The Social Role Valorization (SRV) in mainstream education in Guyana DEAR EDITOR, In three (3) previous letters on the subject, I have set the premise upon which we shall further explore the topic. Wolfensberger (1972) and Chapman and Adams (2002) argued that there is a collective conscience in society about what constitutes the good things of life. The power influencing society creates a collective desire of what constitute a good life. Some of these constituted good things in life are classified as: equal quality education experiences and opportunities, a home and family; friendship; being accorded dignity, respect, acceptance; a sense of belonging; and the development and exercise of one’s capacities; a voice in the affairs of one’s community and society; opportunities to participate; a decent material
standard of living; and at least normative place to live; and opportunities for work and self-support. As it relates to this article the good things in education will primarily focus on the learning experiences and opportunities learners with Special Education Needs (SEN) and/or disabilities received in mainstream education systems and its direct relation to their achievements. Wolfensberger (1980a) postulated that Social Role Valorization (SRV) is of extreme importance and relevance to persons in the society who are already socially devalued, and persons at the very risk of becoming devalued. This makes Social Role Valorization (SRV) of paramount importance to learners with Special Education Needs and/or disabilities in mainstream education systems where
they are already devalued or at the precipice of becoming devalued. Within Guyana’s mainstream education system there are approximately 2.2 percent (N= 16500) of its approximately seven hundred and forty thousand population are at the precipice of being devalued in the mainstream education system. Changing the perceived value of the social roles of learners with Special Education Needs and/or disabilities is called social role valorization, and doing so is role-valorizing. Within the mainstream education system of Guyana there are two open avenues to persistently seek to achieve social role valorization. Firstly, this can be done by the enhancement of the social image of learners with Special Education Needs (SEN) and/or disability within
the mainstream education system. Secondly, persistent efforts must be made at enhancing the competencies of the learners with Special Education Needs and /or disabilities in the vastest possible ways. This will contribute towards changing the negative perceptions of the teachers and school’s culture. By enhancing learners with Special Education Needs (SEN) and/or disabilities competences will reduce the challenges both the teacher and learners will face in mainstream education system. The enhancing of learners with Special Education Needs (SEN) and/ or disabilities social roles is done in four distinct domains but most important of those domains in the individual. The individual’s primary social system is the family. Exploring the other domains
Nicely painted tombs that are not nice inside DEAR EDITOR, It was the APNU and AFC before the 2011 elections and again as coalition partners while in full campaign mode before the May 2015 election, which saw a ‘jumbie behind every bush’ and screamed corruption. Today, corruption is not about perception but it is real. This is further compounded by the manifest acts of cover up by the Executives and their culture of non disclosure / manipulation of information and non answers to questions raised by the MP’s during deliberations of the National Assembly. This Government is not just engaging in corrupt practices, it is corrupt. I welcome with bated breath the disclosure in sections of the media on 12th September, 2017, which read “UN expert has plans to tackle corruption, drugs and to spearhead anti corruption projects here”. The UN including the UNODC and its personnel like all other international agencies has and will continue to play significant roles in Guyana. But I caution these experts and international agencies that they must not be used as a ‘fig leaf’ to cover the current cesspool that exists in the bowels of the current Government’s bureaucracy. Any effort to fight corruption must be free from political control, if not, those efforts will be misdirected to shake down political opponents and protect allies. The anti-corruption fight
must be led by actors outside of those who exercise discretionary, coercive, or administrative powers. Our current Attorney General is not in any position to lead a fight against corruption. The Special Organized Crime Unit (SOCU), which is a department of the Guyana Police Force that was established to support and strengthen the investigative capacity of the Financial Intelligence Unit (FIU) has now been politicized and used as a tool to target political opponents. It is lacking in operational independence and it is subject to the direct control of political personalities. It is bordering on becoming a rogue unit of the Guyana Police Force. Guyanese must remember that Mr. Sittlington, British expert assigned to the Guyana Police Force/SOCU was physically present when businessmen were being visited at the behest of political masters and was undeniably present at the Office of the Leader of the Opposition and at Freedom House when SOCU sought to arrest and question top leaders of the PPP/C as part of the APNU/ AFC’s witch-hunt. This current initiative by the UN expert must not be hijacked by the political circus being led by the current Attorney General. The SARU and now SARA, another political outfit masquerading under the guise of the recovery of state assets through its statements in the media and actions on
the ground have all been targeted against PPP/C leaders and supporters. There have been no investigations by SARA for the Sussex Street Bond Scandal, the 632 Million procurement scandal at the Georgetown Public Hospital Corporation (GPHC), and the 1.3 billion take-out from the Treasury for the construction without any procurement process of the now infamous Durban Jubilee Park at Homestretch Avenue. There has been no action against known smugglers and traffickers. Would the Attorney General speak to the issue of 500,000 being spent on monthly rentals for homes for Government Ministers and in one instance 1.5 Million being paid by the Ministry of the Presidency for rent for a senior Government official? Would the SARA or SOCU go after the insider trading, the policy of sole sourcing of contracts that is always favouring friends, family and financiers of the coalition Government? Therefore, the photograph and the headline and statements by credible international partners must not be misconstrued to suggest that all is well with this current Government. I strongly call upon the United Nations’ experts, international agencies, organizations of international reputation not to allow themselves or the names of distinguished officials associated with them, to be used as the clean sheet to decorate a defiled bed.
The shameless, unrepentant, disrespectful and presumptuous actions of Ministers of the Government and their surrogates must not be allowed to be excused as clumsy mistakes and bad policy making; they must be seen for what they are, raiding the public purse. In the days of the Messiah’s sojourn on earth there were those who positioned themselves as the standard bearers of righteousness, decency and morality. There were namely two sects: Scribes and Pharisees but Jesus undressed them in public view when he referred to them as ‘white sepulchers’, meaning nicely painted tombs but rotten on the inside. The facade of nice suits, biblical quotations in speeches and pandering to the gallery, singing songs of Zion are all now tattered, worn. The true man is being seen. Stop hiding APNU/ AFC; face the light of scrutiny, transparency and accountability. Answer the people’s questions. Bishop Juan Edghill, PPP/C MP
such as the intermediate level social systems of an individual or group, such as the neighborhood, community, and services the person receives; the larger society of the individual or group, including the entire service system (Wolfensberger & Thomas, 1983, 1988). The reality in society is that not all people are positively valued in by their fellow citizens and the society collectively. It therefore should be, the job of the school, teachers, other learners as well as the society to ensure that learners with Special Education Needs (SEN) and/or disabilities are valued in the society and by extension in the mainstream education system. The devaluation of learners with Special Education Needs (SEN and/ or disabilities by the society and the mainstream education system contributed to make Social Role Valorization (SRV) so important.
Through stimulating and rich learning experiences, learners with Special Education Needs (SEN) and/ or disability can experience himself as an active agent in the mainstream education system and society. Normalization principle also means that the choices, wishes and desires of the learners with Special Education Needs (SEN) and/ or disability have to be taken into consideration always and due recognition and respect must be given. The normalization process of integrating or including learners with Special Education Needs (SEN) and/or disability in a mainstream education system, requires concerted effort to systematically incorporate into teaching and training materials the deepening understanding of what educational and social experiences are thinking, writing, and teaching about normalization over the years are likely to be successful Continued on page 6
Damage to roads in Phase 1- Republic Park, by large garbage trucks DEAR EDITOR, The residents of Phase 1 Republic Park have noted with great concern in recent months, the use of the lot at the corner of Wills and Jackson Streets by a certain waste company to store the large container bins that are used for the collection of significant quantities of solid waste. The concern stems from the continued movement, almost every day, of these trucks through streets that were not built to withstand regular use by large heavy vehicles. The truth of this statement can be easily verified by the clearly visible signs of the damage to the roads leading into Phase 1. Despite the best efforts of private persons and the Council to do remedial work
there is a continuous problem with potholes which reappear after a week or two. In addition to the damage to the roads, the container bins are sometimes left outside of the lot at the corner of the road where persons have to turn and they can be considered a hazard to drivers and pedestrians in the community. Residents are also asking whether this is a legal operation in an area that was zoned for residential purposes. The residents of Phase 1 and the NDC have had a long and collaborative relationship in the effort to keep the surroundings in this community safe and aesthetically pleasing, we therefore feel sure that the Council will take urgent action on this matter. Deficiencies and other negatives in education delivery in Region 10 DEAR EDITOR, I wish to bring to the attention of the relevant authorities some deficiencies and malpractices that need to be addressed urgently within Region 10 and by extension the Education arm of the region. With just under 2 weeks into the new academic year teachers, parents and members of the community have been complaining. The following issues and concerns are plaguing the region: · Infrastructural works Schools were asked to submit prior to and sometime after the last academic school year to submit the repair and other needs of the school. With only two week remind it was then that contractions visited some schools to check the work needed to be done and not during the week of July 20th as was stated in a correspondent sent to schools. As such around 60% of the school within this region began this academic year without the much needed repairs. In some instances, parents in the first week were asked to contribute towards painting and repairing of furniture. In some school, especially nursery there is a need for child size furniture. Children were seen lifting some heavy chairs within their classrooms. · Placement The ministry policy indicates that children will be placed in the school nearest to their homes. However, for some parents who are working away from the school nearest to their home consideration will be given to have those children placed at another school. This year was the worst ever seen in the region. Some children because of influential individuals in authority or “who know who” were given priorities over those whose
should be first placed at the school. Then there were instances where children who were registered at some schools were unable to be accommodated because of afore mentioned situation thereby causing chaos. Ministry Officials need to stop bending the rules to suit their friends and family. You want parents and teachers to follow the ministry of education policy when you as Officers blatantly disregard them. Another issue on placement is that of teachers and officials being placed at schools and districts since last year and to date these persons have not taken up their positions. Thus, teachers, schools and communities are left to function under the strain. New teachers have also been appointed to these areas, especially Sub-District 2 and like some from last year sent to other schools to be temporarily accommodated. On the other hand, there are some individual currently being trained to be Field Officers who have neglected their duties at the school to which they were placed because of linkages and are sitting at the Department of Education. In so doing the children placed in their care are suffering due to their absence. If these individual have no intention of returning to the school in which they were place they need to indicate so that systems can be put in place to replaced them. Parents spend a lot of time and effort getting their children to school, it is unfair for these persons to show no regard or respect for those whom they were entrusted to mold or their fellow colleagues who have to take up their duties and responsibilities for which they are being paid for
under false pretense. · Teachers attending CPCE Time and again educators are being encouraged to upgrade themselves. This year, several Acting, Temporary Unqualified and Temporary Qualified Teachers were accepted to pursue training at CPCE. All of these individuals were appointed by the Teaching Service Commission of Guyana. However we have Officers at the Department of Education and Head Teachers who have indicated to these teachers that with immediate effect they must resign. Thus, forfeiting their family and other financial commitments linked their salary to go on a stipend of $7000 per month. The problem with this, however, is that other regions have teachers seconded to attend CPCE with their full salary and other working while attending college. What makes Region 10 any different when a college is within reach of these teachers. Moreover, while some were instructed to cease teaching immediately, others were granted a concession to continue at their school and attend college. Then there are others within the department who are currently students of CPCE but working and receiving their salary. Where’s the fairness in that? These teachers are also human and the fact that some are enjoying preferential treatment is very unfair to the others. In conclusion, I do hope that the Ministry of Education central; Guyana Teachers Union and Teaching Service Commission are taking note to address these matters in urgently before they escalate further. We have invested over five million dollars in suicide prevention projects DEAR EDITOR, The Caribbean Voice (TCV) notes Ms. Annie’s Balliram’s missive in the local print media in response to our corrections to inaccuracies and oversights in her original letter on suicide in Guyana. TCV has no interest in any ongoing debate with Ms Balliram and certainly has no intention of nitpicking, engaging is semantics or arguing in abstraction while suicide contagion stalks our nation. For us, time, efforts and resources are best deployed in doing what is of paramount importance, saving lives and empowering people. Suffice it is for us to say that The Caribbean Voice has total confidence in our 70 plus volunteers and support specialists, with a range of skills and expertise, including psychologists, clinical counselors, researchers, pollsters, sociologists, mental health professionals, medical personnel and social and community activists. Furthermore our suicide prevention activism is grounded on numerous research and studies as well as
system. Wolfensberger and Tullman (1982) distinctly specified that the normalization principle also implies a normal routine of life for learners with Special Education Needs (SEN) and/ or disability within the mainstream education system. Finally, normalization also means an opportunity to undergo normal developmental experiences of the life cycle wherever the learners with
Special Education Needs (SEN) and/or disability are placed to be given the experiences of the life cycle. Unsupported attempts at normalizing the human experiences for learners with Special Education Needs (SEN) and/or disabilities in Guyana’s mainstream is a futile effort at enhancing the value placed on learners with Special Education Needs (SEN) by society, school other learners and what they placed on themselves. In order to fully utilize Social Role Valorization (SRV) in mainstream education there must be full support from all stakeholders. There must be the supportive structures within the
anecdotal and empirical evidence on suicide in Guyana, all of which are in sync with respect to all the significant indicators. And the results of our three years plus of activism have affirmed the prevailing literature, including that emanating from international institutions like WHO and PAHO. So while we look forward to the global impact of Ms Balliram revolutionary ‘model’ we will continue to educate, enlighten, advocate, lobby, train, counsel, network, engage in outreach, foster collaboration while debunking myths and misinformation, providing coping skills, developing self esteem, arming Guyanese with the wherewithal to identify warning signs and take action proactively, ensuring that all who so need have access to counseling and gradually driving back the scourge of suicide. In fact, over the past three years The Caribbean Voice has invested about five and half million dollars in suicide prevention and anti-abuse in Guyana.
We have stretched every dollar to the maximum since we have no overheads whatever and our leadership fund, out of pocket, their costs associated with our work. During this time we have engaged in over 300 successful counseling cases; held over 20 workshops that trained over almost 2,000 persons, including hundreds of students, and engaged in another 20 outreaches that networked with a few thousand persons. As well we held more than 50 meetings; attended over 25 different fora, widely disseminated information (articles, letters, interviews and posts) across numerous media platforms, traditional ((in more than fifty media globally, including New York City’s Daily News newspaper, the BBC, Vice News, ITV and Al Jazeera),and online (Facebook, Twitter, Instagram, Google, Linkedin, Pintserest, Tumblr, Youtube) reaching millions; engaged in lobbying for a range of measures with the suicide helpline coming into being (promises to place counselors in schools and to Continued on page 31
Why no Commission of Inquiry into the many cross referencing to find Roger Khan mayhem? out who the culprits are? DEAR EDITOR, Just the other day I was in a conversation with a PNC supporter, I mean a “die-hard” supporter one who would stifle his conscience probably he’ll do so until Jesus comes. This is the kind of character I am talking about. However, I thought that our discussion/argument or what you might call it, would have taken our usual trend of a pitbull fight with him holding on to his position and I holding on to mine, but that was not the case, surprisingly it petered out into a tame low

