would really like to know is this: Do the words of Teacher Percy ring true?
What we are interested in is that we cease playing games with crime statistics, that we spend less time coming up with definitions that are convenient in what they include and what they leave out, and that we stop spending so much money on public relations to fill the heads of Guyanese who don’t know better with what are not real reflections of crime and security.

Peeping Tom’s column on September 12, 2022, that Guyana is doomed because of a lack of discipline, has prompted me to write this letter. Freddie Kissoon has also written many columns on the state of Guyana’s political, economical and cultural development. He has written extensively on the functioning of the courts, traffic police and traffic problems, poor services at banks and other institutions and the red tape many Guyanese experience in their day to day life. Recently, in two columns, August 18 and 23, 2022, Kissoon outlined actual problems with DIH parking and the daily incompetence Guyanese face. Frontline workers at the airport and other government

There is a cost to all of this.Today, at a Government Health facility most of the medicines come from questionable sources and questionable quality.
Let me again thank and compliment Mr. Glenn Lall for his courage and for helping to open our eyes to the danger posed by a Government that represents half of the population but behaves as though it represents all of the people, so that there is no need to consult anyone but as it appears that they can rule believing they have the divine right of kings.
“Home Affairs Ministry spends $11B in six months to secure Guyana-MidYear Report” (KN September 9). As we examine this big number spent in such a short space of time, several questions surface, which we now put before our fellow Guyanese.
Who feels secure in this country today? Which Guyanese in any part of this country has a sense of safety and confidence? Which family, which company, closes its gates and doors at anytime of the day or night, and rests easy that all will be safe and sound when the next day comes? Which shopper in our streets, which commuter around our markets, which worker to and from his or her place of employment possesses a strong sense that there are secure? Or that the Government of Guyana, and our security institutions are doing their best for us, giving the best value that could be had for these billions that are being spent on our behalf?

After all the monies spent on security, this is where we are with something as prominent as this.
The national reality prevailing in Guyana today is that most citizens are haunted by some degree of fear, operate under some emotional tension, and function under a state of psychological stress, where security is involved.

standards and an attitude that do not respect the laws. And worst, enforcement of the laws: It will take a miracle to change the “mind set” of Guyanese.Editorhere are a few examples based on my experience:1.A few years ago, during the Christmas holidays, I was coming through Guyana’s airport, with my two young children. The officer, asking me questions about the contents of my baggage, said that I should be a Santa Claus. I laughed it off thinking that he had a good sense of humour. But my children told me that the officer made the reference because he wanted a bribe or gift. I did not understand the reference at the time. So my suitcase
On September 13, 2022, the eponymous host of The Glenn Lall Show discussed many matters with the VP. Not surprisingly, they vigorously discussed Guyana’s oil contract. As a slippery topic, this contract raises more questions than answers. In seemingly salubrious responses to many questions posed by Glenn, the VP, at his best, bobbed and weaved, and at his worst, he ducked and dodged. While
During the discussion, there were some ridiculous things said. Take for example, the cost of a hospital. To find a reasonable cost, one should for e.g., identify the location and what are the things that the Government requires, for e.g. should the hospital carry a helicopter pad on the roof or some designated area for emergencies.Onthequestion of health care, what bothered me is that no one addressed the yet unresolved issue of installing hi-tech modern sophisticated equipment and not having sufficient trained personnel to maintain, repair and operate such equipment.
I am penning this letter out of pure frustration with the systems that are in place for persons to acquire a mortgage in Guyana. I acquired a house lot from Central Housing and Planning Authority (CH&PA) on the 4th February, 2015 in the Zeeburg/De Williem Housing Scheme, however I received the Agreement of Sale for the said house lot until the 13th June, 2018. I decided to approach several banks in order to secure a mortgage, but was told that in order to access a mortgage, the bank will have to get a Letter of Assurance (LOA) from CH&PA along with the Agreement of Sale that was issued. I visited CH&PA to enquire about the issuing of Letter of Assurances but was told that there were some legal issues that had to be sorted between GUYSUCO and CH&PA since the housing scheme previously belonged to GUYSUCO and CH&PA did not receive full ownership of the scheme. Therefore, they cannot issue no document concerning the scheme as yet. After numerous visits to CH&PA, I was finally informed in December of 2021 that the issue between GUYSUCO and CH&PA was resolved and that I can apply for my mortgage because CH&PA can now issue Letter of Assurances. After waiting for six years, I thought the long wait was finally over and I now start the process of acquiring my dream of owning my own home.
Are the systems that are in place for persons to acquire a mortgage really there to assist or frustrate them?

