ExxonMobil to increase production at Liza One and Two - Govt. reveals

…as country still awaits full protection

The Government of Guyana (GoG) has revealed that ExxonMobil Guyana Limited will be further increasing daily production at the two Floating

Production Storage and Offloading (FPSO) vessels, LizaDestinyandLizaUnity.

TheLizaDestinywasthe country'sfirstFPSOandwas designed to safely produce 120,000 barrels per day (bpd),howevertheGoGinits Mid-Year Report on the performance of the economy saidthatproductionhasbeen rampedupto153,000bpd.

It explained, “On the production front, the sector experienced a rapid expansion in output from bothproducingFPSOs,when compared with the first half of last year, with ramped up outputamidoptimisationand maintenancescopes.

Aspreviouslymentioned, the Liza Destiny FPSO produced at almost 153,000 barrels per day (bpd), on average, in the first half of 2023, compared with approximately 109,348 bpd lastyear.”

The government was keentonotethattheplatform recently underwent “additional optimization” works with plans in place to furtherrampupproduction.

In unveiling plans to further boost oil production at the Stabroek Block, the administration pointed out that the third FPSO, Prosperitywhichwilloperate thePayaraprojectisexpected tostartupinthefourthquarter of this year Prosperity arrived in Guyana back in April2023.

P r e s e n t l y , commissioning activity is ongoing. Once operational, the three projects will produce a combined daily output of more than 560,000 bpd.

TheProsperityFPSOwas

designedtosafelyproduceup to 220,000 bpd according to the EIA submitted by ExxonMobil. Even though the project is yet to commence,thedeveloperhas already announced its intent to produce above the design capacity

Vice President and Production Manager, Mike Ryan during Episode 29 of 'Access ExxonMobil Guyana' shared, “Once we have achieved that critical milestone of background flare then we will increase production,upintherangeof over 200,000, 220-230,000 barrels a day, so that will be

towards the end of the year into2024.”

The ramping up of petroleum production would spark further worry among local stakeholders who have been protesting against the lack of a signed guarantee from the parent company of ExxonMobil Guyana, to assume liability in the event ofalargespillintheStabroek Block.

With a glance at the history of ExxonMobil’s public consultationsforotheroilprojects,theissueiswhetherGuyana has ever had what could be accurately termed public consultationsinthefullnessofwhatsuchmeans Ourpositionis madeclearrightnow:Guyanesehavenotbeenprivilegedtothe kindofpublicconsultationsfromExxonMobilthatdoesjustice to either the peoples of this oil rich country, or to what such representsontheaverage Consideringwhathasgoneonbefore, Guyanese have been on the receiving end of not public consultations,butpublicevasions,whichisputtingagenerous polish on matters Candidly, the public consultations that ExxonMobil has put on to date have been really more about publiclimitation,evenpublicdistortions

Thisisnotagoodbackground,norahelpfulenvironment,for public consultations on this sixth oil project to make an appearance Guyanesewishtobetakenasseriouspeopleandas genuinelyequalpartners,andnotassomesecond-ratecitizens thatcanbepushedaround Thepublicconsultationsmustbereal andin-depth,andExxonMobilmustdemonstratethatitisopen toauthenticexchangesandnotthecontemptuousshamsthat ithasrolledoutinthepast. ExxonMobilmustbemorethan polite and accommodating, the people in ExxonMobil’s public consultations for this sixth oil project must come clean.ThepeoplefromExxonMobilmustnotplaythatoldtrick nowperfectedbytheVicePresidentoftakingupthebulkofthe time (running out the clock), and then rushing through the questions and concerns of Guyanese in the limited time left ExxonMobilanditsGuyaneseguidesmustalsonottrythatother favourite about certain probing inquiries being ‘outside of scope’ Thereisnosuchthing Guyanesehaveplentyatstakein thesepublicconsultationsandtheyhavelearnedhardlessons It isimperativethatExxonMobilsendpeoplewithmultipleskills sets, and that all come prepared for extended sessions of aggressivequestioningandtoughdiscussions.