There must be the use of differentiated instruction and support so that learners with Special Education Needs (SEN) and/or disabilities to illustrate their strengths and help them conquer their weaknesses. So, one would have thought that at its commencement of office an imminent COI would have been called whereby the PPP and all its top brasses would either have been named and shamed or sitting in jail, the latter being the preferred option of the regime. Why wasn’t a COI called on the Roger Khan issue? Why! It is not like this is an 18th Century Phenomenon that we have to delve into the history books and carry out very
These are occurrences that took place a little over a decade ago, so why isn’t The Granger Government not eager to get to the “truth”? Interesting! Why isn’t the government not in any haste to bring all matters of Khan’s drug contacts to light? Why? Interestingly enough that is not the case, what we see is a total shutdown of news and information on that matter, but only when the administration is cornered with the successes of the PPP/C is this matter of “drugs money success” comes up for dishonourable mention. As their usual rhetoric would resonate ‘is the drugs money of Roger Khan did run this country yeh.” So if that so called drugs money did run this country, one would expected a full fledged COI would have been first on their cards, but this is not the case. What obtains is a series of wasteful spending on matters that makes for a pantomime show. We are into the third year of this “Lean, clean, transparent and good life Granger Government,” and for that time period we have seen several hastily put together, frivolous, COI’s of which the Continued on page 31

Vietnam seeks death penalty for Patterson exposes Jagdeo’s lies about ex-Chairman of state energy firm Berbice River Bridge contract
BANGKOK POST: Nguyen Xuan Son, former chairman of PetroVietnam, appears in a court in Hanoi, Vietnam, on Aug 28, 2017. (Doan Tan/Vietnam News Agency via AP) HANOI: Prosecutors in Vietnam on Thursday said they were seeking the death sentence in an embezzlement case against a former Chairman of state energy firm PetroVietnam, as the communist country steps up one of its biggest corruption crackdowns. Some high-ranking political officials have been punished as investigations widen into PetroVietnam and the banking sector, with dozens of banking and energy officials facing trial on charges such as embezzlement, mismanagement and abuse of power. In a statement, the Supreme People’s Procuracy of Vietnam said it had sought a death sentence for the former Chairman, Nguyen Xuan Son, on charges that include wrongdoing with serious economic consequences and abuse of power to usurp assets. It urged “an overall penalty of death”, listing punish-
ments such as a jail term of 16 to 18 years for flouting state rules on economic management and life imprisonment for abuse of power, before seeking the “death sentence for embezzlement”. In 2009, PetroVietnam acquired an 800-billion-dong ($35million) stake in Ocean Group’s banking unit, Ocean Bank, which had to be completely written off in 2015, when the central bank took it over at no cost. Mr. Son could not be reached for comment as he is on trial, and Reuters could not immediately reach his lawyer. Prosecutors also sought life imprisonment for Ocean Group’s founder, tycoon Ha Van Tham on charges ranging from embezzlement to abuse of power, the statement said, adding that dozens of other Ocean Bank staff could also face years in jail. Ocean Group, which has interests in real estate, finance, hotels and infrastructure, said it had no comment
on the sentence sought for Mr. Tham, who cannot be reached as he is still on trial. Police opened three new cases against state firm units, among them Russian joint venture Vietsovpetro, Vietnam’s sole refinery operator Binh Son Refining and Petrochemical and PetroVietnam Exploration Production Corp. All three cases focus on alleged abuse of power to usurp assets and are linked to violations at Ocean Bank, Vietnam’s police said in a statement on their website on Thursday. Police added another accusation of abuse of power against PetroVietnam’s Vice General Director Ninh Van Quynh, they added, following his arrest and prosecution this month for alleged wrongdoing. Mr. Quynh could not be contacted for comment on the fresh charge as he is on trial. Last week a former Central Bank Governor was prosecuted for alleged lack of responsibility. Dinh La Thang, a former PetroVietnam Chairman, was removed from the powerful politburo and last month, a Vice Trade Minister was sacked.
Minister of Public Infrastructure, David Patterson yesterday rejected Opposition Leader, Bharrat Jagdeo’s contention that the coalition government can disclose the contract that governs the Berbice Bridge. During a press conference hosted by the Alliance For Change (AFC), Patterson noted that the Opposition Leader had said that there is nothing precluding the government from releasing the Berbice River Bridge contract. Patterson however read an extract of the contract that proved otherwise. “Subject to Section 44.1, the parties to this agreement shall keep confidential, all matters relating to this agreement and shall not make any disclosure and shall use their best endeavours to prevent their employees, agents and servants from making any disclosures to any person of any information, data documents, secret deals, transactions or affairs of or relating to this agreement.” The Public Infrastructure Minister emphasized that this is essentially what he inher-

ited. The Minister also stated that when it comes to the topic of bridges and financial deals, most seem to forget that Jagdeo’s close associates and friends are part of the Berbice River Bridge Corporation. The Executive Member of the AFC made it clear that given Jagdeo’s history with bridges and their financing, he is in no position to lecture the current administration on the direction it should take. Patterson said, “I also want to remind you that close associates and members of the
Berbice River Bridge Corporation, when we tried to implement the subsidy in 2015 to ease the pressure on our citizens in Regions Five and Six, we were blocked…That is why we had to bring on the river taxis…” The Public Infrastructure Minister noted, too, that when the Government tried to acquire some of the shares for the Berbice Bridge it was met with staunch rejection and opposition. Fortunately, the Government has been successful in fighting against those odds.
Peruvian remanded for overstaying in Guyana A Peru national was remanded to prison yesterday for allegedly overstaying his time in Guyana. Fifty-two-year-old Manuel Fernandez, a Geologist, denied the charge when he appeared before Chief Magistrate Ann McLennan in the Georgetown Magistrates’ Courts. The charge alleged that between June 4 and September 10 at Georgetown, he failed to comply with conditions subjected to which any permit was granted to him to extend his stay in Guyana and he overstayed the period. The defendant was permitted to stay in Guyana from March 4 to June 3. The court heard through an interpreter that Fernandez is a Geologist who works in Brazil. Facts presented by Police Prosecutor Arvin Moore
stated that on March 4 the defendant came to Guyana via the Lethem trail and was granted a three-month stay in the country. The court heard that on September 10 police arrested Fernandez at the Crabwood Creek Stelling. Prosecutor Moore objected to bail being granted to the defendant citing that he has no ties to Guyana and is unlikely to return to court for the trial. The prosecutor’s objection was upheld by the Magistrate and the defendant was remanded to prison. He will make his next court

Deadly plane crashes
Roraima pilot made 19 shuttle runs in one day - GCAA Director
GCCA DIRECTOR GENERAL Colonel (Rtd) Egbert Field Investigations into the recent deadly aircraft accidents have so far, uncovered essentially, what appears to be an ongoing racket with domestic air carriers conducting shuttle flights into the interior. During a press briefing at the boardroom of the Guyana Civil Aviation Authority, (GCAA,) yesterday Director General, Colonel (Rtd) Egbert Field, told media operatives initial investigations have revealed that the Roraima aircraft which crashed two months ago, had conducted 19 shuttle flights in the interior moments before the accident. The pilot, Colin Martin, died in the crash. Investiga-
tions revealed that Martin had been conducting shuttle flights between Eteringbang and Ekereku before the accident occurred. He is among two fatalities from three plane crashes, in the past two months. Imran Khan, another pilot, died in a plane crash a few weeks later. He was conducting shuttles flight via a domestic carrier attached to Air Services Limited, (ASL). Pilot Dominique Waddell sustained minor injuries after a Wings Aviation single engine plane went down in a forested area shortly after he took off from Eteringbang airstrip on a shuttle flight to Ekereku. While providing an up-
Dead Pilot Collin Martin (inset). The Wings Aviation Cessna Single engine aircraft that crashed near Eteringbang date on the investigations, the GCAA Director General said that although the Authority, at this time, cannot definitely say what was responsible for the aircraft accidents, all three incidents had something in common; they had been on shuttle missions in the interior, when they went down. Field said that for this reason he has advocated for improved operating procedures and regulations of shuttle
flights. According to the GCAA Director General, shuttle flights are classified as aircraft transporting only fuel and cargo into the interior locations. The Director General also responded to criticisms raised over a decision by the GCAA to temporarily suspend all shuttle flights between interior locations until domestic airlines submit policies and procedures on such opera-
tions for approval. He explained that the decision to suspend the shuttle operations was not “a knee jerk reaction to the situation, as is the perception of some of his critics. The GCAA official says that in light of the six aircraft accidents since December 2016, the shuttle flights in the interior have become a source of concern for the Authority. While, he welcomes the suggestions and comments from persons, who may have something helpful to share, Field noted that his experience and training will not permit him to be lectured to by anyone in the local aviation industry. He revealed that following the suspension, Trans
Guyana Airways complied and submitted its operating manuals. The Aviation official revealed that Trans Guyana Airways has since been approved by GCAA to restart shuttle operations. Field noted, however, that the other aircraft operators are scheduled to resubmit the operations manual for the approval of the GCAA. In addition to the local probe, the GCAA Head noted that the engines and propellers of the crashed planes are scheduled to be examined by experts from the US National Transportation and Safety Board. The GCAA is expected to complete the probe in the coming months.

The President was right The President was 100% correct when in response to questions about the Commission of Inquiry into the investigation of the allegations of plot against his person, he said that it was important that the Office of the Presidency is protected regardless of who is the President. The President was correct in asserting that the integrity of the office which he holds has to be protected. The presidency has to be protected against any nefarious plot to harm the office holder physically as well as to harm the image of the office. The President has to take action, at all times, to protect the reputation of the office which he holds. He has to protect it from physical attacks. He has to also protect it from being brought into disrepute by those around him. The President cannot afford to have around him persons who are likely to cause the standing of his office to be diminished in the eyes of the public because of their personal conduct. He has to ensure that public confidence in his office is not reduced by the character and actions of the persons who surround him. The Office of the Presi-
dent is different from office holder. There will always be political differences with whoever is President. President Granger will always have his detractors. But the office he holds should at all times be protected from being brought into disrepute. And this is what the President said he was trying to do by appointing a Commission of Inquiry into the investigation of an alleged plot to assassinate him. He was ensuring that the office was protected. The President has to protect his office by ensuring that he has persons of integrity and good character around him. He has to ensure that those around him understand fully that they are not just public officials but are representing the highest office in the land and therefore have to exhibit the highest standards of moral rectitude. The President has ensure that he undertakes character assessments of those who work for him. He must ensure not only that they are qualified and experienced for the job but that the share the values which he expects of his presidency. A ruckus has broken out over comments which were allegedly made by a press officer to the President on social media.
The comments were obnoxious and offensive. Since the person who allegedly made these comments works for the President, it obviously has implications for the credibility of the presidency. It is no longer a private matter. The President has done the right thing and has distanced himself from the allegations. Reports in the media indicate that an investigation has been launched. But what is this investigation about? Is it to verify the authenticity of the screenshot which was made public? One online new source has reported that the person at the centre of the controversy did apologize to the staff. This would tend to suggest that there was an admission that the statements were indeed made. If there is no disputing that the snapshot did reflect the exchanges on a social media platform, then there is no need for an investigation. Is there? The truthfulness of the comments is not being questioned. The implications are. An investigation seeks to determine the facts but in this instance the facts have not, at least not as yet, been questioned. If the facts are not being questioned, then instead of an investigation what is needed is a different type

of determination. It has to be determined whether the comments were racially derogatory. So who will make this determination? Is an independent team going to be established or will someone be appointed simply to give its opinion of the matter. Someone ‘fit and proper’, a jurist perhaps should be asked to determine whether the comments constituted a ‘racial slur’ as it is being referred to in the media and to make recommendations as to what action should be taken. The President should take no chances when it comes to the reputation of his office. He should demand the highest conduct from those around him, both in their public and private lives. He should ensure that this matter is not swept under the carpet because this will diminish his office in the eyes of the public. He should be reminded of something that Mahatma Gandhi once said. The Mahatma said, “A man is the product of his thoughts; what he thinks he becomes.”
The 911 Emergency systems will be finished before the end of the year. This is according to Minister of Public Security Khemraj Ramjattan. The Minister gave this assurance at an Alliance for Change (AFC) press conference yesterday at the party’s headquarters. The Minister stated that efficiency will be brought back to calls made to the 911 Emergency Hotline. The telephone company, Digicel, was awarded a $27M contract to do the reconstruction of the system in the facility and is currently connecting the system. The Guyana Telephone and Telegraph Company (GTT) will be setting up the fibre optic cable in the station and the training of staff for the calls system. Recently, the Parliamentary Committee on the Security Sector examined the works done at the Brickdam Police Station. The Minister stated that it will be open for viewing to the press at a later date. Consultations were done with local telephone service providers earlier in the year for the establishment of the 911 (Guyana Police Force) and 912 (Guyana Fire Service) emergency lines. This system will improve the efficiency for immediate interaction between police and citizens in time of need since there is a lack of communication in some areas. This re-establishment was due to technical difficulties in the past call system. The Minister also stated that he is looking into problems relating to the Brickdam lock-ups. He also stated that the work to be done on the lock ups will be done as soon as the 911 system is finished. He also reiterated that the ventilation of the station was compromised due to design problems and will be fixed shortly. Some of the walls will also be reconstructed and emphasis will be put into fixing the toilets of the station. However, he also stated that the money awarded for the works at the Brickdam Station will only be available when work is completed on buildings of the GPF along Young Street, Georgetown. The Minister also stated that the contractors must be discrete and understand the works to be done.