Daring to tamper with sawdust heroes
and as much as I try to shake this sense of a developing national Guyanese horror, I end up losing, since the President is not giving me any strong cards to stand in his defense.Itcertainly doesn’t sit well, nor reconcile well with the President’s haphazard attempts at being dignified, or gracious, or a man of honour and self-respect. He fails on every score, almost every time. Crude and crass are preferred. As I have often said before, it is in the national interest that Guyana’s leader succeeds, but it can never be so, be kosher, when trampling over the weak, shouting down the inopportune, and plastering over foibles and farces become the norm. I could tell the President the real truth and the whole truth without fear of violating what I stand for, or any regard for his wrath or that of his goons. Many of his own people think poorly of him on the big issues of the day, labour with their own consciences at his handling of vital components of governance. They are PPP believers, and not naysayers, or rabble-rousers, or scaremongers. I urge listening, it starts with humbling oneself. Being sincere also helps.
I think the President sees himself as a throwback to those strongmen of a different era, like Suharto, Noriega, Amin, and others. Villainous and ominous, they all were,

I approached The New Building Society Limited (NBS) to start the process of applying for a mortgage and I was given the list of required documents which are needed. It took me more than two months to gather all the necessary documents because I had to wait on the building plan to be approved by the NDC before I can submit same to the bank. After my submission, I was contacted
by an officer from NBS informing me that my Agreement of Sale is indicating that I have an outstanding balance for the house lot. I explained that I benefitted from the Golden Jubilee Promotion which CH&PA had in 2016, allowing persons to receive 50% discount on their remaining balance if they cleared their balances by a certain time. I was further informed by the officer from NBS that I should get a letter from CH&PA indicating that I benefitted from the promotion and that my house lot was paid for in full. It took more than a month for me to be issued with a document indicating that I was a beneficiary of the promotion and that I have no outstanding balances with CH&PA. During that period, I made weekly visits to enquire about status of the document. I received the letter on the 9th June, 2022 and took it into NBS.My loan was approved on the 22nd June, 2022 and a request for a Letter of Assurance was prepared and dispatched by NBS to CH&PA on the 6th July, 2022. Again, I thought that I was closer to owning my home but I had to make weekly visits to CH&PA to enquire about the progress of the LOA. On one occasion, I was informed that all the persons responsible for preparing the Letter of Assurance were busy with Building Expo 2022 and that I should check back after the expo. After the expo, my visits to CH&PA were weekly again. I was informed by a staff at CH&PA that a LOA was prepared and sent over to NBS but it had some inaccuracies and was returned by NBS to be corrected. On another occasion, I was informed that the LOA was corrected and sent over
back to NBS but it had another issue which had to be rectified. I was finally informed that the LOA was corrected and sent over to NBS. This time, I thought that it was just the legal aspect which has to be completed and I will be issued with my loan to start building. But again, that was not the case. I was informed that there was an error on my Agreement of Sale and it had to be sent over to CH&PA to be rectified. It has been more than two weeks now since I have been in constant contact with both entities trying to track the progress but was unable to do so. NBS indicated that they already sent my documents to CH&PA to be corrected but CH&PA indicated that they haven’t received anything.
Citizens are not stupid. They read, they hear, they see, and they know. They discern imbalance and injustice; they pickup on the slippery and the raggedy. Guyanese have had 60 plus years of learning, and they learned from the best about dirty tricks, leadership vulgarities, and governance crookedness and cover-ups. I alert the Headof-State to this little truth. The more that he rails, the more he gives others pause, include his own. He overreacts, and many of his own think that this is all part of a show. I was already there from the inception because I can recognise the hollow and the hollering before the faithful can ever bring themselves to admit to truth and situations, as lived. In another time when frankness was the order of the day, the leaders that we have today would be called out for what they are, and to their faces. Nothing but storytellers of a certain kind, schemers with practised lines, and operators with records to prove.
I used to be alarmed at some of His Excellency, President Ali’s verbal excesses, which he clearly relishes. Now I admit being concerned over his ongoing delusions that insist Guyanese must accept whatever he stuffs into their nostrils, no matter how offensive, nauseating. Something is going on in his head, and it is certain that he thinks he is getting away with cleverness and clumsiness. If there is one thing about which he is transparent, it is his lack of content, his retrenchment of the cogent, and his devotion to the Barticavirulent.maybe overlooked as the fears of a bluffer being probed. But what happened next to GAWU and most recently at Mocha indicates that the President likes to kick dust into the face of those who cross his path. I recall a post that captured the President in Buxton deteriorating to something to the effect of ‘he ain’t know who he playin’ with…’ This is our national leader folks. But what does that mean in its widest interpretations? Is he ready to get down and get even with critics and confronters who disagree with his platitudes? Like a regular street brawler?
I have been patient enough with this process, hoping that it will be resolved soon, but with this new twist, I am on the verge of losing hope with this process. I am starting to think that maybe, just maybe this process is not for the ordinary citizens of this country who are grappling with the high cost of living and a mortgage is the only option available to them to assist them in owning their own homes. Building materials are continuing to (Continued on page 6)

