The absence of a proper ethical outlook in life in Guyana has hurt us terribly. We must strive to obtain that mindset, and succeed in doing so, if we are ever going to position ourselves to tap in as a country to reap the true richness of our natural gifts. Our leaders and their comrades have largely failed us, failed to do what is right and of justice by us. Our young students, the leaders of tomorrow, must be different. Our professionals in the public service and private sector have mostly been about their own interests, with the result being that country and expectant citizens have been injured, and left in a dreadful state. It would be heartening if our young students, the budding leaders of tomorrow, could develop a state of mind, that emphasises ethical considerations as highly, if not higher, than their primary academic visions and pursuits. We need a break from the past, from what we have in the present, where the self-enriching has been the norm, the misuse of power, and misconduct in the performance of duty have all transformed into an unacceptable national culture. It is why we find it timely, in the midst of the joys and celebrations over what is clearly respectable academic performance at the Secondary level, to shine some light on our desperate need for a class of students, graduates, professionals, and contributors, who are about what is principled and honourable. When those are coupled to their likely higher University records to come, then this country stands a chance of being in a better place. We can be business oriented, and cash conscious, but those cannot be the be all and end all of our presences and our work. As we congratulate our youngsters, we urge them to move forward on the twin tracks of academics and ethics, so that Guyana can be good, if not great.

These anomalies can be listed as 1.Pagefollows:3Sub-para 15 stated that, ‘The rates applicable based on the tractors includes the front-end loader at $7,500 per hour’. The tractors in question were heavy duty tractors which were paid at $8,500 as per the approved rate sheet (Appendix A). This was explained by the Estate Manager in his letter to this publication on August 31. 2.Page 4 sub-para 20 stated that Sukhlall and Ramnarine were paid at the rate of $7,500 per hours but this was for Dondi drains. These are medium tractors and the rate was correctly applied but the two Contractors in question used 180Hp and 140HP for tillage operations.3.Page 4 sub-para 26 wrongly attributed one of the tractors as a 90 HP machine. This is a 180HP tractor and the conclusion that, more time being spent on tillage since a smaller tractor was used, is 4.Pagewrong.5 sub-para 29 stated that, ‘these payments were made using the proposed rate of $8,500 instead of the current rate of $7,500 is erroneous since $8,500 is the approved rate for 2021 for the types of machines used (Appendix5.PageA). 6 sub-para 11 stated that, ‘Payments should have been made at a rate of $7,500 per hour at 2.25 hours per hectare was used by Audit Office’. This is again wrong.6.Page 7 sub-para 33 stated that, ‘the rate used by the Internal Auditor was $8,500 whilst $7,500 was used by the Audit Office’. This is erroneous since Tables on pages 6 and 10 submitted in the Special Report indicated that the Audit Office indeed used the rate of $8,500 to calculate the ‘overpayments’. This finding is replicated on page 10 sub-para 48. 7.Page 15 sub-para 68 (iv) stated that, ‘Tractors used by the contractors namely D. Teajman and C. Nathoo did not have the required specifications as per contracts’. This is only applicable to Nathoo who used 140 HP tractors with 4 disc ploughs. The 140 HP tractor is regarded as heavy duty and this contract was awarded by the Head Office.8.Page 16 sub-para 68 (vi) stated that, no certificate of Insurance and Registration were seen for tractors used by Nathoo. This was awarded by Head Office and approved by the Chief Executive. The Procurement rules were breached.9.Page 16 sub-para 68(vii) stated again that ‘payments totalling $12.258 were made to the two contractors, namely D. Teajman and C. Nathoo using the proposed rate of $8,500 instead of the current rate of $7,500. No approval was seen for the increase’. The rate of $8,500 was approved since November 2020. This information is readily10.Pageavailable.16 sub-para 68(ix) stated that, ‘the new rate should have been effective from 1st December 1, 2021 and not from the commencement of the contractual period. In addition, the payments were retroactive. Further all payments were made before the 1 of December to the contractors.’ The rate of $8,500 was effective since November 2020. It cannot be retroactive since the rate of $8,500 was applied since January 2021.
GTT’s disservice
Additionally, the Special Audit did not consider the context or the ‘story’ behind the ‘overpayments’ and this was highlighted by the Estate staff in their response seen in the Special Audit Report. Context must be applied to audit findings to better communicate ‘the story’ of the findings.Asitis, there is a conflict between the Internal Audit findings and the State Audit findings as it relates to the rates used by the Estate and the reason for the overpayment. This is a material error and greatly influenced the recommendations which must now be quashed and declared null and void.