=== The Freddie Kissoon column ===
Blackouts in 2017 are worse than in the Forbes Burnham era I was in Sandy Babb Street, Kitty, travelling west heading for the National Park. This was morning rush hour. The traffic wasn’t moving. At the junction with Alexander Street, a car turned east into Sandy Babb Street and the driver came face to face with me. With a tiny smile and a friendly tone, he exclaimed, “Freddie, write something nice nuh.” There was no time to respond as he drove on. You must have seen me write about such encounters countless times. If I could have responded, I would have said; “Tell me what is nice to write about Guyana?” In the next few lines, what I will pen I believe for me is factual even though people might say, “‘Freddie,
how can you say that?” Here is what I think is happening; this is my feeling. Blackouts in 2017 where I live are worse than when I lived in Guyana under President Burnham. It was bad in those days but it has gone crazy where I live in Turkeyen. I never got blackouts so often in Wortmanville, South Georgetown, where I spent the majority of my life under the presidencies of Forbes Burnham, Desmond Hoyte, Cheddi Jagan, Janet Jagan, Bharrat Jagdeo and Donald Ramotar than what I am experiencing now where I live. You cannot tell me that because times were dreadful under Burnham and that because Jagdeo was a mini-dictator that I should not make such a statement.
I am experiencing these daily blackouts. I cannot speak for Berbice or Anna Regina or Enmore or Linden, or Leonora. I can speak for where I live in Turkeyen. I believe GPL service where I live has broken down. I am not an engineer. I don’t have a clue how GPL operates technically. But this I know- from 2016 until now, I get more blackouts at Turkeyen that when the PPP was in power. THAT IS THE HONEST TRUTH! There may be technical reasons why this has happened but it has happened. Let’s go back to the days of Burnham. The citizens would get notice of ten-hour disruption. Then electricity comes until the scheduled interruption the next day. This is not happening in Turkeyen. The interruption is daily and it
comes three, four, five times a day. There is absolutely no work you can do. Your itinerary is completely shattered. President Burnham had valid reasons to offer for the blackouts. The
Frederick Kissoon Granger/Nagamootoo government has none. I lived under the Burnham regime when we had a devastating balance of payment dilemma. Money was in short supply. The economy was in terrible shape. The whole truth
is that President Burnham did not have the funds to resuscitate the economy. The financial situation in 2017 bears absolutely no resemblance to the hard times of the seventies and eighties. Why then, are we getting so many disruptions so constantly, and by constantly, I mean daily? Is there a collapse of GPL and the government is hiding that fact from us? I really don’t know so I am asking. But as a layman, my thinking is that GPL has indeed collapsed. If it hasn’t then I would still like to see a Commission of Inquiry into GPL. There are so many such inquiries since the APNU+AFC came into power that it is now a joke in a country where the people have an evocative sense of humour stronger than most nationalities in the world. If a problem arises anywhere, you would see a laugh then the cynical words, “They need a Commission of
Inquiry fuh duh one.” In all seriousness, there should be a commission into the operations of GPL. I really would like to hear explanations for these exasperating daily disruptions. One has and must understand there was no internet during the days of President Burnham so the torment didn’t run as deep as it is now. Blackouts came and you simply type your essay and you handed in to your professor. You type your column and you hand it in to your editor. Who has a typewriter today? The last one went out after the Second World War. It is really sad and tragic that in a post-modern world, we, in Guyana are still being tortured by daily blackouts. But there is a greater depth of sadness and I am personally affected. So many companies can turn on their generators but those who don’t have just have to live and work in the dark. I guess life has to go on.

Senior cop provided security Cabinet nominates Dr. Arif Bulkan to UN Human Rights Committee for illegal airstrip - source
The aircraft that was discovered. A senior officer was allegedly providing security for the illegal airstrip that was discovered at Santa Fe, Region Nine in August, last. He is among other ranks whose names have been linked to the airstrip and the mystery plane that was found on it. The officer has since been transferred to another division while some of the ranks have been placed at different police stations. Police have detained four persons who have since confessed to their involvement in the construction of the airstrip. The suspects have all alleged that they were hired and paid by a Lethem businessman, who was previously arrested and released on bail. Now, he is nowhere to be found. Kaieteur News was informed that the airstrip that was discovered was previously destroyed by the Guyana Defence Force (GDF).
The four suspects were hired on August 10, last, to rehabilitate it—two days before it was discovered by the police. According to information received, the plane landed on the airstrip to refuel; it had also developed mechanical issues. The senior officer and some other ranks were informed that the plane will be landing there. Reports are that before the plane landed, the officer accompanied by ranks, went to the location to secure the landing. As the senior officer was leaving (after the plane had landed), it is alleged that someone spotted him and inquired if he had heard about the plane. “Like he didn’t want this person know he involve because they had vibes before and he thought the person woulda skin he up so he had no choice but to skin up the operation,” the source indicated.
Additionally, the businessman who is the mastermind in the operation was informed. He sent a bus to the location to pick up the five passengers. It is also alleged that after the five Spanish-speaking occupants hurriedly left the landing, the senior cop went into the aircraft and stole some money. He reportedly shared a portion of it with a few other ranks. The International Police Organization (Interpol) is assisting in the investigation. Ranks from the Criminal Investigation Department (CID) are in possession of two passports belonging to a Colombian and a Brazilian that were found on the illegal Beechcraft twin-engine plane. The plane has a similar registration number to an aircraft owned by a bank in neighbouring Brazil, but the authorities there have not indicated whether the registration number, PR-IMG, is authentic.
Initiative launched for Guyanese to connect with Irma-hit families Guyanese who are interested in being informed on their relatives who reside in countries affected by Hurricane Irma can now do so as a result of the Ministry of Foreign Affairs (MoFA) who collaborated with the Civil Defence Commission (CDC). Those who have since not communicated with their relatives can do so by making enquires via the hotline numbers: 226-1027, 226-1114, 2261117, 600-7500 or 623-1700. Last Monday, the Government of Guyana pledged an initial sum of US$50,000 to aid urgent relief efforts through the Caribbean Community’s (CARICOM) regional mechanism, the Caribbean Disaster Emergency Management Agency (CDEMA), in partnership with the Association of Caribbean States (ACS). Further assistance will be determined subsequent to the completion of a Needs As-
sessment. Head of the Ministerial Task Force, Prime Minister Moses Nagamootoo will be responsible for oversight of the efforts of the Civil Defence Commission’s (CDC) National Risk Reduction Platform, which has since been activated, has pledged that strenuous efforts will be made to keep an open line of communication to ensure that relatives of those residing in hurricane-hit zones are provided with the necessary information regarding their loved ones. Additionally, the Western Union Company, a global payment service, announced that agents in St. Kitts and Nevis, Antigua and Barbuda, Montserrat, and Dominica are currently open and available for those wishing to send or pick-up cash. The company disclosed that during the period of Sep-
tember 9-15, free money transfer services will be offered to money transfers to Antigua and Barbuda, when sending from selected Western Union Agents across the globe and via WU.com as well as when using the Western Union mobile app where available. The Western Union Company and the Western Union Foundation have committed US$100,000 to the Red Cross to support relief efforts from Hurricane Irma in the Caribbean and the US. The Western Union Foundation will also provide a 1:1 match of qualifying contributions from participating Western Union Agents and a 2:1 match from contributions made by Western Union employees. There is nothing suspicious about Blanhum going on leave – Public Security Minister Minister of Public Security, Khemraj Ramjattan, categorically stated yesterday that there is nothing suspicious about Crime Chief, Wendell Blanhum proceeding on leave. Ramjattan sought to remove any confusion surrounding the matter yesterday at an Alliance for Change press conference held at his party’s headquarters. The Minister was asked to explain the reason behind a number of changes occurring in the Guyana Police Force (GPF). Ramjattan said that Blanhum is a senior ranking officer in the GPF who is now entitled to approximately 148 days of leave. He said that Blanhum applied between May and June of this year to take a portion of his leave. Ramjattan explained that Blanhum’s leave was approved but he could not proceed on it since he had to sit in his position for purposes of the Commission of Inquiry into the alleged plot to assassinate President David Granger. “All of that is now completed and of course he has now gone on leave.” Ramjattan said he had taken note of comments in the public that efforts are being made to get rid of Blanhum. He said that this is not true. “Blanhum is a serious pillar in this police force. Whatever it is, understand that. He has done a fantastic job in the opinion of the government and in the opinion of the Minister.” Ramjattan said that Blanhum was allowed to go on leave because he would

Public Security Minister, Khemraj Ramjattan not be able to do so later in the year especially around the Christmas period. “I need Blanhum back around Christmas time when of course there is always a shoot-up in crimes...he will take his leave as of now to around that November ending.” Further, the Minister relayed that Blanhum going on leave creates a problem because his Deputy, Senior Superintendent Reshi Dass, said that he is not interested in acting as Crime Chief. In addition, Dass has also fallen ill and is unable to function in the position. Ramjattan also said that Dass, too, has accumulated a large amount
of leave. However, the Public Security Minister said that he cannot have all his officers on leave at this point in time. Moreover, the Minister said that Assistant Commissioner, Paul Williams, will act as Crime Chief. Ramjattan explaining the decision for Williams to act in the position, said that initially there was a recommendation for Senior S u p e r i n t e n d e n t Rabindranauth Budhram to act in the position. However, he said that Budhram is needed in ‘F’ Division of which he is the Commander. Ramjattan explained that Budhram needs to remain in ‘F’ Division to facilitate the
Asst. Commissioner of Police and Acting Crime Chief, Paul Williams sub-dividing of the Division into three separate divisions. The new Divisions will be Regions Two, Seven and Nine. According to the Minister, Budhram has helped prepare the documentation for the process of creating the sub-divisions and since the process has begun to imple-
ment the change, the Senior Superintendent is needed to continue to process. Further, he said that there are a number of issues in ‘F’ Division that the Commander is needed to investigate. Among those issues are the mystery airplane and Venezuelans coming over the border for medical treatment.
Ramjattan said that there is the rehabilitation of Police Stations ongoing in and around the ‘F’ Division area and since this begun under Budhram’s stewardship, he is needed to supervise the works. Ramjattan reiterated that despite the suspicions and rumour mongering taking place that there is a massive reconfiguration of the Police Force, this is not the case. He said that the changes are about strengthening and also ensuring that there is continuity in the GPF. He said that with Williams acting as Crime Chief, Senior Superintendent Linden Alves will act in Williams’ position as Commander of ‘B’ Division. Taking up Alves’ position will be Senior Superintendent Whitney Bacchus. Ramjattan clarified that Commander Budhram was never given the posting of Acting Crime Chief. He said that Budhram’s posting to the position was never granted and that proposals were made by senior leadership of the Police Force. The Minister explained that Williams is just as qualified and he is the holder of a Law Degree. It was recommended that he takes up the post until Blanhum returns from his leave.