OneachoccasionthatGuyanesehaveattendedthesepublic consultations (comedy shows), they have been cooperative, whiletheyarebeingswindledbyasickcontract,andtheneach newproject Thisfoolishnesshastostopnow:Guyanesehaveto drawalineonExxonMobil’sface:thisishowitisgoingtobe It mustmakecrystalclearthatboththeGovernmentanditsleaders havelostthestandingandtrustthattheyonceheld Guyanese muststirintoangerattherobberiesheapedontheirheads They must speak boldly, squeeze answers from these public consultationsforthesixthproject.

The People’s National Congress Reform (PNCR) has long prided itself on its commitment to democratic values and adherence to its constitution.

However, a critical issue hasemergedwithintheparty – the potential extension of Aubrey Norton’s term by eight months (as mentioned byhimatapressconference) beyond its constitutionally appointed end date of December20,2023.

This missive argues that such an extension must not beallowed,asitrepresentsa blatant breach of the party’s constitution and threatens to erode the core principles of P N C R d e m o c r a c y Moreover, it calls upon the Central Executive Committee (CEC) to avoid complicity in this illegal act and emphasizes the importance of holding the biennial congress at the constitutionally mandated time.

ThePNCR’sconstitution serves as the bedrock upon whichtheparty’sdemocratic principlesarebuilt.

Within this document, the timing and frequency of the biennial delegates’ congress are clearly outlined.

Any attempt, without meritorious reasons such as itistheyearofRegionaland General Elections or a pandemic is with us, to extend Aubrey Norton’s t e r m b e y o n d t h e constitutional limit represents a dangerous precedent, undermining the rule of law within the party By disregarding the constitution, the PNCR would compromise its very foundation,castingdoubton the party’s commitment to democraticprinciples.

Thefrivolousreasonfor an August congress is weak because in December, schoolsarealsoclosed.

A fundamental pillar of democracy is the adherence to established processes and timelines Extending a leader’s term without following the constitutional

disregardsdemocraticnorms but also disenfranchises party members who expect the congress to be held as scheduled.

This deviation from democraticprincipleswould be a disservice to the very ideals the PNCR claims to uphold.

It is incumbent upon the party to demonstrate unwavering respect for the democratic process Violating the party’s constitution makes one believe that violating the country’sconstitutionwould also be practised and this shouldbefrownedupon.

In 2001, when the distinguished Hugh Desmond Hoyte was democratically elected as leader and entrusted with a two-year mandate that would have culminated in 2003

H o w e v e r , t h e untimely demise of Mr Hoyte in December 2002 n e c e s s i t a t e d t h e c o n v e n i n g o f a n extraordinary delegates’ congress in February 2003 Subsequently, the biennial delegates’ congresses of 2005, 2007, and 2009 transpired as essential instances in the party’s democratic timeline

Notably, in 2009, the dynamic Robert Herman Orlando Corbin assumed the mantle of leadership, and within the ambit of his designated two-year t e n u r e , h e conscientiously abstained from pursuing the role of Presidential Candidate in the 2011 Regional and GeneralElections

This pivotal decision catalyzed the conduct of primaries, resulting in the emergence of Mr David G r a n g e r a s t h e Presidential Candidate in F e b r u a r y 2 0 1 1

Considering that the electoral schedule in N o v e m b e r 2 0 1 1 e n c o m p a s s e d t h e Regional and General Elections, the ensuing biennial delegat

appropriately convened in 2012.

In succeeding years, the party diligently convened congresses in 2014, 2016, and 2018, resolutely following the established biennialpattern.

While the anticipated 2020 congress encountered postponement due to the conjunction of the Regional andGeneralElectionsinthat same year, subsequently exacerbated by the global COVID-19pandemic,itwas ultimately convened in 2021, during which Mr Aubrey Norton was elected Partyleader Importantly,his tenure in office is set to concludeinDecember2023, preciselyinaccordancewith the stipulations of the party constitution.

T h e P N C R ’ s democracy is built upon a system of checks and balances,withtheregularity of the biennial congress serving as a crucial safeguard.

Allowing an extension of Aubrey Norton’s term would weaken these safeguards, concentrating power within the leadership a n d d i m i n i s h i n g accountability Such an act would send a dangerous message that the party’s leadership can manipulate the rules to suit their interests, undermining the democraticfoundationofthe PNCR.

