ExxonMobil never examined cost of an oil spill to Guyana,Caribbean nations - Public meeting on 6th project hears

Four months after the President of Exxon Mobil Corporation(XOM),Darren Woodsurgedshareholdersof the fortune 500 company to vote against a petition calling for a thorough study on the economic impacts of anoilspillfromtheStabroek Block, the company’s consultant; Environmental Resources Management (ERM) has revealed that no such assessment was ever conducted.

Woods had called on the shareholdersofthecompany to vote against the proposal since he believes there were adequate studies already donetodetermineimpactsto theRegion.

However, on Tuesday, ERM’s Socioeconomic Resources / Stakeholder Engagement Specialist, Anna Sundby, during a publicconsultationhostedat the Leonora Technical Institute, West Coast Demerara, it was revealed that no such financial study waseverdoneinGuyana.

Yesterday’smeetingwas hosted as part of the application process for a Permit applied for by ExxonMobil Guyana Limited (EMGL) for the s i x t h d e e p w a t e r development,Whiptail.

EMGL, ERM and representatives from the Environmental Protection Agency (EPA) were part of the meeting During the question-and-answer segment, Kaieteur News asked the consultant team what the likely devastation of an oil spill at the sixth projectcouldcost.

Sundby in response explained, “I can’t say because it’s not part of the EIA. We haven’t done an economicmodelofwhatthe maximum economic impact wouldbe.Whatwefocuson with the unplanned events chapter is identifying what the risk of those scenarios are so we can put the right measuresinplacetomanage

that risk and so that really comes down to the oil spill responseplan.”

In addition, she explainedthatifaspillwere to occur offshore Guyana, ExxonMobil would engage inaclaimsprocesswhere,if appropriate, citizens could make claims for economic compensation or support to rebuildtheirlivelihoods.

The ERM Specialist said, “Ultimately we hope that those events do not happenandmostoftheeffort goes in to making sure that theydon’thappenandthat’s where (or) how the content oftheEIAisbased.”

Following up on the response provided to the question, Kaieteur News asked the consultant if such an assessment was ever conducted in prior EIAs or separately to underline the cost associated with a spill that can occur at any of the deepwaterprojects.

To this end, Sundby explained that ERM has never undertaken such a

task, since evaluating the cost of a spill is not ideally partofanEIA.

She explained, “In the unplanned chapter for Whiptail and the other projects we do go through the same components, the socio-economic resources thatwewentthroughforthe planned activities then we think about what would be the impacts in the event of somethinglikeanoilspillor anothereventsoifyougoto the EIA in the unplanned events chapter it does discuss impacts on coastal agriculture, impacts on fishinginthenearshorearea, impacts on coastal communities that kind of thing but again that’s, the intentofthatisreallytodrive the mitigation and drive those risk management measures rather than to do...an economic model is a bigundertaking.”

The Specialist added, “Thereisalotthatgoesinto that,that’snotpartofanyof the EIAs that we have done

in Guyana and it’s honestly notpartof,it’snotastandard part of an EIAthat I’ve ever seenanywhere.”

Meanwhile, ERM’s Senior Project Manager and Technical Support, Jason Willey noted that while the Consultancy firm did not undertake an economic valuation, it attempted to quantify the probable risks associated with a spill on various locations across the country In the absence of such a study, the country is completely in the dark regarding the likely economic devastation to Guyana and its Caribbean neighbours should an oil spill occur in the Stabroek Block.

Notably, this document couldbeusedasatooltoaid inthepreparationforsuchan event. It would also inform othernecessarystepssuchas adequateinsuranceandother protectivemeasures.

ExxonMobil – How about some reciprocal reasonableness

“The government was very reasonable with us and we got an extension for our exploration licence from 2026 to 2027. We also got an extension for relinquishment (of 20 percent of the block) from October 2023 to October 2024. I think it reflects well on government; that it worked with us and this was a reasonable outcome.”