Woman with two wombs gives birth to twins - Rare case of Didelphys Uterus
(From left) Doctor Lucio Pedro and Rafi Rozan
The actual image of Didelphys Uterus displayed on a computer screen Doctors at the Georgetown Public Hospital have delivered twins in a rare case of Didelphys Uterus, a condition in which the patient has two uteri. In what is likely to be the first ever case documented in Guyana, the 20-year-old mother delivered twins, by Caesarean section, after go-
ing into labour on August 25, last. The babies, a boy and a girl, were delivered at 37 weeks (considered full term) with the boy weighing 2.64 kg; while the girl weighed 2.54 kg at birth. GPHC officials informed journalists of the unusual case yesterday. The meeting was
facilitated by Head of the Department of Gynaecology, Doctor Lucio Pedro and Senior Registrar, Doctor Rafi Rozan, who delivered the babies. Didelphys Uterus, sometimes referred to as Uterus Didelphys, is one which represents a uterine malfunction where the uterus is presented
Bandits abduct driver and conductress, escape with vehicle A minibus driver and his conductress were abducted - victims unhappy with at gunpoint around 21:00 hrs last Saturday by two passengers who escaped with their treatment at police outpost vehicle after forcing the victims to accompany them to Kuru Kururu on the Soesdyke/Linden Highway. Mohamed Hazrafdeen, 51, of Little Diamond, East Bank Demerara, said that the men, who posed as passengers, had attacked them at around 21:00hrs in the vicinity of Craig Village, East Bank Demerara. Hazrafdeen’s ordeal reportedly began when he dropped off two of his passengers at a bus shed at Craig, East Bank Demerara. He said that two male passengers, who were the only other commuters, pretended to disembark at the same bus shed. Instead, one of them held the conductress at gunpoint, while the other ran to the driver’s side of the bus. While one suspect shoved the conductress into the passenger seat and held her at gunpoint, the other man ran to Hazrafdeen and pressed a knife to the driver’s neck. Hazrafdeen said that he was attempting to start the vehicle, but his attacker said, “Do not play stupid; turn around and see the conductress.” The bandit then forced Hazrafdeen to sit in the front
passenger seat, while claiming that he had been paid to kill the driver. Hazrafdeen said that he was then ordered, at gunpoint, to sit in the back seat. Hazrafdeen stated that the men appeared intent on shooting him, but he pretended to be sick and claimed that he had a mental disorder and had also contracted typhoid. This apparently made the men decide to spare his life, and one of the bandits entered the driver’s seat and drove to the Soesdyke/Linden highway. Hazrafdeen alleged that during the journey, the bandit who was driving said, “Kill him, we already got paid.” However, his accomplice opted to spare the driver’s life, and told the conductress that she would be safe once she did nothing “stupid.” According to Hazrafdeen, the bandit who was guarding him said, “Don’t worry kill him.....lets dump him off.....he gonna die anyway”. On reaching Kuru Kururu, the men allegedly shoved their victims out of the vehicle, after relieving them of their valuables, including documents and cash. Hazrafdeen said he then
walked with his conductress to the Kuru Kururu Police Station where ranks told them that their entire patrol was at a festival, and there was no one to take their report. Another rank immediately instructed the victims to file a report at the Grove Police Station. Hazrafdeen said he told the rank he had no money because he was robbed. The policeman reportedly replied, “What you want me to do?.......go flag a bus or vehicle out there”. At that point, another policeman drove into the compound. Hazrafdeen said that he then asked the other policeman if the rank who was driving could take him to the station. According to Hazrafdeen, the rank, whom he identified, replied, “He’s off duty”. Hazrafdeen said he left the compound and returned to the roadway, where a driver eventually gave him a lift and took him to the Grove Police Station. The officers present took his report and are currently investigating the matter. The stolen minibus is a green Toyota with licence plate BTT 5951. Hazrafdeen is offering a reward of $200,000 for the return of his minibus.
as a paired organ when the embryogenetic fusion of the Mullerian ducts fail to occur. This results in a double uterus with two different cervices and rarely, a double vagina as well. The 20-year-old mother happens to fall into a very extraordinary population, since this case is one in a million, according to experts. With Guyana’s population in mind (which is less than a million) “It is like winning the lottery,” said Dr. Rozan. “This is not the first case of uterine abnormalities that we have seen, but it is the first case where we had uterine malformations, abnormalities with two babies, we call it two uteri,” Dr. Pedro said. The doctor explained that the woman came and was told she is going to have twins, but they were unaware of the fact that she has two uteri. Dr. Rozan said that the occurrence is one which presents itself rarely in approximately 0.05 to five percent of
the general population. “The exact statistics in Guyana is unknown. This is based on international statistics from the United States of America”. “The entire human system has derived embryonically from three different layers. One such layer is the mesoderm from which the genital apparatus develops. So in the embryonic stage, usually up to two to eight weeks, there are two ducts. “They usually are the ones that differentiate and develop into the sexual genitalia for a boy or for a girl, so in the embryonic state it is usually together, it is common and the human tendency is normally or always feminization…so after eight weeks, going on to ten, if there are any risk factors, such as the ‘Y’ chromosome that determines the male sex or testicular testosterone… that would inhibit the differentiation or development of the womb duct.”
“It is like a tube coming from both sides which would fuse around eight to ten weeks eventually forming cavities.” It is these fusions that can possibly stay together and result in a person not developing a vagina or a cervix or a uterus.” This is referred to as Kuster-Rokitansky-Syndrome, which according to him is also very rare. The doctor related that in his career, he had only seen two such cases. Other abnormalities are likely to develop such as apoptosis, which is the death of cells. He said, “In this case, the apoptosis happens, but the septum that usually is supposed to go away, stays. So it divided the uterus into two cavities, independent cavities with two cervices.” It can further develop into two vaginas, which makes it possible for such a person to get pregnant in two different instances. Patients can (Continued on page 26)

Felix to lead hurricane relief team to St. Maarten, BVI The Government of Guyana yesterday said it is intensifying efforts to coordinate relief for Guyanese nationals affected by Hurricane Irma in a number of Caribbean islands, particularly St Maarten and the British Virgin Islands (BVI). These two islands suffered serious devastation following the passing of the Category 5 hurricane, Irma. Chairman of the Ministerial Task Force on the Caribbean Disaster, Prime Minister Moses Nagamootoo and Minister of Citizenship, Winston Felix, who is also a member of the task force, yesterday held a consultation with the Civil Defence Commission (CDC), the Ministry of Foreign Affairs and Major General (Rtd) Joe Singh (who is acting on behalf of Minister of State Joseph Harmon (Harmon is currently out of the jurisdiction) and other officials. Col. (Rtd) Chabilall Ramsarup, Director General of the CDC, briefed the Task Force on the initial plans for Guyana’s response, following a briefing from the Ministry of Foreign Affairs officials with regard to the situation faced by Guyanese nationals in the various islands. Following the three-hour
Minister Winston Felix long meeting it was decided that Minister Felix will head a Guyana Needs Assessment Team that will travel to Tortola in the British Virgin Islands and St Maarten via Antigua to conduct an initial assessment of the needs of Guyanese nationals on the islands. They will report to the Ministerial Task Force which was appointed by President David Granger to coordinate Guyana’s efforts through the CDC, according to a Government statement yesterday. The Task Force also includes Vice President and Minister of Foreign Affairs, Carl Greenidge, Minister Harmon, Minister of Finance Winston Jordan, Minister of Public Infrastructure David Patterson, Minister of Public
French President Emmanuel Macron, second from left, views hurricane damage on St. Martin, the French territory which shares the island with Dutch St. Maarten. Affairs, Dawn Hastings-Williams and Minister of Public Service Dr. Rupert Roopnaraine. The Guyana Needs Assessment Team will comprise officials from the Department of Citizenship, the Ministry of Foreign Affairs and the CDC. “The Government of Guyana has also decided to
double the initial contribution towards relief efforts from US$50,000 to US$100,000. Prime Minister Nagamootoo expressed deep concern for the welfare of Guyanese, particularly in Tortola and surrounding islands, Virgin Gorda, Anegada and Jost Van Dyke. He expressed relief at reports that Guyanese who were evacuated from Barbuda to Antigua are being accommodated by relatives and friends on the main island there. The Guyana Needs Assessment Team is tentatively
scheduled to depart Guyana tomorrow. In St. Maarten, a Dutch/ French Island spanning 37square miles that depends on tourism- an estimated 4,000 Guyanese are living there. The BVI reportedly has several hundreds. Irma, touching 180 miles per hour, was a deadly hurricane that carved a destructive path through the Caribbean before making it to the US mainland in Florida over the weekend where more deaths were recorded. The destruction from Irma
has been described as devastating and one of the worst in years. In St. Maarten, where a large number of homes and businesses sustained significant damages, residents are reportedly without food and water and there were lootings. Many of the residents are still without electricity and water with the modern Princess Juliana International Airport out of commission. Dutch and French leaders including Royalties have visited the Island to assess the damages.

Derogatory/racial remarks by Govt.’s Press Officer…
Not my policy to engage in that language - Pres. Granger President David Granger made it clear yesterday, that it is not his policy to engage in language that can be considered racial and derogatory. The Head of State’s position in this regard came in the wake of unpleasant statements allegedly made by his Press Officer, Lloyda Garrett, about her co-workers. A leaked screenshot of a conversation Garrett had with two of her friends in a private chat room on the social media site, Facebook, shows the press officer making the following statements: “I got people in my office so I cannot listen to Les (Leslyn Bobbsemple) vn (voice note) yet. Well she was in here making sure to try to turn my staff against me. She don’t know these coolie. They still friendsing she while kissing my a**” Some local commentators are of the firm view that Garrett’s remarks were not only foul and disgusting but also racial. There was also a screenshot that suggested that she shared an e-mail sent
President David Granger’s Press Officer, Lloyda Garrett to her by President Granger. Speaking to the media, the President said that he examined the information that was presented to him and has since discussed it with some members of the staff at the Ministry of the Presidency. Granger also reiterated the position of the Head of his Press and Publicity Unit,
Mark Archer, who stated that it is not the policy of the Ministry of the Presidency to engage in such language. Granger added, “That it is not the policy of the Ministry of the Presidency and it is certainly not my policy to engage in that type of language. (Archer) has promised to investigate it more thoroughly and
City constable who had sex with detained juvenile may know fate today The Legal Affairs Committee of the Mayor and City Council may make a decision today on the fate of a City Constable who allegedly forced a detained juvenile to perform a sexual act. City Mayor Patricia ChaseGreen said last night that a report is with the Legal Affairs Committee. She is hopeful that a decision is made today. She said that if the Committee has enough information a decision can be reached, or the Committee could ask for more information. The incident allegedly occurred on August 22, last, in the Enquiries Office of the City Constabulary, and an eyewitness reportedly provided a statement on August 24. But the matter was only recently investigated, reportedly after Kaieteur News highlighted the case in its satirical ‘Dem Boys Seh’ column last Sunday. The accused Lance Corporal, who was investigated for a similar allegation about a year ago, remains on the job. Mayor Chase-Green had told Kaieteur News that she was informed about the allegation about two weeks ago, and immediately ordered the Chief Constable to investigate and submit a report to her. But she said that two weeks passed without her receiving a report. However, after last Sunday’s ‘Dem Boy Seh’ column, Chase-Green said she
again ordered the Chief Constable to submit a report. She said she received the report on Monday afternoon. The matter was also discussed at Monday’s City Hall Statutory Meeting, and is now in the hands of the Legal Affairs Committee. According to Mayor Chase-Green, she hopes that the matter will be dealt with before the end of the week. Asked if she was concerned that the accused is still on the job, Chase-Green said she could not comment on this while the matter is being investigated. The sordid events of August 22, last, allegedly occurred after the juvenile was picked up for wandering. He was taken to the City Constabulary’s Enquiries Office and placed to sit on a bench. But at around 03.00 hrs, some ranks who were in another room reportedly heard unusual sounds in the Enquiries Office. One individual reportedly peered over a wall
and saw the juvenile performing a sexual act on a Lance Corporal, whom he identified. Afterwards, the Lance Corporal allegedly went to the washroom area where he reportedly disposed of a condom. A report was subsequently made on August 24 to the administration of the City Constabulary. The City Mayor confirmed that the same Lance Corporal was previously accused of a similar sexual allegation with a juvenile. She said that this was investigated by the police, but stated that the Office of the Director of Public Prosecutions (DPP) indicated that there was insufficient evidence to lay charges. Kaieteur News understands that a financial settlement was reached between the alleged victim and the accused. Some sources have suggested that the accused rank is being shielded by some senior individuals at City Hall.
A screenshot of the comments by the Press officer to her colleagues when that investigation is completed the findings will be made public. But I would like to feel that it was not something that represented her (Garrett’s) personal philosophy or the philosophy of the Ministry or the Government of Guyana.” Questioned to confirm if Garrett is still an employee of the Ministry and if she would be accompanying him on his United Nations trip, Granger
said, “I think that is enough on that matter.” Archer told reporters on Tuesday that the administration does not condone or endorse any behaviour as is being reported. He noted that the matter is under investigation but Garrett still remains an employee of the Ministry of the Presidency. The Press Officer has since deactivated her
Facebook page. The incident was first brought to the forefront by People’s Progressive Party (PPP) Member, Nigel Dharamlall via his Facebook page. Ironically, Dharamlall who has been upbraided for his racial slurs on several occasions has condemned the actions of the President’s Press Officer and is now calling for her immediate dismissal.