The Caribbean Secondary Education Certificate (CSEC) and Caribbean Advanced Proficiency Examination (CAPE) results are out, and they are good. They are encouraging in some urgently needed areas, represent what we hope would contribute heavily to our future now dawning, and soaring at higher altitude. Our top performers shine brightly, and we extend a round of applause to them, from wherever they may hail. We look on the bright side, and are impressed by the reports of improved performances in the disciplines of Mathematics and English at the CSEC level. Most importantly, and opportunistically, for Guyana’s future development in this its Age of Oil, we take special note of results from the higher CAPE level. From the recent Ministry of Education’s news release, our young students who sat CAPE did well in Pure Mathematics, Integrated Mathematics, and the Sciences, namely, Physics, Chemistry, and Biology. All things equal, and keeping our expectations within reasonable bounds, this means that we have a cohort of budding candidates for study in the fields of environmental science, engineering, geosciences, geophysics, and geology, among similar academic disciplines. To repeat the obvious, we need more qualified Guyanese in these areas, and the more of them we have, the better off we will be. Considering our huge oil discoveries, we severely lack quality Guyanese presences in our oil sector to watch out for our interests. The quicker we can get them, the more well-served we will be. Though their readiness is still years away, we are launching these highfliers into the academic orbit, to get the most out of our oil and other mineral riches. We have to appreciate the richness of our educational talent, and both CSEC and CAPE help us in this regard. As much as the focus is mostly on those students who came out as the cream of this year’s educational crop, we are sure that there are those below the superstar level, who also did well and are worth cultivating. They must be given every encouragement and access to prepare themselves to take advantage of the rich potential that is ours in the making, once we manage ourselves right. This is where educational achievements must go hand in hand with the ethical requirements that we must meet, must have, but which are glaringly missing in this country.

On page 11, sub-para 51 an email dated November 10th, 2021 sent by the Chief Executive was referred to (Appendix 3) and the rate per hectare is $19,125 and if this is divided by 2.25 hours the result is the approved rate of $8,500 which the Estate paid. 11. If the main contention is the wrong application of the rate, then the overpayment should have been $235,000 and $686,000 (difference of $1,000 multiplied by the hours worked which is 235 and 686). In conclusion, the main thrust of the Special Audit Report is the payment of $8,500 as against $7,500 per hour. However, as was evidenced by the CEO’s email the rate of $8,500 was approved since November 2020. This is a material error which greatly influenced the conclusion and the recommendations stated therein. Furthermore, it is normal practice for External Auditors to discuss findings with the Chief Internal Auditor of any Corporation and if this were done then the anomalies mentioned above would not have arisen.

The inference drawn from the TOR is that contractors were paid for actual hours worked rather than the number of hectares tilled.This Special Audit Report is riddled with numerous inaccuracies and inconsistencies which should be brought to the attention of the public domain since these were used as the basis for the conclusion and the recommendations arrived at in the said

DEAR EDITOR, Judging the events surrounding Election of March 2020 I was of the firm view that the Chief Justice with her erudite and detailed decisions, played the pivotal role in the determination of that election. However, that view soon dissipated when I viewed the work of the Chairwoman, she was the point person and final arbiter in the whole election drama that surrounded the March Elections. I say that without a shadow of a doubt. Because had she placed her signature to the fraudulent declaration of Lowenfield, it would have sealed the chapter of a botched election and an installment of a fraudulent government in Georgetown. It was as simple as that. We knew the dire consequences that went along with that stance if it was taken, but the PNC was not interested in Guyana becoming a pariah state once they held power. It was that selfish bullying nature of these people. Yes, with the stamp of approval by the Chairwoman, Guyana would have had a fraudulent regime in place. I say the Plantation Phoenix Lady stood her ground that she was not going down that road, she stood her ground amidst all the mountain pressure from the PNC’s top brass. To have done that in the face of almost insurmountable pressure from the bullies in the PNC Hierarchy calls for grit and determination that is why to this day she is called the Iron Lady. Anyone who is familiar with the way the PNC operates would know that they would never have approved her candidacy for the office if they were not knowledgeable of her political leanings, I am quite certain of this. It was their mistaken belief that Justice Singh was sympathetic to the PNC’s cause - and maybe, considered her a Diehard PNC Girlas such, she was duty bound to do any insane and illegal thing to keep the regime intact. Well, that was not to be because she disappointed them with her professionalism and integrity, by not being party to that fraudulent mess. So, to this day, she is placed in the Black Books of the PNC. With every opportunity they have, they are seeking her removal. But I would again remind them that the GECOM Chairman was legally appointed and stands by the law, with that firm legal backing no one in the political divide can cast an accusing finger. So, I say Justice Singh continue holding your head up high and continue to do your job without fear or favour.