We can always depend on Mr John Hess, CEO of Hess CorporationandapartnerintheExxonMobil-ledconsortium for disclosures on what is happening in Guyana with its oil wealth, and how the oil companies benefit on each occasion. At times, Mr Hess shares more with Guyanese on their oil than the man who spearheads the oil sector, Vice President, BharratJagdeo. Mr Hesshassalespitchestomake,whichhe didinfinestyleattheenergyconferencehespokeat,withall eyes on him. Because it is the name Guyana and the subject matterwasoil,theneverywordofMr Hesswasbeingclosely followed. He had spoken before, and in the most glowing terms, of democratic norms in Guyana, and how the PPPC Government is a wonderful working partner At this recent energy conference, the Hess CEO emphasized how reasonable the government was back in 2020 when approached. In fact, he noted that the [David Granger] Administration was “very reasonable”. An oil corporation can rarely do better than that, find such an understanding nationalpartnerintheoilbusiness. Governmentsusuallyask for some quid pro quo, and because they own the asset (oil) they are able to wring concessions out of companies. The Government of Guyana did not do any of that, or go that far, fromallindications.

Mr. Hess then told his enrapt listeners that “government…worked with us, and this was a reasonable outcome.” There is that million-dollar word again: “reasonable” and it speaks volumes about how the Guyana Government was listening and cooperating with its foreign oil partners in a time of global crisis, which was during the COVID-19 pandemic. Clearly, from his own words in the presentation,Mr.Hesswasbothpleasedandimpressed,andit isfairtoconcludethatthesamecouldbesaidofExxonMobil, theconsortium’sleadingpartner.

What this reiterates is that in every step along the way of this relationship, Guyana has been the one that has been giving, Guyana is the side that is generous, Guyana is the party that is “very reasonable”, in Mr Hess’s own words. Something that should be obvious in all this: it is a one-sided setup, a very one-sided one. Guyana gives to the oil companies operating offshore and Guyana gets nothing. Guyana makes concessions, in extending the clock for ExxonMobil, but Guyana is stuck in the same pathetic place. Guyana goes out of its way, and it is all a one-way street. There is nothing coming from the ExxonMobil-led side of this partnership. Not a reciprocal concession, not any reciprocal reasonableness, not any reciprocal something for something.

Gas stove overheats, destroys Industry house

An unattended gas stove overheated and burst into flames on Sunday night, resulting in an entire house being destroyed by fire at Sixth Street, Industry,EastCoastDemerara.

The fire reportedly started around 23:15 hrs and according to the Guyana Fire Service (GFS), two water carriers, a water tender number 95, and 11 firemen were immediately dispatched to the location.

On arrival at the scene, firefighters saw a twostoreywoodenbuildingengulfedinflames.

Thousands of Guyanese will be treated to a diverse display of local culinaryandperformingarts this Friday when the KingstonSeawallEsplanade officiallyopenstothepublic. The project, which falls under the First Lady’s National Beautification Project, focused heavily on scenic revitalisation at a location which serves as a socialandrecreationalspace for thousands of families, a pressreleasefromtheOffice oftheFirstLadysaid.

In2021,FirstLadyArya Ali identified the Kingston Seawall Bandstand area for rehabilitation and upgrade, havingnoticedthatthespace lacked amenities such as a safe playpark for children andwashroomfacilities.

Illegal vending and poor maintenance of the area had also rendered it unsafe for families.

“ T h e K i n g s t o n Bandstand area hosts thousands of people on the weekend, and I’ve always felt that the area has

tremendous potential. So, it was among the first areas I identified for upgrade because I wanted to ensure that families and even friendshadasafe,clean,and beautifulspacetosocialize,” Mrs.Alisaidinacomment.

With the Ministry of Public Works serving as the executing agency, the area

now boasts a fully refurbished Bandstand, a resurfaced tarmac, a newly buildsanitaryblockandtwo promenades, a newly developed playpark for children, and 18 vending unitsalongasprawlingfood court.