I am tired of this ‘blame game’ between CH&PA and NBS. A lot of development is already taking place in terms of infrastructure, but in order for a country to develop and attract investors, isn’t it necessary for the systems to be improved as well?

But his record is an open book. Jagdeo and numerous PPP spokespeople, when the party was in the Opposition, had raged against the contract signed by the then APNU+AFC Coalition Government. Jagdeo and his cohorts went to town with one scornful putdown after another on how terrible, how vile, the contract with Exxon was. The attacks against the Coalition continued when the PPP returned to power in 2020, and has never really let up in intensity, with every opportunity seized to remind all Guyanese how criminal the contract was. In parliament, in the media, and in the outreaches before captive audiences loaded with docile supporters, PPP leaders or ministers lashed and bashed the contract. It was another way of burning the Coalition in effigy before frenzied and delirious believers.

Vice President Bharrat Jagdeo speaks with a forked tongue. He has now shifted his position on Guyana's burdensome oil contract with Exxon. He is now speaking a different language in carefully constructed wording. On The Glenn Lall Show, Tuesday night, while admitting that the contract is lopsided, the erstwhile former President said he would not renegotiate it.

Yet we find that there are long lines early in the morning as voters heed their parties request to go out and vote early and late in the afternoon just as the polls are about to close. For the remainder of the day, it is just a trickle of persons that can be seen in and out of the polling stations.Thevast majority of Guyanese vote early in the morning and late in the afternoon.Andyou would be amazed that despite having to stand in line, there are few protests about the length of the line or the time taken. People take voting seriously in Guyana, so seriously that they do not complain about the lines.

grumblings in the lines leading to the tellers. People complain despite the airconditioned atmosphere that the lines move too slowly. They are impatient; they want to get out of there. Waiting 10 minutes in a line these days can lead to frustration and at times anger especially when someone jumps the queue. This is a regular practice in Guyana. You are standing patiently in a line and then someone comes up and forms a conversation with the person ahead of you.
And the next thing you know is that the latecomer gets into your space. When others see this, they do the same and the entire line is thrown into Wheneverchaos.there are big events, being in a queue can be a problem. Order can easily turn into confusion simply because people do not wish to form a line and to wait their turn.It was amazing, a few years ago, to see the queue in Libya of persons lining up to see the body of the murdered Muammar Gaddafi. One would have expected there to be a mad rush to see the body of the slain leader. This was however not the case. The people lined up orderly and calmly to see the remains of the late leader. Even though the majority of those who went to view the body could not be considered supporters of the slain leader, there was calmness about the whole procession of persons. Those in line were patient and waited their turns.