DEAR EDITOR, A senior one wrote in the newspapers recently, “With massive, gold, diamond, timber, marine and now oil and gas the population of less than a million souls, we should be the happiest and wealthiest people on earth.” Of course, 95% of Guyanese are not, simply because, it was his Party, the PNC, which destroyed Guyana, causing half of the country’s population to migrate, seeking greener pastures for peace, bliss, happiness, safety, security, prosperity, good health and contentment. It was his Party, the PNC, which exploited the richness of this land, mismanaged the economy and incurred financial irregularities, among other discrepancies and skullduggeries, raping the Treasury, to bankrupt the nation, both terms they ruled through dictatorship. Those remaining at home reluctantly, and, because of inadequate resources to either leave the country, or, unable to qualify for a visa, or restricted by family commitments, were subjected to the whims and fancies for privileges from a PNC prevailing government. Guyanese had to endure a way of life that was mauled with restrictions, banning of essential food items, scarcity of foreign currency, a high rate of unemployment, long lines for anything and everything, the PNC Party card as a passport for priority, constant blackouts, and, among other painful discrepancies. The absence of happiness and lack of wealth is heredity, an inheritance from the troubled and terrorizing times of the past 60’s to early 90’s and again from the over taxed, sad era of 2015 to 2020. Cane Farming in Guyana – A Socialist Concept tion process culminated in the settlement of some 57 field workers at Belle Vue, in a cane-farming cum housing scheme, with each house lot accommodating a kitchen garden. A playground with community centre was a feature of the settlement. Each farmer was allocated a 15-acre plot of cane land, and arrangements were virtually imposed whereby the estate concerned – Wales –would purchase the cane from these small farmers, who were required in turn to pay for all (technical assistance) services provided by the estate.The commitment to Dr. Jagan who was then Premier of British Guiana, translated into BSE Ltd. and Demerara Company, together with then Barclays Bank (DCO) and Royal Bank of Canada, establishing a Cane Farming Development Fund in the sum of nearly $4m – impressive enough at that time. The Fund was a special window through which ‘registered’ farmers could access loans for both capital works i.e. the establishment of new acreages of cane, or the rehabilitation of existing acreages. It was also to finance routine crop expenses. I was BSE’s representative who met with vaulted managers of Barclays Bank (DCO) (now GBTI) and Royal Bank of Canada (now Republic Bank) to organise the establishment of the Cane Farming Development Corporation. Keith Massiah at the time was Legal Draftsman (who later ascended to the position of Chancellor of the Judiciary), who crafted the very comprehensive National Cane Farming Committee Act, and the creative Regulations thereto in the form of a Contract between Manufacturer and Cane Farmer, the provisions of which when breached, constituted a breach of the law. Amongst these very formal arrangements was the requirement for cane farmers to be constituted as legal entities so that they could complete loan transactions with the Cane Farming Development Corporation, also a legally established institution. The mechanism agreed upon (within the current socialist environment) was to formalise existing cane farming groups, as well as prospective groups of farmers, into Cooperative Societies. There were also individual farmers supplying Skeldon, Albion/PM and Rose Hall Estates; while others supplied Diamond Estate as well. They too had to conform to the new legislation.Transactional relationships between all registered cane farmers and ‘Manufacturer’ estates were dictated by the National Cane Farming Committee Act. In particular, the price of cane sold and bought was computed on an inflexible formula initially advised by the industry for inclusion in the Regulations to the Act. However, other farming groups such as at Buxton, BV/Triumph and Plaisance were not included in this new arrangement.Each‘cane farming’ estate was required to assign a Cane Farming Officer whose performance reports had to be monitored within a well-coordinated structure of collaboration.It is interesting therefore that in a totally different economic and social construct, this Administration would appear to revive the inspirational leadership of Dr. Cheddi Jagan.