Heexplainedthathaving filed the application for the projectataspecificdatewith the Environmental Protection Agency (EPA), thecompanywasrequiredto complete the consultations by a particular date to

concludetheprocessasearly aspossible.

Jackson explained, “We work the timing of the disclosure sessions collaboratively with the Government of Guyana via the EPA. The schedule that was proposed was based on having the public consultations around the 30 day mark of the 60 day review period. This reflects theintentionofnotengaging tooearlysuchthatthepublic can’t sufficiently review the document, nor too late such that the EPA is unable to consider the public comments.”

The matter was reported to the Alberttown Police Station and the Child Care and Protection Agency (CPA) was called in. However, more than a month has passed and the suspect who was placed on station bail is yet to be charged for the alleged crime.

Kaieteur News understands that the accused continues to work as a taxi driver in the vicinity of Stabroek Market.

This has left the child’s mother fearful that he can return to attack her because of the allegation or even molest other children.

Speaking with Kaieteur News, the mother said that her daughter was allegedly molested just before school closed for the August holiday.

At the time of the alleged incident, the woman was living with her father and the taxi driver was located opposite their home. An acquaintance told her that he was trustworthy.

Trusting the acquaintance’s recommendation, the distraught mother hired the taxi driver to take her daughter to school.

“The first time she come home and she said, “mommy, I ain’t want go back with the

taxi no more,” recalled the mother who told Kaieteur News that her daughter never revealed the reason for the objection.

The woman said she was not bothered at the time because she believed that the taxi driver and her daughter had a minor disagreement.

After sometime, the child’s mother said she was using the child’s phone when she stumbled on voice notes the child sent to her confidant.

“She was speaking about sex and so,” said the mother who explained that her discovery of the voice notes prompted her to question her daughter. It was during her interrogation that the child

revealed that the taxi driver sexually molested her.

The child disclosed that the taxi driver threatened to beat her if she disclosed what he did, to her mother. Fearful, since the man lived across the street from where she lived, the little girl refrained from telling her mother.

The woman told Kaieteur News that the man molested her twice. He allegedly rubbed her upper thighs, touched her vagina, played with her breasts, kissed her, and told her he wanted to have sexual intercourse with her.

Recounting the ordeal in her own words, the 10-yearold girl said, “After he come

out the car, I went and use the washroom and he went to get the other children and after I come back to the car, he tell me sit down in front seat because the other children going and sit down in the back seat was four a dem…And after duh when he drop off them off, he tell me fuh go in the back seat and when I go in the back seat, he tell me brace back…He start to touch me, he start to touch me on my private part…He start to touch me and pinching me on ma chest. He pull down ma top and feel ma chest and after duh he start licking meh on ma cheeks”. Investigations are ongoing.

Over 40 contractors bid to execute $1 billion in sea defence works

Forty-three contractors have submitted bids to executed $1,076,000,000 in sea and river defence works slated for Regions Three, Four, Five and Six. This was revealed at the recent opening of tenders at the National Procurement and TenderAdministrationBoard(NPTAB)office.

The project, which is being undertaken by the Ministry of PublicWorks,hasbeendividedintosixlots.

In its initial invitation for bids, the ministry stated that the works are slated for areas such as Orangestein on the East Bank of Essequibo, RegionThree; Grove on the East Bank of Demerara, Hope on the East Coast of Demerara, Essex and Concord at Mahaica, Bengal at Corentyne, and at Tucber at CanjeRiver,RegionSix.

According to the tender, the works slated for Orangestein isestimatedtocost$94millionandthisisfortheconstruction ofriprapriverdefencesthere,some$350millionisestimated todotheworksatGroveandthisisfortheconstructionofsteel sheet pile river defences structure, $190 million for works at Hopeandthisisforconstructionofriprapseadefences,$235 million estimated for Essex and Concord and this is for constructionofriprapseadefences,some$138millionforthe project at Bengal, and $69 million is estimated for the works atTucberfortheconstructionoftimberrevetmentstructure.