“By de way,” said de man, “yuh gat a nice house, docta.” Talk half, leff half.
”Sure,” the other man responded. “My wife told me to stand here.” Guyanese do not like lines. This may have something to do with the experience of the past when there were shortages and people would see a line, join it and then ask what the line was about. That experience taught patience. People developed the patience to stand in line all day, not knowing when their turn came whether they would get whatever was being sold.Perhaps, it is because the present generation was spared those hard times that so many Guyanese have becomeSomeimpatient.motorists run the red light at junctions just because they do not wish to wait 60 Banksseconds.areusually very quiet places and the atmosphere influences the mood.Even loud- mouthed persons are constrained from speaking audibly in banks. In a release sent out by GPF, it is stated that the items cost some GYD$17M and were handed over to the force on Tuesday by Attorney General and Minister of Legal Affairs, Anil Nandlall SC.AccordingtoGPF,the AG said that one of the reasons behind the move is to enable police to stop using the hand written method of taking statements.

The computer systems and AC units are expected to be distributed to the various Court Superintendent Offices throughout the Force. Receiving them on behalf of the Force was Deputy Commissioner of Police, Calvin Brutus and he promised that the equipment will be used to serve its purpose and modernise the

For many the years, victims would have to sit hours just for a rank to write down his statement accurately. Apart from the long wait, the AG pointed out that hand-written statements also pose a problem of “legibility”. “Historically, these statements have been hand-written and that by itself presents a problem of legibility - they can’t be read easily and then of course with the passage of time, they become distorted and their ink
The AG reportedly reminded GPF too that his ministry was able to provide them with the equipment to boost its statement taking capability-via a project funded by the IDB called “Support for Criminal JusticeAccordingProject”.

Force.Funding for the “Support for Criminal Justice Project” was approved by the IDB in 2017 under the President David Granger led administration and the Ministry of Legal Affairs was tasked with managing it. However, in 2020 Kaieteur News had reported that the US$8M loan was never utilized by the previous government and the AG after taking office with current administration had to remind staff at Legal Affairs that government will still have to repay the debt at the end of the day and it should be put into use. One of the main objectives of the project is to reduce high concentrations of prison population in Guyana.

Thesaid. completion of the synthetic track at the Bayroc Community Centre Ground has been a contentious issue for Lindeners – many unaware of the estimated time for completion. However, following Kaieteur News’ series of articles regarding sports in Linden, this newspaper was reliably informed that the Ministry of Sport will soon publish a number of Tenders for bids for works done at the Bayroc facility, including the construction of stands and other amenities that were not included in the facility’s original design. The McKenzie Sports Club is considered the Mecca of sports in Guyana; a facility with an unmatched historical relevance. But deteriorating, despite the current executive committee’s effort to keep it in at least ‘usable state’, Figueira said the facility must be put into context “and I premise my response to a suggestion by the Government for a planned modernization of the MSC into a multipurpose facility. Which is another clear indication, that the Ministry responsible for sports or those heading it are not only bereft of ideas for the development of sports, but are also foreign to the important historical relationships between sports and its facilities.” Figueira said “the MSC has always been a multipurpose facility/venue for sports and other numerous social events for the community of Linden…I am saddened by its present state and the need for support from tax payers’ money will be most welcome.” Figueira believes, “If the talk of the Government’s plan to enhance and modernize the facility goes beyond empty promises, it would be highly appreciated.” Linden athletes, though their dominance locally, regionally or internationally, are amongst the country’s least-supported with Figueira saying that he’s “intimately aware of the minute and dismal support our most promising athletes in Linden and by extension athletes in the country receive for all disciplines that makes it beyond our borders.” Though pointing to his support shown and given to athletes before his days in the Honorable House, Figueira said “as a Member of Parliament, on the side I sit, the most I can do is lobby from a policy standpoint through suggestions during debates in the house and hope that the government is magnanimous enough to take my proposals and use them for the benefit of the athletes from Linden and across the country.”