The responsibility to uphold the party’s constitution and democratic values falls squarely on the Central Executive Committee(CEC).TheCEC mustnotbecomplicitinany attempt to extend Aubrey N o r t o n ’ s t e r m unconstitutionally Instead, they should serve as guardians of democratic principles, ensuring that the party’sdemocraticprocesses arefollowedtotheletterand respecting the constitution and the rights of party members.

Adhering to the constitutional schedule for the congress is not just a matter of procedure; it ensuresafairandtransparent

transition of leadership

Attempting to extend Aubrey Norton’s term could lead to internal strife, divisions, and conflicts, potentially fracturing the party

Preserving party unity and cohesion should be a paramountobjective.

This can be best achieved by respecting the party’s constitution and adhering to the democratic traditions that have defined thePNCRforyears.

In conclusion, any attempt to extend Aubrey Norton’s term beyond the constitutionally appointed time represents a serious threat to the principles of democracy and the integrity ofthePNCR.

The party’s leadership mustprioritizeupholdingthe constitution and ensuring that the biennial congress is held at the specified intervals

To do otherwise would not only be illegal but also detrimental to the party’s reputation, the trust of its members, and the broader democratic ideals that the P N C R h a s l o n g championed Upholding democracy and constitutional adherence should be nonnegotiable in the PNCR’s commitment to its principles

The article’s insidious response by the company begs more questions than it attempts to address In essence,itissimpletontoits failures to manage a US$200million company Remarkably, the board of directors and Prime Minister, in the capacity of ChiefRibbonCutter(CRC), isactingthroughtheunlearnt Corporate Communications Officer and playing Russian roulette with answers that the people of Guyana are seeking to understand. The corequestioniswhoisatthe helm of management at Guyana Power and Light, since the current Chief ExecutiveOfficer(CEO)has beenonanextendedmedical leave for more than a year andanamicableexplanation for the constant power f a i l u r e s ? T h e Communications Officer’s response that vehicular accidents and contractor equipment(excavators)have beenthereasonsforthedaily power outages in the Demerara Berbice

In the 21st century, the BoardofDirectorsandCRC Prime Minister are telling the Guyanese public that a drunk driver or a careless excavator operator is responsible for bringing down the total grid of a nation?Iftheunintendedand benign actions of these individuals can produce catastrophic failure of the grid, then the nation should be very uneasy regarding sinister actors with dreadful intentions. This means that there isn’t appropriate grid security and protection Typically, these types of electrical faults should be isolated or confined to a limited area where the fault exists and not permeate the grid manifesting in a total system failure plunging the entire nation into total darkness Isolation and protection are how these types of faults are treated throughout the world. The absenceofthisabilitysimply means no isolation of these faultandGPLisoperatingin the stone ages of electrical grids. This pitiful response demonstrates the company’s inability and leaves much to bedesiredaboutwhetherthe company has effective management or is it on rudderlessautopilot.

Ms. Pindar would do well to make some qualifying remarks to address how long the CEO Mr. Dindyal has been on medical leave and how long thecompanyplanstooperate

with this status, since it has been more than a year without leadership and refrainfromproducingthese asinine responses Additionally, she needs to q u a l i f y t h e C E O compensationpackagewhile he’s on medical leave, if it was misquoted in my previous article On one hand,theresponsestatedthat the salary was misquoted, and on the other hand, it stated the CEO is not receivingasalaryfromGPL. Thereseemstobeadegreeof cognitive dissonance, which is causing confusion on the company’spartastowhether theCEOisgettingasalaryor not. If he is not getting a salaryfromGPL,thenwhois presently paying the CEO and how many individuals are being paid from that account?Shedidwelltonote that in the absence of the CEO and Deputy CEO Technical, there has been contingency plans that have been “endorsed and executed by the company’s Executive Management.” It would have done the company well to state what are these contingency plans and address whether these plans include an acting DCEO Technical that has questionablequalifications.

In this trillion-dollar economy, the national patrimony of the country is beingusedbysomepolitical leaders in the People’s Progressive Party (PPP) as their personal property A few have decided they will distribute this patrimony

The PPP trio, in their promotion of exclusion and singularly commandeering the nation’s resources, is attempting to justify excluding the constitutional O p p o s i t i o n f r o m engagementtodiscussissues p e r t a i n i n g t o t h e

management of the state, as an act to get power through the backdoor This notion must be rejected by every right-thinkingGuyanese.