Many of them could not enjoy the brace which they needed to maintain themselves and families because no Budget could be passed as the country moved from one drama to the next. This affected the national response to the COVID-19 pandemic. Testing levels were extremely low and there was mandatory isolation. Millions were spent in repurposing a hotel into a COVID-19 hospital. But when the PPP/C took office, it described the institution as having only barebones equipment and facilities. One mother spent more than 52 days in isolation and was forced to take to social media to highlight her frustration. The need for resources to fight the pandemic was hindered by the plot to rig the elections.Theelection impasse was a source of great embarrassment to the supporters of the APNU+AFC. Their country and parties were shamed in the eyes of the international community and the fingers were pointing at the APNU+AFC as being responsible for the failure to declare the results of the elections, five months after the close of polls. One former Prime Minister of a Caribbean country said he had never witnessed a more transparent attempt to alter the result of an election. The supporters of the APNU+AFC were fed a diet of ludicrous narratives. First, they were told that the Coalition’s statement of polls showed that it had won the elections. But they were and have never been shown these statements of polls. This was insult to the intelligence of the Guyanese people. Then they were promised that the results of the Recount would confirm the APNU+AFC victory. It did not. The supporters were asked to stomach the narrative that dead and migrant persons voted en masse and right under the noses of the APNU+AFC’s polling agents that were present in every polling station. They were also told that Russians came to Guyana to rig the elections and that the Voters’ List was bloated.TheAPNU+AFC said that dead and migrant persons voted. It gave a list of names. The media went out and found most of the persons which the APNU+AFC claimed were dead or migrated and who had voted. Then the country was told that the PPP/C government was installed at the behest of the western powers. This was a further insult to the intelligence of the Guyanese people because why would the western powers then only give the PPP/C a one-seat majority. Surely, if it had the powers to install a government it would have given it a far greater majority.Asmuch as the supporters of the APNU+AFC would want nothing more than to have seen the Coalition return to office, they would not have condoned a return through dishonest means. The APNU+AFC is still together but for how long nobody knows. It has accepted the seats which it was allotted in the National Assembly. It is not too late for the Coalition to offer an unconditional apology for the shame, disgrace, embarrassment which it caused its supporters and the lies which it peddled. Unless it does so, it will find itself being rejected by the people. This is a different time and different era. The people have experienced the best and the bad of both the PPP/C and the APNU+AFC and they no longer fear PPP/C rule as much after having seen what the APNU+AFC did during its five-year tenure. Dilapidated facilities paint grim reality of sports in Linden
The Mackenzie Sports Club swimming pool, once used by the likes of Olympian and Islamic Solidarity Games Bronze Medalist, Onan Thom and Mary Fung, is being overtaken by vegetation and creatures.Athletes from Linden often cry for support, but, most times it falls to deaf ears. Chantoba Bright, Guyana’s most decorated CARIFTA Games athlete, along with Olympian, National 100m champion and Long Jump national record holder, Emmanuel Archibald, are at the top of the food chain in their respective disciplines, yet, they’re some of the least supportedathleteslocally Kaieteur News spoke with Region 10 Chairman, Deron Adams, who bemoaned the lack of interestshowntoLindenand to athletes from the Mining Town.“Ibelievethatlikeother countries have been doing, theyidentifythosewhohave specialskills. In this case, we’re cognizant of the fact that Region10isthetalentbasket forthecountry,sothere’sno reason why emphasis and resourcesandanassessment of our needs should not be given priority,” the usually candidAdamssaid. Adams believes that the relationship between the CentralGovernmentandthe RegionalGovernmenthasto be improved, especially those who are inclined to giveassistancetothevarious disciplines.Under the David Granger-led Government, a synthetic track began constructionin2016andsix years later, it is still under construction.There’s no time line given for its completion by thecurrentGovernment. But as the famous MSC ground continues to fall apart, no announcement on the commencement of the projecthasbeenmade. “I want to make it clear that anything that is good, I wouldsupportit. Anything in the interest of the youths, I will support it. I think the time is now,” Adams said when asked about reported push back from elected Region 10 officials for the project Adams highlighted that “a structure must be put in place, consultations should behadandthepeopleshould be aware of how they will benefit the various disciplines.Theelected officials (of Region 10) must be brought totheWtable.elive here, we know what are their (the athletes) needs.