AFC wants Local Govt. Commission fast tracked
The Alliance for Change (AFC) is calling for the establishment of the Local Government Commission (LGC) to be fast-tracked and be fully constituted. This call was made yesterday at the Alliance for Change’s (AFC) press conference by Chairman of the party, Khemraj Ramjattan. In his opening remarks, Ramjattan said that the AFC is keen to have the LGC fully constituted. “It is the party’s position that the nominees for the Commission be fast tracked and that the Guyanese people benefit from having a fully constituted Local Government Commission. The party is fully tuned with the need to have this Commission constituted and will continue to play its part in ensuring that it does all that is required to ensure that that is done.” He said that the AFC has already gone through the gamut as a party and nominated its General Secretary, Marlon Williams, as its nominee to sit on the Commission. He said that some names were suggested as possible members on the Commission. This is in addition to the names that have been submitted by the opposition party, the People’s Progressive Party Civic. Ramjattan said that the names that were submitted by the PPP/C were Clinton Collymore, Carol Sooba and Norman Whittaker. “So the process has gone a far way,

AFC General Secretary, Marlon Williams including the straightening of the names of other players. I understand there are to be two other names and we are in the process of looking at that as we speak, so that that can be completed and we’ll have the establishment of the Local Government Commission.” Ramjattan said that the impression is being created by some naysayers that the delay in the establishment of the LGC was an indication of the government not wanting the Commission. “The Alliance for Change has made it quite clear, and that is why I repeat it here that we want as early as possible a Local Government Commission. We have named our names and we are going to expect Cabinet to come up
with the names as early as possible.” He added that at the last Cabinet meeting, he raised the issue of the LGC again and assured that the matter will be dealt with sometime soon, “within a week or two.” Asked about what were some of the issues responsible for the delay, the AFC Chairman said that there were some names given and his party had indicated that there might be some persons who ought to be included. Further, there was the issue of some of the individuals that were named wanting time to consider the nomination. In some cases some persons have refused to be nominated. Several deadlines were announced for the Commission to be established by the Communities Ministry, but none have been met. It was announced that the LGC would have been established in July of last year, which was the third deadline that was given. The Leader of the Opposition, Bharrat Jagdeo, has already submitted his three nominees after consulting with his party. The Commission will have eight members; four nominated by Government, one from unions functioning in the Local Government sector and three from the Leader of the Opposition. The Bill enabling the establishment of the LGC was eventually passed in the National Assembly in August 2013. The law provides for the Commission to deal with matters concerning the regulation and staffing of Local Government bodies. In addition, it is to resolve disputes between such organs, and review and monitor implementation of policies.
President’s College marks 32 years...
Pres. Granger promises more support for institution It has been 32 years since President’s College first opened its doors. To mark the occasion, the school held a special assembly at the Golden Grove, East Coast Demerara location yesterday. The event which featured performances of dance, singing and steel pan music from the student body was attended by a number of dignitaries including President David Granger. Delivering the feature address at the school, President Granger noted that the school is one of the youngest secondary institutions in Guyana. “Being young does not mean you have to be the lowest or the slowest. It could be you can also be the best,” Granger urged. He added that the concept of President’s College is to lead the country forward. Granger told the students that a particular word to remember is discipline. “You as students must have discipline in order to be good leaders.” The President noted that secondary school education takes place at an individual time of their lives, when children are discovering all sorts of emotional and social experiences. That’s the time of your life when you are most excited and that’s when you need the most discipline.” “PC parents have to make sacrifices and you have to achieve a certain academic level at National Grade Six Assessment. “Within the years spent at the school (a live-in institution), if you do not have the discipline and the common sense to adapt to certain code of conduct it will damage you for the rest of your life. So, this is an important part of your life.” “Discipline does not have to be enforced by harsh punishment from teachers but it can come from you and your peers.” The President encouraged the students to remember their duty and obligation to strive to become the best versions of themselves. He said that while many

Granger promised to offer more support, especially in the areas of science, technology and mathematics to ensure that the school maintains high standards.
President Granger urged the students to bear in mind the necessity for Guyana to become a more scientifically inclined country. President‘s College was established on September 11, 1985 with a student body of 72 by Guyana’s first Executive President the late Linden Forbes Burnham. Principal of the College, Carlyn Canterbury, noted that when the school opened its doors on September 11, 1985, the mission was to provide a place of learning with the highest management of knowledge. The Principal added that the vision of the school does not change but the mission can change depending on common trends in education, challenges and changes in policies, changes in systems and educational demands. British national death NAREI inks $13.8M contract for geotextile tubes in Essequibo consistent with hanging - PM
NAREI’s CEO hands over the contract to Mr. Samaroo as Kene Moseley, Project Coordinator (left) and Luanda Jack, Project Engineer of Mangrove Restoration and Management Department look on. With the aim of strengthening sea defence in Reliance, Essequibo Coast, Region Two, the National Agricultural Research and Extension Institute (NAREI) on Wednesday signed a $13.8M contract with Samaroo Investment for the installation of geotextiles tubes. NAREI’s Chief Executive Officer (CEO), Oudho Homenauth, and Doodnauth Samaroo, Managing Director of the contracting company, signed the contract at NAREI, Mon Repos, East Coast Demerara (ECD) location. The contract specifies that 100m geotextiles tubes are to be installed to form groynes along the foreshore
at Reliance, Essequibo. The general scope of works includes the alignment of 100m geotextile tubes with a circumference of 30 feet and geotextile layers (scour aprons with four feet circumference anchor tubes and Geo-grids) perpendicular to the existing sea defences and sand fill tubes using slurry. Groyne shall be placed 10m from the sea defences. Geotextile tubes are used as a cost-effective material alternative for coastal and marine projects. They are manufactured from geosynthetic based materials which are factory sewn to achieve the desired formation. Installation of the tubes
is carried out by filling with sand or suitable dredged material. To strengthen coastal sea defence, NAREI has over the years implemented a number of interventions throughout the country. In Essequibo, interventions were made for the restoration of mangroves and creation of suitable environment to promote restoration in areas where the supporting criteria does not exist. The entity has completed seedling planting at Lima, Essequibo, resulting in successful restoration and natural regeneration extending the forest length and width. Geotextile tube groyne and spartina planting at Devonshire castle were done and this resulted in increased elevation and natural regeneration. C u r r e n t l y, b a m b o o brushwood dam that was done in Walton Hall is being monitored and is expected to support increased elevation. NAREI will follow up with Spartina grass planting.
A post mortem examination conducted on the body of British national, Sarah Rosemary Dajee revealed that she died from asphyxiation caused by self-suspension. The autopsy was carried out yesterday morning at the New Amsterdam Public Hospital by Government Pathologist, Dr. Vivekanand Brijmohan. Meanwhile, the three persons who were arrested and questioned in connection with the death of Rosemary are expected to be released on station bail. Sarah Rosemary Dajee, 50, also known as "Rosie Dajee", an Accounts Assistant in England, was found hanging from a ceiling in the house she was staying at Pope Street, New Amsterdam. A phone cord was reportedly used. Rosemary along with her co-worker/friend, Jessica Grumble, arrived in Guyana
Dead: Sarah Rosemary Dajee some two weeks ago. Grumble reportedly made the discovery around 7.45 pm on Sunday. Meanwhile, according to reports, Rosemary came to Guyana on a three-week vacation but was reportedly acting strange a week prior to her death.
Grumble's mother, Valanda Susan, who is also on vacation in Guyana, claimed that Rosemary had told her that she was to tie the nuptial knot with a local photographer, and subsequently after offered to take Grumble on a trip to the Kaieteur Falls. However, Susan refused the idea citing the weather conditions. Her friends also claimed that she began hallucinating at one point and claimed that persons were "peeping her" in the shower from the house next door. No one reportedly lives next door. Another instance the woman told persons that she was leaving the country Saturday. However, after arriving at the airport her name was not listed on the flight. Rosemary had also reportedly misplaced her passport, which resulted in her returning to Berbice.
Proposed new Demerara Bridge model... From page 18 roads to allow traffic to continuously flow with the minimal of interruptions. The Ministry acknowledged that the project would be a “behemoth” one with 11 kilometers of connecting roads to be constructed along with two flyover bridges. As part of the designs there would be four lanes on either side of the bridge - part of the designs done by the consultants. According to Rawlston Adams, General Manager of the Demerara Harbour Bridge, who is part of the team working on realizing a new crossing, significant strides have been in moving the bridge towards a start in construction. Already, a feasibility study has been completed and handed over to the Government. An awareness engagement has been held with stakeholders and there is a process ongoing to prequalify contractors.
So far, Adams revealed, 15 companies have shown interest at the pre-qualification stage for contractors. These include contractors from Holland, China, India, France, Panama, United Kingdom and Trinidad and Tobago. In October, the prequalification stage would be closed after which evaluators will shortlist three companies which will then be asked to submit bids for the project. The GM also disclosed that very shortly, an environmental study will be launched. With the lands around Houston, between the access road leading to Pritipaul Singh Fisheries Complex and Muneshwer's Port facilities, lined with properties, Adams admitted that there will have to be land acquisition with sensitive negotiations to be handled between the parties involved. Already work is being done to survey the lands where it is being proposed that the bridge be built in Hous-
ton and Versailles. There has been grumblings about the design of the bridge with marine openings a major worry. At present, the Demerara Harbour Bridge is almost 40 years old and although as strong as ever, is unable to handle the volume of traffic daily. In the last eight years or so, at least 10,000 vehicles and a significant number of bikes have been registered making efficiency a major problem. Daily, in the morning and in the evenings, at peak hours, the congestion on the East Bank and West Bank has been a major grouse for drivers and commuters, with wear and tear for vehicles the least of the problems. There are thousands of residents living on both sides of the bank with several new housing schemes opened in recent years. Both roads are key arteries to hinterlands and to the ferries, leading to the Essequibo Coast.
Woman with two wombs... (From page 13) develop problems and are likely to suffer from pain during sex and menstruation, since the menstrual cycle will be happening from both cavities. It also becomes difficult for the patient to get pregnant and even after fertilization, miscarriages and preterm deliveries, among others can be expected. It is even possible for the person to get pregnant from two different partners.
The doctors sought to give reference to a case where “one baby was black and one baby was white”. “In this case, the patient basically had two different cavities with two different cervices, meaning that she could have independently got pregnant in the right side or in the left side. In this case the patient got pregnant on both different cavities.” The most beautiful part of the case is that the patient was able to deliver babies of
different sexes. A boy was growing in the right side and a girl in the left side. An actual image was displayed by the doctor of the uterus. He said initially he thought it was a bicornuate uterus, because of the heart shape. The mother, who underwent an approximate 40minute delivery, sought for intra-uterine contraceptive and had one placed on each uterus.

Less than two months after publicly highlighting repeated sabotage of GTT’s infrastructure, the company yesterday said that the disturbing trend has resurfaced with two acts of back-to-back sabotage of cables during this week. On September 12 and September 13, last, 300 metres of cable in the vicinity of New Hope and Friendship on the East Bank of Demerara were cut and removed, affecting voice and data services to over 400 customers. During a July 26, 2017 joint press conference with the Ministry of Public Telecommunications and GTT, Minister of Public Te l e c o m m u n i c a t i o n s , Cathy Hughes stressed, “At the end of the day it is important to recognize that the new telecommunications agency will have the responsibility to issue new licences.” GTT pointed out that the Minister was unequivocal in pointing out that should information be revealed identifying any singular entity, then they would be censured when it comes to being granted licences. Commenting on the continued and recent sabotage, GTT’s Chief Executive Officer (CEO) Justin Nedd, said, “These malicious acts are being conducted by persons who understand the telecoms system and are bent on impeding the company’s progress for their own selfish gains.” GTT said it intends to meet with the Ministers of Public Security, Business and Public Telecommunications to holistically address the issue. Engineers and other resources allocated for scheduled works have since been diverted to restore service to the affected customers. “The previous success in capturing and prosecuting some of saboteurs was made possible through the vigilance of community members who acted on our appeal to “Say something if they see something”. “GTT reminds the public to maintain the level of alertness and to report any act or suspicious act of cable sabotage to the company’s confidential hotline 226-2764.” A reward of $500,000 is being offered.

The hypocrisy!!!
PPP administration supported location for new Demerara River Bridge Opposition Leader, Bharrat Jagdeo, has in recent times, expressed “surprise” at the Houston-Versailles location identified by the Government for the construction of the new Demerara River Bridge. But Public Infrastructure Minister, David Patterson, seems befuddled that Jagdeo could even express such sentiments as well as question the feasibility of the project when it was the PPP administration that supported the venture since 2013. With hardcore evidence in hand, Patterson told the media during a press conference yesterday, that it is very clear these days that nothing Jagdeo says can be accepted as truthful. In fact, Patterson said that some of Jagdeo’s comments can be deemed as downright lies. Patterson said that the former President’s latest remark about the new Demerara Harbour Bridge, is one such case.
Patterson quoted a prefeasibility study from October 2013 which was done by Engineer R. Charles of the Central Transportation Unit. An extract of the Executive summary of that document says, “This prefeasibility study has shown that a new high level four-lane fixed bridge at HoustonVersailles is the only economical feasibility alternative providing benefits to society that can amount to a minimum sum of $223M over a seven-year cycle at a capital cost of around $264.5M. Other alternatives have proven to be uneconomical.” The Minister added that in December 2013, NICIL, which Jagdeo is very much acquainted with, had published an advertisement for the bridge. Patterson said that NICIL officials at the time were seeking Expressions of Interest from local and foreign parties interested in being a partner for the design, financing and
construction of the new bridge. The possible sites for the proposed bridge at that time were the locations close to the existing bridge being Houston on the East Bank to Versailles and then to Hopetown. The Public Infrastructure Minister said that NICIL went to tender but was unsuccessful. Patterson went further to state that a Cabinet paper dated November 7, 2014, showed former Minister of Public Works, Robeson Benn requesting funding for a prefeasibility study for the new bridge. Benn, according to the document, asked for $103M. The study concluded that the project is a viable one in the location which is being proposed by the current administration. With the aforementioned in mind, Patterson concluded that Jagdeo, in spite of his claims and “surprise”, knew of the project’s viability from the start.