Based on GECOM’s declaration, half the electorate voted for the Opposition and no society can operate in peace and harmony when any group is ignored, and worse yet for such a sizable section

Ignoring the representatives of people and workers is a known trait of Jagdeo’s management,atraitthatnow characterisestheAliregime, who many have come to believe is not his own man. Workers remember only too well when Jagdeo sought to hoodwink bauxite workers of Kwakwani, Everton and Linden He visited the bauxite communities and told the workers he would nottreatwiththetradeunion andtogethisattention,they must form committees When some workers followed his dictate, he

The public welcomes the news that of the planned upgrades to the grid to the tune of US$175million, but that was not the inquiring question.

So, I will raise the issue once again, when will the 300MW power generation plant be productionready?

However, since the company chooses to raise the issue of US$175M in upgrades, I think the p u b l i c s h o u l d b e reminded the company spent US$133M in upgrades to the grid between 2011 and 2015 and we still have drunk drivers or careless excavator operators plunging the country

Perhaps we need to h a v e a p u b l i c accountability as to how the US$133M was spent and what the taxpayers actually got for it

Seems like another white-elephant project as in the case of the G u y S u C o S u g a r Factory where the taxpayers are burdened with US$200M in debt until the year 2033, a n d m a n y o t h e r projects with a similar faith

It is not fair for this c o m p a n y t o k e e p deceiving and insulting the intelligence of the Guyanese people Simply put, Guyana needs a transformative change that will bring to bear an ideological realignment of our economics, political and social values and not a continuation of these nonsensical actionsandresponses

Exxon submits impact study for 12 wells in Canje Block ...saysoilspillcouldhitRegionsOneand

ExxonMobil Guyana Limited (EMGL) has submittedaCumulative Impact Assessment (CIA) to the Environmental Protection Agency (EPA) for a 12-well programme it hopes to execute in the Canje Block, one of the nation's three largestdeepwaterconcessions.

In the document prepared by E x x o n ' s c o n s u l t a n t s , Environmental Resources Management, JASCO Applied Sciences, and RPS Group, it was notedthattheapplicationwasfiled byExxononbehalfofitselfandcoventurers JHI Associates, Inc , Mid-Atlantic Oil & Gas, Inc., and TotalE&PGuyanaB.V

EMGLhadfiledanapplication for Environmental Authorisation with the EPA back in December 2021 Based on an initial assessment of the application, the EPA determined, pursuant to Section11(2)oftheEnvironmental Protection Act that the project by itself will not significantly affect the environment and, therefore, doesnotrequireanEnvironmental ImpactAssessment(EIA).

However,theEPAruledthatthe potential exists for the project combined with similar activities being carried out in the project location to result in significant cumulative environmental

impacts.

On this premise, the regulator demanded that Exxon produce a CIA that considers activities such as continued development and production works in the Stabroek Block, before an environmental authorizationcanbegranted.

The purpose of the CIA is to provide the factual and technical basisrequiredfortheEPAtomake an informed decision on EMGL's application for environmental authorisation considering the potential cumulative impacts associatedwiththeProject.

Aftersubmissionandreviewof this CIA, the EPA will decide whetherandunderwhatconditions to grant EMGL an environmental authorizationfortheProject.

KaieteurNewsunderstandsthat the exact locations of the potential 12 wells comprising the project have not been finalized. While some wells could be drilled for explorationpurposes,Exxonsaidit is also possible that some wells may be drilled as appraisal wells. Therefore,prioritiesandschedules aresubjecttochangefollowingany potentialexplorationwellresults.

The CIA also considered the impactofanoilspill.

It noted in this regard, that an unmitigated spill could reach the shoreline in Region One and the

most northern shoreline of Region Two. The report also notes that an oil spill could hit three other geographic regions: Trinidad and Tobago and the northern South American coast of Venezuela; the southern Lesser Antilles (i e , Grenada, St Vincent and the Grenadines, St. Lucia, and U.S.

southwesternGreaterAntilles(i.e., Puerto Rico, Dominican Republic, Haiti,andJamaica).

Pending approval, it is anticipated that the project will begininthesecondquarterof2024 and, if discoveries are made, well test(s)maybeperformed.

Theconclusionoftheproposed drilling campaign is expected

duringthefirstquarterof2025. KaieteurNewsunderstandsthat the project will generate benefits for the citizens of Guyana through revenue sharing with the Government of Guyana, a positive but minor increase in employment, and select project purchasing from Guyanese businesses.

Construction commences on hospitality institute -Tourism Minister

Constructionofthehospitalityinstitute at Port Mourant, Corentyne, has commenced and will cater to the training needs of the growing tourism and hospitalitysectorinGuyana.

This was disclosed by Minister of Tourism Industry and Commerce, Oneidge Walrond during a recent interview with the Department of Public Information (DPI) Minister Walrond noted that the facility will be better than waspreviouslyconceptualised.

Pres. Ali admits Guyana has a bad Exxon deal, but refuses to renegotiate

Guyana'sPresident Irfaan Ali during aninterviewwith British Broadcasting Corporation (BBC) Senior Journalist Gideon Long reiteratedhisadministration's positiontonotrenegotiatethe lopsided Exxon deal, but admitted that the contract is onethatbenefitstheoilmajor morethanthiscountry

On Monday, BBC publishedtheinterviewLong had with President Ali. The Head-of-State was asked about Guyana's oil and gas resources and the way forwardforthecountry After Ali highlighted that Guyana hasabout11billionbarrelsof proven oil reserves, the journalist asked him his thoughtsonGuyanahavinga baddeal.

Long's question to PresidentAliwas:“thosebig oildepositsthatwestartedby talking about, those were discovered before you came to power and some critics have said that the previous government when they signed those contracts with Exxon and its partners, they were too generous, they didn't get a good deal for Guyana. They gave away Guyana's oil riches too cheaply Howtrueisthat?”

In response PresidentAli said, “Well, I would say

definitely, we did not have thebestofdeals,Exxonhave agooddealsignedbythelast government ” Ali then highlighted that sanctity of contract is “very important” to his Government, adding, “and we can't go back on that.” To this end, Long asked, “So there will be no renegotiating of the contract?”

“We cannot go back and renegotiate,” President Ali responded. He went on to state that while the Government of Guyana is unable to renegotiate the deal, they have embarked on several initiatives to reap morebenefitsforthecountry

“Whatwehavedoneisto ensurethat,therearechanges we have already outlined a number of changes in future

Production Sharing Agreements completely different.Allofthisisgeared to improved accountability, to ensure there is greater transparency and to ensure the country itself benefits greater from oil and gas resources,” President Ali added.

American oil giant, ExxonMobil is the operator of the lucrative Stabroek Block,withitspartners,Hess Corporation and CNOOC. Exxon and its co-ventures madeitsfirstdiscoveryinthe block back in 2015 and by December 2019 moved into productionphase.

The oil companies already sanctioned five USmulti-billion projects in the Stabroek Block with an investment of over US$50 Billionthattheywillrecover from Guyana's oil resources. They are currently pumping about400,000barrelsoilper day with hopes to reach one millionbpdby2029. Exxon is preparing to sanction its sixth oil project in the StabroekBlock.

Meanwhile, there have been many calls by civil society for the People's Progressive Party/ Civic

(PPP/C) administration to bring ExxonMobil Guyana backtothetabletocarveout a better or more even deal which will garner more benefitsforthecountry

Former Minister of Natural Resources, Raphael Trotman, who served under the APNU + AFC Coalition government between 2015 and 2020, was the one who signed the deal in 2016 with Exxon. The deal Trotman signed,waivesalltaxesfrom the oil companies, gives Guyana a 2% royalty on its

rich resources, and agrees to theoilcompaniesrecovering 75% of investments before theremaining25%isshared, with Guyana receiving 12.5%.

The arrangement, with thelackofring-fencing,sees Guyana paying for projects that are yet to commence production activities. Each month bills from future producing developments are added to the list of expenses to be cost recovered by Exxon.