Addressing the media following the meeting, Roget said the unions had initially left the National Tripartite Advisory Council (NTAC) because they were not satisfied with t h e w a y “ m a s s retrenchments” were taking place in the private and public sectors within the last two years. Coming out of the meeting, Roget said the most pressing issue that was discussed was that “we should have a moratorium on retrenchment if we should return to NTAC. The Prime Minister agreed that his
Government will place a moratorium on all retrenchment until December 31 of this year.” Roget said the moratorium applies to “everything under the Government's control,” as he did not want anyone to have a Christmas knowing that their jobs were hanging over the heads. He said following December 31, any "new retrenchment" that is contemplated will be brought to the level of NTAC for discussions. “It's not that NTAC will make the decisions, but it will be brought before NTAC to give at least the tripartite body, of which labour is a part, an opportunity to make some input and to point the way forward in the absence what they perhaps did not consider before.” If Government should break their promise, Roget said it would be “war and all hell will break loose.” Asked if the PM's agreement was genuine or this was just done to appease the unions on the eve of the 2018 budget, Roget said, “We who put that on the table, we had an issue with that because we were saying that while we were discussing at the level of NTAC they were sending people home, which we have a serious problem with.”

Controversial Tax Hurting Businesses …Head of Small Business Association in Barbados BRIDGETOWN, Barbados - President of the Small Business Association (SBA) Dean Straker is reporting a 20 per cent decline in business since the introduction of the controversial National Social Responsibility Levy (NSRL). Based on the impact of the tax, which was increased from two per cent to ten per cent on July 1, Straker also said that some businesses have been forced to send home workers, and he warned that if common sense did not prevail and a decision taken quickly to change how the tax is applied to the manufacturing sector, more workers could soon be joining the breadline soon. Although Straker could not say exactly how many workers had gone home, he told the Barbados Today online newspaper there was no doubt that the tax was taking its toll on the sector. “Sales are generally down anywhere between 15 and 20 per cent since July 1 and we anticipate that things could get tougher coming down into October . . . certainly people are feeling it,” he said. “It is obvious that if your revenue is down 15 to 20 per cent, the only way you can tackle it and deal with it on your own is to start looking at your expenses, and your
Dean Straker expenses are going to impact on employees. That is where you are going to have to go. You are going to have to trim your staff, and already yes, some people have started doing it,” he said, adding that some companies simply could not hold on any longer. Since the announcement of the tax by Minister of Finance Chris Sinckler in his May 30 Budget, private sector operators have been complaining that they could be forced to let go staff or go out of operation. Some have also warned customers of possible price increases, given that the situation was compounded by the introduction of a two per cent levy on foreign exchange transactions, as well as a hike in fuel charges. Despite several meetings on the issue and strident calls for a reversal of the onerous tax measures, which formed part of a BDS$542 million ( U S $ 2 7 1 m i l l i o n ) tax package, Government is still not budging. It has been insisting that the private sector, as well as local trade unions, which came together back in July to stage a march against the NSRL that attracted 20,000 people, should give the tax some
time to work and allow for a review at the end of September. However, Straker said local manufacturers were finding it hard to cope with the NSRL, which is applied to all imports at the border and to the production cost of goods used by the sector. Suggesting that the way in which the tax was being applied to locally produced items was “unjust and unfair”, the SBA spokesman warned that “a number of things need to be worked out and worked out quickly. “The fact that manufacturers in Barbados are being treated differently to anybody else . . . makes producing things locally very hard to be competitive with imports. So this is what we need to be addressed,” Straker said. He made it clear that local manufacturers were not against paying the NSRL, but “they are against paying the NSRL at the end of the assembly line and being asked to pay it on everything that goes into making that product”. Straker also said in some instances the Barbados Revenue Authority was not calculating the tax payable in the same way as the companies. (Barbados Today)

North Korea fires missile Trump says immigration deal with from Pyongyang towards Democrats close, without border wall the east - South Korea
Kim Jong Un SEOUL (Reuters) North Korea early on today fired an unidentified missile eastward from the Sunan district in its capital, Pyongyang, South Korea’s
military said. The South Korean and U.S. militaries were analyzing details of the launch, the South’s Office of the Joint Chiefs of Staff said.
The missile has flown over Japan, Japan’s NHK television said. South Korea’s presidential Blue House has called an urgent National Security Council meeting. The North’s launch comes a day after the North threatened to sink Japan and reduce the United States to “ashes and darkness” for supporting a U.N. Security Council resolution imposing new sanctions against it for its Sept. 3 nuclear test. The North previously launched a ballistic missile from Sunan on Aug. 29 which flew over Japan’s Hokkaido island and landed in the Pacific waters.
Trump views flooding’s aftermath in hurricane-ravaged Florida Naples (United States) (AFP) - US President Donald Trump viewed flood damage and handed out sandwiches to victims of Hurricane Irma in Florida yesterday as utility workers redoubled their efforts to restore power after eight retirees died in a sweltering nursing home. A hurricane formed off the southwestern coast of Mexico, meanwhile, triggering warnings of lifethreatening storm conditions in areas still recovering from a devastating earthquake last week. Speaking to reporters in
the city of Fort Myers on Florida’s west coast after a briefing on recovery efforts, Trump lauded the authorities and residents for their preparedness. “And while people unfortunately passed, it was such a small number that nobody would have — people thought thousands and thousands of people may have their lives ended,” he said. Trump said restoring electricity in Florida was a priority following the storm, which left at least 20 people dead in the southern US state, including the eight
retirement home residents in Hollywood, north of Miami. “There are more electrical people in this state, I think, than ever accumulated anywhere in the world,” the president said, referring to the scores of repair teams that have poured in from several states. “It’s going way ahead of schedule — weeks ahead of schedule.” Trump noted that the Florida Keys, the string of tourist islands off the southern coast of the state, had been particularly hard hit and recovery efforts there may take longer.
U.S. extends some Iran sanctions relief under nuclear deal WA S H I N G T O N (Reuters) - The United States yesterday extended some sanctions relief for Iran under the 2015 nuclear deal, the State Department said, but no decision has been made on whether to preserve the deal itself. At the same time, President Donald Trump said that Iran is violating “the spirit” of the Iran nuclear deal and the U.S. Treasury announced new cyber-related sanctions on about a dozen Iranian individuals or entities. “We are not going to stand for what they are doing,” Trump told reporters on Air Force One. But he stopped short of saying whether he will refuse to
Heather Nauert recertify the agreement. State Department spokeswoman Heather Nauert said the administration approved waivers of some sanctions to
“maintain some flexibility” as it develops a policy to address the range of Iranian behaviour. “Waiving some of those sanctions should not be seen as an indication of President Trump or his administration’s position on the (Iran nuclear deal), nor is the waiver giving the Iranian regime a pass on its broad range of malign behaviour,” she said at a news briefing. Nauert did not specify which sanctions the administration had waived. Earlier, sources said the United States will renew a waiver of the key, and most punitive, sanctions it imposed on Iran before the nuclear deal was ultimately struck.
President Donald Trump hosts White House dinner with Democrats Chuck Schumer, Nancy Pelosi WA S H I N G T O N ( R eu t ers ) - P r es id en t Donald Trump said yesterday he was close to a deal with Democratic congressional leaders on protections for illegal immigrants brought to the United States as children, astounding fellow Republicans again while alarming conservative supporters. Trump said any final agreement must include border security measures including surveillance systems but would not include funding for his planned wall along the U.S.Mexican border, a central 2016 campaign promise. Trump said the wall would “come later” and warned Democrats not to obstruct it. Trump described the parameters of an agreement on the fate of the roughly
800,000 so-called Dreamers reached in his White House meeting on Wednesday evening with top Senate Democrat Chuck Schumer and top House of Representatives Democrat Nancy Pelosi. “We have to have an understanding that, whether it’s in the budget or some other vehicle, in a very short period of time the wall will be funded. Otherwise, we’re not doing anything,” Trump said after landing in Florida to survey hurricane damage. Schumer and Pelosi reiterated their opposition to the wall, and Democrats in the past have promised to block funding for it. “I think we’re fairly close but we have to get massive border security,” Trump told reporters earlier in the day of a potential deal. Trump said Republican
House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell were both “on board” with the potential deal and that “we’re doing it in conjunction with the Republicans.” Trump spoke with Ryan and McConnell on Thursday morning only after he had reached the outline of the deal with the Democrats. The potential agreement was the latest development in the president’s newfound willingness to work with Democrats after Republicans, who control Congress, failed to deliver legislative victories on healthcare and other matters. Trump stunned Republican leaders last week by reaching an agreement with Schumer and Pelosi to fund the government and raise the U.S. debt ceiling through mid-December.
With China in mind, Japan, India agree to deepen defence GANDHINAGAR, India (Reuters) - The leaders of India and Japan agreed yesterday to deepen defence ties and push for more cooperation with Australia and the United States, as they seek to counter growing Chinese influence across Asia. Prime Minister Shinzo Abe arrived this week in his counterpart Narendra Modi’s home state, skipping the tradition of visiting the capital of New Delhi, for the tenth meeting between two leaders since Modi came to power in 2014. Relations have deepened between Asia’s second and third largest economies as Abe and Modi, who enjoy a
close personal relationship, increasingly see eye-to-eye to balance China as the dominant Asian power. “Almost everything that takes place during the visit, including economic deals, will in part be done with China in mind,” Eurasia analysts said in a note. Abe’s visit comes days after New Delhi and Beijing agreed to end the longest and most serious military confrontation along their shared and contested border in decades, a dispute that had raised worries of a broader conflict between the Asian giants. In a lengthy joint statement, India and Japan said deepening security links
was paramount. This included collaboration on research into unmanned ground vehicles and robotics and the possibility of joint field exercises between their armies. There was also “renewed momentum” for cooperation with the United States and Australia. Earlier this year, India rejected an Australian request to be included in four-country naval drills for fear of angering Beijing. “Relations between India and Japan are not only a bilateral relationship but have developed into a strategic global partnership,” Abe told reporters in Gandhinagar, the capital of western Gujarat state.

Brazilian police raid home of farm minister in graft probe
Blairo Maggi
BRASILIA/SAO PAULO (Reuters) - Brazilian police raided the home of Agriculture Minister Blairo Maggi yesterday in a corruption investigation linked to his time as a state governor, adding to the graft scandals rocking President Michel Temer's government. Last month the Supreme Court opened a bribery probe into Maggi's role in a scheme
known as "mensalinho," a payment of a monthly stipend to lawmakers in exchange for political support in his home state of Mato Grosso. He served two terms as governor there between 2003 and 2010. According to a person with direct knowledge of the matter, the raid was linked to a plea deal by former Mato Grosso state governor Silval Barbosa, who accuses Maggi of participat-
ing in the corruption scheme. Barbosa was Maggi's vice-governor, replacing him in the top job in 2010 when Maggi resigned to run for a seat in Brazil's Senate. Barbosa was sub-
sequently elected to a fouryear term that ended in 2014. Maggi denied any wrongdoing, claiming in a statement that Barbosa "lied" in his plea bargain testimony.
Barbados police seize guns and ammunition from Trinidad BRIDGETOWN, Barbados - CMC – The police have detained several people for questioning following the seizure of a significant cache of guns and ammunition that arrived by sea from Trinidad and Tobago . The police report that 16 firearms and 593 rounds of
assorted ammunition were found hidden in vehicle parts in four separate operations. The seizure was made early yesterday at the Bridgetown Port as a result of an intelligence led operation involving customs enforcement officers and members of the Anti-Gun unit.
AG's crime plan Daily Nation - Legislation targeting gun crimes and the operation of gangs is part of a comprehensive plan to respond to the mounting concern about crime in Barbados. But as he outlined the measures designed to stem the tide of violent crime currently being experienced, Attorney General Adriel Brathwaite Wednesday told Barbadians there was no need to panic. “Yes we are all concerned about what's happening this year in particular with respect to the increased gun violence, in particular,” Brathwaite said. “I do not believe that whilst we are very concerned, that there is a cause for panic.” Delivering the keynote address, titled Protecting Barbados' No. 1 Brand Element, at the Barbados Hotel and Tourism Association's
Adriel Brathwaite (BHTA) third quarterly general meeting at Hilton Barbados, Brathwaite gave the assurance there was “an effective crime security strategy” in place.

Red Bull and Renault set to split after 2018 - reports SINGAPORE (Reuters) Former world champions Red Bull and engine supplier Renault are set to part company after the 2018 Formula One season, media reports said yesterday. The two have had a fractious relationship since a new 1.6 liter V6 turbo hybrid power unit was introduced in 2014 and Renault’s version proved less competitive than that of rivals Mercedes. Red Bull tried and failed to find an alternative supply, and also threatened to quit the sport altogether, but ended up staying with Renault — using the French engines but with Tag Heuer branding. The BBC, citing multiple sources, and Sky Sports television said Renault had now told Red Bull that the company no longer wanted to supply the team after next sea-
son. There was no immediate comment from any of the parties involved. Renault is set to supply McLaren in 2018, in a deal sources say will be announced at the Singapore Grand Prix today, with Red Bull-owned Toro Rosso switching to the Honda units previously used by the British team. Those deals have already been taken for granted in the paddock but the ramifications beyond 2018 for Red Bull, owned by Austrian energy drinks billionaire Dietrich Mateschitz, threw a fresh twist on the shake-up. Renault, who now have their own factory team, and Red Bull won four successive drivers’ and constructors’ titles between 2010-13. Red Bull are the only team other than Mercedes and
Ferrari to have won a race this season. The Honda has been the slowest and least reliable of Formula One’s four current engines but Red Bull might have to use it in 2019, given the lack of any other option at present. That could in turn affect where their current drivers, Australian Daniel Ricciardo and Dutch teenager Max Verstappen, end up. Both are race winners and likely to be of interest to Ferrari and Mercedes. Formula One’s current engine rules run to 2020, after which new suppliers could come in. Red Bull have been linked to Volkswagen-owned brands Audi and Porsche in the past, with the latter acknowledging this month that it was considering a return to grand prix racing.

Nice thumped Zulte-Waregem 5-1 in Belgium with Alassane Plea scoring the first two goals, followed by a third from Dante and one from Allan Saint-Maximin before maverick striker Mario Balotelli wrapped up the win. Guimaraes fielded four Brazilians, three Colombians, one Uruguayan, one Peruvian, one Ghanaian and one Ivorian against Salzburg who are in the Europa League again after a 10th successive failure to reach the Champions League. Brazilian Pedrao put Guimaraes ahead in the Group I game before Valon Berisha levelled for the Austrian champions. Former U.N. chief Ban heads IOC ethics amid ongoing probes LIMA (Reuters) Former U.N. Secretary General Ban Ki-moon was elected head of the International Olympic C o m m i t t e e ’s e t h i c s commission yesterday as the Olympic body battles to improve its image amid a string of corruption cases involving senior members. Ban, who had close ties with the IOC during his time as U.N. head from 20072106, was elected on a fouryear term at a meeting in Lima and succeeds S e n e g a l ’s Yo u s s o u p h a Ndiaye. “Ethics is essential to the s u c c e s s o f a n y organization,” Ban told the IOC session in a brief address which did not touch upon any specific cases. “That is why I did everything possible to strengthen the culture of ethics in the United Nations. I tried to lead by example.” The South Korean has his work cut out with the IOC being criticized for not acting fast enough in several cases of its members in recent months.
Ban Ki-moon The head of the 2016 Rio de Janeiro Olympics and former IOC member Carlos Nuzman, now an honorary member, is being investigated for corruption in an alleged votes-for-cash scheme to get the Games to Brazil. Brazilian police raided his home recently and found cash and a Russian passport. He has denied any wrongdoing. Nuzman has yet to be
suspended by the IOC, even temporarily pending the investigation, though the Olympic body has asked Brazilian authorities for more information. Irish long-time IOC member Patrick Hickey was arrested during the Rio Olympics in relation to a ticket scandal but he has not yet been thrown out of the IOC and remains a “selfsuspended” member. He has vehemently denied doing anything wrong. Fellow IOC member, Kuwait’s Sheikh Ahmad AlFahad Al-Sabah has missed several key IOC meetings in recent months after not being named but referenced in U.S. Court documents as being involved in a bribery case of world soccer’s governing body FIFA. The IOC has not commented on his absence even though Sheikh Ahmad, who stepped down from all his posts in world football, heads the IOC’s $509million Olympic Solidarity commission and chairs the Association of National Olympic Committees.

Washington, United States (AFP) — The World Anti-Doping Agency (WADA) is set to clear 95 Russian athletes investigated over involvement in the country’s alleged mammoth doping programme, the New York Times reported. A leaked internal WADA report published by the newspaper Tuesday said the agency found it could not gather enough evidence against 95 out of 96 Russian athletes who it has been probing. “The available evidence was insufficient to support the assertion of an antidoping rule violation against these 95 athletes,” WADA Director General Olivier Niggli wrote in the document. The report did not name any of the athletes under investigation. A string of WADA reports has previously uncovered reams of evidence that the Russian authorities ran a large-scale programme to help competitors cheat
international doping tests. Russia’s Anti-Doping Agency (RUSADA) was declared “non-compliant” with international sport’s anti-doping code in November 2015, and its track and field Olympics squad and entire Paralympics team were barred from Rio 2016. An independent investigation for the agency by Professor Richard McLaren in 2016 implicated some 1,000 athletes in the doping system. Moscow has furiously denied that it ran a Statesponsored scheme to cheat at international sporting events and insists it is doing its best to crack down on dopers. And Russian officials said WADA’s decision only served to shed doubt on the revelations in McLaren’s report. “In general, the information of the McLaren report appears to be incomplete and, moreover in many cases unreliable,” RSport Agency quoted
Stanislav Pozdnyakov, the deputy chief of Russia’s Olympic Committee, as saying. “For the moment, none of Russia’s 1,000 athletes mentioned in the McLaren report has been found guilty or banned on the basis of his information. Meanwhile, a year has already passed (since the report was issued).” While this latest twist may help bolster the Kremlin’s claims, Niggli suggested to theNew York Times that an absence of evidence did not necessarily prove Russia’s innocence. “The system was very well organised,” Niggli said. “On top if it, years after the fact, the remaining evidence is often very limited.” Niggli said that invetigations into other athletes implicated in the doping scheme are ongoing. RUSADA is currently battling t o g e t i t s e l f reinstated, but faces a list o f r e m a i n i n g WA D A criteria that it must first meet.

George Foreman is tipping Canelo Alvarez to end Gennady Golovkin’s perfect record Yahoo Sports - George Foreman is tipping Canelo Alvarez to end Gennady Golovkin’s perfect record. With the Floyd Mayweather Jr and Conor McGregor show out of town, Gennady Golovkin and Saul ‘Canelo’ Alvarez are set to take center stage and former heavyweight champion George Foreman is tipping the Mexican to stop his flawless opponent. Undefeated Kazakh star Golovkin, 35, will put his IBF, IBO, WBA (Super) and WBC middleweight belts on the line against Canelo at TMobile Arena in Las Vegas tomorrow. Golovkin – who has amassed a staggering 33 knockouts – will also look to extend his perfect record to 38-0 when he faces Canelo in a showdown between two of boxing’s biggest hitters. Canelo’s only defeat in 51 previous professional fights came against Mayweather in 2013, but Foreman told Omnisport he is leaning towards the wiser 27-year-old. “It is hard to come
behind such a show like Mayweather and McGregor but I think these guys will put on a good fight,” Foreman, 68, said. “It is going to be an evenlymatched bout. When you get two punchers together, both become very smart, trying to avoid the punch. “It turns out being a 12round decision. If it does, I think Canelo will win on points. I think both guys are so worried about the punch, neither will leave themselves open for a punch. “You don’t want to go toe-to-toe with a puncher unless you’re ignorant about his punching power like I was against Ron Lyle [in 1976]. I didn’t think he was punching, I thought it was a build-up thing. So I went in there and tried to box him, dropping my hands and next thing you know, I almost got killed. “That’s not going to happen with these two fighters. They’re both aware of the power of one another.”
Canelo Alvarez (left) and Gennady Golovkin will clash tomorrow.
Mayweather remains the only blemish on Canelo’s record following their superfight four years ago. Canelo lost in a 12-round majority decision at a catchweight just below lightmiddleweight, but he has since gone on to win seven
successive fights – accounting for the likes of Miguel Cotto, Amir Khan and most recently Julio Cesar Chavez Jr in May. “Certain guys can avoid being knocked by you and I think Canelo knows that for
a fact that he needs to keep his reserve and land hard punches when he can,” Foreman continued. “ Wa i t f o r a g o o d opening. He may land three shots but that doesn’t mean it will be the end of the fight. He didn’t know that
before the Mayweather bout. He is a wise fighter now. “Golovkin, that’s all he knows. Land those good hard body shots and to the head. He doesn’t seem to know anything else.”
Arsenal win after crowd trouble, Silva fires Milan to victory
Sanchez scored his first goal in the Europa League... and what a goal it was. (Getty Images) BERNE (Reuters) Arsenal recovered from a goal down to beat FC Cologne 3-1 after crowd disturbances in London, while AC Milan’s new signing Andre Silva scored a hat-trick in a rousing 5-1 win at Austria Vienna as the Europa League group stage got underway yesterday. Fellow Serie A sides Atalanta and Lazio also won while Portugal’s Vitoria Guimaraes began their match against Salzburg with not a single European player in the team. Arsenal’s Group H match was delayed by an hour as about 20,000 Cologne supporters fans, many without tickets,
descended on The Emirates before kick off as their team returned to European competition for the first time in 25 years. There were also scuffles between fans and when the action finally started, Arsenal fell behind to a stunning long-range strike from Jhon Cordoba before second-half goals from Sead Kolasinac, Alexis Sanchez and Hector Bellerin rescued the win. M i l a n ’s P o r t u g a l forward, signed from Porto in the close season, enjoyed a prolific night as he became the first player to score a European hat-trick for the seven-times European champions since Brazilian
Kaka against Anderlecht in 2006. Hakan Calhanoglu set Milan on their way with a
fierce drive in the seventh minute and then set up Silva’s first two goals in the 10th and 20th of the Group D game. Although Alexandar Borkovic pulled one back two minutes after the break, Silva completed his treble in the 56th minute after being sent clear by Franck Kessie’s through ball. Suso added the fifth just after the hour before Milan eased up. Atalanta were also impressive, scoring three first-half goals to beat English opponents Everton in Group E. Andrea Masiello tapped
the ball in from a corner after 27 minutes before Alejandro Gomez rifled home a shot from the edge of the area in the 41st and Bryan Cristante added the third three minutes later after Everton were caught in possession. “I have been waiting for this moment for a lifetime,” said Argentine Gomez. “I‘m not a young kid anymore so to play my first Europa League match at 29 and beat Everton is very emotional.” LYON HELD Olympique Lyonnais were held 1-1 at Apollon Limassol in the group’s other game after Adrian Sardinero

Corpa got a last-gasp equaliser for the Cypriots to cancel out Memphis Depay’s 53rd minute penalty. Braga pulled off a shock in Group C by coming from behind to win 2-1 at Hoffenheim, who had beaten German champions Bayern Munich in the Bundesliga on Saturday. Sandro Wagner gave Hoffenheim the lead in the 24th minute but Joao Carlos Te i x e i r a h e a d e d t h e equaliser on the stroke of halftime from a cross by Ricardo Esgaio who also set up the winner for Dyego (Continued on page 25)

Ballers and Stars to light up Nat. Gymnasium tomorrow night If ever there was a story of two teams with contrasting styles, tomorrow night’s anticipated epic showdown between Ol Skool Ballers and Future Stars is one such example. Despite the fact that both teams are as hungry as ever for success, the difference between them is that one has the best rated defence in Future Stars, who are yet to concede a goal in regulation time, while the other, Ol Skool Ballers are just one goal shy of championship leading Leopold Street 14 goals. It therefore sets up the clash for an electrifying conclusion to what has been an exciting introduction of the Cage format which is being played for the first time in Guyana. Impressive The battle for the lucrative $400,000 first prize, championship trophy and the right to etch their name in the records of being crowned the first winner of the Guinness Cage / Three Peat Promotions Indoor Championship is truly on. Aside from the financial rewards, anyone who knows these two teams can confirm their thirst to be the best, so you will have to agree that they will leave everything on the floor. These two teams are
-Clash of contrasting styles noted for their never say die approach and spectators w ho converge at the National Gymnasium tomorrow evening are in for a real exhibition of guts and skill. Ol Skool Ballers have shown throughout the championship that big names doesn’t matter and their victory over the previously indomitable Sparta Boss was followed by wins over the two Albouystown units and then crowned it off with a an impressive win over the usually stubborn Back Circle in the semi-finals. On the other hand, Future Stars have been there before and are now being touted as the ‘new kids on the block’ to replace the fading Sparta Boss. This clash will either validate that claim or at least for now quash that discussion. The ball is in their court and only a win against a tough minded opponent will justify the claims by many. It should be nothing less than an enthralling encounter and you must be there to witness it. The third place playoff has much similarity as the final with Back Circle
aiming to dent the aspirations of Leopold Street, who seem to be a recharged bunch, while also trying to remain amongst the elite teams. The runner-up, third and fourth placed finishers will collect $200,000, $100,000 and $50,000 respectively, while the Most Valuable Player (MVP) will receive a gold chain compliments of YK Investments and Pawn Shop and a trophy from Trophy Stall. Among the other sponsors on board are: Star Party Rentals, Faye Joseph, Claude Geddes Recreational Sports Club, National Sports Commission, Windjammer International Hotel & Cuisine, E-Networks, Woodpecker Trophies & Sport, Y.K Investments & Pawn Shop, Henry Chase, Jai Signs, Trophy Stall, the Bike Shop and John Fernandes Ltd. Meanwhile, the Organisers continue to extend thanks to the sponsors, fans and ranks of the Guyana Police Force for their support throughout the championship. Four exhibition matches will be played before the third place playoff. Kick off time is 20:00hrs.