A few months ago,

Trotman in his book titled, 'From Destiny to Prosperity' offered support to the government to renegotiate the lopsided Stabroek Block deal the country has with an ExxonMobil-ledconsortium.

Trotman's offer was refused by Vice President (VP)BharratJagdeo,andthe calls by citizens for the deal toberenegotiatedhavefallen on deaf ears as PresidentAli as well as VP Jagdeo is adamant that they will not renegotiate the deal because of'sanctityofcontract'.

Dutch company applies for fuel bunkering licence to support Gas-to-Energy Project

Dutchmaritimecompany, Van Oord Offshore B.V has a p p r o a c h e d t h e Environmental Protection Agency(EPA)foralicenceto store,transportanddistribute fuelviatwovessels.Notably, such bunkering services would be to support offshore pipelineinstallationactivities for the Gas-to-Energy Project.

The two vessels, Atlantic Liberty and Knockout P, would be used to take fuel to

Van Oord's construction fleet thatisworkingontheproject. The company reminded that the Gas-to-Energy venture is being done by the Guyana Government in partnership with ExxonMobil Guyana Limited.

The project entails the installation of a 12 inch pipeline which would connect to the existing FloatingProduction,Storage, and Offloading Vessels (FPSOs) called “Liza

Destiny”and“LizaUnity.” The gas from those two ships would then be transported to shore via the pipeline system Exxon would be required to transport approximately 50 million standard cubic feet perday(MSCFD)ofrichgas to an onshore Natural Gas Liquids (NGL) plant and power plant. In 2022, it also noted that the governance of the NRF was strengthened with the appointment of three critical bodies: the NRF Board of Directors, the Public Accountability and Oversight Committee, and the Investment Committee.

Further, the IMF observed that the year 2022 was the first year when oil revenues were transferred from the NRF to the budget. The use of the funds is reported in the budget documents, and all receipts are published. That process continued with the 2023 budget.

At the same time, the IMF said the authorities made progress in reforming the regulatory framework for the oil sector. In this regard, it noted that the 1986 Petroleum Exploration and Production Act was modernized and approved by parliament in August 2023. The new Act enhances the regulation of exploration and production of oil, and further paves the way for developing the oil and gas industry. The IMF also took note of the fact that new model Production Sharing Agreements (PSA) have been designed to govern deepwater and shallow water blocks. These documents will be used following the auction of 14 new oil and gas blocks in November and will increase

the government share of oil profits.

Overall, the IMF said, “The outlook for mediumterm growth is better than ever before. Oil production will continue to expand rapidly as three new approved fields will come on stream between 2024-27 and a sixth field is expected to come on stream in the first half of 2028. Sustained real non-oil GDP growth of 5.5 percent is projected, as the government continues its ambitious plans to address developmental needs.”

The IMF was keen to note that Guyana’s favourable medium-term growth prospects are accompanied by upside and downside risks.

On the upside, it said further oil discoveries would continue to improve growth prospects.

On the downside, it warned that construction growth and strong public investment may support higher than expected short-term nonoil growth but could also lead to inflationary pressures, overheating of the economy, and the crowding out of credit to the private sector. It cautioned as well that adverse climate shocks, and volatile or lower than projected commodity prices, may also negatively impact the economy.

Global cereal production forecast to match past record

FAO also released a new Cereal Supply and Demand Brief, which forecasts that world cereal production in 2023 will increase by 0.9 percent from the previous year to reach 2 815 million tonnes, on par with the record output realized in 2021. While global wheat production is set to decline by 2.6 percent from 2022, coarse grains total output is forecast to rise by 2.7 percent, with maize production seen reaching a new record of 1 215 million tonnes, buoyed by strong yields in Brazil and Ukraine. Despite a slight downward revision since July, world rice output in 2023/24 is still seen recovering by 1.1 percent from the previous season. World cereal utilization in the season ahead is forecast at 2 807 million tonnes, 0.8 percent above the 2022/23 level.

World cereal stocks at the close of 2023/24 marketing seasons are predicted to stand at 878 million tonnes, a 2.2-percent annual increase, pointing to a world stocks-touse ratio for cereals of 30.5 percent, which FAO deems an

“overall comfortable global supply level from a historical perspective.”

World rice stocks are forecast to reach an all-time high of 198.1 million tonnes, driven up by India which together with China are estimated to hold nearly three quarters of this volume, like in previous seasons. Aggregate rice reserves held by the rest of countries are seen ending the year with a second successive contraction to a fouryear low pegged at of 51.4 million tonnes.

FAO lowered its forecast for world trade in cereals in 2023/24 to 466 million tonnes, a 1.7 percent drop from the previous marketing season. Traded volumes of wheat and maize are all predicted to decline, due to a mix of reasons, including falling exports by Ukraine due to trade disruptions associated with the ongoing war. FAO has also lowered its forecast for world trade in rice from the July figure considering the steppedup export restrictions by India. Although the duration of these restrictions and their extent of application are uncertain, if protracted and if El Niño induces production constraints in other Asian exporters, they could keep the predicted recovery in 2024 trade in rice modest, FAO said.

She said that the education authorities will also work to ensure that School Based Assessments (SBAs) are completed in a manner that will allow students to reap greater benefits from the practical exposure.

The new wing was named afterMrs.Massiah,aretired former, long-serving headmistresswhoservedthe institution from 1987 to 2002.

A similar approach is being undertaken at four other national schools including Queen's College, St. Stanislaus College, St. Rose's High School and St. Joseph's High School, Manickchand said, adding that the expansion will accommodate more students.

She said the ministry is focused on schools producing children who can

112,000 tonnes of hot, greasy water to be discharged daily from th Exxon's 6 project- EIA

The Environmental Impact Assessment (EIA) submitted by ExxonMobil Guyana Limited for the sixth planned deep-water project,Whiptailhasindicatedthat a massive 112,393 tonnes of hot, greasy water will be discharged overboard daily during production activities.

The sixth development is pending approval by the Environmental Protection Agency (EPA).Exxonintendstocommence oilproductionattheprojectasearly as 2027, producing up to 263,000 barrelsperday(bpd).

Notably, bpd has been the standard unit utilised by Exxon in its EIAs to measure the estimated volume of planned discharges. In fact,itsConsultant,Environmental Resources Management (ERM) used this simple unit in a recent study it conducted for the fourth StabroekBlockproject,Yellowtail; however,ERMintheWhiptailEIA displayed the scheduled toxic discharges in the unit m3 (cubic

meters).

According to the study, about 278,228 m3 of cooling water per day will be dumped overboard along with 39,747 m3 per day of produced water that contains oil, grease and other chemicals Another 287 m3 per day of oily bilge water is expected to be dumped overboard taking the total daily estimated hot oily discharges to 318,262 m3 daily When converted, this measures 112,393 tonnes.

It is unclear why Exxon's consultant modified the standard bpd measurement, however, the company pointed out in the study that the likely pollutants from the produced water and other possible toxic discharges will be treated as required to meet international standards.

Guyana has been switching gears from exploration to production activities in record breakingtime.Initsbidtorampup production activities however, stakeholders fear that the country

may not be implementing the necessary measures to safeguard the environment, thereby risking the livelihoods of fishermen and others.

ExxonMobil's sixth and largest oil project seeks to produce oil at the Whiptail, Pinktail and Tilapia fields. According to the Project Summary,Whiptailislocatedinthe south eastern portion of the Stabroek Block, approximately 183km from Georgetown. Current plansincludedrillingviadrillships to produce oil from approximately 40 – 65 production and injection wells. The company hopes to start up the sixth development by the fourth quarter of 2027 or first quarter of 2028. It has an expected fieldlifeofatleast20years.

Only on Sunday this publication reported that an unmitigated oil spill could devastatethelivelihoodsofcitizens in Regions One through Six, as outlined in the EIA submitted by Exxon.

In what was viewed as an intense and fiercely competitive tournament, veteran scrabble player, James Krakowsky, shrugged aside consecutive defeats to Moen Gafoor at two preceding tournaments to finally take the helm on the podium when the nation’s top scrabble players convened for a senior championship at Flava’s, Charlotte Street Georgetown, last Saturday afternoon.

Krakowsky amassed a flawless 6 points and a positive spread of 586, while Gafoor was relegated to the second-place slot with 4 points and a positive spread of 709. Curtis Liverpool con-