Dele Alli: FA sends video to Fifa over middle-finger gesture BBC Sport - The Football Association has sent a video to Fifa in a bid to prove that Dele Alli’s middle-finger gesture was aimed at England team-mate Kyle Walker and not an official or opponent. Te l e v i s i o n p i c t u r e s showed the gesture during England’s 2-1 World Cup qualifying win over Slovakia last week. Wo r l d f o o t b a l l ’s governing body opened proceedings against Alli, who said it was a “joke with good friend” Walker. An FA spokesperson said it had responded to Fifa on Wednesday. The spokesperson added: “We understand the case will be reviewed by the disciplinary committee before the end of the month.” The incident occurred in the 77th minute after Alli was body-checked by Fenerbahce defender Martin Skrtel, and referee Clement Turpin waved play on. It initially appeared that Alli gestured towards Turpin, with whom he also had words when he was substituted in the 93rd
Dele Alli (dailystar.co.uk) minute. Tottenham manager Mauricio Pochettino, who also described the gesture as a joke, said Alli was unlucky to be caught on camera and that his general behaviour is fantastic. England manager Gareth Southgate said Alli and Walker were “messing about”, adding: “They have a strange way of
communicating.” The players, who have both given evidence to the FA, were team-mates at Spurs until Walker joined Manchester City this summer. The FA asked Fifa to confirm whether the decision will be made before England’s next World Cup qualifier, against Slovenia at Wembley on 5 October.
Emrit wants to return to T&T After suicide bomber blows up himself outside cricket ground
Rayad Emrit (CPL) T&T cricketer and Guyana Amazon Warriors Captain Rayad Emrit was on the cricket field in Kabul, when the suicide bomber blew himself up outside the ground in Afghanistan Wednesday. Emrit is the only West Indian cricketer taking part in the Afghanistan T20 league called the Shpageeza. He is playing for the Boost Defenders and was on the field when the action occurred. Speaking to Guardian Media Sports the former T&T captain said:
“We were in the field bowling when the situation occurred. It was the second over of the innings and we heard a loud explosion go off on the outside. I felt the stadium shake, such was the force of this explosion. When I looked outside I saw a tall building shaking and broken glass all over. The entire area of the building was in smoke. We were told by officials that it was a gas cylinder that went off.” Emrit, a resident of El Dorado continued: “We were still very shaken and we just went through the motions. We ended up winning the game but still it was not the same. It is only when the match ended, we heard the true story of what occurred. It was not a nice situation.” The Alescon Comets player said he decided to stay in the stadium and finish the game because it was safer inside there. Emrit added that he wants to come home (T&T), but is unable to, as the next available flight is on Friday. A statement on Islamic State’s Amaq news agency claimed responsibility for the incident, the latest in a string of suicide attacks in Kabul mounted by the group. The Shpageeza tournament, now in its fifth season, is one of a small number of Westernstyle sports competitions along with Afghan Premier League football that have grown up since a U.S.-led campaign toppled the Taliban in 2001. A small number of foreign players from countries including South Africa, Zimbabwe and Sri Lanka as well as the West Indies, are taking part. The Afghan Cricket Board reported that all players were safe. (Taken from Trinidad Guardian)

Windies face tough World Cup challenge after washout Belfast, United Kingdom (AFP) — West Indies will need to smash h o s t s England in the upcoming One-Day International series to avoid the ignominy of being forced to qualify for the World Cup after a washout against Ireland Wednesday. T h e g a m e a t Stormont was scrapped w ithout a ball being bowled after fresh rain followed an overnight soaking for the pitch,
leaving the umpires with no choice. It means the 1975 and 1979 World Cup winners will have to beat England 5-0 or 4-0 with either a tie or a no-result in order to qualify ahead of eighth-placed Sri Lanka, who are eight points ahead in the rankings. Only the top seven ODI sides, apart from hosts England, currently ranked fourth, as of September 30 will qualify directly for the
50-over showpiece event in 2019. Teams that do not gain direct entry will get another shot through a qualifying tournament. West Indies Captain Jason Holder said qualifying automatically would be a tough task, but he is looking forward to the series which starts in Manchester next week. “England are a quality cricket side and they are playing at home,” said the
GCB/CGI 3-day Franchise League
Chanderpaul’s unbeaten 176, Motie’s 13-84 leading performances 3rd round bowls off today
Anthony Adams By Sean Devers With the return of players who played in the overseas leagues and the CPL, the third round of the GCB/CGI three-day Franchise League bowls off today at four venues in all three Counties. Although without Test batsman Shivnarine Chanderpaul, West Indies pacer Ronsford Beaton and Guyana Amazon Warriors’ all-rounder Kemo Paul, Essequibo has dominated the two opening rounds, beating Lower Corentyne by 34 runs before mauling West Berbice by 309 runs. Essequibo, Coached by Micheal Hyles and Ryan Hercules, head the points table with 32.5 points and will start today’s round as the only team with two victories. They will be strengthened by the inclusion of Paul as they go into battle against East Bank/Upper Demerara at Everest in the City. At the Tuschen on the East Bank of Essequibo, West Demerara face-off with West Berbice, Lower Corentyne oppose Upper Corentyne at Albion in Berbice and Georgetown, again without Test left-hander
Leon Johnson, but with the services of Kellon Carmichael just back from another successful English season, battle East Coast at Lusignan on the East Coast of Demerara. All matches are scheduled to commence at 09:30hrs. Upper Corentyne sit in the second spot with 23 points, while West Demerara are third with 22.7 points although their first round game against East Coast was washed out at Wales. Georgetown are fourth with 19.1 Upper Demerara/ East Bank, on 17.8 points, occupy the fifth position, while East Coast Demerara are sixth on 11.4. Lower Corentyne, who won the threeday and 50-over titles last year, languish on seven points just ahead of cellar dwellers West Berbice (6.3) and will have to improve quickly if they hope to challenge for championship honours this year with four rounds remaining. The first two rounds have seen 12 fivewicket hauls being taken by eight bowlers with Raun Johnson and Sherfane Rutherford being the only fast bowlers among them. West Demerara’s left-hander Tagenarine Chanderpaul (176*) and Essequibo’s Ricardo Adams (145*) have been the only batsmen who have demonstrated the temperament to build big scores without throwing their wickets, while Tevin Imlach scored 103 for West Demerara in the same game Chanderpaul scored his unbeaten ton against East Bank/Upper Demerara. Essequibo’s Anthony Adams, who also has three five-wicket hauls has been the tournament’s outstanding all-rounder so far, has the only other century (137). Anthony Adams captured 5-12 and 5-35 against West Berbice after taking 6-51 against Lower Corentyne in another match winning performance for the Franchise team from Guyana’s largest County. West Berbice’s Gudakesh Motie took 651 and 7-33 in a losing effort against Upper Corentyne, while East Bank /Upper Demerara’s Sherfane Rutherford grabbed 511 and 7-48 to help his team beat Georgetown. Richie Looknauth (5-46), Kasim Khan (5-49), Ramaal Lewis (5-35), Ricardo Adams (5-51) and Raun Johnson (5-70) are the other bowlers with five-wicket hauls in the first two rounds.
skipper. “We’re at the stage where we are looking to turn a corner and qualify for the World Cup, whether we have to go through the qualifiers or qualify automatically. We’re excited for the series and hopefully we can play some good cricket. “It won’t be an embarrassment to play in the qualifiers. We are where we are and if we do have to play in them, we will take it one step at a time.” The West Indies, who lost the recent Test series against England 2-1, have been boosted by the return of Chris Gayle, while Marlon
Samuels will join up with the squad after a family bereavement. “We are still a work in progress and hopefully more players are coming back,” said Holder. “Meantime, we have a young group of players challenging for places and hopefully they can come in and make their presence felt and feel more comfortable in the international arena.” Holder was disappointed at missing out on playing yesterday but could not disagree with the umpires’ decision. “Very disappointed. It was set to be a good occasion
for Irish cricket and it’s great to be here, albeit it’s very, very cold,” he said. “It’s just unfortunate the weather intervened, but it was very wet out there and the last shower settled it.” The abandonment means Ireland are still waiting to play their first match against a Test-playing side since being granted full member status by the International Cricket Council in June. West Indies flew to England yesterday ahead of a o n e - o f f Tw e n t y 2 0 International at Chester-leStreet tomorrow. The ODI series starts at Old Trafford on September 19.
Local referees to benefit from FIBA licensing programme by year-end
Referee Shane Allicock watches on as Colts’ Ramone Fogenay completes a free throw during Under-23 action in the GABA/Banks DIH league On Wednesday, Kaieteur Sport reported that lack of officials had been one of the pitfalls of the 2017 season of the Georgetown Amateur Basketball Association’s (GABA)/Banks DIH leagues thus far, as stated by coach of Pacesetters, Clement Brusch. Brusch indicated that many former players have expressed interest in being trained in officiating and had challenged the Guyana Amateur Basketball Federation (GABF) to facilitate this. President of the GABF, Nigel Hinds, shared the exciting news during an interview with Kaieteur Sport yesterday, of Guyana being afforded the opportunity to have within their manpower, International Basketball Federation (FIBA) certified officials. The referee and match commissioner certifying programme has been tentatively set to be held in Guyana this November
but Hinds explained that, “The Caribbean Basketball Confederation (CBC) has a meeting in Barbados tomorrow, where the date for the programme will be decided, since other Member Countries will want the opportunity to benefit from the programme.” Patrick Haynes, GABF’s International General Secretary will be representing Guyana at that meeting. In addition, neighbouring Suriname is set to host the CBC Male and Female Championships in July 2018 and the Dutch speaking country will be one of the more eager countries to send officials to Guyana for the certification seminar. Currently, the Guyana Basketball Officials Council has a meager eight (8) active referees, according to President of the organization, Dexter Douglas. Douglas stated that he will be doing outreach programmes in Kwakwani
and Berbice during October to prepare prospective referees for the upcoming FIBA certification seminar this year-end which will be conducted by Referee Manager of FIBA Americas, Geraldo Fontana. When quizzed on the opportunities for potential referees in Georgetown, Douglas posited, “I have sent letters to clubs and GABA many times in the past and the feedback was never positive, so in the short term I will be engaging persons in the more rural areas.” The FIBA official certification exam can only be written by persons in the age range 25-35 years old but head of the GABF, Hinds, stated that, “Local referees who aren’t the required age will take part in the programme although not being afforded the opportunity to write the exam. This will serve as a means to improve the level of local match officiating.”

GT Beer Sunday Night Super Cup semifinals
Georgetown renew Linden rivalry, Essequibo/Pomeroon battle West Demerara
The semifinals of the inaugural GT Beer Inter Association football championship organised by the Upper Demerara Football Association will have two mouth watering semifinal matches come Sunday at the Mackenzie Sports Club ground with the two teams, which played unbeaten in their group stage encounters, host Upper D e m e r a r a a n d We s t Demerara featuring in separate clashes. However, the old rivalry between traditional power houses Upper Demerara and Georgetown should take the cake as the night cap showdown because of their rich history. The Linden based team would fancy their chances of getting past their nemesis based on the form they have produced in reaching thus far. The Upper Demerara side have won their three games and scored ten goals, the most in the tournament coming through the round robin group stage and allowing three as they
finished on nine points a h e a d o f Essequibo/Pomeroon, who h a v e i m p r o v e d tremendously to reach the final four. Knowing that they stand the best chance now of getting past Georgetown, the Lindeners are confident that this time is their time and they intend to cash in on it with the $2M first prize at stake. Georgetown lost their only game against West Demerara who headed their group and they would want to avenge that 1-0 loss with a victory against Upper Demerara come Sunday. But one would expect that Georgetown would put their best players in this win or go home encounter against upper Demerara and would want to settle for nothing but the top prize. It is because of this that one expects to see Georgetown summon their best artillery knowing the high stakes on offer. On the other hand West Demerara are going to play it safe against this upstarted Essequibo/ Pomeroon side which eliminated East Bank and East Coast who were also in their bracket of the draw.
Essequibo/Pomeroon cannot be taken lightly and by reaching this far they are confident that they can contest the final. West Demerara are seeking to remain unbeaten and advance at Essequibo/ Pomeroon expense, and that would know until they face each other in the first game
on Sunday at the tournament venue the MSC ground. Essequibo/ Pomeroon have scored seven goals and conceded five, as against the seven netted by West Demerara who let in just two. In Group A Essequibo Pomeroon won once, lost
one and drew one. East Bank won one, lost twice to finish on three p o i n t s , b e h i n d Essequibo/Pomeroon who ended on four points. The other team in that group East Coast drew one game and lost two others to end with one point.
In Group A after Upper Demerara scored three wins, Georgetown won twice and lost to West Demerara in their group to be on six points. The other two teams in that group Berbice and Bartica both had two losses and one draw to be eliminated on one point.

Qualifier not an embarrassing route, argues Holder BELFAST, Ireland, CMC – Captain Jason Holder does not believe West Indies having to play in a qualifying tournament to reach the 2019 World Cup in E n g l a n d , i s a n embarrassment for the Caribbean side. Hosts England and the remaining top seven teams in the ICC rankings at the September 30 cut off date will earn direct qualification to the showpiece. But with the Windies languishing ninth, they face the increasing likelihood of having to contest a 10nation qualifier – comprising ICC associate nations like the Netherlands and Scotland – in order to secure one of the last two World Cup spots. “I don’t think it is embarrassing,” Holder said
following Wednesday’s rained off One-Day International against Ireland. “The World Cup is of such that teams like Ireland have come into world events and done really well and beat big teams before, as well as other smaller teams, so I don’t think it’s embarrassing. “We are where we are and if we do have to play in them (qualifiers), we will take it one step at a time.” The abandoned ODI at Stormont saw the Windies hopes of direct qualification suffer yet another blow. They needed to beat the Irish as well as also defeat England at least 4-1 in the upcoming five-match series starting next week. However, the Windies can now ill-afford to lose any of the contests against
England, leaving them with little margin of error. Holder, who also led the Windies at the last World Cup in 2015 in Australia and New Zealand, said their ultimate goal was to qualify for the tournament regardless of the route. “We’re at the stage where we are looking to turn a corner and qualify for the World Cup, whether we have to go through the qualifiers or qualify automatically,” he pointed out. “We’re excited for the (England) series and hopefully we can play some good cricket.” West Indies received a major boost for the series with the return of leading players Chris Gayle and Marlon Samuels, after Cricket West Indies relaxed its stringent eligibility rules,
allowing the duo to be in line for selection. Several other players like brothers Darren and Dwayne Bravo, along with Sunil Narine, could also still make a return next year and Holder hopes the added experience coupled with the side’s young talent, can lead to positive results. “We are still a work in progress and hopefully more players are coming back,” Holder said. “Meantime, we have a young group of players challenging for places and hopefully they can come in and make their presence felt and feel more comfortable in the international arena.” The first ODI against England bowls off at Old Trafford next Tuesday.
